I was going down Alonzo Smith and I saw a stack brokerage recycle the paper. I bring it up in my car. 00:00:00
So I had the chance to spend all day with them on Thursday. 00:00:06
Recycling. 00:00:10
Thank you. 00:00:14
What are you gonna be doing with him? 00:00:17
The same thing they do. 00:00:19
Oh, taking stuff out of your car and bumping it into a. 00:00:21
Really. Yeah. 00:00:28
Because I'll drive up and they're like, oh, here's the cat can lady. 00:00:29
Thanks for being 2 minutes behind, although that clock I think might be a hair fast. 00:00:35
In fairness to me. 00:00:40
If you'll join us for the Pledge of Allegiance. 00:00:42
I pledge allegiance to the flag of the United States of America. 00:00:44
And to the Republic for which it stands. 00:00:48
One nation under God. 00:00:51
Indivisible. 00:00:53
With liberty and justice for all. 00:00:54
All right, welcome and thank you. We have. 00:00:58
Fairly busy agenda if you will. Please silence your cell phones and if you need to use them, the hallway is yours. 00:01:00
And we'll begin with a moment of silence, just for individual prayer, meditation, or reflection. 00:01:08
In preparation for tonight's meeting. 00:01:14
All right. Thank you very much. 00:01:33
New business. 00:01:37
Of Nick Creevy. 00:01:39
You ready? 00:01:41
Deep in thought. 00:01:44
I don't have much. 00:01:46
To present here for the first two items, we have bid openings for equipment at the road department. 00:01:47
And a bit opening for the building at 3317. 00:01:52
OK. Do we have any? 00:01:58
One president who would like to submit a late bid or a timely bid in person for the 2026 road department equipment. 00:02:00
All right, seeing none, how many do we have for the road department? 00:02:08
We have 2. 00:02:12
Commissioner Loop will open those up. 00:02:21
Read Aloud and Commissioner Sharp can. 00:02:24
Document that. 00:02:27
This is from. 00:02:47
Kenworth, Louisville. Palmer Trucks. 00:02:49
Total cost for two trucks. 00:02:55
433,400. 00:02:57
OK. 00:03:03
OK, since we got a lot of tape on. 00:03:15
Well, that is a double closed bid. 00:03:23
3 layers of tape on that. 00:03:27
It's like one of my Christmas presents. 00:03:29
This one's from Brown. 00:03:34
Equipment. 00:03:36
This one is. 00:03:56
OK, I'm confused. It says package 2 on it. 00:03:58
Does that mean there's package 1 somewhere? 00:04:04
Two separate packages were bid. 00:04:11
There are two separate proposals, so they must only be bidding on package 2. 00:04:13
Oh OK, I get it. 00:04:17
That's all that happened there, I believe. Package one in the paper with the trucks. 00:04:20
OK. This is for package 2:00 then that's from Brown. 00:04:26
For one million 196332. 00:04:30
.60. 00:04:33
Can you give me that number one time? 00:04:35
Frankie, I don't believe so. 00:04:38
Hey Sydney, just for public knowledge, if package one was for the trucks, then package 2 was for the ancillary equipment? 00:04:43
Yes, it's already been made public record. 00:04:50
No, that's it. 00:04:56
Yeah, and the advertisements in here. 00:05:00
Correct. And you do have an amount on that. 00:05:03
Yes. 00:05:05
All right, $1,196,332.60. 00:05:07
All right. And I'll look for a motion to take these bids under advisement as they were the only two for that road department 00:05:14
equipment. 00:05:17
Summit second. All in the favor. 00:05:20
Aye. 00:05:23
All right. We'll move on to the bid opening, Department of Health, Human Services and Inspection Center. Is there anyone here? 00:05:25
President, who would like to put in a. 00:05:31
Did in person on that. 00:05:33
OK. And how many do we have on that? 00:05:36
3455. 00:05:40
First ones from AML. 00:05:54
To find the page with the total on it. 00:06:14
Have we not moved to the cover sheet with the? 00:06:25
Prescribed. Highlighted. 00:06:28
I apologize, I did not include that in the advertisement for this one. OK. I think going forward we should do that. Just I love. 00:06:32
The build up of suspense as much as anybody but. 00:06:40
Poor Doctor Jensen's paying Mr. Craft by the hour. 00:06:44
That's why he wanted you move to the bottom of the agenda. 00:06:56
So they've been on the alternatives. 00:07:05
Here it is no. 00:07:10
