Paul has moved on to another firm, but he's a Greenville resident kind enough to. 00:07:43
Come tonight for the presentation that you guys. 00:07:48
But thank you for the opportunity to get before you. We did this last week with the County Council. 00:07:51
This is the culmination of a lot of work by a lot of people and a lot of input as well across our Floyd County communities. 00:07:56
This process began. 00:08:03
About 15 months ago, last May. 00:08:05
Lots of public input questionnaires online. A series of public meetings that were held. 00:08:08
Across the county in different locations. 00:08:14
Some were greatly attended, others not as much, but we always want to put the opportunity out there for people to give their 00:08:16
input. 00:08:20
By the professional input as well about what our county has and needs when it comes to. 00:08:24
Recreational assets. 00:08:29
And for example, we had our big Halloween event in the park. I think 350 plus contacts were made that day alone. 00:08:31
With families coming through to get candy, celebrate the holiday. 00:08:38
And also learn a little bit more about community park. In the new Regional Park. We've had a steering committee which has been 00:08:41
comprised of parks board members, commissioners. 00:08:45
Council people. 00:08:50
Key county officials. 00:08:52
That's been very helpful in leading this cause so far. 00:08:54
As this plan it was approved at the last Parks Board meeting is this plan moves hopefully into action? 00:08:57
We'd like to keep that steering committee going, albeit probably not meet as often, but that way there's a wide range of county 00:09:03
folks that have an opportunity to chime in with the. 00:09:07
With projects and so forth as we go through things. 00:09:12
To set it up before Paul gives you a really brief. 00:09:17
Rundown on both the Regional Park in Georgetown and, of course, Community Park in New Albany. 00:09:19
They're about as opposite as possible. Bob Lane, a new property. 00:09:24
The opportunity to be a really unique park, I think not just for our county but far beyond that. 00:09:28
The opportunity to have some very unique partnerships, perhaps, perhaps in that park as well. 00:09:34
The only piece as you know of that park that's open and operational or the Jensen Nature Trails, which. 00:09:39
Have been a real hit and I think that they will continue to catch on in our community. On the other hand, Sam Peden Community park 00:09:44
if you. 00:09:48
Were born here and raised here. You may have swam there. You may have played soccer there. 00:09:52
You probably have some sort of memory. 00:09:56
Of Sam Pete and Community Park and when the grass. I always say this when the grass is freshly cut. 00:09:58
And the shelters are rented and our pickleball courts are full with leagues. It's still a beautiful place despite its age, but 00:10:04
really there have been no major improvements. 00:10:09
Since it was built other than when something decayed or something really needed attention, so. 00:10:14
It's time. 00:10:19
Widely used. 00:10:22
The parks crew we've had the last three years is. 00:10:23
Really gotten in, added a lot of programming. We used that park all the time. 00:10:26
But it's time to improve that. It's time to look at what the next iteration of that part could be. Maybe for the next 50-60 years. 00:10:30
And so this plan kind of covers both of those things. 00:10:37
I also know that funding, we're probably coming to you with these beautiful plans of what these parks can be. 00:10:41
At a bad time, I'm not sure there is a local government, a good time to talk about big dollars, but. 00:10:47
We know it's, it's a tough time. We do understand this will be phases. You know, we get that. I'm looking at a long term approach 00:10:52
to this. 00:10:56
We've applied for a number of grants. We've already had some success. The first one was the Floyd County. 00:11:01
Legacy Foundation, we're going to do a great improvement to Shelter house #4 we're working with the council hopefully very soon to 00:11:06
get some money to repair the hillside. 00:11:10
Between community park and the 4H which is decaying and really needs to be upgraded and improved. 00:11:15
So a number of things already in motion, a number of other grants that. 00:11:20
We're putting in for and we understand that that's going to be a key part to. 00:11:24
Forward movement here. 00:11:29
The Floyd County Parks Foundation has really been dormant, I'm told, for some time. 00:11:30
We're in the early stages of trying to work with the Community Foundation and stand that organization back up. 00:11:35
I think that especially with community, there's a great tide of the community itself where we can get some private funds perhaps 00:11:41
that could come in to help us there. 00:11:45
