Reflections. 00:00:44
Get ready for tonight's meeting. 00:00:46
Thank you. 00:01:14
We do have a busy agenda tonight. 00:01:16
Have a couple of folks who signed in to speak. 00:01:19
One on the subject of EMS and then one online non agenda items. 00:01:22
We do have three agenda additions. I'd like to vote to have these placed on the agenda. 00:01:28
By unanimous consent, 1 is. 00:01:33
Representatives from Lumos to give us. 00:01:36
Update Q&A opportunity with regards to installation issues. 00:01:39
Ongoing throughout the. 00:01:44
Northeastern part of the county. 00:01:48
Also we have Floyd County Sheriff Steve Bush with an aviation. 00:01:50
MOU to add as well as. 00:01:56
A resolution. 00:01:59
A joint resolution between Floyd County, Indiana and the New Albany Floyd County Library District. 00:02:00
Look for a motion to add those items. 00:02:05
Make a motion to add those items. 00:02:07
I'll second motion a second. All in favor, aye? 00:02:09
All right. Thank you. We'll begin with new business. We have Glenn Smith. 00:02:14
I believe yes, from close to Smith. 00:02:18
Regarding property and liability insurance renewals. 00:02:21
Those will all become public record. The commissioners achieve or receive this information last week. 00:02:24
Already had an opportunity to review it once. 00:02:30
Thanks. 00:02:35
Thank you for your time. 00:02:45
As usual, I just kind of start having specific questions in advance. 00:02:49
Not in advance. 00:02:54
The the package is. 00:02:59
Been with Travelers and this is a quote from Travelers. 00:03:00
Like I mentioned in the past, the number of companies that are willing to do. 00:03:04
County insurance, mostly because of law enforcement and. 00:03:09
The. 00:03:14
Oh, shoot. 00:03:16
Public officials liability. 00:03:19
Makes it real tough. A lot of a lot of companies that were in the market aren't. 00:03:23
I feel real good to have this from travelers because we negotiated a bunch with them to get to this. 00:03:28
These numbers, but it is up some, but we'll get to that here in a minute, but. 00:03:33
And it's not all rate increase or some rate increase in it, but. 00:03:37
First thing is that. 00:03:41
Property. 00:03:42
What you haven't probably done? 00:03:45
We've got a column of this year compared to last year, so it's clear. 00:03:46
Premiums and coverages. 00:03:51
But our. 00:03:53
Property limits. 00:03:55
Buildings and contents and so forth. 00:03:56
Or 13 million higher because of the Chase building and the Health department new building and. 00:03:58
And then there was an inflationary increase in the values of the buildings just. 00:04:04
Buildings we already have. 00:04:08
That affects the premiums because you got. 00:04:12
$13 million more stuff. 00:04:15
The travelers did insist on and this is we're seeing this on large rides, so you've got. 00:04:18
Right at $100 million worth of values now in the county. 00:04:25
Buildings, contents, and so forth. 00:04:29
At large values like that, they're demanding a wind hail deductible. 00:04:33
And we're seeing that very common and large values. 00:04:38
It's a 1%. 00:04:42
Of the value of the building. 00:04:43
For the wind, just for wind and hail. 00:04:46
With a minimum of 25,000. 00:04:48
They didn't insist that we increase our deductible to 25,000 on the other payrolls. 00:04:52
But I've quoted this with that there is a buyback at the bottom. 00:04:57
But I really felt like it was. 00:05:01
It was expensive to buy that back. 00:05:04
To go back to the 5000 we've been at. 00:05:07
$17,090.00. 00:05:09
And just didn't see where that was a good value but. 00:05:12
And to be honest with the kind of values we have. 00:05:16
A $25,000 deductible is not uncommon. We're doing that more and more on large commercial. 00:05:19
Accounts. 00:05:25
Across the board, pretty much. 00:05:27
If you want to. 00:05:29
I have that down. We can talk about it and. 00:05:31
I'll do whatever you all want. 00:05:33
There's another option that. 00:05:34
10,000. 00:05:36
That's about $8500 additional to go down to 10. 00:05:37
But there's no choice on the wind, hail. 00:05:41
They're they're at .5 plus or one or or 1%. 00:05:43
The next thing is that there are some are the equipment and schedule property that's like backhoes and. 00:05:50
Mowers and things at the Parks Department. 00:05:56
There's about a $560,000 increase in those values, about a 13% bump. 00:06:00
Just across the board, it's just stuff. 00:06:05
And you know, it was accumulated through the year. 00:06:08
So that plays into a little bit of the increase of student. 00:06:11
Unemployment practices. 00:06:17
That's where if an employee alleges some kind of discrimination or something. 00:06:19
Against the. 00:06:24
You've had a $15,000 deductible and they've. 00:06:26
Won't offer less than 25 S. 00:06:30
That jumped to 25. 00:06:32
That's one of the points of pain. 00:06:35
In the market right now, it's the public officials liability. 00:06:37
Well, in the employment practices. 00:06:43
Next one really is the law enforcement. 00:06:47
And that's the other, bigger change on the travelers policy. 00:06:49
You've had a $25,000 deductible there and now they won't offer less than 50. 00:06:53
We do see activity there, but quite honestly most of it. 00:06:59
Is under the 25 because it's it's usually just the fence. 00:07:02
There's a probably once or twice a year that 50,000 might actually come into play. 00:07:07
Again, they really didn't give us a choice so. 00:07:15
And we aren't. 00:07:19
Problem there there's, they say in the state of Indiana there. 00:07:20
They're having very bad results. 00:07:24
And the public visual. But I want to stress, I still think we've got a very good jail. 00:07:27
I think we're very well run. It's just. 00:07:32
As I've said before, it's kind of nature of the beast. It's it. 00:07:36
So there's a lot of suits come through. 00:07:39
Through that. 00:07:41
As far as vehicles? 00:07:47
So happened. We have exactly the same number of vehicles this year as we did last year. I don't know that that's ever happened 00:07:50
before, but we have the exact same number of vehicles. 00:07:53
Excuse me? 00:07:59
Bottom line is on travelers. 00:08:01
The premiums 12% higher than last year. 00:08:03
And that is? 00:08:07
Probably. 00:08:09
It's not clear in how much of this exposure increase, which means. 00:08:11
Additional buildings, additional equipment and all that. 00:08:15
But I would guess that at about 4% of that is overall. 00:08:18
The increase in values and. 00:08:22
And so forth because. 00:08:24
You know there's a 13% increase in property values, but. 00:08:26
That's not all the premium, that's just. 00:08:30
Piece of doll, so. 00:08:32
So I would say they the rate they. 00:08:34
The rate increases with that. 00:08:38
About 8%. 00:08:40
What we're seeing in the market on large. 00:08:42
Property values and all. 00:08:45
That's reasonable. 00:08:48
And, and I've talked to other consultants and people. I used up the. 00:08:49
One guy in Atlanta, one in Indianapolis and they. 00:08:54
They agreed that this. 00:08:59
Is a reasonable renewal. 00:09:01
I wish I had some choices for you this year, but. 00:09:04
I couldn't get any interest from the other. 00:09:07
Several players that. 00:09:10
That usually do it and it's a lot of that's because of the public officials in the law enforcement. They just are are running a 00:09:12
little skittish on that. 00:09:15
The next good news? Cyber liability is exactly the same as last year to the penny. 00:09:22
That's eased up for a while. There's cyber was going up. 00:09:29
But I know you all adopted the multi factor authentication a few years back. 00:09:32
Those kind of things are making a big difference in cyber and so it's really leveled out and. 00:09:38
There's still bad actors out there that are are. 00:09:44
You know, getting the computers but. 00:09:48
It's it's really gotten under control for the people who adopt the right safety measures and you guys have. 00:09:50
The other little policy there was just $606.00, but that's a. 00:09:57
Accident policy for community corrections just if they put somebody on a. 00:10:01
Give them community service and they get hurt. It just pays. 00:10:06
For relatively minor injuries, if if somebody's hurt in that capacity. 00:10:09
We've had that a few years. 00:10:14
Again, if there's any questions, any point to slow? 00:10:18
I'll speed up or slow down, whatever you want, but. 00:10:21
Next we have the workers comp. 00:10:24
First thing is our experience mod just did go up a little bit and that's a factor that's applied to the premium. 00:10:27
That's not applied by the insurance company. It's from the NCCI, which is the quasi governmental body that overseas. 00:10:34
Workers comp insurance. 00:10:41
And our mod went up a little bit because we had two years ago actually. 00:10:43
Some more losses than normal. 00:10:48
And. 00:10:51
That just it's a form just a plants the amount of premium versus how many losses. 00:10:52
And it punishes you if you have higher losses and what they deem should have been. 00:10:57
And then rewards if it's less so right now we're at a 1.27. 00:11:02
Factor last year we were 1.15, so it's a 12 point. 00:11:07
But that is not an increase, that's not a rate increase or anything. That's any insurance company who put you with has to use 00:11:12
those same numbers. 00:11:15
Instead of part of the. 00:11:19
Workers Comp. 00:11:21
And it's fair. I mean, if you don't have losses, you get. 00:11:24
Money back if you. 00:11:26
If you do, you don't. 00:11:28
Oh, excuse me. 00:11:31
And I want to stress this can go back through. 00:11:34
Three years. So when that's what I'm about to say, if you look at me and say well, we didn't give 10% raises, but. 00:11:36
Our payroll is up. 00:11:41
About 10%. 00:11:43
From what was estimated last year. 00:11:44
But that really rolled back three years because. 00:11:47
We're going by the last year's audit for this year's numbers. 00:11:51
And so last year's audit was done on the prior year. 00:11:54
So. 00:11:57
And it could be too, that if you had say. 00:12:00
You know, needed 10 jailors and you were able to hire that. 00:12:03
That affects that but. 00:12:06
Bob Marley's is that our payroll is up. 00:12:08
Fortunately. 00:12:12
The. 00:12:13
The rates stayed very stable and workers comp, the only thing really affecting our our premium there and it is up. 00:12:14
13%. 00:12:22
But the only thing really affecting our premium there is that experience modern bump of 12%. 00:12:23
12 points. 00:12:29
So it is up some. 00:12:31
I did have another alternate quote in the back. This is the large deductible plan. 00:12:33
We've talked about that in the past. 00:12:38
It's worked well and. 00:12:41
And Michelle and I had a conversation this week and we. 00:12:44
We have lost control. People come in from these companies and they. 00:12:48
Assess the county and all but. 00:12:52
We really feel like. 00:12:55
Eastern Alliance is a very, very good job on the claims. They're very good on lost control. 00:12:57
Their service has been very good. 00:13:03
We do have another quote from iPad. 00:13:05
It's umm. 00:13:08
253,000. 00:13:10
Eastern Alliances 139,000. 00:13:12
I keep in mind that we got $150,000 deductible. 00:13:15
With eastern land so. 00:13:18
It's close, but I think with their service, we should stick with Eastern lines. And by the way, there's one other thing is it? 00:13:20
And by the way, I apologize that this is the last day before this renews. 00:13:26
Sunday. 00:13:31
We usually try to get here. 00:13:32
At least the meeting before this. 00:13:34
We literally got information today on some of this and. 00:13:36
What we got today was. 00:13:40
Eastern Lions was saying they wanted to go to a $400,000 line of our letter of credit. 00:13:42
That the county had to supply. 00:13:47
To be sure, you could pay your deductibles to them if. 00:13:49
You ever decide just not to paint? 00:13:52
And I called them again. We've been asking them, but I called again yesterday and. 00:13:55
The CFO of Eastern Alliance agreed that they'd stay at 2:50. 00:14:00
So we don't have to do the letter of credit thing. 00:14:05
