| And do we have anyone sign in on OK, uh. | 00:00:36 | |
| No one signed in for agenda items, but we'll have. | 00:00:39 | |
| Open mic here at the end. | 00:00:43 | |
| If you will, before we get started properly. | 00:00:46 | |
| Join us for a moment of individual. | 00:00:49 | |
| Silence for just reflection, prayer. | 00:00:52 | |
| Meditation as you see fit. We'll get ready for the meeting. | 00:00:57 | |
| All right. Thank you and welcome again. We'll begin with new business under item one, J Rack, Judge Stiller and. | 00:01:19 | |
| You brought Anne Carruthers with you. Is Ian going to be joining you at the podium? She's well if she would in case there are | 00:01:27 | |
| questions. | 00:01:30 | |
| Hi, good evening. | 00:01:33 | |
| And today I am here on behalf of. | 00:01:34 | |
| The Floyd County J Rack Justice Reinvestment Advisory Council as chair. | 00:01:38 | |
| And I am bringing to you a recommendation as you saw in your e-mail for. | 00:01:44 | |
| Opioid fund expenditure. This is a renewal request for Clark Floyd System of Care. | 00:01:49 | |
| For $110,000. | 00:01:55 | |
| This was voted, presented and voted to the full J rack. | 00:01:58 | |
| Earlier this month and. | 00:02:02 | |
| Just as a reminder, as judges, we do not vote on opioid. | 00:02:05 | |
| Recommendations. | 00:02:09 | |
| But we do provide information and. | 00:02:11 | |
| Collaboration, and I will say that. | 00:02:15 | |
| I know I gave you the report presented. | 00:02:19 | |
| By missing Carothers on Behalf, she's the executive director. | 00:02:22 | |
| Of Clark Floyd System of Care and she did a really nice job with her report. | 00:02:25 | |
| Explaining how the funds have been utilized. | 00:02:30 | |
| The lights touched and what they're working on going forward. | 00:02:33 | |
| I would just say. | 00:02:37 | |
| I'm have a fully Superior Court 1 and also Felicity County JRAC. | 00:02:39 | |
| Our partnership with Clark Floyd System of Care has really been instrumental to what we do and. | 00:02:43 | |
| Our work in transforming our criminal justice system here locally. | 00:02:47 | |
| And something that would be near and dear to your heart as commissioners and the care of inmates funds one of the. | 00:02:52 | |
| One of the items that were really really. | 00:02:57 | |
| Drilling down on is our competency. | 00:02:59 | |
| Restoration cases and how we're handling those. | 00:03:02 | |
| And we have directive from the state of Indiana to do something about it. | 00:03:05 | |
| Across the state. | 00:03:09 | |
| To find ways. | 00:03:10 | |
| To address. | 00:03:12 | |
| Cases where competency is at issue. | 00:03:14 | |
| Other than. | 00:03:17 | |
| Utilization of the Indiana Department of Mental Health. | 00:03:18 | |
| And so there's no easy task and they're giving us lots of. | 00:03:22 | |
| Suggestions and we're working through different scenarios but. | 00:03:26 | |
| Clark Floyd System of care brings to the table quite a. | 00:03:30 | |
| Quite a bit of expertise in that regard. So that's kind of one of the. | 00:03:33 | |
| The big things we've been working on this year and we'll continue to work on in future years with the goal being. | 00:03:35 | |
| A reduction of the cases needed to be sent to. | 00:03:40 | |
| Indiana Department of Mental Health for competency restoration. | 00:03:45 | |
| Probably because of the. | 00:03:48 | |
| Great expense to the county, as you all well know, but also. | 00:03:49 | |
| It is not good for the defendants in their cases. Sometimes they're. | 00:03:54 | |
| Ended up being essentially detained much longer than they otherwise normally would be. | 00:03:58 | |
| But also for the fact that they're taking spots from. | 00:04:03 | |
| That are much needed by. | 00:04:06 | |
| Per in several cases Ed OS. | 00:04:09 | |
| Emergency detention orders, they just don't have the placement for them because they're being occupied by. | 00:04:11 | |
| Felony and misdemeanor cases that are. | 00:04:16 | |
| Competency, anyway, it's a big, big subject matter that we're working on and. | 00:04:19 | |
| We appreciate Clark Floyd System of Care work on that and many other things. | 00:04:23 | |
| So I'm asking that. | 00:04:27 | |
| You consider. | 00:04:29 | |
| The recommendation presented to fund them for $110,000 for this coming year their fiscal year runs. | 00:04:30 | |
| Essentially now. | 00:04:37 | |
| What is it? | 00:04:39 | |
| July to June, so July 1st to to June. | 00:04:40 | |
| Is what it would be. | 00:04:43 | |
| Of next year. | 00:04:45 | |
| Any questions or other information I can provide? | 00:04:46 | |
| I have no I don't have any questions. | 00:04:53 | |
| Frank No. | 00:04:57 | |
| OK, there no further questions or discussions. | 00:05:00 | |
| Promotion to approve. | 00:05:03 | |
| So moved. | 00:05:05 | |
| 2nd. | 00:05:07 | |
| OK, all in favor, aye? | 00:05:08 | |
| Thank you, guys. Thank you for being here. Thank you Clark Floyd, System Care and Commissioners. | 00:05:11 | |
| OK, umm. | 00:05:17 | |
| Zoom from the Sheriff's Department health. | 00:05:18 | |
| Good evening, Andrew Benson with the Volcano Sheriff's Office standing for Sheriff Steve Bush. He apologizes. He can't make it | 00:05:25 | |
| this evening. He's out of town. | 00:05:29 | |
| Before you should be the memorandum for special purchasing for body cameras. | 00:05:33 | |
| I believe he sent it along with the contract a couple weeks ago. | 00:05:39 | |
| Commissioners at 2:00. | 00:05:43 | |
| A Christy Fox with her review. | 00:05:44 | |
| From my understanding from the e-mail traffic, she didn't have any further issues with it. Some adjustments were made. | 00:05:46 | |
| To her satisfaction. So before you for approval, see. | 00:05:52 | |
| No, they only requested I would have is if we're going to approve this point, move to a contingent upon funding. | 00:05:58 | |
| Of Life County Council. | 00:06:03 | |
