is Julie Flynn. Again, I've been the magistrate for Floyd County for 10 years. I've never had to. 00:03:05
Come to the commissioners to ask for anything that I remember in those ten years. So I. 00:03:12
This is the first time I'm here with Miss Deucer. As you all know, under you gave J Rack the approval to spend the first tranche 00:03:17
of opioid money and we came to you with an idea for a juvenile attendance liaison. That was, I've spent a year developing that 00:03:24
with a committee. I've run it through that committee, I've run it through the Superintendent. 00:03:32
New Albany Fleet County Schools Miss Gardner was on J Rack the board everyone's on board with this and so the J Rock had a vote in 00:03:39
our our quarterly meeting and voted to create this position and to fund it with some opioid money and Miss Doozer has the exact 00:03:47
pennies. What this will be is a two year county paid position with full benefits and at the salary of $50,000 a year. We have sent 00:03:54
it up to our consultants that do the. 00:04:01
Analysis and they did agree that it is a pat a correct pat a that it fits right within that so it will fit neatly. This will be 00:04:09
funded through the opioid source for two years after which I hope to seek funding from additional other sources and so we're just 00:04:16
asking for the commissioners to. 00:04:23
This language, we're just asking you to approve the recommendation by the Floyd County J Rack and we were granted an amount of 00:04:31
$165,328.92. 00:04:37
And this will be in Fun 1237 and we will be in 236, which is a departmental fund underneath the opiate fund. 00:04:43
This is for two years that correct? 00:04:52
And it also will include salaries, all benefits. It may be less than this. If the person chooses a single plan versus a family 00:04:55
plan will be quite a savings. And Miss Deucer built in computer. 00:05:02
Gas for a pool car. There's already an office of juvenile probation, so we won't need any other space. So this should take care of 00:05:10
really anything that will be needed for two years. What this person will do is. 00:05:17
We have had a identified part of my job as the juvenile or the magistrate is to do all the juvenile delinquency cases in Flake 00:05:25
County. And what I have identified in my committee is that there needs to be much earlier intervention. And one of the true flags 00:05:32
for delinquency and and drug use and opioid use starts to be truancy in younger grades. And so this will be somebody that works 00:05:40
with the schools at the middle school and high school level. 00:05:47
Hopefully to build it out to even grade schools, but to get when the school identifies a high risk person. 00:05:55
Juvenile probation will be able to work with that person to get the person services or see what's going on to really get in there 00:06:03
much faster than we have been in the past and. 00:06:09
I think it's going to be a great program. I can tell you I went to the judges conference in. 00:06:17
June for juveniles and many other counties have similar type programs they're getting up and running so I think it will have 00:06:21
support from the Supreme Court if I need help that way I. 00:06:26
But I'm happy to answer any questions that you all have about it. 00:06:33

As a magistrate, is it OK if I call you, Your Honor, just like the judge or anything like that? And is it expected? Well, I know I 00:06:43
can and I could, but in a formal setting I like to at least. 00:06:48

If at the end of the two years, other sources for funding are not found, then this position goes away. What if it is successful? 00:07:05
Commissioner, if it is successful and we will have to keep stats. If it is successful and we I can't find an additional source of 00:07:15
funding, there is additional opioid funding that perhaps if it's successful and it's really doing what it's meant to do, I can 00:07:22
seek that. I do know that the state is very keen on juvenile diversion money right now and I've started to work with the Court of 00:07:29
Appeals person that's on that committee to try to already build those bridges. 00:07:35
My hope is it wouldn't go away. It is not my plan to come to the county general fund to ask for funding for this. However, I would 00:07:42
reserve the right if it's successful and some for some reason all the funding sources would dry up in two years to come back and 00:07:49
readdress that. OK. And are there objective criteria to define success? 00:07:56
It would well part of the this is such a brand new. 00:08:04
Idea or philosophy or position that I think part of this person and it'll be someone with a bachelor's degree in social worker 00:08:09
teaching. The reason we made the salary a little higher is so that is to identify those benchmarks of what we want to see. I went 00:08:16
to the school and, and, and spoke with them and I met with them several times. 00:08:23
I don't think I would not be fair of me right now to say that there are. 00:08:34
Exact criteria of what will be successful, because this is such a new and novel idea and we're really trying to get in there and 00:08:39
start something fresh. Obviously it would be to reduce truancy at the younger ages, but I think that it would also have success 00:08:45
for getting people to services they needed, things like that. 00:08:52
So it's not a very specific answer. 00:08:59