I thought that was real good news and literally got that information at noon today. 00:14:09
And by the way, the as far as. 00:14:15
Being at this meeting versus a prior meeting. 00:14:18
The. 00:14:22
To be able to give you the advanced information, we literally got a lot of numbers. 00:14:25
Day of the last meeting and a few things a little bit after, but we really had everything the day of but. 00:14:29
I wouldn't have been able to give it to you in advance and so. 00:14:34
We decided to move to this meeting so. 00:14:37
The second page just shows you more the premium comparisons. 00:14:41
And. 00:14:46
You know, just as a. 00:14:47
Sideline So you know, you see a lot of money going out. 00:14:50
But. 00:14:53
Just as a. 00:14:54
For your knowledge. 00:14:56
This year. 00:14:57
On auto, we've had 33 automobile planes. 00:14:58
Six general liability claims, one law enforcement claim. 00:15:01
And one property claim. 00:15:05
Same numbers last year. 00:15:08
14 auto planes, 9 general liability. 00:15:10
Five law enforcement and two properties so. 00:15:14
There is claims activity. 00:15:17
We usually don't talk about reserves and, you know, money that the company set aside for large losses. 00:15:22
You know on an individual loss because it becomes public knowledge then. 00:15:28
And we don't want to tell the people that are suing us how much we think we're going to have to pay him so. 00:15:33
We typically don't talk. 00:15:38
Specifics there, but there are several. 00:15:40
Meant 6 figure reserves hanging out there on some of these items so. 00:15:44
And that's that's not uncommon. 00:15:49
With an account like this so. 00:15:51
Any questions? 00:15:56
Not over your numbers on this other page here. 00:15:59
Yeah. 00:16:03
I was just looking at some of these addresses. What do we own at 1015 E Main? 00:16:07
I imagine this is property that we own. 00:16:14
That is your statement values. That's what makes up that. 00:16:19
The values and I don't know of anything at 1015 E main. 00:16:23
Parks Department. 00:16:32
Oh yeah, yeah, definitely. 00:16:34
Are we covering the library in Galena? 00:16:38
Yes. 00:16:40
OK, where was it? Oh, there. I see you. 00:16:43
We're just showing it being an office. 00:16:45
And all has its contents in them. 00:16:47
$7400 worth of content, so it's a. 00:16:50
Button Town Roads, Greenville Park. Do we own that? 00:16:54
OK. And it looks like Georgetown's utilities are on here. 00:17:00
At State Road 64. 00:17:08
Or is that? 00:17:12
At 6621. 00:17:14
I don't know. OK, I'll look at it. 00:17:17
And call me if we can dig into. 00:17:19
I'm just curious those popped out at me that. 00:17:21
Yeah, well, that's why we put it there. I want you to see for like in the. 00:17:24
I appreciate the last page. 00:17:28
And one way to look at this too is usually the newest stuff is at the end because when you add it on it just goes to the back of 00:17:30
the list. 00:17:33
So like the Chase building and the. 00:17:36
The health department building are there so. 00:17:39
Yeah, I saw that. 00:17:43
The way I did want to. 00:17:46
I didn't. This is a. 00:17:48
A copy of all the proposals, all the actual. 00:17:52
4 plate holders from the various companies. 00:17:56
I didn't make a copy for everybody because you get that electronically too and. 00:18:02
It's just, you know, I kill more trees than. 00:18:05
If you want it, I can get it for you, but there's one copy. 00:18:09
I do have a couple documents that need to be signed. 00:18:16
If you choose to to stick with Eastern Alliance on the high deductible plan and there is a. 00:18:19
An uninsured motorist. 00:18:25
Form that has to be signed on the travelers that just. 00:18:27
Chooses your level of uninsured motorist coverage for. 00:18:31
In case an uninsured motorist hits one of our cars. 00:18:35
That the right spot. 00:18:44
Excuse me, 1015 E Main. 00:18:46
No, not a man. 00:18:51
We did go through that list. 00:18:58
Pretty carefully with Don Lock. 00:18:59
In the last year, so the. 00:19:03
Locations. 00:19:06
And it's around the Culberson mansion. 00:19:08
Coke was a match of the night. 00:19:11
I don't know what that I don't know what that is. 00:19:15
It's possible a good sort of just a contents, only it could have been an office. 00:19:25
Somebody just nobody told us. 00:19:29
Didn't have it anymore, so. 00:19:32
If it's a smaller value. 00:19:33
It could get overlooked if nobody thinks to tell us. 00:19:36
I doubt that the number will change dramatically by taking it off. 00:19:40
Right. Yeah. 00:19:45
It's what? 00:19:49
St. Paul's Church. 00:19:51
What's the address to 5530? 00:19:53
You ever have meetings there for? 00:19:56
It's. I probably should. 00:19:59
Well, that one I don't know about. 00:20:05
We tend to focus on the higher value. 00:20:07
Stuff we'll I can dig into any of those you want me to and. 00:20:10
We were moving if you don't have them. 00:20:13
OK, So what do you need a proof of and signatures on tonight? 00:20:20
And and they should be included in your well in your electronic. 00:20:24
Documentation These were in. 00:20:29
There were also extra stuff because we thought we had to do that. 00:20:31
Let her credit some some of that. You can disregard that. 00:20:34
This is a uninsured motors. 00:20:37
That basically we are choosing the limit of $1,000,000. 00:20:40
One of our cars gets. 00:20:44
Hit by the shirt motors. 00:20:46
The limit will pay to the occupants and stuff as a million. 00:20:48
That's important. 00:20:53
I get that, I just I don't know. 00:20:55
I could leave them if you want to look them over here. Yeah, I think so. 00:20:59
But publicly, we need to probably accept this proposal as submitted. 00:21:03
Of course. 00:21:08
It's gonna have to be. 00:21:09
The Food Council as well that you were telling me you need. 00:21:12
Action on some of that tonight with regards to the. 00:21:16
One component of that but. 00:21:21
Need to be done by Sunday. 00:21:22
I mean, it's, it's I'm keeping the capital. I'm not going to let it. 00:21:25
But yeah, we do need improvement on that. 00:21:31
At some point I'm going to keep it, but. 00:21:34
So there is funding says that just there may need to be an additional appropriation. 00:21:38
The gap right between. 00:21:47
Right, we understand what the. 00:21:50
That's your total bottom line was. 00:21:57
$1690.68. 00:22:08
This year 1,148,000. 00:22:11
Yeah. 00:22:18
We got it in room boat. 00:22:21
Overall, that's what we got it in Riverboat, yeah. 00:22:23
Yeah. 00:22:31
So all right. 00:22:34
I mean motion we're looking for. 00:22:36
Take a motion to approve this estimated to go ahead and submit it on to the council for funding. 00:22:38
I'll make a motion that we accept the. 00:22:48
Close to Smith agency proposal for property and liability insurance renewal. 00:22:51
I'll second. 00:22:57
All in favor, aye? 00:22:58
All right, thanks. We'll look at that after the meeting then and conversation. 00:23:01
The workman's compensation different. 00:23:05
That's included. 00:23:08
Yeah, he was. He was just reading off the agenda. So the proposals I submitted. 00:23:10
Well, except Pennsylvania. Yeah, All right. So. 00:23:19
I have a motion. Do you want to amend that just to? 00:23:27
Accept. 00:23:31
All proposals as submitted this evening. 00:23:33
Yeah, OK. 00:23:36
Yeah, so I'm in my. 00:23:37
Motion to accept that. 00:23:40
All the proposals. 00:23:42
That. 00:23:43
Presented to us from Gloucester Smith Agency. 00:23:44
That workman's comp and. 00:23:48
All of it. 00:23:51
OK, have a motion and 2nd all in favor. Aye, thank you. I'm informed that. 00:23:52
Representatives from the health department legal team will not be available tonight. And so I'm going to look for a motion to 00:23:58
formally table some items 2A and 2B. Thank you, Glenn. 00:24:04
Thanks. Have a motion and 2nd to table that we're going to try to put that specifically on the next agenda, correct? 00:24:09
OK, all in favor. Aye aye. 00:24:16
All right. Do we have members from the public here tonight interested in the Lumos situation? I recognize one person in the back. 00:24:20
All right, I'm going to give that slot. 00:24:28
#2 on the agenda to Lumos Do we have representatives from Lumos here tonight? 00:24:33
Yes, that we met. 00:24:39
Upstairs. But you were not here publicly last time, so. 00:24:41
Do you have anything that you would like to preface? 00:24:45
This discussion with what I'd like to happen and the reason I moved it up is because I would like for a representative from Loomis 00:24:49
to. 00:24:52
Have Q&A with us, but also with members from the. 00:24:56
Public in the hallway after this discussion. Yes Sir, for sure. 00:24:58
Yes, Sir. So I just want to give kind of. 00:25:03
Status update where we were at. 00:25:06
So Loomis has a number of. 00:25:09
Permits Utility permits in the county. 00:25:11
To lay fiber optic. 00:25:13
Cable. 00:25:15
With 9 total permits. 00:25:17
On June 5th. 00:25:20
After a number of reports of utility strikes and other complaints we've received. 00:25:22
We issued a stop work order on that. 00:25:28
Particularly concerning some gas line strikes. 00:25:31
So we met with center point Lumos. 00:25:35
Fire departments, they developed a kind of plan of action. 00:25:39
And we reinstated uh, uh. 00:25:44
Allowed them to start work again on June 23rd. 00:25:46
On June 27th. 00:25:51
We were notified of a strike of a water line. 00:25:53
That was not initially reported to us by Lumos or or the water. 00:25:58
But from residents. 00:26:04
That, as well as a couple other complaints from. 00:26:06
Strikes of a fiber optic Another fiber optic tape. 00:26:10
One LED us to reinstate that stop work order. 00:26:14
We I met with Lumos yesterday to discuss some of these. 00:26:19
And potential solutions to start working. 00:26:24
Yeah. Thanks, Nick. 00:26:33
So my name is Darren Stout. 00:26:35
I think I met with Mr. Naval, Mr. Sharp. 00:26:37
Previously concerning these things. 00:26:41
Not my favorite. 00:26:43
Task that I do here at Lumos. 00:26:45
Umm, we. 00:26:49
We're beginning a 6,000,000 foot. 00:26:54
Bill, starting in your. 00:26:56
County over here, Captain Clark and Floyd. 00:26:58
And we're making pretty fair headway. 00:27:01
We have experienced some strikes that have had a good high bit of visibility. 00:27:03
We take ownership of all the strikes. We take ownership of the whole. 00:27:13
Project here. 00:27:18
Our goal is to. 00:27:20
Keep that strike level. 00:27:21
Managed. 00:27:24
We like 0. 00:27:25
But. 00:27:27
We don't get 0. 00:27:28
When we have a strike, I'll speak directly to the water strike that we had. 00:27:29
On Friday last week in the afternoon. 00:27:34
The contractor, that's the subcontractor was out there. 00:27:38
Failed the pothole. 00:27:42
The. 00:27:44
Water line that was clearly marked. 00:27:45
And. 00:27:48
Just improperly. 00:27:50
Drill umm. 00:27:52
Hit the water line. 00:27:53
They did reach out to the water company. 00:27:55
Right away and got them. 00:27:58
Working towards it. 00:28:00
We were notified. 00:28:02
My folks were in the area about 15 minutes away. 00:28:04
Came out to the strike area, saw the water. 00:28:08
And just worked and worked it from there. 00:28:12
The strike. 00:28:15
Or the water was down. 00:28:17
For approximately 7 hours. 00:28:19
And affected. 00:28:22
Number of residents in that area in the afternoon. 00:28:24
So what we did, we investigated. 00:28:32
These this. 00:28:34
Contractor strike. 00:28:36
Found that they were. 00:28:37
At fault 100%. 00:28:39
This was a kind of a strike. 00:28:41
That was egregious enough that we chose to. 00:28:43
Move them from the project. 00:28:47
Overall. 00:28:51
I mean, as we walk through this and as you've heard before. 00:28:52
We did create an action plan. 00:28:56
For Floyd County to continue through here and work. 00:28:58
And it included. 00:29:02
The monthly safety meetings with the. 00:29:04
With the crews to locate. 00:29:06
You know, discuss locate issues, best practices for locating. 00:29:08
That happened with Center Point Gas. 00:29:12
That previous, that Friday, previous. 00:29:15
