| And please join me in a moment of silence for individual meditation, prayer, reflection. | 00:00:39 | |
| Just as we get focused on tonight's meeting. | 00:00:45 | |
| All right. Thank you. We did have a sign in sheet. | 00:01:09 | |
| No one signed up to speak on agenda items so. | 00:01:12 | |
| Miss Lockhart and anyone else wishing to speak public comment at the end of the agenda. We'll have time to do that this evening. I | 00:01:16 | |
| will start with old business first. We have the solicitation permit request from Oxy Pest Control. Do we have anyone here from | 00:01:22 | |
| Moxie Pest Control tonight? | 00:01:27 | |
| Yeah, please come up to the podium and. | 00:01:33 | |
| Introduce yourself name and address. | 00:01:36 | |
| OK, my name is Dallin Johnson. | 00:01:44 | |
| Address is. | 00:01:47 | |
| Shelbyville, SO 8567. | 00:01:49 | |
| Mid trail. | 00:01:52 | |
| Midland Trail, Sorry. | 00:01:53 | |
| Shelbyville, KY. | 00:01:56 | |
| OK. Mm-hmm. | 00:01:58 | |
| All right. And you are one of the individuals who is applying for a permit, correct? | 00:02:00 | |
| That's correct. | 00:02:05 | |
| OK, and you're the only person from Moxie here this evening. | 00:02:06 | |
| Yes, OK. I think the three other individuals were Nicholas Hagman. | 00:02:10 | |
| Brian Zollinger and. | 00:02:14 | |
| Bailey, Bruce. Does that sound familiar? | 00:02:16 | |
| Yes, just. | 00:02:19 | |
| Bingham Zollinger and Nick Hagman. | 00:02:21 | |
| Bailey, Bruce. | 00:02:23 | |
| Not required. | 00:02:24 | |
| Anymore. | 00:02:25 | |
| Not required on their part. They're withdrawing the request. | 00:02:27 | |
| OK. | 00:02:30 | |
| All right, all right. | 00:02:33 | |
| Rick, do you have anything to say on the matter? And if not, then? | 00:02:35 | |
| Put it up for the vote. | 00:02:39 | |
| Did did you want to say something about your product and what you're sure you guys have any questions about it? | 00:02:41 | |
| Or no, if you do wish to speak to it, we'll we'll recommend 2 minutes or less on that, Sure. | 00:02:47 | |
| Pretty simple, it's a thoroughly extensive pest control service just like other competitors such as Black Diamond Bright. | 00:02:54 | |
| Orkin, Terminix, a lot of those other guys. | 00:03:02 | |
| Our model, we simply just go door to door for marketing purposes. | 00:03:06 | |
| Logistically easiest to group houses together on the same route in the same day. | 00:03:11 | |
| Cheaper for us, cheaper for the homeowner. | 00:03:15 | |
| We can offer more service for a better price doing it that way versus. | 00:03:18 | |
| Social media ads, billboards, TV commercials. | 00:03:22 | |
| So that's why we simply go door to door. We avoid. | 00:03:25 | |
| No soliciting signs. We respect individuals requests. | 00:03:28 | |
| That way and the no knock list. | 00:03:31 | |
| As well. | 00:03:33 | |
| We also avoid that. | 00:03:35 | |
| We don't like to like. | 00:03:37 | |
| Bombard neighborhoods like. | 00:03:38 | |
| Week over week we simply just go through a neighborhood, typically just like once or twice a summer. | 00:03:40 | |
| Offer our service. They say no. | 00:03:45 | |
| That's that's okay. | 00:03:48 | |
| Move on to the next house. It's not for everyone so. | 00:03:49 | |
| Yeah, it's just a. | 00:03:51 | |
| Usually a quarterly service. | 00:03:52 | |
| Summer, fall, Winter, Spring maintenance. | 00:03:54 | |
| And warranty in between. | 00:03:56 | |
| Pretty simple. So we do the Yard House. | 00:03:58 | |
| Inside and outside. | 00:04:00 | |
| Great. Well, wanted to give you an opportunity to sell your product. This is being streamed so. | 00:04:02 | |
| Yeah, you need me. | 00:04:08 | |
| Susanna will be issuing your permits. | 00:04:13 | |
| Susanna, do you? | 00:04:19 | |
| Touch base with regards to. | 00:04:22 | |
| Finalizing. | 00:04:25 | |
| The permits if the commissioners go ahead and approve. | 00:04:27 | |
| Say, if we vote to approve, I think you could just speak with him in the hallway. That'd be OK. Yeah, Yeah. And then. | 00:04:30 | |
| But I think it's also, since we're streaming a great opportunity to let our. | 00:04:38 | |
| Citizens know how they can get on the no knock list. | 00:04:43 | |
| Which is. | 00:04:46 | |
| By a simple phone call to. | 00:04:48 | |
| Susanna Worrell On our website the number is listed. | 00:04:51 | |
| And that's updated. | 00:04:55 | |
| Continuously so if you want to put your name on there. | 00:04:57 | |
| So that. | 00:05:01 | |
| Don't have solicitors? | 00:05:02 | |
| I think the only solicitor is not. | 00:05:03 | |
| Subject to that are. | 00:05:05 | |
| Politicians. | 00:05:07 | |
| But we honor that anywhere. At least I do so. | 00:05:08 | |
| All right. Any other questions for? | 00:05:12 | |
| Mr. Dallin. | 00:05:15 | |
| Yes. | 00:05:16 | |
| No, no, I look for a motion to approve the permit request for those 3 individuals so moved. | 00:05:17 | |
| 2nd. | 00:05:23 | |
| OK. Motion is second all in favor? | 00:05:24 | |
| Aye. | 00:05:27 | |
| All right, passes, And then Susanna can talk to you about the details. You see her, she'll explain to you. | 00:05:28 | |
| Finalize that, OK. | 00:05:34 | |
| Thank you so much. | 00:05:35 | |
| Thank you. Thank you. County Health Department. Anthony Lieber. | 00:05:36 | |
| So I'm here tonight to present 2 ordinances. The first one is going to be the Retail Food Establishment ordinance. | 00:05:41 | |
| The reason for this being a new ordinance is because. | 00:05:47 | |
| The state Department of Health has revised and passed a new health code. | 00:05:50 | |
| So we needed to update our ordinance to reflect the new health code. | 00:05:54 | |
| There aren't any. | 00:05:58 | |
| Real big changes from the previous ordinance. | 00:05:59 | |
| The only thing I could say that really changed was. | 00:06:03 | |
| The fee structure for follow-ups. | 00:06:06 | |
| Just like the previous one, first follow up screen. | 00:06:08 | |
| The previous ordinance said every follow up after that was at 50%. | 00:06:11 | |
| Of your of your annual permit fee. | 00:06:15 | |
| This one is graduated. Your second follow-up is 50%. | 00:06:18 | |
| Your third follow-up, 75%. Your 4th is 100%. | 00:06:22 | |
| So. | 00:06:26 | |
| And also on the 4th one that would necessitate a meeting with the health department. | 00:06:27 | |
| OK, so. | 00:06:35 | |
| Both of these are. | 00:06:37 | |
| Being driven by Indianapolis then correct the pool ordinance we updated because in the previous years we've seen an increase in | 00:06:39 | |
| follow-ups needed. So when we go to do a pool inspection. | 00:06:43 | |
| We would close the pool. | 00:06:48 | |
| And if they if. | 00:06:50 | |
| And we have to do follow-ups to open it. | 00:06:51 | |
| The cost of the supplies has gone up. | 00:06:53 | |
| So we started looking at others comparable counties. | 00:06:56 | |
| And we raised our feet. | 00:06:59 | |
| Match that. | 00:07:01 | |
| As well as a follow up inspection fee to cover costs. | 00:07:02 | |
| So we calculated it's about $37 for each pool inspection. | 00:07:05 | |
| That's currently so the follow up fee would be $50. | 00:07:09 | |
| And that would allow for a little bit of wiggle room. | 00:07:13 | |
| As the cost of spots. | 00:07:16 | |
| And then the permit fees went from 60. | 00:07:19 | |
| For a yearly to 125 and for a. | 00:07:22 | |
