So much fun. 00:00:00
To this. 00:00:02
Late August, meeting jointly of the Floyd County Commissioners. 00:00:04
And council members. 00:00:09
If you'll please join me for the Pledge of Allegiance. 00:00:11
I pledge allegiance to the flag. 00:00:16
Of the United States of America. 00:00:18
And to the Republic for which it stands. 00:00:20
One nation under. 00:00:23
Indivisible with liberty and justice for all. 00:00:25
All right, we have a full house. 00:00:29
Up here today, which is great other than Frank and I'm not sure of. 00:00:33
Did you hear anything from Frank? I think he's out of town. 00:00:37
OK, well, we'll, we'll make room for him. 00:00:40
If he can join us. 00:00:42
It's a little bit different agenda than usual. 00:00:45
Is this microphone on? 00:00:47
OK, I've got my green light on, my lights on too. 00:00:50
So I don't know if we're being recorded or not. 00:00:55
OK, can. 00:00:59
All right. Can you hear in the back? 00:01:02
OK, well, I'll try to speak up a little bit. 00:01:04
You know, this agenda is a little bit different. There's a little bit more meat on the bone with regards to things that are going 00:01:08
to be. 00:01:11
Voted upon today, but we will start in the traditional manner with the approval of 7/18/25 Joint meeting Minutes. 00:01:14
I'll make a motion to approve second. 00:01:22
OK. Have a motion and the second over here from Sam. Motion was from Jason. All in favor, aye, Any opposed? 00:01:24
All right, wonderful. We have several meetings that are broken up into council and then commissioners. So we'll begin with County 00:01:34
Council second reading OF2025-12. 00:01:39
All right, this is for the County Council Ordinance 2025-12. 00:01:45
Establishing a county vehicle. 00:01:50
Excise, surtax and county wheel tax. 00:01:53
This had the first reading and passed the first reading. 00:01:56
Last night. 00:01:59
There was a copy. 00:02:02
Posted on the website. 00:02:03
We're not going to read the full thing into. 00:02:07
The record, but. 00:02:10
What was passed last night was a total of $30. 00:02:12
On passenger vehicles. 00:02:16
Which was broken out. 00:02:18
$5 on the surtax and 25 on the wheel tax I believe. 00:02:21
So I'll entertain a motion on the second reading. 00:02:26
Prior to that, just a point of order, did we have anyone sign in? 00:02:30
We did public comment last night. OK, yeah. 00:02:36
Thank you. 00:02:38
I'll make a motion to approve. 00:02:41
2nd we have a motion and a second for. 00:02:43
Ordinance 2025-12 Any discussion before we vote. 00:02:47
Yeah, I wasn't here. I'm sorry. 00:02:50
Yes, Sir, Mr. President, I, I would just like to say, because I did. 00:02:54
I did. 00:02:57
I'm I'm turned on, but I don't think I'm amplifying. But I did it. I did. 00:02:59
Vote against this last night. And just for the record, I would just like to. 00:03:04
To say that. 00:03:09
I understand the need. 00:03:10
For this tax. 00:03:13
My frustration. 00:03:15
Is more pointed at a state level. 00:03:16
I feel like the state has. 00:03:20
Kind of pushed the burden. 00:03:22
Of this on to us on a local level instead of addressing it. 00:03:24
At a state level. 00:03:29
And I think that we we're finding ourselves in this kind of situation a lot. 00:03:31
Here lately and so I just wanted to be on on record. 00:03:37
Thank you. Thank you. 00:03:40
Jim, yeah, I missed the meeting last night, but I thought I saw in there. Is that correct? It's going to generate over $2,000,000 00:03:42
between 2:00 one and two two. 00:03:46
So I guess my question is, why is it so large? Couldn't we? 00:03:49
Have done it for half that amount, still got all the matching funds. 00:03:53
Available to us. 00:03:57
There there is a minimum. 00:03:59
We were. 00:04:01
Not too far above the minimum. 00:04:03
I spoke. 00:04:06
With the commissioners and and the road department and Stan. 00:04:08
About the needs. 00:04:11
And this. 00:04:12
Pretty conservative as far as what their needs were. 00:04:14
Which was why. 00:04:18
We settle now. I did misspeak. It's $8 surtax 22 will tax, but it's still $30.00 but. 00:04:19
Yeah, Yeah. I just think that's excessive. I don't really and no ones really provided this a lot of information what that's going 00:04:25
towards, but. 00:04:29
I mean, I already said this before in the last council meeting we had. I mean, I think that anytime we're going to. 00:04:33
Create a new tax here with that. 00:04:38
Public safety tax we passed last year that really still never. 00:04:41
Have everything detailed or justification for that. I think we should offset it with that tax before we pass anything new to not 00:04:46
put any burdens on the taxpayer because I think we've already. 00:04:50
Overtaxed them last year already. 00:04:55
Any further comments? 00:05:01
You know, I, you know I agree with Jim. 00:05:03
So, Bob? 00:05:05
Said all that before, I do think we have to put this wheel tax in place because. 00:05:07
We're going to jeopardize some. 00:05:12
Grant if we don't. 00:05:15
So I feel like I have to vote for it. Do I think we should be looking at? 00:05:18
Reducing the public safety tax. 00:05:22
That's offset by this I I certainly do. 00:05:25
Dale, do you have anything? Yeah, I was just going to concur with Mr. Turin. I'm. 00:05:31
Brushed through it as well that we're basically compelled to do this. 00:05:35
If we don't do it, we don't get Community Crossings funds. 00:05:39
And as we all know, the Community Crossings funds are. 00:05:42
Big part of our baby. 00:05:45
In our community. 00:05:47
It's when you tell. 00:05:49
People in our little locality, we have 700 miles of roads. 00:05:50
And $2,000,000 will. 00:05:55
Pave about 20 miles. 00:05:56
