Open for your use. 00:01:41
Now if you please join me in a. 00:01:44
Moment of silence for individual prayer, meditation, reflection. We prepare for tonight's meeting. 00:01:46
All right. Thank you. 00:02:13
We have a relatively busy agenda tonight and we're going to make a little bit. 00:02:16
Busier. 00:02:20
I'm going to ask for. 00:02:22
Adding a few. 00:02:25
Few items by unanimous consent. 00:02:26
To tonight's agenda, namely. 00:02:29
New business item 2C Bridge 51 repair quote New business item 3D tower Pinkster ASR number. 00:02:33
03. 00:02:40
You look business #5A and B. 00:02:43
So we can't address strike strike there, just B. 00:02:47
Floyd County Resolution 2025-12 Termination of United Consulting for Bridge 38 agreement. 00:02:50
Item 5D Intern contracts for prosecutor's office. 00:02:56
Item 6A Convenience of equipment agreement to the Floyd County Sheriff's Department. 00:02:59
Promotion to add those by unanimous. 00:03:05
Make the motion. I'll second. 00:03:07
All in favor, aye? 00:03:09
And. 00:03:11
For those keeping score at home, Item 3, the IUS change order for Building 5 at Nova Park, has been removed from the agenda this 00:03:13
evening. 00:03:17
All right, a couple of house rules when we get to the item that. 00:03:23
Most, if not everyone, signed up to speak for. 00:03:28
Probably have some opening comments. 00:03:31
And with the number of people we have. 00:03:33
Decided to speak. 00:03:35
A 2 minute time limit on that just so you can prepare your thoughts. 00:03:37
And we'll have a timer on that. 00:03:41
And that is it for now. Old business #1 county engineer ratio. Your ETA with the pacer quote. 00:03:44
For those not familiar with me, you can explain what a pacer is. 00:04:00
Good evening. 00:04:04
Erasure can engineer. 00:04:05
You should have 3. 00:04:07
Quote that they submit for. 00:04:09
For completing the basis that is needed to be done. 00:04:12
By the end of this. 00:04:15
Coming on Monday, June. 00:04:17
One is from HW. 00:04:20
See Engineering. The other is from Beacon St. Consultants. 00:04:22
And the other one is for SME engineering. 00:04:26
It's up to you which one you decide to choose. 00:04:30
I need a motion to take those under advisement. 00:04:37
Yeah, and again, just for. 00:04:40
We get a lot of calls on paving, so this is. 00:04:42
The system that we use basically to rate the roads. 00:04:45
In order of priority of paving. 00:04:48
Any further word on that, Nick? 00:04:52
Oh yeah, yeah. 00:04:57
We cannot do that at this point in time. 00:04:58
What could take under advisement again? 00:05:02
I believe that we were going to go with the low bid on that. 00:05:04
OK, OK. 00:05:07
We'll need to take and have a motion to do so, I think. 00:05:10
So yeah. 00:05:16
Well, I make a motion that we move forward. 00:05:18
With the Lowe's bid. 00:05:21
OK, Motion. 00:05:23
2nd. 00:05:24
All in favor, aye? 00:05:25
Anything else? 00:05:30
No, Sir. Let's see. 00:05:32
New business with all. 00:05:35
Yes, we have the FBA contract. 00:05:38
For four years. 00:05:40
Bridge inspection. 00:05:42
Is required by Federal Highway Administration and. 00:05:43
In dot in. 00:05:50
After doing all the grading and. 00:05:56
For the. 00:05:59
Different consultant that. 00:06:00
Their proposals? The highest score was given to American Structure Point. 00:06:02
Dealt with them. 00:06:09
Trying to. 00:06:10
Rearrange the cost. 00:06:12
Of the project they did a little bit lowering that down. 00:06:13
It's an 8020. 00:06:19
So this the Federal Highway and indoor they pay 80%. 00:06:20
In the county. 00:06:25
20%. 00:06:27
If we look at. 00:06:28
For cost per bridge. 00:06:31
It went up a little bit, but there are more requirements this year that. 00:06:33
This for coming here. 00:06:38
In that is requesting. 00:06:41
And then? 00:06:43
Often think that it's going to take more time for them to produce. 00:06:44
A final inspections. 00:06:48
Every year. 00:06:50
OK, I recommend to. 00:06:52
To accept the. 00:06:56
The proposal they submitted. 00:06:58
And it is for. 00:07:00
200 and. 00:07:03
OK, my glasses. 00:07:05
291,475. 00:07:07
.93. 00:07:12
Is this the first time we're utilizing this company? 00:07:17
Is this the first time we're utilizing this company? 00:07:22
No, The county has worked with them and other projects. One of them that. 00:07:24
We did it with. 00:07:29
Then was that? 00:07:31
Replacing which 23 on John Pector road and button. 00:07:33
Down the road. 00:07:37
They required a lot of work with. 00:07:40
Analyzing. 00:07:45
All stuff from the past and. 00:07:47
But yeah, you have done some we were fortunate to get a lot of. 00:07:50
And I think the scoring was very, very close, right? 00:07:55
Yes, yes, yes, yes. 00:07:57
But yeah, we don't work with them and then they're. 00:07:59
All right, So we'll need a motion to accept that contractor for approval. 00:08:04
I'll make a motion to approve Contract American Structure Point. 00:08:08
A second. 00:08:12
All in favor. 00:08:13
Aye. 00:08:15
The other item I have is the. 00:08:19
The failing bits. 00:08:22
For, you know, Noah Park. 00:08:24
There were 4. 00:08:27
Folks that we get the Redevelopment Commission. 00:08:29
Review them this morning. 00:08:33
And they? 00:08:35
They choose beliefs, baby. 00:08:37
Which was the lowest bid? 00:08:40
It was for 80 thousand 84,610. 00:08:42
And that's the one they pick. 00:08:47
Any further discussion question? 00:08:53
Need a motion to approach? 00:08:56
Nova Park paving. 00:09:00
No. 00:09:03
OK, I just didn't get it. 00:09:06
That's fine. 00:09:08
Yeah, I'll make the motion to approve. 00:09:09
All right, I have a motion to approve. I have a second, second. 00:09:12
All right. All in favor, aye. 00:09:16
Are you getting the next slide on my half? 00:09:21
Is the quotes. 00:09:24
Requested for. 00:09:27
Repairing bridge 51. The foundation repair for Bridge 51. 00:09:30
There were two quotes, one from Dan Cristiani. 00:09:35
Estimated and then the other one was for Mac construction. 00:09:40
Mac turned out to be the low. 00:09:45
Be there 119. 00:09:48
445 and. 00:09:51
I would recommend. 00:09:54
To accept. 00:09:56
The matte bed because the other one pretty much double that quantity. 00:09:57
What did you say Matt was? I thought it was 119. 00:10:01
Just one 19945. 00:10:05
Yes. And the reason we're doing 2 quotes rather than three because this is considered still an emergency situation, correctly 00:10:07
complaining and development and the engineering standpoint on this. 00:10:12
Yes. 00:10:18
And I just talked to Jerry Switton today. 00:10:20
I thought I clearly told him that nothing is going to be done on the bridge until. 00:10:25
He complete the removal of the dam. 00:10:30
And stabilize the bank. 00:10:33
Then we want to be able to work on the Bridge Foundation and he said that he's waiting on. 00:10:36
The information so he can work on the amendment. 00:10:42
Or DNR. 00:10:45
Correct and. 00:10:46
I'm going to close this out first and I'll give it that another update on that, OK? 00:10:48
So I'll look for a formal. 00:10:52
Motion to accept the Bridge 51 repair quote from Matt Construction. 00:10:55
Declare an emergency app. 00:11:00
OK. Yeah, OK. You want it formally declared as an emergency as well? 00:11:02
And I just asked him. 00:11:06
He reiterated that I'll make a motion that we formally declare it as an emergency. 00:11:08
We've been working to try to get that bridge open, and I think that nobody in Floyd or Clark County is going to argue with us. 00:11:13
That needs to be opened right away. 00:11:20
OK. 00:11:23
I'll second all in favor aye, and then I'll need a motion to accept Max bid. 00:11:25
I'll make a motion to approve the bid for Mac. 00:11:31
Now second that motion. 00:11:34
So. 00:11:37
We had a successful hearing on our grounds yesterday in Clark County that. 00:11:39
Did convey property of the dam to Floyd County. So now the entire. 00:11:45
Dam and the property it sits on or the property of Floyd County? 00:11:52
And we have amended the applications as such, which means that. 00:11:55
We hope to get word back next week from Indianapolis, and we have. 00:12:00
Who you mentioned is our. 00:12:06
Demolition expert who's. 00:12:08
On standby and ready to go. 00:12:10
Yes. So now we've got our engineers on standby ready to go after the dam is removed, so. 00:12:12
And I think that's what I have. 00:12:18
All right. Thank you very much for your time. Thank you. 00:12:21
Building Development Services director Nick Creeby. 00:12:24
Thank you. 00:12:31
The first item I have for tonight. 00:12:39
Is the HVAC maintenance? 00:12:43
Agreement. 00:12:45
We requested quotes for this. We received quotes from Lutz HMC. We did not receive. 00:12:46
We requested a quote from Summers forming heating report is a maintenance agreements for the rights building. 00:12:52
Garage in this building. 00:13:00
The annual amount. 00:13:01
For the three combined is 11,100 and. 00:13:03
Make a motion to accept those bids. 00:13:08
I'll say motion a second for acceptance. All in favor. 00:13:11
Aye. 00:13:16
The next item is the Blue River Services 5311 grant. 00:13:20
You may recall we had this. 00:13:26
Last month. 00:13:29
As well. 00:13:31
Mr. Rowland Lenas from Blue River Services presented that we have a resolution. 00:13:34
To. 00:13:40
Authorized. 00:13:42
Their services for the remainder of 2025. 00:13:45
The issue at hand last time we had this was the. 00:13:50
Local match contribution. 00:13:55
New member services will. 00:13:57
Be making that contribution on our behalf. 00:14:00
So it will cost the county. 00:14:04
No money to approve this resolution. 00:14:06
And this does fulfill our interrelated agreement. 00:14:10
With Harrison County, who was the lead applicant on that grant? 00:14:13
That we entered into that agreement. 00:14:17
Last year. 00:14:20
April 24th. 00:14:22
OK. So passing this resolution obligates us to know funding this year nor any obligation to participate in 2026, correct? 00:14:24
Correct. 00:14:33
And I look for a motion to approve. 00:14:34
I'll make that motion. 00:14:37
I'll say all in favor, aye. 00:14:39
Thank you. 00:14:41
Next up I have the tower piece. 00:14:44
Stir additional service request. 00:14:47
This is for the red wire building. 00:14:50
Lieutenant requested some reconfiguration of equipment layout. 00:14:53
There's an additional $500. 00:14:58
Architectural services which will be. 00:15:00
Paid for by the tenant the contract. 00:15:03
What is that? Very good. So they're requesting a change and they're paying for the change. It's not damaging our building, 00:15:08
correct? Look for a motion to approve. So moved. 00:15:13
Second all in favor, aye. 00:15:18
All right, we have two other items that we're going to move from. 00:15:21
County attorneys a new business to yours tonight as well, or. 00:15:26
1st which is going to be Floyd County Resolution 2025-12 termination of United Consulting for Bridge 38. Are you be handling both 00:15:30
of those termination? 00:15:35