| Uh, within your budget. | 00:06:05 | |
| Yeah, correct. He met with the he was at the council meeting this past week. | 00:06:07 | |
| There was a consent consensus for OK. | 00:06:13 | |
| There was no appropriations at that time because we didn't have the time to advertise for it. | 00:06:18 | |
| OK. Thank you for the clarification. | 00:06:23 | |
| No, I think it's a step in the right direction, so. | 00:06:27 | |
| And I'm glad that. | 00:06:30 | |
| The recommendations that were discussed have all been. | 00:06:32 | |
| Ironed out, I suppose. Yep, I think all the changes that I had requested were made. Point out some other things to the Sheriff's | 00:06:35 | |
| Department just so that they make sure to dock it and keep track of. | 00:06:39 | |
| And to make sure that we have sufficient IT services to support those things. So I think they've worked on all that side. | 00:06:44 | |
| You guys just from a statutory perspective are putting your blessing on allowing Sheriff Bush to sign off on the contract, I think | 00:06:50 | |
| contingent on approval by the County Council for funding purposes would be. | 00:06:56 | |
| Appropriate. | 00:07:02 | |
| All right, then I will. | 00:07:04 | |
| Ask for such a motion. | 00:07:07 | |
| So moved. | 00:07:08 | |
| I'll second. | 00:07:10 | |
| Contingent on the funding. | 00:07:11 | |
| All right, motion and 2nd all in favor, aye. | 00:07:13 | |
| I thank you very much. | 00:07:17 | |
| Chief Financial Officer Stan Howe, while you're making your way up, I'll say we've got 4 bids in place. Is there anyone else here | 00:07:20 | |
| tonight? | 00:07:23 | |
| Wishing to present a bid in person for the Bridge 27 replacement project. | 00:07:26 | |
| All right then. | 00:07:33 | |
| Stan. But this is the opening, the opening of the bids for the Bridge 27 construction project. | 00:07:36 | |
| The engineer record right now is Civic on SO. | 00:07:43 | |
| You have the four bids. | 00:07:47 | |
| German. | 00:07:49 | |
| For four or five. | 00:07:58 | |
| 12. | 00:08:00 | |
| 3455 minutes. My apologies. Thank you. I have 5. | 00:08:01 | |
| First ones from C&R construction in Cordon. | 00:08:08 | |
| I'm gonna make sure I look at this OK. | 00:08:30 | |
| So if we don't have an issue. | 00:08:33 | |
| 2 The total bid for C&R is. | 00:08:38 | |
| 1,000,900 and 26338. | 00:08:43 | |
| Got it. | 00:08:52 | |
| Alright. | 00:08:54 | |
| Next one is Mac construction. | 00:08:57 | |
| 2,286,000. | 00:09:21 | |
| This one's from force. | 00:09:56 | |
| Construction. | 00:09:57 | |
| $1,965,300. | 00:10:06 | |
| E&B paving. | 00:10:36 | |
| $1,995,000. | 00:10:39 | |
| RL Buxton Excavating. | 00:11:04 | |
| Our Scottsburg. | 00:11:07 | |
| 1,828,496 thousand. | 00:11:10 | |
| And that's what we have. | 00:11:20 | |
| Alright, we have 5 biz. | 00:11:21 | |
| From a parliamentary standpoint, can you clarify for me? Do these need to be read into the record a second time? | 00:11:23 | |
| Nope, you do not need to read them into the record a second time. | 00:11:28 | |
| Then I'll look for a motion to take those bids under advisement. | 00:11:31 | |
| So moved. | 00:11:34 | |
| I'll second. | 00:11:35 | |
| All in favor, aye? | 00:11:36 | |
| All right. Thank you on that item. | 00:11:39 | |
| Thank you very much. | 00:11:42 | |
| The second item is the Edwardsville School gym demo contract. | 00:11:44 | |
| The quotes were received at the July 7th Commissioners meeting. | 00:11:49 | |
| The local was temple and temple. It's been presented to the attorney. | 00:11:53 | |
| For legal review, there were some modifications that were requested or suggested. | 00:11:58 | |
| Those were all adhered to in the contract language. | 00:12:04 | |
| I believe the original the revised contract has been presented to the commissioners for. | 00:12:08 | |
| Review and for approval and signature at this point. | 00:12:14 | |
| The dollar amount. | 00:12:22 | |
| 40. | 00:12:24 | |
| 3280 dollars. | 00:12:25 | |
| Yes, yeah, yeah. 42,280 two 180. | 00:12:27 | |
| This is a 42 to 43. | 00:12:34 | |
| 4343 thousand 280 OK. | 00:12:36 | |
| Alright, I have no further questions on that. | 00:12:41 | |
| Did he approve that? | 00:12:47 | |
| Yeah, we'll need to approve that motion to approve. | 00:12:48 | |
| I'll second. | 00:12:51 | |
| All in favor, aye? | 00:12:52 | |
| All right. Thank you. | 00:12:55 | |
| The third item here is C This is preventing the maintenance software. | 00:12:58 | |
| The. | 00:13:03 | |
| County Road Department Highway Director Sydney, Maine have been working diligently trying to. | 00:13:05 | |
| Protect and preserve a lot of our capital assets and one of the things that we needed in place was some form of a. | 00:13:10 | |
| Preventive maintenance control. | 00:13:18 | |
| Software application process. | 00:13:21 | |
| So what we've. | 00:13:24 | |
| Narrowed down to as a an organization, RTA has presented a. | 00:13:25 | |
| Very reasonable. | 00:13:30 | |
| Opportunity for the county to. | 00:13:32 | |
| Enter into an agreement. | 00:13:35 | |
| To maintain the and preserve our capital assets. | 00:13:36 | |
| This is not only our vehicles, but also our capital asset equipment as well. | 00:13:40 | |
| This engagement and this initial cost outlay is for what I would suggest to the commissioners would be for a one year contract | 00:13:45 | |
| agreement. | 00:13:49 | |
| It's $11,349 for a one year agreement for the. | 00:13:54 | |
| The software support and application. | 00:13:59 | |
| There is a. | 00:14:02 | |
| Very insignificant startup fee. | 00:14:04 | |
| My suggestion is that we cover this with the funds from the auction. | 00:14:07 | |
| To move forward with this particular program. | 00:14:12 | |
| Sydney is here if you have any questions with regards to the intricacies of the of the. | 00:14:15 | |
| The program offer we vetted this with our IT specialist, Gary Bierman. | 00:14:20 | |
