| Meeting to order. | 00:00:04 | |
| This is also a Board of Commissioners meeting. | 00:00:05 | |
| Held with the intent of being a public meeting as well. If you'll please join me in the Pledge of Allegiance. | 00:00:08 | |
| I pledge allegiance to the flag of the United States of America. | 00:00:14 | |
| To the Republic for which it stands, one nation under God. | 00:00:18 | |
| Indivisible with liberty and justice for all. | 00:00:23 | |
| If you have cell phones, please put them to silent. | 00:00:28 | |
| Hallways there if you need to take a call or whatnot. | 00:00:31 | |
| Yeah, I have eight people who have signed up to speak tonight. | 00:00:37 | |
| Meetings scheduled to go to about. | 00:00:41 | |
| 0530 and that's going to include a likely. | 00:00:44 | |
| Vote or tabling of the ordinance before us tonight. | 00:00:47 | |
| Anything or I have eight people who signed up to speak so. | 00:00:51 | |
| I think we can go 3 to 4 minutes per person with regards to that. | 00:00:55 | |
| And if somebody shows up late, we'll probably have a little bit of extra time to add somebody as well. | 00:00:59 | |
| The agenda as. | 00:01:06 | |
| Pretty straightforward tonight, we're going to take public comment regarding the transition. | 00:01:08 | |
| Between. | 00:01:13 | |
| Floyd County Solid Waste Management District. | 00:01:14 | |
| And bringing that back into a department and then we're going to entertain the possibility of an ordinance. | 00:01:17 | |
| That would make that official as well. | 00:01:22 | |
| I have a couple of opening comments. I don't know whether either of the other commissioners do. | 00:01:25 | |
| After that, we'll take the public comment from those eight who have signed up. | 00:01:29 | |
| And that'll be public comment. That's not question and answer, but public comment. I've tried to anticipate some questions. | 00:01:33 | |
| And I'm willing to hang out afterwards and talk a little bit longer if need be as well. | 00:01:39 | |
| So. | 00:01:44 | |
| In spite of any narrative or headline or post that you may or might. | 00:01:46 | |
| Have heard of or read? | 00:01:51 | |
| Regardless of how this vote. | 00:01:52 | |
| Goes tonight a recycling services in Floyd County are going to be continued. | 00:01:54 | |
| Continuing They will not be discontinued. | 00:01:59 | |
| They've never been outlawed. | 00:02:01 | |
| It's either going to continue as is or it's going to be continuing as a county department, which is how it was prior to. | 00:02:03 | |
| The establishment of the district, the impetus for this. | 00:02:09 | |
| Again, going back to how this began trying to run more efficient. | 00:02:13 | |
| We with regards to budgets. | 00:02:17 | |
| My personal hope was that a private entity was going to step in and offer curbside service. That hasn't happened in the interim. | 00:02:19 | |
| We've heard from many folks here and also on emails with regarding to the importance of these services. | 00:02:26 | |
| Obviously many people are passionate about it. | 00:02:32 | |
| And so these services are going to be continued through 2026 and beyond. | 00:02:35 | |
| With regards to Galena. | 00:02:42 | |
| The sale of that property did put into question whether or not services we're going to continue out there. | 00:02:44 | |
| Publicly I asked for the libraries board input with regards to that. I never heard anything. | 00:02:50 | |
| So I took it upon myself to contact one of the board members and we are now actively negotiating with regards to keeping that site | 00:02:56 | |
| operational. | 00:03:01 | |
| I think those. | 00:03:05 | |
| Discussions began last week. | 00:03:07 | |
| Attorney to attorney and have we heard anything back as of this moment? I have not heard anything back at this time. | 00:03:09 | |
| OK. But that will continue and I'm optimistic we can work something out. | 00:03:15 | |
| Why transition to a department from a district? | 00:03:19 | |
| I believe it offers more flexible and efficient and accessible management. | 00:03:23 | |