| Six month or less, from 30 to 75. | 00:07:25 | |
| That's for the school. | 00:07:29 | |
| The Bulls, yeah, OK, So my apologies because I drew, I drew us into talking about both of these at the same time and I think. | 00:07:30 | |
| At least from our end, we're going to need to see if there are any questions on an individual so. | 00:07:38 | |
| We we can handle questions during discussion, but. | 00:07:44 | |
| Well, Andrews at the podium or anything. Sorry, at the podium. | 00:07:49 | |
| Questions on either of these? | 00:07:53 | |
| So. | 00:07:55 | |
| I know these salt baths are starting to take. | 00:07:58 | |
| Gain a lot of popularity in the area. Is that covered in this as well or? | 00:08:01 | |
| That should cover everything in that. If not then. | 00:08:05 | |
| There we would obviously have to update, but we also have a state code. | 00:08:08 | |
| As well that we fall back on. | 00:08:12 | |
| And that does address the spots as well. | 00:08:16 | |
| The big thing we've seen is the splash pads and we've only had one of them. | 00:08:19 | |
| And they're in compliance. | 00:08:22 | |
| But that's the big thing, and it's covered in there as well. | 00:08:24 | |
| Do you charge for the splash pad in a public park? | 00:08:28 | |
| So. | 00:08:31 | |
| The public ones. | 00:08:32 | |
| In schools, there is no annual fee on that. | 00:08:34 | |
| There would only be from my understanding. | 00:08:37 | |
| Correct me if I'm wrong, Rick. | 00:08:40 | |
| If they're necessitated to follow up. | 00:08:41 | |
| Then there would be a fee. | 00:08:44 | |
| How many? How many pools do you fill or. | 00:08:51 | |
| Or that are covered in this ordinance that you all inspects? | 00:08:53 | |
| On a yearly basis. | 00:08:56 | |
| Want to say we're up to about 25? | 00:08:58 | |
| 25, yeah. | 00:09:01 | |
| Now. | 00:09:03 | |
| Some of those are there is no fee like you know the YMCA. | 00:09:04 | |
| In the schools, but we found the previous couple of years as there were a couple of hotels. | 00:09:08 | |
| That we had some issues with one of them we had to. | 00:09:14 | |
| Do I think at least 12 follow-ups in the year to try to get the reopen? | 00:09:17 | |
| And they just would never pass. | 00:09:21 | |
| You tell them how to get compliance, you get called to come back out. | 00:09:22 | |
| They would pass and something that. | 00:09:25 | |
| That adds up at $37 a bottle. | 00:09:27 | |
| I understand that. | 00:09:30 | |
| And people that use those apps. | 00:09:35 | |
| And uh. | 00:09:38 | |
| People rent their houses. | 00:09:39 | |
| And they have a pool. | 00:09:41 | |
| For example, that would be. | 00:09:42 | |
| Semi private. | 00:09:44 | |
| So that that would. | 00:09:46 | |
| Fall under this and the last time we looked there was. | 00:09:47 | |
| I believe it was. | 00:09:52 | |
| Seven Airbnb's. | 00:09:54 | |
| Only one of them had a pool, but they didn't meet the requirement for testing for the state rule. | 00:09:56 | |
| So it's it's based on the the. | 00:10:02 | |
| Number of times it's occupied in the number of days occupied. | 00:10:06 | |
| And then the homeowners can also. | 00:10:10 | |
| Not allow the occupants to use their pool as well. | 00:10:13 | |
| That's an option. | 00:10:16 | |
| As far as the pool ordinance goes, not a lot changed on it other than. | 00:10:19 | |
| Increasing the fees and adding. | 00:10:23 | |
| The fee for plan review. So just much like a restaurant, somebody applies, we have to get it. | 00:10:26 | |
| Packet that they fill out, review everything, get it to Homeland Security. | 00:10:31 | |
| Get the OK. | 00:10:35 | |
| And then the other one was the following one. | 00:10:36 | |
| And those those fees are comparable to? | 00:10:38 | |
| Similar size counties necessarily. | 00:10:40 | |
| OK again. | 00:10:47 | |
| There are no other questions. | 00:10:49 | |
| He's been. | 00:10:53 | |
| Yeah, I'll make a motion to pass with unanimous consent, Floyd County Ordinance 2025-18, which is the Floyd County Retail, Food | 00:10:54 | |
| Establishment and Bed and Breakfast Establishment Ordinance. | 00:11:00 | |
| I'll second. | 00:11:07 | |
| We have a motion to 2nd any further discussion or questions for Mr. Lieber at this point. | 00:11:08 | |
| All in favor, aye? | 00:11:14 | |
| Aye, aye. | 00:11:16 | |
| All right. | 00:11:22 | |
| And we'll look for similar. | 00:11:23 | |
| Motion to bring forward Floyd County Ordinance, 2025-19. | 00:11:27 | |
| OK. So I'm not hearing a motion at present. | 00:11:35 | |
| Is there a concern that we can take back to the health department? | 00:11:38 | |
| Regards to that. | 00:11:41 | |
| I'm just. | 00:11:44 | |
| I'm just wanting to look through this just real quick home last time before. | 00:11:44 | |
| OK. | 00:11:48 | |
| Do you know what happens to the money that you collect? | 00:11:58 | |
| The fees for the pool, do you know what happens? | 00:12:03 | |
| To that money. | 00:12:07 | |
| And go in a certain fund. | 00:12:09 | |
| Or. | 00:12:11 | |
| That would be Charlotte knows a little bit more about the finances. If you didn't know, that's fine. | 00:12:12 | |
| I didn't know if you were aware of it. I'm not sure which one. My concern is that we're feeding people to death out here. So | 00:12:16 | |
| right. | 00:12:20 | |
| That's my only concern. | 00:12:24 | |
| And so we, like I said, we tried to build it, we calculated the average cost and that's just if we test it once, we could go out | 00:12:25 | |
| and have to test it twice. | 00:12:29 | |
| And the cost of supplies has only gone up. So that's. | 00:12:33 | |
| Follow up, we figured it's about 37 bucks. | 00:12:35 | |
| That's what $13 room for buffer for price increases. | 00:12:38 | |
| Yeah, that was the main concern, I think we calculated. | 00:12:42 | |
| At least. | 00:12:46 | |
| $1000 last year. | 00:12:48 | |
| Just in supplies. | 00:12:50 | |
| If not more because we just. | 00:12:52 | |
| Based on doing testing, 1 per follow up visit. | 00:12:54 | |
| You know my thoughts on this is. | 00:12:58 | |
| I understand the public pools. I understand the hotel pools. | 00:13:01 | |
| And I I kind of understand the semi private pool, but I have a real problem with sending people on the people's private property. | 00:13:05 | |
| To do these types of inspections I would just like a little more. | 00:13:12 | |
| Any of those, like I said, in the area? | 00:13:15 | |
| It would be something where if they. | 00:13:18 | |
| We haven't had to address it yet because we just did a survey. | 00:13:20 | |
| To see if the Airbnb is. | 00:13:23 | |
| Would require follow-ups and none of them do. | 00:13:25 | |
| So this doesn't really affect anybodies private. | 00:13:30 | |
| Who in their yard? | 00:13:33 | |
| It would only be like in that instance, it would only be. | 00:13:35 | |
| If they. | 00:13:38 | |
| You know, we see, hey, there's an Airbnb and we've only surveyed them. | 00:13:39 | |
| Once or twice to see. | 00:13:43 | |
| And just determine that there's not really anybody that we know of an area doing that. | 00:13:45 | |
| And so it would only be if they're operating. | 00:13:50 | |
| As the like the Airbnb or VRBO. | 00:13:52 | |
| But to our knowledge, we don't have any. | 00:13:55 | |
| OK, I'll make a motion to. | 00:13:57 | |
| Accept the ordinance. | 00:14:01 | |
