It's either going to continue as is or it's going to be continuing as a county department, which is how it was prior to. 00:02:03
The establishment of the district, the impetus for this. 00:02:09
Again, going back to how this began trying to run more efficient. 00:02:13
We with regards to budgets. 00:02:17
My personal hope was that a private entity was going to step in and offer curbside service. That hasn't happened in the interim. 00:02:19
We've heard from many folks here and also on emails with regarding to the importance of these services. 00:02:26
Obviously many people are passionate about it. 00:02:32
And so these services are going to be continued through 2026 and beyond. 00:02:35
With regards to Galena. 00:02:42
The sale of that property did put into question whether or not services we're going to continue out there. 00:02:44
Publicly I asked for the libraries board input with regards to that. I never heard anything. 00:02:50
So I took it upon myself to contact one of the board members and we are now actively negotiating with regards to keeping that site 00:02:56
operational. 00:03:01

Discussions began last week. 00:03:07
Attorney to attorney and have we heard anything back as of this moment? I have not heard anything back at this time. 00:03:09
OK. But that will continue and I'm optimistic we can work something out. 00:03:15
Why transition to a department from a district? 00:03:19
I believe it offers more flexible and efficient and accessible management. 00:03:23
The commissioners are available day-to-day, hour to hour. You can ask Sidney. He's talked to us on Sunday nights. He's talked to 00:03:27
us on Saturday early in the morning. 00:03:31
Rather than being. 00:03:36
I won't say held hostage, but it's very difficult to when you have to make decisions when you have a board that meets one time per 00:03:39
month. 00:03:42
Some members of whom rarely show up. 00:03:46
Some members of whom have never shown up. 00:03:49
The time that I've been a commissioner. 00:03:51
We have at least one. 00:03:53
Member of that board who has never. 00:03:55
Never shown up for a meeting. 00:03:56
So all they need is 2 of the three commissioners to put input and we can do things kind of flexible and on the move. 00:03:58
Our current 26 budget has been set at roughly $300,000. That includes $250,000 for recycling $50,000. 00:04:06
Roughly for household hazardous waste. 00:04:12
So it's about 60% of what last year's was, but. 00:04:15
You know, we've already identified cost savings that this maneuver would. 00:04:18
Allow including over $10,000 in savings with regards to. 00:04:23
Payroll and claims that would come back on board under the auditor's office rather than having to be outsourced. 00:04:28
And roughly 30 to $35,000. 00:04:33
By discontinuing cardboard pickups on contracts that we were underwater on. 00:04:36
One example, we have one business that we charge $450 a year to service. That contract cost over $1000 per year. 00:04:42
Those contracts have been discontinued. We might bring them back in the future. 00:04:49
But guess what if. 00:04:53
$1000 to service a contract we're going to charge. 00:04:55
$1000 plus a little bit more so that we can put that back into recycling. 00:04:58
With regards to that, I don't know how many people paid attention, but last. 00:05:03
Meeting that we held, we created a non reverting fund. 00:05:06
That's going to hold the recycling dollars within it. So any dollar that comes in for recycling stays in and is committed to 00:05:10
recycling in Floyd County. 00:05:14
If somebody wants to donate money. 00:05:18
Guess what that goes into that fund and it can be only used for recycling. So if somebody. 00:05:20
Out in our greater community wants to give. 00:05:25
$2,000,000 to have a standalone recycling center. 00:05:27

Again, that fund was created. The auditor probably has the number memorized. She has all those numbers. 00:05:32

All the current solid waste employees have been offered employment for retention to come on board as as county employees. 00:06:08
And we've also through Dave Massengill, he's already identified at least two different. 00:06:16
New conduits for volunteers to step up. 00:06:21
It takes some of the labor source off of our of our our folks. 00:06:24

Release forms for people that want to volunteer. 00:06:31
Up and available and I think Dave had identified as a senior Resource Center that wanted to talk with us about that. 00:06:34

I do want to take a moment just to say that I received roughly 45 emails on this from the beginning over the last 180 days. 00:06:54

With an intention to keep the recycling programs going. It did start out with an intention to close it. 00:11:40

Beyond 2026, I think the idea of a department is a good idea. 00:12:00

This will work in terms of grant and fitting grants and fitting under the statewide network as the county department instead of 00:20:39

An interesting opportunity to innovate, so we will see where that goes. 00:20:49
My 2 points since my questions were addressed were regarding Galena which I was also grateful for the information for that. 00:20:55
But I would just stress that a lot of us that live in that part of the county have distrust with the county government. Because of 00:21:02

Happened with that property. Both the library and recycling are very important services to me. 00:21:09
And knowing that there was that time period when the county didn't own the property. 00:21:14
They're still hurt wounds out there. 00:21:20
So I'm glad the negotiations are happening with the library board. I just. 00:21:23
I want to stress that I feel it's incumbent on the county to. 00:21:27
Participate in this considering what has happened in the past. 00:21:31
And then regarding the cardboard pickup, I certainly don't want. 00:21:35
Of recycling program to be underwater, but I know. 00:21:39
Particularly when it comes to nonprofits that. 00:21:43
You know, I've mentioned before I volunteer at Hope Southern Indiana. 00:21:47
We go through an incredible amount of cardboard. 00:21:51
Sometimes even with our biweekly pickup. 00:21:54
We don't have the space for that amount of cardboard. 00:21:57
Especially last fall when we were serving more clients. 00:22:00
So I I do think businesses should be paying their fair share. 00:22:04
But this is a program that allows the county government to help nonprofits focus on their important mission. 00:22:08
And to serve those in the most need in the community. I know Hope was not the only nonprofit. 00:22:15
That was served through this. 00:22:20
Cardboard pickup, so I would certainly encourage you to. 00:22:22
Consider ways that. 00:22:25
The recycling either continuous, its own district or as a department. 00:22:28
Can partner with these institutions I know. 00:22:32

