How's the? 00:00:01
Floyd County. 00:00:03
Council, if you'll please. 00:00:05
Rise and join me in the Pledge of Allegiance. 00:00:07
I play the allegiance to the flag of the United States of America. 00:00:10
And to the Republic for which it stands. 00:00:15
Nation under God, indivisible, with liberty and justice for all. 00:00:17
All right, kind of a busy agenda of any of these are placeholders. 00:00:24
On the agenda or there? 00:00:27
For new information so. 00:00:29
Be very, very brief, someone we just. 00:00:31
Went into kind of an hour deep dive on. 00:00:33
But we'll revisit. 00:00:36
All these items on the agenda you could probably. 00:00:39
We put them out. 00:00:41
Cup and scramble up and pull them up one at a time because. 00:00:43
They're not listed with regards to any sort of agenda or importance. 00:00:46
Where we have new information, we'll utilize it. 00:00:50
Stan Heil is going to join us talk a little bit about the wheel tax. We do have a little bit of new information on. 00:00:54
On that, it does appear that Indianapolis is going to mandate some sort of wheel tax being in place. 00:00:59
If we as a county want to get our full match on the community. 00:01:06
Crossing funds. 00:01:09
Now, before we start that, I make a motion to approve the minutes from our last meeting. Thank you. 00:01:11
Anybody opposed? We're all in favor. 00:01:18
Great. All right. Thank you. 00:01:21
Mr. Heil, thank you, Sir, and thank you for allowing me the opportunity to talk. 00:01:27
The wheel tax obviously was addressed at the I attended the ASC conference with. 00:01:31
David Byrne. 00:01:36
His legislative representatives. 00:01:37
They I sent a sketch presentation to you to actually kind of encompass. 00:01:40
What was shared at that time? 00:01:45
And as you saw it, there's a. 00:01:47
A lot of movement. 00:01:51
With regards to funding county operations and revenue sources. 00:01:53
The reduction in property taxes or the. 00:01:58
Property tax reform combined with. 00:02:01
Support for. 00:02:04
Local income tax reform. 00:02:06
The wheel tax itself, it also came with a caveat of legislative action that's. 00:02:08
Probably still rolling at the. 00:02:14
As we are speaking today, I did reach out to the representative. 00:02:16
To try to get some clarity, obviously he is. 00:02:19
They're pretty tied up at the moment, but. 00:02:23
I think we need to have a discussion regarding that wheel tax. 00:02:25
Because of its impending impact to community, correct? 00:02:29
Community Crossings grant funds. 00:02:32
It's estimated that we and Floyd County potentially could receive up to well over $800,000 in community. 00:02:36
Crossings grant support. 00:02:43
Just by ensuring that we have the wheel tax in place. 00:02:45
So. 00:02:51
I think that's what. 00:02:52
Commissioner Knable wanted on the agenda. 00:02:54
Have these discussions that we know what we have in place to be able to move from. 00:02:57
Does that require just a minimum? I know there's a range of the bill taxes. 00:03:02
Just a minimum or is it the higher the tax the more you make it in return? 00:03:07
With regards to the Community Crossings grant now, I believe this just. 00:03:11
Long as it's in place. 00:03:15
That's the funding potentially is going to be available for us at that. 00:03:17
Roughly $800,000, but we're not sure whether or not it's going to be. 00:03:21
Prorated or not because we. 00:03:24
We haven't seen the final form of it yet. No, Sir, absolutely correct. Yes, Sir. So can you talk about the will tax a little bit? 00:03:27
What is the minimum? 00:03:30
You're not prepared for that. 00:03:36
They haven't stated a quote UN quote minimum. I think the standard is reference $25 per vehicle be divided by wheels and we're 00:03:38
also exploring. 00:03:42
To make sure that we can give concessions to agricultural equipment if at all possible. We're aware of that and would like to do 00:03:46
that. 00:03:50
We don't know what latitude. 00:03:54
Will or won't happen with regards to minimums versus maximums, whether they've been prorated or not. I just want to let you guys 00:03:56
know what we know at this point in time. 00:04:00
But. 00:04:04
There's general agreement among us, unless I'm wrong, that. 00:04:05
It would be very difficult for us to give up that $800,000 because that's a very large. 00:04:08
Percentage of our. 00:04:12
Or paving? Yeah, what? And that is used for paving. And I, you know, I think we should make that clear for the public to 00:04:14
understand that 800,000 is for paving. 00:04:19
So, umm. 00:04:24
Is it the Council or the Commissioners who put that tax in place? 00:04:25
About. 00:04:30
Council by September. 00:04:34
Thank you. 00:04:35
I have a question. 00:04:36
Look retain sales funds from the will tax the county to the state. 00:04:38
The cabin, those funds are retained in the state, I mean in the county. 00:04:43
Yes, Sir. 00:04:47
And we need to understand how much that's going to generate. 00:04:49
So that's another page. 00:04:53
Question. 00:04:55
And also there are probably you know. 00:04:59
Restrictions on how that can be spent. 00:05:01
Sure. Well, so. 00:05:03
Yeah, lots to work with. 00:05:05
Yeah. 00:05:08
OK. 00:05:10
So probably not much more to say about that. We'll keep you posted as we get information. But yeah, the deadline, we don't want to 00:05:11
miss that deadline. 00:05:15
Will be another year behind. We should probably just make sure we put that on the agenda for every. 00:05:22
Count my opinion for every council meeting until we get an answer. 00:05:31
To how we're gonna. 00:05:36
Approach that because it's that important. 00:05:38
Yes, absolutely. Because there's also that you got to back that up for advertising, all of the right, exactly. So it's not 00:05:40
September, it's probably sometime in early August that we need to make a decision in order to get everything. 00:05:46
In place and while the advertising in. 00:05:53
Notify all the other. 00:05:56
Entities, if that's what we've got to do, I mean, it's, it's not just, it's my assumption that early August is going to be a very 00:05:58
busy time frame for the council, OK. 00:06:02
So I'm wondering out loud. 00:06:08
So if the county passes the wheel tax. 00:06:12
Sorry if the county passes a wheel tax the city get. 00:06:16
Percentage. 00:06:20
But if you look at the local income tax reform, that's also been presented. 00:06:22
David Butter from ASC also said. 00:06:29
This has taken a completely different look than the. 00:06:32
