Board of Commissioners meeting agenda if you'll please rise and join me for the Pledge of Allegiance. 00:00:03
I pledge allegiance to the flag of the United States of America. 00:00:07
Probably like for which stands one nation under God. 00:00:12
Indivisible with liberty and justice for all. 00:00:17
All right, if you will, please take this opportunity to silence your cell phones and join me in a moment of silence. 00:00:22
Or a little individual prayer, meditation, reflection as we. 00:00:29
Get ready for tonight's meeting. 00:00:33
All right. Thank you very much. 00:00:59
Have a lengthy addition or agenda tonight? 00:01:02
Most of the items are pretty straightforward. 00:01:08
I do have an agenda item I would ask to add. 00:01:10
Regarding the street closure for the American Legion. 00:01:14
Which I'll. 00:01:17
Discuss at greater length when we come to that, but if I can get a motion to add that with unanimous consent, yeah, so moved. 00:01:18
I'll second that. All in favor, aye. 00:01:26
All right, new business. We have Honorable Judge Kerry Stiller with us tonight to discuss J Rack opioid funding recommendations 00:01:29
welcome. Hi, good evening. Yes, I am Judge Kerry Solar Floyd's Pierre Court One, also chair at Floyd County Community Corrections 00:01:35
and J Rack, which is the justice. 00:01:41
Reinvestment Advisory Council Board. 00:01:47
And I know I've emailed you all with our recommendations for. 00:01:50
Some opioid expenditures we also have with us here I am the. 00:01:54
Spokesperson for the group is the chair but. 00:01:58
Actually, there is a lot of work that goes into this from a lot of individuals and stakeholders. 00:02:01
That serve on our board of course. 00:02:07
Frank Loop is familiar. He is a member of the board as well. And here tonight with me, I have Magistrate Flanagan, also Kara 00:02:11
Hodges. She's a Sergeant. 00:02:16
In our. 00:02:21
Jail and she is the chair of our Opioid Finance Committee Darius from Committee Corrections and of course Sheriff on behalf of the 00:02:23
Sheriff's Office and the. 00:02:27
The jail transition coordinator position that is sought so. 00:02:32
I think I'll just turn it over to you if there's any questions you have or anything you want me to go over tonight with this 00:02:36
recommendation. 00:02:38
All right. First, I want to thank you for the details that you provide with us and we have a lot of agencies that we work with on 00:02:43
a number of things. No one does a better job with regards to getting this really. 00:02:48
The details up front, which minimizes the amount of questions that we normally have. 00:02:53
And I also appreciate the fact that you have representatives with you tonight from the board. 00:02:58
And, umm. 00:03:03
I speak on behalf of all of us with an appreciation for the amount of work that you put in this above and beyond. 00:03:04
Your normal duties, each and everyone of you SO. 00:03:10
I have no questions. 00:03:13
Thank you for saying that. I also like to put a plug in it is. 00:03:15
The National. 00:03:18
Public Servant Recognition Week and most. 00:03:19
Most of the people who serve on the. 00:03:23
On our board are all public servants and we thank them for their service. All of this work that they do on this board is volunteer 00:03:25
in addition and above. 00:03:28
And beyond to their regular job duties. So thank you for saying that. 00:03:32
Yeah. Any questions? 00:03:35
I have none. 00:03:37
I don't have any. I just want to echo our sentiments and just say I appreciate everyone, your all passion because that's what it 00:03:38
really is and it just really radiates from you guys when you talk about it. So thank you for everything that you do and we really 00:03:42
appreciate. 00:03:46
Thank you. 00:03:51
All right, then I look for motion we. 00:03:52
Accept judge stores recommendations. 00:03:55
That's really not it. 00:03:58
I'll make a motion that we accept the J Rack opioid funding recommendations now. Second that. OK, all in favor. 00:03:59
Aye. 00:04:07
Thank you very much. Thank you all. Thank you. All right, second on the agenda, I invited County Assessor Terry Watson to join us 00:04:08
and we'll ask him to come up. Just a second. I do have. 00:04:13
One person who wanted to make a comment on property assessments, PJ Moore, signed up for that. So again, this is not going to be 00:04:18
AQA with our assessor tonight. I've asked him for a little general background information, but I'll welcome your comments if you'd 00:04:22
like to make some. 00:04:27
Which one's first? 00:04:33
PJ Yeah, PJ's first, OK. 00:04:35
Good evening. Thank you. 00:04:40
PJ More at Your Town Township. 00:04:42
I don't know how much. 00:04:45
Leeway County officials having this. 00:04:47
And I followed this the changes in the statutes regarding property assessments. 00:04:50
