| If everybody please stand for the pledge. | 00:00:01 | |
| I pledge allegiance to the flag of the United States of America. | 00:00:03 | |
| And to the Republic. | 00:00:09 | |
| For which stands one nation? | 00:00:11 | |
| Under God. | 00:00:13 | |
| Indivisible with liberty and justice for all. | 00:00:14 | |
| You know Frank's gonna be a few minutes late, so you guys are stuck with me for the time being. | 00:00:21 | |
| I guess let's go ahead and do the approval of the minutes. | 00:00:27 | |
| Make a motion to approve the April 2026 meeting minutes. | 00:00:30 | |
| As submitted and I'll second. | 00:00:33 | |
| I'll second. | 00:00:36 | |
| OK, passes. | 00:00:42 | |
| Think you need formal vote on it just for the minutes from. | 00:00:49 | |
| Yeah. | 00:00:51 | |
| OK, so. | 00:00:52 | |
| Take a vote on the. | 00:00:54 | |
| Current minutes, aye. | 00:00:56 | |
| I OK. | 00:00:59 | |
| Motion passes. | 00:01:02 | |
| OK, All right, so. | 00:01:03 | |
| Daily maintenance reports. | 00:01:06 | |
| I'll look you there. | 00:01:11 | |
| In your packet you will find a register of claims for stormwater the. | 00:01:12 | |
| There's only one this month. It's our Stantec for the professional services that they provided. | 00:01:17 | |
| And doing the billing file this past year you can see their invoice. | 00:01:23 | |
| In the packet as well. | 00:01:28 | |
| We're just looking for approval of. | 00:01:30 | |
| The invoice for stain tag. | 00:01:33 | |
| Is it anticipated be full charges for all of 2026? | 00:01:37 | |
| I think there. | 00:01:41 | |
| Contracts for 25,000 they they're going to there's a small little project they're doing on a. | 00:01:43 | |
| On the. | 00:01:49 | |
| Credit manual that we have that they. | 00:01:50 | |
| They're going to help us with SO. | 00:01:53 | |
| That's that'll take up a few more dollars and everything else. So they'll probably be right around that 25. | 00:01:54 | |
| $1000 threshold I do not expect them to go over though. | 00:02:00 | |
| All right, I move to approve. | 00:02:05 | |
| I'll second. | 00:02:07 | |
| We're still getting that together. | 00:02:13 | |
| All in favor. | 00:02:15 | |
| Aye, aye. | 00:02:16 | |
| Also, in your packet you'll see the daily maintenance logs, the. | 00:02:19 | |
| Public Works juror Supervisor Sydney is in the audience if you have any questions for him. We had 35. | 00:02:23 | |
| Different activities that the public works did for stormwater. 10 of those were pumper truck. | 00:02:30 | |
| Where you said the pupper truck? | 00:02:39 | |
| To prep, the bumper truck went to places like Jackson Springs, Highland Lake. | 00:02:41 | |
| Woods of Lafayette this past month. | 00:02:45 | |
| Some of the work that they did. | 00:02:48 | |
| Throughout the county was in South Park Subdivision S Skyline Drive. | 00:02:51 | |
| Fall Creek subdivision and Chapel Creek Subdivision. | 00:02:55 | |
| Again, you can see the daily. | 00:02:58 | |
| Logs and see what the. | 00:03:00 | |
| Workers did from the public works to help save money and. | 00:03:02 | |
| Not have to hire that out so. | 00:03:06 | |
| Just information. | 00:03:08 | |
| Wait for the board. | 00:03:10 | |
| Any idea like? | 00:03:11 | |
| How much of that pumper truck activity is initiated by? | 00:03:12 | |
| Phone call from. | 00:03:17 | |
| Taxpayers versus. | 00:03:18 | |
| I don't really really get very many phone calls. | 00:03:20 | |
| For people asking for the project I I don't get. | 00:03:24 | |
| Any myself? | 00:03:27 | |
| I would say it's less than 5%. | 00:03:30 | |
| Of what we do. | 00:03:33 | |
| We occasionally get one for a cloud culvert or a catching basin that's overflowing after a rain. | 00:03:34 | |
| But pretty much everything we're doing is maintenance. | 00:03:40 | |
| Well, we go out, check, call works, clean coverage out, clean tension spaces out. | 00:03:43 | |
| For the most part. | 00:03:48 | |
| Hopefully we can grow that number. Yeah, I'd like to. | 00:03:50 | |