Way that we have. 00:06:35
Always done business. 00:06:37
So this is a brand new. 00:06:39
Legislative reform, even when it comes to the bill tax. 00:06:41
And the distribution of the collected funds so? 00:06:44
I think we need to take a real deep dive here. Take a look at how they're going to distribute. 00:06:47
What they're doing in. 00:06:51
Local income tax reform is pushing a lot of the responsibilities back on there. 00:06:53
County Council. 00:06:57
As the county adopts taxes in the future. 00:06:58
That money is strictly. 00:07:01
County adopted anything with the city, they'll have to adopt their own. 00:07:03
And all of this amplifies out to each of the taxing districts, so. 00:07:08
In this reform, there is a. 00:07:12
A wealth of. 00:07:14
Of information and. 00:07:16
Change that I think we all are going to need to take a real deep dive into. 00:07:17
Get a great firm understanding, or at least a base understanding of. 00:07:22
What it's going to look like. 00:07:26
Impacts. 00:07:28
To the county. 00:07:29
Moving forward, especially with all of our revenue sources. 00:07:30
Sounds to me right. 00:07:36
Age is going to address as well in June is how this how the distributions are changing and allocations are changing and all of 00:07:37
those things. 00:07:41
And stand up and correct me if I'm wrong, but from what I have read, these adjustments are going to happen over the course of the 00:07:44
next three. 00:07:48
Years. I think there's even a local income tax that we currently have that will phase out completely by 2028. 00:07:51
That, that, yes, ma'am, that's correct. There it's going to be. It's technically phasing in from 20. 00:07:57
26 through 28. 00:08:03
Which one of the local income taxes do we have that? 00:08:07
Thank you. What's my understanding that? 00:08:14
That other Lids are going to have to be reestablished after 2028 as well. 00:08:17
So my question. 00:08:22
For that is, is that if it? 00:08:23
This is implemented before that time frame. 00:08:25
Would have to be reimplemented afterwards. 00:08:28
The legislative comments were was that quite? 00:08:31
We asked that question. 00:08:34
Is that each year any kind of local income taxes that are adopted by? 00:08:35
The body has to be. 00:08:40
Reconfirm every calendar year. So yes Sir. 00:08:41
Thank you. Which which also brings up another point about bonding with LIT dollars. 00:08:44
So and and we can only bond. 00:08:51
25%. 00:08:53
Of the lip dollars that we bring in is what I think I've read. 00:08:55
So far I do think it's very important for all the council people to get. 00:08:59
To some kind of. 00:09:05
Understanding of. 00:09:07
Of this and I know that we work with bacterial and pages putting together a presentation for you, but I also spoke independently 00:09:09
to date about David Baddar. 00:09:13
He offered and extended the opportunity if the Council so wishes or the Commissioners. 00:09:18
To come down and meet with Floyd County to have an in-depth discussion regarding. 00:09:23
His knowledge and his. 00:09:28
Is understanding of a lot of this reform as well so. 00:09:30
We can't pass up. 00:09:36
Yeah, yeah. But. 00:09:37
Can we just have him down for the next joint meeting that we have? 00:09:42
How do you think? 00:09:47
Whenever you think would be most appropriate. 00:09:50
We could. 00:09:53
Based on his calendar I would imagine. 00:09:55
We'll reach out. 00:09:57
Yeah, if you'd like to let me know or if you want to reach out to him directly or even one of his legislative aides. 00:09:59
OK, we can change our date. Thank you. 00:10:08
All right. Item 2 is the cumulative bridge tax increase. That's really a placeholder. 00:10:11
We didn't complete any bridge restoration between. 00:10:16
The last meeting today. 00:10:19
So the need has not gone away. And again, that's a reallocation. 00:10:21
Rather than the. 00:10:25
An increase in just being coming on. 00:10:26
The Council to. 00:10:29
Try to have us an extra sliver of that that particular pie. 00:10:30
And again, that's something that's going to look at formally. 00:10:34
So it's it's just another. 00:10:40
Piece of the puzzle that has to be put in place whenever we start. 00:10:43
Looking at how we're going to allocate dollars in the budget, it's just another. 00:10:47
Oh man. 00:10:52
There's probably 100 pieces to this puzzle at this point, ever shifting. 00:10:53
Bit creepy. 00:10:58
Give us an update on. 00:11:00
Blackstone Mill Bridge. 00:11:03
You're welcome. 00:11:06
This Bridge 51 blacksmith. 00:11:08
Blackstone Mill Bridge. 00:11:10
First, the replacement project. 00:11:12
Our consultants have submitted their stage threes to for approval. That was. 00:11:16
On timeline to get the September wedding. 00:11:21
There's a lot of confusion out there, so I want to really. Yeah, I'm gonna. 00:11:26
Try to go through football. 00:11:29
Yeah. So that is the the new bridge project. 00:11:31
I believe you all are aware that we had significant cost increases on that. 00:11:35
Estimate uh. 00:11:40
From roughly $5,000,000 construction cost to. 00:11:41
$8 million construction cost, not including the inspection. 00:11:45
Total construction and construction inspections probably closer to 9 million. At this point, we won't know the final. 00:11:50
Total until it actually goes to bid. 00:11:56
As a result of that. 00:12:00
We have been engaged with. 00:12:02
Crow and. 00:12:06
Brad being on this group. 00:12:10
To discuss. 00:12:12
Ban option for financing that. 00:12:13
We've also been in discussions. 00:12:17
Kipta, the MPO. 00:12:19
To see if we could increase federal funding. 00:12:21
For that project. 00:12:25
They have committed to increase that. 00:12:26
Roughly 2 1/2. 00:12:30
$1,000,000 in federal funding could be additionally available for it. 00:12:31
So our local match. 00:12:36
Could be between 2 1/2 and four and a half million. 00:12:39
Dollars for this project and we really won't know. 00:12:42
We're sure, and that's why we're looking at the ban option. 00:12:46
For that. 00:12:50
I think Christy and. 00:12:52
And Tim and their their teams will have a schedule together for that. 00:12:54
We will need to have. 00:12:58
The funding available. 00:13:00
Within 30 days of the letting. 00:13:01
So we're trying to get ahead of that schedule for all. 00:13:03
So again, that's. 00:13:07
Fantastic news, potentially because. 00:13:08
We've been working under the. 00:13:11
Paradigm, but we needed to come up with a million. 00:13:14
And then we jump from that. 00:13:16