Now, years ago, they expanded the radius. 00:04:55
And as a matter of convenience, they're just doing it. 00:04:58
I was like a market wide thing for your area instead of looking at properties or health sales. 00:05:01
Near you? 00:05:06
Something's got to be. 00:05:08
Tweaked or altered a little bit? 00:05:10
We've had serious. 00:05:12
Water damage from a sump pump outage from the storm. 00:05:15
A year something ago. So our house is actually in worse shape. 00:05:18
Get repairs. 00:05:22
But it went up 24 1/2 thousand by the assessment just because of the automatic. 00:05:24
Area wide system. 00:05:28
So and I know about the appeal process. 00:05:30
But I don't know if you gentlemen have any leeway in that or whether it's strictly by state statute. 00:05:32
But. 00:05:38
The idea of a blanket. 00:05:39
You know one-size-fits-all assessment increase. 00:05:42
Doesn't work for some of this. 00:05:45
Like I said on our property probably actually went down in value over the last year because of these damages. 00:05:47
And because how much you're going to have to spend to get it repair. 00:05:53
So I just want to make you aware of that. 00:05:56
That the assessments leaves I know can't be perfect, but does leave something to be desired with this one-size-fits-all approach. 00:05:58
OK. Thank you. 00:06:06
Mr. Watson, Mr. Moore has set us up well for that. That's. 00:06:08
One of the issues I've invited Mr. Watson to join us just to discuss with regards to how much. 00:06:13
Latitude we do or do not and also the appeal process with regards to. 00:06:19
Not only who to appeal to, but how to appeal on a meaningful, effective way with regards to data and. 00:06:23
Case by case specific, so welcome as another elected official, you We certainly didn't. 00:06:30
Prevail upon you to come. We invited you to come, and I appreciate your time here tonight. Well, basically, we're happy to be here 00:06:36
tonight. 00:06:39
This this process of assessments is. 00:06:45
Something, uh. 00:06:48
That encompasses a lot of different parts. 00:06:50
Most of what we do. 00:06:54
Is guided by statutes with the state of Indiana. 00:06:56
They set up our cost tables. 00:07:00
Our market data. 00:07:03
And all that. 00:07:04
You know, basically. 00:07:05
I don't, I don't know where to start. This is Amanda. 00:07:09
We know Amanda. She's my. 00:07:12
Chief Appraiser. Chief. 00:07:16
What are you, my chief deputy? OK, so she could help me with anything I can't happen to remember. 00:07:18
But umm. 00:07:25
Basically with that said that. 00:07:27
You know, I've been an appraiser. 00:07:31
For 50 some years. 00:07:34
And we do that. 00:07:36
We do. 00:07:38
Appraisals. 00:07:39
In the open market, much differently than it's done for assessors. 00:07:41
With the assessment process. 00:07:46
They're trying to hit. 00:07:49
The majority of the people. 00:07:51
There are properties, outliers, the. 00:07:53
Higher assessments. 00:07:57
And lower assessments. 00:07:59
That don't fall within that little box that nobody wants to be in. 00:08:01
And. 00:08:05
Basically. 00:08:07
People. 00:08:09
Don't understand what we're doing. 00:08:10
I also have here tonight my. 00:08:13
Property Tax Board of Appeals members. 00:08:16
That we've got three of them. We're sitting back in the back. 00:08:19
They all have. 00:08:22
A lot of experience in the appraisal. 00:08:24
Industry. 00:08:27
Two of them are licensed certified appraisers in the state of Indiana. 00:08:29
One of them was a Township assessor. 00:08:33
And he's familiar with the way the state. 00:08:35
Handles this. 00:08:39
So. 00:08:41
Basically. 00:08:42
All I want to say now is I want to encourage people. 00:08:44
If you don't think your house is worth what it's assessed for. 00:08:48
What you could sell it for? 00:08:52
Then appeal it. 00:08:54
I mean. 00:08:56
These people back in the back. 00:08:57
In our Board of Appeals. 00:08:59
Look at your house individually. 00:09:02
We as an assess. 00:09:04
Assessment Industry. 00:09:06
Look at it in groups. 00:09:08
Is done in a mess. 00:09:10
Mass Appraisal. 00:09:13
It's set up in the neighborhoods. 00:09:14
Of hopefully homes similar to yours. 00:09:16
That we can compare it with. 00:09:20
But we have to start with the basics. 00:09:22
Of what? The state? 00:09:25
Tells us to do. 00:09:27
And that's. 00:09:28
To use. 00:09:29
Their cost data. 00:09:31
We we were given the cost data not long ago. 00:09:32
December 20th. December. 00:09:37
It went up. 00:09:39
The lowest was 31%. 00:09:42
That's a lot. 00:09:45
You know, people that get their their tax assessments. 00:09:47
First of all, it is. 00:09:51
It's blamed on the cost approach. 00:09:54
The markets the same way they. 00:09:58
They got us. They put a factor. 00:10:00
On each of your neighborhoods. 00:10:03
So. 00:10:05
If we do, the cost of your house. 00:10:06
