Basically, what we're looking at tonight is want to brief you guys on where we stand with the property at 3317 Grant Line Rd. 00:04:05

So I guess the first question is why do we need a new home? 00:04:17
As most of you are aware, the county commissioners have secured the building for us. 00:04:21
The primary reason is we're we're out of space the the new facility has. 00:04:26
A significant amount of square footage we're now crammed into about 3500. 00:04:31
We go through the study five years ago, they looked at the health department in 20 years and basically what we did with that study 00:04:37
is we established that the Floyd County population is going to increase .25 to .5% per year. So we we've had consistent growth 00:04:43
since the 80s. There's no reason to expect that that will stop. 00:04:49
3rd and perhaps maybe the most important reason. 00:04:56
Is we are homeless after September 30th 2026? 00:05:00
Since the hospital. 00:05:05
Was sold to the Baptist back in 2016. 00:05:07
We have been existing rent, utility and maintenance free and a facility that we've. 00:05:11
Drastically overgrown. 00:05:16

We have multiple staff members sharing offices we actually count. 00:05:24
Mosquitoes, which we submit for West Nile testing in Saint Louis. Equine encephalitis testing. 00:05:28

We use the lobby as a storage area. There's no place to park and the building that we're in is has four separate electrical fires 00:05:39

And we do not have consistent generator backup now. 00:05:48
So we've outgrown it and outlived it in some ways. 00:05:51

You'll see that basically the top 50% of the screen is the health department in the bottom. 00:06:52

About 34% of the dedicated square footage of the building is for somebody other than the health department. 00:07:07

The health Department's the only one who's actually kicking in money for the budget. 00:07:17
For the construction out of our budget. 00:07:22

Option A as a result of several meetings involving the. 00:07:28
Floyd County Health Department staff myself. 00:07:31
Board members, a commissioner, the Floyd County Operations Director, architect and architectural representatives. 00:07:34
Most of the cost involved in this is related to the first floor conversion. 00:07:42
As you can imagine, going from an open. 00:07:47
Floor plan branch bank to. 00:07:49
Cubbyholes of offices and exam rooms requires a lot of plumbing changes on electrical changes. 00:07:52
And preferably generator driven plugs throughout the building. 00:07:59
Option B. 00:08:04
Was generated at the request of 1 Commissioner. It was done on a short. 00:08:06

With much less involvement with only one board member of the architect Director of operations in the airport, County 00:08:13

There's the drive through clinic which is off pandemic proven need and it allows outdoor operations if it's raining and that's a 00:08:54

About 150 to $200,000 investment. 00:09:02
We don't really know if. 00:09:06
Prepare or not, the initial evaluation of the building was negative for that. 00:09:08
The general county offices. 00:09:13
With option B, really don't get much of A refit or adjustment at all. There's they're going to move into the existing spaces. 00:09:15
There's exterior signage loss. We also have less budgeted for audio video capability. 00:09:23
And that reduction damages our ability not only to educate the population, but also revenue. 00:09:29
Because our goal, one of our goals, is to increase the number of people who are CPR trained by half a percent per year in the 00:09:34
county. 00:09:37
Each time we do that, we make between 40 and $50 per person. We're looking at about 500 people a year. 00:09:41
500 So that's a significant amount of income that we'd have to reduce the size of the classes and we'd be avoiding the intake. 00:09:47
Also with a cutback, we lose a fenced in area in the parking lot where we can more securely store equipment. 00:09:56
And the trailers that we used to respond at different events. 00:10:04
We lose 2nd floor storage and we have. 00:10:08
Under option B. 00:10:12
And perhaps the most important things is we have much smaller emergency generator. 00:10:13
Basically under option B we just have enough generator to cool the vaccine. 00:10:18
And to put that in perspective, we have. 00:10:23
On any given day, close to $300,000 worth of vaccine in the building, so we have to have some. 00:10:26
Sort of battery backup. 00:10:32
Essentially a gas driven generator back up to limit the potential loss of a significant amount. 00:10:35
Of treasure there. 00:10:40
Additionally, with option A, we had planned to have a generator. 00:10:42
Power the whole building I think. 00:10:46
Everybody's been to a hospital. You've seen red plugs on the wall. 00:10:49

The red plugs are generated plugs. 00:10:54
And so if you have. 00:10:56
Generator capability throughout the building. That building becomes an ITIS for response. You can you can organize responses out 00:10:58

