We play all right, Thursday night they got a. 00:00:00
To the flag of the United States of America. 00:00:11
To the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. 00:00:15
Welcome to our December 3rd meeting. 00:00:23
I'll phone. Please put it to silent feel. We'll begin with a moment of silence for individual prayer, meditation, reflection. 00:00:26
As we prepare for tonight's meeting. 00:00:36
Alright, thank you. We're gonna have a slight agenda change here. 00:01:00
We have Honorable Judge Justin Brown with us tonight. He was under #2 on new business, but he has a guest with him who is 00:01:05
impatient to leave. So we'll have you guys come up first and. 00:01:11
Talk about office space update discussion appreciate commissioners, Commissioner Shellenberger Can able Sharp. 00:01:20
This is Theodora. 00:01:27
So I appreciate you all adjusting the. 00:01:28
Agenda for us. So we have something getting done in the next few weeks. The plan if you if you all been to Circuit Court before, 00:01:31
as you come in there's a little lobby area. 00:01:36
And. 00:01:41
Yeah, I think I can speak on behalf of the other commissioners having reviewed the plans. We won't get into the details on those, 00:02:12
but we always appreciate when somebody comes in and they're agreeing to play by the rules over there. So none of the wall spaces 00:02:18
are going to be violated or the ceiling. So they'll be no exposure to any hazardous materials. And we really love it when somebody 00:02:23
comes in. They know how they're going to pay for it. So do you need any? 00:02:29
Thing from us with a formal letter I think. Miss Fox, Do you think there's anything specific I would need? 00:02:35
I think just some motion to laugh and move forward that would be appropriate. 00:02:43
I'll see such a motion so moved second. OK, all in favor, aye. 00:02:48
All right. Thank you. Yeah, safe travel. 00:02:54
And for the astute observer, we have Miss Christie Fox sitting in for attorney Rick Fox tonight. And so she's been fully briefed 00:02:58
on everything that's going on and we'll. 00:03:05
Stand in for our usual County Attorney this evening. 00:03:12
Under old business, we have a second reading for Floyd County Ordinance 2024-330, an amendment to the AARP implementation plan. 00:03:16
Mr. Lop is not here to present that tonight, but if that needs to be read formally in then I'll ask Miss Paul. 00:03:25
To do so, of course. So what you have on your agenda there is the second reading of FCO which Floyd County Ordinance 2024-30, 00:03:34
which is the amendment to the AARP implementation plan. The changes under that ordinance were kind of reallocating the funds under 00:03:40
that they are funds that you had received and how those would be used and you did a first reading last month. So this would be a 00:03:46
second reading of that ordinance. 00:03:52
OK, if there's no new information for discussion, I'll ask for a motion to approve. I'll make a motion to approve Floyd County 00:03:59
Ordinance 2024-30 amendment to the ARP Implementation Plan. OK, I'll ask for a second. 00:04:07
And I'll second that myself. All in favor, aye. Opposed. 00:04:15
Passes 2 to one and I believe that is already on the Councils agenda for action. 00:04:22
At their next meeting, new business director of highway and public works and county engineering ratio ERITIA annual bid openings. 00:04:28
Do we have anybody else here wanting to put in a bid this evening? 00:04:37
You have a bed sheet. 00:04:42
These are we take these under under advisement, right? This is for the. 00:04:44
A whole host of things. 00:04:50
Is there any sheet for secondary reporting that we need? OK. 00:04:53
First one is Shelby County Co-op. 00:04:59
I believe. 00:05:07
I don't think we read them all, all the prices down. I think we just. 00:05:09
Just put them under advisement. 00:05:15
All right, and received the. 00:05:19
Shelby County Coop. 00:05:23
John said. We didn't either. 00:05:37
There's a hope. There's a hope, Chris is a whole list of stuff here. You know, that's fine. So after you open all of them, you can 00:05:41
just name them off as you go, who the NC is. And then at the end, I assume you guys will probably take them under advisement and 00:05:46
then make a decision. 00:05:50
And I didn't, I didn't announce that one, sorry. 00:05:55
OK, Mid America uniforms. 00:06:01
In receipt of Mid America uniforms. 00:06:04
Next one is Flynn Brothers. 00:06:11
