We'll call the meeting to order. Join me for the pledge allegiance. 00:00:11
Pledge allegiance to the flag of the United States of America. 00:00:15
And to the Republic for which stands. 00:00:19
One nation under God. 00:00:22
Indivisible with liberty and justice for all. 00:00:24
All right. 00:00:38
Looks like I'm looking for a approval of September minutes, so move. 00:00:47
I'll second. 00:00:53
All in favor. 00:00:54
Aye, aye. 00:00:55
Daily Maintenance reports Chris. 00:00:57
All right, in your packet you'll find a register of claims for the. 00:01:06
Month of. 00:01:10
September we had an Amazon capital that was to add RAM to mine and Cara's computers. We had a 16 bit RAM. 00:01:11
Agree that the 32 so when we do our mapping projects. 00:01:19
Runs a little bit faster and better for us. 00:01:23
And then heritage their monthly invoice for us. And then the OHM one is 4 different invoices. That's why that number is a little 00:01:26
bit higher, but it's a. 00:01:30
For four invoices and. 00:01:35
That's all we have for this month. 00:01:37
Is it different invoices, like just four of the same or was there a unique one? No the? 00:01:43
None of them was unique, they with the different with stand taking over I think. 00:01:50
Three of them kind of slipped through the cracks, so we're just catching those up. 00:01:55
From. 00:01:59
Last month. 00:02:00
OK, I move to approve those as submitted. 00:02:02
I'll second. 00:02:06
All in favor say aye. 00:02:07
Aye. 00:02:09
And then on the daily maintenance logs. 00:02:10
We did some work on East Luther Rd. 00:02:13
Chapel Hill. Ogansens, Frank. 00:02:16
I was going to ask you about Chapel Hill. We went out there. We got there before the rain. 00:02:19
It was it was tight, but we got out there before the rain. 00:02:24
And clean up some rock on the downstream side as well. But it should be cleared out. So if you talk to your. 00:02:27
If we talk to them, we can find out if that worked for him. OK, I appreciate that. I'll. 00:02:33
I'll check on it the back. 00:02:37
Of course, we have the new back truck, so we've been using that a little bit. 00:02:39
Here and there. 00:02:43
Again, like I said, old Vincennes Rd. 00:02:44
There was one on. 00:02:48
Give me a second E Luther. 00:02:50
Again, uh. 00:02:52
So not as many as what we've had in the past they. 00:02:53
Department was doing other Rd. projects. 00:02:56
So probably didn't focus quite as much on the. 00:02:59
Stormwater side this past month. 00:03:02
No, they were driving. 00:03:04
Post on Old Vinson Hill. Well there was a there was a main project that they had to get done in the last month so that took them 00:03:06
away from some storm water stuff. 00:03:10
It would be difficult to break the back truck out. 00:03:14
On a separate sheet, you kind of see what it's up to month to month. I'll ask Cindy if she can do that for us. It'd be nice. I 00:03:17
mean, it's it was. 00:03:20
A pretty major gift. 00:03:25
Payout. It'd be nice to see what return. 00:03:27
We're getting on that. 00:03:29
Moving it around today. 00:03:31
I'll ask Sandy if she can do that for us. All right, thanks. Thank you. 00:03:38
Just for the record. 00:03:44
All members are present. 00:03:46
Old business erosion control for heritage. 00:03:52
Good evening Casey Deyoung with Heritage. Good to see you guys again. 00:04:00
So in your packet you should see this month's summary report. 00:04:03
There were. 00:04:07
12 sites in compliance. 00:04:10
8 that are dormant. 00:04:12
10 with the probability of sedimentation off-site segmentation and then only three that are showing off-site segmentation. 00:04:13
Those three are highlighted for you. 00:04:19
Number one is a new one on the list, Anderson. 00:04:23
AVENUE Ext. It's new this month, the ownership switch. 00:04:26
And so we just got the new contact information for the owner. And so we've been reaching out trying to figure out when they're 00:04:29
going to get that one fixed. 00:04:32
The next two that are highlighted were also on the list last month in Route meadows #15 and. 00:04:36
Villages of Valley View #30. 00:04:43
And both of those owners have said that they are going to get out this week. Obviously with the rain, they haven't done that yet. 00:04:45
But we've been promised that those two will be taken care of this week. 00:04:50
Overall. 00:04:54
Pretty good shape with only three showing off site. 00:04:55
Pretty good. Any questions? 00:04:58
