Hello. 00:00:17
Hello. 00:00:25
It is green. 00:00:29
We'll go ahead and call this meeting to order. If you would please rise for. 00:00:35
Pledge allegiance. 00:00:38
I pledge allegiance to the pledge allegiance to the flag. 00:00:44
Of the United States of America. 00:00:46
And to the Republic for which it stands, one nation under God. 00:00:48
Into this world with liberty and justice for all. 00:00:53
Roll call. 00:01:02
And camper. 00:01:03
Present gone. 00:01:10
Present Angela here. 00:01:12
And I'm here. 00:01:15
So this meeting is a limited meeting. It's over the. 00:01:18
Contract fire service of 20 or for 2025. 00:01:22
At this time, I'll allow any public. 00:01:26
Donna Hoogler. 00:01:38
6010 Black Knapp Rd. 00:01:39
I want to make a several comments from last the last meeting. I'm disappointed that Mister Moon and Mr. Sharp that you will 00:01:42
publicly disrespected the Lanesville Volunteer Fire Department at the meeting last month. I feel like we should be thanking them 00:01:49
for the many years of excellent service that they provided to Franklin Township. You know, just having the things in the paper. I 00:01:56
just not happy with that. I understand that keeping the money in the county is a good thing. 00:02:03
But Franklin Township or Lanesville Volunteer Fire Department is closer in proximity to many parts of Franklin Township. 00:02:11
So another comment, Mr. Main, that you had made mentioning homeowners insurance rate. I checked as well as several other people 00:02:18
checked with their insurance companies too. There is no difference whether a fire service is a paid or volunteer service. 00:02:25
But ratings are based on proximity to the fire station, so please keep that in mind. Because if it were. 00:02:32
You know, if we were still only had the Georgetown Fire Department, of course that would raise our homeowner rates. 00:02:39
So I have a couple of questions, and whether you can answer them or not, that's fine, but I have questions. 00:02:46
If a Fire Station 2 at Georgetown is already on a run. 00:02:52
Who's going to respond to calls that come from Franklin Township? 00:02:57
I'm assuming it's Fire Station Georgetown, but I don't know. If that's correct, then to me that's unacceptable because it's. 00:03:01
Definitely not in the our interest for all of us who are way out there in here in Franklin Township, it would take much longer 00:03:09
than you know, a Lanesville or Elizabeth to respond. So I'd like to know how that's going to happen for medical runs. Does the 00:03:17
fire department, do they send a fire truck or do they send a smaller truck to respond to those calls? 00:03:25
And then I don't know if you can even answer this, and maybe Mr. Sharp could. 00:03:35
Fire territory, if it's passed, we're not going down the fire territory. That's not a discussion. Not a discussion. 00:03:40
Does that affect Franklin Township's fire tax rate? If or if it didn't pass, do you? 00:03:48
So I don't know. I mean that's a question. I'm curious. I. 00:03:54
Don't know and it was. 00:03:57
Wondering. 00:03:59
And then I'm not sure if there's interest in the Township, but you know, I kind of have interest of taking a tour of the 00:04:01
Georgetown Firehouse #2. 00:04:06
You'd mentioned that they were working on surveying the area, doing blocks or something and you know, is the survey of the roads. 00:04:11
Do they, have they completed that already? Do they know what equipment is needed, you know, for, for the difficult locations to 00:04:18
get to what type of homes they have? I know you mentioned previously about the two churches, the church and, and a home before. 00:04:26
And then lastly. 00:04:34
You know what's the future hold for Franklin Township for Fire Department? 00:04:36
You know, I combined the Georgetown Township and Franklin Township population. We are only 13% of that combined population. 00:04:40
And I you know. 00:04:49
I don't know what the future is going to be, but I just have did we ever support a fire station staff and equipment? 00:04:50
In Franklin Township. 00:04:57