Flynn Brothers. 00:06:20

I am I. 00:06:33
And that was for. 00:06:34
Aggregate stones sellers for quarry. 00:06:38
This next one is for IMI. 00:06:41
For Stone. 00:06:44
What was that one for? 00:06:48
This one was tiny, says Stone on it. 00:06:50
Yeah, they're different. They're two, Yeah, different materials. Actually. There's a third one here as well. It says Part 1. 00:06:55
I am a aggregate Part 2. 00:07:03
Third one is for IMI sand and gravel. 00:07:09
I am I sand and gravel. 00:07:15
Why do I need to open up? 00:07:18
Next one is. 00:07:22
Asphalt Supply Company. 00:07:24
Well done, John. We didn't read the acronym say Asphalt Supply Company. 00:07:29
Next one is Jacobi oil for diesel. 00:07:37
Gasoline. 00:07:41
Jacobi Oil. 00:07:44
Next one's embaving. 00:07:56
Env Paving. 00:07:58
How big's asphalt? 00:08:01
The. 00:08:03
Next one is. 00:08:07
Indiana drainage systems IDs for. 00:08:09
Publix in guardrails. 00:08:13
Indiana drainage solutions. 00:08:16
Next one is CNR for about two minutes. Asphalt. 00:08:22
C&R construction. 00:08:26
Next one is Mac. 00:08:34
Not sure what it's for. 00:08:36
All right, Mac construction. 00:08:40
Next one is Mac 4. 00:08:49
Bituminous and hot mix. 00:08:52
And the last one is silicon. 00:09:00
For guardrails, culverts, etc. 00:09:04
Civil Con. 00:09:08
No other bids. That's it. 00:09:10
Most would take these under review and advise. 00:09:12
All right. And I'll 2nd that the motion is second all in favor, aye? 00:09:16
Thank you. Thank you. 00:09:21
All right. Mr. Gary Bierman, IT Director. 00:09:23
Gary Biermann, Pulley County IT Director I'm here to present 2. 00:09:30
Resolutions for the Floyd County Technologies Security. 00:09:35
One is. 00:09:40
Do I need to read the whole thing? 00:09:43
So 1 is basically. 00:09:45
So the first one is. 00:09:49
It mandates that our users do cyber security training and that a new user does it within 14 days and then current users gives them 00:09:52
about 30 days to complete it. We have pretty good compliance now. 00:09:59
As far as that, but we're on the state is currently pushing us to have a lot of policy in place. So this is one of the first steps 00:10:07
for my department and getting all that policy. 00:10:13
So that one is just getting the users trained for cyber security. We do that yearly. Every user gets retrained and then we fish 00:10:20
you all. 00:10:25
Regularly. 00:10:30
And then the second resolution is. 00:10:33
In reference to. 00:10:36
That anything that plugs into the network gets approved through UST department before we allow it on the network. 00:10:38
That way we don't have anybody trying to plug anything malicious into the network, right? 00:10:47
I appreciate you being proactive about these and the full resolutions will be on the website for public. 00:10:53
Review as well, but they're nice. 00:10:59
Common sense, I think I do this for three or four different companies. So I have annual cybersecurity training 4 * a year. You 00:11:02
brought everybody in the room, probably does from somebody so. 00:11:08
Umm, something we really look forward to. 00:11:14
And Gary, the. 00:11:19
The 22, the. 00:11:22
20/24/22 Access to Floyd County computer network. 00:11:26
That's strictly for the Sheriff's Department is different from that. Is that correct? Yeah. They've got their own server, their 00:11:30
own iTunes and everything. OK. 00:11:34
Just want to make sure. 00:11:39
OK, if there's no further discussion, I'll look for. 00:11:42
Motion to approve. We can do these separately. 00:11:46
Easy enough Most approved Floyd County Reds Floyd County Resolution 2024 Dash 21 Enhancing protection of Floyd County computer 00:11:49
systems and network. 00:11:54
Motion is second all in favor. 00:12:01
Motion to approve Floyd County Resolution 2024-22 Access to Floyd County computer network. I'll second a motion and 2nd all in 00:12:04
favor. Aye aye, thank you very much. 00:12:10
All right. Next we have an update on the impact the advisory committee We have Mr. Billy Stewart and Mr. Jason Copperweight. 00:12:17
OK. 00:12:27
He rides alone. 00:12:30
Sir, thank you. 00:12:33
Thank you. 00:12:37
Thank you so much. 00:12:40
In a nutshell. 00:12:48
The first thing we did was identify which. 00:12:51
Impacts we can do. 00:12:54
According to state law. 00:12:56
To Rosen bridges sanitary sewer systems. 00:12:59
Parks, flood control and water treatment facilities. 00:13:02
And we came up with roads and bridges. 00:13:06
