| So the way that the DLGS website gateway works is once we put in the advertised rates for taxing, those are supposed to all auto | 00:02:07 | |

| Forms that we utilize to adopt our budgets through their system and filing. | 00:02:19 | |
| On the 29th of December, I received our first 1782 notice for the county. | 00:02:25 | |
| And while reviewing all of the approved budgets, specifically for our levy rate budgets, I encountered an adjustment that I was | 00:02:31 | |
| not expecting, which was an adjustment. | 00:02:35 | |
| To the CCD budget as published. | 00:02:40 | |
| And it cut it in nearly in half. | 00:02:42 | |
| Which was my massive red flag because I knew that the income for that fund. | 00:02:46 | |
| Was not. | 00:02:51 | |
| Nearly that small. | 00:02:52 | |
| Considering what it's being utilized for. So I immediately went to Gateway to see what had occurred. | 00:02:54 | |
| Was able to research that it was in fact on our form 3. We did in fact advertise it. There was a glitch inside the system where it | 00:03:01 | |
| didn't translate to the 4B or form 4. | 00:03:05 | |
| So the 1782 notice hit my inbox at 7:00 AM. By 8:15, I had reached out to both the DLGF and Baker Tilly. | 00:03:10 | |
| To find a resolution to the issue. | 00:03:17 | |
| They reached back out to me and according to IC6-1 point 1-17-16 subsection I, there is an exception where a rate has been | 00:03:20 | |
| advertised, but for some reason there was a glitch in their nifty little system that. | 00:03:27 | |
| Failed to populate it on our adoption paperwork. | 00:03:35 | |
| So it does lessen our income of that fund. | 00:03:39 | |
| By equal or lesser to 5% of the levy increase or $100,000. And since the 5% of the levy increase is actually 84805, that is the | 00:03:44 | |
| penalty that will be receiving on income for that fund. But what it does by readopting this rate that was in fact advertised and | 00:03:50 | |
| should have been on the official adoption paperwork. | 00:03:56 | |
| It supports the budget that the County Council adopted for that fund. | 00:04:02 | |
| Allowing us to meet. | 00:04:07 | |
| Our actual obligations with that fund so. | 00:04:09 | |
| The DLGF requires that a public hearing take place. | 00:04:12 | |
| To allow the public to comment on this rate adoption that should have occurred back in October. | 00:04:16 | |
| And then once the public hearing is closed. | 00:04:22 | |
| The next item of business is to just vote to re adopt the rate that had actually been intended to be on those adoption paperworks. | 00:04:26 | |

| Processed through all of the budget season last year and was just missing off of the final documentation and that was a glitch due | 00:04:38 | |

| I'd like to start out by saying a couple of things about the number of items that I have here with regards to just having come out | 00:08:10 | |
| of the budget process. | 00:08:14 | |
| As you know, I was fairly new to the position we were taking over the funds we had a lot of. | 00:08:19 | |
| I had a lot of growing pains during the process. I met with Danny and Jim. We went through the budgets. | 00:08:25 | |
| Thought that they were fairly straightforward at the time. | 00:08:31 | |
| But in the air of trying to make everything much more transparent, we were consolidating what was at the time. | 00:08:35 | |
| Department lies. | 00:08:43 | |
| Departmentalization in within the funds. | 00:08:45 | |
| It led to convoluted ability to clearly see the financial picture on a lot of these funds. | 00:08:49 | |
| So, umm. | 00:08:55 | |
| With that and was saying that. | 00:08:56 | |
| We tried to bring all of that into light. I was also creating what I felt was a. | 00:08:58 | |
| Pathway for success with the all of other bonds that the county. | 00:09:03 | |
| Currently holds all the debt. | 00:09:08 | |
| Obligations that we hold. | 00:09:11 | |
| And identifying where they were located, where they were being paid from. | 00:09:13 | |
| I hope that wasn't me in in. | 00:09:17 | |
| Bringing all that together. | 00:09:22 | |
| Now what was asked of us was to put the budget together. | 00:09:23 | |
| While all this was in a moving part process. | 00:09:27 | |
| We're also dealing with the Teamsters Union. | 00:09:31 | |
| Well, and what the outcome of that was going to be we. | 00:09:33 | |
| Kind of knew, but we didn't have it in writing so we couldn't technically budget for that. | 00:09:38 | |
| So in saying a couple of these things, what I'd like to ask is that. | 00:09:43 | |
| You understand the reasoning for having so many items on the agenda this evening. | 00:09:48 | |
| Oh, and one last thing I would like to just share with you is that. | 00:09:54 | |
| You know, I'm pretty good at 4:00. I like to think I'm pretty good at forecasting. I try to do the best I can. I was building. | 00:09:58 | |

