Our Commissioners meeting for November 4th, 2025. Please stand and join. 00:00:02
In the Pledge of Allegiance. 00:00:07
I pledge allegiance to the flag of the United States of America. 00:00:09
And to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. 00:00:14
All right, if you will, if you have a cell phone. 00:00:24
Please turn that to silent. 00:00:28
If you don't have a cell phone, God bless you. 00:00:31
I wish I didn't have one sometimes so but. 00:00:33
And. 00:00:37
Join us in a moment of silence for individual prayer, meditation, or reflection. Get ready for the meeting of. 00:00:38
Please hold in your thoughts the folks involved over at Standard River Muhammad Ali Airport. It sounds like there was a plane 00:00:46
crash. That looks pretty significant so. 00:00:50
Wilkinson's some positive energy their way. 00:00:56
All right, we'll begin with a. 00:01:18
The old business. 00:01:20
County Auditor Diana. 00:01:22
Topping. 00:01:23
One contract that we needed a little more information on at last meeting, is that correct? 00:01:27
Forward. That's correct. And I think that Mister Lorch, Mr. Fox and I worked out all of the. 00:01:32
The needed adjustments inside of that contract and it's acceptable at this point. 00:01:40
OK, Mr. Fox, any comment? 00:01:46
It's fine, OK. 00:01:49
I'll look for a motion to approve. 00:01:50
So moved. 00:01:52
Second all in favor, aye. 00:01:53
Aye, thank you very much. 00:01:55
All right. 00:02:00
We also have our contractual agreement with the Purdue extension up for this evening and. 00:02:01
I don't know if does anyone have any questions for? 00:02:08
Miss Anderson or anything else or do you have any comments on it? I don't. If you have questions about what prediction does or how 00:02:11
we service the community, I'm happy to answer them. 00:02:15
This is a standard agreement that we've had for. 00:02:19
Probably close to 100 years I would guess. 00:02:22
That's how long it's been since been in Floyd County, so. 00:02:24
I had one question. 00:02:27
The other day and I was answered in an e-mail so. 00:02:29
That's fine. 00:02:31
All right. Any further discussion or questions? 00:02:33
I'll look for a motion to approve. 00:02:36
Second all in favor, aye. 00:02:38
Thank you. Thank you. 00:02:41
All right. 00:02:44
Stormwater director Chris Moore. 00:02:46
Thank you, gentlemen, for letting me come up here today, Chris Moore, director of Floyd County Stormwater and GIS. 00:02:54
Before you, we are looking for an approval for Floyd County Ordinance FCO. 00:02:59
Dash 2025. Dash 2024. 00:03:05
It is an ordinance that is revamping the. 00:03:09
Stormwater user fee it reduces or. 00:03:13
Turns agricultural properties to the same rate as. 00:03:16
Residential. 00:03:21
So it would be a flat rate. It does raise the rate to $45 per year, which is a $6 increase from what it currently is. 00:03:22
We held a public hearing earlier this afternoon and. 00:03:31
Also earlier this afternoon, the stormwater board forwarded with a. 00:03:35
Favorable recommendation to the commissioners for approval. 00:03:40
Of the ordinance with the $45.00 rate. So we are looking just for an approval. 00:03:43
Of the ordinance. 00:03:49
Just a point of correction, I think, I think the discussion had always hemmed around $41.00 versus $45.00 the way that was written 00:03:51
and presented in the public materials and the board went with the $45.00. So it's not a foregone conclusion on that, but just for 00:03:56
a matter of discussion. 00:04:01
You are correct. 00:04:07
All right, so we have. 00:04:09
Had an opportunity to look at this several times. We've also had opportunity to discuss it several times. I don't know if there's 00:04:11
any further discussion or public comment that either of you would want to make on this. 00:04:16
I don't have any. 00:04:21
2nd. 00:04:23
I haven't made the motion yet. I decided to have any further color. 00:04:24
But I will make a motion to approve Floyd County Ordinance 2025 dash. 00:04:27
