Late tonight, welcome to the September 2nd meeting of the Floyd County Commissioners. 00:00:02
If you please, rise and join me for the Pledge of Allegiance. 00:00:08
I pledge allegiance to the flag. 00:00:11
Of the United States of America. 00:00:13
To the Republic for which it stands. 00:00:16
One nation under God. 00:00:18
Indivisible with liberty and justice for all. 00:00:20
All right, if you have cell phones, please put them on silent. I'm going to do that myself right now. 00:00:25
And let's begin with just a moment of. 00:00:32
Silent. 00:00:38
Silence here for individual. 00:00:40
Meditation, reflection, prayer. 00:00:42
Thank you. 00:01:04
We have a relatively brief agenda tonight. We do have one addition I'll look for. 00:01:05
Motion to add a #4 for a road department equipment purchase to tonight's agenda. So if. 00:01:11
Second all in favor, aye aye. 00:01:18
All right. We'll begin with old business. 00:01:21
Chief Operations Officer Nick Creevy. 00:01:24
A list. 00:01:33
All right. 00:01:41
Mr. Mann, you want to speak to this beforehand. 00:01:43
Dale Man Georgetown again. 00:01:51
I want to speak on red wire change order. I wasn't here at the last meeting. I was told it's like 1/2 milk. Now it's a milk. 00:01:53
That's unheard of. 00:02:01
It just sounds crooked to me and the people publish. 00:02:04
We're dumping a lot of money in red. 00:02:07
We're getting nothing. 00:02:09
I don't know when we're going to get anything. 00:02:11
And just keep dumping money, but a change order of that magnitude. 00:02:13
I know they said you can go up to 20%. 00:02:17
But it's unheard of. 00:02:20
You just don't do it like that. It sounds crooked. 00:02:22
And that's just my opinion. You don't do a change or. 00:02:26
Put it out for again. 00:02:29
Which should be done. Thank you. 00:02:31
All right, Mr. Greevey is going to shed a little bit of light on this. 00:02:33
So I sent you all some. 00:02:41
Additional packet information. 00:02:44
Prepared a brief presentation. 00:02:46
Regarding this. 00:02:49
Change order in the project in general. 00:02:51
So this is building 5 at Noble Park. 00:02:54
Colloquially known as red wire building. 00:02:58
35,000 square foot building, 30,000 square foot of that will be. 00:03:02
Lease to Red Wire, 5000 square feet. Lease to IUS as lab space. 00:03:07
The lot itself is owned by the Redevelopment Commission of Floyd County. 00:03:13
The contract was a bot contract with. 00:03:17
Charmin Which? 00:03:21
Is doing business as Nova Park Building 5 LLC for this project. 00:03:23
The bot contract included the full building shell and the red wire build out, but it did not include the IUS space. The 5000 00:03:30
square foot it had not. 00:03:34
Yet been designed. 00:03:39
When the bot. 00:03:41
Was issued. 00:03:43
Upon completion of the construction, the Floyd County Redevelopment Commission will take possession of the building and it will be 00:03:45
leased to Red Wire and IUS. 00:03:49
Those lease payments will go and contribute to the bond. 00:03:57
That was taken for the construction. 00:04:01
Bond payment will be made. 00:04:06
Based solely on the lease and TIF of that building. So it will pay for itself in that regard. 00:04:09
Red wire at Nova Park. It is the anchor tenant. 00:04:17
In Nova Park, its location there was used to support a $2.97 million EDA grant. 00:04:20
For the fly over access Rd. 00:04:30
Which will support the further development of the Nova Park. 00:04:33
Red Wire was located there to support the growth of then Tech Shot, now Red Wire in the county. 00:04:38
As you all know, it is located at the Gallina. 00:04:45
Location which? 00:04:48
Cannot expand. 00:04:49
Several years ago they were in needing of expanding and. 00:04:51
Considering moving out of the county and possibly out of the state. 00:04:56
So this was a solution to keep them in the county. 00:05:00
And keep or retain or create. 00:05:04
100 jobs. 00:05:08
In doing so. 00:05:09
With an estimated $8.9 million in annual payroll. 00:05:11
Their presence at the park also supports. 00:05:15
The designation. 00:05:18
Future designation as a certified tech park which will allow. 00:05:20