| 20/25/19 then as written. | 00:14:03 | |
| With unanimous consent. | 00:14:07 | |
| With unanimous consent, then I'll second. | 00:14:08 | |
| Thank you. | 00:14:10 | |
| I have a motion and a second. | 00:14:11 | |
| All in favor. | 00:14:14 | |
| Aye, aye, aye. | 00:14:15 | |
| All right. Thank you. I think you had one. | 00:14:17 | |
| Other item. | 00:14:20 | |
| On the off chance that you might want to go somewhere else, I'm going to go ahead and bump you up to the next tier on the. | 00:14:22 | |
| MOU agreement with Clark County Health Department. | 00:14:29 | |
| Yes. So State Department of Health provides us with what's called an XRF lead paint analyzer. | 00:14:31 | |
| So it's like a little gun we walk up to the wall, we can test to see if there's a presence of lead paint. | 00:14:36 | |
| We would do this once we get involved with the child with the elevated blood lead level. | 00:14:41 | |
| And they give it to us at no cost. But part of it is. | 00:14:45 | |
| We can house it at the health department, but if any surrounding counties need to use it, we have to let them use it. And part of | 00:14:49 | |
| MOU with the state is we have to have an MOU with that account. | 00:14:53 | |
| And Clark County has been the only one that's wanting to borrow this book. | 00:14:59 | |
| OK. Any questions regarding that? | 00:15:02 | |
| Proposed MOU? No, I'll make the motion to approve the MOU. | 00:15:06 | |
| Yeah, I second that. | 00:15:09 | |
| All in favor, aye? | 00:15:11 | |
| Thank you. Thank you for your time. Thanks. | 00:15:13 | |
| Anthem. | 00:15:15 | |
| All right, at this point, we're going to be accepting bids on the Floyd County Government Center. | 00:15:17 | |
| We're going to be opening those and cataloging those. Do we have anyone else in the? | 00:15:23 | |
| Room tonight. Who would like to submit a bid at this hour? | 00:15:29 | |
| OK. | 00:15:33 | |
| Alright. | 00:15:37 | |
| This one does not have 4. | 00:15:40 | |
| It looks like it. | 00:15:42 | |
| That's the mystery one. | 00:15:44 | |
| Like there might be a couple Mr. Rings. I'll I'll let you know as soon as opening here. | 00:15:47 | |
| So the very first bid is from. | 00:15:51 | |
| Overflow Service LLC is that Overflow Service LLC? | 00:15:56 | |
| I don't see. | 00:16:01 | |
| It's not flagged. | 00:16:09 | |
| Should probably have them like have. | 00:16:27 | |
| One red sheet. | 00:16:29 | |
| That we can pull out there that has the flag. Yeah. I don't see a flag. | 00:16:31 | |
| All right, so. | 00:16:47 | |
| Again, that was overflow. | 00:16:49 | |
| Service LLC. | 00:16:51 | |
| For $471,599. | 00:16:53 | |
| Sure. | 00:17:06 | |
| This is from Overflow Service LLC as well. | 00:17:27 | |
| OK, must have got 2 coffees. Yeah, yeah. | 00:17:31 | |
| It is for the same price, yeah. | 00:17:41 | |
| Segment. | 00:17:43 | |
| Total three bids. | 00:17:45 | |
| The most recent? | 00:17:50 | |
| Next bit is from Shire. | 00:17:53 | |
| All right, Shire Minute. | 00:18:51 | |
| $415,000. | 00:18:53 | |
| And the final bit is from Martin Construction Company. | 00:19:05 | |
| Give this job to get the biggest thumbs, yeah? | 00:19:35 | |
| Really like the suspense. | 00:19:39 | |
| This accomplished drum roll. | 00:19:42 | |
| I can't. | 00:19:51 | |
| 6. | 00:19:58 | |
| Yeah, I know. | 00:20:04 | |
| All right, $399,000. | 00:20:26 | |
| For. | 00:20:29 | |
| Yeah. | 00:20:32 | |
| All right. I'll look for a motion to take these under advisement, so moved. | 00:20:37 | |
| Second, all in favor? | 00:20:41 | |
| All right. Thank you very much. | 00:20:44 | |
| Forward to. | 00:20:47 | |
| We're using those greater detail. | 00:20:50 | |
| Chief Operations Officer Nick Creeby. | 00:20:53 | |
| Good evening. | 00:20:57 | |
| I have an allowance adjustment for the red wire building. | 00:20:58 | |
| This is adjustment #2. | 00:21:02 | |
| This was reviewed and approved. | 00:21:05 | |
| By the Redevelopment Commission earlier today, the amount is an additional $8519. | 00:21:07 | |
| This is accounted for in the contingency expenses for the project. | 00:21:16 | |
| Looking for your approval for that. | 00:21:21 | |
| Make a motion for approval on. | 00:21:26 | |
| The allowance adjustment for. | 00:21:28 | |
| Sharman on Nova Park. | 00:21:31 | |
| I'll second. | 00:21:33 | |
| I have a motion and a second. All in favor, aye. | 00:21:34 | |
| Aye, aye. | 00:21:37 | |
| Thank you. | 00:21:39 | |
| All right, a community corrections director. | 00:21:42 | |
| Is rice here or I've told him I would take care of it. He had. | 00:21:45 | |
| Somewhere else to be today. | 00:21:48 | |
| Basically community corrections. | 00:21:51 | |
| Is umm. | 00:21:55 | |
| Looking for permission to carry their firearms in the judicial building. | 00:21:57 | |
| And apparently that's been the. | 00:22:03 | |
| Way that they've done it in the past, whenever they change employees, they want to update that list. | 00:22:08 | |
| So this resolution. | 00:22:14 | |
| Just allows them to continue to carry their firearms in the judicial building. | 00:22:17 | |
| And they need our approval and it's an updated list of employees. | 00:22:23 | |
| So I'll make a motion for approval of the resolution 20/25/17. | 00:22:27 | |
| For community corrections, I'll second. | 00:22:33 | |
| Motion is second all in favor, aye. | 00:22:35 | |
| Aye, all right, that passes as well. | 00:22:38 | |
| Does anyone hear from the Sheriff's Department tonight on this MOU? | 00:22:42 | |
| Stan, you want to. | 00:22:48 | |
| I mean, it's pretty straightforward. I could also. You're already halfway here though, so I'll, I'll let you. | 00:22:50 | |
| This, this was the exploration. | 00:23:01 | |
| Excuse me of trying to head off some of the expenses for pretrial inmates that are housed in the Floyd County Jail. Medical | 00:23:04 | |
| expenses. | 00:23:08 | |
| I spoke with Mr. Fox. You had asked me to reach out to assured partners, which I did. | 00:23:12 | |
| It seems as if it was been a significant period. | 00:23:18 | |
| Ago umm. | 00:23:21 | |
| They've kind of pushed it off. | 00:23:22 | |
| Time and time again they asked me to send them the HP Freedom packet that we received. | 00:23:24 | |
| So that they could construct something that would resemble. | 00:23:30 | |
| What HP was offering. | 00:23:34 | |
| We still the Sheriff's Office, as far as I know is still not heard anything back. | 00:23:37 | |
| At this particular point. | 00:23:41 | |
| And I think that Sheriff Bush's request here tonight is to. | 00:23:43 | |
| Request other commissioners to allow him to go ahead and sign this MOU. | 00:23:47 | |
| It's of no financial. | 00:23:52 | |
| Our lengthy obligation. I think Mr. Fox could attest to that. | 00:23:54 | |
| On behalf of the Fort County Sheriff's Office nor the Floyd County. | 00:23:58 | |
| Commissioners or Floyd County government? | 00:24:02 | |
| It's an obligation, more so on behalf of. | 00:24:05 | |
| HP Freedom. | 00:24:10 | |
| They are just. | 00:24:11 | |
| Assisting us with the application process. | 00:24:12 | |
| So that inmates could pretrial inmates could apply for. | 00:24:15 | |
| Medical insurance. | 00:24:20 | |
| Which could be applied. | 00:24:22 | |
| To their incarceration period up to the point of where they become sentenced. | 00:24:23 | |