I just want to let everybody know that we track and monitor all the strikes and all the incidents. 00:29:19
On all the jobs. 00:29:24
A number of the strikes. 00:29:28
That we were alleged to have committed. 00:29:30
We're not ours. 00:29:33
In total, two of those strikes as we. 00:29:35
Explain at that last meeting, two of those gas strikes belong to us. 00:29:38
Two of them did not. 00:29:44
The strikes that happened. 00:29:47
Last week on Friday and previous to that, we investigated those as well. 00:29:49
The alleged the fiber hit. 00:29:54
Was actually a spectrum cable. 00:29:56
Strike. 00:30:00
And it was an unlocated. 00:30:01
Cable umm. 00:30:04
It was repaired. 00:30:04
Fairly quickly. 00:30:06
Affected that one custom. 00:30:07
Again, we track all of these strikes regardless of. 00:30:10
Fall. No fall. 00:30:13
All of those sorts of things. 00:30:15
Additionally, we tried these action items. 00:30:19
We've started to communicate sooner with your team. 00:30:22
And the folks out there in the FDA is? 00:30:26
We have. 00:30:32
30 days prior we send out these mailers. 00:30:33
Couple weeks prior we have a precon meeting with the. 00:30:36
Folks, we. 00:30:39
Walk the neighborhoods, put tags and stay in flags in their yards. 00:30:42
And attempt to meet with. 00:30:47
With folks and answer questions. 00:30:48
Then we. 00:30:52
Basically, when we call in our locates. 00:30:54
We work with. 00:30:56
The UT. 00:30:58
To help. 00:31:00
Each other manage, you know, getting paint on the ground. 00:31:01
Prior to any. 00:31:05
Drilling operations. 00:31:07
And I want to make it pretty clear. 00:31:09
That we. 00:31:11
Take very seriously if somebody drills on a ticket. 00:31:12
That's still open. 00:31:15
In other words, if it's not totally locate located. 00:31:16
That's that's just, that's a serious infraction for us. 00:31:20
We we continue to train weekly we can or monthly we continue to train for safety. 00:31:28
And uh. 00:31:33
We understand that. 00:31:35
We need to keep it clean. 00:31:37
And we understand that we need to. 00:31:38
Yeah. 00:31:41
Help with the visibility in those neighborhoods. 00:31:43
With all of the homeowners. 00:31:46
And, you know, answer their questions. 00:31:49
This strike on Friday. 00:31:56
Happened at a pretty poor time Friday afternoon. I mean, a water strike. There's just really, there's no. 00:31:58
No way around it. It just looks bad. The news came out and all those sorts of things. 00:32:03
We're working to. 00:32:08
You know, help with that visibility out there. 00:32:09
As I said before, we've. 00:32:13
Lower the number of. 00:32:15
GCS and crews in the fields at any given time. 00:32:16
We're keeping the footages down to help. 00:32:21
Manageable for the paint. 00:32:24
And and that sort of thing. 00:32:29
Umm. 00:32:32
So we're moving through. 00:32:35
The county. 00:32:37
At a fairly good clip. 00:32:38
I was asked to give an update as far as where we stood in your on your permits out here. We've got about 60,000 feet left to drill 00:32:42
on those particular permits. 00:32:45
We got several of these, what we call FDHS, their neighborhoods that are prepared. 00:32:52
For to light them up. 00:32:58
Or literally, we've got light up at that Hut we're testing and. 00:33:01
Working to get the circuit operational. 00:33:04
As we speak. 00:33:06
They're doing all that testing in the background. 00:33:07
And we are in a situation now where we can. 00:33:10
You can start to line up customers and show you what we've got. 00:33:14
I've sent pictures I've reviewed. 00:33:18
The FDA's with Nick and his team. 00:33:20
And the restoration efforts are pretty darn good. 00:33:23
Not perfect. 00:33:28
But they're pretty darn good. 00:33:29
And we continue to work. 00:33:33
You know any customer issues that come in? 00:33:36
Through our system, our internal system. 00:33:38
We are continuing to work those and take care of those very quickly, as quickly as possible. 00:33:41
So. 00:33:47
I guess with that being said. 00:33:49
I'd like to. 00:33:51
You know. 00:33:53
As a conversation back and forth, I'd like to answer any questions might have. 00:33:55
And additionally see. See where. 00:33:59
Where we can find some common ground to move forward? 00:34:02
And and and that sort of thing. 00:34:05
Thank you. Any comments on? 00:34:10
I'll concur with everything he said. 00:34:17
Everything he said was accurate. 00:34:19
He and his team has been very responsive to myself when I've. 00:34:22
Requested information, notified them of instances. 00:34:27
The restoration pictures that we have. 00:34:32
Gotten from the field look very good. 00:34:34
You know when when everything is tore up, it looks bad, but. 00:34:38
That's the nature of construction. 00:34:41
When they get it back in it looks pretty good. 00:34:44
Comparable to any other. 00:34:46
Utility provider if they're doing work. 00:34:49
So from that regard, I think that the issues that we are still seeing that are legitimate and serious issues are the utility line 00:34:53
conflict strikes. 00:34:58
And and getting those sorted out. 00:35:04
Is really our program. 00:35:07
I mean, I think I heard you say 2 maybe three times as quickly as we can and that seems to be the problem I mean. 00:35:09
Maybe a little bit of a general slowdown here to make sure that you don't get ahead of the markings because. 00:35:16
Every time you go to light up a neighborhood, my phone lights up and like. 00:35:20
Emails light up. 00:35:23
We've got news people calling me and. 00:35:25
You know I want the job done and I know you have a right to do that job. 00:35:27
But I think these to be generally slowed down. I mean. 00:35:31
Make your recommendation earlier was to allow them to start pulling some. 00:35:34
Fiber for the next. 00:35:39
Day or two and then. 00:35:40
Get back to drilling. 00:35:43
Sometime next week after you're assured. 00:35:46
Fiber point that they can do with that. 00:35:49
Does not require any additional drilling. 00:35:51
You know, drilling being the issue. 00:35:54
My recommendation would be to allow that work to commence. 00:35:57
Let let the bottling. 00:36:02
Mine locating get ahead, slow down the drilling to. 00:36:04
10 thousand 5000 square. 00:36:10
Linear feet a week. 00:36:12
Just to kind of slow it down and make sure we're doing it right starting on Monday. 00:36:14
Mr. Stanley. 00:36:21
I can only imagine in the nature. 00:36:22
Business this year and that. 00:36:23
Utility strikes. 00:36:25
It's common practice. I mean, I would think that everybody. 00:36:27
Tries to avoid those as much as possible, but. 00:36:30
I have to say I agree with House assessment that you guys have put so many people on the ground. 00:36:33
And have moved so fast that. 00:36:38
It's been hard for anybody to catch up and it seems like. 00:36:40
They're all competing, trying to get more work done so they can get paid or whatever the issue is, but. 00:36:44
You know, I personally. 00:36:50
I know that all these strikes were not. 00:36:54
The responsibility of limos on the 1st. 00:36:56
Stop with Fernando. Two of them were not but. 00:36:59
My biggest issue is is that. 00:37:01
I understand these strikes are going to happen, but. 00:37:04
These things have got to be self reported and. 00:37:06
At this point, you know. 00:37:08
Fire department and other entities have provided training. 00:37:11
For your personnel. 00:37:14
But it doesn't seem like anybody's applying it. 00:37:16
I mean, you can check all the boxes you want and say, well, we've done this, we've done this. We wouldn't do this if you're not 00:37:19
applying any of these lessons and there's training that you're receiving. 00:37:23
It's meaningless. 00:37:27
Yes, Sir. 00:37:28
Yes, Sir. So I mean. 00:37:29
I'm just at least at this point, I'm not convinced that. 00:37:31
There's been an action plan put in place that I could buy into. 00:37:34
Yes. 00:37:38
I I mean, if I may speak to that. 00:37:41
We. We. 00:37:44
This training, albeit we went four days. 00:37:46
We literally drill. 00:37:49
Three of those days. 00:37:51
Before that strike. 00:37:53
Not a good look. 00:37:54
Not a good look. 00:37:56
What I can tell you is that the action plan. 00:37:57
Was not started on. 00:38:00
One day and then we're two weeks into the. 00:38:02
This is from. 00:38:05
You know from back. 00:38:08
Additionally. 00:38:11
We know we're going to have. 00:38:13
That active or maybe not, or however it happens. 00:38:14
But. 00:38:19
We feel that we are moving in a good direction. 00:38:19
Especially with the communication side of the thing. 00:38:24
When we're able to give those St. sheets to let everybody know where we're at, how things are going. 00:38:27
Where you know communicating with. 00:38:32
You know, umm. 00:38:34
Basically at will, at his, you know, at his discretion and attempting to be. 00:38:36
You know in. 00:38:41
In in the field. 00:38:43
With our management teams. 00:38:46
I feel like. 00:38:49
You know we're making. 00:38:51
I feel like we're making some headway. It's hard for me to stand right here. 00:38:53
And say, yeah, we're making headway. We. 00:38:57
Had a strike. 00:38:58
You know, four days later. 00:39:01
So I understand where you're coming from, but I would ask. 00:39:02
That you know over the. 00:39:06
You know, duration. 00:39:09
As we continue to, you know, make some headway, especially I think as we continue to. 00:39:11
Possibly like. 00:39:16
And get some folks with the you know, they may get a better understanding. 00:39:17
Of actually what we're bringing to the table. 00:39:22
I will say that we can do a better job of communicating forward. 00:39:25
And that's one of the things that started. 00:39:29
But not we haven't seen much. 00:39:31
You know much from it. It's only been a week and. 00:39:34
Two weeks, so I understand your concerns, Mr. Sharp, and. 00:39:36
As I said. 00:39:40
I'm standing before you and that's, you know. 00:39:43
We hope I hold myself accountable. 00:39:46
That's Frank. Well, I understand construction. I understand things happen. My only issue is that there's somebody from Lumos here. 00:39:51
So that when something happens. 00:40:00
We can instead of those citizens calling us or the media calling us. 00:40:03
Yes, that we can refer them to you or whoever and they should be here and we should. We shouldn't have to go looking for anybody. 00:40:08
And that's my only concern is when something happens. 00:40:15
That somebody's here to take responsibility for and deal with it. 00:40:19
So we don't have to and the residents don't have to. 00:40:23
And that was that was my issue in the beginning is. 00:40:27
We didn't speak their language, we didn't know who was in charge, and it was 3 or 4 levels down in Subs. 00:40:31
Before we could find somebody. 00:40:39
So. 00:40:42
If you're dealing with that, then. 00:40:44
Great. Yeah, it's my understanding that the gentleman who was here at the last meeting was going to be that point of contact. 00:40:46
But so he left. 00:40:51
Well. 00:40:55
So his his job title is that. 00:40:58
That is one of the things that he helps us with basically, you know, understanding and helping with. 00:41:00
You know, the government authorities and things like that. 00:41:06
The buck stops right here. 00:41:09
The buck stops with our folks in the field. 00:41:11
We have. 00:41:13
Outside plant construction engineers. 00:41:15
That are in the field in the drilling area daily. 00:41:17
Now. 00:41:21
I will say that. 00:41:22
You know. 00:41:24
That they're, you know, that they're, they've got a lot, a lot to look at. They're moving from place to place. 00:41:26
We also have. 00:41:31
Superintendents for all the general contractors. 00:41:32
Are all responsible. They have superintendents and they have construction managers in the field as well. 00:41:36
We continue. 00:41:41
To, you know, raise the awareness. 00:41:42
Of basically being where when you see. 00:41:45
A hot spot? 00:41:48
Like when you see that there's going to be an issue somewhere, when you see a group of citizens that are, that may or may not be. 00:41:50
You know, 100% on board with what's going on. 00:41:56
Let's just be a little more proactive. 00:41:59
