Since it is dropped that I'm getting you all price. 00:00:00
Mr. Loop was not able to join us tonight. 00:00:07
But we do have a quorum. 00:00:11
If you'll join me for the Pledge of Allegiance. 00:00:13
I pledge allegiance to the flag of the United States of America. 00:00:17
And to the Republic for which it stands. 00:00:21
One Nation. 00:00:23
Under God. 00:00:25
Indivisible. 00:00:25
Liberty and justice for all. 00:00:27
All right. Thanks everyone for venturing out in the snow. 00:00:32
Kind of a modest sized agenda. Tonight we are going to add 3 items. 00:00:39
By unanimous consent. At least that's my hope. 00:00:46
Number one would be item 1C under. 00:00:49
New business under Nick Crevey for work order changes to the Floyd County Government Center. 00:00:53
If I can go ahead and get. 00:00:59
A motion for that. 00:01:02
And I'll second all in favor, aye. 00:01:04
I we're going to table item 3, which is the HR director, Michelle Portwoods. 00:01:06
Approval of a posting application tracking system. Additional information was needed on that. 00:01:14
I need a motion to table that so moved. 00:01:21
Second all in favor, aye. 00:01:24
And then under County Attorney Christy. 00:01:27
Fox, we're going to. 00:01:30
Hopefully add Floyd County Ordinance 2026-01 establishing fund number 4013 for the solid waste fund. 00:01:32
And also. 00:01:40
Under. 00:01:42
County Attorney Christy Fox. 00:01:43
A three month extension on. 00:01:45
Our EMS consultants contract the consultant Jeff Dixon. 00:01:48
So I'll make the motion to approve with unanimous consent. 00:01:52
OK. I'll second all in favor on those two. 00:01:56
Aye. 00:01:59
All right, New business CEO Nick Creevy with. 00:02:01
Now 3 items. 00:02:05
Good evening. 00:02:08
The first item I have is a change order for the Charlestown Rd. Trail project. 00:02:09
The amount of the change order is 8320 and $0.40. This was for work. 00:02:15
Done to replace a signal detector housing. 00:02:23
A new wire to existing traffic signal. A reminder that this project construction is being funded by in dot. 00:02:28
As 100% on the construction. 00:02:37
They have approved this change as a. 00:02:40
Participating activity. So those funds should. 00:02:43
Come from in dot but. 00:02:47
As the project owner, we still have to approve the change order. 00:02:49
Well, I appreciate the nuance on that. I spend a lot of my time explaining that to people. 00:02:54
That that's an in dot project, but it's. 00:02:59
Nominally under our purview, so. 00:03:01
I don't have any further questions that's going to come out of there. 00:03:05
Their wallet, not ours, so. 00:03:09
I'll make a motion to approve. 00:03:11
OK. And I'll second all in favor, aye? 00:03:12
The next item I have is approval of a quote for a water heater replacement at the jail. 00:03:17
This is one of two water heaters that the jail utilizes. 00:03:25
One of them went out recently. We did obtain. 00:03:30
Three quotes for this. 00:03:35
The lowest was Greenwell Plumbing. The amount is $40,593. 00:03:37
OK. And that how many heaters do they have total? 00:03:46
My understanding is they have two. 00:03:49
One operates as somewhat of a backup. 00:03:52
One if if another goes out. And I think they were testing it and determined that, yeah, this is not an optional issue, correct? 00:03:55
Yeah. 00:03:59
OK, so I'll look for a motion to approve the. 00:04:03
Replacement on that water heater with the lowest of the three bits obtained, so move. 00:04:06
Second all in favor, aye. 00:04:12
The third item is a change to the city, the, excuse me, government center building. 00:04:16
Work that is being conducted by Kevco Construction. 00:04:24
Is a change of an addition of $10,536 for electrical work. 00:04:29
To include data. 00:04:36
In smart screen. 00:04:40
At the third floor conference room, this is included in the contingency amount. 00:04:42
That was included in the contract. 00:04:49
The total contingency amount was $95,000. 00:04:51
Previously expended was. 00:04:56
38,867 so. 00:04:59
We still have. 00:05:02
56,000 remaining of that contingency amount to cover this cost. 00:05:03
So are we handling also the approval of the? 00:05:08
Fiber tonight as well. 00:05:13
Yeah, which takes us a little bit over that contingency, but I believe the number that was in there is what we had already 00:05:17
discussed. 00:05:21
So that the. 00:05:24
The fiber was an AD alternate in the contract. 00:05:26
So. 00:05:30