Yeah, resolution, OK. 00:15:40
So the Floyd County Resolution 2025, national level. 00:15:43
As well as. 00:15:46
Dash 12. 00:15:48
11. 00:15:50
For JTL contract for the bridge inspection services for the bridge replacement project at Roxanne Millbridge. 00:15:52
They are the designer. 00:16:00
Record. 00:16:02
Customary, uh. 00:16:06
Now have. 00:16:08
Another firm do that work so that you don't have the same firm inspecting as designing. That's in dots preference. 00:16:09
We have issued an RFP to. 00:16:16
Replace them on the project. 00:16:19
So we do need to formally. 00:16:22
Remove them from the existing contractor. 00:16:25
That's what that one is. 00:16:27
Set on 11. 00:16:31
Yeah, yes. So I'll make a motion to. 00:16:33
Approved Floyd County Resolution 2025-11 termination of the JTL contract for Bridge 51. 00:16:36
2nd. 00:16:42
OK, a motion a second. 00:16:43
All in favor, aye aye. 00:16:45
And then FCR 2025 Twelve is for the bridge 38. 00:16:48
Contract with United Consultant. 00:16:54
Consulting. 00:16:56
We have them under contract as a local contract for design work on that bridge. 00:16:58
We were able to obtain federal funding for that project. 00:17:03
Had to do a new RFP we. 00:17:08
Selected another consultant to do that design. 00:17:10
We have the files that we have already paid for from United. 00:17:14
But we can no longer. 00:17:18
Move forward with them. 00:17:19
Move forward with the procured firm. 00:17:21
So we will need to. 00:17:24
That contract. 00:17:26
I'll make a motion to. 00:17:29
Approve Floyd County Resolution 20/25/12. 00:17:32
I'll second. 00:17:36
OK, Motion. Second. All in favor. Aye, aye. 00:17:37
Thank you. 00:17:41
Next is county Auditor Diana Topping. 00:17:43
Opioid Oversight Committee approval. 00:17:47
Good evening. 00:17:51
The process that you all had put in place for. 00:17:52
The unrestricted opioid funds. 00:17:56
That were distributed to the Floyd County and are continuing. 00:17:58
To be distributed required that. 00:18:01
The oversight committee you put in place here requests Vote and approve those requests. 00:18:03
Bring those across that we have approved to you for approval and then move forward to the Council for appropriation. 00:18:08
So I'm. 00:18:15
Actually this originally. 00:18:16
Came from the Floyd County Prosecutor. 00:18:18
Were they requested to send up to 7 individuals? 00:18:20
To gang school. 00:18:24
Chicago, IL. 00:18:25
Due to the fact that. 00:18:26
As most of us know, especially. 00:18:29
You Mr. Loop. 00:18:31
Gangs bring drugs. 00:18:33
Typically you can't find one without the other most of the time. 00:18:35
And since this board and those funds were put in place. 00:18:38
To help with interdiction and prevention to the community. 00:18:41
While the larger amount is used for treatment and recovery. 00:18:44
We as a board thought this was. 00:18:49
And optimal use. So we are requesting that you approve that we go forward with an appropriation with the Council for $13,500 to 00:18:51
cover all of the cost of training for seven individuals. 00:18:57
Across multiple departments within the county. 00:19:02
Oh, so not just the prosecutor, he. 00:19:07
Speaking for prosecutors. 00:19:09
Two from the Sheriff's Department. 00:19:12
A probation officer and an APD detective gun. 00:19:15
Yeah, so it is a. 00:19:18
I'm familiar with that training. It's pretty good training. I'll make a motion to accept. 00:19:20
I'll second that. 00:19:25
All right, I have a motion a second. All in favor, aye. 00:19:27
Thank you. Thank you. 00:19:31
Our Floyd County. 00:19:33
Rick Fox, you have two items left and I'm going to go with the intern contracts for prosecutors office 1st That's okay. 00:19:36
Yes. 00:19:44
I have two contracts. 00:19:47
For interns. 00:19:49
For the Floyd County Prosecutor's Office. 00:19:52
The agreement begins on May 19th of 2025. 00:19:55
Through September 1 of 2025, they're paying $15.00 an hour. 00:20:00
For the interns work. 00:20:06
And that is a contract with Finn Rayleigh. 00:20:09
And a contract with. 00:20:15
Alec Elrod. 00:20:17
And asking for your approval. 00:20:18
Make the motion to accept. 00:20:21
I'll second. 00:20:23
Motion in a second all in favor? 00:20:24
Aye, aye. 00:20:27
All right. And then. 00:20:29
Unless everybody's here to see the conveyance of equipment agreement. 00:20:32
Now point on the agenda. 00:20:35
Most of the folks are here night before. 00:20:37
So, umm. 00:20:39
Floyd County Resolution 2025, Dash 13. 00:20:41
Termination of interlocal agreement with Floyd County Youth Services Bureau. 00:20:44
So. 00:20:48
If you'd like to. 00:20:50
A little bit and then we'll see if the commissioners have a statement before we go to public comment and come back for further 00:20:51
discussion on that. 00:20:54
What might? 00:20:58
Be beneficial if I just read the resolution. 00:21:00
That we have. 00:21:03
Because that lays out. 00:21:05
Where we're at in terms of what we're doing. 00:21:07
And gives the audience. 00:21:10
An exact flavor of. 00:21:13
What floor is yours? 00:21:15
Very good. 00:21:17
This is resolution. 00:21:19
The Floyd County Board of Commissioners regarding termination of the interlocal agreement. 00:21:21
Lie in between the Floyd County Youth Services Bureau and Floyd County, Indiana. 00:21:26

The Commissioners are following the provisions of the interlocal agreement as the Commissioners had passed. 00:22:13
The agreement. 00:22:20

20 of 2025. 00:23:38
In the Pine View Government Center Assembly Room, which is where we are today. 00:23:41
Unless the Floyd County. 00:23:46
Youth Services Bureau waves the hearing. 00:23:48
The Bureau shall have possession of the least premises for 180 days from the date of the final decision by the Commissioners. 00:23:52
And the County Council joint meeting for the purpose of obtaining an attorney. 00:24:02
Alternate facility otherwise. 00:24:07
Or unless otherwise agreed by the parties. 00:24:10
The Floyd County Youth Bureau vacates the premises. 00:24:13
The terms of the interlocal agreement shall remain in effect until the Floyd County Youth Services Bureau vacates the premises. 00:24:17
And so that's the essence of the resolution. 00:24:27
Rick, we need to stipulate a time for that meeting on Item 4. 00:24:32
We have a joint meeting at 4:00 PM that day. 00:24:36
I don't know whether it be wise to. 00:24:39
Have that meeting immediately following the joint meeting at 5:00. 00:24:42
Or should. 00:24:46
We need to post that though, correct? 00:24:48
Yes, so. 00:24:50
Should we do that? 00:24:51
At this point in time, so that people know when that will be. 00:24:53
Is there a council meeting? 00:24:56
We have a joint. 00:24:57
Do you have a meeting immediately following the joint meeting? 00:25:01
And when we can truncate the joint meeting and. 00:25:05
Make it from 4:00 to 4:30. 00:25:09
We won't have any more pressing business than that in all likelihood. 00:25:11
You do not. 00:25:15
Yeah, so we. 00:25:18
Probably good at 5:00. 00:25:19
Yeah, so. 00:25:22
I would like to have a motion to formally amend the resolution. 00:25:24
To stipulate 5:00 PM. 00:25:29
Underwriting 4. 00:25:31
I'll make a motion to stipulate the time on the. 00:25:33
June 24th meeting. 00:25:37
At Pineview Government Center here in this room is at 5:00 PM. 00:25:39
I'll second. OK, all in favor, aye. 00:25:43
All right, and I may or may not have other comments after. 00:25:47
After we've heard from the public on this, and I'm glad we have a lot of people out here. 00:25:52
I actually enjoy. 00:25:56
Large meetings like this. 00:25:58
But you know, I read. 00:26:00
Headlines and I see headlines and. 00:26:02
You know, I think that there are some very inaccurate statements going. 00:26:05
Right now. 00:26:09
When I see the word. 00:26:10
Threatened to evict. 00:26:12
And under an eviction notice, that is totally misleading. 00:26:14
No one is under the threat of an eviction at this point in time. 00:26:18
We are simply following the stipulations. 00:26:24
That we entered into with this interlocal agreement, which was to give ample notice. 00:26:28
If and when we were ever to sell this building. 00:26:32
Built into that interlocal agreement is a 90 day. 00:26:37
Notice period which we intend to follow up plus. 00:26:40
At least a 180 day period to follow the end of that, which takes us to February of 2025. 00:26:43
We're going to have multiple meetings to discuss this. 00:26:49
26 Thank you. 00:26:53
And in all likelihood. 00:26:55
We're open to extending that as well. 00:26:58
But the county is going to be leaving the Pineview Center. 00:27:01
We are going to be. 00:27:06
Streamlining our real estate portfolio. 00:27:07
And getting rid of some very expensive properties. 00:27:10
That's going to be to the benefit of the taxpayers of the county. 00:27:13
This is one of them. 00:27:16
We have no problem with trying to help. 00:27:18
The youth shelter. 00:27:21
Find a new home. 00:27:23
But the word is hell. 00:27:24
Primary task is indeed on them to do that. 00:27:26
With as a preference. 00:27:32
US again. 00:27:33
I didn't get much beyond the headlines today because I had a very, very busy day. 00:27:35
But to say that somebody's going to be evicted? 00:27:39
Is a little inflammatory. 00:27:43
We're looking at least till February of 2026. 00:27:46
And possibly beyond that with the parts of these discussions. 00:27:50
So with that. 00:27:53
We're going to have roughly 2 minutes, I said. We're going to have. 00:27:55
Public hearing on this and. 00:27:59
Any commissioners meeting between now and February 2026. 00:28:01
Talk about this. 00:28:04
So, Mr. Tim Harbison, when you come up. 00:28:07
Please state your name. 00:28:10
And your address. 00:28:12
And. 00:28:14
Jason's gonna watch the clock and he can give you kind of a 15 second. 00:28:16
Hi son, what are your timers? 00:28:20
3820 over to Phil Colleen Rd. 00:28:23
I'm a 43 year. 00:28:26
Veteran teacher. 00:28:29
Lived in Point County all my life. Paid taxes here for 50 years. 00:28:30
I'm gonna ask you gentlemen to focus your camera. 00:28:34
Just a little bit. 00:28:37
When my wife and I first got married. 00:28:38
We bought a house, my grandparents home, 1702 Cordon Pike. 00:28:41
And there's a little neighbor girl. I'm a color, Ashley. 00:28:45
Who was at our? 00:28:49
She jumped on the trampoline with my kids. 00:28:52
Perform plays on our front porch. 00:28:56
Everybody knew in the neighborhood that actually family was pretty rough. 00:29:00
If you know what I'm talking about. 00:29:04
New Albany police officers were at their house frequently for domestic abuse. 00:29:06
And finally the. 00:29:12
When mom and dad were both arrested. 00:29:14
For drug related charges. 00:29:16
No extended family in the community. 00:29:18
What happened to Ashley? 00:29:21
And her little brother Joe. 00:29:23
What can you shut up? 00:29:25
They were there for. 00:29:27
Actually turned out OK. She made it through high school. 00:29:30
Little brother Joe. 00:29:33
Not so much. 00:29:34
