All right, welcome. We have a tight time window, so I want to get rolling. If you'll stand and join me for the Pledge of 00:00:02
Allegiance. 00:00:05
I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, 00:00:09
indivisible, with liberty and justice for all. All right, everyone is in attendance, which is fantastic. I. 00:00:17
So we call this meeting whenever we posted it. The hope was that we would have perhaps some contracts in place to have a formal 00:00:26
vote on some things tonight. We're closing in on some things perhaps, but we do not have contracts to dispense tonight, nor to 00:00:33
formally vote on. 00:00:40
I do want to give a brief update to the public and give assurance that I've never seen this body and these folks work harder than 00:00:49
I've seen in the last two weeks or months. It just is sometimes hard to get everything together. All the i's dotted and the T's 00:00:55
crossed everybody's satisfaction, so. 00:01:00
I did forward everyone our updated option 7. 00:01:07
Yesterday, and I can go over that briefly where we are. I will tell you that at present a majority of the Commissioners are 00:01:13
endorsing this as our plan to move forward with. We are actively working on contracts to hopefully present to the Commissioners at 00:01:20
large and the Council at large. That means everyone, not just the at large members. 00:01:28
Perhaps as early as middle of this week. So my intention today is to hopefully give you a brief rundown on where we are and the 00:01:37
bones of what our proposal at present looks like, and then also to reaffirm our previously scheduled meeting for Friday. My hope 00:01:44
is everyone got. 00:01:51
An e-mail that hopefully we can still meet at 10:00 AM this Friday and hopefully go over contracts on that. 00:01:59
And also my hope would be that the Council, either during this joint session or later in your meeting tonight, would set a date 00:02:09
for appropriations, as those have to be advertised in advance. 00:02:14
So I. 00:02:20
With that, the option that we are working on at the moment is a whole county coverage which would transition into fire based or 00:02:22
county based EMS down the road. It would be a two year and seven month contract with both Ameripro and with the Highlander Fire 00:02:30
Protection District with following provisions. There would be two ALS 24/7 units and one ALS quick response vehicle serviced by 00:02:37
Ameripro that would be utilized as the primary service provider county wide for the last seven months of 2024. 00:02:44
That would be June through December 2024 allowing. 00:02:52
US as a body to have adequate time to further explore the possibility of a more holistic, unified EMS system, whether that ends up 00:02:57
being fire based, county based or outsourced, county wide, or fire district based. Additionally, during the last seven months of 00:03:04
2024, Ohio Under Fire Protection District would serve as a secondary service provider for EMS services within their district and 00:03:12
as such would receive a monthly stipend beginning on June 1, 2024 to allow them to optimally bring on staffing services. 00:03:19
Within their district as they would be taking over primary provider responsibilities January 1, 2025 and through 2026. 00:03:27
So four years, 2025 and 2026. 00:03:36
Ameripro would be providing 2 ambulances 24/7 for New Albany, Georgetown and Franklin townships only with a monthly subsidy of 00:03:42
$82,250 in Highlander Fire Protection District would providing one ambulance 24/7 and 1/2 ambulance five days a week, 10 hours a 00:03:51
day for only Lafayette and Greenville townships with a monthly subsidy of roughly 33,400 and change was 33,400. 00:04:01
Yeah, roughly three $33,416.00 there. 00:04:13
33333 listed before was based upon rounding. 00:04:17
So we would hope that there would be a formal mutual aid agreement between Ameripro and Highlander Fire Protection established 00:04:23
before January 1, 2025. 00:04:28
For the remaining seven months of 2024, Ameripro at 78,083 per month and Highlander Fire Protection at the amount stated, it would 00:04:34
be roughly 112,000 per month, roughly 780,000 through 2024 for 2025 and 2026. 00:04:43
Mayor Pro would be 82,250 per month. Again, Highlander Fire Protection, the 33400 and Change which would roughly be 117,000 per 00:04:53
month or roughly 1,387,000 annually. Again, those are rough numbers based upon that change on the amount going to a Highlander. So 00:05:03
the total through 2026 would be 3,000,000, roughly 3 1/2 million dollars. 00:05:13
That option is still less than the roughly $4 million that would be for Maripro for. 00:05:24