| They will also be allowed to carry this insurance into. | 00:24:29 | |
| Their regular life or normal life upon. | 00:24:33 | |
| Release so sheriff is just. | 00:24:36 | |
| I believe he's just asking for the. | 00:24:38 | |
| Ability to just sign this so that we could get something in place. | 00:24:40 | |
| To move forward in this process. | 00:24:45 | |
| So do you know? | 00:24:48 | |
| Who's paying for that? | 00:24:51 | |
| The pretrial inmate. | 00:24:53 | |
| Or. | 00:24:54 | |
| Soft Medicaid or who? | 00:24:56 | |
| Yeah, it apparently there is a gap in. | 00:24:59 | |
| Obamacare. Yeah, that allows this. | 00:25:03 | |
| Process to operate officially. | 00:25:07 | |
| For pre trials. | 00:25:10 | |
| Because obviously once they become incarcerated, they lose Medicare, Medicaid, they just completely goes away. | 00:25:11 | |
| But there's a gap that apparently HP Freedom has identified. | 00:25:17 | |
| A legal gap that has allowed them the opportunity to offer or accept an application for. | 00:25:21 | |
| And if they qualify and I'm not sure what the qualifications are. | 00:25:27 | |
| It will allow pre trial inmates. | 00:25:31 | |
| Accept this coverage. | 00:25:34 | |
| And then again they are evaluated based on their income status if there is any type of a. | 00:25:35 | |
| Copay. | 00:25:41 | |
| Monthly premium. | 00:25:43 | |
| What I've been assured by Larry Covington of HP Freedom is. | 00:25:44 | |
| That that in 99% of the cases is a 0 cost to the inmates. | 00:25:48 | |
| So. | 00:25:54 | |
| The obvious advantage here is with the hospital expiring, the contract expiring we're. | 00:25:56 | |
| The Sheriff's Office will have to pick up the. | 00:26:01 | |
| Medical costs. | 00:26:05 | |
| For that, and this also helped cover pharmaceuticals. | 00:26:06 | |
| So if we were to hit, you know, some. | 00:26:10 | |
| Heavy priced pharmaceuticals. | 00:26:13 | |
| That we couldn't get mitigated down this insurance could also. | 00:26:15 | |
| Shore up some of those expenses. | 00:26:20 | |
| OK. Thank you. | 00:26:23 | |
| Thank you for that information and. | 00:26:24 | |
| I'll make a motion that we approve the MOU with. | 00:26:26 | |
| HP Freedom. | 00:26:31 | |
| I'll second. | 00:26:33 | |
| Motion is second all in favor, aye. | 00:26:34 | |
| Thank you very much. Thanks, Dan. | 00:26:37 | |
| Jason, did you want to take an introduction? | 00:26:41 | |
| Yeah. | 00:26:43 | |
| Mr. Main, can you come up to the podium? | 00:26:44 | |
| Yes, Sir. | 00:26:46 | |
| So as many of you may or may not have known. | 00:26:50 | |
| Our longtime friend and road department Superintendent Ronnie Tool has. | 00:26:53 | |
| Retired and. | 00:26:58 | |
| You know, uh, uh. | 00:27:00 | |
| We've hired a new. | 00:27:01 | |
| Road Superintendent, and that is. | 00:27:03 | |
| Mr. Main, Mr. Main, would you like to introduce yourself to? | 00:27:05 | |
| The people fully can. | 00:27:08 | |
| My name is Sydney, Maine. | 00:27:09 | |
| I don't know a whole lot to tell you about this. | 00:27:12 | |
| My wife from New Albany, that's how I ended up here. | 00:27:17 | |
| Like, you know, it's not in the contract that you have to come to these meetings. | 00:27:21 | |
| No, Sir, but I think. | 00:27:25 | |
| Well, it's good to see you and you know you've had. | 00:27:28 | |
| 10 days on the job now. | 00:27:30 | |
| 14-6 days in the seat yesterday since last Monday. | 00:27:32 | |
| Alright, alright. | 00:27:36 | |
| Well, winter is coming. | 00:27:38 | |
| Winter's go. | 00:27:39 | |
| Can't wait. You can't. | 00:27:41 | |
| All right. Thank you for helping me. | 00:27:44 | |
| It's all opportunity to put a face with a name, so it's all opportunity you're on. | 00:27:45 | |
| Your live stream so you can turn around, smile to the camera. | 00:27:50 | |
| Sell some pesticides. | 00:27:57 | |
| Any board and committee reports tonight? | 00:28:00 | |
| All right. I'll look for approval of Commissioners meeting minutes for July 1, 2025. | 00:28:04 | |
| So moved. | 00:28:10 | |
| Second all in favor, aye. | 00:28:11 | |
| Aye, and approval of payroll and claims as submitted by the Auditor's office. | 00:28:14 | |
| Earlier in the week. | 00:28:18 | |
| Motion to approve. | 00:28:20 | |
| Have a motion to approve. | 00:28:21 | |
| Second. Second. All in favor. | 00:28:24 | |
| Aye, aye, All right. Our next meeting will be Tuesday, August 5th, 2025 at 6:00 PM. Do we have any government officials who would | 00:28:26 | |
| like to make public comment tonight? | 00:28:30 | |
| Real. | 00:28:36 | |
| All right, slow Newsday. | 00:28:38 | |
| Go to public comment. We had one. | 00:28:40 | |
| Susan Lockhart. | 00:28:44 | |
| And I don't. | 00:28:49 | |
| Do we have anybody else who'd like to speak tonight for the show of hands? | 00:28:50 | |
| We'll give you 4 minutes. And how's that? I don't know if you guys are who I need to address. This is about the Floyd County Solid | 00:28:55 | |
| Waste Management. | 00:29:00 | |
| Decision that was made last week. | 00:29:04 | |
| And I had, I had some questions on that. | 00:29:08 | |
| OK. So this is not Q&A, this is a public. | 00:29:11 | |
| Meeting. If you'd like to have QA with any of us afterwards, we're happy to hang around to do that. | 00:29:14 | |
| The commissioners already voted in favor of dissolution of that. | 00:29:19 | |
| So we will not be voting on that again. | 00:29:23 | |
| For another 180 some odd days. | 00:29:25 | |
| The council had a preliminary vote. | 00:29:28 | |
| In favor of dissolution, they have another second vote that will be taking place. This. | 00:29:31 | |
| Friday, correct? | 00:29:35 | |
| At the 10:00. | 00:29:37 | |
| Joint meeting in this room. | 00:29:39 | |
| So there will probably be time for public comment before that vote. Well, I do have a public comment and that is. | 00:29:41 | |
| If there was no comparison. | 00:29:49 | |
| To a new company. | 00:29:52 | |
| My. | 00:29:55 | |
| Statement is. | 00:29:57 | |
| There was no way to make a value proposition. | 00:29:59 | |
| If you don't have anything to base it on. | 00:30:03 | |
| It seems like I know there's apple to oranges comparison. | 00:30:06 | |
| But if you have apple to air. | 00:30:10 | |
| Comparison. | 00:30:12 | |
| There was no other There was no one to compare the prices, products and services with. | 00:30:14 | |
| And I'm thinking that. | 00:30:21 | |
| You can't bring in a new company. | 00:30:24 | |
| And compare it to the old company. | 00:30:27 | |
| Unless there's something to compare it to. | 00:30:29 | |
| And also was wondering when are the open bids? | 00:30:33 | |
| Going to be put on the website so we can see those. | 00:30:37 | |
| Because it's it's not. | 00:30:42 | |
| Our meeting will wrap in a minute. I'm happy to sit down and talk with you about those questions. That might be the best thing and | 00:30:45 | |
| also, you know, when there is a full. | 00:30:49 | |
| Commissioners meeting like there was last week. | 00:30:54 | |
| That that would be a good. | 00:30:57 | |
| Good time to maybe have some more questions at that point. | 00:30:59 | |
| But yeah, I can stick around. | 00:31:03 | |
| I have some questions. | 00:31:04 | |
| All right. | 00:31:06 | |
| No one knows for public comment tonight. | 00:31:08 | |
| I'll look for a motion to adjourn, so moved. | 00:31:11 | |