Lots of arrests, even as a minor. 00:29:36
Again, periodically attempted to make it a Detroit County youth shelter. 00:29:39
And could not. 00:29:44
The point being that these two kids were just as smart as my kids. 00:29:46
But their family did not give them. 00:29:51
The fair shot at life that they needed. 00:29:54
Now I understand your need for fiscal responsibility. 00:29:56
Especially considering the bills passed by the Indiana legislature recently, I know that our. 00:30:01
Local governments aren't being given as much money. 00:30:07
But as a taxpayer. 00:30:10
I personally would rather have my money. 15 helping kids. 00:30:12
And not spent on a building. 00:30:16
Has a new courthouse so we can try them as adults. 00:30:18
It's been my opinion. 00:30:23
That intervention, your times up, Sir. 00:30:27
Is always preferable to incarceration. 00:30:30
Ellen, Morris and Kelly. 00:30:38
Good evening. I'm Ellen Morrison Kelly. I live at 35 Bellwood Court in New Albany. 00:30:40
I am a 30 year veteran social worker. 00:30:47
Have worked with many of the kids and that have been through the youth shelter. 00:30:51
The youth shelter helps kids who are in a desperate time in their lives. It helps them stay in school. It gives them counseling. 00:30:56
It gives them sexual abuse prevention. 00:31:02
And kids. 00:31:09
Don't vote and kids don't make campaign contributions. 00:31:11
And kids can't give your brother a job. 00:31:16
So we need to speak out for them because they don't have a voice. 00:31:19
It's very fiscally responsible to take care of these kids because as Tim was saying. 00:31:25
If we don't, it will cost our government 10 times the amount of money to take care of them as adults. 00:31:32
These kids have no one to lookout for them. 00:31:40
And so we have an obligation. 00:31:43
To take care of these kids. 00:31:47
The biggest problem has been that there's been no communication between the commissioners and the staff at the youth shelter. 00:31:50
And so I contend that the sale of this building should be contingent. 00:31:58
On the shelter finding a new location. 00:32:05
Just desire. If I were selling my house, I could make it contingent on my finding a new place to live. 00:32:07
Thank you. 00:32:14
Thank you. 00:32:15
I wish it Collette. 00:32:18
My outlook is a little bit. 00:32:20
You heard your name right. Sorry. Yes, it's OK. 00:32:24
Hi, my name is Alicia Collette. I'm with Open Door Youth Services. I'm speaking on behalf of all of the New Directions kids and 00:32:27
students that have participated in Think 1st and Stay Safe as I promised them that I would do so their voices could be heard too. 00:32:35
Sorry. 00:32:44
These are direct quotes from my babies that are at the program. 00:32:45
So New Directions is a safe place. 00:32:51
I made a new friend too. 00:32:54
I've learned a lot about safety. 00:32:56
It is my safe place because Miss Alicia makes it. 00:32:59
This child has been going through her family being torn apart by divorce. 00:33:03
She goes to middle school next year and asked me to go with her. 00:33:07
She barely speaks up, but this was important to her. 00:33:11
Another child said this is the only club I can be weird. 00:33:15
Me and everyone has become friends even when we weren't friends in school. 00:33:18
This child wouldn't talk when she first came to the group. 00:33:23
She told me she didn't really have any friends. 00:33:26
She has incarcerated family members and is being raised by an amazing single mom. 00:33:29
Please don't do this. This club has changed my life for the better. This child had trouble interacting with others even though she 00:33:34
tried to advocate for everyone. 00:33:39
She doesn't let her differences with others stop her for speaking up for them. 00:33:43
And coming to their defense. 00:33:48
Another child said shutting down new directions would be Dumber than not knowing how to breathe. 00:33:50
This is his first time. 00:33:57
This is his first time truly participating in the program. He's on the autism spectrum this year. He made friends. He was able. 00:33:59
To be himself without worry, making people laugh. 00:34:06
And teaching everyone really cool facts. 00:34:09
And lastly. 00:34:12
A child said. What do they want? 00:34:13
People to die. 00:34:16
They 1st and stay safe. 00:34:18
You save life, you save kids lives. They know kids are safe and they can get away from bad people being hurt. 00:34:20
This is a third grade boy. 00:34:27
That has witnessed domestic violence and because of the program, spoke up and is now safe. 00:34:29
Very fine. 00:34:38
I'm Mary Klein. 00:34:49
I live at 3004 Pine Creek Circle. 00:34:51
This is heartbreaking. 00:34:55
Too many, too many people. 00:34:57
What is happening here? 00:35:00
My husband, Vince Klein, started this youth shelter. 00:35:02
Because the need was so great. 00:35:06
It was so. 00:35:10
When you've dealt with children. 00:35:11
That have no one in this world to advocate for them. 00:35:14
No place. 00:35:18
And foster care is good to a point. 00:35:20
But it doesn't really prepare them for. 00:35:23
The youth shelter here has exceeded. I mean, it's not just keeping children. 00:35:27
Just holding and giving a place to live. 00:35:33
They have provided services. 00:35:35
That just above and beyond. 00:35:38
And they do it for no they. 00:35:41
Brace their own funds other than the building. 00:35:44
They provide for the salaries, they provide for everything for these children and they do a lot of fundraising, a lot of grant. 00:35:47
But I will tell you. 00:35:56
Please do a tad bit of research. 00:35:58
To figure out. 00:36:01
How costly? Not dealing with children when they are young. 00:36:02
It's being Pennywise and dollar foolish. 00:36:07
We don't have any trouble adding new courts. 00:36:10
New prosecutors to the millions of dollars. 00:36:13
To deal with these children that have not had the care they need. 00:36:17
And they deserve so badly. 00:36:22
We tried the best we possibly can and Leah and her crew. 00:36:25
Are just they excel anything that I could ever expect? 00:36:31
They work tirelessly. They work at getting volunteers at fundraising. 15 seconds, ma'am. 00:36:36
Is but this is really very difficult. 00:36:43
And to. 00:36:47
To do it in a very kind of. 00:36:48
We didn't know about this. 00:36:52
And remember when we move. 00:36:53
We have to have a house or a place. Your time's up, man. 00:36:55
State requirements. 00:36:59
Thank you, Sam Rosenthal. 00:37:01
Hello everyone. 00:37:11
My name is Sam Rosenthal. 00:37:12
I live at 1736 Deerwood Ave. 00:37:14
In Louisville, KY. 00:37:17
And I worked for up indoors. 00:37:18
Youth Services for about 7 1/2 years. 00:37:20
Really unforgettable, wonderful 7 1/2 years. 00:37:24
I couldn't. 00:37:27
Bother to tell you 2 minutes everything I learned from it other than the fact that. 00:37:28
It is nothing but a positive resource. 00:37:32
In a positive part of this community. 00:37:35
Literally only positive. 00:37:37
Much like a library. 00:37:39
People come there to read. You come there in the outreach. 00:37:40
Except the shelter deals with the heartbreak. 00:37:44
That so many kids deal with. 00:37:47
It is the frontline that combats with that. 00:37:48
As you consider moving this place. 00:37:52
Or just. 00:37:54
Terminating the lease. 00:37:57
This is not like just a 10. 00:37:58
A an apartment. 00:38:02
I mean, this is a lot of labs, a lot of people. 00:38:04
And how they grow up and how they deal with the trauma. 00:38:08
That they've had to go through. 00:38:12
So as we move, as you all move forward. 00:38:14
Consider. 00:38:17
That their lives are. 00:38:18
In your all S hands. 00:38:21
We're here for them. 00:38:23
Every way. 00:38:25
Training, Leah. I mean, everyone has given everything. 00:38:26
At an advanced level. 00:38:31
Trauma informed care and. 00:38:33
Evidence based. I mean, these are. 00:38:35
Statistics with kids. 00:38:38
Dealing with. 00:38:41
So much complicated trauma. 00:38:41
We're the frontline of that. 00:38:44
You have to consider us. 00:38:46
When moving forward. 00:38:48
Otherwise you'll be dealing with. 00:38:50
I don't know, more expensive issues probably. 00:38:52
Did you work at the? 00:38:55
Shelter here. 00:38:57
I no longer. 00:38:58
That what you did, your seven years were here. 00:38:59
Thank you for your comments. 00:39:02
Sherry Cockle. 00:39:06
If I get a name wrong, please let me know. 00:39:10
It's Sherry Cockrell, 3024 Julian Dr. New Albany, IN. 00:39:13
I had written something. 00:39:19
For Leah. 00:39:22
I'm gonna try to read it myself. 00:39:24
The level of care that's required for the children place with resident residential care, shelters and foster homes. 00:39:28
Now, umm. 00:39:34
Is exponentially higher than it was even just a couple decades ago, you know, at the level 12345. So we have now fours and fives 00:39:35
and it's off the charts. 00:39:40
The the number of children's residential temporary shelters, though in foster homes are drastically declining. 00:39:45
Part of that is because they want to do the family preservation more and they try to do Tanith and those kind of things, but a big 00:39:52
part of it is funding. 00:39:56
In foster homes can't take care of level fours and fives. I had a friend that tried to do that. 00:40:00
And the agency didn't quite tell her how much. 00:40:06
You know care was needed and she couldn't keep the little girl. 00:40:08
I mean, I've been to training on. 00:40:11
Food hoarding and fecal smearing and all the things that these kids go through. 00:40:13
That people don't even know it exists. 00:40:17
So the behavioral and mental health concerns and the children are skyrocketing, and it's not just because they're not being taken 00:40:21
care of. 00:40:24
Some of them, like my son who went to Open Door Youth Services, it's behavioral issues that they were born with. 00:40:28
He had to go there for a little while and he told me to tell you all. 00:40:34
But what this place does for them, you can't see. 00:40:39
But it does so much good for the reason you ask any of the kids, he said. If you want him to come here, he'll speak to you. 00:40:43
You can't see what it's doing. 00:40:49
But it helps them so much. 00:40:51
But anyway. 00:40:53
The care that Open Door Youth Services gives and that Leah and her crew are so immensely dedicated to these vulnerable children. 00:40:56
It is so critical and they are so dedicated and we all ought to be too. 00:41:03
Thank you. 00:41:13
I have Linda Russell but. 00:41:18
Miss Russell. 00:41:20
Are you going to be speaking on this issue tonight or another? 00:41:22
OK, then we'll have you at the. 00:41:31
The end of the meeting. 00:41:33
Well that's where we put people who speak on non agenda items. 00:41:37
It's not personal. 00:41:40
Valerie Neil Holland. 00:41:42
Hi, I'm Valerie Mulholland, 7114 Crystal Springs Dr. Sellersburg, IN. 00:41:49
I'm here today as a citizen of Southern Indiana and an employee of Open Door Youth Services for the past 12 years. 00:41:54
