Bullard County Commissioners meeting to please. 00:00:02
Stand to join us for the Pledge of Allegiance. 00:00:13
I pledge allegiance to the flag. 00:00:15
The United States of America. 00:00:18
And two, Republic for which it stands. 00:00:20
One nation under God. 00:00:22
Indivisible with liberty and justice for all. 00:00:25
All right, welcome. Again. If you do have a cell phone, if you will please put that on silent mode. 00:00:30
And if you need to use that. 00:00:38
During the meeting, the hallway is out there for everyone's use. 00:00:41
I also, if you will. 00:00:44
Join me for a moment of silence, just for individual prayer, meditation, reflection. We'll get ready for tonight's meeting. 00:00:48
All right. Thank you very much. We'll begin with old business. 00:01:16
The chief operating Officer, Nick Creevy. 00:01:20
Good evening. 00:01:26
This item is a bid approval for the Community Crossings 2026 bid. 00:01:28
The low bill bidder was Libs. 00:01:34
In the amount of $1,469,064.76. 00:01:39
That has been reviewed by the county engineer, who's determined that it is materially balanced and can be accepted. 00:01:45
We look for that acceptance tonight so we can. 00:01:53
Notify the state and get our matching dollars. 00:01:56
And get the project started. 00:02:00
OK. And thus far that's with legal review as well as engineer review as well as yours as well as ours, correct. All right, I have 00:02:04
no question. 00:02:08
Me either, I'll make a motion to approve. 00:02:12
I'll second. 00:02:15
A motion to second. All in favor, aye. 00:02:16
Aye. 00:02:19
Is there a sign in sheet up there? 00:02:20
There is. 00:02:23
Thank you very much. 00:02:27
All right, new business Sheriff Steve Bush. 00:02:31
Good evening. Before you have two contracts with the Securus. 00:02:35
And. 00:02:39
They've been sent over. 00:02:40
Approval from the attorney and they're here for you. 00:02:42
So we do have a couple of issues on. 00:02:46
On those two contracts, which Sheriff Bush and I've spoken about, those two, the first one, accurate control agreement. 00:02:48
Needs to reflect Foley County, Indiana for the Floyd County, Indiana Sheriff's Department. 00:02:55
Per our ordinance and per the statute, and then the jurisdiction needs to be updated. 00:03:00
I believe Sheriff Bush is working on trying to get those. 00:03:04
That updated on that contract, is that correct? That is correct and that I'm speaking with. 00:03:07
Attorney, we talked about a better process, so we're not at the last minute trying to change things. So we're going to work on 00:03:14
that as well. 00:03:17
Where we can get these corrections made in advance? 00:03:19
Yep. And then same thing on the Securus contract that that needs to say Floyd County, Indiana as well. Again, that's per statute 00:03:22
and per our ordinance, so. 00:03:26
I think. 00:03:30
Sheriff Bush and I spoke about that and trying to make sure that gets in all the contracts going forward. 00:03:31
So. 00:03:36
OK, go ahead. 00:03:38
I was going to make a motion. 00:03:41
I was going to ask for I'll make a motion that. 00:03:42
Once then we have the correct terminology on the. 00:03:48
Contracts. 00:03:53
And we hear from her that. 00:03:55
It can be approved. 00:03:57
Yup. 00:03:59
OK. I have a motion I'll second. 00:04:01
All in favor, aye? 00:04:03
Thank you very much. All right, thank you. 00:04:05
All right, Rd. Department Superintendent Sidney ME Vehicle purchases. 00:04:07
The gentleman here looking for approval to purchase the pickup. 00:04:15
And as I asked. 00:04:19
I've reached out to four different. 00:04:20
Vendors and received 4 separate quotes. 00:04:22
Just for general record, I will read those quotes off. 00:04:26
From John Jones. 00:04:39
Well, before I do that, let me tell you what we quoted. 00:04:41
So everybody knows, everybody got the same deal. 00:04:44
It was for three 3/4 on trucks. 00:04:47
All four before is all crew cabs. 00:04:49
All Bluetooth cable, gas or diesel didn't matter. 40,000 miles or less. So it can be who are you? 00:04:52
Whatever they had available. 00:04:58
With a warranty and an 8 foot bed along with a toolbox. 00:04:59
John Jones sent a bid back at 1:48 1/12/50. 00:05:04
To include A7 year unlimited mileage warranty. 00:05:08
On all three trucks. 00:05:11
Carriage forward out of Clarksville. 00:05:15
Send your quote in. 00:05:17
Three trucks. 00:05:19
$160,692. 00:05:20
With the standard factory five year 60,000 mile warranty on those. 00:05:23
Call Chevrolet. Clarksville sent me a quote back AT17139450. 00:05:29
With the same warranty. 00:05:34
Standard Chevrolet warranty. 00:05:36
On those and heritage, Ford sent me back a quote. 00:05:38
At 24279084. 00:05:42
Well, the same, uh. 00:05:45
Standard factory warranty. 00:05:47
And my suggestion. 00:05:49
Because what we're getting? 00:05:51
And the warranty that's offered. 00:05:53
I would recommend the trucks from John Jones. 00:05:56
And has a much better warranty. 00:05:59
A lot less expense. 00:06:01
And the total on that, Sydney, I'm sorry. 00:06:02
It was. 00:06:05
148 One 48112 and $0.50. 00:06:06
First off, thanks for. 00:06:17
The details, that's all part of the public record. And then we are under the threshold for doing a bid with that. That is correct. 00:06:19
It's under the 150 threshold. 00:06:23
Make a motion. We accept the lowest bid. 00:06:29
I'll second quote. 00:06:32
Lowest quote. Lowest quote? I'm sorry. 00:06:33
Motion and a second all in favor. 00:06:36
Aye. 00:06:39
All right and all those. 00:06:41
All that, all those correspondences are. 00:06:42
Part of the public record, so. 00:06:45
Absolutely. Thank you, Sir. Request, thank you. 00:06:46
Thank you. 00:06:50
All right, Mr. Nick Creevy. 00:06:51
Nick, we had someone who wanted to speak on the Kevin Hammersmith. 00:06:54
Remediation part of that so. 00:06:59
We can move that to the bottom. We can. 00:07:04
Make that the last on this, or we can make it the first, whatever you wish. 00:07:06
Let's go ahead and get it out of the. 00:07:11
OK. 00:07:13
Mr. Moore, you wanted to speak to this item? 00:07:15
Thank you. 00:07:24
Don't know what? 00:07:25
The details of the project or? 00:07:26
I just want to let gentlemen to the fact that I'm. 00:07:29
I would. 00:07:32
Approach doing much in the way of. 00:07:33
Fixing up the Little League stuff if you've ever looked at the contract. 00:07:37
It's one of the most one sided contracts I've ever seen in my life. 00:07:40
The county taxpayers paper. 00:07:44
The whole park. 00:07:46
And they they even agreed that expanded parking recently. 00:07:48
While the Little League, New Albany. 00:07:51
Gets debased the primary beneficiary all the fields. 00:07:54
The millions that we spent to get that parking. 00:07:58
They are the primary tenant. 00:08:01
For the Little League fields and all. 00:08:03
Their their parents don't pay any park taxes because they're in the city. 00:08:05
So the county taxpayers are paying for 100% of the project. 00:08:10
While the city taxpayers get a free ride and their kids get priority use of the facilities. 00:08:13
So I would. 00:08:19
Invite you to please take a look at that contract. 00:08:20
And. 00:08:23
Before you ever consider. 00:08:24
Doing improvements that are. 00:08:25
Partially or entirely for the benefit of the Little League. 00:08:27
I see. Mr. Luke shook his head. He understands. 00:08:30
That was quite a one way contract. 00:08:33
If you want to see something incredible, they can read, Yeah, we've all read it. And then it predates each of us. And I think the 00:08:35
agreement that we're going to hear about predates us as well. 00:08:40
Love. Point taken though. 00:08:44
All right. 00:08:47
Let's go ahead and. 00:08:50
Begin with. 00:08:51
Item G if you will. Yes, item G is a. 00:08:52
Quote for. 00:08:57
Tree Remediation. 00:08:58
This is pertaining to the Charlestown Trail. 00:09:00
Charlestown Road and Trail Project. 00:09:04
Some trees were removed in wetland areas so it was a requirement. 00:09:07
Through indot that we find a new place to plant. 00:09:13
And replace those trees. 00:09:17
So. 00:09:19
Had to be in the vicinity. 00:09:20
So that was where it was, it was, it was selected that those would go. 00:09:22
The quote is from Grant Line. I also did request quotes from Walnut Ridge in Lincoln Springs. Neither of those could. 00:09:26
You could tell the quote. 00:09:34
The total project. 00:09:36
Cost for the quote was $20,457.50. 00:09:38
I don't know if there's any additional information you'd like on that. 00:09:44
So they're going to plant trees because. 00:09:51
Somebody tore some down. 00:09:55
So part of part of the Charlestown Rd. Trail project. 00:09:57
Yeah, uh. 00:10:01
The bridge over the Creek, yeah. 00:10:02
Required some trees to be removed and through the NEPA. 00:10:05
The federal NEPA evaluation. 00:10:08
It was identified how we would mitigate removing those trees. So we knew we were removing trees and we knew we were gonna have to 00:10:12
replace trees. Yes. OK, I got you. 00:10:16
You break down on. 00:10:24
Types of trees or. 00:10:26
For the curious. 00:10:29
5 Burr oak, 5 Tulip Poplar, 5 Red Maple, 5 sweet gum. 00:10:30
Some lower. 00:10:37
Shrubs, flower and Dogwood. 00:10:39
Are they 3 inch, 4 inch or? 00:10:43
Minimum 2 inch caliper. 00:10:45
Yeah. So there there's and it's installation as well and probably a one or two year guarantee or something. Yeah, we we will be 00:10:51
required to submit. 00:10:55
Monthly reports on those for a few years to make sure they come in. 00:10:59
OK, I have no further question. 00:11:03
On a motion to approve. 00:11:05
So moved. 00:11:09