We take off. 00:10:08
Depreciation. Umm. 00:10:09
And we add a market factor for that particular. 00:10:11
Area. 00:10:14
That's supposedly what the. 00:10:16
Market approach is. 00:10:18
Whether it is or it isn't. 00:10:20
That's how we're directed to do it. 00:10:22
And that's why I want to encourage you. 00:10:25
With these three people on my board. 00:10:28
That are appraisers. 00:10:31
They're going to look at your house individually instead of as a mass. 00:10:32
You know, with the mass appraisals we've got over 40,000. 00:10:36
Parcels in Floyd County. 00:10:42
Which is a lot of different. 00:10:44
Owners. 00:10:46
Physically, we can't go out and look at 40,000. 00:10:48
Thousands of lots and all that. 00:10:52
I don't agree with the way the system is, but for the majority of the people in the middle. 00:10:56
It works. 00:11:02
For the ones on the outside. 00:11:03
It doesn't work. 00:11:05
But that's where you've got to put forth of effort. 00:11:07
To bring that up to us. 00:11:10
We had a Property Tax Board of Appeals meeting tonight. 00:11:13
Which is not. 00:11:17
Unusual once a month. 00:11:19
We go through that. 00:11:21
People. 00:11:23
Want to come and they want to appeal their taxes. 00:11:24
Nobody ever shows up. 00:11:27
You know. 00:11:29
We had one person show up tonight. 00:11:31
You know how many people call us during the day? 00:11:34
And say their taxes are too bad. 00:11:36
I mean the phone I got. 00:11:39
5 people and they're answering the phones. 00:11:41
All the time from the time we opened to the time we closed. 00:11:43
Have one person. 00:11:46
Show up. 00:11:48
And all we want you to do in that is to say. 00:11:49
Why you think your your assessment is too high? 00:11:53
I mean, are your neighbors the same? 00:11:58
You know, has there been sales in your neighborhood? Give us some reason. 00:12:00
Because it doesn't matter to me. 00:12:05
Honestly, or anybody else in my office. 00:12:07
What's your what's your appraisal is? What's your assessment? 00:12:09
We don't gain anything, one thing or another. 00:12:13
I mean, truthfully, I could go in and say, OK, we're going to cut everybody's assessment in half. 00:12:16
Would that make you happy? 00:12:22
That just means your tax rates from the double, you still could have paid same amount. 00:12:24
So. 00:12:28
You know, unfortunately. 00:12:30
In all my years of experience. 00:12:32
People want it to be what they want it to be. 00:12:34
For what they want. 00:12:37
You know, not necessarily what is. 00:12:39
So let me ask, how do people. 00:12:41
Initiate that appeal. That's just, that's what I want to lead people with tonight last year. 00:12:44
Amanda looked. 00:12:49
And 1000. 00:12:51
That's 1000 appeals. 00:12:53
We looked at. 00:12:56
And she went through and tried to find cops for each one of them and all that. 00:12:57
That's really not. 00:13:01
What we're supposed to do? 00:13:03
I mean, we've already given you our value. 00:13:05
Based upon the information. 00:13:08
Given to us by the state and the other information we have. 00:13:10
So, uh. 00:13:14
They're saying, well, we just think it's too high, can you lower it? 00:13:14
I mean, you see how that goes. 00:13:19
Right. So how who do they who do? Who does the homeowner contact? 00:13:22
In our office you can e-mail it. Mail it. 00:13:27
It is on our website. There is a downloadable form. I brought some with me with letters. 00:13:30
We would ask if you have a recent appraisal, that would be great. 00:13:34
Any MLS listings that are in your neighborhood that's comparable to your house? 00:13:38
That's recently sold would also help us lower the values. 00:13:43
We did know we have a few neighborhoods that are really out of whack and we are adjusting those accordingly and sending out 00:13:47
corrected formula. Gloria, can we list their? 00:13:52
That e-mail on our on the commissioners site as well on his site. 00:13:57
Yeah. 00:14:01
Just piggyback that we could do that and I have to ask on behalf of the public then is if someone. 00:14:02
Files an appeal. Is there any chance that their assessment is going to go up? 00:14:07
No, not anymore. There was a legislation passed that it cannot increase. 00:14:11
But we can make changes if they we find that there is an error on your card. 00:14:16
So you have a finished basement and we didn't know that it can change for the future years, but not current? 00:14:20
OK. Thank you for being here. 00:14:25
Thank you for being here. 00:14:28
Terry may or may not be available for questions afterwards. He might meet you in the hallway. I need to move forward with the 00:14:31
meeting that at the moment. So thank you very, very much. Thanks, Terry. Thank you. 00:14:35
Mr. Bill Hawkins from Strand. 00:14:41
Welcome. 00:14:44
Thank you. 00:14:46
Schedule last fall. 00:14:47
Submitted UH. 00:14:49
