I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, | 00:00:10
indivisible, with liberty and justice for all. | 00:00:16
All right, please join me in a moment. | 00:00:24
Silence for individual prayer, meditation, reflections. We get ready for tonight's meeting. | 00:00:29
All right, Thank you. And if you'll please do me a favor and silence your cell phones and. | 00:00:53
If you need to text or call within the hallway, out there for that so that. | 00:00:59
Be great. Much appreciated. | 00:01:03
We do have a few items to add to the agenda tonight, and to do that we'll need unanimous consent from the commissioners to do so. | 00:01:06
I'll take these as a group and if there's an exception to any, we could pull those out. But we have a professional service | 00:01:17
agreement contract for Bridge 38. | 00:01:20
Appointment of. | 00:01:25
New Albany Township Fire Board members. | 00:01:27
Voting on two and appointment of two additional New Albany Township Fire Board members. | 00:01:30
Voting on one appointment to a planning the Planning Commission. | 00:01:38
We're also going to be hearing an update on Franklin Township fire from Mr. Charlie Moon. | 00:01:44
And then also an announcement of the structure of our EMS task force. | 00:01:49
Because I think that was all the additions so. | 00:01:56
If everyone's OK with those, I'll need a motion to add those to the agenda. So moved. | 00:01:59
All right, all in favor. | 00:02:04
So the food will add those to the agenda. Thank you. First new business tonight is county engineer Horatio Yuritia. | 00:02:06
Good evening, Horatio Floyd, County engineer. | 00:02:20
You see on the. | 00:02:27
Letter A We have the approval of the. | 00:02:29
Bid for Arthur Wood, baby after Wood and Buffalo Trail. | 00:02:34
Leaps Paving was the low bidder. It was 129,330. | 00:02:39
Points .60 So right in front of you, you're going to have the the 496. | 00:02:47
That were. | 00:02:55 | |
Is it why you? | 00:02:58 | |
To sign it. | 00:03:01 | |
So. | 00:03:02 | |
I requested an approval signature for all right. | 00:03:04
Motion to approve libs for the. | 00:03:10
Hensley paper for Alta Wood and Buffalo Trail subdivision paving. | 00:03:13
I'll 2nd every motion is second any discussion before voting aye. | 00:03:18
OK, all in favor, aye? | 00:03:24
Well the the little item you have with letter B is. | 00:03:28
Glenwood Glenwood maintenance bond. | 00:03:32
Mr. | 00:03:37 | |
The already finished with section 10. | 00:03:39
All the houses and they have more than 80% already accomplished on that section. Personally went there and checked that paving and | 00:03:43
concrete curve and inlets and all that were set up. So now he's required to provide us a two years maintenance bond. | 00:03:53
And then right in front of you, he gave it to us this for the total amount of three on. | 00:04:05
30 thirty 1625 dollars. | 00:04:12
So I request you to accept it and sign it. | 00:04:17
All right. Looking for a motion to accept this maintenance bond at $31,675 approved. | 00:04:21
All right, two simultaneous motions to approve. | 00:04:30
The first in the first ever. I'll second. All right, Motion is second. All in favor, Aye, Thank you. | 00:04:33
On the letter C we recently get A. | 00:04:40
A report from United Consultant. | 00:04:44
About the bridge inspection and rating for the low capacity. | 00:04:47
And then they found out that reached 31, which is located on Luther Rd. Over. | 00:04:52
I can't remember the name of it. | 00:05:00
Quick right now. | 00:05:02
That needs to be. | 00:05:04
Busted to a lower weight of 29 and we need to work on the ordinance and. | 00:05:06
It's passed down to Mr. Fox for him to review. | 00:05:16
And then? | 00:05:20 | |
See we can. | 00:05:22 | |
Approve that. | 00:05:24
At the next Commission meeting. | 00:05:25
So for now is just. | 00:05:27
Later on, I just wanted to inform the board that what situation is on the bridge. | 00:05:29
So what's the current weight limit and what are we moving? The minimum should be 30 and this is 29. | 00:05:34
It's kind of borderline and that's another bridge that we eventually will need to work on it and either. | 00:05:43
Restore some of the beams that are in bad shape. | 00:05:52
And some of the foundation that are not in the best. | 00:05:55
Or replace an entirely. | 00:06:00
So you want to lower the the weight limit, is that correct? And currently it's at what level? | 00:06:03
What's the weight limit now? 3030 and you wouldn't take it down to yeah, it's 29, it's really not that much, but. | 00:06:08
Better say than sorry. | 00:06:14
OK. | 00:06:17 | |
But like I said. | 00:06:18
I'm going to work on the ordinance. | 00:06:19
To present it to the next Commission meeting. The orientation right now is just to get the heads up and then see that we are | 00:06:22
having this situation running in front of us, OK. | 00:06:27
So no formal action on that. | 00:06:36
And then the other one on, on the letter C, we have the professional service agreement to send it by United. | 00:06:40
