I will figure it out. 00:00:00
Welcome everyone to the employee. 00:00:04
Join me in the Pledge of Allegiance. 00:00:13
I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, 00:00:16
indivisible, with liberty and justice for all. 00:00:22
Join me in a moment of silence for individual prayer, meditation thought as we get ready for the meeting tonight. 00:00:32
All right. Thank you. 00:01:01
I do have we have a busy agenda tonight. I do have two items I'm going to ask to to be added to the agenda before we begin. That 00:01:03
would be under 3A. We're going to have a presentation from mainstream fiber. But within that I'm looking for an addition to 00:01:12
approve a letter of support for their proposal as well as a county utility agreement. So moved. 00:01:20
Second, OK, all in favor, Aye. And then we have a couple items that will be tabled. We'll just cover those when we get to them. 00:01:29
So we'll begin tonight with our insurance partners, assured partners. 00:01:35
I know you have a presentation to. 00:01:40
Summarize for us tonight after the meeting. 00:01:43
On the 20th I think it was. 00:01:48
Hi, thank you. 00:01:51
Thank you. 00:01:54
I'm Wayne Willis for the shirt partners. 00:02:00
If you want to skip the page 2, we'll jump right in. When can you pull your mic up? Yeah. 00:02:03
Thank you. 00:02:09
Yeah, so the medical benefits, dental, vision like disability are all up for renewal on January 1st, 2025. 00:02:10
The medical and prescription benefits were moved to Anthem last year on or earlier this year, 11 of 25 or 24 due to Humana's 00:02:17
departure from the market. It's been a good year so far. I do want to commend the the commissioners for decision you made 00:02:22
regarding the strategy for 2024. 00:02:27
To help control pharmacy costs that has resulted in 17% drop in per employee per month cost on the prescriptions. 00:02:33
On the prescription claims. 00:03:10
The the voluntary dental and voluntary vision. 00:03:14
The dental is with standard insurance, vision is with Anthem. Both are under rate hold for 2025 S no change in rates. Same goes 00:03:17
for the life insurance, voluntary life insurance and then the recommendation for a new product offering which is completely 00:03:23
voluntary to employees. It's a company called Armadillo. It is a home warranty program. There will be 3 different options for 00:03:29
employees to evaluate and make a choice on if they would like to protect their individual home appliances and and other HVAC and. 00:03:36
Any questions? 00:03:44
No, I know that's a brief summary of what you went through on the 20th. 00:03:48
With John and Jason, I read through that upon my return. So though it's commendable, like you said, we've had a good, very 00:03:53
fortunate year thus far and good participation in the healthcare maintenance and improvement. 00:04:00
Yeah, you guys should be definitely commended for the strategies put in place last year with our assistance of course. But you did 00:04:07
make the right choices and it's obviously worth bearing in. I do want to add, I'll thank you. Briefly hit on the basic life. 00:04:14
Currently we're at 10,000 going 25,000 at an additional cost, no additional cost 25,000, OK, all right. And we are going to be 00:04:20
looking for a motion to approve this or accept this contract tonight. 00:04:27
So moved second, all right, all in favor. Aye, aye. Thank you very much. Thank you very much. Thank you. 00:04:34
All Right Land Design and Development incorporated. Shane McLeod, Charleston Rd. 00:04:40
Replat. 00:04:45
Good evening everyone. 00:04:48
Do you have a copy of the plant in front of you? 00:04:53
No, I don't. 00:04:56
Yeah. 00:04:58
So the previous plan on this subdivision of Charlestown Rd. there are three current existing tracks. The replat proposes shifting 00:04:59
the line between between tracks 1A and 1B W, creating a smaller track 1, and then consolidating the leftover track. 00:05:08
1B and 1C into what is not what we call track 2 and then we would also. 00:05:18
Trying to release a portion of an easement that was granted. 00:05:27
To the county. 00:05:30
For a floodplain. 00:05:33
Both of the the prior existing tracks 1A and 1B on the previous plat. 00:05:34
And were resurveyed after Phil was placed. 00:05:40
And. 00:05:44
Lomar letter map revision based on Phil was submitted to FEMA. 00:05:47
And was approved and I got that recorded. 00:05:52
So those are, it's no longer in the floodplain. So we're proposing releasing the easement. 00:05:55
The portion of the easement that was on that tract, it's now owned by Hope. 00:05:59
So I had to have. 00:06:06
County 3 county commissioners to approve the plat and also. 00:06:08
County commissioners signature to release the portion of the floodplain easement. 00:06:12
Questions on that? 00:06:20
What was your? 00:06:25
Impetus for doing this is what's driving this. 00:06:26
They're trying to get a new. 00:06:31
They have a new potential buyer for track, one that needed a smaller. 00:06:34
A smaller parcel. 00:06:38
And there's. 00:06:40
Are you talking about releasing a floodplain or just doing the entire thing? 00:06:42
I'm sorry, are you asking why we're doing the replant? Yes. 00:06:46
Well, to. 00:06:50
The three tracks that were created were created just out of. 00:06:53
I guess they they thought they had potential buyers on the three tracks. 00:06:57
Then those people walked, a new one came in, didn't need as much acreage, so they thought they would just consolidate the other 00:07:01
two remaining tracks. 00:07:05
And leave those open to. 00:07:10
Create as needed for. 00:07:12
A new client. 00:07:15
Our new potential buyer. 00:07:17
OK. The further questions or any issues with this? 00:07:21
As Chris or Nick looks right there. 00:07:25
