Please stand for the Pledge of Allegiance. 00:00:02
Pledge allegiance to the flag. 00:00:05

To the Republic for which it stands. 00:00:10
One nation under God. 00:00:12
Indivisible liberty and justice for all. 00:00:15
Let the record show that we have a full quorum tonight. 00:00:23
Mr. Backshall, would you lead us in prayer? 00:00:28
Let's pray well, Heavenly Father, we thank you as always. We're so grateful that we live in. 00:00:30
United States of America, where we have freedom and liberty that we can have. 00:00:36
We can meet openly in public without fear of retribution. 00:00:39
As some, as some would say this is, we have our issues in our country, but it's probably better than anywhere else on this earth 00:00:43
and I thank you for that. 00:00:47
Lord, be with us tonight. 00:00:52
As we do the county's business, give us wisdom and knowledge. 00:00:54
That we can make prudent choices to where the betterment of our community. 00:00:58
Lord, I know it's a day removed from veteran's day, but I want to thank you for all the veterans that called answered the call to 00:01:01
duty. 00:01:04
And some gave all one. 00:01:08
We'll be grateful for all those guys and and even today is as. 00:01:09
Our soldiers, airmen, sailors and Marines keep our. 00:01:14
Keep the peace around the world. Keep us safe. 00:01:17
Or keep them safe. Or be with our first responders. 00:01:19
Our police, fire and EMS keep them safe today as they keep us safe. 00:01:23
God, I pray for the peace of Jerusalem in your name, Amen. 00:01:28
All right, well. 00:01:34
Ask for a motion for the acceptance of tonight's agenda. 00:01:37
So move second. 00:01:41
The motion is second. Any discussion on our agenda tonight? 00:01:42
All in favor say aye. 00:01:46
Aye. 00:01:48
Any opposed? 00:01:48
That carries. 00:01:50
Will now open a public hearing. 00:01:51
On the proposed amendment to the certified chairs. 00:01:54
Of values for page 20. 00:01:57
26. 00:01:58
Diana. 00:01:59
Did anybody sign up? Thank you. 00:02:02
I just wanted to give a quick introduction as to what the subject was just in case there was anyone who wanted to make any comment 00:02:06
on it. 00:02:08
A part of the development of our property taxes and thereby our budgets overall. 00:02:12
Is the CNAB which is our certified net assessed values that gets filed with the state every fall, usually by August 1st. Not this 00:02:18
year for. 00:02:22
Any county due to the legislative changes that affected. 00:02:26
All of all the taxes. 00:02:29
We had filed RC NAV. It had been approved. 00:02:32
Doing our due diligence, we were going back through making sure everything. 00:02:34
Was going to. 00:02:38
Process through the way we needed it to for the new year. 00:02:39
And my tax manager realized that we had three TIF districts from the city of New Albany. 00:02:42
That had not been neutralized correctly. 00:02:46
And if tip neutralization is part of. 00:02:49
The Scene Ave. 00:02:53
So we called the DLGF, had them pull it back out. 00:02:54
Got those corrected. 00:02:59
And once this public hearing is finished, we can actually. 00:03:00
Resubmit the information and have it reapproved. What this does basically. 00:03:05
Do the change in the way that the tip neutralization factor is calculated? Specifically, which properties are eligible for 00:03:09
neutralization? 00:03:13
We realized that there was a difference in what the tips should actually be bringing in this. 00:03:17
Change actually increases. 00:03:22
The assessed values of those TIF districts, so it increased our net assessed value, not decreased it. 00:03:25
But we want to go into how much. 00:03:31
No, I cannot tell you how much until we put it into gateway. 00:03:34
And we can't do that until we've. 00:03:37
Had this. 00:03:40
So. 00:03:42
Because Gateway puts it all together. 00:03:45
Any other questions for Diana? 00:03:50
There's anybody in the public who has any questions or comments. 00:03:56
About the CNF. 00:03:59
Well, good. All right. 00:04:02
Item number 2 on our public hearing is tonight's additional appropriations. 00:04:04
We had a sign in sheet, nobody signed up. Is there any? 00:04:08
Public comment about. 00:04:11
The appropriations that were advertised for tonight. 00:04:13
Any comments from the Council? 00:04:17
All right, seeing none, the public hearing. 00:04:22
Portion is now closed. 00:04:25
We will move to approval minutes from October 14th minutes and the 2026 budget adoption minutes. 00:04:27
So move second. 00:04:35
We have motion a second for both meeting minutes. 00:04:37
Any discussion on those? 00:04:41
All in favor say aye. 00:04:44
Aye, any opposed? 00:04:46