You know, from 2010 to 2020, there was only a 15% increase in the population in Franklin Township. 00:05:00
So just. 00:05:07
You know that that's a concern. 00:05:09
And then another question for those that maybe somebody else might address this, but for those that are in the area down by the 00:05:12
river. 00:05:16
You know, I'm curious, how does the fire department get to their residences? You know, what road do they take? I know Lanesville 00:05:19
typically went down Bloke Knob with the trains being on Cordon Pike. You know, I'm just curious, how do they have some 00:05:25
communication where they know whether a train is coming so they wouldn't take Corn Pike or do they take the Expressway? Just 00:05:31
curious for time's sake. Thank you. 00:05:37
I'll answer part of your questions now and. 00:05:44
Chief Wiseman apologizes for not being able to be here today. So if there is a run, it comes out that Georgetown's over on another 00:05:47
run. 00:05:52
Station 1 from Georgetown gets brought down to Station 2 to cover the whole area. 00:05:57
You also have MO use with Elizabeth Fire Department. 00:06:03
You also have MO use with New Albany Township Fire Department. 00:06:07
And you also have MO use with Highlander Fire Department. 00:06:11
So there will be somebody respond and. 00:06:16
Them are all mutual aid agreements. 00:06:18
The second part. 00:06:22
We don't know what. 00:06:24
The future. 00:06:25
Our fire is. 00:06:27
We had an opportunity to engage in conversations this year that the community and the citizens could engage with. 00:06:29
That was stopped. 00:06:35
So we can revisit that at the end of the year. 00:06:38
Because there is state statutes on when you can have them meetings. 00:06:41
And and what was your other question? 00:06:46
Oh the first responder vehicle? They bring out a pickup truck majority of the time. 00:06:50
OK, all right. And so. 00:06:56
With your first response there so. 00:06:58
Is is not Lanesville not part of mutual aid because they're a Volunteer Fire Department that's not for the Township to make? 00:07:00
The townships responsibility. 00:07:08
We have no control. I think this is where a lot of people get. 00:07:10
Get confused. 00:07:14
When you contract with somebody. 00:07:16
You take him. 00:07:18
Anything off the board? 00:07:20
When you sign a contract with the. 00:07:21
With a department in this this instance you have no say so. 00:07:23
You were doing business. 00:07:28
We have never had input into Waynesville. 00:07:30
Because we contract it. 00:07:35
They could do what they want to do. 00:07:37
With that money? 00:07:39
It's not set aside just for Franklin Township. 00:07:40
It goes into a budget. 00:07:43
OK, just as Georgetown. Georgetown. 00:07:47
When when I read this here in a second. 00:07:51
Their money is going to go into their general budget. 00:07:53
And they can use that money however they see fit. 00:07:56
It's called a contract. 00:07:59
Our services is. 00:08:01
With a signed contract, is somebody's going to respond? 00:08:03
But OK, the only thing this board can do. 00:08:08
Is. 00:08:12
Approved contracts for fire service. There's nothing else this board can do. 00:08:13
So we have a mutual aid. 00:08:18
Agreement with Elizabeth. 00:08:20
From previous or something or? 00:08:22
New trade wasn't brought into play with Elizabeth until last year. 00:08:25
When George Sound took over. 00:08:28
I cannot tell you if there is an MOU with Lanesville. I know there has been in the past. 00:08:31
I'm assuming that it's still there. 00:08:37
But I do not know that answer. 00:08:39
Yeah, I think, I mean I think it would be to the county. 00:08:42
To the township's benefit, if we did, they are just so close to so much of the fringe of the Township. 00:08:45
I got to worry about the whole Township. 00:08:51
I understand, but you know, it's just in the interest of. 00:08:54
Many of us. 00:08:58
I would hope that. 00:09:00
That is being checked out. 00:09:02
Thank you. 00:09:04
Anybody else? 00:09:07
So the. 00:09:11
Per the. 00:09:12
Sorry. 00:09:14
Jason Sharp disagrees. Lake County Commissioner. I just thought I came up here since my neighbors just kind of invoked in the last 00:09:15
