I'm speaking tonight to ask you to please continue funding and supporting the Floyd County Recycling Program. 00:03:15
They project they will take in 900 tons of material this year alone, preventing hazardous and unnecessary waste from entering our 00:03:21
landfills. 00:03:26
Leaching into our groundwater. 00:03:30
Scrap metal, e-waste, aluminum and cardboard recycling also generated $74,000 of revenue last year. 00:03:32
Recycling conserves natural resources, creates jobs, promote sustainability for future generations. 00:03:40
Using recycled materials and manufacturing uses significantly less energy. 00:03:46
Than using brand new materials. 00:03:51
I feel sad I have to stand here to justify the need for recycling in our community. 00:03:53
I'm a teacher and as the woman who spoke at the last meeting said. 00:03:58
I hope I have not been giving my students and my own personal child a pipe dream. 00:04:01
Because we will not be recycling anymore. 00:04:06
Dissolving it all together. 00:04:08
Sends the message that recycling in a clean environment are not important to the. 00:04:10
Community when you consider the long term environmental costs. 00:04:15
For health due to contaminants from the groundwater. 00:04:18
Increased workload on our garbage pickup services. 00:04:21
Lost their recycling worker jobs. Additional stress on the landfill. 00:04:24
Recycling is more cost effective than waste disposal. 00:04:28
Councilmember Denise Conkel said it was financially feasible to continue the program because there is money in the budget. 00:04:31
I hope you will hear her out and listen to her ideas the next time that you speak before. 00:04:38
Maybe we can save money by consolidating the program into just one drop off site with fewer hours. 00:04:42
Or perhaps the city of New Albany could find a way to help. 00:04:48

They're friendly, they're knowledgeable, they're helpful. 00:06:56
They get all the. 00:07:00
10,000 cat food cans out of my car they show me. 00:07:02
They show me where to put everything so. 00:07:06
Not only are they collecting what they need to collect for recycling, but they're also educating the public. 00:07:09
With what they know and passing that knowledge on to us. 00:07:16

The county County. 00:07:22
Waste management doing our recycling also, we have financial transparency and accountability because it's within the county. 00:07:24
I think if we get a private company in to do this. 00:07:33
They're going to be for profit. 00:07:37

By dissolving the Floyd County Solid Waste District. 00:08:32
Is a massive disappointment. 00:08:36
I've done the research and it has been going since 1990. 00:08:39
That's well before I was even born. 00:08:44
30 years. 00:08:46
And you guys want to dissolve it? 00:08:48
Why is that? 00:08:50
You guys say you don't have enough money to keep it running. 00:08:52
But as another speaker has already said. 00:08:55
Denise gave you evidence that states otherwise. 00:08:58
And I remember you stating that you would need money for snowplows in the future at the first meeting. 00:09:02
But yet I also recall you stating that you wouldn't need those snowplows for another 5 to 10 years. 00:09:08
So even if you don't have the money for that now. 00:09:16
You would have enough time to invest for that later. 00:09:19
We need to focus on doing what's right here and now. 00:09:23
By keeping recycling in Floyd County going. 00:09:27
It is estimated that only 30% of all recyclable material nationwide gets recycled. 00:09:32
So we need to do better. 00:09:40
And that starts here. 00:09:42
And if you don't think that's enough? 00:09:44
Let's look at the alternative. 00:09:46
What if recycling does get cut? 00:09:48
CO2 emissions will increase along with our energy resources spent. 00:09:51
Jobs and money will be lost. 00:09:56

And or if hazardous waste is improperly disposed of. 00:10:02
People could end up hurt, sick. 00:10:07
Or even dead. 00:10:10

We're sort of devaluing what they want. 00:11:10

It's a state law, the law, and I was looking at your. 00:11:16

Under Indiana code 13-19. 00:11:22
The stage requires municipalities. 00:11:26
To encourage recycling. 00:11:28

