All right, welcome everyone to. 00:00:06
February joint meeting between Floyd County commissioners and council. 00:00:09
If you have a cell phone, if you'll please. 00:00:14
Take a minute just to turn that down or off and join me in the Pledge of Allegiance. 00:00:16
I pledge allegiance to the flag. 00:00:23
Of the United States of America. 00:00:25
To the Republic for which? 00:00:28
Nation under God, indivisible, with liberty and justice for all. 00:00:30
All right, let the record show. We almost have everybody here, but. 00:00:37
Mr. Turin could not join us today. 00:00:41
So we'll start with seeking approval of the 11725 joint meeting minutes. I'll make a motion to approve. 00:00:45
Yeah, second, second. 00:00:55
OK. The motion is second for approval of those minutes from 1/17/25 all in favor? 00:00:57
Hi, Epstein. 00:01:02
OK. 00:01:04
Noted passes with one extension. 00:01:07
So we have multiple items today. Some of these will take more time than others and we can certainly, I think we'll have plenty of 00:01:09
room to add others and possibly public comment. 00:01:14
On Bridge 51. 00:01:19
Was on the phone with. 00:01:22
Running tool about 40 minutes ago. 00:01:24
And today they were able to more or less complete an access Rd. on the Floyd County Bank. 00:01:27
To get down. 00:01:34
To the Creek bed, which has really gone down a lot in the last 48 hours to allow some access. So the hope is that. 00:01:35
Once that access is completed tomorrow, they'll have trucks that they can get onto the dry part of the Creek bed, nothing in the 00:01:42
water, and start hauling some of that debris out onto the Floyd County side. And if weather. 00:01:48
Cooperates then. 00:01:55
Within maybe 10 to 14 days they can. 00:01:56
Clear most of that debris out and we can get our engineers out there to assess to see whether water is now going to go and more of 00:01:58
the direction it's supposed to. 00:02:02
And and then allow. 00:02:06
To assess for safety on the existing bridge. 00:02:09
So. 00:02:13
That's where we are on that. My hope would be, again if we get cooperative weather that we'll be able to know whether or not that 00:02:14
bridge can be opened in the near term. 00:02:18
Hopefully by the middle of March at least no one. 00:02:22
What we're gonna have to. 00:02:25
And what the costs are going to be on it, but. 00:02:27
And I do. We now have. 00:02:29
On the dam. 00:02:32
Not yet property. 00:02:33
No. So it's still an eminent domain. We have emergency access through. 00:02:34
Voluntary. We were pursuing a court order and the owner gave us emergency access to that. 00:02:38
Estimates on that are probably by the end of March. Is that correct? 00:02:45
Yes. Our hope is that by the end of March, we'll have acquired all parcels. We have 5 parcels that are going through the imminent 00:02:49
domain process. 00:02:53
Three of which had no known owners. We had to go through the process, publish all those steps. 00:02:56
All five are under are in the process of being appraised too. We do have the appraisal reports back on those. 00:03:03
I expect that we will have checks cut this week to be able to go ahead and take to the Clark County because both Clark County 00:03:10
parcels. 00:03:13
To be able to take to Clark County Courthouse and actually get deeds for those parcels quickly. The other three, we are waiting on 00:03:16
those appraisal reports to come back so. 00:03:21
We're close. What about the bridge? I mean, what about the dam? 00:03:25
The dam is locked up in 2 parcels. 00:03:29
We do not have appraisal reports back on either of those two parcels at this point in time. 00:03:33
So those both have an owner. 00:03:37
But at this point in time, he has given us consent to go on the property to emergency repairs. 00:03:41
As we need to do. 00:03:47
And we're also. 00:03:49
Antisp in anticipation of acquiring that property. 00:03:51
We're shopping for. 00:03:54
Liability insurance, because state law indicates that we have to have $1 million minimal liability insurance as owners of a low 00:03:56
head dam. So I'm not exactly sure how much that's going to come in at, but. 00:04:02
Right, less than 1,000,000. 00:04:07
They have insurance for $1,000,000 when they own the dam. 00:04:10
The current owner I do not know the answer. 00:04:14
Question. 00:04:17
Well, but, but we will comply with the law. 00:04:19
Yes. 00:04:22
When it comes to the the new construction at this point. 00:04:25
We're still on schedule for letting the vet project late this summer and. 00:04:30
We've not been able to expedite that. 00:04:35
To date. 00:04:37
Really. Danny on #2 on the budgeting status? 00:04:41
I was just looking to see where you guys were in the process on this. I know that there were a lot of. 00:04:46
Are you talking about moving? 00:04:51
We're going to take that up in March. We've got a. 00:04:54
Workshop tomorrow with Baker Tilly. 00:04:57
Commissioners are invited, should have that invite. 00:05:00
To discuss. 00:05:03
Current status of the budget and. 00:05:06
Then we'll be discussing. 00:05:10