Total county service through the entire two years, seven month. 00:05:32
So again, points to note since our last visit. 00:05:36
Together. 00:05:41
So since our last meeting, Highlander Fire Protection District ordinance have been amended to allow for provisions of EMS 00:05:43
services. The remaining fire district ordinances will be reviewed for similar revision soon. The Legacy Foundation has met and 00:05:50
agreed to a one time request of $500,000 to help fund these efforts for the citizens of Floyd County. Both contracts and the 00:05:56
obligations imposed therein would remain in force through the end of 2026 unless all the contractual parties agreed to dissolve 00:06:03
the contracts. 00:06:10
Highlander Fire Protection District contract would not go into effect until funds have been appropriate for Ameripro and vice 00:06:17
versa. 00:06:21
And. 00:06:25
With a more clear direction with regards to where services are heading. 00:07:03
In Floyd County beyond the duration of this contract. 00:07:08
So I. 00:07:12
Is it? Contracts are in negotiation as we speak. My hope is to have something in writing to. 00:07:15
The Commissioners as a total body and then the total body of the Council by mid to late week on this. 00:07:22
As time of the is of the essence, I'm compelled to add just one final thing and then my comments will essentially be over for this 00:07:31
meeting. In the event that all contract negotiations and associated appropriations are not finalized in a timely manner, the 00:07:36
Commissioners reserve the right to enter into a contract with an EMS provider of their choosing for the benefit of the people of 00:07:42
the county and pursue appropriations from the Council thereafter by any means necessary to us legally. 00:07:48
It's not seen as a threat. It's really, I want that to be a reassurance to people that we are exploring all options and we'll 00:07:55
continue to do so down to the wire on this, so. 00:07:59
That is what I have for my prepared statements tonight and I'd love to hear comments from other folks. I know that. 00:08:07
You may or may not have some county smiling so we can start anywhere. 00:08:17
You get the enthusiasm award anyway for tonight. This is a very important topic. I just did. 00:08:24
I just want to be sure that per the RFP that all the units have, both Ameripro and Highlander are going to have the GPS that was 00:08:33
requested. 00:08:37
Also want to. 00:08:44
Question. Is it within the new contracts that the? 00:08:46
Provider will be transporting deceased at no additional charge to the county. 00:08:51
And then I just had. 00:09:00
Two questions for Rick Fox. I know there's questions. 00:09:04
Regarding the legality of this process with the RFP process and also paying a. 00:09:08
A taxing district paying another taxing district. 00:09:17
For basically a mutual aid agreement. 00:09:21
And they're only going to cover their own district. 00:09:25
I just I know there's questions regarding that floating around, whether it's this process. 00:09:30
Truly legal. 00:09:37
Then the last thing is just another note. Remember, Franklin Township has no fire district. 00:09:39
We have nothing out there and. 00:09:46
I don't know if you want a Franklin Township. 00:09:50
Representation on this EMS task force. 00:09:53
I just feel like they need to be represented as well. 00:09:59
I will. 00:10:07
Take these into consideration as we go through the contracts on it. I don't know if Mr. Fox wants to address the questions that 00:10:09
were put to him at this point or not. I think we addressed the legalities of everything as we. 00:10:15
What do other? 00:10:26
Does anyone else have any thoughts on Franklin Township with regards to the? 00:10:29
Post task force, I think they need representation of something can be appropriate. 00:10:33
Would be. 00:10:39
The trustee or would it be as a trustee designee or? Well, since I don't have a Fire Protection district, the trustee is 00:10:41
responsible for Fire Protection, so we always say to the trustee or his designee. 00:10:46
One out of three, I can assure you right off the bat I just don't have enough. 00:11:01
Information to give you answers on the other two at present. 00:11:05
OK, I think we need to make a. 00:11:08
A meeting date. 00:11:13
We need to schedule one for the appropriation. 00:11:15
For the for the remainder of this year based on the numbers and I know we have to. 00:11:19
Yeah, I believe it's 10 days, 10 business days notice, is that correct? 00:11:26
Well, true, but I believe the provision, one of the provisions in the contract is that it's valid when the appropriations made. So 00:11:45