Dash 20 says. 00:11:32
They said a 50% municipal recycling goals statewide. 00:11:33
Cutting the program puts us out of step with state policy. 00:11:37
Jeopardizes reporting compliance and potentially disqualifies us from any state grants that could have. 00:11:41

Not by not having recycling in our county we have basically. 00:11:51

Good evening. I'm Ellen Morrison Kelly. I am a Floyd County resident, actually a New Albany resident. 00:12:13
And I pay to have recycling come to my house, a private company, but I don't really use them because. 00:12:20
We all know that a private company will recycle what will make the money, not what's good for. 00:12:28
The Earth. 00:12:36
And so I take my things to Brett Line Rd. 00:12:37
When I can. So we collected 1130 signatures. 00:12:41
In a mere 3 days. 00:12:48
And then of those, 320 were online. But in three days we collected these signatures from people who said to me. 00:12:51
I've heard about it, Let me sign. 00:13:01
I can't wait. Let me have my wife sign. 00:13:04
They were. 00:13:08
Very adamant about getting their voices heard. Some of them might be here tonight. 00:13:09
Some of them might have had childcare issues tonight or their son was playing a baseball game or something, but believe me, people 00:13:15
are aware of this and they're mad about it. 00:13:21
So nearly 20 people. 00:13:29
Helped me collect these signatures. 00:13:32
And I had more people begging to help. 00:13:36
So if we had more time. 00:13:39
We could have probably gone to all the doors of Floyd County and gotten more signatures, kind of like what Election Day is, where 00:13:42
you go and you collect signatures on an issue. 00:13:47

But I think a lot of my fellow residents have done a pretty good job of explaining the community building. 00:14:57

Conserving transportation. 00:15:24
And dumping fees. 00:15:27
But but it goes beyond that. 00:15:30
It's not just front end jobs, it's not just materials handling, it's not just processors. 00:15:32
The thousands of communities, including dozens in Indiana. 00:15:38
Have seen great benefits. 00:15:43
In innovation. 00:15:45
In engineering. 00:15:47
And coming up with new ways to use recyclable materials. 00:15:49
Whole new industries. 00:15:53
Have been started because communities. 00:15:55
Committed. 00:15:58
To robust comprehensive recycling program. 00:15:59

I ask you to spend some time attending to the long term. 00:16:04

Contradicting the argument that we don't provide a valuable service. 00:17:33

Well, they brought a lot of good things that make this place a better place to live. 00:17:43

We had a financial crisis crisis so many years ago. 00:18:06
And recycling in the animal shelter were the first victims. 00:18:10

I moved to New Albany in 2015. Charlestown Crossing apartments. 00:18:56
Which did not offer any sort of recycling pickup option. 00:19:01
And so I've been going to the Floyd County Recycling, waste Management. 00:19:04
Ever since then. 00:19:08
45% of. 00:19:11
Residents of New Albany are renters. 00:19:13
Apartment buildings like the Breakwater, Sheffield Square. 00:19:16
Knobs Point, Charlestown Crossing. 00:19:19
None of these places offer a recycling option for the residents. 00:19:22
I currently live at Slate Run condominiums. 00:19:26
And even as an owner. 00:19:29
We also don't have any sort of recycling pickup options. 00:19:31
It's a high percentage of the population that you'd be taking away an option to recycle if you decide to dissolve this program, 00:19:35
and I like recycling. 00:19:39