statement. 00:09:19
I don't feel like I said anything last meeting that was disrespectful. 00:09:23
I think everything that I said was factual. 00:09:26
It's factual they do not have a stadium. 00:09:28
I think it's factual that the comments that they've made. 00:09:31
Were made in a public statement that they. 00:09:34
Did not make roads on overdose calls. 00:09:36
I don't see anything disrespectful about that. 00:09:40
I'll say the Volunteer Fire service is the largest. 00:09:42
Portion of the fire service in the United States. 00:09:44
Takes a very special person to do that. I promise you. The state of Indiana. 00:09:47
Does it make obtaining the certifications for a volunteer firefighter? 00:09:50
Very easy at all. 00:09:54
So I'm very thankful for the Volunteer Fire service. They have an absolute place. 00:09:56
You know, but umm. 00:10:00
Regarding the. 00:10:02
ISO. 00:10:03
Discussion or the industry discussion. That's called a PPC classification. 00:10:05
And there's a lot of things that go into that. 00:10:08
It's not just the fire department. 00:10:10
Your water supply. 00:10:13
It's a communication communication system. 00:10:14
That all goes into your. 00:10:17
It's all kind of cumulatively added together. 00:10:18
But when it comes down to your fire department, some of the things that they take into consideration is your trading records. 00:10:22
Certain types of training. 00:10:28
How you turn your run for courts into the state? 00:10:31
All that is kind of brought together. 00:10:34
How they score your fire department. 00:10:36
Then they analyze your water system in your communication system, so. 00:10:38
Obviously Franklin Township is very deficient in fire hydrants. I think that's something that's been noted by this boarded at 00:10:42
least one occasion. And if you want to help your ISO score? 00:10:47
Have a good fire department, has good training records, enhance your water system. 00:10:53
Thank you. 00:10:57
Any any other anybody else? 00:11:00
At our last Township meeting. 00:11:07
This board wanted to put notice of bids out. 00:11:11
Notice the bids were put out. 00:11:15
Advertised. 00:11:17
They had a submission date of March the 14th. 00:11:19
At 6:00 PM to be turned in. 00:11:23
At this time I have one. 00:11:26
Bid and that is Georgetown Fire Department. 00:11:28
On the bid that went out, number one. 00:11:33
Is the entity. 00:11:36
The entity must designate what area of Franklin Township that are submitting for the bid. 00:11:39
Georgetown said the entire geographic area with Floyd County, Indiana, is known as Franklin Township. 00:11:45
Entity must be recognized by the State of Indiana as Fire Department. The Georgetown Township Fire Department is recognized by the 00:11:52
State of Indiana. 00:11:56
As a fire department and that is verified through the website through Indiana Department of Homeland Security. 00:11:59
#3 the entity must have. 00:12:06
The minimum of EMS basic like non transport. 00:12:09
Designation The Georgetown Fire Department. 00:12:13
Is currently certified to provide non transport EMS coverage. 00:12:16
And I did get the certifications that you guys have in front of you from the. 00:12:21
#5 was the entity must provide the number of calls made. 00:12:27
In average response time to Franklin Township Quarterly at the minimum. 00:12:31
Georgetown Township Fire Protection District is willing to provide statute information quarterly with the understanding that no 00:12:36
personal information or sophistic. 00:12:41
Incident information will be provided. 00:12:46
Also, any other information requested by the Franklin Township governing body must be in a formal request submitted to the 00:12:49
Georgetown Township Fire Protection. 00:12:54
Board of Trustees. 00:12:59
Number six, the entity must provide the number of state certified active members only, which is 26. 00:13:03
#7 The entity must provide monthly training hours. This will be a part of the quarterly report previously requested. 00:13:13
#8 Entity must provide an annual price for the 2025 Fire Protection to expire on December 31st, 2025. 00:13:22
