Welcome to the June 17, 2025 Floyd County Commissioners meeting if you. 00:00:03
Guys and join us for the Pledge of Allegiance. 00:00:08
I pledge allegiance to. 00:00:12
United States of America. 00:00:15
One nation under God, indivisible, with liberty and justice for all. 00:00:19
All right, I'd ask that you please silence your cell phones, and if you need to get into a conversation, the outside hallway is 00:00:28
available to you. 00:00:31
And if you'll please join. 00:00:36
Us in a moment silence for individual prayer, meditation, reflection as we prepare for tonight's meeting. 00:00:38
All right. Thank you. We have a busy and varied agenda tonight. 00:01:10
Something for everyone, I believe. 00:01:15
We have 4 speakers who have. 00:01:17
Signed in to speak to agenda items and we'll take those prior to those being taken up by the board. 00:01:21
And then we have one person who has signed up for non agenda item speaking and that'll be at the end of the meeting. 00:01:27
And I'll just remind everyone that. 00:01:34
We also have the microphone available after the end of the meeting for non agenda items. 00:01:35
So, umm. 00:01:39
With only one speaker on each of those, I think we'll probably allow comments of up to 3 minutes on those when we come to those. 00:01:42
This evening. 00:01:50
Our new business tonight we have Floyd County Health Department. 00:01:52
Anthony Lieber and Brian Potter are here. 00:01:56
To discuss varied items, and we do have one person who would like to speak to that. 00:01:59
And that's Mr. Lowmeyer, I believe, who had signed up to speak to that, correct? 00:02:06
On the Floyd County on Site Wastewater district. 00:02:10
Yeah, OK. 00:02:14
Microphone is yours, Sir. 00:02:15
Yes, Sir. All right. 00:02:19
3 minutes. Yes Sir. 00:02:21
Did my best. 00:02:24
You are you are speaking as a member of the public yourself on this tonight, correct? I am here representing the state of Jack 00:02:25
Posey, who needs a. 00:02:30
I on site. 00:02:36
Wastewater district established. 00:02:38
As soon as possible so that we can distribute approximately $1.5 million to seven local charities. 00:02:40
OK, then roughly 3 minutes. 00:02:46
I would hope. 00:02:52
Yes, 3 minutes. 00:02:52
I have. 00:02:56
A handout. 00:02:58
If I may. 00:03:00
You may. 00:03:01
OK. 00:03:15
My name is Steve Lowe Meyer. I am the attorney for the estate of. 00:03:17
Jack Posey. 00:03:21
Jack Posey died in January of 2024. His wife had died six months before him, so he put me in charge of liquidating his estate. 00:03:23
And distributing roughly $1.5 million to 4 individuals and seven local charities. 00:03:31
We've successfully liquidated most of the estate, but we can't sell the house. 00:03:38
We can't sell the house because it does not have a working septic system. 00:03:43
If you will look at page one of the handout that I just gave you. 00:03:47
You will see Floyd Central High School. You're looking down on the roof of Floyd Central down there at the lower left. Do you see 00:03:51
it? 00:03:54
Jack's house is at the back of Benchmark Subdivision, which is straight across the road from Floyd Central. 00:03:59
And this house actually sits on a bluff overlooking a Creek. 00:04:05
If you look closely, you'll see a dark strip that runs behind Jack. 00:04:09
And out around Benchmark and down toward the Floyd Central ball fields. 00:04:14
That little, that dark stripe is called. 00:04:20
The yellow fork. 00:04:23
It's a tributary of. 00:04:25
Indian cream. 00:04:27
If you turn the page. 00:04:29
Page 2. You'll see the front of Jack's house. 00:04:32
The front yard is tiny. It's maybe the size of five cars. 00:04:37
If you turn to Page 3, that's the view. 00:04:43
Out the back of Jacks house, looking down toward. 00:04:47
The yellow fork, it's lovely in the winter time. It's also easier to see the crepe in the winter time. That's why I took that 00:04:50
picture then. 00:04:54
If you turn the page. 00:04:58
That's the view from the Creek looking up at. 00:05:00
The house. 00:05:04
The house can't be occupied because it doesn't have a working septic system. 00:05:07
When I got this estate, I was informed that there was a problem with the septic system. 00:05:12
It isn't the conventional type. 00:05:16
Of septic system with a. 00:05:18
Buried. 00:05:20
Lateral lines. 00:05:22
It has a. 00:05:25
Aerating tank. 00:05:27
With aerobic bacteria that consume and digest the organic waste. 00:05:29
It's the kind of system specifically designed for building lots like Jack's. 00:05:35
Where the lot is too small or too steep for a conventional septic tank with lateral lines. 00:05:39
The tanks. 00:05:44
Was considered safe and effective in their day. 00:05:45
They were perfectly legal sex house was built. 00:05:48
The. 00:05:52
EPA came along a few years ago and said no, no more. We don't like these. 00:05:54
You can't. 00:05:58
Install these anymore. You can't replace these anymore. You can't even repair these anymore. That was the ruling several years 00:06:00
ago. 00:06:04
Not thinking that. 00:06:08
That kind of system might be. 00:06:10
Only kind of system that. 00:06:12
Is feasible. 00:06:14
Because you certainly can't. 00:06:16
Hang a septic tank and lateral lines. 00:06:18
In the air. 00:06:22
Which is what you'd have to do. 00:06:23
At Jack's house. 00:06:25
Sir, your time has expired. 00:06:27
I encourage you to please. 00:06:29
Approve. 00:06:33
The proposal for. 00:06:35
On site. 00:06:37
Organic waste disposal systems. 00:06:39
Of course I can't sell the house. And I'm not alone. There are others in the county who are in the same boat. 00:06:44
I don't encourage you to make these the favored septic systems for our county. Thank you. 00:06:49
I just asked you to make an exception for us, please. 00:06:56
Thank you. 00:06:58
Are no one else was signed up to speak on that subject. So I'll look for introduction before we can the orders 2025-16 00:07:00
establishing on site wastewater management district. 00:07:04
I'm Anthony Lieber of the Floyd County Health Department. 00:07:11
In 2023, Indiana Code was amended to permit. 00:07:14
The resident use of NPDES residential discharging systems. 00:07:17
In order to do this and on site, wastewater management district must be formed and the homes must be part of that district. 00:07:22
According to the IC code, a hearing must be held, which we held the hearing and the hearing officer recommended that the county 00:07:29
move forward. 00:07:32
This is only a rescue system after all. 00:07:36
All other options have been exhausted. 00:07:38
The district will not charge a fee to join the district. 00:07:40
The only visa will be charged will be charged by the health department. 00:07:43
Health Department will. 00:07:46
Provide inspections, regulation, keep records. 00:07:47
And it's in those records to ident when requested. 00:07:50
So that being said, I'm here to present the ordinance of Commissioner. 00:07:53
All right, Doctor Potter was listed as well as you're representing him as well tonight. 00:07:57
OK. I'm sorry. Yeah. 00:08:03
He's doing the second one. 00:08:05
OK. All right. And this is only for residential. It gets it. As I mentioned, residential, it's only for residential. 00:08:06
Rescue system. 00:08:14
Meaning like the situation they just brought up like no other conventional system can be used. 00:08:15
And it does require operation and maintenance. It requires that be maintained for perpetuity. And the ordinance also requires a. 00:08:21
Operating permit be maintained with the Health department that is renewed every two years. 00:08:29
That's another check to make sure we have something. 00:08:33
If they were non compliance, we can pull that operating permit because the ordinance will require. 00:08:36
The ballot operating permit, right? I mean, we've been well versed on this for roughly 2 years, I think. 00:08:40
Frank maybe not as much, but. 00:08:45
Think you were fine. I'm on where you made yeah, I was gonna say you were following beforehand so. 00:08:47
Any further questions for Mr. Lieber? 00:08:52
I'll look for a motion to pass with unanimous consent. Yeah, I'll make that motion to pass S Floyd County Ordinance 2025-16, the 00:08:56
Establishing On-site Wastewater Management District, by unanimous consent. 00:09:02
Now second that motion is second all in favor, aye? 00:09:09
All right, Thank you. Now, Floyd Kenny. Resolution 2025-14, notice of septic district. 00:09:14
Advertisement. 00:09:19
And I understand it's Brian Potter. 00:09:20
Brian Potter for the Flick County Health Department. 00:09:23
We're wanting to establish the help. Sorry. Hold on just a second. He's a step ahead of you all. We still have AB to do, and I 00:09:27
think Mr. Ponder is handling C. 00:09:31
Which is the car seat inspection station. 00:09:36
Mr. Lieber. 00:09:40
Left so there was number further presentation on one of us can handle it. OK. That's the resolution outlining the advertising to 00:09:41
the notices that occurred. 00:09:45
Sorry about that. 00:09:50
Do you mind just? 00:09:51
Holding for one second, Mr. Conner and I will introduce you for 1/3 time at that point. 00:09:53
So we'll go with Item 1B, Floyd County Resolution 2025-14 Notice of Septic District Advertisement. 00:09:58
Yes. And as a lead up to the hearing that we had for the. 00:10:06
On site wastewater management district. 00:10:11
There were a number of legal notices that were required. 00:10:15
And those are all in. 00:10:18
County office right now. 00:10:20
This resolution is just. 00:10:22
Putting all of those notices that were done together. 00:10:25
Indicating that that's part of the record. 00:10:28
All right. 00:10:31
I'll make a move to accept Floyd County Resolution 20/25/14. 00:10:32
Notice of septic. 00:10:37
District advertisement and I'll second. 00:10:38
And the motion and a second all in favor. 00:10:41
Aye. 00:10:44
All right, thank you. The third item and you all have received all this, but I want to formally. 00:10:45
Tender to the Commissioners the. 00:10:51
Decision of. 00:10:54
Scott Waters, the hearing officer with regards to the onset. 00:10:56
Wastewater Management District. 00:11:02
That decision, and so that's part of the record. 00:11:04
OK, so accept. 00:11:07
Thank you. 00:11:09
All right. Must be Brian Potter. Yes, third time's the charm. 00:11:10
We hope Brian Potter for the Floyd County Health Department. I'll try to make this quick. 00:11:14
We are wanting to establish the Health department as a car seat inspection station. 00:11:19
Doing so will open us up to be able to apply for grants. 00:11:24
And from ICJI. 00:11:29
We'll also be able to get up to 100 car seats a year for no cost. 00:11:31
So we'll send two people to a conference every year. 00:11:37
We agreed to put our car seat inspections into. 00:11:42
