Pledge allegiance to the flag. 00:00:02
Of the United States of America, and to the Republic for which it stands, one nation. 00:00:04
God indivisible, with liberty and justice for all. 00:00:11
Or if you have cell phones, if you please put them on silent. 00:00:16
You need to have a communication the hallways out there at your. 00:00:19
Need and pleasure. 00:00:25
Or if you need a formal roll call, please. 00:00:27
Would you mind taking a formal roll call? 00:00:35
OK, this one just yeah, please. 00:00:39
Here. 00:00:43
Here. 00:00:45
Here. 00:00:48
Here. 00:00:49
Here. 00:00:52
Here. 00:00:53
Frank will not be here. Denise composted. She'd be a little bit late, and at her request, we're keeping the discussion of 00:00:55
recycling as the last agenda item so that she can participate. 00:01:00
And I think Matt Millie is not here as well. 00:01:06
So did anyone who signed in. 00:01:09
Today to discuss anything which to discuss anything other than recycling. 00:01:12
OK. Thank you. 00:01:19
All right. I need approval of the five 1625 joint meeting minutes, so move. 00:01:22
A motion to approve a second from. 00:01:28
Mr. Bagshaw, Mr. Serkis and respectively, all in favor, aye aye. 00:01:32
Aye, any opposed? 00:01:37
All right. First item is Floyd County Resolution 2025-15, the commissioners resolution approving certain county bridge projects 00:01:39
and the Clarion and official intent to reimburse. 00:01:44
Expenditures. 00:01:49
And we have Mr. Bingham on the phone. Is that correct? 00:01:51
Can you hear us? Yes. Can you hear me? 00:01:56
Yeah, volumes a little low. 00:02:00
OK, hold on just a second. I'm gonna check this. 00:02:04
OK. Well, while you're bringing him up to volume, we do have two items pertaining to that. First one will be the Commissioner. 00:02:08
Resolution and thereafter there will be. 00:02:14
A separate. 00:02:16
Meeting within a meeting among the County Council and there'll be a short public hearing prior to that with regards to that. But 00:02:18
there's anyone. 00:02:21
Wish to speak to that, but again, no one had signed up specifically for that. 00:02:25
I'll let you make that call at that time. So do you want a brief overview? 00:02:29
That'd be great. We're waiting for Brad or Brad up and running, but yeah. 00:02:33
Yeah, just from the perspective that both, well 1-2 and three are all going to be dealing with bridge 51 mainly. 00:02:38
But also Bridge 27, these are some projects within the county Bridge 51 we've been discussing. 00:02:45
Now, for quite a while. 00:02:50
The Blacks Mill Bridge. Thank you. 00:02:53
And so from the perspective that we will need funds to be able to proceed forward that project, we've been discussing the fact 00:02:55
that we would need to bond that. 00:02:59
In discussing that, we are going to need some flexibility because the bidding will not occur until September, early October. 00:03:03
So we're not going to know what that dollar amount needs to be until we get to that point. And then at that point we won't have 00:03:10
enough time to go through the bonding process. So that's why we're starting it now with some flexibility built in. 00:03:16
To be able to use and roll over to Bridge 27 if there's additional funds left. So that's kind of the the back story and some 00:03:22
overview on this project. 00:03:26
It's getting there. 00:03:39
You nailed it. I mean, really, That's in a nutshell what 1-2 and three are dealing with. 00:03:42
Just from a procedural standpoint, anytime the county wants. 00:03:51
British improvement bonds. It has to start with commissioners. They have to make. 00:03:55
Specify the projects the amount requested. 00:04:00
Then it goes to the County Council for public hearing on the bonds as well as the appropriation of the process. 00:04:03
And as Christine. 00:04:11
You know this. It authorizes up to fun. 00:04:14
335 million dollars of bonds. 00:04:17
It can be done in one or more series and so the thing here is to do the authorization now. 00:04:20
And then when your construction bids come in for Bridge 51 in October? 00:04:26
You'll know at that time how much you actually need to borrow and we would have everything teed up and ready to close within the 00:04:30
30 day period that you have to get money to end I. 00:04:35
And and we you can either. 00:04:40
Issue up to the full amount. 00:04:43
That time and as Kristen mentioned, use that access for Bridge 27. 00:04:45
Or you could just borrow just what you need for Bridge 51 and then come back down the road when you have a greater clarity on 00:04:50
Bridge 27 and what the cost of that would be. So there's flexibility in in these documents in terms of what what they provide you. 00:04:57
And just in terms of the source repayment, that's another key term. 00:05:06
These bonds will be payable from your NBH LRS revenues. Only that that's it. There's no other security revenue pledge. 00:05:11
They would be impaired to be with the county's 2014 and 2023 Bridges improvement bonds. 00:05:19
With that, I'm happy to take questions. I know the. 00:05:27
Folks from Crow on here as well in case you have questions about the. 00:05:30
Numbers or financial? 00:05:33
Well, First off, thanks for being here to take questions. Secondly, I know we've all been through this material on this end of the 00:05:35
table several times. 00:05:41
I don't know whether anyone has any lingering questions or not. I know the project is now let is scheduled to be let late 00:05:48
September, October. 00:05:52
So. 00:05:57
What's the turn around from? 00:05:58
The time that we officially. 00:06:01
Get the green light with regards to actually getting the funding. 00:06:03
Yeah. So, so Al, just in terms of the timetable, what we were projecting this. 00:06:11
Would actually go out probably in September with a term sheet that we get shocked around the various banks and financial 00:06:16
institutions. 00:06:20
Get something a commitment in terms of what your interest rate would be. 00:06:24
Any prepayment sort of thing? 00:06:28
Have all that ready to go. 00:06:30
So that I think it creamy ******* that. 00:06:32
Expected on October 8. 00:06:35
So we could be able to close on the bonds late October. I mean we're, we're, we're estimating October 24th is when you'd actually 00:06:38
have funds. 00:06:42
From the from the bond purchaser. 00:06:46
And then you could make transfer to end up require that. 00:06:48
They can. 00:06:53
OK. 00:06:55
Anyone else have any questions this is. 00:07:00
We've got Brad, we have representatives with Crow online. So this is. 00:07:03
The time to. 00:07:07
Air these things out and I always like to say even if you might know the answer if you think something. 00:07:11
And the public might want to know and hear them. 00:07:15
For that I'm not. 00:07:20
Sure, this is a Brad Bradley question, but. 00:07:21
Can you give us again the and maybe you've already done this and I'm sorry I was late. 00:07:24
The total cost for the bridge replacement and then how much were? 00:07:30
The and then how much? 00:07:35
It's we're getting the crossroad. 00:07:39
I think Nick will have better answers on that and is fluctuating. That was part of the need for. 00:07:44
Going forward, I understand that and I knew all those had need. I just want to make sure we have Yeah. So that's. 00:07:49
Nick Creeby, director. 00:07:55
That's one of the reasons why we. 00:07:57
Here with the band option. 00:07:59