You can house people temporarily if you need to. You can provide services. 00:11:05
And respond to your disaster and community damaging events so. 00:11:09
That's one of the major things we use with option B. 00:11:14
And then, you know, there are a couple of other things that include an option. They like landscaping. 00:11:17
And window treatments that. 00:11:22
Might be a source of potential cutback. 00:11:24
One of the other concerns is that if we do go to some sort of phased renovation that we would have interference with ongoing 00:11:28
operations by follow up. 00:11:33
Projects. 00:11:37
So we have the building open, we have a lot of foot traffic in it every day and then we have issues with say, you know. 00:11:38
Asphalt resurfacing in the lot. 00:11:44
To limit our services. 00:11:47
So if we're looking at funds, there's about $800,000 of accounting. 00:11:50
About $300,000 leftover from the bond. 00:11:56
There's about $161,700 from me. 00:11:59
HFI funds. 00:12:03
And that leaves a total appropriation of about 1.2 million. 00:12:05
So to complete this project with something close to option A, we're going to need additional money. 00:12:09
If we go to option B, we need $6000, but we get much less capability as a result. 00:12:16
Now the the one thing that has. 00:12:23
Damaged our ability to internally. 00:12:25
Fund this to a greater extent. 00:12:27
Is the HFI model. 00:12:29
As I'm sure most of you know the the governor, Brian. 00:12:31
Dramatically decreased the the funding for the HFI program. 00:12:35
We went from a yearly. 00:12:39
Contribution of $1.4 million to yearly contribution of about $400,000. 00:12:42
So, and of those funds from HFI, only 10% can be used on capital gains per year. 00:12:48
And that 10% includes all. 00:12:55
So if we buy. 00:12:58
For example a vehicle or if we need yeah. 00:12:59
Computers, things like that. 00:13:01
That also impacts that 10% total. 00:13:03
Coming from HFI. 00:13:06
So where can where can we find some money? So sources first of all. 00:13:08
The ban funds could be increased from 2.8 million to 3.2 million. 00:13:13
The local income tax. 00:13:19
Proceeds. 00:13:22
Conceivably use. 00:13:23
Be used on public health. 00:13:25
And we know that we're going to have more income. 00:13:27
Tax then would be required for the EMS service. 00:13:30
The council could increase the amount of the tax levy didn't get. 00:13:35

And to put this in context, the cost is still going to be much less than the estimated 5.47 million. 00:13:42

Thing to consider is is that. 00:14:03
The county has not. 00:14:05
Had maintenance funds, utility funds, or rent for the. 00:14:07
For the last 10 years for this offering of our service. 00:14:10
So taxpayer benefits, so no benefit to really postponing construction. 00:14:14
Tariff concerns on inflation. 00:14:19
Interference with daily operation and loss of incomes on services that we can't provide if we just don't have the space to do it. 00:14:22
The building's already been procured but needs to be converted. 00:14:30
From a branch bank to a public health medical facility. 00:14:33
Doing the renovational. 00:14:37
Doing the renovation correctly is a generational solution. 00:14:39
That preserves capability, services and options for the next 30 years if you follow. 00:14:42
The increase in population. 00:14:46
And even assume that it's on the upper end at .5%. 00:14:48
Year, we will still have enough space in this building to provide the adequate number of nurses. 00:14:51

And we used a lot of propane trying to heat, you know, some desert storm tents and effectively and for two winters during Covad so 00:27:19
that this would allow us to to dramatically improve things. 00:27:25
It also allows us the option of actually staging. 00:27:31

What we call PODS which is on on site dispensing systems. 00:27:37

You know, we basically take this stuff out of the refrigerator, out of the closet is being stored in and, you know, walk it out to 00:27:43