| 2nd. | 00:31:13 | |
| All right. | 00:31:22 |

| Just as we get focused on tonight's meeting. | 00:00:45 | |
| All right. Thank you. We did have a sign in sheet. | 00:01:09 | |
| No one signed up to speak on agenda items so. | 00:01:12 | |
| Miss Lockhart and anyone else wishing to speak public comment at the end of the agenda. We'll have time to do that this evening. I | 00:01:16 | |
| will start with old business first. We have the solicitation permit request from Oxy Pest Control. Do we have anyone here from | 00:01:22 | |
| Moxie Pest Control tonight? | 00:01:27 | |
| Yeah, please come up to the podium and. | 00:01:33 | |
| Introduce yourself name and address. | 00:01:36 | |
| OK, my name is Dallin Johnson. | 00:01:44 | |
| Address is. | 00:01:47 | |
| Shelbyville, SO 8567. | 00:01:49 | |
| Mid trail. | 00:01:52 | |
| Midland Trail, Sorry. | 00:01:53 | |
| Shelbyville, KY. | 00:01:56 | |
| OK. Mm-hmm. | 00:01:58 | |
| All right. And you are one of the individuals who is applying for a permit, correct? | 00:02:00 | |
| That's correct. | 00:02:05 | |
| OK, and you're the only person from Moxie here this evening. | 00:02:06 | |
| Yes, OK. I think the three other individuals were Nicholas Hagman. | 00:02:10 | |
| Brian Zollinger and. | 00:02:14 | |
| Bailey, Bruce. Does that sound familiar? | 00:02:16 | |
| Yes, just. | 00:02:19 | |
| Bingham Zollinger and Nick Hagman. | 00:02:21 | |
| Bailey, Bruce. | 00:02:23 | |
| Not required. | 00:02:24 | |
| Anymore. | 00:02:25 | |
| Not required on their part. They're withdrawing the request. | 00:02:27 | |
| OK. | 00:02:30 | |
| All right, all right. | 00:02:33 | |
| Rick, do you have anything to say on the matter? And if not, then? | 00:02:35 | |
| Put it up for the vote. | 00:02:39 | |
| Did did you want to say something about your product and what you're sure you guys have any questions about it? | 00:02:41 | |
| Or no, if you do wish to speak to it, we'll we'll recommend 2 minutes or less on that, Sure. | 00:02:47 | |
| Pretty simple, it's a thoroughly extensive pest control service just like other competitors such as Black Diamond Bright. | 00:02:54 | |
| Orkin, Terminix, a lot of those other guys. | 00:03:02 | |
| Our model, we simply just go door to door for marketing purposes. | 00:03:06 | |
| Logistically easiest to group houses together on the same route in the same day. | 00:03:11 | |
| Cheaper for us, cheaper for the homeowner. | 00:03:15 | |
| We can offer more service for a better price doing it that way versus. | 00:03:18 | |
| Social media ads, billboards, TV commercials. | 00:03:22 | |
| So that's why we simply go door to door. We avoid. | 00:03:25 | |
| No soliciting signs. We respect individuals requests. | 00:03:28 | |
| That way and the no knock list. | 00:03:31 | |
| As well. | 00:03:33 | |
| We also avoid that. | 00:03:35 | |
| We don't like to like. | 00:03:37 | |
| Bombard neighborhoods like. | 00:03:38 | |
| Week over week we simply just go through a neighborhood, typically just like once or twice a summer. | 00:03:40 | |
| Offer our service. They say no. | 00:03:45 | |
| That's that's okay. | 00:03:48 | |
| Move on to the next house. It's not for everyone so. | 00:03:49 | |
| Yeah, it's just a. | 00:03:51 | |
| Usually a quarterly service. | 00:03:52 | |
| Summer, fall, Winter, Spring maintenance. | 00:03:54 | |
| And warranty in between. | 00:03:56 | |
| Pretty simple. So we do the Yard House. | 00:03:58 | |
| Inside and outside. | 00:04:00 | |
| Great. Well, wanted to give you an opportunity to sell your product. This is being streamed so. | 00:04:02 | |
| Yeah, you need me. | 00:04:08 | |
| Susanna will be issuing your permits. | 00:04:13 | |
| Susanna, do you? | 00:04:19 | |
| Touch base with regards to. | 00:04:22 | |
| Finalizing. | 00:04:25 | |
| The permits if the commissioners go ahead and approve. | 00:04:27 | |
| Say, if we vote to approve, I think you could just speak with him in the hallway. That'd be OK. Yeah, Yeah. And then. | 00:04:30 | |
| But I think it's also, since we're streaming a great opportunity to let our. | 00:04:38 | |
| Citizens know how they can get on the no knock list. | 00:04:43 | |
| Which is. | 00:04:46 | |
| By a simple phone call to. | 00:04:48 | |
| Susanna Worrell On our website the number is listed. | 00:04:51 | |
| And that's updated. | 00:04:55 | |
| Continuously so if you want to put your name on there. | 00:04:57 | |
| So that. | 00:05:01 | |
| Don't have solicitors? | 00:05:02 | |
| I think the only solicitor is not. | 00:05:03 | |
| Subject to that are. | 00:05:05 | |
| Politicians. | 00:05:07 | |
| But we honor that anywhere. At least I do so. | 00:05:08 | |
| All right. Any other questions for? | 00:05:12 | |
| Mr. Dallin. | 00:05:15 | |
| Yes. | 00:05:16 | |
| No, no, I look for a motion to approve the permit request for those 3 individuals so moved. | 00:05:17 | |
| 2nd. | 00:05:23 | |
| OK. Motion is second all in favor? | 00:05:24 | |
| Aye. | 00:05:27 | |
| All right, passes, And then Susanna can talk to you about the details. You see her, she'll explain to you. | 00:05:28 | |
| Finalize that, OK. | 00:05:34 | |
| Thank you so much. | 00:05:35 | |
| Thank you. Thank you. County Health Department. Anthony Lieber. | 00:05:36 | |
| So I'm here tonight to present 2 ordinances. The first one is going to be the Retail Food Establishment ordinance. | 00:05:41 | |
| The reason for this being a new ordinance is because. | 00:05:47 | |
| The state Department of Health has revised and passed a new health code. | 00:05:50 | |
| So we needed to update our ordinance to reflect the new health code. | 00:05:54 | |
| There aren't any. | 00:05:58 | |
| Real big changes from the previous ordinance. | 00:05:59 | |
| The only thing I could say that really changed was. | 00:06:03 | |
| The fee structure for follow-ups. | 00:06:06 | |
| Just like the previous one, first follow up screen. | 00:06:08 | |
| The previous ordinance said every follow up after that was at 50%. | 00:06:11 | |
| Of your of your annual permit fee. | 00:06:15 | |
| This one is graduated. Your second follow-up is 50%. | 00:06:18 | |
| Your third follow-up, 75%. Your 4th is 100%. | 00:06:22 | |
| So. | 00:06:26 | |
| And also on the 4th one that would necessitate a meeting with the health department. | 00:06:27 | |
| OK, so. | 00:06:35 | |
| Both of these are. | 00:06:37 | |
| Being driven by Indianapolis then correct the pool ordinance we updated because in the previous years we've seen an increase in | 00:06:39 | |
| follow-ups needed. So when we go to do a pool inspection. | 00:06:43 | |
| We would close the pool. | 00:06:48 | |
| And if they if. | 00:06:50 | |
| And we have to do follow-ups to open it. | 00:06:51 | |
| The cost of the supplies has gone up. | 00:06:53 | |
| So we started looking at others comparable counties. | 00:06:56 | |
| And we raised our feet. | 00:06:59 | |
| Match that. | 00:07:01 | |
| As well as a follow up inspection fee to cover costs. | 00:07:02 | |
| So we calculated it's about $37 for each pool inspection. | 00:07:05 | |
| That's currently so the follow up fee would be $50. | 00:07:09 | |
| And that would allow for a little bit of wiggle room. | 00:07:13 | |
| As the cost of spots. | 00:07:16 | |
| And then the permit fees went from 60. | 00:07:19 | |
| For a yearly to 125 and for a. | 00:07:22 | |
| Six month or less, from 30 to 75. | 00:07:25 | |