We won't know the precise amount until it is let. 00:08:02
Right now, estimates for construction are an $8 million. 00:08:05
8 million. 00:08:10
And how much do we have? 00:08:11
Federal funding committed to the project. 00:08:15
Our MPO has committed 80% match. 00:08:19
That still needs to go through the approval process of the state. 00:08:23
To 80% match. So we put up 20, they give us 80. 00:08:27
And we still think we're going to need 5 million. 00:08:32
No, we're hoping that. 00:08:35
But we think we need a couple million. 00:08:38
Well, originally that the total cost, I mean we began this, the fence had agreed to an 80% match. 00:08:40
Up to a maximum ceiling which was at that time 5 million dollars, 5 million. So we were, we had a $4 million federal contribution 00:08:48
secured. 00:08:53
Yet finalized have the rest of the federal contribution up to the 8 million dollar 80%. 00:08:59
So to cover our base to make sure this project keeps going. 00:09:06
Yeah, we went with and just let's see if we had to fund it all ourselves that that difference. But the most recent negotiations 00:09:11
that were led by Nick on our end. 00:09:16
Indicated that they were willing to go up to 80% of the entire. 00:09:21
Roject which? 00:09:24
Was a good phone call that we got based on. 00:09:26
A lot of hard work to me. 00:09:28
Wow, that would be awesome. 00:09:30
So. 00:09:32
So, but we still you're still haven't given me a number. 00:09:35
So is this going to be an $8 million project? 00:09:38
Yes. 00:09:41
Yes, we're we're looking at OK. 00:09:42
Yeah, and then we locked in after the. 00:09:46
Letting process and we think we're going to get somewhere between 5:00 and 8:00. 00:09:48
For the. 00:09:53
From from the federal government on this. 00:09:55
80%. 00:09:57
80% of that. 00:09:59
The problem, and I think I said this right before you walked in, so I apologize, but the problem we have, no, you're OK. The 00:10:01
problem we have is that once we have the bids in, which is going to be early October, we have 30 days to turn around and pay that, 00:10:07
OK. So that's where we're in a time crunch of going ahead and maximizing what we need to on here in case that doesn't come 00:10:12
through. 00:10:17
Or if the bids come in higher because. 00:10:22
Our estimates on the project went from 5:00 to 8:00 in a year span. 00:10:26
So that's the reason for that. 00:10:31
I understand OK. 00:10:33
I'm good. 00:10:35
Thank you. 00:10:36
Alright. Does anyone else have any questions for Brad or who's with us from Pro today, by the way? 00:10:40
Tim Berry's here and Becca Sakowski and Paul Ferguson are also. 00:10:52
All right, Tim, anything else you'd like for? 00:10:57
Us to emphasize before proceeding. 00:11:00
I think Nick, Christie and Brad have covered it all. 00:11:05
OK. Then I will look for a motion to move forward with Floyd County resolution. 00:11:10
202515 Commissioners resolution approving certain county. 00:11:17
Projects and official intent to reimburse expenditures. 00:11:21
So moved. All right, have a motion. I'm going to 2nd that since we have a two person quorum today. All in favor, aye. 00:11:26
Aye, all right. FCR 2025-15 passes. 00:11:33
And with that, I'll pass. 00:11:38
This part of the meeting over to President Shore. Thank you. 00:11:40
At this time, we'll open the public hearing within this joint meeting. 00:11:43
Public hearing on the County Council side for the proposed county. 00:11:48
Bridge improvement bonds and additional appropriation. 00:11:51
For Floyd County. 00:11:54
Is there any public comment? 00:11:56
Seeing none that was. 00:12:02
It was easy. 00:12:04
Motion to adjourn the public hearing. So moved. 00:12:06
2nd, I have motion to 2nd any discussion on our adjournment of this portion. 00:12:09
All in favor say aye. Any opposed? 00:12:14
We are adjourned. 00:12:17
All right, I. 00:12:20
We're looking to discuss ordinance 2025-08. Again, this is Floyd County Council, so I'll. 00:12:23
Again, we'll just read it IN2025-08 Foot County Council authorizing the issuance of bonds for the purpose of providing funds to be 00:12:29
applied to the cost of certain county bridge improvement. 00:12:34
There with and on account of the issuance of bonds, appropriating the proceeds of such bonds, appropriating the proceeds of such 00:12:39
bonds, and approving certain matters. 00:12:43
Related there too. 00:12:47
This involves. 00:12:49
Everything we just discussed as far as. 00:12:50
Funding this bridge replacement project. 00:12:53
And I'll entertain a motion for. 00:12:57
Or. 00:12:59
20/25/08. 00:13:00
I move, we accept. 00:13:06
Proposal 2025-08 as advertised. 00:13:08
I second it. We have a motion and a second for Ordinance 2025-08. Any discussion before we vote. 00:13:13
Seeing none all in favor say aye aye. Any opposed? 00:13:21
That carries. 00:13:25
All right, and one final note on the Bridge 51. 00:13:28
Again, as of today. 00:13:33
But three of our 4 outstanding permits have been accepted and approved. 00:13:38
We have 1 remaining from the United States Department. 00:13:44
Boards Engineers. 00:13:47
And. 00:13:49
I hesitate to guess, but I don't have to. 00:13:51
Is an order on that, and again we still have a. 00:13:53
Demolition crew for the day. I'm ready to go on that. 00:13:57
And. 00:14:00
Funding in place to remove that. 00:14:02
Again, thereafter, the old bridge repairs will begin and we have a crew ready to go on that and we've accepted a bid on that 00:14:04
formally in one of our previous meetings, so. 00:14:08
So that is the update on. 00:14:13
Bridge 51. 00:14:16
Moving forward to the animal control contract. 00:14:18
I think Commissioner Sharp wanted this place down there to have a discussion about this. 00:14:24
This afternoon, yeah. So. 00:14:29
We're now in. 00:14:32
The final year of our contract with. 00:14:33
Our animal control services. 00:14:36
So far I think everything has been going very well. I think they have. 00:14:40
Really stepped up and given us some service out in the county that. 00:14:44
We've been lacking for a very long time. 00:14:47
You know, it seems like he's developed. 00:14:50
A good working relationship. 00:14:52
With all the entities evolved the Sheriff's Office. 00:14:54
The other law enforcement agencies in the area. 00:14:59
All in all, I think he's done a good job, but this is mainly just an opportunity for discussion if anybody had any thoughts kind 00:15:02
of going forward as we're. 00:15:05
I think would be prepared to enter into a new contract going forward possibly with him or somebody else. I just. 00:15:09
I really wanted to see what everybody else's thoughts were on this matter. 00:15:15
I, for one, think it's interesting that he's been. 00:15:22
Continues to, I think. 00:15:25
Have more? 00:15:26
Runs per month than what we were previously reporting in the year under the paradigm of the city. 00:15:27
So that's helpful. And I've gotten very, very few phone calls. 00:15:33
Compared to my time. 00:15:38
You know, prior to that, particularly when I was on the City Council, so. 00:15:40
I'd be in favor of looking to extend that, and I think that we should. 00:15:45
Go into. 00:15:49
Negotiations as such, unless we are. 00:15:50
Anything different on that? 00:15:53
I think less is more because I'm I'm not getting phone calls like I. 00:15:56
Had prior to all this, so. 00:15:59
Things must be going fairly well. I've been hearing some good comments about. 00:16:02