we need to do this before the 31st or before the 31st. 00:11:50
Yes, both contracts. So I think if my math is right, earliest we could do it if we advertise tomorrow would be Wednesday the 29th 00:11:56
or Thursday the 30th or Friday the 31st. 00:12:01
So check my math on that. Is that correct? And your eyes Wednesday the earliest. 00:12:07
So it would have to be the 31st. 00:12:18
OK. 00:12:21
So. 00:12:26
And it's not ten business. It's not ten business days. 00:12:28
Folders. 00:12:34
The 27th memorial. 00:12:37
So any any four or those days of the last. 00:12:43
Last week, OK. 00:12:45
So I would suggest to the Council which days work that we can, that week that we can get a. 00:12:47
You know, all of us here to make that appropriation happen. 00:12:55
I'm only available 29 or 30. 00:13:00
I would suggest we do the 29th at 6:00. 00:13:11
Here. 00:13:17
To the appropriations. 00:13:21
Just out of request for. 00:13:23
I'm good. I'm good with daytime. I know some people aren't, so I was trying to be can we do 3? 00:13:31
Should we do 3:00? I can do as early as three, yeah. 00:13:38
It's three OK for everyone on the 29th. 00:13:41
3:00 on the 29th. 00:13:44
Would it would it be advisable or prudent to schedule a backup day on the 30th? 00:13:50
Good. I think I'd go and do that and advertise that as well and then. 00:13:58
3:00 on the on the 30th. 00:14:04
OK. Thank you. Good idea. 00:14:07
So do you know the amount that needs to be advertised? 00:14:16
Diana. 00:14:21
We need to know the funds, we know the amounts, but we need to know the funds well. That's another thing that we need to talk 00:14:23
about. 00:14:26
Yeah, it's going to be at least 810,000. 00:14:36
And. 00:14:39
OK. And we'll do it a general amount. 00:14:43
I would like to request that the commissioner set up a separate fund for these amounts to be held in so that there's no it's very 00:14:49
transparent and clean I. 00:14:54
Yeah, they set one up. Oh, I did not know. 00:15:03
We have an EMS fund. Do you know the? 00:15:08
The fun number? 00:15:11
OK. 00:15:14
And is there any benefit or need to set one up separately for each contract or no? 00:15:16
We can have line items. 00:15:23
I didn't know where department of valves come from, so. 00:15:26
So yeah, we have, we have approximately 128,000 left for EMS what the EMS budget already is for this year and of the the remainder 00:15:35
of that I would I would say could come from riverboat but it. 00:15:42
Yeah, that could probably get us there. 00:15:51
So we have 500,000 from the legacy foundation, 128,000 some change from the current EMS budget. 00:15:55
And then 181,000 from riverboat would be my suggestion, but if anybody has any other suggestions about where to get the 181 versus 00:16:05
riverboat that's that's on the floor for discussion. 00:16:13
I mean, I'm finding about that myself. 00:16:27
I said, I said I'm fine with it. 00:16:32
Can you repeat that once more? 00:16:36
500,000 from the Legacy Foundation. 00:16:38
128 from the current EMS budget. 00:16:42
And then 181,000, there's some change. 00:16:46
But from Riverboat. 00:16:51
And we'll be transferring those amounts into that new fund. 00:16:54
So I don't know how you need to advertise that. 00:16:58
Now I have a question about the. 00:17:08
The ability to transfer from the legacy foundation do do they? 00:17:10
Do they need to be notified that that or they've already started the process to withdraw that amount and give it to us before the 00:17:15
29th date so we could have Steve was we meet on Friday, Friday and I believe Steve burks the chair on that he stayed he was going 00:17:21
to have. 00:17:27
Max McCray, the foundation attorney, right up a resolution to do that, so. 00:17:35
I didn't know if there was some time that the bank that does there that holds the assets needs a certain amount of time to make 00:17:41
that transfer happen. That's well, that's the intent I think is to have that document signed and delivered on Friday. 00:17:47
Because there will be representatives from. 00:17:55
The financial establishment there as well. 00:17:59
On that date, as we're doing. 00:18:02
Grant allocations. The resolution is for the legacy foundation board to sign, right. OK. 00:18:06
Play. 00:18:15
I don't know how this effects things. I just want to make sure it's clear I'm not going to be here Friday. I have never 00:18:21
acknowledged that date. 00:18:25
I've had plans already way before even the beginning of this fiscal this year, so I don't know what needs to be done or what 00:18:28
you're all planning. But I'm not going to be there and I'm not going to be available. 00:18:34
