All right, welcome to the 10/21/2025 Commissioners meeting. If you will, please rise and join me in the Pledge of Allegiance. 00:00:00
I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God. 00:00:09
Indivisible with liberty and justice for all. 00:00:17
All right, we have. 00:00:25
A relatively brief agenda we're going to. 00:00:27
Ask for a couple of additions and one tabling here. 00:00:31
I'm going to ask for addition by unanimous consent. 00:00:36
Items 1C. 00:00:39
Which is approval of 2025 Local paving project 2025-2 bid acceptance. 00:00:41
Item 1D which would be a seed grant Dash E911. 00:00:47
GIS. Both of those will be explained by Mr. Creeby. 00:00:53
And then item 3. 00:00:57
Which is emergency vehicle purchase agreement. 00:00:59
Letter of Intent. 00:01:03
Were some ambulances? 00:01:05
I'm going to ask for. 00:01:07
The addition of those first, so if I can get an addition of those by unanimous consent? 00:01:10
So moved second. 00:01:14
All in favor. 00:01:16
Aye, aye. 00:01:18
And then I'm going to look for a motion to table item number 2A, independent employee contracts. 00:01:19
That was under County Auditor Diana Topping, but our attorney needs. 00:01:24
Further time to. 00:01:29
Evaluate and discuss with. 00:01:31
Public defenders on that. 00:01:34
We can go ahead with the Mark one. 00:01:36
For the public defender, that's fine. It's the other one that I. 00:01:39
OK, so there were OK, so. 00:01:44
All right, well, we'll leave that under 2 there and we'll table. 00:01:47
The specific one by name. When we get to that, then how's that? 00:01:51
So disregard. 00:01:55
Call for tabling at. 00:01:58
For the moment. 00:01:59
If you have cell phones, if you'll believe any sort of phone for that matter, please silence those for the duration of the 00:02:02
meeting. 00:02:05
And if you'll? 00:02:09
Join us for a moment of silence for individual prayer, meditation, reflection as we. 00:02:11
Focus on tonight's meeting. 00:02:17
All right. Thank you. New business. 00:02:43
Chief Operations Officer Nick Creevy. 00:02:46
The first item I have for you this evening is the approval of the Floyd County Government Center bids. 00:02:52
These beds were received. 00:02:58
Last Thursday. 00:03:01
We had six plan holders, we received three bids, the low bidder. 00:03:03
Was Capco Construction LLC. 00:03:09
Their total bid base bid was 455,345. 00:03:13
With an alternative 1 coming in at 73,680. 00:03:19
Total bid 529. 00:03:24
In $25. 00:03:27
We have reviewed that and all the documents are present. 00:03:29
All right. This is for the rehabilitation of the second. 00:03:34
Third floors of that building. 00:03:39
And potentially an IT an IT transference. 00:03:42
Street make a motion to accept. 00:03:48
I'll second have a motion a second to accept KEPCO as the low bidder on that project. All in favor, aye? 00:03:51
The next item I have is for the 2026 Community Crossings. 00:04:00
Grant application does the financial commitment letter for that application. The application is number 14759. 00:04:06
We are committing. 00:04:14
Requesting to commit a local match of $989,879. 00:04:15
Our total project cost will be 1,000,979 dollars, 757 cents. That's all estimated. 00:04:22
But that represents a 5050 match for that grant. 00:04:30
All right. 00:04:38
And we do not as of yet. 00:04:40
We actually do have the list compiled for the roads that would be serviced by that correct? We do, and if you'd like, I can. 00:04:43
Go through them. I have 22 segments I can go through quickly. 00:04:49
Sure. 00:04:53
And we have Edward Zo Galena Rd. from Frank Otte to West Willis. 00:04:54
Or from Frank out West? Well, it's two of these things. Nevilleton Rd. 00:04:59

And wooded view Dr. Henriot Road to the end of the cold. 00:06:26
OK, so if we can. 00:06:31
Post those along with the ones that were. 00:06:33
Approved at the. 00:06:35
I'm two meetings ago. 00:06:37
They're probably already up there, but it wouldn't be a bad idea just to. 00:06:39
Post them again. 00:06:44
For what's already been improved and what's contingent upon the match. 00:06:46
So are those you did you say earlier those are probably next year's? 00:06:49
Yeah. So those will be a part of the Community Crossings application. 00:06:54
Patient which is due at the end of this month will probably be notified. 00:06:57
By January, whether we receive it and. 00:07:02
They won't start paving until. 00:07:04
Thank you. 00:07:08
All right. I don't know if I need a formal motion to approve signing that letter, but yes, we do seek one. Yeah, I'll make the 00:07:12
motion. 00:07:16
Second, yes. Second OK, All in favor, aye. 00:07:22
All right. And then the third item for tonight, I have the approval of the. 00:07:28