Car seat Check form.org which is the site that. 00:11:46
SGI uses within 10 days. 00:11:50
And we will agree to have. 00:11:53
To car seat safety technicians on staff. 00:11:55
OK. And just so everyone knows, this is being paid for from the health department itself. This is one of those formal? 00:11:58
It's a grant. 00:12:05
It's a grant. 00:12:06
The contract is a part of the formal process, yeah. 00:12:09
Checks now we're having to buy the car seats. By you guys approving this and signing the contract, then we'll be part of this 00:12:14
organization so we can get 3 car seats and it doesn't cost the county any money. 00:12:18
Sounds great. 00:12:24
We still have some people that ask why all the contracts are being reviewed by the commissioners and that's just. 00:12:26
Part of ordained protocol now and again, you guys can approve that and allow them to sign that you're. It's just an approval 00:12:31
process. 00:12:34
So one quick question, are these car seats limited to you know? 00:12:39
Indigent. Yeah. 00:12:44
New new child or even like because I know it's recommended like. 00:12:45
If you're involved in a motor vehicle collision, that is correct that that is correct that you replace the car seat. So would they 00:12:50
be covered under that under this program? OK. 00:12:54
That, that is correct. And we also run the VIN numbers on the car to see if there's any car repairs that need to be made on the 00:12:58
car. So we go through the whole checkpoint with individuals. 00:13:01
Thank you. 00:13:06
All right. So do we need a motion on that motion to accept? I'll make a motion to accept car seat inspection station contract and 00:13:09
I'll second. 00:13:13
All in favor, aye. All right. Thank you very much, both of you. 00:13:18
Item 2 for new business is the Lumos presentation. We do have one. 00:13:22
Person who signed it for public speed. 00:13:27
Miss Lucians, you know I have trouble with your name. I have. 00:13:30
Lazy elves so Lily Lucians does not. 00:13:33
Do me any favors, but. 00:13:36
Welcome again and we have 3 minutes this time. 00:13:38
OK. 00:13:41
My name is Lily Legends, I live in New Albany and I just wanted to say I think the. 00:13:42
Copper's Crossing neighborhood apparently had difficulty with the Lumos people who came in to install. 00:13:48
That fiber for T-Mobile. 00:13:54
But in our neighborhood, they were great. 00:13:57
We didn't have any problems. They were in and out. They worked from dawn till dusk. 00:14:00
Once they were finished, you couldn't even tell that they had been there. So I just wanted to say that there were neighbors that 00:14:04
in neighborhoods that had a very different experience of. 00:14:08
Your address and neighborhood for the record. Yes, 4303 Emerald Way, New Albany, IN 47150 And I guess it's like the Maplewood 00:14:12
subdivision is what it's called. 00:14:17
OK. Thank you. Thank you very much. 00:14:22
All right, but that is a preamble. 00:14:26
Do we have representation from a Lumos? 00:14:29
Company tonight. 00:14:32
Hi, my name is George Kemp. I'm with Loomis. I am there. 00:14:39
The director of construction relations. 00:14:43
And I'm new here to the New Albany area, but just want to share with you guys a drive 3 minutes, is that what it is? 00:14:45
So you just didn't be able to update you guys? Yeah, yeah. 00:14:51
OK, sounds good. I'll try and be quickly for you, but I want you guys to know who I am and what I'm bringing to the table with 00:14:55
Loomis. 00:14:57
I've just recently actually have been the. 00:15:00
Executive Director of Indiana 811. So your damage prevention group for utilities here in the state of Indiana. 00:15:05
I'm the one who? 00:15:11
Actually was key and instrumental with trying to take care of a lot of the bad telecoms out there. 00:15:13
Who are putting in fiber, who are damaging a lot of utilities recklessly with a lot of Cowboys out there. 00:15:18
I sit up there straight because I worked for a company and I said, hey, this has got to stop and we got to set standards for 00:15:23
companies. 00:15:26
That install fiber out there. 00:15:29
And so I'm glad when Lumos X brought me on earlier this year, they said we want to make sure that these standards are here as 00:15:30
well. 00:15:33
Just sorry that a few of the things I'm introducing right now as we go along. 00:15:37
Are just being introduced, but I'm excited about them. 00:15:40
I am glad. 00:15:44
That we are already. We're doing a lot of the things that should be done. 00:15:46
Things that we're really, really proud of his communication. 00:15:49
I know a lot of people say, hey, we never knew you were coming. 00:15:51
There may be the one offset were like that, but I know that we actually do a number of things where we send out the letter. 00:15:54
Way out in advance, sometimes 90 days, worst case 30 days before we actually start construction. A lot of goes to the house. 00:16:00
When I get in my house, I just throw in trash. I think it's just junk mail, so we want to make sure we communicate as well. We 00:16:08
have these yard darts that go in the yard. 00:16:11
In advance of it, we have the door hangers that go on the doors before we actually show up as well. 00:16:14
We have a number of things. Then we also help out the city and the rescue departments and all of those to be able to know where 00:16:20
are we working on a daily basis. 00:16:23
I understand before I actually start able to come and talk to our construction groups are here. 00:16:26
They didn't actually have everybody on the list they need to have, so there was a lot of communication that wasn't happening. 00:16:31
So we've actually added the the fire department to that list now. 00:16:36
Want you to also know that I have got the best relationships with your gas company. 00:16:40
With center point energy. 00:16:44
Those guys are some of the best we've been on, some of the best panels talking about damage prevention. 00:16:46
We've worked to fine tune a lot of things, so we've got a great relationship. I introduced these folks here to my contacts. 00:16:50
They've got set up to where we are now going to be on a monthly basis. I always require a stand down to happen. 00:16:56
All of our crews. 00:17:03
Are required to be there to listen to center point. 00:17:04
To come in and give a damage wrench and update 15 minutes at least, if not 30 minutes sometimes. 00:17:07
And to invite anybody else who wants to come in to be able to share. 00:17:12
Then they also go over quality because some of the things that. 00:17:15
We pride ourselves on the communication about restoration. 00:17:18
We want to make sure that we actually end up coming through a neighborhood. 00:17:20
And we tried to. I heard the actual comment that you guys are going too fast. 00:17:24
Our objective really is. 00:17:28
To go through as fast as possible, but safe. 00:17:30
But to also get out of your neighborhood so we're not there as a nuisance. 00:17:33
So that's why we try to work through as quickly as we can, but at the same time they must be restoring behind themselves. 00:17:37
We always make sure that we actually have our Loomis folks where if you elected a lot of the other telecoms. 00:17:43
They don't have. 00:17:49
I'd like to name off some of the other ones. They don't have their employees out there, they just have contractors doing it 00:17:50
because they actually say, OK, just go do the work. 00:17:53
Do it however you have to do it. 00:17:57
And then when you get done. 00:17:59
Will sign off on it and take responsibility. We have our folks out there all the time. I've got one of our folks right back here 00:18:00
with me now who lives in this area. 00:18:04
Who wants to make sure that you guys have what you need and that it's taken care of? 00:18:07
I really appreciate the lady who came up and spoke. 00:18:12
I can actually give you guys a number of other folks. I was just actually with another city in Ohio. 00:18:14
Talking to those guys. 00:18:18
And a Township and to the trustees told me that they already had our service. 00:18:19
And we didn't even know where they lived. 00:18:25
And they said you guys came through our neighborhood and we did not even know it. And by the way, thank you because one of the 00:18:27
trustees actually said his mailbox had a really, really bad area. 00:18:30
Of being. 00:18:35
Messed up, he says. You guys didn't do anything near that mailbox, but you corrected it without even knowing who I was. 00:18:36
So thank you so much because you went above and beyond. 00:18:42
Now, are we going to have a few bad actors out there? 00:18:45
You never know when you hire somebody, we actually do the background checks. We do everything we can to try and find out who they 00:18:47
are. 00:18:50
But once we find out that they are who they say they were and they don't meet our standards, they're gone. We've fired a couple of 00:18:52
Subs who already worked for us in this area and they will never be working for us ever again. 00:18:57
Ever, in any part of the United States. 00:19:03
So I appreciate you guys. We've done a number of things to correct and enhance here with communication restoration. Make sure it 00:19:05
happens. 00:19:08
But the biggest thing that we understand is if we don't take care of your residents. 00:19:11
They're not going to want our service. 00:19:15
So that's why we really, really do take it seriously. 00:19:17
And if there is somebody else that's a bad actor out there. Didn't guess if we found out there was a list of four. 00:19:20
And someone said that we did. 00:19:25
There were two. There was one that was an air fault. There was another one that was a locate issue. 00:19:27
And we took care of that one that was an at fault where we made sure that that person. 00:19:30
No longer works for us again. 00:19:34
But. 00:19:35
We want to make sure that we take care of your residents. We want to make sure that. 00:19:37
That everything is. 00:19:40
To restore. 00:19:43
And done safely. 00:19:44
Because we want you guys to. 00:19:46
To be our customers. 00:19:47
Joining up at the podium. 00:19:50
I don't know what. 00:19:52
The only comments to begin with are I. Do I mean I? 00:19:54
How to lead up? 00:19:56
I'll follow you. Go ahead. I just would say. 00:19:57
I'm a little bit surprised. 00:20:00
By the content of your. 00:20:02
Presentation because if everything was as rosy as you said, we would have never issued to stop work order. 00:20:04
We had failures in communication, failures in utility markers. 00:20:10
We had unprofessional behavior by several groups. 00:20:14
We had lack of communication before. 00:20:17
The dig took place. We had a lot of communication during the dig taking place. 00:20:19
And. 00:20:24
Whether speed was what you wanted or not, we had a lot of unsafe conditions because we had holes that weren't restored for 3-4 00:20:25