So are we signing the contract on Friday? There's only the commissioners need to be here to sign the contract on Friday. 00:18:42
If we have the contract, the commissioners would need to be here. I think we need a commitment on the allocation of the funds. 00:18:50
And basically an endorsement of the plan going forward? 00:18:59
OK. Whether that would happen? 00:19:02
At this meeting with that been happening at that meeting. 00:19:06
So could we take them out? Could we make a motion now that would satisfy that requirement for you guys? 00:19:09
Or we can get it. 00:19:15
We I guess Gemma, what I'm asking what's going in my head is that if you are informed before Friday of. 00:19:17
You know via e-mail, whatever is being sent down, if you are OK with it, that that can be. 00:19:28
What? That would suffice if he had it written. Notice that that if things are kosher with him, that. 00:19:34
That would be his. 00:19:40
Not as well for Friday because he can't be here. Yeah. Are you not available by phone to call in on that mail? I'm not going to be 00:19:42
available at that time. Yeah, I think we need an endorsement of of. 00:19:47
Of what we talked about. 00:19:53
Again, the commissioners have not signed a contract, but a majority of us have endorsed the plan. I think it would be. Again, it's 00:19:57
not legally binding, but at some point we need to have a public endorsement of this going forward so that we can move forward with 00:20:04
confidence, so that not only Ameripro but also Highlander Fire District can move forward with confidence and begin with gear. 00:20:12
What needs to be done on June 1? 00:20:23
I have two questions. Yeah. 00:20:29
One, I know that at one point there was talk about the commissioners, you know, putting in. 00:20:31
Some of the money from the Internet deal. 00:20:37
Can we split the riverboat, the 181 between riverboat and the Commissioners fund. 00:20:41
So that way. 00:20:47
We're not. 00:20:49
Totally running out the council's general fund. 00:20:51
Just a suggestion, I know it had been talked about. 00:20:54
Several meetings. 00:20:57
Wanted to throw that out and then I just had one other question because I just want to make sure. 00:21:00
Everybody's on the same page. 00:21:06
Jim, I know you had said you didn't want. 00:21:09
Highlander fire. 00:21:12
Residents. 00:21:14
To pay. 00:21:16
For them to service the remainder of the county. 00:21:18
I just want to make sure that you understand that this process is that the rest of the county, Franklin, New Albany and Georgetown 00:21:21
townships are going to be paying them. 00:21:28
To service their own district. 00:21:35
Is that how you understand it? I'm not exactly sure how you're phrasing it. I mean, all everyone, all townships are contributing 00:21:39
to this fund. 00:21:43
I mean, everyone's going to pay. 00:21:51
Taxes for the two. 00:21:53
Contracts. 00:21:55
I mean each each providers cover a different area, but it's still all coming from the county. 00:21:57
The expense. 00:22:04
I'm not quite clear what you're getting to. Somebody can clarify the remainder of this year? 00:22:08
Yeah, we're paying them for the mutual aid, which is, in essence we're paying. 00:22:13
Them out of. 00:22:20
The remainder of the taxing districts to service just their area. 00:22:21
They're not servicing Georgetown or Franklin. 00:22:27
Or new Omni townships, their only service in their own area? 00:22:29
That goes the same for the rest of the county. The people from Lafayette and Greenville are still paying into that as well. I 00:22:34
don't see the difference. 00:22:37
For the rest of the county, because it's kind of wet. 00:22:42
It's every district. 00:22:45
Has been thought through. I would just say that. 00:22:55
Thought on your first question is that I think there was a consensus on how to get us through the first year with regards to 00:22:58
appropriations. 00:23:02
We're going to have a whole nother round of discussions in 20. 00:23:07
For 2025 and I think everything that was on that board is still going to be. 00:23:10
Up for discussion. 00:23:16
That would include the dollar money. 00:23:18
That you had mentioned. 00:23:20
Now is there any way we could just delay this till Monday so we make sure Jim, are you going to be here Monday, Jim, we'll be back 00:23:25
in town Monday? 00:23:29
And we've got our Commission meeting on Tuesday. What about Tuesday? That way we're here. You guys are here. 00:23:33
You know, I would rather do it sooner rather than later. So if everybody can make it Monday, fine. If everybody can make it 00:23:40