| That's for the school. | 00:07:29 | |
| The Bulls, yeah, OK, So my apologies because I drew, I drew us into talking about both of these at the same time and I think. | 00:07:30 | |
| At least from our end, we're going to need to see if there are any questions on an individual so. | 00:07:38 | |
| We we can handle questions during discussion, but. | 00:07:44 | |
| Well, Andrews at the podium or anything. Sorry, at the podium. | 00:07:49 | |
| Questions on either of these? | 00:07:53 | |
| So. | 00:07:55 | |
| I know these salt baths are starting to take. | 00:07:58 | |
| Gain a lot of popularity in the area. Is that covered in this as well or? | 00:08:01 | |
| That should cover everything in that. If not then. | 00:08:05 | |
| There we would obviously have to update, but we also have a state code. | 00:08:08 | |
| As well that we fall back on. | 00:08:12 | |
| And that does address the spots as well. | 00:08:16 | |
| The big thing we've seen is the splash pads and we've only had one of them. | 00:08:19 | |
| And they're in compliance. | 00:08:22 | |
| But that's the big thing, and it's covered in there as well. | 00:08:24 | |
| Do you charge for the splash pad in a public park? | 00:08:28 | |
| So. | 00:08:31 | |
| The public ones. | 00:08:32 | |
| In schools, there is no annual fee on that. | 00:08:34 | |
| There would only be from my understanding. | 00:08:37 | |
| Correct me if I'm wrong, Rick. | 00:08:40 | |
| If they're necessitated to follow up. | 00:08:41 | |
| Then there would be a fee. | 00:08:44 | |
| How many? How many pools do you fill or. | 00:08:51 | |
| Or that are covered in this ordinance that you all inspects? | 00:08:53 | |
| On a yearly basis. | 00:08:56 | |
| Want to say we're up to about 25? | 00:08:58 | |
| 25, yeah. | 00:09:01 | |
| Now. | 00:09:03 | |
| Some of those are there is no fee like you know the YMCA. | 00:09:04 | |
| In the schools, but we found the previous couple of years as there were a couple of hotels. | 00:09:08 | |
| That we had some issues with one of them we had to. | 00:09:14 | |
| Do I think at least 12 follow-ups in the year to try to get the reopen? | 00:09:17 | |
| And they just would never pass. | 00:09:21 | |
| You tell them how to get compliance, you get called to come back out. | 00:09:22 | |
| They would pass and something that. | 00:09:25 | |
| That adds up at $37 a bottle. | 00:09:27 | |
| I understand that. | 00:09:30 | |
| And people that use those apps. | 00:09:35 | |
| And uh. | 00:09:38 | |
| People rent their houses. | 00:09:39 | |
| And they have a pool. | 00:09:41 | |
| For example, that would be. | 00:09:42 | |
| Semi private. | 00:09:44 | |
| So that that would. | 00:09:46 | |
| Fall under this and the last time we looked there was. | 00:09:47 | |
| I believe it was. | 00:09:52 | |
| Seven Airbnb's. | 00:09:54 | |
| Only one of them had a pool, but they didn't meet the requirement for testing for the state rule. | 00:09:56 | |
| So it's it's based on the the. | 00:10:02 | |
| Number of times it's occupied in the number of days occupied. | 00:10:06 | |
| And then the homeowners can also. | 00:10:10 | |
| Not allow the occupants to use their pool as well. | 00:10:13 | |
| That's an option. | 00:10:16 | |
| As far as the pool ordinance goes, not a lot changed on it other than. | 00:10:19 | |
| Increasing the fees and adding. | 00:10:23 | |
| The fee for plan review. So just much like a restaurant, somebody applies, we have to get it. | 00:10:26 | |
| Packet that they fill out, review everything, get it to Homeland Security. | 00:10:31 | |
| Get the OK. | 00:10:35 | |
| And then the other one was the following one. | 00:10:36 | |
| And those those fees are comparable to? | 00:10:38 | |
| Similar size counties necessarily. | 00:10:40 | |
| OK again. | 00:10:47 | |
| There are no other questions. | 00:10:49 | |
| He's been. | 00:10:53 | |
| Yeah, I'll make a motion to pass with unanimous consent, Floyd County Ordinance 2025-18, which is the Floyd County Retail, Food | 00:10:54 | |
| Establishment and Bed and Breakfast Establishment Ordinance. | 00:11:00 | |
| I'll second. | 00:11:07 | |
| We have a motion to 2nd any further discussion or questions for Mr. Lieber at this point. | 00:11:08 | |
| All in favor, aye? | 00:11:14 | |
| Aye, aye. | 00:11:16 | |
| All right. | 00:11:22 | |
| And we'll look for similar. | 00:11:23 | |
| Motion to bring forward Floyd County Ordinance, 2025-19. | 00:11:27 | |
| OK. So I'm not hearing a motion at present. | 00:11:35 | |
| Is there a concern that we can take back to the health department? | 00:11:38 | |
| Regards to that. | 00:11:41 | |
| I'm just. | 00:11:44 | |
| I'm just wanting to look through this just real quick home last time before. | 00:11:44 | |
| OK. | 00:11:48 | |
| Do you know what happens to the money that you collect? | 00:11:58 | |
| The fees for the pool, do you know what happens? | 00:12:03 | |
| To that money. | 00:12:07 | |
| And go in a certain fund. | 00:12:09 | |
| Or. | 00:12:11 | |
| That would be Charlotte knows a little bit more about the finances. If you didn't know, that's fine. | 00:12:12 | |
| I didn't know if you were aware of it. I'm not sure which one. My concern is that we're feeding people to death out here. So | 00:12:16 | |
| right. | 00:12:20 | |
| That's my only concern. | 00:12:24 | |
| And so we, like I said, we tried to build it, we calculated the average cost and that's just if we test it once, we could go out | 00:12:25 | |
| and have to test it twice. | 00:12:29 | |
| And the cost of supplies has only gone up. So that's. | 00:12:33 | |
| Follow up, we figured it's about 37 bucks. | 00:12:35 | |
| That's what $13 room for buffer for price increases. | 00:12:38 | |
| Yeah, that was the main concern, I think we calculated. | 00:12:42 | |
| At least. | 00:12:46 | |
| $1000 last year. | 00:12:48 | |
| Just in supplies. | 00:12:50 | |
| If not more because we just. | 00:12:52 | |
| Based on doing testing, 1 per follow up visit. | 00:12:54 | |
| You know my thoughts on this is. | 00:12:58 | |
| I understand the public pools. I understand the hotel pools. | 00:13:01 | |
| And I I kind of understand the semi private pool, but I have a real problem with sending people on the people's private property. | 00:13:05 | |
| To do these types of inspections I would just like a little more. | 00:13:12 | |
| Any of those, like I said, in the area? | 00:13:15 | |
| It would be something where if they. | 00:13:18 | |
| We haven't had to address it yet because we just did a survey. | 00:13:20 | |
| To see if the Airbnb is. | 00:13:23 | |
| Would require follow-ups and none of them do. | 00:13:25 | |
| So this doesn't really affect anybodies private. | 00:13:30 | |
| Who in their yard? | 00:13:33 | |
| It would only be like in that instance, it would only be. | 00:13:35 | |
| If they. | 00:13:38 | |
| You know, we see, hey, there's an Airbnb and we've only surveyed them. | 00:13:39 | |
| Once or twice to see. | 00:13:43 | |
| And just determine that there's not really anybody that we know of an area doing that. | 00:13:45 | |
| And so it would only be if they're operating. | 00:13:50 | |
| As the like the Airbnb or VRBO. | 00:13:52 | |
| But to our knowledge, we don't have any. | 00:13:55 | |
| OK, I'll make a motion to. | 00:13:57 | |
| Accept the ordinance. | 00:14:01 | |
| 20/25/19 then as written. | 00:14:03 | |