4 million, but now it looks like the fits. 00:13:18
Might very well. 00:13:22
Honor that, 8020. 00:13:23
Match up to the. 00:13:25
Total of 8 million Kip the Kipta region. Other communities in southern Indiana recognize this as a critical regional project. 00:13:26
And so then. 00:13:35
We have found ways to try to divert funding to this project ahead of other projects. 00:13:37
Being a little modest because his ongoing negotiations with him have been interval. 00:13:42
Closing that gap. 00:13:47
Yeah. 00:13:48
I don't know if there's any possibility of this, but I'm just gonna. 00:13:50
Throw it out there. The ready monies that are out there, they're already all. 00:13:54
Assign the ready money. 00:13:58
You know, they're already all assigned. I mean, this to me is a regional project. 00:14:01
Which I think the ready money could have been a perfect. 00:14:06
Fit for something like this, but I think it's. 00:14:11
It's too far gone. 00:14:14
To get any of that. 00:14:16
So. 00:14:18
I don't think that's an option. 00:14:20
Right. And that's, but that's a hindsight call because for the last three years we were. 00:14:22
This is a $5 million project. Everything is covered. Everything is covered. 00:14:27
So and those monies were already. 00:14:31
Allocate this and. 00:14:34
Irrevocably so, yeah. 00:14:35
Yeah. 00:14:37
The only other thing, if I could add that would just be our last discussion, the Endless, to try to approach this as a banned 00:14:40
thought process. 00:14:43
Go ahead and implementing the ordinance from the Council's perspective like we did the Grant Line Rd. project and up to. 00:14:46
That 4.5 in the ordinance that way we have flexibility as we go to to market with the band then we can pull that back like we do 00:14:52
with the Grant Line Rd. project for what the need actually will be. 00:14:57
Just kind of a timing perspective, we've told. 00:15:03
Grow. We want to have this. 00:15:06
Out probably the end of August was what our discussion was so that we have the timing. 00:15:09
And we're not. We want to make sure we have the money before. 00:15:15
That 30 day deadline, we don't want to run into any, definitely don't want to slow the process down. So we are keeping them 00:15:19
moving. I expect and hope that. 00:15:22
Your June agenda for the council will have that ordinance ready to go as my hope again. 00:15:27
With the thought process being an up to $4.5 million number. 00:15:33
Where we can pull back on it or potentially utilize it for another bridge if the if. 00:15:36
If we have that extra money, if the money if the. 00:15:42
Bidding comes in less than a number and we decided to forward that whole number. 00:15:46
So just to add to that so you all are aware. 00:15:50
The other bridge that she mentioned. 00:15:53
So we want to have some flexibility in the band. 00:15:55
We have bridge 27 that is critical to replace. 00:15:58
Within the next year or so. 00:16:02
We were looking at. 00:16:05
Obtaining some community crossings money for that. 00:16:07
So we would be. 00:16:10
On the look for about half of the cost if we could. 00:16:11
Obtain the Community Crossings money. 00:16:14
Right now estimates for that replacement. 00:16:16
$2,000,000. 00:16:19
So we just wanted to have. 00:16:20
The flexibility. 00:16:22
Potentially there. 00:16:24
Nick, can you tell me where that's located? 00:16:25
That's the George. 00:16:27
Bridge numbers. Georgetown. Greenville. 00:16:29
Bridge. 00:16:32
Georgetown, Greenville Rd. 00:16:34
Then another segue for you is that the last part of the new bridge construction project is a demolition of the old bridge. 00:16:37
Yes, that is. 00:16:44
Yes, that is included in the. 00:16:46
The federally funded bridge replacement project. 00:16:48
So that demolition is included. 00:16:51
Project and will occur. 00:16:53
End of the project, that's probably. 00:16:55
Well, certainly. 00:16:59
Have the existing bridge open. 00:17:01
While the. 00:17:03
New bridge is being replaced and that will segue into. 00:17:04
The dam and bridge I gave you all. 00:17:08
Brief update on the dam. 00:17:11
Removal. 00:17:12
The status of that is the same. 00:17:14
Our consultant is obtaining the necessary permits. 00:17:16
Expectation is that we will have those. 00:17:20
By the end of May. 00:17:23
And he believes that. 00:17:25
They can take the dam out and reestablish the bank. 00:17:26
A week, 510 day time periods so relatively quickly. 00:17:30
We have engaged and requested quotes for the. 00:17:35
Existing bridge repair. 00:17:39
To get that. 00:17:41
Operational, we will have to amend. 00:17:42
Some of the permits that we are obtaining currently for the dam removal to include that bridge. 00:17:45
Repair work. 00:17:51
That should also be a relatively quick. 00:17:52
Project once it is. 00:17:54
Fully permanent. The bank reestablished. 00:17:57
So your best guess, I'm not going to hold you to this because. 00:18:01
There's too many variables. 00:18:05
Just so I can tell the. 00:18:07
40,000 people that keep asking me about the bridge being open. 00:18:09
We're mid June. 00:18:13
No, I would. I would say July is probably a good time. 00:18:15
OK. Yeah, conservatively, I would say. 00:18:20
Summer, but I think. 00:18:23
If things roll correctly. 00:18:24
Could be open in July. 00:18:27
And I'm gonna get a little more. 00:18:28
Granular is. 00:18:30
Say because. 00:18:31
We get a lot of questions about this, but. 00:18:33
All of Floyd counties. 00:18:35
Application for permits are done. 00:18:38
Our work is done. 00:18:40
Of the permitting process. 00:18:42
What time we are waiting to hear back. 00:18:43
From Indianapolis on that. 00:18:45
Right, we have submitted what we need to have to. 00:18:47
We will have to. 00:18:50
Construction. Whoever we. 00:18:52
Have to do the construction, We'll have to submit to the addendum. 00:18:55
For whatever repair work that. 00:18:58
It's necessary for the bridge. 00:19:01
Necessarily submit until the bank is reestablished and just again. This is all part of the public record already, but. 00:19:04
The dam removal cost is $200,000. 00:19:12
150,000. 00:19:15
Has been pledged with private donations. 00:19:17
We're not going to get the name of the donors out yet because I don't know whether or not they want to be known publicly or not. 00:19:20
We're covering 50,000 that from the county. 00:19:26
So it's a pretty good. 00:19:29
Coverage on on that end. 00:19:30
We hope to have estimates on what the bridge will cost to repair the old bridge. 00:19:33