| The commissioners are available day-to-day, hour to hour. You can ask Sidney. He's talked to us on Sunday nights. He's talked to | 00:03:27 | |
| us on Saturday early in the morning. | 00:03:31 | |
| Rather than being. | 00:03:36 | |
| I won't say held hostage, but it's very difficult to when you have to make decisions when you have a board that meets one time per | 00:03:39 | |
| month. | 00:03:42 | |
| Some members of whom rarely show up. | 00:03:46 | |
| Some members of whom have never shown up. | 00:03:49 | |
| The time that I've been a commissioner. | 00:03:51 | |
| We have at least one. | 00:03:53 | |
| Member of that board who has never. | 00:03:55 | |
| Never shown up for a meeting. | 00:03:56 | |
| So all they need is 2 of the three commissioners to put input and we can do things kind of flexible and on the move. | 00:03:58 | |
| Our current 26 budget has been set at roughly $300,000. That includes $250,000 for recycling $50,000. | 00:04:06 | |
| Roughly for household hazardous waste. | 00:04:12 | |
| So it's about 60% of what last year's was, but. | 00:04:15 | |
| You know, we've already identified cost savings that this maneuver would. | 00:04:18 | |
| Allow including over $10,000 in savings with regards to. | 00:04:23 | |
| Payroll and claims that would come back on board under the auditor's office rather than having to be outsourced. | 00:04:28 | |
| And roughly 30 to $35,000. | 00:04:33 | |
| By discontinuing cardboard pickups on contracts that we were underwater on. | 00:04:36 | |
| One example, we have one business that we charge $450 a year to service. That contract cost over $1000 per year. | 00:04:42 | |
| Those contracts have been discontinued. We might bring them back in the future. | 00:04:49 | |
| But guess what if. | 00:04:53 | |
| $1000 to service a contract we're going to charge. | 00:04:55 | |
| $1000 plus a little bit more so that we can put that back into recycling. | 00:04:58 | |
| With regards to that, I don't know how many people paid attention, but last. | 00:05:03 | |
| Meeting that we held, we created a non reverting fund. | 00:05:06 | |
| That's going to hold the recycling dollars within it. So any dollar that comes in for recycling stays in and is committed to | 00:05:10 | |
| recycling in Floyd County. | 00:05:14 | |
| If somebody wants to donate money. | 00:05:18 | |
| Guess what that goes into that fund and it can be only used for recycling. So if somebody. | 00:05:20 | |
| Out in our greater community wants to give. | 00:05:25 | |
| $2,000,000 to have a standalone recycling center. | 00:05:27 | |
| I'm open to talk about that. | 00:05:30 | |
| Again, that fund was created. The auditor probably has the number memorized. She has all those numbers. | 00:05:32 | |
| What is it, 401340? I knew she'd have that off the top of her head. | 00:05:37 | |
| Didn't need to put you on the spot, but. | 00:05:41 | |
| Yeah, I knew. None of us know that. That's right now. Yeah, well. | 00:05:43 | |
| I trust her. She's. | 00:05:47 | |
| Yeah, she's like Rain Man with those numbers. | 00:05:49 | |
| Later this summer, the new health department building on Grant Line is going to be opening on the 2nd floor. We have. | 00:05:53 | |
| Dedicated space. | 00:06:00 | |
| For the recycling department within there, which would they've never really had. | 00:06:01 | |
| Anything that's going to be as nice as this before? | 00:06:05 | |
| All the current solid waste employees have been offered employment for retention to come on board as as county employees. | 00:06:08 | |
| And we've also through Dave Massengill, he's already identified at least two different. | 00:06:16 | |
| New conduits for volunteers to step up. | 00:06:21 | |
| It takes some of the labor source off of our of our our folks. | 00:06:24 | |
| We've already got. | 00:06:29 | |
| Release forms for people that want to volunteer. | 00:06:31 | |
| Up and available and I think Dave had identified as a senior Resource Center that wanted to talk with us about that. | 00:06:34 | |
| So, you know, I'm looking forward to that. | 00:06:41 | |
| You know, I want to please all as a group consider maybe working together with regards to this issue rather than being | 00:06:45 | |