| To ensure that both of the system, our system that's in place. | 00:14:26 | |
| And this cloud based system interact without any. | 00:14:30 | |
| Issues or concerns are breaches of security for the county itself. | 00:14:34 | |
| Just for the record, the auction cleared. | 00:14:40 | |
| Right at 53,000 or. | 00:14:42 | |
| Yes, it was slightly over 53,000. There was 59 I think brought in the administrative fees were approximately 6000 ish which left. | 00:14:44 | |
| A net profit to the county of. | 00:14:53 | |
| Just over $53,000. | 00:14:55 | |
| In the one year. | 00:14:58 | |
| Contracted price on this. | 00:14:59 | |
| 11,349. | 00:15:02 | |
| It's it's almost 17 with the startup, with the startup cost. Yes ma'am. | 00:15:05 | |
| Total, yeah, it's a one that that's a one time startup, correct, Of course, yes. | 00:15:10 | |
| No, I think it's overdue. That's a good idea and funding has been creatively found for. | 00:15:15 | |
| I have no questions on it. | 00:15:24 | |
| Make a motion to accept. | 00:15:26 | |
| This. I'm sorry to chime in here, but if you could also approve to allow Al to sign this outside of a meeting please. | 00:15:29 | |
| They came to a doctor to accept and allow all the sign outside the meeting. | 00:15:35 | |
| I'll second all in favor, aye. | 00:15:39 | |
| Thank you very much. | 00:15:44 | |
| Item D The crow engagement. | 00:15:46 | |
| Agreement. | 00:15:49 | |
| Grow has provided the county with a TIF neutralization report, so the last several years. | 00:15:51 | |
| This is just an engagement letter to allow Crow. | 00:15:58 | |
| To move forward with this year's tip neutralization. | 00:16:01 | |
| Hosting I guess to the gateway system. | 00:16:07 | |
| Right. And I would also look for a motion to approve this. | 00:16:10 | |
| Grant me permission to sign this outside of the meeting. | 00:16:14 | |
| So moved. | 00:16:17 | |
| 2nd. | 00:16:19 | |
| OK, all in favor, aye? | 00:16:20 | |
| The final item I would. | 00:16:24 | |
| Like to request Frank walk up and for instance, Frank Walden, while you're doing that, I want to a point of order. I needed to add | 00:16:27 | |
| one other item to the agenda. | 00:16:31 | |
| Which is under your purview as well. It's just the. | 00:16:35 | |
| So. | 00:16:39 | |
| We had an additional administrative plat that needed a signature for Sundown Farms. | 00:16:41 | |
| That's correct. This promotion to add that to the. | 00:16:46 | |
| Agenda for tonight With unanimous consent, I'll make that motion. | 00:16:48 | |
| 2nd. | 00:16:52 | |
| Thank you all in favor, aye. | 00:16:53 | |
| Alright, thanks. Thank you, Sir. | 00:16:55 | |
| Good evening. | 00:17:01 | |
| I've got plot approval for Shaw Ridge Administrative Replat, which is plat #1593. | 00:17:02 | |
| This three plot was to split one lot into two for creation of a new residential building site. | 00:17:09 | |
| A waiver of the shared driveway requirements was also granted by the Plan Commission. | 00:17:15 | |
| I personally went out and bought 2 pins. | 00:17:31 | |
| And you do need a motion to approve with us before you sign. Yeah, motion to approve this so moved to your signature. | 00:17:36 | |
| 2nd. | 00:17:42 | |
| OK, all in favor, aye? | 00:17:43 | |
| If you want to proceed with, sure. | 00:17:47 | |
| I have a plot approval for Shaw Ridge Administrative replat plat #1577. This replat was displayed one lot into. | 00:17:50 | |
| To for creation of a new residential building site. | 00:17:57 | |
| Since an administrative plat was submitted last year. | 00:18:00 | |
| This required Planning Commission approval for this one as well. | 00:18:03 | |
| Hey. | 00:18:08 | |
| Approval for signature on that plat as well. Make a motion. Approve. | 00:18:10 | |
| 2nd. | 00:18:13 | |
| All in favor, aye? | 00:18:14 | |
| Aye, and I all right. | 00:18:17 | |
| 2 pins. | 00:18:23 | |
| Be careful when you fold that up. | 00:18:33 | |
| Maybe keep it flat for a little bit. | 00:18:36 | |
| Do we need to sign both copies or just one sign first? | 00:18:44 | |
| You going to watch that arm? | 00:18:49 | |
| I know I'm trying to watch it. | 00:18:53 | |
| I'm left on the left hand. | 00:18:57 | |
| You should wear gloves from now on to. | 00:19:02 | |
| All right, well, Commissioner Luke. | 00:19:05 | |
| Is working on those two. I will ask for approval. | 00:19:07 | |
| Of the Commissioners meeting minutes for July 7, 2026. | 00:19:11 | |
| So moved. | 00:19:14 | |
| Second, all in favor? | 00:19:17 | |
| Aye, and also approval of the joint meeting minutes from May 15, 2026. | 00:19:19 | |
| Yeah, we're addressing that here because we did not have, we cancelled the last couple of joint meetings. We're not meeting again | 00:19:27 | |
| till September and we have a bond issue that needs to have approved minutes. So we decided to go ahead and break it apart at each | 00:19:30 | |
| meeting. | 00:19:34 | |
| Yeah, so move. | 00:19:39 | |
| And 2nd, 2nd. | 00:19:40 | |
| All in favor, aye? | 00:19:42 | |
| All right. And approval of payroll and claims? | 00:19:44 | |
| Motion to approve. | 00:19:49 | |
| 2nd on the payroll plan. | 00:19:54 | |
| All in favor, aye, All right. And our next Commissioners meeting will be Tuesday, August 4/20/26 at 6:00 PM. | 00:19:56 | |
| Is there are there any? | 00:20:03 | |
| Government officials would like to comment tonight. | 00:20:05 | |
| Yeah, by Shaw County Council. | 00:20:13 | |
| I'll just beat up Dead Horse, but I just think it's so cool that we got. | 00:20:15 | |
| People talking to space shuttle. | 00:20:19 | |
| Space station in Louisville, Floyd County. | 00:20:22 | |
| That's a red bar thing yesterday also. | 00:20:24 | |
| I've been around a long time, but what's bridge 27? | 00:20:27 | |
| I think it's. | 00:20:29 | |
| Greenville, Georgetown Railroad, Greenville Rd. But. | 00:20:30 | |
| When we said Britain, I know Bridge 51 blacksmith, so I'm learning what? | 00:20:34 | |