Next week so we can hit the ground running then. 00:19:38
We get approval on that. 00:19:40
We have one other wrinkle in that as well, which is the. 00:19:42
Property title. 00:19:45
And uh. 00:19:47
Again, we. 00:19:48
Have possession of that property where the dam is but not. 00:19:49
Title to it. 00:19:52
We do now have the Floyd County title. That corridor was signed this week. I'm going to leave this meeting, go record that. 00:19:54
So we do now have complete ownership of the fully county side. 00:20:01
There was a hearing or is a hearing set for next week on the Clark County side about the one remaining partial that we're dealing 00:20:05
with. 00:20:09
And that was moved back court. 00:20:13
Order yesterday from Thursday to Monday. So I'm hopeful Monday that we will have an order of ownership. 00:20:15
On that parcel. So that's to be determined, but that's the last piece. 00:20:22
So then we're doing everything that we can. 00:20:27
We've done everything we can. 00:20:28
On our end of it. 00:20:30
Yes, that is correct. We're just waiting. The court in Clark County decide to set a hearing. 00:20:31
That's his right to do that, so we will go to that hearing next week. 00:20:35
And ask for that title to be transferred to us so nobody wants the old bridge open. 00:20:39
More similar to people in this room. 00:20:46
So it's been. 00:20:50
A lot of work it's been. 00:20:52
I think we're ready. 00:20:54
To to really take off this thing. 00:20:56
So anyway, yeah, I would hope. 00:20:58
Hope sometime in July, but we'll see. 00:21:00
Nick, thank you. 00:21:03
All right, administrative building. 00:21:06
Update We do have a formal matter that. 00:21:09
Commissioner. 00:21:11
Just convene and have a vote on this issue ourselves right now. 00:21:13
You have to prepare the full County Resolution 2025-10 regarding bids for 120 W Spring Street. 00:21:17
Upgrades furniture and signage. 00:21:24
This is just. 00:21:26
Empowering the. 00:21:31
Envoy to go forward with the bid process. 00:21:33
Bid acquisition process. 00:21:36
Yes, this is the. 00:21:37
Resolution. 00:21:39
That you spoke of. 00:21:41
In terms of obtaining the bids. And so the resolution is just very clear and that is that we're going to follow. 00:21:43
Statutory guidelines. 00:21:51
With regards to doing this. 00:21:53
So that. 00:21:56
The bids will be taken. 00:21:58
The bids will be sent in to the commissioners. The commissioners will open those at a public meeting. 00:22:00
The commissioners will then take. 00:22:06
Those under advisement. 00:22:09
In consultation with Envoy. 00:22:12
Review all the bids. 00:22:15
And then? 00:22:16
And then come back and do the job and the business that. 00:22:19
Commissioners do. 00:22:23
In terms of. 00:22:24
Improving beds have been following. 00:22:25
OK. There are no questions from Rick on that, all the promotion. 00:22:27
Improve that resolution among the conditioners. Yeah, I'll make the motion to approve Floyd County Resolution 2025-10 regarding 00:22:30
bills for 120 W Spring Street upgrades, furniture and signage. 00:22:35
Second, all in favor among the commissioners? Aye, aye. 00:22:40
All right. Thank you. Great. 00:22:45
The administrative building update, the judicial building update. I just want to circle back around to Matt's question about 00:22:48
having all services. 00:22:51
Under as few roofs as possible. 00:22:56
So we have been looking at the county's real estate portfolio and. 00:22:58
Like everything else, lots of moving parts, but the Chase building is allowing for a lot of the. 00:23:03
Taxing units that don't have to be right there with the courts to expand over there we hope to have. 00:23:08
Some of those. 00:23:15
Offices open by the end of this year. 00:23:17
Is the timeline more? 00:23:19
We're looking to relocate. 00:23:24
The services offered at the Pine View Center. 00:23:26
Elsewhere, hopefully. 00:23:30
By this time next year. 00:23:31
And again. 00:23:33
Speaking for the three of us. 00:23:35
Incorrect. Let me know, but the hope would be that. 00:23:37
This building is on the market. 00:23:40
And or sold by this time next year. We're just looking for. 00:23:42
Right now, the first step is where do we put? 00:23:45
The folks that aren't here, Commissioner? 00:23:48
Luke referenced earlier, we just found out yesterday there's about 6000 square feet of storage needs that we need to read. 00:23:50
Locate as well, but we feel like that can be done. 00:23:56
Much less expensively elsewhere than within this building. 00:23:58
So I don't know if you. 00:24:02
Want to discuss that any. 00:24:03
Further, but some of those offices, some of the services will be going to. 00:24:05
Perhaps Nova? 00:24:11
Buildings out there and then we also have the health department building which we're closing on 1st we can. 00:24:12
June and that second floor is going to house. 00:24:17
Accounting engineer planning the development. 00:24:20
Probably the coroner's office as well. 00:24:24
So when you put all the services under as few roofs as possible, you're really talking about. 00:24:26
The courthouse. 00:24:32
Form that takes. 00:24:34
The Chase Building. 00:24:36
The Annex, if you will. 00:24:38
The Health Department building. 00:24:39
And the Nova Park are the largest resources we have. 00:24:41
To part people. 00:24:44
Right now so. 00:24:46
Jason Frank, you have any thoughts on that or discussion? 00:24:47
My first thought is that the City County building is going to be remaining the way it is for a few years. 00:24:51
We might be able to expedite. 00:24:59
Emptying this by moving whatever is left. 00:25:02
Down there, which would be probably us being on the 3rd floor down there, yeah, or whoever move them down there to the empty 00:25:06
floor. 00:25:10
Which I say temporarily, it'd be a few years. 00:25:15
But we should be able to do that. 00:25:18
And get out of here quicker. 00:25:20
Put this in the market. 00:25:22
And yeah, move this type of thing down. 00:25:24
CS down there? 00:25:28
We could. We could start having our. 00:25:30
Meetings. Monthly meetings. 00:25:32
It's a little work, it's actually. 00:25:35
Can't hear it here and it's worse down there. 00:25:37
Yeah, yeah, we need, we need some work on. So we've kind of found. 00:25:42
I mean, yeah. 00:25:47
Floyd County Emergency Management. 00:25:49
We need to go somewhere. 00:25:51
We're trying to help the youth shelter find. 00:25:53
And you know, and. 00:25:56
They've been made aware of. 00:25:57
The time alone. 00:25:59