That's what we want to concentrate on. 00:13:09
Course, the county doesn't do water treatment. 00:13:11
The county doesn't do. 00:13:13
Santorini sewers. 00:13:15
Of course, this money can't be used to fix old problems. 00:13:17
Just new issues come up, a new business. 00:13:21
Second thing we did was request qualifications for consulting. 00:13:26
We get two companies approached this stand. 00:13:30
Strange Associates. United Consultant. 00:13:33
After interviewing them, we picked. 00:13:35
Not a consultant. 00:13:38
Not a consultant has done like eight of these. 00:13:39
Studies for different cities in Indiana. 00:13:43
Strain has done 0. 00:13:46
And then he had all. 00:13:48
So it was an easy choice. 00:13:50
And then the process of it right now is identifying. 00:13:53
A part of county we're going to put impact fees on. 00:13:56
And what's a proper fee structure And that's what we're looking at right now. 00:14:00
Of course you can include. 00:14:04
Romney, Georgetown or Greenville? 00:14:07
Of course you really don't want the other areas of county is not going to be. 00:14:09
Develop ever. 00:14:13
And these impact studies are very, very expensive. 00:14:15
So you really want to limit it where you're going to put, we believe you're going to have. 00:14:20
Growth. 00:14:25
Every five years you get to do another study. 00:14:27
And so you're basically looking at 10 years. 00:14:30
So that's what we're doing right now is trying to identify. 00:14:33
Which sections of the county we believe? 00:14:36
Overall and then once we identify that, we'll have a. 00:14:39
Was going to cost us. 00:14:44
You can spend 100,000 to. 00:14:45
$500,000. 00:14:47
Just for the stud. 00:14:49
So wherever you pick, you want to make sure. 00:14:51
He's gonna recover the cost of the study, plus of course generate revenue from Canada. 00:14:53
So that's the step around right now. 00:14:59
Once that's done, then we will. 00:15:02
Review the contract. 00:15:04
And we'll present a contract to your board. 00:15:06
And you guys had the only decision whether or not? 00:15:09
To move forward. 00:15:11
When you when you put this committee together. 00:15:15
You had three private citizens. 00:15:17
And four other people involved into. 00:15:20
Realtors. Builders. 00:15:23
And I was very pleased that we all were able to come together. 00:15:25
And actually. 00:15:29
Unanimously. 00:15:31
I believe in putting fees forward. 00:15:33
So all the builders and stuff. 00:15:35
Supporting this. 00:15:38
On this committee and the actual cost some cities 2003 thousand dollars. 00:15:39
A new home. 00:15:47
Some more, some less, but we'll have actual numbers. 00:15:48
The first height. 00:15:54
Thank you wholeheartedly for doing this. Mr. Mann's part of the committee. Is everyone else here that's on the committee tonight 00:15:55
other than you and Mr. Mann? 00:15:58
I think. 00:16:02
My thanks to both of you in the entire committee. 00:16:04
When you say that we're going to, you're going to have to redo this every five to 10 years. The study has been done every five 00:16:07
years. So that would be. 00:16:11
Is the update cost as much as the original study because you'll actually have a basis to go off with? 00:16:15
So yeah, every five years, supposed to be less constant. 00:16:23
As we started, we started from scratch. We have nothing. 00:16:27
So they're actually going to build. 00:16:30
So there actually would probably be a break even point on. 00:16:32
The initial cost outlayer. 00:16:38
In some cities are charging so much as Maine half dollars for like a Walmart. 00:16:40
Facility for impact fees, OK. 00:16:45
John, do you guys? 00:16:50
I don't think we put any. 00:16:52
Limits on. 00:16:54
The appointments that were made to the committee, so. 00:16:57
I would anticipate at some point we'll just remove everybody for 2025. If you feel like it's a really good functioning group. It 00:17:01
is. I mean it's very diverse group and you have a farmer, you have a retired businessman, you have. 00:17:08
Private citizen yet? 00:17:15
Realtors you have engineers and builders. 00:17:17
So you have a pretty good group of people. 00:17:20
Yeah, the former commissioner and you know. 00:17:23
The group was put together with the intent that it would work, but you never know when personalities in the room so. 00:17:26
Sounds like. 00:17:32
Suzanne, can you double check and make sure we didn't have expiration dates on those board appointments and maybe just put on for? 00:17:39
