We do have a couple of agenda items that will need to be. 00:01:18
I believe need to be tabled. 00:01:22
1st is item 2A, the acceptance of the Community Crossing paving bid for 2026. 00:01:24
Umm and uh, ask for this to be tabled, uh, because of incomplete information this evening. 00:01:30
Not pertaining to the bid, but just to the information that we have before us. 00:01:35
I look for a motion to table that so moved. 00:01:40
Second all in favor aye aye aye, and also item 5A the. 00:01:43
2524 Cordon Pike cell tower sale. 00:01:50
Again, we do not have all the information that we need to. 00:01:53
Discuss and make a decision on that tonight. 00:01:56
Make motion table. 00:01:59
The cell tower. 00:02:00
OK, I have a motion and a second all in favor. 00:02:02
Aye. 00:02:06
Alright, new business Item 1, Veteran service officer Marty Snyder. 00:02:07
Hello, my name is Ron Higgins. 00:02:21
State of Indiana Department of Veterans Affairs and Marty got me on the agenda. 00:02:23
I'm here to brief the county commissioners. 00:02:28
On the new Indiana code 10-17-1-9. 00:02:31
Which pertains to the accreditation of county veterans service officers. 00:02:36
And the purpose of this policy is to establish comprehensive and mandatory standards for the accreditation. 00:02:41
Veteran service officers who are conducting business. 00:02:47
In the state of Indiana. 00:02:50
The statutes also sets clear required rules. 00:02:52
Of operation for these accredited service officers. 00:02:55
Service officers shall perform all functions operations. 00:02:58
And report all information required by the State Department. 00:03:01
In the claims management. 00:03:05
System which is our database and software that we use across the board in all 90. 00:03:06
2 counties. 00:03:11
The most enter required functions in operations. 00:03:12
They are include but are not limited to completion of all relevant information. 00:03:17
In fields and forms. 00:03:22
An intake form of logs and walk-ins and appointments and substantiative interactions. 00:03:24
Claimant information responsibility. 00:03:30
Liability form, which is an agreement between the veterans and the. 00:03:32
Veteran service officer that the veteran understands. 00:03:36
The claim process. 00:03:39
Other protocols. 00:03:41
To that are deemed upper. 00:03:42
Affect operational effectiveness and efficiency. 00:03:45
And only accredited veteran service officers. 00:03:48
In compliance with this policy, are authorized. 00:03:51
Unrestricted access to the claims management system. 00:03:54
And they're the only ones that can submit claims within the state of Indiana and the federal VA. 00:03:58
A quick overview of the. 00:04:05
This policy. 00:04:06
CBS OS are now required to be hired employee of the county. 00:04:09
And no longer appointed for four years. 00:04:12
Cvso's. 00:04:14
Office hours must maintain at least 1000 hours a year, which is approximately 20 hours a week. 00:04:16
Updated and posted office hours. 00:04:21
On the door and on our database. 00:04:25
Appropriate Internet connection and all technology that they need is necessary for. 00:04:28
Filing claims. 00:04:33
In the utilization of our software as well. 00:04:34
Utilization of the PIV card which. 00:04:37
Allows the. 00:04:40
Accredited Veteran Service Officer to look into the VA database. 00:04:41
And render a more accurate opinion about the veterans claim. 00:04:45
And private office space to conduct confidential. 00:04:50
Discussions for the protection of personal protected information. 00:04:53
And other security standards and protocols. 00:04:57
In that regard. 00:05:00
Requirement to attend I DVA trainings annually, semi annual. 00:05:01
District trainings. 00:05:05
There will be a four day training in the summer and two. 00:05:07
Trainings. 00:05:11
Throughout the year, one in the spring, one in the fall. 00:05:12
That are required for their continuing education units that they need to maintain their accreditation. 00:05:14
That will also include certain. 00:05:21
Required online trainings. Proficiency examinations. 00:05:23
And new CSO's are required to reach out to the state to. 00:05:27
Start the process of. 00:05:31
Accreditation. 00:05:33
And they will also. 00:05:34
We will utilize reports and logs. 00:05:37
In various information. 00:05:39
From the. 00:05:41
The database that they're. 00:05:42
Filling out. 00:05:44
And that will be. 00:05:45
The future. 00:05:47
Of our. 00:05:49
So I'm required to brief each county commissioner twice a year. 00:05:51