Both of those are approved. 00:04:48
Item number one in old businesses of Floyd County. 00:04:52
Council 20 Ordinance 2025. Dash. 22nd reading of amending Will Tax Ordinance 2025-12. 00:04:55
An ordinance establishing a county vehicle. 00:05:02
Excise, surtax and county wheel tax. 00:05:05
Is there a motion for? 00:05:09
Hope business #1. 00:05:11
I'll make a motion to approve item 2025-20 ordinance. 00:05:13
2nd we have a motion and a second. 00:05:18
Any discussion? 00:05:20
Yeah, I continue to have taxpayers come to me and ask me if I support this thing because they are totally against it. I explained 00:05:22
to them the benefits. 00:05:26
By passing something to get the additional capital. 00:05:30
Improvement match. 00:05:33
But. 00:05:35
Also let them know my theory that we should be reducing other taxes, the public safety tax, to offset that. 00:05:36
They would be fine with that situation, but not the way this is going here. 00:05:43
And how echo added in that. 00:05:50
The only reason that I'm not voting for this is that we haven't. 00:05:52
Address the issue which I've been. 00:05:56
Asking to address all year which is. 00:05:58
The public safety. 00:06:02
Tax that was increased. 00:06:04
Way too much. 00:06:06
Will it continue to increase taxes? 00:06:09
They need to be adjusted. 00:06:12
Any further comment from Council? 00:06:16
All in favor say aye. 00:06:19
Aye. 00:06:21
Any opposed? 00:06:22
Aye, that passes 4/3. 00:06:23
Chris Moore. 00:06:27
You're up for Storm. 00:06:28
Thank you, Council, for letting me come in front of you this evening, in front of you today for. 00:06:35
Floyd County Ordinance FCO. 00:06:41
2025-24 an ordinance authorizing and establishing a system our stormwater management user fees. We currently have one. 00:06:44
In place but we are looking to update. 00:06:53
Our ordinance that hasn't been updated since 2000 and. 00:06:55
7 Before you is the acknowledgement of this ordinance and or the approval of this ordinance. This ordinance does two things. One, 00:06:58
it brings the agricultural properties in the county. 00:07:05
To the same. 00:07:11
Of pay rate schedule. 00:07:13
As residential properties. 00:07:15
And. 00:07:18
Let me take a step back. 00:07:19
On the on your board, we have our consultant from Stantec and ERC, they're here. This ordinance has been in front of the. 00:07:21
Joint council and commissioners meeting on October. 00:07:30
28th I believe was the date it was also vetted by the Stormwater Board at their November 4th meeting. 00:07:34
And then the. 00:07:41
County commissioners approved the ordinance. 00:07:42
At their meeting on November 4th. 00:07:45
Going back to the ordinance that does the. 00:07:47
One thing that I said. 00:07:50
Agricultural properties. 00:07:51
Brings them in line with residential SO. 00:07:53
It would be a base rate of 1 eru throughout. 00:07:56
And then it does increase the rate from. 00:08:00
Currently $39.00 per year to $45 per year. 00:08:02
So with that, we're here for any questions, comments that you may have. We also. 00:08:08
Can upload a presentation if you'd like to see that again. 00:08:14
And again, the consultants who worked on this really hard for us is. 00:08:18
Online and. 00:08:22
Can answer some questions. 00:08:23
Just looking for an acknowledgement approval of this ordinance. 00:08:25
So in in speaking with. 00:08:30
Both attorneys we have. 00:08:33
Some some options here. This has been passed by the commissioners and. 00:08:37
According to both attorneys. 00:08:41
All that's needed. 00:08:43
Acknowledge that we've received it. We can. 00:08:45
We can vote. 00:08:48
In unison with the Commissioners. 00:08:50
We can. 00:08:54
Do a non binding consensus. 00:08:56
But really, all that is needed tonight is that the. 00:09:00
Storm water. 00:09:04
Department. 00:09:06
Informs us of this so. 00:09:07
I'm open to moving in. 00:09:10
In any direction and if you all would like to ask questions of the consultants or Mr. Moore? 00:09:11
Feel free to do so. I move that we do not. 00:09:16
Take action on this and but. 00:09:20
Commissioners. 00:09:24
Do their job. 00:09:25
I'll second that. 00:09:27
All right. So we have a motion a second to to take no action and it will. 00:09:28
Take effect as. 00:09:33
As it would, the only thing I would ask is. 00:09:35
Possibly the council attorney. 00:09:38
Write a note or a letter emailed to us stating that the council has. 00:09:40
Take no action on it and everything else. 00:09:45
There there's also. 00:09:48
A signature page that could. 00:09:50
Possibly be used as an acknowledgement that we did come before the Council and. 00:09:52