Second, all in favor? 00:11:10
Aye. 00:11:13
All right, we'll go back up to a. 00:11:14
This is per the new ordinance requiring. 00:11:19
Notification from the Commissioners and the Council on on grant. 00:11:23
Requests. 00:11:27
This was for Congressional community project funding. 00:11:29
We submitted for North the North Annex blight removal project. 00:11:32
210,000. 00:11:38
Dollars was our request. 00:11:40
At this time I don't know whether that will be put in. 00:11:42
But that's what we. 00:11:45
And those awards would be announced. 00:11:48
Late next year or early 26? 00:11:51
OK. 00:11:54
Be notified no any I think that's a good Ave. to explore on that then we. 00:11:56
We've received some money for. 00:12:00
Some work at sampling parties past year on that so. 00:12:02
Why not us so? 00:12:06
Thank you for doing that. I'll look for a motion to approve. 00:12:08
So move second. 00:12:11
All in favor, aye? 00:12:13
The next item, FCO 2026-4, is a zoning map amendment ordinance. 00:12:16
This is pertaining to six parcels between Schreiber Road and Hwy. 150. 00:12:24
It was zoned. 00:12:31
PDR you which is planned unit development, residential, urban and it is. 00:12:33
Requested to be rezone. 00:12:38
Back to general commercial, it was originally for the six were originally. 00:12:40
General Commercial before it was owned. PD RU. 00:12:45
So this is zoning it? 00:12:49
Back to its original. 00:12:51
General commercial zoning. 00:12:54
It received a favorable recommendation from the Planning Commission in January. 00:12:57
There was. 00:13:02
No negative public comment at that meeting. 00:13:03
So we look for approval of that. 00:13:08
Make a motion to accept. 00:13:11
I'll second it. 00:13:14
All right. If a motion is second, any further questions or discussion? 00:13:15
Just curiosity on my part, when was it? 00:13:19
Switched from the original to. 00:13:22
The other, if you don't have any knowledge, it might be no, I don't know exactly 22 or 23. 00:13:25
OK, it predates us. 00:13:32
All right. I have a motion to second. All in favor, aye? 00:13:39
And sorry, just for clarification, you guys were approving that, that motion was for unanimous approval of that ordinance, 00:13:43
correct? 00:13:46
It was unanimous, no, but we can go back if you'll syndicate that on the record, please. 00:13:50
Sure. 00:13:54
Well, I'll make a motion to approve Floyd County Ordinance 2026-04, the Zoning Map Amendment, with unanimous consent. 00:13:56
Now second to. 00:14:03
All in favor, aye, Thank you. 00:14:04
Thank you. 00:14:07
The next item I have is a. 00:14:08
Engineering Professional Engineering Services. This is for Bridge 51. 00:14:12
Construction Engineering. 00:14:17
During the construction phase, this is with JTL prime. 00:14:19
We have contracts with them for the. 00:14:24
Preliminary engineering work and we. 00:14:27
Need to add the design services for construction. 00:14:31
We have the funding. 00:14:35
Available through INDOT. 00:14:39
It'll be 8020. 00:14:42
For the amount of this contract. 00:14:44
Which is, I'm sorry, it's a not to exceed 45 five. 00:14:49
Thank you. 00:14:53
All right, well, it's good to be seeing work. 00:14:55
Being done over there. 00:14:58
Keep it moving along. 00:15:01
I'll look for a motion to approve this. 00:15:03
Make a motion to approve. 00:15:08
I'll second. 00:15:09
All in favor, aye aye. 00:15:11
The next item is fire extinguisher testing quote we received from Corson. 00:15:15
Fire and Security This is for the road department building the. 00:15:21
Building authority. 00:15:27
Building which is the city counter building. 00:15:29
The new health department building. The Health and Human Services building on Grant line. 00:15:32
And the new? 00:15:37
Chase Tower Government Center building. 00:15:41
And it is also for 3000. 00:15:44
5 grant line which is the recycling center. The total amount is $2183 for that. 00:15:46
Make a motion to approve. 00:15:55
2nd. 00:15:57
All in favor. 00:15:58
Aye. 00:15:59
Next up is a contract for. 00:16:02
Federal Processing Registry. 00:16:07
They do the Sam. 00:16:09
Maintenance. 00:16:11
Registration for the county. 00:16:13
It's a five year renewal for $1999. 00:16:15
Per year, right? No total for years. 00:16:21
Motion to approve. 00:16:26
Yeah. So can these people help you navigate that? 00:16:27
They do other issue no? 00:16:31
They they do something different. 00:16:34
But it's very useful what they do. It saves us a lot of oh, yeah. 00:16:36
I've spent days on the computer trying to do that. 00:16:40
Yeah, OK. 00:16:43
Motion to approve. 00:16:46
Five year contract in 1999. 00:16:47
I'll second. I'm sorry. All in favor, aye. 00:16:51
The next item is a traffic impact study, a professional agreement for a traffic study at. 00:16:56
Piling your point US150, this is an addendum to the existing. 00:17:03
Study. 00:17:07
Investigating a connection between the new proposed Rd. 00:17:09
And the Highlander point. 00:17:14
Development. 00:17:16
It is for the. 00:17:18
$13,000 The developer has provided a check for that amount. 00:17:20
We are just the. 00:17:25
The study owner. So we're kind of a pastor. 00:17:27
Yeah. All right. 00:17:30
I'll look for a motion to approve that. 00:17:33
So I'll make a motion to approve. 00:17:36
I'll second all in favor, aye. 00:17:38
Next, I have a professional service agreement with OHM. 00:17:43
In the amount of $22,800. 00:17:48
This is for professional service related to the building and development permit application that they are developing. 00:17:52
They're already had a contract and are working on it. This is extending. 00:18:00
Services. 00:18:06
I'll make a motion to approve. 00:18:15
2nd. 00:18:17
All in favor, aye? 00:18:18
And then the last item I. 00:18:22
Change order number 2 to Local Paving Project 2025. 00:18:27
Dash 2. 00:18:33
The amount is $30,303.66. The contractor was Mac Construction. 00:18:35
This has been reviewed by the County Engineer. 00:18:42
And the work was proved. 00:18:45
It's 30,000 three 0366 of an. 00:18:51
Original. That was 614. 00:18:55
02430 where that was the estimate correct correct. 00:18:57
All right. I'll look for a motion to approve that as well. 00:19:02
I'll make a motion to approve. 00:19:06
I'll second. 00:19:08
All in favor. 00:19:09
Aye. 00:19:11
That's all I have and I just saw. 00:19:14
Buried within there. 00:19:17
What is earlier a recount on all those trees that are being planted? So yeah, I wanted to see that afterwards. 00:19:18
This is a little bit more than than what you had enumerated. 00:19:25
Is is good? 00:19:28
All right, County Auditor Diana Topping. 00:19:31
Good evening. Good evening. 00:19:35
Before you have FCO 202605, this is an ordinance for a debt service reserve fund. 00:19:39
This is for a bond that we entered into the end of 2021 and into the beginning of 2022. It was actually. 00:19:47
FCO 2022-03. 00:19:55
It was for a 2022 economic development income tax revenue bond. There was a debt service associated with it. 00:19:58
That is held in trust with Bach Financial. 00:20:05
That is no longer reflected on our books in any way, shape or form, and actually should be. 00:20:08
And should have been for the last four years. 00:20:13
So what this fund does is allows us to bring it back onto our books, since those monies are still technically Floyd counties, 00:20:16
they're just held in trust. 00:20:19
This is at the request of the SBOA. 00:20:24
Clean up. 00:20:27
Well, I'll make a motion to approve Floyd County Ordinance 202605, the ordinance for debt service reserve fund. 00:20:29
For the 2022 economic development income tax revenue bond by unanimous consent. 00:20:36
I'll second. 00:20:42
All in favor, aye? 00:20:43
Thank you. Thank you. 00:20:46
County Attorney Kristen Fox OK, the first thing I have on the agenda is the consent for the estate of Sharon Jacobs. 00:20:48
This is a consent. 00:20:56
To allow the personal representative to proceed with that estate. 00:20:57
Process unsupervised. 00:21:02
And then also to accept. 00:21:04
The uh. 00:21:07
Bequest that was left. 00:21:09
The quest was actually left to the New Albany Floyd County Animal Shelter. That entity no longer exists, so. 00:21:11
County would be agreeing to take half of that request, and the city has agreed to take half of their. 00:21:16
Of the bequest, so dividing it between the two entities. 00:21:21
Just need approval to allow AL to sign that. 00:21:25
I'll make a motion to approve, but I want to say I think that was a very kind gesture on their behalf, so. 00:21:30
And the only other thing I would request in that motion is to allow Alva sign any other documents necessary in this estate to 00:21:35
finalize and. 00:21:38
And the. 00:21:42
The Bequest. 00:21:43
I'll make that motion. 00:21:45
I'll 2nd I have a motion and a second. All in favor, aye. 00:21:46
It's the second thing I have is resolution FCR 2026-03. 00:21:52
This is a resolution of the Floyd County Board of Commissioners approving the agreement with US Bancorp. Government, Government 00:21:57
leasing and financing. 00:22:01
This is a requirement of the US Bank Corp for the equipment purchase that you guys authorized last month. This was something else 00:22:05
they wanted to see in the documents that we present back to them. 00:22:10
Make a motion to accept. 00:22:16
I'll second. 00:22:19
OK, I have a motion and a second for approval, all in favour. 00:22:20
Aye. 00:22:23
Aye. 00:22:25
Thank you very much. Nice to see litigation in a favorable light on there. 00:22:27
Yeah. 00:22:32
Look for approval of Commissioners meeting minutes from March 17, 2026. 00:22:34
Motion to approve. 00:22:39