Their submission went up. 00:13:31
It is now $10,000. 00:13:34
But. 00:13:43
I got a question. 00:13:49
How long is it gonna take for Georgetown to get out toward level where all these people that were relevant? 00:13:51
On the data that was here at the last meeting. 00:13:56
It shows that their response times. 00:14:00
Are better than Waynesville. 00:14:03
And you also have Elizabeth Fire Department coming on Hwy. 11 on a mutual aid. 00:14:05
Yeah, we're not going to discuss any issues. 00:14:14
I was on that scene. 00:14:18
Anything from the board? 00:14:25
I just want to point out that we didn't get a bid from Lanesville. 00:14:29
So we never got a bid from Lanesville. We only got 1 from Georgetown. 00:14:33
Yeah, New Albany Township did reach out to me. 00:14:39
Umm, they were not going to bid it. 00:14:43
Because they do not have that staffed down there. 00:14:46
And Georgetown is already running mutual aid along with Highlander in their Fire Protection district. 00:14:50
Yes, New Alton Township. 00:14:57
Yeah, let's go. 00:14:59
So who is covering? 00:15:03
The bottom of the hill. 00:15:05
What now? 00:15:09
Covering Who's covering? 00:15:10
Off of Hwy. 111. 00:15:13
Not according with their with their contract for the bid. It's them. 00:15:15
They're covering all. 00:15:20
Georgetown. 00:15:22
Unfortunately. 00:15:25
Because New Albany doesn't have anything. 00:15:28
In the Bud Rd. area which? 00:15:32
They used to, but they don't now. 00:15:34
Well, that's a thanks to a certain person, but that's beside the point. 00:15:36
The thing is. 00:15:41
This was too far away from you. That is really too far away for. 00:15:45
Georgetown to go? 00:15:52
They're going to have to fight with the train tracks. 00:15:54
Unless. 00:15:57
They can make it down. 00:15:58
A heel. 00:15:59
Yeah, but New Albany? 00:16:02
If New Albany came to Bed Rd. where do they come from, Charlie? 00:16:03
They'd be coming through the city of New Albany and so would Highlander Fire Protection. Then you would have Elizabeth coming from 00:16:06
the other side. Elizabeth would come. 00:16:11
Down the river Rd. Probably and but New Albany's fire. 00:16:16
County Firehouse is way out where the Charlestown Rd. Charlestown Rd. So you got Charlestown road to Bud Rd. 00:16:20
You got Georgetown to Bud Rd. 00:16:28
It's just bud Rd. is is is. 00:16:31
Well, the River Valley is. 00:16:35
An issue that that. 00:16:37
We need to. 00:16:39
Talk to New Albany about big time. 00:16:41
Yeah, because we've got the knob and it's so treacherous to go down the knob. 00:16:43
Where does New Albany come to the casino? New Albany is not covering. They're working with an MOU at Georgetown because they do 00:16:49
not have the staffing. 00:16:53
At Bud Rd. is an unmanned Firehouse. 00:16:58
They have contracted with. 00:17:02
Georgetown and Elizabeth to cover that area. 00:17:05
And that's been going on for a while now. Yeah. There's a list that goes up to the casino. They can go a little bit further if 00:17:08
they want. There's a mutual aid and Elizabeth's coming out. So they're basically the bottom is covered. Yes, yeah. 00:17:14
It is good, not great. 00:17:20
The only other question I have is. 00:17:25
We need to get with lanes because Elizabeth is too far. 00:17:28
For then we get. 00:17:32
From where there are stations at UP 11 at Franklin Township needed them. 00:17:34
Now they can get up to 211 and go down on the hill and hit 111 with no problem but. 00:17:38
Coming further up. 00:17:43
It's pretty curvy and it takes a long response time. So my understanding is with the MOU that they have in place, you have New 00:17:45
Albany Township coming and you also have high lender coming. 00:17:51
So they would be entering the bottoms. 00:17:57
Now does is Georgetown going to get a far brush truck to have at Station 2? 00:18:02
In a smaller truck yet or we don't know. 00:18:07
I'm not going to speak on behalf of that. 00:18:12
There is conversations though. 00:18:15
That's not something for me to answer. 00:18:18
That'll be Mr. Wiseman. 00:18:20