Yeah, I would much like to say that. 00:16:07
And he, if I recall, he gives you all. 00:16:10
My quarterly reports of how many runs. 00:16:13
How many animals he's picked up? 00:16:16
Yeah, we never received that. 00:16:18
Yeah, I guess my question is for the commissioners. Are you gonna? 00:16:20
Think about auto renewing that or even put on RP. 00:16:24
Well. 00:16:29
I can tell you when we originally entered into that contract, there's just not a whole lot of private service. 00:16:30
Contractors in that realm. 00:16:34
I think. 00:16:37
He's done a good job and. 00:16:38
I think depending on if there's any additional costs or anything. 00:16:39
I would just like to move forward with our current. 00:16:44
Contractor, the only thing that I would like to see at some point and I know he's looking at this. 00:16:47
Is I would like to see him bring his facility into Floyd County. 00:16:53
And move it out of Jeff. But. 00:16:57
You know, he was, he had to get this up and running in a pretty short amount of time and. 00:16:59
You know, there's just not a whole lot of places that you could you put an animal shelter at, but. 00:17:03
You know, I think it did a really good job getting it up and running and and. 00:17:08
Even partnered with some of the local nonprofits you know and. 00:17:11
Work with them to get some things kind of squared away. 00:17:15
So what my question would be for budgeting and forecasting purposes? 00:17:20
We should use the same rate or up it by 5% or are you going to get us a new. 00:17:25
Estimate for 20/26/27. 00:17:32
I think it's fair to get a new estimate from him just, you know, because just like anybody else, I'm sure his cost has gone up, 00:17:35
you know, just like anybody else has. But so we probably need those estimates in the next if they're going to go up significantly. 00:17:40
I mean, if they're going to stay in the ballpark, we're fine. 00:17:45
In the next what Diana? 00:17:51
60 days would be preferable with Phoenix. Yeah, 90 days will allow us to have it prior to budget hearings. 00:17:54
Just not necessarily a vote, but a consensus. Everybody on the council OK with moving forward with discussions with our current 00:18:02
provider. 00:18:06
Yes, yes. 00:18:09
And I was going to ask Rick to provide a. 00:18:11
Rick Fox. 00:18:16
To provide an update on the animal shelter building, but. 00:18:17
I'm happy he's had an emergency that. 00:18:22
Prohibited him from coming here today, so sure did. 00:18:25
I'm having handled that, yes, I think that also plays into the discussion of budgeting. 00:18:29
Because. 00:18:33
Yes, exactly. It plays into multiple discussions you guys have on the agenda today. So where we set is a little back story in case 00:18:36
because I don't recall this being discussed previously, but maybe it was. 00:18:41
There was an interlocal between New Albany, the city of New Albany and Floyd County. 00:18:46
For the property there, the Interlocal clearly defines that the land is owned by the county. 00:18:50
The building itself was a joint. 00:18:56
City and county 5050 ownership. OK, so with that in mind, each body agreed, the city agreed and the county agreed to get an 00:18:59
appraisal so that we would know what the average of the two appraisals were. 00:19:06
The city hired appraiser and got a value of 390,000. County hired an appraiser and got a value of 441,000. 00:19:12
So to exit to to buy their interest, we would need to pay. 00:19:19
The average of the 2 / 2 which comes out to $207,750. 00:19:25
So that offer was made to the city last week. 00:19:31
To purchase their share of the building for that value. What was that person? 00:19:33
207750. 00:19:37
207,700. 00:19:40
I had a. 00:19:42
Good question from the real estate agent on my web. 00:19:44
Did the did those appraisals include the land? No, they did not. Building only was what the appraisal? Yes. 00:19:48
The appraisals were sent out for building only. 00:19:55
And so that's something we're going to need to budget for paying for that portion of the building. 00:19:58
Then we would own building and land in total. 00:20:04
We still would need to negotiate the city's departure. I know that they're working on building a new facility. We would need to 00:20:07
talk about what that looks like. I don't know timing wise what that looks like, but. 00:20:12
Just those are kind of the lingering things, but bigger picture talking about paying that 207. 00:20:16
So what was? What were the 2 estimates 441,000 OK? 00:20:22
And 390, but the average of those two would be 4:15 and then divide it in half. 00:20:28
Divided by 2 / 2, their share is only half because only half. 00:20:34
I'm with you now. Thank you. 00:20:38
Sorry I ran through that kind of quickly. 00:20:40
Then we'll come back to that momentarily because. 00:20:42
You know the building itself could be. 00:20:47
Rehabilitated for other purposes or. 00:20:50
Taken down as a potential building site for the new Judicial Center so. 00:20:53
But we need to acquire first. 00:20:58
Correct. And we've not received a response at this point. Was there was there a time frame for the offer or just? 00:21:00
It's not that I'm aware of. I didn't send that my dad sent it, but I know that it was sent last week and there's been no response 00:21:06
yet. But. 00:21:09
Hopefully in the next couple weeks we can move that forward. 00:21:13
Not to have a timeline regardful. 00:21:17
Correspondence and then the second correspondence with normal for the time. 00:21:21
So. 00:21:28
Yeah, that needs to be. 00:21:30
11/4 and. 00:21:32
Again, I'll plug into that. 00:21:37
We're told that that that. 00:21:39
Has ample site to hold the new construction. 00:21:40
Do we have a plan for that meeting or fifth hat building or for that? 00:21:44
Land, umm. 00:21:49
If and when we. 00:21:51
Get that? 00:21:52
That may be the site for the new judicial center. 00:21:53
Judicial Center, I'm sorry. That's OK. 00:21:57
There is a lot of potential there, I mean. 00:22:01
As far as that building goes though, I mean. 00:22:03
You know, but I don't. 00:22:06
Is there a regional timeline that? 00:22:08
You know, we could expect. 00:22:10
Some movement on that from. 00:22:12
The city so we can. 00:22:14
See if we can include this in our plans. 00:22:15
Well, that's the other thing I don't know, sitting here today is when they're building, that they're building is going to be done. 00:22:17
I don't know if that's an early 26, a late 26. I'm not sure on the status of that. That would probably play into when they decided 00:22:22
to park. They're not going to want to move. 00:22:26
Their shelter services and then move them again. Tony Nina. Were they going to break ground on the new facility later this supper, 00:22:31
I think. 00:22:35
I have not heard. 00:22:38
I think I remember from an article. 00:22:41
I thought that was kind of. 00:22:44
With a late 26. 00:22:46
Or something. Strike that 2026. 00:22:48
Beginning to move things around. Oh, OK. 00:22:51
Or maybe later this year or early 26. 00:22:55
OK. 00:22:57
So that'll be a piece we still need to work through, but nothing seems to get ahead of schedule anywhere. 00:22:59
All right, any further discussion? 00:23:06
Or if not. 00:23:09
Item 5 and EMS service discussion. 00:23:11
Yeah, so. 00:23:13
Last year the the EMS subcommittee came up. 00:23:17
With the conclusion that they felt like. 00:23:20
A county based system was the best system. 00:23:23