24 An ordinance authorizing and establishing a system of or stormwater management user fees. 00:04:31
At the $45.00 rate, I unanimous consent. 00:04:36
2nd, if a motion is second by unanimous consent, I do want to add for the discussion a couple of points #1 I think. 00:04:41
Again, this brings fairness to. 00:04:49
The agricultural community, it allows for some wiggle room to actually take on some of these. 00:04:52
Projects. 00:04:57
And give credit where credit is due. This had kind of laid. It had kind of been brought up once before in my tenure here and then 00:04:58
it kind of been laid back down to rest. So I want to give. 00:05:03
Jason Sharp, credit for bringing this back up and making a point of emphasis. 00:05:08
Early in 2025. So here we can be late in 2025, actually passing this as such. 00:05:12
So I have a motion a second to carry this forward to the council for approval at $45. 00:05:18
Per year on the annual rate. 00:05:24
All in favor, aye? 00:05:25
Aye, all right. 00:05:29
Community Corrections Director Darius Randelia Randelia Randelia, I do this every time, and I apologize every time. 00:05:31
What I'm doing OK. 00:05:38
Thank you. 00:05:39
Thank you. 00:05:40
I have a 2 new employees. 00:05:43
They need to be need added to our permission to carry firearms. 00:05:46
In their line of work. 00:05:50
All right. And you just state their names for the record. 00:05:54
Yes. 00:05:57
The new names are. 00:05:58
Kayla Kellums. 00:06:05
And Arthur? 00:06:08
All right, the spellings are on the resolution, so I have a. 00:06:11
Any discussion or questions for dryness on this? 00:06:15
I'll hold for a motion to approve. 00:06:19
I'll make a motion to approve Floyd County Resolution 2025-22. 00:06:22
I'll second all in favor. 00:06:26
Aye, aye. 00:06:28
Aye. 00:06:31
And I'm also requesting permission to build the county. 00:06:34
$15 per day. 00:06:38
To monitor juveniles placed on the tracking device. 00:06:40
That's the same amount we charge. 00:06:44
Adults. 00:06:45
To be tracked. 00:06:46
In the past we were just charging the cost of the device. 00:06:49
And not paying for. 00:06:52
My staff or the manpower? 00:06:54
Do you have go ahead, Yeah, roughly annually. How many? 00:06:57
How many juveniles do you see being put on this device? Or what's your estimate of how many juveniles may be placed? 00:07:00
On this device in lieu of juvenile detention. 00:07:06
Great question and that's what brought this to. 00:07:09
When I first took over, we had one or two juveniles at a time. 00:07:12
Now we're up from 7:00 or 8:00. 00:07:16
So the number fluctuates. Great. 00:07:17
A great amount from zero. 00:07:20
To now we're at 8:00. 00:07:22
So I don't know the number, I just noticed it's increased drastically. 00:07:23
And juveniles take a lot of work. 00:07:28
After hours they're. 00:07:31
My uncle staff have to deal with them. 00:07:33
During the week we have to enter the schedule. 00:07:36
So I'm sorry, I don't have a number, but I can tell you right now we're at 8:00. 00:07:38
And when it took over was one or two. 00:07:42
So how much is this going to generate for you? 00:07:45
If you're only at 8:00. 00:07:48
Right. It's not going to generate much. I'm not going to make a big profit out of this. 00:07:50
But it will help me pay for my staff, you know, the dollars they, they. 00:07:53
They are putting into these kids they ate all the time or you're just 8 this month. 00:07:58
8 this month. 00:08:02
So how many juveniles do you have for the year? 00:08:04
For the year. 00:08:06
I'm not sure. 00:08:08
I mean, I would have trouble voting for anything where I don't. 00:08:10
Have at least a ballpark figure for how much it's going to cost. 00:08:12
OK, so I mean. 00:08:15
Without that number tonight, I'm happy to entertain this again at our next meeting in November, but on the next agenda and I will 00:08:17
give you all the numbers, how much we've made, how much we've generated. 00:08:21