We're asking that you work with us to find an adequate timeline to allow our services to exist in the same capacity that our local 00:42:01
leaders intended in 1982. 00:42:06
When they believed in our mission over 40 years ago and opened our doors. 00:42:11
Since our opening, we've continued the original services of a residential facility while expanding on our programs to support the 00:42:15
youth in our community. 00:42:19
With evidence based programming. 00:42:23
We are not here today to ask you to carry the financial burden of relocating. We are only asking for more adequate time and for 00:42:25
relocation than a little grace while we do so. 00:42:29
I ask you, as community leaders, to find a way to understand the reason for our existence. 00:42:34
I ask you today to not be one more person that gives up on our youth. 00:42:40
I ask you to realize that we have a responsibility to a youth. 00:42:44
Especially in these most vulnerable situations. 00:42:48
And I ask that you understand our import and support our services we provide in the community. 00:42:50
And the impact of the community of work on. 00:42:56
You have been elected and entrusted by your community to make decisions to lead with ethics and morals. 00:42:59
And to make this a better community for all. 00:43:05
Your decision today is one more opportunity to do so. 00:43:08
I leave you with the quote today by Maya Angelou. 00:43:11
Develop enough courage that you can stand up for yourself and then stand up for someone else. We are standing up for the youth of 00:43:14
our community. 00:43:18
Are you? You're here, obviously. 00:43:28
With your own. 00:43:31
Expressions a little bit, are you speaking on those official capacity for the? 00:43:32
Use shelter as well tonight, yes? 00:43:36
OK. And what's your title? 00:43:38
I'm the art therapist. 00:43:40
We could have used a little bit more. 00:43:43
Notice about this meeting tonight. We found out with really short notice. 00:43:47
That this was happening. 00:43:51
And I think it says a lot about the community that this people, this many people showed up in this short. When did you find out 00:43:52
about it? 00:43:55
Didn't find out about it. 00:43:58
Yesterday. 00:44:00
And he was conveyed to members of Open Door last week. 00:44:01
Last week. OK. So we're just looking to collaborate. 00:44:05
And cooperate. This is their these children's homes. I just wanted for the record, what day was that? It was on the 9th of May. 00:44:09
OK, OK. Yeah. So there was a communication to. 00:44:16
In person, Yeah. Yeah. And I'll speak to that more here in just a few minutes. OK. OK. All right. Thank you. Thank you. 00:44:20
Abigail Russell. 00:44:28
Yes, sure. 00:44:35
Samantha Escobar. 00:44:37
Samantha Escobar, 5103 Everett Ave. Employees Knobs. 00:44:50
I just wanted to talk about adverse childhood experiences. 00:44:57
Which are a collection of potentially traumatic events such as violence, abuse or neglect that occur in childhood. 00:45:00
It is a questionnaire with 10 adverse childhood experiences that. 00:45:06
For everyone that you experience as a. 00:45:11
Child. 00:45:14
Predisposed to experience things like. 00:45:15
Opiate addiction, which is a problem. 00:45:18
Here in the community that we just talked about earlier when somebody else mentioned. 00:45:20
But. 00:45:25
Places like Open door Youth Services they have. 00:45:27
The sexual abuse education and prevention. 00:45:32
In 2023 they reached 2925 youth. 00:45:35
In 2024, they reached 4935 youth. They provide diagnostic and evaluation services. 00:45:39
86 hours of psychological evaluations. 00:45:47
Provided over the past two years. 00:45:50
Like they. 00:45:53
Previously mentioned, New Directions has prevention education in Floyd County Schools. 00:45:54
And they service 75 students in 202367 students. 00:45:59
In 2024. 00:46:04
What's important to? 00:46:06
As a taxpayer, is that if we do not do our part today? 00:46:08
It will. 00:46:13
The cost of helping the youth today is much less than if we let it roll into. 00:46:14
Physical abuse of other. 00:46:23
Just crime, crime in general and. 00:46:26
Opiate and other substance abuse issues. 00:46:30
If we don't take care of the youth. 00:46:33
Now than who? 00:46:35
Else is going to do it in a trauma informed way. 00:46:36
And so that's my challenge to all of you. 00:46:39
15 seconds. 00:46:42
That you provide people with advanced notice in the community so that you can actually hear from taxpayers that this is an 00:46:43
important service is being provided. 00:46:47
And there are many people who would happily pay. 00:46:51
Taxes to. 00:46:54
Support organizations. 00:46:55
Thank you. 00:46:58
Kimberly, I can't read all of this last name Gesford or. 00:47:01
Hi, I'm Kimberly Gesford. I reside at 601 E Oak St. New Albany, IN. Ma'am, I want to spell this out for our record keeper. So how 00:47:09
do you spell your last name? We won't count this as your project. It's GESS. 00:47:16
OK, Thank you. And I'm a resident of New Albany and I've been a social worker for over 15 years as a previous DCS caseworker and a 00:47:25
therapist for teens and adolescents. 00:47:30
I've seen the benefits importance of having programs like Open Door Youth Shelter. In fact, I have personally had clients benefit 00:47:35
from this agency. 00:47:39
I know the kids that are supported by this agency. I've sat with kids as they have cried. 00:47:43
I've heard the most devastating stories of trauma and hurt. 00:47:49
I know what energy has to be given to provide this type of support. 00:47:52
These are some of the most vulnerable children at some of the hardest times of their lives. 00:47:56
As a Christian, the Jesus I know and I follow tells us to care for the least of these. 00:48:01
And if these youth are not who this verse is referring to? 00:48:07
I'm not sure who else it would be. 00:48:10
I know you mentioned that you plan to help and consider extensions, but that's not what the resolution said that you all just read 00:48:13
in. In my job, if it's not written, it didn't happen. It's not required to be followed. 00:48:18
Although I understand fiscal responsibility and trying to consolidate real estate by the county, there's a much more effective way 00:48:24
to do it. This isn't it. 00:48:28
Instead, ensure contingency on the sale of the building that allows the shelter to find another space before it is sold. 00:48:32
Assist the shelter in getting a buyer. 00:48:39
That will let them stay until they raise their match to Metro United Way and can purchase their own building. 00:48:41
It seems you're excluding them in the conversation instead of partnering them. 00:48:47
With them. 00:48:51
The expectation needs to be realistic for what a nonprofit can do. I would expect better from leaders to more appropriately 00:48:52
protect and take care of the least of these. 00:48:56
They deserve better. 00:49:01
Sarah Glass. 00:49:05
I'm currently Sarah Glass. Most of you know me as Sarah Dickman Glass. I've been around longer for that. 00:49:15
I reside at 3822 Dale Brook Drive. 00:49:20
I'm a retired teacher. 00:49:23
I'm a former foster parent for 10 years. My former husband and I had foster children both in the system and out of the system. He 00:49:25
was a high school teacher. There were many 18 year olds that fell outside the boundaries that lived with us for a period of their 00:49:29
life while they went forward. 00:49:34
In retirement, I have served as the educational surrogate. 00:49:39
For children within the school, most of them open door who have no one to advocate for their educational needs. 00:49:43
Health issues have caused me to not do that the last year. 00:49:49
I also want to bring up that how unique. 00:49:53
Open door is. 00:49:55
I have a granddaughter who is currently a foster care or a social worker in northern Tennessee. 00:49:57
When a child. 00:50:04
Needs to be housed overnight. They have no open door. 00:50:05
They sit on the other side of the two way of a one way window. 00:50:09
Physically watching that child. 00:50:13
Constantly they are required by their job to serve 12 to 15 hour shifts while they keep eyes on the child. 00:50:16
The open Door staff does that for us and make sure they're safe. 00:50:23
Please do not regress. 00:50:27
We were ahead of the game when this happened. 00:50:29
My mother was working with Vince Klein. I physically erected some of the walls in the old county home to help make those 00:50:32
partitions work. 00:50:36
This has been such a blessing to the unfortunate children in our community. 00:50:40
And I agree we need time to find an adequate location. Many of the children served here. 00:50:44
You would not want living in your neighborhood without 24 hour supervision. Open Door provides that. 00:50:50
Unless everyone in this room is willing to take one of their children into their own home. 00:50:56
I think we need to stand behind open door and help them relax. 15 seconds. 00:51:01
Thank you for your time. Thank you. 00:51:05
Melinda. 00:51:10
For Yahoo Brie, is that correct? 00:51:12
Is that hey friends? 00:51:16
OK. Thank you. 00:51:18
My name is Melinda Bori. I live at 8:07 E Main St. in New Albany. 00:51:20
There's a quote commonly misattributed to Gandhi. 00:51:26
That a civilization can be judged by how it treats its most vulnerable. 00:51:29
I think. 00:51:34
By any metric I can think of, children who do not have a safe place to go are the most vulnerable members of our civilization. 00:51:36
I think we can see from the number of people who showed up here tonight, that's a priority to the taxpayers in our community. 00:51:44
To make sure that there is a place for those children to go. 00:51:50
And I'm proud of the people in the blue shirts. 00:51:53
Who do that work every day? 00:51:57
I don't think. 00:52:02
That we in good conscience. 00:52:03
Can profit off of. 00:52:06
The termination of Elise. 00:52:09
I don't know how any of us would sleep at night. 00:52:12
If we did not insure. 00:52:14
That the specific needs of this shelter were met in their new location. 00:52:16
Before we closed up the doors here. 00:52:21
Thank you. 00:52:23
Thank you. 00:52:24
Hello, Wayne Stommer, 1905 Coatman Dr. New Albany and Lopez Land. 00:52:35
I'll start. I go before I can. 00:52:41
I volunteer at various homeless courts here in the Empire. 00:52:43
And have met many homeless persons. 00:52:47
In the last few years. 00:52:50
One thing I've learned that growing up in a dysfunctional, chaotic, violent household. 00:52:52
Is a big contributor to homelessness. 00:52:59
I think that we as a society have a responsibility. 00:53:03
To save our children. 00:53:07
If you. 00:53:09
I asked that I say that if you don't give full consideration to helping the open door service. 00:53:10
And keep this keep out this good work. 00:53:17
Then you could actually be contributing. 00:53:19
To increase. 00:53:22
I I'm sure that you're not cold hearted people. 00:53:25
Many of you. 00:53:30