Good evening, Andrew Breaker from up in Floyd's Knobs. I have been a volunteer at Hope Southern Indiana for nine years now. 00:20:01
And I just want to commend the recycling program for being great partners with us. 00:20:08
As you can imagine, food comes in a lot of packaging and we have just a storage shed. 00:20:13
Recycling came and picked up that cardboard today. That's cardboard that's not going to the landfill. 00:20:19
And we have already filled it up again because the demand for food is so high. 00:20:25
We won't be able to function and do our important work of feeding the neediest in Floyd County and in southern Indiana. 00:20:30
Without the partnership we have with recycling. 00:20:39
And all the material we go through will just take up more room and the Clark Floyd landfill. That will cost more money in the long 00:20:42
run. 00:20:46
And we'll eventually run out of space. 00:20:51
And besides the usefulness of taking. 00:20:54
What we don't need? 00:20:57
Recycling is a great community resource in collecting food for hope. 00:20:58
I know as our demand has gone up, they've been asking the folks to. 00:21:04
Drop off some full cans along with their empty cans and it's feeding the neediest in our community. 00:21:07
I also, you know, many of us here are longtime Floyd County residents, but I'm glad some of our newcomers have been speaking. 00:21:13
Because as I talk with friends throughout the metro area. 00:21:19
They ask, well, what are you doing these days? And I say, I'm going to a lot more county Commission and County Council meetings 00:21:23
than normal. 00:21:26
And they said, Oh yeah, we heard that your county is thinking about getting rid of recycling. 00:21:30
For people that are thinking about moving here. 00:21:35
That live within the metro area. 00:21:38
This is a giant red flag that Floyd County is not. 00:21:40
Necessarily the best county to live in. 00:21:45
I've lived here since I was two. I'm proud of where I'm from. 00:21:48
I want to share our hospitality of the goodness of the people with lots of people, but. 00:21:52
You know, we have to be aware that the message this is sending not just to the residents of Floyd County, but the wider area. 00:21:57

And the other thing I wanted to say is that there are grants available. 00:23:25

Indiana Department of Hazardous Management Waste Management. 00:23:35
And you have to apply for it, of course. 00:23:40
But surely you know about this? 00:23:42
Why don't we look into this and get some of this money? 00:23:44
To help finance what's going on here. 00:23:48

But you need to use electronic device is hazardous waste. 00:24:38
And to simply state that we're going to take this hazardous waste. 00:24:42
And simply throw it into landfills. 00:24:46
Really leads to long term. 00:24:48

That we need to face directly. 00:24:51
This is all tied together with the notion. 00:24:53
Let's help our planet, and let's do so for our children. 00:24:55

I've taken mine out to Glean and like somebody said, they're amazing out there. 00:25:55
And there's a lot of days they have 400 vehicles. 00:26:00
Now picture this, people taking their time, their busy schedule. 00:26:03
And and 400 vehicles rolling in there every Wednesday. 00:26:08
From 8:00 to 5:00. 00:26:12
That just blows my mind. 00:26:15
That people as busy as they are with their families and everything. 00:26:17
That they take time out. 00:26:21
Recycling. 00:26:23
I think that says a whole lot, and I think it would be a horrible, horrible mistake. 00:26:25
To eliminate recycling in Floyd County. 00:26:30

The people in Floyd County are serious about. 00:29:01

Doing away with this will take away that opportunity. 00:29:06

That is in this final phase. 00:29:16
This was a program that was funded by. 00:29:19
And which also funded, which gave us our payload that we currently use. 00:29:23

So we serve roughly 30 neighborhoods. 00:29:29

Neighborhood Program. 00:29:35
The other thing that we do that a lot of people aren't aware of is we. 00:29:37
We have a recycle pickup. 00:29:41

I calculated that an average household employee county is. 00:32:12
Paying about $30 annually. 00:32:17

The county last year passed the largest tax increase in Floyd County history. 00:32:26

We're not. I'm not seeing it yet and I haven't seen everything on paper yet to justify something like this. So there's I see no 00:41:38
justification for cutting up programs. It's so vital to our community. 00:41:44