Various people from juvenile probation system of care, the public defender's office. 00:09:11
And and juvenile probation. Then we pulled in Casa, we pulled in people from the school. So this was vetted as an idea. There is a 00:09:19
job description that lined that out. That was presented to the committee. It was presented to the Superintendent of public 00:09:25
schools. It was presented to JROC. So there is a formal job description that exists. We're really ready to move on to hiring if 00:09:31

Good evening. First item that I have is a change order for all to Wood and Buffalo Trail. That is our ARP project. It is a close 00:11:01

The total change order is $7410, however the county's portion is 4227 dollars. 00:11:12
That equals out to be 1% of the original contract cost and the 4227 was. 00:11:23
Basically due to for unfortunate. 00:11:31
Hitting of some pipes as we were moving to culvert. 00:11:35

Second item is also change order to closeout State Road 62, the signalization project, which is there at Cordon Pike. That total 00:12:37
change order earlier in the year, we were looking at about a $23,000 change order. Actually we found some deductions as we came 00:12:43
through for the project. So the total project. 00:12:50
Is $6745, which is again a 1% over the original contract amount. And that's primarily my understanding is it's primarily regarding 00:12:57
some additional dig out that was required as they went through the the chain of the lanes on 62 and also at Carolyn Ave. So 00:13:06
request is for to approve the change order for $6745. 00:13:16

frustrating and that is old Vincennes Road to give you a project update. That project was scheduled and slated to start June 1. We 00:13:34
sent out letters. We did our signage, the utilities and primarily the telecommunication utilities. There's four. 00:13:43
We were in communication with them in October of 23. That gave them notice to proceed. 00:13:53
It last communications we've had and some have been silent and some others have have communicated to either myself or the the. 00:13:59
Our Strand, our construction engineer. 00:14:09
There's some work being done today or this weekend, so there are still 4 utilities to move. 00:14:12
Have had a conversation with with our construction, our construction company Dan Christianity. We're at it probably at a time 00:14:20
where we'll need to actually. 00:14:26
They the time to do phase one, which we gave between June 1st and November 1st. 00:14:34
We've lost that time, so I. 00:14:42
They, we had a meeting and a conversation. I would say what, what will happen? What since we still have three utilities that 00:14:46
haven't moved is we're going to have to delay that project to the spring and come up with a revised schedule for you, for you all 00:14:53

say that this is a project that actually this is the third phase. This started in 2000. So this is in 2000. We did the first leg 00:15:35

1415 we did Section 2 which was from Floyd Central to Pass Luther Road and now we're in intersection three, so. 00:15:49
So it is, I guess now going on 24 years so. 00:16:00

Action there the 4th item Charlestown Rd. trail project give you an update that went through in dot. Letting that project was 00:16:28
awarded by endot to the low builder was Milestone construction out of Columbus. 00:16:35
INDOT is funding 100% of the construction, so that is $3,346,600. 00:16:44
And then they're funding 90% of the construction inspection which is three 392,000 and $500 pre construction conference will be 00:16:52
next couple weeks. Instruction starts in September and is scheduled to be completed July of 25. And that is a project that has. 00:17:02
And that has DES numbers and they use their first first two numbers are usually the year. So that's a desk number. It started with 00:17:14

But just an update there on that as well. 00:17:26

And that's for multimodal bike and pedestrian travel along the Palo Pike. 00:18:18

We're here seeking the approval of the Planning Commission's favorable recommendation. Rezone the property located there at 6527 00:22:56
Cord Ridge Rd. from rural residential rural suburban. Our intent is to allow for a garden style patio home community detached 00:23:03
before you. What Jason presented you with is the site plan as well as the commitment letter. 00:23:10
And if you'll turn to the commitment letter, this is this site plan. The commitment letter took quite a bit of work. We were able 00:23:18
to work with Mr. Nick Creeby and going through kind of the needs and desires of the county. He also requested that we reach out to 00:23:23
the Parks Board. I had numerous conversations with Mr. Matt Dennison. I actually met him on site and we walked the property. So if 00:23:28
you look at the commitments, at least under each paragraph one, here were the things we agreed to after meeting with the Parks 00:23:33

At the if you look at the site plan, at the top of it there's vegetation. 00:23:45
That's on both. 00:23:50
Properties and if it's successful, we're happy to go ahead and clear that vegetation at no expense to the board. We want to make 00:23:52
sure to retain any and all mature trees and other bushes that do not interfere with overhead power lines. There is a power line 00:23:57
that runs the length of the property all the way to the back of the park. 00:24:03
Neighborhoods could cut through this neighborhood and gain access to the park. 00:24:39
Paragraph two of the commitment and is also that the planning director want to make sure that the front had a more of a rural 00:24:44
aesthetic, which we agree wholeheartedly. You know, my personal residence is a mile from from this location. We frequent the park 00:24:50
on a regular basis and at this point we're going to plan on putting a berm up front and then we'll get with Mr. Creevy specific to 00:24:56
the signage to make sure it does flow with the surrounding areas. 00:25:03