So that so having that there certainly we don't want to demo it. 00:27:56

As we bring this before you, so I appreciate him helping me with the presentation. He's been a. 00:34:53
Huge part of what we've done here over the last 15 months. 00:34:58
Just to give you a brief overview before Paul walks through some of the key components. 00:35:01
This has been about a 15. 00:35:06
1515 month process. Excuse me. 00:35:08
That began last May. 00:35:11
There's been lots of opportunities along the way for public input, for professional input. 00:35:12
To find out with both of these parks and locations what our community wants. 00:35:17
And really what our community needs. 00:35:21
We've had a lot of meetings. We had a series of meetings across the county. 00:35:24
Some had pretty good turnouts, others not as much, but an opportunity to engage with those that came out. 00:35:28
To visit with us, there also were some surveys. 00:35:34
And we probably had our best connection with the public at our Halloween in the Park event that we do each year with the Sheriff's 00:35:36
Office. We had over 350 people we handed out candy to and. 00:35:41
Got them to take a look at some preliminary plans and ideas for both of these facilities so. 00:35:46
This has been a long time coming to get to this point. 00:35:52
And really, what you're going to see tonight from the Bob Lane Regional Park in Georgetown. 00:35:55
To, of course, you know, Community Park in New Albany that's been around for so many years. 00:35:59
They're really opposites, you know, Obviously Bob Lane is new. The trails are open. 00:36:04
That those are exciting, I think have been exciting for our community. 00:36:09
And we understand that's going to be a long term project likely to build that park out. But there's so many opportunities there to 00:36:12
provide things for Floyd County and beyond that currently don't exist. There's opportunities there for I think some very unique 00:36:17
partnerships perhaps. 00:36:22
And very interesting what that part could become. 00:36:27
On the other hand, if you grew up here in Floyd County. 00:36:30
You probably have some memories of Sam Pete Community Park like me. I played soccer there. 00:36:34
And for those maybe a bit older than me, maybe they even swam there back in the day, so. 00:36:39
But it's a park that if you bring it up, people in this area, in this city, in this county. 00:36:45
That strikes home. They care about that park and when the grass is cut and our new pickleball courts are full. 00:36:50
And the shelters are rented. 00:36:57
It's a beautiful place even after all these years, but. 00:36:58
We got a lot of stuff that's aging. 00:37:02
Some of its underground. You don't even see a lot of things beginning to fail. 00:37:05
Also, it's time for some new amenities. It's time to think ahead for what the next. 00:37:09
Iteration of Sam Deedon Community Park can be for our community for the next 60. 00:37:13
Or 70 years. So I think this is unique to. 00:37:18
Tackle both of these plans at the same time. Also, I want to say this from the get go. I know this is probably the worst time. 00:37:20
To come to you about. 00:37:27
Big projects and big ideas and. 00:37:28
And new things. But it's the right thing to do for the community for us to push and organize these things. 00:37:31
And do everything we can to make sure that our park system. 00:37:37
Is brought up to speed to be quite honest and that ultimately it shots. So that's why we're here tonight. We've already 00:37:40
successfully landed a Legacy Foundation grant. 00:37:45
We're applying for every grant we can find. We're very hopeful with some others that we. 00:37:51
Are currently in the mix for. 00:37:56
We know this is going to be done in phases. We know none of these are short term. 00:37:57
You know, OK, all this funding is here, we can do it all. We get that. 00:38:01
You know, also I want to mention that. 00:38:06
Parks Foundation has been dormant now for a number of years. 00:38:09
We're working to stand that back up by the end of 2025. I think that could be a very valuable. 00:38:13
Resource where the community can get involved. 00:38:19
And we can raise maybe even some private funds in addition to grants. 00:38:21
And we're going to be back. There's going to be things, even if we don't proceed with major projects and big ideas. 00:38:25
There's there's going to be issues that come up that need to be fixed that we don't have within our budget. 00:38:31
And you're going to hear about one of those, you know, really soon. There's a big issue with the trail. 00:38:37
Between the park and the 4H property that is failing, and it's going to be a very sizable repair that we're all going to have to 00:38:41
get together and figure out so. 00:38:45
With that said, Paul's going to take you through Sam Pete Community Park first. 00:38:49
Then we'll go through Bob Lane Regional Park. We've only picked out some of the highlights. 00:38:53

Through you know, we've basically had a monthly meeting during the process worked with these. 00:39:41

Community Park. 00:39:47

No, but you know, it's it's a much loved asset in the community. It's the biggest park. 00:39:54
Currently in the system, the Regional Park will you know? 00:39:58
Technically, by acreage now the Regional Park is, but it's long been the largest park in the system. 00:40:01
And it just needs a month, you know, it's got great facilities. 00:40:06
And really what we went through in this process was just thinking about, as Matt said, what the legacy. 00:40:11
Looks like going forward. 00:40:16
You know, how do we build upon all the great memories that have been there, but how do we think about it for the future? 00:40:18
So we've really broken this up into a few key areas and I'll just kind of walk you through some of the highlights and. 00:40:22