I'm speaking tonight to ask you to please continue funding and supporting the Floyd County Recycling Program. 00:03:15
They project they will take in 900 tons of material this year alone, preventing hazardous and unnecessary waste from entering our 00:03:21
landfills. 00:03:26
Leaching into our groundwater. 00:03:30
Scrap metal, e-waste, aluminum and cardboard recycling also generated $74,000 of revenue last year. 00:03:32
Recycling conserves natural resources, creates jobs, promote sustainability for future generations. 00:03:40
Using recycled materials and manufacturing uses significantly less energy. 00:03:46
Than using brand new materials. 00:03:51
I feel sad I have to stand here to justify the need for recycling in our community. 00:03:53
I'm a teacher and as the woman who spoke at the last meeting said. 00:03:58
I hope I have not been giving my students and my own personal child a pipe dream. 00:04:01
Because we will not be recycling anymore. 00:04:06
Dissolving it all together. 00:04:08
Sends the message that recycling in a clean environment are not important to the. 00:04:10
Community when you consider the long term environmental costs. 00:04:15
For health due to contaminants from the groundwater. 00:04:18
Increased workload on our garbage pickup services. 00:04:21
Lost their recycling worker jobs. Additional stress on the landfill. 00:04:24
Recycling is more cost effective than waste disposal. 00:04:28
Councilmember Denise Conkel said it was financially feasible to continue the program because there is money in the budget. 00:04:31
I hope you will hear her out and listen to her ideas the next time that you speak before. 00:04:38
Maybe we can save money by consolidating the program into just one drop off site with fewer hours. 00:04:42
Or perhaps the city of New Albany could find a way to help. 00:04:48

They show me where to put everything so. 00:07:06
Not only are they collecting what they need to collect for recycling, but they're also educating the public. 00:07:09
With what they know and passing that knowledge on to us. 00:07:16

Waste management doing our recycling also, we have financial transparency and accountability because it's within the county. 00:07:24

You guys say you don't have enough money to keep it running. 00:08:52

And I remember you stating that you would need money for snowplows in the future at the first meeting. 00:09:02
But yet I also recall you stating that you wouldn't need those snowplows for another 5 to 10 years. 00:09:08

You would have enough time to invest for that later. 00:09:19
We need to focus on doing what's right here and now. 00:09:23

It is estimated that only 30% of all recyclable material nationwide gets recycled. 00:09:32

And even as an owner. 00:19:29
We also don't have any sort of recycling pickup options. 00:19:31
It's a high percentage of the population that you'd be taking away an option to recycle if you decide to dissolve this program, 00:19:35

As you can imagine, food comes in a lot of packaging and we have just a storage shed. 00:20:13
Recycling came and picked up that cardboard today. That's cardboard that's not going to the landfill. 00:20:19
And we have already filled it up again because the demand for food is so high. 00:20:25
We won't be able to function and do our important work of feeding the neediest in Floyd County and in southern Indiana. 00:20:30
Without the partnership we have with recycling. 00:20:39
And all the material we go through will just take up more room and the Clark Floyd landfill. That will cost more money in the long 00:20:42

And we'll eventually run out of space. 00:20:51
And besides the usefulness of taking. 00:20:54

Recycling is a great community resource in collecting food for hope. 00:20:58
I know as our demand has gone up, they've been asking the folks to. 00:21:04
Drop off some full cans along with their empty cans and it's feeding the neediest in our community. 00:21:07
I also, you know, many of us here are longtime Floyd County residents, but I'm glad some of our newcomers have been speaking. 00:21:13
Because as I talk with friends throughout the metro area. 00:21:19
They ask, well, what are you doing these days? And I say, I'm going to a lot more county Commission and County Council meetings 00:21:23
than normal. 00:21:26
And they said, Oh yeah, we heard that your county is thinking about getting rid of recycling. 00:21:30
For people that are thinking about moving here. 00:21:35
That live within the metro area. 00:21:38
This is a giant red flag that Floyd County is not. 00:21:40
Necessarily the best county to live in. 00:21:45
I've lived here since I was two. I'm proud of where I'm from. 00:21:48
I want to share our hospitality of the goodness of the people with lots of people, but. 00:21:52
You know, we have to be aware that the message this is sending not just to the residents of Floyd County, but the wider area. 00:21:57

I calculated that an average household employee county is. 00:32:12
Paying about $30 annually. 00:32:17
To support a recycling program. 00:32:20
The county last year passed the largest tax increase in Floyd County history. 00:32:26

13 months out, $13 million of unallocated unappropriated. 00:32:35