We'll never get all the roads paid at this rate. 00:05:58
So I just. 00:06:01
I concur with Mr. Turin, but I'm frustrated with the state legislature. But. 00:06:02
I will vote in the affirmative. 00:06:08
Any further discussion? 00:06:12
All right, on Ordinance 20. 00:06:15
25-12 All in favor say aye. 00:06:17
Aye those opposed, aye aye. 00:06:19
That passes 5/2. 00:06:22
Next up on our agenda is request for general additional appropriation for parks repairs and this concerns the. 00:06:25
Yeah, you can. Come on up. 00:06:33
This concerns the transition from Community Park down to 4H. Do you want to speak to that a little bit? In fact, just met with the 00:06:35
geotech person today on. 00:06:40
Solutions and kind of early on in in working things up, but. 00:06:45
All of this money, plus likely more. 00:06:49
That will need to get from fine from somewhere. We'll go toward this solution. 00:06:52
We we have recognized since we've had some issues. 00:06:57
On that hillside, how traverse that pathway is just today there were. 00:07:00
You know, groups of mothers coming through with strollers and their babies and a lot of walkers and so forth. So. 00:07:05
It's it's definitely something that's going to get worse. 00:07:11
We need to come to a repair. We need to have a. 00:07:14
A very safe and a good path for people to come to those two county properties from really Grant Line Rd. all the way over to Green 00:07:16
Valley Rd. So this will help us get. 00:07:21
Hopefully a great start toward that. 00:07:27
And as we get more solid numbers and. 00:07:29
Things of that nature will sure keep you posted, but. 00:07:32
This this money that would be put to work to solve that problem ASAP. 00:07:34
And this is. 00:07:39
This is turned into more of a liability issue and a necessity than it is. 00:07:41
Just just replacement it's. 00:07:47
It's kind of a dangerous situation out there right now. 00:07:50
The Parks Department did put in for a federal. 00:07:53
Grant or. 00:07:57
And they're included in. 00:07:59
They made it through the first round so. 00:08:01
We don't know how that's going to workout. 00:08:04
But that would. 00:08:06
Go a long way into finishing up this project. 00:08:07
This is. 00:08:11
To get them started on the repair. 00:08:13
And then? 00:08:16
Hopefully that federal money comes through to finish it up. 00:08:18
But it's a, it's just turned into a. 00:08:22
A liability situation. 00:08:24
Out there. So this this request is from. 00:08:26
The riverboat fund. 00:08:30
7303. 00:08:32
30012. 00:08:34
For $200,000. 00:08:37
Does anybody can I ask go? 00:08:40
Just for the public and anybody who may not be out there because. 00:08:44
I walk out there, frequent Lambs out there last week. 00:08:47
And the question I get is it's a simple sidewalk repair. So do you want to expound upon for a moment why it's not just a simple 00:08:50
sidewalk? I know, you know, you know, I know. But there's a major nice for somebody. Sure, sure. There's a major slope issue, 00:08:55
erosion issue. 00:09:01
On that hillside that. 00:09:06
Even from the last time we had a geotech person there. 00:09:08
Maybe three months ago has severely worsened and he says we're in the time of year, the drier summer and fall where. 00:09:12
We shouldn't see as much movement, but when we get to the winter with snow and other precipitation into the spring, that's the 00:09:19
time for movement. So. 00:09:23
That hillside has greatly given away in my time with the Parks Department over the last couple years, and it's gotten to a point 00:09:26
where we've had to literally take fence and walk off a portion of the concrete path. 00:09:33
Just to keep people away from the area that really has begun to fall away and dip down even on the interior of some fitting some 00:09:40
chain link fencing that is there so. 00:09:45
It's it's a problem, it's worsening. It's again started as a concerning moment that. 00:09:50
We knew the master plan was in flux. We knew that maybe that would be one of the first projects we would. 00:09:55
Try to get funded through various means. 00:10:00
But now that it continues to worsen, we're at a point where I think it is almost considered for us an emergency repair. 00:10:02
Matt, will the 200 get it passable? 00:10:10
The 200 I think will. 00:10:12
Get us well on our way. 00:10:14
Passable. We're again still putting things together, but. 00:10:16
Obviously we've had some discussion with the parks master plan, the steering committee that we had that a handful of you guys were 00:10:20
on and that. 00:10:24
About what a reroute there could potentially look at. 00:10:28
And I think that obviously we're going to route away from the issues as it might worsen. 00:10:31
I don't know that we'll have to do a full correct there, but I think 200,000 will get us on our way. 00:10:37
The plan would be. 00:10:42
We would get the additional money. We still have not received any. 00:10:43
Formal notification from the Congress Woman's Office that things have moved forward, but we read it in the paper and we're hopeful 00:10:47
that, you know, all those projects could be funded. So the plan would be this gets us well on our way and then potentially that 00:10:52
helps. 00:10:56
US across the finish line. 00:11:01
I mean, I received independent confirmation of that, but. 00:11:04
I did as well, yeah. I just wanted publicly state, yeah. 00:11:08
Between the Parks Department and Congresswoman Couch and staff. 00:11:11
It was a lot of late minute work to get us. 00:11:14
In on that, yeah. 00:11:16
And so. 00:11:17
I don't publicly thank everybody that was involved with giving us in the queue on that, I think President Short. 00:11:19
Pinged an e-mail to us and. 00:11:25
