Whatever you say, I trust. 00:00:04
25 A meeting of Floyd County Commissioners. 00:00:07
To order. 00:00:11
Thank you for joining us. 00:00:12
If you please, rise and join me for the Pledge of Allegiance. 00:00:14
I pledge allegiance to the flag. 00:00:18
Of the United States of America. 00:00:21
And to the Republic for which it stands. 00:00:23
One nation under God. 00:00:25
Indivisible with liberty and justice for all. 00:00:28
All right, I do have. 00:00:33
Reminder to please. 00:00:37
Silence your cell phones and if you need to use those, the hallways available during the meeting. 00:00:39
And it's. 00:00:46
Everyone can join for an individual. 00:00:48
Moment of silence. 00:00:50
Prayer, meditation, reflection as we get ready for tonight's meeting. 00:00:52
All right. Thank you. 00:01:13
We have one. 00:01:16
Item to add. 00:01:17
To tonight's agenda, which is going to be listed on as item 4 on some of the agendas, but it's the approval of remote work for 00:01:19
employees in the assessor's office. 00:01:23
That'll be item number 4 tonight. 00:01:28
A motion to add that with unanimous consent, yeah, so moved. 00:01:33
Second all in favor, aye. 00:01:37
All right, New business assured partners, we have Mr. Wayne Willis. 00:01:40
With this tonight. 00:01:45
I'm going to give a presentation on updates for the 2026. 00:01:47
Excuse me, Health benefits renewal for the employees. 00:01:52
Thanks. 00:01:55
Good evening. 00:01:58
As you mentioned, I'm Wayne Willis with Assured Partners. 00:02:01
We have conducted our annual marketing analysis for the 2026 plan year for the employees and their dependents for. 00:02:05
Floyd County government. 00:02:12
And. 00:02:14
The administration of the medical claims was moved to Anthem in one one of 24. 00:02:16
The anticipation and recommendation would be to keep it with Anthem for 26. 00:02:21
Actual claims year to date. 00:02:25
Both medical and pharmacy. 00:02:28
Are running under budget right at 92% As for the expected total for 2025. 00:02:30
There are some a few high cost claimants that are within the group that are projected as partially part of an increase for 2026. 00:02:35
We did market the entire group for the reinsurance component, which is the piece that's the stop loss that stops the government 00:02:42
from having a. 00:02:46
County from having any large exposure on large claims. 00:02:50
Berkeley is the current carrier. 00:02:54
We did go to five other markets. 1 declined to quote, indicating that cannot be competitive with the current rates and could not 00:02:56
match the market response that we received. 00:03:01
Following our review of all the market responses on the reinsurance piece, Sunlife was the most competitive and their rates are 00:03:06
firm. 00:03:09
Based on year to date, performance of the medical and RX plan as well as the expected. 00:03:13
Expenses in 2026 There would be a recommended slight increase to employee contributions in 2026. 00:03:18
Of $5 per pay period for those in the Wellness plan and $10.00 for those in the non Wellness. 00:03:23
There'd be no change in the benefit structure themselves for both medical and RX. There would also be no change in the health 00:03:29
reimbursement arrangement. 00:03:33
For 2026 for employees at Floyd County Government. 00:03:36
I will add that there has been no increase in employee cost since 2018. 00:03:39
Annually, we are seeing 8% to 10% increases every year for employee contribution costs across the region. 00:03:44
As a group, you should be commended for the pharmacy strategy that you put in place effective 1/1 of 24. 00:03:54
And carried out and expanded into. 00:04:00
25. 00:04:03
We were able to reduce the overall cost on the prescription costs by nearly 40%. 00:04:04
And even though this year in 2025, there's been an increase in the RX count. 00:04:09
The cost has remained neutral. 00:04:14
So there's been no increase in actual RX costs, but there has been a 20% increase in the number of prescriptions filled. 00:04:16
For the dental insurance, this is a voluntary dental plan. There's no cost to the county. This is a. 00:04:23
Cost is bore by the employees. 00:04:27