Early 2025 reappointment on those for the. 00:17:46
Following year if we can't do that. 00:17:49
At the next meeting. 00:17:51
And let's say I like to also publicly thank Nick. 00:17:53
Creating director villain. 00:17:57
He's done an excellent job keeping us off. 00:17:59
Information for. 00:18:01
Good. We appreciate the update. 00:18:03
Look forward to. 00:18:06
Seeing where this leads next year. 00:18:08
Any other questions? 00:18:10
Thank you very, very much. 00:18:13
All right, Mr. Chase Blakeman. 00:18:17
Phenomenon group regarding closure of corner lane. 00:18:21
Hopefully that temporary. 00:18:26
Yes, OK. 00:18:28
Chase Blakeman with Paul Primavera and associates on behalf of Don. 00:18:32
Apologized that he couldn't make it here tonight. He's. 00:18:37
On his way out of town. Would you like raising the microphone a little bit? Sorry, it's alright. 00:18:39
Is that better? Yeah, Yeah, I think so. So the theme group is requesting a temporary Rd. closure of Corner Lane. This closure is 00:18:45
requested for December 18th from 7:00 AM to 6:00 PM to allow for the installation of the six inch water line. 00:18:53
The backup date for this closure is requested as December 19th, just in case they incur inclement weather. 00:19:03
Public notice will be issued to the News and Tribune a week prior to the requested date if approved. School Systems 911 Law 00:19:11
Enforcement EMS will also be noticed a week prior to this closure if approved. And local access will be allowed to their driveways 00:19:17
during the time of the closure to make sure everybody can access their homes. And we have provided you all with the Maintenance of 00:19:23
Traffic plan. 00:19:30
As prepared by Safety, Co will be handling all of the signage. 00:19:37
During that closure. 00:19:42
If you all have any questions please. 00:19:45
Was this this was approved and delayed earlier in the year? Is this correct or not? Is it or is this a different closure? I think 00:19:47
it's same same place. It's just a different closure and it is New Albany, Floyd County Schools even in session that. 00:19:53
On the 18th and 19th, do we know? 00:19:59
Her last day may be the 18. 00:20:04
If they are, then they absolutely, you know, so the buses are not impacted or I just think it'd be awfully beneficial if they 00:20:07
weren't just get the work done. Absolutely. 00:20:12
They're closed. 00:20:20
They're in school on the 18th. 00:20:21
I mean it's. 00:20:26
It's funny the way it's just, it's a little work, a little easier. Yeah. In addition to the Tribune, will there be any signage 00:20:27
there for a few days beforehand telling people that there's going to be a closure or not? It's not necessarily in the maintenance 00:20:32
of traffic plan, but if that is something I would like for that to happen. We just had an issue with old Vincents earlier, Iranis 00:20:38
shaking his head back there. That probably helped. 00:20:44
Yeah. What? 48 hours? OK, Yeah. 00:20:51
What day is the 18th on? Is that a son of? 00:20:58
Wednesday and Thursday, 18th and through Wednesday. 00:21:03
Yeah, I mean, you think 48 hours is sufficient? 00:21:07
Yeah, OK. 00:21:10
Play. 00:21:13
I'll have done get the safety code, make sure that they put that in their maintenance traffic, OK. 00:21:14
Any other questions, concerns, recommendations? 00:21:19
I like to recommend that you have another date just in case. I mean, we're getting the winter time. 00:21:24
You know I mean. 00:21:30
And I'm planking maybe give you that Friday as well. 00:21:32
If that's something that we can write into this approval just to have on hand, it wasn't something that was necessarily planned 00:21:36
for 1/3 date. I'm just saying that way in case you have bad weather on. Yeah, because it's happened many a time. 00:21:43
So we approved for the 18th, 19th and 20th. Yeah, that's what I'll make on my motion. 00:21:50
One second, have a motion and 2nd to allow for temporary closure of Clarendon Lane on the dates listed. 00:21:57
All in favor, aye. Thank you all very much. Thank you. 00:22:04
Tell Mister Theme when we missed it. 00:22:09
I will, all right. 00:22:12
County Attorney Christy Fox, Contract Employee Yes. So I have reviewed this contract and this is the contract for consulting 00:22:13
services for 2025. 00:22:19
Any questions that you all have? 00:22:26
Be looking to approve that with a motion and then. 00:22:30