And means to correct and. | 00:06:49
Replace Bridge 38 they have. | 00:06:53
They wanted to present that in. | 00:06:57
And two faces. | 00:07:00
John is with United, he's they're the one that presented proposal of. | 00:07:04
Sure. Good evening, John. Claude Filter with United Consulting. | 00:07:13
Thanks for having us this evening. Yeah, this proposal for for Bridge 38I. | 00:07:17
The, the original, when we originally discussed this project, it was for a bridge replacement project. And so when we kind of dug | 00:07:23
into it, there was some discussion about, you know, what do we want to do about the hill that's to the South and, and do we want | 00:07:29
to clean that up? And so the proposal is before you, there's an engineer's report that talks about the scope and we broke it into | 00:07:34
two phases so that we can actually look at this as a, as a standalone bridge replacement project and then come back and do the | 00:07:40
road later. | 00:07:46 | |
But all of the design work would get done so that you would have a really tight construction cost going forward so that you can | 00:07:52
plan and then you can, you can bid those two projects separately. And that's, that's the proposal that's before you, the engineers | 00:08:00
reports broken out into those two phases and then the the professional services agreement is also broken out in those two cases. | 00:08:07
Play. | 00:08:16 | |
So the engineering. | 00:08:20
Amount is four 26300 is that right? | 00:08:22
That is correct. | 00:08:25
Is in phase nine. Yep. | 00:08:27
And that does that does also include part-time construction inspection. | 00:08:35
There'll be an hourly portion of this. | 00:08:39
And everything else was was lumpy. | 00:08:45
Where is? Where is bridge? | 00:08:47
38. | 00:08:50 | |
Where is Brit? | 00:08:51
Oh, OK. Yeah, yeah. | 00:08:53
So this thing includes the engineering for the bridge, but also for the road. | 00:09:11
Is that is that correct? That is correct. | 00:09:16
And also includes the right of way engineering, land acquisition right all services for both projects. | 00:09:19
So I know this was headed to the agenda at the beginning of this evening and we got this material a little bit late in the day. So | 00:09:27
I just don't know whether. | 00:09:32
Everybody's comfortable going forward with it or not so. | 00:09:36
That's where we're taking a little bit of extra time with this. | 00:09:41
I'll wait to hear from the. | 00:09:54
Colleagues here as to how they want to proceed with that. | 00:09:59
I mean, you know. | 00:10:06
I don't have the. | 00:10:08
Expertise to doubt what you're saying as far the engineer and all that, I guess it's just that. | 00:10:10
But it does include. | 00:10:15
Both of those phases, including the inspections and all that during the during the bridge construction and all that. That's | 00:10:18
correct. Yeah. All the permitting. There's hydraulic analysis, it's included the size of the bridge, There's a retaining wall as | 00:10:24
part of the road project. | 00:10:30
I don't have any questions based upon the preliminary review, but I also wouldn't mind tabling this until the next meeting so we | 00:10:37
have time to look through it more fully. | 00:10:41
I'm OK with that. | 00:10:45
I'm OK with that, no. | 00:10:48
I'll look for a motion to table until next meeting. Yeah, so moved second. | 00:10:50
It looks good, I just want a little bit more time for us to do our. | 00:10:56
Diligence on that. So we'll table that. | 00:10:59
All in favor of tabling to next meeting. | 00:11:04
Thank you for being down here. Perfect. I appreciate it. And if there's any questions that come up as your as you're diving in and | 00:11:07
reviewing, I'm available anytime. All right, thank you. Thank you. | 00:11:12
Ratio Did you have anything else for us this evening? | 00:11:23
Thank you. Much appreciated. Thank you, Director of Building and Development Nick Creeby. | 00:11:27
Good evening. | 00:11:41
This is part of Bridge 51 project. | 00:11:43
We have been in the process of getting our right of way acquired. We have a appraisals and review appraisals for a number of the | 00:11:47
parcels in that project. | 00:11:52
I have. | 00:12:00 | |
Provided you 11 total statements of justice compensation those are based on those appraisals as part of the federal financing | 00:12:01
process that we need to have these approved by the commissioners house on them commissioners enables on them. Excuse me, I also | 00:12:10
have a resolution to go along with this to allow. | 00:12:18
Your agent the. | 00:12:27
Legal counsel for the county to go ahead and make purchase offers for. | 00:12:30
Seven of the properties located in Floyd County and to proceed with. | 00:12:38
Filing a complaint if those are not accepted. | 00:12:45
Progresses the right of way acquisition. | 00:12:50
Process. | 00:12:53 | |
I have provided those. | 00:12:56