That's pretty good. 00:05:00
Yeah. Yeah, it is. 00:05:01
Rye weather's been helpful. 00:05:04
The dry weather has been healthy. Yes, it has. We'll see what happens after today's. After today, Yeah. 00:05:05
OK. Certainly appreciate it. All right. 00:05:13
Thank you. You're welcome. Thanks. 00:05:15
Horatio. 00:05:19
It's the Pebble Creek subdivision. 00:05:23
Water issue. 00:05:26
Very great, we collect. 00:05:27
Quote last meeting on September the 2nd. 00:05:29
And then they all came. 00:05:33
Below them. 00:05:36
Where it was estimated. 00:05:37
And the low? 00:05:38
Between them was C&R. 00:05:40
13,700. 00:05:42
I will recommend to accept it and. 00:05:45
Have them do to do the work. 00:05:49
You remind us what this project entails. 00:05:51
It is the Pebble Creek subdivision they have in some. 00:05:55
Section of the road that has been. 00:06:00
With year round one that ices up on the. 00:06:02
Floyd Central. 00:06:07
I move to approve with the lowest bid is. 00:06:09
Recommended bike ratio 13,000 centered by C&R construction. 00:06:12
I'll second that. 00:06:17
All in favor. 00:06:18
Aye. 00:06:19
Thank you. Thank you. 00:06:21
New business. 00:06:24
Stormwater design manual. 00:06:26
Good afternoon, Kaden Cunningham with OHM Advisors. I know I was here last meeting to kind of tell you that this was coming up. 00:06:36
You should have in front of you a sheet of kind of like the notable changes that are coming for these design standards. 00:06:42
We based these standards off of kind of what kind of uses. 00:06:48
A base model of the Louisville MSD standards took those, and we were updating those. 00:06:53
To match. 00:06:58
The two biggest changes that you'll see are the 10.381. 00:06:59
And uh. 00:07:04
Currently, Floyd County uses a. 00:07:05
System where the 100 year post developed conditions form. 00:07:08
Needs to be reduced to the 10 year pre-existing storm. 00:07:11
And then the 10 year to the two year. 00:07:14
That as we talked with Heritage Engineering and Primavera and associates in our kind of small working group. 00:07:16
They stated that was much more restrictive than other communities. 00:07:23
In the area so we based ours off of a Jeffersonville type approach. 00:07:27
Where? 00:07:32
It is based on the size of the site is what you're. 00:07:33
Storm needs to be. 00:07:38
Decrease too. 00:07:40
So we're proposing a 2%. 00:07:41
Decrease. 00:07:43
In the less than 5 acre site. 00:07:44
A 5% decrease for the five to 10 acre and then a 10% decrease for sites greater than 10 acres. 00:07:47
And that actually is. 00:07:52
A little more restrictive than what Jeffersonville currently does. 00:07:53
They do a less than or equal to a 2% and a 5%. 00:07:56
And then the other one is. 00:08:01
The one below that. 00:08:03
Decreasing the minimum orifice size. 00:08:05
So moving that to a six inch size. 00:08:07
Instead of the current 12 inch size because weird feedback that a lot of them were wanting to use the smaller orifices but they 00:08:09
would have to come to stormwater board meetings. 00:08:13
To get that approval to go down from the 12 below a 12. 00:08:17
So we're proposing to move that to a six and then there's a couple other. 00:08:21
One's in there as well. 00:08:23
So with the orifice, is that something that can be approved in house? We will. 00:08:26
That they don't need to come before us anymore. 00:08:29
Correct. Anything lower than a six inch will need to be approved here to stormwater board but. 00:08:31
From our conversations, it seems like that won't be. 00:08:36
Too often that they'll need to come to that. 00:08:38
So on the the 2% less, the 5% less. 00:08:43
10% less time. 00:08:47
How, how precise is that You're, you're really not going out and measuring that, right? It's all theoretical calculations. 00:08:49
Yes, so. 00:08:55
The engineers designing that would have their calculated numbers. 00:08:57
For their post developed conditions and their impervious areas. 00:09:01
And then they would have to base. 00:09:05
Their decreases off of those numbers that they've calculated. 00:09:06
So those numbers should all be submitted. 00:09:09
When they're submitting their plans, has anyone ever done a field study to? 00:09:11
Actually measure it compared to calculations. 00:09:15
In the industry. 00:09:18
Not that I know of even do it. I mean just seems to me like you really dialing it in if you're saying 2%, you know? 00:09:19
I know that. 00:09:27