So we're looking forward to getting the foundation back and of course, there will be additional ask for public money. I've had 00:11:49
some conversations with some of you and. 00:11:53
Council members about go bond opportunities and things like that, but I'm going to introduce Paul and or have Paul. 00:11:57

I believe he'll start first with the Regional Park and then work in our community park. Excuse me first. 00:12:05
And then work into the Regional Park. 00:12:10

All right. Well, thank you all for your time tonight. And I just wanted to hit on some of the highlights of each of these. As Matt 00:12:34
said, you know, Community Park. 00:12:38
Well loved place. 00:12:42
Swimming in the park. 00:12:44
It hasn't really seen a lot of investments. So a lot of the things that we're proposing. 00:12:45
To make improvements to the park. 00:12:49
Are really about reinvesting in this space. It's about bolstering the programming that's already. 00:12:51
Happening there, the great things that are happening with. 00:12:55
Parks programs, but also the. 00:12:58
The pavilions, upgrading the pavilions, new playgrounds, these types of things. 00:13:00
So I'll just walk through some of the high points of this and then we'll talk about the Regional Park. So the first thing is the 00:13:04
entrance off a grant line room. 00:13:07
Rethinking that entrance, trying to get a signalized entrance to the park. 00:13:11
Or in this case, we're showing a roundabout whichever way that were to come to fruition. 00:13:15
Something where we can get a stoplight into the park. And right now we're showing in the in the plan. We've got a couple different 00:13:19
iterations of that. 00:13:22
But here, it's tight in coming off of Walmart, where Walmart's road is, where there's already an existing stop line. 00:13:25
So then. 00:13:31
This is really about reinvesting in the area where the old County Hospital is. 00:13:33
Creating an amazing venue space, it's a great opportunity for a public private partnership. 00:13:37
In this area, somebody to operate and run a great. 00:13:41
A venue space that could have food and beverage, A stage this sort of recreates or. 00:13:44
Brings back the idea of the stage that used to be by Shelter 4. 00:13:50
On the island. 00:13:54
So a great venue space at this entry. 00:13:55
To the park and then wrapping around really bolstering the programming around the around the lake. 00:13:59
So reinvesting in the area where the main playground is a new pavilion on par with what's at Kevin Hammersmith Park. 00:14:03
Probably for both the pavilion. 00:14:10
This sprayground idea. 00:14:12
And then obviously in most areas of the park, new restaurants. 00:14:14
That's really key. All the old restroom buildings are in pretty rough shape and. 00:14:17
They have all old utilities running to them too. Old clay tile pipe, that kind of thing that needs to be redone as well. 00:14:21
So looping around then to the. This is the area that Matt mentioned for the legacy grant. 00:14:27
That was awarded so this we call it the Lakeside Pavilion, but shelter for really looking at. 00:14:33
Immediately making some improvements in this area. 00:14:37
Reworking the bathrooms a little bit. Investments in the pavilion itself. 00:14:40
Some of the areas around it. 00:14:45
And this will be a really transformational because this is an area that's. 00:14:47
Popular but. 00:14:49
It's probably the most tired. If you were to go around there today, the concrete's in bad shape. There's no accessible route to 00:14:51
the pavilion. 00:14:54
Currently today. 00:14:57
So really just kind of bringing, freshening this area up, it's not a total. 00:14:59
Demolish and start over. It's just freshening it up but then also looking for opportunities. 00:15:03
In the future to add things like a boardwalk. 00:15:07
Kayak launch. 00:15:10
Things like that that can bring some new programming. 00:15:11
To that part of the park. 00:15:14
And then the other. 00:15:15
In the main area is cleaning up the lawns kind of those practice field, that practice field area, event lawn area. 00:15:16
Part of that will have to do with geese, which we'll talk about in a little bit. 00:15:23
But just getting that regraded, smoothed out and really making this a great area for sports. 00:15:26
So building on what's already been really successful with the pickleball and some of the leagues. 00:15:31
That Parks is doing. 00:15:36
You know, how can we support that better with some new facilities, new restroom, potentially a locker room? 00:15:37
For example, even the idea of a covered basketball court in the future. 00:15:44
But also it's about improving things like the parking, just kind of reconfiguring the parking areas so that we can accommodate 00:15:47
more people. 00:15:51
And work a little bit better. 00:15:54