days. 00:20:28
You could take all the time that I've been public office together. 00:20:33
And cumulatively. 00:20:36
A hadn't had as many complaints by 1/2 as I had with this particular week. 00:20:37
Dig out there. 00:20:42
And the meeting that we had last week was roughly an hour and change and we had multiple representatives from Malumas and also 00:20:44
from. 00:20:47
Center point. 00:20:51
And they basically basically came to an agreement with multiple items that needed to be taken care of before. 00:20:53
We would lift that order. 00:20:58
And really, that's what I was expecting tonight was an enumeration of those as well as a plan to. 00:21:00
Take care of those. 00:21:07
So. 00:21:08
You know, on our end of things, we're not going to reinstate those permits until we've had people out in the field who can 00:21:10
actually see that the work is being done as we agreed to last week. 00:21:14
And part which was going to be that any work that had been started. 00:21:19
Was completed before other permits were activated. 00:21:22
So I appreciate the fact that you weren't part of that meeting. 00:21:26
But the tone was totally different than than. 00:21:29
What we had here tonight and as far as. 00:21:32
What you listen to tonight being something to aspire to. 00:21:36
I congratulate you, but. 00:21:39
It was a mess with regards to what actually transpired in those neighborhoods that we yielded calls from it. 00:21:41
We don't likely. 00:21:47
Order stop work orders. I think it's the first. 00:21:48
One in probably three or four or five years, so. 00:21:51
Anyway, that's where I am on that. I need to know that what we discussed and agreed upon last week is going to be implemented 00:21:54
before. 00:21:58
We allow work to progress. So, Nick, what? 00:22:03
Commissioner Sharp, you were at the meeting? Yeah, I was at the meeting as well. And. 00:22:07
I appreciate what you're trying to accomplish here, but. 00:22:11
As Commissioner Mabel said that we obviously had some very serious issues involving, you know, natural gas and some other 00:22:14
utilities that may or may not been. 00:22:19
All on Loomis are it could have been other utilities as well, but in the story is that. 00:22:24
You know, outside of that, we still had issues with holes being left in people's yards and, you know, their property and stuff. 00:22:29
Disrupted. 00:22:37
I personally have a real issue when it comes to safety. 00:22:41
Things like that, you know? 00:22:43
We just can't. 00:22:46
Ignore the fact that you know. 00:22:47
A lot of this these problems were caused was by either. 00:22:51
Loomis or their subsidiaries that were doing the work. 00:22:55
And when we tried to communicate with them. 00:22:59
We were forced to communicate through an app. 00:23:02
Because not a lot of them spoke English. 00:23:04
That was even difficult because half of what I was trying to say wasn't coming out. 00:23:06
As it was intended, but. 00:23:10
You know, I, I. 00:23:12
I would like to see a real. 00:23:14
Umm, change as far as? 00:23:16
Making sure the people out there have been taken care of before we even. 00:23:19
Remotely consider. 00:23:23
Resending our stop work order. 00:23:25
And I would like. 00:23:28
Personally, that to be verified by our people to make sure the things that are getting done. 00:23:29
That we're asked to get done or getting done. And it's my understanding that, you know, the employees went through some training 00:23:34
today that was provided by the fire department. 00:23:37
And I'm sure you can. 00:23:41
Understand, you know. 00:23:42
Being a former employee of 811, the importance of locating these utilities. 00:23:44
Before you go out, the last thing we need is a major incident involving. 00:23:49
Natural gas for something that could have very well been prevented. 00:23:53
And I'd have a problem. 00:23:57
You know, trying to. 00:23:59
Explain to the people, this community that. 00:24:00
That should have never happened. 00:24:02
So. 00:24:04
Yesterday's gone, tomorrow's important. 00:24:06
So it's it's what you do tomorrow that matters to everybody in this room. 00:24:10
So I think that we need to inspect the area out there, make sure that everybody's on the same page before we lift the order. 00:24:15
Nick, can you comment? 00:24:26
I will say that we did have a very productive. 00:24:29
Meeting with Lumos Center Point. 00:24:31
Fire representatives. 00:24:34
We did have a good action plan. 00:24:35
Regarding those safety items. 00:24:38
I think the items also need to be. 00:24:40
Addressed. 00:24:43
Make sure that they're addressed. 00:24:44
Or or the having. 00:24:47
Clear signage for the workers on site. 00:24:49
Clearly represent Luma so that they have a good contact. 00:24:52
A lot of the complaints that we received was. 00:24:57
Due to a lack of knowledge of. 00:25:00
Easements. 00:25:03
Where work can and cannot occur. 00:25:05
And when people come to ask the workers, they can't get answers. They don't know who to talk to, talk to. 00:25:07
We can't talk to them. 00:25:13
So making sure that they have those appropriate signages they. 00:25:15
And it's the communication. 00:25:21
And do we have a couple of? 00:25:23
Of homeowners from the neighborhood here tonight, I said. I thought that there might be some that were here if you. 00:25:26
Raise your hand if you're here. 00:25:31
I think that. 00:25:33
That they had some questions for you and I advised them that they you might make yourself available in the hallway either after 00:25:34
the meeting or after this discussion that. 00:25:38
Taken place, as far as I'm concerned, we can. 00:25:43
Take everything under advisement tonight and as soon as our people in the field feel confident that things are moving in a 00:25:46
positive direction, then we can. 00:25:49
Begin work and put everybody on the same page so. 00:25:53
I don't know what your schedule is, but if you have a moment. 00:25:56
To talk with those folks in the hallway. 00:25:59
There's no reason, unless you really, really want to go sit through the rest of the agenda, everybody, that you could do that. 00:26:01
But. 00:26:04
I'm kind of volunteering you, but. 00:26:08
No, that's what I'm here for. So I'll make sure that I'm available after the meeting. 00:26:10
In the hallway to answer anyone's questions and let you also know one of the things I've always been known for many, many years. 00:26:14
Is I usually end the session by saying the buck stops with me. 00:26:19
So I always let people know if the local guys from Loomis are taking care of you. 00:26:22
I always give my number out to everybody and I tell them. 00:26:25
You make sure you get in touch with me and I will make sure it gets taken care of because safety and damage wrenching. 00:26:28
Restoration are important to me and it is serious. It's a new day, some of those communication things that happen. 00:26:33
I'm sorry they happened. 00:26:39
But those things are going to change in in. 00:26:40
I'm going to make sure that it gets taken care of. Can you make sure that Nicks got your number? We'll be keeping the number. And 00:26:42
so do we have a general consensus that will take this under advisement? Yeah, definitely, yeah. 00:26:49
I think Nick can make that determination. 00:26:56
All right. And there's no formal action. Thank you. 00:26:58
Required on that tonight. So thank you very much. 00:27:01
Building the Development Services director Nick Creevy on the first item on that broadband tip. We do have a speaker signed up of 00:27:04
jail man so. 00:27:07
In Mister Man 3 minutes on that. 00:27:12
I get 3 minutes right? 00:27:17
3 minutes. I just stare. 00:27:19
No. 00:27:21
No, I just I've asked. 00:27:23
Nobody seemed when I got here. Nobody seems what this ordinance is about. 00:27:25
It's broadband. 00:27:29
I don't know what it is. I wish to explain the ordinance before you vote on it. 00:27:31
Because I don't care much about tips and I don't know why we're. 00:27:36
Health financing broadband anyway. 00:27:39
Thank you. 00:27:41
All right, that's such a good idea. I think we'll have Mr. Creeby explain that ordinance before we. 00:27:41
So this is an ordinance that establishes a. 00:27:46
Fund to receive TIF proceeds. 00:27:49
For the broadband tip, which is a personal property. 00:27:53
We collect from. 00:27:57
This mainstream infrastructure. 00:27:59
That they can then be used. 00:28:02
Items. 00:28:06
So. 00:28:09
Just public clarification. 00:28:11
Yeah, for public, that would be great. 00:28:13
This is actually a cleanup item. 00:28:18
That has kind of been. 00:28:20
In existence and just not taking care of for a little while. 00:28:22
We've actually collected on broadband TIF I think. 00:28:25
3 settlements in a row at this point. 00:28:28
Umm discussed previously with. 00:28:31
Other department heads that a tiff. 00:28:35
Fund needed to be established for receiving those funds. It has been. 00:28:38
Being conjoined with the Highlander TIF as far as receiving purposes. 00:28:41
Throughout the last two settlements for last year. 00:28:46
But we wanted to get it in place this year for Spring Settlement so that we were no longer. 00:28:48
Housing it and I found that it wasn't actually belonging in. So this tip has existed for a while. 00:28:53
As Nick said, it is on personal property. 00:28:58
We have collected on it before and this is literally just a cleanup item to establish a holding place for the funds so it's no 00:29:00
longer joined with other funds. 00:29:05
An estimate on how much. 00:29:10
I don't have an estimate. I can actually pull it up for you. We've already settled for Spring Settlement. You can do that, and Mr. 00:29:12
Creevy can maybe. 00:29:15
And we'd also just just get for public. 00:29:18
Clarification what those monies can be spent on. 00:29:21
Capital improvements within the. 00:29:25
TIF allocation area. So we have to have a. 00:29:27
Economic development plan for that, right, but they're not going back to the broadband. No, we don't go towards unless. 00:29:30
Unless we wanted, we chose to. Yep. 00:29:37
Put it towards that infrastructure. I mean, that would be and they're not lying in my pockets either, right? 00:29:39
No, sorry. 00:29:45
I believe it's roughly $28,000. 00:29:48
Then I can check that. 00:29:53
All right. Well, we're getting an exact amount. I'll look for a motion to approve by unanimous consent. 00:29:57
I'll make a motion to approve Floyd County Ordinance 20/25/17. 00:30:03
Establishing the non reverting fund for broadband. Tift fund. 00:30:09
4511. 00:30:13
Unanimous consent. 00:30:15
I'll second. 00:30:17
OK, I have a motion to second all in favor. 00:30:17
All right. And we'll come back to that when you have that figure, and we'll allow Mr. Creeby to proceed. 00:30:23
About 28,000. 00:30:29
OK. 00:30:32