Innovation Pkwy Rd. for an engineered excellence. 00:14:51
Award through the American Council of. 00:14:56
Engineering companies. 00:14:58
While we didn't win the top honor award for Transportation Project, we were given a merit award. 00:15:00
For it so. 00:15:06
They recognize the. 00:15:07
The nature of the project and what went into it. 00:15:08
And I just have today the. 00:15:12
Plaque that belongs to you. 00:15:14
For that, for that award. So all right, well, thank you. 00:15:16
Thank you very much. Yeah, Appreciate being able to work on that project and the other ones we've been doing for the counties. 00:15:20
Thank you. Thank you. We will make sure that. 00:15:28
Don gets a good look at that and Nick here at night. 00:15:32
Yeah, yeah. There you go. Yeah, I always misplace you. 00:15:36
He moves around. 00:15:39
He's kind of fits, right? There's a lot of work that goes into that and I'm glad that it was recognized. And yeah. 00:15:42
Yeah, well, thank you for being here tonight with that. 00:15:49
Thank you very much. 00:15:52
Thank you. 00:15:53
Kent, Barrow. 00:15:55
EMA director with a preventative maintenance renewal contract. 00:15:57
Which we're going to have to make sure is in the name of Floyd County. 00:16:03
So if we can do that tonight before we move forward, but. 00:16:07
Kent voting was yours. 00:16:10
OK, yeah, it's ever park. 00:16:13
Maintenance agreement. 00:16:16
For the two generators that we have at the Georgetown site to do Little Hill site for the 800 communications so. 00:16:17
It's just they come out twice a year. 00:16:23
Do a maintenance check and then come back and. 00:16:25
Everybody every six months. 00:16:29
Keep the generators going. 00:16:32
So there's no new. 00:16:34
Elements to that. 00:16:35
Now we sent it to Rick. He looked over it. 00:16:37
Had some changes. We had them make those changes, send it back to Rick and he. 00:16:40
Said it was good to present to you all tonight. 00:16:44
I'm just recognizing. 00:16:46
We're on your signature that it's Floyd County. Just I'm going to write Floyd County. 00:16:48
If you have. 00:16:54
If you have that here. 00:16:56
OK, here we are. 00:16:57
OK. Yeah. We weren't sure whose packet the original ended up in, so we'll take care of that then. So are there any questions for 00:16:59
Rick or for Kent? 00:17:04
No. If not, I'll look for a motion to accept and approve. 00:17:08
I'll make the motion to approve. 00:17:12
2nd. 00:17:14
OK, all in favor, aye? 00:17:16
Thank you very much. 00:17:19
Time but did receive a phone call today from IDHS. 00:17:22
And May the 15th, tentatively. 00:17:26
FEMA Rep. 00:17:30
State Rep and a Small Business Administration loan Rep is going to be coming. 00:17:32
Floyd County. 00:17:37
To meet with me and we're going to go around and look at some of the damaged homes for the individual assistance. 00:17:38
To try to help those people out with. 00:17:45
The flooding, do you feel like you've identified everyone who would benefit from that at this point? Yeah, we had 25 and then we 00:17:47
added one. 00:17:51
A couple days ago on old Ford Rd. that I think you're familiar with so. 00:17:55
We're 26 homes that we're going to be. 00:18:00
Well I appreciate all your all's activity with that I know y'all were. 00:18:03
Very busy on, especially on the 111 S corridor and. 00:18:08
Everything else. So thank you for all your work. Unfortunately we only had 2526 homes. Yeah, like. 00:18:11
Clark County and Utica. 00:18:16
Yeah, some of the other counties, but. 00:18:17
Our normal 2526. 00:18:20
All right. Thank you. 00:18:23
Thank you very much. 00:18:24
We have confirmed that Nick Cream is in the building so #5 Directory Building and Development Services. 00:18:25
First item here is a additional service request to the contract with Tower Pinkster. This is for the Red Wire building. 00:18:35
Just want your tenant there. 00:18:43
Requesting some design. 00:18:46
Modification to hang a rocket in there for them. 00:18:48
They will be paying. They're paying for that. Yeah, yes. It's just that the contract is with us. So we will have to approve that. 00:18:52
Prior to them doing it work right? 00:19:00
So I went out there. 00:19:03
Last week and saw where they're going to hang the rocket or the model of it. And again, the important thing to realize is that. 00:19:05
They're covering the confidence of this. Yep. So. 00:19:11
I don't know. 00:19:14
We do need a formal motion. 00:19:15
To approve the MOU, I'll make the motion. That's good. 00:19:19
Frank, I need a. 00:19:24
2nd on the memorandum. No, this is for the tower. I'll second this is for the tower painters. 00:19:25
And but this is. 00:19:31
All on red wires. That's what I wanted to emphasize for Frank before he the rocket. 00:19:33
Yes. 00:19:38
OK. 00:19:39
In a second, second. OK, All in favor, aye. 00:19:42