That we've done our best to meet with some of the neighbors who called her early on at our first neighborhood meeting. Most were 00:25:18
concerned one, you know, where were they going to be apartments. And once we told them no, that that satisfies some the the 00:25:23
neighborhood on the other side of the park. I had some phone calls there. They were concerned with the depth of this neighborhood 00:25:28
and whether or not it was going to. 00:25:33
Remove the tree line, which we assured them that that it wasn't. 00:25:39
I know from my in laws the appeal is still owning a nice home without. 00:26:13
A lot of required upkeep is an excellent selling point. Another plus that the neighborhood will be a garden style homes and not 00:26:17
attached. 00:26:21
He states that there are not many options in Floyd County that fits the bill and as our community grows, so does the need for 00:26:26
housing options. This is an excellent opportunity to develop desirable area without adding a lot of extra strain on existing 00:26:30
infrastructure while maintaining the rule feel that we all value. There's no doubt this project, when completed, will be a great 00:26:35
value add to the neighborhood as well as Georgetown. 00:26:40

If it's required, we wanted to work with. I mean, we can absolutely put them in, but then it kind of dumps to either side. But 00:27:14

asking for 15% open space. They required us to go to 20% open space. That's not reflected in this plan, but prior to secondary 00:28:17
approval that will be reflected and we can do that. We can do that with the same number of lots and still meet all the 00:28:23
requirements of the lot size. 00:28:30

And if there is a set definition. 00:31:33
Who would be the enforcing body if the builders built something other than a patio home and sold that property as such? I mean, 00:31:37
that may be something that the Planning Commission deals with and I don't understand. But I was just curious what exactly because 00:31:44
I've heard that from several people that that big development on Frank OTT was originally sold as if it was going to be patio 00:31:51
homes. So I didn't know if there was a definition for what made a patio home. 00:31:58

There are two architectural firms. We had look at the building and they gave us these preliminary numbers and these are just 00:49:39

They're close but wouldn't be the exact numbers, but the architectural firms divided into 4 sections, preliminary design phase, 00:49:53
construction document phase, bidding phase and a construction administration phase. 00:49:58
The Tire Pinkster basically works on an hourly rate rather than a defined number, so it could come in a little higher or lower. 00:50:05
The rates are between 95 and $250 an hour, depending on whether it's an architect or a staff individual working on the project. 00:50:14
As far as the purchase price, that's to be determined awaiting appraisals. And then the last meeting we talked to you, we you 00:50:25
asked specifically about a lease option. 00:50:29
The lease option that has been provided is also in the packet. It would be a triple net lease, 120 month term with two five year 00:50:34
options at a cost of $252,000 a year with a 2% escalator. So that would be the option and whether or not we, you know, purchase or 00:50:43
lease is going to be again a decision that you all need to make as a body, but as far as the building goes. 00:50:51
I talked to Pinkster today to get an update. 00:51:01
And he said with this building, it was out of the all the buildings we looked at, this would be the least expensive remodel 00:51:04
inside. And he said basically this building has two floors, 27000 square foot floors. The top floor really doesn't need a lot, you 00:51:11
know, paint, maybe some carpet in some areas, but no redesign of any major sort. So 50 to $80.00 per square foot for the top 00:51:19
floor. The bottom floor does need some major renovations to meet the health. 00:51:26
Needs and he said on an average it's about $110 a square foot to redesign that building. So 110,000, I mean $110.00 at 7000 square 00:51:34
feet would be another $770,000 for the building once we acquired it. But the key issue right now is if we don't move forward, 00:51:41
we're going to lose the buildings. So once we get the appraisals back, we're asking for a more expedited review process with you 00:51:49
and the County Council so we can make some decisions. 00:51:56

last out of the four and talk about the 1st 2, the medical contract and SRO contract back I think it was a couple years ago 00:54:29
sheriff sued the commission's up and I think it was Lake County in reference to over a dispute over contract signing medical 00:54:35

You know, we've communicated very well and so typically what will happen I think going on future, we've learned a few things that 00:55:18
we can do a little better on our end. 00:55:22
We're talking about our medical contracts. It's a very large one by our largest one. 00:55:57
So we've been working with them on all the nuances with the contract, a new one working, how we transition from an old one to a 00:56:02