And so the next one will be a performance, sort of. 00:05:55
Briefing which will be all the good things that we're doing and. 00:06:00
The veterans so. 00:06:03
There are other. 00:06:05
Reach expectations of various other data entry that's never been done before. 00:06:06
And anyway, I would just like to pay you high compliment. 00:06:10
Marty Snyder and. 00:06:14
Her assistant? They are 100% compliant. 00:06:15
And exceeding all expectations. 00:06:18
And. 00:06:20
You, you knew that, I'm sure. But anyway, I just like. 00:06:21
To to tell you that, Marty. 00:06:25
Is certainly one of the best. 00:06:26
Officers in the entire state of Indiana. 00:06:28
And we're very proud of her and her hard work. 00:06:30
And I can tell. 00:06:32
That her veterans love her. 00:06:34
As we go. 00:06:36
So that's really all I have. 00:06:36
Just required by state of Indiana. 00:06:38
Legislation to brief county commissioners in this regard. 00:06:41
OK. So thank you. 00:06:44
Well, yeah, we've always thought very highly. 00:06:45
Morgan lucky to have her. It's good to hear somebody else say that too though. 00:06:47
Yes, I'm blessed to be a part of this with her too. 00:06:50
Any questions? I have no questions, just thank you for your all service. 00:06:53
Excellent. Thank you. Thank you all you do for our veterans. 00:06:56
Special non agenda item. I have an announcement that I wanted to make sure it was read into the record twice tonight. Frankie 00:07:02
would be the honor on the first reading of that and I'll be more than happy to. 00:07:07
Close this with that later on. 00:07:12
We want everybody in Floyd County to to know that the Floyd County Auditor's Office and the Floyd County Treasurer's Office. 00:07:14
Will be closed on Friday, March 27th. 00:07:22
And Monday, March 30th. 00:07:25
For the relocation. 00:07:28
Will be reopening at the new location on March 1st. 00:07:30
The new address is Floyd County Auditor's office at 120 W Spring Street. 00:07:34
Suite 200. 00:07:39
And Floyd County Treasurer's office is 120 W Spring St. Ste. 201. 00:07:41
Basically across the street from. 00:07:47
The current. 00:07:51
Location City County building. 00:07:51
Can you reread those dates? 00:07:53
Yeah, it's 31st. 00:07:56
Yeah, I think, I think you read the first. 00:07:58
But you're you're probably right. 00:08:01
So they're going to be reopening on. 00:08:04
March 31st. 00:08:06
OK. Thank you And. 00:08:09
That will be repeated. 00:08:11
And it's posted. 00:08:14
Various places throughout the county. 00:08:16
All right. CFO Stan Heil. 00:08:18
And again, 2A has been tabled. So we'll start with two BA renewal of the Mitch Farm lease agreement. 00:08:21
Yes, Sir. 00:08:30
The Mitch Forum lease is just a renewal for a the 26 calendar year. 00:08:32
It's just a small. 00:08:39
Lease agreement that we had with the form itself. 00:08:41
Just to be renewed by the Commissioners. 00:08:44
OK. Any input? 00:08:47
From Miss Fox. 00:08:50
Nope at this time. 00:08:51
All right, then I have no questions on that. 00:08:53
Me, then I'll look for a motion to approve. 00:08:56
So moved. 00:08:59
2nd. 00:09:00
All in favor, aye? 00:09:01
The second will. 00:09:06
The third item C. 00:09:07
It's the road department equipment. This is 2 items that we we got bids on. Number 1 was the bat wings. 00:09:09
We got three bids. Well, we got 2 bids. We solicited 3 different organizations. One was John Deere for 17,136. 00:09:17
48 Jacobi's at 16. Five. 00:09:25
And Wilson's we reached out to we solicit a bid and they did not. They failed to respond. 00:09:29
This bat wing is going to be attached to the new. 00:09:35
Tractors that are going to be helped to service the property up at Innovation Park. 00:09:38
Cutting time from about 2 1/2 days of mowing to. 00:09:43
Probably less than one day. We're also able to cancel the. 00:09:46
Lamb's contract, which they've been notified. 00:09:51
With miss toxic help. So that's going to save us. 00:09:54
$3200 a year roughly or $3200 a month, $800 a week roughly, $32,000 a year for the 10 month contract. 00:09:57
And just a point of clarification, we. 00:10:06
We sought quotes, not bids, because it's under threshold. 00:10:08
You're OK. I just want to make sure that for the record, we got. 00:10:13
We reached out to try to attempt to get 3 quotes. It's under 50,000 anyways. We're not required to get 3, but. 00:10:15
We did attempt to get 3. 00:10:21
And there are two that came back that quote. 00:10:23
Yes, ma'am. Thank you. 00:10:25