| adversarial. | 00:06:49 | |
| I do want to take a moment just to say that I received roughly 45 emails on this from the beginning over the last 180 days. | 00:06:54 | |
| Most of which were incredibly polite. | 00:07:00 | |
| I responded all but two. There were two that were a little bit disrespectful and I don't, you know. | 00:07:03 | |
| You know respect is not an option. | 00:07:07 | |
| It's a two way street so there were a couple that I did not respond to. | 00:07:09 | |
| I also want to take. | 00:07:13 | |
| Particular thanks. I won't name them out by name, but there were two emails. | 00:07:14 | |
| That were so nice. We struck up kind of an online friendship and then there was one person who. | 00:07:18 | |
| Walked about a mile with down at the YMCA recently. We talked about Valena at length, which is what kind of inspired me to contact | 00:07:24 | |
| the board down there. | 00:07:27 | |
| So with regards to that, I've taken up a little bit of your time, but. | 00:07:31 | |
| I went on a little bit more because we have a little bit of extra time with the number of speakers that we have. | 00:07:35 | |
| So with that. | 00:07:40 | |
| We'll give you a kind of we'll let you know when you're at 3 minutes, but I don't have any problem going 4 minutes tonight. | 00:07:42 | |
| Commissioner Sharp, do you have anything you want to add to that at the moment? | 00:07:47 | |
| I don't think anything that's. | 00:07:51 | |
| Up and spoke. | 00:07:52 | |
| Commissioner Loop. | 00:07:53 | |
| The only thing I want to reemphasize is. | 00:07:55 | |
| This discussion. | 00:07:58 | |
| Has always been about bringing the operations into county government. It's never been to eliminate them. | 00:07:59 | |
| So most of the issues that we face today is the falsehoods and social media. | 00:08:08 | |
| Uneducated people on the topics will post things that. | 00:08:16 | |
| Aren't necessarily true. | 00:08:20 | |
| So I agree with. | 00:08:22 | |
| Doctor Knabel and it's always been about let's bring these operations back into county government. | 00:08:25 | |
| So that. | 00:08:31 | |
| We have control of those. | 00:08:33 | |
| And, umm. | 00:08:35 | |
| You'll see that it's already been budgeted for. | 00:08:36 | |
| 26 so. | 00:08:39 | |
| We're going to move forward. | 00:08:42 | |
| All right. I'm going to call folks up, certainly. Yeah. The first speaker will be David Isaacs. | 00:08:45 | |
| And if you could start by giving your name and your address. | 00:08:56 | |
| I'll start the clock. My name is David Isaacs, 106 Gordon Rd. Old Gordon Rd. in New Albany, IN. | 00:08:59 | |
| Go ahead, Mr. OK. | 00:09:05 | |
| Thank you for the comments. | 00:09:08 | |
| I think that. | 00:09:11 | |
| Soothes a lot of our concerns. | 00:09:12 | |
| I do not have the. | 00:09:17 | |
| SB131 report for 2025, but in 2024. | 00:09:19 | |
| The per capita expenditure. | 00:09:23 | |
| Was $7.08. | 00:09:27 | |
| If we pretend that New Albany residents do not benefit, that would double. | 00:09:30 | |
| Which would be roughly $14.00 that's. | 00:09:34 | |
| That's how much we're spending per person. | 00:09:37 | |
| Clark County charges $34 for pickup in four towns. | 00:09:39 | |
| And $17.00 for drop off which is unmanned. | 00:09:43 | |
| The District. | 00:09:47 | |
| Benefits from being part of a statewide network, including grants. | 00:09:49 | |
| I believe we would lose those benefits if we dissolve. | 00:09:53 | |
| I do not. | 00:09:57 | |
| Believe the state of Indiana included this illusion. | 00:09:59 | |
| Yes, disillusion clause. | 00:10:03 | |
| To encourage counties to abandon recycling. | 00:10:05 | |
| The state still has a goal of 50% recovery from household waste. | 00:10:08 | |
| I believe our greatest concern. | 00:10:14 | |
| Is that the county will absorb the district. | 00:10:16 | |
| And then slowly allow it to weaken. | 00:10:18 | |
| Once the district dissolved. | 00:10:21 | |
| We would have very little recourse. | 00:10:23 | |
| And your comments are? | 00:10:25 | |
| Probably going to help us with that. | 00:10:26 | |