Noah releases. 00:09:28
New rainfall tables about every 10 years with updated data, so I think 20-30 would be the note. 00:09:30
Newest data that should come out that'll. 00:09:35
Kind of refine those numbers more. 00:09:37
For for this area. 00:09:39
But in the field studies, not that I know of. 00:09:42
What if NIST has any? 00:09:44
This has any? 00:09:46
Data on that. 00:09:48
By chance? 00:09:50
What do you mean by that? The National Institute of Standards and Testing. 00:09:53
Nest um. 00:09:55
I'm not for sure on that. 00:09:58
Yeah, I think what it just kind of comes down to is measuring. 00:10:00
The rainfall. 00:10:03
And the the speed versus the volume of the? 00:10:05
Area. 00:10:10
Hydraulic equation, I guess, yeah. 00:10:13
Yeah, I would. I would think so, yes. 00:10:16
I have a question for you. 00:10:20
So you mentioned that you have a small study group. 00:10:22
That and I certainly appreciate you asking the people to do that every day. 00:10:25
And those that are also working with the developers, can you tell me who's in that group? 00:10:29
That was. 00:10:33
We work with ourselves and then heritage engineering. 00:10:34
And then Primavera and associates with the small group. 00:10:37
Well, I appreciate the fact that you're reaching out. 00:10:40
To work with others that do a lot of work here. 00:10:43
So there are members of Heritage here that can speak House part of the group. So is Audrey. We do this. Great. 00:10:46
Yeah, I appreciate that. I just want to see more people get to the table that have input to make sure that. 00:10:59
We as organization are doing it right. 00:11:06
So I appreciate that. 00:11:08
Yep. Thank you guys. 00:11:10
Do we need a a motion? 00:11:17
Yeah, so moved. 00:11:20
And the signature. 00:11:23
In your packet you will see on the second page there is. 00:11:25
Adoption of the stormwater technical standards manual. 00:11:30
Here and it has to be signed by the. 00:11:33
County stormwater board president. 00:11:36
I'm waiting for a second. 00:11:39
I don't blame you. Second. 00:11:41
All in favor. 00:11:46
Aye, aye. 00:11:47
I'm. 00:11:48
Isn't like paying attention. 00:11:54
OK, Legacy Springs. 00:12:07
Chase Blakeman, Pulpre and associates Jason sends his regards. He's on vacation this week and couldn't make it. 00:12:19
Lucky him. 00:12:25
Yeah. 00:12:27
So we're just here to request. 00:12:30
The vacation of two drainage easements at Legacy Springs Subdivision, Section 1. 00:12:32
That would be Lots 233 and. 00:12:41
252. 00:12:45
You have the real description and the. 00:12:48
Drawing. 00:12:56
The plants as well, just so you will know exactly where they're at. 00:12:57
I think you have that. 00:13:01
Probably help. 00:13:02
Instead of having a small. 00:13:04
Each of those. 00:13:07
233 is in the north. 00:13:08
To the South. 00:13:10
I brought Matt Blake. 00:13:13
Our Director of Ecological Services with me to kind of supplement any questions you all might have about the permitting process 00:13:15
with Idem. 00:13:18
But today really we're just asking for the approval. 00:13:23
Of both of these. 00:13:26
Easements to kind of generate a little bit more buildable area on each of these lots. 00:13:28
In that package, you'll see the legal descriptions for the easement vacations. 00:13:33
On lot. 00:13:38
Oh, OK, OK. 00:13:45
On lot 233. 00:13:49
The stream is yet to be moved, so there is a. 00:13:51
Few more details. 00:13:54
About how? 00:13:56
That is going to happen. 00:13:57
And then on 252. 00:13:59
The permitting for. 00:14:01
The actual stream disturbance has been completed. 00:14:04
We just need to. 00:14:07
Vacate the easement and then adopt the new. 00:14:08
Which lot has already been? 00:14:23
Moved two 3233. 00:14:25
252. 00:14:30
OK, I'm going to be the one to ask the dumb question so I don't do this for a living. 00:14:36
So what does this actually mean when you're going to vacate that drainage easement? 00:14:40
Basically so. 00:14:46
A drainage easement is is. 00:14:48
A dedicated piece of property that would allow for government entity or someone to come in and maintain a drainage way right? So 00:14:51
vacating it. 00:14:54
Would just be taking it. 00:14:58
Back off the record and then we would be proposing a new alignment for that stream, which would indicate a new drainage easement. 00:15:01
We're erasing this easement, replacing it with a new. 00:15:05
OK, maybe I miss it. I've. 00:15:11