Yep. 00:10:26
For the record, batwing is a type of. 00:10:29
Lawn mowing device. I don't want to be accused of witchcraft or nor nor would I anything else. 00:10:32
So I have no questions I've read. 00:10:39
Through a couple times gonna save us money beginning later this year so. 00:10:41
No questions. OK. 00:10:45
I'll look for a motion to approve that purchase agreement. I'll make the motion. 00:10:47
Second all in favor, aye. 00:10:51
Thank you the the second part of that actually was a request. 00:10:55
For quotes on. 00:11:01
Flatbed. 00:11:03
With a lift gate, one of the. 00:11:04
Trucks at the road department. 00:11:07
The deterioration of the bed is. 00:11:09
To the point of. 00:11:12
Falling off. 00:11:15
So the the vehicle itself is in. 00:11:17
Very good shape has been well serviced by Sydney's crew. 00:11:20
This will we're going to have his team is going to remove the old bed I believe. 00:11:24
No, it's in the quote. That's right. 00:11:29
They're going to take off the old. 00:11:32
Rusty bed. 00:11:33
What's left of it? And then they're going to install a flatbed with a lift gate, which will help. His team pulled. 00:11:36
A lot of the deer. 00:11:42
Off of the highways. 00:11:43
In our roadways. 00:11:45
The quotes came in at. 00:11:48
EMCO Parts was at 10,829. 00:11:50
Was the tow zone came in at $12,070.50. 00:11:55
And then Manning came in 11 thousand 59659. 00:12:01
So we're requesting A burglar to go ahead. 00:12:05
Except the lowest quote. 00:12:10
And get this process rolling. 00:12:12
For Sydney and his team. 00:12:15
All right. Is that the? 00:12:17
Final item tonight. 00:12:19
Yes, OK. 00:12:20
On that, on this particular, yes, yes. 00:12:22
I have no questions. 00:12:24
Me either. 00:12:26
I'll make a motion to approve. 00:12:27
Second, all in favor? 00:12:29
Aye, aye. 00:12:31
Thank you. 00:12:33
The next item is the US Bancorp revised proposal. It was presented last meeting, last commissioners meeting. 00:12:35
The when I reached out to the Indiana Bond Bank, the. 00:12:42
Quote that was sent out by the Bond Bank that was. 00:12:46
Proposed by US Bancorp. 00:12:50
Did not cover the full amount of the bid. There was a gap of. 00:12:53
Approximately $30,000. 00:12:56
We had read into the minutes of present to the commissioners asking for Gold Bond funds to shore up that difference in the interim 00:12:58
period between that meeting and just the other day. 00:13:03
Through continued conversations, I reached back out to the Indiana Bond Bank and. 00:13:08
They did offer a proposal. They said that they would. 00:13:13
Be willing to negotiate with US Bancorp. 00:13:16
To revise the entire and fund the entire amount. 00:13:19
Not. 00:13:22
Requiring. 00:13:23
Floyd County to come up with a difference. 00:13:24
They would fund the full amount. 00:13:27
The same rate 3.69%. 00:13:28
And then they gave us the full payment table I sent to to Christy to actually vet. 00:13:32
The the intricate parts of the the agreement so. 00:13:37
We're asking that we go ahead and. 00:13:41
Accept us and move forward, please. 00:13:43
You know, that's for this complete. 00:13:45
Information on this so I don't have any questions. 00:13:47
I I think if we look for approval, we're looking. 00:13:50
For. 00:13:53
With the approval to sign for me to sign this outside of. 00:13:54
Regular meeting once we get locked into. 00:13:58
The final. 00:14:01
Agreement, but it it has to be contingent on the rate not changing, correct. So you would be signing off proving the proposal 00:14:02
tonight and then I would ask that in addition to that that. 00:14:08
You all approve. 00:14:14
Al signing the actual. 00:14:16
Documents. It'll be a lease type agreement that will come back from the US Bank Corp. 00:14:18
Once we send them the proposal, allow. 00:14:24
Review of that and execution of that outside of a meeting. 00:14:26
That this is the rate. 00:14:30
Yes, this is the right and we will sign off on the proposal tonight. 00:14:31
Once we get that back to them, then they will get us the actual contract. 00:14:34
OK, so I'll make a motion that we accept the Bancorps. 00:14:38
Their rate and this agreement and allow AL to sign outside the meeting. 00:14:44
I'll second the motion and a second all in favor. 00:14:49
Aye. 00:14:53
Thank you. 00:14:55
The next item is the Alliance Conference Systems, LLC proposal. 00:14:57
This is a. 00:15:02
And if you have detailed questions, Don, you may be able to help assist here. 00:15:04
The electrical unit to that. 00:15:08