And so we've been working diligently, very hard. We've pushed them quite hard in the past week to get this contract up. And that's 00:56:09
why you kind of got it late. I reviewed it. I know Mr. Howe in our office has reviewed it as well. We believe it's a good 00:56:14
contract. It's under budget as well. But it's up for your review now to look at it and either sign off, table it or turn it down, 00:56:20

the door. So there was left with three. And so we've had several meetings and negotiating these contracts in good faith. I support 00:58:03
both contracts with both contracts that helps us. The first one with the correctional officers. He keeps us and competitive within 00:58:09
two years and those sides will be competitive with other. 00:58:15
Jails around the area benefit package as well. It helps out to retain. 00:58:22
Officers in the jail, we have a lot of turnover. We've worked really hard and diligently in my first twenty months in terms of 00:58:28
retaining people and trying to make and work with the commissioners and councils in terms of a package that makes them want to 00:58:34
stay and make this a career. So the first one is a correctional contract. That's before you. 00:58:40
I'd just like to add that during the contract negotiations that the the bargaining committee is made-up of myself, Councilman 00:58:47
Short, who is the president of the council, Councilman Councilman Moon, and also Councilman Freiburger originally but like. 00:58:55
Sheriff said he had to back off, but he had a really good negotiation with the corrections crew. They represented themselves very 00:59:03
well. 00:59:07
I think everybody was very comfortable moving forward with the numbers, what was offered. 00:59:13
The the council felt like they could move it forward on their end from Councilman Short so. 00:59:20

To me, there's two parts. We're talking about the increase in salary and I talked to Michelle and she showed me comparisons of 00:59:33
other counties in Louisville and all that. And so I'm in favor of the salaries, but it's the. 00:59:39
It's the fringe benefits is where I kind of have some, some heartburn. You know, we had a joint meeting. 00:59:46
With the County Council several and we talked about Perth right now the county portion is is 6% and we've asked the thinking about 00:59:53
asking the county employees to pay three and then the county pay the other three. 01:00:01
And, you know, and then it got tabled at our last meeting, You know, that's one of the fringe benefits at the. 01:00:09
That County Council has zoned in on We had a Mr. Freiberger last year. 01:00:16
He made a motion to to cut some of the perf out of the General fund. 01:00:22
You know, and so you know, they, you know, we, we hear this mantra that you know, we, we need to, we need to cut back on the 01:00:28
benefits. We need to rein it in. 01:00:33
And you know when you look at this, the deferred comp currently it's at. 01:00:39

Yeah, currently it's at $50.00. So the employee pays 50 and the county pays 50 and they want to increase that to $100. 01:00:55

You know, and we just had the health department come up here and they talk about, you know, how we're going to pay for the 01:01:59

Talk about the renovation and I did a quick, it's around $133,000, you know, and so every pain that we can save, you know, I think 01:02:07
we need to bottom line is I think this needs to be vetted by the County Council first because they're going to be the ones paying 01:02:13

So I think everyone of our county employees is important, but I would like to touch a little bit on what the sheriff is talking 01:05:34
about. You know, we have our corrections officers that deal with some of them. 01:05:39

The roughest elements and some of the roughest people at times. And it's a pretty thankless job. I mean, I think we have a very 01:05:46
dedicated bunch. 01:05:50
I think that the salaries and the benefits match. 01:05:54
Fairly close to what we have surrounding us and I think deserve every penny of it. I mean, there's nobody working for the 01:06:00
corrections off department driving Ferraris into work. You know, these guys coming to work. It deserves a fair day wage and 01:06:06
retirement. We don't know when they could tell you so. 01:06:11
And again, I'm not against the the pay increases, but it's the. 01:06:17
It's the other portion that it. 01:06:21
It keeps going up and up and up and we have this have this discussion with the County Council about the about the perch, you know, 01:06:24
and this just adds to it. 01:06:28

well as some other benefits. I think are the representative, Mr. Brewer from the Floyd County Sheriff's Department did a great job 01:07:49
presenting their case and actually I think came in with with some very reasonable requests. 01:07:57
Once again we had members of the Council that were on the bargain committee. All parties bargained in good faith. 01:08:06
It does increase, you know, salaries, but in, in my opinion, you cannot afford not to pass this because, you know, we have an 01:08:14
outstanding Police Department and we want to keep it that way. So. 01:08:20