I knew what vacating it meant, but I didn't know like. 00:15:13
Are we just going to abandon it or right So at the back of each of those packets, for each lot, there is a new alignment for each 00:15:17
of those easements. 00:15:21
So. 00:15:26
To, let's just say 252. 00:15:27
Kind of cuts straight across the front. 00:15:30
Of the lot. 00:15:32
OK, the proposed easement. 00:15:33
Would go around. I see that now better of a belly. 00:15:36
Yeah, so that they could build closer to the cul-de-sac. 00:15:40
And these easements arose as a. 00:15:45
Result of the developer dedicating. 00:15:47
The plat. 00:15:51
An approval by the Commissioners. 00:15:53
And so. 00:15:55
This board. 00:15:57
Should entertain. 00:15:59
The vacation and the other and recommend to the commissioners. 00:16:00
To approve that. 00:16:05
Gotcha. Thank you. 00:16:07
Yeah, of course. 00:16:08
John, can we be asking anything else and you said IBM that all the approvals are? 00:16:10
They've taken place, it's all good. 00:16:14
OK. 00:16:16
OK. 00:16:18
I would say. 00:16:20
One, they've been here. Primavera has been here before about these vacations, especially lunch. 00:16:22
252 the. 00:16:29
2:52 and 2:33. 00:16:31
On the lower part of the. 00:16:34
Subdivision, yeah. 00:16:36
Yep. And I think the board. 00:16:37
Had granted them permission on that one before. 00:16:40
On 233 we hadn't seen how they were going to readjust the. 00:16:43
Drainage easement on that lot, so we had not given them. 00:16:47
Approval for. 00:16:50
233 so I think this board has already. 00:16:52
Gave an approval for 252 in the past, but if you wanted to do it again you you could. Although we do have me and Horatio has some 00:16:55
concerns about 2:52 because if you look at the topography of it, it's flat with the road and then it goes straight down. 00:17:02
I mean probably they can build on it, but it just. 00:17:09
It does tend to seem like. 00:17:12
Water will be an issue with that lot, but. 00:17:14
You know, again, the someone board at that time did approve that so. 00:17:17
So that should be. 00:17:22
OK, like I said 2:33 we had never seen the. 00:17:23
New proposed easement and everything else and. 00:17:29
As long as I, DIM and DNR were OK with it, I would think that we could be OK with it. 00:17:32
But again as I think. 00:17:38
Pointed it out. 00:17:40
This board could approve it, but. 00:17:41
That wouldn't be the final say. I think it would have to go in front of the Planning Commission. 00:17:43
And then the Planning Commission would then have to send it on to the commissioners for approval. So there would still be a few 00:17:47
steps. You know, I guess the stormwater board would just be. 00:17:51
Giving permission to move. 00:17:57
And I would say it more instead of vacating. 00:17:59
It's more moving. 00:18:02
The drainage easements to different locations on the lots than it is. 00:18:03
That I mean, you are vacating, but you're more likely moving it to. 00:18:07
Different areas so it can make it a more buildable lot. 00:18:11
They're acquiescing in the request. 00:18:13
I like that. 00:18:15
More elegant than I can say. 00:18:17
What's up? 00:18:19
No builder has expressed any concern on this. I mean, this is coming. 00:18:21
Springs right? 00:18:26
ASB, right? 00:18:27
I said the builder has no concerns over this. Obviously you wouldn't be coming up that one lot that Chris had questions about. 00:18:29
You know, I believe. 00:18:35
Coming for this request so that the builder. 00:18:38
So we can quell the builders concerns so he has a better area to build on. 00:18:41
I guess is that the question that you? Yeah, I mean if. 00:18:45
Will this improve? 00:18:48
The concerns that Chris and Horatio had about this lot. Or will it? 00:18:50
That our concern when we were out there, when me and Horatio was, you know the what? 00:18:55
Will probably happen is the builder will bring in a bunch of fill dirt and everything else which will push the water then towards 00:19:00
the back of the lot to the easement that they show. 00:19:04
Talking to the 2, the neighbors that live beside of them, they're concerned that that's going to change the drainage pattern of 00:19:08
what is currently there and. 00:19:12
Caused that flooding in different parts of the yard which they have already landscaped and everything else. So it was more of a 00:19:17
neighbors concern and we had concern because it seems like. 00:19:21