The next item source sounds water utility Mr. Danny Stanford is here. 00:30:34
Regarding uh. 00:30:41
Permit request. 00:30:42
And outstanding. 00:30:45
Or an invoice. 00:30:47
That they would like to discuss with the Commissioners. 00:30:49
Good evening. 00:31:08
Thank you for the opportunity to address the. 00:31:10
County commissioners to note on behalf of Floyd Knobs Water Company. 00:31:13
I sent a couple of. 00:31:17
GIS pictures to Mr. Creeby. 00:31:20
Let's hope you guys get a chance to see those today. They might. 00:31:23
Help with some of this? 00:31:26
I'm actually here. 00:31:29
To kind of talk about three things. 00:31:30
One is the waiver. 00:31:32
For Rd. cut permit fees for Floyd Knobs water for our emergency work. 00:31:35
Emergency work, only stuff that goes on. 00:31:43
A lot of times after hours. 00:31:46
And I told Mr. Creevy that I will still send everything into the county, you know, size, everything that was done. 00:31:47
We're just looking for a waiver since uh. 00:31:54
Port novels orders and not-for-profit 100% wholesale water utility. 00:31:56
And, umm. 00:32:01
We're just looking at. 00:32:03
Maybe get a little lenient, I know Edwardsville water has a similar. 00:32:04
Type arrangement. 00:32:08
So we're. 00:32:09
Hoping to get something like that. 00:32:10
The second thing is the invoice that I sent the county for 23,000. 00:32:15
$801.45 to abandon. 00:32:20
The four inch cast iron main on old Vincennes Rd. 00:32:24
And essentially how this played out was. 00:32:30
In 2022 I met a county Floyd County engineer on Old Vincennes Road and we talked about. 00:32:33
Some storm drains crossing from the north side. 00:32:41
Of old Vincennes to the South side and. 00:32:45
At that time we talked about possibly changing the flow. 00:32:49
Elevation to go over or under. 00:32:53
Our 4 inch cast iron main. 00:32:56
And and we just left it as. 00:32:58
We'll wait and see. You know, when we get out there, we'll dig the road up, see where the main is, see if it's in the way. 00:33:02
As it worked out. 00:33:08
Christianity was able to go right over top or water main. 00:33:09
The $23,000. 00:33:14
Bill is. 00:33:16
The actual intersection of Shriver Road and Old Vincennes Rd. There's quite a bit of storm work with concrete structures. 00:33:18
Being put in there. 00:33:27
And. 00:33:29
Essentially the Christianity was taking out an old concrete structure that already went North and South across Old Vincennes Rd. 00:33:30
When they found our water main, it was about 7 foot deep. 00:33:35
Below that structure. 00:33:41
And when they did their. 00:33:44
GIS and GPS of that main and figuring out. 00:33:46
Where it was and where it needed to be. 00:33:50
Essentially we're going to have to lower that main to 12 foot buried depth. 00:33:52
80 to 120 feet. 00:33:58
At that depth and then bring it back up and tie it back in. 00:34:00
So. 00:34:06
With and that's a tremendous expanse at that depth with. 00:34:08
Ductile Iron Man that we'd have to use to be able to set the concrete structures on. 00:34:12
On top of that. 00:34:16
So we came up with a plan to just abandoned. 00:34:18
That section of Maine, so essentially in front of the JC fuel center we. 00:34:21
Cut it there. 00:34:26
And it's live going back toward Duffy Rd. 00:34:27
And then at Tuscany Drive. 00:34:31
We already had a 8 inch valve aimed. 00:34:34
West on Old Vintage Rd. for future use. 00:34:37
So we utilize that to tie back into the four inch to continue to feed old Vincennes Rd. 00:34:41
Past Tuscany, out toward East Lutheran. 00:34:47
From North Luther, I think it's door clutter where it goes out there. 00:34:50
Yep. 00:34:53
To, like I said, to lower the main and then tie it back in would have been quite a bit more than the 23,000. 00:34:57
In material long where we just bought. 00:35:05
A very little pipe and a couple fittings to tie it back in. 00:35:08
We would have had to buy. 00:35:13
Twice that amount of fittings. 00:35:14
To raise each side back up plus the ductal iron pipe. 00:35:17
Which is very expensive. 00:35:20
So with this being the AARP funded project. 00:35:24
Floyd Knobs Water Board felt it was appropriate to send a bill to the county. 00:35:28
Hopefully to get some relief, I know that. 00:35:32
$40 water received AARP funds and. 00:35:36
We didn't use them all, so we were hoping that there's. 00:35:40
Something like that where this money wasn't utilized from other projects or something to where? 00:35:43
We could possibly offset some of this cost. 00:35:49
For the water company. 00:35:51
Let me interrupt you first, you just said. 00:35:53
You received the money, but you didn't use it all. Did you return it or orders it now? 00:35:56
I don't that's a good question. 00:36:01
The money was allotted to Floyd Knobs Water, as we would. 00:36:04
Purchase and we would send into the county. Hey, we bought this. Oh, so the Floyd Knobs water never physically got the money. It 00:36:08
was just earmarked for you. 00:36:14
Award OK, just awarded the funds, never actually received them until after work was completed and then. 00:36:20
That's when the county would issue checks at that time, OK, correct me if I'm wrong, but we were up against a deadline because 00:36:27
that money had to be allocated and it had not been used. So we. 00:36:32
Allocated it elsewhere. 00:36:38
I thought it was the 20. 00:36:39
24. 00:36:41
You're not wrong, but not entirely. 00:36:44
There's more. 00:36:46
Some money is still allocated to. 00:36:48
The Floyd sounds water as a separate. 00:36:51
At the end, so there is still some funding available. 00:36:53
Before that. 00:36:56
With some of the other funding that we had to allocate. 00:36:57
And how much roughly how much is residually left? I would have to check with Diana for the. 00:37:03
OK, precise amount, but I think it's 6 or 7 dollars. 00:37:08
OK, we can get that. 00:37:11
Exact amount tomorrow and I was going to come back and. 00:37:12
One more question. 00:37:16
So. 00:37:18
Is the reason that you were there doing the work. 00:37:19
Was because the county was building that intersection. 00:37:23
Is served the only reason? 00:37:27
That's my question. 00:37:29
When uh. 00:37:31
When we learned of the situation. 00:37:32
It was less than two weeks and we had that main abandoned just to try and keep from slowing. 00:37:34
The work so they could proceed. 00:37:40
But there was no. 00:37:45
Agreement or approval sought prior to this being done? Correct, Sir. 00:37:47
So we didn't know that it was going to happen until. 00:37:52
Well, we didn't know. 00:37:56
Right we as though. 00:37:58
The water company didn't know until obviously they. 00:38:00
That the elevation of the existing 4 inch cast iron 7 foot deep and they did it deeper than that. 00:38:04
OK. Any other questions on item 2? 00:38:12
I don't really have a question, but I do have a comment out. 00:38:14
I'll say that the addition of an 8 inch main versus A4 inch main there's. 00:38:16
Great. Umm. 00:38:22
Benefits to that that I think that. 00:38:23
Would be enjoyed by any of the consumers so. 00:38:26
OK. So we'll take #2 under advisement. 00:38:29
Run it by legal and see what X opinion is on #1. 00:38:31
Before you get to your Third Point, I just. 00:38:35
We'll need to run it by illegal to see who defines what an emergency is, right? Or at least have some clarification on that 00:38:38
otherwise. 00:38:41
Anything right? I think if any, my personal opinion is anytime that it's outside of normal business hours where you could ask for 00:38:44
a permit. 00:38:50
Would be the emergency. 00:38:56
Yeah, and and like I told Mr. Creevy, how it and. 00:38:58
My mind how it would play out is. 00:39:02
The repair would be made overnight and then the next morning I would notify the county, hey this is what happened last night. This 00:39:04
is where we were. This is how big a section of Rd. we removed. 00:39:09
It seems fair enough. Allow us again to let our legal team run by it just to make sure they're OK with this. So we'll take both 00:39:14
those under advisement. And then you said you had a Third Point. Yes Sir. The. 00:39:20
3rd issue is on the northwest corner. 00:39:25
Shriver and old Vincennes. 00:39:28
I also sent a. 00:39:31
GIS photo of this. 00:39:33
Umm, that main now is. 00:39:35
In the way of. 00:39:41
The install of the storm drain and some concrete structures that go with the storm drain. 00:39:43
I have. 00:39:50
Learned from. 00:39:52
Christianity's crew that they believe that they can get the storm pipe installed. 00:39:54
Around our water main, although it'll. 00:39:58
Taking quite a bit longer because they have to expose that water main the whole time. 00:40:01
But that would also leave our 8 inch water main in the new intersection. 00:40:07
So. 00:40:13
Basically, on the picture that I showed there that shows this intersection, there's a white line. 00:40:16
That is us with the GIS state kind of showing that's where the water main would have to be relocated to to get out of. 00:40:21
The future roadway inside the. 00:40:29
So with that, my question to you is. 00:40:33
Would you guys like that water main removed so it's not in that intersection and just so you know for point of reference that's 00:40:38
going to run? 00:40:42
Estimates of 9000. 00:40:47
105 dollars. 00:40:49
For material and laboratory. 00:40:52
To relocate that. 00:40:54
And it was a deal where the other invoice had been sent. So I thought, well, we'll discuss this beforehand this time. 00:40:59
Yeah. And I can add to this. So what I provided to you was. 00:41:08
From our engineer on project. 00:41:12
The blue blue line is. 00:41:15
The green is where. 00:41:19
Be moved out of the way too. 00:41:21
And so this is not necessary. 00:41:24
For the product like the project can continue to move forward with a redesign, A slight redesign, the main would still be in the 00:41:28
under the pavement. 00:41:32
Which may be of the future. 00:41:36
Issue. 00:41:38
So this is. 00:41:40
You know, $9000 to maybe prevent something later that would cost more. 00:41:41
But that would be the utilities responsibility at that time, so. 00:41:47
OK, I. 00:41:53
Well, anything further on that? 00:41:55
Otherwise, I'm going to recommend we. 00:41:57
Take all these under advisement. Get more information from. 00:41:59
Nick, on the infrastructure part of it and legal on the that's that's fine, yeah. 00:42:03
OK. 00:42:13
It's $6013.83. 00:42:14
Mr. Bean, correct me if I'm wrong. 00:42:18
The amounts that remain in the arc of land. 00:42:21
Because they were already. 00:42:24
Contract related, they had to have a contractor present those amounts. 00:42:25
So my understanding would be that it's already dedicated to something else. 00:42:29
And at this point, I don't know that. 00:42:34
And itself can be adjusted to utilize those funds elsewhere. 00:42:36