We literally like. 00:11:27
We hadn't seen it. We had like 24 hours to submit. 00:11:28
It wasn't even an application, it just was putting some things together and we didn't know what their expectations were, but it 00:11:31
made it through the first big hurdle we understand so. 00:11:35
Fingers crossed. 00:11:40
Yeah, All right. Is there a motion for item? 00:11:42
Agenda item number 2. 00:11:47
So moved. 00:11:48
2nd, we have a motion and a second. Any further discussion? 00:11:49
On this request. 00:11:53
All in favor say aye. 00:11:56
Aye, any opposed? 00:11:57
That carries. Thank you. Thank you. 00:11:59
The next item, agenda item number 3, is Request for General Appropriation. 00:12:03
Additional appropriation. Sorry, I'm having trouble today. 00:12:07
For Jay Rack. 00:12:10
$100,000 opioid restricted. 00:12:11
Fund, 1237. 00:12:14
354. 00:12:18
This was approved at last month's direct meeting. The commissioners did approve it at. 00:12:20
I think the first meeting of this month. 00:12:25
Pat when the claim hit our office. 00:12:28
And no additional preparations had been made. 00:12:32
I've asked for permission to add it to this meeting. 00:12:35
On behalf of Judge Tiller so. 00:12:38
This is just to make sure that we can actually. 00:12:40
Hey, what was awarded? 00:12:42
Is there a motion for agenda item number 3? 00:12:45
Motion to approve. 00:12:48
I'll second it. 00:12:51
We have a motion and a second. 00:12:53
Any further discussion or questions for Diana? 00:12:56
All in favor say aye. 00:12:59
Aye. 00:13:01
Any opposed? 00:13:02
That carries. 00:13:03
All right. We have representatives from the Highlander fire. 00:13:05
Protection District for basic. 00:13:09
I think we've allocated up to 10 minutes for you so. 00:13:12
So I won't need near that much. 00:13:15
Interim Chief Barnes wanted me to come up and let you guys know how we were progressing. 00:13:19
We were having. 00:13:25
Some issues internally with the way our. 00:13:26
Apart from 77 pension fund were being processed. 00:13:30
Almost everything's caught up we're working on. 00:13:34
The final two or three people that need back pay there. 00:13:37
We have 64 new new state certifications since our last month. 00:13:42
To include. 00:13:48
And some different instructor courses. 00:13:50
For our fire firefighters and our EMS personnel. 00:13:53
As far as the EMS part of it goes. 00:13:58
We had 115 runs in July. 00:14:00
76 of those were transports. 00:14:04
With an average. 00:14:08
Time to scene as 7 minutes, 25 seconds. 00:14:09
And then we had an ambulance downtime of an average of 54 minutes and 38 seconds per call. 00:14:13
We've hired another primary instructor to help with our EMT or EMS training. 00:14:21
That we're going to. 00:14:26
Try and get going. 00:14:28
The community paramedicine, mobile integrated health that we were we had talked about previously. 00:14:30
It was approved through the. 00:14:36
Mobile integrated health committee. The community paramedicine committee. 00:14:38
It has moved on to the EMS Council. 00:14:42
We're just waiting on. 00:14:44
Their approval now. 00:14:45
We also have. 00:14:47
A grant that. 00:14:49
Is open on. 00:14:50
September 1st. 00:14:52
It'll be a $50,000 grant. 00:14:54
That we can use to purchase the extra equipment we'll need for that. 00:14:56
We've also. 00:15:02
Spent the last few weeks. 00:15:03
Updating our protocol book. 00:15:05
To match with more progressive. 00:15:07
Protocols to match the surrounding areas. 00:15:10
We were a little bit behind in that and. 00:15:14
The new paramedics that have come in from the surrounding areas, we've all gotten together. 00:15:18
We're putting together our book and we present it to our medical director. 00:15:23
On the 31st is our deadline for that. 00:15:27
And Chief Barnes also wanted me to invite. 00:15:31
Everybody up here to include Mr. Luke, even though he's not here today. 00:15:35
For September 5th. 00:15:40
We're having a. 00:15:42
Barbecue. 00:15:43
A cookout at our Greenville station. 00:15:45
If you guys would like to attend. 00:15:47
And that's what I have. 00:15:50
That would be 6:00 PM to 8:00 PM. 00:15:54
At the Greenville station or sorry? 00:15:56
The Galena station off of 150. 00:15:59
September 5. 00:16:02
Are there any questions for me that I can answer for you? 00:16:05
I don't have any questions, but I just want to say thank you for being here. 00:16:10
At these meetings, the last two meetings. 00:16:14
Kind of tell us about what's going on there. I appreciate the transparency and I like some of the stuff you guys are doing out 00:16:15
there, the protocols. 00:16:18
Are obviously very much needed in this area, so thank you. 00:16:21
We're definitely trying to. 00:16:25
Rebuild the relationships anyway. 00:16:27
When you say you're waiting on. 00:16:30
Approvals from the EMS board. Is that at a state level? 00:16:31
So the. 00:16:34
Community paramedicine program itself there's. 00:16:37
A just like. 00:16:40
Any other state? 00:16:42
Stuff. 00:16:43
There's a community pair medicine or mobile integrated health committee. 00:16:45
And then they have to send everything to the EMS. 00:16:49
State Council. 00:16:52
And we've been approved by the committee, we're just waiting on the State Council to give our. 00:16:54
Give their approval. 00:16:58
And then once we have that, we can apply for. 00:17:00
The grant and hopefully get that for the 50K. 00:17:03
All right. Yeah. Thanks for coming in. Great information and. 00:17:08
Transparency. Appreciate it. 00:17:11
Anybody else have any? Thank you. 00:17:13
Thank you very much. 00:17:15
Thank you. 00:17:16