And let's, you know, continue to work with them. 00:42:01
I can only say that. 00:42:04
You know we have yet to prove ourselves. 00:42:05
But we will. So whose number should we be giving them? Mine. 00:42:09
All right, so Susanna, do you have Mr. Stout's number? 00:42:12
And don't know that I have a heart for you, but that would be great. 00:42:16
All right, yeah, I'm, I'm fine with. 00:42:19
As long as we got contact and. 00:42:22
I'm going with Nick's recommendations. 00:42:26
OK. 00:42:30
So this is, this is what everybody in the field, every driller in the field, everybody in the field has that's a. 00:42:33
This is the card that they're supposed to be following is out. 00:42:39
Yeah. 00:42:42
Make sure she's got your phone number. 00:42:44
OK, so there's. 00:42:46
Formal. 00:42:49
Vote taking place tonight. I mean, there is and there is. There's not one on the agenda, but. 00:42:51
Commissioner Loop is OK with following. 00:42:57
Nick's recommendation on that, which would be Nick basically through the end this week pulling. 00:42:59
Fiber and then. 00:43:06
Reassessing Monday or Tuesday and then letting us know whether you still feel that they should be allowed to drill at that point 00:43:09
in time. 00:43:12
Mr. Sharp, I'm not in favor. I would rather see a more detailed action plan before. 00:43:16
But you know what you all decide is? 00:43:21
OK, I'm gonna, I'm gonna go with. 00:43:24
Mr. Loop and. 00:43:26
Just because I want to see this thing moving forward so that. 00:43:28
Out of the calendar I want a completion date. 00:43:30
As Mr. said. 00:43:35
All right, so. 00:43:37
We have his number. I think there's at least one person who would like to speak to you in the hallway for sure. And then it looks 00:43:39
like. 00:43:42
We'll put Nick in charge of. 00:43:47
Oversight on that. 00:43:50
And then we'll need some sort of official announcement. 00:43:51
So that the community knows that there will be. 00:43:54
At least some level of work allowed. 00:43:57
Through the weekend and then the Monday then. 00:44:00
Thank you. 00:44:03
Thank you, I appreciate it falling on the store. 00:44:05
Get together with you at your convenience and we can. 00:44:08
Work through. I appreciate, you know, I've enjoyed speaking with you and talking with you. I just wish you were here every day. 00:44:10
Yeah. Yes, Sir. Thank you. Thank you. 00:44:15
Alright. 00:44:21
I'm gonna juggle the agenda a little bit here as a courtesy to Mr. Watson. 00:44:24
I'd like for you to go ahead. 00:44:29
Come up and. 00:44:30
Present your. 00:44:32
Cyclical reassessment. 00:44:34
Question for bids. 00:44:36
OK, this shouldn't take very long. 00:44:40
Rick, if you'd like to? 00:44:46
Explain what we're looking at here tonight for the. 00:44:48
Public. 00:44:50
Basically a contract or permission for. 00:44:51
Mr. Watson and his office. 00:44:55
To shop around for. 00:45:00
The person doing. 00:45:02
The assessments correct. 00:45:03
This is to get bids for reassessments of property. 00:45:10
Which ultimately. 00:45:14
Filters down to. 00:45:18
What you're going to pay in taxes. 00:45:20
True, yes. 00:45:23
And so. 00:45:25
You've put together a. 00:45:27
Request for these different companies to put their bids in in terms of assessing the property for tax purposes. Your contract, 00:45:30
current contract coming to an end or you just thought that was your current contract coming to an end and so it was time to reshot 00:45:36
these. 00:45:42
But. 00:45:51
I don't know why this is when I was told we needed to do it to be sure that. 00:45:52
We had everything in order when. 00:45:57
It needed to be. 00:46:00
And so that's why we're proposing that. 00:46:02
Now it's just a request for a proposal. 00:46:07
Or companies that are in the business or reassessing properties. 00:46:11
Most of these. 00:46:18
Companies are fairly big and they do it all over the state. 00:46:19
And I'd say probably. 00:46:26
8090% of the of the counties. 00:46:29
In the state. 00:46:33
Use companies such as this to determine their. 00:46:34
Assessment. 00:46:38
You know, I think one thing we need to realize we don't. 00:46:40
You know, it's always the assessor's problem. 00:46:43
But. 00:46:46
The state. 00:46:47
Has guidelines. 00:46:48
They send down to us every year. 00:46:50
We have to follow their guidelines. 00:46:53
This year their cost manuals increased 30%. 00:46:56
Doesn't I can do about that? 00:47:01
You know that it? 00:47:02
So it goes up 30% for that and other things. 00:47:05
Today we had to have. 00:47:09
Our figures role. 00:47:12
To the state of Indiana so that they can figure the. 00:47:14
The rates. 00:47:18
You've got on and all that set. 00:47:19
By the state. 00:47:22
For us to do. 00:47:23
And. 00:47:25
You know, for. 00:47:28
I don't think we realize. 00:47:29
Nobody wants to hear this, but the taxes that we hear have around here. 00:47:32
Are not that bad compared to. 00:47:38
Other States and other counties. 00:47:42
You know, I think Floyd County is one of the lowest in the state. 00:47:46
So you ought to be appreciative of. 00:47:49
Of how these people spend our money. 00:47:53
What we have to do? 00:47:57
I don't. I'm not concerned with your taxes. 00:47:59
I'm concerned with the value of your property. 00:48:03
And I've been an appraiser for 51 years and. 00:48:05
That's all I do. 00:48:09
So. 00:48:10
It's up to them to spend it. 00:48:12
We'll just try to find a fair and equitable way for us to collect it. 00:48:15
And I see you've modified this to allow the bids to. 00:48:20
Come in all the way up till 6:00 at the Commissioners meeting. 00:48:24
It was. 00:48:30
All right, Yeah. 00:48:31
So on the. 00:48:33
What is it? The end of August 29th or something? 00:48:34
August 5. 00:48:39
August 5th, 5. 00:48:40
Oh yeah, yeah. 00:48:42
I'm in the wrong? 00:48:43
Yeah, right. 00:48:45
And. 00:48:47
You know, there are several people. 00:48:48
I don't know if the proper way to do it or not, but there's several people I've talked to. 00:48:51
To get their handle on what they do, how they do it. 00:48:55
And hopefully. 00:48:59
Will be able to. 00:49:02
Get the right. 00:49:04
Company at the right price to do the best job. 00:49:05
That they can for our county. 00:49:09
OK. Hopefully we'll get lots of bids. 00:49:11
Any other questions or discussion? 00:49:13
Look for a motion to approve to make a motion to approve the. 00:49:16
Request for contract bids. 00:49:20
For the Senate, where'd it go? 00:49:23
Yeah, I'll second it. A reassessment. How about to approve the Yeah. 00:49:26
All right. All in favor, aye. 00:49:31
All right. Thank you. 00:49:33
Thank you very much. Thanks, Derek. I have two other quick adjustments because I think these will be more brief. I have no idea. 00:49:34
How long the EMS discussion is going to take? So Horatio, would you like to come and. 00:49:41
Discuss your change order. 00:49:45
And. 00:49:50
This change order is for the audience and roads like correction. 00:50:02
During the final revision of the. 00:50:10
And put in all the. 00:50:14
Project in 3D. 00:50:15
He found out that. 00:50:18
The stationing for the length of the wall. 00:50:21
Along the center line of the road. 00:50:24
Is not the same as the length of the row. 00:50:26
Outside umm. 00:50:29
The survey line. 00:50:31
So. 00:50:33
Depending on the location. 00:50:35
On the road it's fairly straight. 00:50:39
The variance is. 00:50:44
Much. 00:50:47
But there is a curve there. 00:50:48
That costs this. 00:50:50
Were to be increased because they. 00:50:53
Related the length of the walk based it on the station near the seven algebra. 00:50:58
I don't know if it makes sense to you. 00:51:04
Yeah, I've talked to you about it. 00:51:06
Inform. We have talked to folks over there about. 00:51:09
Yeah, and they're also they were short on the. 00:51:12
The barrier and then we're also. 00:51:15
Short on the barricade. 00:51:18
For to make the MO there. 00:51:19
Maintenance of traffic. 00:51:23
So those are the two additional items. 00:51:24
Need to be added to that. 00:51:27
And I hope this is. 00:51:29
The last one. 00:51:32
We haven't had a lot. They're still on schedule, right? 00:51:33
They plan to get this done. 00:51:37
But Halloween? 00:51:39
Next week? I don't know. 00:51:43
OK, so their heads schedule, yes, they are heads, but. 00:51:44
The most is going to be. 00:51:48
Before, I'm happy to verify for you and everyone here that there are nerves in that road. 00:51:50
I've driven and I've walked. 00:51:57
Like, yeah, and it was 3040 feet. It's a critical part of it was roughly $40,000, correct? 00:51:58
All right, 4530. 00:52:05
Dollars $0.69. 00:52:09
OK, so. 00:52:11
Any questions on that? 00:52:14
Alright, look for a motion to approve. 00:52:17
2nd. 00:52:20
All in favor, aye, thank you. And then Floyd County Sheriff Steve Bush with an aviation MOU. 00:52:21
Just so I know, I also said. 00:52:29
Europe you service certificate. 00:52:32
15 May I'm in office. 00:52:33
OK, anyway, Sheriff Steve Bush. 00:52:36
Before you be an aviation MO U with Clark County Sheriff's Office. 00:52:39
No money's involved. 00:52:43
Originally when we got this, we weren't really for because it involved monies. 00:52:45
Paying out gas, maintenance and different things and we don't use this enough. 00:52:49
But they came back and talked about it some more. 00:52:53
It's just basically a manpower. 00:52:56
So what's this down? Also starts if we need them. 00:52:58
As far as the helicopter goes and searches. 00:53:00
For lost kids, adults and other things. 00:53:03
Chases, whatever. 00:53:05
And they do. 00:53:07
All right. No. Look straightforward to me. So I have no further questions, No. 00:53:10
All right, look for a motion to approve. 00:53:15
Motion to approve. I'll second. 00:53:17
OK. The motion is second all in favor. Aye, Thank you very much. 00:53:21
All right, Captain Young with Highlander Fire Protection District, but it's been my practice if we have an agenda item and someone 00:53:25
from the public wants to discuss it first. And Billy Stewart did sign up to discuss this, so if you have. 00:53:31
Mr. Stewart, welcome back. 00:53:39
If you have insight into what this is about that I don't, that's great. 00:53:41
Not understanding that, just a sense of. 00:53:45
OK, I'm on this board. 00:53:47
Speak for the more, just for myself. 00:53:51
And they'll be talking about EMS for a long, long time. 00:53:53
And we used to have private company provided. 00:53:57
That brave reasonable rights. 00:54:00
There's always discussion that we need more. 00:54:02
It wasn't good enough. 00:54:05
So we looked at. 00:54:06
Other things that county owned. 00:54:07
System umm. 00:54:10
Or hybrid system. 00:54:11
Right now we have a hybrid system fire department. 00:54:13
You know, primarily doing it. 00:54:16
You know. 00:54:20
I really believe in limited government. 00:54:21
Small fishing government. 00:54:24
We want the best EMS we can have. 00:54:26
But for the best price. 00:54:30
You know, and I just ask you. 00:54:32
Guys to always consider that. 00:54:34
When you look at these things. 00:54:36
The taxpayers are at its limit. 00:54:39
Property taxes are high. 00:54:41
School taxes are high. 00:54:43
Inflation. 00:54:46
Everyone's pinching patties. 00:54:47
You really need to ask because. 00:54:49
And Sarah, I'm not saying you're not. 00:54:51
Really consider. 00:54:53
The cost of these things? 00:54:55
In the perfect world. 00:54:57
We would have. 00:54:59
67 AM lenses. 00:55:00
Would have doctors in them. 00:55:02
Knew me, but we don't have that kind of money. 00:55:04
The public does indicate. 00:55:07
So, you know, I hear things out in the public. 00:55:09
You know, like everybody. 00:55:12
And there's a lot of rumors. I'm not untruth. 00:55:14
Add, someone today told me. 00:55:18
The fire department was. 00:55:21
In his view, when we interpreted it was. 00:55:22
By being insulted. 00:55:25
That's so far from the truth. 00:55:27
So far from truth. 00:55:29
So just have an open mind. 00:55:31
I have a big open mind because I came to this thing saying. 00:55:33
Privates on the way to go. 00:55:37
And probably save taxpayers a lot of money. 00:55:39