It was something that they bid separately. It was not in the contract amount, but we want the work to be done. So this is the 00:05:31
amount of 73,680. 00:05:36
Which still kept them as the low build. 00:05:42
Better on the project. 00:05:44
And that is the latest. 00:05:46
On the amount of that, but that amount was previously discussed publicly and again, just so people know that's to bring fiber over 00:05:49
from the. 00:05:52
Jail and the current county building complex. 00:05:56
Under the street. 00:05:59
We are going under, right? Yeah, we're going under. We're working with the the. 00:06:01
Permitting on that was tentatively approved. We just need to get the contractor needs to get some additional information to the 00:06:06
city Board of Works. 00:06:10
And then that will be finalized. 00:06:14
OK. And that right now is kind of one of the rate limiting steps on occupancy on the? 00:06:16
The new building, but we knew that that would be. 00:06:21
An essential step in that. 00:06:26
Yeah, I have no further questions. 00:06:27
I'll make a motion to approve. 00:06:30
Of emotion, and I'll second all in favor, aye. 00:06:31
I believe that's it. 00:06:36
Is Darius here tonight? 00:06:38
Or OK, good. 00:06:39
How the heck did I miss you? 00:06:42
Well, you're not wearing camouflage or anything like that. 00:06:46
All right, so. 00:06:51
2026 grant proposals. It's my understanding that. 00:06:54
Any of the departments. 00:06:58
Applying for grants have to also have the approval of the commissioners, so that we. 00:07:01
Have a public hearing of that. So that's what you're here tonight primarily to do, correct? Correct. 00:07:05
OK. 00:07:10
The first one is the Community Foundation. 00:07:13
Of Southern Indiana Capacity building grant. 00:07:15
I'm going to request a round. 00:07:17
And I've written these yet, so these are estimates that guests. 00:07:19
I'm going to request around $20,000. 00:07:22
My department. 00:07:25
Has dated printers, scanners. 00:07:27
And I would like to get a smart board for our cognitive behavioral class, so I'm going to ask for technology upgrades. 00:07:30
If you'll allow me. 00:07:38
OK, I think we can probably handle these. 00:07:40
One through 6 simultaneously. So if you just want to go ahead and enumerate them down, that would be. 00:07:44
That'd be fine. 00:07:49
The ATOD grant is for drug testing. 00:07:54
Every year I write the grant and get. 00:07:57
About $5000 so I can get the clients that I supervise drug tested for free. 00:08:00
They are usually. 00:08:06
Clients that don't have a lot of money, so you know. 00:08:07
And a Todd stands for alcohol, tobacco and other drugs commissioned by the governor. 00:08:11
The next one is. 00:08:19
Subaru. 00:08:20
Indiana Automotive Foundation. I've already written this one, but I have not submitted it yet. 00:08:21
I'm asking for new laptops for all my staff. Most of my laptops are. 00:08:26
Four years old or older. 00:08:31
So unfortunately, when laptops get that old, they become obsolete. 00:08:33
So I'm asking for four laptops. 00:08:37
I'm actually asking for. 00:08:39
$13,414.10. 00:08:41
OK. 00:08:44
The next one is the eye. 00:08:47
IDOC Grant This is the biggest and most important grant. 00:08:49
Most of my funding comes from the IDEOC. 00:08:52
I had written down that I'm asking. 00:08:55
For $1,000,000, however. 00:08:57
I've been told by the ideal see that through cut funding next year. 00:08:58
To not ask for more than what I've already gotten. 00:09:02
This year. 00:09:05
So I'm asking for about. 00:09:06
580,000. 00:09:07
That is my most important grant if you don't approve that one. 00:09:10
Need to find a new job? 00:09:13
Please. 00:09:15
The next one is. 00:09:18
Caesar Foundation of Floyd County. 00:09:19
I'm going to ask for 25,000 I. 00:09:21
May or may not get it, but I'll ask. 00:09:23
What I've done with them in the past is I've had them help you with contracts and funding. 00:09:26
I've said that I want to supervise 30 clients. 00:09:30
Most of our clients pay fees. Not all of them do. 00:09:33
This would help people the devices that track these clients in our community. 00:09:37
OK. 00:09:41
The next one is also a Community Foundation of Southern Indiana. 00:09:43
Community Assist Grant. 00:09:46
I'm assuming I probably won't get all of the. 00:09:48
Drug testing money I need. 00:09:52
So I will ask for drug testing supplies. 00:09:54
Or office equipment if I do get the money I need for drug testing. 00:09:56
And that is? 00:10:01