Floyd County to capture sales tax. 00:05:24
And use for infrastructure improvement items. 00:05:28
Area I USA Noble Park. They will provide faculty, staffing, interns and operation of the lab space at the facility. 00:05:31
Opportunity for create opportunities for strategic partnerships with Red Wire and their subsidiaries. 00:05:44
This was a major. 00:05:50
Part of keeping red wire in the county. 00:05:52
They will provide programming and innovation, entrepreneurship and business development starting in spring semester of 2026. 00:05:55
Their location was critical. 00:06:04
In the Reading One funding award, which was $4.2 million. 00:06:06
Of state money that came to Floyd County as a part of this project. 00:06:11
And it was also a required element for future Certified Tech Park designation. 00:06:16
We have an agreement with IUS to provide entrepreneurial services through their School of Business. 00:06:22
And for the county to provide space at the Nova Park. 00:06:29
Services through school business services would include workshops, pitch competitions. 00:06:32
Office hours for innovators and entrepreneurs, per accelerated services. 00:06:38
For students and public. 00:06:43
For the funding of the change order, it is a 953,000 dollars $339 change order. 00:06:47
280,000. 00:06:55
130. 00:06:57
Was. 00:06:59
Set aside in contingency from the bond funds. 00:07:00
That were mentioned. 00:07:03
110,000 Available in 2025 TIF funds. 00:07:05
Additional. 00:07:09
TIF 2026 TIF funds can be utilized. 00:07:10
175,000. 00:07:13
Leaving 373,000 of Commissioner funds. 00:07:15
Which can be recovered. 00:07:19
In in future years from the TIF proceeds. 00:07:21
So what portion of this was baked into? 00:07:29
Previous discussion equally that project funding slide up, I don't know it was our closing slide. 00:07:33
If you want to. 00:07:38
Down to the final slide, I had it for you. 00:07:39
So. 00:07:42
From what I can tell. 00:07:43
And this predated me a little bit. 00:07:45
The bot. 00:07:48
Did not. 00:07:50
Include. 00:07:51
Space for us? 00:07:52
Design The design had not been completed. There was a desire to get the. 00:07:55
Building built. 00:08:00
As soon as possible so we could. 00:08:02
Get rid water in there, collect lease revenues. 00:08:04
So last year that was, the bot was. 00:08:09
2024. 00:08:13
Last year in September and December. 00:08:14
Commissioners approved design contracts with Towers Pinkster. 00:08:19
For the IUS space. 00:08:24
So. 00:08:27
How far? 00:08:30
Back it goes that. 00:08:31
That wasn't considered. 00:08:33
It seems to me that. 00:08:35
2024 was when it was decided to move forward without that space being designed yet. 00:08:37
With the project. 00:08:43
But you said there were contingencies from the bond? 00:08:47
Those contingencies held up for this or for unknown. No, they were for this. So. 00:08:50
I'm that would lead to. 00:08:57
To assume that when the bond was issued, which was 2024. 00:08:59
It was in consideration at that point. 00:09:03
Right. 00:09:07
And then you're obligating. 00:09:10
TIF funds that we already have. 00:09:12
In the pipeline. 00:09:13
Plus anticipated 2026. 00:09:15
And at the end you had discussed. 00:09:19
Commissioners funds with an asterisk that. 00:09:22
The asterisk is that those would likely be recovered funds from. 00:09:25
Additional TIF revenues, so the structure of the bond. 00:09:30
Allows for the lease. 00:09:36
To cover the majority of the payback, additional TIF revenues should be generated. 00:09:38
Which could. 00:09:45
Be used to assist repayment of this fund. 00:09:47
Also, the existing Edwardsville. 00:09:50
Highlander Point TIF can be used for the payback. 00:09:53
OK. And potential ramifications that this doesn't work? 00:09:57
Well, we have long term agreements with IUS. 00:10:01
To build this space red wire as well I mean I think they were anticipating this space be built and I. 00:10:06
Can speak for the builder, I know that they have. 00:10:15
Begun work. 00:10:19
Since they already had their people mobilized and on site. 00:10:20
On this portion. 00:10:24