| I kind of feel once. | 00:03:54 | |
| People know that that's out there, and I think Chris has already. | 00:03:55 | |
| Doctor pub, some public work as far as people knowing. | 00:03:57 | |
| We'll probably get more calls for it. | 00:04:00 | |
| I would think. | 00:04:02 | |
| OK. Thank you. | 00:04:05 | |
| Where are we at here? | 00:04:08 | |
| Old business. | 00:04:10 | |
| Tenerife Meadows. | 00:04:13 | |
| Good evening Casey Young with Heritage Engineering. | 00:04:18 | |
| So this month. | 00:04:20 | |
| We did have. | 00:04:22 | |
| 2 complaints out at Henry Meadows that came through item. | 00:04:23 | |
| First one. | 00:04:28 | |
| Came on. | 00:04:30 | |
| April 10th. | 00:04:32 | |
| And. | 00:04:34 | |
| I want to remind you this is a site that we've had on our list with complaints, or not complaints, but issues. | 00:04:35 | |
| Ongoing for a couple months. So we got this complaint on the 10th. | 00:04:41 | |
| We're able to get. | 00:04:44 | |
| In contact with the. | 00:04:45 | |
| The contractor and get everything resolved within seven days, which I thought was a huge success we. | 00:04:47 | |
| Emailed him, told him the urgency. | 00:04:52 | |
| Told him he had basically two days to get it taken care of. | 00:04:54 | |
| He's like, that's not a lot of time. I was like, well, do your best. I didn't get involved and. | 00:04:57 | |
| He was able to get it resolved. He went on site. | 00:05:01 | |
| Inspected it and it looked good so we got all the compliance. | 00:05:03 | |
| And documentation back over to Ronnie at Item. And he was satisfied with that. So that was really good. | 00:05:06 | |
| The second complaint was a little bit unique because it was anonymous. | 00:05:11 | |
| And so they gave us a description of what the issues were and we are inspector went out there to go inspect it and he was able to | 00:05:14 | |
| find. | 00:05:17 | |
| Some of these issues that they were talking about. | 00:05:21 | |
| And so we didn't have anybody that we could call to follow up with. | 00:05:23 | |
| And so we basically just reported back to item that we didn't see necessarily the things that they were talking about, sent the | 00:05:25 | |
| pictures in and so forth. | 00:05:29 | |
| And so we're. | 00:05:33 | |
| Potentially expecting to get another follow up maybe if. | 00:05:35 | |
| The person who called in the complaint said, you know, they want to talk to us or something like that, but we had no way of | 00:05:38 | |
| reaching out to them. | 00:05:40 | |
| So you have a problem with anonymous complaints? Yeah, so the the. | 00:05:43 | |
| I dim complaint. | 00:05:48 | |
| Is that something that they just picked up on their own? | 00:05:49 | |
| Driving around or no? So the first one. | 00:05:52 | |
| Somebody, a private citizen, called in to item and made a complaint. | 00:05:57 | |
| And then list out what it was and there were some issues out there sitting on the roadway. There was issues without self fences | 00:06:01 | |
| and stuff like we had documented for a couple months, you know, and so. | 00:06:05 | |
| I think that was part of what the complaint was. We had some other issues on our reports in addition to that and they were able to | 00:06:11 | |
| clean all that up. This kind of put some more urgency. | 00:06:14 | |
| Behind. | 00:06:18 | |
| Our reports, I felt like. Yeah. | 00:06:19 | |
| And who is the contractor that you? | 00:06:21 | |
| Chris, do you remember who that was that we talked to or we do you guys remember we talked to the developer? | 00:06:25 | |
| Matt Schaefer. | 00:06:31 | |
| OK, umm. | 00:06:32 | |
| So that was really good. | 00:06:35 | |
| But like I said on that second complaint, it was anonymous and we didn't necessarily see what they had referred to, but it was at | 00:06:38 | |
| the same site. | 00:06:40 | |
| Same same. | 00:06:43 | |
| Yeah, development. No, I mean. | 00:06:44 | |
| In that particular case, I don't. | 00:06:46 | |