I have a bid sheet from Tyler Pinkster that has all the alternative stuff. 00:07:16
And I see the alternatives on there, but there's no base bed. 00:07:19
See it shows. 00:07:23
What they've done in the past. 00:07:28
Is there a second this is the second is other documents? 00:07:41
Is it just another problem? 00:07:44
This one. 00:07:46
That's what the basement and then you'll want to read all the alternatives. 00:08:05

Alternate 6 is 28,200. 00:13:48
An alternate 7 is 228,700. 00:13:53
And that's. 00:14:00
All the bids that we have received, OK. 00:14:01
What was the estimate on those going into the bidding? 00:14:05
2.4. 00:14:09
OK. 00:14:10
All right. We're in receipt of those and I'll look for a motion to accept the lowest. 00:14:13
With some provisions. 00:14:19
Of course, you may outline those briefly, so if you're going to. 00:14:21
Award contingent on award to the parent. Lowest bidder. 00:14:24
Contingent on review and approval by Tower Pinkster Nick myself. 00:14:29
To ensure that they are the lowest, most responsive. 00:14:33
So I'll make a motion to accept the apparent low bidder conting. 00:14:38
On uh. 00:14:42
Not only the price, but the most responsive. 00:14:43
And I'll second. 00:14:46
All in favor, aye? 00:14:47
Aye. 00:14:49
Thank you to everyone who submitted the bid on both of those packages. 00:14:50
Before proceeding to item one, CI do have a couple of. 00:14:54
Items I'd like to add to the agenda under. 00:14:58
Mr. Creevy. 00:15:01
1st and I failed to do this earlier so I apologize. I'd like to have these added by unanimous consent number. 00:15:04
First item is item 1G which would be to. 00:15:10
Add the acceptance of a household hazardous waste RFP. 00:15:15
And the second is for the addition of a dumpster for the Grant Line Rd. preliminary demolition for the Health Department building. 00:15:18
I'll make that motion with unanimous consent. 00:15:26
Now second all in favor. Aye aye. 00:15:28
Alright, thank you. 00:15:31
All right. Continuing with 1C. 00:15:38
Item C Development agreement and license to use right away at 750 Highlander Point. 00:15:41
The Floyd County Planning Commission Plat Review Committee. 00:15:48
Reviewed the project the. 00:15:52
Owner is requesting the county permit. 00:15:54
Him to use. 00:15:58
Apparent County right away. 00:16:00
In order to extend the parking lot. 00:16:03
It has been reviewed by the Planning Commission and approved by the Planning Committee. 00:16:06
In the development agreement. 00:16:11
There is provisions. 00:16:13
To relinquish that. 00:16:16
Area. 00:16:18
Should when, when and if the county requires that right away back. 00:16:19
For either roadway expansion or any other purposes. 00:16:25
And allows for 30 days to do that. 00:16:28
County Attorney Christy Fox has reviewed that development agreement. 00:16:31
And and approved the language in there. 00:16:36
Yeah. I think we've had ample opportunity to review this. I have no further questions or concerns on it. 00:16:39
I'm either I'll make a motion that we accept it. 00:16:43
I'll second. OK, All in favor, aye aye. 00:16:47
All right. Thank you, gentlemen. 00:16:50
And I, I should have bumped you up to the beginning. I apologize, but we had several people waiting on the other. 00:16:52
All right, item D We have the Floyd County Government Center office furniture we received. We requested quotes and received 2 00:17:03
quotes, one from Starlight Design. 00:17:08
Another from. 00:17:14
LW. 00:17:16
Office Furniture LLC. 00:17:19
The low quote was from Starlight Design in the amount of. 00:17:22
$41,526. 00:17:26
And this is to provide furniture for the. 00:17:30
Second and third floors of that all right, and we already had. 00:17:34
Money is allocated for that. 00:17:37
Yes, yeah, OK. 00:17:39
I have no further questions on this I. 00:17:41
I would. 00:17:44
Proposed that we. 00:17:44
Move forward with the longest bid. Yeah, I'll make that motion to move forward with the Starlight designs. 00:17:46
I'll second all in favor, aye. 00:17:51
The next item is an elevator maintenance monthly quote. 00:17:55
For the 3317 Grand Rd. building. 00:17:58
We obtained 2 service quotes, one was from Murphy Elevator Company. 00:18:03