Nick Creevy, director of Building and Development, I have taken a look at this. This is in New Albany, the city's jurisdiction. So 00:07:37
we did not have a say in kind of the development plan of this. 00:07:42
He did provide everything required for for what he needs for this replat. I have not seen the lomar for the removal of the the 00:07:48
floodplain, he said. If that is true, then that should not be a problem to have that removed from the platform. 00:07:57
Yeah, so it fits in the packet. 00:08:07
I'm not sure I said it's packet, but I do have a copy of it. Yeah, that's that was my major concern. So if Nick, if you did you 00:08:09
say you've seen this or not? Yeah. 00:08:14
And after Nick reviews it, gave us a chance just to look it over then. 00:08:28
That's always the potential. 00:08:44
Sticky wicket, right? Yeah, I have some coordination with ID and R as well and I did not bring with me, but they they had no 00:08:48
jurisdiction once it's out of the floodplain. 00:08:52
They said it would be left up to the commissioners. 00:08:59
Any further questions, concerns. 00:09:28
Move for a motion to approve. So moved. 00:09:32
Rick, you OK with it? 00:09:38
OK, I mean that. 00:09:40
Do you want to look at it? 00:09:42
There's the release on the. 00:09:45
Rick, I think I worked with you and John Johnny on this as well a little bit. 00:09:47
Play. 00:10:46
This talks about. 00:10:53
Communities may have. 00:10:55
This uh. 00:10:59
Talks about that communities may have more restrictive. 00:11:03
Floodplain management regulations. I've I've never looked at our whether or not we have any. 00:11:12
Floodplain management regulations. 00:11:18
OK. 00:11:22
We did not we we use the standard state boilerplate. 00:11:26
Recommended Floodplain. 00:11:30
Provisions so. 00:11:33
We actually would not have jurisdiction over this one. This would be in the cities as well, so I cannot speak to theirs, but ours 00:11:36
are similar to to the states. 00:11:42
OK. 00:11:48
If you feel like you need to dwell upon it, we can table it. 00:11:51
That's founded there's a. 00:11:55
You know there's there. 00:12:00
Different. 00:12:02
Whether what you do here? 00:12:03
Wouldn't preempt if you will. 00:12:06
For example, if the state has regulations that. 00:12:09
They would need to go to the state, so you're fine here in terms of at least this. 00:12:13
Your decision, right? 00:12:19
All right, I'll ask again for a motion to approve. So moved second all in favor, aye. 00:12:23
And while we're doing that, we'll go ahead and invite mainstream fiber network. Zach, Steve, Zach's not here tonight, right? So. 00:12:35
Mr. Gabriel. 00:12:49
For a presentation of the active expansion plan. 00:12:52
We appreciate the. 00:13:33
The invitation to be able to present. 00:13:35
Our proposed expansion plans. 00:13:42
Can be project in Floyd County. 00:13:47
The. 00:13:50
The red lines indicate our existing fiber in the county. 00:13:52
It's been built. 00:13:59
With next level dollars, county dollars and mainstream dollars to cover these areas the the blue lines are the the new funding 00:14:02
that would be available from the state's and state of Indiana got $868,000,000. 00:14:12
To disperse for unserved underserved areas in the state. 00:14:23
The blue lines indicate the. 00:14:30
Proposed fiber to cover. 00:14:34
A number of those unserved, underserved, that's about approximately 40 miles of fiber that we're talking about. 00:14:38
And. 00:14:46
The grain that's on. 00:14:48
And the purple indicate. 00:14:51
Future build outs that that we would be doing. 00:14:55
Self funded to start including more. 00:15:00
Roadways throughout the county. 00:15:05
What this all adds up to is is approximately about 3000 passings. Passings are. 00:15:10
Are both homes and businesses in those areas? 00:15:19
About 3000 passings, the actual unserved and underserved that we would pass. 00:15:23
With the BEAT project and our own bill, that would be approximately 700. 00:15:28
In total. 00:15:34
With this proposal. 00:15:36
I think. 00:15:41
This. 00:15:42
We are, we are in the process. 00:15:43
We're going to start doing some build outs in some of the green areas right away. The bead process is going to take. 00:15:47
The rest of this year with an award that will be sometime in late December. We anticipate by next spring we will start building 00:15:56
out the the bead locations if we were to receive that grant. 00:16:04
I think I. 00:16:15
The build outs that we're talking about also the bead is it would be with a new fiber to all those locations. 00:16:18
Being able to provide gig speed. 00:16:27
To homes and businesses. 00:16:30
And if there were businesses that needed multi gig speed? 00:16:33
We presently offered that today so. 00:16:37
Our lowest offering for fiber speeds are 300 / 300. That's our base to start with. 00:16:42
And then and probably over half of our. 00:16:52
Customers we have right now are getting gig speed to their homes. 00:16:56
So this be very similar that we're doing already in the county and other counties that we we provide service to. 00:17:00
I think I. 00:17:09
If there any questions or? 00:17:11
You know, part of this is just going to be obviously with the beat just to play out to. 00:17:14
Go through the process, make the applications but. 00:17:20
We are going to go ahead and move forward with starting to do more build outs in our existing area. 00:17:25
That's into my presentation. Is there any questions? 00:17:32
Yeah, Mark, I do I. 00:17:38
When do you anticipate starting the? 00:17:41
The construction for the build out. 00:17:45
We're actually going to be. 00:17:48
Starting engineering yet this year and start doing some building ship this year for the existing areas. Yeah, we, we actually have 00:17:51