And brought it to y'all's attention ahead of time. And that would just be signatures of an acknowledgement, not saying that you 00:09:57
took any action or anything like that. 00:10:01
That would be OK with the council. I think that would be fine. Could you send me an e-mail tomorrow? 00:10:05
I'm going to be out tomorrow. Well, then that's just unacceptable. Just send me an e-mail. Yeah, whatever. Just send me an e-mail 00:10:10
and I'll respond to it. 00:10:14
OK, because I we do. You know, once I get that, then we do need to post it in the paper. Everything else. But I'll come to you. 00:10:18
Yeah. Not a I'm just afraid I'll forget if you don't hear me on it. So. So am I, Yeah. 00:10:22
All right, so we have a motion in a second. 00:10:29
Take no action on new business number one. Is there any further discussion or questions for anybody that's online or? 00:10:31
Among the Council. 00:10:38
All in favor say aye. 00:10:42
Aye, any opposed? 00:10:44
That carries. 00:10:46
Consultants, thank you for being on. 00:10:47
We appreciate it. 00:10:49
All right, we are going to. 00:10:52
If it's OK with council move, stand to #2 because. 00:10:53
Diana will be up there for a really long time with the rest of them, so staying if you want to. 00:10:57
Come on up. 00:11:03
Thank you very much. I appreciate it. I'll remind you. 00:11:06
Chris, just. 00:11:11
Our first item is the all insurance. We received another bill from Calista Smith. 00:11:14
This particular bill, I had a conversation with Glenn straight up. We took off the library and they added the judicial center 00:11:19
portion. 00:11:23
That the city has vacated, resulting in. 00:11:28
An additional short. 00:11:33
On the Judicial Center, all insurance, so this is the umbrella coverage Calista Smith provides shops out for us. 00:11:34
That covers the judicial center itself. 00:11:42
Including the portion that's been vacated by the. 00:11:44
By the Police Department. 00:11:47
New Albany. 00:11:49
Chase, I know. I don't think my microphone. 00:11:51
Can you hear me OK? Yeah. 00:11:55
Is it? Is my microphone working OK? 00:11:57
Does that amount also include the new trace building? 00:12:02
It it doesn't it doesn't. They added the Grant Line Rd. Chase building to the the building. Yes I do know that. 00:12:06
And then I think the last time I came and asked for an appropriation increase. 00:12:13
They had added the chase downtown. So the second question is. 00:12:18
Have the amount that we. 00:12:22
Got from. 00:12:26
Calista Smith. 00:12:28
For 2026. 00:12:29
Does that include all of this or do we anticipate an increase from that quote? 00:12:32
I did ask for a significant increase. I think Diane and I shared that with you the best that we could. It's all a projection at 00:12:37
the time as they're adding the new facilities and taken out the Police Department. So that did not include. 00:12:43
The estimate for 2026? In my conversation with Glenn, he said he'll revise that. 00:12:49
I will try to get that number back to you as soon as I possibly can to share with you what that number looks like. So there's 00:12:56
going to be an increase. 00:13:00
Yes, ma'am. 00:13:05
I'll make a motion to approve 3A as advertised. 00:13:08
Second have a motion and a second for 3A any. 00:13:11
Further questions for Stan. 00:13:14
So this is for to. 00:13:16
Calendar year 2025. 00:13:17
Yes, Sir. 00:13:19
Finish out the year for Finish out the year for 20. Yes Sir. 00:13:20
Last year when they. 00:13:23
Made the bid in 24. 00:13:25
Or 23 for for 24 for 25. 00:13:27
These other buildings that are now insurance and insurance and all, it wasn't in that. 00:13:31
Where you quote, that's correct. Yes, Sir. 00:13:36
OK, any further discussion? 00:13:39
Stand, they anticipate this is it. 00:13:42
2525. 00:13:45
Yeah, this is yes just and Glenn had shared that there the. 00:13:47
The increase was shared with me for everything that we had previously. 00:13:51
Had requested that he provide coverage estimates for which did not include the full portion of the Judicial Center. 00:13:56
So that'll be revised for 26. 00:14:04
As well as the Grant line chase building for 26. Those are the two pending that I've. 00:14:06
I don't know the numbers for just yet. No, that's fine. I just, I feel like we've had this discussion a couple times this year and 00:14:11
that's that's not a stand issue, but I just want to make sure that. 00:14:16
More comfortable that this is it for. 00:14:21
Believe me, I'd love to have engaged conversations, but yeah. 00:14:24
I hate to ask him for money, but yeah. 00:14:28
You know. 00:14:30
Yes. 00:14:32
Got any further discussion? 00:14:32