Second, all in favor? 00:22:40
Aye, and approval, payroll and claims. 00:22:42
Motion to approve. 00:22:46
Second all in favor, aye. 00:22:47
I do have a board appointment that we would like to. 00:22:52
Approved tonight, Mr. Mark Lawrence. 00:22:57
Or the Vizier appointment. He'll be replacing Mr. Scott Whalen's four year term ending in December. 00:23:00
Of 2026. 00:23:07
So he will be finishing up Mr. Whelan's term for motion for approval on that. 00:23:09
Second all in favor, aye. 00:23:15
All right, um. 00:23:19
Public comment tonight, I know that. 00:23:22
Coroner Matt Tomlin would like to say a few words. 00:23:25
Please come on up. 00:23:30
Thanks for letting me come up here and talk tonight. 00:23:35
As a few people in the community know. 00:23:38
About a year ago, we started what we call a strike team. 00:23:41
We saw a need in the community and certain deaths that families are kind of left. 00:23:45
Without answers and. 00:23:50
Without help they need. 00:23:52
So there's a few different nonprofits we're working with. 00:23:54
And I'd like to. 00:23:57
Showed them a little bit of appreciation and I. 00:23:58
And Charlie will kind of discuss a little bit about that. 00:24:01
Thank you, Commissioners and Attorney Fox, for allowing us here tonight. 00:24:05
As Matthew said, the strike team, this is the first time we've introduced our strike team in public to anybody. 00:24:10
We had over 52 call outs last year for services for families that had lost loved ones. 00:24:17
We were able to connect them families with resources within our community and here in a few minutes you're going to see. 00:24:22
Our partners and that has partnered with us. 00:24:28
At no cost to tax dollars. 00:24:31
There's no cost of this, they are volunteering their time. 00:24:33
In their service. 00:24:37
Before we go. 00:24:38
Little bit farther with that. 00:24:40
Like to introduce you to the coroner's office, if you would stand. Obviously, we have Connie. 00:24:42
We have Ashley Carpenter. 00:24:50
Myself and Matthew. 00:24:53
We are down 1. 00:24:55
Right now. 00:24:56
But we're we're working through that. 00:24:57
But we're also proud to announce that everyone of us is Medical Death Investigators certified. 00:25:00
We are also fully commissioned through the Indiana Governor's Office. 00:25:06
Which has been a long time coming for this office. 00:25:10
Corner Tomlin has made. 00:25:14
Leaps and bounds with getting. 00:25:16
The office put back together. 00:25:18
But at this point in time, I'm going to. 00:25:21
Read off names. A couple of them is going to say something briefly. 00:25:23
And that way we can get out of here. 00:25:28
The first person I would ask to come up is Tracy Skaggs. 00:25:30
She is an LSW. 00:25:33
And she was with Project Recovery here in New Albany. 00:25:35
That deals with the homeless. 00:25:38
And addictions. 00:25:40
Good evening, Commissioners, and thank you. 00:25:45
At Lena Tomlin and Charlie Man. 00:25:48
Good evening. My name is Tracy Skaggs and I'm the founder and Executive Director of Project Recovery Southern Indiana. 00:25:50
As well as a licensed social worker. 00:25:57
It is truly an honor to speak about a program that reflects what a compassionate. 00:25:59
Community driven response looks like. 00:26:03
The Floyd County Coroner Strike Team. 00:26:06
And some of life's most devastating moments. 00:26:08
Such as when a family has lost a loved one, there is often a gap. 00:26:11
A gap between tragedy and support. 00:26:15
A gap between shop. 00:26:18
And understanding. And historically, that gap has been filled with silence. 00:26:20
That the strike team is changing that. 00:26:25
This team brings trained mental health and addiction professionals directly to the scene of a death. 00:26:27
Meeting families in real time, in their worst. 00:26:32
Most vulnerable moments with compassion. 00:26:35
Guidance and immediate support. 00:26:38
I have had the distinct honor of being the first professional recruited to this team. 00:26:41
And what I have witnessed since its implementation has been nothing short of transformative. 00:26:46
I have set in living rooms with grief filled in every corner of the space. 00:26:51
I have watched families struggle to make sense of the unimaginable. 00:26:56
And instead of leaving them alone in that moment. 00:27:00
We are able to sit beside them. 00:27:02
Not to fix their grief. 00:27:05
But to walk with them through it? 00:27:07
The strike team has bridged critical gaps in care by ensuring that support does not begin days or weeks later. 00:27:09
It begins immediately. 00:27:15
We are able to provide emotional stabilization. 00:27:17
Connect families to resources and help navigate the steps forward. 00:27:20
Before the weight of that loss turns into isolation. 00:27:24
Trauma or crisis? 00:27:28
And what it does is powerful. 00:27:29
It reduces the long term impact of trauma. 00:27:32
It increases the likelihood that individuals will engage in ongoing support. 00:27:35
And it reminds families in their darkest moment. 00:27:39
They are not alone. 00:27:42
This model represents what happens when systems evolve. 00:27:44
When we choose to respond not just with procedure. 00:27:48
But with humanity. 00:27:51
And I want to close on a deeply personal note. 00:27:53
As someone who's been on the receiving end of that call. 00:27:56
From a corner. 00:27:59
Being notified of my husband's overdose death. 00:28:01
A call that in my experience. 00:28:04
Felt very cold and callous in one of the most devastating moments of my life. 00:28:07
I cannot express how grateful I am. 00:28:12
To the Floyd County corner. 00:28:15
For not only recognizing this need. 00:28:16
But choosing to respond with compassion. 00:28:19
Because how we show up. 00:28:21
Matters. 00:28:23
Thank you. 00:28:24
Yeah, and actually, I am the first person to introduce the next one as Doctor Liz Davis. 00:28:27
And her trusty sidekick, Doc. 00:28:35
Which is a therapy dog. 00:28:39
OK, so I'm not. 00:28:47
The speaker that she is I. 00:28:50
So I work at the hospital as the therapist for the staff. That's how Charlie met me. 00:28:53
I provide a lot of. 00:28:59
Crisis management, a lot of therapy when people are at their worst within the hospital. 00:29:00
And when I heard about what he's doing, I wanted to be involved. 00:29:05
I don't do it as a. 00:29:09
A staff member of the hospital. I do it as. 00:29:11
My own practitioner. I'm an independently licensed clinical social worker. 00:29:14
I also opened up a private practice which is really helped because now. 00:29:18
We can continue the care for some of these people. 00:29:22
That are really in need in the community, whether it's because they're losing their insurance, they didn't have insurance. I mean, 00:29:25
if you imagine one of your loved ones dying. 00:29:29
And not having anywhere to go because right now if you try to get therapy in the community, it can take sometimes six months to 00:29:33
get in with someone. 00:29:36
We can carry it over and they can come see us the next day if that's what they need. 00:29:40
We have not charged a single person for any of these services. We have one that's been seeing us for over 3 months every week. 00:29:44
There is no bill for this person. We will try to help do some of the case management get what they need, but they're also getting 00:29:51
that stability. 00:29:54
Where they can work through that grief and whatever else is going on. 00:29:58
Through this, we're also able. 00:30:02
In the moment. 00:30:04
To provide. 00:30:05
Skills and. 00:30:07
Thought processes and being able to identify when they really need that help, those red flags, this is when you really need to 00:30:09
reach out. 00:30:12
And that can help these individuals so much, especially when they're worried about their family or loved ones. 00:30:17
We can look out for each other type thing. That's the goal. 00:30:24
So this is just, it's been amazing being able to. 00:30:28
Go out in the community and help where it's really needed. 00:30:31
Thank you. Thank you. 00:30:37
The next one is going to be Anne Crothers, the executive director of Clark Floyd County Cares. 00:30:43
This woman has a notebook of people across the state of Indiana. 00:30:48
And she is there willing and able to help us. 00:30:52
Old lady. 00:31:02
Thank you, President. 00:31:04
Table and commissioners and. 00:31:06
Christy Fox. 00:31:10
The strike team is a these two of the architect of that. 00:31:12
That effort and. 00:31:16
A lot alluding to what Tracy said and and and. 00:31:20
When people are in crisis. 00:31:24
They need help. 00:31:27
And I think that. 00:31:29
Charlie previously having worked with the coroners office and seen what that helped look like. 00:31:31
Or what it should have looked like. 00:31:36
He was able to implement some things and. 00:31:38
We were, I remember distinctly talking about. 00:31:41
What would be done while we were all campaigning to be elected together? 00:31:44
And by George, they've done it so. 00:31:48
They invited us to be a part of it. We have our my staff here. 00:31:51
We we've, we've got, we're staff for four, but you guys are not. 00:31:55
I guess strangers to system of care. We really are behind the scenes aligning processes and. 00:32:00
Really supporting. 00:32:05
And I was so. 00:32:07
Elated to understand. 00:32:08
What they were do. 00:32:11
Excuse me doing. 00:32:12
That I shared it with some of our colleagues at the state level. 00:32:14
They've been able to have meetings with them and now they're really wanting to model this. 00:32:17
Across the state, so I know that putting the intricate details. 00:32:22
