I have been looking for available. 00:10:16
Adequate housing for myself. 00:10:21
I can no longer stay in my 3 level log cabin. 00:10:24
Which I hate to leave. I love that area. 00:10:29

In Floyd's Knobs or nearby? I don't want to go down the hill. My daughter lives down the street. 00:10:35

Am encouraged to hear what Mr. Thenaman is planning. 00:10:44

That go beyond regular apartments. 00:10:52
He's told me that he's going to put elevators in them. 00:10:56

The traffic there is already insane and no matter what they do for that little quarter mile stretch of Rd. between Shrivener and. 00:13:24
Luther I I shop there. I have a doctor there. I go there at least once a day, average. 00:13:31
It's nuts. You feel like taking life like you're playing Frogger sometimes. 00:13:37
They're crossing the Luther to the shopping center. 00:13:42
Second thing is. 00:13:45
Where are we going to put businesses and commercial? 00:13:47
If we keep allowing a rezoning of the most favorable areas. 00:13:51
From commercial to. 00:13:55

That area was ideal. 00:13:59
It's right off the highway. It's by major roads. 00:14:01
Another thing is the. 00:14:04

Already know the fact that the more housing we have versus business. 00:14:10

Because we need the commercial to offset all the school and the emergency services. 00:14:16

Make so much more and I know when John talked the last time he spoke that there would be 4 times as much traffic in the area if we 00:15:23
did the big box store as opposed to the. 00:15:27
To the apartments and I find that hard to believe. 00:15:32
I, you know, I would say there would be a lot of traffic going into a big box store. 00:15:36
But they're just going to go from 1:50 into that. It may be a lot more traffic in the area and I'm not sure that the improvements 00:15:41
that are being done now. 00:15:45

From what I've seen, they put a turn an additional turn lane, but there needs to be a whole lot more. You cannot cross between 00:15:51
Luther and the thing. I mean, I, we, my husband and I, my daughter. 00:15:56
We always go out scribe a road to get to 150 we. 00:16:02
You don't. You don't want to turn left there, or you're taking your life in your hands. 00:16:06

Hello, my name is Sean Kravitz and I live at 8038 Schreiber Rd. 00:17:27
And I'm going to read this really quick and then. 00:17:31
Talk a little bit about some of my other experiences. 00:17:34
In the 14 years I live next to high end luxury apartments. 00:17:37
I have seen high amounts of crime, drug deals, alcohol stores pop up. 00:17:41
Cars being vandalized. 00:17:46
And people, the community, being threatened with their lives. 00:17:47
Public safety was reduced since. 00:17:50
Smaller infrastructure could never handle the population, which greatly increased. 00:17:53
Car wrecks in the area. 00:17:57
This apartment complex is not for Floyd's knobs. 00:17:59
If we want a better community that we would need to do something such as smart designs for. 00:18:03
Businesses, condos and townhomes that truly benefit this community. 00:18:08
For us. 00:18:13
And our children's children. 00:18:14
Home ownership makes all the difference. 00:18:16
And costs way less than apartment rent. 00:18:19
I've I've lived next in some nice condos. 00:18:25
And townhomes in Louisville, KY. And one of the nicest zip codes in Louisville, KY. 00:18:28
And all the crime came from the apartments. 00:18:34
And what was crazy is I was sitting there spending 1000. 00:18:37
Thousand a month or even more. 00:18:40
Less than Those apartments had more square footage. 00:18:42
Than they did. 00:18:46
Because I had a mortgage. 00:18:48
And I was building equity and it allowed me to be here, actually. 00:18:49
And this neighborhood. 00:18:53
As well. 00:18:55
Because I was able to build equity. 00:18:55
So for the young people or for people who are older. 00:18:57
I think that's a much better viable option than jam packing so many apartments in such a small area. 00:19:01
It and I even emailed you all. 00:19:08
A map showing all the crime that happens in apartments that cost even 1000 a month more. 00:19:13
Than the zoo. 00:19:22
In an extremely nice area, it's just. 00:19:24
When people don't own it. 00:19:27
They don't. They don't care typically as much as someone who does own. 00:19:30
Say a townhome or condo. 00:19:35
And so. 00:19:37
I think it would be best for the community. 00:19:39
To have either be a business there. 00:19:42
Or to be redesigned to whether it is. 00:19:46
Greatly reduced the amount of population in that small area. 00:19:49