Now is this is a yearly? 00:18:34
Contract, right? 00:18:37
Yeah, December. 00:18:39
December the 31st. 00:18:42
2025. 00:18:44
And another question I need to ask you is. 00:19:04
OK, we know the territories out. 00:19:09
How about districts? 00:19:13
There's no talk about fire territory or the district right now. 00:19:17
I think the commissioners have made it said. 00:19:21
That they hopefully that we can handle this on our own. 00:19:24
Before they have to intervene. 00:19:28
And I think that has been architecture. 00:19:30
Said many, many times. 00:19:33
They're waiting to see. 00:19:35
OK, Can we make it to where we vote on them not. 00:19:36
Being able to do that, no, you may not, because we have no control the Commissioners. 00:19:42
You guys asked for a bid. 00:19:51
Notice a bid to go out. 00:19:54
You guys got the notice? 00:19:56
We had one reply. 00:19:58
Within the time frame answered all the questions. 00:20:00
You want to take it from here on the statutorial. 00:20:06
Sure. So just miss High Camper to answer your question as far as the district is concerned that that is an exclusive power of the 00:20:12
county legislative body there basically there's two ways a district can come in. One is. 00:20:17
The citizens of Franklin Township could file a petition to have that created. That's one. 00:20:23
Obviously, I don't think that's going to be happening anytime soon from the sentiment that's been voiced. 00:20:27
The other is for the commissioners, as the county legislative body, to choose to do that. And there's nothing that the Franklin 00:20:31
Township Board can do to stop that. That's an exclusive power of the commissioners. 00:20:36
My understanding, as as we've discussed before, is. 00:20:42
That, uh. 00:20:47
They're waiting to see what this board decides to do if we enter into a contract and they feel like it's satisfactory. I think it 00:20:48
reduces the chance that the commissioners feel like they have to play that card. 00:20:52
If we continue not to have a contract in place, I think from a legal standpoint it raises the risk. 00:20:57
That the commissioners will feel like they have to take that action at that point in time. So that's that. 00:21:03
As far As for tonight is concerned. 00:21:09
Again, the the vote at the previous meeting was for us to solicit these bids and only to consider the bids that were submitted for 00:21:11
tonight. 00:21:15
Umm, excuse me, sorry about that. 00:21:21
We've only had the one bid unfortunately and. 00:21:24
I know. 00:21:27
We reached out to New Albany. I know you've had some conversations with Lanesville, but unfortunately. 00:21:28
Right now we only have one compliant bid for this board to consider. So the options the board has at this point is to accept the 00:21:34
compliant bid from Georgetown or to reject that compliant bid. 00:21:39
If we reject the bid. 00:21:45
I think. 00:21:47
That very significantly increases the chances that the commissioners are going to feel like they have to do something because at 00:21:48
that point we're still left without a solution. 00:21:51
Thank you. 00:21:57
So I'm looking. 00:22:10
I either need a motion or. 00:22:13
On this or. 00:22:15
However you guys want to proceed. 00:22:17
I make a motion, we accept it. 00:22:22
I need a second. 00:22:25
Second yes. 00:22:26
Any discussion? 00:22:28
All in favor signify by raising your hand. 00:22:32
All opposed. 00:22:36
Motion passes. 00:22:37
Any other comments from the public? I know that we got a hard stop at 6:30. 00:22:41
Any other comments? 00:22:46
Finally got a text message back from the chief. 00:22:52
There is a mutual aid with Lanesville and Georgetown. 00:22:56
With no further business, I ask for a motion to adjourn. 00:23:02
I make the motion. 00:23:05
2nd. 00:23:08
Second, all in favor? 00:23:09
Uh, meaning adjourned. 00:23:11
I just I did not want to step out of the map. 00:23:25
So. 00:23:52
I know that's my. 00:24:38
They breakdown. 00:24:55
Yeah. 00:26:09
Yeah. So I'll make sure. 00:26:14
I've been watching. 00:26:20
Actually. 00:26:41
So far. 00:27:00

Actually. 00:26:41
So far. 00:27:00
scroll up