Provides heat at the Chase Tower downtown. 00:15:10
There's been some identified deficiencies in the electrical components there to supply. 00:15:14
Sufficient heat during extremely cold temperatures. 00:15:20
This is actually to bring. 00:15:24
The heating and electrical units. 00:15:26
Where they become more effective. 00:15:29
Again during the more. 00:15:31
Frigid times of the year, so. 00:15:33
We're trying to get ahead of a. 00:15:35
And head off a problem that may be coming down the road but. 00:15:37
Since we're moving out of winter and into more spring type temperatures. 00:15:40
But this will definitely shore. 00:15:45
The electrical components for the balance of the winner of 26. 00:15:47
And even heading into the winters of 27. 00:15:51
And even the forecast is that once we even take, if we take possession of that first floor after 20-30. 00:15:54
This component will. 00:16:01
Provide sufficient heat. 00:16:02
During these very extreme cold temperature periods. 00:16:04
1st I wanna argue with you about spring. 00:16:08
It's not here yet. 00:16:11
But I'll make a motion that we accept. 00:16:13
Bid from Alliance on the Chase Bank building. 00:16:16
I'll second. 00:16:20
Motion to say just. 00:16:21
For the record, this is $9300 and it's going to be funded out of building maintenance fund. 00:16:24
Correct. Yes, Sir, and I believe. 00:16:30
I believe that the first opportunity we would have to take the first floor. 00:16:33
If all is. 00:16:36
Into 2031, I think that's when the options. 00:16:38
Are expired rather than 2030, but I'm not. I don't. 00:16:41
I don't want either of us to be quoted on that tonight, which is why I bring it up, but I think it's 30 or 31. OK, thank you 00:16:46
somewhere in that. So. 00:16:49
All right. A motion and a second. All in favor, aye. In other words, an item 2F, which I failed to add to the agenda earlier. So 00:16:53
I'd like to get that added by unanimous consent. That's for. 00:16:59
A proposal from Alliance, again coincidentally on the different issue at the rights building Which? 00:17:06
Has a sewer line that needs to be repaired rather urgently. 00:17:12
So look for a motion to add that to tonight's agenda. I'll make the motion with unanimous concept second. 00:17:16
All in favor, aye? 00:17:21
All right. All right. Please proceed. Thank you. We did solicit 3 votes for that as well. 00:17:23
First thing we did was we. 00:17:30
Donnie consulted with Sydney. 00:17:32
To find out if his team could assist in this particular maybe the dig the the removal and replacement of concrete or any asphalt 00:17:34
that may be in place and of course. 00:17:39
The team that we've put in place obviously is working together very sufficiently to make sure this happens, which is why we got. 00:17:45
I think a diverse quote. 00:17:52
Our diverse bids when these came in quotes, you're right, OK. 00:17:54
I get it right. You're OK. So Alliance again came in 11,300. This is replacing, I can't remember how. 00:17:59
Far that run is VD 5. 00:18:07
84 feet. 00:18:09
He runs from the exterior of the rice building out to the wire so. 00:18:10
Everything from the Y. 00:18:14
That feeds the other portion of the building out to the main city run. 00:18:16
Is fine. I think Donnie has. 00:18:20
Had had that checked as well. Make sure. 00:18:23
They could isolate. 00:18:26
Somewhat the location, but it's within that 84 feet of. 00:18:27
Pipe run that has been. 00:18:30
I've been the the culprit here to. 00:18:32
Caused the issues with the. 00:18:35
The drainage problem so. 00:18:37
Let's see, they came in at 11. 00:18:40
Three. The other. 00:18:42
The other was Laskett, 14. 00:18:46
14130 and then HMC came in significantly higher. 00:18:50
At 40. 00:18:55
43 change they were also. 00:18:59
Recommending. 00:19:03
More extensive work. 00:19:04
Yes, correct. But yeah, it's just having the scope of what we felt was needed at the moment. 00:19:06
Yes. 00:19:11
OK. 00:19:12
I have no question that when will they be able to begin on that. 00:19:14
Problem one week after. 00:19:17
Can we wait that long? 00:19:24
Make a motion to accept alliance bid for 16th 13 E Spring. 00:19:29
Quote. 00:19:33
Thank you. 00:19:35
And I'll second, but I also want to acknowledge. 00:19:36
That. 00:19:38
I'm very appreciative of. 00:19:39
Donnie and Sidneye teams always willing to step up and help out and reduce costs. So thank you very much. 00:19:40
Yeah, they're pretty good hired. 00:19:46
Yeah, I I noticed all the dumpsters out in front of the new health department building. So that's. 00:19:50