it's pretty consistent with what they've been charging. I will just make a comment that why is Purdue Extension paying rent to 01:10:54
Purdue University and they go well Purdue. 01:11:01
Foundation owns the building. 01:11:09
So that's why we have and they're well known to the agricultural community. That's probably where they interact with the. 01:11:11
The population probably the most meaningful way, not that other things aren't meaningful, but they they answer a lot of queries 01:11:18
for them with regards to soil content. There's a problem they they'll come out well. They also do soil test for anybody in the 01:11:23
garden. 01:11:28
They put on Pollinator Day in April. 01:11:33
They also like to say work with 4H, You have a lady there, forget what her name is, but she puts she has worked with people with 01:11:37
diabetes, diets, you know, things like having diabetes. There's just a whole, a whole host of stuff that they do. 01:11:44

charging a 10 day license fee of $50, a 120 day license fee of $150.00, a one year license fee of $300. 01:12:29
And then there's a $250 application fee. 01:12:42
So we have restrictions on. 01:12:48
License and door to door solicitation. 01:12:53
Door to door solicitation by the vendors may be conducted. 01:12:58
Between the following hours, October one through April 30th between 10:00 AM and 6:00 PM of any day. 01:13:04
And from May 1st through September 30th, between 10:00 AM and 8:00 PM of any day. 01:13:15
And subject to. 01:13:24
Revocation will be issuing identification cards and we'll also be going through a process to approve people to get a permit. 01:13:27
They're going to be required to give us information whether it's a corporation or whether it's an individual with respect to. 01:13:37
Whether or not they're doing have done door to door solicitation any any other counties we want to research. 01:13:49
Whether or not that's. 01:13:57
Been problematic for the residents of those counties. We also want to do criminal background checks before we issue permit we want 01:13:59
to know who it is that we're giving a license to to go door to door and. 01:14:06
We also have a release for them to sign so that we can get with the Floyd County Sheriff's Department and do the background check 01:14:16

That basically highlights the the ordinance and you've had an opportunity to review the. 01:14:31
The detail of the ordinance, without reading it to you, I think was long overdue. I think there was also a revision of the fines 01:14:39
that can be imposed for. 01:14:44
Non adherence of that and I don't know if you want to review those or not either. Other significantly higher than what they have 01:14:49

cost for driving across the entire city to customers can ask any question that they want at the door face to face. They can get 01:17:55
information and then they can schedule a service right away. 01:18:02

We're ready to pay any fee needed, but to we're ready to save people some money in Floyd County and upgrade their pest control. So 01:18:16

check with a lot of other counties that we've done as well, Heart Bullet and specific cities. It's Sellersburg, we've done 01:18:53
Jeffersonville. There's a lot of other companies that don't do things the right way and like it's door to door. Like we'll 01:19:00
obviously get confused with them. But I'm in the business, like I said, I'm doing what's right and so. 01:19:07

Well, I only ask because, you know, all those places have you know, similar ordinance or something in place. Why would you think 01:19:17
that we would not? Why would you think we would not? Because there is one county that we got denied from and we're actually having 01:19:23
to go through the process of before we even did any business there. So we're in the process of actually sending them a demand 01:19:28

Yes, and they were told not to go door to door and they continue. So as soon as I was told I moved them out of the town. 01:20:37
OK, so that's my only caveat. If they want to make a visit, that's their choice and that's fine as long as they go through the 01:20:44
procedure of getting permits, which they sound like they're doing. But that was knowing Kevin, we did get a lot of calls in 01:20:48
reference to the company people that made people nervous or, you know, they were really not so aggressive, a little aggressive, 01:20:53
you know, staying on the property, that sort of thing. So we take pride in here in Floyd County what we do and people want to be 01:20:57

Well, let me ask, with our new ordinance we just passed, they'd have to go ahead and reapply with it. 01:21:13

Jason and I, we attended the meeting to negotiate the contract with Teamsters, represent our Public Works department. On the 30th 01:26:39
I attended our Redevelopment Commission meeting and then in the afternoon I attended an event at Dover Park with Don. We met with 01:26:44

That start up innovation educated fellowship and we talked about Nova Park, its history started up as a professional development 01:26:56
program designed to empower students and teachers to install and still a mindset of innovation to see problems in the world as 01:27:02