You know, think about different elements and let us know what you think about certain pieces. But. 00:40:32
I'll start with the kind of the main entry off a Grand Line Rd. 00:40:37
So thinking about this area. 00:40:40
One of the key challenges with the entry to the park is there's no signalized intersection. 00:40:42
There's no way in and out of the park when there's a cross country meeting. 00:40:46
Right. It's really challenging. 00:40:49
So thinking about a new entry, there are a few alternatives in the in the master plan. 00:40:51
But this was the one that kind of stuck the most. So reorganizing the entry to align with Walmart. 00:40:56
I do, whether it's a roundabout. 00:41:02
Excuse me? A roundabout or a stoplight? Some some kind of traffic control? 00:41:04
To get you in and out the park. 00:41:08
And then it's really re envisioning area around the old County Hospital. 00:41:10
You know, how do we think about what to do with an NX building? 00:41:13
Taking it down. 00:41:17
Re envisioning this front entry so that we've got a great community asset there. It's a, it's a. 00:41:18
An Event Center, it's a great opportunity for a public private partnership. That's something that we've discussed a lot in our 00:41:23
steering committee. 00:41:27
Meetings, how to get someone who can come in and really. 00:41:30
Think about this and program it and make it a great space and run it. 00:41:33
For parks, but a stage, some sort of an amenity on that end of the park that really draws people in and creates a new. 00:41:37
Event venue, We called it the venue here and this could have. 00:41:44
Other facilities in it too, food and beverage is something that's been brought up quite a bit and then there's other potential 00:41:47
development within this area too that could front on Grant Line Rd. that could offset some of the. 00:41:52
Expense of doing these facilities. 00:41:57
So then coming around the the lake is really the hub of the park, you know, everything really pivots off the lake. 00:41:59
So, umm. 00:42:05
The playground area. The main pavilion on the Northside of the lake. 00:42:06
Really reinvesting in that area. 00:42:10
If you spend anytime with if you have little kids like I do. 00:42:12
When they're running around there, there, it's it's in pretty rough shape. 00:42:15
It just needs a refresh. 00:42:18
And really, as kind of the main park in the system, it needs a, it really needs a destination playground, something on par with 00:42:19
the Kevin Hammersmith. 00:42:23
Would be the right fit for a park like this? 00:42:27
So we've got a playground, sprayground, large pavilion. 00:42:30
And key thing throughout the park? New restrooms. 00:42:33
That's kind of the key thing that we heard over and over again. 00:42:36
I won't. I won't talk too much about geese because we'll talk about geese at the very end of this. That's the other thing we 00:42:39
talked a lot about. 00:42:42
So that's kind of pivoting around to the South side of the lake. 00:42:45
And this is where Matt said that legacy grant money is going to go to right at the beginning is. 00:42:48
Reworking shelter for spending some money there, cleaning it up, cleaning up the restrooms, repaving. 00:42:53
Just generally improving that area. But with this, we talked about other things that could be introduced here. Boardwalk. 00:42:59
A kayak launch. We had a lot of interest from people just for an easy way to put walk boats in and out of the water to utilize the 00:43:06
lake more. 00:43:09
But also just cleaning up the parking lot and making it work better, getting rid of the old bridge that used to go to the island 00:43:12
that's been sitting in the middle of the parking lot for. 00:43:16
And you're something like that? 00:43:20
You know, so just improving this area and cleaning it up, and that's what that legacy of money is going to go to immediately. 00:43:22
And then the other area to really build energy on is the kind of the athletics area. Pickleball is a hit. 00:43:28
And the leagues are packing it in here, so. 00:43:34
Really building on that, adding some other amenities, you know, upgrading the pavilions, looking at a new restroom concession. 00:43:37
Possibly locker room. 00:43:44
Type facility where the existing pavilion is. 00:43:45
But then also reworking the parking there so it works better. It can accommodate bigger bigger groups. 00:43:48
Because right now it's it's. 00:43:54
It's a little challenging when there's a tournament going on, so trying to really make that more functional. 00:43:56
And then with that. 00:44:01
Cleaning up the lawns to the north there the old foot kind of football practice field. 00:44:02
Area and justice regrading that, reseeding it, making it nice. 00:44:06
And that'll be great for events, for parks. You know, that's the other thing there that's a real low budget item in the grand 00:44:10
scheme of these is. 00:44:13
Just kind of cleaning those things up. 00:44:17
So then the last piece is really the the fairgrounds. 00:44:19
You know, and one of the things we talked a lot about, we met with 4H quite a bit during this process is. 00:44:22
What does this look like on Into the Future? 00:44:27
And really Matt, I think brought it up in one of the meetings before H, it's really repositioning it as the fairgrounds in San 00:44:30
Peden Park. 00:44:33
So it's how do we think about knitting it back into the park? 00:44:37
Or not, it's never really been part of the part, but making it more part of the part. 00:44:40
And so that so that I can serve for more park functions. 00:44:44
So cleaning up some of the areas on the South side of the kind of the stream through the middle of the site. 00:44:47
So that it can function for youth sports, that sort of thing. And some of that's just taking out gravel roads. 00:44:52
Taking out some of the wiring and lights that are strung up there now. 00:44:57
But just making that more functional and then with that also improvements to Newland Hall. 00:45:01
It's just some some basic renovations and then the last piece. 00:45:06
It's kind of a trailhead parking lot cleanup at the end of the site where it can tie up the hill to the trail. 00:45:10
And Matt mentioned the. 00:45:15
The trail going up the hill, that's going to need some reinvestment just because of it's got a pretty significant failure right 00:45:17
now. 00:45:20
So that would be the last kind of piece. 00:45:24
For Community Park. 00:45:26
So All in all, you know it's there are a lot of little projects. 00:45:28
That add up to to quite a bit. 00:45:31
But they're all things that can be done very incrementally. 00:45:34
For Community Park, it's really just hasn't had any investment, significant investment in it. 00:45:37
And most of the facilities are about 70 years old. 00:45:41
Most of the underground utilities, most of the facilities there. 00:45:44
They've been maintained. 00:45:47
But there's a lot that just need to be. 00:45:48
You know, there's clay pipe, clay sewer pipe throughout the park that all needs to be redone, for example. 00:45:50
So that's that's. 00:45:55
Regional, so switching the regional part. 00:45:57
But the Regional Park? 00:45:59
We really looked at trying to say that the community park is going to be more the recreation oriented park. 00:46:01
Regional Park is going to be more focused on. 00:46:06
This kind of. 00:46:09
Natural. More natural spaces, more passive. 00:46:10
So we've got the Melvin and Vicki Jensen Nature Preserve, which opened last fall. 00:46:13
So the trails are being much used, so that's on the West side of the park. And then we introduce a road through the center of the 00:46:19
park that will ultimately connect over to Nova Park. 00:46:23
So the idea is that that becomes the main entry down the road with the fly over to the park. 00:46:27
North the North End of the park, we've got the. 00:46:33
Farmstead, so that's a historic Indiana Landmarks is designated as a historic property. 00:46:36
So spending some money fixing that up, renovating it. 00:46:41
The idea here again for probably a public private partnership where this could be an event space somebody operates. 00:46:45
And really, you know. 00:46:52
Turns it into this kind of great. 00:46:53
Like almost like a mini hubers is what we kept talking about it during the steering committee. Something that has kind of that 00:46:55
vibe. 00:46:58
The potential for a barn for weddings, that sort of thing. 00:47:01
And then also the opportunity for some potential 4H programming out here and that's still up in the air, but there was definitely 00:47:04
a lot of interest during the process. 00:47:08
And then on the South end of the side, it's more about some of the more active. 00:47:12
Components. So baseball softball complex is something that we HYR was a partner in talking through this early on. 00:47:16
So that's something that's been considered in the space. That's not a given. 00:47:22
You know, there's definitely flexibility there that those could, that could just be open lawn for. 00:47:26
Youth soccer or something else too. But the point is that that's sort of the best space in the site for for sports facilities 00:47:31
where on the north it gets real hilly and just doesn't work. 00:47:35
And then the last pieces are kind of an overlook area. There's a large bill on this side with a great overlook. 00:47:40
And then trying to pack in some some other amenities like a mountain bike trail down along the Interstate. We've got some. 00:47:46
Areas that really aren't easy to program because it's loud and. 00:47:52
It's next to the highway. 00:47:56
So that actually felt like a really good use and we've had a lot of interest from members of the mountain bike community to do 00:47:57
something like that. 00:48:01
So those are kind of the high, the high points for each of these. 00:48:04
And I'll hit on this, but like like. 00:48:08
We said we'll hand this out. 00:48:09
You know, we've, we've looked at phasing, we've looked at costs for all of these. 00:48:12
For Community Park, we've broken it up into multiple phases, but. 00:48:15
Again, this is meant to be a long term exercise. 00:48:19
You know, in our Phase 1 is really the one to focus on. 00:48:23
AT that's dealing with the hillside trail that's doing some basic improvements down at the 4H. 00:48:26
And then this legacy grant. 00:48:30
Piece that I mentioned. 00:48:32
The 1C on the top and bottom there are kind of gimmies because there are trails. 00:48:34
In the hillside there and it's just cleaning them up. 00:48:38
Which can be done with staff and volunteer work. 00:48:41
So it's just little pieces and we're not. 00:48:44
You know, these are these are kind of fluid numbers. 00:48:47
But hitting on those main elements and similarly, we've got this for you all for the Regional Park. 00:48:51
Kind of breakdown of phases. 00:48:56
And overall cost for each each piece. 00:48:58
And then in phase one, phase one is actually I'm going to jump ahead and then jump back. 00:49:01
Phase one is actually already partly funded through a land and water conservation grant. 00:49:05
So I think that was 270 two $175,000 has already been outlaid for this. 00:49:10
So to do some trails along Georgetown Creek and then up into the park, do some Meadow areas. 00:49:15
The potential for a trailhead. 00:49:20
So some of these things are already already rolling with the legacy grant, land and water conservation grant. 00:49:22
So as as Matt said, you know, really trying to build off that momentum and kind of keep. 00:49:27