Publicly here, why? We're seeing what we're doing momentarily. 00:22:35
I'm good. 00:22:39
All right, motion approved. Council move. 00:22:41
Second. OK, all in favor. 00:22:43
So what we approved is a consulting contract for. 00:22:46
Mr. Don Lot for the year 2025. He has. 00:22:51
Given his notice of retirement effective early January, January 4th I believe. 00:22:57
First week of January 2025. And so there's been a great deal of question about how those responsibilities are going to be taken 00:23:05
over and the plan that we've developed. 00:23:09
Still has some moving parts to it, but it's taking shape that. 00:23:15
Mr. Nick Creevy is going to be taking on the majority of the day-to-day functioning of what Mr. Lough was doing. 00:23:19
We have a provisional. 00:23:30
Enhanced job description that we worked through with human resources for Mr. Creedy, and he'll be taking over the title of the 00:23:32
Director of Building and Development Services. 00:23:37
And they'll have oversight of. 00:23:43
Just as it says multiple buildings and development. 00:23:47
He's going to be sharing budgetary oversight. 00:23:52
With. 00:23:56
Mr. Lobb in a consultative basis and also a third party who were still negotiating a contract with. So as soon as we get that 00:23:57
worked out, we'll reveal that as well. But. 00:24:02
We're going to have Mr. Creevy taking on the vast majority of Mr. Lops day-to-day responsibilities. 00:24:07
We're going to have the. 00:24:17
Department heads. 00:24:19
Reporting to the commissioners with at least quarterly reports and sit downs with us and we're all available day-to-day as well. 00:24:22
And. 00:24:33
So I'm looking for. 00:24:35
We're actually going to have triple oversight during 2025 during what I think could be. 00:24:37
It's a transition period. I mean, Mr. Lott did a lot of things and that job description grew around him over 20 some odd years. 00:24:43
And to try to ask anyone person to step in immediately and take over that role was fraught with a lot of difficulty and anxiety. 00:24:52
For myself and I believe the other commissioners as well, so. 00:25:01
We're going to be backfilling Mr. Creevy's job at planning, and this should all be budget neutral the way that we worked it out, 00:25:06
because we have. 00:25:11
The difference between what Mr. Creevy is going to be paid and what Mr. Lop was being paid. We have Mr. Creevy's existing salary. 00:25:18
So. 00:25:25
That's where 2025. 00:25:28
Shakes out at this point in time. 00:25:30
The thought process is that Mister Lopes involvement is probably going to be much more involved in the early part of 2025 than the 00:25:33
latter part of 2025. 00:25:37
And we'll be having at least weekly meetings with Mr. Creeby as well as the individual who's going to hopefully be signed in the 00:25:41
near future for that secondary budgetary oversight, at least weekly with at least one of the commissioners throughout the year, 00:25:48
just to ensure a very, very smooth transition with no balls dropped. 00:25:54
There's a lot of institutional memory wrapped up in Don Law, and there's a lot of little things that pop up on the calendar 00:26:01
annually that he knows about intuitively. 00:26:06
I talked to him about this today. We were having a discussion about the transition. I told him I likened it to when my grandmother 00:26:12
gave me her recipe for chicken and dumplings. She wrote down exactly how she did it. And I have followed that and it's never 00:26:19
tasted as good as my grandma's chicken and dumplings were. So there's a recipe to follow, but there's also an art to this. And 00:26:25
again, in just an intuition, intuition that we need to build upon, so. 00:26:31
And feel confident that this plan is going to cover all our bases and minimize the chance free balls being dropped. 00:26:39
And it's going to require a little bit of flexibility on the commissioners part, Mr. Creevy part, Mr. Lops part, as well as. 00:26:46
Are soon to be named other consultant, but. 00:26:53
I really believe it's a good pathway forward and it's going to work so. 00:26:57
You have comments, John or Jason? 00:27:03
Out of this town, OK. 00:27:05
There was an item for New Albany Township Fire Board appointment that's being tabled this evening. 00:27:08
I'll look for approval of the Commissioners meeting minutes for November 19th. 00:27:14
Most approved All in favor aye for approval of payroll and claims. 00:27:18