a a list of locations and we're looking at right now with potential buildups. OK. And then how long do you think it'll take to 00:17:58
complete this expansion area? 00:18:05
I would say I. 00:18:13
I would say by the end of 2025, I would say we. 00:18:16
Would have all those areas built out. 00:18:21
OK. And the the bead, the bead process? 00:18:24
Most of that can be done in 2025 too with that first board. OK, So be done in parallel then, is that right? Yeah. OK, good deal. 00:18:28
OK, so. 00:18:37
The red is all. 00:18:41
Current fiber now, is that correct? Existing existing fiber and the blue is what you're all looking to do for fiber? 00:18:42
Is there? Do you all have any fiber in Floyd County that wasn't part of the B program? 00:18:51
Next level, The next level Grant was a portion of that, but. 00:19:00
But I. 00:19:05
About half of the existing green areas were actually our own investment dollars and then the the remainder was a combination of. 00:19:07
Of both next level money's. 00:19:17
Floyd County making an investment, and that's making an investment in that. 00:19:21
Which was round one of the next level grant. 00:19:25
OK. 00:19:35
All right, so we have two items before us and again just for clarification, we had. 00:19:36
Separate presentation with some proprietary knowledge earlier and an administrative meeting so where we discussed a letter of 00:19:42
support. 00:19:45
For your applications going forward and. 00:19:50
As those have no financial strings attached to them, I'm more than happy to do that and I believe the other two commissioners are 00:19:53
as well in support of that. So we'll be happy to do that. So you can hand carry that tonight if it's passed. So I'll look for 00:20:00
approval for that letter of support for the process. 00:20:06
All in favor, aye. And then we also added on the county utility agreement and let's basically allowing a permit for some of your 00:20:14
services equipment to go in one of the highway right of ways pursuant to everything within the agreement. So any questions for 00:20:22
Rick or for Mr. Gabriel regarding that agreement? And again, this agreement was reviewed by Rick. 00:20:30
And Horatio interracial so this is updated against the concerns that addressed all that. 00:20:40
And So what would happen then? It's going to be like. 00:20:45
They got, they got the different. 00:20:48
Find it here on the back. 00:20:51
The different job numbers, so then they will have a separate agreement. 00:20:56
And then they will submit it to Horatio, and then it'll come to. 00:20:59
Alka abled in for signature then. 00:21:04
OK. 00:21:08
Motion to approve the. 00:21:08
County utility agreements with Mainstream Second. 00:21:11
All in favor, aye? 00:21:15
All right. Thank you for your time. 00:21:17
Thank you very much. 00:21:21
Our imagery services contract for Stormwater Mr. Lowell Davis. 00:21:23
Chris Moore, Floyd County GIS Director. I wanted to present to you Bowl Davis with Eagle View. He'll give you guys a quick rundown 00:21:34
of their product and. 00:21:39
Aerial photography for Floyd County we've used them for. 00:21:44
Over 10 years they have provided our, you know, photography force and all that go into that will go into it a little bit more for 00:21:49
you. 00:21:52
I was told to talk very fast today. 00:21:58
No longer than 5 minutes, so I told them that. 00:22:01
That I would keep it under 5 minutes so we're going to zip through these slides and not kill you with PowerPoint presentations. 00:22:04
I think you have this on your screen there. 00:22:11
Hit a few of the high points here. We're an aerial imagery provider. We do orthos and obliques, which is a straight down and a 00:22:13
look around the properties 365° N, SE and West. 00:22:18
This is the county map. Actually I'm a graduate of Purdue. It's kind of busy on there, but the the the ones that you see in white 00:22:25
are actually the counties that we don't work with and all the rest of the state that you see there in the Purdue swag there are 00:22:32
the ones that we currently work with. I think we work with about 74 to 75 of the 92 counties we currently fly for. This is an 00:22:40
ortho image that we actually provide. So when we fly, we provide an ortho image which is a straight down view. 00:22:47
When you look at that property from the top. 00:22:54
You know, you look at it, but it's not really how we see the world. So it's difficult to tell what exactly is this building. 00:22:57
Well, this is where the obliques come in. So we do these in the North SE and West that you can actively move completely around the 00:23:04
structure. And this way we can actually see that it's a church. And some people on the right there in the kind of tan part, when 00:23:09
you're looking at it straight down, it almost looks like a parking lot. But when you look at it from another side, you can 00:23:14
actually tell it's actually another part of the building. 00:23:19
We call it intelligent imagery because you can take all of this imagery in the oblique view or the ortho format and you can 00:23:24
completely move around it. You can do heights on it, you can do distances, you can do area, you can do location, pitch of a roof, 00:23:30
pretty much anything that you want to know about that structure. 00:23:36
These are the planes that we're currently flying. They're Aztec pipers. They allow us to fly higher and faster. 00:23:43
This is the new camera system that we've come out with here in the last couple years that allows us to capture higher resolution 00:23:51
imagery. 00:23:54
Isn't it OK? 00:24:01
There's a play thing on here. You can see the cameras actually moving. It's pretty cool. These new cameras actually allow us to 00:24:02
take a look. 00:24:05
We can actually get in closer, but we can fly higher and faster than what we used to. 00:24:10