In place. 00:32:26
With the clinical. 00:32:28
Support. I think it will really bring some some really positive attention to. 00:32:30
Floyd County, Indiana. 00:32:35
Also Kendra Henry. 00:32:37
Come, Kendra. 00:32:39
Carries a lot of rows I stand. 00:32:40
With a lot of people that support me, but she's mine. 00:32:43
Ride or die, she is our case management supervisor. 00:32:46
Has done 10 years at DFR in. 00:32:51
Has just really helped us. 00:32:54
Build our systems and we've responded again. 00:32:56
Obviously when when Charlie needs us and. 00:32:59
Matt as well, so. 00:33:02
Thank you guys so much for this opportunity and. 00:33:03
Again, appreciate it. 00:33:06
Thank you, System of Gear. 00:33:09
Thank you very much. 00:33:10
Next one is going to be Jen Seton. 00:33:15
With the executive director of Lifehouse Recovery. 00:33:19
Thank you, Commissioners. 00:33:28
I am Jim and Rick Seton. I am the executive director of Lifehouse Sober Living. 00:33:30
I am a woman of long term recovery. 00:33:37
And I am the president of the board of Project Recovery. 00:33:39
And I stand here to say. 00:33:44
That it is an amazing thing for our community for the coroner's office to see a need in a. 00:33:46
Gap in services and. 00:33:53
Have action and not just. 00:33:55
Feel about a situation but actually provide resources. 00:33:58
Again, that is free of service and that of me. 00:34:01
A lifehouse. Sober living. We are a woman's aphid. 00:34:05
Transitional. 00:34:09
Housing for women out of New Albany. 00:34:10
We've been open two years. 00:34:13
And then recovery. 00:34:17
Is important, and meeting people where they're at is important. 00:34:20
And the work. 00:34:23
That, umm. 00:34:25
The coroner's office for this community is really. 00:34:26
Loving our community back to life and really giving some. 00:34:31
Stability and some compassion and care. 00:34:34
And thank you so much for having us. 00:34:36
Thank you. Thank you. 00:34:40
And Mr. or well, actually, I should say Pastor Steve Burks is attending. 00:34:42
Some meaning. 00:34:49
AIC meeting. 00:34:51
So he's unable to. 00:34:53
To join us but. 00:34:55
Danita is going to accept this for Steve. 00:34:56
And New Albany. 00:35:01
1st. 00:35:02
Pastor Steve and and Danita along with their church. 00:35:07
Has done a few. 00:35:12
Memorials. 00:35:14
Steve has preached. 00:35:16
The need is random music and lights. 00:35:17
They are definitely a pillar. 00:35:19
Inside our community. 00:35:21
But also with that being said, we have a bunch more chaplains and we also have a bunch more. 00:35:23
Pastures on staff that we can call out throughout the county. 00:35:28
That 100% volunteers. 00:35:32
We would also like to tell you that. 00:35:34
We have a good working relationship with the New Albany Floyd County school system. 00:35:38
We also have. 00:35:42
A working relationship with. 00:35:44
Boyd County Health Department. 00:35:46
Idoh Idoh was allow us to secure. 00:35:47
3 or 4 dolls for New Albany PD. 00:35:52
For suit suited us SIDS. 00:35:55
So we were able to get them for. 00:35:59
For no cost. 00:36:01
FSSA. 00:36:03
Things to hand. 00:36:04
Getting us in some meetings up at the Statehouse last year. 00:36:05
They are provided us. 00:36:09
Duffel bags. 00:36:11
For kids. 00:36:12
Tellering books, gidgets, gadgets. 00:36:13
That we can give out on scene also. 00:36:16
A great work and relationship with the FBI. 00:36:19
NAPD ISP. 00:36:22
The state Fire Marshall's office. 00:36:24
We look forward to working with them also. 00:36:28
We want to thank as a coroner's office, Matthew. 00:36:31
For leading this charge in our community, he is doing a fantastic job. 00:36:34
I have a question too. So they. 00:36:41
It's fantastic. I just the numbers that you straddled off at the end on. 00:36:45
Like how wide is this web of people that's helping? 00:36:49
I I'm a little bit numbers wise, I mean just with the local folks here, I don't know how many. 00:36:52
As far as the strike team goes, yeah. 00:36:58
We got them. 00:37:01
A little bit of everywhere. 00:37:02
You have someone with you tonight. 00:37:04
You have some more. 00:37:06
Strike team members here tonight. 00:37:07
These are our support groups. I got you something about this, this strike team. 00:37:10
And I think it's very and I should have said it earlier. 00:37:16
The women. 00:37:20
That came up and spoke. 00:37:21
They just don't provide the service for these families out there. 00:37:24
And I think Franklin and Jason is getting knows where I'm getting ready to go. 00:37:28
They keep us in check. 00:37:32
They check on our mental status. 00:37:34
They reel us back in. 00:37:36
And make sure we're ready to go the next time. 00:37:38
So, but to answer your direct question. 00:37:40
There is a whole lot of hands. We have had a whole lot of meetings. 00:37:43
And we have people we can call because we don't know what hurdle. 00:37:47
We're going to have to jump through. 00:37:50
Somebody out there is going to know it better than us. 00:37:53
And also we have been. 00:37:56
Several calls outside of our county for mutual aid. 00:37:59
Our whole department is Southeast certified. 00:38:03
We've made SUTI calls in other counties local also. 00:38:07
So we're not just. 00:38:11
Doing our stuff here, we're helping our bill. 00:38:13
It's tremendous work. Maybe I missed this or where the name come from. 00:38:15
There's, it's not an acronym, is it? No, it's no acronym. It's just. 00:38:22
Really indicating that we. 00:38:26
Act immediately. 00:38:28
Got traditional models have showed responding. 00:38:30
2448 hours later. 00:38:34
And I thought families needed it faster. 00:38:36
So I I went out and found resources that will act faster. 00:38:39
Yeah, strike teams are part of the NEMS system, the Federal Incident Maintenance System, so. 00:38:43
It's a very fitting name. 00:38:48
About a year ago I got to see. 00:38:50
You're always folks in action. Let me say I can absolutely attest to the professionalism. 00:38:52
That I've seen there that evening so. 00:38:56
Thank you to each of you. 00:38:58
Thank you for everyone who came tonight and for volunteering your talents to the people of Floyd County. 00:39:00
I would greatly appreciate it. Thank you. 00:39:06
Thank you. Thank you. 00:39:09
All right. Any other government officials wishing to comment tonight? 00:39:11
Any public comments? 00:39:16
Yes. 00:39:18
Judge Moore at Georgetown Township, thank you. 00:39:30
First of all, I ain't great. 00:39:33
Kudos to the coroner's office, the staff and the. 00:39:34
Everybody involved, that sounds like a really wonderful service. 00:39:37
I was one too. 00:39:41
Comment expressed concern. 00:39:43
The ideal shared. 00:39:46
His recent e-mail correspondence with me. 00:39:48
Regarding the purchase of five used vehicles. 00:39:51
And it's my understanding it's over the. 00:39:54
You know the bid amount minimum. 00:39:57
And I understand I saw the. 00:39:59
The letter signed off from the discount. 00:40:02
I'd still a little concerned though, because. 00:40:04
I was told that no other. 00:40:07
Dealership was given a chance to match or beat. 00:40:09
That suppose a discount. 00:40:13
And a 6% discount on such a large purchase. 00:40:15
Considering dealers have a lot of markup room to work with. 00:40:19
I really hope that does not become. 00:40:23
Common or use the. Absent any real emergency circumstances, I don't think there was a. 00:40:27
A time deadline on it or anything and. 00:40:33
I appreciate any discount something you can get for the county. 00:40:35
But I would hope that in the future. 00:40:39
When there's no emergency circumstances. 00:40:40
The other dealers are given a chance to beat. 00:40:43
Whatever the offer is from any particular one. 00:40:45
OK. 00:40:48
That's that's my concern. Thank you. 00:40:49
Thank you. Thank you. 00:40:51
Any other public comment? 00:40:54
All right, announcements from the commissioners. 00:40:57
Jason, I think you have one. Yeah, I do have one. So we received some information from the clerk's office today that the first day 00:41:01
of early voting has commenced and has taken place, and so far there was 186 total. 00:41:07
People who voted so want to remind you folks to take advantage of going out and. 00:41:14
And voting and, you know, having the same what happens in your communities. 00:41:19
And would you mind announcing just for the record? 00:41:24
Where that is right now in the hours of operation and then the second one is going to become live on the 20th. 00:41:27
Correct, but. 00:41:32
OK. That's eight through 8. 00:41:38
To 4. 00:41:40
Saturday and not Sunday. 00:41:42
Friday or Saturdays are the second of the day and the. 00:41:44
Is there a place I can find that information? 00:41:50
Website. You have a Mailer in the mail? Sure. 00:41:54
Yes, yeah. So go to the clerks. 00:41:57
Clark's website and. 00:42:00
If you should have received a mail or so, thank you. All right. And I'm happy to announce that we'll have a ribbon cutting and 00:42:01
opportunity for people to tour the second and third floor at the new Floyd County Government Administration Building, formerly the 00:42:07
Chase Building, 120 W Spring Street. 00:42:12
This Thursday, April 9th at 12:30. 00:42:18
PM. 00:42:22
So join us there if you wish. 00:42:23
Any other comments? 00:42:27
Nope. 00:42:29
For a motion to ensure actually a next meeting will be Tuesday, April 21st, 2026 at 6:00 PM. With that, I'll look for a motion to 00:42:30
adjourn. So moved. 00:42:34
2nd. 00:42:39
All right. Thank you all. 00:42:39
Bullard County Commissioners meeting to please. 00:42:44