| On the 29th of December, I received our first 1782 notice for the county. | 00:02:25 | |
| And while reviewing all of the approved budgets, specifically for our levy rate budgets, I encountered an adjustment that I was | 00:02:31 | |
| not expecting, which was an adjustment. | 00:02:35 | |
| To the CCD budget as published. | 00:02:40 | |
| And it cut it in nearly in half. | 00:02:42 | |
| Which was my massive red flag because I knew that the income for that fund. | 00:02:46 | |
| Was not. | 00:02:51 | |
| Nearly that small. | 00:02:52 | |
| Considering what it's being utilized for. So I immediately went to Gateway to see what had occurred. | 00:02:54 | |
| Was able to research that it was in fact on our form 3. We did in fact advertise it. There was a glitch inside the system where it | 00:03:01 | |
| didn't translate to the 4B or form 4. | 00:03:05 | |
| So the 1782 notice hit my inbox at 7:00 AM. By 8:15, I had reached out to both the DLGF and Baker Tilly. | 00:03:10 | |
| To find a resolution to the issue. | 00:03:17 | |
| They reached back out to me and according to IC6-1 point 1-17-16 subsection I, there is an exception where a rate has been | 00:03:20 | |
| advertised, but for some reason there was a glitch in their nifty little system that. | 00:03:27 | |
| Failed to populate it on our adoption paperwork. | 00:03:35 | |
| So it does lessen our income of that fund. | 00:03:39 | |
| By equal or lesser to 5% of the levy increase or $100,000. And since the 5% of the levy increase is actually 84805, that is the | 00:03:44 | |
| penalty that will be receiving on income for that fund. But what it does by readopting this rate that was in fact advertised and | 00:03:50 | |
| should have been on the official adoption paperwork. | 00:03:56 | |
| It supports the budget that the County Council adopted for that fund. | 00:04:02 | |
| Allowing us to meet. | 00:04:07 | |
| Our actual obligations with that fund so. | 00:04:09 | |
| The DLGF requires that a public hearing take place. | 00:04:12 | |

| As you know, I was fairly new to the position we were taking over the funds we had a lot of. | 00:08:19 | |
| I had a lot of growing pains during the process. I met with Danny and Jim. We went through the budgets. | 00:08:25 | |
| Thought that they were fairly straightforward at the time. | 00:08:31 | |
| But in the air of trying to make everything much more transparent, we were consolidating what was at the time. | 00:08:35 | |
| Department lies. | 00:08:43 | |
| Departmentalization in within the funds. | 00:08:45 | |
| It led to convoluted ability to clearly see the financial picture on a lot of these funds. | 00:08:49 | |
| So, umm. | 00:08:55 | |
| With that and was saying that. | 00:08:56 | |
| We tried to bring all of that into light. I was also creating what I felt was a. | 00:08:58 | |
| Pathway for success with the all of other bonds that the county. | 00:09:03 | |
| Currently holds all the debt. | 00:09:08 | |
| Obligations that we hold. | 00:09:11 | |
| And identifying where they were located, where they were being paid from. | 00:09:13 | |
| I hope that wasn't me in in. | 00:09:17 | |