So I think those would be several aggrieved parties. 00:10:26
In the immediate. 00:10:30
I I think it would have impact on the long term. 00:10:32
Plans for Nova Park in the development of Nova Park. 00:10:35
Yeah, yeah. So on one hand, this is a huge. 00:10:40
Paradigm shift. 00:10:46
I mean, I don't. 00:10:47
Think that. 00:10:49
A change order is the most accurate term for it because there was that was some foreknowledge of this, but it's probably the most 00:10:51
accurate. 00:10:54
Term for us to work with it on a. 00:10:57
Yeah, procedurally as an AIA. 00:10:59
Document a change or it is a change order. That's the technical. 00:11:02
Term of it but. 00:11:06
Yes. 00:11:07
A4 considered change order. 00:11:09
Correct. 00:11:12
And we do have funding mechanisms in place. 00:11:13
And and we are getting something out of this. We're getting a building. 00:11:16
And we're. 00:11:20
For the for the Nova Park and we're getting the tech park destination, which should hopefully help U.S. market the entire area. 00:11:21
And we are prepared, yes, the Redevelopment Commission is working with the Wheatley Group currently to prepare RFP for the 00:11:27
remainder lots, lots in Nova Park. 00:11:32
You know, come spring next year that. 00:11:38
Park will have a lot more activity and a lot more attention in the market. 00:11:42
Right. 00:11:46
So I was under the impression, of course all this happened before I got here, but I was under the impression that the RDA money. 00:11:48
Was funding the whole project, is that not? 00:11:55
True. So when you say the RDA money, you're the ready one funds. 00:11:58
That was 4.2 million. 00:12:03
And the total cost is? 00:12:06
OK. 00:12:09
All right, so. 00:12:15
On one hand we we push it through and we. 00:12:17
Carry the momentum of the project forward on the other. 00:12:20
Momentum may or may not stall out, tenants may be lost and may be litigation from it. 00:12:22
We do have funds. 00:12:28
Identified to. 00:12:29
Pay for some of this. I think we should also go back to RDA and ask. 00:12:31
Whether or not there are any funds there? 00:12:35
As well. 00:12:38
We we can do that. We do have. 00:12:40
Some finding. 00:12:43
From our ready. 00:12:44
Right. And we, we can just have discussions with, there's also some operational funding and a forgivable loan fund that had not 00:12:46
been utilized in a while. I think it was $220,000 or something like that. 00:12:52
And so it may not be a bad idea to ask for some of that skin to go back into this game if we go forward with it. 00:12:57
The RDC, yes. 00:13:03
Yeah. What did I say already? Sorry. Sorry. Yeah. Oh, you asked them to? 00:13:05
Now with RDC. 00:13:09
So. 00:13:11
Was there a closing slide with this? 00:13:15
Now this is the that's the final slide. So I was just looking for approval of the change order. 00:13:17
Yeah, so. 00:13:22
It's open for discussion and. 00:13:24
I gotta say I. 00:13:29
I'm not thrilled about this one. 00:13:30
I don't like the way this is allowed out, but. 00:13:32
It seems like by. 00:13:35
Not doing it. We're putting ourselves in a much worse place than doing it. 00:13:36
I just don't like me put in these positions to be quite honest with you. 00:13:42
Not any further questions discussion. 00:13:49
It looks like it is what it is. 00:13:54
Yeah. 00:13:56
All right, well. 00:13:59
I will need a motion to do something with this. 00:14:01
Whether it's approved? 00:14:04
Disapprove or table. 00:14:06
But tabling it further isn't gonna. 00:14:08
Hopefully that I think we're gonna. 00:14:10
Stop construction out there if it's table. 00:14:12
But if I win that money tonight, I'll pay it. 00:14:14
I'll make a motion. 00:14:20
To approve the. 00:14:22
Change order. 00:14:24
I'm going to 2nd it. 00:14:26
I do have a motion this second all in favor. 00:14:28
Aye, aye. 00:14:30
Thank you. 00:14:33
New Business chief Operations Officer Nick. 00:14:35
So we have a request. 00:14:38
To approve the release of bonds for. 00:14:41
Section 10 of Glenwood Farms. The bond is being held. 00:14:44
$126,500. 00:14:48
County engineer has. 00:14:51
Reviewed the request. 00:14:53
And inspected the infrastructure, approved that amount. 00:14:55