2025 Local paving project. 2025-2 Approval of the bids that were received. 00:07:33
On October 7th, the low bidder on that was Mac Construction for a total of $624,388. 00:07:43
And that is for the local paving. 00:07:55
Project. 00:07:57
Make a motion to accept. 00:08:00
I'll second, OK motion, second all in favor. 00:08:03
Aye, aye. 00:08:06
That's the list. I just want to make sure that we get that published as well. We'll put those up. 00:08:07
And we'll actually have a schedule that. 00:08:13
Put up with that too. When we expect those to be paved, great. 00:08:15
And then the final item for this evening, I have a seed grant proposal. 00:08:20
This is for E911. Updates to compliant. 00:08:26
It's called NEMA compliant. 00:08:34
It's for Senator Lyons and addresses. 00:08:36
For better time on one service, we have a proposal from WTH. We also requested proposals from OHN Schneider. 00:08:39
WTH. Not only was the lower. 00:08:48
Proposal but has probably the most experience in these projects, so I'd recommend we we move forward with this proposal. 00:08:52
I'll make a motion to. 00:09:03
Go forward with that seed grant. 00:09:05
I'll second. 00:09:08
OK, I have a motion and a second that was specifically for. 00:09:11
WWTH W2HW10 motion a second all in favor. 00:09:15
Aye, aye. 00:09:20
All right. Thank you very much. 00:09:23
Again, we have. 00:09:27
Auditor Diana Topping online then, for this next item Or no? 00:09:29
OK, so one of these is. 00:09:35
Acceptable for approval tonight. 00:09:39
And one of them is not correct. 00:09:41
OK, Savannah Rhodes is not. 00:09:43
So, Diana, can you hear us? 00:09:47
I can. 00:09:51
OK. Can you hear me? Yes. 00:09:54
So we're going to have to table the employment. 00:09:57
Contract with Savannah Rhodes for further review and I believe the other one can go forward, but I. 00:10:00
Correct. So I'll look for a motion to table the contract for Miss Savannah Rhodes, so moved. 00:10:06
Second, all in favor? 00:10:12
Aye, aye, and then let's proceed with the other. 00:10:14
I didn't see the gentleman, the name. 00:10:22
I'll make a motion to proceed with the. 00:10:24
Employment contract for Michelle. 00:10:29
Mark Kwan. 00:10:31
I'll second. 00:10:34
OK. And the motion is second all in favor, aye? 00:10:36
Aye. 00:10:41
So Diana, we had that underneath you. We'll we'll come back to you here for. 00:10:46
Claims and payroll here momentarily OK. 00:10:50
No worries. 00:10:55
OK, thanks. 00:10:56
Next is Commissioner Jason Sharp with the emergency vehicle purchase agreement, the letter of intent. 00:10:58
Yeah. So as we discussed, as we were. 00:11:05
Been going down this EMS journey is one of the the most difficult. 00:11:07
Aspects of this is the procurement of equipment. 00:11:10
You know, getting. 00:11:14
Secured ambulances, if we decide to move forward, is going to be a big thing so. 00:11:15
This is just an agreement saying that we have an intent to. 00:11:20
Purchase these ambulances up to. 00:11:23
Rick, you have to excuse me. I can't remember what the period was. 00:11:27
Oh, January, it's January something. I just didn't remember the date but. 00:11:33
It's essentially A-90. 00:11:37
OK. So up to January 22nd, which? 00:11:39
Allows us if. 00:11:42
Anything was to go awry, we could. 00:11:43
Back out of that agreement. 00:11:45
Correct. 00:11:46
So I'm looking for approval of that tonight. 00:11:47
OK. First, before there's any further discussion on that, Miss Lockhart, you had indicated that you wanted to speak to an agenda 00:11:50
item on vehicles. This is the only agenda item on vehicles that we have. So we're looking to speak to the non agenda item for 00:11:55
vehicles. 00:12:00
All right. 00:12:06
I no. 00:12:09
I mean, unless you signed up to speak to that, we're going to discuss what that is about at this point in time. 00:12:15
So we can clarify that. Hopefully that would clarify things for you. I didn't mean to be sound facetious or rude on that. It's 00:12:21
just just. 00:12:24
Not. 00:12:28
Not by protocol. 00:12:31
So I think this does. 00:12:33
Deserve a little bit of explanation. A little bit. 00:12:35
The deeper dive as to what we're doing on this. 00:12:37
Our consultants here if you would like to even come up to the podium if he has anything to offer as we're. 00:12:39
Discussing this. 00:12:44
So the the vehicle purchase agreement is. 00:12:47
From an ambulance vendor here in Indiana. 00:12:51
For the intent to purchase up to five ambulances. 00:12:54
What that? 00:12:59
There is no legally binding. 00:13:00
Agreement with this? 00:13:02
It's specified in that. 00:13:04
Purchase agreement that anytime within this 90 days if. 00:13:06