We provided A quarterly service. 00:18:08
In the amount of $195 per quarter. 00:18:11
And then we had a quote from Executive Elevator company which provided for monthly service. 00:18:17
At $100 per month. 00:18:24
Staff recommendation would be to proceed with the Murphy quarterly. It's a it's lower for similar service. 00:18:27
Make a motion to accept Murphy's. 00:18:35
And I'll say. 00:18:38
A motion and a second all in favor, aye? 00:18:39
Item F is a lake maintenance agreement. This is was referred to the commissioners from the Redevelopment Commission. This is for 00:18:44
maintenance of the lakes ponds. 00:18:50
At. 00:18:56
April through September by. 00:18:58
Weekly treatment of that. 00:19:00
Of those ponds to prevent outrage old. 00:19:03
Blooms and, you know, unsightly vegetation growth. 00:19:06
The amount is 2880. This is. 00:19:10
Renewal contract. This is whoever is. 00:19:13
Brett Pryor. 00:19:15
Where did that come out? 00:19:18
Did that redevelopment or not? 00:19:19
So funding is out of edit maintenance lineup. 00:19:21
I'll make a motion to approve. 00:19:28
I'll second. 00:19:30
All right. All in favor, aye. 00:19:31
Item G which was added or the dumpster. 00:19:35
For preliminary demolition at the 3317 Grant Line Rd. building, just just for continuity, I think G was the household hazardous 00:19:40
waste, as I verbally put it, and I apologize. That's fine. 00:19:46
Item G is then the household hazardous waste. 00:19:53
This was a RFP response from Caldwell Environmental. 00:19:57
I believe we just are. 00:20:04
Awarding, awarding the RFP to that response and then we will negotiate. 00:20:07
OK. And that was the only bid on that. So I would look for a motion to accept. So moved. 00:20:14
2nd. 00:20:19
All in favor, aye? 00:20:20
And then item H is the dumpster at. 00:20:22
The Grand Line Rd. building. 00:20:25
We obtained 2 quotes for that. One was from got to go. 00:20:27
For 4:50. The other was a one for 5:05. 00:20:31
Staff would recommend the $450 vote for you. 00:20:36
Got to go. 00:20:39
Motion to accept. Got to go. 00:20:41
And I'll second. 00:20:43
OK, motion and a second all in favor? 00:20:44
Aye. 00:20:46
And while I'm up here, I'll go ahead and provide a. 00:20:49
Bridge 51 update. 00:20:52
Take this opportunity to do that. We held the. 00:20:55
Preliminary. 00:20:58
Pre construction conference. 00:21:00
For the project last Friday. 00:21:02
The contractor has received notice to proceed from NDOT. 00:21:05
They intend to begin work in March. 00:21:11
First week of March, they'll probably be out there staking. 00:21:14
The site with clearing to set forth shortly after that. 00:21:16
The. 00:21:23
Intermediate. 00:21:24
Completion date. 00:21:25
Is. 00:21:26
July 30th. 00:21:27
July 31st. 00:21:30
2027. 00:21:32
So that should be when it all goes according open to public. 00:21:33
All right. And just to decode for the public bridge 51 is. 00:21:39
Black is the Millbridge. There you go. The contractor was milestone. 00:21:43
The question, we're going to have to come up with an answer at some point as well. 00:21:47
Still be named the same thing. There is no Blackstone Mill anymore. 00:21:51
I guess there's blacks in the road, so. 00:21:54
Maybe we'll. 00:21:58
I think we. 00:22:00
Have a contest, OK. 00:22:01
All right, Chief Probation Officer Kelly. 00:22:05
The Kelly Deuser Bridge. 00:22:10
Yes, I'm here for approval on two of my grants that I'd like to apply for in 26. 00:22:12
The first one is for our A Todd brand. This comes from the Alcohol, Tobacco and Other Drug Task Force. 00:22:20
And this helps us to give grants to some of our probationers that can't afford their drug screen. 00:22:27
So it allows us to give maybe 200 screens at no cost. 00:22:34
OK. 00:22:37
And we're going to ask for $8000 this year. 00:22:39
OK, you go ahead and give us the second one as well. And then the second one is our. 00:22:42
2027 Community Corrections and Justice Reinvestment Grant. This is for our FLIP program. 00:22:47
We have I'm doing a request of $150,000. 00:22:53
We've had two probation officers that have been funded through this grant since about 2016. 00:22:57
OK. If there are no questions for Miss Dusser, I'll. 00:23:04
Look for. 00:23:08