And then Matt already mentioned the hillside is underway, so really re engaging with this hillside down to the fairgrounds. 00:15:57
And then the last big piece in the plan as we looked at the 4H4H is. 00:16:04
Role at the fairgrounds and what the fairgrounds is going to look like in the future, and this is really what we talked about a 00:16:09
lot, is the idea that this wants to become. 00:16:13
The Floyd County Fairgrounds at. 00:16:17
Community park, you know, really thinking about how we bring it back into the park or make it really part of the park. 00:16:19
It's always sort of been its own entity. 00:16:24
That was connected to the park, but really making it part of the park. 00:16:26
So bringing in new amenities like a trailhead that can tie into the trail up the hill, nice parking, pavilions. 00:16:29
Those sorts of things, but also just reinvesting in the property itself. 00:16:35
And making it better for parks programming. 00:16:39
So. 00:16:42
When we talk about this one, phasing, as Matt said, it's a lot of phasing. 00:16:43
It's about $25 million of what's been identified here for the whole park, but that is. 00:16:48
The big pick, you know, that's a lot of big moves, right? And that could be done over a very long period of time. 00:16:53
And that's not to say that all of these things have to be done. 00:16:58
Three of these things of the 15 that have been identified were done. It would be a tremendous. 00:17:01
Improvement to the park. 00:17:06
So that's kind of how we tried to think about it. We tried to think about it in chunks. 00:17:07
That made sense. 00:17:11
This first piece is really the hillside. 00:17:13
Doing some basic improvements down at the fairgrounds area. 00:17:15
And then that lakeside shelter, which is already. 00:17:19
Paid for with the grant. 00:17:22
So trying to be strategic about how those things are laid out, but also then when those investments take place. 00:17:23
So for the Regional Park. 00:17:30
You know, the Regional Park, as Matt said, is a very different. 00:17:32
Different thing, but it's really. 00:17:35
We've got the nature preserve on the West side that's already active. 00:17:36
And then we have the Mitch kind of farmstead on the north of the property and then some amenity areas on the South near the 00:17:40
highway. 00:17:43
So trail heads creating a loop trail system around the park. A paved loop is something we heard a lot about from community input. 00:17:47
And then really investing in this kind of. 00:17:55
Central hub area around the Mitch farmstead. The farm properties are. 00:17:57
Historic by Indiana landmarks deemed historic. So reinvesting those, cleaning them up. 00:18:03
And then the idea of an event space, we've talked about this one being a great public private partnership opportunity too for 00:18:08
somebody to operate it as a vendor. 00:18:12
As an event venue. 00:18:16
And then building another programming here, there's still interest or there's been interest all along from 4H. 00:18:18
For bringing some programming out here, we're not really sure what that's going to look like as their organization evolves. 00:18:24
But trying to. 00:18:30
Think about that in this space. 00:18:31
And then other kind of more park like amenities of pond fishing, fishing was something that was mentioned a lot. 00:18:33
Small playground. 00:18:38
And then on the South end of the park, more active. 00:18:40
And we're showing a baseball softball complex here. That's not a given. 00:18:43
That's the best area to layout. 00:18:46
Traditional ball fields, whether that's soccer fields, baseball fields, that sort of thing. 00:18:49
That's really the best area, the flattest piece of the property that works the best. 00:18:53
But also with it kind of being along the Interstate. 00:18:57
Corridor, it's a great space to utilize for those. 00:19:00
More active recreation uses. 00:19:03
And the last piece here is this kind of overlooked pavilion. 00:19:06
And Hilltop. 00:19:09
There's a big hill on the on the site which would be a great overlook, and one thing I failed to mention is that overtime. 00:19:10
The entrance to the park right now would be on the Brooks, the Brookstone end of the park on the West End of the park. 00:19:16
But overtime that would shift and the road would build out. 00:19:21
And tie into the Nova Park Bridge that would ultimately be the the. 00:19:24
The proper entrance to the park. I failed to mention that. 00:19:27
It's really important because it's it's a critical thing with programming. 00:19:30
Any event over a certain size, we're not going to be wanting to send people through the neighborhood. 00:19:33
Out of the park, right, or having to wait for a train So tying into that Nova Park fly over getting people over the train tracks 00:19:38
and out to a. 00:19:42