Appraisals and review appraisals if you have any questions. | 00:12:59
That we received those, I think, in a timely manner. | 00:13:03
So I would think though Rick and I talked about it a little bit earlier today, I think it might not be a bad idea just to walk | 00:13:05
everybody through, you know, the thumbnail of the process since we don't do these all the time. We've done it right away. | 00:13:12
In a long, long time in the county, is that not correct? We haven't done a taking in a long time. | 00:13:21
Yeah. In fact, the commissioners over the years have basically had a policy of not doing takings, you know, and unless it came | 00:13:26
down to a road project, basically. | 00:13:31
And so with this bridge, we have a number of properties in Floyd County that will need to acquire and we have a number of | 00:13:37
properties in Clark County that we're going to need to to acquire. And so this is bridge, yeah, Bridge 51, the Blackston Mill | 00:13:45
Bridge. And we know what sort of problems we're having with the bridge right now and the the concrete issues and having to fix | 00:13:53
those on a periodic basis. So we're actually moving the bridge. | 00:14:00
And building a complete new bridge that's going to go across in terms of the statutory process. | 00:14:10
With acquisition, what you do is you get an appraisal and you make an offer. | 00:14:20
To purchase the property based upon the appraised value of the property, the landowner has 30 days to accept the offer. | 00:14:25
They choose not to accept the offer. | 00:14:36
Then the next step is to go ahead and file suit. | 00:14:40
And the county can then, as part of the court process, pay into the court to the clerk's office. | 00:14:46
The average of two appraisals on each of the pieces of property and by virtue of doing that and once they do that, they have | 00:14:56
acquired the property. | 00:15:01
What's left for the court to decide is the issue of damages. And so we have the two appraisals we've paid in, we've acquired the | 00:15:08
property. We can go ahead and move forward with our project at that point in time because we do have control over the property. | 00:15:16
The court will take care of deciding whether or not the average of the two appraisals is appropriate or if that. | 00:15:24
Based upon the evidence that the other side presents. | 00:15:34
That we should pay more than. | 00:15:39
It is what it is. | 00:15:41
So that's in a. | 00:15:43
Thumbnail sketch the the process. | 00:15:45
All right. Any further questions or discussion for? | 00:15:50
Otherwise, I'll look for a motion to adopt this resolution. | 00:15:54
So is it matter? | 00:15:59
This resolution include this or is it two different actions adoption of the resolution and then separately? | 00:16:01
Approval of these of the judge Compensation. | 00:16:10
And we can do those as a package, is that correct? Yes, you can. | 00:16:14
Is there a should we do the judge compensation first or the does make a difference that? | 00:16:18
Make a motion. We approve the package the statement of basis for just compensation. | 00:16:24
For bridge 51. | 00:16:30
Yeah. | 00:16:34 | |
One second, we have a motion, a second for approval on that and all in favor, aye. | 00:16:36
And make a motion that we approve. | 00:16:43
Floyd County. | 00:16:46
Resolution 2024-5. | 00:16:47
Which, uh. | 00:16:50 | |
References the just. | 00:16:52
Compensation that we just voted on I'll 2nd. | 00:16:55
Motion is second to adopt that resolution. All in favor, aye? | 00:16:58
All right. Thank you. | 00:17:03
All right. Director of Operations and Planning, Don Law. | 00:17:06
Good evening, first item I have is a quote to accept Forum Carpet Corner. | 00:17:19
This is for the. | 00:17:25
Rice building for replacement of the carpet that was damaged during the the water leak and then also some. | 00:17:27
Repairs to carpets and network well prepared to the area outside that of the office and then some. | 00:17:37
Actually some delayed. | 00:17:47
Maintenance in terms of replacing. | 00:17:51
A couple of carpets in that building, so. | 00:17:54
We sent out quotes from different places, including Lowe's and Home Depot. This is the only one we got back. | 00:17:57
The total amounts $37,425.99. | 00:18:03
Who's that from? | 00:18:09
Carpet Corner. | 00:18:10
His insurance, picking up insurance will pay, it will get a portion of that. That's about 17,000 of that. | 00:18:12
And then we have, we have carpet that's actually coming up off the floor in community corrections. That's actually. | 00:18:18
Warren Warped. We haven't done any renovations to that building since 2007, so. | 00:18:28
Those are needed. | 00:18:36
OK. Any discussion or questions for Mr. Lop on that matter? | 00:18:40
So the amount then? | 00:18:45
37 Four 2599 yes. And that was and who was The Who was the Carpet Corner Inc Copper Corner, OK. | 00:18:47
Make a motion we approve. | 00:18:55
Carpet corner of the amount of 37,425.99 for the Rice floor replacement. | 00:18:58