I know part of the cheers and part of it's theirs. 00:19:55
Yeah, I just want to concur with what was just said. 00:19:58
So I have a motion and a second to accept that proposal. 00:20:01
Seconded. 00:20:08
Yeah, we did. 00:20:10
Hi, OK. 00:20:14
I as well. So thank you very much. Thank you. 00:20:16
Yeah. All right. 00:20:19
A new person introduced tonight. Been around for a while, but I don't know if we've ever had you. 00:20:21
Here at a public meeting. So Mr. Steve Ingram. 00:20:26
Who takes care of weights and measures here in fluid? 00:20:29
County We thought it would be a good idea to put a face with the name for people and. 00:20:32
You know to more formally. 00:20:38
Have some communication back and forth and ask for an occasional update. 00:20:40
Since I don't think that's been done in the past so. 00:20:44
Really tonight all we would need is an introduction and then going forward. 00:20:47
You could do monthly or quarterly reports. Maybe initially monthly would be. 00:20:52
Best to do reports I do already. 00:20:56
Fantastic. And you can funnel those through our assistant, Suzanna Worrell. 00:20:58
And we can make that part of the public record. We could. 00:21:02
We can read it in here. We wouldn't have to have you out in the evening unless there were some questions or something like that 00:21:05
just came up. So. 00:21:08
So a little bit about yourself and how long you've been with us and. 00:21:12
As you said, my name is Steven Ingram. I'm. 00:21:17
The inspector for. 00:21:19
Weights and measures. 00:21:21
My first full year was 13 years ago. 00:21:23
So 2014. 00:21:26
OK. 00:21:28
And. 00:21:30
Your normal. 00:21:31
Duties throughout the course of a day or a week with UH. 00:21:32
It varies day-to-day. 00:21:36
But my duties are to. 00:21:38
Inspect any devices that. 00:21:40
You sell by weight, volume, or time. 00:21:42
So most of what I do. 00:21:45
Is scales. 00:21:48
And gas pumps. 00:21:49
But I do have a lot of timing devices in the county. 00:21:51
That I usually do in. 00:21:54
The fall or the winter and the cold months? 00:21:55
You can only test gas pumps. 00:21:57
When it's above 55°. 00:21:59
Or you do not get an accurate reading. 00:22:01
So like timing devices would be. 00:22:05
Car washes, uh. 00:22:07
Tanning beds. 00:22:09
Laundromats. 00:22:10
Air pumps, things like that. 00:22:12
OK. And you know, I had a constituent who also was a high school class class. 00:22:14
Made of mind that you took care of a couple weeks ago. Who? Who called me up and he's not the easiest person in the world to. I 00:22:18
thought he was great. Well, that's because you did a good job. 00:22:23
So and then he reported back to me that he was very, very satisfied. So. 00:22:28
For anyone who has questions on weights measurements. 00:22:32
Uh, you can contact. 00:22:35
Mr. Ingram through the Commissioners or also directly on the website, and if we don't have that. 00:22:38
Capability. 00:22:43
At present, we'll we'll make sure that we do so that. 00:22:45
If people have any questions, worries, concerns, they can direct believe all the information has been updated on the website. 00:22:48
Perfect. 00:22:54
Any questions or comments for Mr. Ingram beyond that? 00:22:55
Sorry. 00:23:00
Here's my card, Steve. 00:23:03
Cell phones on the back. If I could do anything for you, call me please. 00:23:05
All right. Thank you for coming out tonight and joining us. 00:23:08
Alright, from a new face. 00:23:12
To a well known thing. 00:23:16
County Auditor Diana Toppy. 00:23:20
Very good save. 00:23:23
Oh so. 00:23:26
Item 4A is a J Rack request. We are going to be going to the council requesting an additional appropriation of $5500. 00:23:30
I have the prosecutor's office submitted a request to the opioid oversight committee. 00:23:38
To send. 00:23:43
Some individuals to two different types of trainings this year. 00:23:45
The first one would be to the NCAA or. 00:23:48
In DAA, which is the National District Attorneys Association Complex and Organized Crime Conference, which is actually being held 00:23:52
at the Brown Hotel in May. 00:23:57
So they don't have to, we don't have to cover a hotel state, which is really nice. So they could just commute back and forth 00:24:01
across the bridge they're asking to send. 00:24:05
Two individuals to that a detective with FCPD and a. 00:24:09
A detective within a PD. 00:24:12
In addition to that training, they're also asking to send. 00:24:15