The dental increase from standard was a 40% increase. We went to multiple markets to approach for competitive options and Humana 00:04:30
came back with the most competitive both for dental and vision. 00:04:35
It's a 14% increase on the dental plan and 11.8% reduction on the vision plan. 00:04:41
That will also be an expanded network, providing more opportunities for provider access for all members. 00:04:47
The life and accidental death and voluntary life are a standard. They are under another two year rate guarantee, so no change in 00:04:54
rates there. 00:04:57
2 New new benefits being proposed for 2026. 00:05:01
At no cost to the county. 00:05:05
One is an emergency transportation benefit. This will be a new voluntary benefit for employees to elect if they would like. 00:05:06
And it covers eligible out of pocket expenses incurred by ground and air ambulance services. 00:05:13
You can choose the level of benefit that works best for the employee themselves. Again, no cost to the county. 00:05:17
There will also be a new employee assistance program added to the benefit package that will offer four face to face counseling 00:05:22
sessions for employees and independents at no cost to them and no cost to the county. 00:05:27
Again, the benefits themselves, which are on page 4, the medical benefits, remain exactly the same as they are today. 00:05:34
Any questions? 00:05:42
No, I mean the specifics on the. 00:05:49
Those new benefits they. 00:05:53
The transportation one, I mean. 00:05:55
I think we agreed on the like it would be $14.00 a $14.00 per employee per month. If they want to elect coverage that's for 00:05:58
themselves, their spouse and their dependents. It doesn't change it's A1 price. 00:06:04
In the event that they did have an occurrence where they needed an air ambulance or ground ambulance, that. 00:06:10
Program would then cover the cost completely. 00:06:17
And there would be no out of pocket expense for the member. 00:06:19
It also includes repatriation, so if they're out of town. 00:06:22
In a rural area, they get involved in an accident. They need to be brought back to Floyd County. It covers the cost of getting 00:06:25
them back here, too. 00:06:28
OK, well. 00:06:31
I want to thank you for all the background work. I mean this work goes on. 00:06:35
Year round and. 00:06:38
I know this is the culmination of. 00:06:40
More than a few meetings that. 00:06:42
We've had. 00:06:44
And I know that like I said, you guys are non-stop and we really want to thank you for bringing on the. 00:06:45
Changes to the pharmacy programs which. 00:06:51
Something has been instrumental in a while to keep. 00:06:54
Cost. It's the one rising flat basically up until you were going to have to. 00:06:56
You know, I think you know. 00:07:01
Consider and I'd like to go ahead and get approval on accepting this plan as presented. Again, there would be. 00:07:02
Premium increases for both PPO and HTTP. 00:07:09
Well Wellness participants at the $5 per pay period and for the non participants $10 per pay period. 00:07:13
I'll make that. 00:07:23
Motion that we accept that. 00:07:25
And I'll second. 00:07:26
OK, I have a motion to second. All in favor, aye? 00:07:28
Aye, all right, so. 00:07:31
We can get those final numbers and present those to Council. 00:07:32
Later this week, we hope. 00:07:37
Right. So they can move in on that. Absolutely. All right. 00:07:39
Thank you so much. Thank you very much. 00:07:42
Thank you. 00:07:44
All right, Prosecutor Chris Lane. 00:07:46
Thank you, President. 00:07:50
Here with four contracts, I think Rick, you've. 00:07:51
Gotten a copy of all four of them. 00:07:54
Two of them are independent contractor contracts for our certified legal interns. 00:07:56
This is really a stopgap. They both passed the bar, so they'll be. 00:08:01
Sworn in. 00:08:05
October 25th. 00:08:06
And then they'll be eligible to be deputy prosecutors on October 27th. 00:08:08
In that or October 28th. In that period, though, they're called certified legal interns, they do not. 00:08:13
Require in person. 00:08:19
Supervision, so that allows me to use them in court. 00:08:21