This is there are two dockets here for this and and I'll address the fact the first one is changing it to multifamily or MF. 00:20:49
The second one is the piece that is the key element for you as commissioners. 00:20:58
Which is the planned unit development district? 00:21:03
The beauty of a planned unit development district is. 00:21:05
The planned unit district is a. 00:21:09
Divided, uh. 00:21:12
Area A subdivision 2 Lots. 00:21:13
And what happens with the PUD is you have control on what happens there. 00:21:16
Specifically, the development plan was approved at the Plan Commission level. 00:21:21
And a vote of seven to one. 00:21:27
As well as the subdivision, the two lot subdivision was also approved in that Plan Commission meeting. 00:21:29
The development plan is, Mr. Creevy will tell you. 00:21:35
Advises those items that must take place as it relates to number of units, as it relates to the issues of materials to be used. 00:21:39
Again, primarily brick with party board and again, I know that's a like a Band-Aid, it's a. 00:21:48
Trademark, but Hardy board elements to that. 00:21:54
We have provided to you the information as to what is expected of this Mr. Creeby, likewise in his report. 00:21:58
With regards to what was done when this was presented to the Plan Commission. 00:22:07
Both of these ordinances, which would be 202508 and 202509 they. 00:22:12
Go together. It's not as if you're just taking it to multifamily, but it's multifamily with the PUD. That requires a revisit to 00:22:19
the Plan Commission for final approval of the secondary PUD plan. 00:22:26
So it's not as if you pass it. 00:22:32
There's a development plan that has been adopted, but we have to appear one more time for purposes of the final approval of that, 00:22:34
and likewise appear for the final approval on the preliminary plat that the Plan Commission has already approved. 00:22:41

I am going to be voting for this and I am going to explain why the overriding concern on this was traffic over and over again. 00:25:41
And there's not going to be a Meadow there like someone wrote us. 00:25:49
This is either going to be commercial property or it's going to be. 00:25:53
Mixed residential. 00:25:56
And we paid. 00:25:58
Engineers who we value their opinion and. 00:26:00
They basically came back. I believe that the number was more of a doubling. 00:26:03
With two commercial properties rather than fourfold, but nonetheless it was significant. It was statistically valid. 00:26:06

Look at traffic is #1 issue, then I'm going to be voting on the one that's going to be putting less on the board. 00:26:13
I did hear concerns about property devaluation and I asked for data on that and I received none, so I did my own studies. 00:26:20

Through about 8 years of meta analysis. 00:26:28
From Harvard University to other agencies, basically. 00:26:31
Everything that I've pulled said that on average. 00:26:35
Within 1/2 mile mixed residential similar to this, property values go up by roughly 0.9%. 00:26:37
Every first couple of years. 00:26:43
I reached out to school board members regarding school impact. 00:26:46
And I was not able to get any of them to register an opinion. So again I did some research. 00:26:49
And the best I could find is that in this price range for single. 00:26:53
Homes. 00:26:57
125 units would put roughly 30 to 35 new students within. 00:26:59
School District. 00:27:04
If I extrapolate that, I don't. 00:27:05
Through K through 12 you're looking at about 5-6 per. 00:27:07
Grade if they all go to Floyd. 00:27:10
The only Floyd County school, so I'm not sure that they would do. 00:27:13
But in any event. 00:27:16

At the previous meeting, which is really the only way to protect properties such as this is. 00:27:22

The DNR does not want to do that for safety concerns, and I agree with them on that. 00:39:16
But the rate limiting step on this entire process is trying to get assurances that whatever we do downstream of the new. 00:39:20