Best ways to move around? We had a workshop ourselves. 00:05:12
With Council and. 00:05:14
Some good discussion on. 00:05:17
The amount that we needed to move. 00:05:21
And so now, you know, we'll just be nailing down. 00:05:23
Which funds? 00:05:27
To actually move. 00:05:29
I'll just have to say that the analysis that we got from Baker Tilly from Page. 00:05:30
I thought was. 00:05:36
Not. 00:05:37
Complete. 00:05:38
Enough for us to be making decisions. 00:05:40
About how to move money. 00:05:42
I do think we need to appropriate the amount of money. 00:05:44
That we're paying out. 00:05:48
For the current. 00:05:50
EMS. 00:05:52
Contracts, but I personally. 00:05:54
Unless I see something different than I expect tomorrow. 00:05:57
And not comfortable with moving money around until we get a full look. 00:06:02
What she gave us is just a projection on the general fund. 00:06:07
There are so many other pieces to this. I mean, there's the the jail. 00:06:11
There's the edit. 00:06:16
Which we know is short. 00:06:17
There's just a lot of other pieces here that I believe need to be looked at before we start with the money around. 00:06:20
And we need to understand how we're going to pay for some of these things coming up. 00:06:26
Before we start moving. 00:06:30
Indicate that she'd be willing to fill in some of those gaps for you or. 00:06:32
She did. She said that. 00:06:36
She would like to wait until the Legislature. 00:06:39
Has made some decisions and then give us a full update. 00:06:43
After that, because I think there's going to be some implications. 00:06:47
For the local levels of what's going on up at the state level? 00:06:51
So any specifics on that? 00:06:56
I, I don't know anything. I'm hoping to get some updates from page. OK, so legislatively you don't know what is going to be 00:06:59
shifted? I don't, I think a lot of it had to do with. 00:07:03
Municipalities and council or. 00:07:09
Counties. 00:07:11
Taking a hit, but I think a lot of that legislation's died. 00:07:13
But yeah, there's there's still a few. 00:07:19
Things out there for the. 00:07:21
26. 00:07:24
Budget year. 00:07:26
That, umm. 00:07:27
And some of its. 00:07:29
Some good changes we just learned in. 00:07:30
Our salary appeals meeting that there could be some. 00:07:33
Larger match for. 00:07:38
Prosecutor salaries. 00:07:40
From from the state. 00:07:42
As long as we meet certain guidelines, which we will. 00:07:45
So there there are some positives. 00:07:48
Out of the General Assembly too, that could be. 00:07:50
I just don't see any Russian doing anything and then not having the full picture. 00:07:53
I don't that's my. 00:07:58
There's there's no rush and I don't want to. I'm not going to drag this through the weeds tonight, but. 00:07:59
We know a number that we need to move. 00:08:06
And uh. 00:08:08
The public safety lit was put in to give us flexibility to. 00:08:10
Free up money within the. 00:08:14
General fund. That's why she's concentrating on the general fund. 00:08:15
Because. 00:08:18
That's where the funds need to be moved from. 00:08:21
Into the public safety lift, so we know about what that number is. 00:08:25
I I think that some of the numbers she used were wrong and could. 00:08:30
Greatly impact our ability to get to the 20% that we need to carry. 00:08:34
So I have a lot of questions still. 00:08:40
About the analysis and what needs to be done is, is some of her inability to answer that. 00:08:42
Just because DLG. 00:08:47
Won't rule on something one way or the other, or you just aren't going to know until no no, no. 00:08:49
Another one part of the the. 00:08:55
Fire district and territory discussions has revolved around having to present worst case scenarios and that type of thing because. 00:08:58
Anyway, this whole other issue but. 00:09:06
And I think that was a DLGF issue on that. 00:09:08
See any hurry? I mean we have till the end of the year to. 00:09:11
To move monies around we do need to appropriate. 00:09:15
The money that we're making. 00:09:19
The payments worth. 00:09:20
On the contract. 00:09:22
I don't see any hurry. 00:09:23
At all and then. 00:09:25
You want to speak to the health department financing as well? I mean, I know you've been. 00:09:27
Yeah. So we're advertising. 00:09:33
We're advertising for our March meeting. 00:09:36
Banned ban approval. 00:09:40
And. 00:09:43
That advertising went out today, I believe, Gloria. 00:09:46
So it'll be published Saturday in time for our. 00:09:48
March meeting for the approval of that that we discussed at our last meeting. 00:09:52
I wish we knew about some of these things that were being advertised. I am. 00:09:58
I'm still questioning why we're banning instead of just going ahead and bonding. I know the band. 00:10:03
Was done for the jail because there was a lot of remodeling that needed to be done and we couldn't go ahead and bond. But to me, 00:10:09
we've got. 00:10:14
Two sets of legal expenses, one for banding and then another one for bonding, and then we've got. 00:10:18
To float. 00:10:25