Permission to green light those applications. Motion to approve. 00:23:10
Second all in favor, aye. 00:23:14
Thank you very much for that. 00:23:17
You as well, Sheriff Steve Bush. 00:23:20
2026 grant proposals. 00:23:22
Yes, before you is we're going to apply for a body worn can grant. 00:23:24
Deadlines March 12th. I think it's up to $50,000. 00:23:29
I'm sorry, how much? 00:23:33
50,000. 00:23:34
So it's basically for small departments under 50. 00:23:35
Police officers, tribal, so I don't. 00:23:38
I don't know if we'll get it or not, but we're going to apply for it and try. 00:23:40
Let's see if we can do it. We'll have another one. 00:23:44
They're working with IUS on probably coming from the next month or so. But when I get that information all for that on, but for 00:23:46
tonight, it's just one for right now. 00:23:49
OK, that. 00:23:53
Any total startup cost estimates on that? And I know it'd be very. 00:23:56
Broad at this point in time, right, I mean, so we are working at going with Exxon? 00:24:01
The cost is 160,000. 00:24:06
Right now I have 75,000 budgets so I got to make sure if I come for you all to sign a contract to have that in place funding wise. 00:24:08
The first year we're fine, we're going to help cover the rest of it, but the next year's budget is what we're looking at to get 00:24:14
the whole amount in the budget. 00:24:17
So probably around. 00:24:21
We'll figure that out once we start having our discussions on our budget. 00:24:23
Is the first year more expensive or not? I mean you can do a different funding ways, but they're all the same. So five year 00:24:25
contract. 00:24:28
And most of the equipment's. 00:24:31
Rented and storage is included and all that. Kind of like the city of New Albany's was OK. 00:24:33
So we're hoping with the grant that would help us offset the cost. 00:24:38
You know, one or both of them. 00:24:41
OK, so if everything worked out, at what point would? 00:24:42
Be implemented. 00:24:45
If it stick to the the sign, the contract in June takes about two months to get the equipment in with the training officers with 00:24:47
the policy written. 00:24:50
So we're looking at August. If we start in June, if it's July, then it's another month. 00:24:54
Further, we want to get it started this year for sure. 00:24:58
Right. Well and I thank you for being proactive on trying to attain funding for that and. 00:25:00
Yeah, look for motion to. 00:25:06
Approve submission of that grant application. 00:25:09
So moved second. 00:25:11
All in favor, aye? 00:25:13
Thank you very much. Thank you very much. 00:25:15
All right. Parks director Matt Dennison. 00:25:17
Good evening. 00:25:23
3 grant proposals as well I think first up right Sam Tech. 00:25:24
It is a. 00:25:34
Digitalization project that we are proposing. 00:25:36
To apply for this would help with our reservation system for shelters. 00:25:38
And facilities, we also have a new website that's under development. 00:25:43
It'll help tile this together and including new signage at a lot of the shelters and facilities that are rentable. 00:25:46
With not only updated rules, but also QR codes just. 00:25:52
Again, all based along digital, further digitizing our parks operations. 00:25:56
There an amount on there, yeah, 35,035 thousand. 00:26:01
And item 2. 00:26:07
Item 2 is the Indiana Department of Health. They have opened up a Tactical Urbanism grant. 00:26:10
We're applying for $10,000. 00:26:15
It's all based around safety along parks, roads, trails. 00:26:18
This would allow for some increased signage. 00:26:23
Pavement markings. 00:26:25
Other traffic control and parking measures. 00:26:27
OK. And item 3. 00:26:30
Ready 2.0 through the Indiana Economic Development Corporation. 00:26:34
Our ask is for $625,000. This is a. 00:26:38
Reimbursement grant because of some of the other funds that we either have received through grants or. 00:26:42
Have been notified that we're going to receive. We feel comfortable with that 600 and. 00:26:48
$25,000 figure is a is a number. 00:26:53
This will be for further and much needed additional. 00:26:56
Projects within San Pedro community park this would help finish up an amphitheater project which. 00:27:00