All in favor of three A say aye aye. 00:14:37
Any opposed? 00:14:39
That carries. 00:14:40
Part of the not liking to have to come back and ask for money what I'm trying to do with the next couple of of requests. 00:14:43
Or to scrape the sides of the barrel where we had identified some opportunity of additional appropriations that were set. 00:14:49
With either the budget or throughout the calendar year. 00:14:56
Trying to shore up any identified shortages as we get. 00:14:59
Closer to the end of the year, so that. 00:15:03
We're not spending New Year's Eve together. 00:15:05
Trying to clean up a lot of things so this is transferring some. 00:15:08
Unused Pictometry money, which we're trying to push. We haven't received the final portion of that bill conversation with Chris. 00:15:12
We're going to push that off until 26, which we have set appropriations for that. 00:15:18
To shore up our utilities. 00:15:23
Part of the utility underestimation was the fact that we comprised and brought in the building authority. 00:15:24
And that brought in with it additional utilities as well. 00:15:31
So we're still shoring up all of those projections for 20. 00:15:34
Five. We have them built into 26. 00:15:39
Which? 00:15:42
Should eliminate the opportunity or the need to have to come back and ask for. 00:15:42
Additionals or transfers, hopefully. 00:15:46
Again. 00:15:49
Notwithstanding any sort of anomaly. 00:15:50
But uh. 00:15:52
This shores up the end of year projections for our utilities land. 00:15:53
With the distance 3 BC and D. 00:15:58
I'll second that. 00:16:04
We have a motion for. 00:16:05
Three BC and D. 00:16:07
Any discussion? 00:16:10
Is there anything else you really need to tell us about the other ones other than you're trying to? 00:16:11
The the only thing that we still have pending is the care of inmate and patients line it's. 00:16:16
Run short. 00:16:22
No, Dries came to asking for additional. 00:16:24
Council meeting but we're still billing, getting bills from. 00:16:27
Clark County. 00:16:31
So that line is short. I didn't. 00:16:33
Wrecked. We got hit with some late bills from Clark County so. 00:16:37
I wasn't able to get that on this agenda, but what fund is that in? It's in the. 00:16:40
County general 1068 County General Commissioners Fund. It's yesterday. 00:16:45
Secure and make patients land the juvenile. 00:16:51
Basically the juvenile holding. 00:16:54
Line that we pay from the Billings. 00:16:57
We're pushing off all the rest of the buildings for the end of the year. 00:16:59
So next year, but we do, we will, we'll have to shore that up at the. 00:17:02
December Council. 00:17:06
So that's the only thing that. 00:17:07
As of this point, that's pending. 00:17:09
All right. Any further discussion on three BC and D? 00:17:16
All in favor say aye. 00:17:20
Aye, any opposed? 00:17:22
That carries good. 00:17:24
Thank you very much. I appreciate your time. I do have one question. It's just a question doesn't need to be answered. 00:17:25
Maybe a lawyer question, but. 00:17:31
We had to. 00:17:35
Place an order for salt. 00:17:37
As you know, we don't know what our winners bring. 00:17:38
The salt order based on we had to order 35. 00:17:41
Hundred 3500 tons. 00:17:45
I've treated and we are at 1000 tons of untreated just to shore up our bins so that we have ample. 00:17:47
In case we do get nailed with a unforeseen weather forecast, the projection obviously is. 00:17:53
Mixed what this winter is going to look like, but we want to make sure that we stay ahead of the game. 00:18:00
They're not going to deliver it all in one. We've made some transfers to shore up our salt line the best we can. We're trying to 00:18:05
get those incrementally paid. 00:18:08
My question is. 00:18:12
Would that allow us the opportunity potentially? 00:18:14
To evaluate salt as a public safety purchase. 00:18:19
In some form of format. I've pulled the statute. I've got it. I've read through it. 00:18:23
I can draw a little bit of relevance, but. 00:18:28
Yeah, I, I think. 00:18:31
Following the attorneys, you send it to me. 00:18:33
How about I give you a copy? 00:18:35
You do that. 00:18:36
Not gonna put me on the spot. 00:18:38
Stan, isn't our salt purchasing contracted? 00:18:41
So is this outside of the contract or no? No, this is within the within the confines of the. 00:18:45
Of the order which we have to place in March for the following year Yep, so we're. 00:18:51
The contract just basically states that we can order so much salt at. 00:18:56
A certain crime? Sure. It's a. 00:19:00
Dollar nine, it's 100 and 997 for a ton of. 00:19:02
It's untreated and then it's 8997 I think for a ton of on treatment. 00:19:08