| Mind I didn't get involved, no, but spurred somebody along, but right. | 00:06:47 | |
| Well, I find it interesting they can resolve the issue in seven days and we've been working on this for months. | 00:06:52 | |
| I agree, yeah. And so that's the, I guess the urgency that I done when they get involved in. | 00:06:58 | |
| That's what we. | 00:07:04 | |
| Pushed on memos, we basically said, listen, you know we have said this to you guys now items involved, we need it done within | 00:07:05 | |
| seven days so we can report back to them. | 00:07:08 | |
| He's like, that's not a lot of time and I'm like, well, items involved, so. | 00:07:12 | |
| This is what we got to do. | 00:07:16 | |
| I hope they can get the rest of their. | 00:07:17 | |
| Complaints, if there's any more, filed down in seven days as well. | 00:07:18 | |
| Yeah. | 00:07:21 | |
| Yeah, we can start calling on. | 00:07:22 | |
| Yeah. | 00:07:24 | |
| So that is the the two complaints and then we can go into the erosion control summary unless you guys have any questions on those. | 00:07:26 | |
| Nope. So the summary we're in a lot better shape. | 00:07:33 | |
| This month than we were previous month, the summaries at the top right hand corner of the sheep. As you guys can see there's 8 | 00:07:37 | |
| dormant sites. | 00:07:40 | |
| 22 compliance sites and four sites with high probability of offsite sedimentation. | 00:07:44 | |
| Draw your attention to. | 00:07:50 | |
| One in particular, several sites came off. | 00:07:52 | |
| The list that had. | 00:07:55 | |
| Evidence of offsite cementation because it resolved. | 00:07:57 | |
| One of those being the Springs of Old Georgetown. That was one of the most critical ones that we had because there was so fence | 00:08:00 | |
| down that was Lounge 7 in the creeks. | 00:08:04 | |
| And so we ended up meeting on site with the developer and the Superintendent. | 00:08:08 | |
| And they started making improvements that day and then they had already made some improvements before we got out there, but then | 00:08:13 | |
| they started doing some additional measures that day while we're out there and we're able to get everything resolved. | 00:08:18 | |
| And up to par. | 00:08:23 | |
| Before this meeting. | 00:08:25 | |
| So, and that was one where we said basically, you know, we've given you multiple reports. | 00:08:27 | |
| We've gotten Chris involved. We've had an on site meeting. The next step is to go to the board and basically say you guys are in | 00:08:31 | |
| non compliance and then we'll probably have to start recommending fees or. | 00:08:35 | |
| Nose termination, not nose termination. South Park orders or something like that. And that was finally getting their attention. | 00:08:40 | |
| So we're in pretty good shape. | 00:08:46 | |
| I feel like with with all of the sites. | 00:08:48 | |
| Any questions? | 00:08:51 | |
| I'm done. | 00:08:53 | |
| No, Great. I appreciate your efforts, Sir. Thank you. | 00:08:55 | |
| One question then I've just never. | 00:08:59 | |
| Witness this in my time here. | 00:09:02 | |
| I know how. | 00:09:04 | |
| Sites get placed on the list. How do they come off the list? | 00:09:05 | |
| I'm glad you asked that because I actually print out something I want to talk about as well. | 00:09:08 | |
| So once a development. | 00:09:11 | |
| Has been completely restored. | 00:09:14 | |
| And they have 70% vegetative growth on their site. Then they can file for notice termination. | 00:09:16 | |
| And they can be removed from the list. | 00:09:21 | |
| Or if they have built out 80% of their. | 00:09:23 | |
| Houses. If it's a subdivision then they can file for their notice determination. | 00:09:27 | |
| And so we actually met with Chris earlier in the week and went through all of the sites that we have active. | 00:09:30 | |
| And we've identified. | 00:09:35 | |
| Seven sites that we are going to reach out to, to provide as built on the basin. | 00:09:39 | |