As extenders currently. 00:08:24
Until they're sworn in, in two weeks. So that's these two contracts. They're pretty standard. We've used these before. 00:08:27
3rd 1 is a contract that's been approved by the Attorney General. It's a contract between Jackie Clowers and the 52nd Judicial 00:08:39
Circuit myself. 00:08:43
This is for a. 00:08:48
Forfeiture. 00:08:51
A civil forfeiture. 00:08:52
We don't generally do this, but in some civil forfeitures. 00:08:54
We do. 00:08:58
Higher outside counsel, and this is a particular one we want to hire outside counsel. This will cost the county. 00:08:59
Nothing it will be. 00:09:04
The some of it will be if. 00:09:05
Collection is made, he'll give a percentage of that collection. 00:09:08
So that will cost us anything. 00:09:11
4th 1 is Axon. 00:09:13
IPAC, which is the Indiana Prosecuting Attorney Council. 00:09:15
Signed an agreement with Axon. 00:09:18
As you know, the sheriff's reviewing, I think Motorola and Axon and New Albany currently has Axon and Indiana State Police 00:09:21
currently have Axon. 00:09:25
What this allows us to do is interface with Axon, which allows us to download evidence directly. 00:09:29
Basically holds everything for us. It holds all of our evidence now and allows us to then view videos. 00:09:35
Transcribe videos, summarize videos. It's not something we particularly want, I'll be honest, but. 00:09:41
Everyone's getting it, we need it. 00:09:47
So we need to interact with the other departments now, ultimately. 00:09:49
I talked to him about Motorola. 00:09:52
Can they interface? 00:09:54
There's no promise they can. 00:09:56
So again, that's not pressure for the sheriff to go with Motorola Axon or anyone else they. 00:09:58
That's a decision that will be made there. 00:10:02
But again. 00:10:04
It's out there. 00:10:06
But the bulk of our cases come from New Albany and ISP. 00:10:07
So it's just how it works. So this will cover the bulk of our cases. 00:10:10
As it currently stands, the only problem with it the problem I didn't like and I tried to negotiate. 00:10:13
It's a five year contract. 00:10:17
That standard for what they do with police departments. 00:10:19
They go up to 10. 00:10:22
I was reticent to do that. 00:10:23
My elections next year. 00:10:25
And so I intend to run and then I intend to win. The reason I say that though, is. 00:10:26
If I didn't run or if someone else was elected. 00:10:31
There is a provision I believe Rick, that says in there. 00:10:34
If. 00:10:37
Elected official comes in, then it can be voided, so not when a hamstring the next one. 00:10:39
If that's the case, and at least with my discussions with him, that's what was indicated to me if it was not funded. 00:10:44
And so if the new one comes in and does not want to fund it. 00:10:50
Then that is a way to get out of that contract. 00:10:54
Remember that. 00:10:57
The big claws being in there, I know that. 00:10:58
Let me look. 00:11:00
At your microphone there is. 00:11:03
If I recall in here there may. 00:11:08
When we talked about it, they have that term in there, but it. 00:11:10
Is only active if funded by the Council. 00:11:13
And again, it requires funding by the councils that would give. 00:11:16
Anyone subsequently coming after me? 00:11:20
The ability I assume. 00:11:22
It might be a fine. Yeah, that I remember their appropriation. 00:11:24
The appropriate clause? The key for the next one. 00:11:27
So again, it's standard though. 00:11:29
It's what they do for all the police departments. I think you'll find we'll see the signs of contract to off that same language 00:11:31
from Axon. 00:11:34
And I'm not sure about Motorola. 00:11:37
So again that. 00:11:39
Using pause, how I'm paying for it is to. 00:11:40
Forfeitures. 00:11:42
Bad guys. 00:11:43
We take their money. 00:11:44
The other point I just wanted to make and that is there. 00:11:46
A proposal. 00:11:50
Included taxes on that. 00:11:54
So you'll need to get them the tax exempt certificate. 00:11:56
And that that will reduce what? 00:11:59
Thank you. 00:12:01
You're welcome. Bye. 00:12:02
Thanks, Ray. 00:12:03
That's why you hire. 00:12:04