When it does rain and it's a heavy rain, that whole bottom area. 00:19:26
Does fill up so if you didn't pushing it towards the back kick. 00:19:30
Make make that water rise. And so is there an interim step where it'll need to go before planning? 00:19:33
Before it comes back to the Commissioners. 00:19:40
Yes, I think it should go through. 00:19:43
The Planning Commission. 00:19:45
Because it is. 00:19:47
Again an alteration of. 00:19:48
The plant that. 00:19:50
They approved, right? 00:19:52
Are recommended to the commissioners to approve. 00:19:54
I'm with you. I kind of like want to. 00:20:00
Know what's going on behind this plot? 00:20:01
Where the water is going to go, I think. 00:20:04
Because I don't look great. I don't want to solve one problem for one person create another for somebody else. 00:20:08
Phone calls always end up on our desk, so as long as planning is going to be looking at, yeah, that's true. 00:20:13
With acquiescing to this request. 00:20:18
This is where that means I've got to look at two more times. 00:20:22
Is there any floodplain? Is there any? 00:20:27
Designated floodplain on the Creek or. 00:20:29
I don't love this lie. 00:20:32
I would have to look into that and probably bring it in with. 00:20:37
The Planning Commission meeting, the. 00:20:41
They assume it's going to have to go on with this. 00:20:43
And I could pull up that map quickly if that's something you would like me to check on real best. 00:20:46
In lieu of elevator music, while he's doing that, question the. 00:20:57
Are all our ducks in a row for the November meeting? 00:21:03
We've already made. 00:21:07
We are going to this board has already made a recommendation with regards to rate. 00:21:10
Changes to go before the commissioners for the. 00:21:14
OK, we have a October 28th. 00:21:17
Joy Cleaning. 00:21:21
Commissioners and Council that we're going to give a presentation. 00:21:22
November stormwater board meeting. 00:21:27
Remind me to find the snowboarding stormwater warfarin approval after in fact we've had that. 00:21:30
Public hearing One public hearing on November. 00:21:35
For the biggest lake. 00:21:38
And then we'll have some water board meeting. 00:21:41
How are that most of the digging to the Commissioners that same night? 00:21:45
Then the next week, the 12th. 00:21:50
County Council. 00:21:53
OK, so ducks are in a row. 00:21:53
The ducks are in the road. I still have to do the public. 00:21:56
Notice in the paper. 00:21:59
I have asked Mr. 00:22:01
Lost this day after only 6 minutes. After this meeting, No 7 minutes. 00:22:02
Charge. 00:22:08
I moved it to six, yeah. 00:22:10
OK. Thank you. SO. 00:22:14
Current FEMA maps are not showing any floodplain in that area. OK. 00:22:16
All right, I move that this body make a recommendation. 00:22:24
For this to move forward to both. 00:22:28
Planning Commission as well as the Commissioners. 00:22:31
Contingent upon Planning Commission's approval. 00:22:33
To acquiesce in the request. 00:22:36
Vacating of these easements are in realignment thereof. 00:22:38
How's that? 00:22:41
Is that what you wanted? 00:22:43
That works well then I'll be happy to 2nd that. 00:22:45
All in favor. 00:22:48
Aye. 00:22:49
Thank you. 00:22:51
I have to go out there and look at it. 00:22:55
Yeah. 00:22:57
OK, OK. 00:23:07
Anything else? 00:23:08
Public comment. 00:23:11
I'm going to get you a T-shirt, says public comment. 00:23:15
You charge a taxpayer, right Dale Man, Georgetown. 00:23:18
That Commission meeting, I brought up all this new developments going on in Georgetown. 00:23:23
Noah Park and all the. 00:23:27
Nobody's ever testing the water in Georgetown. 00:23:29
It has to be a drastic change for the. 00:23:33
What goes into that Creek with all this development? 00:23:36
And all of this is going on because the Clean Water Act. 00:23:39
We don't even know if we got clean water. 00:23:42
We don't know what we're putting in that Creek. 00:23:43
And it might be your kid or grandkid Want to play down that Creek? Georgetown Park. 00:23:46
We don't know the safety of that Creek because all this development. 00:23:50
And I think there need to be some kind of program put in place to monitor that Creek with all this develop. 00:23:53
All I got. 00:23:59
Anyone else? 00:24:02
Here to make a comment. 00:24:03
All right, look for a motion to adjourn. So moved. 00:24:10
All in favor, aye? 00:24:14
Yeah. 00:24:20
I'll be on. 00:24:23

Yeah. 00:24:20
I'll be on. 00:24:23