Call and I just want to say that. 00:53:34
90 days, another 180. 00:53:36
Just isn't adequate for these folks to to find a place and move into in my opinion. 00:53:39
And I think it's true. 00:53:45
So what what I'd like to ask is that the county commissioners. 00:53:46
In your decision making process. 00:53:52
Give the highest priority. 00:53:55
In your heart. 00:53:58
To these most vulnerable children. 00:54:00
And please give them time and sincerely help them. 00:54:03
How you came? Thank you. 00:54:08
Thank you. 00:54:09
Stop clock. 00:54:12
Good evening. My name is Scott Clark. I live at 1003 E Market St. in Albany, IN apartment number one. 00:54:20
I'm here today to talk to you guys about this. 00:54:26
This interlocal agreement and. 00:54:28
Building that we're in. 00:54:31
This is a culmination, not leave, just another. 00:54:33
On the road that. 00:54:36
Floyd County has shown in their long standing tradition. 00:54:38
Not recognizing a homeless population. 00:54:41
And I really think that this is part. 00:54:44
The United States Department of Housing and Urban Development released its 2024 Point in Time Cap report on December 27th, 2024. 00:54:48
It shows that in Clark County, they reported 143 homeless individuals. 00:54:57
With a Jeffersonville homeless shelter. 00:55:03
Saying that they have an additional 200 in the past year that they serve. 00:55:06
While Floyd County only recognizes 68 homeless. 00:55:10
Individuals. 00:55:15
Now I see more than that in Saint Paul's, across the street from my house, eating dinner on Wednesday night that's provided by a 00:55:17
local organization. 00:55:21
So I know there's more homeless here, and unfortunately, gentlemen, this is going to get worse. 00:55:25
I really think you need to reconsider even getting rid of this building simply because. 00:55:30
The administrators in our federal administration. 00:55:36
Is cutting and slashing programs to the point where we don't have any work for these people to go, We don't have any money for 00:55:39
them to use. 00:55:43
They're cutting billions on mental health and addiction services, which is going to increase the homeless population within our 00:55:46
children because their parents aren't getting the help that they need. 00:55:51
They're slashing funding for local shelters. 00:55:56
And this has got to stop. You need to take a look at this and realize. 00:55:59
Our homeless population are at risk. Kids population is only going to get worse. Guys. You're going to need more room than just 00:56:03
this building. 00:56:06
So you might want to think about hanging on to it. 00:56:10
Thank you. 00:56:12
John I. 00:56:16
Jonah. 00:56:18
John, All right. Thank you. 00:56:19
I'm Jonah Farmsley. I live at 1003 E Market St. 00:56:26
I have lived in Floyd County the entirety of my life. 00:56:30
This is a moment where I feel compelled to come forward. 00:56:35
Shame on you. 00:56:40
When did our? 00:56:50
Fiscal profile become more important than the residents of our county. 00:56:52
The most underserved residents of our county. 00:56:59
These kids have. 00:57:02
Nothing. Umm. 00:57:04
And you are willing to take your way for you so that you can do something that you're. 00:57:06
Fiscally responsible and in another situation it would be. 00:57:10
Fiscally responsible. 00:57:14
But you know that your own underserved population is in this building. 00:57:16
We're not moving till February. 00:57:23
What the hell? What is that? That's not time for. 00:57:25
An organization of this size. 00:57:29
To find a new place and get moved. 00:57:31
That's just. 00:57:34
Shame on you. 00:57:37
Each and everyone of you. 00:57:39
And I want to use the rest of my time to just stand here and stare at you. 00:57:41
And. 00:57:45
Your own. 00:57:46
I. 00:57:56
Mr. Luke and Mr. Fox won't even catch my eye. 00:58:07
There they go. 00:58:10
Sir, if you'd like to speak. 00:58:17
Come to the podium. 00:58:19
OK, my knees are shaking. 00:58:28
And I'm gonna in my time here. 00:58:30
Thank you. Thank you. 00:58:32
If Abbeville Wasco. 00:58:37
And Abigail Russell making. 00:58:40
Someone knows Abigail Russell? 00:58:45
OK, she can speak at the end of the meeting during open mic if she makes it in tonight. 00:58:50
All right, so. 00:58:59
That ends public comment on that issue. 00:59:01
And is Leah here tonight? 00:59:05
Oh, there you go. I don't know if we're going to have her. 00:59:10
Before, I think if you wanted to say something, I think it would be appropriate for you to do it before we. 00:59:14
Have a vote on this? 00:59:18
Nope, this is a sign issue. 00:59:19
Yeah, I just want to say that. 00:59:22
It was about a week and a half ago that I was told. 00:59:24
That we have to be out of the building by the end of the year. 00:59:28
I did not know that it was coming to this. 00:59:32
So I want to just say that. 00:59:34
And I appreciate you guys giving everybody as much time as you did. 00:59:37
Means a lot, it was really good to hear. 00:59:42
With the feedback because. 00:59:45
We don't do a lot of attention seeking things and we don't seek a lot of credit for it and it's nice to finally get. 00:59:49
Thank you. Hold on one second before you go leave. 00:59:56
Hold on one second. 01:00:00
Because I'd like to clarify a few things, because I'm the one who made contact with you on the ninth. 01:00:01
And I thought we had a pretty good conversation about. 01:00:05
This to the point that. 01:00:09
It was very clearly conveyed that. 01:00:12
This was going to be on the agenda for the next meeting. 01:00:14
But umm. 01:00:17
We collectively sat down and had an idea. 01:00:19
That you produce where you showed interest in wanting to possibly buy this building. 01:00:21
And I haven't gotten any feedback. Well, you're right, because I told you I was going to talk about it. 01:00:25
At the Commissioners meeting, but here we are today. 01:00:29
And you know, we have kind of discussed and what we had to do is collect data. We had to collect data and see how much money 01:00:32
that's left on the building. There's, there's more than just. 01:00:37
Coming up with numbers just Willy nilly, so it takes a minute to gather that information, but. 01:00:41
You know the fact that me and you had a conversation on the knife. 01:00:46
It was more than just yesterday. 01:00:49
We've had some communication since then. I'm just surprised to see the level of urgency that was put out. 01:00:51
In the media and the social media when you and I had just had. 01:00:56
Clear communications about the pathway just a few days ago so. 01:00:59
I'm a little confused. 01:01:03
Well, again, it was not my understanding that it was going to be at this meeting. 01:01:04
OK. I don't remember that being discussed at all. And the urgency is not about you guys. It's not about attacking anybody. It's 01:01:08
about we need to figure something out sooner than later. I've met with a commercial real estate agent. I've talked to another 01:01:13
agency in Evans about Evansville, about buying this property. I'm trying everything I can to try to solve this problem, everything 01:01:18
I can. 01:01:23
A prize, well, I think it should be should be known that at no point was you asked that we were going to are told that we were 01:01:29
going to evict you. Matter of fact we told you that that was the target date within the year. But if it ran past that we can 01:01:33
obviously work with you. 01:01:38
To help mitigate that issue. 01:01:43
Yeah, well, the Inter logo agreement clearly stays. 01:01:46
90 days plus 180 takes you to February 2026. 01:01:50
Unless agreed upon by both parties. 01:01:54
Which again. 01:01:56
That's part of. 01:01:58
You know, tonight's meeting, basically. 01:01:59
Is an ongoing part of formal communication. 01:02:03
There are again baked into that interlocal agreement. 01:02:05
Of our numerous. 01:02:11
Prescribed conversations that do need to take place and will take place. 01:02:12
But there's also this question of. 01:02:17
We signed an interlocal agreement agreement as. 01:02:18
Our predecessors did, but. 01:02:22
The agency never signed the interlocal agreement, so we don't even know whether or not. 01:02:25
I don't know that we know that. All I know is that on your end that they didn't make it to the state where it counts. 01:02:29
Where it was supposed to be recorded. 01:02:36
No, the State Board of Accounts. 01:02:38
It's a separate entity. It's supposed to be recorded in the Recorder's office, Recorder's office in the State Board of Accounts. I 01:02:41
don't have the authority to do that. 01:02:45
And I called the State Board of accounts and they don't have it. 01:02:50
Well, that wouldn't surprise me. 01:02:53
We are willing to abide. 01:02:55
Yeah. 01:02:58
We need to have. 01:03:00
We do not have, we do not have an agreement. 01:03:01
That the Floyd County Youth Service Bureau. 01:03:06
Has. 01:03:10
Approved or executed? 01:03:11
And I called you and asked you about that. 01:03:13
Because the Floyd County commissioners took this matter up. 01:03:15
They passed it back in 2012. 01:03:20
You are. The Floyd County Youth Service Bureau is a signatory on the document. It's incumbent upon you as a director. 01:03:23
To get a signature from the board. 01:03:32
And approval from the board. 01:03:35
Fully executed copy. 01:03:38
But that was 12 years ago. I don't remember. 01:03:40
But I'm telling you right now, if we didn't get that copy to sign, then no, I wouldn't have signed it. 01:03:43
But it clearly wasn't. 01:03:48
If you're all plate or on your plate. 01:03:50
And it something got dropped. The commissioners did their jobs back in 2012. 01:03:54
The Youth Youth Bureau. 01:04:00
And so we're trying to abide by the agreement. 01:04:03
The director, director of operations for the county shepherded that entire process. I have all the emails, so I don't know why it 01:04:06
wouldn't have been shepherded back to me. We're still following. 01:04:11
The agreement, whether it was signed or not, we're still following the agreement. 01:04:17
Well, because, well, because you've misled everybody behind you that we're closing it down. 01:04:22
We just need. 01:04:30
All we're doing is moving. 01:04:32
We need assurances. 01:04:33
From your board that you will also follow those guidelines and we will as well. 01:04:36
As it was laid out in 2012 by our predecessors, we weren't here in that at that time, but we're willing to. 01:04:41
Abide by that. 01:04:47
But we also need to make sure that you're going to abide by that document as well. We always. 01:04:49
OK. 01:04:56
No problem. 01:04:57
No. 01:05:02
I said people. 01:05:19
OK. 01:05:22
It's on tape somebody can go listen to. 01:05:23
Later on tonight. 01:05:26
All right, I'm ready to move forward. It'll be on tomorrow, so I'll make a motion. 01:05:31
A little bit further discussion or not on this, but. 01:05:36
Rick, did you have anything else that needed to be clarified on the Interlocal agreement? 01:05:39
And I mean. 01:05:44
If they're stating that, they're going to abide by that. 01:05:45