He's very good, thank you. Seriously. 00:12:05
OK. Any questions? 00:12:09
For Mr. Lane, I have one procedural question. Can we? 00:12:12
Approve these as a bundle of four or do we need to continue? OK. 00:12:16
Any questions for Mr. Lane? 00:12:21
Please just let me know that I get these names correct and I'll I'll look for approval first on the contract between Jackie 00:12:26
Clowers and the 52nd Judicial Circuit. 00:12:30
Prosecuting Attorney. 00:12:34
A motion to approve. 00:12:36
2nd. 00:12:37
In those all in favor, aye. 00:12:38
I'll look for a motion for approval of independent contractor agreement between Floyd County Prosecutor's Office and Nicholas 00:12:42
Vaughn. 00:12:46
So moved. 00:12:50
2nd. 00:12:51
All in favor, aye? 00:12:52
Look for approval between for the contract between Floyd County Prosecutor's Office and Abigail. 00:12:55
Morin said how she pronounces that that's correct. OK. 00:13:02
Posted a proof. 00:13:07
2nd. 00:13:08
All in favor, aye? 00:13:09
And finally, between Floyd County Prosecutor's Office and Axon Enterprise Incorporated. 00:13:11
Motion approved. 00:13:17
2nd. 00:13:19
All in favor, aye? 00:13:20
Aye. 00:13:22
Thank you. 00:13:23
Thank you, Rick. Thanks for the suggestion. 00:13:24
Yeah. Thank you for everything that you do. Thank you. 00:13:26
Be well. 00:13:29
County Engineer Horatio Urijah. 00:13:32
So we have before us. 00:13:37
X number of bids. 00:13:42
Commissioner Sharp can give us a count on that. Do we have anyone else? 00:13:44
In attendance tonight, who would like to? 00:13:48
Present. 00:13:51
OK, I have 6 bids. 00:13:53
That I found here 1 drill. 00:13:57
2/3. 00:14:00
4566 bits. 00:14:03
And the first one is going to be from temple and temple. 00:14:09
That's for 873,650 eight 44. 00:14:23
Yeah, 873658. 00:14:29
44. 00:14:31
And whoever came up with this cover sheet that's. 00:14:34
Awesome. 00:14:36
All we've needed for the last several years. 00:14:37
How can I say it wasn't? 00:14:41
Thank you, Susanna. 00:14:45
To get the Innovator Award for. 00:14:48
2025 so far. 00:14:51
The next is from. 00:14:54
Louisville Paving. 00:14:56
All right, Louisville Paving Companies $762,206.45 Seven 5/2 what? 00:15:00
762. 00:15:08
2. 00:15:09
145. 00:15:11
All right, next is from libs. 00:15:19
Paving. 00:15:21
Libs Paving 659,000. 00:15:31
$494. 00:15:35
$0.05. 00:15:37
The next is from CNR Construction Construction. 00:15:46
And we someone out of compliance, there it is, all right. 00:16:00
This is you, said CNR. 00:16:04
Yes, CNR Construction $667,616.50. 00:16:07
Their cover sheet was buried but flagged. 00:16:15
We won't hold that against him since it's a new protocol. 00:16:20
This next one is E&B paving. 00:16:23
E&B Paving $644,500. 00:16:36
Even. 00:16:40
And the final bit is from Mac construction. 00:16:46
Mac construction $624,388.00 even. 00:16:58
624388. 00:17:03
Thank you. 00:17:07
All right. I'll look for a motion to take these bids under advisement, so moved. 00:17:08
2nd. 00:17:12
All in favor, aye aye. 00:17:13
All right. And then an equipment purchase? 00:17:17
I've seen he's been calling for a. 00:17:26
Improving the battle. 00:17:30
Nicole like 3. 00:17:32
Quotes. I think you have a copy of those in front of you. 00:17:33
One is for 10,500. 00:17:37
09.04 and the other is 4. 00:17:40
10,826. 00:17:43
33 and the other is. 00:17:45
13,988 point. 00:17:47
See what 0? 00:17:50
So I think they all. 00:17:52
Provide what we need. 00:17:55
There is the cost that we need to decide what to do. 00:17:57
You want to do, You have preference? You want to go. 00:18:00
EMCO low bid. 00:18:06
I've discussed a little less. 00:18:09
Week or so he has one in stock. 00:18:11
He was holding one for us. 00:18:13
That's right here in Jeffersonville. I don't know if you have the. 00:18:15
The first bit I got from them was like 10,000 and 64 dollars. 00:18:20
Yes, and it went up to 10-5 something just because they left the strobe lights off. Had to go back and add the strobe lights and 00:18:23
it still came in a little bit. 00:18:27
So you go the low better. 00:18:34
A little better on this one. A little better. 00:18:36