We believe is going to be covered by another grant a good portion of that. 00:27:06
Also further trail improvements, landscaping and parking improvements. 00:27:09
OK. Can you clarify? 00:27:14
625, you said it was a reimbursement. 00:27:18
That means you're paying it back. 00:27:22
They would reimburse us as we spend the 625. They're going to pay you for reversible grant, yes. 00:27:24
Thank you. No problem. 00:27:31
All right, let's make a motion. We accept all three of his. 00:27:34
And I'll second. 00:27:38
All in favor. 00:27:39
Aye. 00:27:40
Thank you. You want to read into the record how you spent your late morning? Yeah, I was going to mention that as well. Thanks. 00:27:41
Very thrilled to have Congresswoman Houchin at Sam Peden Community Park this morning. 00:27:47
We were awarded $175,000 in Community project funding. 00:27:52
Which was basically an earmark 2 projects in Floyd County. 00:27:57
Receive money. One was in the town of Georgetown and then at our park. 00:28:01
We're thrilled for that. I think you know that. The hillside connection between Sam Peden. 00:28:05
And the 4H has been in disrepair and there's been a hillslide dating back to some time of. 00:28:10
In 2024, along with some County Council appropriation last year that we've been holding for this. 00:28:14
This 175 will help us get over the hump with that project. 00:28:21
We hope that projects not only a repair project and a correction project, but also improves that hillside. It would be fully Ada 00:28:25
accessible. 00:28:29
And we also hope that that's kind of the first project or one of the first projects. 00:28:34
Related to the master plan that we brought before you a few months ago, so. 00:28:38
The trail study has been done. The parks board selected. 00:28:42
The option to move forward with, I think it was really the only option that we had within cost perspective. 00:28:46
Design phase that RFP will go out soon. 00:28:52
And we hope that we can break ground on it late spring or early summer. But it was great to have her and. 00:28:55
A commissioner can able council president short with us and good morning for community Park for sure to get that funding. There's 00:29:00
going to be a lot of other projects that we're gonna. 00:29:05
Apply for grants and be back in touch with you guys on. 00:29:10
Thank you all and I want to publicly. 00:29:14
Just call out Mr. Dennison for. 00:29:16
Prioritizing that repair. 00:29:19
And also to council president. 00:29:22
Who pointed out that possible avenue of funding? 00:29:24
I mean, the congresswoman stated that that was the first time that. 00:29:28
Money of that. 00:29:31
Magnitude of that sword had come back to Floyd County in roughly 20 years. Has something to do with the the way that earmarks have 00:29:33
kind of been eliminated. 00:29:37
But also to the proactive nature of local government seeking out those funds. So yeah. 00:29:41
Absolutely, Yeah. Thank you, Matt. I really appreciate all your hard work. Thanks, Sir. 00:29:47
Thanks. 00:29:51
County Attorney Christy Fox. 00:29:52
Yes. So we have before you all Resolution 2026. 00:29:54
Dash. 00:29:59
That is a resolution establishing the intent to conduct Commissioner sale. 00:30:01
For some properties that have failed to set sell at tax sale. 00:30:05
And to move forward that process attached to that resolution is Exhibit A. 00:30:10
Which lists those parcels in the minimum bid which those would sell for. 00:30:15
OK, that will all be posted online for the public. 00:30:19
Tomorrow or this evening, or. 00:30:23
The the resolution you pass. 00:30:25
I would ask Susannah tomorrow. It'll go up tomorrow on the website. 00:30:28
OK. And you know the whole idea behind that is to take property that's been sitting. 00:30:32
On the sidelines in some cases for. 00:30:37
2020 plus years. 00:30:39
Get them back actively generating some tax revenue. 00:30:43
So these are. 00:30:47
The items listed, correct me if I'm wrong, are you going to be going for? 00:30:48
Basically 75% of assessed value, correct? 00:30:51
Correct. That is correct. That's what the minimum bid number is. So that'll be the minimum bid on those. And again, that'll be 00:30:54