There's a major geese problem that Sam Peden Community Park. 00:50:13
They leave a lot of waste behind. There's a lot of dedicated supporters of the geese that feed them even every day, even though 00:50:17
it's. 00:50:21
Against park rules to do so. 00:50:25
We've stepped up enforcement of that and we're working on maybe putting that into our ordinance very soon, but. 00:50:27
You know this parks crew that you've had for the last three years, we're we're doing a lot of programming. We're out and doing 00:50:33
things that really have not been done. And so with that. 00:50:37
You know, we've had some new events where you know. 00:50:42
Kids have you know. 00:50:45
It's just hard to mix geese waste with events and we're trying to do more. 00:50:47
Like football and Easter egg hunts and you can let your imagination. 00:50:50
Run wild from there. So this is a problem. 00:50:54
That we hear about a lot. 00:50:57
The Walking paths and trails through the park are just simply covered at certain times of years. 00:50:58
We brought in a number of people to help with this or get ideas on this, including Doctor Harris and the health department. 00:51:04
And we internally are getting ready to. 00:51:10
Allow some growth. 00:51:13
Growth, we're gonna have some vegetation areas and we're gonna follow a step by step plan, but there's a lot of non Canadian geese 00:51:14
birds in the park which we we need to rehome to be quite honest with you. 00:51:20
And ultimately, I'm not sure what will happen with some of the geese that is there. We have a population that is. 00:51:25
Very much entrenched in the park. They're not seasonal like most are. They are there. 00:51:31
In the snow, they are there all the time. 00:51:36
They go up to our shelter rentals and you know, people may not want to come back because other people love them. It's a mixed 00:51:38
thing, but we've got a process we're going to go through that will exhaust a number of options. 00:51:44
But for this park to be clean and tidy and. 00:51:50
Professional and serve the public and serve our events for the public like it should. 00:51:53
We're going to begin to work through this very soon, so. 00:51:57