One second, all right. The motion has second all in favor, aye. | 00:19:05
Item B request that be tabled. We didn't get the information to. | 00:19:11
That was needed for the review in time so. | 00:19:16
A motion to Table Edwardsville. | 00:19:20
I want to formally do this, so all right. | 00:19:23
All in favor. | 00:19:26 | |
Three and we received a request from 4H president Mr. Redden last month. | 00:19:28
They're in need of funds to help renovate their barns on the 4H side Green Valley Rd. They need approximately $20,000 is what they | 00:19:34
have said that they need for those renovations. He asked if the commissioners had any funds that they would be able to either. | 00:19:43
Help with that renovation or partially help with that? | 00:19:52
Bringing that. | 00:19:56
Request to you. | 00:19:57
And we were told we did have funds available and we have funds available in 9130. | 00:20:00
Which is the Commissioners operating funds? | 00:20:06
And this will be repair work on both of the bars? There be both bars, yes. | 00:20:10
I mean I would suggest some type of agreement and make it reimbursable. | 00:20:16
That we actually get an invoice. | 00:20:21
Of what they've actually are being charged. | 00:20:23
Before we make payment, but that would be my only conditions I would set forth. | 00:20:26
Box as others. Yep, that's an auditors. | 00:20:31
Question, I think that you're raising in terms of what? | 00:20:35
You need to be compliant with regards test. | 00:20:39
The State Board of Accounts. | 00:20:43
Reimbursable. Clarify that reimbursable from state or reimbursable where they would reimburse. | 00:20:49
They would pay for it and then show that they actually that the funds are actually used for the barns and that and then we would | 00:20:56
need just their invoice. | 00:21:00
Right. So I'm personally OK with it with that stipulation. | 00:21:07
Yeah, I am too. | 00:21:13
So we just need a motion to approve. | 00:21:18
That said, stipulation that will be. | 00:21:20
Ignore it. Yeah. | 00:21:24
Big spot receipts rather than a brand. Gloria, do you understand the motion there OK? | 00:21:27
So moved, I'll second my motion and a second all in favor, Aye, Thank you. All right, thank you. All right. We have members | 00:21:32
present from the health Department board tonight to discuss new health department building information. | 00:21:40
Good evening, Commissioners. | 00:21:51
So those who don't know me, Doctor Dan Eikenberger, I'm one of the board members on the Floyd County Health Department along with | 00:21:53
Doctor Lu Ann Jensen and most of you know Doctor Tom Harris and our boss. | 00:21:59
So we are here to talk about the current situation of the health department as you know when the hospital purchased. | 00:22:06
The asset purchase agreement went through in 2016. There is a defined limit in the support that the hospital was going to provide | 00:22:14
for both the jail and the health department. That time frame is coming to an end and we are in dire need of finding a new | 00:22:21
facility. | 00:22:27 | |
The problems Doctor Harris is going to talk about and show you some pictures will help delineate how severe the problem is | 00:22:33
currently, and it's going to be a significant move. This health department has been here for how many years? Charlotte 20. | 00:22:42
Over 20 years with, you know, no growth. | 00:22:50
As far as the size of the building goes, but the department itself has grown tremendously with the amount of services they | 00:22:55
provide. So you'll see some of the problems we are currently having. And so the Board has taken a very active role in moving | 00:23:02
forward with trying to find a suitable facility. And in fact the board may changes this year. We are meeting monthly. | 00:23:09
This year, which is different than the health department has done previously to help expedite and move this process forward, this | 00:23:16
is going to probably be an 18 month project to try and get everything. | 00:23:22
Moved a new building, acquired construction done to to the new building. And so Doctor Harris is going to talk to you about some | 00:23:29
of the problems we're seeing now so that we can ask. We have a request at the end of his presentation. | 00:23:37
To clarify before proceeding the the expiration date on where we are September 2026, is that correct? That's correct, OK. | 00:23:45
So here's the exterior of our current digs. | 00:23:53
Our current location is about 6000 square feet. It is accessible on a bus route of one of the remaining few bus routes in southern | 00:23:58
Indiana. The 71 parkings a little tight. We have fairly good handicap access. | 00:24:06
Really no potential to remodel as. | 00:24:14
Free rent expires in September. | 00:24:18
And there's really no place to expand to in our local facility. | 00:24:21
One of the issues that we're starting to see is we have more staff on the basis of the Health First Indiana initiative that's come | 00:24:25
