As Tim mentioned and Councillor Short mentioned, the bond ordinance is for the to finance the purchase of the existing building to 00:05:07
be used for the new County Health Department. 00:05:12
The ordinance would authorize the issuance of general obligation bonds in a maximum principal amount not to exceed $3.2 million. 00:05:17
And pending the issuance of those bonds. 00:05:24
It would authorize the issuance of bond anticipation note. So bond anticipation note or Bayon. 00:05:27
Is just a fancy word for interim financing. 00:05:33
And based upon previous discussions. 00:05:36
It's my understanding that the council would like to do issue a ban so this interim financing. 00:05:38
With the intent that you're going to use freed up money from your general fund. 00:05:44
To actually amortize the band so that bonds would never be issued. 00:05:49
And that's perfectly fine to do. 00:05:53
But in order to issue a ban, you still have to authorize the the ultimately the issuance of the bonds in case that would ever be 00:05:55
necessary. 00:05:58
So that's really what this ordinance does, is it authorizes both bonds and bans. 00:06:01
The proceeds would be used to finance the purchase of the existing building. 00:06:07
Also a small amount to do some renovations to make it usable as the County Health Department facility. 00:06:11
Would also allow us to do what's called capitalized interest. 00:06:18
So again, knowing that your overall plan of finance is to shift some expenses from your general fund to the public safety lit 00:06:22
fund. 00:06:26
This is going to give you time and doing capitalized interest gives you time to kind of figure out and the shifting those 00:06:30
expenses. 00:06:33
Before you actually have to start finding a source of revenue to pay, pay the interest on the on the ban. 00:06:36
And then again, the proceeds could also be used to pay. 00:06:42
The issuance cost for the transaction. 00:06:45
The the ordinance also makes an additional appropriations, again because this amount wasn't included in your existing budget. 00:06:49
That was the purpose of the hearing was to allow folks to. 00:06:55
Ask about this additional appropriation. 00:06:58
But it does allow makes it the initial appropriation of $3.2 million. 00:07:00
That again would be funded with the proceeds of the financing, together with any investment earnings on those proceeds. 00:07:04
The last last point to kind of point out in this, which is. 00:07:11
Normally, bond anticipation notes are secured solely by the proceeds of the bonds if and when issued. 00:07:14
This ordinance does authorize as a backup. 00:07:20
The the ability to levy a tax to pay interest on the bands if that were necessary. 00:07:24
And again, it's kind of because of the unique nature of this financing that we put that in here because. 00:07:30
The percher of the band is going to want to understand how are they going to get paid interest every six months until until the 00:07:35
maturity of the ban. 00:07:39
And so again, we all understand the intent is to use your Freedom general Fund cash flow. 00:07:43
But from a credit standpoint, it gets kind of hard for a bank or a credit analyst to review that, especially when when that 00:07:49
overall shift in the expenses may not have occurred yet. So again, the the property tax levy is a backstop. 00:07:56
To pay interest on the bands in case that would be necessary. But again, I don't know that you necessarily anticipate. 00:08:03

The hardest hurdle that we saw. 00:32:55

Was going to be the hurdle. It has passed the House out of committee and into the general House and passed is now with the Senate, 00:33:02
which was to be the easiest leg of those two legislative grants. So I'll talk about it now. We should know something next two or 00:33:07

House Bill 1006 is effectively a 50% reimbursement from the state. 00:33:17
Prosecutors. 00:33:23
Expenses in its original form it was for the entire prosecutors office. I don't know if the inform will be that. 00:33:24
The secure part of it is that will be for the prosecutor salaries themselves, FICA and those things. So we reimburse it. The 00:33:32
minimum amount was met. 00:33:38
50% The minimum salary requirement will be $100,000. 00:33:43
So that 50,000 of that then would be reimbursed by the state. 00:33:48

Classify different inmates looks a little bit less so. Our population is rising and I have a document I'll eventually give you all 00:43:01

So typically the winter it goes down to the summer goes up. 00:43:10
But lately it's been rising all over, so just want to let you all be aware of that, so. 00:43:14

be used for the new County Health Department. 00:05:12
The ordinance would authorize the issuance of general obligation bonds in a maximum principal amount not to exceed $3.2 million. 00:05:17
And pending the issuance of those bonds. 00:05:24
It would authorize the issuance of bond anticipation note. So bond anticipation note or Bayon. 00:05:27
Is just a fancy word for interim financing. 00:05:33
And based upon previous discussions. 00:05:36
It's my understanding that the council would like to do issue a ban so this interim financing. 00:05:38
With the intent that you're going to use freed up money from your general fund. 00:05:44
To actually amortize the band so that bonds would never be issued. 00:05:49
And that's perfectly fine to do. 00:05:53
But in order to issue a ban, you still have to authorize the the ultimately the issuance of the bonds in case that would ever be 00:05:55
necessary. 00:05:58
So that's really what this ordinance does, is it authorizes both bonds and bans. 00:06:01
The proceeds would be used to finance the purchase of the existing building. 00:06:07
Also a small amount to do some renovations to make it usable as the County Health Department facility. 00:06:11
Would also allow us to do what's called capitalized interest. 00:06:18
So again, knowing that your overall plan of finance is to shift some expenses from your general fund to the public safety lit 00:06:22
fund. 00:06:26
This is going to give you time and doing capitalized interest gives you time to kind of figure out and the shifting those 00:06:30
expenses. 00:06:33
Before you actually have to start finding a source of revenue to pay, pay the interest on the on the ban. 00:06:36
And then again, the proceeds could also be used to pay. 00:06:42
The issuance cost for the transaction. 00:06:45
The the ordinance also makes an additional appropriations, again because this amount wasn't included in your existing budget. 00:06:49
That was the purpose of the hearing was to allow folks to. 00:06:55
Ask about this additional appropriation. 00:06:58
But it does allow makes it the initial appropriation of $3.2 million. 00:07:00
That again would be funded with the proceeds of the financing, together with any investment earnings on those proceeds. 00:07:04
The last last point to kind of point out in this, which is. 00:07:11
Normally, bond anticipation notes are secured solely by the proceeds of the bonds if and when issued. 00:07:14
This ordinance does authorize as a backup. 00:07:20
The the ability to levy a tax to pay interest on the bands if that were necessary. 00:07:24
And again, it's kind of because of the unique nature of this financing that we put that in here because. 00:07:30
The percher of the band is going to want to understand how are they going to get paid interest every six months until until the 00:07:35
maturity of the ban. 00:07:39
And so again, we all understand the intent is to use your Freedom general Fund cash flow. 00:07:43
But from a credit standpoint, it gets kind of hard for a bank or a credit analyst to review that, especially when when that 00:07:49
overall shift in the expenses may not have occurred yet. So again, the the property tax levy is a backstop. 00:07:56
To pay interest on the bands in case that would be necessary. But again, I don't know that you necessarily anticipate. 00:08:03

Classify different inmates looks a little bit less so. Our population is rising and I have a document I'll eventually give you all 00:43:01