That being on his fire board this past few months. 00:55:43
Meeting this fireman, these EMS guys, these guys got passion. 00:55:46
They're passionate in doing things right. 00:55:50
Really are. 00:55:52
And they really want to do it right. 00:55:54
And my views have changed a lot. 00:55:56
Really has. 00:55:59
So. 00:56:01
We can have a hybrid system that works. 00:56:02
And here the, you know, you got, you got the facilities, you got the manpower, you got the training. 00:56:05
These guys can do it. 00:56:11
Back up with probability. 00:56:13
And say the taxpayers money and it's done right. 00:56:15
Why not? 00:56:19
Because in my mind, if we go to. 00:56:20
County owned EMS. 00:56:22
There's going to be a tremendous amount. 00:56:25
He started from scratch. You're looking at buildings, looking at people, looking at equipment. 00:56:28
Someone run it, I'd say how that can be. 00:56:33
Or cost efficient? 00:56:36
And we got plenty of time to discuss this thing. 00:56:38
And if we need more ambulances? 00:56:42
More personnel. 00:56:46
Just I'm just asking. 00:56:47
Commissioners, you guys got a hard job. 00:56:49
Really new. 00:56:51
Really. 00:56:53
I'm just asking to look at all of the. 00:56:54
Don't make up your mind early. Don't listen to in the window. 00:56:57
Stuff you read. 00:57:00
Look at the fact. 00:57:02
You got guys here will answer any question. 00:57:03
And nobody's asking them questions. 00:57:07
You know, we read things in the newspaper and read things on Facebook. 00:57:10
I'm saying isn't all this stuff is true? 00:57:14
And I guess these guys, anybody call you up and talk to you? 00:57:16
Answers basically no. 00:57:20
So I'm just asking. 00:57:23
Have an open mind. 00:57:26
Listen to all the facts. 00:57:27
And sometimes the best. 00:57:29
Service is so expensive the county can't afford. 00:57:31
We want as citizens, we want the best service. 00:57:34
For the month. 00:57:38
The best service. 00:57:40
For the money. 00:57:41
What county? I know somebody 7 below tax. 00:57:43
You know when I hear that when for Canada's tax lower in other counties, it's like saying. 00:57:46
I've been shot once and the other guys were shot five times. 00:57:51
And the day I'm so shocked. 00:57:54
I'm still paying a lot of taxes. 00:57:56
Just be thinking about that for you. 00:57:58
I really do appreciate you guys. 00:58:02
I respect that you guys are doing. 00:58:04
Thank you. 00:58:06
Thanks for being on that board, Billy. 00:58:08
All right, Captain Young. 00:58:12
I will tell you the for for public. Now the speakers I usually try to limit to about two minutes. For someone who's on the agenda, 00:58:17
try to limit it to about. 00:58:20
OK, so all right. 00:58:24
Good evening, gentlemen. 00:58:34
Thank you. I'll give you a heads up when you've got about two minutes left. 00:58:36
All right, so. 00:58:39
What you have in front of you is the same thing that's on the screen around for those that want to see it. 00:58:42
I attended the last joint meeting and there were several. 00:58:48
Several things that were. 00:58:52
Mentioned that didn't quite line up with. 00:58:54
What we were going for, and there were several things that. 00:58:56
Commissioner Sharp had mentioned that we are actually putting in progress. 00:59:00
Are putting into. 00:59:06
Our stuff. 00:59:07
If you go a couple slides in. 00:59:10
And see our call volume. 00:59:14
Our total call volume for June 1st, June 30th. 00:59:16
We had about 137, with 115 of those being medical calls. 00:59:20
So at least. 00:59:26
We're looking at approximately 2 to 3 calls a day. 00:59:29
If not more on busy days. 00:59:32
And about 5% of those are mutual aid and. 00:59:35
With Ameripro and whatever. 00:59:39
Other services might need. 00:59:41
Even down into the city. 00:59:43
We are currently on track for about 1400 EMS calls for the 2025 year. 00:59:46
We're looking at a significant increase with the growth in the Highlander area as we have the new apartments on 150 Napleton. 00:59:52
We have a new housing complex going in down around. 01:00:00
Sins Our mutual aid areas are growing with housing and apartments down at Georgetown on Oaks Way Hwy. 64. 01:00:02
There are multiple housing and nursing developments going in along grant line that we expect to. 01:00:11
Assist with when needed. 01:00:16
Umm. 01:00:18
To show how. 01:00:23
How much we want to advance our EMS program as of July 1st today. 01:00:24
A stipend was put into effect. 01:00:30
To allow for $5000 a year salary. 01:00:32
Or an extra $5000 a year salary for anyone holding EMT advanced. 01:00:37
And an extra $12,000 a year for anyone who receives their paramedic license. This will incentivize. 01:00:42
Our personnel for higher levels of care. 01:00:49
It gives higher levels of care for those first people on scene. 01:00:51
And maintains that higher level of care for ambulances so that way we can. 01:00:55
Have personnel take their vacations and not have to. 01:01:00
Care level down. 01:01:03
We recently switched. 01:01:06
To Med Bill. 01:01:08
Which is a different billing company than what we were using. 01:01:09
Commissioner Sharp stated. 01:01:13
The joint meeting that we should be billing. 01:01:16
The insurances and not the customers. 01:01:18
That's exactly what we have set up with Med building. 01:01:21
You were doing in the past. We don't feel that. 01:01:24
Somebody should have to pay twice. 01:01:26
Shouldn't have to pay taxes and then pay for a service that you're paying taxes. 01:01:28
With Med Bill, they're giving us customized on site training for our entire department to make sure that we're meeting the 01:01:33
standard. 01:01:37
They do monthly Medicare Medicaid audits to make sure all of our documentation is ordered in order. 01:01:42
And they we have a projected reimbursement with them for approximately 585,000. 01:01:47
So that'll help. 01:01:55
Some of our costs there. 01:01:57
One of the things Commissioner Sharpen stated was the Mobile Integrated Health Program, or community paramedicine. 01:01:59
About a week before the meeting, we actually met with. 01:02:07
Doctor Yezel and some other personnel from the state. 01:02:11
And we've signed the papers and we're waiting for the approval from the state to have our community paramedic and stuff approved. 01:02:14
At that point, we'll be able to go out into the community. 01:02:22
And. 01:02:25
Probably signed some things with Georgetown and with New Albany Township. 01:02:28
So we can extend our community paramedic and out into their areas and help them cut down on their 911 calls. 01:02:33
Help them. 01:02:40
The improving patient outcomes. 01:02:41
I've already spoken with several. 01:02:44
Personnel from Floyd Memorial or. 01:02:46
Baptist void, sorry. 01:02:49
And they are on board with this as well. This will be the first. 01:02:51
MIH program for Floyd County. 01:02:56
And Baptist is 100% with us and trying to get it off the ground and help their. 01:02:58
Readmission numbers go down. 01:03:05
Some more information on the community paramedicine program. It's going to help those that can't get in. 01:03:12
Again, it'll help us partnership with. 01:03:18
Baptist void for sure and we can probably get in with Clark and some other Nortons facilities. 01:03:21
Since we have. 01:03:27
A lot of people from. 01:03:28
Different healthcare districts here. 01:03:29
One of the other things that we have coming in. 01:03:36
In December, we're expecting our third ambulance. 01:03:39
3rd new ambulance. 01:03:41
Right now we have our squads one and three or two main lines, 2022 and A2023F50. 01:03:43
Squad 2 and. 01:03:51
2003 that. 01:03:52
It drifts. 01:03:54
More than it drives. 01:03:56
And Spot 4 is a 2008. 01:03:58
Chevy van chassis. 01:04:01
That is still usable for us. 01:04:03
When we take that. 01:04:06
Take delivery of that ambulance, it'll be set up exactly like squads one and three. 01:04:08
And we'll start a rotation that will also. 01:04:12
Be stored at our station one on Scottsville Rd. 01:04:16
And allow for. 01:04:20
Our administration and office personnel Extra personnel on duty to. 01:04:21
Run a third ambulance where needed. 01:04:27
We also are looking at. 01:04:31
Certifying all of our engines as advanced. 01:04:34
Advanced life support engines, non transporting. 01:04:37
So that way. 01:04:40
Should the ambulances be out? 01:04:42
Those personnel and the engines can start. 01:04:44
The higher levels of care before. 01:04:46
Another ambulance gets there. 01:04:49
If it's a code then they can start the drugs start or start an IB start. 01:04:52
Cardiac medications if needed. 01:04:57
They'll be able to provide a higher level that on scene care, improve the patient outcomes because of the speed of that care. 01:05:00
And it'll be an overall increase in our system. 01:05:07
And then I have our Board President, Matt Smith. He would like to address the. 01:05:12
The last slide. 01:05:18
Thanks, Commissioners. 01:05:21
There were some questions about debt, I've been told, and I want to make sure we understand where we're at so you guys understand 01:05:23
where we're at. 01:05:26
There's been no new debt that the Highlander board has taken on since the Highlander board was put in place by actions of the. 01:05:30
There's three areas we have debt. One, there's a bond that's on a Lafayette station that was issued. 01:05:37
1520 years ago? I don't know. 01:05:43
Franklin was that built? 01:05:45
Long time ago. 01:05:46
That. 01:05:47
Whenever that station was built, there was a bond on that and there's $659,000 left on that bond. 01:05:48
At. 01:05:54
Or 2% interest? 01:05:55
There's one engine. 01:05:57
That came from Greenville. 01:05:59
That has $369,000 with the debt. 01:06:01
2.18% interest rate. 01:06:03
We talked about paying that off whenever the merger went in, but. 01:06:06
No one wanted to pay off the 2.18%. 01:06:08
And then? 01:06:12
Quite 11. 01:06:13
Slide. 01:06:15
Yeah, OK. Thanks. 01:06:18
I'm sorry. 01:06:22
And then? 01:06:24
There was a new engine purchased by Lafayette right when I was. 01:06:25
Merger happened. 01:06:28
And it's $870,000 of 4.94%. So we have. 01:06:29
One building. 01:06:33
And one engine in Greenville. 01:06:34
One inch off, Yes, the total debt. 01:06:36
Roughly 1.8 something $1,000,000 in total debt. 01:06:38
And the Kim fund is above $1,000,000. 01:06:42
We're using that money for a rainy day fund. We're buying some. 01:06:46
Safety gear right now. 01:06:49
So we're not over leveraged. 01:06:51
For our cash flow. 01:06:54
We think we're in pretty good position with those interest rates on the equipment that we have. 01:06:56
And where we're positioned right now? 01:07:00
And we have no new debt. 01:07:02
That is on the docket right now to take on a 2025 that anyone's considering. 01:07:04
Or even early in 2000 until 2026, the only thing on the orders that one ambulance. 01:07:08
And we believe we're going to pay that out of cash. 01:07:12
OK. 01:07:16
So, umm. 01:07:18
On this list you just provided us and and the information that I. 01:07:20
Put out in the last meeting was from Gateway itself where it shows your all's budget, your debt service and everything so. 01:07:24
That's where I got those numbers at, so I'm looking at this right here. 01:07:31
Of what? 01:07:34
Has been on the books for a while and I see this new Quad 11 loan for 870,000 four 4185. The original correct was right around 01:07:35
what 970,000? I want to say you're close then, Jason. I don't have the exact numbers on that. Why is it not in service? 01:07:42
Because the truck. 01:07:50
Was ordered. 01:07:51
With the wrong. 01:07:53
In the current administration's. 01:07:55
It was ordered by the. 01:07:58
Administration before. 01:07:59
And they don't like the current spec. The truck is for sale. We have two people that are looking to buy it. 01:08:01
We've chosen not to put it in. 01:08:05
In use because of that. 01:08:07
That the 2024 truck. 01:08:09
Yep. What about the spec that makes it unusable for you guys? 01:08:11
I can't tell you. No one on the board, no one on a current board. 01:08:15
Was involved in ordering that. No one in administration was involved in order supporting that. No, but I'm being told is the 01:08:19