Does that, yeah, so. 00:19:14
We were getting ready to shore up our barns. 00:19:16
I just asked that if. 00:19:19
There's any way to consider that it's not a nest tonight? 00:19:21
Just if you would take that into consideration. 00:19:24
Will the invoices be here before you're in? I'm hoping that we don't get all of them. I'm hoping that because I've got 50,000 in 00:19:27
the assault line currently to take care of a couple of orders. 00:19:32
You talk and talk together 412 four, $125,000 yeah. 00:19:37
Well, we have. 00:19:44
Both sheds hold 3500 tons of salt independently. 00:19:45
We currently have 3030 about 3500 tons there on site. 00:19:50
We're hoping to get us through the 1st part so. 00:19:55
You know if you have any questions for Sid and his team. 00:19:58
Yeah, you have to help him up to the. 00:20:03
He's got needs. 00:20:07
Just so you'll understand. 00:20:09
The 412,000 we didn't order yet. 00:20:11
We all wrote a portion of that, yeah. 00:20:14
To get our warrants. 00:20:16
We have we have until next June or July. 00:20:18
To ought. 00:20:21
Purchased the full 100%. 00:20:23
If we have a really bad winter, we can go up to 120%. 00:20:25
Of our contract that what you're talking about? 00:20:29
Our contracted amount of salt. 00:20:31
OK so but right now what he's talking about weave water is not a full 412,000, it's only abortion. 00:20:33
Dollars say again the dollar amount you ordered. 00:20:40
What you've already ordered, I don't have that number for me, but it's we ignore 35101 and 1000 of the other. 00:20:45
We ordered 2000 traded and 1000 of the untreated. 00:20:51
So wherever that calculates, I don't have that well, I think. 00:20:55
I think in that. 00:20:59
What we're looking at is an invoice this particular year will. 00:21:00
Where I've been able to maneuver enough. 00:21:03
Unused appropriations into the salt line to get us covered for 60,000, you think? 00:21:05
Yeah, I think, I think we can manage this year. 00:21:11
Yeah, I do believe we're going to be OK, but I think. 00:21:14
After the first year we we have the money and we haven't appropriated and added I think I've got. 00:21:17
About 200,000 that appropriate edit but and it's getting stretched pretty tight. 00:21:22
With the, you know, the wheel tax getting pushed off another year, a lot of things have kind of fallen towards the edit line, so. 00:21:27
It's just it's just an ask that if it could be considered and if it fits into the legal ramifications and. 00:21:33
It's something we can consider even in the next year. Absolutely. It doesn't have to be. I just wanted to put it on the table so 00:21:39
I. 00:21:42
Appreciate you allowing me to share that with you. Thank you. 00:21:46
And thanks for your support on our request this evening as well. 00:21:48
Not looking good, Stan. 00:21:52
Yeah, I know. 00:21:53
It was a stress, but we were, we were just hoping that there might be some like emergency situation. 00:21:55
I appreciate it. Thank you so much. All right. 00:22:01
Diana, we're back to. 00:22:05
New business to A. 00:22:08
I'm going to make a special request since the corner was able to make it. He's on call today, so typically. 00:22:12
When he's on call I just put his items. 00:22:17
Under me to cover. 00:22:20
We could move. 00:22:22
Gosh, what is it I guess. 00:22:24
5. 00:22:28
K forward real fast so that the corner can address. 00:22:31
His ask and be out of here since he is on call with us. 00:22:36
Tonight. 00:22:41
I would appreciate the Council's. 00:22:43
Flexibility option to approve Friday as advertised. 00:22:46
2nd. 00:22:50
It's a transfer. 00:22:51
We have a motion in a second for 5K. Any discussion? 00:22:53
What? What is it that you're using the $6000 for? 00:22:57
So I, I came to you about the vehicles back when we're doing the budgets. 00:23:03
So I've been able to arrange so we're able to get those two vehicles within the confines of the budget. 00:23:07
That you guys approved. 00:23:13
This is for me to be able to put a down deposit on those to get those ordered now. 00:23:14
So I can have them about mid January. 00:23:19
And where did we agree to pay for those from We? 00:23:22
Agreed. In the vehicle line, yeah. 00:23:26
So this is just an advancement on next year. 00:23:28
Yes. 00:23:31
And this is kind of. 00:23:31
Thing when I originally got that transportation line increased. 00:23:33
I'll talk to you about. 00:23:36
At the end of the year, I would like to pull from that and. 00:23:38
Use it towards the vehicles to get those kind of up and going. 00:23:41
And then I'm just kind of pulling from a few other lines to make sure I can get that. 00:23:44