Stand and join us for the Pledge of Allegiance. 00:42:55
I pledge allegiance to the flag. 00:42:58
The United States of America. 00:43:00
And to Republic, for which it stands. 00:43:02
One nation under God. 00:43:05
Indivisible with liberty and justice for all. 00:43:07
All right, welcome. Again. If you do have a cell phone, if you will please put that on silent mode. 00:43:12
And if you need to use that. 00:43:21
During the meeting, the hallway is out there for everyone's use. 00:43:23
Also, if you will. 00:43:29
Join me for a moment of silence, just for individual prayer, meditation, reflection. We'll get ready for tonight's meeting. 00:43:31
All right. Thank you very much. We'll begin with old business. 00:43:59
Their chief operating officer, Nick Creevy. 00:44:03
Good evening. 00:44:08
This item is a bid approval for the Community Crossings 2026 bid. 00:44:10
The low bill bidder was Libs. 00:44:16
In the amount of $1,469,064.76. 00:44:21
That has been reviewed by the county engineer, who's determined that it is materially balanced and can be accepted. 00:44:27
We look for that acceptance tonight so we can. 00:44:36
Notify the state and get our matching dollars. 00:44:39
And get the project started. 00:44:42
OK. And thus far that's with legal review as well as engineer review as well as yours as well as ours, correct? Yes, All right. I 00:44:46
have no question. 00:44:50
Me either, I'll make a motion to approve. 00:44:55
I'll second. 00:44:57
There a motion to second all in favor. 00:44:59
Aye, aye. 00:45:01
Is there a sign in sheet up there? 00:45:03
There is. 00:45:06
Thank you very much. 00:45:09
All right, new business Sheriff Steve Bush. 00:45:13
Good evening. Before you have two contracts with a secure. 00:45:17
And accurate. 00:45:21
They've been sent over for. 00:45:23
Approval from the attorney and. 00:45:24
So we do have a couple of issues on. 00:45:28
On those two contracts, which Sheriff Bush and I've spoken about, those two, the first one, accurate control agreement. 00:45:31
Needs to reflect Floyd County, Indiana for the Floyd County, Indiana Sheriff's Department. 00:45:37
Per our ordinance and per the statute, and then the jurisdiction needs to be updated. 00:45:42
I believe Sheriff Bush is working on trying to get those that updated on that contract. Is that correct? That is correct and that 00:45:47
I'm speaking with. 00:45:51
Attorney, we talked about a better process, so we're not at the last minute trying to change things. So we're going to work on 00:45:56
that as well. 00:45:59
Where we can get these corrections made in advance? 00:46:02
And then same thing on the Securus contract that that needs to say Floyd County, Indiana as well. Again, that's per statute and 00:46:05
per our ordinance, so. 00:46:09
I think I. 00:46:13
Sheriff Bush and I spoke about that and trying to make sure that gets in all the contracts going forward, so. 00:46:14
Go ahead. I was going to make a motion. 00:46:23
I was going to ask for I'll make a motion that. 00:46:25
Once then we have the correct terminology on the. 00:46:30
Contracts. 00:46:36
And we hear from her that. 00:46:38
It can be approved. 00:46:40
Yup. 00:46:41
OK. I have a motion I'll second. 00:46:43
All in favor, aye? 00:46:45
Thank you very much. All right, thank you. 00:46:47
All right, Rd. Department Superintendent Sidney ME Vehicle purchases. 00:46:50
The gentleman here looking for approval to purchase pickups. 00:46:58
And as I asked. 00:47:01
I've reached out to four different. 00:47:02
Vendors and received 4 separate quotes. 00:47:04
Just for general record, I will read those quotes off. 00:47:09
Wilson's up fine. 00:47:19
From John Jones. 00:47:22
Well, before I do that, let me tell you what we quoted. 00:47:24
So everybody knows, everybody got the same deal. 00:47:27
It was for three, three quarter ton trucks. 00:47:29
All forward forwards. All crew cabs. 00:47:32
All Bluetooth cable, gas or diesel didn't matter. 40,000 miles or less. So it could be who are you? 00:47:34
Whatever they had available. 00:47:40
With a warranty and an 8 foot bed along with a toolbox. 00:47:42
John Jones sent a bid back at 1:48 1/12/50. 00:47:46
To include the seven-year unlimited mileage warranty. 00:47:50
All three trucks. 00:47:53
Carriage forward out of Clarksville. 00:47:57
Send your quote in. 00:48:00
Three trucks 1. 00:48:01
$160,692. 00:48:03
With the standard factory five year 60,000 mile warranty on those. 00:48:06
Call Chevrolet. Clarksville sent me a quote back AT17139450. 00:48:11
With the same warranty. 00:48:17
The standard Chevrolet warranty. 00:48:18
On those and heritage, Ford sent me back. 00:48:20
At 24279084. 00:48:24
Well, the same. 00:48:28
Standard factory warranty. 00:48:29
And my suggestion because what we're getting. 00:48:32
And the warranty that's offered. 00:48:35
I would recommend the trucks from John Jones. 00:48:38
It has a much better warranty. 00:48:42
A lot less expense and the total on that Sydney, I'm sorry. 00:48:43
It was 148 one 48112. 00:48:47
$0.50. 00:48:52
First off, thanks for. 00:49:00
The details, that's all part of the public record. And then we are under the threshold for doing a bid with that. That is correct. 00:49:01
It's under the 150 threshold. 00:49:05
Make a motion. We accept the lowest bid. 00:49:11
I'll second quote. 00:49:15
Lowest quote. Lows quote. I'm sorry, I'll second that. 00:49:16
Motion and a second all in favor. 00:49:19
Aye. 00:49:21
All right and all those. 00:49:23
All that, all those correspondences are. 00:49:25
Part of the public record. 00:49:27
Absolutely. Thank you, Sir. Request, thank you. 00:49:29
Thank you. 00:49:32
All right, Mr. Nick Creevy. 00:49:34
Nick, we had someone who wanted to speak on the Kevin Cameron Smith. 00:49:37
Remediation part of that so. 00:49:42
We can move that to the bottom. We can. 00:49:46
Make that the last on this, or we can make it the first, whatever you wish. 00:49:49
Let's go ahead and get it out of the. 00:49:54
OK. All right. 00:49:55
Mr. Moore, you wanted to speak to this item? 00:49:57
Thank you I. 00:50:06
Don't know what? 00:50:07
The details of the project. 00:50:09
I just want the gentleman to the fact that I'm. 00:50:11
I would. 00:50:15
Opposed doing much in the way of. 00:50:16
Fixing up the Little League stuff if you've ever looked at the contract. 00:50:19
It's one of the most one sided contracts I've ever seen in my life. 00:50:23
The county taxpayers paper. 00:50:26
The whole park. 00:50:29
And they they even agreed that expanded parking recently. 00:50:30
Well, the Little League. New Albany Little League. 00:50:34
Gets debased the primary beneficiary all the fields. 00:50:37
The millions that we spent to get that parking and prove it. 00:50:40
They are the primary. 00:50:43
For the Little League fields and all. 00:50:45
Their their parents don't pay any park taxes because they're in the city. 00:50:47
So the county taxpayers are paying for 100% of the project. 00:50:52
While the city taxpayers get a free ride and their kids get priority use of the facilities. 00:50:56
So I would. 00:51:01
Invite you to please take a look at that contract. 00:51:02
And. 00:51:05
Before you ever consider. 00:51:06
Doing improvements that are. 00:51:08
Partially or entirely for the benefit of the Little League. 00:51:09
I see. Mr. Luke shook his head. He understands. 00:51:12
That was quite a one way contract. 00:51:15
If you want to see something incredible, take Breed. Yeah, we've all read it and then it predates each of us as and I think the 00:51:17
agreement that we're going to hear about predates us as well. 00:51:22
Love. Point taken though. 00:51:27
All right. 00:51:30
Let's go ahead and. 00:51:32
Begin with. 00:51:33
Item G if you will. Yes, item G is a. 00:51:34
Quote for. 00:51:39
Tree Remediation. 00:51:41
This is pertaining to the Charlestown Trail. 00:51:43
Charlestown Road and Trail Project. 00:51:46
Some trees were removed. 00:51:49
Wetland areas. 00:51:52
So it was a requirement. 00:51:53
Through indot that we find a new place to plant. 00:51:56
And replace those trees. 00:51:59
So it had to be in the vicinity. 00:52:01
So that was where it was. It was selected that those would go. 00:52:04
The quote is from Grant Line. I also did request quotes from Walnut Ridge in Lincoln Springs. Neither of those could. 00:52:08
You could tell the quote. 00:52:16
The total project. 00:52:19
Cost for the quote was $20,457.50. 00:52:21
Is any additional information you'd like on that? 00:52:30
So they're going to plant trees because. 00:52:33
Somebody tore some down. 00:52:37
So part of part of the Charlestown Rd. Trail project. 00:52:40
Yeah, yeah. 00:52:43
The bridge over the Creek, yeah. 00:52:45
Required some trees to be removed and through the NEPA. 00:52:47
The federal NEPA evaluation. 00:52:51
It was identified how we would mitigate removing those trees, so we knew we were removing trees. 00:52:54
And we knew we were going to have to replace trees. Yes. OK, I got you. 00:53:00
Any breakdown on? 00:53:07
Types of trees or. 00:53:09
Just for the curious. 00:53:11
5 Burr oak, 5 Tulip Poplar, 5 Red Maple, 5 sweet gum. 00:53:13
Some lower. 00:53:19
Shrubs, flower and Dogwood. 00:53:21
Are they 3 inch, 4 inch or? 00:53:25
Minimum 2 inch caliper. 00:53:28
Uh, yeah. So there there's and it's installation as well and probably a one or two year guarantee or something. Yeah, we, we will 00:53:31
be required to submit. 00:53:36
Monthly reports on those for a few years to make sure they come in. 00:53:41
OK, I have no further questions. 00:53:45
You want a motion to approve. 00:53:47
So moved. 00:53:51
Second, all in favor? 00:53:53