All right. The second item is a interlocal agreement with the town of Georgetown. This is regarding. 00:19:46
Some drainage improvements near their Maplewood lift station and they have an existing contract for some work that they did out 00:19:57
there. 00:20:01
When they were doing that work, they observed some issues with the drainage. They agreed. 00:20:06
Or had the contractor produce an estimate for that work. 00:20:11
It will be under the existing contract. 00:20:18
That they have with Georgetown. 00:20:21
Georgetown has agreed to take on a 50% of that cost and requested that the county take on the other 50%. 00:20:23
It is our drainage infrastructure. 00:20:31
The cost? 00:20:35
Would be $7625. 00:20:37
Make a motion to accept the interlocal agreement. 00:20:41
I'll second. 00:20:44
Have a motion and a second, any further discussion? I think all three of us went out there and saw that, yeah, so. 00:20:45
All in favor. 00:20:52
All right, all right, Horatio. 00:20:54
Pacer quote. 00:20:57
Yes, Sir. Good afternoon. 00:21:01
Every two years we have to update our payment service evaluation rating for our undergrowth in Floyd County. 00:21:06
In the past without being able to do it in house. 00:21:16
This time. 00:21:19
We will need to hire someone to do that for us. 00:21:21
Send request. 00:21:25
The companies that is in the list. 00:21:29
And three of them submit a quote. 00:21:32
That you should have those in front of you. 00:21:35
So I would appreciate if you can take a look at it and. 00:21:37
I guess we you gonna. 00:21:42
Pick the the. 00:21:44
Yeah. I think we'll end up taking this under advisement tonight, but I just want to clarify why we're taking this outside the 00:21:45
shop. Is it? 00:21:49
Too big a job. Do we not have the man? We don't have enough manpower to do that. 00:21:52
And then is is due by the end of this. 00:21:56
Next month. 00:22:00
June, OK. 00:22:01
Have we had a reduction in manpower or we have an increased demand on personnel? We have. We don't. We don't have enough personnel 00:22:03
to do that. The person that I had with us, I was planning to use him and give him enough training to do the work. 00:22:10
And he is not with this it didn't work out right exactly. So I just I can anticipate a question as to why we're. 00:22:18
Contracting this out so, but I recall that we had. 00:22:24
Yes, someone who had to leave. That was my intention. But. 00:22:28
Yes, sometime. 00:22:32
Yeah. OK. I'll make the motion to take these under advisement for. 00:22:33
I was going to say these things have. 00:22:42
How long it's going to take and I think. 00:22:45
If you're going to choose. 00:22:48
Beacon which is the lowest 14,000? 00:22:50
I just want to check their agreement because they say how long. 00:22:54
I don't have. 00:22:59
Do you have the beacon agreement? 00:23:01
The beacon no. 00:23:04
No. So you're talking about how long it's going to take them to turn around the results for us? 00:23:05
OK, my best guess is someone working. 00:23:11
Straight the whole day. 00:23:15
He might take about. 00:23:17
Two weeks. 00:23:19
I think part of each contract they were aware of your deadline. 00:23:20
Yes, and each contract. 00:23:24
Stated that they could meet that deadline, yes. 00:23:26
I know we had someone who was clearly lower, but I wasn't sure that. 00:23:29
Everyone had that chance to look at it. 00:23:33
Why don't we move to the next item and go back? Because he's he's involved in the next item as well as a contract. So I was 00:23:47
actually going to go down to. 00:23:51
You're not leaving the meeting, are you in case? OK, so. 00:23:59
If you will. 00:24:03
Step aside while I Rick review that and. 00:24:05
I'm going to go to #9 to our fire board appointment. 00:24:08
It's quite all right. OK. Thank you. 00:24:11
We got. 00:24:14
OK, You wanna go to 9? Yeah. OK, yeah. 00:24:16
So we've had a resignation on the Georgetown Fire Board due to someone. 00:24:19
Moving outside the area. 00:24:23
We have. 00:24:26
Somebody who's a interested in taking upon that appointment I think would be a good fit. 00:24:27
Kyle Johnson, he's a company officer at Clarksville Fire Department has. 00:24:33
Of very many years in firefighting experience and I think he would be good for that. So I would like to nominate. 00:24:37
Kyle Johnson to. 00:24:43
Be appointed to the Georgetown Fire Board. 00:24:45
And I'll second that motion. 00:24:47
I have a motion and a second all in favor. 00:24:49
Aye, Gloria, did you get the? 00:24:53
Spelling and everything on. 00:24:55
I'll yeah, I think I got this contact for stuff for you. 00:24:58
OK, OK, OK. 00:25:02
I'm going to go ahead and move down to approval of Rd. closure at Jefferson Gardens Sunday, July 6, 2025 for the Smith Kendrick 00:25:05
family reunion which. 00:25:09
Make the motion handle that I don't think you've had. 00:25:14