length. 01:08:22
It's too long to go down some of the driveways that are in the. 01:08:26
Local areas what I'm told. 01:08:30
So. 01:08:33
Was that a manufacturing? 01:08:34
Issue or is that a spec issue from the department? 01:08:36
Or from the administrator at the time, I guess we should say. 01:08:40
Unclear. 01:08:44
But I believe it was administration issue. Well, it should probably be clear because if it's a manufacturer issue. 01:08:45
Then that should take care of that bond, so correct? 01:08:51
We believe. 01:08:54
From the. 01:08:56
We don't have all the information. 01:08:57
From that, From that. 01:08:58
That Fargo, OK, but we believe it was an ordering problem. 01:09:00
OK. 01:09:04
So, uh. 01:09:06
I think. 01:09:07
This all looks great. I mean this presentation is great man. My next question was be how you guys gonna pay for it? 01:09:08
Pay for what? 01:09:13
The surface. 01:09:14
The debt service? No, I mean for. 01:09:15
The presentation that you offline out today about the different stuff you wanted to ALS engines, so I was looking at the GIS that 01:09:18
I was given yesterday. Thank you for that. I appreciate that. I've been asking for that for quite a while. 01:09:23
But I was looking at that, I was looking at some of the recommendations and stuff. 01:09:32
And one of the recommendations that was done in the GIS is that you all establish a fund. 01:09:35
For the replacement of ambulances because this was not built into your district to be able to provide this service. 01:09:40
So how are you all paying for this? 01:09:45
Currently our contract VMS only goes to 2026. We need answers from you guys. 01:09:47
And the council of what's going to happen out of 2026, we don't know. Yeah, currently Highlander and Greenville are. 01:09:53
Funding part of the EMS because this the contract, that's what the commissioners right now doesn't 100% cover the cost. 01:10:00
So past 2026. 01:10:06
I can't tell you that because. 01:10:09
There's the funding is not there unless it's. 01:10:10
Lafayette and Greenville. 01:10:12
Taxes are raised to fund EMS so there is not a long term plan. 01:10:15
Past 2026 because. 01:10:19
That comes from you guys at the Commissioners. 01:10:21
Or the council, I guess. I'm not sure. 01:10:23
So let me ask you this, do you feel that since y'all providing EMS, has there been any lapse in your ability? 01:10:25
For what you provide for Fire Protection. 01:10:31
I would say there is probably a day or two that is. I could tell you that I don't monitor day-to-day. I would. 01:10:34
I would say that anybody that says they're perfect is. 01:10:39
Not telling 1% the truth. 01:10:42
So. 01:10:44
Let me just directly ask you this when's the last time you bought fire gear for your personnel? 01:10:45
It was ordered and approved. 01:10:49
On our last meeting. 01:10:52
What about? 01:10:53
Before the How long has it been? 01:10:54
I think you said it was 2000. 01:10:57
15 I don't know a long time. 01:10:59
The gear. The gear is outdated. 01:11:03
And that's why the Highlander boy. 01:11:06
Were chosen by. 01:11:08
Year so I was told it was outdated. 01:11:10
By 15 I was 15 years old, not ten years old. 01:11:15
That's what I think. I think it's 50 years old. 01:11:19
OK. 01:11:21
So some of it is, I can't tell you the difference between what Lafayette had. 01:11:22
I'm not. What I'm just trying to allude to is it's one of the things that we discuss. 01:11:25
When you all decided to take on, or at least I should say, the the former administration of the former board. 01:11:29
Decided to take on this EMS is that. 01:11:35
When you your your district is not set up to provide it on the front end, then there's not a dedicated revenue stream to provide 01:11:38
that area of the service. You have to basically. 01:11:43
Share the same pot of money. 01:11:48
And one of my concerns was is that there is going to be an overly focus on getting part of this service up and running while the 01:11:50
other. 01:11:53
For lack of better words, suffered. 01:11:58
You know, like. 01:12:00
Basic. 01:12:02
Personal protection equipment for your firefighters. 01:12:03
It's the most basic. 01:12:06
Piece of equipment to keep them safe that there is, and it's 15 years old. 01:12:08
That has. 01:12:11
A10 year shelf life. 01:12:13
That's being replaced at 15 years and we're. 01:12:15
I could not tell you why Lafayette did not. 01:12:19
By that, before that, I cannot tell you that at all. I can tell you when the Highlander board came on, that was one of our first 01:12:23
things we did. And as you guys are aware, we're moving accounting departments. 01:12:27
And we're in the middle of that. We're trying to get everything squared away over dealing with those things exactly where we're at 01:12:32
so that we make the right decisions moving forward with that. 01:12:35
But I don't think there's been any discussion or concern about not being able to take care of our firefighter needs because we're 01:12:39
spending money on EMS. I don't think that's accurate. 01:12:44
But I cannot tell you why Lafayette did not choose to buy. 01:12:49
Before that, and I know this isn't necessarily at. 01:12:53
Lies at the feet of the new board and the administration that's in place now. But. 01:12:56
I would argue that that is a problem. 01:13:01
Because your firefighters are wearing gear that's 15 years old that's soaked with the Do you all have gear extractors at the 01:13:03
department? 01:13:06
Or do y'all use a service OK? 01:13:09
So I mean, your, your firefighters are still wearing gear that saturates, saturated with carcinogens and everything else I mean. 01:13:11
These extractors work really good. 01:13:18
And today this is equipment that gets worn and torn pretty heavy. It's the the very basic. 01:13:20
Piece of equipment that's used to keep them safe. Who's not agreeing with you, Mr. Sharp? Well, I'm saying it took 15 years to get 01:13:25
it done. 01:13:28
Oh, that's my problem. 01:13:32
Yeah, I don't know why. 01:13:34
I wasn't there. 01:13:38
There was #1. 01:13:39
On the board and the current administration that was there. So I can't answer that question. 01:13:40
OK but y'all just approved it last meeting. 01:13:45
Yes. Would y'all prove the? 01:13:47
The ambulance was actually ordered over a year. 01:13:50
Long time ago that ambulances ordered. 01:13:53
Long, long time ago, it's been pushed out. 01:13:55
A year and a half ago, probably. 01:13:58
It's ordered a long time ago. 01:14:01
I don't want to take up all the time if y'all have any questions. 01:14:03
I do. 01:14:07
I have a couple concerns. 01:14:09
In the agreement that you had with the county. 01:14:11
You agreed to a transport for the coroner. 01:14:15
But we keep getting reports that you're refusing to transport for the corner. 01:14:19
Do you know anything about that? 01:14:24
So in our contract it states that we are not allowed to bill. 01:14:31
For transports. 01:14:35
It does not state that we are specifically required to transport. 01:14:37
Then we have one paramedic ambulance. 01:14:41
That's available. 01:14:44
Then that ambulance. 01:14:46
Martin. 01:14:49
911 calls take precedence over. 01:14:50
Understand. 01:14:53
The refusals have been because. 01:14:55
Our 911 calls are taking precedence. 01:14:58
It's not an outright refusal. 01:15:01
And. 01:15:04
I have the recordings on my phone. 01:15:05
Talking to Mr. Moon and Mrs. Moon. 01:15:07
Thank you. Forward those to you if you like. 01:15:10
I don't need those, I just want to know if you're refusing. 01:15:13
To transport for the coroner. 01:15:17
So you've answered that. 01:15:20
I appreciate it. 01:15:22
Can you answer? There's 14 times this year where you guys have not had a truck available. 01:15:23
Can you answer that you do not have the staff? 01:15:30
For a truck, we did not have the staffing at that time. 01:15:33
We were. 01:15:37
Trying to bring people on so that way we did have current staffing. 01:15:38
And enough staffing to be able to handle our contract. 01:15:42
At this time, we do have the personnel. 01:15:46
And we're. 01:15:49
We actually have. 01:15:50
More personnel than what's on our. 01:15:52
Stabbing women so. 01:15:55
I'm totally on board with everything that's going on. 01:15:57
I've been doing this since 1979. 01:16:01
OK, umm. 01:16:04
So I get it. 01:16:05
But you got to understand the whole reason the county gave you guys ambulances was because. 01:16:07
Previous service. 01:16:13
Said we didn't have the staff. 01:16:15
Well, now. 01:16:17
We've got 14 times documented in Floyd County where after they gave you the ambulances, you don't have the staff either. 01:16:20
So. 01:16:27
You know, it's nice to. 01:16:28
Painting rosy picture but. 01:16:30
There are several times where. 01:16:32
We've had both ambulances out and Ameriprise had both ambulances in the county out. 01:16:35
And we're still getting calls the other part of the agreement. 01:16:40
That is not being followed. 01:16:44
Is that? 01:16:47
You're supposed to be reporting to us. 01:16:48
Monthly on the numbers of runs. 01:16:51
We're not getting anything. 01:16:54
So. 01:16:56
We should get, you know, like. 01:16:57
With the other ambulance company, we get a monthly report. 01:17:00
Emailed to us saying total number runs. 01:17:04
So how many of them were in your district? Where were they? 01:17:09
That type of thing. So if you could just follow up on that, that would be really helpful. 01:17:14
Take care of a lot of the rumors. 01:17:19
This would take care of a lot of the rumors what you guys did tonight. 01:17:22
So, you know, it's just kind of like the Loomis. 01:17:25
Conversation earlier, most of that. 01:17:29
Was just typical, but it was a lack of communication, right? And I think that this is probably the same thing. There's a lot of 01:17:31
lack of communication. 01:17:35
And I know all about the problems from the previous administration. 01:17:41
So they probably sold the bill of goods that they could deliver. Now you guys are trying to deliver. 01:17:45
I get it. 01:17:50
OK, so. 01:17:52
If you can follow up on those that'd be great. 01:17:54
So just to follow up on that real quick is that I agree with you what you said 100%. You know, part of the problems that we had is 01:17:57
a lack of communication and transparency. And this was supposed to create a lot of it. And I know a lot of you guys out there. 01:18:04
Great firefighters and you're absolutely dedicated in what you do. 01:18:11
But I do still have this contract in front of me that outlines what is expected between. 01:18:15
Your service and Floyd County and you know we pay $33,446.58 a month. 01:18:20
For uh. 01:18:28
124 hour ambulance seven days a week and the second ambulance. 01:18:29
For 10 hours a day, for five days a week. 01:18:34
And at no point have we ever been told, hey, we're not able to keep up with that right now, you know? 01:18:36
Instead of thinking that we might have ambulances available and if we. 01:18:41
Maybe had to have the other service, maybe staff up to take it so that we're not going to level 0. 01:18:45
You know, on times that shouldn't be happening. 01:18:49
That's not happening to us. And you know, as Commissioner Luke just pointed out, I'm sitting here looking at. 01:18:52
You know, certain aspects of this contract right here. And he's right, you know. 01:18:58
The following reports will be provided to the county monthly through the length of this contract. 01:19:02
Response times, Total responses. Total patient refusals. 01:19:06
Run report, transports and location. 01:19:10
Mute into or outside of Highlander Fire Protection District and shoot time. 01:19:12
We're not. This is good stuff for us to. 01:19:17
Be able to figure out how many emails as we need to have for this county to provide service. Not to insult anybody that's just 01:19:19
good at workable data. Have have any of you guys ever seen the contract? 01:19:24
OK. 01:19:30
So real quick about the. 01:19:31
The quarter telling them no, that was my call and I stand by and simply because we had to make other runs. 01:19:33