We already have 31,625. 00:14:59
Dollar maintenance bond in place, which represents 20% of the project costs. 00:15:03
So I'm seeking. 00:15:11
Approval to release that bond. 00:15:13
OK, look for a motion to release. 00:15:17
Sand bond also moved. 00:15:19
Second all in favor, aye aye. 00:15:21
Thank you, Nick. 00:15:27
All right, County Engineer Horatio. 00:15:29
Good evening. 00:15:38
The good news I have for Orbison Rd. 00:15:45
More likely by the third week. 00:15:49
Of this month. 00:15:52
It'll be completed. 00:15:53
We're talking about. 00:15:54
The Hill. 00:15:55
The Hill. 00:15:57
The Hill and Baby. 00:15:58
So I guess Mac is going to be out of the game. 00:16:02
Out of those two roads. 00:16:05
By the third, By the end of the third week of this month. 00:16:06
I talked to. 00:16:12
Superintendent today. 00:16:14
And he said that they're planning to install guardrail. 00:16:16
This coming Thursday. 00:16:19
And. 00:16:21
They also want to. 00:16:23
Place the. 00:16:24
Intermedia. 00:16:27
Asphalt on on the project. 00:16:29
And then by Friday they planning to start paving. 00:16:32
The entire Rd. 00:16:36
Which include a new project. 00:16:38
All the way to Quarry Rd. 00:16:40
They were paving there today. 00:16:43
Yeah, some of it was paved yesterday. 00:16:45
They were they they they install intermediate. 00:16:47
But the final surface. 00:16:51
They planning to start from the limit of New Albany. 00:16:53
Keep rolling all the way through. 00:16:57
Quarry Room. 00:16:59
That will be the final top surface. 00:17:00
They told me that next week they're going to be cleaning the ditch. 00:17:05
All along the bank. 00:17:10
To make sure that the drainage for the road for the new project is going to be. 00:17:12
Don't do it properly and. 00:17:16
Accordingly, I think. 00:17:19
Is a good thing. 00:17:21
And. 00:17:23
Like I said, I think they're going to be done by the end of the. 00:17:26
3rd week this month. 00:17:29
OK. 00:17:31
And that will include. 00:17:33
Quarry Room. 00:17:36
Also being paid. 00:17:38
And the section of the you mentioned this afternoon about it. 00:17:39
The new cover that we installed. 00:17:43
That, uh. 00:17:46
Low point there. 00:17:47
Is going to be fixed. 00:17:48
By those before they. 00:17:50
To the final code. 00:17:53
On Quarry Rd. so everybody is going to be. 00:17:55
Driving a new roof. 00:17:58
As fast as they can. 00:18:00
Yeah, let's not encourage that's what is going to happen. 00:18:02
They want to have a good Rd. 00:18:05
They can drive faster. 00:18:07
I understand. 00:18:09
Steve, you heard that? 00:18:10
And then they complaining people aren't driving too fast. What can you do? 00:18:14
Yeah, but anyway. 00:18:19
On bridge 51 when I walk all the way through. 00:18:20
This morning. 00:18:25
And everything is going fine, the new signs install. 00:18:26
By the uh. 00:18:32
Low restriction of 14 tone. 00:18:34
The new triaxial. 00:18:36
It's been effective as far as I know. 00:18:39
And then? 00:18:42
The Craig itself seem like is looking for. 00:18:44
Is all natural pattern. 00:18:47
And creating a. 00:18:50
Pretty big sandbar on the Clarksville side. 00:18:53
It seemed like seem like everything is. 00:18:56
Working fine. 00:18:59
Not to forget that we have got a really good weather. 00:19:00
No rain and all that so. 00:19:04
That's what I have to tell. 00:19:07
Well, thanks to the Bridge 51, I've asked for monthly updates. I think the public. 00:19:09
Still has interest in that obviously. And so it's good that things are going well. We're still due to. 00:19:13
And neck restore due to be vet. 00:19:18
Letting that project in October. 00:19:20
On the new bridge. 00:19:22
Yeah, almost. 00:19:27
We're waiting in dot approval for that letting. 00:19:30
There was a. 00:19:34
A delay in one of the permits. 00:19:35
It is in now, so we're just waiting to see if they're going to. 00:19:37
Put it on October if they're gonna. 00:19:40
Push it out. I'll let you know as soon as I find out. 00:19:42
How many permits do you think it takes to take? 00:19:47
To a project like this. 00:19:50
To get going, I mean. 00:19:52