Things fall through, you decide to go a different direction. You basically you tear it up and you walk away with no financial 00:13:09
penalty whatsoever. 00:13:13
So this is just. 00:13:17
Because there are so many or so few ambulances available. 00:13:18
For instance, this this nationwide distributor, they have 12 ambulances available in 2026. 00:13:22
That's it. 00:13:27
So. 00:13:29
Taking five off of the books prevents them from going up to Indianapolis tomorrow, which is the EMS World Expo, which is the 00:13:31
largest gathering of EMS professionals in the world. 00:13:35
And selling all twelve of those ambulances over the next three days in Indianapolis, because if that happens. 00:13:41
Osage Ambulance for instance, they're on a three-year build time. 00:13:47
So this all this is basically doing is saying hey. 00:13:51
Take these five off of the board. 00:13:55
And don't sell them to someone else until we decide what we want to do. 00:13:57
Yeah, that's all this is. 00:14:01
Yes, I'm just trying to explain this to the public, you know, so, so that there's a very frank and earnest conversation going on 00:14:03
right now. 00:14:07
And let me know if I get any of the details wrong with the territory names or things like that or. 00:14:11
The formation of. 00:14:16
County wide. 00:14:17
Fire territory exclusive of the City of New Albany. 00:14:18
And under that umbrella. 00:14:22
EMS services would be provided by the new territory, the. 00:14:24
Floyd Floyd fire territory. Floyd fire territory. 00:14:28
And they would need equipment. 00:14:32
That's correct. And so this is basically putting that equipment on a hold. 00:14:34
And the other thing is is this is not this is. 00:14:37
Not starting from scratch, this is we are incorporating all of Highlanders equipped. 00:14:42
Right. We are not tearing one system down to build another. 00:14:46
We're building on to a system that already exists, right? 00:14:50
So, umm. 00:14:53
As was indicated, these. 00:14:56
Are very, very limited. 00:14:59
Commodities and if they're gone, they're gone and we can't get them for three years. I know that because of some of the previous 00:15:01
purchase discussions that took place so. 00:15:05
We've had our attorney look through this. 00:15:10
Backwards and forwards a couple of times, so we're not obligated to. 00:15:12
This money we can back out at anytime up to 90 days and say, you know, sorry, we're not doing it. 00:15:16
And. 00:15:23
We're not on the hook for the purchase. Mr. Fox has reviewed that. It's gone back over to the vendor. He's reviewed it and 00:15:23
approved it. 00:15:27
And basically there's nothing legally binding. This literally just takes them off the board and keeps them from being sold to 00:15:31
someone, right? It takes at this point in time, we have no guarantee that correct? 00:15:35
That. 00:15:40
That territory is going what where we have no guarantee really that the territory will take place. We have intent to do that and 00:15:41
we're looking for letters of intent to solidify that. But we've got about. 00:15:46
Five different. 00:15:51
Bodies that are moving at their own different pace and trying to. I had some meetings with Highlander last week. I went up. 00:15:53
To the Firehouse. They're very, very nice, very welcome. We had some good, positive conversations about EMS for this county and 00:15:58
kind of what it would look like moving forward. 00:16:03
I felt like we we kind of agreed on a lot of things, kind of we kind of see the same vision moving forward. 00:16:08
So yeah, I think it's, I think it's very promising, more so than it has been at any other time. But I don't want tomorrow's 00:16:14
headline to be. 00:16:17
You know, county wide EMS. 00:16:20
Yeah, is now occurring. Yeah. We're covering our bases because we feel like there's a good chance it's going to happen. Yeah. And 00:16:23
this and this would be Firebase DMS. 00:16:26
So you know it. 00:16:30
All all this hinges on having ambulances. If you don't have ambulances, you. 00:16:32
You can't provide the service if you don't have the ambulances. You can't get it the needed certifications. You need to provide 00:16:37
the service so. 00:16:39
The key to this is is securing those ambulances. 00:16:43
As soon as we possibly can. 00:16:46
All the other equipments. 00:16:47
Pretty readily accessible. 00:16:49
You buy it within a couple months, you've got it. 00:16:51
But you can have all of this equipment sitting over in a pile in the room, but if you don't have a truck to put them in. 00:16:53
You know Ricotta. 00:16:58
Got out left field. 00:16:59
Any other questions for Mr. Dixon? 00:17:02
Not legend. 00:17:04
No, did that. 00:17:05
Shed some light on things. 00:17:07
