I'm sure most of you guys know already, and so we want to talk about some of the options that cut down on. 00:03:54
The overall project cost on 3317 Grant Line Rd. 00:03:59
As you all know, there was a significant gap between the forecasted cost of the project. 00:04:04
By the architect. 00:04:10
About roughly 2.4 million with the. 00:04:11
Lowest bid being. 00:04:14
Almost $500,000. Could you speak up a little bit, Doctor? I remember with the. 00:04:15
A bid that was opened being, you know, almost $500,000 more than average is. 00:04:20
Fairly significant gap. 00:04:25
What we're trying to avoid, you see in front of you there. 00:04:28

About 8 layers of clothes. 00:04:33
And the tent that you can. 00:04:35
You can see in the lower left hand corner is. 00:04:37
What we were using to give vaccinations not only on good days, but also on days where a single digits. 00:04:39
We also kind of are running out of room. We have a guy who's. 00:04:46
Currently working in a closet. 00:04:50
And we we need time to. 00:04:52
Open up a new space. 00:04:56
So we were given instructions from the county commissioners to decrease cost after the bids were open. 00:04:58
We met twice in March with the architectural firm, with Nick, with representatives from Super Construction Company. 00:05:04
The health department and then also represents the Board of Health. 00:05:12
Our overall goal was cost savings without the loss of functionality or. 00:05:16
Mission capability. 00:05:21
Cost reduction option one then I'm using the format that was generated by the architects here. 00:05:24
Was finished material substitutions. 00:05:29
It's exactly what it sounds like, you know, cheaper vinyl. 00:05:32
This saved us a whopping 3660 dollars. 00:05:35
Their option 2 was overall. 00:05:41
Simplification of building modifications. 00:05:43
It simplified the second floor plan and we lost some storage. 00:05:46
Capability. 00:05:50
We illuminated the LED signage, which is a significant way to communicate but also significantly expensive. 00:05:51
For some of the rooms on the 1st floor that could be used as offices or as examination rooms, they would have stub plumbing rather 00:05:59
than complete facility. 00:06:03
You know, completion for that room. 00:06:08
We would use cheaper lighting. 00:06:11
And those interventions would save about $83,000. 00:06:13
These are smooth numbers because we don't have, you know, actual finished numbers. 00:06:17

Option #3 was removing casework. 00:06:25
Plumbing and some electrical fixtures in our large multi-purpose room. 00:06:28
This would save about $4400. The problem with this is though is it was severely impaired our educational efforts that generate 00:06:33
revenue for the health department. So to save $4000, we would potentially lose more money than that every year from the loss of 00:06:39
capabilities in that room. So option three really, really wasn't. 00:06:46
A viable option for us? 00:06:53

Option B would be a moderate reduction. 00:07:22
Remove some of the wall storage protection and some of the concrete slab revisions but keeps the doors. 00:07:25
And it saves $50,000 an option C was. 00:07:31
Basically reducing some of the wall fixtures and heaters which would save about 16,000. 00:07:35
We preferred option C. 00:07:40
Because it. 00:07:43
Gave us more capability with that area. 00:07:44
We could work with option B if plumbing and drainage are retained. 00:07:47
This was a one of the features of this building. It allows us to have the drive through clinics with some kind of shelter. 00:07:52
It allows us to do car seat examinations we can actually secure equipment in. 00:07:59
There and then put the doors down at night. 00:08:03
And would allow flexibility under all the weather. 00:08:07

The primary issue that we dealt with in the planning meetings was the architects. 00:08:41

Provision of Romex wiring which is plastic sheeted wiring. 00:08:52
There was a concern with the the city's. 00:08:56
Construction codes that it was more than 50%. 00:09:00
Involved that all the wiring would have to be removed and then replaced and of course that would put the the savings down closer 00:09:03
to the 120,000 residue. 00:09:07
Yay. But we now think that that issue has been resolved. 00:09:11

And the the romex does not have to be. 00:09:18
Pulled out of the whole second floor. 00:09:21
And then we can use existing appliances. 00:09:24

It does not do much in the way of paint or new carpet or anything like. 00:09:33

I'm sure most of you guys know already, and so we want to talk about some of the options that cut down on. 00:03:54
The overall project cost on 3317 Grant Line Rd. 00:03:59
As you all know, there was a significant gap between the forecasted cost of the project. 00:04:04
By the architect. 00:04:10
About roughly 2.4 million with the. 00:04:11
Lowest bid being. 00:04:14
Almost $500,000. Could you speak up a little bit, Doctor? I remember with the. 00:04:15
A bid that was opened being, you know, almost $500,000 more than average is. 00:04:20
Fairly significant gap. 00:04:25
What we're trying to avoid, you see in front of you there. 00:04:28

About 8 layers of clothes. 00:04:33
And the tent that you can. 00:04:35
You can see in the lower left hand corner is. 00:04:37
What we were using to give vaccinations not only on good days, but also on days where a single digits. 00:04:39
We also kind of are running out of room. We have a guy who's. 00:04:46

So we were given instructions from the county commissioners to decrease cost after the bids were open. 00:04:58
We met twice in March with the architectural firm, with Nick, with representatives from Super Construction Company. 00:05:04
The health department and then also represents the Board of Health. 00:05:12
Our overall goal was cost savings without the loss of functionality or. 00:05:16
Mission capability. 00:05:21
Cost reduction option one then I'm using the format that was generated by the architects here. 00:05:24
Was finished material substitutions. 00:05:29
It's exactly what it sounds like, you know, cheaper vinyl. 00:05:32
This saved us a whopping 3660 dollars. 00:05:35
Their option 2 was overall. 00:05:41
Simplification of building modifications. 00:05:43
It simplified the second floor plan and we lost some storage. 00:05:46
Capability. 00:05:50
We illuminated the LED signage, which is a significant way to communicate but also significantly expensive. 00:05:51
For some of the rooms on the 1st floor that could be used as offices or as examination rooms, they would have stub plumbing rather 00:05:59
than complete facility. 00:06:03
You know, completion for that room. 00:06:08
We would use cheaper lighting. 00:06:11
And those interventions would save about $83,000. 00:06:13
These are smooth numbers because we don't have, you know, actual finished numbers. 00:06:17

Option #3 was removing casework. 00:06:25
Plumbing and some electrical fixtures in our large multi-purpose room. 00:06:28
This would save about $4400. The problem with this is though is it was severely impaired our educational efforts that generate 00:06:33
revenue for the health department. So to save $4000, we would potentially lose more money than that every year from the loss of 00:06:39
capabilities in that room. So option three really, really wasn't. 00:06:46
A viable option for us? 00:06:53

Remove some of the wall storage protection and some of the concrete slab revisions but keeps the doors. 00:07:25

Basically reducing some of the wall fixtures and heaters which would save about 16,000. 00:07:35
We preferred option C. 00:07:40

Gave us more capability with that area. 00:07:44
We could work with option B if plumbing and drainage are retained. 00:07:47
This was a one of the features of this building. It allows us to have the drive through clinics with some kind of shelter. 00:07:52
It allows us to do car seat examinations we can actually secure equipment in. 00:07:59
There and then put the doors down at night. 00:08:03
And would allow flexibility under all the weather. 00:08:07

Construction codes that it was more than 50%. 00:09:00
Involved that all the wiring would have to be removed and then replaced and of course that would put the the savings down closer 00:09:03
to the 120,000 residue. 00:09:07
Yay. But we now think that that issue has been resolved. 00:09:11