There's permits for everything. How many permits do you think there is? 00:19:54
The ones of major issue are the. 00:19:58
The state and federal permits. 00:20:01
The one is item permit. 00:20:04
Is the one that's holding us up at the moment. It simply expired because it's such a long project then. 00:20:07
You know you have to have it. 00:20:13
Current even though. 00:20:14
Nothing has changed, so at least a half dozen with. 00:20:16
Dozens of agencies that review those. 00:20:22
OK, thanks. 00:20:25
Thing you'd like to see about old Vincent's and Shriver? 00:20:27
Yeah. 00:20:33
So the intersection is open, the light is operational. 00:20:35
There's a few more punch list items that need to be. 00:20:41
Taken care of. 00:20:44
Some small. 00:20:46
Things on the roadway, some striping that probably needs to be addressed. 00:20:47
I think that road closure signs signs are still on the side of the road when you get those out of there. 00:20:52
But functionally it is open and operational. 00:20:59
And it looks pretty good. 00:21:03
Yeah, it does look pretty good. Some pouring concrete for some sidewalks. 00:21:05
Yeah, there's some sidewalk, a couple sections of sidewalks and curb that need to be. 00:21:08
And addressed OK. 00:21:13
Thank you. Rd. Department equipment purchase. 00:21:14
Yes, thank you. 00:21:27
First of all, for putting it on the agenda and giving Sydney an opportunity to move forward with the the install projects. 00:21:28
He was looking for a driver. 00:21:36
Actually, umm, uh. 00:21:37
To install the guardrails. 00:21:39
My involvement was actually more of a process flow, so I appreciate your. 00:21:42
Input, Mr. Fox, so maybe we can draw up or at least engage in some conversation to ensure that. 00:21:48
You know any project that comes up, if it's a capital project meeting about 5000? 00:21:54
Potentially below the threshold of 50,000. 00:21:59
We come up with a Commissioner approved process flow. 00:22:02
We always, anytime I'm working with Sydney, we're always getting three beds. 00:22:06
On any project or any piece of equipment above $5000. 00:22:10
But it may require. 00:22:15
Just a little bit more discussion amongst the commissioners to determine how exactly you'd like. 00:22:17
To navigate the pathway so that if. 00:22:22
Sydney needs a piece of equipment. 00:22:25
Or anyone operations needs a piece of equipment that. 00:22:27
We get the bids accordingly and we move forward with it. Obviously, I will always make sure that you're well aware. 00:22:30
Of any purchase. 00:22:38
Always vet the purchase for funding. 00:22:40
And we always try to share that with the Commissioners as well, but. 00:22:43
Anything below 50,000 if we could just maybe have a discussion at some point to determine. 00:22:47
Purely a process flow on how you would like the request to roll through. 00:22:53
The second part of it is actually Sydney needs the driver. He did provide three bids, I think that came out. 00:22:57
To the Commissioners and the lowest bid was. 00:23:04
Approved. 00:23:07
It was ninety $9600 and some change. I forget exact dollar amounts so. 00:23:10
But we were just requesting approval to move forward with that purchase. 00:23:16
Any further word, Sydney? 00:23:22
Yes, Sir, just so everybody knows what's taking place. 00:23:25
As you know, you looked at the guardrail system that we have in place now. 00:23:28
I hate to say dropped in my lap, but dropped in my lap. 00:23:33
When we went to review this, inspect it and see what we needed. 00:23:37
This hammer or post driver we're eating right now is because we're going to set. 00:23:41
Somewhere between 500 and 650 post. 00:23:45
To replace the. 00:23:49
What we feel needs to be replaced. 00:23:50
The quotes again like you said the the low bid come in from Jacobi's. 00:23:54
Around $9600. 00:23:58
Actually, 9695 to be exact. 00:24:00
That we're going to need. And then I think the rest of this, I'll let Stan speak on the rest of the project. 00:24:04
I'll answer any questions you may have. 00:24:10
Go on a truck or a tractor. 00:24:12
Goes on a sketch there. 00:24:14
Mm-hmm. Oh, OK. 00:24:15
