Additionally, this ordinance ensures that the public has access to who serves. 00:05:22
On their local fire boards, each member shall be provided an e-mail address. 00:05:26
By the district they represent, and those members will be listed on both the county and the district's website. 00:05:31
Furthermore, it requires that the fire districts. 00:05:37
Not associated with the territory meet monthly and their agendas are posted in accordance to statute and additionally on their 00:05:40
district websites and social media pages. 00:05:44
This action is designed to ensure our fire boards are opening up, operating openly and transparently. 00:05:48
More transparency from our fire district boards is something that has been asked by several members of the public, and I agree 00:05:54

And it can only stay in one area where the impact is implemented. 00:30:58
That limits very much and everybody, everybody's hauling for more taxes, more tax money, tax increases. 00:31:03
And the reason all this main increase is wanting because of growth. 00:31:09

To pay for all these tax increases, this is one way we'll have the money up front. 00:31:16
If we can get the state to do it for services, services is what cost? 00:31:21

But the state of Indiana is one of the only states that limits us. 00:31:36

So since I became county commissioner, I've been working diligently on improving and enhancing many aspects of our emergency 00:38:00

My only goal in doing so is to ensure that when people are in this community are most likely having the worst day of their life. 00:38:08
That the assistance that we provide you is highly trained, highly equipped and operationally ready to solve your problem. 00:38:14
Two of the solutions that I have been working on are bringing our fire departments together and providing a stable and effective 00:38:21
emergency medical system. 00:38:24
These solutions are not just a pipe dream developed on a whim. 00:38:29
These are systems in which I've collected applicable data and I have peer reviewed by outside and unbiased sources. 00:38:32
Geographically, Floyd County is the second smallest county in Indiana. 00:38:39
We have a total of 5 townships and three County Fire departments currently protecting. 00:38:44
These jurisdictions currently Highlander Fire Protection District covers Greenville and Lafayette townships. 00:38:48
Georgetown Fire Protection District covers Georgetown Township as well as contractual services to Franklin Township. 00:38:54
And New Albany Township Fire Protection District provides Fire Protection to the unincorporated portions of New Albany. 00:39:00
Township not including the City of New Albany. 00:39:05
Historically there have been attempts in the past to combine these service I myself served. 00:39:09
Commissioner Kamer as his subject matter expert in the last attempt. 00:39:14
My recommendation was not to proceed with the county wide service at the time. 00:39:18
Was based upon the application in which it was being done and not the theory that combining these services was a bad thing. 00:39:23
During these discussions, it was determined that the goal of creating the system was to solely serve as a mechanism to create a 00:39:29
county ambulance service. 00:39:33
However, I quickly discovered there was critical terminology and inappropriately applied. 00:39:37
For example, the desire to have personnel cross trained. 00:39:42
That typically means that holding both fire and EMS certifications and is a common practice in most fire departments. 00:39:46
However, what was really being discussed was the utilization of split companies. 00:39:52
This would essentially place an ambulance in the same station as a fire apparatus and when a fire call came out. 00:39:57
The crew would take a fire truck and when a medical call came out they would take the ambulance. 00:40:02
To the untrained eye, one would say. 00:40:07
Well, that sounds like a very efficient way. 00:40:09
To provide both of their services. However, the reality is your community. You leave your community extremely vulnerable. 00:40:12
And it puts your emergency responders in a very dangerous situation. 00:40:18
Additionally, there was number supporting information to this transition. 00:40:22
No fiscal analysis, no GIS information, and what was the clear indication of the lack of understanding of national standards and 00:40:25
best practices by some of the participants? 00:40:29