On August the 1st attended the J Rack mental health addiction meeting and that afternoon now you and I, we attended the shirt 01:27:16
partners through our ex update for insurance and then later that day we had the virtual. 01:27:24
Envoy meeting and then on this last Friday, Don and I, we attended the RDA meeting on August the August the 2nd at Ivy Tech. 01:27:34
So it's John alluded to. On July I attended the Floyd County Council workshop as well. Also on July 19th attended the Joint 01:27:47
Counselor Commissioner meeting where several topics were discussing. 01:27:53
Including how EMS operation were going from both Ameripro and Highlander fire. 01:27:59
That date also had a meeting with Kyle New from Prosser School of Technology in regard to opening up more training opportunities 01:28:05
for law enforcement, fire and EMS. They were very receptive about assisting with that. 01:28:11
July 24th we had an EMS task force meeting. The task force is wanting to hear a presentation from Putnam County, Mississippi. So I 01:28:20
made contact with Anthony Taylor who's their Deputy Chief of Operations, and he will be making a presentation on their system to 01:28:26
the task force on August 15th at 3:00 PM. 01:28:32
I would highly encourage the public to intend to hear about the pioneering changes that Putnam County has implemented since their 01:28:39
EMS lit was put into place. On July 25th, myself and Commissioner Schomberger as well as Councilman Short begin our negotiations 01:28:46
with the Teamsters in regards to the Floyd County Road Department contract and then on August 1st attended a meeting with the 01:28:53
Harness Envoy in regard to the County building and proposed annex. 01:29:00
All right, It's been busy. Everybody's been busy. Yeah, I think I was part of some of those, but not all of them. The only ones I 01:29:08
can think of that were unique. I. 01:29:11
From those already listed were Ribbon Cutting for Indiana Hot Yoga July 17th and. 01:29:16
A secondary meeting after our envoy call August 2nd with Michelle Allen and Reeds to start looking at space utilization for the 01:29:23

Yeah, a couple. I mentioned that Don and I, we attended the RDA meeting. 01:29:39
On Friday and they announced we had 74 different projects that people had submitted, Not people, but. 01:29:45
Government had had submitted. 01:29:54
And they they selected 30 of the 74 and they rated them and the number one project out of the 30. 01:29:56
Was Floyd County's project, the Edwardsville school Community Center located within the gateway Village. It the rating was 6.98 01:30:08
and I forgot what the Max you could have, but anyway, out of the 74 our project was was rated #1 which I think says a lot for our 01:30:17
redevelopment committee and also for for Don Mopp back there does a really good job. He's visionary and and he was a. 01:30:27
And putting this together, we also, as part of that we are eligible. 01:30:38
Part of the Lilly Endowment. 01:30:46
They have two different parts. One of them is for the arch, the other one is for blight remediation and development. On that one, 01:30:50
we we ranked it was third. But again, overall we did really well. They have not decided how much money would be would be put put 01:30:57
aside to these projects, but that's coming down the road. 01:31:04
And then second, just real briefly, our EMA 8 version management agency couple several weeks ago, they were called to assist in 01:31:11
locating a hiker who had been missing for seven to 10 days in Wolfe County. Their EMA had contacted ours and they, Jason Malkin 01:31:20
went down here and he took the Indiana United search. 01:31:29
And rescue dogs down there. And within several hours they were able to. 01:31:38
Locate the hiker and took several hours, several hours to rescue him. Anyway, the hiker was taking safety and received medical 01:31:43
care. So that was a big, big win, the big accolade for for Floyd County. So I appreciate our Floyd County, MA, what they do there. 01:31:52
I think Mr. Mark just got approved for Indiana Task Force One, too. Yeah, yeah, he was. He was selected as a team member of the 01:32:01
Indiana Department of Homeland Security Incident Management Assistant Assistance Team. 01:32:09
And the IMEI team will respond to local and regional states, statewide incidents and possibly be deployed by FEMA in the event of 01:32:17
a nation incident. And if he is deployed and while deployed, I'm at will reimburse the county for his wages and his benefits. So 01:32:23
that's a big, that's a big plus for Floyd County. 01:32:29
I, I just want to give props to the health department and their board. I know you guys have been working really hard here lately 01:32:36
and I just want to acknowledge that and say thank you for everything that you're all doing. I'd also like to say thank you to all 01:32:42