You might have noticed in that first hour conversation we really didn't talk about the West Banco building. 00:26:02
That seems to have dropped off because it really did not allow for any expansion. 00:26:08
But the time we would have moved into that building. 00:26:13
With their requirements for retaining. 00:26:16
Presence there we would have 0. 00:26:19
Increased square footage. 00:26:22
And the only way that would have worked is it would. 00:26:24
Gotten the federal building and that is so up in the air right now. 00:26:26
That, yeah, I don't think that. 00:26:30
It's worthy of us slowing our process down in consideration of that plus it would be the acquisition of another old building. But 00:26:34
it's an option for the future at some point possibly with a valued effort regardless because I think it was a, you know for us to 00:26:39
to try and. 00:26:44
Mitigate these costs as much as what we can by using some. 00:26:49
Existing buildings, I think it was our responsibility. 00:26:52
Go down there, yeah. 00:26:55
Yeah. 00:26:57
Just a mention. 00:26:58
You know, we own the rights building, but. 00:27:02
If you've been in that building, it definitely needs renovation. 00:27:05
If we're going to keep it. 00:27:09
And that might be right around down the road, but. 00:27:10
They like that location. 00:27:14
But it it's in need of repair. 00:27:17
I'm sorry. 00:27:22
Now, just a quick question, Mr. President, if you could just. 00:27:23
You referenced the. 00:27:26
Youth Shelter. 00:27:28
And trying to help them find a. 00:27:30
A new home. 00:27:33
Is. 00:27:34
That is that our responsibility or is it theirs or how does? 00:27:36
I don't know. 00:27:41
Our responsibility. 00:27:42
But we have someone on the staff here who? 00:27:44
Is willing to help them find that basically on on his own time. 00:27:49
It's our responsibility, I think is. 00:27:54
A landlord to let them know that. 00:27:56
Ashley, this is coming down the Pike. 00:27:59
And so on our Tuesday agenda, we're going to be giving formal notice with regards to that as part of the. 00:28:01
The agreement that we have with them. 00:28:09
I see they're a little different than the rest of our. 00:28:11
County offices. 00:28:15
So that's again I'm looking to the Attorney center, OK. 00:28:16
OK. All right. 00:28:24
Thank you. 00:28:26
So there is one other piece of property that we haven't talked about and I brought this up last time. 00:28:27
Grant Line Rd. 00:28:32
Properly. 00:28:33
What's the? What's the status of that? 00:28:35
I don't think there's really been any change since our discussion last time. 00:28:38
The new health department or the old? 00:28:42
The outlet places have been boarded up. Yes, that one. 00:28:46
I mean, honestly, I unless I have another option to look at, I really think we need to be looking at selling that and. 00:28:50
Offsetting some of. 00:28:57
The cost that we're looking at to do what we have to do here. 00:28:59
At some point. 00:29:03
So. 00:29:05
Well, based on and, I don't disagree. 00:29:06
Based on what Envoy quoted earlier. 00:29:09
Her demolitions. 00:29:12
That was pretty promising because I've always been told the half, $1,000,000 to take that down. 00:29:14
But we should take that down a lot of cheap environmental issues. 00:29:20
With that one. 00:29:25
We should take that down a lot cheaper. 00:29:26
Yeah. And again, at this moment in time. 00:29:28
I'm still in disagreement, I think. 00:29:32
For county purposes, but we don't junction with the public. 00:29:35
We have to understand what the other options are then. 00:29:39
If we're not gonna. 00:29:42
Put it uh. 00:29:43
On the market to offset some of these costs, then I think it's the public's. 00:29:44
Then we owe the public an understanding of what the. 00:29:49
Long term outlook is for that property, right? And as I said last time, the parks have had a steering committee together and I 00:29:52
believe they have a presentation that they're going to be giving to the public. 00:29:57
Either late this spring or summer, OK, with regards to not only that, but also long term plans for Bottling park, OK, OK. 00:30:02
Again next Thursday because I'm out of town. 00:30:10
Great. And I think they're going to finalize. 00:30:13
Well, I will definitely make a phone call and get myself in the loop on. 00:30:16
What that is, what's going on there? 00:30:20
OK. Thank you. 00:30:23
Curl without that. 00:30:25
As the old saying is, we can't make anymore land. 00:30:27
If we own the land. 00:30:31
If we sell for a one time fix, it's gone forever. 00:30:33
So. But there is a lot of public sentiment. 00:30:36
Have that park space from. 00:30:40
Grandma goes all the way through that. There's a lot of puppies in there. 00:30:41
Right, in lieu of just getting rid of it one time. 00:30:45
Sale, then it's gone. 00:30:48
And this is what we're talking about. The other properties, the animal shelter, we're still where we were before. We're in the 00:30:53
middle of getting appraisals of trying to. 00:30:56
Settled the disposition of the building there and then that. 00:31:00
Anything else to add on the Floyd Kennedy Health Department building other than the. 00:31:03
Closing first week of June on that. 00:31:07
Dealing update there would just be that. 00:31:11
We expect the ban proceeds to come in the end of mid last week of May towards the end of that like the 29th, 30th is what our 00:31:14
discussion was. 00:31:18
With hopes to then turn around and close immediately that next week. 00:31:22
So that's where we are right now. 00:31:26
And that they are going to do remodeling and hope to be into that building by. 00:31:30
They have to be out of their current building by fall of 26. I don't have that exact date, September of 26th. I think they would 00:31:36
like to move sooner so I think the plan would be to start renovations as soon as. 00:31:42
As soon as we can after ownership. 00:31:48
But we're ahead of the. 00:31:50
Yeah, we have plenty of time, I think for the. 00:31:53
To get out of where they are. 00:31:54
Get the renovation. 00:31:56
So perfect. 00:31:57
And just to hit the money aspect on that. 00:31:59
My presentation to the. 00:32:03
Floyd County Health Department Board was that the we have $800,000 that has been dedicated. 00:32:08
For that renovation. 00:32:16
In terms of our. 00:32:19
Ban on buying the building. We're putting an additional 300,000. 00:32:21
So that's 1.1 million that will be dedicated from. 00:32:25
The county in terms of the renovation of that county building. 00:32:30