Previously we've flown a three inch resolution here. We're actually talking about flying A1 inch resolution here now at the 00:24:15
county. 00:24:18
That means that about 6000 feet, 6500 feet above the ground, each pixel on the ground is equal to 1 inch. So when you're taking a 00:24:21
look at it and actually it comes in at more of a .8, so it's even a little bit better than one inch. 00:24:28
As you can see here what it allows you to do, the assessors are a very big user of this of this product. A lot of the properties 00:24:35
now are, as you can tell from the image, back behind locked gates. They sit way back. Well, how do you get back to these 00:24:41
properties? And a lot of times they're not in the safest area with the one inch ultra high resolution. It allows us to go in there 00:24:47
and they can take a look at what's behind the gates. 00:24:52
This is an example of a one inch image. 00:24:59
Which is what we're hoping to fly for you folks if. 00:25:02
Get the opportunity here to go forward with you. 00:25:05
You can see the sort of detail just by sitting at a desktop. Now that's available to be able to look at. 00:25:08
You can move in, you can see, you know, the patio. 00:25:14
You can see the windows, you can see the condition. 00:25:16
You know of the exterior, what's on the porch it really affords you? 00:25:20
You know, a very detailed view without actually having to go on to the person's property. 00:25:25
Image archives. We've flown here. I think for you folks. I started in 2012. Next will be thirteen years I've been with them. 00:25:31
I think we have about 10 years of image archives. 00:25:39
So the nice thing is too, we can go back and take a look at that property and we can go back 10 years, we can move forward to a 00:25:41
current flight and we can compare those side by side on the software that along with the imagery that we do. 00:25:47
Disaster response program, this is something that's specific to our company. I don't know if you remember the Henryville tornado 00:25:55
that came through in 2012. This whole area down here is, is a customer of ours. So if it if it meets an EF 4 tornado or greater 00:26:01
which that did, we will come back in as part of the contract anybody who's contracted with us and fly up to 200 square miles of 00:26:08
the affected area at no charge. So you can imagine. 00:26:15
You know how much value there is in in being able to look at what was there before. 00:26:21
You know and see after you know everything now that everything has been destroyed. 00:26:26
Connect Mobile. This is something that's very specific to our company as well. 00:26:31
The imagery is important. It's important to be able to take it out into the field and use it in a mobile aspect. 00:26:36
So you can get this on your phone or tablet and you can take it in Android or iOS. So it doesn't matter whether you have Android 00:26:41
or an Apple phone, they can take it in the field for field visits. You can go out. The highway department can take it out. The 00:26:47
Sheriff's Department can have it on their phone. We went to many sheriff's. 00:26:53
Like conventions, that sort of things, You'll have investigators walk up and go. 00:27:01
I can be sitting in a rural property at night in my car, pull up the app on my phone and be able to see exactly what that property 00:27:04
looks like before I'd have to go visit it. 00:27:09
And that's it. 00:27:15
Hopefully that was fast enough. Did I make 5 minutes? I don't know. 00:27:17
So if you have any questions at all. 00:27:21
Yeah. I might have a couple questions that I know will be on people's minds. Number one, can you explain why we need that level 00:27:26
of? 00:27:29
Of imagery for the task at hand, number one and #2. 00:27:34
What guarantees do we have of people's privacy? Yeah, sure. Where's that? I mean, skinny dipping years ago. 00:27:38
We're gonna get shots of me in my pool, you know. So I mean, there are valid concerns. And so I'm sure that I'm not the first 00:27:47
person who's asked those. So I think for the benefit of myself and everybody else here. 00:27:54
I'd like to hear. 00:28:02
Why? Yeah, yeah. 00:28:04
So from the assessment perspective. 00:28:06
You know, it's difficult for them to get all of these properties done and that sort of thing. 00:28:09
You want to be as accurate as you can when you're measuring a specific property, and to do that in a remote desktop environment 00:28:14
sitting at an office. 00:28:18
And they want to be very precise in the different things that they're doing. 00:28:53
So precision is really the main reason to go with something like a one inch resolution. 00:28:56
As far as safety concerns and that sort of thing, when we fly, that imagery is only made available to you folks here at the county 00:29:02
and those logins to see that imagery are contained here and you folks are the ones that have. 00:29:09
The ability to move that out to whatever departments it is that you might want to be able to see that or not see that, so you 00:29:16
could move that out to the city if you wanted to. I was talking to the gentleman and planning and zoning back there. He uses our 00:29:23
Eagle View imagery closet so you really can disseminate that out so that it doesn't get out to the public. 00:29:29
Now you can put it on a public facing website if you'd like. I know some of the counties will do that. They'll allow it to go out 00:29:36
to the folks in the county, that kind of thing. If you do, we don't allow the measurement tools. So we feel like that's a little 00:29:42
bit too intrusive to be able to do that sort of thing. 00:29:48
But that's at your discretion, whether you want to allow that out or not. Otherwise, what we fly, everything is contained here at 00:29:54
the city or the county. 00:29:58