| At the joint meeting in July, the voting was done by voice. | 00:10:29 | |
| Vote. I believe that. | 00:10:33 | |
| That's the correct term. | 00:10:35 | |
| The request was made to have the individual. | 00:10:38 | |
| Pulled and was quickly dismissed. | 00:10:41 | |
| I believe that if we do have. | 00:10:44 | |
| Vote that we should hear each individual council's member vote. | 00:10:46 | |
| Thank you. | 00:10:51 | |
| Thank you. | 00:10:54 | |
| Next up is. | 00:10:57 | |
| Lily Lukens. | 00:10:58 | |
| Hi, I'm Lily Legends and my address is 4303 Emerald Way, New Albany, IN 47150. | 00:11:07 | |
| I want to thank you for the details that you gave us before the meeting. | 00:11:14 | |
| Because some of us have been asking. | 00:11:19 | |
| And we really haven't heard very much. And I think part of that is that this is probably an ongoing process. | 00:11:22 | |
| Of figuring out what to do with the recycling program. | 00:11:28 | |
| Once the solid waste district is dissolved. | 00:11:31 | |
| My understanding from several different. | 00:11:34 | |
| Sources is that this did not start out. | 00:11:37 | |
| With an intention to keep the recycling programs going. It did start out with an intention to close it. | 00:11:40 | |
| But because of public support. | 00:11:45 | |
| You guys have changed your mind, which I greatly, greatly appreciate. The details that you've offered today make me feel much | 00:11:47 | |
| more. | 00:11:51 | |
| Assured that the recycling program will continue. | 00:11:57 | |
| Beyond 2026, I think the idea of a department is a good idea. | 00:12:00 | |
| Having to report directly to the three of you, you guys, this is a part time position. That's a lot of work I think for the three | 00:12:06 | |
| of you. So I like the idea of a department. | 00:12:10 | |
| Department that can work on figuring out the most efficient way. | 00:12:15 | |
| To continue the recycling program, sounds like we're headed in a good direction and I want to thank the three of you for that. | 00:12:19 | |
| Thank you. | 00:12:26 | |
| Just so you know. | 00:12:27 | |
| We have a director of Operations and a CFO. | 00:12:29 | |
| And they will be included in. | 00:12:33 | |
| Whatever. | 00:12:36 | |
| So that's who they'll. | 00:12:36 | |
| Talk to every day. | 00:12:38 | |
| Next up is Deanna Bryant. | 00:12:41 | |
| Hi, I came tonight because I was curious about what how this Deanna Bryant, 3942 Windsor Creek Drive in New Albany. | 00:12:50 | |
| I came tonight because I was curious to see how this process was going to play out. | 00:13:00 | |
| I attended some of the first few meetings when this whole process started. I'm happy to see that we're going to keep our recycling | 00:13:04 | |
| as. | 00:13:08 | |
| As it is basically. | 00:13:12 | |
| I think it's a. | 00:13:15 | |
| That it would have been a very bad idea to have gotten rid of it. It could have caused. | 00:13:17 | |
| Our county to be unsightly. | 00:13:22 | |
| And unhealthy, so let's continue to keep it. | 00:13:25 | |
| Thank you very much. | 00:13:28 | |
| Thank you. | 00:13:29 | |
| Susan Lockhart. | 00:13:33 | |
| Susan Lockhart, 7009 Jennifer Dr. Georgetown, IN 47122. | 00:13:42 | |
| And thank you. | 00:13:49 | |
| For giving us that new information, something we've waited. | 00:13:50 | |
| A year to hear. | 00:13:55 | |
| I'm glad we're keeping our recycling, I think, as Deanna said. | 00:13:57 | |
| Is going to keep our county cleaner. | 00:14:00 | |
| And our environment better for everybody. | 00:14:03 | |
| What transparency, accountability and responsibility? I think you guys have heard that from me before. | 00:14:07 | |
| And you received a paper about it. | 00:14:15 | |
| There just hasn't been much of either one until today. | 00:14:18 | |
| You haven't been transparent. | 00:14:23 | |
| We haven't gotten the accountability that we need. | 00:14:26 | |
| To let us know what's going on. You don't answer questions. | 00:14:30 | |
| You don't have public forums? | 00:14:34 | |
| You don't have town halls where people can actually. | 00:14:36 | |