is no more valuable than anyone. So I appreciate you all taking me first. For those of you in the room that don't know me, my name 00:02:59
is Julie Flynn. Again, I've been the magistrate for Floyd County for 10 years. I've never had to. 00:03:05
Come to the commissioners to ask for anything that I remember in those ten years. So I. 00:03:12
This is the first time I'm here with Miss Deucer. As you all know, under you gave J Rack the approval to spend the first tranche 00:03:17
of opioid money and we came to you with an idea for a juvenile attendance liaison. That was, I've spent a year developing that 00:03:24
with a committee. I've run it through that committee, I've run it through the Superintendent. 00:03:32
New Albany Fleet County Schools Miss Gardner was on J Rack the board everyone's on board with this and so the J Rock had a vote in 00:03:39
our our quarterly meeting and voted to create this position and to fund it with some opioid money and Miss Doozer has the exact 00:03:47
pennies. What this will be is a two year county paid position with full benefits and at the salary of $50,000 a year. We have sent 00:03:54
it up to our consultants that do the. 00:04:01
Analysis and they did agree that it is a pat a correct pat a that it fits right within that so it will fit neatly. This will be 00:04:09
funded through the opioid source for two years after which I hope to seek funding from additional other sources and so we're just 00:04:16
asking for the commissioners to. 00:04:23
This language, we're just asking you to approve the recommendation by the Floyd County J Rack and we were granted an amount of 00:04:31
$165,328.92. 00:04:37
And this will be in Fun 1237 and we will be in 236, which is a departmental fund underneath the opiate fund. 00:04:43
This is for two years that correct? 00:04:52
And it also will include salaries, all benefits. It may be less than this. If the person chooses a single plan versus a family 00:04:55
plan will be quite a savings. And Miss Deucer built in computer. 00:05:02
Gas for a pool car. There's already an office of juvenile probation, so we won't need any other space. So this should take care of 00:05:10
really anything that will be needed for two years. What this person will do is. 00:05:17
We have had a identified part of my job as the juvenile or the magistrate is to do all the juvenile delinquency cases in Flake 00:05:25
County. And what I have identified in my committee is that there needs to be much earlier intervention. And one of the true flags 00:05:32
for delinquency and and drug use and opioid use starts to be truancy in younger grades. And so this will be somebody that works 00:05:40
with the schools at the middle school and high school level. 00:05:47
Hopefully to build it out to even grade schools, but to get when the school identifies a high risk person. 00:05:55
Juvenile probation will be able to work with that person to get the person services or see what's going on to really get in there 00:06:03
much faster than we have been in the past and. 00:06:09
I think it's going to be a great program. I can tell you I went to the judges conference in. 00:06:17
June for juveniles and many other counties have similar type programs they're getting up and running so I think it will have 00:06:21
support from the Supreme Court if I need help that way I. 00:06:26
But I'm happy to answer any questions that you all have about it. 00:06:33
So First off, educate me. 00:06:38
As a magistrate, is it OK if I call you, Your Honor, just like the judge or anything like that? And is it expected? Well, I know I 00:06:43
can and I could, but in a formal setting I like to at least. 00:06:48
Well, when I when I called you up here, I did not do that and that was not courteous of me to do so. So please accept my apology 00:06:55

If at the end of the two years, other sources for funding are not found, then this position goes away. What if it is successful? 00:07:05
Commissioner, if it is successful and we will have to keep stats. If it is successful and we I can't find an additional source of 00:07:15
funding, there is additional opioid funding that perhaps if it's successful and it's really doing what it's meant to do, I can 00:07:22
seek that. I do know that the state is very keen on juvenile diversion money right now and I've started to work with the Court of 00:07:29
Appeals person that's on that committee to try to already build those bridges. 00:07:35
My hope is it wouldn't go away. It is not my plan to come to the county general fund to ask for funding for this. However, I would 00:07:42
reserve the right if it's successful and some for some reason all the funding sources would dry up in two years to come back and 00:07:49
readdress that. OK. And are there objective criteria to define success? 00:07:56
It would well part of the this is such a brand new. 00:08:04
Idea or philosophy or position that I think part of this person and it'll be someone with a bachelor's degree in social worker 00:08:09
teaching. The reason we made the salary a little higher is so that is to identify those benchmarks of what we want to see. I went 00:08:16
to the school and, and, and spoke with them and I met with them several times. 00:08:23
I don't think I would not be fair of me right now to say that there are. 00:08:34

know, paint, maybe some carpet in some areas, but no redesign of any major sort. So 50 to $80.00 per square foot for the top 00:51:19
floor. The bottom floor does need some major renovations to meet the health. 00:51:26
Needs and he said on an average it's about $110 a square foot to redesign that building. So 110,000, I mean $110.00 at 7000 square 00:51:34
feet would be another $770,000 for the building once we acquired it. But the key issue right now is if we don't move forward, 00:51:41
we're going to lose the buildings. So once we get the appraisals back, we're asking for a more expedited review process with you 00:51:49

Officers in the jail, we have a lot of turnover. We've worked really hard and diligently in my first twenty months in terms of 00:58:28
retaining people and trying to make and work with the commissioners and councils in terms of a package that makes them want to 00:58:34
stay and make this a career. So the first one is a correctional contract. That's before you. 00:58:40
I'd just like to add that during the contract negotiations that the the bargaining committee is made-up of myself, Councilman 00:58:47
Short, who is the president of the council, Councilman Councilman Moon, and also Councilman Freiburger originally but like. 00:58:55
Sheriff said he had to back off, but he had a really good negotiation with the corrections crew. They represented themselves very 00:59:03