Bonds twice where you've got soft costs that we are going to. 00:10:27
Incur for the county twice when we do a band and then we do a bond and if I find misstating that. 00:10:33
I would love to know. 00:10:41
But I don't know why we wouldn't just go ahead and bond that building. 00:10:44
Knowing that, we're going to use the CARES Act money to do the remodeling of that. 00:10:48
Bonded. 00:10:54
2.2 million. 00:10:56
22.2. 00:10:57
Purchase price is 2.2 million. 00:11:03
This morning. 00:11:05
I think the hope was that there might be some chance of paying off the building. 00:11:09
Rather than having to issue the bonds. 00:11:14
And and so those soft costs wouldn't be incurred if in fact. 00:11:17
That takes place. Why would we want to use our cash on hand? 00:11:20
To pay for a building. 00:11:25
I mean, cash is king. 00:11:27
We need to. I'm gonna, I'm gonna, I'm gonna jump in here, OK? 00:11:29
Because we talked about this extensively. 00:11:32
And and there's no surprise that an advertisement was coming for a band because it has to be advertised. 00:11:36
I mean, I could have sent out an e-mail, said an advertisement is going to the Tribune today for a band. 00:11:41
But that's. 00:11:46
Necessary for a public. 00:11:47
Hearing on this type of thing which we talked about. 00:11:49
At great length and great detail in the last meeting. 00:11:53
And we talked about. 00:11:57
The benefits of a ban. 00:11:58
Over a bond. 00:12:01
For flexibility. 00:12:03
For not knowing what? 00:12:05
Exactly the renovation costs are going to be. 00:12:06
That's not going to be a part of the bond cost we're going to. 00:12:09
But those costs are going to be paid for with the CARES Act money. 00:12:14
We don't know that 100% because we don't know that renovations. 00:12:19
Are going to come in under that. 00:12:24
We think they are. 00:12:25
I mean, if it's more than. 00:12:28
How much is in the CARES Act? 00:12:29
1.1. 00:12:32
Yeah, wow. 00:12:33
And, and we believe it will, but we don't. 00:12:36
We don't know for certain. 00:12:39
And OK, I mean, maybe I'm the only one here thinking this down these this road. So if I am, I'll back off and. 00:12:40
So the feeling is to ban it. 00:12:49
Do all the legal work, ban it. 00:12:54
And then if you don't need it, just. 00:12:56
Abandoned. 00:12:58
Yeah, put out A5 year Max ban. 00:13:01
And. 00:13:05
You can always reverse yourself. 00:13:07
And you can always convert to a bond. You can always extend or pay off. Remember we that's what we did with the jail. 00:13:09
We spent a lot of time. 00:13:17
Working on bonds and bands and how much soft cost did we have last minute with the ban? 00:13:19
I know, but because Stan and I were there, we saved you a ton. 00:13:24
OK. I'm the only one going down this path, so I'm going to let it go. It it will work, it will. I just think there's going to be 00:13:30
additional cost. 00:13:34
Evolved when it comes time to. 00:13:38
To bond. 00:13:41
We are on the path, we are upset to debate as to whether that's the optimal path, but we are still on a path and we're on the time 00:13:44
for that day. 00:13:48
Do you have any? 00:13:52
Comments or concerns about that? I know you guys had a meeting earlier today. 00:13:54
With regards to how things are going, I know that during that meeting. 00:13:59
The board did commit to the $170,000, correct? 00:14:03
OK. 00:14:09
We were, you know, we were hoping for more money down the road, but. 00:14:10
Yeah, what was that money for? 00:14:17
That 170,000 is from the health department to help with the. 00:14:20
The remodel. 00:14:24
We can. We can put 10% away per year. 00:14:26
Or capital gate. 00:14:29
And that's what we did. 00:14:31
You know, we did that with the first two years and. 00:14:32
Now we're not going to have that. 00:14:35
Font. 00:14:41
Same rules as a Kune fund. 00:14:43
It's a public health safety fund basically and they can only use 10% for capital improvements. 00:14:45
So they're capped at that. And so they had 70 from 2020. 00:14:50
Four and 100 from 2025 that they committed to the project same principles as Kim fund. 00:14:54
10% one one time of year. 00:15:02
So that's where they are. 00:15:05
I'm happy to answer any of the questions. I was at the health department meeting, I think. 00:15:06
There is a little concern from Doctor Harris that the health department will not be involved in the planning process for the 00:15:10
building, I told them. 00:15:14
That the county is not intending to cut them out, that they are welcoming. Sure hope that the people that are going to be working 00:15:17
there will have a say in the planning. I've voiced that to them, to the entire board, and I told them to reach out to any 00:15:22
commissioner. 00:15:26
Council member for questions or input that they're welcome in any of your all's public meetings to give input as well. 00:15:31
It may help if they have a streamlined approach and floor plan that they're looking at instead of coming at you with seven or 00:15:39
eight different ideas, but. 00:15:42
Again, voice that that was not anybody's intent. There has been no bidding or. 00:15:45