| Input their information. | 00:14:40 | |
| And get answers. | 00:14:41 | |
| It's taken this long. | 00:14:43 | |
| To get that. | 00:14:46 | |
| Transparency, accountability and responsibility. | 00:14:47 | |
| And it's hurt the people of Floyd County. | 00:14:51 | |
| We haven't known what's going on. | 00:14:54 | |
| You haven't let us know. | 00:14:56 | |
| You haven't answered questions. | 00:14:58 | |
| We've seen you doing, you know, we have gotten petitions. | 00:15:00 | |
| We've written emails, we've written letters. | 00:15:03 | |
| And most of what we've gotten back are deflections. | 00:15:07 | |
| Which haven't really given us the information that we need. | 00:15:10 | |
| So like everybody else, I'm glad to hear. | 00:15:14 | |
| That maybe. | 00:15:17 | |
| What we did? | 00:15:18 | |
| Made a difference. | 00:15:21 | |
| And maybe you listened. | 00:15:23 | |
| To the people that elected you. | 00:15:25 | |
| For the positions you're in. | 00:15:27 | |
| So I'm glad to see that. I think the recycling is a great thing. | 00:15:30 | |
| I hope. | 00:15:35 | |
| Somebody does come forward to to lead it because. | 00:15:35 | |
| I've been out there on multiple occasions. It's a. | 00:15:39 | |
| Big job. | 00:15:42 | |
| And the guys that have been doing it have been. | 00:15:43 | |
| Oxide. | 00:15:46 | |
| They come to your car, they get you recycling. | 00:15:47 | |
| They educate you as to what's going on. | 00:15:50 | |
| So. | 00:15:53 | |
| To the Floyd County Solid Waste Management District. | 00:15:54 | |
| They have done a great job. | 00:15:57 | |
| Along with us because we enjoyed. | 00:15:59 | |
| Embraced and helped grow this program. | 00:16:02 | |
| So I hope you will keep up. | 00:16:05 | |
| Letting us know what's going on. | 00:16:07 | |
| Letting us know who's actually going to be running the program. | 00:16:10 | |
| And keep the services the way we've had them because? | 00:16:14 | |
| I think the people of Floyd County have done a great job. | 00:16:17 | |
| Embracing. | 00:16:21 | |
| The whole recycling program. | 00:16:22 | |
| So thank you. | 00:16:24 | |
| Paul Todd. | 00:16:30 | |
| My name is Paul Todd. I'm from. | 00:16:37 | |
| 7332 Wind Dance Parkway in. | 00:16:39 | |
| Greenville. | 00:16:41 | |
| I just want to. | 00:16:43 | |
| Try to add a couple of notes of encouragement to what Doctor Kinegel has said. | 00:16:44 | |
| Because I have access to some of the details that you may not. | 00:16:50 | |
| And one of them is. | 00:16:54 | |
| That recycling cardboard. | 00:16:56 | |
| I think the Commissioners are in a position to declare that recycling. | 00:16:59 | |
| That that not recycling cardboard. | 00:17:03 | |
| There's a sin. | 00:17:06 | |
| And if. | 00:17:07 | |
| The patronage. | 00:17:09 | |
| To the recycling centers can be. | 00:17:12 | |
| Doubled. | 00:17:14 | |
| Then the roughly. | 00:17:16 | |
| 80,000. | 00:17:18 | |
| Revenue $80,000 Revenue. | 00:17:21 | |
| That is. | 00:17:24 | |
| Typically arriving annually as a result of recycling. | 00:17:25 | |
| Cardboard aluminum cans. | 00:17:30 | |
| And a number of other key items. | 00:17:32 | |
| From what I've heard. | 00:17:36 | |
| About the recently proposed budget. | 00:17:37 | |
| If we doubled the patronage. | 00:17:40 | |
| That would. | 00:17:42 | |
| Roughly equal. | 00:17:43 | |
| Half of the currently proposed budget. | 00:17:44 | |
| That is 80,000 * 2 of the 160,000 which is 1/2. | 00:17:47 | |
| Of 300,000. | 00:17:52 | |
| That that being said. | 00:17:55 | |
| I also think that there's an educational opportunity here. | 00:17:57 | |
| And that is? | 00:18:01 | |
| Spelled out. Not really spelled out, actually. | 00:18:04 | |
| In Article 6. | 00:18:07 | |
| Of the document of transfer. | 00:18:09 | |
| And. | 00:18:12 | |
| It has. | 00:18:13 | |
| The opportunity to educate the population that. | 00:18:17 | |
| Yes. | 00:18:22 | |
| Please don't put your stuff out in the. | 00:18:24 | |
| Garbage bag. | 00:18:26 | |
| Or garbage bin. | 00:18:29 | |
| To be collected and go to the landfill. | 00:18:30 | |