Build site is not going to change our timeline on the new bridge. That project has been in work since 20/17/2018. 00:39:31
Is taking a long time to get the projects and the funding in place. 00:39:39
And so whatever we do downstream with the old bridge. 00:39:42
Is a secondary priority to, not. 00:39:48
Not jeopardizing the building of the new bridge. 00:39:51
So the way I look at this is safety 1st and it's become very apparent that it's going to be safer to takedown the remnants of this 00:39:54
dam. And I say remnants because it's not a functioning dam at this point anyway. 00:39:59
So in order to affect repairs on the old bridge. 00:40:04
One would have to either reconstitute the old dam, which is expensive and a lot more complicated engineering. 00:40:09
Then removal of the. 00:40:15
Or we remove the dam, which is again safer in the short and the long term, less expensive in the short term as well. 00:40:17
Once the dam is down in the waters midstream, we can affect repairs on the old bridge. 00:40:23

For the duration of the time we have between now and the opening of the new bridge. 00:40:30
Again, none of that happens unless we can get assurances that by doing this. 00:40:34
We're not going to delay the construction of the new bridge. 00:40:39

Talk a little bit about some of my other experiences. 00:17:34
In the 14 years I live next to high end luxury apartments. 00:17:37
I have seen high amounts of crime, drug deals, alcohol stores pop up. 00:17:41
Cars being vandalized. 00:17:46
And people, the community, being threatened with their lives. 00:17:47
Public safety was reduced since. 00:17:50
Smaller infrastructure could never handle the population, which greatly increased. 00:17:53
Car wrecks in the area. 00:17:57
This apartment complex is not for Floyd's knobs. 00:17:59
If we want a better community that we would need to do something such as smart designs for. 00:18:03
Businesses, condos and townhomes that truly benefit this community. 00:18:08
For us. 00:18:13
And our children's children. 00:18:14
Home ownership makes all the difference. 00:18:16
And costs way less than apartment rent. 00:18:19
I've I've lived next in some nice condos. 00:18:25
And townhomes in Louisville, KY. And one of the nicest zip codes in Louisville, KY. 00:18:28
And all the crime came from the apartments. 00:18:34
And what was crazy is I was sitting there spending 1000. 00:18:37
Thousand a month or even more. 00:18:40
Less than Those apartments had more square footage. 00:18:42
Than they did. 00:18:46
Because I had a mortgage. 00:18:48
And I was building equity and it allowed me to be here, actually. 00:18:49
And this neighborhood. 00:18:53
As well. 00:18:55
Because I was able to build equity. 00:18:55
So for the young people or for people who are older. 00:18:57
I think that's a much better viable option than jam packing so many apartments in such a small area. 00:19:01
It and I even emailed you all. 00:19:08
A map showing all the crime that happens in apartments that cost even 1000 a month more. 00:19:13
Than the zoo. 00:19:22
In an extremely nice area, it's just. 00:19:24
When people don't own it. 00:19:27
They don't. They don't care typically as much as someone who does own. 00:19:30
Say a townhome or condo. 00:19:35

But the rate limiting step on this entire process is trying to get assurances that whatever we do downstream of the new. 00:39:20

Build site is not going to change our timeline on the new bridge. That project has been in work since 20/17/2018. 00:39:31
Is taking a long time to get the projects and the funding in place. 00:39:39
And so whatever we do downstream with the old bridge. 00:39:42
Is a secondary priority to, not. 00:39:48
Not jeopardizing the building of the new bridge. 00:39:51
So the way I look at this is safety 1st and it's become very apparent that it's going to be safer to takedown the remnants of this 00:39:54
dam. And I say remnants because it's not a functioning dam at this point anyway. 00:39:59
So in order to affect repairs on the old bridge. 00:40:04
One would have to either reconstitute the old dam, which is expensive and a lot more complicated engineering. 00:40:09

Or we remove the dam, which is again safer in the short and the long term, less expensive in the short term as well. 00:40:17
Once the dam is down in the waters midstream, we can affect repairs on the old bridge. 00:40:23