Will be taking title to it. 00:32:34
And. 00:32:36
The health department also has some money that they're going to be throwing in for the renovations, too. 00:32:37
So. 00:32:42
That's the financials. So the 800,000 is the CARES Act money that's in the. 00:32:43
Rainy day fun right now, Is that what we're talking about? Just making sure. 00:32:51
It has not been. 00:32:56
Completely appropriated. 00:32:57
For that. 00:33:00
If, unless you're right, but it's. 00:33:01
It's been spoken of, it has been spoken of, but if I think it's if that is what they're working on, then we need to take a vote on 00:33:05
that. 00:33:09
Well, it's it wasn't proper for us to take a vote on that until this building closes. 00:33:14
And then we will. OK, I, I completely understand. I'm just bringing the. 00:33:18
I just wanted to make sure that we didn't dedicate the 800 somewhere else and that's compression. That's my concern as well. 00:33:23
That we make sure. 00:33:30
Since we'll be. 00:33:32
Doing such a quick turn around on Bannon closing. 00:33:34
Would you like us to add that? 00:33:37
June agenda for council so we can go ahead as long as we know we're going to be closed by that meeting. 00:33:40
Then I think, council meeting. 00:33:45
First week of June, What's added in? 00:33:49
It's appropriate to the CARES line, right? They're not specific or specific question. 00:33:55
Another question is. 00:34:06
Where do we want to appropriate it to to necessarily appropriation because it is appropriated to a CARES Act line and we spend out 00:34:08
of that line, but a vote to utilize it. I think we want to be moving that into it. 00:34:15
Well, I think we ought to appropriate it in the river. 00:34:21
I'm sorry, in the rainy day fund. 00:34:25
But to a line, health department line, I do. I don't think there should be anything. 00:34:28
No, but give us that's fine, we can do that. So we can, we can have an advertisement to reappropriate and. 00:34:34
Is it a Greenland Rd. Properly? Yeah, and the appropriate I guess to the cares I find. 00:34:43
Rick, have we, has there been any conversations with? 00:34:47
I have this void about. 00:34:52
Any kind of. 00:34:56
Rebate or anything? 00:34:58
We vacate early. 00:35:01
Not that I'm aware of. 00:35:03
You don't pay anything to start with, but it was negotiated as part of the hospital sale. 00:35:04
Right. So I feel like, but they they want the space tomorrow if they can get it. 00:35:08
And I think by agreement we can occupy it until September 2026. 00:35:14
And it's ours until we turn the keys over, right? 00:35:19
And I'm sure we can find something to put there until September 20. 00:35:23
Storage. 00:35:26
So I want to remind. 00:35:29
Their bodies during the sale of the hospital. 00:35:31
They also gave 10 years of free. 00:35:35
Inmate Medical Services, which expires. 00:35:39
Next year. 00:35:44
I don't know if the sheriff's tracking. 00:35:45
What their annual costs are, but that's going to come. 00:35:49
They they are. They they are. And we're working now. 00:35:53
Sheriff's Department has. 00:35:57
A company that is coming in to supply. 00:36:00
Insurance. 00:36:03
I'm assuming. 00:36:05
Program, we know more about that, OK. 00:36:06
Thank you. Thank you, Mr. Fox. Yeah, absolutely. We're tracking. Those costs have been escalating over the years, I'm sure you 00:36:08
know for sure. 00:36:12
I mean, we're breaching the 500,000, the $750,000 mark yesterday, the other day we had. 00:36:16
There was a situation the costs were 35,000 for this one. 00:36:24
Particular inmate that had to go to the hospital. So these types of things, ten of those in a year. 00:36:29
It escalates the money rapidly. 00:36:34
Most of you saw the contract that. 00:36:37
Was presented with HP Freedom. It's. 00:36:40
It's an area in Obamacare, ACA that allows for. 00:36:44
Inmates to apply for medical coverage. 00:36:48
With a. 00:36:54
Out of. 00:36:55
Deductible, no premium because of their obviously. 00:36:56
Lack of income at that point. 00:37:00
But an opportunity to get them some type of medical coverage. 00:37:02
Work with Mr. Fox of the language of the contract. It actually in working Mr. Fox in his office, it exposed another opportunity 00:37:06
through short partners. 00:37:10
In my conversations with Assured partners, they also offer some form of. 00:37:15
Resemblance to the plan that this company HP Freedom also offered. 00:37:20
So we're exploring those trying to mitigate some of these call Sheriff. So great. 00:37:25
Good job today. 00:37:29
All right, Rick, while you're up there. 00:37:31
Rather than having to watch you get out of that chair again, which I know you're nimble enough to be 100 times. 00:37:33
60 seconds. 00:37:40
But there's been some confusion about the sewage district that we. 00:37:41
That the commissioners passed. 00:37:46
I think some people are envisioning that we're going to be digging up and putting in a new. 00:37:48
Treatment plants around the facility. 00:37:53
Somewhere in the county and. 00:37:56
It's my understanding right now there are. 00:37:59
Basically three homes eligible for this, seven OK, less than 10 homes and they're on site. 00:38:01
Residential on site treatment plants. 00:38:09
But the word district has confused. 00:38:11
Everybody. So I don't know if you want to. 00:38:14
No, I might be loaded to. I appreciate that because probably everybody. 00:38:16
Sometimes we don't need that. 00:38:23
Maybe everybody has heard something about this and. 00:38:25
In fact, there's a lot of misinformation out there with regards to this also. 00:38:30
The district we're setting up is going to be called the Floyd County. 00:38:35
Wastewater Management District. 00:38:38
It's set up for what I. 00:38:42
Called rescue systems. 00:38:44
And that is? 00:38:47
Whenever there's a failed septic system. 00:38:48
Failed septic system needs to be replaced obviously. 00:38:54
If the. 00:38:58
Current failed septic system is on a piece of property that. 00:39:01
The septic system can't be repaired. 00:39:07
Or it can't be replaced with a conventional system. 00:39:09
Then in that case. 00:39:13
The potential rescue system comes into play. 00:39:16
And so that's what we're talking about. 00:39:20
It's my understanding from the Floyd County Health Department, we have maybe five to seven properties. 00:39:22
That we're aware of now that we. 00:39:29
Qualify for this type of a system. 00:39:31
And so. 00:39:34
Even though our district. 00:39:36
Is quite large. 00:39:38