| And this especially includes. | 00:18:32 | |
| The cardboard. | 00:18:36 | |
| And all of those PET. | 00:18:38 | |
| Beverage bottles. | 00:18:40 | |
| That can go to the factory. | 00:18:42 | |
| And become. | 00:18:44 | |
| Please like what I'm wearing? | 00:18:45 | |
| And uh. | 00:18:47 | |
| If if we. | 00:18:49 | |
| Have 1000 patrons per week rather than 2000 patrons. | 00:18:50 | |
| We had 2000 patients per week rather than 1000 patients. | 00:18:55 | |
| Per week, as we do now. | 00:18:59 | |
| This will also require an increase in. | 00:19:03 | |
| Required personnel. | 00:19:06 | |
| So that the queues at the centers don't get too long. | 00:19:09 | |
| And for this purpose. | 00:19:12 | |
| I think that a way can be found. | 00:19:14 | |
| To uh. | 00:19:17 | |
| To solicit volunteer labor. | 00:19:18 | |
| To do some of those things. | 00:19:21 | |
| And. | 00:19:23 | |
| There are, as Doctor Kneble. | 00:19:25 | |
| Mentioned. | 00:19:27 | |
| Routes to finding volunteers to. | 00:19:29 | |
| Be very willing to. | 00:19:33 | |
| To do this work and indeed. | 00:19:35 | |
| It appears that patrons are. | 00:19:37 | |
| Last Thursday, there were 120 patrons. | 00:19:40 | |
| And uh. | 00:19:43 | |
| Two out of every. | 00:19:44 | |
| Three of those. | 00:19:46 | |
| Either expressed concern. | 00:19:47 | |
| Or ask the question. | 00:19:49 | |
| Is. | 00:19:50 | |
| The uh. | 00:19:51 | |
| Process going to be continued. | 00:19:52 | |
| And I hope. | 00:19:54 | |
| That we can. | 00:19:56 | |
| Perpetrate Dr. Campbells encouraging remarks. | 00:19:58 | |
| And uh. | 00:20:02 | |
| Make that. | 00:20:03 | |
| So thank you for your time. | 00:20:04 | |
| Thank you. Thank you. | 00:20:08 | |
| Thank you. | 00:20:11 | |
| Andrew Raker. | 00:20:15 | |
| Andrew Raker, 3813 Dogwood Road and Floyd's Knobs. I'm sorry my handwriting hasn't gotten any better. If they're at this process, | 00:20:24 | |
| I'm certainly grateful for the information we've received tonight about continuing the services I. | 00:20:29 | |
| I agree with some of the questions about how. | 00:20:35 | |
| This will work in terms of grant and fitting grants and fitting under the statewide network as the county department instead of | 00:20:39 | |
| the solid waste Management district. | 00:20:43 | |
| But this could also be. | 00:20:48 | |
| An interesting opportunity to innovate, so we will see where that goes. | 00:20:49 | |
| My 2 points since my questions were addressed were regarding Galena which I was also grateful for the information for that. | 00:20:55 | |
| But I would just stress that a lot of us that live in that part of the county have distrust with the county government. Because of | 00:21:02 | |
| what? | 00:21:05 | |
| Happened with that property. Both the library and recycling are very important services to me. | 00:21:09 | |
| And knowing that there was that time period when the county didn't own the property. | 00:21:14 | |
| They're still hurt wounds out there. | 00:21:20 | |
| So I'm glad the negotiations are happening with the library board. I just. | 00:21:23 | |
| I want to stress that I feel it's incumbent on the county to. | 00:21:27 | |
| Participate in this considering what has happened in the past. | 00:21:31 | |
| And then regarding the cardboard pickup, I certainly don't want. | 00:21:35 | |
| Of recycling program to be underwater, but I know. | 00:21:39 | |
| Particularly when it comes to nonprofits that. | 00:21:43 | |
| You know, I've mentioned before I volunteer at Hope Southern Indiana. | 00:21:47 | |
| We go through an incredible amount of cardboard. | 00:21:51 | |
| Sometimes even with our biweekly pickup. | 00:21:54 | |
| We don't have the space for that amount of cardboard. | 00:21:57 | |
| Especially last fall when we were serving more clients. | 00:22:00 | |
| So I I do think businesses should be paying their fair share. | 00:22:04 | |
| But this is a program that allows the county government to help nonprofits focus on their important mission. | 00:22:08 | |
| And to serve those in the most need in the community. I know Hope was not the only nonprofit. | 00:22:15 | |