Yes, Sir. 00:18:39
OK, make a motion to approve. 00:18:40
2nd. 00:18:44
All right, I have a motion and a second all in favor. 00:18:45
Aye, aye. 00:18:48
Thank you, gentlemen. Thank you, thank you. 00:18:50
All right, Item 4, the approval of a remote work for employee and the assessor's office. 00:18:56
Do we have anyone here who's going to speak to that? 00:19:04
Michelle, sorry. 00:19:07
That's OK. 00:19:08
So I'm here on behalf of the assessor who has requested. 00:19:14
To allow his chief deputy to work remotely up to October 17th. 00:19:19
He needs the person has resigned. 00:19:26
He needs that person to continue to work to October 17th. 00:19:29
To maintain the required state reports that have to be done. 00:19:35
And review appeals. 00:19:39
He already has a new person who's designated to start. 00:19:41
On October 20. 00:19:46
I'll make a motion that. 00:19:49
We make the minutes entry. 00:19:52
Regarding this and allow this to happen for the Assessor's office only. 00:19:55
For this period only. 00:19:59
And for this employee and for this employee only. 00:20:02
Yeah. OK. Thank you. 00:20:06
And I'll second. 00:20:08
I have a motion and a second all in favor. 00:20:09
Aye. 00:20:12
All right, thank you. Seeking approval of the Commissioners Meeting minutes, September 16, 2025. 00:20:14
And September 25th, 2025. 00:20:22
Make the motion to prove. 00:20:24
2nd. 00:20:26
All in favor aye, approval of payroll and claims. 00:20:27
Motion to approve. 00:20:33
2nd. 00:20:34
All right. All in favor, aye. 00:20:35
Aye, aye. 00:20:38
Earlier today we had a stormwater meeting at 4:30. 00:20:40
Next commissioners meeting will be Tuesday, October 21st. 00:20:45
At 6:00 PM. 00:20:49
Do we have any? 00:20:51
Government officials here tonight who would like to make. 00:20:53
Public comment. 00:20:56
Mr. Bagshaw, you may be the only one that I see tonight. 00:20:58
OK, uh. 00:21:03
Public comment. 00:21:05
I have one who signed up on a non agenda item, Susan Lockhart. 00:21:07
You'd like to come up? 00:21:13
And again, just a reminder because I think we've gotten away from this a little bit in the past on our end. 00:21:14
So so. 00:21:20
You know this is public comment. It's not. 00:21:22
Question and answer SO. 00:21:24
I'm sure that. 00:21:27
The Commissioners will make themselves available before or after meetings or. 00:21:29
Upon appointment for folks who are interested to discuss issues. 00:21:33
OK. And. 00:21:36
2 to 3 minutes here. I think you're the only person here tonight that had signed up on that so although we. 00:21:38
Will take non signups to here in a minute as well so. 00:21:43
We good. 00:21:49
You're good. 00:21:50
First thing I want to read is I have a. 00:21:52
Just paper that says some of the job duties and responsibilities of. 00:21:56
County commissioners. 00:22:00
And the very first one is. 00:22:02
Represent the interest of the county. 00:22:04
And its residents. 00:22:07
Which means. 00:22:08
You need to get out. 00:22:09
And listen to people. 00:22:11
Hear what they have to say. 00:22:12
And see what their wants and needs are. 00:22:14
The other couple others are oversea county departments and employees, ensuring they are accountable and effective. 00:22:18
Serve as an advocate. 00:22:25
For the community. 00:22:27
And address public concerns and issues. 00:22:29
Collaborate with other elected officials and agencies to promote the counties. 00:22:32
Well. 00:22:37
I think all of those. 00:22:39
Come together to say. 00:22:40
One of your jobs is to. 00:22:42
Get out there. 00:22:44
Talk to people. 00:22:45
And listen. 00:22:46
To what they want. 00:22:47
And that's why I'm going to speak about the recycling. 00:22:49
Again. 00:22:53
I went to both of the recycling sites, both Grant Line and Galena. I was out there for. 00:22:54
Three days, approximately 15 hours. 00:23:00
And I was able to. 00:23:03
Get 312 names. 00:23:05
On a petition. 00:23:08
You add these 312. 00:23:09
To the 1300 names on a previous. 00:23:11
Petition umm. 00:23:15
That's over 1600 names of people that want to keep. 00:23:16
Our recycling program. 00:23:20