Tuesday just before that meeting, fine. 00:23:44
But. 00:23:51
And as long as that doesn't interfere with the appropriations date that has been set. 00:23:53
Doesn't sound like it would. 00:23:57
I think Rick is out of town. Are you not available Tuesday either? 00:24:04
Tuesday the 21st. 00:24:14
Yeah, I think that. 00:24:16
Can everyone do Monday? 00:24:20
That doesn't give us the 10 days that we need. It's not appropriation. 00:24:23
It would be to kind of review, review the contract. 00:24:29
OK, what time? Well, Jason can't be here. 00:24:37
So if we're trying to find a time when everybody can be here, can you call him by phone, Jason? 00:24:41
OK. Would we be able to have anyone cover for you and Gloria on Tuesday? 00:24:52
Legislatively, it has to be myself. 00:24:58
It is discussing with on France. 00:25:03
You know, on that date. 00:25:06
Then we are not necessary, but if it is a meeting, it's a meeting. 00:25:09
Well, I would tell you that. 00:25:15
It's a commissioner's meeting, it's a commissioners meeting and. 00:25:19
I knew we're going to be here at the meeting on Tuesday, correct. 00:25:24
So we have it, we have added it to our agenda to discuss signed contract the commissioners. 00:25:27
Be up there with you all correct. 00:25:34
Correct, so I'm just trying to find a date when they could be here to. 00:25:38
To do that. 00:25:43
If we're only discussing. 00:25:58
Finalizing contracts cannot e-mail Jim a synopsis of what we went over. 00:26:00
Legally part of the meeting. 00:26:07
OK. Danny, were you speaking to the possibility of Friday? 00:26:11
And what was your thought? 00:26:16
If it's just you all finalizing contracts, can we just e-mail a summary to Jim so he can review it? I mean, I'm sure it's not 00:26:18
going to differ. 00:26:22
Much from what you've presented tonight so. 00:26:26
No. 00:26:30
Voting by us. 00:26:32
No, and we don't. We could sign the contract on Tuesday at our regular meeting regardless of what happened at the Friday. 00:26:34
Meeting. 00:26:43
My hope was that we get contracts due as soon as they're there and that there's a consensus among the council. 00:26:44
To move forward with it or not, we don't want to sign the contract until we know that we're going to have the appropriations, the 00:26:52
support for the appropriations. 00:26:56
We don't think it's fair to. 00:27:00
Our service providers. 00:27:02
Something. Yeah, so. 00:27:07
Well, actually you're not gonna know if you got the preparations until the 29th, right? 00:27:09
That's when the preparation, my hope is, is that if people make a commitment to make. 00:27:14
Make those appropriations that they'll honor those. I would. I would hope that likewise, Yeah, And that's enough. 00:27:18
Regards to councils and whether or not. 00:27:28
There's no appropriation, it's just a vote. 00:27:31
Just a consensus vote. 00:27:33
That is up to the Council. 00:27:37
Well, I think that's very vague. 00:27:41
And I'm not sure that you know that. 00:27:44
Until the details of the contracts been ironed out and able to be. 00:27:48
You know, given to everyone. I'm not sure that that. 00:27:51
I'm not. I don't know that I'm willing to. 00:27:55
Say yes to something I haven't seen in writing. All right, So what about what? 00:27:57
President Short was recommending that if we get that information to Jim, could he at least give us some sort of written statement 00:28:03
with regards to that? It's not a binding vote in either event, so but it's the consensus you're looking for, yeah. 00:28:08
So if we met Friday at 10 and if we had that information available, and I've been, by the way, there's no guarantee it will be 00:28:15
available, so we might be looking at next Tuesday again. 00:28:20
So I'd recommend that we meet we we schedule the meeting, advertise it for Friday at 10:00 AM. 00:28:25
And if we have information for everybody to give us the vote of confidence, Hallelujah. If not, perhaps let's have Tuesday at 4:00 00:28:35
with your participation by teams as a backup. 00:28:42
That sound reasonable? 00:28:49
The backup is Tuesday at 4, yes. 00:28:52
But I'm putting on my calendar at 4:00. 00:28:55
10:00 AM Friday, 10:00 AM Friday, 10:00 AM Friday. 00:28:59
All right. Any further comment from anyone? 00:29:09
On either board. 00:29:13
We have a couple minutes. Are you OK if we run over, if we allow for some public comment, great. Do we have anyone from the public 00:29:16
who would like to speak to any elected officials or? 00:29:22
Anyone from the public? 00:29:28
See no one. I'll look for a motion to adjourn. So moved second. 00:29:31
Thank you. 00:29:35

Thank you. 00:29:35