A crossing is going to be critical in the future for more intensive programming. 00:19:46
In the park. 00:19:50
But it's really envisioned to be a lot more passive and things like trails, mountain bike. We've had some interest from the 00:19:51
mountain biking community to do a small loop. 00:19:54
In the park. 00:19:59
So just kind of building on those types of things. 00:20:00
Now this one is in total about 35 million in improvements. 00:20:02
Not improvements in new infrastructure and most of its infrastructure. 00:20:06
One of the big ones there is probably anywhere from. 00:20:10
You know, 5 to $10 million worth of roads and utility work that need to happen to really make all this come to fruition. So that's 00:20:14
just something to kind of. 00:20:18
I say couch it, I guess in in for this part is there's a lot it's just undeveloped. It's farmland now and and a lot of the 00:20:23
development is involved in. 00:20:27
Getting that connectivity through the park. 00:20:31
And then lastly, you know, as we're kind of thinking about phasing, this one had a. 00:20:33
Pretty sizable first phase that we were initially identified. But the thing I wanted to point out is that. 00:20:37
There's also already been awarded a land and water conservation grant to start doing some of this work. 00:20:42
So that the Jensen trail had set up. The nature preserve is open. 00:20:47
But there's actually federal funds to do. 00:20:51
Some trail work, a Meadow. 00:20:54
And some other improvements that kind of activate down along Georgetown Creek and then up through the middle of the park. 00:20:56
So that's already underway and something that's been awarded. 00:21:02

they continue to deteriorate. 00:21:51
So I like the prioritization of it and and. 00:21:55
The pliability of this as well, I mean this is going to be a 10/15/20 year. 00:21:59
Project on both of these and things will change. So I would emphasize to the public although that these. 00:22:04
Schematics are very. 00:22:09
Intriguing to look at. They're not the final product and it's not locked into a design phase by any means. 00:22:12
And again, I like the. 00:22:18
Priority of it and. 00:22:19
The fact that. 00:22:21
It's 60 million -, 200,000 because you already have the legacy. So you've already made a very, very small incremental. 00:22:22
Chip and Dale served on the steering committee as well for most that part. Do you have any comments at this moment in time? 00:22:29

The Parks Department Foundation has been. 00:23:14
Pretty sedate for a long time, so it needs to be reinvigorated and we need to get. 00:23:16
People excited. So hopefully something like this will do that and we plan to use these plans, not the full thing. 00:23:21
Not all the cumbersome numbers obviously, but. 00:23:27
We plan to use these plans the foundation. 00:23:30
A partnership with Keep Foley County Cleaning Green to go out to service organizations, clubs, schools. 00:23:33
And not just. 00:23:39
Recruit money, but also recruit a lot of volunteers. Some of this work on trails and other things. We need to activate some people 00:23:40
that are passionate about those items and we've had a lot of success. 00:23:45
With cleanups, working with different companies and entities, organizations so. 00:23:50
I think these plans while. 00:23:54
Their long range plans and they are, you know, a pie in the sky dream at this point. 00:23:55
I think they can help create excitement for where we want to go and you have to have a plan and. 00:24:00
We want to have a strong plan for parks in our community. 00:24:05

One thing that. 00:24:35
We presented to the Parks Board and received their approval on was a geese control plan. 00:24:36
As we do more at Community Park. 00:24:42
Both from public, whether it's passive recreation like people that use The Walking trail. 00:24:45
Threats us out there programming flag football or other things at the park. 00:24:50
Geese are overwhelming. It's a permanent population of geese, a large population. 00:24:54
They are aggressive and they leave lots and lots of waste behind. 00:25:00
So we recognized a few years ago that if we're going to utilize that park to its fullest, whether it be the Parks Department or 00:25:05
rentals. 00:25:09
Or even just general public use that there's some things that need to be cleaned up. 00:25:12
And I recognize. 00:25:16
A lot of people would welcome that immediately to be done and there are others that. 00:25:18
It will not like that at all ever to be done so. 00:25:23
We with Paul and some other folks that were involved in the master plan process with us, put a. 00:25:26
A geese mitigation control plan together. 00:25:32
We want to show the public. 00:25:35
That we are taking a very measured approach, a lot of steps early on. 00:25:37
