| As you mentioned, I'm Wayne Willis with Assured Partners. | 00:02:01 | |
| We have conducted our annual marketing analysis for the 2026 plan year for the employees and their dependents for. | 00:02:05 | |
| Floyd County government. | 00:02:12 | |
| And. | 00:02:14 | |
| The administration of the medical claims was moved to Anthem in one one of 24. | 00:02:16 | |
| The anticipation and recommendation would be to keep it with Anthem for 26. | 00:02:21 | |
| Actual claims year to date. | 00:02:25 | |
| Both medical and pharmacy. | 00:02:28 | |
| Are running under budget right at 92% As for the expected total for 2025. | 00:02:30 | |
| There are some a few high cost claimants that are within the group that are projected as partially part of an increase for 2026. | 00:02:35 | |
| We did market the entire group for the reinsurance component, which is the piece that's the stop loss that stops the government | 00:02:42 | |
| from having a. | 00:02:46 | |
| County from having any large exposure on large claims. | 00:02:50 | |
| Berkeley is the current carrier. | 00:02:54 | |
| We did go to five other markets. 1 declined to quote, indicating that cannot be competitive with the current rates and could not | 00:02:56 | |
| match the market response that we received. | 00:03:01 | |
| Following our review of all the market responses on the reinsurance piece, Sunlife was the most competitive and their rates are | 00:03:06 | |
| firm. | 00:03:09 | |
| Based on year to date, performance of the medical and RX plan as well as the expected. | 00:03:13 | |
| Expenses in 2026 There would be a recommended slight increase to employee contributions in 2026. | 00:03:18 | |
| Of $5 per pay period for those in the Wellness plan and $10.00 for those in the non Wellness. | 00:03:23 | |
| There'd be no change in the benefit structure themselves for both medical and RX. There would also be no change in the health | 00:03:29 | |
| reimbursement arrangement. | 00:03:33 | |
| For 2026 for employees at Floyd County Government. | 00:03:36 | |
| I will add that there has been no increase in employee cost since 2018. | 00:03:39 | |
| Annually, we are seeing 8% to 10% increases every year for employee contribution costs across the region. | 00:03:44 | |
| As a group, you should be commended for the pharmacy strategy that you put in place effective 1/1 of 24. | 00:03:54 | |
| And carried out and expanded into. | 00:04:00 | |

| We were able to reduce the overall cost on the prescription costs by nearly 40%. | 00:04:04 | |
| And even though this year in 2025, there's been an increase in the RX count. | 00:04:09 | |
| The cost has remained neutral. | 00:04:14 | |
| So there's been no increase in actual RX costs, but there has been a 20% increase in the number of prescriptions filled. | 00:04:16 | |
| For the dental insurance, this is a voluntary dental plan. There's no cost to the county. This is a. | 00:04:23 | |
| Cost is bore by the employees. | 00:04:27 | |
| The dental increase from standard was a 40% increase. We went to multiple markets to approach for competitive options and Humana | 00:04:30 | |
| came back with the most competitive both for dental and vision. | 00:04:35 | |
| It's a 14% increase on the dental plan and 11.8% reduction on the vision plan. | 00:04:41 | |
| That will also be an expanded network, providing more opportunities for provider access for all members. | 00:04:47 | |
| The life and accidental death and voluntary life are a standard. They are under another two year rate guarantee, so no change in | 00:04:54 | |
| rates there. | 00:04:57 | |
| 2 New new benefits being proposed for 2026. | 00:05:01 | |
| At no cost to the county. | 00:05:05 | |
| One is an emergency transportation benefit. This will be a new voluntary benefit for employees to elect if they would like. | 00:05:06 | |
| And it covers eligible out of pocket expenses incurred by ground and air ambulance services. | 00:05:13 | |
| You can choose the level of benefit that works best for the employee themselves. Again, no cost to the county. | 00:05:17 | |
| There will also be a new employee assistance program added to the benefit package that will offer four face to face counseling | 00:05:22 | |
| sessions for employees and independents at no cost to them and no cost to the county. | 00:05:27 | |
| Again, the benefits themselves, which are on page 4, the medical benefits, remain exactly the same as they are today. | 00:05:34 | |

| In the event that they did have an occurrence where they needed an air ambulance or ground ambulance, that. | 00:06:10 | |
| Program would then cover the cost completely. | 00:06:17 | |
| And there would be no out of pocket expense for the member. | 00:06:19 | |
| It also includes repatriation, so if they're out of town. | 00:06:22 | |
| In a rural area, they get involved in an accident. They need to be brought back to Floyd County. It covers the cost of getting | 00:06:25 | |