All right, we have two resolutions, one for the Council, one for the Commissioner from the Parks Department requesting funds. 00:17:18
From the Clark Floyd Tourism. 00:17:24
Forward for Sam Peden Park project. 00:17:26
We know this will be. 00:17:29
Very competitive process, but we have put. 00:17:30
Package together for 225,000. 00:17:33
That will be submitted here in a few days. And with that we wanted resolutions. I think it requires the fiduciary but. 00:17:36
We wanted to ask both bodies to approve a resolution for us to put. 00:17:43
In the packet with our grant application, obviously as I told you at both of the presentations of master plans recently, we're 00:17:47
applying for anything and everything out there to try to move this department and some of these projects forward. 00:17:53
Also, along with the resolution, there's something for the. 00:18:00
Council president to sign if you guys choose to pass those. 00:18:04
Thank you. 00:18:08
Nat is there a specific? 00:18:09
Component of the Sampeden project. 00:18:10
You'd be, yeah, this is being put together for an amphitheater type situation on the front side of the park. 00:18:13
Which could nicely pair with future development, maybe on the front side of the park as well. That's been discussed. 00:18:22
We're doing a lot of concerts. We've added a jazz series, we've added a Music in the Park series with. 00:18:30
Community Music Alliance on Wednesday, first Wednesday of each month we've had some other one off performances. 00:18:35
And we're doing them in shelter houses and we're doing them different places. And we're getting, you know, we're building up the 00:18:41
attendance. We've had some good crowds, but we need a dedicated performance place to. 00:18:45
Kind of take things to the next level, so. 00:18:50
This would be that venue, but it would be multi-purpose where we could rent it for. 00:18:53
You know, it could be another shelter type situation as well to bring in some income and it could probably host some other small 00:18:58
events as well, so. 00:19:02
We expect this process to be extremely competitive, but. 00:19:06
You know, we're gonna obviously put the platform everything that's out there and we think we've got a good, good plan that we put 00:19:09
together that ties. 00:19:12
Into a lot of things and checks a lot of their requirements for the. 00:19:15
All right, so 5A is. 00:19:21
Council resolution 2025-04 Resolution of Floyd County council requesting. 00:19:22
Funds from the Clark Floyd Counties Convention and Tourism Bureau for a project. 00:19:28
In Sampedon Community Park. 00:19:32
Is there a motion for 5A? 00:19:35
So moved. 00:19:38
2nd we have a motion a second any. 00:19:39
Other questions for Mr. I do have one further question. This is you said on the. 00:19:42
Front of the. 00:19:47
It is on the park property though. Oh sure, OK. 00:19:49
Yeah, OK. Front side is park property we've taken into consideration and obviously if we. 00:19:52
Move forward would definitely take into consideration future development that could tie in and maybe even benefit the park. 00:19:57
OK, So what would be a parking? 00:20:03
Park on the grass over there. 00:20:06
No, there would probably be parking as part of this. 00:20:07
It would definitely be something that there would have to be some parking. 00:20:10
Parking component with it. 00:20:14
The master plan shows the parking lot there. 00:20:16
I can assume you're just going to put this in an interest bearing account until you get. 00:20:19
No, no, we would. We would batch it up with some other funds, so 25,000. 00:20:24
We've had some other, yeah, we've had some other conversations on where other monies might come from to go to this project, but. 00:20:29
You know, I don't want people to think when I say amphitheater, we're talking about some humongous structure. 00:20:35
We're talking about something reasonable that fits that property that also would fit the size of. 00:20:40
Concerts. 00:20:45
Theater things that we're looking at for that park that we're already doing or would like to do. 00:20:46
And it'll be designed in such a way to complement the master plan. 00:20:52
Yeah, absolutely. Everything we do, whether I know when I was in construction, I hate redundant things. No, three years from now, 00:20:56
we don't want terrorists down. 00:21:00
I just got out of the meeting for the Lakeside improvements which legacy Grant and. 00:21:03
We're trying to tie it as much back to that master plan as we can. So that's our guiding document. 00:21:08
So for sure. 00:21:13
Any further discussion on 5/8? 00:21:17
All in favor say aye. 00:21:20
Any opposed? 00:21:22
All right, resolution for the Commissioners, 2025-20, requesting funds from the Clark Floyd Counties Convention and Tourism Bureau 00:21:24
for a project in San Peden. 00:21:29
Community. 00:21:35
Park motion no proof. 00:21:35
All right, you have a motion to approve. I will second all in favor, aye. 00:21:38
Aye. 00:21:42
Thank you, guys. Thank you, Thank you. 00:21:43
Yeah, all right. Item 6, General obligation bond resolutions, a joint resolution between Floyd County Council and Floyd County 00:21:47
Commissioners ratifying their cooperative agreement concerning the expenditures of funds from the proposed 2025 general 00:21:52
obligation. 00:21:57
Bond. 00:22:02
First steps for the Council Resolution 2025, Dash 05. Second. 00:22:03
Will be resolution 2025-21 for the Commissioners. 00:22:08
You know, we had discussions about this in last night's meeting. 00:22:11
So, umm. 00:22:15
I'll entertain a motion and then we can get into discussion. 00:22:17
Go from there. 00:22:20
So move. 00:22:21
2nd. 00:22:23
We have a motion in a second for the general obligation bond. 00:22:24