My recommendation was not to proceed. 00:40:34
Today, our climate is much different. 00:40:37
Than it was during our last discussion. 00:40:39
We now have a better understanding of the geographical and staffing challenges. We also have fiscal information to understand the 00:40:41
costs. 00:40:44
It is clear that forming 1 fire district for Floyd County would likely not meet the long term needs of our county. 00:40:48
However, a fire territory would. 00:40:54
What makes the territory different? 00:40:57
Than a district it is that it's more of a marriage than it is a merger. 00:40:59
This allows already established districts and municipalities to pull their resources together and form 1 cohesive unit. 00:41:03
This will streamline command staff policies, procedures, hiring practices, training, and even equipment. 00:41:10
This also allows the rape. 00:41:17
To fund these services to be equal. 00:41:19
Amongst all the participants. 00:41:21
Essentially, you will be paying no more. 00:41:24
Or nor less than your neighbors jurisdictions. 00:41:26
It is a much easier and cleaner way to provide these essential services to everyone in our county instead of having three 00:41:29
different departments. 00:41:32
With three different command Staffs, three different hiring standards, 3 different training regiments, and the long list of other 00:41:36
redundancies that goes on and on and on. 00:41:41
It is my hope that we can get all of our jurisdictions under a territory, and that includes Highlander and Franklin townships. 00:41:46
Currently, Highlander has accumulated $2.3 million worth of debt. 00:41:52
And that in itself excludes them from being part of the territory at this time. 00:41:57
The commissioners have yet determined what we if we were going to even intervene with Franklin Township. However, I have voiced my 00:42:01
concerns very clearly to my peers and we are monitoring the situation. 00:42:06
Regarding EMS, I am one of three commissioners. 00:42:12
We formed an EMS Advisory committee to determine that our community's needs from our EMS system. 00:42:15
And we then formed an EMS task force to determine how those services would be delivered. 00:42:21
Their conclusion of the task force was that the departments could not afford to take home. 00:42:26
As they were struggling to stay afloat with their current service level. 00:42:31
Therefore, since the need did obviously exist, those members felt a standalone county wide service would be the best option. 00:42:35
This system would provide top of the line equipment utilizing some of the most advanced protocols and since that system would have 00:42:43
a dedicated funding mechanism. 00:42:47
We would be able to bill your insurance and whatever remained would. 00:42:51
Be written off if you're a Floyd County. 00:42:54
To me, that was a clear return on investment considering in 2024 there were 3546 calls for emergency medical services in Floyd 00:42:56
County. 00:43:01
The average amount the insurance company pays for ambulance service is between 425 and $450. 00:43:05
Typically leaving the patient with the remaining balance of between 1000 and $2500 to be paid out of pocket. 00:43:12
This last portion, I'm going to say something. To be quite honest, I don't think I should have to. 00:43:20
But I'm going to. 00:43:24
There is a small group of people who believe I am developing these services because I in some way am looking to create myself a 00:43:26
job or enrich myself. 00:43:30
I don't need a job. 00:43:35
I have a job. 00:43:36
I've been at that job for 25 years and I plan to be there at least seven more before I retire. 00:43:37
I can't even collect my pension, I'm too young. 00:43:43
It's nonsense. 00:43:46
Applying on spending remind remaining days of my career. 00:43:49
The organization which I started. 00:43:52
And that has never changed. 00:43:54
So I say this loud and clear for the record. 00:43:56

Or have any interest in being a Chief Officer or any employee of any capacity for any Floyd County Fire or EMS organization. 00:44:02

Not associated with the territory meet monthly and their agendas are posted in accordance to statute and additionally on their 00:05:40

This action is designed to ensure our fire boards are opening up, operating openly and transparently. 00:05:48
More transparency from our fire district boards is something that has been asked by several members of the public, and I agree 00:05:54