The only thing that's begun so far is marking off vegetation areas. It's going to be hard for me. I want community park, all of 00:25:41
our parks to look trimmed and nice and clean, but there's going to need to be some vegetation between the lake. 00:25:47
Certain parts of the lake and where the geese are at to help, there's going to be need to be education. 00:25:53

To chase them off and that keeps them from nesting. 00:30:51
But then, you know, later on it may, it may be that some of those keys have to be removed from the park and that's something 00:30:55
that's, you know, that's where the DNR permits come in. 00:30:59

It's a lot of nest management is kind of the biggest thing in the future. 00:31:08
So just making sure that there's not. 00:31:12
Such a big resident population. These are geese that don't migrate. 00:31:13
They're actually a subspecies of Canada geese that really just stay put. 00:31:17
So it's not like we're dealing with geese that come and go. These are these are there. And one of the things about having the. 00:31:21
The non-native geese there, the barnyard geese, is that they just attract more geese. 00:31:26
Because they see it as a favorable place. They see them there and they don't. 00:31:31
They don't even. A lot of those don't even fly a whole lot. They're just there. 00:31:34
So dealing with them first will probably help. 00:31:37
But it's really just trying to get the population a little bit more manageable. We're not trying to get rid of them. 00:31:40
It's not about trying to make it so people can't go out and enjoy the geese, it's just getting it to where it's not such an issue. 00:31:45

But thank you for the opportunity to get before you. We did this last week with the County Council. 00:07:51
This is the culmination of a lot of work by a lot of people and a lot of input as well across our Floyd County communities. 00:07:56
This process began. 00:08:03
About 15 months ago, last May. 00:08:05
Lots of public input questionnaires online. A series of public meetings that were held. 00:08:08
Across the county in different locations. 00:08:14
Some were greatly attended, others not as much, but we always want to put the opportunity out there for people to give their 00:08:16
input. 00:08:20
By the professional input as well about what our county has and needs when it comes to. 00:08:24
Recreational assets. 00:08:29
And for example, we had our big Halloween event in the park. I think 350 plus contacts were made that day alone. 00:08:31
With families coming through to get candy, celebrate the holiday. 00:08:38
And also learn a little bit more about community park. In the new Regional Park. We've had a steering committee which has been 00:08:41
comprised of parks board members, commissioners. 00:08:45
Council people. 00:08:50
Key county officials. 00:08:52
That's been very helpful in leading this cause so far. 00:08:54
As this plan it was approved at the last Parks Board meeting is this plan moves hopefully into action? 00:08:57
We'd like to keep that steering committee going, albeit probably not meet as often, but that way there's a wide range of county 00:09:03
folks that have an opportunity to chime in with the. 00:09:07
With projects and so forth as we go through things. 00:09:12
To set it up before Paul gives you a really brief. 00:09:17
Rundown on both the Regional Park in Georgetown and, of course, Community Park in New Albany. 00:09:19
They're about as opposite as possible. Bob Lane, a new property. 00:09:24
The opportunity to be a really unique park, I think not just for our county but far beyond that. 00:09:28
The opportunity to have some very unique partnerships, perhaps, perhaps in that park as well. 00:09:34
The only piece as you know of that park that's open and operational or the Jensen Nature Trails, which. 00:09:39
Have been a real hit and I think that they will continue to catch on in our community. On the other hand, Sam Peden Community park 00:09:44
if you. 00:09:48
Were born here and raised here. You may have swam there. You may have played soccer there. 00:09:52
You probably have some sort of memory. 00:09:56
Of Sam Pete and Community Park and when the grass. I always say this when the grass is freshly cut. 00:09:58
And the shelters are rented and our pickleball courts are full with leagues. It's still a beautiful place despite its age, but 00:10:04
really there have been no major improvements. 00:10:09
Since it was built other than when something decayed or something really needed attention, so. 00:10:14
It's time. 00:10:19
Widely used. 00:10:22
The parks crew we've had the last three years is. 00:10:23
Really gotten in, added a lot of programming. We used that park all the time. 00:10:26
But it's time to improve that. It's time to look at what the next iteration of that part could be. Maybe for the next 50-60 years. 00:10:30