The objections to that, that's correct. Yeah. We've been doing that since I've been around. I'll second. 00:25:17
Motion is second all in favor, aye. 00:25:22
I and then I also had the road closure that. 00:25:26
We had added to the agenda for the American Legion. 00:25:31
Paoli Pike in Scottsville. 00:25:35
It was Poppy and yes, yeah. 00:25:40
Yeah, yeah. So I'll need a motion for that. I'll make motion. We approve that. I'll second. 00:25:42
OK. Motion is second all in favor, aye? 00:25:49
9 All right, I as well. 00:25:52
So we can notify them of those closures on that. 00:25:55
Mr. Fox still busy so I will look for approval of the Commissioners meetings minutes for April 15th, 2025 S. 00:26:01
Second, all in favor? 00:26:08
Approval of payroll and claims. 00:26:13
All right, motion approved. 00:26:16
Second. OK, all in favor. 00:26:18
That was for the record. We had a meeting today at Stormwater at 4:30. 00:26:23
PM So I think we're going to have to have Mr. Fox's input on. 00:26:29
The remaining It's my understanding there are no board and committee reports tonight. 00:26:34
So and I'll announce. 00:26:40
In advance that our next meeting is Tuesday, May 20th, 2025 at 6:00 PM. 00:26:43
I don't see this. 00:26:49
Yes, ma'am. 00:26:51
Did you say it was a Rd. closure? 00:26:54
No, it's just a. 00:26:56
He may have said Rd. Closure. 00:26:59
It's an event. It's an event, yeah. 00:27:04
That's actually. 00:27:09
Poppy and Poppy and Scottsville, yeah. 00:27:11
Yes, ma'am. 00:27:20
As long as I don't need any input from him on the contract. 00:27:26
Gloria. 00:27:31
Everything was in order. 00:27:32
All right. 00:27:36
I feel like. 00:27:38
I'm a filibustering. I'm going to start reading the phone book or something. 00:27:39
So for clarity, they wanted to stop at Schubert's corner. 00:27:45
For their poppy drive. 00:27:50
It's not a road. They're selling poppies, apparently. Poppy drug. 00:27:53
It says Poppy Drive because I kept thinking I know where all the roads are and I've never heard of that one. I thought it was the 00:27:58
name of going into the place. That's what I figured it was. 00:28:02
I didn't know you could sell Poppy Goddess. 00:28:07
All right, Item 7, County Auditor Diane, the topping 2025 Maximus Cost Allocation Plan contract. 00:28:10
This is just a renewal of a current contract that we have. Our current one has expired. 00:28:16
They do our cost allocation. 00:28:21
For us. 00:28:24
In case you don't know what that is or just as a reminder. 00:28:25
That is a federal reimbursement for direct and indirect costs that are incurred for the Title 4D plan in Floyd County, which is 00:28:28
child support, so. 00:28:33
We run a lot of reports at the 1st of the month for the previous month for this company. They do all of the really fun math 00:28:38
involved and submit the requests on our behalf to the federal government for reimbursement. 00:28:43
OK. 00:28:49
And there were no issues with that. I want to confirm that with you, Mr. Fox. I know that we got the e-mail stating that the. 00:28:51
For the public record. 00:28:57
No issues with this. 00:29:01
OK. Well, I'll make the motion to approve the 2025 Maximus Cost Allocation plan contract with the auditor. 00:29:03
Second all in favor, aye. 00:29:10
Thank you. All right. 00:29:14
Thank you. 00:29:16
We are now at an. 00:29:19
OK, I found Beacon St. can complete the project and provide a draft report within 45 days of notice to proceed. 00:29:23
OK, so so that would have to be altered or? 00:29:32
I mean, he needs it by the end of the month, right? 00:29:36
Next month, OK, we're Caitlin. 00:29:39
So if. 00:29:42
If you take it under advisement and. 00:29:43
You should be OK. 00:29:47
Right. 00:29:48
So I'll need a motion to take these bids under advisement. There you go. I'll second motion is second all in favor, aye. 00:29:51
All right, item 8. 00:29:59
The Floyd County on Site Wastewater Management District Notice of Intent. 00:30:01
Yes, I've discussed the Notice of Intent. 00:30:08
With the. 00:30:11
Publicly already and it's for an on site septic management district. 00:30:13
This is I call it the rescue systems whenever a. 00:30:21
Septic system fails on a residential property. 00:30:24
The this district will allow us to be able to evaluate the property for. 00:30:30
Rescue systems, so at least it can be a viable prop. 00:30:37
And operational. 00:30:42
All kinds of rules that go with this It'll be administered by the Floyd County Health Department. 00:30:43
There will be appeals to the commissioners. 00:30:48
The midst of writing the ordinance now. 00:30:52
However, what's pertinent? 00:30:55
The in terms of the process of setting up the district, I just need you to. 00:30:57
Approve the Notice of Intent. 00:31:01
And all that does is it goes forward with regards to this. 00:31:04