Attachment on a skid steer? Yes, Sir. OK. And you have you have the skid steer, just wondering if that was? 00:24:17
Yeah. 00:24:24
Well, there's one thing for sure. There's plenty of areas in the county that. 00:24:28
Use some guardrail tension so. 00:24:31
Be well used. 00:24:33
That's very well stated, Sir. I think that's one of the things that we have to look at in Sydney's brought a lot of this to lie is 00:24:35
the fact that. 00:24:38
We need the equipment to do the. 00:24:41
Job right? 00:24:43
We have the skill base, so. 00:24:45
Well, let's utilize our folks with the proper tools. 00:24:47
The best we can without having to reach outside of our. 00:24:50
Let's go. Yeah, so we have two issues that looks were brought up. The main issue for this evening is the. 00:24:53
Purchase of this equipment, I'll look for a motion for that so moved. 00:24:59
2nd. 00:25:03
All in favor, aye. And then the second was on the process and. 00:25:04
I'm going to have to hear a lot more discussion, pros and cons before I would change the process I mean. 00:25:10
The time I've been here, they're really having that. 00:25:16
Been that many emergent needs. 00:25:18
That would call for us to hasten the process and. 00:25:21
I hate to pick something well, 50,000 and below, we're going to do this because it adds up really quickly, or at least it could 00:25:25
so. 00:25:29
So. 00:25:33
I'd probably rather meet emergently on things that we have to meet emergently on and keep everything. 00:25:34
Open to the public on that end of things, and I know you're not. 00:25:40
Asking finding this. 00:25:43
Subvert that process. I'm just saying. 00:25:45
It's been my. 00:25:48
Experience that. 00:25:50
That a lot of little. 00:25:51
Fifty $49,000.99. 00:25:52
Can I add that pretty quickly? 00:25:55
Just a baseline discussion, so. 00:25:58
I appreciate. 00:26:00
At least engaging in the conversation. 00:26:01
That we stamp not all ads and cross all teaser. Yeah, yeah, I think I agree with Al. We meet regularly enough where we could get 00:26:04
it in timely manner. 00:26:09
And if it's an emergency, we can always call a meeting within 48 hours, so. 00:26:14
That's absolutely perfect. Yeah, At least at least we know exactly where we want to be. Thank you. Thank you. 00:26:19
Appreciate what both of you are doing. 00:26:25
All right, item number five, Approval for Kentucky and a Young Marines Roadblock, Paoli Pike, Scottsville Rd. on October 4th, 2025 00:26:28
from 9:00 to 1:00 PM. 00:26:32
Anyone here to speak be? 00:26:37
For against that. 00:26:38
Not all look for a motion to approve so moved. 00:26:40
Second, all in favor, aye, I look for approval of the commissioners meeting. That's for August 19, 2025. 00:26:42
Motion to approve. 00:26:50
All in favor, aye? 00:26:52
Approval of payroll claims. 00:26:55
Motion to approve. 00:26:56
Second motion, second all in favor. 00:26:59
Aye, next meeting will be Tuesday, September 16, 2025 at 6:00 PM. 00:27:02
Yeah. And then thank you though. 00:27:08
It seems like there we had a storm water meeting at. 00:27:13
430 today as well. 00:27:16
Do you have any public comment from elected officials? OK. 00:27:18
I'll get to you and then we have one person signed up we. 00:27:22
County Council, I have to agree with Mr. Mann. 00:27:30
I think the verbiage is confusing. This is not a change order, it's a brand new project. 00:27:33
And that's what's got. 00:27:38
People in an uproar is. 00:27:40
It's 2 separate projects in my mind. 00:27:41
And I do agree that it's probably needful to be done to get IUS out there in there. 00:27:44
Incubator programs, all that needs to be done, but just. 00:27:48
The way it all happened, I agree with you, Mr. Sharp, it just. 00:27:51
Because it is 2 totally separate projects in my mind. 00:27:55
Rather than a change order. 00:27:58
Thank you. 00:28:00
All right, all right. 00:28:02
Public combo served with Miss Lockhart, who had signed up. 00:28:04
And two. 00:28:08
Well, my concern is that we haven't heard anything about the recycling program. 00:28:15
We had there were 180 days. 00:28:21
Until it ran out. 00:28:24
There have been no bids on the website I. 00:28:25