No, I think the adjustment to the plan was required to been done by the end of last year. 00:42:41
And then it had to have been under contract by December 31st of last year. 00:42:45
And then I think we have. 00:42:50
Till the end of 26 to actually expend it. 00:42:52
But it had to have been in place by the end of last year. 00:42:56
OK. All right. 00:43:04
So we'll need some time to sort this out. 00:43:05
Not months. Not. 00:43:08
Not days, but probably a few weeks to get it sorted out. They come back to the next meeting. 00:43:09
I don't, I don't think you would need to do that. I mean, we can certainly communicate to you. 00:43:14
Through Nick on that SO. 00:43:18
Thank you. Yeah, thank you. 00:43:21
The last item I have on the agenda. 00:43:31
Paley Pike pedestrian study. 00:43:35
This was a grant funded project that we. 00:43:38
Funds through crypto for. 00:43:41
The consultant is Clark Deeds. They are here to present their findings for that study. We are looking just for a formal acceptance 00:43:44
that. 00:43:48
We take in their studies so that we can. 00:43:53
Turn into the grant. 00:43:56
Reimbursement. 00:43:58
Thank you and welcome and. 00:44:01
I think we all have some similarity with this. 00:44:03
Particular project as well. They'd be nice to see a few slides here and. 00:44:06
Get something on public record again. 00:44:11
Thank you much. I'll be brief. Rob Huckabee with Clark Dietz. I want to be respectful the board's time. I think you have a one 00:44:13
page summary in your packet. 00:44:17
As mentioned, this is the Paley Pike. 00:44:22
Sidewalk Master Plan is being presented. We kick this project off about. 00:44:25
Ten months ago with Floyd County. 00:44:29
And so I've just got a handful of visuals to March through. We're going to just talk briefly about the project area, the public 00:44:32
engagement process. 00:44:36
Process as well as. 00:44:40
Some of the recommendations. Again, this project was all made possible by a Kipta granted Floyd County pursuit. 00:44:42
To enable this study. 00:44:49
Apologies on the orientation of this, just want to give a different perspective of it. But basically the start of the project is 00:44:51
at the top. 00:44:55
Hill, Paley Pike just outside in the wall when he's starting at Buffalo Trail. 00:44:58
Into the study area goes to US 150, so it's about a 2.5. 00:45:03
Mile corridor that we're looking at. 00:45:08
And of course, interpreting it. 00:45:11
Questions or comments along the way? But this project had a very robust public outreach. 00:45:13
And public engagement process. 00:45:20
SO kicked off the study initially in end of August. 00:45:22
We had a public. 00:45:27
First public meeting November 20th at about 15 members of the public. 00:45:28
Attend that meeting. 00:45:33
Got a lot of feedback on the corridor, the vision for the needs, the current uses, the potential future uses. 00:45:35
In conjunction with that first public meeting. 00:45:43
There was again a public survey that was initiated to try to gather further feedback, knowing that some members of the public are 00:45:46
not able to attend. 00:45:50
Those meetings so. 00:45:55
About 200 direct mailers to. 00:45:57
Residents and businesses along the corridor and as well as. 00:46:00
Social media outreach on this ultimately got over almost 350 responses, which is fantastic. A huge number of those were Floyd 00:46:04
County residents, 97%, which is exactly what we want for those online surveys. 00:46:10
So. 00:46:17
Taking that information, the feedback we got in the map gives you a little bit of an overview of. 00:46:19
Where the feedback came from along the corridor, so we had a huge response basically from Scottsville Road to the east. 00:46:25
But took that information. 00:46:33
A lot of interest, a lot of public feedback incorporated that looked at. 00:46:36
Some engineering What's feasible, what's not along the corridor? 00:46:42
And then develop some schematics and some visuals. 00:46:46
And then presented that in a second public meeting at the end of March. 00:46:50
So. 00:46:54
From those recommendations. 00:46:56
Just again, continue to March through things. 00:46:59
We know we're limited by. 00:47:02
Property ownership, right of way, terrain, there's a lot of challenges out there. 00:47:04
And really, it's probably infeasible to. 00:47:09
Put in a 12 foot largely separated mixed-use path, but there still was a lot of need for connectivity. What we have out there is a 00:47:11
lot of. 00:47:15
Segments, A sidewalk that stop and start and so provide a continuous strip all along that corridor is really what we're looking 00:47:19
at. The majority of the corridor we can do with. 00:47:25
Separated buffer strip between. 00:47:31
The trap vehicle travel lane as well as The Walking path. 00:47:34
Some areas where we're constrained a little bit by terrain or ownership. 00:47:39
We're proposing using. 00:47:44
Barrier curb. 00:47:46
So that again, those pedestrians where they have to walk a little bit closer to the travel lane, we at least have that a little 00:47:47
bit extra level of safety. 00:47:51
So again, as I mentioned, we have intermittent sidewalks out there. We know that speed is also. 00:47:55
Anybody who's traveling 4 or speed is an issue. 00:48:01
So ultimately what was recommended is a continuous travel lane. Basically start. 00:48:05
From the eastern end of the project to Scottsville Rd. We have a sidewalk that's really proposed on the north side of the road, 00:48:11
starting essentially at Altwood subdivision. We also have a parallel section with the eastern most end that connects Buffalo Trail 00:48:17
with Shambork. 00:48:23
Before having a hawk crossing which is a high visibility crossing. 00:48:30
But the main path is really east West on the north side of the road to Scottsville Rd. 00:48:34
Along the way we've got improvements to crosswalks at business interests and entrances in particular. 00:48:40
We also so in total, in total in this first phase section that we're looking at, we have. 00:48:48
Almost 2 miles of sidewalk that's proposed. That's a substantial investment. 00:48:55
But we've tried to. 00:49:01
Through this study, which? 00:49:02
Provide a copy to. 00:49:04
Mr. Creevy. 00:49:06
Really looking and trying to break that into manageable segments. 00:49:08
Another large component of this because again, this is a fairly high traffic Rd. there's a lot of volume that uses it. 00:49:12
We want to take the travel lane for vehicles from 12 foot down to 11. 00:49:20
That still meets the functional classification for the roadway. 00:49:26
Secondary benefit to that is it can actually slow traffic down a little bit because folks don't feel like they have quite as much 00:49:30
real estate. 00:49:34
To to travel to high speed. 00:49:38
And by narrowing that traveling, we're able to largely. 00:49:41
Minimize the amount of right away and property needs to be. 00:49:46
Purchased. 00:49:49
And try to utilize the existing space we have. 00:49:50
So. 00:49:54
That that. 00:49:56
The second phase that I mentioned is kind of beyond E Luther Rd. 00:49:57
And that's about 1.3 miles. And that's, that's largely on the South side as well or I'm sorry, on the South side when you go east 00:50:01
of East Luther Rd. 00:50:06
So again, I'm trying to be respectful of time. I know I marched through a number of things, but. 00:50:11
Really just want to present our initial findings to. 00:50:18
Boyd County. 00:50:22
Take any feedback that. 00:50:24
County or Mr. Creepy or others have and then get that report finalized with the target by the end of the month. 00:50:26
So. 00:50:33
Questions. Comments. 00:50:35
Feedback. 00:50:37
Nick, any suggestions or comments on? 00:50:41
From your angle, I know that we're going to probably spend more time with this before we. 00:50:44
And we can accept the study as it is tonight, but. 00:50:48
Uh, no, we've been. 00:50:54
Communicating throughout the process, they are just kind of button up, buttoning up some final items to finalize the study. 00:50:56
They did do a lot of. 00:51:03
Good public engagement to get feedback on this. This is a study, it's a plan. 00:51:05
We will look. 00:51:11
For ways to implement it. 00:51:12
If appropriate, and we'll make those determinations at that time. 00:51:14
So. 00:51:19
And the only thing that leaves out on me, I'd like to get your opinion on and also Sheriff Bush's opinion on also former sheriff. 00:51:21
Loops opinion on is. 00:51:27
The road diet here from 12 to 11 feet, I mean, I know those always have. 00:51:28
50% of people like it and see that it slows things down. 50% say the trucks are already too big. 00:51:33
No way. So where do you fall out on that? 00:51:39
There there's been a lot of studies that indicate that. 00:51:42
They are successful in slowing down traffic. 00:51:45
We do see people walking in in the shoulder on. That's what really led to this study. 00:51:48
We had a fatality. 00:51:55
A few years ago in there. 00:51:56
In the project area. 00:51:58
So. 00:52:00
You know what we're talking about is reducing lane width just a little bit. 00:52:01
So I think most people wouldn't even know. 00:52:06
You'd be surprised. 00:52:09
I mean, I'd love to see any data that that says that. 00:52:13
It slows things down without. 00:52:16
An increase in. 00:52:18
Significant accidents. 00:52:20
If that was if that was the case, then traffic would be pretty slow throughout the county. 00:52:22
Yeah, that's gonna save my trips down John ****** Rd. was with conflict this analysis. So how much does it cost? 00:52:28
I don't know to implement. 00:52:37
To put a sidewalk in, is there like a mile or cost? 00:52:39
How much does it cost? 00:52:44
'Cause that's the bottom line everything it totally understood and and very valid question. We did put together order of magnitude 00:52:45
cost associated with this project. 00:52:50
We've got an itemized in the appendices of the final document that give us a. 00:52:56
A basis of the cost now I will mention there are some ancillary improvements are going to have to be made. We know there's 00:53:01
retaining walls in several areas. There's going to have to be some drainage improvements. 00:53:07
Even some utility conflicts are going to have to be addressed and that's for the reason we just don't have the ability to put a 12 00:53:13
foot path there that everybody would love to use and. 00:53:17
Ride their bikes on. 00:53:22
But order of magnitude cost put this at about $4 million for the phase that is from East Luther. 00:53:24
To Buffalo Trail. 00:53:31
And then about another 2 million to get to US150. 00:53:33
So we're in the six to $7,000,000 range for this project. 00:53:36
Not insignificant if you want to break it down on a cost per foot. 00:53:42
No, that's fine. We're talking anywhere from 70 to $100 a foot. 00:53:46