Motion approved. Second a motion a second. All in favor? Aye, aye. 00:27:26
We had a storm water meeting today at 4:30. Our next Commissioners meeting this Tuesday, December 17th, 24 at 6:00 PM. 00:27:31
We had no one sign in formally, but we'll open it up here in a minute anyway. Do we have any public? 00:27:39
Government official comments this evening. 00:27:45
All right, public comment. 00:27:50
Yes. 00:27:52
Daleman, Georgetown. 00:27:59
Thank you first. 00:28:01
Saying what we've been doing pretty much hit it right on the hit what I'm asking everybody doing and every time I talked to state 00:28:04
Rep. 00:28:07
Our impact fees were very limited what we commuted for. 00:28:11
And that has to be changed through the state. Indiana has got some of the most worst things that for impact fees that we can do. 00:28:14
All the other states allow you for schools, fire, police. 00:28:19
But not the state of Indiana, and that's really where our costs are. 00:28:24
And I'm asking is everybody every time you talk to state Rep? 00:28:29
Come, but we need. I don't think they understand. 00:28:33
The impact that this county is getting from development is tremendous. 00:28:36
In the way the impact fee is now, it's sort of like a TIF district. You have to use it in that district. 00:28:41
Pretty much or that area. 00:28:47
For the developer and we've been through statewide, we tried to push for statewide, probably not going to get that. 00:28:49
Trying to have to pick areas and they had to stay in that area. So it's sort of like a gym. 00:28:56
That's why we need to talk to your state reps and try to get it changed where we can charge impact fee for FAR, EMS, schools and 00:29:01
everything else that really impacts us. And that's all I'm asking for when you see them or call them and talk to them because 00:29:08
that's what we need. A couple of recommendations on that. Might I ask you and the committee to consider drafting a letter? 00:29:16
With the signatures of the committee that we could forward to our representatives in the state legislature and the other. 00:29:24
Recommendation. I would recommend perhaps inviting our state representative, state senator to one of your meetings and. 00:29:30
Having AQ and a with them and I'm sure they would, they would both come. But if you will draft such a letter, I'll make sure that 00:29:38
it's. 00:29:42
And delivered and we just compare us to our surrounding states. 00:29:46
Where were terms? I know Florida is much more liberal And is Ohio as well on that list? California. I mean there's $45,000 a 00:29:52
house. 00:29:57
In Florida is around 25,000. 00:30:03
Yeah. And most we're going to be able to charge with this is probably 2, if even that. 00:30:06
I don't think you all are recommending that we charge those amounts, right. I mean, I think what you would like to do is see the 00:30:10
money be able to be used. 00:30:13
Enhanced infrastructure, right? Yeah, yeah. Instead of just roads. And it needs to be with the, you know, our EMS, what it's going 00:30:17
to impact, what our fire, with our police schools, that's the impact. 00:30:23
We can't even charge for that. Let me ask a question and I understand what you're saying, but when you look at it. 00:30:29
So you, you, you've got a new subdivision, 100 homes. Well, there's going to be a. 00:30:36
School. 00:30:41
Property tax taken out of that so that is that not part of that of that impacting in the same way with like with like Fire 00:30:43
Protection, you know you have you have a fire district tax. 00:30:50
So I mean, so are you not adding twice to that? I'm just curious. I mean, I can see where police because we don't have, but we 00:30:58
have, we have, we have the lift tax and now we have that safety tax. But I'm, I'm just kind of trying to understand how do you, 00:31:04
how do you put an impact fee for those? Because they're already paying a portion of that with the property tax. They don't pay the 00:31:10
property tax after the homeowner owns if the impact fee is paid at time of when they get their permits. So you've got the money up 00:31:16
front. 00:31:21
OK. That makes a big difference. That's a whole year that you're getting something for what they're gonna cost for that whole 00:31:27
year. That's what that's the way I look at it. They are one time, correct. 00:31:33
That's a whole year ahead. OK, that makes sense. That's that's just the way I look at it. Thank you. So this is something me and 00:31:41