Plans developed. 00:15:50
On any level. 00:15:51
County Council or commissioners at this point so. 00:15:52
We will be working closely with them. 00:15:55
When we put out the. 00:15:57
RFQS yeah. And I just want to speak to the implication. 00:16:01
That was made on that. 00:16:04
Number one. 00:16:07
When it comes to communication, I mean. 00:16:09
I never see anybody in this room would say that. 00:16:12
You send me an e-mail or a text and. 00:16:14
I've always responded to it, usually within 5 minutes or so of getting it. 00:16:17
You may not always get. 00:16:21
Full answer right away, or the answer that you like ever but. 00:16:22
I do respond. So for someone to say that we had kind of cut off communications just. 00:16:26
Not accurate. 00:16:32
I don't think. I think it's a. 00:16:33
Well, and so the other point to make is that. 00:16:37
Everybody up here. 00:16:41
As a fiduciary responsibility to make sure that that money is spent. 00:16:42
To maximal benefit to the taxpayer for us to turn over a blank check. 00:16:46
And not then have some sort of oversight is how problems happen. I don't know anybody up here that's going to. 00:16:51
Allow that to. 00:16:58
To go on. 00:16:59
That you're going to be overstaying it. Let me say that. 00:17:01
If you're going to like, actually make the final decision, that has to live by. 00:17:03
Everyone's feelings. 00:17:08
They can sleep well and that's insecure in that thought. 00:17:09
Yeah, I would comment that. 00:17:13
I'm sure there'll be an RFP for architectural drawings. 00:17:16
That's when they need to be involved, but we want this space for them or the. 00:17:19
Clinicians, we want this part for the. 00:17:24
Or the sewer department and help. 00:17:27
From what I understand, I haven't toured the building but upstairs is pretty much. 00:17:30
Good the way it is for the needed office space. 00:17:35
So the first floor would be some remodeling. 00:17:38
But I would feel confident that they would be have input. 00:17:41
With that, with those architects at that time. 00:17:44
Yes, ma'am. 00:17:53
Yeah. OK. Well, probably enough said on that and we're on schedule and. 00:17:56
Good things are happening, and it's probably going to be the nicest, most tricked out health department building in the state of 00:17:59
Indiana when it's all set up. 00:18:03
So here here. 00:18:08
There you. 00:18:10
Move on, I think. 00:18:12
Based on the schedule we have from Baker, Tilly and Barnes with Norberg, they're looking for you all to. 00:18:14
Agree to the plan of financing. 00:18:21
I think at this point so. 00:18:23
I guess I would ask for you all to vote on that. The advertisement was for I think 3.2. 00:18:25
Million ban again. I think the intent is if. 00:18:31
Or the the hope is that it can be paid off. If not, then it would be converted. 00:18:34
To a bond at that point in time, five years I think is what the are we paying the interest on it? 00:18:38
As we go or is it? 00:18:44
The address occurring. 00:18:47
I don't. I didn't attend girls meeting with. 00:18:49
Baker Tilly last week, so I apologize. I'm not sure what all you guys talked about with Tim Berry. 00:18:51
I'm sorry. He yes, Yeah, it was. It was. 00:18:57
Sorry as we go. I apologize. It was actually ahead. And how much is that? 00:19:00
And so I don't know if they've even finalized the details on that this point. I think they're evaluating all that stuff at this 00:19:05
point. We're just looking for confirmation that we're moving forward the ban at 3.2, the advertisements already gone out today. 00:19:11
Swift vote now. 00:19:18
You're not voting on. 00:19:19
Issuing the bonds at this point you're you're voting on moving forward with the financing and the plan of that financing. 00:19:22
Not actually committing to the bonds at this point. 00:19:29
So we're going to borrow 3.2 million. That's that's Max that that's that's what's being advertised. OK, Yeah, they made it heavy 00:19:32
for. 00:19:36
Well, actually if I recall that meeting he was very vague about. 00:19:40
Market conditions. 00:19:44
And he said he'd be a lot more specific at our March meeting, however. 00:19:46
What they want? 00:19:52
They don't want to waste their time. If we're not going to do a, we're not going to move forward anyway. 00:19:54
He's gonna bring back the terms at the marshmallow, is what I heard. 00:20:01
When we spoke last, he told us that it's all going to be based on 2.2 million. 00:20:05
And now it's 3.2. When did that change? I mean, it was based on our last meeting. It was based on a purchase price of 2.2. 00:20:09
The contract for the purchase is 2.2 million, but we will only borrow what we need. 00:20:16
Yes, correct. Yes. 00:20:21
But the advertisement had to include a not to exceed a Max amount because there will be, you know, there will be soft costs. So it 00:20:23
won't be 2.2, it'll be another, it'll be 2.3 at least. 00:20:29
Or 2.4? Probably 2.4. 00:20:35
Do you require questions? 00:20:37
From either these two bodies or both bodies today. 00:20:39