Basically, what we're looking at tonight is want to brief you guys on where we stand with the property at 3317 Grant Line Rd. 00:04:05

As most of you are aware, the county commissioners have secured the building for us. 00:04:21
The primary reason is we're we're out of space the the new facility has. 00:04:26
A significant amount of square footage we're now crammed into about 3500. 00:04:31
We go through the study five years ago, they looked at the health department in 20 years and basically what we did with that study 00:04:37
is we established that the Floyd County population is going to increase .25 to .5% per year. So we we've had consistent growth 00:04:43
since the 80s. There's no reason to expect that that will stop. 00:04:49
3rd and perhaps maybe the most important reason. 00:04:56
Is we are homeless after September 30th 2026? 00:05:00
Since the hospital. 00:05:05
Was sold to the Baptist back in 2016. 00:05:07
We have been existing rent, utility and maintenance free and a facility that we've. 00:05:11
Drastically overgrown. 00:05:16

We have multiple staff members sharing offices we actually count. 00:05:24
Mosquitoes, which we submit for West Nile testing in Saint Louis. Equine encephalitis testing. 00:05:28

We use the lobby as a storage area. There's no place to park and the building that we're in is has four separate electrical fires 00:05:39

Board members, a commissioner, the Floyd County Operations Director, architect and architectural representatives. 00:07:34
Most of the cost involved in this is related to the first floor conversion. 00:07:42
As you can imagine, going from an open. 00:07:47
Floor plan branch bank to. 00:07:49
Cubbyholes of offices and exam rooms requires a lot of plumbing changes on electrical changes. 00:07:52
And preferably generator driven plugs throughout the building. 00:07:59

Was generated at the request of 1 Commissioner. It was done on a short. 00:08:06

Prepare or not, the initial evaluation of the building was negative for that. 00:09:08

With option B, really don't get much of A refit or adjustment at all. There's they're going to move into the existing spaces. 00:09:15
There's exterior signage loss. We also have less budgeted for audio video capability. 00:09:23
And that reduction damages our ability not only to educate the population, but also revenue. 00:09:29
Because our goal, one of our goals, is to increase the number of people who are CPR trained by half a percent per year in the 00:09:34
county. 00:09:37
Each time we do that, we make between 40 and $50 per person. We're looking at about 500 people a year. 00:09:41
500 So that's a significant amount of income that we'd have to reduce the size of the classes and we'd be avoiding the intake. 00:09:47
Also with a cutback, we lose a fenced in area in the parking lot where we can more securely store equipment. 00:09:56
And the trailers that we used to respond at different events. 00:10:04
We lose 2nd floor storage and we have. 00:10:08
Under option B. 00:10:12
And perhaps the most important things is we have much smaller emergency generator. 00:10:13
Basically under option B we just have enough generator to cool the vaccine. 00:10:18
And to put that in perspective, we have. 00:10:23
On any given day, close to $300,000 worth of vaccine in the building, so we have to have some. 00:10:26
Sort of battery backup. 00:10:32
Essentially a gas driven generator back up to limit the potential loss of a significant amount. 00:10:35

Additionally, with option A, we had planned to have a generator. 00:10:42

One of the other concerns is that if we do go to some sort of phased renovation that we would have interference with ongoing 00:11:28
operations by follow up. 00:11:33

So we have the building open, we have a lot of foot traffic in it every day and then we have issues with say, you know. 00:11:38

So if we're looking at funds, there's about $800,000 of accounting. 00:11:50

So to complete this project with something close to option A, we're going to need additional money. 00:12:09

There's been lots of opportunities along the way for public input, for professional input. 00:35:12
To find out with both of these parks and locations what our community wants. 00:35:17