out of the state. So we were crowded before we're we're very crowded right now. We actually have a a staffer that works in in a | 00:24:31
closet the. | 00:24:36 | |
Overall problem also is causing the lack of income. There's services that we could. | 00:24:43
But it could generate revenue that we simply just don't have the space and the staff currently to do so. | 00:24:48
We have a firm deadline for lease termination in September of 22. | 00:24:57
26 The multifunctional duties that we provide require a unique location and building design. | 00:25:01
For example. That's why we're not trying to take over this building. | 00:25:09
It's a complicated move after nearly 20 years in the current location. We currently have supplies stored in this location and at | 00:25:12
our office there and we're trying to plan this in conjunction with what we call the the HD 2043 or the A20 year growth strategy | 00:25:19
site. | 00:25:25 | |
Any building that we move into will require some renovation to meet the needs. Specifically exam rooms. Almost all require | 00:25:33
plumbing and for for sinks and things like that. | 00:25:39
And it's important to secure the site now and begin the process because as Doctor Eichenberger referred to, you know, it did best. | 00:25:46
It's an 18 month project and. | 00:25:50
We're going down top. | 00:25:55
Here's our front lobby. That's the reception area looking out from the desk. Had to resort to sorting box supplies in the back | 00:25:57
part of that. | 00:26:02 | |
Here's the office space that's actually shared by 5 people. | 00:26:08
Called the bullpen, actually. | 00:26:13
Most bullpens have much more. | 00:26:15
That here's a storage area being used as an office. | 00:26:17
Here's the bathroom used as storage for hazardous materials and for our sharps containers. | 00:26:22
So the next step, we have started looking at possible sites. | 00:26:30
The board has been very active in this. Sean and I and the departmental supervisor the health department have been providing. | 00:26:36
As well, what we need is an executive meeting of the Council, the Commissioners and the Board of Health. | 00:26:43
To discuss the findings and the areas that we've looked into. And then of course, the last issue, in some ways almost as important | 00:26:49
as the middle bullet is we need to start talking to funding early on for this project. | 00:26:56
Any questions? | 00:27:07
Yeah, he doesn't try to answer here. | 00:27:09
In your concept of this, are you looking? | 00:27:12
Or have you gotten far enough ahead to what are you looking to purchase? | 00:27:17
And build out a facility. Are you looking? | 00:27:20
To lease a facility that would need to be built out or all the above, we've looked at several sites. There are opportunities for | 00:27:22
both lease and ownership, although long term leases I don't think the county is. | 00:27:30
Necessarily. | 00:27:39
Top of the. | 00:27:41 | |
Top of your list. I think all the sites we've looked at except for one has an option to purchase outright. One site definitely | 00:27:42
just wants a long term lease. | 00:27:48
Again, we we have this, I mean our request that. | 00:27:57
Westing is just a joint meeting with all the parties involved so that we can move forward on this project. We're in the midst of | 00:28:00
trying to do that. You've probably seen the e-mail pinging back and forth. Just trying to get 100% people there is difficult | 00:28:05
sometimes. So I'd say as soon as we get quorums of both bodies together, we do that. But I don't want to let this go without | 00:28:10
commending the entire new board. | 00:28:15
For the proactive nature on this I mean. | 00:28:20
Meeting monthly as suggested is good and then the reshuffling of that. I think there was some consternation as to why we were | 00:28:24
doing that. It's no reflection poorly on the more than we had. It was just. | 00:28:29
We needed. | 00:28:34 | |
A little energy and because we knew that this was coming up. So we really appreciate you. | 00:28:36
Continuing to push us in this direction. So I guess we'll get, we'll get a meeting facilitated as soon as we can. That meeting has | 00:28:43
been set the 25th and it's going to be 5:00 PM, OK. | 00:28:50
That meeting has been set out there. | 00:28:58
Is that e-mail please? | 00:29:05
Yeah. Is that e-mail being sent out, I mean, or is it already been sent? | 00:29:07
OK, well, I heard, I kept seeing people saying they were available. They weren't available. This that, the other stuff. | 00:29:11
Majority of the council was responding, the only commissioner I haven't heard back from. | 00:29:17
Mr. Sharp, not sure whether or not he's appealed to make it or not. Yeah, I said I could. I said that I could not. But I think I'm | 00:29:22
going to scuttle that other obligation that I had with the county, and I'm going to. | 00:29:28
Be at this meeting. | 00:29:35
Well, I'll just, I'll just tell the other entity that I cannot be there because I think this one takes precedence. Since we're | 00:29:39