Down deposit set for. 00:23:47
Those trucks? 00:23:49
So the vehicle the vehicle ride in the corner. 00:23:50
We agreed to buy one or. 00:23:57
So you agreed to a total amount. 00:23:59
Not one or two, but a total amount OK of 95,000 for next year. Cut his original projection in half. He was able to make a deal for 00:24:03
both vehicles to come in under that. He just has to make a down payment this year to be able to honor that deal for next year. 00:24:11
OK, Yeah. 00:24:19
What? What type of vehicles do you end up with? 00:24:21
We want. 00:24:24
An F-150 Silverado. 00:24:25
1500. 00:24:28
It's going to have the cab and everything included. 00:24:30
So I'll be turnkey when it gets delivered. 00:24:32
And ready to go. 00:24:35
Both of them, yes, you get 2. 00:24:37
Yes. 00:24:39
So that'll eliminate the transport fee? 00:24:41
We're hoping to bring it down. Certainly I still have a little bit that I need. 00:24:44
Because of storage at ties for like D comps or. 00:24:47
Skeletal remains, stuff like that. But as far as transport. 00:24:51
That should come down, yes. 00:24:54
Because I think it's. 00:24:57
24,000 next year. 00:24:58
With those vehicles, I should be able to bring that back down. 00:25:00
To around. 00:25:04
4 or 5000. 00:25:05
So you made a deal for two vehicles came under budget that are all outfitted and. 00:25:07
Good job. 00:25:13
Yeah, great job. 00:25:14
And they're new. 00:25:16
Yes, brand new. 00:25:17
Any further questions? 00:25:20
All in favor of 5K. 00:25:22
Say aye. 00:25:24
Aye, any opposed? 00:25:26
Thank you carries, I hope you have a quiet evening. 00:25:27
Yeah, thank you so much for your flexibility and my apologies for the. 00:25:33
Scattering all around, but now you only have me so. 00:25:37
Congratulations. 00:25:40
I am covering. 00:25:43
Our reporter Miss Interest tonight. 00:25:44
I don't mind doing that at all. 00:25:47
Particularly since this is on the agenda because I told her it had to be. 00:25:49
So. 00:25:54
I see 36-2-7 dash 10.2. 00:25:56
Requires. 00:26:01
That if the Council wants to use. 00:26:03
Her perpetuation fund for anything other than. 00:26:07
Actual running of the office, so salaries. 00:26:11
Payroll taxes, any of those things that we've been using it for years for. 00:26:15
She has to give us permission in the form of a foreign statement. 00:26:19
And then the council has to pass an ordinance. 00:26:23
That mimics. 00:26:26
The exact amount. 00:26:28
And that's wrong statement and it has to happen annually for the oncoming budget. 00:26:29
Stupid doing this for the right. 00:26:34
No ma'am, this has never happened in my time in office. 00:26:35
Yeah, you might have done it. 00:26:39
But it hasn't happened since 21. 00:26:41
We have done this. 00:26:44
I believe that. 00:26:45
But it hasn't happened since 21. OK, So we're doing it OK, because I told her it had to go on there. 00:26:47
As advertised second. 00:26:54
Motion and 2nd for 2A. Any further discussion? 00:26:56
All in favor say aye. Any opposed that? 00:27:00
Ordinance. 00:27:03
The next is for Matt Dennison. 00:27:05
This is appropriating the $200,000 that. 00:27:08
The Council. 00:27:13
Appropriated to him basically for the Sam Peden Park repair. 00:27:16
We do have to move it into a line. 00:27:20
And so that he can actually utilize it. So we're moving it. 00:27:22
To align in his fund. 00:27:25
Now that it has been moved to his fund. 00:27:27
Newly created. 00:27:29
Move to approve for a. 00:27:31
Second motion a second for four any. 00:27:33
Further questions or discussion? 00:27:35
All in favor say aye. 00:27:38
Aye, any opposed? 00:27:40
That carries. 00:27:41
4B is just a regular line transfer. It's pre approved budgetary items just moving from one line to another. 00:27:42
Move to approve 4B. 00:27:47
Second motion in a second for 4B. 00:27:49
Any discussion on that one? 00:27:51
All in favor say aye aye. Any opposed? 00:27:53
So the same can be said. 00:27:59
For my items. 00:28:01
A through G. 00:28:04
HA through H They're all line transfers. You don't know if you want me to go over every single one of them, but I will do so 00:28:05
happily. 00:28:09
Can you Scroll down so we can see them all? 00:28:12
There you go, Motion to approve. 00:28:23
What is this A through H? 00:28:25
5A through H as advertised. 00:28:28
2nd. 00:28:31
Have a motion and a second. 00:28:32
On all the transfers. 00:28:35
Any discussion? 00:28:37
All in favor say aye. 00:28:40
Aye, any opposed? 00:28:41
That cares. 00:28:43
So I'm I is an additional appropriation inside the commissioners budget in the general fund. 00:28:45