We've had a lot of meetings. We had a series of meetings across the county. 00:35:24
Some had pretty good turnouts, others not as much, but an opportunity to engage with those that came out. 00:35:28
To visit with us, there also were some surveys. 00:35:34
And we probably had our best connection with the public at our Halloween in the Park event that we do each year with the Sheriff's 00:35:36
Office. We had over 350 people we handed out candy to and. 00:35:41
Got them to take a look at some preliminary plans and ideas for both of these facilities so. 00:35:46
This has been a long time coming to get to this point. 00:35:52
And really, what you're going to see tonight from the Bob Lane Regional Park in Georgetown. 00:35:55
To, of course, you know, Community Park in New Albany that's been around for so many years. 00:35:59
They're really opposites, you know, Obviously Bob Lane is new. The trails are open. 00:36:04
That those are exciting, I think have been exciting for our community. 00:36:09
And we understand that's going to be a long term project likely to build that park out. But there's so many opportunities there to 00:36:12
provide things for Floyd County and beyond that currently don't exist. There's opportunities there for I think some very unique 00:36:17
partnerships perhaps. 00:36:22
And very interesting what that part could become. 00:36:27
On the other hand, if you grew up here in Floyd County. 00:36:30
You probably have some memories of Sam Pete Community Park like me. I played soccer there. 00:36:34
And for those maybe a bit older than me, maybe they even swam there back in the day, so. 00:36:39
But it's a park that if you bring it up, people in this area, in this city, in this county. 00:36:45
That strikes home. They care about that park and when the grass is cut and our new pickleball courts are full. 00:36:50
And the shelters are rented. 00:36:57
It's a beautiful place even after all these years, but. 00:36:58
We got a lot of stuff that's aging. 00:37:02
Some of its underground. You don't even see a lot of things beginning to fail. 00:37:05
Also, it's time for some new amenities. It's time to think ahead for what the next. 00:37:09
Iteration of Sam Deedon Community Park can be for our community for the next 60. 00:37:13
Or 70 years. So I think this is unique to. 00:37:18
Tackle both of these plans at the same time. Also, I want to say this from the get go. I know this is probably the worst time. 00:37:20

Big projects and big ideas and. 00:37:28
And new things. But it's the right thing to do for the community for us to push and organize these things. 00:37:31
And do everything we can to make sure that our park system. 00:37:37
Is brought up to speed to be quite honest and that ultimately it shots. So that's why we're here tonight. We've already 00:37:40
successfully landed a Legacy Foundation grant. 00:37:45
We're applying for every grant we can find. We're very hopeful with some others that we. 00:37:51
Are currently in the mix for. 00:37:56
We know this is going to be done in phases. We know none of these are short term. 00:37:57
You know, OK, all this funding is here, we can do it all. We get that. 00:38:01
You know, also I want to mention that. 00:38:06
Parks Foundation has been dormant now for a number of years. 00:38:09
We're working to stand that back up by the end of 2025. I think that could be a very valuable. 00:38:13
Resource where the community can get involved. 00:38:19
And we can raise maybe even some private funds in addition to grants. 00:38:21
And we're going to be back. There's going to be things, even if we don't proceed with major projects and big ideas. 00:38:25
There's there's going to be issues that come up that need to be fixed that we don't have within our budget. 00:38:31

Between the park and the 4H property that is failing, and it's going to be a very sizable repair that we're all going to have to 00:38:41

Other facilities in it too, food and beverage is something that's been brought up quite a bit and then there's other potential 00:41:47
development within this area too that could front on Grant Line Rd. that could offset some of the. 00:41:52

So then coming around the the lake is really the hub of the park, you know, everything really pivots off the lake. 00:41:59

The playground area. The main pavilion on the Northside of the lake. 00:42:06

So that's kind of pivoting around to the South side of the lake. 00:42:45
And this is where Matt said that legacy grant money is going to go to right at the beginning is. 00:42:48
Reworking shelter for spending some money there, cleaning it up, cleaning up the restrooms, repaving. 00:42:53
Just generally improving that area. But with this, we talked about other things that could be introduced here. Boardwalk. 00:42:59
A kayak launch. We had a lot of interest from people just for an easy way to put walk boats in and out of the water to utilize the 00:43:06
lake more. 00:43:09
But also just cleaning up the parking lot and making it work better, getting rid of the old bridge that used to go to the island 00:43:12
that's been sitting in the middle of the parking lot for. 00:43:16
And you're something like that? 00:43:20
You know, so just improving this area and cleaning it up, and that's what that legacy of money is going to go to immediately. 00:43:22
And then the other area to really build energy on is the kind of the athletics area. Pickleball is a hit. 00:43:28
And the leagues are packing it in here, so. 00:43:34
Really building on that, adding some other amenities, you know, upgrading the pavilions, looking at a new restroom concession. 00:43:37
Possibly locker room. 00:43:44
Type facility where the existing pavilion is. 00:43:45
But then also reworking the parking there so it works better. It can accommodate bigger bigger groups. 00:43:48
Because right now it's it's. 00:43:54
It's a little challenging when there's a tournament going on, so trying to really make that more functional. 00:43:56