Resolution 202505. Any discussion or questions? 00:22:28
So I'm going to pull this up again. 00:22:34
From what I remember, there's no specific. 00:22:36
Number in there. 00:22:39
Is that right? 00:22:44
Of how much we're going to. 00:22:45
On that that figure. 00:22:47
Just to be agreed upon. 00:22:51
And the. 00:22:53
The number that. 00:22:54
We have discussed was $4 million. 00:22:55
OK, so we're not. 00:22:57
We're not. 00:22:59
This resolution doesn't define that. 00:23:01
We need to. We need to put a number in. 00:23:07
The an amount for the resolution. 00:23:09
Not to exceed. 00:23:13
OK. 00:23:14
OK, I don't, I don't know. I don't know what the number should be. 00:23:16
You know, I've asked several times to have a list of. 00:23:21
Projects. 00:23:24
Well, the commissioners included projects and we've discussed the projects that. 00:23:25
That I put forward so but what, what are what are we going to approve? That's why I'm asking. 00:23:29
Are we approving 4 million? 00:23:34
I don't know that that would be my ask. Yeah, it would be. 00:23:36
4 million we've got. 00:23:39
Projects lined up for our. 00:23:41
Our portion. 00:23:44
Themselves. 00:23:50
This is a gentlemen's agreement between the bodies. 00:23:52
Oh, this is just the gentleman's agreement. 00:23:56
This is not. 00:23:58
The actual go bond. 00:24:00
Correct. 00:24:03
This is the resolution of intent. That's what I've been missing the whole time. It's like, where's the number? 00:24:04
OK, but in. 00:24:11
In the resolution there are specific language. 00:24:12
I did see the money discussed. 00:24:15
About the specific items. 00:24:18
Yes, yes, OK. 00:24:21
And in the split. 00:24:23
And the split. 00:24:25
And that each body agrees to do what they are supposed to do. 00:24:27
The County Council appropriated. 00:24:33
Commissioners contracting and bidding. 00:24:35
Which is exactly the way it should be handled. 00:24:38
So. So approximately what is the council split of this? 00:24:42
Amount uh. 00:24:45
Half, half, yeah. OK, I want to confirm that. 00:24:46
But half of what we don't know. 00:24:51
But but we're we're kind of by signing this agreeing to whatever the commissioners. 00:24:57
Say they want for the Gold Bond, agreeing that if they want 8 million. 00:25:02
That we're green, that we're going to sign the GO bond for 8 million we don't have to agree on. 00:25:07
Both bodies have to agree. We don't have to agree with. 00:25:13
With a higher number. Is that true? 00:25:16
I thought it meant that whatever the commissioners agree. 00:25:21
OK, right. 00:25:27
Right, OK. 00:25:28
No, we're dividing 5050 whatever, OK. 00:25:30
OK. 00:25:33
Go ahead because we've had some emails about this today, so. 00:25:36
Understand that I do have to file. 00:25:40
This week. 00:25:43
Our rates for advertisement. 00:25:44
So I do need a cat. 00:25:47
From you all today not to exceed X amount. 00:25:49
Because we can always adopt. 00:25:53
Lower than what we advertised, but we cannot adopt higher than what we advertised. 00:25:55
So I do need. 00:26:00
Of what that is going to look like. 00:26:02
Otherwise. 00:26:05
It doesn't go on my advertisement and. 00:26:07
Don't get a go bond. 00:26:09
The easiest way I can put that, I think from the discussions that we've had, our comfort level would be at the 4 million. 00:26:12
We've identified. 00:26:17
I've got before me right now. Bridge 27 is $1.8 billion. 00:26:20
You know, and that's. 00:26:24
That's a high priority. 00:26:26
Issue, and that's one of several high priority issues. 00:26:27
But in my thinking of it, it was always going to be. 00:26:31
For so I. 00:26:34
So you're before we know more than 4. 00:26:36
OK. 00:26:38
I guess my question would be. 00:26:39
How much is the Gold Bond after soft? 00:26:40
Actually wind up in the. 00:26:43
Probably be a question for Barnes and Cohen Berg. 00:26:48
So there's going to be soft costs associated with that bond. 00:26:51
Issuance of the bonds and everything. 00:26:54
So if you need 4, should we go a little bit more than 4? 00:26:57
We should probably go 4/2. 00:27:00
To make sure we net the four. 00:27:06
This is kind of. 00:27:10
Late in the game, but we've we've got people. 00:27:11
On that. 00:27:14
To issue. 00:27:15
The request as soon as you know we pass so. 00:27:17
Looking at 4.24 + 2 funds so. 00:27:21
About four point. 00:27:27
In hopes of coming in at. 00:27:33
Less than that, yes, yes, I that would be probably the smart number. I don't know who motion and who second, but if you want to 00:27:35
redo your motion, I made the motion, I will. 00:27:40
Move to approve resolution resolution. 00:27:46
20025-0. 00:27:49
5. 00:27:51
Not to exceed 4.5 million. 00:27:52
2nd we have a motion and a second. 00:27:57
For resolution 202505 not to exceed 4.5. 00:28:00
And that can be adjusted down once we get. 00:28:05
The the cost of the bonds. 00:28:09
In place. 00:28:12
Any further discussion? 00:28:13
Yeah, I'll be a broken record here. 00:28:15
This is clearly taking money out of the taxpayers pocket that they would have seen some kind of a. 00:28:17
Minimal tax break and. 00:28:22
Y'all deciding to use this money I'm assuming? 00:28:24
We're not going to offset this with any other taxes that we're currently doing, is that correct? 00:28:26
There, there's nothing on this agenda. 00:28:32
You're correct. Yeah, I just. 00:28:34
Can't see is supporting anything like that. 00:28:36
Just another new. 00:28:39
Is there any further discussion? 00:28:44
Is it? Is it too late for us to? 00:28:45
Consider. 00:28:48
Reducing the public safety it is. 00:28:49
Called August 1st for advertisement for any adjustments local income tax due to the fact that it does affect other taxing units 00:28:52