I think we'd be looking for a vote that you guys are moving forward that. 00:20:44
Pass. And obviously we've submitted the the advertising for that and you're not voting on issuing the bonds. The bond ordinance 00:20:48
has not been drafted. If they have your confirmation today, you're moving down that path. 00:20:54
Then bond ordinance will be drafted. But I think Crow Baker are sorry Crow and Barnes and Thornburg don't want to continue to 00:21:00
prepare stuff if that's not the path we're adding down. 00:21:05
But it's in actuality it's a non binding. 00:21:12
Boat or it is a binding boat. 00:21:14
And do you need it from the Council? 00:21:17
For that for the commissioners separately or both bodies think they're looking for both bodies to like jointly have a. 00:21:19
Consensus on what the path is since it's so it basically be a resolution. 00:21:26
To pursue this. 00:21:31
Right. Yeah. 00:21:33
An intention. The other thing that I've gleaned from the discussion was that interest was going to be payable. 00:21:34
And they were also interested in knowing. 00:21:42
The source of how that's the fun, yeah, I'm interested in that as well, is the general fund, Is it the edit fund? 00:21:45
I don't know. And I think you guys will be discussing that your March meeting. 00:21:53
Yeah, that's my understanding how many interests don't really be paid. 00:22:01
2.2 What's that? I said the interest alone could be paid from the CARES Act money on hand. I don't think that's the best source of 00:22:05
it, but. 00:22:08
Anyway. 00:22:12
I'm I'm prepared to make such a vote. I don't know how anybody else is or not. 00:22:14
I mean, we've looked at these. 00:22:18
Numbers and we've discussed this in 10 so let me let me speak a little bit before we. 00:22:20
Get into that. 00:22:25
I think there's kind of, there's a little bit of a misconception on. 00:22:27
The total soft cost like. 00:22:33
It won't be. 00:22:35
Will it be more if we do a ban and we convert in three to five years? Yes, there will be additional soft costs. It's not double. 00:22:37
Because the majority of bonds start off in a. 00:22:45
Banned situation. 00:22:48
That's to. 00:22:50
That's for flexibility, that's for. 00:22:52
A quicker response because. 00:22:55
Ban is is quicker moving. 00:22:58
Then the bond issuance is. 00:23:01
I I was told. 00:23:07
All parties involved that. 00:23:09
This is the cleanest. 00:23:12
Most flexible way to go. 00:23:15
And if we choose to bond it in the future? 00:23:17
After the projects complete. 00:23:21
We can take a look at that and if we want to, if we want to move to a bond, then we can. 00:23:24
We can do interest only. 00:23:28
We can. There's there. 00:23:30
Options. 00:23:32
Across the table. 00:23:34
For tailoring this how we want it. So that's why. 00:23:36
This path was identified as. 00:23:41
The best path to take? 00:23:46
For all things involved, because we don't have set final numbers on, I agree with you that it is the most flexible. 00:23:48
And the other thing was a timing perspective, but I can just. 00:23:57
Reiterate the fact that you know this property ended up. 00:24:00
I'm not sure if everyone's familiar with the property and what happened, but essentially the prior owner donated it to the 00:24:05
archdiocese. 00:24:08
In the archdiocese is turning around and selling it to us at the appraised value so that we hit all the elements we have to hit. 00:24:11
We entered into an intent to purchase with Archdiocese late last year so that everybody was on the same page before that 00:24:17
transaction and that donation occurred from the prior owner. 00:24:22
I am getting emails. 00:24:28
Frequently from the archdiocese wanting to know when we're closing. They don't want to hold the property, they don't want to 00:24:29
expend money maintaining it. Their intent was to take it and immediately sell it to us. 00:24:34
And so we are on a expedited timeline trying to get this thing closed. And so that also played into the fact that of wanting to 00:24:40
ban versus bond immediately, the timeline when I met with Mr. Sprigler, Mr. Lop. 00:24:46
It was made known to me that we weren't the only interested parties, correct? And I will tell you the first ICC attorney sent me 00:24:52
an e-mail this week saying if we can't close this thing immediately, that they're going to market it. 00:24:59
They may have some issues with our agreement if that happens, but obviously I my hope is that we can move this thing forward as 00:25:06
quick as possible to avoid even having to deal with us. 00:25:10
Thanks for that explanation that that helps. 00:25:17
That helps. 00:25:20
I'm not opposed to the project, but it sounds still vague. I'm like just told me a ballpark. What's these costs gonna be? 00:25:20
To go with this and then go potentially go to the bottom layer, I have no idea. Nobody's really I'm looking at total project. 00:25:29
Around 3.2. 00:25:35
That's 2.2 purchase 200,000 soft cost 800,000 No, I'm just talking about the the special cost that if we would go with this, this 00:25:36
financing, the flexible financing and then go to. 00:25:41