Going forward for Floyd County. 00:23:25
For the long term, you know solution to. 00:23:29
To our EMS problem that we've had. 00:23:32
I will say that I think. 00:23:35
You know, a bear pro's done. 00:23:37
A really good job as far as. 00:23:40
Communicating some things with this. 00:23:43
But I think at the end of the day. 00:23:46
You know. 00:23:48
It's time for us to kind of take charge of. 00:23:49
Our own system. 00:23:53
I like the idea of being able to ensure clinical excellent excellence. 00:23:55
Oversight. 00:23:59
Of the budget. 00:24:01
For Council and. 00:24:02
You know, somebody running the agency that's chosen from, you know, the commissioners. 00:24:05
But I think All in all. 00:24:09
I've set on record on several occasions. I feel like you know. 00:24:12
My priorities are going to be especially. 00:24:16
Going forward, Senate Bill One is ensuring that the services that we are. 00:24:18
Expected to provide. 00:24:23
Are very strong and very solvent. 00:24:25
And these are one of those services that. 00:24:27
Is essential. 00:24:30
I'm not expecting it or asking for any action today. I just thought it'd be good for us to sit here and just have some discussion 00:24:32
about what this looks like kind of moving forward, what your all's thoughts are and. 00:24:37
Let's go from there. 00:24:44
Oh well, we did, Danny and myself and. 00:24:50
Denise attended the AIC conference over the weekend. 00:24:53
I'm not sure people can. 00:24:57
All right. 00:25:01
Chew on this mic, huh? 00:25:03
I said Danny and myself and. 00:25:05
Denise attended the AIC conference over the weekend and. 00:25:09
At the end of the session they had a round table. 00:25:12
Discussion among. 00:25:15
In our case. 00:25:17
Like size counties and what did what did you take the inventory, Denise? It was three there were there were seven there was 77 00:25:19
counties and. 00:25:24
3. 00:25:31
Accounting us OK. 00:25:33
I think that's right, 12377. 00:25:36
Three of them had third parties, one of them had still had a volunteer. 00:25:40
Two of them, I'm sorry, two of them still had volunteer. 00:25:46
Fire, I mean EMS services. 00:25:50
And. 00:25:54
There was one that had standalone. 00:25:56
So I think we should take that into consideration. 00:26:01
I mean my thought on this I have two thoughts and. 00:26:05
I think things are going pretty well the way they are. I would like to see us look at the cost of continuing what we're doing. 00:26:10
Versus what you're suggesting? 00:26:18
Because cost is going to be an be one of the. 00:26:22
Main decision points here. I think so. 00:26:26
I think we need to really take a look at that. 00:26:30
I think what we're doing is working pretty well from from what I understand. 00:26:33
So, umm. 00:26:37
If I could just ask, what is your metric as far as doing well? 00:26:39
I've definitely talked with. 00:26:43
The Highlander. They seem to be on top of everything and running. 00:26:48
They say pretty well. 00:26:56
So I don't know. From what I hear, Ameripro seems to also be. 00:26:59
Covering things pretty well, so. 00:27:04
I don't know. I mean, if there are tweaks that we need to to workout in these services that we're providing. 00:27:08
Then I think we need to work the tweaks out but. 00:27:15
I think, I think we need to look at the numbers. I think that's where we're, that's where I'm at. Let's look at the numbers. 00:27:18
Has Highlander. 00:27:24
They have not named a new permanent chief. 00:27:26
They want they've not named a new. 00:27:28
Permanent Chief, correct. I not that I'm aware of. 00:27:31
Is that imminent or? 00:27:35
Still working on it. 00:27:37
I think we're going to need to get that individuals. 00:27:40
With regards to. 00:27:43
Their desire to continue to run fire based EMS or not, I don't know if that's been a criteria of the job search or not, but we 00:27:45
don't have buy in from that lead official out there. Then then it's not going to. 00:27:50
Be able to continue as this. 00:27:56
I do think we also need to probably get some. 00:27:58
Understanding of the new legislation and how that works with the the new. 00:28:02
What is it? Let me get the let me get the correct name here. 00:28:10
So there is a. 00:28:19
County wide EMS and fire rate Max of .4. 00:28:22
So we need to understand the implications of that. 00:28:29
Max that we have to work within. 00:28:32
As well. 00:28:36
Yeah, I think that's smart, you know, understanding what the the fiscals are going to look like, you know, for any. 00:28:38
Future. 00:28:44
You know, funding mechanisms, but. 00:28:45
You know, at the same time you know, this council installed. 00:28:48
A lit last year, and one of the things in which. 00:28:51
They wanted to accomplish with that lead. 00:28:55
Is securing funding for emergency medical services? 00:28:57
So the lid that we have is currently in place and doesn't go away until 2028 and. 00:29:02
I think that should be part of this discussion of whether or not, you know, this Council believes that. 00:29:07
You know, moving forward. 00:29:12
Whether you know, having some sort of funding mechanism to ensure that we have. 00:29:14
You know proper, you know, emergency medical services covered, which is a. 00:29:19
Essential services outlined by the state to now. 00:29:23
Whether you all will have the appetite for that going forward because the system will need a funding mechanism, you know, but. 00:29:28
There is a very clear return on investment and with this type of system, you know if there's one thing that I do. 00:29:35
Receive comments about. 00:29:40
Regarding our partners is that. 00:29:42
The bills are very high. 00:29:46
That they receive service for. 00:29:48
And you know I built this system. 00:29:50
Just like. 00:29:53
Our friends from Putnam County, they came in here and they gave a very good presentation of. 00:29:54
How they've been working their system and because there is a funding mechanism put in place. 00:29:58
They will essentially bill your insurance company and whatever is leftover is written off. 00:30:02
Because essentially the people are already paying for the service. 00:30:06
So they charge the insurance and whatever's leftover is written off by the service. And that's what I would like to see here. I 00:30:10
mean, that's very clear return on investment. 00:30:13
Wait. Yeah, again, we just need, I think maybe what we need to do. 00:30:16
And and. 00:30:21
I hope we can sit down and actually have a budget meeting with the. 00:30:23
With the Commissioners, where we actually outline every. 00:30:30
Umm, expenditure that is going to come up in the next three to five years that we can identify right now and put some projections 00:30:35
to them. 00:30:40
And grow them into our numbers and see what those look like. 00:30:45
And we can do different scenarios and see how that works. 00:30:51
And what the cost of that is going to look like. But we can't make decisions 1 by 1. 00:30:55
We really need to sit here with all the pieces of the puzzle in place. 00:31:02
And make decisions. 00:31:06
With all of those pieces to the puzzle. 00:31:08
Put on the table. 00:31:11
Well, I think that we have done a good job of discussing a lot of these things and I will remind you that at the end of the day. 00:31:14
You know, at some point somebody's got to take some action. I mean, there's there's no need to just. 00:31:21
Kill something with discussion by committee for time going on and on and on. We've discussed multiple. 00:31:25