And estimates on how much. 00:08:26
It'll cost the county. 00:08:29
You can just go back. 00:08:30
Since you took over, that's only, what, three years? Yeah, just go back three years. 00:08:31
Tell us how many juveniles you have a year. 00:08:37
What it was costing you and what this is going to net for you. 00:08:40
That would be helpful. 00:08:44
I will get all that information to you. 00:08:45
OK, well look for a motion to table. Yeah. One other thing is this kind of. 00:08:47
At the direction of the of your oversight board. 00:08:54
As well, I presented this to the board on our last board meeting, which was. 00:08:57
And they've all. 00:09:03
Approved it. OK. Can we go ahead and maybe get a copy of that formal recommendation as well? 00:09:04
Along with those analytic analytics that. 00:09:10
It would be in my. 00:09:13
Minutes. 00:09:15
That's what you want for board minutes? Yeah, yeah, that's fine. Yeah, just board minutes won't be approved until the next board 00:09:17
meeting, which is every three months. 00:09:20
OK, what about something? 00:09:24
Who's got those? 00:09:26
Board minutes. 00:09:28
Judge, it's Judge Stillery. 00:09:29
It's yeah, I'm about to. She's got them done. 00:09:31
Yeah, they don't have to be approved. We just want to Rasheed, the president of the board. 00:09:34
She is, yeah. Maybe it just some sort of documentation from her that. 00:09:38
That would be. I think fitting shouldn't be a problem at all. I think she would be right on board. 00:09:42
Well, I'll make a motion to table then. 00:09:47
I'll second OK motion to table item 5. 00:09:50
Excuse me, 4B. All in favor, aye aye. 00:09:54
Thank you and I'll see you next month. Thank you. Thanks. It's my understanding that Item 5. 00:09:58
Is also to be considered for being tabled. 00:10:03
Yeah, I'm making discussion on that. 00:10:07
OK. Yeah, I don't have any discussion. I'll second the motion. 00:10:10
Motion and 2nd on favor aye. 00:10:12
All right, item 6. 00:10:15
Chief Operations. 00:10:18
Get creepy. A couple of quick items for tonight. The 1st is an agreement for Christmas in the county music agreement. 00:10:20
For a band to play for that event, which will occur on December 6th from 3:00 to 6:00 PM. 00:10:28
Contract amount is 720. 00:10:34
Are we going to have good weather? 00:10:39
Hope so. 00:10:41
OK, is it Christmas music? 00:10:43
It's it's poker. 00:10:45
Polka, I'm now with that. 00:10:46
All right, look for a motion to approve. 00:10:50
So I'll second all in favor. 00:10:52
Aye, Bah humbug. 00:10:58
The next item I have is a change order number one to the local paving Project 2025-2. 00:10:59
The change order is. 00:11:06
Net decrease of 10,363 thousand 68. 00:11:08
Dollars we are swapping out. 00:11:14
The section of Saint Mary's Road that we had been. 00:11:16
For Galena View view subdivision and a small segment of Scottsville. 00:11:21
Adjacent to another part that we are paving. 00:11:26
OK. And this is being done because multiple people kind of pointed out that this. 00:11:30
Stretch of Rd. was in greater need. 00:11:34
I think. 00:11:37
The money will be better spent. It's a little more. 00:11:40
Beat up. 00:11:43
For the local, I think Saint Mary's can go a little longer before we. 00:11:44
We repave it. It's got some poor sections, but. 00:11:48
He's got some sections and. 00:11:51
Pretty good shape so. 00:11:52
I think we weren't able to do as much of that as we thought when we bid it as well. So. 00:11:54
It made it made sense to take that one out and the $10,000. 00:12:00
Rolls back into the paving pot. Correct, Correct. All right. 00:12:05
Make a motion to approve. 00:12:10
I'll second. 00:12:11
A motion is second. All in favor, Aye. Thank you. 00:12:13
Nick, thanks for your work on that. 00:12:17
I appreciate it. 00:12:19
All right, County Auditor Diana Topping. 00:12:20
Old business and new business, I'm not sure how everything. 00:12:26
Yeah. 00:12:29