Bond later. What's the cost for those associated with those? That's what I'm trying to. 00:25:47
That's why I know that's what Denise is challenging. 00:25:52
We're not even giving a rough number. I don't. I mean, it's so vague. What is that? Well, the soft cost this time is 200. They 00:25:55
won't exceed that. 00:25:58
Next time. 00:26:03
Converting to a bond is not the same as. 00:26:04
Starting. 00:26:07
From the start, converting a band to a bond is cheaper than. 00:26:09
Doing about initially. 00:26:14
So to me 200,000 is a lot money. 00:26:17
So if this bond is still 150, that's and that's three fifty that I'm that's. 00:26:20
That's why it is, I think, our soft cost on the jail. 00:26:25
A little over $1,000,000 so it's. 00:26:28
Yeah, umm. 00:26:31
Attorneys are expensive. 00:26:32
Yeah, it's not all going. 00:26:33
I wish. 00:26:37
But to me, I look at this as just. 00:26:39
One more step along. 00:26:41
Pathway that we committed to. 00:26:42
When we sign the letter of intent. 00:26:45
So. 00:26:48
So we need a motion. 00:26:50
Well, I think we need to do these as separate bodies, correct? 00:26:51
I mean, the commissioners are going to need to vote out. We really don't ever vote as a. 00:26:55
Full body because the numbers may not. 00:27:00
Come out correctly so. 00:27:02
Yeah. So from the commissioners, I would look for a boat. 00:27:05
In support of the measure. 00:27:08
Committee Minister to. 00:27:12
The financial. 00:27:13
Purchase of the. 00:27:15
Building that we fitted to when we signed a letter of intent. 00:27:18
So moved. 00:27:21
2nd. 00:27:24
All in favor, aye aye. 00:27:25
Aye. 00:27:28
All right. Likewise I would look for the same. 00:27:29
Same language. 00:27:32
From the Council side that we're committed. 00:27:33
2nd. 00:27:36
We have a motion in a second. 00:27:37
All in favor say aye. 00:27:40
Aye, any opposed? 00:27:42
I'm voting for it because I want to move this along. I think we've made-up. 00:27:44
We've made a deal and we need to pay for it. So thanks for that explanation. All right, the administrative building update, we 00:27:48
briefed we're on schedule, our architect team is closing out their interviews and. 00:27:54
My hope would be that in the not too distant future, we're going to be. 00:28:01
Issuing some RFP's then for the remodel. 00:28:05
On which specific porch wasn't Susan two and four or three and four? 00:28:09
3 is not going to have a whole lot of modeling. 00:28:16
Right. Where do we have the long term leases that still need to burnout? 00:28:19
OK, so we're going to. 00:28:25
Be starting on. 00:28:27
3. 00:28:28
Yeah. And so. 00:28:29
Let's talk when we have a meeting tomorrow. It's Dale Davis. Let's. 00:28:32
Ask him to have something that you present at our next joint meeting so people can see where those plans are going. 00:28:36
We got through the 1st winter over there without any major surprises, right so. 00:28:47
I think I think it's. 00:28:51
We're doing well on. 00:28:54
So we're not at the point where they're drawings. 00:28:55
Or there are some very, very initial schematics, but those really need at this point now. 00:28:58
Fleshed out, but whatever we have, we're happy to. 00:29:03
Who's doing that? 00:29:07
The preliminaries are being done by our building representatives. 00:29:09
And also with Michelle. 00:29:12
Mitchell Allen. 00:29:16
Over those so but ask Dale tomorrow, it's time to go ahead. Just we can just e-mail and everybody up here and get those those 00:29:18
rough schematics out. 00:29:22
So the good news is there have been no surprises on that the the cost of the remodel, how is that being? 00:29:29
How are we paying for that? 00:29:37
Right now it's all going to be out of the the CCD funds. 00:29:38
OK, so. 00:29:43
That's that's the hope that there's enough there to drive that and we have a band and the interest on that band is being paid out 00:29:45
of there as well. We made a payment in February. 00:29:49
Earlier this month, right, We have one more later this year. So this year is going to be interest only on that. That's being paid 00:29:53
out of this ECB and there's enough for all of that. 00:29:57
Thus far, yeah. 00:30:02
And every and everything on that. 00:30:04
Initial. 00:30:06
CCV has. 00:30:08
Covered not only the Chase building costs, but also the ongoing. 00:30:10
Cost for pursuing studies on the judicial building. 00:30:15
Which leads me to #5. 00:30:20
Yeah. We also have the rent that comes in monthly that's covering a lot of the ongoing maintenance. 00:30:23
So and we get a report on that fund at some point too. I mean that's. 00:30:28
Right now it seems to be covering the expenses. 00:30:34
And giving us a little cushion. 00:30:37
Having said that #5 the judicial building brief update and possible options for financing, I mean, it's really boiling down to one 00:30:40
of three options. 00:30:44
I either. 00:30:51
Purchase of. 00:30:52
Real estate, umm. 00:30:54
Downtown that can be remodeled and I'm not going to get into that further at the moment, but we have leads. 00:30:55