Two people back. 00:24:19
To the National Gang Crime Research Center Gang College this August up in Chicago. 00:24:20
In APD detective and then again the probation officer that they sent last year, it seems that. 00:24:27
The trainings and the resources that were developed there helped. 00:24:33
A lot. 00:24:37
Particularly in recent cases. 00:24:38
So they're they submitted that request to the board. 00:24:41
We these are the things that we encourage are the trainings, the things that bring back tools and resources to the county. 00:24:44
Particularly. 00:24:52
Where drug interdiction is concerned, and everyone knows that. 00:24:53
Gangs are a. 00:24:56
A huge. 00:24:58
Highway. 00:25:01
For drugs, it's the largest way to influx into a county so. 00:25:02
We're just looking for the Commissioner's stamp of approval on this so that we can take it to the Council. 00:25:07
OK. 00:25:12
I have no questions on it either. I'll make a motion to approve. 00:25:14
2nd. 00:25:17
All in favor, aye? 00:25:18
The second thing before you. 00:25:23
Would be the SBS portals phase one contract it was sent to. 00:25:25
Attorney Kirstie Fox. 00:25:30
It is going to be going before Council. 00:25:34
For. 00:25:37
Appropriations. 00:25:40
There's been discussion of them funding it. 00:25:42
At least phase one out of their portion of the GO bond or some other locations, however they choose to fund it. 00:25:45
I think that it's been made very obvious to both the Board of Commissioners and Council. 00:25:51
That this is. 00:25:55
Unnecessary project countrywide. 00:25:56
SBS has been really great to work with. 00:26:00
Because they understand that we need to do it in steps, that this is not something that we can tackle. 00:26:03
All at once. 00:26:08
They came in and we kind, with the help of Susanna Worrell, we triaged the departments. 00:26:10
Who was moving? Who was going to be leaving behind their permanent records? 00:26:15
Made them a priority, so. 00:26:19
The contract, an estimate, covers the auditor's office, HR planning and operations, the treasurer and the commissioners. 00:26:21
And the estimate was 379 seven, 6565. 00:26:28
I think will probably come in less than that because there were a lot of records that we were able to purge. 00:26:33
Ourselves prior to this project starting because they were no longer. 00:26:38
Valid. And then also our paper records have shrunk quite a bit with the new processes that we've implemented. 00:26:43
And it costs less for them to. 00:26:49
Convert the digital records that we already have as opposed to the scanning of the older documents, so. 00:26:51
My my expectation is it'll come in less. 00:26:58
Than that, but we're looking for. 00:27:00
Approval from the Commissioners. 00:27:02
To go ahead and implement phase one and then, of course, if you want to make your vote contingent on the Council. 00:27:05
Appropriating funds I'm perfectly. 00:27:11
OK, with that, I believe that I worked with. 00:27:13
Attorney Christy Fox to do a special purchase note. 00:27:16
To make it acceptable because it is such a. 00:27:20
A niche program. 00:27:22
And it does exceed. 00:27:24
What would be required for RFP's? 00:27:26
I think this is the third time I've heard about this publicly. 00:27:30
Which is nice. I appreciate all the effort you put into it and not supporting it. I just thought of a question that. 00:27:34
I hadn't thought of before, which is. 00:27:39
All the counties in Indiana. 00:27:42
How many have digitized completely? How many have not? If I were going on a percentage wise, you probably have about 20% that have 00:27:44
digitized. You have another 25 working towards it. 00:27:50
Actively. 00:27:55
Kind of in the stage that we're in and the remainder are? 00:27:56
Trying to get to that point. 00:28:00
Is there a state mandate for There's not a state mandate for digitizing. 00:28:02
There's a state mandate and how you digitize. 00:28:07
So it does have to be signed off on specifically by the state. So the company you work with has to have already kind of gotten the 00:28:10
rubber stamp from the state that this is an acceptable. 00:28:14
Company to use. 00:28:19
What it does do though is it makes it to where. 00:28:23
The public records are a heck of a lot more accessible. 00:28:26
To the residents there are. 00:28:29
Records that I technically can never. 00:28:32
Destroy. 00:28:35
Unless they have been digitized according to state. 00:28:37
Regulations and signed off on. 00:28:40
There are, but it it would. 00:28:43