Weekly to see if there are any bids and nothing's there. 00:28:28
And. 00:28:32
You know the people of Floyd County made their wants and needs well known. Packed the room. 00:28:33
More phone calls than any issue had had for a long time. 00:28:39
And yet we're not hearing anything. 00:28:43
And you know, my other concern is that it's going to be privatized and by doing that. 00:28:47
The company that's doing the recycling? 00:28:52
Is only going to take what they want. 00:28:55
And what will make a profit? 00:28:57
And everything else is going to go back into the landfills. 00:28:59
Which isn't doing anything for the environment. 00:29:03
I keep looking on the website. 00:29:07
I don't see any information. I don't want those 180 days. 00:29:10
To run out. 00:29:14
Without anything being said. 00:29:16
Floyd County Solid Waste Management made several concessions. 00:29:19
To keep their prices down. 00:29:23
There's a state grant. 00:29:25
For $100,000. 00:29:28
That Floyd County can get. 00:29:30
To help provide the services. 00:29:32
But. 00:29:35
Is nobody is hearing anything about it. 00:29:36
And. 00:29:41
Just wanting to keep that on people's minds, that. 00:29:42
We want. 00:29:46
A robust and inclusive. 00:29:47
Recycling program here in Floyd County we want to keep. 00:29:50
Our landfills as cleared as we can. 00:29:53
We want to keep our streets and parks clean. 00:29:56
We want to help our environment. 00:29:59
But unless we get a good non privatized. 00:30:02
Service. That's not going to happen. 00:30:06
And there were a lot of people in this room. 00:30:08
And there were a lot of voices that were heard. 00:30:11
And then it's like it's just been dropped. 00:30:15
Nothing's been said. 00:30:18
So. 00:30:20
We're kind of wanting to know what's going on with that. 00:30:21
We'd like to have some transparency with the whole process. 00:30:25
And try to get. 00:30:29
An edge in on. 00:30:31
What you're doing about this? Because like I said. 00:30:33
There were a lot of people here. 00:30:35
A lot of voices heard. 00:30:38
A lot of comments made. 00:30:40
So we'd like to see. 00:30:42
What you as the Commissioners and Council? 00:30:44
Are doing for this recycling program. 00:30:46
Thank you. 00:30:50
Any other public comment? 00:30:51
Mister Man. 00:30:53
Neil Man, Georgetown. 00:31:01
I don't know if y'all look at the Facebook page Georgetown, Georgetown Community News. 00:31:03
The question has been brought up. 00:31:08
Mitch's property has been named the Bob Lane Park. 00:31:10
Bob like nobody out there knows him. 00:31:15
He was from New Albany. 00:31:17
And it's it's a legitimate question. 00:31:21
She's the one protect that land all her life. 00:31:23
And left it. 00:31:26
To be some kind of. 00:31:27
Park. 00:31:28
But they named it Bob Lang Parker people George and do not know Bob Lane. 00:31:30
I'm sure he was a Goodman. He was headed normally Housing Authority. 00:31:34
He's had a nominee Parks Department. 00:31:37
And it not daggone saying do Georgetown. 00:31:39
And it's a legitimate question and I don't know if y'all agreed to that name or not. 00:31:42
Bob Lane Park, I don't know if you all had to agree to a Parks Department made that. 00:31:48
Decision. 00:31:52
But it's not the right decision for that park in Georgetown. 00:31:53
I just want you all to know that. 00:31:56
Thank you. 00:31:58
Thank you. Any other public comment this evening? 00:31:58
All right, in closing comments. 00:32:04
Board committee reports included in that. I don't have any committee reports, but I'm the. 00:32:07
I think I am going to touch on this whole Facebook thing real quick. I mean, since when does people just start asking questions on 00:32:10
Facebook instead of just asking the people who. 00:32:14
Could answer your question. 00:32:18
I mean. 00:32:19
Direct it to the right person. 00:32:21
I mean, that's what I say. 00:32:23
Can't say I monitor that page very frequently so. 00:32:25
If somebody has a question, they should. 00:32:28
Reach out to me. 00:32:30
No comment. 00:32:33
All right. I'll look for a motion to adjourn. So moved. 00:32:35
Second. All right. Thank you. 00:32:38