All I have for now. 00:10:02
OK. So I'm just curious to are the application deadlines for these all about the same time? They are all scattered throughout the 00:10:03
years? 00:10:08
OK, so you may not hear for some of these until. 00:10:12
Like on Caesars, are you applying for the spring or? 00:10:15
The fall, I will apply the for that one here shortly. So that's the. 00:10:18
That one and the screw grant. 00:10:22
Is open right now. 00:10:24
The ideal Sea Grant I'm riding right now. 00:10:26
Sometimes the most important. 00:10:29
OK, well, I think it's. 00:10:31
Good and important that the public here. 00:10:34
That you're trying to seek that money out. 00:10:36
Through the those agencies. 00:10:39
It all can be kind of a pain to come out here on a snowy night. 00:10:42
It is, but you know, it wasn't our idea, but I think it's, I think it's a decent idea and I understand it. 00:10:45
You know, maybe at some point. 00:10:52
One of these needs will fall on sympathetic ears that we don't even know about, and somebody will come say derives your $20,000 00:10:55
for. 00:10:58
Who knows? 00:11:02
So anyway. 00:11:03
I don't I don't have any questions on those. 00:11:05
Nope. I'm familiar with the grants, so I'll make a motion to approve. Yeah, I'll second All in favor, aye. 00:11:06
Aye, thank you. Thank you. 00:11:12
County Attorney Christy Fox. 00:11:15
Thank you. The first thing we have is fully County Ordinance 2026-01. This is an ordinance establishing Fund 4013, the Solid Waste 00:11:17
fund. 00:11:22
This is. 00:11:28
Being put together and presented to you all. 00:11:30
Because on the 17th there will be consideration for dissolution of the district, which would then move. 00:11:35
The services and costs and everything associated with the district under the Floyd County Solid Waste Department. 00:11:40
So I did put language in there that the fund is you guys are desirous to establish the fund for the ongoing services and 00:11:48
operations in Floyd County solid waste department should the district be dissolved. 00:11:53
And there's also language in here that if the. 00:11:58
District is not dissolved that we can repeal this ordinance, but I wanted to make sure it's in place so there's no gap in funding 00:12:01
and services. 00:12:05
So if it's not dissolved. 00:12:09
Do we have to take the action of repealing this or is it just become non functional? We would take an action. I would draft up 00:12:11
another ordinance to quickly repeal it. 00:12:15
And I want to make sure there's no gap in. 00:12:19
Services and. 00:12:21
Employee pay and all that kind of stuff. No, I think it's a wise if we're running simultaneous tracks about what might happen, 00:12:23
then we have to be prepared for. 00:12:27
Those contingencies. 00:12:30
So and. 00:12:32
The establishment of the fund is. 00:12:35
Essentially so that if that road is taken. 00:12:37
Any revenue generated by. 00:12:41
Solid waste. 00:12:43
Department. 00:12:44
Would be locked into the solid waste for. 00:12:45
Their future needs. 00:12:48
Correct, it's a non reverting fund. 00:12:50
And allows the auditor's office to get that fund up and running and created. 00:12:53
So it could take in revenue, it could take in. 00:12:56
Donations. 00:13:00
Yep, equipment, property and any other monies of the district. 00:13:01
Perfect. 00:13:04
Well, I'll make a motion to approve Floyd County Ordinance 2026-01, the establishing fund number 4013 Solid Waste Fund. 00:13:06
With unanimous consent. 00:13:13
And I'll second all in favor, aye. 00:13:15
Aye. 00:13:18
Thank you. The next thing I have under B would be. 00:13:20
For the EMS consultant, Jeff Dixon, his contract that we had in place would have terminated the end of 2025. So we need to do an 00:13:23
extension on that to allow him to continue to work on the items that he's working on under that consulting agreement. So I would 00:13:28
request approval. 00:13:33
For that to extended three months to allow me to draft an addendum and allow. 00:13:39
Doctor Kanable assigned that outside of a meeting. 00:13:44
I'll make a motion. Approve. 00:13:47
I'll second all in favor, aye. 00:13:49
Aye, all right. We did have a vacancy. 00:13:53
Vacancy occur on the legacy foundation because someone. 00:13:56
Moved out to the county. 00:14:00
And we need someone with banking experience. 00:14:03
And I've nominated Chris Lute for that position, spoke with him and he's. 00:14:08
Willing to take that task on SO I'll look for a second. I'll second. 00:14:15