I'm pretty sure they did not have that much in rainy day. 00:53:53
Yeah, I think. 00:53:57
One thing to note on that is. 00:53:59
We would not necessarily pursue. 00:54:02
Implementing this in that way, it may be our when people come in and redevelop a lot. 00:54:07
We have them put the sidewalk in in accordance to this point. 00:54:13
So that would cost us nothing. 00:54:17
So this is just. 00:54:19
In what it could cost. 00:54:23
I can think of. 00:54:25
Probably 8 or 10 people that I know that live on that road. 00:54:26
That will want to go to court to take their property. 00:54:31
Even if it's 20 feet. 00:54:34
Of their front yard. 00:54:36
OK, well. 00:54:39
Any other questions? 00:54:42
Not I did. 00:54:43
Extend a comment request to Sheriff Bush Any. 00:54:45
Road diets. Yay nay. 00:54:48
You know, I mean, as a former commissioner, you talk about walkability, talk about connecting. 00:54:51
Yeah, OK. Yep. 00:55:04
Well tonight we are dealing with the acceptance of the pedestrian study, so that's all I'm looking for is a motion to accept. So 00:55:05
moved. 00:55:08
Second all in favor. Aye, Thank you. Thank you. It looks sharp. 00:55:13
That's it. Yeah, well. 00:55:18
We'll pass the hat around in a minute. 00:55:20
We have some new employee announcements to make. 00:55:24
You know, we've been kind of reworking our organizational chart. 00:55:27
For the last several months. 00:55:31
And so we do have some announcements to take some of the. 00:55:34
Of that is starting to take shape quite nicely, so I'll leave that to Frank for Part 1 and Jason for Part 2. 00:55:37
OK, you want me to announce all AB and C? 00:55:45
All right. We'd like to recognize that we've hired Stan Heil. 00:55:50
As Floyd County's chief financial officer. 00:55:55
Effective in July. 00:55:58
We'd also like to announce that we've hired Donnie Hare. 00:56:01
To be their director of facilities. 00:56:05
Since we've. 00:56:08
Got more buildings now than we know what to do with. 00:56:10
And Brenda Gray will be our new administrative system. 00:56:14
All right. And although not necessarily a new employee, but an employee with that is going to be serving. 00:56:18
In a different role, outside of what was. 00:56:25
Their regular capacity is our own Nick Creepy, who's going to be serving as our. 00:56:27
Chief operations officer for Floyd County. 00:56:32
Right. So we look forward to that again we've. 00:56:35
We've been doing with a lot of consultant agreements since. 00:56:39
Mr. Don Lop left and we feel really, really. 00:56:43
Confident in this team we put together. 00:56:47
And look forward to great things from them. 00:56:49
So congratulations to everybody and. 00:56:51
Stan and Donnie are here. I didn't miss Brenda here. 00:56:54
OK, but stand, just stand up, Sir. Stand Heil there and Donnie in the back there. 00:56:57
So. 00:57:03
Two more points of contact and everybody knows. 00:57:05
See me afterward? I'll give you their cell phone number. 00:57:10
All right, County Attorney, Fox Law Office. 00:57:15
Again, we'll start with 5A, the county building triple net lease agreement. 00:57:20
Yes, that's with the building authority. The building authority. 00:57:25
Is an entity that. 00:57:29
Was set up for bonding purposes for the city county building back when it was built back in 1958 or so. 00:57:32
The building authority also took on additional responsibilities of management of the building. 00:57:41
We have. 00:57:47
Took a look we being the county with regards to. 00:57:50
Taking over those management services and. 00:57:54
The Commissioners have decided that they would like to do that. 00:57:57
This triple net lease provides that. 00:58:02
Very thing. 00:58:06
And so in fact, a couple of the employees that you just announced that. 00:58:08
You have hired. We're part of the building authority. 00:58:12
So this formalizes that process. 00:58:16
Bill. 00:58:20
Is the president of the building authority, and it's my understanding that this will be in front of. 00:58:21
Your board two nights from tonight. 00:58:28
Yeah, momentarily, if you like, before you do, I want to. 00:58:33
Did you complete your comments? Hang on just a second though. 00:58:37
I want to acknowledge Mr. Fenders work recently and in the past several years on this along with every other person. 00:58:41
Who sat there? 00:58:48
Since its inception, and not only were they. 00:58:49
Responsible for financing, but they also are factually the owners of the building. Will continue to be the owners of the building. 00:58:53
We're just taking over management because we believe we can bring some efficiencies with regards to that that aren't available 00:58:59
right now. 00:59:02
And, umm. 00:59:06
Not that you guys have been doing an inefficient job, it's just that. 00:59:07
We're trying to kind of put everything under one umbrella and. 00:59:11
We're really happy to have Mr. 00:59:14
Taking on the responsibilities not only of. 00:59:16
Continuing with. 00:59:19
The former soon to be former City County building, but also all of the buildings in the. 00:59:20
County's portfolio. 00:59:26
So and we appreciate your cooperation with this over. 00:59:28
The last several months and make this. 00:59:31
This happened. 00:59:33
I'll make this brief. 00:59:34
About seven years ago, a commissioner called me up and said I want you to fix the building authority. 00:59:37
And I had no idea what that meant, so I said yes. 00:59:43
And. 00:59:47
Frank was sheriff and he came up to me, he says. 00:59:48
It's one of the best days of my life. You're on that board. 00:59:51
And I knew I was. 00:59:54
Everybody work cut out for me. 00:59:56
So. 00:59:58
The Commissioners. 00:59:59
None of which. 01:00:01
Here were commissioners. 01:00:02
Had neglected that operation until it came up to damn near $1,000,000 lawsuit between the building authority and the 01:00:04
commissioners. 01:00:08
Really hard to believe. 01:00:12
It's hard for me to believe. 01:00:13
I said I will never be a party to wasting the taxpayers money like that. 01:00:15
I've always endeavored to leave things better than I found out. 01:00:21
I got into that job and I. 01:00:25
Said, well, it's a pretty low bar. 01:00:27
So I work from that point in time to. 01:00:30
To get. 01:00:33
Get a hold of management. Report to the commissioners that condition of the building. Make recommendations. 01:00:34
And. 01:00:40
And I'm tickled to death to see that commissioners are consolidating the county's properties into one under one management. 01:00:41
And I want to come in. 01:00:50
Doctor Knable and. 01:00:53
Doctor. 01:00:55
On working with us to the extent that they did to get this agreement. 01:00:56
For the betterment of the people of this county. 01:01:01
So godspeed in your endeavor, I'm sure you'll do fine. 01:01:04
I truly hope I've left it in better shape than I found it. 01:01:08
And uh. 01:01:12
I'll still be the president of the board, such as it is. So if there's other. 01:01:13
Bonding or whatever comes up, we're at your service. 01:01:18
All right, and just so people know, you're now going to be staying busy with the highway under. 01:01:21
Well, another commissioner called me up and asked me to fix something else. 01:01:27
So, and I guess I'm a slow learner. 01:01:30
Didn't learn from the first one, huh? 01:01:34
So yeah, I'm on the other activities. But anyway, it's been a sincere pleasure working with all of you to make this transfer and. 01:01:37
And I'm sure you guys will do a good job taking care of well. You're an exemplar of what citizen? 01:01:46
Activity is. 01:01:53
I mean, you've never. 01:01:54
Asked for any. 01:01:56
Commendations. 01:01:57
You just kind of put your sleeves up and do the work. So much appreciate it. 01:01:59
And I certainly appreciate the work you brought to that board. 01:02:03
I knew you'd do a good job there, so. 01:02:07
Well, thank you. Thank you. 01:02:09
You need a little attention. 01:02:12
Yeah, well, I think there's another commissioner that he owes you a steak dinner or a White Castle fly by, either way. 01:02:13
Well, nevertheless. 01:02:22
My sincere appreciation and and sincerely meaning Godspeed to everyone and. 01:02:24
In this endeavor, I'm sure everybody workout. 01:02:29
And do fine. 01:02:32
All right. Thanks very much. 01:02:33
So we need formal acceptance of the lease as we have reviewed it, correct? All right. So for that. 01:02:35
I'll make a motion to accept the county building triple net. 01:02:43
Lease agreement. 01:02:46
As written. 01:02:48
Second motion. 01:02:49
All in favor, aye aye. 01:02:51
All right. And we have 5 BA termination of an employee contract that involves Stan Heil, but. 01:02:54
He was just hired, but so we can't be terminating him, right? No. So this is a termination of the agreement for performance and 01:03:01
services that the commissioners entered into with Mr. Heil a couple months ago for his contract work. 01:03:07
And as you indicated, now the county commissioners are hiring him, we're going to jointly. 01:03:14
Not one side of is jointly going to terminate that agreement. 01:03:18
So that he can become an employee of the county. 01:03:22
That'll be effective. That will be effective. 01:03:24
On June 30th at midnight because they'll become an employee July 1. 01:03:27
12/01. 01:03:32
All right, look for a motion to accept termination of employee contract. 01:03:33
2nd. 01:03:38
All in favor, aye? 01:03:39
All right, contract, employee agreement. 01:03:41
OK. So the next one is for Susanna Worrell for her services. 01:03:44
In taking care of the different functions of the new Chase building that was purchased last November, this is a limited contract 01:03:49
just from November 1st of 2024 to July 1st of 2025. 01:03:55
For just a set amount of $3000 for those contract services. So this contract essentially provides for a stipend for all of the 01:04:02
work that Suzanne took on 1st informally with absolutely no agreement. 01:04:09
When we bought the Chase building we needed somebody to arrange for. 01:04:15
Dumpster contracts and meeting with the developers and furniture orders and IT problems and rental agreements and utility 01:04:20
changeovers. 01:04:26
And. 01:04:32
All the things that continue to this day, right? So, but. 01:04:32
Again with Mr. Hair. 01:04:37
Taking over some of those responsibilities as well as Brenda Gray. 01:04:39
Beginning in July. 01:04:43
You will be able to. 01:04:46
Not answer the phone when I call you about utility problems at the Chase building. 01:04:48
Probably, umm. 01:04:52
Deny any questions for legal on that. 01:04:54
If not, I'll look for a motion to approve. 01:04:58
Make a motion to approve the. 01:05:00
Stipend contract. 01:05:03
I'll second. 01:05:07
OK, all in favor. 01:05:08
Aye, aye. 01:05:09