And so this plan kind of covers both of those things. 00:10:37
I also know that funding, we're probably coming to you with these beautiful plans of what these parks can be. 00:10:41
At a bad time, I'm not sure there is a local government, a good time to talk about big dollars, but. 00:10:47
We know it's, it's a tough time. We do understand this will be phases. You know, we get that. I'm looking at a long term approach 00:10:52
to this. 00:10:56
We've applied for a number of grants. We've already had some success. The first one was the Floyd County. 00:11:01
Legacy Foundation, we're going to do a great improvement to Shelter house #4 we're working with the council hopefully very soon to 00:11:06
get some money to repair the hillside. 00:11:10
Between community park and the 4H which is decaying and really needs to be upgraded and improved. 00:11:15
So a number of things already in motion, a number of other grants that. 00:11:20
We're putting in for and we understand that that's going to be a key part to. 00:11:24
Forward movement here. 00:11:29
The Floyd County Parks Foundation has really been dormant, I'm told, for some time. 00:11:30
We're in the early stages of trying to work with the Community Foundation and stand that organization back up. 00:11:35
I think that especially with community, there's a great tide of the community itself where we can get some private funds perhaps 00:11:41
that could come in to help us there. 00:11:45
So we're looking forward to getting the foundation back and of course, there will be additional ask for public money. I've had 00:11:49
some conversations with some of you and. 00:11:53
Council members about go bond opportunities and things like that, but I'm going to introduce Paul and or have Paul. 00:11:57

All right. Well, thank you all for your time tonight. And I just wanted to hit on some of the highlights of each of these. As Matt 00:12:34
said, you know, Community Park. 00:12:38
Well loved place. 00:12:42
Swimming in the park. 00:12:44
It hasn't really seen a lot of investments. So a lot of the things that we're proposing. 00:12:45
To make improvements to the park. 00:12:49
Are really about reinvesting in this space. It's about bolstering the programming that's already. 00:12:51
Happening there, the great things that are happening with. 00:12:55
Parks programs, but also the. 00:12:58
The pavilions, upgrading the pavilions, new playgrounds, these types of things. 00:13:00
So I'll just walk through some of the high points of this and then we'll talk about the Regional Park. So the first thing is the 00:13:04
entrance off a grant line room. 00:13:07
Rethinking that entrance, trying to get a signalized entrance to the park. 00:13:11
Or in this case, we're showing a roundabout whichever way that were to come to fruition. 00:13:15
Something where we can get a stoplight into the park. And right now we're showing in the in the plan. We've got a couple different 00:13:19
iterations of that. 00:13:22
But here, it's tight in coming off of Walmart, where Walmart's road is, where there's already an existing stop line. 00:13:25
So then. 00:13:31
This is really about reinvesting in the area where the old County Hospital is. 00:13:33
Creating an amazing venue space, it's a great opportunity for a public private partnership. 00:13:37
In this area, somebody to operate and run a great. 00:13:41
A venue space that could have food and beverage, A stage this sort of recreates or. 00:13:44
Brings back the idea of the stage that used to be by Shelter 4. 00:13:50
On the island. 00:13:54
So a great venue space at this entry. 00:13:55
To the park and then wrapping around really bolstering the programming around the around the lake. 00:13:59
So reinvesting in the area where the main playground is a new pavilion on par with what's at Kevin Hammersmith Park. 00:14:03
Probably for both the pavilion. 00:14:10
This sprayground idea. 00:14:12
And then obviously in most areas of the park, new restaurants. 00:14:14
That's really key. All the old restroom buildings are in pretty rough shape and. 00:14:17
They have all old utilities running to them too. Old clay tile pipe, that kind of thing that needs to be redone as well. 00:14:21
So looping around then to the. This is the area that Matt mentioned for the legacy grant. 00:14:27
That was awarded so this we call it the Lakeside Pavilion, but shelter for really looking at. 00:14:33
Immediately making some improvements in this area. 00:14:37
Reworking the bathrooms a little bit. Investments in the pavilion itself. 00:14:40
Some of the areas around it. 00:14:45
And this will be a really transformational because this is an area that's. 00:14:47
Popular but. 00:14:49
It's probably the most tired. If you were to go around there today, the concrete's in bad shape. There's no accessible route to 00:14:51