Cleaning up the lawns to the north there the old foot kind of football practice field. 00:44:02
Area and justice regrading that, reseeding it, making it nice. 00:44:06
And that'll be great for events, for parks. You know, that's the other thing there that's a real low budget item in the grand 00:44:10

Just kind of cleaning those things up. 00:44:17
So then the last piece is really the the fairgrounds. 00:44:19
You know, and one of the things we talked a lot about, we met with 4H quite a bit during this process is. 00:44:22

And really Matt, I think brought it up in one of the meetings before H, it's really repositioning it as the fairgrounds in San 00:44:30

So it's how do we think about knitting it back into the park? 00:44:37

And so that so that I can serve for more park functions. 00:44:44
So cleaning up some of the areas on the South side of the kind of the stream through the middle of the site. 00:44:47
So that it can function for youth sports, that sort of thing. And some of that's just taking out gravel roads. 00:44:52
Taking out some of the wiring and lights that are strung up there now. 00:44:57
But just making that more functional and then with that also improvements to Newland Hall. 00:45:01
It's just some some basic renovations and then the last piece. 00:45:06
It's kind of a trailhead parking lot cleanup at the end of the site where it can tie up the hill to the trail. 00:45:10

The trail going up the hill, that's going to need some reinvestment just because of it's got a pretty significant failure right 00:45:17

You know, there's clay pipe, clay sewer pipe throughout the park that all needs to be redone, for example. 00:45:50

But the Regional Park? 00:45:59
We really looked at trying to say that the community park is going to be more the recreation oriented park. 00:46:01
Regional Park is going to be more focused on. 00:46:06

Natural. More natural spaces, more passive. 00:46:10
So we've got the Melvin and Vicki Jensen Nature Preserve, which opened last fall. 00:46:13
So the trails are being much used, so that's on the West side of the park. And then we introduce a road through the center of the 00:46:19
park that will ultimately connect over to Nova Park. 00:46:23
So the idea is that that becomes the main entry down the road with the fly over to the park. 00:46:27
North the North End of the park, we've got the. 00:46:33
Farmstead, so that's a historic Indiana Landmarks is designated as a historic property. 00:46:36
So spending some money fixing that up, renovating it. 00:46:41
The idea here again for probably a public private partnership where this could be an event space somebody operates. 00:46:45
And really, you know. 00:46:52
Turns it into this kind of great. 00:46:53
Like almost like a mini hubers is what we kept talking about it during the steering committee. Something that has kind of that 00:46:55
vibe. 00:46:58
The potential for a barn for weddings, that sort of thing. 00:47:01
And then also the opportunity for some potential 4H programming out here and that's still up in the air, but there was definitely 00:47:04
a lot of interest during the process. 00:47:08
And then on the South end of the side, it's more about some of the more active. 00:47:12
Components. So baseball softball complex is something that we HYR was a partner in talking through this early on. 00:47:16
So that's something that's been considered in the space. That's not a given. 00:47:22
You know, there's definitely flexibility there that those could, that could just be open lawn for. 00:47:26
Youth soccer or something else too. But the point is that that's sort of the best space in the site for for sports facilities 00:47:31
where on the north it gets real hilly and just doesn't work. 00:47:35
And then the last pieces are kind of an overlook area. There's a large bill on this side with a great overlook. 00:47:40
And then trying to pack in some some other amenities like a mountain bike trail down along the Interstate. We've got some. 00:47:46
Areas that really aren't easy to program because it's loud and. 00:47:52
It's next to the highway. 00:47:56
So that actually felt like a really good use and we've had a lot of interest from members of the mountain bike community to do 00:47:57
something like that. 00:48:01
So those are kind of the high, the high points for each of these. 00:48:04

You know this parks crew that you've had for the last three years, we're we're doing a lot of programming. We're out and doing 00:50:33

The Walking paths and trails through the park are just simply covered at certain times of years. 00:50:58

Growth, we're gonna have some vegetation areas and we're gonna follow a step by step plan, but there's a lot of non Canadian geese 00:51:14

And ultimately, I'm not sure what will happen with some of the geese that is there. We have a population that is. 00:51:25
Very much entrenched in the park. They're not seasonal like most are. They are there. 00:51:31
In the snow, they are there all the time. 00:51:36
They go up to our shelter rentals and you know, people may not want to come back because other people love them. It's a mixed 00:51:38
thing, but we've got a process we're going to go through that will exhaust a number of options. 00:51:44
But for this park to be clean and tidy and. 00:51:50
Professional and serve the public and serve our events for the public like it should. 00:51:53