| Bridge numbers. | 00:20:38 | |
| Greenville. | 00:20:39 | |
| Georgetown Rd. Yeah, right near the Conservation Club. | 00:20:40 | |
| Any other government officials? | 00:20:46 | |
| Anyone from the public who would like to speak tonight? | 00:20:48 | |
| Mister Man. | 00:20:51 | |
| I just want to remind everyone that this is for public comment. This is not a public hearing tonight. | 00:20:52 | |
| So that's not AQ and A and. | 00:20:57 | |
| We'll limit folks to two. | 00:20:59 | |
| I just want to tell you. | 00:21:02 | |
| Bridge 27. I remember when they redid that. | 00:21:04 | |
| And hopefully the contractor that did it. | 00:21:07 | |
| That's only that's only like 50 years ago. | 00:21:09 | |
| Get the most 55, zero or 1/5. | 00:21:12 | |
| You say 50 or 50. It should have been about 50 some years ago when that bridge was done. | 00:21:16 | |
| And I bridge lifespan I thought would be a lot longer. | 00:21:21 | |
| We got some that one endorsed. I'm going to bear with me. It's been there forever. | 00:21:26 | |
| That bridge had been done and and they read, they redid it. | 00:21:30 | |
| Not very long ago. | 00:21:34 | |
| I know Frank members when that bridge was probably. | 00:21:35 | |
| As we jump off as a kid, but that's not very long lifespan for three years. | 00:21:39 | |
| That's a lot of money. Thank you. | 00:21:43 | |
| Thank you. | 00:21:45 | |
| Any other public comment tonight? | 00:21:47 | |
| Yes, please. | 00:21:52 | |
| Jerry Brewer at 1907 Graybrook Lane, New Albany. | 00:21:54 | |
| I'm not asking for any money, I know you're not the council anyway, but. | 00:22:00 | |
| I would ask for your consideration for support for the public. | 00:22:03 | |
| On the EBT grant. | 00:22:07 | |
| That that the governor did not. | 00:22:09 | |
| Sign he's let it go again. They've got a $4 billion surplus. | 00:22:12 | |
| Took $12 million to return $100 million to Floyd County. | 00:22:18 | |
| For poor people. | 00:22:23 | |
| Not for what you stay. | 00:22:25 | |
| Floyd and. | 00:22:26 | |
| I have little power and each one of you individually really don't. | 00:22:28 | |
| But you 3 collectively if you could pass a resolution. | 00:22:32 | |
| And address a letter. | 00:22:36 | |
| To the Governor to consider. | 00:22:38 | |
| Helping the poor people of. | 00:22:40 | |
| The steak. | 00:22:42 | |
| That's just a request. | 00:22:45 | |
| Also I have another request. | 00:22:47 | |
| I know you asked with the Floyd County Library. | 00:22:49 | |
| We had the food pantry. | 00:22:53 | |
| And one of the reasons that one of the members was here a while ago. But she laughed at the library. | 00:22:55 | |
| One of the problems we had with the food and the food pantry is the USDA grant. | 00:23:00 | |
| Went away. | 00:23:06 | |
| We didn't get it. | 00:23:07 | |
| So again I would ask. | 00:23:08 | |
| That this board, in unison, passed a resolution. | 00:23:10 | |
| To Ashtar 9th District Congressman Houchin. | 00:23:14 | |
| Senator Baines. | 00:23:18 | |
| And Senator Todd Young to reconsider, to write a letter to USDA. | 00:23:20 | |
| To bring back funding for four people at four people at the food pantry. | 00:23:25 | |
| In the Floyd County Library. | 00:23:30 | |
| No money, just. | 00:23:32 | |
| Could you help us? | 00:23:34 | |
| You know I understand how it work, could come a lot from you 3IN in general, but. | 00:23:36 | |
| We do need the help. | 00:23:41 | |
| A couple other quick items. | 00:23:42 | |
| Purdue, I don't, I don't know if you. | 00:23:47 | |
| I know there was some discussion on Purdue. | 00:23:50 | |
| But we got in the. | 00:23:52 | |
| Farm Newsletter. | 00:23:53 | |
| That they're going to be reorganizing regionally. I don't know how much you know about that. This was in farm week. I'm not making | 00:23:55 | |
| it up. | 00:23:58 | |
| But we will be in Region 12, Clark, Crawford, Floyd, Harrison, Orange, Scott and Washington counties. | 00:24:02 | |
| So I just wondered how that will affect your budget? | 00:24:08 | |
| Educator, are we going to have a full time? | 00:24:11 | |
| You know, something for you to consider and and see. | 00:24:14 | |
| If they're cutting service. | 00:24:18 | |
| Do we have to make the same commitment to Purdue? | 00:24:20 | |
| For office. | 00:24:23 | |
| Educator or what? | 00:24:24 | |
| So, you know, I don't know how much you know about it. You have 30 seconds, Sir. | 00:24:26 | |
| You have 30 seconds. | 00:24:30 | |
| 30 seconds. Yes Sir. | 00:24:32 | |
| Well, OK, I'm gonna talk really quick. | 00:24:35 | |
| I asked you before about the Floyd County occupational tax. I know the council puts it on. | 00:24:37 | |
| But I know it was done for Jamie Knoll to kind of take care of the ambulance problem. | 00:24:42 | |
| I just wish you could consider. | 00:24:48 | |
| Reasoning that you said you got $300,000 on the edit tax. | 00:24:50 | |
| But that really come from taxpayers. | 00:24:54 | |
| Dead attacks. I'm fine myself, but there's a lot of people struggling. | 00:24:56 | |
| And I want. | 00:25:00 | |
| Please give me one second and I'll try to be as discreet. | 00:25:01 | |
| It's probable. | 00:25:05 | |
| But what we are concerned about the six. | 00:25:07 | |
| The uh, uh, two months. | 00:25:10 | |
| That we're losing. | 00:25:13 | |
| In state funds for gas tax that will affect the county. | 00:25:15 | |
| I know it's going to be made-up some. Do you know if it's all together? | 00:25:19 | |
| Is it do you? Is it there they making it all up? | 00:25:22 | |
| That If not, there's concern. | 00:25:24 | |
| That there will be layoffs, surgeons expired. Thank you. | 00:25:27 | |
| Could I? We could talk after the meeting if you like. | 00:25:30 | |
| Could I please ask what? | 00:25:33 | |
| Your times expired, Sir. Thank you. | 00:25:35 | |
| Or anyone else from the public tonight? | 00:25:38 | |