This is to shore up and finish out the life insurance line so that they can basic life insurance that commissioners. 00:28:51
It's a benefit for the employees. It used to be a $10,000 Basic Life plan. It is now a $25,000 basic Life plan. That changed in 00:28:58
24425. 00:29:03
Which meant that the cost went up, but that was not communicated to our office until June of this year. 00:29:08
So the original budgeted amount for life insurance for 25. 00:29:14
Was short. 00:29:19
Due to the fact that we didn't know that the cost for life insurance was going to double. 00:29:21
Motion to Approve 5I. 00:29:30
2nd. 00:29:35
We have a motion and a second for five. 00:29:36
Any discussion? 00:29:38
Where is this coming from? This comes from the general fund and the commissioners budget where all of the employee benefits are 00:29:40
housed. 00:29:42
Any other questions? 00:29:50
All in favor of five aye say aye. 00:29:53
Aye, any opposed? 00:29:56
That carries. 00:29:58
Most of the table 5J. 00:29:59
I'll second it. 00:30:02
We have a motion and a second to table. 00:30:06
5J. 00:30:09
Discussion. 00:30:12
What's your thought process, Dean? Yes. 00:30:14
Is this for the? 00:30:17
Yes. 00:30:19
I was asked to put it on the to advertise for it and put it on the agenda for the council. 00:30:20
President Short. 00:30:26
Dan. 00:30:27
So my thought is that. 00:30:29
We just passed on October 28th. 00:30:31
And intent to buy with a 90 day. 00:30:36
Windows, I don't know why we would appropriate the money before. 00:30:39
We agree in totality to buy those. 00:30:44
And if we're not going to pay this this year, we're going to have to encumber it so. 00:30:51
Which is. 00:30:56
Fine for my office, we don't mind except for we don't have a firm contract. 00:30:56
Because the contract is signed before the end of the year, then there is a form contract. If there's not, then we don't encumber 00:31:00
it. 00:31:03
But there's not. 00:31:06
Not currently, no, ma'am. 00:31:07
I was asked to put it on here. 00:31:09
So that you all had it. I do not understand why would we? 00:31:11
Appropriating money. 00:31:17
When we have 90 days to pay for. 00:31:19
For this if we. 00:31:21
Leaves us in the bank. 00:31:23
And it's going to be left in the bank whether we appropriate it or not. I assume we're not going to go ahead and pay for these. 00:31:24
No, ma'am. Not until a contract is signed and and the council, the interest on $1.5 million is a lot of money. It's not moving. 00:31:31
This just moves it into. 00:31:39
I have no idea. 00:31:42
Well, we're about 30 days into the option period. 00:31:43
Doesn't have to be done until January 20. I don't know. 00:31:46
I don't know why I. 00:31:50
I put it on here at the request of a country person. We don't do it by the 26th. Then the deals on Yeah. 00:31:52
So just put on the January agenda. 00:31:57
So we can do this in the January meeting. It's fine. 00:31:59
And it doesn't have to be encompassed. 00:32:02
There's no impact. 00:32:05
There's no, there's no impact with the money currently if the deal does not go through. 00:32:08
The Commissioners have not asked us to appropriate this money. 00:32:15
They haven't even. 00:32:19
Totally agreed to buy. They have absolutely asked us to appropriate this. They did it in our joint. We have 90 days if they ask 00:32:21
us. 00:32:25
To sign a 990 day intent to buy. 00:32:30
That's what the woman said. It doesn't say appropriate money. 00:32:34
We haven't even agreed to buy these. 00:32:38
And were appropriated. 00:32:40
I'm going to try to stay calm. 00:32:44
OK. 00:32:46
We are Council. 00:32:49
We do not. 00:32:51
Sign an attempt to buy. 00:32:52
Anything that involves the commissioners, we do not sign contracts that the commissioners. 00:32:56
Approved. 00:33:00
That is their job. 00:33:02
They have asked us to set aside. 00:33:04
So that they know they can move forward. 00:33:06
With money from the public safety lit. 00:33:09
As this evolving situation comes together. 00:33:14
For the future of EMS. 00:33:18
So. 00:33:20
That if it does come together. 00:33:21
They don't miss an opportunity because. 00:33:23
Ambulances are extremely difficult to get. 00:33:26
And they have an option. 00:33:28
To purchase 3. 00:33:30
And they would like the assurance that as we move forward. 00:33:32
It's gonna be there. 00:33:36
Start file. Sorry. 00:33:37
But yeah. 00:33:39
But there is money. 00:33:43
This this will happen. 00:33:44
If we agree and we don't even have a plan, I've asked for a financial plan, I've asked for an operating claim, we don't even have 00:33:47
plans and we're appropriating money. I it makes no sense. We approved at our last meeting. 00:33:53