Aye. 00:53:56
All right, we'll go back up to a on that. 00:53:57
This is per the new ordinance requiring. 00:54:01
Notification from the Commissioners and the Council on on grant. 00:54:05
Requests. 00:54:09
This was for Congressional community project funding. 00:54:11
We submitted for North the North Annex blight removal project. 00:54:15
210,000. 00:54:20
Dollars was our request. 00:54:22
At this time I don't know whether that will be put in. 00:54:25
But that's what we submitted for. 00:54:28
And those awards would be announced. 00:54:30
Late next year or early 26? 00:54:34
No, they need I think that's a good Ave. to explore on that then we. 00:54:38
We've received some money for. 00:54:42
Some work sampling part this past year on that SO. 00:54:45
Why not us so? 00:54:48
Thank you for doing that. I'll look for a motion to approve. 00:54:50
So moved second. 00:54:53
All in favor, aye? 00:54:55
The next item, FCO 2026-4, is a zoning map amendment ordinance. 00:54:59
This is pertaining to six parcels between Schreiber Road and Hwy. 150. 00:55:07
It was. 00:55:13
PDR you which is planned unit development, residential, urban and it is. 00:55:15
Requested to be rezone. 00:55:21
Back to general commercial, it was originally for the six were originally. 00:55:22
General commercial before it was zoned PD or you? 00:55:28
So this is zoning it? 00:55:32
Back to its original. 00:55:33
General commercial zoning. 00:55:36
It received a favorable recommendation from the Planning Commission in January. There was. 00:55:40
No negative public comment at that meeting. 00:55:46
So we look for. 00:55:50
Approval of that. 00:55:51
Make a motion to accept. 00:55:53
I'll second it. 00:55:56
All right, I have a motion to 2nd. Any further questions or discussion? 00:55:58
Just curiosity on my part, when was it? 00:56:02
Switched from the original to. 00:56:05
The other. 00:56:08
If you don't have any knowledge, it might be, I don't know, 22 or 23. 00:56:09
OK, it predates us. 00:56:14
All right, I have a motion to second all in favor. 00:56:21
And sorry, just for clarification, you guys were approving that, that motion was for unanimous approval of that ordinance, 00:56:26
correct? 00:56:28
It was unanimous, no, but we can go back if you'll syndicate that on the record, please. 00:56:32
Sure. 00:56:37
Well, I'll make a motion to approve Floyd County Ordinance 2026-04, the Zoning Map Amendment, with unanimous consent. 00:56:38
Now second to. 00:56:45
All in favor, aye, Thank you. 00:56:46
Thank you. 00:56:49
The next item I have is a. 00:56:51
Engineering Professional Engineering Services. This is for Bridge 51. 00:56:54
Construction engineering during the construction phase. This is with JTL Prime. 00:56:59
We have contracts with them for the. 00:57:06
Preliminary engineering work and. 00:57:09
We need to add the design services for construction. We have the funding. 00:57:12
Available through INDOT. 00:57:22
It'll be 8020. 00:57:24
For the amount of this contract. 00:57:26
Which is, I'm sorry, it's a not to exceed 45 five. 00:57:31
Thank you. 00:57:35
Alright, well, it's good to be seeing work. 00:57:37
Being done over there. 00:57:41
And so. 00:57:42
Keep it moving along. 00:57:44
I'll look for a motion to approve this. 00:57:46
Make a motion to approve. 00:57:50
A second. 00:57:52
All in favor. 00:57:53
The next item is fire extinguisher testing quote we received from Corson. 00:57:58
Fire and Security This is for the road department building the. 00:58:04
Building authority. 00:58:10
Building, which is the city account building. 00:58:11
The new health department building. 00:58:15
Health and Human Services building on grant line. 00:58:17
In the the new. 00:58:21
Chase Tower Government Center building. 00:58:23
And it is also for 3000. 00:58:26
5 grant line which is the recycling center. The total amount is $2183 for that. 00:58:29
Make a motion to approve. 00:58:38
2nd. 00:58:39
All in favor. 00:58:40
Aye. 00:58:42
Next up is a contract for. 00:58:45
Federal Processing Registry. 00:58:49
They do the Sam. 00:58:52
Maintenance. 00:58:54
Registration for the county. 00:58:55
As a five year renewal for $1999. 00:58:58
Per year, right? No total for five years. 00:59:04
Motion approved. 00:59:08
Yeah. So can these people help you navigate that? 00:59:09
They do other issue no? 00:59:14
They they do something different. 00:59:16
But it's very useful what they do. It saves us a lot of oh, yeah. 00:59:18
I've spent days on the computer trying to do that. 00:59:23
Yeah, OK. 00:59:26
Motion to approve. 00:59:28
Five year contract in 1999. 00:59:29
I made the motion. 00:59:33
And I'll second, I'm sorry, All in favor, aye? 00:59:34
The next item is a traffic impact study, a professional agreement for a traffic study at. 00:59:38
Piling your point US150, this is an addendum to the existing. 00:59:46
Study. 00:59:50
Investigating a connection between the new proposed Rd. 00:59:52
And the Highlander. 00:59:56
Development. 00:59:58
It is for. 01:00:01
$13,000 The developer has provided a check for that amount. 01:00:02
We are just the. 01:00:07
The study owner so we. 01:00:09
Kind of a pastor, yeah. 01:00:11
Alright, umm. 01:00:14
Look for a motion to approve that. 01:00:16
So I'll make a motion to approve. 01:00:18
I'll second all in favor, aye. 01:00:20
Next, I have a professional service agreement with OHM. 01:00:25
In the amount of $22,800. 01:00:31
This is for professional service related to the building and development permit application that they are developing. 01:00:34
They're already had a contract and are working on it. This is extending the. 01:00:43
Services. 01:00:48
I'll make a motion to approve. 01:00:57
2nd. 01:00:59
All in favor, aye? 01:01:00
Aye. 01:01:02
And then the last item. 01:01:05
Change order number 2 to Local Paving Project 2025. 01:01:09
Dash 2. 01:01:15
The amount is $30,303.66. The contractor was Mac Construction. 01:01:17
This has been reviewed by the County Engineer. 01:01:24
And the work was proved. 01:01:28
It's 30,000 three 0366 of an. 01:01:33
Original. That was 614. 01:01:37
02430 where that was the estimate correct correct. 01:01:40
All right. I'll look for a motion to approve that as well. 01:01:44
I'll make a motion to approve. 01:01:49
I'll second. 01:01:50
All in favor. 01:01:51
Aye. 01:01:53
Aye. 01:01:54
Yeah, and I just saw. 01:01:57
Buried within there. 01:01:59
What is looking for earlier? A recount on all those trees that are being planted. So yeah, wants to see that afterwards. 01:02:01
Is a little bit more than than what you had enumerated. 01:02:07
Is is good? 01:02:11
All right, County Auditor Diana Topping. 01:02:13
Good evening. 01:02:18
Good evening. 01:02:18
Before you, you have FCO 2026-05. This is an ordinance for a debt service reserve fund. 01:02:22
This is for a bond that we entered into the end of 2021 and into the beginning of 2022. It was. 01:02:29
Actually, umm. 01:02:35
FCO 20/22/03. 01:02:37
It was for a 2022 economic development income tax revenue bond. There was a debt service associated with it. 01:02:40
That is held in trust with Bach Financial. 01:02:48
That is no longer reflected on our books in any way, shape or form, and actually should be. 01:02:50
And should have been for the last four years. 01:02:55
So what this fund does is allows us to bring it back onto our books, since those monies are still technically Floyd counties, 01:02:58
they're just held in trust. 01:03:02
This is at the request of the SBA. 01:03:07
Just clean up. 01:03:09
Well, I'll make a motion to approve Floyd County Ordinance 2026-05, the ordinance for debt Service Reserve fund. 01:03:12
For the 2022 economic development income tax revenue bond by unanimous consent. 01:03:18
I'll second. 01:03:24
All in favor, aye? 01:03:25
Thank you. 01:03:28
Thank you. 01:03:29
County Attorney Kristen Fox. 01:03:30
I have on the agenda is the consent for the estate of Sharon Jacobs. 01:03:33
This is a consent. 01:03:38
To allow the personal representative to proceed with that estate. 01:03:40
Process unsupervised. 01:03:44
And then also to accept. 01:03:47
The uh. 01:03:50
Bequest that was left. 01:03:51
The quest was actually left to the New Albany Floyd County Animal Shelter. That entity no longer exists, so. 01:03:53
County would be agreeing to take half of that request, and the city has agreed to take half of their. 01:03:59
Of the bequest, so dividing it between the two entities. 01:04:03
Just need approval to allow AL to sign that. 01:04:08
I'll make a motion to approve, but I want to say I think that was a very kind gesture on their behalf, so. 01:04:12
And the only other thing I would request in that motion is to allow out assign any other documents necessary in this estate to 01:04:17
finalize and and receive the. 01:04:21
The Bequest. 01:04:25
I'll make that motion. 01:04:27
I'll 2nd I have a motion and a second. All in favor, aye. 01:04:29
It's the second thing I have is resolution FCR 2026-03. 01:04:35
This is a resolution of the Floyd County Board of Commissioners approving the agreement with US Bancorp. Government, Government 01:04:40
leasing and financing. 01:04:44
This is a requirement of the US Bank Corp for the equipment purchase that you guys authorized last month. This was something else 01:04:47
they wanted to see in the documents that we present back to them. 01:04:52
Make a motion to accept. 01:04:58
I'll second. 01:05:01
OK, I have a motion and a second for approval all in favor. 01:05:02
Aye. 01:05:06
Aye. 01:05:07
Thank you very much. Nice to see litigation in a favorable light on there. 01:05:09
Yeah, umm. 01:05:14
Look for approval of districts meeting minutes from March 17, 2026. 01:05:17