The portal allows. 00:28:45
Citizens to be able to. 00:28:47
Get the documents that they would like to see without having. 00:28:51
To go. 00:28:54
Mostly without having to go through. 00:28:55
A records request and waiting on a return, which can take weeks depending on the records that they're asking and if they're asking 00:28:58
for records. 00:29:01
That are housed in my cage. 00:29:04
I could take a. 00:29:07
A long while, to be perfectly honest. 00:29:08
It makes it to where there's a lot less. 00:29:12
Storage needed because as of right now the entire basement for the most part of the city county building is storage. 00:29:17
So it it helps with efficiency, it helps with access, it helps with record keeping. 00:29:26
With SBS we do own all of the information so. 00:29:31
If there came a time when we wanted to change to something else, they provide us back all of the digitized information that they 00:29:34
have collected for us. So. 00:29:38
And two other questions I just if I were. 00:29:43
Well, I'm a member of the public too, so are there. 00:29:45
Certain types of records that even once digitized. 00:29:50
Have to be maintained in hard copy or original fashion and #2. 00:29:53
If not. 00:29:57
As people are looking through these, is there any training that goes on that's that would trigger someone to say this is of 00:29:59
historical? 00:30:02
Significance So we are going to maintain the original copy. 00:30:06
In addition to. 00:30:10
The digitized copy, so there's something of historical value is not. 00:30:12
There's nothing that. 00:30:15
No is the answer to the first question. 00:30:17
We are not required. Once it's digitized and signed off on the state, there is no records that were required to then keep. 00:30:21
A hard copy of we can make that choice. 00:30:26
I will say that. 00:30:30
The majority of records that are housed. 00:30:33
At least in my department. 00:30:35
Our our financial records of the county so payroll. 00:30:37
A check made out to a vendor. 00:30:42
Back in well. 00:30:45
Hopefully there's no claims older than 10 years down there because we tried really hard. 00:30:46
Primarily, payroll is the permanent record keeping. 00:30:51
And that's. 00:30:55
That's something that we're never allowed to destroy. It's called a Form 99. It's the voucher. 00:30:56
That paid somebody. 00:31:00
And then you have employee records that can't be destroyed until 75 years after that person has. 00:31:02
Left employment of the county. 00:31:07
So I still have Frank's employee records downstairs in the in the City County building. 00:31:09
So he's still here? 00:31:14
Was was he well his digitized? 00:31:16
Copies be purged after 75 years as well. 00:31:19
We can we can set a purge schedule. 00:31:22
So it it can be automatic. 00:31:24
So even digitized records eventually become are purged, yes. 00:31:27
OK, if we set it that way, we can leave them there. 00:31:30
Until. 00:31:34
The world ends if we so choose. 00:31:35
But that would take up a lot of. 00:31:38
A lot of space on the cloud I think. 00:31:40
OK, so to your point. 00:31:42
I found. 00:31:45
Tons of records going back to the 1900s and the Sheriff's Department. 00:31:47
And. 00:31:52
A lot of historical value, however. 00:31:54
They were ate up. 00:31:57
Literally with bookworms. 00:31:59
And the library wouldn't. 00:32:01
Take them. I couldn't get any historical people to take them. 00:32:04
Because they said they would be contagious for a better word I think when we were purging. 00:32:07
In the eight hundreds I read. 00:32:13
In one of the old. 00:32:15
Yeah, this is when I was a corrections officer. I read in one of the old book in books about somebody getting arrested for riding 00:32:16
their horse down Main St. intoxicated. Yeah. 00:32:20
For some reason the library didn't want that. 00:32:24
Stealing chickens and it was great. 00:32:26
Adultery or they all wound up in a dump start. 00:32:28
But that couldn't get anybody to keep them and so we didn't have any choice to. 00:32:33
Didn't you approach like 3 different historical societies to see if anybody wanted them? 00:32:37
Yeah. 00:32:40
So where's the money coming? 00:32:42
No. Where's the money coming from for this? 00:32:44
Hopefully. 00:32:47
The council's portion of the GO bond. 00:32:48
I haven't. I don't have it. 00:32:51
Set yet because it has to go before council in April. 00:32:53
So you just need a motion from us. 00:32:56
Yes. 00:32:59
I'll make a motion that we accept this. 00:32:59
Software agreement with. 00:33:02