| That's kind of the first step in that process, make sure they actually dealt what they were approved to build. | 00:09:43 | |
| And if that's the case, then they can file further notice termination after that. | 00:09:47 | |
| So. | 00:09:52 | |
| 70%. | 00:09:53 | |
| Of. | 00:09:55 | |
| Vegetation so like they can't throw down seed and straw and then say we're good right? Seeds 70% is that criteria that you guys | 00:09:56 | |
| have put together or? | 00:10:00 | |
| Yeah, OK. | 00:10:04 | |
| I mean, I'd like to see something like. | 00:10:05 | |
| Those criteria plus like. | 00:10:06 | |
| One year with no compliance issues prior to the. | 00:10:08 | |
| But. | 00:10:12 | |
| Whatever we can do, because this I mean. | 00:10:13 | |
| It's volume up and most of them have been dormant or well, and that's the thing. We have a lot on the dormant list. And so there's | 00:10:15 | |
| actually there's seven that we've reached out to, to provide us as built. But then there's 12345 that Chris is going to reach out | 00:10:20 | |
| because they've been dormant for so long where they've already met all the criteria. It's time to just come off the list. Yeah. So | 00:10:25 | |
| we have quite a few that are ready to be moved away. | 00:10:30 | |
| OK. Thank you. | 00:10:35 | |
| Yep. | 00:10:36 | |
| OK, new business. | 00:10:42 | |
| 4312 Golf Court. | 00:10:45 | |
| Jason Lopp update. | 00:10:48 | |
| He's not going to be here this evening. He asked me if you need to be here. He was here last month. I told him I didn't think it | 00:10:49 | |
| was necessary. We have the agreement. | 00:10:52 | |
| Drafted and ready to go. So happy to answer any questions. This is the one where they were wanting to build. | 00:10:56 | |
| In the easement that we have and the language in the agreement is that if we need to use it for any reason, they'll tear down at | 00:11:02 | |
| their own expense. And the owner owns the adjacent property. They do? Yeah. They own 2 lots right next to each other. | 00:11:08 | |
| Again, this I believe is just a stormwater board. | 00:11:15 | |
| Recommendation. | 00:11:20 | |
| Yeah, recommendation that will. | 00:11:22 | |
| Go in front of the Commissioners. | 00:11:23 | |
| Later today. | 00:11:25 | |
| Should be seeking approval for a recommendation to be sent over the Commissioners and then looking to add it to the Commissioners | 00:11:27 | |
| agenda later this evening. | 00:11:30 | |
| Do we have a motion as such? | 00:11:34 | |
| So moved. | 00:11:36 | |
| 2nd. | 00:11:38 | |
| All in favor. | 00:11:39 | |
| Aye, aye. | 00:11:40 | |
| Aye. | 00:11:41 | |
| Crisp pollinator day. | 00:11:46 | |
| I brought to you by Allegra. I did not see them there, but they could have been. We attended the Pollinator Day out at the Purdue | 00:11:51 | |
| Research Park. | 00:11:55 | |
| For a couple of Saturdays ago. | 00:11:59 | |
| In your packet you'll see the e-mail from Gina Anderson who ran. It was a great event. She did a very good job of running it. | 00:12:03 | |
| They had over 2300. | 00:12:11 | |
| Guest, which made it a record. | 00:12:12 | |
| Record-breaking year. | 00:12:14 | |
| Felt like we. | 00:12:16 | |
| Saw at least 2000 of those 2300 guests at our booth. | 00:12:17 | |
| A lot of positive feedback. | 00:12:23 | |
| A few people came to the booth, had a few complaints that we were able to address, gave them my. | 00:12:26 | |
| Business Contact info to be able to reach out to us and everything else. | 00:12:31 | |
| We had stuff about the back truck. | 00:12:35 | |
| We gave out about 25 to 40 of those. | 00:12:37 | |
| Brochures speaking about the back truck. | 00:12:41 | |
| The only bad thing about. | 00:12:44 | |
| This type of event is you. | 00:12:46 | |
| It's so large that you get people from. | 00:12:47 | |
| Harrison County. | 00:12:50 | |
| Clark County. | 00:12:51 | |
| Washington County, and you're trying to promote Floyd County stuff and you're talking to them, making good headway, and then you | 00:12:52 | |