No. 01:05:50
No, that's that's fine. It probably would be a good gesture if. 01:05:51
The board, their board, went ahead and passed this. 01:05:57
And that we went ahead and got it recorded with the recorder. 01:06:00
And sent to the state like. 01:06:04
We're supposed to back in 2012. 01:06:07
I'm on the board. 01:06:10
Every time we not amend that resolution to say. 01:06:13
What we're trying to do is establish this agreement first. 01:06:26
And uh. 01:06:30
The resolution that we have to pass. 01:06:31
Restates everything in this agreement there's. 01:06:36
There's nothing different. 01:06:40
And in fact the. 01:06:41
What they said in your heart, give us more time. 01:06:46
The commissioners have said that they are willing to do that if if everybody took all the energy that's in this room. 01:06:50
And everybody decided to help out in terms of trying to find a new location to relocate this. 01:06:58
There's no telling what you all could do. 01:07:05
Nobody is terminating the all right. 01:07:07
I'm not going to have this back and forth here because we're going to have plenty of other. 01:07:12
Meetings and we will have time for comment after this. 01:07:16
In 24 hours in the day and something. 01:07:21
Are the taxpayers gonna? 01:07:24
Well, we just gave you one is going to be on June. 01:07:26
June 24th at 5:00 PM. 01:07:31
You got noticed. 01:07:33
5:00 PM during the birthday with taxpayers. Can't attend. 01:07:34
Do I have a dollar amount? Yeah. And all the agendas are posted at the front board and we have a meeting here every other Tuesday 01:07:39
and you can speak to it at that point as well. 01:07:44
I mean the comments that I have on this. 01:07:50
It would be as such. Do you have anything? 01:07:54
No, just that you know since. 01:07:56
I have been on this. 01:07:58
In this position now on the board, but a few months now, but. 01:08:00
You know, I expressed, Lee, that. 01:08:04
I am completely willing to help out as much as I possibly can. I'm committed as long as I'm in this position. 01:08:06
To help them find a new location, but at the end of the day. 01:08:12
The spelling needs to go. 01:08:14
Gotta unload this building. 01:08:15
Ma'am, I don't pocket any of the money. 01:08:19
B&B. 01:08:22
Being fiscally responsible. 01:08:25
Denise umm. 01:08:27
As an elected official, I'll. 01:08:30
Give you. 01:08:33
Although I wish you had signed up a little bit earlier. 01:08:35
Yeah, I'm sorry, I wasn't here in time to sign the. 01:08:40
Financial I am an elected official. 01:08:44
I'm on the County Council. 01:08:47
And also a member of the board. 01:08:49
Of the youth shelter. 01:08:52
I would I would ask that. 01:08:55
You reconsider not passing this resolution tonight. 01:08:58
And instead. 01:09:01
Add another bullet point. 01:09:03
To ensure the youth shelter that they have a place to be. 01:09:06
Until. 01:09:10
They are able to find a place. 01:09:12
And to sufficiently remodel it. 01:09:14
To house the youth of our county. 01:09:17
I would ask you to do that please. 01:09:21
All right. 01:09:31
Frank. Any other? 01:09:32
Comments. 01:09:34
Any other comments? No further comment. All right, I have a couple of comments #1. 01:09:35
It's obvious this is a subject many people are passionate about. 01:09:41
And I totally understand that. 01:09:44
I still think that. 01:09:48
A lot of the emotion on display tonight. 01:09:51
Would not have been there if this had been responsibly reported. 01:09:54
The the word eviction was never used. 01:09:59
Has been in our thought process in any of our means. We've never talked about closing. 01:10:03
This program out. 01:10:09
We've never talked about eliminating all our support from it either. 01:10:11
I'm sorry, Valerie, your last name again, miss. 01:10:19
So Holland talked about, you know, not seeking any. 01:10:23
Additional financial support from the county that you were willing to take that on yourself. 01:10:25
Just needing the time to do this. 01:10:30
You know the. 01:10:34
Time was stipulated by an agreement with both parties in 2012. I wasn't there, but. 01:10:37
To have had signatures for both bodies at that time must have indicated that both of those bodies, you know, thought that that was 01:10:42
enough time. 01:10:45
This is not a surprise. I have discussed at least four or five times publicly over the last 18 months. 01:10:50
The intention of the county to move away from this particular facility. 01:10:57
Communication was made intentionally with the director of the program last week. 01:11:01
So if that news just got out to you 24 hours ago. 01:11:07
I'm not sure more what we could have done. There are going to be lots of other meetings. 01:11:11
Taking place between now. 01:11:15
And the individual sale of this building. 01:11:17
In the 2436 hours since. 01:11:21
This first. 01:11:24
Was publicized. 01:11:25
Or in the news. 01:11:28
I know at least two people who contacted me today. 01:11:29
Who told me that they had reached out to Floyd? 01:11:32
Excuse me? 01:11:35
The voice about going to the youth shelter today. 01:11:37
Talking about possible. 01:11:40
New housing opportunities for them. 01:11:41
So I think there are going to be several opportunities. 01:11:44
I don't think there's anybody up here who would be opposed. 01:11:48
To at some point after that public meeting is made, we get input from the. 01:11:51
Council who will need to have. 01:11:55
About. 01:11:57
Extending this out potentially for a full year. 01:11:58
But as far as provision goes with regards to. 01:12:02
Until such time that. 01:12:05
A suitable homeless founding. 01:12:08
I don't think that that. 01:12:09
Is objective enough for me. 01:12:12
So, but I'm willing to go on record as saying that. 01:12:14
I'm going to push for a full year. 01:12:18
From June 1st on that. 01:12:20
And I don't think they'll get a lot of pushback on that. And I think we'd be open to more time as long as we see that, you know, 01:12:22
progress and good faith efforts are being made on. 01:12:26
Both sides to do that. 01:12:30
We actually have one of our staff members, Don Law, who has agreed to kind of act as a liaison with regards to that, to take 01:12:32
incoming calls. 01:12:35
And go on site visits. 01:12:40
With youth shelter and and try to help make this happen. 01:12:42
Nobody is being abandoned. 01:12:47
And nobody is being put away. 01:12:49
And you know, we're have no intention to shut this down. 01:12:51
But it is time to begin the process of finding a new home for this. 01:12:56
This program. 01:12:59
So. 01:13:01
Those are my comments on it. 01:13:02
So. 01:13:05
I'll entertain a motion to. 01:13:07
With a resolution, make motion to accept resolution 25202513. 01:13:10
As it's written. 01:13:17
OK, all in favor. Aye, aye aye. 01:13:19
Thank you. 01:13:23
All right, Floyd County Sheriff Steve Bush, conveyance of equipment agreement. 01:13:26
Thank you, Sheriff. Steve, What's before you is an agreement for upgrading our fingerprint equipment. 01:13:34
In our booking area. 01:13:38
Is the grant from the airport. 01:13:40
No cost. 01:13:44
We won't cover. There are some costs annually for upkeep. 01:13:45
We'll cover those in our budget. 01:13:48
But there's no cost for this equipment. 01:13:50
And I think Mr. Fox has it over. 01:13:57
Make a motion to accept that convenience of the conveyance of equipment agreement. 01:14:01
I'll second. 01:14:07
The motion is second all in favor. 01:14:09
Aye, aye. 01:14:10
Thank you very much. All right, thank you. Board and committee report. 01:14:12
I don't have any. 01:14:19
And and pretty full calendar, but I think I'm going to forego tonight. 01:14:20
Yeah. 01:14:27
Approval of the Commissioners meeting minutes for May 6, 2025. 01:14:28
Motion Group. 01:14:33
2nd. 01:14:34
All in favor aye, approval of payroll and claims. 01:14:35
Motion. 01:14:40
2nd. 01:14:41
All in favor. 01:14:42
Our next Commissioners meeting Next Commissioners meeting Tuesday, June 3rd, 2025, 6:00 PM. 01:14:44
Any comment from government officials tonight? 01:14:50
Mr. Bagshaw. 01:14:53
I'm good. 01:14:55
Yeah, she's yeah. 01:14:57
And all right, public comment, Miss Russell. 01:15:00
OK. We had I think 2 Brussels, right? 01:15:05
She we had Abigail Russell, who wasn't. 01:15:11
Here in time. And then we had Linda Russell. 01:15:14
Abigail Yes, go ahead. My name is Abigail Russell and I am one of the many youth that were. 01:15:18
Benefiting from the services of Open Door Youth Services. 01:15:23
I stand before you as a 30 year old female, but at the time that I was in the group home I was 15 until right before my 19th 01:15:26
birthday. 01:15:30
I was not to make it. In short, my home was not safe. I was removed and put in the care of Open Door Youth Services. 01:15:34
Without these services, I have not have been able to obtain a driver's license, graduate from high school, obtain my first job, or 01:15:42
learn basic life skills. 01:15:45
The four women that coordinate and make these services possible. 01:15:49
Are not only vital to these services and the community, but they're my family. 01:15:52
If you choose to cut funding for Open Door, the youth of Floyd County will suffer greatly. 01:15:56
Who suffer from mental health issues, homelessness, or behavioral issues. 01:16:01
Have little to no services left outside of this home. 01:16:05
Juvenile probation or detention centers. 01:16:08
I urge you to consider the consequences of the choices of cutting the funding or the impact that eviction proceedings would have. 01:16:11
As someone who's like who was greatly impacted by open door. 01:16:17
The programs have impacted many youths and will continue to do so. 01:16:21
I am the face of what these services can do and I hope that that impacts you in some way. 01:16:26
Thank you. 01:16:30
This Linda Russell rewind OK? 01:16:40
All right, Mr. Sharp, I'll give you. 01:16:44
Your two minutes. 01:16:47
OK. 01:16:49
Usually give me a 1233. 01:16:52
Tonight you've heard a lot about. 01:16:54
Heard the word misleading comments. 01:16:56
And uh. 01:16:58
Information that was leaked it out. That is not right. I am here tonight to say to each and everyone of you here, you talk about 01:17:00
children. 01:17:04
Well, I was a child once. 01:17:08
And I had a mother. 01:17:10
You love me and I loved her too. 01:17:12
Well, your county, your state government implemented. 01:17:14
On 3/16. COVID-19 57. 01:17:18
That was me. 01:17:22
Floyd County, your commissioners. 01:17:24
And your mayor? 01:17:26
Did an additional mandate of 12/20. 01:17:28
That is also my mother and me. 01:17:31
So, umm. 01:17:34
What I received. 01:17:35
Because of that. 01:17:37
Is a fake. 01:17:38
Death certificate. 01:17:40
A fake obituary. 01:17:41
And a fake marker at the cemetery. 01:17:43
On behalf of my mother and me. 01:17:47
So as I have said to your board member. 01:17:50
And to your board members? 01:17:53
I have had. 01:17:55
Forever. 01:17:57
The information that they put out there. 01:17:57