| All right. If not, any closing statements from the commissioners? | 00:25:43 | |
| I'm done. | 00:25:48 | |
| 2nd. | 00:25:49 | |
| Good motion to endure. Accepted. | 00:25:50 |

| Silence for just reflection, prayer. | 00:00:52 | |
| Meditation as you see fit. We'll get ready for the meeting. | 00:00:57 | |
| All right. Thank you and welcome again. We'll begin with new business under item one, J Rack, Judge Stiller and. | 00:01:19 | |
| You brought Anne Carruthers with you. Is Ian going to be joining you at the podium? She's well if she would in case there are | 00:01:27 | |
| questions. | 00:01:30 | |
| Hi, good evening. | 00:01:33 | |
| And today I am here on behalf of. | 00:01:34 | |
| The Floyd County J Rack Justice Reinvestment Advisory Council as chair. | 00:01:38 | |
| And I am bringing to you a recommendation as you saw in your e-mail for. | 00:01:44 | |
| Opioid fund expenditure. This is a renewal request for Clark Floyd System of Care. | 00:01:49 | |
| For $110,000. | 00:01:55 | |
| This was voted, presented and voted to the full J rack. | 00:01:58 | |
| Earlier this month and. | 00:02:02 | |
| Just as a reminder, as judges, we do not vote on opioid. | 00:02:05 | |
| Recommendations. | 00:02:09 | |
| But we do provide information and. | 00:02:11 | |
| Collaboration, and I will say that. | 00:02:15 | |
| I know I gave you the report presented. | 00:02:19 | |
| By missing Carothers on Behalf, she's the executive director. | 00:02:22 | |
| Of Clark Floyd System of Care and she did a really nice job with her report. | 00:02:25 | |
| Explaining how the funds have been utilized. | 00:02:30 | |
| The lights touched and what they're working on going forward. | 00:02:33 | |
| I would just say. | 00:02:37 | |
| I'm have a fully Superior Court 1 and also Felicity County JRAC. | 00:02:39 | |
| Our partnership with Clark Floyd System of Care has really been instrumental to what we do and. | 00:02:43 | |
| Our work in transforming our criminal justice system here locally. | 00:02:47 | |
| And something that would be near and dear to your heart as commissioners and the care of inmates funds one of the. | 00:02:52 | |
| One of the items that were really really. | 00:02:57 | |
| Drilling down on is our competency. | 00:02:59 | |
| Restoration cases and how we're handling those. | 00:03:02 | |
| And we have directive from the state of Indiana to do something about it. | 00:03:05 | |
| Across the state. | 00:03:09 | |
| To find ways. | 00:03:10 | |
| To address. | 00:03:12 | |
| Cases where competency is at issue. | 00:03:14 | |
| Other than. | 00:03:17 | |
| Utilization of the Indiana Department of Mental Health. | 00:03:18 | |
| And so there's no easy task and they're giving us lots of. | 00:03:22 | |
| Suggestions and we're working through different scenarios but. | 00:03:26 | |
| Clark Floyd System of care brings to the table quite a. | 00:03:30 | |
| Quite a bit of expertise in that regard. So that's kind of one of the. | 00:03:33 | |
| The big things we've been working on this year and we'll continue to work on in future years with the goal being. | 00:03:35 | |
| A reduction of the cases needed to be sent to. | 00:03:40 | |
| Indiana Department of Mental Health for competency restoration. | 00:03:45 | |
| Probably because of the. | 00:03:48 | |
| Great expense to the county, as you all well know, but also. | 00:03:49 | |
| It is not good for the defendants in their cases. Sometimes they're. | 00:03:54 | |
| Ended up being essentially detained much longer than they otherwise normally would be. | 00:03:58 | |
| But also for the fact that they're taking spots from. | 00:04:03 | |
| That are much needed by. | 00:04:06 | |
| Per in several cases Ed OS. | 00:04:09 | |
| Emergency detention orders, they just don't have the placement for them because they're being occupied by. | 00:04:11 | |
| Felony and misdemeanor cases that are. | 00:04:16 | |
| Competency, anyway, it's a big, big subject matter that we're working on and. | 00:04:19 | |
| We appreciate Clark Floyd System of Care work on that and many other things. | 00:04:23 | |
| So I'm asking that. | 00:04:27 | |
| You consider. | 00:04:29 | |
| The recommendation presented to fund them for $110,000 for this coming year their fiscal year runs. | 00:04:30 | |
| Essentially now. | 00:04:37 | |
| What is it? | 00:04:39 | |
| July to June, so July 1st to to June. | 00:04:40 | |
| Is what it would be. | 00:04:43 | |
| Of next year. | 00:04:45 | |
| Any questions or other information I can provide? | 00:04:46 | |
| I have no I don't have any questions. | 00:04:53 | |
| Frank No. | 00:04:57 | |
| OK, there no further questions or discussions. | 00:05:00 | |
| Promotion to approve. | 00:05:03 | |
| So moved. | 00:05:05 | |
| 2nd. | 00:05:07 | |
| OK, all in favor, aye? | 00:05:08 | |
| Thank you, guys. Thank you for being here. Thank you Clark Floyd, System Care and Commissioners. | 00:05:11 | |
| OK, umm. | 00:05:17 | |
| Zoom from the Sheriff's Department health. | 00:05:18 | |
| Good evening, Andrew Benson with the Volcano Sheriff's Office standing for Sheriff Steve Bush. He apologizes. He can't make it | 00:05:25 | |
| this evening. He's out of town. | 00:05:29 | |
| Before you should be the memorandum for special purchasing for body cameras. | 00:05:33 | |
| I believe he sent it along with the contract a couple weeks ago. | 00:05:39 | |
| Commissioners at 2:00. | 00:05:43 | |
| A Christy Fox with her review. | 00:05:44 | |
| From my understanding from the e-mail traffic, she didn't have any further issues with it. Some adjustments were made. | 00:05:46 | |
| To her satisfaction. So before you for approval, see. | 00:05:52 | |
| No, they only requested I would have is if we're going to approve this point, move to a contingent upon funding. | 00:05:58 | |
| Of Life County Council. | 00:06:03 | |
| Uh, within your budget. | 00:06:05 | |
| Yeah, correct. He met with the he was at the council meeting this past week. | 00:06:07 | |