You know, aspects of this, you know, going forward and. 00:31:31
I've said this a lot of times. You know one of the most difficult things about getting the service up and running. 00:31:34
Is getting the equipment. You know this going and buying an ambulance is not gonna like going out to your neighborhood dealership 00:31:39
and buying a Toyota. 00:31:43
OK. You know some of these, you know, depending on what the manufacturer you use, a lot of these things can take. 00:31:46
Up to a year and a year and a half to be delivered and I've heard of up to four years depending on some manufacturers so. 00:31:52
Having time to procure some of the equipment before our. 00:32:00
Contracts expire and we're forced to enter into another contract. 00:32:04
You know, uh. 00:32:08
I have obviously set back and waited so for us to see. 00:32:10
You know what Senate Bill One was going to look like? You know, because. 00:32:13
Senate Bill One has more to do with just property taxes. It has to do with lit too, you know, and. 00:32:17
With all the lids going away in 2028 and then being reestablished, it seems to me that. 00:32:22
You know, with the meeting that I attended with you guys in Baker Tilly. 00:32:28
Is that there is appetite? 00:32:32
To make sure that there's funding mechanisms in place, but they want to make sure that. 00:32:34
They don't go above or get to stay below. 00:32:38
What we're currently at as far as what our lit spending is at this time. Did I misunderstand that or? 00:32:40
Does that seem pretty accurate? 00:32:47
What we need to do here is to put our revenue sources on the board. 00:32:50
And our operating costs on the board? 00:32:55
In total. 00:32:59
And then? 00:33:00
See what's left? 00:33:02
Because I've done that. 00:33:03
Some somewhat and. 00:33:05
There's a lot of money left. 00:33:09
And so we need to identify how we're going to spend the rest of that money. 00:33:12
And if EMS is something that we decide we're going to spend it on. 00:33:16
I I don't have a problem having the discussion. 00:33:21
I really don't, but I think we need to understand. 00:33:24
What that looks like in an overall budget. 00:33:28
I don't think we pick and choose. 00:33:30
Without putting all the numbers together. 00:33:32
Yeah, I think there's also two facets to it. There's startup cost and then continuing operation. So absolutely, it's a little 00:33:34
heavier on personnel. 00:33:38
You know, recruitment, yeah. 00:33:43
And when I generated, you know. 00:33:45
You know I generated two different documents. 1 is a startup cost and the other one is. 00:33:47
What is a? What would an annual budget look like? And I worked really closely with. 00:33:52
An expert in EMS, I even worked very closely with this topic over there to help generate and give you guys real numbers of what 00:33:56
this would look like not. 00:34:00
This is just. 00:34:04
You know some wild projection of what this could look like. This is based upon real world data where we are everything from. 00:34:05
You know, the national average on returns to, you know, having a salary present with benefits and all that would cost. I mean this 00:34:12
is. 00:34:16
Everything in its totality, you know, kind of really kind of laid at your feet. 00:34:19
The one place where I believe. 00:34:24
There could be some. 00:34:27
Some alterations is actually in the startup cost and I know I've talked. 00:34:28
About this on a few occasions where. 00:34:32
You know, depending on. 00:34:34
You know. 00:34:36
What Highlander was going to do, I mean. 00:34:38
The Council. 00:34:40
Directed some ambulances to Highlander a couple years ago. 00:34:41
You know, if we were to. 00:34:45
Get those back if they weren't going to provide the service anymore and us buy some of their equipment, they've already because 00:34:46
they bought some really nice equipment. 00:34:50
You know. 00:34:54
That can help reduce ultimately. 00:34:56
What our startup costs would be? 00:34:58
And it would actually be very mutually beneficial to them because, you know, they're sitting on quite a mountain of debt right 00:35:00
now. 00:35:03
In the discussions. 00:35:09
That you. 00:35:11
Attended with were there. 00:35:13
I know. I know some of the pros that have been discussed about county based EMS services. I know some of the. 00:35:16
The largest one leading expense behind it. Were there any? 00:35:22
Nuanced pros or cons that have not been discussed here before with regards to county based EMS. 00:35:26
Not really, one county said that they were looking at. 00:35:33
You know, in the near future. 00:35:37
Having their own service. 00:35:40
We did ask. 00:35:42
About where you work, Were you nervous about having a third party? 00:35:43
Service. 00:35:48
They said no. It's kind of the nature of the business that. 00:35:51
No, they were. They were not nervous at all, three of them said. They're not nervous at all about having. 00:35:55
I will say this, the discussion, the discussion was. 00:36:00
Pretty beneficial for us because their counties our size do some. 00:36:04
Things that I don't think. 00:36:09
We would even consider. 00:36:11
Spending money on it. We were like, yeah, you do what like. 00:36:13
So, umm. 00:36:17
Out of that discussion, I felt like. 00:36:19
You know, yeah, we're stewarding. 00:36:21
Pretty well. What are some of the? 00:36:23
I think depending on what party you are in the state is really because. 00:36:26
I've said this a lot. 00:36:31
There is not one. 00:36:32
All size fits all. 00:36:34
Type service out there. There's a multitude of different services. 00:36:36
For different reasons and you know, there are areas that have more. 00:36:40
Service providers. 00:36:44
Than others. 00:36:46
It's getting more and more difficult to find private service providers that can both take on. 00:36:48
You know the 911 system. 00:36:52
And the non-emergency transport system which is. 00:36:55
For them, that's, that's really where they kind of make their money. You know #1 calls can be a bit of a roll of dice on far as 00:36:57
far as. 00:37:01
Whether they're insured or not, and even if they are insured, you know the average return is between 425 and $450. 00:37:05
For an ambulance bill and the rest of that kind of gets passed on to the patient. 00:37:13
And you know. 00:37:17
They may collect, they may not. 00:37:18
Really know but. 00:37:20
You know, this also has a real positive impact to our our. 00:37:21
Retired healthcare system in its totality because if you have. 00:37:26
One system that's dedicated to taking patients into the hospital, you have a difference system that's. 00:37:29
Dedicated to taking patients out of the hospital, you're helping reduce that gridlock that happens. 00:37:35
A lot in our emergency rooms, which. 00:37:40
Leads to long wait times and difficulty. 00:37:42
Getting beds, I mean, this is this is something that helps contribute to making the system better, I mean. 00:37:45
That's why it would be really good for us to be able to have. 00:37:49
Cooperation with. 00:37:54
Hospital to to work with us on this solution. 00:37:56
You know, the fact of the matter is, is that at the end of the day, you know, we still have a growing population. We have an aging 00:38:01
population. 00:38:04
To be quite honest with you, we got a very broken health care system, you know, I mean. 00:38:08
I can tell you that agencies are starting to see a real increase. 00:38:13