| find out, oh, well, they live in. | 00:12:55 | |
| Clarksville or Oh, they live in Salem. | 00:12:58 | |
| Which, hey, we're still getting the word out. | 00:13:01 | |
| Which is OK, but. | 00:13:03 | |
| You know the back truck stuff doesn't work too well but. | 00:13:04 | |
| It was a little bit of a cloudy day to start. Turned out to be a nice sunny day so. | 00:13:09 | |
| It was a good event. | 00:13:14 | |
| So great. | 00:13:15 | |
| We'll be at it again. | 00:13:17 | |
| 2027. | 00:13:18 | |
| And what's your issue with center point? Center point so? | 00:13:22 | |
| At the commissioners meeting this evening, Center Point is going to be coming up in front of the commissioners. | 00:13:27 | |
| I just wanted to give you a small overview of what we've asked Center Point to do when it comes to storm water. | 00:13:33 | |
| They are asking for a temporary bridge. | 00:13:40 | |
| Creek crossing at Thai Ave. across Blacks. | 00:13:43 | |
| Buxton Creek. | 00:13:47 | |
| We had them. | 00:13:49 | |
| Provide the stormwater department in Horatio with calculations of. | 00:13:51 | |
| That span and making sure like the span underneath. | 00:13:55 | |
| Could have the capacity of flow that the. | 00:13:59 | |
| Closest downstream. | 00:14:02 | |
| Culvert would have it and it does meet that so. | 00:14:04 | |
| The the span would not cause any undue flooding. | 00:14:08 | |
| Than what the downstream culvert causes so. | 00:14:12 | |
| So that would not be an issue and then we've asked them to. | 00:14:16 | |
| Revegetate the. | 00:14:20 | |
| Ground that the temporary. | 00:14:22 | |
| Spam is going to take with native vegetation once they're done with the project so you know, if they have to cut some trees down | 00:14:25 | |
| or anything like that then they would replant. | 00:14:29 | |
| Replant that area with native vegetation. So just giving the board the. | 00:14:34 | |
| Heads up. | 00:14:40 | |
| So they can. | 00:14:42 | |
| Let the commissioners know before their meeting tonight of what the stormwater board has. | 00:14:43 | |
| Asked of center point. | 00:14:49 | |
| So on their letter. | 00:14:51 | |
| Just. | 00:14:53 | |
| I don't know. | 00:14:54 | |
| I'm glad we have our attorney here just because. | 00:14:55 | |
| On their replacement. | 00:14:58 | |
| And most of the replacement. | 00:15:00 | |
| Promises that I see. | 00:15:02 | |
| Fall out of like a 2 to one or a three to 1 replacement of trees. | 00:15:03 | |
| With final approval contingent upon the board so that we know what they're putting in there. | 00:15:08 | |
| And the same thing with the native vegetation. | 00:15:12 | |
| And we just, I guess. | 00:15:14 | |
| I really. | 00:15:17 | |
| Don't like the micromanaged stuff, I don't even know what species is going in there, but to make sure it's adequate. But I mean or | 00:15:19 | |
| Yokos final approval contingent on county approval that way. | 00:15:23 | |
| Chris can deal with it, or they're cutting down a native tree that's a. | 00:15:28 | |
| A 28 inch diameter and they're going to replace it with a 2 inch sapling. That's not really. | 00:15:32 | |
| Cool, right. So I mean, you could also possibly put a, the commissioners could put a thing where they have to. | 00:15:38 | |
| Make sure that the tree is growing for three full growing cycles, you know, make sure it doesn't die and everything else I think. | 00:15:45 | |
| The ball is in the commissioners court at their meeting to put whatever stipulations they want to on center point. | 00:15:52 | |
| I'm not intimately familiar with the site. I know where it is, but I don't know what trees are growing there, so I don't know if | 00:16:00 | |
| they're going to have to cut down one tree or. | 00:16:04 | |
| 20 yeah. You know, in meeting them out there, it looked like there was two or three that were decent sized, maybe you know about | 00:16:07 | |
| the circumference that you mentioned, you know. | 00:16:12 | |