Motion to approve. 01:05:21
Second, all in favor? 01:05:23
Aye, and approval, payroll and claims. 01:05:25
Motion approve. 01:05:29
Second all in favor, aye. 01:05:30
I do have a board appointment that we would like to. 01:05:34
Approved tonight, Mr. Mark Lawrence. 01:05:39
For the Vizier appointment, he'll be replacing the Scott Whalen 4 year term ending in December. 01:05:42
Of 2026. 01:05:49
So he will be finishing up Mr. Whelan's term for motion for approval on that. So moved. 01:05:51
Second all in favor, aye. 01:05:57
All right, um. 01:06:02
Public comment tonight, I know that. 01:06:04
Coroner Matt Tomlin would like to say a few words. 01:06:07
Please come on up. 01:06:12
Thanks for letting me come up here and talk tonight. 01:06:17
As a few people in the community know. 01:06:21
About a year ago, we started what we call a strike team. 01:06:24
We saw a need in the community and certain deaths that families are kind of left. 01:06:27
Without answers and. 01:06:33
Without help they need. 01:06:34
So there's a few different nonprofits we're working with. 01:06:36
And I'd like to. 01:06:39
Show them a little bit of appreciation and I. 01:06:41
And Charlie will kind of discuss a little bit about that. 01:06:43
Thank you, Commissioners and Attorney Fox, for allowing us here tonight. 01:06:47
As Matthew said, the strike team, this is the first time we've introduced our strike team. 01:06:52
In public to anybody. 01:06:57
We had over 52 call outs last year for services for families that had lost loved ones. 01:06:59
We were able to connect them families with resources within our community and here in a few minutes you're going to see. 01:07:05
Our partners and that has partnered with us. 01:07:10
At no cost to tax dollars. 01:07:14
There's no cost of this, they are volunteering their time. 01:07:16
In their service. 01:07:19
Before we go. 01:07:21
A little bit farther with that. 01:07:22
Like to introduce you to the coroner's office, if you would stand. Obviously, we have Connie. 01:07:24
We have Ashley Carpenter. 01:07:33
Myself and Matthew. 01:07:36
We are down 1. 01:07:37
Right now. 01:07:38
But we're we're working through that. 01:07:40
But we're also proud to announce that everyone of us is Medical Death Investigators certified. 01:07:42
We are also fully commissioned through the Indiana Governor's Office. 01:07:48
Which has been a long time coming for this office. 01:07:52
Corner Tomlin has made. 01:07:56
Leaps and bounds with getting. 01:07:58
The office put back together. 01:08:01
But at this point in time, I'm going to. 01:08:03
Read off names. A couple of them is going to say something briefly. 01:08:06
And that way we can get out of here. 01:08:11
The first person I would ask to come up is Tracy Skaggs. 01:08:12
She is an LSW. 01:08:16
And she was with Project Recovery here in New Albany. 01:08:17
That deals with the homeless. 01:08:20
And addictions. 01:08:22
Good evening, Commissioners, and thank you. 01:08:27
Corner Tomlin and Charlie Man. 01:08:30
Good evening. My name is Tracy Skaggs and I'm the founder and Executive Director of Project Recovery Southern Indiana. 01:08:33
As well as a licensed social worker. 01:08:39
It is truly an honor to speak about a program that reflects what a compassionate. 01:08:41
Community driven response looks like. 01:08:46
The Floyd County Coroner Strike Team. 01:08:48
And some of life's most devastating moments. 01:08:51
Such as when a family has lost a loved one, there is often a gap. 01:08:53
A gap between tragedy and support. 01:08:58
A gap between shop. 01:09:01
And historically, that gap has been filled with silence. 01:09:04
That the strike team is changing that. 01:09:07
This team brings trained mental health and addiction professionals directly to the scene of a death. 01:09:10
Meeting families in real time, in their worst. 01:09:15
Most vulnerable moments with compassion. 01:09:18
Guidance and immediate support. 01:09:21
I have had the distinct honor of being the first professional recruited to this team. 01:09:23
And what I have witnessed since its implementation has been nothing short of transformative. 01:09:28
I have set in living rooms with grief filled in every corner of the space. 01:09:34
I have watched families struggle to make sense of the unimaginable. 01:09:38
And instead of leaving them alone in that moment. 01:09:42
We are able to sit beside them. 01:09:45
Not to fix their grief. 01:09:47
But to walk with them through it? 01:09:49
The strike team has bridged critical gaps in care by ensuring that support does not begin days or weeks later. 01:09:51
It begins immediately. 01:09:58
We are able to provide emotional stabilization. 01:10:00
Connect families to resources and help navigate the steps forward. 01:10:03
Before the weight of that loss turns into isolation. 01:10:07
Trauma or crisis? 01:10:10
And what it does is powerful. 01:10:12
It reduces the long term impact of trauma. 01:10:14
It increases the likelihood that individuals will engage in ongoing support. 01:10:17
And it reminds families in their darkest moment. 01:10:22
They are not alone. 01:10:25
This model represents what happens when systems evolve. 01:10:26
When we choose to respond not just with procedure. 01:10:30
But with humanity. 01:10:34
And I want to close on a deeply personal note. 01:10:35
As someone who's been on the receiving end of that call. 01:10:38
From a corner. 01:10:42
Being notified of my husband's overdose death. 01:10:43
A call that in my experience. 01:10:47
Felt very cold and callous in one of the most devastating moments of my life. 01:10:49
I cannot express how grateful I am. 01:10:54
To the Floyd County corner. 01:10:57
For not only recognizing this need. 01:10:59
But choosing to respond with compassion. 01:11:01
Because how we show up. 01:11:04
Matters. 01:11:05
Thank you. 01:11:07
Yeah, and actually, I am the first person to introduce the next one as Doctor Liz Davis. 01:11:10
And her trusty sidekick, Doc. 01:11:18
Which is a therapy dog. 01:11:22
OK, so I'm not. 01:11:29
The speaker that she is I. 01:11:32
So I work at the hospital as the therapist for the staff. That's how Charlie met me. 01:11:35
I provide a lot of crisis management, a lot of therapy when people are at their worst within the hospital. 01:11:41
And when I heard about what he's doing, I wanted to be involved. 01:11:47
I don't do it as a. 01:11:52
A staff member of the hospital. I do it as. 01:11:53
My own practitioner. I'm an independently licensed clinical social worker. 01:11:56
I also opened up a private practice which is really helped because now. 01:12:00
We can continue the care for some of these people. 01:12:05
That are really in need in the community, whether it's because they're losing their insurance, they didn't have insurance. I mean, 01:12:07
if you imagine one of your loved ones dying. 01:12:11
And not having anywhere to go because right now if you try to get therapy in the community, it can take sometimes six months to 01:12:15
get in with someone. 01:12:18
We can carry it over and they can come see us the next day if that's what they need. 01:12:22
We have not charged a single person for any of these services. We have one that's been seeing us for over 3 months every week. 01:12:26
There is no bill for this person. We will try to help do some of the case management get what they need, but they're also getting 01:12:33
that stability. 01:12:37
Where they can work through that grief and whatever else is going on. 01:12:40
Through this, we're also able. 01:12:45
In the moment. 01:12:46
To provide. 01:12:48
Skills and thought processes and being able to identify when they really need that help, those red flags, this is when you really 01:12:49
need to reach out. 01:12:54
And that can help these individuals so much, especially when they're worried about their family or loved ones. 01:12:59
We can look out for each other type thing. That's the goal. 01:13:07
So this is just, it's been amazing being able to. 01:13:11
Go out in the community and help where it's really needed. 01:13:13
Thank you. Thank you. 01:13:20
The next one is going to be Anne Crothers, the executive director of Clark Floyd County Cares. 01:13:25
This woman has a notebook of people across the state of Indiana. 01:13:30
And she is there willing and able to help us. 01:13:34
Old lady. 01:13:44
Thank you, President. 01:13:47
Table and commissioners and. 01:13:49
Attorney. 01:13:51
Christie Fox. 01:13:52
The strike team is a these two of the architect of that. 01:13:54
That effort and. 01:13:59
Uh, a lot alluding to what Tracy said and and and. 01:14:02
When people are in crisis. 01:14:07
They need help. 01:14:10
And I think that. 01:14:11
Charlie previously having worked with the coroners office and seen what that helped look like. 01:14:13
Or what it should have looked like. 01:14:19
He was able to implement some things and. 01:14:21
We were, I remember distinctly talking about. 01:14:23
What would be done while we were all campaigning to be elected together? 01:14:26
And by George, they've done it so. 01:14:31
They invited us to be a part of it. We have our my staff here. 01:14:33
We we've, we've got, we're staff of four, but you guys are not. 01:14:37
I guess strangers to system of care. We really are behind the scenes aligning processes. 01:14:42
Really supporting. 01:14:48
And I was so. 01:14:49
Elated to understand. 01:14:51
What they were do. 01:14:53
Excuse me doing. 01:14:55
That I shared it with some of our colleagues at the state level. 01:14:56
They've been able to have meetings with them and now they're really wanting to model this. 01:15:00