I think everybody was very comfortable moving forward with the numbers, what was offered. 00:59:13
The the council felt like they could move it forward on their end from Councilman Short so. 00:59:20

With the County Council several and we talked about Perth right now the county portion is is 6% and we've asked the thinking about 00:59:53
asking the county employees to pay three and then the county pay the other three. 01:00:01
And, you know, and then it got tabled at our last meeting, You know, that's one of the fringe benefits at the. 01:00:09
That County Council has zoned in on We had a Mr. Freiberger last year. 01:00:16

You know, and so you know, they, you know, we, we hear this mantra that you know, we, we need to, we need to cut back on the 01:00:28

You know, and we just had the health department come up here and they talk about, you know, how we're going to pay for the 01:01:59

we need to bottom line is I think this needs to be vetted by the County Council first because they're going to be the ones paying 01:02:13

The roughest elements and some of the roughest people at times. And it's a pretty thankless job. I mean, I think we have a very 01:05:46
dedicated bunch. 01:05:50
I think that the salaries and the benefits match. 01:05:54
Fairly close to what we have surrounding us and I think deserve every penny of it. I mean, there's nobody working for the 01:06:00
corrections off department driving Ferraris into work. You know, these guys coming to work. It deserves a fair day wage and 01:06:06
retirement. We don't know when they could tell you so. 01:06:11
And again, I'm not against the the pay increases, but it's the. 01:06:17
It's the other portion that it. 01:06:21
It keeps going up and up and up and we have this have this discussion with the County Council about the about the perch, you know, 01:06:24

So that's why we have and they're well known to the agricultural community. That's probably where they interact with the. 01:11:11

That date also had a meeting with Kyle New from Prosser School of Technology in regard to opening up more training opportunities 01:28:05

July 24th we had an EMS task force meeting. The task force is wanting to hear a presentation from Putnam County, Mississippi. So I 01:28:20
made contact with Anthony Taylor who's their Deputy Chief of Operations, and he will be making a presentation on their system to 01:28:26
the task force on August 15th at 3:00 PM. 01:28:32
I would highly encourage the public to intend to hear about the pioneering changes that Putnam County has implemented since their 01:28:39
EMS lit was put into place. On July 25th, myself and Commissioner Schomberger as well as Councilman Short begin our negotiations 01:28:46
with the Teamsters in regards to the Floyd County Road Department contract and then on August 1st attended a meeting with the 01:28:53

Yeah, a couple. I mentioned that Don and I, we attended the RDA meeting. 01:29:39
On Friday and they announced we had 74 different projects that people had submitted, Not people, but. 01:29:45

And they they selected 30 of the 74 and they rated them and the number one project out of the 30. 01:29:56
Was Floyd County's project, the Edwardsville school Community Center located within the gateway Village. It the rating was 6.98 01:30:08
and I forgot what the Max you could have, but anyway, out of the 74 our project was was rated #1 which I think says a lot for our 01:30:17
redevelopment committee and also for for Don Mopp back there does a really good job. He's visionary and and he was a. 01:30:27
And putting this together, we also, as part of that we are eligible. 01:30:38
Part of the Lilly Endowment. 01:30:46
They have two different parts. One of them is for the arch, the other one is for blight remediation and development. On that one, 01:30:50
we we ranked it was third. But again, overall we did really well. They have not decided how much money would be would be put put 01:30:57
aside to these projects, but that's coming down the road. 01:31:04
And then second, just real briefly, our EMA 8 version management agency couple several weeks ago, they were called to assist in 01:31:11
locating a hiker who had been missing for seven to 10 days in Wolfe County. Their EMA had contacted ours and they, Jason Malkin 01:31:20
went down here and he took the Indiana United search. 01:31:29
And rescue dogs down there. And within several hours they were able to. 01:31:38
Locate the hiker and took several hours, several hours to rescue him. Anyway, the hiker was taking safety and received medical 01:31:43
care. So that was a big, big win, the big accolade for for Floyd County. So I appreciate our Floyd County, MA, what they do there. 01:31:52
I think Mr. Mark just got approved for Indiana Task Force One, too. Yeah, yeah, he was. He was selected as a team member of the 01:32:01
Indiana Department of Homeland Security Incident Management Assistant Assistance Team. 01:32:09
And the IMEI team will respond to local and regional states, statewide incidents and possibly be deployed by FEMA in the event of 01:32:17
a nation incident. And if he is deployed and while deployed, I'm at will reimburse the county for his wages and his benefits. So 01:32:23
that's a big, that's a big plus for Floyd County. 01:32:29