| 2 1/2 maybe 3 foot. | 00:16:16 | |
| You know, wow. | 00:16:18 | |
| Widen, yeah, circumference. So couple big trees, but the rest is pretty much. | 00:16:19 | |
| Shrub. | 00:16:24 | |
| Yeah, vegetation and everything else, so. | 00:16:26 | |
| I'm more worried about the stream bank making sure that that's vegetated because if they leave it there, then you can get erosion | 00:16:29 | |
| and then you got the Creek going all over the place and. | 00:16:34 | |
| And we already have. | 00:16:38 | |
| Multiple residences there who have some issues with regards to increased. Yep. | 00:16:41 | |
| Drainage issues. So again, I'm just bringing this to the storm water. | 00:16:46 | |
| Bring this to the stormwater boards attention and so they can. | 00:16:50 | |
| Commissioners, though. | 00:16:54 | |
| So what do we need approval or recommendation on that? You can make a recommendation to the commissioners. | 00:17:01 | |
| To entertain this request, I've already started drafting an agreement for center point. I get that they think this letter is | 00:17:07 | |
| sufficient. I want them to sign an agreement that they're going to replace these things, as well as gravel, blacktop, Anything | 00:17:12 | |
| else they disturb, they're going to put it back to site restoration, restore the site back to where its current condition is. So | 00:17:16 | |
| I've got a pretty good draft. | 00:17:21 | |
| Ready. Other than I want to add a few things Chris just said about. | 00:17:26 | |
| Maybe we depending on what you guys are considering. | 00:17:29 | |
| Put in language that it needs to. | 00:17:32 | |
| Be there for three full years. | 00:17:34 | |
| Or they'll replace them and final approval contingent on. | 00:17:37 | |
| County approval. | 00:17:41 | |
| So that we have those two added things in there. | 00:17:42 | |
| OK. So just really a recommendation from you all to incorporate some of the storm water concerns. | 00:17:45 | |
| I will move. | 00:17:51 | |
| That this board recommended the Commissioners acceptance. | 00:17:52 | |
| Based upon. | 00:17:55 | |
| A letter of agreement. | 00:17:57 | |
| Stipulating. | 00:17:59 | |
| What we've been talking about here. | 00:18:01 | |
| Its full form can be. | 00:18:02 | |
| Meted out here at the next meeting I guess. | 00:18:04 | |
| Where they're after or you guys can the commissioners can put their blessing on an agreement this evening and then. | 00:18:07 | |
| Execute outside of a meeting, so. | 00:18:11 | |
| 2nd. | 00:18:15 | |
| All in favor, aye? | 00:18:16 | |
| OK, any public comment? | 00:18:20 | |
| Daleman, Georgetown. | 00:18:32 | |
| I usually try to bring yourself once a year. | 00:18:34 | |
| They start eBay started to stormwater runoff I think in 671967. | 00:18:37 | |
| We start our Stormrunner program here. | 00:18:42 | |
| 2007. | 00:18:44 | |
| It's quality water. It was started for the quality water. | 00:18:47 | |
| We don't even check none of the water. | 00:18:50 | |
| We check no creeks. We check no rivers. | 00:18:52 | |
| We checked nothing, and that's what the main thing EPA started. | 00:18:55 | |
| This program far. | 00:18:59 | |
| And I can't ask you what if Georgetown Creek's better this year, cleaner this year than it was last year? | 00:19:00 | |
| Or a year before that. Nobody checks it. | 00:19:06 | |
| And that's what the stormwater program will start. That's what if they start the whole thing. | 00:19:08 | |
| We don't do none of that. | 00:19:12 | |
| And I think I'm bringing this up all the time. We don't know if we're doing anything or not. | 00:19:14 | |
| So I'll keep that in mind. That's why the they started this whole program. | 00:19:19 | |
| The quality of water. | 00:19:23 | |
| And we don't ever check it. | 00:19:24 | |
| Thank you. | 00:19:26 | |
| Anyone else? | 00:19:29 | |
| Go to the jar. | 00:19:33 | |
| So moved. | 00:19:35 | |
| It was a heavy hand. | 00:19:38 | |
| Mm-hmm. | 00:19:41 |

| Mm-hmm. | 00:19:41 |