Funds for the financial plan. 00:34:00
All of these things are. 00:34:04
We cannot wait for one thing to get done. 00:34:06
To move to the next because. 00:34:08
Time does not allow that. 00:34:12
Things have to be in motion. 00:34:14
And there's a stopgap here. 00:34:15
If it doesn't happen. 00:34:17
The money reverts back. It's not going anywhere. We're not going to lose any interest. 00:34:19
Listen, I completely disagree with what you're saying. I don't understand why you would ever appropriate money. 00:34:23
Without a financial plan. 00:34:28
An operating plan. 00:34:31
And a complete agreement to. 00:34:33
The. 00:34:37
Ambulances, I think we should take about. I call for a vote. 00:34:38
Well, I mean, our taxpayers have said they want, they want to see. 00:34:42
Quotes to see about continuing the current contracts that we have. Why are we moving forward with this yet still not even decided? 00:34:45
I don't believe, I haven't seen the commissioners give us anything. 00:34:52
So why can't we wait the two months and do this in January? 00:34:56
And get more information from the commissioners. 00:34:59
You're telling me you haven't seen the commissioner's intent to move forward with a fire Based. I've seen taxpayers say they want 00:35:01
to see the numbers. 00:35:05
With what the quotes would be from the other agencies to see what this cost comparison is and that's completely fine. They can ask 00:35:09
for that. But I'm I'm telling you. So why would we approve this when that's not even decided? There's nothing provided to us I. 00:35:15
Want you to understand too, but I. 00:35:22
Completely agree with the way this is moving. 00:35:24
And I want to see a fire based EMS system. 00:35:26
For our county. 00:35:30
I just feel like we're getting. 00:35:32
The cart before the horse here. 00:35:34
And we need you know. 00:35:36
To make sure that we're doing this in front of water. 00:35:37
I can tell you from my office's standpoint. 00:35:48
That without a signed contract to purchase the ambulances, the money will not leave this line. 00:35:50
I understand and at the end of the year if there is still no signed contract, it reverts back to cash. I don't have to encumber 00:35:56
it. 00:35:59
If they sign it after January 1st then we will have to re advertise it. 00:36:03
Show me some. 00:36:09
All right, we have a. 00:36:13
Did you was your motion to table it? Did you want to table it to December or you want to table it to January? 00:36:17
We can table it to December and then table to January or if we have a signed contract and. 00:36:22
Or if we've been presented with a full blown plan with all the financial plan. 00:36:28
Then maybe we can move forward, but right now it is too early to do this. 00:36:35
In my opinion. So yes, I would like to table it till December and then we can table it again if we need to. 00:36:40
All right, we have a motion and a second to. 00:36:51
Table item J. 00:36:53
All in favor of tabling say aye. 00:36:56
Aye. 00:36:59
All opposed. 00:37:01
All right. Is there a motion? 00:37:10
For item J. 00:37:11
For this evening. 00:37:13
I'll make a motion to approve item J. 00:37:15
Is there a second? 00:37:19
Tiger, we have a motion and a second for five J to be approved this evening. 00:37:22
Would anybody like to continue the discussion? 00:37:27
All in favor say aye. 00:37:31
Aye, those opposed. 00:37:33
Aye, that carries. Thank you. 00:37:35
All right, the corner has already been here. 00:37:40
Corey, can you scroll up? 00:37:43
All right. 00:37:45
Item 6. 00:37:48
A is for our transfers this evening. 00:37:49
Is there a motion for 6A? 00:37:56
It's almost second. 00:37:58
Have a motion and 2nd for 6A, any discussion on our transfers? 00:38:00
All in favor say aye. 00:38:04
Aye, any opposed? 00:38:06
That carries 6B is. 00:38:08
Ordinance 2025, Dash 2023 for additional appropriations for this evening. 00:38:10
So move second. 00:38:16
We have a motion and a second. 00:38:18
For the appropriations, any discussion? 00:38:19
All in favor say aye. 00:38:22
Aye. Any opposed? Aye. 00:38:24
That carries. 00:38:27
6C is for our. 00:38:29
2026 Council meeting schedule. 00:38:31
Did everybody have a chance to look at that? 00:38:34
I'll make a motion to approve 6C. 00:38:42
2nd I have a motion and a second for succeed. 00:38:44
Any discussion or questions on the schedule? 00:38:46
All in favor say aye. 00:38:52
Aye, any opposed? 00:38:53
That carries. 00:38:55
Anyone from the public would like to speak this evening before we wrap it up. 00:38:56
Seeing none. 00:39:03
I'll ask for a motion to adjourn. 00:39:04
So move second. 00:39:06
We are adjourned. 00:39:08

Diana.