Somewhat of, but I know the fire departments each have their own. 00:17:10
Fire Rescue. 00:17:16
Vehicles. Are those still going to be used? They can't transport patients to your hospital. 00:17:18
They don't have the means to do that on. 00:17:24
So so the only the only department that has fire area. 00:17:29
Ambulance for transport is high. 00:17:33
They have two of those right now. They're taking delivery of 1/3 in February. 00:17:36
So the intent is and after speaking to them last week is. 00:17:41
We're creating this. 00:17:44
Equal service for the entire county. 00:17:47
By utilizing Highlanders equipment and Highlanders. 00:17:50
So this is just growing off of what? 00:17:54
Already exists. 00:17:57
The other fire stations. 00:17:59
They do not. 00:18:02
OK. So before we get any further field with that. 00:18:04
We just yeah, we'll, we'll make ourselves available for questions after the forum of meeting is over. I don't know what your 00:18:07
schedule is, Mr. Jackson spells you to that, but. 00:18:11
Absolutely. Mr. Sharp loves to talk about this. Sure, I told he talks about it in his sleep. 00:18:15
Every night, yeah. 00:18:20
Poor girl. Yeah. 00:18:22
All right, so if there's no further discussion, I'll look for a motion and a second to sign the letter of intent. 00:18:24
To purchase. 00:18:32
Make a motion. 00:18:33
I'll second. 00:18:35
All in favor, aye aye. 00:18:35
All right, approval of Commissioners meetings from October 7th, 2025. 00:18:39
And the special meeting of October 16, 2025 will handle these separately since Commissioner Luke wasn't able to join us at the 00:18:46
16th. 00:18:50
So look for motion to approve the minutes from October 7, 2025. 00:18:54
So moved second all in favor, aye? 00:18:58
Aye. 00:19:01
All right. And similar motion and 2nd for October 16th, so moved. 00:19:02
2nd. 00:19:07
All in favor, aye? 00:19:08
Aye, all right. Approval of payroll and claims. 00:19:10
All is in order. 00:19:15
Most dippers. 00:19:17
All right, I have a motion of approval. 00:19:20
2nd and a second all in favor. 00:19:24
Aye. 00:19:27
We had no solid waste meeting today. 00:19:30
I think the next one on that is going to be. 00:19:34
At the first meeting in November, the 2nd Suzanne's the second meeting in November. 00:19:37
And our next Commissioners meeting will be in November. 00:19:41
For 2025 at 6:00 PM. 00:19:44
We have a joint meeting on Tuesday. Yeah, thank you for the reminder. We have a 4:00 PM on Tuesday. That's a joint meeting of the 00:19:48
council and commissioners in this room. 00:19:52
I see no public officials here tonight, so. 00:19:57
We'll take. 00:20:03
Comments from the public. 00:20:05
As long as I can be discussion. 00:20:08
OK. 00:20:14
Yeah, yeah, sure. 00:20:18
Dale Mandurah. 00:20:19
What I'm concerned about county wide run EMS. 00:20:21
Yes. 00:20:23
Letting us know. 00:20:25
Private companies bid on the sector of Apples to Apples contract. 00:20:26
What county will be run I would like to see. 00:20:30
Dollars, butts and bolts. 00:20:32
The dollar amount comparing the two we can do a cheaper run county or can. 00:20:34
Private contractor do it cheaper. 00:20:38
Was the same service. 00:20:40
That's what the public would like to see in me. I would especially like to see that. 00:20:41
Because we've got a hybrid system now. I don't think anybody's complaining about America. 00:20:46
Course I don't hear all of it. 00:20:50
Do Omni front America pro I think in. 00:20:53
There's a lot of ambulance out there, they've got a lot of money invested. 00:20:55
And I would just like to see. 00:20:58
That the county bid on it and let private bid on it and see who's got. 00:21:01
Most cost efficient system. 00:21:05
Before you decide to do a county wide EMS service. 00:21:07
Thank you. 00:21:10
Thank you. Thank you. 00:21:12
Any other public comment this evening? 00:21:14
All right. And I'll look for a motion to adjourn unless. 00:21:18
Commissioners have any? 00:21:21
Closing comments I do not. 00:21:24
The only thing I'm going to say real quick before you end is this Olympic. 00:21:26
Shout out to the auditor's office, who's really kind of stepped up and. 00:21:29
Helped us out on a few items regarding the road department so. 00:21:33
Big thank you to them for getting that done. 00:21:36
Are you still there, Diana? 00:21:39
Yeah, we're still here. 00:21:43
Apparently. 00:21:45
The the the influx of claims that the most recent. 00:21:46
Contract generated our my AP clerk was able to work a miracle and get those out pretty quickly. 00:21:53
I did not anticipate them getting out as soon as they did, so it was a surprise even to me. 00:22:00
All right. Thank you nonetheless. 00:22:06
Outstanding work. 00:22:08

Apparently. 00:21:45