| There was a consent consensus for OK. | 00:06:13 | |
| There was no appropriations at that time because we didn't have the time to advertise for it. | 00:06:18 | |
| OK. Thank you for the clarification. | 00:06:23 | |
| No, I think it's a step in the right direction, so. | 00:06:27 | |
| And I'm glad that. | 00:06:30 | |
| The recommendations that were discussed have all been. | 00:06:32 | |
| Ironed out, I suppose. Yep, I think all the changes that I had requested were made. Point out some other things to the Sheriff's | 00:06:35 | |
| Department just so that they make sure to dock it and keep track of. | 00:06:39 | |
| And to make sure that we have sufficient IT services to support those things. So I think they've worked on all that side. | 00:06:44 | |
| You guys just from a statutory perspective are putting your blessing on allowing Sheriff Bush to sign off on the contract, I think | 00:06:50 | |
| contingent on approval by the County Council for funding purposes would be. | 00:06:56 | |
| Appropriate. | 00:07:02 | |
| All right, then I will. | 00:07:04 | |
| Ask for such a motion. | 00:07:07 | |
| So moved. | 00:07:08 | |
| I'll second. | 00:07:10 | |
| Contingent on the funding. | 00:07:11 | |
| All right, motion and 2nd all in favor, aye. | 00:07:13 | |
| I thank you very much. | 00:07:17 | |
| Chief Financial Officer Stan Howe, while you're making your way up, I'll say we've got 4 bids in place. Is there anyone else here | 00:07:20 | |
| tonight? | 00:07:23 | |
| Wishing to present a bid in person for the Bridge 27 replacement project. | 00:07:26 | |
| All right then. | 00:07:33 | |
| Stan. But this is the opening, the opening of the bids for the Bridge 27 construction project. | 00:07:36 | |
| The engineer record right now is Civic on SO. | 00:07:43 | |
| You have the four bids. | 00:07:47 | |
| German. | 00:07:49 | |
| For four or five. | 00:07:58 | |
| 12. | 00:08:00 | |
| 3455 minutes. My apologies. Thank you. I have 5. | 00:08:01 | |
| First ones from C&R construction in Cordon. | 00:08:08 | |
| I'm gonna make sure I look at this OK. | 00:08:30 | |
| So if we don't have an issue. | 00:08:33 | |
| 2 The total bid for C&R is. | 00:08:38 | |
| 1,000,900 and 26338. | 00:08:43 | |
| Got it. | 00:08:52 | |
| Alright. | 00:08:54 | |
| Next one is Mac construction. | 00:08:57 | |
| 2,286,000. | 00:09:21 | |
| This one's from force. | 00:09:56 | |
| Construction. | 00:09:57 | |
| $1,965,300. | 00:10:06 | |
| E&B paving. | 00:10:36 | |
| $1,995,000. | 00:10:39 | |
| RL Buxton Excavating. | 00:11:04 | |
| Our Scottsburg. | 00:11:07 | |
| 1,828,496 thousand. | 00:11:10 | |
| And that's what we have. | 00:11:20 | |
| Alright, we have 5 biz. | 00:11:21 | |
| From a parliamentary standpoint, can you clarify for me? Do these need to be read into the record a second time? | 00:11:23 | |
| Nope, you do not need to read them into the record a second time. | 00:11:28 | |
| Then I'll look for a motion to take those bids under advisement. | 00:11:31 | |
| So moved. | 00:11:34 | |
| I'll second. | 00:11:35 | |
| All in favor, aye? | 00:11:36 | |
| All right. Thank you on that item. | 00:11:39 | |
| Thank you very much. | 00:11:42 | |
| The second item is the Edwardsville School gym demo contract. | 00:11:44 | |
| The quotes were received at the July 7th Commissioners meeting. | 00:11:49 | |
| The local was temple and temple. It's been presented to the attorney. | 00:11:53 | |
| For legal review, there were some modifications that were requested or suggested. | 00:11:58 | |
| Those were all adhered to in the contract language. | 00:12:04 | |
| I believe the original the revised contract has been presented to the commissioners for. | 00:12:08 | |
| Review and for approval and signature at this point. | 00:12:14 | |
| The dollar amount. | 00:12:22 | |
| 40. | 00:12:24 | |
| 3280 dollars. | 00:12:25 | |
| Yes, yeah, yeah. 42,280 two 180. | 00:12:27 | |
| This is a 42 to 43. | 00:12:34 | |
| 4343 thousand 280 OK. | 00:12:36 | |
| Alright, I have no further questions on that. | 00:12:41 | |
| Did he approve that? | 00:12:47 | |
| Yeah, we'll need to approve that motion to approve. | 00:12:48 | |
| I'll second. | 00:12:51 | |
| All in favor, aye? | 00:12:52 | |
| All right. Thank you. | 00:12:55 | |
| The third item here is C This is preventing the maintenance software. | 00:12:58 | |
| The. | 00:13:03 | |
| County Road Department Highway Director Sydney, Maine have been working diligently trying to. | 00:13:05 | |
| Protect and preserve a lot of our capital assets and one of the things that we needed in place was some form of a. | 00:13:10 | |
| Preventive maintenance control. | 00:13:18 | |
| Software application process. | 00:13:21 | |
| So what we've. | 00:13:24 | |
| Narrowed down to as a an organization, RTA has presented a. | 00:13:25 | |
| Very reasonable. | 00:13:30 | |
| Opportunity for the county to. | 00:13:32 | |
| Enter into an agreement. | 00:13:35 | |
| To maintain the and preserve our capital assets. | 00:13:36 | |
| This is not only our vehicles, but also our capital asset equipment as well. | 00:13:40 | |
| This engagement and this initial cost outlay is for what I would suggest to the commissioners would be for a one year contract | 00:13:45 | |
| agreement. | 00:13:49 | |
| It's $11,349 for a one year agreement for the. | 00:13:54 | |
| The software support and application. | 00:13:59 | |
| There is a. | 00:14:02 | |
| Very insignificant startup fee. | 00:14:04 | |
| My suggestion is that we cover this with the funds from the auction. | 00:14:07 | |
| To move forward with this particular program. | 00:14:12 | |
| Sydney is here if you have any questions with regards to the intricacies of the of the. | 00:14:15 | |
| The program offer we vetted this with our IT specialist, Gary Bierman. | 00:14:20 | |
| To ensure that both of the system, our system that's in place. | 00:14:26 | |
| And this cloud based system interact without any. | 00:14:30 | |
