Yesterday, and I can go over that briefly where we are. I will tell you that at present a majority of the Commissioners are | 00:01:13 | |
endorsing this as our plan to move forward with. We are actively working on contracts to hopefully present to the Commissioners at | 00:01:20 | |
large and the Council at large. That means everyone, not just the at large members. | 00:01:28 | |
Perhaps as early as middle of this week. So my intention today is to hopefully give you a brief rundown on where we are and the | 00:01:37 | |
bones of what our proposal at present looks like, and then also to reaffirm our previously scheduled meeting for Friday. My hope | 00:01:44 | |

An e-mail that hopefully we can still meet at 10:00 AM this Friday and hopefully go over contracts on that. | 00:01:59 | |

With that, the option that we are working on at the moment is a whole county coverage which would transition into fire based or | 00:02:22 | |
county based EMS down the road. It would be a two year and seven month contract with both Ameripro and with the Highlander Fire | 00:02:30 | |
Protection District with following provisions. There would be two ALS 24/7 units and one ALS quick response vehicle serviced by | 00:02:37 | |
Ameripro that would be utilized as the primary service provider county wide for the last seven months of 2024. | 00:02:44 | |
That would be June through December 2024 allowing. | 00:02:52 | |
US as a body to have adequate time to further explore the possibility of a more holistic, unified EMS system, whether that ends up | 00:02:57 | |
being fire based, county based or outsourced, county wide, or fire district based. Additionally, during the last seven months of | 00:03:04 | |
2024, Ohio Under Fire Protection District would serve as a secondary service provider for EMS services within their district and | 00:03:12 | |
as such would receive a monthly stipend beginning on June 1, 2024 to allow them to optimally bring on staffing services. | 00:03:19 | |
Within their district as they would be taking over primary provider responsibilities January 1, 2025 and through 2026. | 00:03:27 | |
So four years, 2025 and 2026. | 00:03:36 | |
Ameripro would be providing 2 ambulances 24/7 for New Albany, Georgetown and Franklin townships only with a monthly subsidy of | 00:03:42 | |
$82,250 in Highlander Fire Protection District would providing one ambulance 24/7 and 1/2 ambulance five days a week, 10 hours a | 00:03:51 | |
day for only Lafayette and Greenville townships with a monthly subsidy of roughly 33,400 and change was 33,400. | 00:04:01 | |
Yeah, roughly three $33,416.00 there. | 00:04:13 | |

So we would hope that there would be a formal mutual aid agreement between Ameripro and Highlander Fire Protection established | 00:04:23 | |

For the remaining seven months of 2024, Ameripro at 78,083 per month and Highlander Fire Protection at the amount stated, it would | 00:04:34 | |
be roughly 112,000 per month, roughly 780,000 through 2024 for 2025 and 2026. | 00:04:43 | |
Mayor Pro would be 82,250 per month. Again, Highlander Fire Protection, the 33400 and Change which would roughly be 117,000 per | 00:04:53 | |
month or roughly 1,387,000 annually. Again, those are rough numbers based upon that change on the amount going to a Highlander. So | 00:05:03 | |
the total through 2026 would be 3,000,000, roughly 3 1/2 million dollars. | 00:05:13 | |
That option is still less than the roughly $4 million that would be for Maripro for. | 00:05:24 | |

agreed to a one time request of $500,000 to help fund these efforts for the citizens of Floyd County. Both contracts and the | 00:05:56 | |
obligations imposed therein would remain in force through the end of 2026 unless all the contractual parties agreed to dissolve | 00:06:03 | |

Highlander Fire Protection District contract would not go into effect until funds have been appropriate for Ameripro and vice | 00:06:17 | |

Commissioners reserve the right to enter into a contract with an EMS provider of their choosing for the benefit of the people of | 00:07:42 | |
the county and pursue appropriations from the Council thereafter by any means necessary to us legally. | 00:07:48 | |
It's not seen as a threat. It's really, I want that to be a reassurance to people that we are exploring all options and we'll | 00:07:55 | |

US as a body to have adequate time to further explore the possibility of a more holistic, unified EMS system, whether that ends up | 00:02:57 | |
being fire based, county based or outsourced, county wide, or fire district based. Additionally, during the last seven months of | 00:03:04 | |
2024, Ohio Under Fire Protection District would serve as a secondary service provider for EMS services within their district and | 00:03:12 | |
as such would receive a monthly stipend beginning on June 1, 2024 to allow them to optimally bring on staffing services. | 00:03:19 | |
Within their district as they would be taking over primary provider responsibilities January 1, 2025 and through 2026. | 00:03:27 | |