That the assistance that we provide you is highly trained, highly equipped and operationally ready to solve your problem. 00:38:14
Two of the solutions that I have been working on are bringing our fire departments together and providing a stable and effective 00:38:21
emergency medical system. 00:38:24
These solutions are not just a pipe dream developed on a whim. 00:38:29
These are systems in which I've collected applicable data and I have peer reviewed by outside and unbiased sources. 00:38:32
Geographically, Floyd County is the second smallest county in Indiana. 00:38:39
We have a total of 5 townships and three County Fire departments currently protecting. 00:38:44
These jurisdictions currently Highlander Fire Protection District covers Greenville and Lafayette townships. 00:38:48
Georgetown Fire Protection District covers Georgetown Township as well as contractual services to Franklin Township. 00:38:54
And New Albany Township Fire Protection District provides Fire Protection to the unincorporated portions of New Albany. 00:39:00
Township not including the City of New Albany. 00:39:05
Historically there have been attempts in the past to combine these service I myself served. 00:39:09
Commissioner Kamer as his subject matter expert in the last attempt. 00:39:14
My recommendation was not to proceed with the county wide service at the time. 00:39:18
Was based upon the application in which it was being done and not the theory that combining these services was a bad thing. 00:39:23
During these discussions, it was determined that the goal of creating the system was to solely serve as a mechanism to create a 00:39:29
county ambulance service. 00:39:33
However, I quickly discovered there was critical terminology and inappropriately applied. 00:39:37
For example, the desire to have personnel cross trained. 00:39:42
That typically means that holding both fire and EMS certifications and is a common practice in most fire departments. 00:39:46
However, what was really being discussed was the utilization of split companies. 00:39:52
This would essentially place an ambulance in the same station as a fire apparatus and when a fire call came out. 00:39:57
The crew would take a fire truck and when a medical call came out they would take the ambulance. 00:40:02
To the untrained eye, one would say. 00:40:07
Well, that sounds like a very efficient way. 00:40:09
To provide both of their services. However, the reality is your community. You leave your community extremely vulnerable. 00:40:12
And it puts your emergency responders in a very dangerous situation. 00:40:18
Additionally, there was number supporting information to this transition. 00:40:22
No fiscal analysis, no GIS information, and what was the clear indication of the lack of understanding of national standards and 00:40:25
best practices by some of the participants? 00:40:29
My recommendation was not to proceed. 00:40:34
Today, our climate is much different. 00:40:37
Than it was during our last discussion. 00:40:39
We now have a better understanding of the geographical and staffing challenges. We also have fiscal information to understand the 00:40:41
costs. 00:40:44
It is clear that forming 1 fire district for Floyd County would likely not meet the long term needs of our county. 00:40:48
However, a fire territory would. 00:40:54
What makes the territory different? 00:40:57
Than a district it is that it's more of a marriage than it is a merger. 00:40:59
This allows already established districts and municipalities to pull their resources together and form 1 cohesive unit. 00:41:03
This will streamline command staff policies, procedures, hiring practices, training, and even equipment. 00:41:10
This also allows the rape. 00:41:17
To fund these services to be equal. 00:41:19
Amongst all the participants. 00:41:21
Essentially, you will be paying no more. 00:41:24
Or nor less than your neighbors jurisdictions. 00:41:26
It is a much easier and cleaner way to provide these essential services to everyone in our county instead of having three 00:41:29
different departments. 00:41:32
With three different command Staffs, three different hiring standards, 3 different training regiments, and the long list of other 00:41:36
redundancies that goes on and on and on. 00:41:41
It is my hope that we can get all of our jurisdictions under a territory, and that includes Highlander and Franklin townships. 00:41:46
Currently, Highlander has accumulated $2.3 million worth of debt. 00:41:52
And that in itself excludes them from being part of the territory at this time. 00:41:57
The commissioners have yet determined what we if we were going to even intervene with Franklin Township. However, I have voiced my 00:42:01
concerns very clearly to my peers and we are monitoring the situation. 00:42:06
Regarding EMS, I am one of three commissioners. 00:42:12
We formed an EMS Advisory committee to determine that our community's needs from our EMS system. 00:42:15
And we then formed an EMS task force to determine how those services would be delivered. 00:42:21
Their conclusion of the task force was that the departments could not afford to take home. 00:42:26
As they were struggling to stay afloat with their current service level. 00:42:31
Therefore, since the need did obviously exist, those members felt a standalone county wide service would be the best option. 00:42:35
This system would provide top of the line equipment utilizing some of the most advanced protocols and since that system would have 00:42:43
a dedicated funding mechanism. 00:42:47
We would be able to bill your insurance and whatever remained would. 00:42:51
Be written off if you're a Floyd County. 00:42:54