All right, next is 5D. We do have a public speaker. 01:05:10
Legends again. 01:05:14
And I just mispronounced it for the third time tonight. 01:05:15
Lucians. 01:05:19
OK, All right, It is. It's Legends. Legends. It sounds like Legends, but Legends of the Fall. Yeah. 01:05:23
So, umm. 01:05:29
The conversation. 01:05:30
That you all had in the solid Waste District meeting was very helpful for me in understanding what was going on. 01:05:32
And so I just want to say that. 01:05:40
This has been brought about as a result of the General Assembly cut to property taxes, which again. 01:05:44
Angers me because that puts local governments in a bad position. 01:05:51
And I understand that because recycling is not a mandatory service, then that's one of the things that you're considering cutting. 01:05:55
I would just ask that as you consider that. 01:06:02
That you think about maybe transitioning it into something where private enterprise takes over. 01:06:05
So that those of us in the county are not left without, not left without any options. It's just tried over the years to go 01:06:11
directly to recycling facilities. 01:06:16
And it's just it's not realistic for ordinary citizens to do that. 01:06:21
Whether that is. 01:06:26
What New Albany has where people pay. 01:06:28
And then you have a private entity that comes around and picks up recycling once a month. 01:06:31
There were some benefits to that. It would probably reduce landfill utilization overall, but you're going to have people who are 01:06:36
going to be upset if they have to pay a fee. 01:06:40
That being said, I just want to say that. 01:06:45
It bothers me, this current environment that we're in where it's become fashionable, almost patriotic to think in terms of. 01:06:49
Of lowering taxes, not paying taxes. 01:06:57
But is Oliver Wendell Holmes once said, I like paying taxes with them. I buy civilization. 01:07:00
I understand there's no such thing as a free lunch, so if we have to pay a fee to bring in private enterprise for recycling in the 01:07:06
county. 01:07:10
I'm all for bad so thank you all. 01:07:15
Thank you. Thank you. 01:07:17
I'd be remiss if I didn't say three times in one evening, but I really appreciate your style of presentation and then your. 01:07:19
Thank you. 01:07:26
Thank you. Well, and it's it's important to know what you're talking about and. 01:07:27
I know people get overwhelmed and then they come in and they make accusations and that's just. 01:07:31
Helpful. So thank you. Thank you. I appreciate it. 01:07:35
All right. With that, we'll look for introduction into discussion of Floyd County Ordinance 2025-18. 01:07:39
Of course. So this is a fully county Board of Commissioners ordinance showing their intent. 01:07:46
And in being in favor of dissolution of the Floyd County Solid Waste Management District. 01:07:50
That is for. 01:07:55
Again, to start the process to show that you all are intending and desirous of dissolving the solid waste management district. 01:07:58
That doesn't mean that there may not be some private contract or some other plan or consideration that you contemplate over the 01:08:06
next 180 days. Both the Council and Commissioners would act on this. 01:08:12
Ordinance for with intent. 01:08:19
And thereafter we would have 180 day waiting period where we would develop a plan. 01:08:21
For the assets and debts of that district. 01:08:26
As well as the plan for any services that would continue if that was desirous. Umm. 01:08:29
And from there, then have a public hearing. 01:08:35
Where thereafter you could adopt an actual ordinance to dissolve that district. So this is the first step in that. 01:08:38
Happy to answer any questions. 01:08:44
OK, so dissolution again just gets. 01:08:47
The ball rolling for this further. 01:08:50
The end of this paradigm under which these services have been provided. 01:08:53
Since the state. 01:08:57
Instituted the mandate again, I'm not sure what year that was. Someone had said 2014 earlier on or maybe even prior to that. I 01:08:58
think it was prior to that, and I don't remember the exact date, but in 2017, the statute allows the commissioners. 01:09:05
In the county to dissolve that solid waste district. It's no longer a mandatory requirement in the state of Indiana. 01:09:11
Right, so. 01:09:18
Again, there will be a long period. 01:09:21
Available for discussion to look at different options for this, as well as to invite and encourage further public comment on this. 01:09:23
Issue. 01:09:31
Any comments? 01:09:33
No, I, I think there's going to be plenty, like you said, plenty of discussion that comes out, you know, as we walk down this 01:09:35
path, you know, and. 01:09:39
We'll see how the discussions go, I mean. 01:09:46
But at the end of the day, you know. 01:09:49
There is. I do think it's important to put out that, you know, there is a difference between the services that the City of New 01:09:52
Albany is currently providing versus, you know, the solid waste district as far as when it comes to collection and stuff. 01:09:57
I'd also like to say you don't have to rely on us. 01:10:03
To do recycling, I mean, if you live in a neighborhood. 01:10:06
And you're part of a homeowners association. 01:10:09
Would like to have somebody come out and do some recycling services for you. 01:10:11
I'm sure the people would love to talk to you. 01:10:16
And additionally, you know. 01:10:18
I think we should recognize that. 01:10:20
You know, I'm not sure when this district was established, what resources were available there, but. 01:10:22
At the end of the day, there is still a couple recycling centers that are available to people here. 01:10:28
In Floyd County, so. 01:10:33
I don't have any more comments outside of that rainy. 01:10:36
Right. 01:10:39
I'm ready to make a motion. 01:10:42
Frank. 01:10:56
Any comment? 01:10:58
No, alright. 01:10:59
I love the Oliver Wendell Holmes quote. I also think that there's a complimentary quote from Calvin Coolidge which said that. 01:11:02
People have to pay for the services that. 01:11:09
They utilize. 01:11:11
Ultimately, it comes from somewhere. 01:11:13
And. 01:11:15
So. 01:11:16
But I had that quote somewhere in my wall. 01:11:19
We'll have public comment after the meeting tonight. 01:11:24
All right, if there's no further discussion on that. 01:11:27
I'll look for a motion to approve or table or however you want to handle it. 01:11:31
Unanimous consent. Yeah, I'll make a motion to approve with unanimous consent Floyd County Ordinance 2025-18, the intent and in 01:11:35
favor. 01:11:40
Dissolving the solid waste district. 01:11:44
2nd. 01:11:47
Motion is second all in favor, aye. 01:11:48
All right. A mowing contract, this is for Nova Park, correct? 01:11:53
Yes. Umm. 01:11:58
Yes, so this. 01:11:58
Susanna received three quotes. 01:12:01
Umm, so we met that session requirement. 01:12:05
Lambs was the lowest. 01:12:07
Bitter and so in front of you is a Lambs contract for services which has been reviewed. 01:12:10
All right, there are no questions. Look for a motion to accept the low bid. Make a motion to accept the low bid. Lambs long and 01:12:17
service landscaping. 01:12:21
To cut and trim. 01:12:26
Grass areas at Nova Park. 01:12:29
I'll second all in favor. 01:12:32
Aye. 01:12:34
And we have a contract from. 01:12:36
No ink master agreement. That's from County Clerk Anita Burke's, I believe. 01:12:39
I don't think she has any representation. This is she's in Indianapolis tonight. 01:12:47
Election board, right? Yes, this has to do with poll books for the election board. 01:12:51
The current vendor moved out of the state VR systems and. 01:12:58
No link. Currently serves 79 counties here in Indiana. 01:13:04
And the the cost of the poll books is $111,275. 01:13:10
The equipment is required for the elections. It's been approved by the state. 01:13:18
And we have the money in our budget to pay for that. 01:13:25
For the election board. 01:13:29
Well, I'll make a motion on that. 01:13:32
That we accept this contract. 01:13:34
For no link. 01:13:37
I'll second. 01:13:38
All right. As far as I know, we don't have any options. So we have a motion and a second. 01:13:39
All in favor. 01:13:44
Aye, aye. All right. 01:13:46
Auditor Diana Topping. 01:13:48
Opioid Oversight Committee approval. 01:13:50
I had sent an e-mail I believe. 01:13:57
I'm really not sure when I sent it to be perfectly honest. I'm sorry the last week has been a bit. 01:14:00
Busy. 01:14:04
Detailing the items that the Opioid Oversight Committee had. 01:14:07
Gone over and our recommended approvals. 01:14:10
Those were sent on to you all. 01:14:13
Along with any decisions that we had made, I believe there's some. 01:14:15
Software in there for the prosecutor's office along with some equipment. 01:14:19
For them. 01:14:23
As well as some additional equipment for our SIU team. 01:14:25
Some chair equipment for an APD to deploy actually out in the community while utilizing to fight. 01:14:28
The drug influx in our community as well as. 01:14:35
Honestly, I think that might be it. 01:14:41
My apologies. 01:14:43
OK. 01:14:44
It will require an additional appropriation from the council. We are on the July agenda of right under $36,000 I think is what I 01:14:47
said. 01:14:51
Might have been closer to 39. 01:14:55
Again, my apologies, my brain is not functioning all that great at this point. 01:14:57
Due to the fact that some of the previously approved purchases through the Board of Commissioner and appropriations through the 01:15:03
Council. 01:15:06
We're not going to fit the need. 01:15:12
And I will recommend. 01:15:14
The officers that we've worked with on this board, they don't ask for things that they don't actually need and they don't buy it 01:15:17
if they're not going to use it. 01:15:21
I've been very impressed. 01:15:27
With the. 01:15:29
The conservation of the funds that are available to them. They are very careful with their asks. 01:15:35
And it's been. 01:15:39
It's actually been very rewarding to see, OK, And the funding source for this is the opioid. It is the unrestricted opioid funds 01:15:40
received from the settlement with the federal government. You all put it in a protected ordinance so that it would be used 01:15:45
towards. 01:15:50
Drug interdiction. 01:15:54
Fighting that problem from that end while the restricted funds. 01:15:57
Which are quite a bit larger than the funds that we have available to us on our board. 01:16:01
Continue to provide treatment options and recovery options. 01:16:06
Through multiple sources. 01:16:10
OK. Any questions for Diane? 01:16:12
So. 01:16:15
This list, did it include the prosecutors? 01:16:16
Computer purchase. 01:16:20
It did. The one that you and I discussed via e-mail. It does. We are covering half of the cost for them. 01:16:21