keeping track, I'm good to go. We put me down, OK. | 00:29:44
I guess my concern on that date is, and I'm not a receiving official, but there might be. | 00:29:54
We have a hard stop for 5:40. Yeah, we're only going to have 40 minutes. I just hope that's. | 00:30:01
You're going to talk quick, and so I wish we had more time. | 00:30:06
I truly do. I wish. | 00:30:10
Well, I understand that, I understand, but I mean. | 00:30:12
Time for questions. I just, I just wish we had more time for that. That's, that's my only concern. | 00:30:16
I think that time is, is a major concern here with the EMS project. How this you know it, you know it's, it's the old saw about | 00:30:21
the task expands the 50 amount of time that you have for it. We only have a little over two years and we know that no matter what | 00:30:29
facility is chosen, there's going to have to be some substantial renovation in modification to that facility. | 00:30:37
So the time is right. | 00:30:45
All right, Thank you. We really appreciate you being here and. | 00:30:50
Digging the Spurs in on this is we. | 00:30:55
I'm daresay I'm excited about the. | 00:30:58
Hearing the possibilities that you guys have looked into, so thank you very much. | 00:31:01
All right. | 00:31:06 | |
Sheriff Steve Bush. | 00:31:08
Good, good, good. So before you just, we have 3 proclamations that we do every year in reference to National Communications Week, | 00:31:11
which was April 14th through April 20th. | 00:31:17
National Correction Week, which was May 5th through May 11th and National. | 00:31:24
Police officers or peace officers Memorial Day, which was. | 00:31:28
May 15th. | 00:31:32 | |
So it's like the approval and for president can able to sign after the meeting. | 00:31:35
For your approval. | 00:31:40
Motion approved 2nd. | 00:31:41
All in favor, aye. I have one question for what we've got you up there like pertaining to an earlier issues. | 00:31:43
So how many citations are written? | 00:31:51
Annually for. | 00:31:53
Exceeding the weight limit on a branching Floyd County, is that something that's very, very difficult to enforce? I don't have | 00:31:56
that information before me, but I would say it's probably 0. | 00:32:01
Well, I mean, if there's anything that we can do to help you help enforce that. | 00:32:07
Are you talking about black single bridge or we had the issue earlier where we're going to be reducing the the the weight capacity | 00:32:13
on one of the bridges and. | 00:32:17
As we were going through that, I just wondered how often that's which. Which bridge does Dale Mangrove cross 38? | 00:32:22
So it used to fall under the motor carrier division of the Indiana State Police because they had. | 00:32:31
Portable scales that could measure the weight of the truck. | 00:32:35
Yeah. So, so it's difficult, how many sites difficult And I would say we probably don't like a whole lot without researching. Fair | 00:32:40
enough. I appreciate you doing that on the fly. No problem. All right. Thank you. | 00:32:46
Next we'll have. | 00:32:53
Mr. Charlie Moon, Franklin Township and I apologize your official title out there now is? | 00:32:55
Trustee. All right. Thank you. | 00:33:01
Charlemagne, Franklin Township Trustee, thank you for adding me to the agenda today. Just wanted to to come forth. We've made some | 00:33:05
changes out in Franklin Township. May the 31st at 8:00 AM, Georgetown Fire Protection District started covering the upper part of | 00:33:11
Franklin Township. | 00:33:17
As you guys know, we have a hill that goes to the lower part of Franklin Township, New Omni. | 00:33:24
New Albany Township Fire Board passed unanimously to protect that bottom part for us, so we have accurate Fire Protection in our | 00:33:30
area now. | 00:33:35 | |
Some with several meetings with Georgetown, the lawyers working together, Georgetown lawyer and our Township lawyer working | 00:33:41
together. | 00:33:45 | |
We are moving forward to look in January to start hosting each entity has to do it for a fire territory. So Franklin Township is | 00:33:49
working towards engaging with Georgetown into a territory. The conversations, we've had several conversations over this. | 00:33:57
Commissioner Sharp's been with us on some of these meetings. It's being really the the community out there is really responsive to | 00:34:05
that point, but we just wanted to bring you guys up to speed that we have. Hopefully that helps dispatch. | 00:34:14
And also helps our response times out in our area as we're keeping it with employee county and Georgetown is. | 00:34:23
Rapidly closer, but they have the paid staff out there so that's all I had. | 00:34:30
Time so and they're working with the MO use right now. I know another big thing about Georgetown right now and in some of the | 00:35:14
community people have either called or stopped by their trucks are out exploring our area. They are already updating their box | 00:35:21