| With unanimous consent. | 00:14:07 | |
| With unanimous consent, then I'll second. | 00:14:08 | |
| Thank you. | 00:14:10 | |
| I have a motion and a second. | 00:14:11 | |
| All in favor. | 00:14:14 | |
| Aye, aye, aye. | 00:14:15 | |
| All right. Thank you. I think you had one. | 00:14:17 | |
| Other item. | 00:14:20 | |
| On the off chance that you might want to go somewhere else, I'm going to go ahead and bump you up to the next tier on the. | 00:14:22 | |
| MOU agreement with Clark County Health Department. | 00:14:29 | |
| Yes. So State Department of Health provides us with what's called an XRF lead paint analyzer. | 00:14:31 | |
| So it's like a little gun we walk up to the wall, we can test to see if there's a presence of lead paint. | 00:14:36 | |
| We would do this once we get involved with the child with the elevated blood lead level. | 00:14:41 | |
| And they give it to us at no cost. But part of it is. | 00:14:45 | |
| We can house it at the health department, but if any surrounding counties need to use it, we have to let them use it. And part of | 00:14:49 | |
| MOU with the state is we have to have an MOU with that account. | 00:14:53 | |
| And Clark County has been the only one that's wanting to borrow this book. | 00:14:59 | |
| OK. Any questions regarding that? | 00:15:02 | |
| Proposed MOU? No, I'll make the motion to approve the MOU. | 00:15:06 | |
| Yeah, I second that. | 00:15:09 | |
| All in favor, aye? | 00:15:11 | |
| Thank you. Thank you for your time. Thanks. | 00:15:13 | |
| Anthem. | 00:15:15 | |
| All right, at this point, we're going to be accepting bids on the Floyd County Government Center. | 00:15:17 | |
| We're going to be opening those and cataloging those. Do we have anyone else in the? | 00:15:23 | |
| Room tonight. Who would like to submit a bid at this hour? | 00:15:29 | |
| OK. | 00:15:33 | |
| Alright. | 00:15:37 | |
| This one does not have 4. | 00:15:40 | |
| It looks like it. | 00:15:42 | |
| That's the mystery one. | 00:15:44 | |
| Like there might be a couple Mr. Rings. I'll I'll let you know as soon as opening here. | 00:15:47 | |
| So the very first bid is from. | 00:15:51 | |
| Overflow Service LLC is that Overflow Service LLC? | 00:15:56 | |
| I don't see. | 00:16:01 | |
| It's not flagged. | 00:16:09 | |
| Should probably have them like have. | 00:16:27 | |
| One red sheet. | 00:16:29 | |
| That we can pull out there that has the flag. Yeah. I don't see a flag. | 00:16:31 | |
| All right, so. | 00:16:47 | |
| Again, that was overflow. | 00:16:49 | |
| Service LLC. | 00:16:51 | |
| For $471,599. | 00:16:53 | |
| Sure. | 00:17:06 | |
| This is from Overflow Service LLC as well. | 00:17:27 | |
| OK, must have got 2 coffees. Yeah, yeah. | 00:17:31 | |
| It is for the same price, yeah. | 00:17:41 | |
| Segment. | 00:17:43 | |
| Total three bids. | 00:17:45 | |
| The most recent? | 00:17:50 | |
| Next bit is from Shire. | 00:17:53 | |
| All right, Shire Minute. | 00:18:51 | |
| $415,000. | 00:18:53 | |
| And the final bit is from Martin Construction Company. | 00:19:05 | |
| Give this job to get the biggest thumbs, yeah? | 00:19:35 | |
| Really like the suspense. | 00:19:39 | |
| This accomplished drum roll. | 00:19:42 | |
| I can't. | 00:19:51 | |
| 6. | 00:19:58 | |
| Yeah, I know. | 00:20:04 | |
| All right, $399,000. | 00:20:26 | |
| For. | 00:20:29 | |
| Yeah. | 00:20:32 | |
| All right. I'll look for a motion to take these under advisement, so moved. | 00:20:37 | |
| Second, all in favor? | 00:20:41 | |
| All right. Thank you very much. | 00:20:44 | |
| Forward to. | 00:20:47 | |
| We're using those greater detail. | 00:20:50 | |
| Chief Operations Officer Nick Creeby. | 00:20:53 | |
| Good evening. | 00:20:57 | |
| I have an allowance adjustment for the red wire building. | 00:20:58 | |
| This is adjustment #2. | 00:21:02 | |
| This was reviewed and approved. | 00:21:05 | |
| By the Redevelopment Commission earlier today, the amount is an additional $8519. | 00:21:07 | |
| This is accounted for in the contingency expenses for the project. | 00:21:16 | |
| Looking for your approval for that. | 00:21:21 | |
| Make a motion for approval on. | 00:21:26 | |
| The allowance adjustment for. | 00:21:28 | |
| Sharman on Nova Park. | 00:21:31 | |
| I'll second. | 00:21:33 | |
| I have a motion and a second. All in favor, aye. | 00:21:34 | |
| Aye, aye. | 00:21:37 | |
| Thank you. | 00:21:39 | |
| All right, a community corrections director. | 00:21:42 | |
| Is rice here or I've told him I would take care of it. He had. | 00:21:45 | |
| Somewhere else to be today. | 00:21:48 | |
| Basically community corrections. | 00:21:51 | |
| Is umm. | 00:21:55 | |
| Looking for permission to carry their firearms in the judicial building. | 00:21:57 | |
| And apparently that's been the. | 00:22:03 | |
| Way that they've done it in the past, whenever they change employees, they want to update that list. | 00:22:08 | |
| So this resolution. | 00:22:14 | |
| Just allows them to continue to carry their firearms in the judicial building. | 00:22:17 | |
| And they need our approval and it's an updated list of employees. | 00:22:23 | |
| So I'll make a motion for approval of the resolution 20/25/17. | 00:22:27 | |
| For community corrections, I'll second. | 00:22:33 | |
| Motion is second all in favor, aye. | 00:22:35 | |
| Aye, all right, that passes as well. | 00:22:38 | |
| Does anyone hear from the Sheriff's Department tonight on this MOU? | 00:22:42 | |
| Stan, you want to. | 00:22:48 | |
| I mean, it's pretty straightforward. I could also. You're already halfway here though, so I'll, I'll let you. | 00:22:50 | |
| This, this was the exploration. | 00:23:01 | |
| Excuse me of trying to head off some of the expenses for pretrial inmates that are housed in the Floyd County Jail. Medical | 00:23:04 | |
| expenses. | 00:23:08 | |
| I spoke with Mr. Fox. You had asked me to reach out to assured partners, which I did. | 00:23:12 | |
| It seems as if it was been a significant period. | 00:23:18 | |
| Ago umm. | 00:23:21 | |
| They've kind of pushed it off. | 00:23:22 | |
| Time and time again they asked me to send them the HP Freedom packet that we received. | 00:23:24 | |
| So that they could construct something that would resemble. | 00:23:30 | |
| What HP was offering. | 00:23:34 | |
| We still the Sheriff's Office, as far as I know is still not heard anything back. | 00:23:37 | |
| At this particular point. | 00:23:41 | |
| And I think that Sheriff Bush's request here tonight is to. | 00:23:43 | |
| Request other commissioners to allow him to go ahead and sign this MOU. | 00:23:47 | |
| It's of no financial. | 00:23:52 | |
| Our lengthy obligation. I think Mr. Fox could attest to that. | 00:23:54 | |
| On behalf of the Fort County Sheriff's Office nor the Floyd County. | 00:23:58 | |
| Commissioners or Floyd County government? | 00:24:02 | |
| It's an obligation, more so on behalf of. | 00:24:05 | |
| HP Freedom. | 00:24:10 | |
| They are just. | 00:24:11 | |
| Assisting us with the application process. | 00:24:12 | |
| So that inmates could pretrial inmates could apply for. | 00:24:15 | |
| Medical insurance. | 00:24:20 | |
| Which could be applied. | 00:24:22 | |
| To their incarceration period up to the point of where they become sentenced. | 00:24:23 | |
| They will also be allowed to carry this insurance into. | 00:24:29 | |