| Issues or concerns are breaches of security for the county itself. | 00:14:34 | |
| Just for the record, the auction cleared. | 00:14:40 | |
| Right at 53,000 or. | 00:14:42 | |
| Yes, it was slightly over 53,000. There was 59 I think brought in the administrative fees were approximately 6000 ish which left. | 00:14:44 | |
| A net profit to the county of. | 00:14:53 | |
| Just over $53,000. | 00:14:55 | |
| In the one year. | 00:14:58 | |
| Contracted price on this. | 00:14:59 | |
| 11,349. | 00:15:02 | |
| It's it's almost 17 with the startup, with the startup cost. Yes ma'am. | 00:15:05 | |
| Total, yeah, it's a one that that's a one time startup, correct, Of course, yes. | 00:15:10 | |
| No, I think it's overdue. That's a good idea and funding has been creatively found for. | 00:15:15 | |
| I have no questions on it. | 00:15:24 | |
| Make a motion to accept. | 00:15:26 | |
| This. I'm sorry to chime in here, but if you could also approve to allow Al to sign this outside of a meeting please. | 00:15:29 | |
| They came to a doctor to accept and allow all the sign outside the meeting. | 00:15:35 | |
| I'll second all in favor, aye. | 00:15:39 | |
| Thank you very much. | 00:15:44 | |
| Item D The crow engagement. | 00:15:46 | |
| Agreement. | 00:15:49 | |
| Grow has provided the county with a TIF neutralization report, so the last several years. | 00:15:51 | |
| This is just an engagement letter to allow Crow. | 00:15:58 | |
| To move forward with this year's tip neutralization. | 00:16:01 | |
| Hosting I guess to the gateway system. | 00:16:07 | |
| Right. And I would also look for a motion to approve this. | 00:16:10 | |
| Grant me permission to sign this outside of the meeting. | 00:16:14 | |
| So moved. | 00:16:17 | |
| 2nd. | 00:16:19 | |
| OK, all in favor, aye? | 00:16:20 | |
| The final item I would. | 00:16:24 | |
| Like to request Frank walk up and for instance, Frank Walden, while you're doing that, I want to a point of order. I needed to add | 00:16:27 | |
| one other item to the agenda. | 00:16:31 | |
| Which is under your purview as well. It's just the. | 00:16:35 | |
| So. | 00:16:39 | |
| We had an additional administrative plat that needed a signature for Sundown Farms. | 00:16:41 | |
| That's correct. This promotion to add that to the. | 00:16:46 | |
| Agenda for tonight With unanimous consent, I'll make that motion. | 00:16:48 | |
| 2nd. | 00:16:52 | |
| Thank you all in favor, aye. | 00:16:53 | |
| Alright, thanks. Thank you, Sir. | 00:16:55 | |
| Good evening. | 00:17:01 | |
| I've got plot approval for Shaw Ridge Administrative Replat, which is plat #1593. | 00:17:02 | |
| This three plot was to split one lot into two for creation of a new residential building site. | 00:17:09 | |
| A waiver of the shared driveway requirements was also granted by the Plan Commission. | 00:17:15 | |
| I personally went out and bought 2 pins. | 00:17:31 | |
| And you do need a motion to approve with us before you sign. Yeah, motion to approve this so moved to your signature. | 00:17:36 | |
| 2nd. | 00:17:42 | |
| OK, all in favor, aye? | 00:17:43 | |
| If you want to proceed with, sure. | 00:17:47 | |
| I have a plot approval for Shaw Ridge Administrative replat plat #1577. This replat was displayed one lot into. | 00:17:50 | |
| To for creation of a new residential building site. | 00:17:57 | |
| Since an administrative plat was submitted last year. | 00:18:00 | |
| This required Planning Commission approval for this one as well. | 00:18:03 | |
| Hey. | 00:18:08 | |
| Approval for signature on that plat as well. Make a motion. Approve. | 00:18:10 | |
| 2nd. | 00:18:13 | |
| All in favor, aye? | 00:18:14 | |
| Aye, and I all right. | 00:18:17 | |
| 2 pins. | 00:18:23 | |
| Be careful when you fold that up. | 00:18:33 | |
| Maybe keep it flat for a little bit. | 00:18:36 | |
| Do we need to sign both copies or just one sign first? | 00:18:44 | |
| You going to watch that arm? | 00:18:49 | |
| I know I'm trying to watch it. | 00:18:53 | |
| I'm left on the left hand. | 00:18:57 | |
| You should wear gloves from now on to. | 00:19:02 | |
| All right, well, Commissioner Luke. | 00:19:05 | |
| Is working on those two. I will ask for approval. | 00:19:07 | |
| Of the Commissioners meeting minutes for July 7, 2026. | 00:19:11 | |
| So moved. | 00:19:14 | |
| Second, all in favor? | 00:19:17 | |
| Aye, and also approval of the joint meeting minutes from May 15, 2026. | 00:19:19 | |
| Yeah, we're addressing that here because we did not have, we cancelled the last couple of joint meetings. We're not meeting again | 00:19:27 | |
| till September and we have a bond issue that needs to have approved minutes. So we decided to go ahead and break it apart at each | 00:19:30 | |
| meeting. | 00:19:34 | |
| Yeah, so move. | 00:19:39 | |
| And 2nd, 2nd. | 00:19:40 | |
| All in favor, aye? | 00:19:42 | |
| All right. And approval of payroll and claims? | 00:19:44 | |
| Motion to approve. | 00:19:49 | |
| 2nd on the payroll plan. | 00:19:54 | |
| All in favor, aye, All right. And our next Commissioners meeting will be Tuesday, August 4/20/26 at 6:00 PM. | 00:19:56 | |
| Is there are there any? | 00:20:03 | |
| Government officials would like to comment tonight. | 00:20:05 | |
| Yeah, by Shaw County Council. | 00:20:13 | |
| I'll just beat up Dead Horse, but I just think it's so cool that we got. | 00:20:15 | |
| People talking to space shuttle. | 00:20:19 | |
| Space station in Louisville, Floyd County. | 00:20:22 | |
| That's a red bar thing yesterday also. | 00:20:24 | |
| I've been around a long time, but what's bridge 27? | 00:20:27 | |
| I think it's. | 00:20:29 | |
| Greenville, Georgetown Railroad, Greenville Rd. But. | 00:20:30 | |
| When we said Britain, I know Bridge 51 blacksmith, so I'm learning what? | 00:20:34 | |
| Bridge numbers. | 00:20:38 | |
| Greenville. | 00:20:39 | |
| Georgetown Rd. Yeah, right near the Conservation Club. | 00:20:40 | |