books for that area and they're also putting their plans together especially on some of them driveways and the roads that we have | 00:35:29
out there that they're bigger equipment's not going to fit. I know they've been doing it since Friday. | 00:35:36
Matter of fact, I seen him out there again today driving the roads and making their notes, so hopefully this is a good thing for | 00:35:44
years to come for for the Township. | 00:35:48
Thank you. | 00:35:53 | |
All right, board and committee reports. | 00:35:55
Well, let's go back to public comment first. We do. I mean, it's actually listed under board after board committee reports on the | 00:35:59
agenda, but. | 00:36:04 | |
I'm happy to take that a little bit. I've ordered. | 00:36:09
Do that. We'll do that. OK. Yeah, we are creatures of habit. | 00:36:12
So we do have one announcement of an appointment that was already voted on for the normal Township Fire Board, that was Mr. | 00:36:17
Gilbert Kenny. So I don't think we need an official vote on that tonight, do we? So we welcome Mr. Kenny and his expertise to the | 00:36:24
board. And then we also have two new appointments for the New Albany Township Fire Board, filling two vacancies that came up this | 00:36:30
past week. And. | 00:36:37
We have nominations and we've reviewed resumes on Mr. Kyle or Doctor Kyle Lenoux. | 00:36:45
Who's imminently qualified and many of you might know him from his position on Prosser, but I did not know his the extent of this | 00:36:53
firefighting and paramedic resume. So I think he'll be a good addition to the board and then Mr. Daniel Jacobs, so I'll look for. | 00:37:01
Approval or motion to approve those two nominations so moved. | 00:37:12
Second OK, motion approval to approve. | 00:37:16
Doctor Kyle in the new and Mr. Daniel Jacobs to the Navy Township Fire Board. All in favor, aye. | 00:37:19
And then we also have a vacancy on the Planning Commission being filled tonight. Hopefully we have a nominee, Mr. Jeremy Shumate, | 00:37:25
who has stepped up to that role and I'll look for a motion to approve his nomination. So moved second all in favor, aye. | 00:37:33
And then? | 00:37:43 | |
Forward with the EMS task force that has been discussed. We want to continue to kind of keep. | 00:37:45
Momentum going with that. | 00:37:53
And so that task force is going to be comprised of either the president of the commissioners or his or her designee. And I'm going | 00:37:55
to go ahead and. | 00:38:00
Appoint Jason Sharp to that role. | 00:38:07
Will also be composed of a commissioner's legal counsel, but Mr. Fox had. | 00:38:10
Deferred from that so. | 00:38:16
Probably need to check out on availability on that. | 00:38:19
Other members of that board are going to be. | 00:38:23
The president of the council or his or her designee, as well as their legal counsel or their designee. | 00:38:27
Either the board president of each fire district or the chief of each fire district, so we'll need to contact each. | 00:38:33
District to ask whether they're going to have the board president or their chief on that. That'll be New Omni Township, Georgetown | 00:38:42
Township, Highlander Township and then we'll also want to representative from Franklin Township on that. So probably defer to | 00:38:49
their trustee on that for the time being until they have further organization and also legal representative representation from | 00:38:56
each of New Albany Fire, Georgetown Fire and Highlander Fire. | 00:39:03
I've also asked and graciously he has acquiesced to being on this task force. Doctor Tom Harris, who you might remember earlier, | 00:39:11
gave us the deadline of September 2026 removing the health department. So thank you, Doctor Harris and Mr. Sharp. You're kind of | 00:39:17
the the core people who we know are going to be on that right now. | 00:39:24
My charge to you guys would be to please try to meet, have your first meeting before the end of June. | 00:39:31
Another one before the end of July and give us some indication as to where we're going with the Mississippi of the county by the | 00:39:37
time the leaves are turning on the trees, please. | 00:39:41
Um, beyond that? | 00:39:47
I will see if there's any public comment from any elected government officials before us tonight. | 00:39:52
Public comment in general. | 00:39:59
Mr. Mayor. | 00:40:01 | |
Yeah, man, Georgetown got a question I've been asked. We've done a study on the City County building, the old City County building | 00:40:08
on asbestos study and the structure study. That's been quite a while. I know it's been put on the back burner. | 00:40:14
But you did create a tax for that. What's the outcome? | 00:40:22
That is on the agenda to have a presentation at our meeting July 19th. Is that the date? | 00:40:27
That we have given you. | 00:40:32
So on the July 19th we have a joint session scheduled between the commissioners and the council. That's up to the public. That's | 00:40:34
at 10:00 AM. | 00:40:38 | |
Correct. | 00:40:44 | |