| What this allows us to do is interface with Axon, which allows us to download evidence directly. | 00:09:29 | |
| Basically holds everything for us. It holds all of our evidence now and allows us to then view videos. | 00:09:35 | |
| Transcribe videos, summarize videos. It's not something we particularly want, I'll be honest, but. | 00:09:41 | |
| Everyone's getting it, we need it. | 00:09:47 | |
| So we need to interact with the other departments now, ultimately. | 00:09:49 | |

| We have conducted our annual marketing analysis for the 2026 plan year for the employees and their dependents for. | 00:02:05 | |
| Floyd County government. | 00:02:12 | |
| And. | 00:02:14 | |
| The administration of the medical claims was moved to Anthem in one one of 24. | 00:02:16 | |
| The anticipation and recommendation would be to keep it with Anthem for 26. | 00:02:21 | |
| Actual claims year to date. | 00:02:25 | |
| Both medical and pharmacy. | 00:02:28 | |
| Are running under budget right at 92% As for the expected total for 2025. | 00:02:30 | |
| There are some a few high cost claimants that are within the group that are projected as partially part of an increase for 2026. | 00:02:35 | |
| We did market the entire group for the reinsurance component, which is the piece that's the stop loss that stops the government | 00:02:42 | |
| from having a. | 00:02:46 | |
| County from having any large exposure on large claims. | 00:02:50 | |
| Berkeley is the current carrier. | 00:02:54 | |
| We did go to five other markets. 1 declined to quote, indicating that cannot be competitive with the current rates and could not | 00:02:56 | |
| match the market response that we received. | 00:03:01 | |
| Following our review of all the market responses on the reinsurance piece, Sunlife was the most competitive and their rates are | 00:03:06 | |
| firm. | 00:03:09 | |
| Based on year to date, performance of the medical and RX plan as well as the expected. | 00:03:13 | |
| Expenses in 2026 There would be a recommended slight increase to employee contributions in 2026. | 00:03:18 | |
| Of $5 per pay period for those in the Wellness plan and $10.00 for those in the non Wellness. | 00:03:23 | |
| There'd be no change in the benefit structure themselves for both medical and RX. There would also be no change in the health | 00:03:29 | |
| reimbursement arrangement. | 00:03:33 | |
| For 2026 for employees at Floyd County Government. | 00:03:36 | |
| I will add that there has been no increase in employee cost since 2018. | 00:03:39 | |
| Annually, we are seeing 8% to 10% increases every year for employee contribution costs across the region. | 00:03:44 | |
| As a group, you should be commended for the pharmacy strategy that you put in place effective 1/1 of 24. | 00:03:54 | |
| And carried out and expanded into. | 00:04:00 | |

| We were able to reduce the overall cost on the prescription costs by nearly 40%. | 00:04:04 | |
| And even though this year in 2025, there's been an increase in the RX count. | 00:04:09 | |

| So there's been no increase in actual RX costs, but there has been a 20% increase in the number of prescriptions filled. | 00:04:16 | |
| For the dental insurance, this is a voluntary dental plan. There's no cost to the county. This is a. | 00:04:23 | |
| Cost is bore by the employees. | 00:04:27 | |
| The dental increase from standard was a 40% increase. We went to multiple markets to approach for competitive options and Humana | 00:04:30 | |
| came back with the most competitive both for dental and vision. | 00:04:35 | |
| It's a 14% increase on the dental plan and 11.8% reduction on the vision plan. | 00:04:41 | |
| That will also be an expanded network, providing more opportunities for provider access for all members. | 00:04:47 | |
| The life and accidental death and voluntary life are a standard. They are under another two year rate guarantee, so no change in | 00:04:54 | |
| rates there. | 00:04:57 | |
| 2 New new benefits being proposed for 2026. | 00:05:01 | |
| At no cost to the county. | 00:05:05 | |
| One is an emergency transportation benefit. This will be a new voluntary benefit for employees to elect if they would like. | 00:05:06 | |
| And it covers eligible out of pocket expenses incurred by ground and air ambulance services. | 00:05:13 | |
| You can choose the level of benefit that works best for the employee themselves. Again, no cost to the county. | 00:05:17 | |
| There will also be a new employee assistance program added to the benefit package that will offer four face to face counseling | 00:05:22 | |
| sessions for employees and independents at no cost to them and no cost to the county. | 00:05:27 | |
| Again, the benefits themselves, which are on page 4, the medical benefits, remain exactly the same as they are today. | 00:05:34 | |