There's not going to be any fees that are going to be charged for. 00:31:08
The territory in the District, which is the unincorporated county, Greenville and Georgetown. 00:31:11
It the Floyd County Health Department will administer this just like they do all the other septic systems with regards to permits. 00:31:18
We have. 00:31:28
In terms of the process, a notice of public hearing, which I got. 00:31:30
Posted out. 00:31:35
In the Tribune on Friday. 00:31:36
And. 00:31:39
I've posted it out here on the bulletin board. 00:31:41
Week we filed it with Georgetown and Greenville with regards to their governments, but. 00:31:45
We have a hearing scheduled on May 22nd. 00:31:53
Here in this room at 3:00. 00:31:56
And Scott Waters will be the hearing officer. 00:31:58
I'll be making a presentation with regards to. 00:32:02
The the process. 00:32:06
We'll have Anthony Lieber from the Floyd County Health Department who will speak with regards to the environmental associated with 00:32:09
this. Doctor Harris, I believe, is going to be here. 00:32:14
And so. 00:32:21
Scott will listen to. 00:32:24
Anybody that wants to speak with regards to. 00:32:25
Who is against who's for it, That type of a situation that we have at all the hearings. 00:32:29
The Scott will write a report. 00:32:35
For the commissioners after the hearing. 00:32:39
I've got scheduled for June 17th for the commissioners to address. 00:32:44
A proposed ordinance with regards to setting up the district. 00:32:50
And we will go from there. 00:32:54
OK. So I'll look for a motion of acceptance for the on-site Wastewater Management District notice of intent. 00:32:56
So moved. I'll second. 00:33:03
All in favor, aye, And unless there's any further discussion required, I'll look for a motion of acceptance for the notice of 00:33:06
public hearing on the same matter. 00:33:10
So move down that second. 00:33:16
All in favor. 00:33:20
And then a CFL supplemental agreement. 00:33:22
Yes, that's is. 00:33:26
For the expert that's been retained in the litigation in the Clark Floyd Landfill. 00:33:29
And. 00:33:35
This individual. 00:33:37
Is working with Ice Miller, who is. 00:33:39
The law firm in Indianapolis that's handling the litigation? 00:33:42
And we're asking that. 00:33:46
Both Floyd County Commissioners and the Clark County Commissioners improve a little indemnity agreement on behalf of the services 00:33:49
he's providing. 00:33:53
Yeah. Any discussion on that matter? 00:33:59
Now I'm pretty clear. 00:34:02
OK. 00:34:03
I'll make the motion to approve the supplemental removal. 00:34:04
Is a house, is that right? 00:34:07
Second motion is second all in favor, aye. 00:34:10
All right. Thank you. May 22nd is that. 00:34:14
Do we have any comment from government officials present this evening? 00:34:19
But you come if you want. 00:34:23
I'm not egg shell. Is Sheriff Bush OK? Public comment. 00:34:25
Mr. Moore. 00:34:30
Thank you. PJ Moore, Georgetown Township. 00:34:40
Couple of things #1. 00:34:43
Horatio is. 00:34:46
In all my years come here, one of them was on the ball officials. We have always appreciate his efforts. 00:34:47
He's already advised me that I'm. 00:34:53
For next year, he's going to try to have a in-house person for that. 00:34:55
Review. You guys just approved, so he's already on the ball. I appreciate that. 00:34:59
#2. 00:35:04
They are property assessment. 00:35:05
But Doctor kneel is a question, I believe. 00:35:07
There's some guidance on the assessment form itself. 00:35:10
As to file an appeal, which is what I'll be using, you're talking about how the public knows. 00:35:14
So hopefully you'll be able to read the appeal rate directly. 00:35:19
The third thing is. 00:35:23
I've gotten. 00:35:26
Inquiries or comments once in a while from members of TCC. 00:35:27
A couple years ago. 00:35:32
Somebody asked me about all these. 00:35:34
The proliferation of these. 00:35:36
Do yourself yard signs. 00:35:38
Some corners just look like. 00:35:40
You know a junkyard of signs on telephone poles are all over. This is. 00:35:42
All of these signs are against. 00:35:47
County ordinance were. 00:35:49
Illegal signs in public right of ways where it's either state or county property. 00:35:51
Well, when I inquired. 00:35:56
About certain officials. 00:35:58
About enforcing the ordinance, I was told that the new policy was. 00:36:00
To have individuals. 00:36:04
Filed A1 on one complaint with the county. 00:36:05
And the person had asked at the time. 00:36:09
Was reluctant to do so. She was afraid of retribution. 00:36:11
Or anything from the contractors or providers in question. 00:36:15
Because she didn't want all her information at home and all that stuff out there. 00:36:19
And I was thinking I saw a bunch of signs on the way in. 00:36:23
And I'm wondering why the umm. 00:36:27
It's a county ordinance. 00:36:30