outside of county government itself. 00:28:57
Yeah, popped up. 00:29:06
I called Diana last Friday to ask that same question. 00:29:08
And that statute and we have, I mean, listen, I've been asking for this to be. 00:29:11
Reduced since it was put in place since. 00:29:17
November. Umm. 00:29:21
So. 00:29:24
Any further discussion on this? 00:29:27
Resolution. 00:29:29
All in favor say aye. 00:29:31
Aye, any opposed? 00:29:32
Aye. 00:29:34
That passes. 00:29:36
All right, Commissioner, Resolution 20/25/21. 00:29:37
Regards to agreements between Council and Commissioners for GO bonds to be issued not in excess of 4.5 million. 00:29:41
Motion to approve. 00:29:47
I'll second any further discussion. 00:29:49
No. All in favor, aye. 00:29:52
Aye. 00:29:54
All right, Nick, are you here to discuss the? 00:29:56
Floyd County Administration Building. 00:30:01
College and MAR Architecture additional service proposal. 00:30:04
Yes, we are. 00:30:07
Have been working with Envoy to put together bid packages and facilitate that project. 00:30:09
In doing that, they had not. 00:30:16
Identified. 00:30:19
Construction administrator for that. 00:30:21
They had also divvied up. 00:30:23
Some of the activities the IT fiber across from the Judicial Center. 00:30:26
To that building, signage, furniture. 00:30:31
In the separate quotes. 00:30:34
The Commissioners have elected to. 00:30:37
Not proceed with the bids that were received for the renovation portion. 00:30:40
And to rebid that project. 00:30:45
Consolidating all those activities under one general contractor. 00:30:49
Under one bid package so. 00:30:54
It's typical. I have A&E kind of oversee prepare those bid documents and and do that construction administration. I met with them 00:30:57
earlier this week to kind of go over the project. 00:31:03
They were a sub of envoys of. 00:31:08
They are still kind of collecting the other information. 00:31:11
But they have. 00:31:14
Put together a proposal to do that work for us and in order to keep this. 00:31:15
Project moving have prepared this for approval. 00:31:20
OK. And that was for? 00:31:25
It is for $15,000. 00:31:28
They will review the the bid documents for the other. 00:31:32
Items include. 00:31:35
There may be an addendum coming. 00:31:38
If there's something lacking there, that. 00:31:40
Neither they or I am aware of at this point, but at this time $15,000. 00:31:42
Yeah. So the two, the two driving forces behind this were? 00:31:47
Number one, consolidate. 00:31:51
All of the. 00:31:53
Contractors. 00:31:55
Into one bid package. 00:31:56
As Nick indicated that also. 00:31:57
Kind of bring the oversight of this closer to home. 00:31:59
So that we can have people with boots on the ground in 5 minutes rather than. 00:32:02
You know, hour and a half if need be for this next phase of the construction. So. 00:32:06
So I'm in favorite, I don't know. 00:32:13
From whom do you need approval on this today, Commissioner would be a contract with the commissioners for this All right, so. 00:32:15
Jason, I'll look for. 00:32:23
A motion to approve this, but certainly welcome any further discussion of this as well. 00:32:25
No, I think we're all on par here. I'll make a motion to approve. 00:32:29
OK, I have a motion to approve and I will second this. All in favor, aye. 00:32:33
All right, all right. 00:32:39
And then you also have, yes, I have an additional. 00:32:42
Proposal from Tower Pinkster for the. 00:32:45
3317 Grant Line Rd. building the Health Department building. 00:32:48
We asked them to prepare a proposal. 00:32:54
For preparing construction documents. 00:32:58
Construction Administration bidding. 00:33:01
Assistance for up to the $2.4 million at the. 00:33:04
Council agreed to considering that amount. 00:33:09
They prepared that. 00:33:14
They have an agreement for it's $142,000 fixed fee with recommended $42,000. 00:33:16
Allowance for the. 00:33:24
Bidding and construction administration at an hourly rate. 00:33:26
You know, $3500 reimburseable, so the total contracts 170. 00:33:30
187,500. 00:33:35
We're consideration. 00:33:40
I I. 00:33:43
I know the health departments here and to move. 00:33:47
Continue to move this project forward. We would like to. 00:33:49
Approve this contract with Tower Pinkster. 00:33:55
Regardless of. 00:33:59
The final. 00:34:00
Construction cost of the we will need to have. 00:34:02
A&E contract. 00:34:07
To do the work that construction clarity on this. 00:34:08
Whether today or at some point before the uncomfortable moving forward with it just because you know, when we this was originally 00:34:12
proposed we had the $800,000 in CARES Act money that was residual and then we had the commissioners had allocated an additional. 00:34:19
300,000 that we put into the bond package for a total of 1.1 on the initial layout for remodeling. 00:34:26
And then? 00:34:33
Add a meeting or subsequent meetings that I was not. 00:34:35
Attendant to. 00:34:39
The number 2.4. 00:34:41
Began to be kind of kicked around. 00:34:43
And so I'm still. 00:34:45
Kind of as losses too. 00:34:47
Why this can't be phased in one year to the next? Or if somebody can convince me that it's best to lay all this out at the 00:34:48
beginning? 00:34:51
What I'm hearing from you is that this may not be the time to have that full discussion, but. 00:34:54
But if if Tara Pinkster is going to be paid off of a percentage of the total, then. 00:35:00
It may well be time to have that conversation. 00:35:06
And so my question is, is the Council? 00:35:08
Committed to bringing on. 00:35:11
The difference between the 1.1 million and the 2.4 million? 00:35:13
From another source, yes, and I think we had this. 00:35:16