OK, all in favor, aye? 00:14:20
I'm seeking approval of Commissioners meeting minutes for January 20th, 2026. 00:14:22
Motion to approve. 00:14:28
OK, all in favor, aye? 00:14:30
I and. 00:14:32
Approval of payroll and claims. Diana said she was not able to be here tonight as a lawyer on her behalf. 00:14:35
Motion proof. 00:14:41
All in favor, aye? 00:14:43
Aye, all right. Our next meeting will be Tuesday, February 17, 2026 at 6:00 PM. 00:14:46
That same day we will have at 4:30 a public meeting. 00:14:52
On the. 00:14:59
Issue. 00:15:02
Plans are published on the commissioners site now. Also, there are paper copies available here if anyone wants to take those with 00:15:03
them. 00:15:07
And we'll have time for public comment that evening as well. 00:15:13
I don't know if anybody signed up tonight to talk, but we've got plenty of time, so I don't know if anyone from the. 00:15:18
The I don't see any. 00:15:23
Government elected officials so. 00:15:25
Come on. 00:15:28
My name is Chris Redden. 00:15:34
Really, I came up here just to kind of ask about what's going on with the. 00:15:37
The fire board and the merger. 00:15:40
Just kind of a little frustrated with it all. 00:15:44
They also idea. 00:15:46
Because it seems like a money grab. 00:15:48
I'm trying to understand it a little bit better. 00:15:50
Seems like us. 00:15:53
In the Lafayette. 00:15:55
Galena Greenville District. 00:15:56
Our property taxes are going to go up. 00:15:58
All others are going to go down. 00:16:00
And last year? 00:16:03
Well, in 2025 I paid $17,120 in property taxes. 00:16:05
County my home insurance went up 72%. 00:16:10
No fault of my own. 00:16:13
Health insurance went up to $18,000 this year. 00:16:15
And something's got to give. 00:16:19
And we gave up our health insurance this year because we just. 00:16:21
We got to figure out a way to start affording things a little bit more. 00:16:24
And when I look at this organizational tree that they have, it seems bloated, seems fat. 00:16:28
I don't understand how we went from. 00:16:34
A totally volunteer. 00:16:37
Fire department, now we got. 00:16:39
Huge, bloated paid positions. 00:16:41
And again. 00:16:45
I'm trying to understand it. 00:16:47
Frustrated. Uh. 00:16:49
I feel that. 00:16:50
Property taxes. 00:16:52
Are pretty much existentially trying to steal your right to live. 00:16:54
In my opinion. 00:16:59
You need three things to survive. 00:17:01
In the wilderness, you need food, water and shelter. 00:17:03
You got to have all three of them. 00:17:05
And you know, I've worked hard to try to. 00:17:07
Pay my properties off and I don't want to rent it. 00:17:09
From my government, the rest of my life. 00:17:12
I understand that we need taxes to pay for. 00:17:14
Fire EMS. 00:17:16
And police. 00:17:18
I would just like to. 00:17:19
Figure out a different way that it was creative enough. 00:17:20
That the taxes are based on choice. 00:17:23
And people are upset about the wheel. 00:17:27
Right. 00:17:29
But to me, that's a tax based on choice. You don't want it. 00:17:30
Pay the tax, don't drive your vehicle. 00:17:32
That's a choice. 00:17:34
You know, sales tax. I don't want to pay sales tax. I don't. 00:17:35
Buy my shirt I got on. 00:17:38
But. 00:17:40
I don't have any choice when you tax my property. 00:17:41
And. 00:17:43
You know I don't. I just. 00:17:45
I don't understand a lot of it. 00:17:46
So I'm trying to get more invested. I'm trying to understand. 00:17:48
And. 00:17:51
I'd like to figure out a way that we just stop. 00:17:52
Attacking. 00:17:55
Our property so much it's. 00:17:55
Our farmland assessment has went up. 00:17:58
And I don't know if you notice that or not, but. 00:18:01
I want quite a bit of farmland. 00:18:03
And our assessment keeps going up and up and up and makes it more difficult to even farm our lands anymore. 00:18:05
And I hope everything that's going on. 00:18:10
All of our farmland. 00:18:11
In the county is. 00:18:13
Going away, it's selling off to these. 00:18:14
Subdivisions because he can't afford anything. 00:18:17
So I'm just asking you guys, I know this is public comment. I don't know if you can interact or you will interact or? 00:18:20
Well, I mean that issue is not on the agenda tonight. 00:18:26
I'm sure that. 00:18:29
I'll hang, I'll hang out, I'll slightly talk more. We don't set property tax rates. 00:18:30
I know you don't. You know if you left it to me. 00:18:35
I would, I would say you know if if you've paid in. 00:18:38