So we didn't tell them no forever, we just said when we get one available. 01:19:39
Follow me when it comes to the reports. That's my my fault too. 01:19:44
Government issues, it's not theirs. 01:19:48
So I will make sure that those reports get to you every single month. 01:19:50
But the truth of it is what you're not seeing in the slide or that book. 01:19:54
Is my brothers and sisters in Ireland are working 48 hours. 01:19:58
Off 24 as opposed to 2448 to make sure trucks around. 01:20:01
They love what they do. 01:20:06
They're knocking themselves out. 01:20:07
To serve our community. 01:20:09
And Keith especially has. 01:20:11
Rushed all of this to bed build. We talked about what we're going to use to pay for it. 01:20:14
The bill, if it even works out halfway. 01:20:19
It's going to make a huge difference in how we provide EMS. 01:20:22
We have not slack on any fire runs. Have things gone through the cracks? Absolutely. I could ask for the sharp. 01:20:25
Where you work, has anything long been cracked? Absolutely. 01:20:32
We're always understanding. 01:20:35
That's natural. 01:20:36
But when you watch the heroes up there to go from the engine. 01:20:37
I'm wondering somebody gets sick on the ambulance has to go for God forbid they have family emergency, they immediately switch and 01:20:41
go right over the ambulance. 01:20:45
And then they call people in. 01:20:50
It's amazing to watch the heroes up there do the work. 01:20:52
Promise you have to stop the cracks until we get better. 01:20:56
And anything has happened wrong that contracts since I've been there is all my fault. 01:20:58
One item on the corner, we gave him a vehicle to the help. 01:21:04
Right, listen. 01:21:07
And the other thing I want to ask you? 01:21:08
Half of the board. 01:21:10
You got 5 board members that have full time jobs that are doing all this for the money. You know how much we get paid. 01:21:11
If you guys have questions or you think we're not doing something right, don't wait for this meeting. Call my cell phone. I'm not 01:21:16
a firefighter. 01:21:20
OK, Say, Matthew, can you follow up on this? I promise you, I don't know the answer. 01:21:24
I ask, so don't wait for this, just say hey, I'm hearing this, we have this problem. Can you all ask? Don't let it build. 01:21:28
Call me early. It's like my guys if my guys wait to the end of week to tell me had a problem. 01:21:35
That's on them. 01:21:39
Ask me early. 01:21:40
All of you have my cell phone. 01:21:42
Council does call me, I'll ask. All right, Billy or somebody, I'm going to ask you. 01:21:44
Where are you on your chief selection? 01:21:48
We are. 01:21:51
Dealing with some internal things, we want to get the accounting system. 01:21:52
Completely. 01:21:55
Taken care of with the mall. Oh, and we're down to two or three candidates and the board would make. 01:21:57
But it's been months, that's correct. It's been months. We're actually, it shouldn't take that long, yeah. 01:22:03
Yeah, since this, the former chief was put on leave, so we're sitting. 01:22:10
Literally just days away from a year that that you all have. 01:22:14
Had to Chief Barnes has full control. 01:22:17
Both he's working on short term and long term plans. 01:22:21
And it's taken a while. It took a while whenever we went through the resume process and how we had to do that, and the board 01:22:24
actually met Monday to have that discussion. 01:22:28
On the chief and they're down to a couple candidates trying to make sure the right decision, but we also have to make sure that 01:22:32
internally we have things. 01:22:36
Where we want it before we make a decision. We don't cause other problems internally. 01:22:41
Because we are still. 01:22:45
That. 01:22:47
Accounting Firm. 01:22:48
To from. 01:22:50
I forgot to leave A2 DMLO and that process is taken out. 01:22:52
Long time SO. 01:22:55
The other since we're here to clear up rumors. 01:22:57
There's rumors that the previous administration destroyed records or took records with them. 01:23:01
When they left and there's an absence of records, both financial and personnel records. 01:23:08
I'm not aware of anything that was took. 01:23:13
So we should be able to go back and look at records five years ago or whatever if. 01:23:16
Anything's missing or someone's asked for something. I've not been told that anything's been taken or destroyed. 01:23:21
OK, because there's. 01:23:26
Indiana law on record retention. 01:23:27
That once your government and definitely when your medical records and things like that, you're required to keep those. 01:23:30
Probably forever. 01:23:37
I've not, I've not. No one said anything to me about that. Only buying records we destroyed and no ones. Well, you're going 01:23:38
forward, look at your record retention policies and where you're keeping them. 01:23:43
Because that is a rumor that's flying around. I can tell you we just got 5 gaylords of boxes. 01:23:49
From the county firm. 01:23:55
Last week, Heather Shockwire picked him up and dropped him off and it was a boat of the record. 01:23:57
The only other thing I want to. 01:24:02
Close with is that you know your all's district is is. 01:24:04
Funded through property tax. We know that there's been substantial legislation. 01:24:08
That has changed what you're all's ability to provide service to this community is going to be. 01:24:12
And I was looking at the fiscal sheets that was put out by the state. 01:24:17
On what that would look like for you guys and it looks like? 01:24:23
The projected cuts for you guys are going to be for 2026 two 116,000. 01:24:27
$80.00 for 2027. 01:24:33
$258,510 and for 2028 three $116,900. So that's why I asked about. 01:24:35
How are you going to pay for this? Because of the recent legislation, not to mention the fact that you already don't have it. 01:24:43
Of funding Mexican. 01:24:48
Mechanism set up within the district now. 01:24:50
You know, uh. 01:24:53
There's no funding mechanism. 01:24:54
With the current property taxes from Lafayette and Greenville to fund EMS, it's being funded by the county to 2026. 01:24:57
So I think it's unfair to ask this board how we plan on funding forward. 01:25:05
We're just in contract 2026. We're waiting for the decision from you guys so we can do our budget. 01:25:09
Are we going to continue past 2026? What do you need of us? Because there's nothing in there for that. 01:25:14
I don't know. 01:25:22
We're just trying to do the best that we can with you with what you guys asked us, and most of us on the board are not 01:25:26
firefighters. 01:25:30
We have one. 01:25:35
That is, he's a great guy. I think we have a great board right now, a very diverse board. 01:25:36
And that was by design. 01:25:41
Yeah, I think you did a wonderful job with that and. 01:25:43
We just ask if there is questions, don't wait, call us because all of us want to address it. Heather is tackling the DMLO switch. 01:25:47
She stacked on that one, on that side. 01:25:54
And then the other four, she's trying to support her. 01:25:56
And the. 01:25:59
The administration. 01:26:03
Any other questions or? 01:26:04
Comments all right. Thank you very much. Thank you for helping. 01:26:05
Reopen lines of communication. 01:26:09
All right. 01:26:14
Your e-mail. Should I send those reports to you? 01:26:17
That'd be fine, I can distribute them to the rest of the Commission. 01:26:20
Great. Thank you. Thank you. 01:26:23
County Attorney Rick Box. 01:26:26
First up, we're looking for a property sale transfer. Really. 01:26:30
Seeking authorization for that to be signed outside. 01:26:32
Yes. 01:26:37
First 3 items have to do with. 01:26:39
The library property that's out in Galena. 01:26:42
And that property is currently in the county's name and the library is going to purchase the. 01:26:47
Property and so a quick claim deed is prepared and. 01:26:55
Asking for a motion to allow. 01:27:00
Commissioner Knable to sign the deed outside of. 01:27:05
The meeting at the point in time that. 01:27:10
We received the $50,000 check which is. 01:27:13
Going to be part of the agreement I'm going to get to here in a little bit. 01:27:18
Sure, I'll make a motion to. 01:27:21
Allow Commissioner Knable to. 01:27:25
Sign the proper paperwork once he receives the check for the money. 01:27:27
Outside the meeting. 01:27:32
Motion is second all in favor. 01:27:35
Aye, aye. 01:27:37
Second Adam on B. 01:27:40
Is the termination of the interlocal agreement. 01:27:42
That is. 01:27:47
Between the. 01:27:49
New Albany, Floyd County Library District and. 01:27:50
The Commissioners and. 01:27:55
Basically, umm. 01:27:58
That interlocal agreement. 01:28:01
Was established back in 2017. 01:28:03
It provides. 01:28:07
For. 01:28:09
The duties and responsibilities of each of the parties with regards to the real estate. 01:28:11
And so. 01:28:17
Asking that you. 01:28:19
Approve the termination. 01:28:21
That interlocal agreement. 01:28:23
Due to the fact that. 01:28:25
The library is going to be purchasing the property and it's no longer necessary to have. 01:28:28
So make the motion to terminate the agreement, the interlocal agreement. 01:28:33
With New Albany, Floyd County Public Library and the Galena Digital Library. 01:28:37
Location I'll second. 01:28:42
I have a motion and a second. All in favor, aye. 01:28:43
And then lastly is the agreement. 01:28:48
Between. 01:28:51
Floyd County and the New Albany Floyd County Library District with regards to the purchase of the property. 01:28:53
That's a joint resolution. 01:28:59
That the property would be transferred for $50,000. 01:29:02
The agreement has to be approved by. 01:29:08
The Commissioners. 01:29:13
Followed by the County Council. 01:29:15
Followed by the library board. 01:29:18
And so it's going to. 01:29:22
Take time for that agreement to filter through the system. 01:29:23
Make a motion. 01:29:27
For passage of Floyd County Resolution 20/25/16 on the joint resolution between. 01:29:29
Floyd County Commissioners or actually Floyd County, Indiana and the New Albany Floyd County Library District. 01:29:36
And I'll second. 01:29:42
Motion and 2nd all in favor. 01:29:43
I and again I. 01:29:46
Set for an interview on that yesterday, but just. 01:29:49
Eliminating the layer of. 01:29:51
Government. 01:29:53
The library has its own taxing board tax levy. 01:29:54
Its own board of directors. 01:29:58
It's our feeling that they should be the owners of the property. 01:30:00
And one other atom which is occluded in the agreement has to do with the solid waste that's. 01:30:04
Out there and that. 01:30:10
The county would use agreeing to. 01:30:13
Provide snow removal service to the parking lot and to the road there. 01:30:17
At while we still have the solid waste group out there and that. 01:30:23
We have a right to. 01:30:27
To leave at anytime in the next 12 months. 01:30:30
Farther solid waste services. 01:30:33
All right, you have two other items. Yep, next item is. 01:30:36
Floyd County Ordinance, 2025-20. 01:30:41
That is just setting up a. 01:30:47
County bridge improvement construction fund #4502. 01:30:49
To take the bond money, the bridge bond money that. 01:30:55
You all will be receiving and to be able to both. 01:30:59
Put bring the money in and. 01:31:04
Disperse the money. 01:31:06
For the uses that. 01:31:08
You are authorized down the road. 01:31:10
So we can have a proper accounting system. 01:31:12
I'll make a motion to approve with unanimous consent, Floyd County Ordinance 2025-20, the Floyd County, Indiana 2025 County Bridge 01:31:14
Improvement Construction Fund number 4502. 01:31:20
2nd. 01:31:26
Have a motion and a second all in favor, aye? 01:31:27
In all the last item. 01:31:33
Is amending Floyd County Ordinance 200022-39. 01:31:37
And that's just a renaming. 01:31:42
Of the fund. 01:31:44
And so the the new fund will be named the county General Capital Improvement Fund. 01:31:47
And to non referring fun and. 01:31:54
Just a renaming so we can be accurate with regards to the uses of the funds. 01:31:56
Make a motion to. 01:32:02
Approved Floyd County Ordinance 202239. 01:32:04
Establishing the non reverting fund for Floyd County. 01:32:09
General capital improvement fund. 01:32:13