Conversation with the council, with the health department presentation. 00:35:19
So we did prepare a proposal. 00:35:24
Within that 1.21 point. 00:35:27
27 I think was the the original budget we were working with. 00:35:30
And we have the. 00:35:34
Kind of full build out that was 2 point. 00:35:36
2.7 billion. 00:35:40
So we asked Howard Pinkster prepare proposals for both. 00:35:42
So they could do either. 00:35:47
The the presentation to the Council. The Council indicated that they would. 00:35:50
Move up to the 2.4. 00:35:54
So, so it's really we're we're looking for direction. It's a simple, it's it's a simple. 00:35:57
Answer. 00:36:02
The band is for. 00:36:04
What you went up to the additional 300,000? 00:36:06
But if we bond this instead of paying the band off. 00:36:10
We can ban, we can bond up to 3.2 million. 00:36:13
So the simple answer is, there's enough. 00:36:18
There's enough. 00:36:20
Bandwidth in the bond itself. 00:36:22
To do the whole. 00:36:25
Construction, the whole remodel political will from the Council to do that we gave. 00:36:26
Consensus. 00:36:32
We didn't want to hold up. 00:36:34
Moving forward. 00:36:36
The the estimate is from an architect. 00:36:37
Yes. Not uh. 00:36:41
Not construction. 00:36:42
And when we had. 00:36:44
Architect. 00:36:46
Pricing for the jail was. 00:36:47
Way higher than what it ended up being so. 00:36:49
We gave consensus to move forward hoping. 00:36:52
That when we get bids back that we fall. 00:36:55
Somewhere in the 1/8 to 2/2. 00:36:58
So what the what the higher proposed cause? Yes, the. 00:37:02
The Architect engine. 00:37:05
Getting a higher rate off of that higher amount. 00:37:08
Whether that is the final construction cause, right. So was there was there a formal? 00:37:12
Resolution or agreement? Or was this another gentle person's agreement among the council that they would Well, we didn't have 00:37:18
frequently the expansion of the. 00:37:21
I'd like to have bandwidth. By the way. I've never heard that referred to if memory. If memory serves us, it was. 00:37:25
It wasn't a vote, it was a consensus to move forward. We gave Nick, he's shaking his head. But yes, we did vote. 00:37:32
I don't know. I don't think it was a formal vote. I think it's not a formal vote. It's just just to move forward if you have to 00:37:38
find a pricing on this. 00:37:42
Because he had to, yeah. So I don't really support the 2.4 myself, but I was OK with trying to get some. I don't think a lot of it 00:37:46
would be at. 00:37:50
A lot of us did, but we didn't want to hold up the process. 00:37:54
Because and from what I understand the. 00:37:58
We can take. 00:38:01
The. 00:38:03
Roof out because it's covered from insurance. 00:38:03
So we may be able to take some of that money out. 00:38:07
Of the 2.4 million. 00:38:09
That's what the group. 00:38:11
What's the traffic like so before this contract, regardless of what we end up? 00:38:12
Building. 00:38:17
They're going to design it. 00:38:18
So if we decide to phase it and break it into a smaller models in the future. 00:38:20
I think for them to continue moving forward with. 00:38:24
Kind of the full build out plans. 00:38:28
Is not necessarily determined what we end up building. 00:38:31
The the high end proposal had. 00:38:37
Things that could be done outside of the proposal such as landscaping and parking lot. Well such as even included the the vaccine. 00:38:41
Stations, right, you know, so we just wanted to see the whole plan and then. 00:38:52
We can say no, we can't. We can't pay for it. We're not going to. We're not the upper end that this would obligate us to. 00:38:57
This contract is 187. 00:39:04
$500 What is 187,004? 00:39:07
142,000 is fixed fee for the construction documents. 00:39:10
42 is for building and construction administration. 3500 is reimbursables. 00:39:16
And the source of funding for that. 00:39:26
$800,000 in cares, $300,000 for that. 00:39:32
That would certainly be a yeah, appropriate use for those signs. 00:39:37
OK in our in our discussions. 00:39:41
We were wanting to get it right at today's dollars, but not build. 00:39:47
Out. 00:39:52
The Taj Mahal, so to speak of. 00:39:54
Of the health department, but we want to get it right the first time. 00:39:57
At today's dollars. 00:40:00
Instead of. 00:40:03
Revisiting UH. 00:40:03
For something that we have to deal with down the road. 00:40:05
That needs to be done. That wasn't done. So and if that means bonding versus banding, then we need to understand that now. And 00:40:07
that's the only way for us to understand that is to get this to get. 00:40:13
I think 187,000 sounds high but I this is not mine. 00:40:18
It's a significant renovation. 00:40:23
I mean, they're doing, they're redoing the whole. 00:40:25
And it's this involves. 00:40:28
This involves. 00:40:32
The Department of Homeland Security. 00:40:33
It involves the Indiana Department of Health. 00:40:35
When you deal with a building that size, that's commercial. 00:40:40
There's a lot of. 00:40:42
There's a lot of hoops to jump through. 00:40:44
Now. Now it's starting to sort of make sense. It's not just as simple as getting bids from. 00:40:48
Local. 00:40:54
Well, actually without. 00:40:55
Without architectural drawings and. 00:40:57
Construction documents. 00:41:01
You can't put it even put it out. 00:41:02
You got to have those in place. 00:41:04
She's gonna roll about that thing will probably go with an add alternate strategy with the bid so. 00:41:07
We target. 00:41:14
Whatever number we come up with and we put in add alternates that if if it is lowered. 00:41:15
Add this and add this. Yeah, to me I mean this. 00:41:20