Their call volume. 00:38:18
For a multitude of reasons, but. 00:38:20
To this point, none greater than the non-emergency lift assists. 00:38:22
You know. 00:38:26
There's a lot of people that's getting cut loose out of the hospital. 00:38:27
Too early that are going home, they don't have anybody to properly take care of them, doesn't have anybody to help them. 00:38:30
Square their their medicines away and help them get the care that they need and then they get to a point there. 00:38:36
They're calling 911 for problems. They don't need to be calling 9114. They're calling 911 for help getting, you know, moved 00:38:41
through through in their, their own homes, you know, and there was an organization that came in front of us and offered to help 00:38:46
with those kinds of. 00:38:52
I forgot what the name of that organization is, but I can get. 00:38:58
The name of it, I'm sure. I'm sure every fire department would love to have it. 00:39:01
There is an organization out there that does help with those kinds of situations. Well, there's also another. 00:39:06
Ave. that helps. 00:39:12
With those situations as well and it's something else that we've talked about and this is something that I would like to see out 00:39:13
of our system at some point, which is a mobile integrated health system. 00:39:17
You know, the community parent medicine program. Somebody can go out in the community and help. 00:39:21
You know, alleviate these these these calls that really don't need to be made because. 00:39:25
You know, you're tying up resources, you're tying up equipment, you know people are putting themselves at greater risk for injury. 00:39:30
You know, these are all things that can help. 00:39:37
You know, alleviate the strain on our 911 system was there. I hate interruption. Very good conversation. 00:39:39
Very productive I think is there. 00:39:46
Anything that dovetails with the EMS lift. 00:39:51
Conversation specifically from the Council and other than what? 00:39:53
With your sharp already? 00:39:57
Brought forward. 00:39:59
Well, everybody at this conference. 00:40:01
The lips are all going away. We know. We don't really know how the nude. 00:40:03
Situation is going to be. 00:40:07
So I guess that's some of the other people we talk to. That's why. 00:40:09
Hesitant, I guess you'd say to. 00:40:13
Committed to this big expenditure because you don't really know if you got a funding source. 00:40:15
So. 00:40:21
Because we know in 20. 00:40:22
Let's that we have a long way. 00:40:24
To be replaced with new lids. 00:40:26
Can, but we don't know what that. 00:40:27
We don't what that looks like. 00:40:29
Can I just add? 00:40:31
Can I just make a recommendation that we set a meeting that a roundtable meeting? 00:40:32
We get a white board up, we get some. 00:40:37
Some real data. 00:40:40
On a whiteboard or in a spreadsheet in front of us and we start. 00:40:43
Looking at data to make data bit. 00:40:48
Data-driven decisions, I mean we're sitting here talking about. 00:40:51
You know, Pine, this kind, I'd love to have these conversations, but. 00:40:55
It really gets down to let's put some numbers on a piece of paper and let's see what works. 00:40:59
That's what we need to do. Susanna Glory, you can send out an e-mail asking for dates on that. But I want to, as much as I like to 00:41:03
make data-driven decisions as well, I think part of it does come down to political, philosophical decisions. There. There are some 00:41:08
services that I think. 00:41:12
We need to. 00:41:16
Ready to pay a premium for? 00:41:18
I mean, I look at. 00:41:19
EMS service, as you know, one of the pillars of things. 00:41:21
And we need to knock. 00:41:25
People who might. 00:41:27
Cut the grass out of Nova Park. But for that I'm willing to take the lowest bidder and see how they do. But it's not always about. 00:41:28
The least expensive way to get from point A to point B. 00:41:36
Often it is, sometimes it is, but again it comes down to. 00:41:39
I think where you. 00:41:43
Place these types of services on the hierarchy. I don't mind putting things on a whiteboard that's that's a. 00:41:44
A great idea so we can see where we're at, but we have. 00:41:50
Legit numbers surrounding this service. 00:41:53
And we have projections from our financial advisor. 00:41:56
Of how when these lets go away. 00:42:00
The the funding mechanism. 00:42:03
So we. 00:42:06
We've got a jumpstart. 00:42:07
On that, so we're not. 00:42:09
We're not necessarily walking in blind to. 00:42:10
The plan, but we can get all. 00:42:14
You know, projects and expenditures. 00:42:17
I do think I do. I do think that would be a really good exercise for us to go through. 00:42:19
And so that we're making. 00:42:26
Database decisions. 00:42:29
Well, one thing I can absolutely. 00:42:32
Tell you is there is absolutely scientific documentation that. 00:42:34
You know. 00:42:38
Bringing up our capabilities saves lives. 00:42:39
You know, and when somebody that you're. 00:42:42
Love is blue and they can't breathe that their heart stops. 00:42:44
I assure you, you want the best, the brightest and the top of the line equipment that you could ever possibly imagine. 00:42:47
On that day. 00:42:53
And that day happens. 00:42:54
Thousands of times. 00:42:56
Everyone of us want that, but we've got to put some numbers. That's our, that's our fiduciary responsibility. 00:42:59
To the county. 00:43:07
To put the numbers together to see what can be afforded with what we have. Or do we have to raise taxes or do we have? 00:43:08
Do we? 00:43:16
Do we have the money to do it with what we have now? And it can't be piece meal, It can't be. 00:43:17
We're going to decide to do EMS because we know how much it costs. Well, we haven't put it into any budget projections. 00:43:23
We've got to do that. 00:43:29
Before we decide, one off. 00:43:30
We're going to move forward with this or we're going to move forward with that. 00:43:33
Which is just not feasible in my mind. Not feasible to do things that way. 00:43:37
Well, as I was just going to finish stating is that you know. 00:43:42
Just some scientific based data, you know, bringing in this equipment. 00:43:45
You know will save lives. You know I'm you're talking about. 00:43:50
The potential of of changing. 00:43:53
You know positive outcomes during a witness cardiac arrest from one in 12:50 in five. 00:43:56
So that's science that's proven. So we have a real opportunity to our feet. 00:44:01
And I really hope that the Council gets on board this. 00:44:06
We can move forward and start providing a service to this community that is desperately needed. 00:44:09
I would like to move forward. 00:44:13
We still have a couple of things on the agenda that. 00:44:15
Promised that we would give to you tonight. We do have a. 00:44:18
A hard stop, but. 00:44:21
Basically about two till in the hour because we have a 5:00 public meeting that's been. 00:44:23
Publicized with regards to the open Core Youth shelter. 00:44:27
So. 00:44:31
Next is the county building renovations. 00:44:33
The last time we were here, we had. 00:44:38
Formal presentation on that we've had ample opportunity. I've spoken with a few people on the. 00:44:40
Audience out about that tonight. A couple people from the board as well. 00:44:44
And we're not having the formal. 00:44:49
Loads among the commissioners here tonight, but. 00:44:52
I'm prepared to state that. 00:44:55