We're talking about. 00:39:41
A very minimal number of properties. 00:39:43
That we're talking about that. 00:39:47
Potentially could qualify for this system. 00:39:49
So if the system will be. 00:39:52
Managed and permitted by the Floyd County Health Department. 00:39:56
And they will do an investigation with regard. 00:40:02
The replacement system. 00:40:07
And so. 00:40:09
We have a hearing scheduled. 00:40:12
Coming up. 00:40:14
For the 22nd of this month and that's where we're going to be covering everything. 00:40:15
Just in terms of some of the details of. 00:40:22
Properties that. 00:40:24
We're talking about these properties have to. 00:40:26
Qualify statutorily. 00:40:29
The luminous amount of rules that are out there with regards to. 00:40:34
The affluent and where it goes and so on and so forth. 00:40:39
There's also rules with regards to within. 00:40:43
Within 300 feet. 00:40:46
Of a sewer system. 00:40:50
That, umm. 00:40:51
You need to hook onto that system if you're able to reasonably hook onto that system. 00:40:53
So that disqualifies. 00:41:00
A lot of the county already because we do have sewer systems spread out throughout the county. 00:41:03
New Albany is not part of the district, it's the unincorporated county. 00:41:12
And the town of Georgetown, The town of Greenville. 00:41:16
And so that's. 00:41:20
The District. 00:41:22
In terms of funding of this. 00:41:24
This district, there's not going to be a comprehensive. 00:41:27
District wide fee. 00:41:31
Or tax charged with regards to that. 00:41:34
In terms of administration, like I said, it's the Floyd County Health Department that is going to administer this. 00:41:37
They already are. 00:41:43
Are the public entity that issues septic permits, so this is what they do anyway. 00:41:45
And so. 00:41:54
This system not. 00:41:55
I don't want to get too much into detail. 00:41:58
Because. 00:42:00
Hearing we have Anthony Lieber with the Floyd County Health Department. 00:42:02
Which will go into all this detail. 00:42:06
From an environmental and statutory standpoint. 00:42:09
And uh. 00:42:12
He's been through the. 00:42:13
Training sessions and. 00:42:14
All the other things that are required in order to be up to speed on on this. And so he's he's a lot more qualified than that. 00:42:17
And I didn't speak about it. 00:42:24
That's right. 00:42:26
I just people here district and I think there's going to be a new building put up. 00:42:28
New treatment plant put up and salaries going out and just, I think it's just been misconstrued. 00:42:33
The district will be managed. 00:42:40
Absorbed by the Floyd County Health Department in terms of issuing the permits. 00:42:43
If the. 00:42:49
Print those those things. That would be fantastic. 00:42:51
The public. 00:42:57
It would be appreciated by I'm sure everybody here and there's no salary being created. 00:42:58
$130,000. 00:43:04
Per year. No, there, there's nobody that. 00:43:06
Going to be handling. 00:43:11
In terms of employees, like I said. 00:43:15
The program is being absorbed by the county. 00:43:18
Rick, correct me if I'm wrong. I just, I like to use super layman terms so everybody can understand. So essentially what this 00:43:23
district is, it's, it's an Ave. for people who have a failing system to be able to continue utilizing their property as a 00:43:27
residential property. 00:43:32
Essentially without. 00:43:38
Having to vacate because they can't get. 00:43:40
Underneath the guys, I guess, or or the standards of what a current system requires, correct. We have a, we have a few houses here 00:43:43
in Floyd County that have a failed system and can. 00:43:48
Get an occupancy permit because they don't have the sewer system. 00:43:54
And so. 00:43:59
This takes those individual people. 00:44:00
Who will be paying permit fees? So if you talk about how. 00:44:03
Isn't funded, it's it's through the needs of the people that need this system. 00:44:07
Put in and managed in so Floyd County Health Department. 00:44:13
Not a comprehend, comprehensive tax or fee. 00:44:17
The only people that are going to be paying anything would be. 00:44:20
The individuals that are going to use. 00:44:24
This in order to get the rescue system. 00:44:26
And these rescue systems are approved by the state. 00:44:29
You know, and by the again, you're starting to get into Anthony's, OK. 00:44:32
Yeah. 00:44:39
This whole process was put in place by state statute, correct? We didn't just decide when they changed, right? When they changed 00:44:42
it, what I think it was last year. 00:44:46
Yeah. And I think that was the goal is to be able to let people continue to use their. 00:44:51
People that. 00:44:58
And enjoy the property. 00:45:02
I'm already working on the book. 00:45:03
The ordinance that will be on the agenda. 00:45:05
June 17th. 00:45:09
For the Commissioners. 00:45:10
And. 00:45:12
So the the one thing that we've kept in the loop here and we've added to the. 00:45:14
The ordinance. 00:45:22
And that is? 00:45:23
If the Floyd County Health Department turns down a permit. 00:45:25
Then that person who was rejected has a right to file an appeal with the commissioners and the commissioners will. 00:45:29
And then a meeting and make a decision as to whether or not the permit should be issued so. 00:45:38
In that decision this manner, so that's I baked that into the ordinance so. 00:45:43
That somebody does have. 00:45:49
Right. 00:45:51
Hey, Rick, when is that public hearing for information? 00:45:54
22nd, 22nd. 00:45:57
Next week, yes, May 22nd in this room. 00:45:59
OK, because I'm on municipal services, but for information purposes. 00:46:02
Yes, 3:00. 00:46:07
Thank you. 00:46:08
Thank you. We had items six and seven regarding budget adjustments and issue I don't. 00:46:11
That's whether the Council had any questions or. 00:46:15
Maybe we discuss, I don't. 00:46:19
I have no specific to that. 00:46:23
All right. 00:46:29
Any public comment from any government officials. 00:46:30
Any public comment general? 00:46:35
Any comments from the board before we close out? 00:46:38
I did want to circle back to the judicial building. I know that. 00:46:41
Envoy's getting a lot of these estimates, and it's encouraged us to try to. 00:46:46
Move our decision quickly. 00:46:50
Not been brought into discussion, I'm just curious if it's still. 00:46:53
Our option or plan is to offer, not a referendum, to cover the funding for this. 00:46:57
And the timeline of something like that. 00:47:03