Or. 00:31:01
A total rebuild, which would be. 00:31:03
The best case scenario at this point in time, the one that's most promising to our. 00:31:05
Our team seems to be. 00:31:10
Taking down the Dins in your building from the Sally port. 00:31:12
North. 00:31:16
And rebuilding the four or five story building. 00:31:17
Or. 00:31:22
Staying where we are and just trying to remodel year by year that's. 00:31:23
Least expensive way, Obviously so. 00:31:27
I'm at a point. 00:31:32
Where I know that? 00:31:33
Whichever of those 3 routes we go. 00:31:35
We're going to need. 00:31:37
Additional revenue from the CCD. So I believe the commissioners are going to have on our next agenda. 00:31:39
The initial. 00:31:46
Public, uh. 00:31:47
Introduction of. 00:31:48
Raising that rate. 00:31:50
From $17.00 per $100,000 net assessed value to $34. 00:31:51
For $100,000 net assessed value which would take it to the the Max which is what? 00:31:58
Almost every state in Indiana that has that on the books has that at the Max. That would bring in roughly an additional. 00:32:04
850,000 a year based on. 00:32:10
What the CCB brought in. 00:32:13
This past year is projected to do. 00:32:15
And that 850,000, if everybody said that's it, we can't stomach anything else then. 00:32:17
That would probably need to be dedicated to ongoing. 00:32:22
Remodel of the existing county building. I don't know how far we can limp along. 00:32:27
At that for a year, but. 00:32:31
Might get through my lifetime, I don't know. 00:32:33
Then someone I go I guess. 00:32:36
My projected lifetime. 00:32:38
But if we go with either of the other two, it would at least. 00:32:40
Put a big dent in the financing. 00:32:44
Of that and. 00:32:46
I won't even guess cost it at present other than I would tell you a new build at Denzinger would probably cost. 00:32:49
Twice as much. 00:32:54
As acquiring existing real estate remodeling so that's. 00:32:55
My number one hope to be able to present everybody. 00:33:01
And I've told all the players that really are. 00:33:04
Fisher cut bait. 00:33:06
Date on this is really late in March. 00:33:09
So I think we need to bring these numbers to the table and as a group come together and decide which way we're going to go. 00:33:12
This spring and. 00:33:19
And so we can dedicate ourselves to one of these pathways and move forward. 00:33:21
I don't know if Jason or Frank have anything they'd like to add about the. 00:33:25
The CCD part of it, or where we are with things but. 00:33:30
It's still in review, I mean. 00:33:34
You know, there's a lot of options out there. 00:33:37
So I just want. 00:33:40
Make sure that whatever we go forward doing. 00:33:43
That it's not burdening. 00:33:45
The county with operational costs that never go away. 00:33:48
Yeah, I agree. You know, I mean, we know this is a need. This isn't a want, This is a need. 00:33:55
And at some point it needs to be addressed. This is what the best pathway moving forward is going to be is yet to be determined, 00:33:59
but I. 00:34:02
At some point here in the very near future, action is going to have to be taken so. 00:34:08
Yeah, correct me if I'm wrong, but I think you're referring to probably transport cost and you wanted to keep people as close to. 00:34:13
You know, we averaged when I was there, we average moving 500 a month. 00:34:22
That's a lot of people that you're moving. 00:34:30
So, umm. 00:34:33
You know, could some of those be zoom though? 00:34:35
Because we do a lot of zoom. 00:34:37
Should they allow it if the if the inmate is good with it? 00:34:39
We did a lot of Zoom hearings. 00:34:42
For like initial hearings mainly, yeah, mostly the trials. 00:34:44
I mean, they don't have. 00:34:49
Trials, but I'm talking about pre trials, bond hearings, those type things. Vanderburg County I'm. 00:34:50
I'm constantly on the phone in court in Vandenberg County and. 00:34:55
Yeah, I'll, I'll be having my earbuds in for two or three hours waiting for them to. 00:35:00
Call my case so well, it's definitely being taken into consideration and I can guarantee you whichever those three we would go 00:35:05
with. 00:35:10
The transportation issues would be much easier than what they were Speaking of a couple of years ago when they were talking about. 00:35:15
Going from the jail to Grant Line Road and back. Oh, you know, I definitely agree with you now. 00:35:22
Yeah. So one other thing I want to bring up, Frank, I think you talked about this at one point, not. 00:35:26
Too long ago is. 00:35:33
Maybe we should look at the federal building again. I mean, we're in a different environment than when we looked at that two or 00:35:35
three years ago and. 00:35:38
It's right there. 00:35:42
So. 00:35:45
I don't know if anybody, I may still have the emails where we federal government was wanting to cut costs. So yeah, I heard that 00:35:45
too. The last time we spoke to them, yes, it was different. 00:35:51
Administration that was in there and. 00:35:57
I think we've gone through Todd Young's office to kind of get that discussion going, but you can certainly access it through Jim 00:36:00