And they want the Floyd County Solid Waste Management. 00:23:23
Department. 00:23:26
To continue running that. 00:23:27
Now I talked to everyone of these 312 people. 00:23:29
And one thing they asked me was. 00:23:33
Why? 00:23:36
Why are they closing this down? We need this for our county. 00:23:37
We need this to keep our environment safe and healthy. 00:23:42
Why is it being closed down? And my answer was? 00:23:46
I don't have the slightest idea. 00:23:50
We don't. We don't know why it's being shut down. 00:23:54
People really want this program they came in. 00:23:59
By the carload. 00:24:04
The trunk load. 00:24:06
The Truckload. 00:24:07
With things they wanted. 00:24:09
Recycled. 00:24:10
It only makes sense. It keeps our county. 00:24:12
Environmentally safe and healthy. 00:24:15
And if it's shut down, they ask me. 00:24:17
Where do we take all of this? 00:24:20
I said your guess is as good as mine. 00:24:23
I guess another county. 00:24:25
Or maybe something will open up here. 00:24:27
I don't know. We have no answers. 00:24:30
I talked to. 00:24:34
312 people. 00:24:36
I was there for three days, 15 hours. 00:24:38
None of you. 00:24:42
To my knowledge. 00:24:44
Have ever gone out to one of the recycling locations? 00:24:45
You haven't talked to people. You're at 3 minutes, ma'am. 00:24:49
You need to listen. 00:24:53
You need to talk to people. 00:24:55
You need to get. 00:24:57
What they want? 00:24:58
Because your number one job. 00:25:00
Is to represent. 00:25:03
Thank you interests of the county. 00:25:04
And its res. Thank you. 00:25:07
Anytime. 00:25:09
Any other public comment? 00:25:12
All right. Look for a motion to adjourn. I think Frank's going to update us on that. 00:25:16
Closing comments on the. 00:25:21
Contract. 00:25:25
The Teamsters on Yeah. 00:25:28
I'm sorry. 00:25:30
Got lost in that. That's OK. 00:25:31
So we did finalize the contract recently with the road department. 00:25:34
There you go. Now can you hear me? 00:25:44
In the last week, we did finalize the contract with Floyd County Road Department of Teamsters. 00:25:47
We're all happy that they agreed to. 00:25:52
All of the terms and we agreed to all of the terms. So it was, well, I've been here since January. 00:25:57
So it took that long. 00:26:04
For all of us to get together and agree to. 00:26:06
What's happening? It started before then, yeah. And it started last year. 00:26:09
So. 00:26:13
I can't take any credit for that, but at any rate, it's done. 00:26:14
And we're moving forward with contract with the road department. 00:26:19
All right. 00:26:23
I just want to say that I think our Rd. department does a fantastic job and I'm I'm glad that they have accepted the contract and. 00:26:26
They're receiving benefits that's they feel is. 00:26:34
Fair for their work so. 00:26:36
And I feel good about it too, so. 00:26:39
Great job. 00:26:41
It was a lot. It was a lot of work on both sides and I have to admit that. 00:26:42
Commissioner Sharp, Commissioner Luke did the heavy lifting on our end on it. 00:26:46
And, umm. 00:26:50
I'm not sure who was representing the Teamsters team on their end. 00:26:51
Gary they they're the Teamsters Rep, but. 00:26:56
Yeah, and the contract is enforced for how long? 00:26:58
Danny Short. 00:27:01
Yeah, Danny. Danny helped as well from the council. 00:27:02
It's a it's a two year contract. 00:27:05
Yeah. Well, yeah, Congrats to everybody. 00:27:07
I have no further comment, so I'll look for a motion to adjourn. 00:27:12
So moved. 00:27:15
2nd. 00:27:16

All right, Louisville Paving Companies $762,206.45 Seven 5/2 what? 00:15:00

624388. 00:17:03
Thank you. 00:17:07

2nd. 00:17:12
All in favor, aye aye. 00:17:13
All right. And then an equipment purchase? 00:17:17
I've seen he's been calling for a. 00:17:26
Improving the battle. 00:17:30
Nicole like 3. 00:17:32
Quotes. I think you have a copy of those in front of you. 00:17:33
One is for 10,500. 00:17:37
09.04 and the other is 4. 00:17:40
10,826. 00:17:43
33 and the other is. 00:17:45
13,988 point. 00:17:47
See what 0? 00:17:50
So I think they all. 00:17:52
Provide what we need. 00:17:55
There is the cost that we need to decide what to do. 00:17:57