They've not rushed us along at all. 00:47:05
I'm saying I want to talk about this. 00:47:09
In June, so we had some direction for the community at this point. 00:47:11
I've said publicly, I've been quoted publicly. 00:47:15
Multiple times, if a referendum was called for them, we'll have a referendum. 00:47:19
So. 00:47:22
Envoy has not tried to. 00:47:24
Change timeline. We've not tried to change line to do that. As a matter of fact, we've actually kind of. 00:47:26
Taking into account the fact that our most recent discussion is that. 00:47:32
We're probably going to have to. 00:47:35
Slow things down with regards to the new center so that we can. 00:47:38
Prepare for a referendum. 00:47:42
Yeah, I don't know how those. 00:47:47
Come out, Let's say that we're. 00:47:49
Do the optimal. 00:47:51
Build out for. 00:47:53
Five story building. 00:47:54
So we've got plenty of room for growth. 00:47:57
Down the road then. 00:47:59
Then that's going to go on a referendum. More than likely at this point in time, that's either going to be 27 or 28. And we're 00:48:01
also going to have to engage with your municipal financial advisors because they're truly the ones they're going to tell us how. 00:48:06
If we say we want to do a four story new building. 00:48:12
What footprint we're looking at. 00:48:15
They're the ones you're going to have to tell us how. 00:48:17
The mechanisms that are available. 00:48:19
Pay for such building. 00:48:21
I mean, you saw that we have. 00:48:23
Options that. 00:48:25
You know, get down. 00:48:26
To closer to $20 million, but we also have options to get us up to. 00:48:28
Over 30. 00:48:34
We have lots of options available to us. 00:48:36
Where we land and. 00:48:39
What your advisors tell you is your financial state will. 00:48:41
Determine what we need to do. 00:48:45
Could that be a referendum? Sure. 00:48:46
I personally. 00:48:50
I like the idea of a reference. I know we had one here. 00:48:52
Community that didn't do so well. 00:48:54
Couple weeks ago, but I'm going to butcher Lincoln here. But I think he said with public sentiment behind this, we cannot. 00:48:56
Fail and would have public sentiment behind this week. 00:49:02
Can never succeed. So yeah, we're going to get the community on. 00:49:05
So the bigger question to me is. 00:49:10
If you did a referendum and it failed. 00:49:14
What do you do then? 00:49:17
Because there's some serious issues there in that building. 00:49:18
And so that that's the bigger question. I'm not saying not to do a referendum. It doesn't matter to me one way or the other. 00:49:23
But we're still incumbent on the government. 00:49:30
To maintain their property and. 00:49:34
The reason that we are in this position that we are. 00:49:38
That building was built when I was born. 00:49:42
So that'll give you some idea how old it is. 00:49:44
And it was not maintained. 00:49:47
And the government says, oh, we don't want to spend any money, but. 00:49:50
You know we're negligent. 00:49:54
As a government by not maintaining our properties. 00:49:56
And if we did that to our own houses, we would. 00:50:00
Bean shake. 00:50:03
We have to maintain somehow. 00:50:05
Yeah. I don't dispute that in any way. But I just think the voters when we're talking about costs like this should have some type 00:50:07
of input or say on this. 00:50:11
I know it's great. 00:50:15
I have a question. 00:50:19
Are we still looking into the? 00:50:21
Possibility of what statutory required for us to provide services in Floyd County? 00:50:23
Thanks, I was gonna bring that up. 00:50:28
Was you some of that tax free? 00:50:31
'Cause you're assigned with that task the last meeting I think. 00:50:34
The and I haven't looked to see what the legislature has done, but. 00:50:39
The prior legislation was over $20 million. 00:50:44
No, I was, I was asking the comment was we talked to Rick and Christy about trying to itemize that, but in fairness. 00:50:47
They're busy. 00:50:55
The dam has been the priority for the last. Well, I understand. Yeah, I think we're going to reach out. 00:50:56
And ask them if there was. I do think though. 00:51:04
Just like you said that we pretty much know it's if it's over 20 million, it's going to go to a referendum. 00:51:07
So we might as well establish today it's going to a referendum if we're going to build or revolve, period. 00:51:12
Right. And that's what I say. I don't know whether they're going to require during the year of the general election and if there 00:51:18
is going to be a municipal election does have to be presidential because I've heard. 00:51:24
Both times so again. 00:51:31
We're going to have to probably end up hunkering down where we are and can it be in a primary election? 00:51:32
It's usually during the primary, but it's during the. 00:51:38
OK. So it's either going to be 27 or 28. 00:51:42
Yes, no 26 or 28 things are being discussed, right? 00:51:48
Wow. I mean, that's. 00:51:52
That would be 26 or 28. 00:51:54
27th We need an answer before. 00:51:56
And what happens if you leave an answer? 00:51:59
28 is a minute general election. 00:52:03
There's gonna be a lot more coming down here in the next. 00:52:07
Oh, that's that requirement took in July 1 this year. 00:52:09
And so now at this point. 00:52:15
And there was never any discussion of trying to. 00:52:20
To beat the clock on that, you know, there was always OK, well, that's where it is. We're not. 00:52:23
There yet the fairness you know, we didn't want to violate the spirit of that particular law either by trying to skirt under. 00:52:28
Of June 30th, that sure? Sure. 00:52:34
Oh no. 00:52:40
They would just go back and make it retroactive anyway, so. 00:52:42
And there was a possibility of doing a special election to your point, but. 00:52:45
We don't know whether that. 00:52:50
Lost countries and I don't know that we want to pay the cost of doing that either. 00:52:51
That's a big cost. 00:52:56
Not not to. 00:53:01
Beat this dead horse. 00:53:03
But I'll get one more whack in edit. 00:53:04
If it does fail. 00:53:08
We're in a situation where we're renovating floor by floor. 00:53:10
And the cost will go from. 00:53:13
18 or 22? 00:53:15
26 to 30, anyway. 00:53:16
The town frame and. 00:53:18
Move out costs 4 by 4 or so we are. 00:53:20
We're in a situation. 00:53:24
We are. That's where we'll be. 00:53:27
So sorry. 00:53:30
And stand you. 00:53:32
OK. All right. Any other closing comments? 00:53:35
Not look for a motion to adjourn. 00:53:38
Thank you everybody. 00:53:41

How's the?