| Their regular life or normal life upon. | 00:24:33 | |
| Release so sheriff is just. | 00:24:36 | |
| I believe he's just asking for the. | 00:24:38 | |
| Ability to just sign this so that we could get something in place. | 00:24:40 | |
| To move forward in this process. | 00:24:45 | |
| So do you know? | 00:24:48 | |
| Who's paying for that? | 00:24:51 | |
| The pretrial inmate. | 00:24:53 | |
| Or. | 00:24:54 | |
| Soft Medicaid or who? | 00:24:56 | |
| Yeah, it apparently there is a gap in. | 00:24:59 | |
| Obamacare. Yeah, that allows this. | 00:25:03 | |
| Process to operate officially. | 00:25:07 | |
| For pre trials. | 00:25:10 | |
| Because obviously once they become incarcerated, they lose Medicare, Medicaid, they just completely goes away. | 00:25:11 | |
| But there's a gap that apparently HP Freedom has identified. | 00:25:17 | |
| A legal gap that has allowed them the opportunity to offer or accept an application for. | 00:25:21 | |
| And if they qualify and I'm not sure what the qualifications are. | 00:25:27 | |
| It will allow pre trial inmates. | 00:25:31 | |
| Accept this coverage. | 00:25:34 | |
| And then again they are evaluated based on their income status if there is any type of a. | 00:25:35 | |
| Copay. | 00:25:41 | |
| Monthly premium. | 00:25:43 | |
| What I've been assured by Larry Covington of HP Freedom is. | 00:25:44 | |
| That that in 99% of the cases is a 0 cost to the inmates. | 00:25:48 | |
| So. | 00:25:54 | |
| The obvious advantage here is with the hospital expiring, the contract expiring we're. | 00:25:56 | |
| The Sheriff's Office will have to pick up the. | 00:26:01 | |
| Medical costs. | 00:26:05 | |
| For that, and this also helped cover pharmaceuticals. | 00:26:06 | |
| So if we were to hit, you know, some. | 00:26:10 | |
| Heavy priced pharmaceuticals. | 00:26:13 | |
| That we couldn't get mitigated down this insurance could also. | 00:26:15 | |
| Shore up some of those expenses. | 00:26:20 | |
| OK. Thank you. | 00:26:23 | |
| Thank you for that information and. | 00:26:24 | |
| I'll make a motion that we approve the MOU with. | 00:26:26 | |
| HP Freedom. | 00:26:31 | |
| I'll second. | 00:26:33 | |
| Motion is second all in favor, aye. | 00:26:34 | |
| Thank you very much. Thanks, Dan. | 00:26:37 | |
| Jason, did you want to take an introduction? | 00:26:41 | |
| Yeah. | 00:26:43 | |
| Mr. Main, can you come up to the podium? | 00:26:44 | |
| Yes, Sir. | 00:26:46 | |
| So as many of you may or may not have known. | 00:26:50 | |
| Our longtime friend and road department Superintendent Ronnie Tool has. | 00:26:53 | |
| Retired and. | 00:26:58 | |
| You know, uh, uh. | 00:27:00 | |
| We've hired a new. | 00:27:01 | |
| Road Superintendent, and that is. | 00:27:03 | |
| Mr. Main, Mr. Main, would you like to introduce yourself to? | 00:27:05 | |
| The people fully can. | 00:27:08 | |
| My name is Sydney, Maine. | 00:27:09 | |
| I don't know a whole lot to tell you about this. | 00:27:12 | |
| My wife from New Albany, that's how I ended up here. | 00:27:17 | |
| Like, you know, it's not in the contract that you have to come to these meetings. | 00:27:21 | |
| No, Sir, but I think. | 00:27:25 | |
| Well, it's good to see you and you know you've had. | 00:27:28 | |
| 10 days on the job now. | 00:27:30 | |
| 14-6 days in the seat yesterday since last Monday. | 00:27:32 | |
| Alright, alright. | 00:27:36 | |
| Well, winter is coming. | 00:27:38 | |
| Winter's go. | 00:27:39 | |
| Can't wait. You can't. | 00:27:41 | |
| All right. Thank you for helping me. | 00:27:44 | |
| It's all opportunity to put a face with a name, so it's all opportunity you're on. | 00:27:45 | |
| Your live stream so you can turn around, smile to the camera. | 00:27:50 | |
| Sell some pesticides. | 00:27:57 | |
| Any board and committee reports tonight? | 00:28:00 | |
| All right. I'll look for approval of Commissioners meeting minutes for July 1, 2025. | 00:28:04 | |
| So moved. | 00:28:10 | |
| Second all in favor, aye. | 00:28:11 | |
| Aye, and approval of payroll and claims as submitted by the Auditor's office. | 00:28:14 | |
| Earlier in the week. | 00:28:18 | |
| Motion to approve. | 00:28:20 | |
| Have a motion to approve. | 00:28:21 | |
| Second. Second. All in favor. | 00:28:24 | |
| Aye, aye, All right. Our next meeting will be Tuesday, August 5th, 2025 at 6:00 PM. Do we have any government officials who would | 00:28:26 | |
| like to make public comment tonight? | 00:28:30 | |
| Real. | 00:28:36 | |
| All right, slow Newsday. | 00:28:38 | |
| Go to public comment. We had one. | 00:28:40 | |
| Susan Lockhart. | 00:28:44 | |
| And I don't. | 00:28:49 | |
| Do we have anybody else who'd like to speak tonight for the show of hands? | 00:28:50 | |
| We'll give you 4 minutes. And how's that? I don't know if you guys are who I need to address. This is about the Floyd County Solid | 00:28:55 | |
| Waste Management. | 00:29:00 | |
| Decision that was made last week. | 00:29:04 | |
| And I had, I had some questions on that. | 00:29:08 | |
| OK. So this is not Q&A, this is a public. | 00:29:11 | |
| Meeting. If you'd like to have QA with any of us afterwards, we're happy to hang around to do that. | 00:29:14 | |
| The commissioners already voted in favor of dissolution of that. | 00:29:19 | |
| So we will not be voting on that again. | 00:29:23 | |
| For another 180 some odd days. | 00:29:25 | |
| The council had a preliminary vote. | 00:29:28 | |
| In favor of dissolution, they have another second vote that will be taking place. This. | 00:29:31 | |
| Friday, correct? | 00:29:35 | |
| At the 10:00. | 00:29:37 | |
| Joint meeting in this room. | 00:29:39 | |
| So there will probably be time for public comment before that vote. Well, I do have a public comment and that is. | 00:29:41 | |
| If there was no comparison. | 00:29:49 | |
| To a new company. | 00:29:52 | |
| My. | 00:29:55 | |
| Statement is. | 00:29:57 | |
| There was no way to make a value proposition. | 00:29:59 | |
| If you don't have anything to base it on. | 00:30:03 | |
| It seems like I know there's apple to oranges comparison. | 00:30:06 | |
| But if you have apple to air. | 00:30:10 | |
| Comparison. | 00:30:12 | |
| There was no other There was no one to compare the prices, products and services with. | 00:30:14 | |
| And I'm thinking that. | 00:30:21 | |
| You can't bring in a new company. | 00:30:24 | |
| And compare it to the old company. | 00:30:27 | |
| Unless there's something to compare it to. | 00:30:29 | |
| And also was wondering when are the open bids? | 00:30:33 | |
| Going to be put on the website so we can see those. | 00:30:37 | |
| Because it's it's not. | 00:30:42 | |
| Our meeting will wrap in a minute. I'm happy to sit down and talk with you about those questions. That might be the best thing and | 00:30:45 | |
| also, you know, when there is a full. | 00:30:49 | |
| Commissioners meeting like there was last week. | 00:30:54 | |
| That that would be a good. | 00:30:57 | |
| Good time to maybe have some more questions at that point. | 00:30:59 | |
| But yeah, I can stick around. | 00:31:03 | |
| I have some questions. | 00:31:04 | |
| All right. | 00:31:06 | |
| No one knows for public comment tonight. | 00:31:08 | |
| I'll look for a motion to adjourn, so moved. | 00:31:11 | |
| 2nd. | 00:31:13 | |
| All right. | 00:31:22 |