And if you've been a Hoosier for. 00:18:41
20 or more years and you're 71. Guess what? You don't have to pay taxes on your house anymore. 00:18:44
I'd figure out a way to do that. 00:18:48
I've been on record privately and publicly stating that. 00:18:50
I think what they did this past year to give people a $400.00 break was. 00:18:53
Ill conceived. You sure? Yeah. 00:18:57
OK, and I like what Kentucky's floating saying that they're gonna lock in rates at 65, or at least that's being batted around. 00:18:59
But. 00:19:03
To the extent other than. 00:19:08
Well, it's swapping personal opinions. That's really not what what this meeting is for. And I'm sure Jason will hang out 00:19:10
afterwards and. 00:19:13
And I think there are several public meetings still left on the fire board, fire territory issue, correct? Correct. So that would 00:19:17
be probably when I went to the first fire. 00:19:21
Spoke at it. 00:19:26
Matter of fact, somehow I got on the news. I don't know how I didn't want to be. 00:19:27
But I did. 00:19:30
And I don't like speaking in public, Beyoncé. I really don't. 00:19:32
I'm just, I'm just tired. 00:19:36
You know, I volunteer my time in this community to make it a better place. I don't ask it paid. I don't ask to. 00:19:38
Beyond the news, I just do it for our community and for our children in it. 00:19:44
Same thing with you. I see you out there, you know, and I respect you for it. 00:19:47
Being out there, I see you out there. 00:19:50
I just, I don't want to work hard every day. Just have it taken from me. That's a big thing. Yeah. Well, when it comes to 00:19:53
specifics on. 00:19:57
Fire territory there's no more more knowledgeable than. 00:20:01
Jason, if he's willing to hang out after the meeting, then that's what I would recommend. 00:20:03
Yeah, but don't you guys vote on it? 00:20:07
No, no, no. So the fire boards vote on it. 00:20:10
And then you guys vote on it and then the council votes on it. 00:20:14
That's only for the EMS, not for the territory. 00:20:17
Yeah, what I also heard that this EMS thing was. 00:20:20
Well, he's was almost a bullying thing where it's basically said, hey, we're going to defund your EMS. 00:20:25
If you don't join this fire district. 00:20:31
Is that true or not? 00:20:34
Well, again, I think that's me, Bill, will you? 00:20:38
Yeah, we didn't change the state law. I mean, I've been on record as well talking about. 00:20:40
How horrible last year Senate Bill One was and what it did to impact not only. 00:20:45
Property owners, but what it did to impact public safety. 00:20:49
You know, in 2028 when they decide that they're going to get rid of all the lit share, that's a big chunk. 00:20:52
Of what these departments are going to lose. So there's only certain ways that they could make that up. 00:20:58
And conduct consolidation and and. 00:21:02
Is one way so. 00:21:05
You know. 00:21:06
That's the way it goes, I mean. 00:21:07
But as a as a consolidation happens, I don't see like. 00:21:09
Anybody like my favorite? 00:21:14
We're going less people. 00:21:15
You know, I don't know. Well, there's still a national standard that people have to abide by. 00:21:17
OK, well I think this calls for an open-ended conversation and. 00:21:21
Jason can give you whatever time he can tonight after the meeting on that, certainly. 00:21:25
I would just as far as the public part of that I. 00:21:30
I don't have anything else to add to that. 00:21:33
Fair enough. 00:21:35
Any other public comment? 00:21:37
You don't want to come up and talk about. 00:21:40
Frosty, frosty. 00:21:43
No or. 00:21:45
Good. All right. 00:21:49
Mr. Mann. 00:21:50
Has new calf. 00:21:52
And it became quite, quite the sensation on Facebook, right? 00:21:54
All right. Well, congratulations. 00:21:58
Any other closing comments in these roads going to be OK tomorrow? 00:22:02
Great. 00:22:09
OK. 00:22:12
There you go. 00:22:14
My closing comment would be that you guys worked your tails off during that snow and ice event and. 00:22:16
Again, I received nothing but exemplary. 00:22:21
Statements and compliments and. 00:22:24
The only ones I received that were were negative were from people who thought I was still on City Council. 00:22:27
I'll put it that way. 00:22:32
So very pleased and very happy that everyone got through that safely and. 00:22:35
Hopefully get winter behind us pretty soon. 00:22:40
Yeah. 00:22:43
All right, motion to adjourn. So moved. 00:22:45

So moved. 00:22:45