Based upon options between a complete rehabilitation of our existing building at $33,600,000, five million of which. 00:44:57
Would be temporary housing versus building A5 story. 00:45:05
Building with only four stories. 00:45:09
Finished at 31 1/2 versus building the five story. 00:45:11
Building 57,500 square feet and 33.5 million with all floors finished. 00:45:15
I'm going to be expending whatever energy and political capital I have. 00:45:21
Towards the build out of what's optimal. 00:45:25
Which I believe is the five story building, 57,500 square feet 33.5 million I think is the best option. 00:45:29
For this generation of people in Floyd County, for the next and for the next. 00:45:36
If it requires A referendum, which I believe probably will once we see how SB1 shakes out. 00:45:40
Then I say let's have that discussion as a community and let's have that referendum. 00:45:46
One of those sites that's proposed is on top of the old Denver building where our sheriff has moved into, and I'd rather. 00:45:52
The sheriff stay there and I'd rather build on the animal shelter site. 00:45:57
Feasible to obtain that? 00:46:02
We're looking at. 00:46:03
Schematics on how we would connect the buildings and. 00:46:05
That type of thing. But I think that's the optimal way. 00:46:08
Again, not only through this generation. 00:46:11
The next and the next. 00:46:13
That's where I'm going to put my wing behind. 00:46:15
You know, when I became commissioner. 00:46:17
You know, and I took my very first tours of the building. 00:46:19
I couldn't have imagined that that building was in the shape that it's in. It's embarrassing. 00:46:23
It truly is. It's an absolute embarrassment. 00:46:28
The way that shape. 00:46:30
Shape of that building is in. 00:46:31
I can tell you that. 00:46:34
In my opinion that building is 1 failure away from being inhabitable. 00:46:36
You know, one major component failure. 00:46:41
You know, we have such antiquated systems in that building that. 00:46:44
If one of these systems go down and you have to replace it, you're talking about that building. 00:46:48
Not being able to be used for a long time. 00:46:53
And potentially at all, you know, depending on what the system is, so. 00:46:55
I couldn't imagine running a trial right now and you know. 00:46:59
At 100° outside and having a jury and all that stuff of what that would look like, you know, there's critical. 00:47:03
Business that happens in that county and we need to make sure that. 00:47:10
They have the space they need to conduct their business appropriately so. 00:47:14
I agree with your assessment. 00:47:18
I think it's time for us to. 00:47:21
Quit talking about what we want to do and start moving in a direction. And I agree with you. 00:47:23
The way that I look right now is that. 00:47:28
I'm committed to a new building. 00:47:30
On one of the two sites. 00:47:33
So I believe the. 00:47:35
Formal step would be formal renderings, present those to the public and then. 00:47:37
Get advice from our attorneys with regards to what that referendum is going to look like. 00:47:41
Correct. Yeah, and yes. 00:47:45
That that will be what you'll want to do. 00:47:48
And I'm happy to talk to the building authority if you have any points on that. And we talked about as well. But from the 00:47:51
referendum perspective, they did change several things with Senate Bill 1. 00:47:55
Processes and different requirements. So I think we'll hold off on the Building Authority update till the next next one. 00:47:59
I think we'll forego the wheel tax unless someone wanted to discuss that. 00:48:06
We did. We did. 00:48:10
Talk about the will tax and it does seem as though. 00:48:12
We are going to need to really. 00:48:16
Think about putting a will tax in and the minimum on that is I think 7:50. 00:48:20
Per car and $5 for trucks and trailers. 00:48:28
But. 00:48:32
$7.50 yes, I'm sorry, yeah, I didn't take the sense that. $7.50 Did we get any further clarification on the community crossings in 00:48:34
relation to the there will be some time some money tied to that based on whether you have a will tax or not. There's no clear 00:48:41
understanding of how much money is tied to that. 00:48:47
But without it. 00:48:54
Without a will tax. 00:48:55
At least at the minimum. 00:48:57
You are not guaranteed to get, are you? You will not even be in the pot to get in. 00:48:58
Is that right, Danny? 00:49:03
So there's, to my understanding, there's going to be. 00:49:05
For the next. 00:49:08
Iteration of this there's going to be. 00:49:10
22. 00:49:12
There's the original. 00:49:14
Community Crossings. 00:49:16
And then there's like basically a supplemental. 00:49:17
And it was sort of unclear. 00:49:21
You at least will not be eligible for a supplemental. So so the public knows the state put in a. 00:49:23
Provision that we won't be eligible for state funds for roads and bridges if we do not have a will tax, so that is. 00:49:28
Just restating that that came down from the General Assembly, that's not something that's. 00:49:36
From the county. 00:49:41
And again, the minimum was $7.50. 00:49:43
Per car. 00:49:45
Is the minimum. 00:49:48
But yeah. 00:49:50
You definitely won't. 00:49:51
Eligible for the supplemental and eventually he won't be eligible for the. 00:49:53
Original community crossings was my understanding. 00:49:58
And I think that pays a pretty big share of paving every year. That pays a pretty good chunk of what we do in paid. 00:50:01
Very interesting legislative session. 00:50:07
And all the wheel tax goes to. 00:50:11
Is that correct? 00:50:15
Yeah, yes, it would be used for roads, that kind of stuff. Exactly. And that is a September 1st deadline to implement its County 00:50:18
Council implementation. And again, I mean, that's another piece to this whole puzzle that I keep talking about where we need to 00:50:23
lay revenues out and delay. 00:50:28
Expenditures have, I mean, all of this needs to be put together. 00:50:34
OK. We have limited time left one. 00:50:38
To have as much discussion as that allows on the recycling. 00:50:42
To preface that I think we have 10 people signed up. 00:50:48
But I do want a couple of updates on this. We do have one. 00:50:51
Confirmed. 00:50:56
Estimate proposal from a private entity who? 00:50:58
Would basically continue with the current services that. 00:51:01
We have with pickups Monday, Wednesday, Friday. 00:51:05
At roughly 135 thousand $180,000 per year. 00:51:09
More for electronics and that does not include household hazardous waste that we have. 00:51:14
Two of their contacts out waiting for that. I bring that up not as concrete. 00:51:20
Numbers, certainly we haven't put any, just to let you know that. 00:51:24
We are working on our end of things to try to get. 00:51:27
Comparators so that so you are working to find a private. 00:51:31
Company to run the recycling. So this is the first I've heard of that. 00:51:36
Well, again, this is something that we brought up in our discussion previously that. 00:51:40
I had always pushed for that. 00:51:44
Again, that's just to give numbers to speak up. 00:51:46
If and when the. 00:51:50
There's a second vote for dissolution that allows for 180 days of further discussion. 00:51:51
Before a final vote is given. So that's. 00:51:56
Six months of public input at each hearing that they would wish to. 00:51:59
Come to SO. 00:52:04
Nothing that may or may not happen tonight would be any final. 00:52:05