you have talked about a great length of the impact fees and to be quite honest with you, I haven't stopped talking to our state 00:31:46
representatives about it. So. 00:31:50
And I can't remember every time I get a chance. 00:31:56
But if you don't keep doing it, there's not that many areas in this state that does it because it might not be worth it. It might 00:32:00
not be worth it in discount. 00:32:04
But that's what we're working. 00:32:09
Thank you. Thank you. Any other public comment? 00:32:11
Committee reports. 00:32:16
Jason, I think you're up first this time. Yeah, so. 00:32:18
On Tuesday, November 26th, I took part in the contract negotiations with the collective bargaining unit for the Floyd County Road 00:32:21
Department and we're awaiting a vote. I believe it's going to be on Thursday from their membership to see if they would like to 00:32:27
continue forward and we might possibly have an agreement but to put in front of the commissioners and the council, so. 00:32:33
Looking forward to that. And then on Thursday, November 21st, I attended a presentation of the proposed Fire Protection territory 00:32:40
that included Franklin. 00:32:44
Georgetown, New Albany Townships. Of course, there was no official action taken during the meeting, was all set to meet statute 00:32:48
for a public meeting for all the boards to be able to sit down and discuss the information that they had requested together. So 00:32:53
I'm looking forward to see how that progresses. 00:32:58
That's all I got. 00:33:03
OK. On the 21st attended the River Hills Full Commission meeting. On Tuesday the 26th attended the LEPC meeting here at the 00:33:06
Pineview EOC and attended with Jason the Teamsters negotiations for the road department. And today we had the stormwater meeting. 00:33:13
Jason did mention the. 00:33:20
The far the territory meeting and obviously several calls after it's in the newspaper and the constituents were calling 1 to know 00:33:28
when the next fire. 00:33:32
Territory meeting is going to be and they're also asking if they if they could maybe be held at Pine View so that way they could 00:33:38
watch and be better informed, you know, instead of I'm not sure when the other one when the next one's going to be. But this way, 00:33:44
you know, they can't attend and that way they can see, you know, I guess more transparent, they can see what's being discussed and 00:33:50
all that. So I think that would be something that I would suggest to the. 00:33:56
To those arranging those meetings. 00:34:03
That's all I have, OK. 00:34:07
Thank you. November 21st attended a teams meeting on Flaxton Mill Bridge property acquisition. Primarily the take home is that 00:34:08
we're on schedule on that. 00:34:14
1121 later today. 00:34:22
A Zoom meeting with our building representative on the Chase Building and the County Building. 00:34:26
No change in the schedule on that business opening. Wanderlocks hair salon. I did not get a haircut but it looks like a nice place 00:34:30
down on Silver Street. New Albany. December 1st December 2nd. I've had multiple meetings with. 00:34:37
Our HR Director Nick Creeby Don Lock Gardner transition today at 4:00 PM I was at the Floyd County Legacy Foundation meeting and 00:34:44
we did set a spend rate that I need to have read into the record and have opportunity for discussion. We set a 3.5% spend rate 00:34:51
which would equate to. 00:34:58
$657,299 in grants for the next cycle. 00:35:05
So I just need that formally in the minutes that. 00:35:12
That information was accepted by the board. That's all I have. 00:35:17
Any closing comments? 00:35:21
Thank you all for coming. Appreciate it. 00:35:23
Motion to adjourn. 00:35:26
Thank you all. 00:35:28

And that was for. 00:06:34
Aggregate stones sellers for quarry. 00:06:38
This next one is for IMI. 00:06:41
For Stone. 00:06:44
What was that one for? 00:06:48
This one was tiny, says Stone on it. 00:06:50
Yeah, they're different. They're two, Yeah, different materials. Actually. There's a third one here as well. It says Part 1. 00:06:55
I am a aggregate Part 2. 00:07:03
Third one is for IMI sand and gravel. 00:07:09
I am I sand and gravel. 00:07:15
Why do I need to open up? 00:07:18
Next one is. 00:07:22
Asphalt Supply Company. 00:07:24
Well done, John. We didn't read the acronym say Asphalt Supply Company. 00:07:29
Next one is Jacobi oil for diesel. 00:07:37

Jacobi Oil. 00:07:44
Next one's embaving. 00:07:56

Civil Con.