the pavilion. 00:14:54
Currently today. 00:14:57
So really just kind of bringing, freshening this area up, it's not a total. 00:14:59
Demolish and start over. It's just freshening it up but then also looking for opportunities. 00:15:03
In the future to add things like a boardwalk. 00:15:07
Kayak launch. 00:15:10
Things like that that can bring some new programming. 00:15:11
To that part of the park. 00:15:14
And then the other. 00:15:15
In the main area is cleaning up the lawns kind of those practice field, that practice field area, event lawn area. 00:15:16
Part of that will have to do with geese, which we'll talk about in a little bit. 00:15:23
But just getting that regraded, smoothed out and really making this a great area for sports. 00:15:26
So building on what's already been really successful with the pickleball and some of the leagues. 00:15:31
That Parks is doing. 00:15:36
You know, how can we support that better with some new facilities, new restroom, potentially a locker room? 00:15:37
For example, even the idea of a covered basketball court in the future. 00:15:44
But also it's about improving things like the parking, just kind of reconfiguring the parking areas so that we can accommodate 00:15:47
more people. 00:15:51
And work a little bit better. 00:15:54
And then Matt already mentioned the hillside is underway, so really re engaging with this hillside down to the fairgrounds. 00:15:57
And then the last big piece in the plan as we looked at the 4H4H is. 00:16:04
Role at the fairgrounds and what the fairgrounds is going to look like in the future, and this is really what we talked about a 00:16:09
lot, is the idea that this wants to become. 00:16:13
The Floyd County Fairgrounds at. 00:16:17
Community park, you know, really thinking about how we bring it back into the park or make it really part of the park. 00:16:19
It's always sort of been its own entity. 00:16:24
That was connected to the park, but really making it part of the park. 00:16:26
So bringing in new amenities like a trailhead that can tie into the trail up the hill, nice parking, pavilions. 00:16:29
Those sorts of things, but also just reinvesting in the property itself. 00:16:35
And making it better for parks programming. 00:16:39
So. 00:16:42
When we talk about this one, phasing, as Matt said, it's a lot of phasing. 00:16:43
It's about $25 million of what's been identified here for the whole park, but that is. 00:16:48
The big pick, you know, that's a lot of big moves, right? And that could be done over a very long period of time. 00:16:53
And that's not to say that all of these things have to be done. 00:16:58
Three of these things of the 15 that have been identified were done. It would be a tremendous. 00:17:01
Improvement to the park. 00:17:06
So that's kind of how we tried to think about it. We tried to think about it in chunks. 00:17:07
That made sense. 00:17:11
This first piece is really the hillside. 00:17:13
Doing some basic improvements down at the fairgrounds area. 00:17:15
And then that lakeside shelter, which is already. 00:17:19
Paid for with the grant. 00:17:22
So trying to be strategic about how those things are laid out, but also then when those investments take place. 00:17:23
So for the Regional Park. 00:17:30
You know, the Regional Park, as Matt said, is a very different. 00:17:32
Different thing, but it's really. 00:17:35
We've got the nature preserve on the West side that's already active. 00:17:36
And then we have the Mitch kind of farmstead on the north of the property and then some amenity areas on the South near the 00:17:40
highway. 00:17:43
So trail heads creating a loop trail system around the park. A paved loop is something we heard a lot about from community input. 00:17:47
And then really investing in this kind of. 00:17:55
Central hub area around the Mitch farmstead. The farm properties are. 00:17:57
Historic by Indiana landmarks deemed historic. So reinvesting those, cleaning them up. 00:18:03
And then the idea of an event space, we've talked about this one being a great public private partnership opportunity too for 00:18:08
somebody to operate it as a vendor. 00:18:12
As an event venue. 00:18:16
And then building another programming here, there's still interest or there's been interest all along from 4H. 00:18:18
For bringing some programming out here, we're not really sure what that's going to look like as their organization evolves. 00:18:24
But trying to. 00:18:30
Think about that in this space. 00:18:31
And then other kind of more park like amenities of pond fishing, fishing was something that was mentioned a lot. 00:18:33
Small playground. 00:18:38
And then on the South end of the park, more active. 00:18:40
And we're showing a baseball softball complex here. That's not a given. 00:18:43