available tomorrow and the sale will be approximately when we have it set. I think we're aiming for April. 00:31:00
Perfect. 00:31:07
OK. All right. Look for a motion to approve. 00:31:09
I'll make a motion to approve Floyd County Resolution 2026-01, the intend to conduct the commissioner cell to sell tax certificate 00:31:13
for properties. 00:31:17
And I'll second. 00:31:21
All in favor, aye aye. 00:31:22
OK. The next one is a contract addendum to allow Sri. 00:31:26
Which, uh. 00:31:30
The Treasurer's office and the Auditor's Office currently use allow them to help us conduct that tax. Sorry, Commissioner Sale. 00:31:30
It they would receive. 00:31:38
Their payment is 15% of whatever we bring in on that commissioner sale Plus would be responsible for the costs. 00:31:39
And the legal ads and stuff that are required as part of the commissioners sale. 00:31:45
OK. I'll look for a motion to approve that. So moved. 00:31:52
Second all in favor, aye. 00:31:56
And we have nothing else but I just want nothing else from the County Attorney. But I just want to ask do you do you have any idea 00:31:58
when the last? 00:32:02
Such sale took place in Floyd County. 00:32:05
It's been a long while. 00:32:13
Actually, I think at one point when I was still an employee in the treasurer's office, we attempted to have a certificate sale. I 00:32:14
do not know that it was a success, because we weren't. 00:32:19
Heavily involved in it at that point. 00:32:24
But it is something that. 00:32:27
Has been. 00:32:30
Infrequently encouraged. 00:32:31
At least through the Treasurer's office, not necessarily through my office until the last couple years. 00:32:33
There were a lot of other things that had to be addressed and caught up on before we could bring this back before the 00:32:38
commissioners as a way to try and get inactive properties back on the tax rolls. 00:32:42
I commend you all. 00:32:46
For for taking this on this year, because it is. 00:32:48
It's not new but it is new ish to us if that makes sense. 00:32:52
So it's it's been a long while since we've had a certificate sale. 00:32:56
Yeah, I think it's just another example of how your office, the treasurer's office, the commissioners, the council continues to 00:32:59
work together to try. 00:33:02
To find. 00:33:06
Ways to save money in some. 00:33:07
Places, but also. 00:33:09
Look under the. 00:33:11
Cushions on the couch to find a little bit of money. Do our best. 00:33:12
So I appreciate it. 00:33:15
Thank you for working with us on this. 00:33:17
Thank you. 00:33:18
All right, asking for approval of the Commissioners meeting minutes from February 3rd, 2026. 00:33:20
Second all in favor, aye. 00:33:25
And approval of payroll and claims. 00:33:28
Motion to approve. 00:33:31
Second all in favor, aye. 00:33:32
And our next Commissioners meeting will be Tuesday, March 3rd, 2026 at 6:00 PM. We did have a special meeting today at 4:30 to 00:33:36
address solid waste issues. 00:33:40
Any board and committee reports? 00:33:47
I have nothing. 00:33:49
No OK I have none either any. 00:33:50
Comment from elected officials this evening. 00:33:54
Yeah, Box, I'll County Council on you open those beds. I was. 00:34:02
Somewhat concerned that we were going to get that project done. 00:34:06
So later it worked out that. 00:34:09
That's a good thing. I think we got. 00:34:12
5th September we got to be out and I think where we're at. 00:34:14
I think. 00:34:17
Thanks, membership. Yes, project movement. I'm glad you move forward. 00:34:19
2. 00:34:23
Taking under advisement and all that process. 00:34:24
We've been trying to light a fire under that project for a time. 00:34:26
Mr. But I would like to say I was concerned it. 00:34:29
We might get done because. 00:34:33
Most people went way over what it was. 00:34:35
Right. Well, I speak for both commissioners that I'm. 00:34:37
Glad that your concerns were alleviated. Yeah. Hey, Dale, if you would please give Sharon our. 00:34:40
Our wishes for speedy recovery as well. 00:34:44
All right, public comment this evening. I know that no one signed up. 00:34:48
All right, seeing none, any closing comments? 00:34:53
We'll look for a motion to adjourn. So moved second, all right. 00:34:57
Thank you. 00:35:00

Thank you. 00:35:00