This takes out a little bit of that build out cost. You know it's it's going to reduce it by. 00:41:24
Maybe not dollar for dollar. 00:41:30
Yes, to to an extent so. 00:41:32
You need uh uh. 00:41:34
Approval from the Commissioners. 00:41:36
For this to proceed. 00:41:37
Yeah, this would be a contract Commissioners, was that out of your 3? 00:41:39
Yeah, that the 300 that's in the. 00:41:44
So, umm. 00:41:46
I think as long as we know that that's where it's going to come from, from the mind that we've already. 00:41:47
Allocated to the project. 00:41:51
And not an additional source. 00:41:54
Yeah. So I mean. 00:41:56
When you look at this project in its totality, you know, there's certain things I want to know what's the funding mechanism to pay 00:41:57
for it and is there an appetite to support it? You know, not only are we looking at. 00:42:02
What our current needs are with our. 00:42:06
But I think that. 00:42:08
To do this intelligently, we got to look at what our needs are going to be in the next. 00:42:09
Several years as well, so. 00:42:12
You got to take that into effect, but at the same time I. 00:42:14
I just need to make sure that. 00:42:17
There's some appetite going forward from council. Doctor Harris isn't here, but he. 00:42:19
He claimed. You know this. 00:42:23
This is for the next few generations. This is a 30 year. 00:42:26
Type situation so. 00:42:30
And of course, every time you add another governmental agency, you might as well just add another zero to the project. 00:42:35
It's going to take some outside involvement for sure. 00:42:40
Yeah. And in addition to the finances that we've discussed through. 00:42:43
Some coming from the health department as well. We just don't know how robust that's going to be able to be here. 00:42:47
The number that was initially kicked her own funding. It's it's not, it's not much in the future. It's only about 40,000. 00:42:53
Dollars a year there's 160 or 170. 00:43:00
170,000 That was appropriate before you take a nap. close to $7000 for the UH. 00:43:04
Surveys. 00:43:11
So we rotate for those. 00:43:14
It's 163,000 and the 40,000 was not appropriated for. 00:43:16
2020. 00:43:22
Help. 00:43:24
But we still have the 163 roughly correct. 00:43:32
OK. I'll make a motion to approve. All right. I have a motion to approve and I will second. All in favor, aye. 00:43:36
Aye. 00:43:45
A quick update on Lumos or. 00:43:46
For Lumos is that was Lumos this afternoon? Yes, Lumos is currently working in Wolf Lake subdivision. 00:43:48
They had a. 00:43:56
Gas line strike. 00:43:58
Earlier today. 00:44:00
They were hand shoveling. 00:44:02
They were potholing so. 00:44:04
They were. 00:44:07
The utilities were located. 00:44:08
They were doing. 00:44:10
The correct procedure. 00:44:12
To try to locate. 00:44:13
Precise location. 00:44:15
Of that line. 00:44:16
The ground is very hard right now, so. 00:44:19
You know. 00:44:22
They they they nicked the gas line. It was a minor hit. 00:44:22
I went out and. 00:44:26
Talk to them and talk Center Point was on side at the time. 00:44:27
I know the fire department was on site earlier. 00:44:31
They had it resolved. 00:44:34
They have also struck. 00:44:36
Spectrum line. 00:44:39
In the neighborhood, in a water line. 00:44:41
Again, these are all marked and. 00:44:44
To to to the best that locate can Markham water lines going. 00:44:47
To the meter our metal and then to your house are often plastic, so they're not located as well. 00:44:51
So based on my observations and my communications with Lumos, they are following the correct procedures and sometimes when you 00:44:58
work underground and when you are doing a lot of work, I. 00:45:04
Things things get struck and they were responsive. They have been for you and this is the first. 00:45:11
This happened a few weeks ago. Yeah, they've been working. 00:45:17
You know, all summer and for the last couple, I haven't heard anything for the last couple weeks from them. We've had some other 00:45:23
contractors who have. 00:45:26
Strike lines and didn't have permits and those types of things, but. 00:45:31
Jason. 00:45:36
Yeah, so you know. 00:45:37
My thoughts are is you know anytime that you're working. 00:45:39
You know, with utilities and stuff that's underground, these things are going to happen. 00:45:42
You know, there's times that. 00:45:45
Even if you do everything right, things are still going to happen, you know? 00:45:47
When one of when a utility is located. 00:45:53
They have to determine what the depth of that utility is, because they have to. 00:45:56
To try and dodge that with their machines. 00:45:59
And to dig down and pull what they're talking about sometimes leads to these things, you know? 00:46:02
Those things happen, you know. 00:46:06
Where I fall into issue with is the times they don't report those incidents. 00:46:09
And you know, the times are not working, you know. 00:46:13
Within the the boundaries of the permits or with a without a permit at all. 00:46:16
You know, but this is just kind of unfortunately one of the things that happens, you know, in this realm, so. 00:46:19
These things happen, but. 00:46:25
But what happened today? 00:46:26
Is not one of the things that gives me a whole lot. 00:46:28
Heartburn because they were following all the right. 00:46:30
Correct safety procedures, just know that. 00:46:32
Anytime that you're working underground. 00:46:35
These things are going to happen. 00:46:36
All right. Anything else, Nick? 00:46:40
All right. Thank you. Do we have any? 00:46:43
Public comment from the elected officials who may be present. 00:46:47
Any public. 00:46:52
Any closing comments from the board? 00:46:54
Motion to adjourn Second. 00:46:58
Thank you all. 00:47:01