Recycling takes donations and brings them to hope. 00:22:38
There are lots of ways that we can partner to make this a better county. That has been a great one that I hope can continue, so 00:22:41

Traffic volume by 4.48% in cardboard volume by 17.29%. 00:23:25
So I'd like to say that people are using. 00:23:31
The recycling, it's very important for this community. Environmentally it is very important, but these numbers show that it is 00:23:34
going up and even. 00:23:38
With the total expenses under budget 71.75% and. 00:23:42
I think even more people would use it if they knew about it. 00:23:47
Because I didn't even know that we had recycling until word of mouth. 00:23:50
And so I think that getting that out there for the community to utilize is very important for us to just continue this. 00:23:53

And to watch it grow and flourish because I think it will do great things for the community. And as said before, keep trash off 00:24:01
our streets and like a place for electronics to go because we don't want to see those end up in our landfill. They do not compost. 00:24:06

So I believe that that is something that is important and based on that and your reports. 00:24:17
Like so it's under, but it's under budget and recent audit issues have been resolved. 00:24:24
And for that reason, I'm just trying to understand what Pacific. 00:24:29
Problem dissolving the district is meant to solve. 00:24:32
Like I mean in some of those you did answer but like in total I mean why fix? 00:24:36

My personal hope was that a private entity was going to step in and offer curbside service. That hasn't happened in the interim. 00:02:19
We've heard from many folks here and also on emails with regarding to the importance of these services. 00:02:26
Obviously many people are passionate about it. 00:02:32
And so these services are going to be continued through 2026 and beyond. 00:02:35
With regards to Galena. 00:02:42
The sale of that property did put into question whether or not services we're going to continue out there. 00:02:44
Publicly I asked for the libraries board input with regards to that. I never heard anything. 00:02:50
So I took it upon myself to contact one of the board members and we are now actively negotiating with regards to keeping that site 00:02:56
operational. 00:03:01

Attorney to attorney and have we heard anything back as of this moment? I have not heard anything back at this time. 00:03:09

I believe it offers more flexible and efficient and accessible management. 00:03:23
The commissioners are available day-to-day, hour to hour. You can ask Sidney. He's talked to us on Sunday nights. He's talked to 00:03:27
us on Saturday early in the morning. 00:03:31
Rather than being. 00:03:36
I won't say held hostage, but it's very difficult to when you have to make decisions when you have a board that meets one time per 00:03:39

Some members of whom rarely show up. 00:03:46
Some members of whom have never shown up. 00:03:49
The time that I've been a commissioner. 00:03:51
We have at least one. 00:03:53
Member of that board who has never. 00:03:55

So all they need is 2 of the three commissioners to put input and we can do things kind of flexible and on the move. 00:03:58
Our current 26 budget has been set at roughly $300,000. That includes $250,000 for recycling $50,000. 00:04:06
Roughly for household hazardous waste. 00:04:12
So it's about 60% of what last year's was, but. 00:04:15
You know, we've already identified cost savings that this maneuver would. 00:04:18
Allow including over $10,000 in savings with regards to. 00:04:23
Payroll and claims that would come back on board under the auditor's office rather than having to be outsourced. 00:04:28
And roughly 30 to $35,000. 00:04:33
By discontinuing cardboard pickups on contracts that we were underwater on. 00:04:36
One example, we have one business that we charge $450 a year to service. That contract cost over $1000 per year. 00:04:42
Those contracts have been discontinued. We might bring them back in the future. 00:04:49
But guess what if. 00:04:53
$1000 to service a contract we're going to charge. 00:04:55
$1000 plus a little bit more so that we can put that back into recycling. 00:04:58
With regards to that, I don't know how many people paid attention, but last. 00:05:03
Meeting that we held, we created a non reverting fund. 00:05:06
That's going to hold the recycling dollars within it. So any dollar that comes in for recycling stays in and is committed to 00:05:10
recycling in Floyd County. 00:05:14
If somebody wants to donate money. 00:05:18
Guess what that goes into that fund and it can be only used for recycling. So if somebody. 00:05:20
Out in our greater community wants to give. 00:05:25
$2,000,000 to have a standalone recycling center. 00:05:27

Again, that fund was created. The auditor probably has the number memorized. She has all those numbers. 00:05:32

Of recycling program to be underwater, but I know. 00:21:39
Particularly when it comes to nonprofits that. 00:21:43
You know, I've mentioned before I volunteer at Hope Southern Indiana. 00:21:47
We go through an incredible amount of cardboard. 00:21:51
Sometimes even with our biweekly pickup. 00:21:54
We don't have the space for that amount of cardboard. 00:21:57
Especially last fall when we were serving more clients. 00:22:00
So I I do think businesses should be paying their fair share. 00:22:04
But this is a program that allows the county government to help nonprofits focus on their important mission. 00:22:08
And to serve those in the most need in the community. I know Hope was not the only nonprofit. 00:22:15
That was served through this. 00:22:20

The recycling, it's very important for this community. Environmentally it is very important, but these numbers show that it is 00:23:34
going up and even. 00:23:38
With the total expenses under budget 71.75% and. 00:23:42
I think even more people would use it if they knew about it. 00:23:47
Because I didn't even know that we had recycling until word of mouth. 00:23:50
And so I think that getting that out there for the community to utilize is very important for us to just continue this. 00:23:53

And to watch it grow and flourish because I think it will do great things for the community. And as said before, keep trash off 00:24:01
our streets and like a place for electronics to go because we don't want to see those end up in our landfill. They do not compost. 00:24:06