That's the best area to layout. 00:18:46
Traditional ball fields, whether that's soccer fields, baseball fields, that sort of thing. 00:18:49
That's really the best area, the flattest piece of the property that works the best. 00:18:53
But also with it kind of being along the Interstate. 00:18:57
Corridor, it's a great space to utilize for those. 00:19:00
More active recreation uses. 00:19:03
And the last piece here is this kind of overlooked pavilion. 00:19:06
And Hilltop. 00:19:09
There's a big hill on the on the site which would be a great overlook, and one thing I failed to mention is that overtime. 00:19:10
The entrance to the park right now would be on the Brooks, the Brookstone end of the park on the West End of the park. 00:19:16
But overtime that would shift and the road would build out. 00:19:21
And tie into the Nova Park Bridge that would ultimately be the the. 00:19:24
The proper entrance to the park. I failed to mention that. 00:19:27
It's really important because it's it's a critical thing with programming. 00:19:30
Any event over a certain size, we're not going to be wanting to send people through the neighborhood. 00:19:33
Out of the park, right, or having to wait for a train So tying into that Nova Park fly over getting people over the train tracks 00:19:38
and out to a. 00:19:42
A crossing is going to be critical in the future for more intensive programming. 00:19:46
In the park. 00:19:50
But it's really envisioned to be a lot more passive and things like trails, mountain bike. We've had some interest from the 00:19:51
mountain biking community to do a small loop. 00:19:54
In the park. 00:19:59
So just kind of building on those types of things. 00:20:00
Now this one is in total about 35 million in improvements. 00:20:02
Not improvements in new infrastructure and most of its infrastructure. 00:20:06
One of the big ones there is probably anywhere from. 00:20:10
You know, 5 to $10 million worth of roads and utility work that need to happen to really make all this come to fruition. So that's 00:20:14
just something to kind of. 00:20:18
I say couch it, I guess in in for this part is there's a lot it's just undeveloped. It's farmland now and and a lot of the 00:20:23
development is involved in. 00:20:27
Getting that connectivity through the park. 00:20:31
And then lastly, you know, as we're kind of thinking about phasing, this one had a. 00:20:33
Pretty sizable first phase that we were initially identified. But the thing I wanted to point out is that. 00:20:37
There's also already been awarded a land and water conservation grant to start doing some of this work. 00:20:42
So that the Jensen trail had set up. The nature preserve is open. 00:20:47
But there's actually federal funds to do. 00:20:51
Some trail work, a Meadow. 00:20:54
And some other improvements that kind of activate down along Georgetown Creek and then up through the middle of the park. 00:20:56
So that's already underway and something that's been awarded. 00:21:02

Intriguing to look at. They're not the final product and it's not locked into a design phase by any means. 00:22:12

There's already been some pathogen testing done in the park just to see if we're dealing with any. 00:29:19

And it goes on the lawn and that helps to kind of keep them for feeding in certain areas. 00:30:40
But then eventually kind of working up things like dogs, some of the animal control folks will run dog. 00:30:45

To chase them off and that keeps them from nesting. 00:30:51
But then, you know, later on it may, it may be that some of those keys have to be removed from the park and that's something 00:30:55
that's, you know, that's where the DNR permits come in. 00:30:59
And then later for for for. A second phase would be more about dealing with the nests. 00:31:03
It's a lot of nest management is kind of the biggest thing in the future. 00:31:08
So just making sure that there's not. 00:31:12
Such a big resident population. These are geese that don't migrate. 00:31:13
They're actually a subspecies of Canada geese that really just stay put. 00:31:17
So it's not like we're dealing with geese that come and go. These are these are there. And one of the things about having the. 00:31:21
The non-native geese there, the barnyard geese, is that they just attract more geese. 00:31:26
Because they see it as a favorable place. They see them there and they don't. 00:31:31
They don't even. A lot of those don't even fly a whole lot. They're just there. 00:31:34
So dealing with them first will probably help. 00:31:37
But it's really just trying to get the population a little bit more manageable. We're not trying to get rid of them. 00:31:40
It's not about trying to make it so people can't go out and enjoy the geese, it's just getting it to where it's not such an issue. 00:31:45