And did that answer your question? 00:30:04
To a degree, I mean, your company has I'm sure internal safeguards with regards to abuse or. 00:30:06
Access to this within the company as well. I mean, I view them like medical records, you know, and. 00:30:13
I believe that we have. 00:30:20
Don and Nick, correct me if I'm wrong because Garry's not here, but we have. 00:30:23
Tracking for we and Chris could too. We know who's accessing this information in real time. We also have a log of it as well that 00:30:27
we keep so that we know who's accessing it and for what reason. 00:30:33
I I mean, I, I just. 00:30:41
Want to make sure that. 00:30:43
There's no channel for abuse on this. 00:30:45
Now, and even within so within the software that you view this in. 00:30:48
Say like the Sheriff's Department has some stuff that they don't want any of the other departments to see. 00:30:54
That's locked down. 00:31:00
To their department only for their eyes only. So there are different departments that don't want to share with other departments 00:31:02
that are amongst the county or the city or anything like that. Those can also be kind of compartmentalized. 00:31:07
You know, we do. Again, we do the best that we can, you know, to. 00:31:14
Keep all of this outside of what's going on here, you know, with our company, just like the medical records, try to keep that 00:31:19
locked down as much as possible. We do fly for companies, like we're not companies, but entities like Homeland Security. For the 00:31:25
Super Bowl in 2010, you know, for Indianapolis, we flew for Homeland Security. So we do have a lot of governmental agencies that 00:31:32
use us to do this sort of work so they can take a look at things. 00:31:38
You know, a very close way for, you know, different reasons, that sort of thing. 00:31:45
Share push you any insights or experience? 00:31:50
That you'd like to share or you have Google Maps around there? 00:31:53
Yeah. 00:31:57
They got parameters set in place to lock down, so you know. 00:31:59
And no 4th amendment issues. 00:32:05
OK. How often do, how often do we do the flyovers? 00:32:08
This contracts for three flights. 00:32:14
Over six years. So one flight every two years, OK. 00:32:16
All right. Any other questions? 00:32:20
And you have the funding for it. 00:32:24
OK. All right. Look for a motion to approve motion to approve the Eagle View contract. 00:32:27
Motion and the second on favor aye, All right. Thank you all very much presentation. 00:32:35
Thank you. And I think, Mr. Moore, you have. 00:32:42
The stage once more correct? 00:32:46
Once again, Chris Moore, Floyd County GIS director. On top of the pictometry. That's one of the tools we use. We. 00:32:51
Use it within the software called Esri. Esri the software is what we use on a daily basis to do our parcel splits, to create 00:32:59
election maps, to create any maps that county offices may need our assistance for and everything else in the GIS department. It's 00:33:06
a pretty vital to our operations and and how we do things. 00:33:14
86% of the world uses Esri products. This the Esri products that we have. 00:33:23
We have Arc Online, so we'll have an online presence to be able to use. And then once we also have our desktop with our Arc Math 00:33:32
and Arc Pro softwares, about every office. A lot of offices are now using Esri products more. And even with us going online with 00:33:39
Schneider, which is a separate company, we have to have Arc Esri products to submit our information to Schneider so they can 00:33:46
display it for the general public and everything else. 00:33:53
I, I know this is a three-year contract, so we could lock the price into place. Last year it was the last contract, it was for 00:34:02
55,000 per year. So it's just a slight increase to 58,500 per year for the next three years. So it locks us in place for that 00:34:08
price or anything else. 00:34:14
So I'm looking today for approval for our software to do our continued doing our GIS. Will this be a payment of the entire amount 00:34:21
or an annual payment? It's three annual payments 5850. 00:34:28
Motion to approve the Esri contract. 00:34:37
I'll 2nd. I have a motion and a second all in favor. Aye, I appreciate you guys. Thank you very much. 00:34:41
All right, County Engineer Horatio. 00:34:48
Some long anticipated news tonight. 00:34:55
Ratio County Engineer You should have right in front of you the Jersey Park cover replacement. 00:35:00
One emotion to. 00:35:08
Approve it so we can start working on it as soon as possible before it collapse. 00:35:10
So what's your anticipated beginning and ending date? 00:35:16
Whether the contractor believe that he can get it done in a week? 00:35:23
We think he might take two weeks, but. 00:35:29
I expect to be even less than a week. 00:35:34
OK, now when I keep my finger crossed. 00:35:38
So the awarding of the of the covert replacement, who is the? 00:35:42
OK. 00:35:53
One 42825. 00:35:54
Yes. OK, OK. Motion to approve temple and temple. 00:35:58
Awarding the contract to them for the Jersey Park culvert replacement. 00:36:03
I'll second. 00:36:08
Have a motion and a second all in favor, aye? 00:36:09
So look forward to having that done. 00:36:14
So the second item I have is that. 00:36:17
All the insane Rd. 00:36:21
Like that, the low bidder was a Mac. 00:36:23
2,823,000. 00:36:28
I need a motion to. 00:36:33
Accepted and approve it so they can. 00:36:36
Start working on it as well. I'm going to ask you the same question I did before, just because I know. 00:36:41
That's number one on public's mind. 00:36:47
Beginning and. 00:36:50
Estimated completion date on that. 00:36:51
We plan to have a pre construction meeting next week. 00:36:56
There's a design process too fast. 00:37:07
Right. 00:37:11