Across the state, so I know that putting the intricate details in place. 01:15:04
With the clinical. 01:15:10
Support. I think it will really bring some some really positive attention to. 01:15:13
Floyd County, Indiana. 01:15:18
Also Kendra Henry. 01:15:20
Come, Kendra. 01:15:21
Carries a lot of rows I stand. 01:15:22
With a lot of people that support me, but she's mine. 01:15:26
Ride or die, she is our case management supervisor. 01:15:29
Has done 10 years at DFR in. 01:15:33
Has just really helped us. 01:15:37
Build our systems and we've responded again. 01:15:39
Obviously when when Charlie needs us and. 01:15:42
Matt as well, so. 01:15:44
Thank you guys so much for this opportunity and. 01:15:46
Again, appreciate it. 01:15:49
Thank you System of Care. 01:15:51
Thank you very much. 01:15:53
Next one is going to be Jen Seton. 01:15:57
With the executive director of Lifehouse Recovery. 01:16:01
Thank you, Commissioners. 01:16:11
I am Jim and Marie Seton. I am the executive director of Lifehouse Sober Living. 01:16:13
I am a woman of long term recovery. 01:16:19
And I am the president of the board of Project Recovery. 01:16:22
And I stand here to say. 01:16:26
That it is an amazing thing for our community for the coroner's office to see a need and they. 01:16:29
Gap in services and. 01:16:35
Have action and not just. 01:16:38
Feel about a situation but actually provide resources. 01:16:40
Again, that is free of service and that of me. 01:16:44
A lifehouse. Sober living. We are a woman's aphid. 01:16:48
Transitional. 01:16:51
Housing for women out of New Albany. 01:16:53
We've been open two years. 01:16:55
And then recovery. 01:16:59
Is important, and meeting people where they're at is important. 01:17:02
And the work. 01:17:06
That, umm. 01:17:07
The coroner's office for this community is really. 01:17:08
Loving our community back to life and really giving some. 01:17:13
Stability and some compassion and care. 01:17:16
And thank you so much for having us. 01:17:19
Thank you. Thank you. 01:17:23
And Mr. or well, actually, I should say Pastor Steve Burks is attending. 01:17:25
Some meaning. 01:17:31
AIC meeting. 01:17:34
So he's unable to. 01:17:35
To join us but. 01:17:37
Danita is going to accept this for Steve. 01:17:39
And New Albany. 01:17:43
1st. 01:17:44
Pastor Steve and and Danita along with their church. 01:17:49
Has done a few. 01:17:54
Memorials. 01:17:57
Steve has preached. 01:17:58
The need is random music and lights. 01:17:59
They are definitely uphill or. 01:18:02
Inside our community. 01:18:04
But also with that being said, we have a bunch more chaplains and we also have a bunch more. 01:18:05
Pastures on staff that we can call out throughout the county. 01:18:10
That 100% volunteers. 01:18:14
We would also like to tell you that. 01:18:17
We have a good working relationship with the New Albany Floyd County school system. 01:18:21
We also have. 01:18:25
A working relationship with. 01:18:27
Boyd County Health Department. 01:18:28
Idoh Idoh was allow us to secure. 01:18:30
3 or 4 dolls for New Albany PD. 01:18:34
For suit suited us SIDS. 01:18:38
So we were able to get them for. 01:18:41
For no cost. 01:18:43
FSSA. 01:18:45
Things to hand getting us in some meetings up at the Statehouse last year. 01:18:46
They are provided us. 01:18:51
Duffel bags. 01:18:53
For kids. 01:18:54
Tellering books, gidgets, gadgets. 01:18:56
That we can give out on scene also. 01:18:58
A great work and relationship with the FBI. 01:19:02
NAPD ISP. 01:19:04
The state Fire Marshall's office. 01:19:07
We look forward to working with them also. 01:19:10
We want to thank as a coroner's office, Matthew. 01:19:14
For leading this charge in our community, he is doing a fantastic job. 01:19:17
I have a question too. So it's fantastic. I just the numbers that you straddled off at the end on. 01:19:24
Like how wide is this web of people that's helping? 01:19:32
A little bit numbers wise, I mean just with the local folks here, I don't know how many. 01:19:37
As far as the strike team goes, yeah. 01:19:41
We got them. 01:19:43
A little bit of everywhere. 01:19:45
You have someone with you tonight. 01:19:46
You have some more. 01:19:49
Strike team members here tonight. 01:19:50
These are our support groups. I got you something about this, this strike team. 01:19:53
And I think it's very and I should have said it earlier. 01:19:58
The women. 01:20:03
That came up and spoke. 01:20:03
They just don't provide the service for these families out there. 01:20:06
And I think Franklin and Jason is getting knows where I'm getting ready to go. 01:20:10
They keep us in check. 01:20:14
They check on our mental status. 01:20:16
They reel us back in. 01:20:18
And make sure we're ready to go the next time. 01:20:20
So, but to answer your direct question. 01:20:23
There is a whole lot of hands. We have had a whole lot of meetings. 01:20:26
And we have people we can call because we don't know what hurdle. 01:20:29
We're going to have to jump through. 01:20:33
Somebody out there is going to know it better than us. 01:20:35
And also we have been. 01:20:39
Several calls outside of our county for mutual aid. 01:20:42
Our whole department is SUTI certified. 01:20:46
We've made SUTI calls in other counties local also. 01:20:49
So we're not just. 01:20:53
Doing our stuff here, we're helping our bill. 01:20:55
It's it's tremendous work. Maybe I missed this or where did the name come from? 01:21:00
There's, it's not an acronym, is it? No, it's no acronym. It's just. 01:21:05
Really indicating that we. 01:21:09
Act immediately. 01:21:11
Got traditional models have showed responding. 01:21:12
2448 hours later. 01:21:16
And I thought families needed it faster. 01:21:19
So I I went out and found resources that will act faster. 01:21:22
Yeah, strike teams are part of the NEMS system. The federal. 01:21:25
Incident maintenance system. 01:21:28
It's a very fitting name. 01:21:30
About a year ago I got to see. 01:21:32
You're always folks in action. Let me say I can absolutely attest to the professionalism. 01:21:34
That I've seen there that evening so. 01:21:38
Thank you. 01:21:40
Each of you, thank you for everyone who came tonight and. 01:21:41
For volunteering your talents to the people of Floyd County Act. 01:21:44
I would greatly appreciate it. Thank you. 01:21:48
Thank you all. Thank you. 01:21:51
All right. Any other government officials wishing to comment tonight? 01:21:53
Any public comments? 01:21:58
Yes. 01:22:00
George Moore in Georgetown Township, thank you. 01:22:12
First of all, I agree. 01:22:15
Kudos to the coroner's office, the staff and the. 01:22:16
Everybody involved, that sounds like a really wonderful service. 01:22:19
I was one too. 01:22:23
Comment expressed concern. 01:22:25
The ideal shared. 01:22:28
His recent e-mail correspondence with me. 01:22:30
Regarding the purchase of his five used vehicles. 01:22:33
And it's my understanding it's over the. 01:22:37
You know the bid amount minimum. 01:22:40
And I understand I saw the. 01:22:42
The letter signed off from the discount. 01:22:44
I'd still a little concerned though, because. 01:22:47
I was told that no other. 01:22:50
Dealership was given a chance to match or beat. 01:22:52
That supposed discount? 01:22:55
And a 6% discount on such a large purchase. 01:22:58
Considering dealers have a lot of markup room to work with. 01:23:01
I really hope that does not become. 01:23:05
Common or use the. Absent any real emergency circumstances, I don't think there was a. 01:23:09
A time deadline on it or anything and. 01:23:15
I appreciate any discount something you can get for the county. 01:23:18
But I would hope that in the future. 01:23:21
When there's no emergency circumstances. 01:23:23
The other dealers are given a chance to beat. 01:23:25
Whatever the offer is from any particular one. 01:23:28
OK. That's that's my concern. Thank you. 01:23:31
Thank you. Thank you. 01:23:34
Any other public comment? 01:23:36
All right, announcements from the commissioners. 01:23:39
Jason, I think you have one. Yeah, I do have one. So we received some information from the clerk's office today that the first day 01:23:43
of early voting has commenced and has taken place, and so far there was 186 total. 01:23:49
People who voted so want to remind you folks to take advantage of going out and. 01:23:56
And voting and, you know, having the same what happens in your communities. 01:24:02
And would you mind announcing just for the record? 01:24:06
Where that is right now in the hours of operation and then the second one is going to become live on the 20th. 01:24:09
Correct, but. 01:24:14
OK. That's eight through 8. 01:24:21
To 4. 01:24:22
Saturday, not Sunday. 01:24:25
Friday or Saturdays are the second of the day and the. 01:24:27
Is there a place I can find that information? 01:24:32
Website you have a Mailer in the mail. 01:24:36
Sure. 01:24:37
Yeah, yeah. So go to the clerks. 01:24:39
The Clark's website and. 01:24:42
If you should have received a mail or so, thank you. 01:24:44
All right, And I'm happy to announce that we'll have a ribbon cutting and opportunity for people to tour the second and third 01:24:46
floor at the new Floyd County Government Administration building, formerly the Chase Building, 120 W Spring Street. 01:24:53
This Thursday, April 9th at 12:30. 01:25:00
PM. 01:25:04
So join us there if you wish. 01:25:06
Any other comments? 01:25:10
Nope. All right. 01:25:11
I'll look for a motion to adjourn. Actually, the next meeting will be Tuesday, April 21st, 2026 at 6:00 PM. With that, I'll look 01:25:13
for a motion to adjourn. 01:25:16
So moved second. 01:25:20
All right. Thank you all. 01:25:22