You want to do, You have preference? You want to go. 00:18:00
EMCO low bid. 00:18:06
I've discussed a little less. 00:18:09
Week or so he has one in stock. 00:18:11
He was holding one for us. 00:18:13
That's right here in Jeffersonville. I don't know if you have the. 00:18:15
The first bit I got from them was like 10,000 and 64 dollars. 00:18:20
Yes, and it went up to 10-5 something just because they left the strobe lights off. Had to go back and add the strobe lights and 00:18:23
it still came in a little bit. 00:18:27
So you go the low better. 00:18:34
A little better on this one. A little better. 00:18:36
Yes, Sir. 00:18:39
OK, make a motion to approve. 00:18:40
2nd. 00:18:44
All right, I have a motion and a second all in favor. 00:18:45
Aye, aye. 00:18:48
Thank you, gentlemen. Thank you, thank you. 00:18:50
All right, Item 4, the approval of a remote work for employee and the assessor's office. 00:18:56
Do we have anyone here who's going to speak to that? 00:19:04
Michelle, sorry. 00:19:07
That's OK. 00:19:08
So I'm here on behalf of the assessor who has requested. 00:19:14
To allow his chief deputy to work remotely up to October 17th. 00:19:19
He needs the person has resigned. 00:19:26
He needs that person to continue to work to October 17th. 00:19:29
To maintain the required state reports that have to be done. 00:19:35
And review appeals. 00:19:39
He already has a new person who's designated to start. 00:19:41
On October 20. 00:19:46
I'll make a motion that. 00:19:49
We make the minutes entry. 00:19:52
Regarding this and allow this to happen for the Assessor's office only. 00:19:55
For this period only. 00:19:59
And for this employee and for this employee only. 00:20:02
Yeah. OK. Thank you. 00:20:06
And I'll second. 00:20:08
I have a motion and a second all in favor. 00:20:09
Aye. 00:20:12
All right, thank you. Seeking approval of the Commissioners Meeting minutes, September 16, 2025. 00:20:14
And September 25th, 2025. 00:20:22
Make the motion to prove. 00:20:24
2nd. 00:20:26
All in favor aye, approval of payroll and claims. 00:20:27
Motion to approve. 00:20:33
2nd. 00:20:34
All right. All in favor, aye. 00:20:35
Aye, aye. 00:20:38
Earlier today we had a stormwater meeting at 4:30. 00:20:40
Next commissioners meeting will be Tuesday, October 21st. 00:20:45
At 6:00 PM. 00:20:49
Do we have any? 00:20:51
Government officials here tonight who would like to make. 00:20:53
Public comment. 00:20:56
Mr. Bagshaw, you may be the only one that I see tonight. 00:20:58
OK, uh. 00:21:03
Public comment. 00:21:05
I have one who signed up on a non agenda item, Susan Lockhart. 00:21:07
You'd like to come up? 00:21:13
And again, just a reminder because I think we've gotten away from this a little bit in the past on our end. 00:21:14
So so. 00:21:20
You know this is public comment. It's not. 00:21:22
Question and answer SO. 00:21:24
I'm sure that. 00:21:27
The Commissioners will make themselves available before or after meetings or. 00:21:29
Upon appointment for folks who are interested to discuss issues. 00:21:33
OK. And. 00:21:36
2 to 3 minutes here. I think you're the only person here tonight that had signed up on that so although we. 00:21:38
Will take non signups to here in a minute as well so. 00:21:43
We good. 00:21:49
You're good. 00:21:50
First thing I want to read is I have a. 00:21:52
Just paper that says some of the job duties and responsibilities of. 00:21:56
County commissioners. 00:22:00
And the very first one is. 00:22:02
Represent the interest of the county. 00:22:04
And its residents. 00:22:07
Which means. 00:22:08
You need to get out. 00:22:09
And listen to people. 00:22:11
Hear what they have to say. 00:22:12
And see what their wants and needs are. 00:22:14
The other couple others are oversea county departments and employees, ensuring they are accountable and effective. 00:22:18
Serve as an advocate. 00:22:25
For the community. 00:22:27
And address public concerns and issues. 00:22:29
Collaborate with other elected officials and agencies to promote the counties. 00:22:32
Well. 00:22:37
I think all of those. 00:22:39
Come together to say. 00:22:40