| That was served through this. | 00:22:20 | |
| Cardboard pickup, so I would certainly encourage you to. | 00:22:22 | |
| Consider ways that. | 00:22:25 | |
| The recycling either continuous, its own district or as a department. | 00:22:28 | |
| Can partner with these institutions I know. | 00:22:32 | |
| It's great that. | 00:22:35 | |
| Recycling takes donations and brings them to hope. | 00:22:38 | |
| There are lots of ways that we can partner to make this a better county. That has been a great one that I hope can continue, so | 00:22:41 | |
| thank you. | 00:22:44 | |
| Thank you. | 00:22:47 | |
| Eileen. | 00:22:51 | |
| My name is Eileen Heisman. I live at 112. You know Wine Lane, Georgetown, IN 47122. | 00:23:00 | |
| And as those previously before me, I'd like to say thank you for. | 00:23:05 | |
| Clarity in answering a lot of questions that. | 00:23:09 | |
| Have been lingering amongst the community. | 00:23:12 | |
| And I guess with that said. | 00:23:14 | |
| As your report in 2000 area 2025. | 00:23:17 | |
| Recycling increased like product volume by 9.24%. | 00:23:21 | |
| Traffic volume by 4.48% in cardboard volume by 17.29%. | 00:23:25 | |
| So I'd like to say that people are using. | 00:23:31 | |
| The recycling, it's very important for this community. Environmentally it is very important, but these numbers show that it is | 00:23:34 | |
| going up and even. | 00:23:38 | |
| With the total expenses under budget 71.75% and. | 00:23:42 | |
| I think even more people would use it if they knew about it. | 00:23:47 | |
| Because I didn't even know that we had recycling until word of mouth. | 00:23:50 | |
| And so I think that getting that out there for the community to utilize is very important for us to just continue this. | 00:23:53 | |
| Program umm. | 00:24:00 | |
| And to watch it grow and flourish because I think it will do great things for the community. And as said before, keep trash off | 00:24:01 | |
| our streets and like a place for electronics to go because we don't want to see those end up in our landfill. They do not compost. | 00:24:06 | |
| They do not breakdown. | 00:24:10 | |
| Just like plastic. | 00:24:15 | |
| So I believe that that is something that is important and based on that and your reports. | 00:24:17 | |
| Like so it's under, but it's under budget and recent audit issues have been resolved. | 00:24:24 | |
| And for that reason, I'm just trying to understand what Pacific. | 00:24:29 | |
| Problem dissolving the district is meant to solve. | 00:24:32 | |
| Like I mean in some of those you did answer but like in total I mean why fix? | 00:24:36 | |
| Something that isn't. | 00:24:41 | |
| Broke necessarily, right? | 00:24:42 | |
| So I mean, I guess that's just what I have to say is like, and how can we protect residents? | 00:24:45 | |
| From a sudden excesses user fee if that's the direction that's going into and. | 00:24:51 | |
| How will you know, I mean state funds and grants, you know, be allocated and how will that work if you go into a privatized? | 00:24:56 | |
| Management as well, so. | 00:25:04 | |
| I just really appreciate you all being transparent at this current time and. | 00:25:06 | |
| Would like to see. | 00:25:11 | |
| Recycling continue. | 00:25:13 | |
| And just in general, environmentalism within Indiana grow. | 00:25:15 | |
| Because it's essential. | 00:25:20 | |
| For public health and safety. | 00:25:22 | |
| And I guess that's all I have. | 00:25:25 | |
| Thank you. Thank you. | 00:25:26 | |
| OK, I'm gonna try on this one, Sarah. | 00:25:33 | |
| Sarah sounds good, yeah. | 00:25:38 | |
| Sarah, you're up. | 00:25:40 | |
| You just give your name and your address. | 00:25:42 | |
| Good afternoon. My name is Sarah Canon, and I'm actually a resident of Harrison County. I'm just being honest. I have a lot of | 00:25:45 | |
| friends in here who have been very passionate about this recycling program, so I'll be brief. It sounds like you're going to | 00:25:50 | |
| continue to maintain it, so kudos to Floyd County. | 00:25:55 | |
| But when you think about recycling. | 00:26:01 | |