Lucky, I guess. Do you want me to address these both together at this point and then you just vote individually or do you want to 00:12:31
address them and then you vote? 00:12:34
Well, you address them both. 00:12:38
Together and then we will vote individually. Excellent. 00:12:40
So before you, you have. 00:12:43
2 New ordinances, FCO 2025-26 and FCO 2025-27. 00:12:45
The first one is establishing a debt service collection fund, that is. 00:12:52
Debt service is collected through property taxes. 00:12:57
And that is the fund that we will utilize to make the payments on the new general obligation bond that the county is entering 00:12:59
into. 00:13:03
The 2nd 12025-27 is actually the. 00:13:07
Holding fund for. 00:13:10
The bond itself, that is where the project monies will go. 00:13:13
OK. 00:13:19
Nothing further from me on it. 00:13:22
Mm-hmm. Me either. Well, I'll make a motion to approve Floyd County orders 2025-26 establishing fund number 4602, Debt service 00:13:25
projection fund for 2025. 00:13:29
By unanimous By unanimous consent. 00:13:34
A motion and 2nd all in favor. 00:13:38
Aye. 00:13:41
And I'll look for a similar motion for writing. 00:13:45
7B OK, I'll make a motion to approve Floyd County Ordinance 2025-27 establishing fund. 00:13:48
4503 Project Fund 2025 by unanimous consent. 00:13:55
Now second a motion and a second all in favor, aye? 00:13:59
Thank you and. 00:14:05
Thank you for your work on the call with. 00:14:06
S&P. Those are always fun and. 00:14:08
It went well. 00:14:12
But I'm glad that I was able to help. 00:14:14
That went very well. 00:14:16
So, well, thankfully we'll have polka music at the Christmas thing. 00:14:17
Item 8. The appointment of the county health officer. We have a forest recommendation for Floyd County. 00:14:23
Health department, board or Board of Health. 00:14:30
I am regarding a reappointment of Doctor Tom Harris. 00:14:33
Sport four year term correct. 00:14:37
Correct. OK. 00:14:39
As Floyd County. 00:14:41
Health Officer. 00:14:43
And I'll look for a motion to approve of that. 00:14:45
So moved. 00:14:49
Second all in favor, aye. 00:14:51
On the. 00:14:55
Appointment to other offices within the county or board appointments I'll look for. 00:14:58
Permission to add to the Agenda One appointment this evening. 00:15:04
I think I have to have permission to do that by consent so. 00:15:08
So moved second. OK, all in favor. Aye aye. And. 00:15:11
As approved, we're going to be naming. 00:15:16
Miss Keaton Gibson to the New Albany Planning Commission. She'll be the representative of the fringe area and she'll be the 00:15:19
Democrat representing the area of. 00:15:24
Which is by their charter. We have to honor the party affiliation on that. 00:15:29
Just I mentioned that only because it's not a hang up for me. It's just that people always say why are you saying it's a Democrat 00:15:35
versus Republican and by state by. 00:15:38
Charter, we have to on that one. 00:15:42
So we'll need a formal vote on that. 00:15:45
I'll make a motion. 00:15:49
Second all in favor, aye aye. 00:15:50
All right, I'll look for appeal of the Commissioners meeting minutes from October 21, 2025. 00:15:54
So moved. 00:15:59
Second, all in favor aye aye, approval of payroll and claims. 00:16:00
The motion to prove. 00:16:05
Second all in favor, aye aye. 00:16:06
And we had a. 00:16:10
Stormwater meeting earlier today. 00:16:11
As most people know and then our next commissioners mean will be Tuesday, November 18th at 6:00 PM. 00:16:14
Do you have any government officials? 00:16:20
Present tonight, we would like to. 00:16:23
Make any comments. 00:16:25
All right, public. 00:16:27
All right. And do we have any closing comments from? 00:16:32
The boy. 00:16:36
Nope, Nope. All right. Now I'll look for a motion to adjourn. So moved. 00:16:38
Is that right? 00:16:41
Wow. 00:16:44

We also have our contractual agreement with the Purdue extension up for this evening and. 00:02:01
I don't know if does anyone have any questions for? 00:02:08

Wow. 00:16:44