| Any other government officials? | 00:20:46 | |
| Anyone from the public who would like to speak tonight? | 00:20:48 | |
| Mister Man. | 00:20:51 | |
| I just want to remind everyone that this is for public comment. This is not a public hearing tonight. | 00:20:52 | |
| So that's not AQ and A and. | 00:20:57 | |
| We'll limit folks to two. | 00:20:59 | |
| I just want to tell you. | 00:21:02 | |
| Bridge 27. I remember when they redid that. | 00:21:04 | |
| And hopefully the contractor that did it. | 00:21:07 | |
| That's only that's only like 50 years ago. | 00:21:09 | |
| Get the most 55, zero or 1/5. | 00:21:12 | |
| You say 50 or 50. It should have been about 50 some years ago when that bridge was done. | 00:21:16 | |
| And I bridge lifespan I thought would be a lot longer. | 00:21:21 | |
| We got some that one endorsed. I'm going to bear with me. It's been there forever. | 00:21:26 | |
| That bridge had been done and and they read, they redid it. | 00:21:30 | |
| Not very long ago. | 00:21:34 | |
| I know Frank members when that bridge was probably. | 00:21:35 | |
| As we jump off as a kid, but that's not very long lifespan for three years. | 00:21:39 | |
| That's a lot of money. Thank you. | 00:21:43 | |
| Thank you. | 00:21:45 | |
| Any other public comment tonight? | 00:21:47 | |
| Yes, please. | 00:21:52 | |
| Jerry Brewer at 1907 Graybrook Lane, New Albany. | 00:21:54 | |
| I'm not asking for any money, I know you're not the council anyway, but. | 00:22:00 | |
| I would ask for your consideration for support for the public. | 00:22:03 | |
| On the EBT grant. | 00:22:07 | |
| That that the governor did not. | 00:22:09 | |
| Sign he's let it go again. They've got a $4 billion surplus. | 00:22:12 | |
| Took $12 million to return $100 million to Floyd County. | 00:22:18 | |
| For poor people. | 00:22:23 | |
| Not for what you stay. | 00:22:25 | |
| Floyd and. | 00:22:26 | |
| I have little power and each one of you individually really don't. | 00:22:28 | |
| But you 3 collectively if you could pass a resolution. | 00:22:32 | |
| And address a letter. | 00:22:36 | |
| To the Governor to consider. | 00:22:38 | |
| Helping the poor people of. | 00:22:40 | |
| The steak. | 00:22:42 | |
| That's just a request. | 00:22:45 | |
| Also I have another request. | 00:22:47 | |
| I know you asked with the Floyd County Library. | 00:22:49 | |
| We had the food pantry. | 00:22:53 | |
| And one of the reasons that one of the members was here a while ago. But she laughed at the library. | 00:22:55 | |
| One of the problems we had with the food and the food pantry is the USDA grant. | 00:23:00 | |
| Went away. | 00:23:06 | |
| We didn't get it. | 00:23:07 | |
| So again I would ask. | 00:23:08 | |
| That this board, in unison, passed a resolution. | 00:23:10 | |
| To Ashtar 9th District Congressman Houchin. | 00:23:14 | |
| Senator Baines. | 00:23:18 | |
| And Senator Todd Young to reconsider, to write a letter to USDA. | 00:23:20 | |
| To bring back funding for four people at four people at the food pantry. | 00:23:25 | |
| In the Floyd County Library. | 00:23:30 | |
| No money, just. | 00:23:32 | |
| Could you help us? | 00:23:34 | |
| You know I understand how it work, could come a lot from you 3IN in general, but. | 00:23:36 | |
| We do need the help. | 00:23:41 | |
| A couple other quick items. | 00:23:42 | |
| Purdue, I don't, I don't know if you. | 00:23:47 | |
| I know there was some discussion on Purdue. | 00:23:50 | |
| But we got in the. | 00:23:52 | |
| Farm Newsletter. | 00:23:53 | |
| That they're going to be reorganizing regionally. I don't know how much you know about that. This was in farm week. I'm not making | 00:23:55 | |
| it up. | 00:23:58 | |
| But we will be in Region 12, Clark, Crawford, Floyd, Harrison, Orange, Scott and Washington counties. | 00:24:02 | |
| So I just wondered how that will affect your budget? | 00:24:08 | |
| Educator, are we going to have a full time? | 00:24:11 | |
| You know, something for you to consider and and see. | 00:24:14 | |
| If they're cutting service. | 00:24:18 | |
| Do we have to make the same commitment to Purdue? | 00:24:20 | |
| For office. | 00:24:23 | |
| Educator or what? | 00:24:24 | |
| So, you know, I don't know how much you know about it. You have 30 seconds, Sir. | 00:24:26 | |
| You have 30 seconds. | 00:24:30 | |
| 30 seconds. Yes Sir. | 00:24:32 | |
| Well, OK, I'm gonna talk really quick. | 00:24:35 | |
| I asked you before about the Floyd County occupational tax. I know the council puts it on. | 00:24:37 | |
| But I know it was done for Jamie Knoll to kind of take care of the ambulance problem. | 00:24:42 | |
| I just wish you could consider. | 00:24:48 | |
| Reasoning that you said you got $300,000 on the edit tax. | 00:24:50 | |
| But that really come from taxpayers. | 00:24:54 | |
| Dead attacks. I'm fine myself, but there's a lot of people struggling. | 00:24:56 | |
| And I want. | 00:25:00 | |
| Please give me one second and I'll try to be as discreet. | 00:25:01 | |
| It's probable. | 00:25:05 | |
| But what we are concerned about the six. | 00:25:07 | |
| The uh, uh, two months. | 00:25:10 | |
| That we're losing. | 00:25:13 | |
| In state funds for gas tax that will affect the county. | 00:25:15 | |
| I know it's going to be made-up some. Do you know if it's all together? | 00:25:19 | |
| Is it do you? Is it there they making it all up? | 00:25:22 | |
| That If not, there's concern. | 00:25:24 | |
| That there will be layoffs, surgeons expired. Thank you. | 00:25:27 | |
| Could I? We could talk after the meeting if you like. | 00:25:30 | |
| Could I please ask what? | 00:25:33 | |
| Your times expired, Sir. Thank you. | 00:25:35 | |
| Or anyone else from the public tonight? | 00:25:38 | |
| All right. If not, any closing statements from the commissioners? | 00:25:43 | |
| I'm done. | 00:25:48 | |
| 2nd. | 00:25:49 | |
| Good motion to endure. Accepted. | 00:25:50 |