They covered the other half, that is correct. 01:16:28
Good. I don't have a question, but I would like to say this, you know. 01:16:30
Especially over the last couple months, I've had some really good conversations with some people even. 01:16:34
From Mr. Banks office. 01:16:39
Regarding. 01:16:43
The way that Floyd County has outlined, the way that we have handled. 01:16:44
This opioid settlement money and what we have. 01:16:48
Utilized it for I mean we we we recognize that there. 01:16:51
You can't solve this problem. 01:16:55
One dimensionally, it's going to take. 01:16:57
It takes all sides. I will say that at every convention I go to, I am. I brag about what our commissioners did when it came to the 01:17:00
unrestricted funds I've seen. 01:17:05
The utilization of those funds in other counties and there's not one other county in the state. 01:17:09
That dedicated it to. 01:17:15
Fighting the influx coming into the county. 01:17:17
It was utilized in multiple other areas. 01:17:20
Well, I can't think of. 01:17:24
One county, much less one city. 01:17:26
Even further, probably one family who's not been touched by. 01:17:28
Some part of this, you know, epidemic, you know that that's. 01:17:32
Been going on in. 01:17:37
I just got to say. 01:17:39
I wish more communities. 01:17:40
Would have tackled it the way that we have and. 01:17:42
Greatly enjoyed talking to. 01:17:46
To other leaders you know throughout our state about. 01:17:48
How we have handled this, so kudos to everybody who serves on these committees that. 01:17:51
You know. 01:17:55
Helps trying to make our community a little bit better place. 01:17:56
All right, we'll need a. 01:18:01
Motion to accept that so moved. 01:18:02
Second all in favor, aye aye. 01:18:05
Thank you. 01:18:08
All right, what everybody's been waiting for announcement of the county building names with the real estate portfolio being? 01:18:09
Trimmed and added to and. 01:18:18
Remodeled. We felt it was time to move forward with some some new names on this over the next several months you're going to see 01:18:21
as things get remodeled. 01:18:24
We're also going to have some new names to to try to get used to. I know some of these are generational in place, so it might take 01:18:29
a little bit of. 01:18:33
Of getting used to but old dogs, new tricks, all that good stuff. So without further ado. 01:18:38
Frank has one and Jason has 1 and I have one so. 01:18:43
So we're gonna. 01:18:48
Rename the. 01:18:49
New Albany, Floyd County, City County Building. 01:18:51
The Floyd County Judicial Center. 01:18:55
And we will soon have news on. 01:18:59
Where we're going with that that project? 01:19:03
Yeah. So in regard to the building that. 01:19:06
Was formerly known as the Chase Bank. 01:19:12
That will now be the Floyd County Government Center. 01:19:16
The Chase Bank on Spring Street, yes, Yeah, that's going on. That's what we have her for. Chase senior. 01:19:19
And the Chase Junior building on Grant Line. 01:19:25
Which is going to house the new Floyd County Department of Health. 01:19:29
Is going to be the Floyd County Department of Health Human Services and Inspection Center because we are going to have some county 01:19:32
services housed on the 2nd floor there as well. 01:19:37
So look for signage going up. We were inspired by the sheriff and his new. 01:19:41
Signage and thought we need to get on board with. 01:19:46
It's been in work for a long time. 01:19:50
So we'll appreciate everybody's patience on that the. 01:19:52
Pineview Government Center will continue to be the. 01:19:56
Pineview Government Center as long as it remains in the portfolio. 01:19:59
Board and committee reports tonight. 01:20:05
Jason, do you have any? 01:20:09
Yeah. Also the opioid committee I'm a part of, we met and produced that list for the commissioners today and then also. 01:20:12
I spent some time with. 01:20:23
The Council. 01:20:26
At a presentation from Baker Tilly regarding. 01:20:27
The impact analysis that we're going to have from Senate Bill 1. 01:20:31
I believe that the Council took. 01:20:36
Documents for the commissioners to be able to. 01:20:38
Have those that couldn't be in attendance, but I highly encourage everybody look at that. I will say that. 01:20:41
Even our fiscal advisors at Baker Tilly will tell you that they don't believe that their projection models will be. 01:20:47
Much more accurate until we get to that point. Maybe sometime in the summer, July, even in the August. 01:20:54
Which kind of runs concurrent with, you know, budget time, so. 01:21:00
That's all I have. 01:21:06
No, I'm spending a lot of time at their office. 01:21:11
Trying to take care of county business so sounds expensive. 01:21:16
Yeah, it is. 01:21:19
For the for me. 01:21:22
June 5th. 01:21:26
Closed on the Floyd County Health Department building. 01:21:28
Again, so that's. 01:21:31
Squared away, right we are. 01:21:33
Proud owners of that. 01:21:35
Later that afternoon, we met with our building reps on. 01:21:36
The umm. 01:21:39
Floyd County Government Center, formerly the Chase Building. 01:21:41
And remodels continue on that we should have RFP's out. 01:21:44
Late this month or early July on that. 01:21:49
Sounds right. It's the advertising is all underway at this point in time. 01:21:52
Also met with the architects regarding that remodel the following day, June 11th. 01:21:56
At our Caesars Foundation meeting. 01:22:01
We decided final grant awards for this. 01:22:04
Spring term, and those will be announced soon. It's going to be a. 01:22:07
Nice influx of actually exceeded the last the fall tranche on that. So a lot of. 01:22:11
Good people getting. 01:22:18
A good shot in the arm financially from. 01:22:20
Caesars Foundation later that day. 01:22:23
Had a little discussion with Parks Department for each officials. 01:22:25
June 12th Who could forget our? 01:22:29
Our bus meeting. The Loomis. 01:22:31
And the Loomis Rep is still in the hallway, by the way, so anybody has any questions they'd like to. 01:22:33
Throw his way. I'm sure he would be glad to. 01:22:38
He's getting overtime tonight, yeah. 01:22:41
Last week, all three of us met with several applicants for new Superintendent of the road department. 01:22:46
A long term. 01:22:52
Ronnie Superintendent. Ronnie Tool. 01:22:55
Is not going to be able to stick with us longer after July so we greatly miss. 01:22:57
You, Ronnie, and we'll have more formal recognition that at some point in time, but. 01:23:02
It continues to be a great asset to us. 01:23:07
We're scheduling the military for a parade for you and. 01:23:10
And then? 01:23:15
This morning had a meeting with the Redevelopment Commission. 01:23:16
And earlier today, we had a solid. 01:23:20
Waste meeting at 4:30. I'm going a little bit off here but I'm going to get everything covered. 01:23:22
Next Commissioners is meeting this Tuesday, July 1st and we do have a joint meeting Tuesday, June 24th at 4:00 PM. 01:23:27
I'll look for approval of Commissioners meetings minutes for June 3rd, 2025. 01:23:35
So moved. 01:23:40
All in favor, aye and approval of payroll and claims. 01:23:41
All right. And then non agenda. 01:23:46
Public speaking tonight, we have any government officials who would like to OK. 01:23:49
And we had one person to indicate they might want to speak, but we had one sign up before you, ma'am. So I'm sorry, Miss Linda 01:23:54
Russell, actually. 01:23:57
It's signed. 01:24:00
She did say that she had a she had a question in regards to. 01:24:03
Something that is on the agenda. 01:24:08
Back to public comments, right? So you'll let her thank you. 01:24:10
Do we also need to vote on the approval? 01:24:18
Payroll claims. 01:24:23
Yeah. 01:24:25
So you'll need a vote on that. All in favor of accepting payroll and claims. 01:24:28
Aye. 01:24:34
All right, I have a motion, Commissioner. Sharp seconds for Commissioner. 01:24:35
Move all in favor. Aye aye, it's been a long week. 01:24:41
And it's only Tuesday. 01:24:45
That's a unanimous OK. 01:24:47
Ma'am. 01:24:50
Please. 01:24:53
And these will be limited to 3 minutes as well. 01:24:55
Yeah, sorry. My name is Rhonda Iglesias and. 01:24:58
I'm proud to live in the city of New Albany. I'm actually just outside of the city limit, right? 01:25:03
Before you go up, measure Knob Rd. 01:25:09
And there's a couple of things that I wanted to ask. One when you are, I'm all about solutions. 01:25:12
So when you talk about the disposal, you know of waste for the recycling. 01:25:19
If you need a volunteer to help you. 01:25:25
Do some research or. 01:25:29
Give public comment or do whatever, I'm all for it because I have been recycling for like 25 years and I want to make the world 01:25:31
better for my grandkids. 01:25:36
So that was my first comment. 01:25:41
My second one is. I have tried very hard to try to figure out. 01:25:43
How our Rd. is? 01:25:48
Labeled as a private drive, but there's like 11 people up there and actually somebody from I believe it was the County Sheriff's 01:25:51
Department drunk by one day. 01:25:55
He said. You guys need to do something about that road and we're unable to get our neighbors to go in with us. 01:26:00
So I was hoping that you all would give me a little bit of a direction on what we can do to potentially even petition for it to be 01:26:06
in our County Road. 01:26:11
Or if there are any other options, what's the name of it? 01:26:16
Our Rd. is copper drive. Oh OK I know where it is. 01:26:19
Yeah. It's kind of right behind that newer subdivision there, yeah. 01:26:24
Mr. Creamy, can you give her direction on that after the meeting? 01:26:29
Thank you. Are you talking to him? He'll tell you the process. 01:26:32
OK, thank you so much for letting me speaking again. I'm happy to volunteer. You asked for the COO. 01:26:35
OK. 01:26:41
All right, Miss Russell. 01:26:43
Yes, Yes, ma'am. 01:26:44
Thank you for letting that young lady go before you. Proper way to do it. 01:26:48
Last meeting I did bring up my mother's faith death certificate. They owe it. 01:26:53
And the fake headstone. And you would know that I would receive. 01:26:59
The next day in the mail. 01:27:03
A card. 01:27:05
From the Funeral Home. 01:27:07
Now I did go and meet with the Miss Hubry in regards to the information. 01:27:09
That I gave to you. 01:27:15
I have since also received some of your mail. 01:27:16
Which is MA-IL. 01:27:20
And I'm going to leave that here with you because you had your 988 billboards up. 01:27:23
And. 01:27:29
Those are obsolete due to the fact the deceased had that information. 01:27:31
Prior to her death, which includes tomorrow's date. 01:27:35
That's all I am. Thanks. Thank you. 01:27:39
All right. Any closing comments from? 01:27:44
Any of the Commissioners. 01:27:47
Make a motion to adjourn, all right. 01:27:51
Received and accepted. 01:27:55