Yeah, it'd be nice to have. I know that they weren't any. 00:37:18
I know originally when I came on board here, they were looking at starting it next November. 00:37:21
So I know that we've been able to move it up successfully, yes, like quite a bit. And I know I've seen, I think that. 00:37:27
The designs on that that are at least under discussion have been shared with us so far, whether it's going to be with the dead man 00:37:35
or the, I forget the, the soldier wall, whatever you call it. So I'm fascinated by the process and. 00:37:41
Every time I drive up that hill, I look at that as. 00:37:49
Absolutely one of the most critical. 00:37:52
Jobs here in the county, so I look forward to you guys breaking ground. 00:37:56
Which is. 00:38:03
The most accessible is going to be a soldier part, which is driving an edge pile to the ground and then space it at 10 feet as far 00:38:04
as I remember. And then they're going to have a lagging made out of concrete, reinforced concrete. That's similar what they did to 00:38:10
old Vincennes near. 00:38:16
Silver Crest. 00:38:24
OK. Yeah, that one was a different one. That was CC and E the. 00:38:27
The spaces in the middle was covered by. 00:38:32
Metal plate stay in place, metal plate and they put the backfield right out after that. 00:38:35
But that one is pretty much. 00:38:44
Not so much different. So it's. 00:38:48
Dirt on both sides per SE, and this one is going to have more areas that. 00:38:51
That water is going to be completely one thing is going to be filled up with with dirt and the other is going to be pretty much 00:38:57
exposed. We're not going to have to do much clear cutting or anything like that. 00:39:02
On this, great. 00:39:08
Motion to approve Mac construction for the old Vincennes Rd. slide correction project. I'll second. 00:39:10
A motion and a second all in favor, aye? 00:39:18
And the other one that you have there is the. 00:39:22
Bond release. 00:39:26
Wood Farm Subdivision. 00:39:29
They have completed everything on that Section 7 and. 00:39:33
They just want to make sure that the phone is going to be released. 00:39:38
Pay for that anymore. 00:39:43
All right. If there are no questions for motion to approve the bond release, motion to approve, I'll second. 00:39:46
All right, All in favor, Aye. All right. Thank you very much. Thank you. Thank you. 00:39:53
All right. Director of Operations applying, Mr. Don. 00:39:59
Good evening. First item is a Charlestown Rd. trail. 00:40:09
PE supplemental strand associates for review of shop drawings and some. 00:40:13
Other items regarding indot. 00:40:18
That's a request for construction services of $10,000. 00:40:20
Fee base. 00:40:25
Motion to approve. 00:40:28
I'll second. All right, all in favor, aye. 00:40:30
Second item is a N Tucker Rd. This is a State Road 64 entrance. 00:40:35
Project you have I believe 2 quotes and if there's anyone else in the audience that has a quote for that project that they would 00:40:40
come up at this time. 00:40:44
We have a good sheet in here. 00:40:53
I don't, I don't know she. 00:40:58
That's OK, I'll just use a. 00:41:02
Regular piece of paper. I'm going out to school. 00:41:04
OK, the first quote is from APC. 00:41:08
In New Albany. 00:41:14
APC for $79,752. 00:41:37
Even. 00:41:42
And the second and final quote is from C&R Construction. 00:41:47
Say C&RC&R, yes. 00:41:51
All right, seeing our construction $42,749. 00:42:04
All right, look for motion to take these under. 00:42:11
One second all in favor. 00:42:15
I would ask the board to entertain an additional motion if possible and that is since there's a time element to try to get this 00:42:19
done before November 12th. If it could be reviewed by engine Engineering and Mr. Fox that after that was reviews, if you'd allow 00:42:27
them, Mr. President can able to sign that outside of the meeting. That'll expediate our process of getting the project complete. 00:42:35
So moved. 00:42:44
OK. All in favor of allowing this to be signed outside of the meeting after appropriate review? 00:42:46
Item number three that I have is avoid Knobs Waters and Amendment Grant. That's their last project that they have in the ARP. 00:42:55
That's for 91,000 and I believe 4. 00:43:01
424-2450. 00:43:08
For meters and so they had a project that they had, we had provided them about I guess 3 1/2 years ago, a certain amount of funds 00:43:12
they had those access funds or project funds that are still available. They asked, asked to have this amended that's for their 00:43:18
meters, so. 00:43:25
Believe they're the total amount was right up 180,000 so. 00:43:33
That would be about half of what? 00:43:38
They have that remaining half and then comes back to the county for reallocation to other project. 00:43:40
OK. So we're going to reclaim about half of that initial? 00:43:46
Award or agreement, and that's going to be subject to having to be. 00:43:51
Reallocated and amended back into the AARP plan. 00:43:57
Right, so. 00:44:01
So I have a motion, I'll say secondary motion, second. All in favor, aye. 00:44:03
Next time just to give you a very quick update regarding our active shooter and our training. Our window project has just been 00:44:10
completed for the different facilities have reached out to Sheriff Bush and his trainer with the folks that were trained earlier 00:44:16
in the year. We'll be coming back to you with a schedule regarding employee training on on that topic. So we really appreciate 00:44:22
that the cooperation. 00:44:28
The sheriff has provided to the Department of. 00:44:35
Through this process so that's really just a just an update for you and then the the garbage service quotes asking that to be 00:44:39
tabled at this time for next for the next meeting motion Table 7 E garbage service quotes second all right, motion is second all 00:44:46