And they Martin Luther King said truth can be trusted with proof. 01:18:00
And the brother to the other said. 01:18:04
The hope shall live, and the dream shall never die. 01:18:06
That is me. 01:18:09
I went to Illinois to pick up. 01:18:11
That information. 01:18:14
Along with. 01:18:15
Your governor's information of 3/16. 01:18:17
19511. 01:18:20
That is me. 01:18:23
And here is the Lincoln information with my mother's information, with my information with her name on there. You can go in there. 01:18:24
You can see the pictures. You can see it all. 01:18:29
So I am demanding. 01:18:35
That the Board of Commissioners. 01:18:37
Not this thing. 15 seconds to sit there and give me the death certificate. 01:18:39
And the the numbers on the. 01:18:45
Stone to be corrected. 01:18:50
And to redo that obituary. 01:18:52
Thank you. 01:18:58
OK. Thank you. 01:19:01
I have no one else signed up to. 01:19:06
Comment tonight. 01:19:08
So do you like having? 01:19:12
Mic minute, as long as it's on a subject that's not been discussed already. 01:19:15
Joseph Moore. 01:19:25
Georgetown Township, Thank you. 01:19:26
I have two items, one I came with the other. 01:19:29
The Pine View thing. 01:19:32
Just filling out something to chew on here. 01:19:33
Is it possible? 01:19:37
That maybe. 01:19:38
Open door and use shelter and the county can work to get. 01:19:40
A buyer or somebody who. 01:19:44
Instead of them moving out, maybe moving different tenants. 01:19:46
In the county spaces. 01:19:50
So it would be some kind of creative financing that would keep them in the building and still alleviate the financial burden from 01:19:52
the cap. 01:19:55
Is that maybe instead of? 01:19:59
And pinhole building. 01:20:00
Just have your current space filled with paying tenants. That's just an idea. 01:20:02
The other thing that I came for is. 01:20:07
I dealt with Nick Baby on this the Nob hill. 01:20:10
Development The apartments going up near me on Georgetown State Route 64. 01:20:14
I think Nick was under the impression. I certainly was given the impression. 01:20:20
That the lights facing the highway were going to be the cut down light. 01:20:24
Well, unfortunately, they're putting in the bright. 01:20:28
Glaring lights, too. 01:20:31
It's going. It's. 01:20:33
It's not just light pollution. 01:20:34
I think part of it I've I've driven by there before they put in the last building. 01:20:36
It's unnecessarily putting a lot of glare onto the highway. 01:20:41
And in personal note. 01:20:45
That overpass for the railroad? 01:20:47
Is one of the last two places. 01:20:49
Where I or other people can go to see any kind of astronomy at night. 01:20:51
Whether it's the media or the major last year or whatever. 01:20:56
Distant person that's going to bother me that I won't be able to see squat from there. 01:20:59
Once all those lights are in. 01:21:03
Distracting drivers and just flooding area. 01:21:06
So I don't know if it's part of the agreement or not, but. 01:21:08
I'm hoping that Nick can go to the builder and ask him not to put the rest of those lights in. 01:21:11
They put in half cut down and half the unnecessarily bright ones. 01:21:17
So they're projecting lightweight off their property. 01:21:21
Thank you, Kevin. Thanks. 01:21:23
All right. Any closing comments? 01:21:27
Yeah, I just have one closing comment. I just want to take a moment and thank the people who reached out to me and my. 01:21:30
Wife yesterday in the passing of my father-in-law. 01:21:35
Really appreciate the comments and everything SO. 01:21:39
Just want to say thank you. Usually I try to stay after the meetings for a while but. 01:21:42
I'm gonna try and get back to my family tonight. 01:21:45
Thank you. 01:21:47
All right. 01:21:49
Motion to adjourn, so moved. 01:21:51

We have a relatively busy agenda tonight and we're going to make a little bit. 00:02:16
Busier. 00:02:20
I'm going to ask for. 00:02:22
Adding a few. 00:02:25
Few items by unanimous consent. 00:02:26
To tonight's agenda, namely. 00:02:29
New business item 2C Bridge 51 repair quote New business item 3D tower Pinkster ASR number. 00:02:33
03. 00:02:40
You look business #5A and B. 00:02:43
So we can't address strike strike there, just B. 00:02:47
Floyd County Resolution 2025-12 Termination of United Consulting for Bridge 38 agreement. 00:02:50
Item 5D Intern contracts for prosecutor's office. 00:02:56
Item 6A Convenience of equipment agreement to the Floyd County Sheriff's Department. 00:02:59
Promotion to add those by unanimous. 00:03:05
Make the motion. I'll second. 00:03:07
All in favor, aye? 00:03:09
And. 00:03:11
For those keeping score at home, Item 3, the IUS change order for Building 5 at Nova Park, has been removed from the agenda this 00:03:13
evening. 00:03:17
All right, a couple of house rules when we get to the item that. 00:03:23
Most, if not everyone, signed up to speak for. 00:03:28
Probably have some opening comments. 00:03:31
And with the number of people we have. 00:03:33
Decided to speak. 00:03:35
A 2 minute time limit on that just so you can prepare your thoughts. 00:03:37
And we'll have a timer on that. 00:03:41
And that is it for now. Old business #1 county engineer ratio. Your ETA with the pacer quote. 00:03:44
For those not familiar with me, you can explain what a pacer is. 00:04:00
Good evening. 00:04:04
Erasure can engineer. 00:04:05
You should have 3. 00:04:07
Quote that they submit for. 00:04:09
For completing the basis that is needed to be done. 00:04:12
By the end of this. 00:04:15
Coming on Monday, June. 00:04:17
One is from HW. 00:04:20
See Engineering. The other is from Beacon St. Consultants. 00:04:22
And the other one is for SME engineering. 00:04:26
It's up to you which one you decide to choose. 00:04:30
I need a motion to take those under advisement. 00:04:37
Yeah, and again, just for. 00:04:40
We get a lot of calls on paving, so this is. 00:04:42
The system that we use basically to rate the roads. 00:04:45
In order of priority of paving. 00:04:48
Any further word on that, Nick? 00:04:52
Oh yeah, yeah. 00:04:57
We cannot do that at this point in time. 00:04:58
What could take under advisement again? 00:05:02
I believe that we were going to go with the low bid on that. 00:05:04
OK, OK. 00:05:07
We'll need to take and have a motion to do so, I think. 00:05:10
So yeah. 00:05:16
Well, I make a motion that we move forward. 00:05:18
With the Lowe's bid. 00:05:21
OK, Motion. 00:05:23
2nd. 00:05:24
All in favor, aye? 00:05:25
Anything else? 00:05:30
No, Sir. Let's see. 00:05:32
New business with all. 00:05:35
Yes, we have the FBA contract. 00:05:38
For four years. 00:05:40
Bridge inspection. 00:05:42
Is required by Federal Highway Administration and. 00:05:43
In dot in. 00:05:50
After doing all the grading and. 00:05:56
For the. 00:05:59
Different consultant that. 00:06:00
Their proposals? The highest score was given to American Structure Point. 00:06:02
Dealt with them. 00:06:09
Trying to. 00:06:10
Rearrange the cost. 00:06:12
Of the project they did a little bit lowering that down. 00:06:13
It's an 8020. 00:06:19
So this the Federal Highway and indoor they pay 80%. 00:06:20
In the county. 00:06:25
20%. 00:06:27
If we look at. 00:06:28
For cost per bridge. 00:06:31
It went up a little bit, but there are more requirements this year that. 00:06:33
This for coming here. 00:06:38
In that is requesting. 00:06:41
And then? 00:06:43
Often think that it's going to take more time for them to produce. 00:06:44
A final inspections. 00:06:48
Every year. 00:06:50
OK, I recommend to. 00:06:52
To accept the. 00:06:56
The proposal they submitted. 00:06:58
And it is for. 00:07:00
200 and. 00:07:03
OK, my glasses. 00:07:05
291,475. 00:07:07
.93. 00:07:12
Is this the first time we're utilizing this company? 00:07:17
Is this the first time we're utilizing this company? 00:07:22
No, The county has worked with them and other projects. One of them that. 00:07:24
We did it with. 00:07:29
Then was that? 00:07:31
Replacing which 23 on John Pector road and button. 00:07:33
Down the road. 00:07:37
They required a lot of work with. 00:07:40
Analyzing. 00:07:45
All stuff from the past and. 00:07:47
But yeah, you have done some we were fortunate to get a lot of. 00:07:50
And I think the scoring was very, very close, right? 00:07:55
Yes, yes, yes, yes. 00:07:57
But yeah, we don't work with them and then they're. 00:07:59
All right, So we'll need a motion to accept that contractor for approval. 00:08:04
I'll make a motion to approve Contract American Structure Point. 00:08:08
A second. 00:08:12
All in favor. 00:08:13
Aye. 00:08:15
The other item I have is the. 00:08:19
The failing bits. 00:08:22
For, you know, Noah Park. 00:08:24
There were 4. 00:08:27
Folks that we get the Redevelopment Commission. 00:08:29
Review them this morning. 00:08:33
And they? 00:08:35
They choose beliefs, baby. 00:08:37
Which was the lowest bid? 00:08:40
It was for 80 thousand 84,610. 00:08:42
And that's the one they pick. 00:08:47
Any further discussion question? 00:08:53
Need a motion to approach? 00:08:56
Nova Park paving. 00:09:00
No. 00:09:03
OK, I just didn't get it. 00:09:06
That's fine. 00:09:08
Yeah, I'll make the motion to approve. 00:09:09
All right, I have a motion to approve. I have a second, second. 00:09:12
All right. All in favor, aye. 00:09:16
Are you getting the next slide on my half? 00:09:21
Is the quotes. 00:09:24
Requested for. 00:09:27
Repairing bridge 51. The foundation repair for Bridge 51. 00:09:30
There were two quotes, one from Dan Cristiani. 00:09:35
Estimated and then the other one was for Mac construction. 00:09:40
Mac turned out to be the low. 00:09:45
Be there 119. 00:09:48
445 and. 00:09:51
I would recommend. 00:09:54
To accept. 00:09:56
The matte bed because the other one pretty much double that quantity. 00:09:57
What did you say Matt was? I thought it was 119. 00:10:01
Just one 19945. 00:10:05
Yes. And the reason we're doing 2 quotes rather than three because this is considered still an emergency situation, correctly 00:10:07
complaining and development and the engineering standpoint on this. 00:10:12
Yes. 00:10:18
And I just talked to Jerry Switton today. 00:10:20
I thought I clearly told him that nothing is going to be done on the bridge until. 00:10:25
He complete the removal of the dam. 00:10:30
And stabilize the bank. 00:10:33
Then we want to be able to work on the Bridge Foundation and he said that he's waiting on. 00:10:36
The information so he can work on the amendment. 00:10:42
Or DNR. 00:10:45
Correct and. 00:10:46
I'm going to close this out first and I'll give it that another update on that, OK? 00:10:48
So I'll look for a formal. 00:10:52
Motion to accept the Bridge 51 repair quote from Matt Construction. 00:10:55
Declare an emergency app. 00:11:00
OK. Yeah, OK. You want it formally declared as an emergency as well? 00:11:02
And I just asked him. 00:11:06
He reiterated that I'll make a motion that we formally declare it as an emergency. 00:11:08
We've been working to try to get that bridge open, and I think that nobody in Floyd or Clark County is going to argue with us. 00:11:13