By unanimous consult. 01:32:15
By unanimous consent. 01:32:16
And I will second. 01:32:18
I have a motion and a second. All in favor, aye. 01:32:19
All right. 01:32:24
Now we have something that. 01:32:28
We'll all be bittersweet about, I believe, employee recognition. 01:32:32
These are always really difficult, but. 01:32:38
You're too old, would like to come forward if you'd like your wife for support. 01:32:40
It's difficult to. 01:32:49
Put into words. 01:32:51
When I think of. 01:32:53
Floyd County as I've known it even long before it came to it. Your face comes to mind, along with a couple of others and. 01:32:54
I'm sure that. 01:33:01
Everybody in the room would feel the same way. 01:33:02
It's nice to know that. 01:33:06
Some people are out there to pick up the phone, particularly when there's 10 inches of snow on the ground and. 01:33:08
You pick up the phone and you say you're already out there and you're already going. You've already got half the county cleared. 01:33:13
Those are. 01:33:16
Those are indispensable people, and you're one of them. 01:33:19
And it's good to know that you'll still be out there and enjoying things. It's. 01:33:21
But it's just difficult. You're not going to be. 01:33:27
Replaceable. 01:33:30
So, umm. 01:33:31
But anyway, those are my thoughts on the matter. 01:33:32
You know I've known you, Ronnie for. 01:33:35
Quite a long time, long before I became commissioner and you know, I've always found. 01:33:37
Ronnie to be. 01:33:42
A good family man, good husband. 01:33:43
Father. Good grandfather. 01:33:46
You know, when I came into this position, you know, I got to work with you in this capacity. 01:33:48
And get to see how you work. 01:33:52
As the Superintendent of the road department, and there's no no doubt in my mind how much you care about this county, how much you 01:33:54
care about the people. 01:33:58
That were underneath you. You took that charge very seriously and. 01:34:02
I wish we had more leaders like it. 01:34:07
You know, umm. 01:34:09
Your outstanding felon. 01:34:11
I have to agree. I'm I'm just going to be sad to see. 01:34:13
You gone, but you know what? You deserve it. You know everybody who puts. 01:34:17
Their time in working for. 01:34:21
You know. 01:34:23
Whatever company organization you were, you work at. 01:34:24
You deserve the right to have a nice peaceful retirement, so I'm very happy for you even though. 01:34:28
I'm sad to see you though. 01:34:33
Thank you, Jason. 01:34:35
I certainly appreciate all the times that you answered my phone. 01:34:37
And there was a lot of them. 01:34:41
So and I always appreciate the fact that. 01:34:44
You know, whatever you could do just to serve the public. 01:34:47
Maybe it wasn't within the regulations, but you know what, we're going to make that happen because it was the right thing to do. 01:34:52
And so. 01:34:58
I do appreciate that. 01:35:00
And Memphis. 01:35:01
You being out there, but I'll probably still call you. 01:35:04
You got my number. I think Jason has something for it. 01:35:07
Few words. 01:35:11
Yeah, I would like to say something you don't mind. 01:35:12
Clare, see what we got in that frame first? 01:35:15
These people back there in the back corner. 01:35:18
There was a lot to help me. 01:35:21
I know. 01:35:23
I wouldn't. I wouldn't have got what I. 01:35:26
Got done. I appreciate them from the bottom of my heart. 01:35:28
Yeah. 01:35:34
Only have to appoint as a minister sweetheart. 01:35:36
I I. 01:35:47
Certain accomplishment. 01:36:14
There's a bridge record by the garage. 01:36:22
Running to a bridge. 01:36:24
Thank you. Congratulations. 01:36:41
I. 01:36:57
Sorry had to stay so long, but there's no overtime. There's no overtime. 01:37:12
You want to make it suffer in one more meeting. 01:37:19
Thank you very much. 01:37:34
Well, do we have anyone from the moxie? 01:37:38
Pest control service here tonight. 01:37:42
And we have not heard from their attorney, correct? 01:37:46
I have not. I would look for a motion to table that item from tonight's agenda submit. 01:37:49
2nd. 01:37:54
Open Favor. 01:37:55
All right. 01:37:58
Board and committee reports will do that momentarily there. Let me come back to that. 01:38:01
Minute, actually, go ahead and do it now. 01:38:05
Yeah, I just got a few quick things. June 24th I attended the joint meeting between the Council and the Commissioners. Several 01:38:08
items were topic. 01:38:11
Topics that were discussed such as EMS and. 01:38:15
The potential judicial center. 01:38:19
June 25th I attended the retirement celebration for Mr. Tool. 01:38:21
And that was held at the road department and it was a great time then. 01:38:26
I'm going to hold off on the last one. I think Frank wants to talk about this one just a little bit. 01:38:31
What's that? 01:38:35
The candidate, I think we're gonna no. OK, right off. Sure. 01:38:39
OK, that's it. 01:38:45
Frank. 01:38:48
Mainly I've been. 01:38:50
With Rick Fox trying to settle cases and. 01:38:53
Those are always time consuming and working with the health department. 01:38:59
On the renovations of the new building. 01:39:04
And that is taking a little time to to make sure that we get the right building right renovations for the next 20 years. 01:39:07
So. 01:39:16
What's what I'm doing? 01:39:18
And I think 3 or 4 administrative meetings in the past couple weeks including. 01:39:20
Meeting with a couple of concerned citizens on. 01:39:28
Galena sewage situation. 01:39:31
We met with Max. 01:39:34
Anna and I met with. 01:39:37
The assured partners who provide health insurance for the employees to get a mid year update on that. 01:39:39
We had a joint meeting with. 01:39:44
A nice event at the Bob Lane Park for Caesars Foundation event. 01:39:49
Awards and. 01:39:53
Those were the highlights of the. 01:39:56
Relatively busy. 01:39:58
We're going to take. 01:40:00
Couple more comments here in a minute, but before they want to look for approval of commissioners. Meeting minutes for June 17th, 01:40:02
2025. Motion approved. 01:40:05
Second, OK. 01:40:09
Motion in a second. All in favor, aye? 01:40:10
Approval of payroll claims. 01:40:13
Motion to approve. 01:40:16
Motion is second all in favor? Aye aye. 01:40:19
Any comments from public officials today? 01:40:23
Erased the podium. 01:40:29
I have two things actually. One is kind of a general announcement, so effective today, there have been some legislative changes. 01:40:34
That. 01:40:41
Really. For the general public? 01:40:43
If you've previously been denied the deduction for over 65 or. 01:40:45
Disability. Please contact our office. 01:40:52
The umm. 01:40:55
The regulations for that have been. 01:40:56
Widely broadened with the new legislation and that did go into effect today. 01:40:58
We did put a post out on social media on Facebook, so if you happen across the Floyd County Auditor's Facebook page. 01:41:02
You see that post, please feel free to re share it. 01:41:09
The more people that are aware of it, the better off our community will be. I will tell you that I got a. 01:41:12
Very conservative estimate from my tax manager earlier today that we had actually turned away over 100 people who had applied for 01:41:17
that deduction earlier throughout this year. 01:41:22
And with the new regulations that are in place, we may actually be able to add more. 01:41:26
Savings to those who. 01:41:31
Really need it most that are on fixed incomes so if. 01:41:33
You all could share that on your social media or with any constituents that contact you. That'd be great. And anybody else who's 01:41:36
in the audience if you could. 01:41:39
Also do that. 01:41:42
It just it matters. 01:41:44
So anything that we can help? 01:41:45
We try additionally. 01:41:47
I'm gonna do my best not to tear up. 01:41:49
Ronnie is one of my favorite people. 01:41:53
My entire office looks forward to his visits. 01:41:55
And uh. 01:41:58
You guys wouldn't have gotten paid this winter. 01:42:02
If he hadn't made sure that the building got cleared. 01:42:04
So. 01:42:07
Massive loss for us, really big win for him. 01:42:12
You're going to miss him a lot in the auditor's office. 01:42:15
Yeah. Thank you. 01:42:18
Sheriff Bush. 01:42:21
I'm not going to follow that. 01:42:22
I would concur with there would be on the board and. 01:42:24
Diana in terms of Ronnie Tools work ethic. 01:42:27
It's unmatched and he's a. 01:42:30
Invaluable asset to the county. So it's a huge loss, but. 01:42:32
Getting great for him and his retirement so. 01:42:35
Ronnie, congratulations. 01:42:37
To both of you over there. 01:42:39
Real quick, just give you an update on our renovations that's going on. So we haven't had to come back and ask you for any money 01:42:41
or the council. So that's a good thing. 01:42:44
So stop by anytime, but renovations are going really well. 01:42:48
Upstairs is almost completed. 01:42:51
I've got paint on the walls and flooring down. 01:42:53
And so they're starting downstairs. 01:42:56
So stop by anytime we'll show you what we're doing and the updates on that and we'll. 01:42:57
Keep you updated. 01:43:01
Thank you. 01:43:02
All right, public comment. I have Miss Russell. 01:43:05
I have some more of your mail that. 01:43:14
Responded to me, but I'd like to say this. You did the Pledge of Allegiance and you did a prayer service. 01:43:16
Messages to the Commissioner's Office. 01:43:26
And the response was. 01:43:28
666. 01:43:30
And they do call that, they say in the Bible the devil's numbers. 01:43:33
And that is very pinnacle. 01:43:37
And. 01:43:39
I have also received. 01:43:41
From a Funeral Home. 01:43:43
Uh, Nabelle and Seabrook. 01:43:46
Which I believe it was Dickens in there also. 01:43:49
On 6. 01:43:52
6 OK. 01:43:54
So what? I did the due diligence knowing what this meant in advance. 01:43:56
Because of the fake. 01:44:00
Death certificate. 01:44:02
The fake obituary and the fake headstone again. 01:44:04
I received this, so I did the due diligence on behalf of the deceased. 01:44:08
And I did the 357 minus that 6/6. 01:44:13
8 And comes out to -311 and we know whose address that is. 01:44:17
And that is, the state didn't mention those numbers. 01:44:23
And I also did it to your 316 shutdown on the backside. 01:44:27
Now will not turn this into you yet. 01:44:32
Because there's additional information. 01:44:35
A male that belongs to you. 01:44:38
Because I don't consider this to be mine. 01:44:40
I received these and along with one from Newcomers. 01:44:42
After I brought up the fake death certificate. 01:44:46
The fake obituary and the faking instant. 01:44:49
And there's no need for you to thank me for thanking you for thanking me. 01:44:54
Thank you. 01:44:59
All right, other public meetings today with Storm ordered for 30 next commissioners meetings July 15, 2025, 6:00 PM. 01:45:03
Any closing comments? 01:45:12
None. None. 01:45:14
Well, no, I have one. I have one. Closing comment. 01:45:16
You are sitting next to. 01:45:19
A future Hall of Famer. 01:45:21
Mr. Rick Fox is going to be inducted into the Floyd Central High School Hall of Fame. 01:45:24
And so we want to congratulate him on that as well, I guess. Are you already? 01:45:29
It's it's not official yet, right? 01:45:34
August 9th. August 9th. So as long as you. 01:45:37
Stay on the straight and narrow between now and August 9th. You're going to be all right. Well, well deserved. 01:45:40
Well deserved. Is there a kilt involved? 01:45:44
OK. 01:45:48
All right now, I'll entertain a motion to adjourn. 01:45:50
Salute second. 01:45:52

Everyone to our. 00:00:02
July 1 meeting of the Floyd County Commissioners, if you'll please. 00:00:05
Join me in the Pledge of Allegiance. 00:00:10
I pledge allegiance to the flag. 00:00:13
The United States of America. 00:00:15
To the Republic for which it stands, what they need under God, indivisible, with liberty and justice for all. 00:00:17
All right, again, welcome. If you have a cell phone, if you please set it to silence and. 00:00:28
You need to have a conversation always. 00:00:33
Available Umm. 00:00:35
Throughout the meeting. 00:00:37
Please join me. 00:00:39
Brief moment of silence. 00:00:40
For individual prayer meditation. 00:00:42