| I would like to. | 00:26:04 | |
| To think about what the other options are if you start to eliminate these programs, and as commissioners and leaders of the | 00:26:05 | |
| community, maybe you should think about if you would be willing to live next to that landfill. | 00:26:12 | |
| And that's all I have to say. Thank you so much, guys. Thank you. Thank you. | 00:26:21 | |
| It's all off the list. | 00:26:24 | |
| All right, that was everyone who had signed up to speak. | 00:26:27 | |
| To any big late arrival. | 00:26:29 | |
| All right, then we'll close the public comment. | 00:26:34 | |
| And move on to item number 2. | 00:26:37 | |
| Which is consideration for Floyd County Ordinance 2026-02. | 00:26:41 | |
| The ordinance which would dissolve the Floyd County Solid Waste Management District and transition to Floyd County Solid Waste | 00:26:45 | |
| Department. | 00:26:49 | |
| At this point. | 00:26:54 | |
| Before bringing this into discussion, you go ahead and bring it into discussion if you want to. | 00:26:56 | |
| Make a motion. I'll entertain a motion to bring this into discussion. | 00:27:00 | |
| So move. | 00:27:04 | |
| I'll second that motion. | 00:27:05 | |
| OK, I have a motion and a second. | 00:27:06 | |
| Any further discussion? | 00:27:09 | |
| Based upon what we've heard tonight or. | 00:27:11 | |
| That you intended to keep until this time. | 00:27:14 | |
| No, none. | 00:27:16 | |
| I would just comment by saying that. | 00:27:19 | |
| We've heard a lot about. | 00:27:21 | |
| How is this going to be better management I? | 00:27:24 | |
| The three of us. | 00:27:26 | |
| Were the three that always showed up for the meetings anyway? | 00:27:28 | |
| I might be at fault by saying that all three of us made 100% in the time that I've been here, but. | 00:27:32 | |
| I don't think that I've ever missed a meeting in the three years that I've been in office. | 00:27:38 | |
| By changing this form of management, we're going to be able to touch on this every single. | 00:27:43 | |
| They where there is something that pops up. | 00:27:47 | |
| And we've already found. | 00:27:50 | |
| Cost savings that are going to go back into. | 00:27:52 | |
| The function of. | 00:27:55 | |
| Of of recycling, including the ones that I itemized initially. So it's also going to give greater opportunity for public comment. | 00:27:58 | |
| Um, because. | 00:28:06 | |
| Will be able to. | 00:28:07 | |
| Take public comment on that at any. | 00:28:09 | |
| Regular schedule. | 00:28:12 | |
| Commissioners meeting. | 00:28:13 | |
| So that's all the additional comment that I have on that. | 00:28:15 | |
| And with that. | 00:28:18 | |
| I'll go ahead and call for a vote in favor of this. And again, there's only three of us, so I mean, to your point, Mr. Isaac said. | 00:28:21 | |
| There's not going to be another council vote on this. | 00:28:29 | |
| I want to clarify that this is the issue before us tonight. This does not go back before the Council again. The Council vote was | 00:28:31 | |
| the only vote necessary by the Council. | 00:28:35 | |
| So, umm. | 00:28:40 | |
| And we can do this by name if you wanted to as well. So Mr. Loop. | 00:28:41 | |
| You in favor, aye? | 00:28:45 | |
| OK, hi. | 00:28:46 | |
| OK. And I'm also in favor, so that passes 3 to 0. | 00:28:48 | |
| And with that. | 00:28:52 | |
| And for clarification purposes, that was passed by unanimous approval, correct? Yes, that's Floyd County Ordinance 2026-02, the | 00:28:54 | |
| ordinance for the Floyd County Board of Commissioners resolving the Floyd County Solid Waste Management District and | 00:28:58 | |
| transitioning. | 00:29:02 | |
| To the Floyd County Solid Waste Department with unanimous consent. | 00:29:06 | |
| All right, from a district to a department. | 00:29:11 | |
| So that carries 3 to 0. | 00:29:14 | |
| Any further comment from the Commission? | 00:29:17 | |
| Or from attorney. | 00:29:20 | |
| Seek motion to adjourn. So moved. | 00:29:21 | |
| Second, all right. | 00:29:23 | |
| Thank you. | 00:29:24 |

| Thank you. | 00:29:24 |