in favor aye all right, thank you so much. 00:44:53
Nick Creevy. 00:45:02
I have a resolution for you regarding the Bridge 51 project. This is for right away acquisition phase of that project is a 00:45:10
resolution to allow the purchasing of. 00:45:16
13 parcels as part of the right away for this project. These are in Clark County. We previously have passed resolutions for the 00:45:23
Floyd County parcels. Our appraisals have come in and have you all have reviewed those and and approved those previously as well. 00:45:31
So this is just kind of a part of the process we're ready to to purchase those properties. 00:45:38
Upon completed negotiation with the owners. 00:45:47
OK. And I ask this every time we that this subject comes out, but we're still on schedule, right? We are on schedule so far. We're 00:45:51
hoping to stay on schedule with this resolution. 00:45:57
So far I think we sent out eight or nine of the checks for for these 22 parcels for right away. Once we have right away completed, 00:46:05
we will be able to submit for construction letting anticipated in July. 00:46:13
Of next year, OK. 00:46:22
All right, So we anticipate beginning in July and. 00:46:25
When are we anticipating completion and grand opening? We'll have to work with the. 00:46:28
Whoever answers that for the timeline, but we would hope that that project probably be open. 00:46:34
In 26 if letting goes accordingly in 25. 00:46:41
One year for construction should be sufficient. 00:46:47
Motion to approve Floyd County Resolution 2024 Dash 17, Bridge 51 right away acquisition I'll 2nd 2nd. 00:46:51
All in favor, aye, Thank you. 00:46:59
All right, County Attorney Rick Fox, Yes, you have a resolution to allow the termination of the lease. 00:47:02
That currently I. 00:47:11
Matt Chalfont has who is? 00:47:15
The owner of the Chase building has with the. 00:47:19
CNHILLC, which is doing business as a New Albany News and Tribune and so. 00:47:23
They've agreed to go ahead and terminate that lease and. 00:47:33
That's what we're looking for. Yeah. So vacating space, much needed space sooner than anticipated, correct. Great. OK. So look for 00:47:36
a motion to approve motion. 00:47:41
I have a motion from John. 00:47:47
Yeah, second all right. Now all in favor. 00:47:50
And I believe we'll look for a motion to table. 00:47:53
Item 9. Be correct correct table Item 9. 00:47:57
The now second All in favor Aye committee reports. 00:48:01
Adjacent to your turn to go right on. 00:48:09
All right, so September 20th I attended the the Joint Commissioner and Council meeting. 00:48:11
September 23rd, I met with the newly formed committee to oversee the use of the unrestricted opioid funds. That went well and I 00:48:20
was selected to serve as the chair of the committee. So thank you to those who bless that upon me. 00:48:27
September 24th we had a special meeting of the Solid Waste Board of Directors where. 00:48:37
David Massacre was selected to lead the department. David Watson will be serving as the manager of special projects and Marin 00:48:43
Kernan will serve as the chief administrative controller. You know, these changes were in response to the retirement of Scott 00:48:49
Stewart. So I'd like to just take a moment and thank him for his his years of service to Floyd County and congratulations on his 00:48:54
retirement. 00:49:00
Then on September 25th, the Floyd County, Mississippi Task Force voted 4 to one to recommend to the commissioners. 00:49:06
To establish a county based emergency medical service doctor Tom Harris was unable to make that meeting but previously I provided 00:49:14
the details of my plan and even shared with him my presentation and on Monday I did get full word from him that he did support my 00:49:21
plan. So he just one thing that we we both did want to make clear is that any type of future you know mobile integrated health or 00:49:28
community paramedic is something in the future it's not you know when you first would get a service up and running but. 00:49:36
I would like the Commissioners to take this recommendation under advisement and discuss further on the October 15th Commissioners 00:49:43
meeting. 00:49:47
I think we'll be happy to do that and with the public input along the way and I. 00:49:53
You know, on you and everybody on that task force for. 00:49:59
Cooperating, moving forward, the only thing I would say is that it's not a foregone conclusion it. 00:50:03
At this point and you've never said that it is, but we really need some financial data for what equipment startup would be 00:50:08
absolutely. And really that's what's going to drive the next. And I've I've already gathered started gathering that data and just 00:50:15
further to your point, I'm I'm here to tell you I went to the Kentucky EMS conferences down in Owensboro on Thursday and Friday 00:50:23
and you want to talk about an amazing experience just to see the technology that's out there that's available that. 00:50:30
We have not been utilizing this area that absolutely results in a more positive outcome for patients, you know, such as cardiac 00:50:38
arrest or other conditions. So amazing technology that's out there. 00:50:44
Emphasize at the moment is that that's voluntary participation. So the Ohio under district would still remain. Oh, absolutely. 00:50:54
Yeah. So part of the plan outlines that Highlander would still be running their district and they would be providing backup for 00:51:00
the county service and the county service would be providing backup for them, so. 00:51:06
OK, on Friday the. 00:51:15
20th joint meeting with Council. 00:51:17
Later a day without assured partners regarding our insurance renewal. 00:51:20
Jason alluded to we had special wastewater meeting to approve new leadership. 00:51:27