One of your jobs is to. 00:22:42
Get out there. 00:22:44
Talk to people. 00:22:45
And listen. 00:22:46
To what they want. 00:22:47
And that's why I'm going to speak about the recycling. 00:22:49
Again. 00:22:53
I went to both of the recycling sites, both Grant Line and Galena. I was out there for. 00:22:54
Three days, approximately 15 hours. 00:23:00
And I was able to. 00:23:03
Get 312 names. 00:23:05
On a petition. 00:23:08
You add these 312. 00:23:09
To the 1300 names on a previous. 00:23:11
Petition umm. 00:23:15
That's over 1600 names of people that want to keep. 00:23:16
Our recycling program. 00:23:20
And they want the Floyd County Solid Waste Management. 00:23:23
Department. 00:23:26
To continue running that. 00:23:27
Now I talked to everyone of these 312 people. 00:23:29
And one thing they asked me was. 00:23:33
Why? 00:23:36
Why are they closing this down? We need this for our county. 00:23:37
We need this to keep our environment safe and healthy. 00:23:42
Why is it being closed down? And my answer was? 00:23:46
I don't have the slightest idea. 00:23:50
We don't. We don't know why it's being shut down. 00:23:54
People really want this program they came in. 00:23:59
By the carload. 00:24:04
The trunk load. 00:24:06
The Truckload. 00:24:07
With things they wanted. 00:24:09
Recycled. 00:24:10
It only makes sense. It keeps our county. 00:24:12
Environmentally safe and healthy. 00:24:15
And if it's shut down, they ask me. 00:24:17
Where do we take all of this? 00:24:20
I said your guess is as good as mine. 00:24:23
I guess another county. 00:24:25
Or maybe something will open up here. 00:24:27
I don't know. We have no answers. 00:24:30
I talked to. 00:24:34
312 people. 00:24:36
I was there for three days, 15 hours. 00:24:38
None of you. 00:24:42
To my knowledge. 00:24:44
Have ever gone out to one of the recycling locations? 00:24:45
You haven't talked to people. You're at 3 minutes, ma'am. 00:24:49
You need to listen. 00:24:53
You need to talk to people. 00:24:55
You need to get. 00:24:57
What they want? 00:24:58
Because your number one job. 00:25:00
Is to represent. 00:25:03
Thank you interests of the county. 00:25:04
And its res. Thank you. 00:25:07
Anytime. 00:25:09
Any other public comment? 00:25:12
All right. Look for a motion to adjourn. I think Frank's going to update us on that. 00:25:16
Closing comments on the. 00:25:21
Contract. 00:25:25
The Teamsters on Yeah. 00:25:28
I'm sorry. 00:25:30
Got lost in that. That's OK. 00:25:31
So we did finalize the contract recently with the road department. 00:25:34
There you go. Now can you hear me? 00:25:44
In the last week, we did finalize the contract with Floyd County Road Department of Teamsters. 00:25:47
We're all happy that they agreed to. 00:25:52
All of the terms and we agreed to all of the terms. So it was, well, I've been here since January. 00:25:57
So it took that long. 00:26:04
For all of us to get together and agree to. 00:26:06
What's happening? It started before then, yeah. And it started last year. 00:26:09
So. 00:26:13
I can't take any credit for that, but at any rate, it's done. 00:26:14
And we're moving forward with contract with the road department. 00:26:19
All right. 00:26:23
I just want to say that I think our Rd. department does a fantastic job and I'm I'm glad that they have accepted the contract and. 00:26:26
They're receiving benefits that's they feel is. 00:26:34
Fair for their work so. 00:26:36
And I feel good about it too, so. 00:26:39
Great job. 00:26:41
It was a lot. It was a lot of work on both sides and I have to admit that. 00:26:42
Commissioner Sharp, Commissioner Luke did the heavy lifting on our end on it. 00:26:46
And, umm. 00:26:50
I'm not sure who was representing the Teamsters team on their end. 00:26:51
Gary they they're the Teamsters Rep, but. 00:26:56
Yeah, and the contract is enforced for how long? 00:26:58
Danny Short. 00:27:01
Yeah, Danny. Danny helped as well from the council. 00:27:02
It's a it's a two year contract. 00:27:05
Yeah. Well, yeah, Congrats to everybody. 00:27:07
I have no further comment, so I'll look for a motion to adjourn. 00:27:12
So moved. 00:27:15
2nd. 00:27:16