I truthfully, I don't think on behalf of me or anybody else. 00:36:32
I don't think the onus should be on individual. 00:36:35
Residents to enforce the county ordinance. 00:36:39
I'm hoping you gentlemen will. 00:36:41
An actor allowed policy where? 00:36:43
A complaint or concern can be brought to the proper county official. 00:36:46
And they can go out or contact the person and say stop putting your signs there. 00:36:50
And yeah, I think that the. 00:36:55
Private residents should not be the ones required to be the front man for enforcing the county ordinance. 00:36:57
I didn't know if you were aware of that. 00:37:03
But it. 00:37:05
The the idea of having a county resident. 00:37:06
Filed A complaint with the county. 00:37:09
That the county steps out, but they could say hey. 00:37:10
Joe Schmo, Here's one saying you signs are illegal. 00:37:13
I think it should be brought to the county's attention. 00:37:16
And the county officials should be the one contacting. 00:37:19
The person who is violation of the ordinance. 00:37:22
Like you gentlemen to consider that. 00:37:25
And if you need to, you can discuss it with me further, I can give you particulars. 00:37:27
But I think you know what I'm talking about. 00:37:32
And the last thing is. 00:37:34
Good catch on the poppy. 00:37:36
Yeah, Canada has been doing that to celebrate the World War One veterans for decades. 00:37:38
So maybe we're going to be there 50% if we're following them, right? 00:37:44
Thank you. 00:37:48
Any other public comment? 00:37:52
Dale Man, Georgetown I want to thank Theresa Plies and Kimball. 00:38:00
Refurbishing the battery for a clock. 00:38:03
I know it's clicking now. 00:38:06
I only see with my glasses on. OK. 00:38:09
And another thing that come up today, PJ called requesting, said we had a wheelchair here. 00:38:11
Throw somebody in, you know that needed out of their car. We don't. 00:38:18
I see him throw it away all the time. 00:38:23
A wheelchair? You want us to have a wheelchair here in the building? 00:38:25
In case something happens, somebody falls, it wouldn't hurt us to have a wheelchair around here in building. 00:38:30
Somebody falls and they need a wheelchair. We probably need a stretcher and. 00:38:34
Professional medics to take care of. It's just something that just came up tonight because PJ called me and when we had 00:38:39
wheelchairs we could go out and get him. 00:38:43
And then I asked Teresa and everybody else, no, we don't have one here. 00:38:48
And we should have. 00:38:52
Some kind of kind of wheelchair. I'm sure we can find them everywhere. 00:38:53
This this chairs got wheels, but I'm telling you. 00:38:57
If you put somebody in a wheelchair and you've just provided medical attention. 00:39:01
And we don't want to encourage that. We want professionals. 00:39:07
Come in here. 00:39:11
Evaluate the person with their. 00:39:13
Education and put them in a wheelchair or on a stretcher. 00:39:15
Go in any high school. High school's got a wheelchair. 00:39:19
They also have a nurse. 00:39:22
My electric wheelchair is too heavy for me to hoist back and forth on my own. 00:39:28
So I was just curious as to whether. 00:39:36
Everyone, you are just one of these lightweight collapsible chairs. 00:39:38
In case somebody has. 00:39:42
A liability problem, not a medical emergency. 00:39:44
Or fall but. 00:39:46
I told him. 00:39:48
That if I didn't feel good coming in, I wasn't going to be able to make the meeting. 00:39:49
But for something like this where it's arthritis or anything else? 00:39:53
Just having a wheelchair for somebody. 00:39:56
Push it might be nice. 00:39:59
You're going to fight down usually provided for the cap. 00:40:01
Opens up our liability. 00:40:04
Don't think of those things until your ability. 00:40:07
Starts the media. 00:40:09
I understand what you're saying, Frank, about. 00:40:11
Liability emergency I'm talking about. 00:40:13
Just people like me that have off days. 00:40:16
It can't campground line, that's all. 00:40:18
All right. 00:40:21
We do have hearing impaired. 00:40:23
But a lot of people have wheelchair churches. A lot of churches have wheelchair. 00:40:26
Case something like that happens. 00:40:30
And anyway, that's all I got. 00:40:33
The impact fee petition is still going. 00:40:35
I guess you read George's letter and you read Daniel Sutton Death's letter in the Tribune today. 00:40:39
Where Clark County referendum. 00:40:44
Increase their taxes 44%. 00:40:46
If it passed today, which I doubt if it did. 00:40:49
But we need to get on it. 00:40:52
We need every every every county owner too. 00:40:55
Thank you. 00:40:57
Any other public comments? 00:40:59
And they'll look for a motion to adjourn unless they have closing comments. 00:41:01
So move. All right. Thank you. 00:41:06
Is that it left the sun? 00:41:10
I'm sure. 00:41:12

I'm sure. 00:41:12
scroll up