Banks office or Aaron Houchin's office and and see what they're doing. I will say that. 00:36:05
You could incorporate that space. I don't think that space alone is sufficient for our needs, obviously, but it could certainly 00:36:12
decrease the. 00:36:15
Cost of a new build out, yes. Or it could facilitate transport. I completely agree. Yeah, that way, Yeah, yeah, yeah, OK. 00:36:19
And then the old Vincennes Rd. slide update. 00:36:27
Again, we talked about this at our last Commission to me, but just trying to get this out there as much as we can. Old Vincent's 00:36:32
Road between Captain Frank and. 00:36:36
Ori are going to be is going to be closed beginning March 3rd, probably for. 00:36:40
Through October. 00:36:44
Early November for. 00:36:46
Repair of. 00:36:48
The major slide issue that's occurring on at least four of those terms through there. 00:36:50
So the hope would be by November, it's going to be. 00:36:55
All corrected, all smooth and all repaid between Kevin Franklin. 00:36:58
Quarry and. 00:37:02
The engineers. 00:37:04
Have been out there. 00:37:06
Well, I got a report from there today too. Everything's on track. 00:37:08
So but March 3rd the designated detours have been posted and I know it's going to be an inconvenience. 00:37:12
I also want to go on record as saying that the commissioners had nothing to do with taking away the turning left at the top of old 00:37:20
wind sins on the 1:50 with the closure of the median. I've already been getting a lot of phone calls on that. 00:37:25
Repeat. We had nothing to do with that. 00:37:31
That's in dot. Maybe we need to give just a central 1800 number. 00:37:34
So that people can can call in dot on that one. 00:37:38
So. 00:37:41
That the same. 00:37:42
Time that. 00:37:44
Old Vincennes is closing March 3rd. 00:37:46
So. 00:37:50
Fun fun. And they're redoing the bridge on 150. 00:37:52
Yeah, there at the end of open site. Yeah, that area is going to see a lot of work in the next. 00:37:56
You need to either go Georgetown. 00:38:03
Or the bounce. 00:38:06
OK. If there are no questions on that, then we have Diana. 00:38:08
Talking, do you have? 00:38:13
Mostly, it's just a quick. 00:38:19
Quick update. 00:38:20
Everyone knows annual financial report is due the last day of February. 00:38:22
So the last month and a half, Gloria and myself have focused a lot on that along with. 00:38:26
Everything else that we oversee and take care of. 00:38:31
You all will all be receiving a copy of the AFR along with the updated capital assets report and your emails on Friday. 00:38:34
The due date. 00:38:42
For that report to be filed is Friday. Was hoping I would have it filed today but I'm waiting. 00:38:43
A response from the SBOA on how to. 00:38:48
Correct for funds that we cleaned up. 00:38:51
Last year in zeroed out that had actually been no longer valid funds as far as the state was concerned that we were actively using 00:38:53
and carrying monies in that I found during. 00:38:58
Last year's AFR. 00:39:03
Gateway does not want to accept the reporting of zeroing those out right now, so I'm waiting on the SOA to let me know how to fix 00:39:05
that so that I can finalize your old report. I will say that once again. 00:39:10
Our department heads came through really strong and very quickly for me on updating their capital assets report for 2024. 00:39:16
I cannot tell you how thankful I am that all of them are willing to work with me on that. 00:39:25
Especially since it's something that's kind of. 00:39:29
Been started and stopped and started and stopped as long as I've been aware of it, and last year was the first year we were 00:39:32
actually able to complete it, file it and update it. 00:39:36
I know you all saw last year's report where it actually increased our county value by $10 million. It did increase our county 00:39:39
value by two million this year. 00:39:43
Only because the new building, the chase building, the admin annex, whatever we want to call it, is not technically owned. 00:39:47
By the county. So even though it was purchased in 2424, I cannot add it to our gateway. 00:39:54
That's it for now, so watch your emails Friday, you'll have some. 00:40:00
Lots of fun information and then if you have additional questions. 00:40:03
OK. 00:40:07
All right, any. 00:40:10
Comment from the gallery today. 00:40:13
No point holding back now. 00:40:19
I don't see any any. 00:40:23
Anything from around the table. 00:40:25
No. 00:40:29
We don't have as much public here today because. 00:40:31
We've not been fighting as much. 00:40:33
There are grievances published. I don't know. 00:40:39
I appreciate everybody being here again. I find that. 00:40:42
These meetings are very important in keeping. 00:40:45
That's all on task and it facilitates communication. 00:40:47
I know that we all can't get to everyone of them, but I'm grateful that most of us can get to most of them. 00:40:51
So I'll look for a motion to adjourn. So move second. All right, all in favor. 00:40:56
Aye. 00:41:02

Aye. 00:41:02