SBS Group. 00:33:05
LLC. 00:33:07
And along with that approval is a purchasing memo that Diana will sign off on as the department head, presenting this outside of 00:33:08
the typical bidding process. 00:33:12
So that we have that documentation and you guys will sign off on that as well. 00:33:17
What? She said. 00:33:21
No additional motion needed. I just want to make sure that that was on the record clarified so. 00:33:22
All right. I'll second the motion and a second all in favor, aye? 00:33:27
Aye, thank you very much. Thank you. 00:33:32
County Attorney Christy Fox. 00:33:34
I think 5B. 00:33:37
OK, so we have a need. The BZA has a member who has recused themselves for a meeting that is being held next week, March 26th. 00:33:38
And I'm looking for you all, you guys were the appointing authority for that member. So looking for you all to appoint an 00:33:47
alternate to sit for that meeting on again March 26th. 00:33:52
OK. I'll look for the nomination. 00:33:57
Yeah, I'll nominate Mike and I haven't port. 00:34:00
To serve in that role. 00:34:02
Second, OK. Any other nominations? 00:34:04
Alright, uh, can you the name once more? Yeah, Mike Davenport. He's a member of the Georgetown BZA. 00:34:09
OK, all right. I have a motion and a second for Mr. Mike Davenport to fill in on March 26th, 2026. 00:34:15
Yeah, all in favor, aye. 00:34:21
Aye. All right. Thank you. 00:34:23
Look for approval of the Commissioners meeting minutes from March 3rd 2026. So moved. 00:34:28
And second, all in favor, aye. 00:34:35
And approval and payroll and claims. 00:34:38
Ocean approved. 00:34:41
Second, all in favor? 00:34:42
Aye, aye. 00:34:45
Alright, any comments from elected officials tonight? 00:34:46
Alright, any comments from the public tonight? 00:34:51
Yes, Sir. 00:34:56
Sorry to make you come up there, but uh. 00:35:01
Today AirTran guys will probably have teleportation available. Well, we can get up. 00:35:05
Portable microphone probably should so for the occasion. 00:35:10
George Moore, Georgetown Township, UMM. 00:35:13
Do things quick one. Well, one thing especially. 00:35:16
When digitized records. 00:35:19
I have assumed that that will not apply to the recorder of deeds, et cetera, that. 00:35:22
Some records. 00:35:27
Real estate. 00:35:29
Purchases, easements, all that. They'll be kept in hard copy no matter what else happens. 00:35:30
I mean some records go way back past 75 years. 00:35:35
The other thing is. 00:35:38
I'm hoping that. 00:35:40
Whether it's power surges, hackers, whatever. 00:35:42
I'm hoping that there's some sort of backup. 00:35:45
System available because. 00:35:48
Whether through negligence, accident or malicious. 00:35:50
Intact, somebody can really give us up. 00:35:54
If they get in and ZAP a section of records, it's only on digital. 00:35:57
Just a word of caution. 00:36:01
OK. Thank you. 00:36:04
Thank you. 00:36:05
Yes, Sir. 00:36:07
Dale Mann, Georgetown. 00:36:14
I'm glad you postponed the cell to our cell. 00:36:16
The haze makes waste on that. I've been through that. I've been experiencing it for years. 00:36:18
My dad had a shelter on his place and I've got one on my place. 00:36:24
I know what it is, I know what they're worth. 00:36:27
I know you got appraisal, appraise mine. 00:36:31
At 150,000 I got 530,000. 00:36:33
And haste makes waste. 00:36:39
There's a lot of people out there want them. 00:36:40
If you just put out the American Iraq. 00:36:42
In the end, they'll bite. It's their tires. It's on that site. 00:36:45
But there's a lot of other companies that want that. 00:36:49
Want that power? 00:36:51
To force Americans. 00:36:53
Target pay. 00:36:55
What they want? 00:36:57
In haste makes waste. 00:36:58
I'm very familiar with this. 00:37:00
OK. Thank you. 00:37:02
Any other public comment this evening? 00:37:05
All right, uh. 00:37:08
Our next Commissioners meeting is Tuesday, April 7th, 2026 at 6:00 PM. I believe Commissioner Sharp has a special announcement. 00:37:10

Yeah, the Floyd County Commissioners would like to notify Floyd County residents that the Floyd County Auditor's Office and the 00:37:15
Floyd County Treasurer's Office will be closed Friday, March 27th. 00:37:21

New Albany, IN 47150. 00:37:46
We thank you for your patience during this time of transition. We look forward to serving you in our new space. 00:37:48
Alright, news to me. Thank you. 00:37:53
Any other closing comments this evening? 00:37:58
I'll look for a motion to adjourn Submit. 00:38:01
2nd thank you. 00:38:03