That needs to be opened right away. 00:11:20
OK. 00:11:23
I'll second all in favor aye, and then I'll need a motion to accept Max bid. 00:11:25
I'll make a motion to approve the bid for Mac. 00:11:31
Now second that motion. 00:11:34
So. 00:11:37
We had a successful hearing on our grounds yesterday in Clark County that. 00:11:39
Did convey property of the dam to Floyd County. So now the entire. 00:11:45
Dam and the property it sits on or the property of Floyd County? 00:11:52
And we have amended the applications as such, which means that. 00:11:55
We hope to get word back next week from Indianapolis, and we have. 00:12:00
Who you mentioned is our. 00:12:06
Demolition expert who's. 00:12:08
On standby and ready to go. 00:12:10
Yes. So now we've got our engineers on standby ready to go after the dam is removed, so. 00:12:12
And I think that's what I have. 00:12:18
All right. Thank you very much for your time. Thank you. 00:12:21
Building Development Services director Nick Creeby. 00:12:24
Thank you. 00:12:31
The first item I have for tonight. 00:12:39
Is the HVAC maintenance? 00:12:43
Agreement. 00:12:45
We requested quotes for this. We received quotes from Lutz HMC. We did not receive. 00:12:46
We requested a quote from Summers forming heating report is a maintenance agreements for the rights building. 00:12:52
Garage in this building. 00:13:00
The annual amount. 00:13:01
For the three combined is 11,100 and. 00:13:03
Make a motion to accept those bids. 00:13:08
I'll say motion a second for acceptance. All in favor. 00:13:11
Aye. 00:13:16
The next item is the Blue River Services 5311 grant. 00:13:20
You may recall we had this. 00:13:26
Last month. 00:13:29
As well. 00:13:31
Mr. Rowland Lenas from Blue River Services presented that we have a resolution. 00:13:34
To. 00:13:40
Authorized. 00:13:42
Their services for the remainder of 2025. 00:13:45
The issue at hand last time we had this was the. 00:13:50
Local match contribution. 00:13:55
New member services will. 00:13:57
Be making that contribution on our behalf. 00:14:00
So it will cost the county. 00:14:04
No money to approve this resolution. 00:14:06
And this does fulfill our interrelated agreement. 00:14:10
With Harrison County, who was the lead applicant on that grant? 00:14:13
That we entered into that agreement. 00:14:17
Last year. 00:14:20
April 24th. 00:14:22
OK. So passing this resolution obligates us to know funding this year nor any obligation to participate in 2026, correct? 00:14:24
Correct. 00:14:33
And I look for a motion to approve. 00:14:34
I'll make that motion. 00:14:37
I'll say all in favor, aye. 00:14:39
Thank you. 00:14:41
Next up I have the tower piece. 00:14:44
Stir additional service request. 00:14:47
This is for the red wire building. 00:14:50
Lieutenant requested some reconfiguration of equipment layout. 00:14:53
There's an additional $500. 00:14:58
Architectural services which will be. 00:15:00
Paid for by the tenant the contract. 00:15:03
What is that? Very good. So they're requesting a change and they're paying for the change. It's not damaging our building, 00:15:08
correct? Look for a motion to approve. So moved. 00:15:13
Second all in favor, aye. 00:15:18
All right, we have two other items that we're going to move from. 00:15:21
County attorneys a new business to yours tonight as well, or. 00:15:26
1st which is going to be Floyd County Resolution 2025-12 termination of United Consulting for Bridge 38. Are you be handling both 00:15:30
of those termination? 00:15:35
Yeah, resolution, OK. 00:15:40
So the Floyd County Resolution 2025, national level. 00:15:43
As well as. 00:15:46
Dash 12. 00:15:48
11. 00:15:50
For JTL contract for the bridge inspection services for the bridge replacement project at Roxanne Millbridge. 00:15:52
They are the designer. 00:16:00
Record. 00:16:02
Customary, uh. 00:16:06
Now have. 00:16:08
Another firm do that work so that you don't have the same firm inspecting as designing. That's in dots preference. 00:16:09
We have issued an RFP to. 00:16:16
Replace them on the project. 00:16:19
So we do need to formally. 00:16:22
Remove them from the existing contractor. 00:16:25
That's what that one is. 00:16:27
Set on 11. 00:16:31
Yeah, yes. So I'll make a motion to. 00:16:33
Approved Floyd County Resolution 2025-11 termination of the JTL contract for Bridge 51. 00:16:36
2nd. 00:16:42
OK, a motion a second. 00:16:43
All in favor, aye aye. 00:16:45
And then FCR 2025 Twelve is for the bridge 38. 00:16:48
Contract with United Consultant. 00:16:54
Consulting. 00:16:56
We have them under contract as a local contract for design work on that bridge. 00:16:58
We were able to obtain federal funding for that project. 00:17:03
Had to do a new RFP we. 00:17:08
Selected another consultant to do that design. 00:17:10
We have the files that we have already paid for from United. 00:17:14
But we can no longer. 00:17:18
Move forward with them. 00:17:19
Move forward with the procured firm. 00:17:21
So we will need to. 00:17:24
That contract. 00:17:26
I'll make a motion to. 00:17:29
Approve Floyd County Resolution 20/25/12. 00:17:32
I'll second. 00:17:36
OK, Motion. Second. All in favor. Aye, aye. 00:17:37
Thank you. 00:17:41
Next is county Auditor Diana Topping. 00:17:43
Opioid Oversight Committee approval. 00:17:47
Good evening. 00:17:51
The process that you all had put in place for. 00:17:52
The unrestricted opioid funds. 00:17:56
That were distributed to the Floyd County and are continuing. 00:17:58
To be distributed required that. 00:18:01
The oversight committee you put in place here requests Vote and approve those requests. 00:18:03
Bring those across that we have approved to you for approval and then move forward to the Council for appropriation. 00:18:08
So I'm. 00:18:15
Actually this originally. 00:18:16
Came from the Floyd County Prosecutor. 00:18:18
Were they requested to send up to 7 individuals? 00:18:20
To gang school. 00:18:24
Chicago, IL. 00:18:25
Due to the fact that. 00:18:26
As most of us know, especially. 00:18:29
You Mr. Loop. 00:18:31
Gangs bring drugs. 00:18:33
Typically you can't find one without the other most of the time. 00:18:35
And since this board and those funds were put in place. 00:18:38
To help with interdiction and prevention to the community. 00:18:41
While the larger amount is used for treatment and recovery. 00:18:44
We as a board thought this was. 00:18:49
And optimal use. So we are requesting that you approve that we go forward with an appropriation with the Council for $13,500 to 00:18:51
cover all of the cost of training for seven individuals. 00:18:57
Across multiple departments within the county. 00:19:02
Oh, so not just the prosecutor, he. 00:19:07
Speaking for prosecutors. 00:19:09
Two from the Sheriff's Department. 00:19:12
A probation officer and an APD detective gun. 00:19:15
Yeah, so it is a. 00:19:18
I'm familiar with that training. It's pretty good training. I'll make a motion to accept. 00:19:20
I'll second that. 00:19:25
All right, I have a motion a second. All in favor, aye. 00:19:27
Thank you. Thank you. 00:19:31
Our Floyd County. 00:19:33
Rick Fox, you have two items left and I'm going to go with the intern contracts for prosecutors office 1st That's okay. 00:19:36
Yes. 00:19:44
I have two contracts. 00:19:47
For interns. 00:19:49
For the Floyd County Prosecutor's Office. 00:19:52
The agreement begins on May 19th of 2025. 00:19:55
Through September 1 of 2025, they're paying $15.00 an hour. 00:20:00
For the interns work. 00:20:06
And that is a contract with Finn Rayleigh. 00:20:09
And a contract with. 00:20:15
Alec Elrod. 00:20:17
And asking for your approval. 00:20:18
Make the motion to accept. 00:20:21
I'll second. 00:20:23
Motion in a second all in favor? 00:20:24
Aye, aye. 00:20:27
All right. And then. 00:20:29
Unless everybody's here to see the conveyance of equipment agreement. 00:20:32
Now point on the agenda. 00:20:35
Most of the folks are here night before. 00:20:37
So, umm. 00:20:39
Floyd County Resolution 2025, Dash 13. 00:20:41
Termination of interlocal agreement with Floyd County Youth Services Bureau. 00:20:44
So. 00:20:48
If you'd like to. 00:20:50
A little bit and then we'll see if the commissioners have a statement before we go to public comment and come back for further 00:20:51
discussion on that. 00:20:54
What might? 00:20:58
Be beneficial if I just read the resolution. 00:21:00
That we have. 00:21:03
Because that lays out. 00:21:05
Where we're at in terms of what we're doing. 00:21:07
And gives the audience. 00:21:10
An exact flavor of. 00:21:13
What floor is yours? 00:21:15
Very good. 00:21:17
This is resolution. 00:21:19
The Floyd County Board of Commissioners regarding termination of the interlocal agreement. 00:21:21
Lie in between the Floyd County Youth Services Bureau and Floyd County, Indiana. 00:21:26
WHEREAS, Floyd County Board of Commissioners has determined that there exists a need for the termination of the interlocal 00:21:32
agreement by and between. 00:21:35
Floyd County. 00:21:39
He speak of what? I'm sorry. 00:21:41
The need for the termination of the Interlocal agreement by in between the Floyd County Youth Services Bureau and Floyd County, 00:21:45
Indiana. 00:21:49
Whereas it is the intent of the Floyd County Board of Commissioners to sell the Pine View. 00:21:54
Government building. 00:22:00
Whereas it is unknown as to whether. 00:22:02
The Floyd County Youth Services Bureau board of Directors approved and executed the interlocal agreement. 00:22:05
Or a lease agreement, however. 00:22:11
The Commissioners are following the provisions of the interlocal agreement as the Commissioners had passed. 00:22:13
The agreement. 00:22:20
Whereas. 00:22:21
It is the commissioners understanding that the Floyd County Youth Services Bureau will reimburse Floyd County damage caused by. 00:22:23
A resident of the youth shelter pursuant to the agreement. 00:22:30
Now, therefore, be it resolved by the Floyd County Board of Commissioners of Floyd County, Indiana. 00:22:34
One that the intent. 00:22:40
To terminate the interlocal agreement by and between the Floyd County Youth Services Bureau and Floyd County, Indiana. 00:22:42
Is effective June 1, 2025. 00:22:49
That Floyd County will give 90 days written notification via certified mail to the respective presidents of the Floyd County 00:22:53
Council. 00:22:57
And the Floyd County Youth Services Bureau Board of Directors, with copies to the executive director of the Bureau. 00:23:02
And the judge of the Floyd Circuit Court regarding the intent to terminate the lease agreement for the Pine View facility. 00:23:08
The county and Bureau shall conduct a joint. 00:23:16
County Council, County commissioners public hearing on the matter within 30 days. 00:23:19
Our receipt of written occasion. 00:23:25
Notification uh. 00:23:27
Of intent to terminate the lease pursuant to the interlocutor. 00:23:29
The hearing is hereby scheduled for. 00:23:33
June 24th. 00:23:36
20 of 2025.
Second, all right. 01:21:53