On Wednesday we met with the talk about the Teamsters contract. Later that day I did attend the EMS meeting and then I had a Zoom 00:51:34
call later on in the afternoon and then on the 26th. 00:51:42
Tending to keep the meeting, I would like to say about the Mississippi, I do feel. 00:51:50
That we had about a month ago we had the gentleman coming from Putnam County talked about county wide EMS and at this last meeting 00:51:55
we had a gentleman come from. 00:52:01
Fern Creek or PRP and talked about fire based EMS, very good, very good presentation. But then all at once we took a vote on the 00:52:07
county wide and I to me I just think that was being short sighted. We did not do our due diligence and we need to have a very 00:52:14
robust discussion about whether or not to go county base or far based EMS. Right now we're halfway there with with Highlander fire 00:52:22
based EMS. 00:52:29
And big way, we need to have a very robust discussion with the public involved and also the County Council. 00:52:37
Any further? 00:52:45
OK. I'll just add on the subways I also want to. 00:52:48
Thank Scott Stewart for his work on that over the years. We were fortunate to get someone of his caliber in that position. I will 00:52:52
say that we have really good people filling those roles. There was a little bit of a structural reorganization and I think, 00:53:00
correct me if I'm wrong, there was a fairly substantial cost savings on salaries as a result of that leads in the short run, so. 00:53:07
Budget next year will reflect that. 00:53:15
September 23rd I went to the Purdue Extension Annual dinner 924, the solid waste fee. 925 had a Caesars Foundation meeting. 00:53:19
Searching for a new executive director that's. 00:53:29
Basically, we come to a close and seizures, we'll have an announcement on that in the near future, 926. 00:53:33
I had a phone meeting with some of our attorneys and other staff on the Bridge 51 right away property acquisition followed by a 00:53:41
meeting with the envoy of our representatives for the Judicial Center in the Chase building issues followed by a meeting with the 00:53:46
park steering committee. And I believe we're going to have Dale, when are we going to have the some public input on that before 00:53:52
the end of the year, correct? 00:53:58
Yeah. So we're getting the details out on when we can kind of present. 00:54:05
Some of what's been considered and proposed thus far and get some ongoing public input on that 927 Floyd County Health Department 00:54:10
we had a. 00:54:14
Vigorous discussion on on site sewage processing as well as their new headquarters and then Saturday attended the normally Fire 00:54:20
Protection District open house and this morning had a meeting with. 00:54:26
Attorney Fox and President of Council Danny Short regarding some financing issues for the Health Department building and a few 00:54:34
other issues. So thank you for hosting that. 00:54:40
So with that, I'll look for approval of the meeting minutes for September 17th, 2024. 00:54:46
Motion to approve. I'll second. Yeah, all in favor, aye. Approval of payroll and claims. 00:54:52
Motion to approve. All in favor, Aye, All right. Any comment from government officials tonight? 00:54:59
Alright, we'll open it up to the public. 00:55:09
Please just state your name and address for the record. 00:55:15
Veronica Combs Floyd's knobs. I had two questions about documents, the mainstream fiber map. Is that available somewhere publicly? 00:55:18
It should be part of the record. I can also give you a hand copy tonight if you. 00:55:29
Catch me after the meeting. Yeah, they presented tonight. That'd be great. And then Commissioner Sharp, is your proposal for 00:55:33
county wide EMS available anywhere yet? Yeah, these slides are available, the meetings available. That was on the. 00:55:40
County website so yeah you can go to the EMS page. 00:55:48
Oh meaning videos? Is it a PDF or watch the video to get the slides? 00:55:55
Yeah, yeah. 00:56:03
Great. OK. Thank you. 00:56:04
I also want to say thank you, Commissioner Knable, for asking about the safety factor of that Eagle view. I think whenever you got 00:56:07
new technology, you have to consider the good and the bad and the pros and the cons. So thank you for thinking about privacy. I 00:56:12
find that question doesn't get asked enough. And then along with Commissioner Sharp, I was at the Lions chili supper on Saturday 00:56:17
and someone asked about the Jersey Park culvert. So I'm going to go back to him and say it's it's on, it's on the list to be 00:56:23
fixed. 00:56:28
Thank you. Here's your cup. There you go. All right. 00:56:34
Anyone else public comments tonight? 00:56:38
Jail man Georgetown, just two little things. You know, we are the only county in state being there that charges. 00:56:49
The public for access to GIS. 00:56:57
Just to bring that up again, that's what we're paying all that energy for. We can't get it on our home computers like we used to. 00:57:00
The only county in the statement in the charges of citizens. 00:57:06
In another thing, I guess what I'm hearing private run EMS is out of the question right now. 00:57:10
Down the road after America proceeded their contract as far as I'm concerned, but none of that was brought up. 00:57:16
Jason, you said two things. Well, I mean that's not, I told you, I think the next step on the decision tree is going to be the 00:57:22
financial impact of that. So as far as I'm concerned, I'm not on the table that we still go private, right? Not for me, absolutely 00:57:28
not. But it's still on the table. 00:57:34
Thank you. 00:57:42
All right, any other public comment tonight? Any closing comments from? 00:57:47
All right, look for a motion. Motion to adjourn. 00:57:52