Below on that, but as you know, these things take time to put together and they take time to. 00:52:09
Couldn't take apart and to get options going. 00:52:14
And so. 00:52:17
Really, as we segue in a minute, enter into the youth shelter, that's the same type of discussion. The youth shelter doesn't have 00:52:19
to start exactly at 5. It can start. 00:52:23
Oh, you did. 00:52:28
A public meeting. Kim. 00:52:30
So. 00:52:32
Can if you who? 00:52:33
Go ahead. I just wanted to ask the question. 00:52:34
So what would be the advantage? Can you share with that with us with outsourcing and not retaining? 00:52:37
The current district that we have. 00:52:44
Well, the cheap would be the difference between what we have now costs versus what outsourcing would cost. 00:52:46
We would also probably. 00:52:53
Defer some of that liability onto them, as well as some of. 00:52:56
The umm. 00:53:01
Employee costume benefits as well. 00:53:02
The chief among them would be that. 00:53:05
You know I. 00:53:08
If one takes the number last year as $400,000 for the department and we can have that service done for. 00:53:09
200,000 dollars $250,000 you're talking about $150,000 saving. 00:53:16
For an over 10 years, that's. 00:53:21
Quite a bit of money over over one year that's. 00:53:24
So again. 00:53:27
So, but have we asked the current district if they can run on that amount of money? 00:53:28
And just call back at the same, you know. 00:53:34
We have lots of questions. We can. 00:53:37
During 180 days, well, I don't understand why we don't ask the questions before the if. 00:53:39
If it's. 00:53:46
Agreed upon to move forward. 00:53:47
Then we have to have. 00:53:50
The private entity in place. I mean, I think now is the time to make decisions for 2026 and 20%, but we're not. But again, this is 00:53:51
a piece of the puzzle, not the. 00:53:56
Not the whole puzzle. And we need to put these all on a piece of paper and see what we can afford to do. I mean, to me that's, 00:54:01
that's a huge advantage. We, I can just tell you, we pay more in salary, benefits in house than that estimate that came in. 00:54:07
That's not even including equipment. 00:54:14
So. 00:54:16
I just wanted to see. 00:54:18
If we had given them an opportunity to maybe do some things differently, like unmanned stations or. 00:54:20
Something to kind of. 00:54:27
Do some things differently than what we have. 00:54:29
Done before. 00:54:32
I had the privilege of serving as director. 00:54:34
Of that district. 00:54:37
For. 00:54:38
For a period of time. 00:54:41
And I was just wondering if there were some options. 00:54:43
I think it's a very valuable. 00:54:46
Asset to our community. 00:54:48
And I was just wondering if we had tried to work some things out before we went. 00:54:50
Straight to. 00:54:55
Decisions so. 00:54:56
I believe Mr. Massenville has been on record saying that. 00:54:57
He didn't believe there was much area for them to make cuts. 00:55:01
So. 00:55:05
You know, he's here. But yeah, if we if we could, let's try to get at least some in. 00:55:06
Daniel Harris. 00:55:12
You'd like to speak and if you can, keep it as brief as you can so we can try to get a couple more entries or. 00:55:14
Think your parents brought the points I was likely to make, Mr. Tran said. Look at, look at ways to keep their program. 00:55:20
Possibly unmind stations. I know they do. They have unmanned stations or unstaffed stations in Louisville firehouses. 00:55:27
That recycling Buster's placed in front of firehouses in Louisville. All recycling gets mixed together. Then sword out at West 00:55:32
Rock. 00:55:35
So there I just don't want. 00:55:38
To see anything move forward until. 00:55:40
A permanent solution is found. 00:55:42
Prior to moving forward. 00:55:45
I do support the current staff and how things are being done now. 00:55:46
But there has to be an alternative. Just I'd like to see it. A lot of residents would like to see. 00:55:50
Alternative in place prior to any for actually getting taken. Thank you. 00:55:54
Laura Riggle. 00:55:58
First of all. 00:56:07
I'm here because I love to recycle. 00:56:08
That's why I got my job. 00:56:11
At recycling after I was teaching. 00:56:12
I've worked there for nearly three years as an operator and educator. 00:56:17
I've had the recent privilege. 00:56:22
Of teaching 3 semesters to our Floyd County 4th graders. 00:56:24
We've impacted about 85%. 00:56:29
Of the kids. 00:56:32
And. 00:56:33
You know they refer to me as Mrs. R. 00:56:35
In the classroom. 00:56:37
And. 00:56:38
I just hope I haven't. 00:56:40
Fathom a pipe dream. 00:56:41
You know that we're not going to recycle anymore. 00:56:43
OK, I. 00:56:47
You mentioned something about Monday, Wednesday, Friday pick up. 00:56:49
Is that just for the city? 00:56:52
No, no. The estimate was both for the both current sites to be maintained with that. 00:56:55
OK. Thank you. 00:57:00
And you guys, it's not just the you. 00:57:04
It's the older generation too. 00:57:08
Good friend. 00:57:11
Good lady. 00:57:12
By the name of Joyce. 00:57:13
She made this. 00:57:15
She doesn't use bags to bring her recycling. 00:57:18
You know she, she goes. 00:57:22
She goes full steam into recycling, as so many of them do. 00:57:24
We have young and old that do this and appreciate it. They will be crushed. 00:57:30
If we do away with it all together. 00:57:35
And it is the right thing to do. 00:57:40
Recycling. Thank you. 00:57:42
This real guy's good one quick question. 00:57:44
I'm sorry. 00:57:46
Do you know if there's any other recycling centers here in Floyd County? 00:57:47
I do not know of any others. 00:57:51
I have looked them up because I heard there were 4. 00:57:54
I only saw our two sites Galena. 00:57:58
And, umm. 00:58:01
The Annex. 00:58:03
On. 00:58:05
You know of two more. 00:58:06
I was just asking if he if you in your. 00:58:08
Capacity if you know of any other. 00:58:10
I do not. 00:58:12
Thank you. 00:58:14
Steve, can we take a recess so that? 00:58:15
I know a number of those people are here. Can we just take a recess and then come back to this meeting after we have the open? 00:58:17
You shall. I have. I have no idea how long that other one's gonna last. I'm gonna. 00:58:25
This was slated as narrowing that. 00:58:30
We can certainly table this to our. 00:58:33
Next meeting, though, I mean in the public can speak. I have a few other things I'd like to say. 00:58:36
I have done some homework and we have $13.6 million. 00:58:42
Setting. 00:58:47
This, you can table this and bring it up at the next meeting, but all of these people are sitting out here who came to this 00:58:49
meeting specifically for this reason, and now they're not being able to talk. 00:58:55
This was placed at the last. There's got to be a solution here where they can stay through the next meeting and then have a public 00:59:03
hearing that we've advertised and published. I understand, but can we recess this meeting and then come back to it? We need to 00:59:09
table it and reschedule it. We have a motion for tabling. 00:59:15
To our. 00:59:22
Next regular council meeting? Is there a second for that? 00:59:23
I'll second that we table it. 00:59:27
We have a motion and a second to table to our next Council meeting. Is there any discussion? 00:59:30
All in favor say aye, all opposed. 00:59:36
Aye, aye. 00:59:39
That carries. 00:59:43
Did we get a majority? 00:59:47