So we will have some answers there from. | 00:40:46
Our building representatives, envoy, they'll be presenting the asbestos study, information and structural integrity studies, the | 00:40:49
analysis that was done on that, as well as some mechanical studies that are still being wrapped up on that. So thank you. You're | 00:40:54
welcome. | 00:40:58 | |
A timely question. Thank you. | 00:41:04
Any other public comment? | 00:41:07
Yes. | 00:41:09 | |
Good evening. My name is Alan Galloway. I'm associate at Triad Associates with Professional Engineers out of Indianapolis. | 00:41:14
We have offices in Ligonier. | 00:41:22
I just wanted to come down this evening and just show my face because we were going to submit a proposal for the. | 00:41:24
Paoli Pike pedestrian Bike Amenities corridor study I just wanted to have a put a face to the proposal and that's why it's come | 00:41:34
down to introduce ourselves and our firm. | 00:41:39
OK. Your name again, Alan Galloway, you have the business card on that? | 00:41:46
That swag I gave you guys. Alright. Well, I appreciate you joining us tonight. Thank you. Very welcome. Thank you. All right. | 00:41:51
Yes. | 00:41:59 | |
Amanda Miles, Georgetown I just wanted to commend the commissioners for their selection of Lives Paving for the signalization | 00:42:04
project at Carolyn Ave. Just the care that they have shown to reduce impact to traffic flow and noise pollution to residents has | 00:42:11
been really incredible. So I wanted to commend you all and to thank Lips Paving for that. We appreciate that. Thank you. | 00:42:18
All right, any other public comment tonight? | 00:42:26
Okay. | 00:42:30 | |
With that, we'll look for approval of the Commissioners Meetings minutes for May 21st, 2024. | 00:42:32
Motion to approve and I'll 2nd. | 00:42:39
All in favor aye and approval of payroll claim. | 00:42:41
Motion to approve a second. OK, All in favor, Aye. All right. Board and committee reports. | 00:42:47
On May the 23rd, attended to keep the meetings via. | 00:42:58
Zoom last Tuesday, the EMA had her LAPC meeting. I attended that as well. | 00:43:03
Last Wednesday, the Floyd County Redevelopment Committee, we had an executive meeting. | 00:43:11
I attended that. | 00:43:16
Today we had a Zoom meeting with Source Well and Rick, our legal counsel to talk about the back truck and then we had our storm | 00:43:19
meeting, storm water meeting today as well. Last Friday attended the Red Wire groundbreaking ceremony the. | 00:43:26
It was a long time coming and it was a very, very good event. So I think it's. | 00:43:34
It's an indication of all the good things that are going to come out there at Nova Park. | 00:43:38
Last Friday, Mary probably had like a little get together out at the Lamb Park. | 00:43:44
Elena to invite the fire districts and to get together and all that. But it was a nice get together. It's a nice gesture to to | 00:43:49
start off our our new path with with EMS coverage. | 00:43:56
Last night or yesterday afternoon I visit Highlander Fire, see how things are going with EMS and everything is going well. | 00:44:04
And then finally, on Saturday night, worked for the Crusade for Children at the answering the phones at WJS, my wife Denise Conco | 00:44:12
and another friend of ours, we. | 00:44:17
Took part in the in the crusade of very good events. No, no, no 5.45 point 8. Last year it was 6.4 so. | 00:44:24
Outstanding. Nonetheless, it still helps. | 00:44:36
Bay 22nd, the the contract bargaining committee met with members of the collective bargaining unit for the Floyd County Police | 00:44:42
Register regard to their contract. And I believe we've recently tentative agreement that we'll have to go before the commissioners | 00:44:49
and the council for review before being accepted. May 27th I attended the wreath laying at the Veterans Memorial in New Albany. | 00:44:56
The ceremony was very heavily attended and it was great, great turn out so we could see it. So many people there. | 00:45:03
Daughter or fallen veterans. | 00:45:10
Thank you. | 00:45:43 | |
May 23rd we had our. | 00:45:44
Update meeting with Envoy. | 00:45:48
Again, the building projects 524, we opened up new facilities and community park. The pickleball courts are wonderful. I don't | 00:45:50
play, but they they were fully packed when I was there and I think they're going to be utilized well. 527 also attended the | 00:45:57
Memorial Day recognition brief laying ceremony and. | 00:46:04
Jason and I had to help a couple people who fell out and as part of the the. | 00:46:15
Six minute response time and. | 00:47:00
Everything went really, really well and. | 00:47:02
And I also don't want to go. | 00:47:05
Jason's pretty humble, but I think you. | 00:47:07
Spend a lot of time helping the transition in the physical facilities from Ameripro to New Chapel. I think you assisted in getting | 00:47:10
the new couches and furniture because the old tenants kind of. | 00:47:16
Took things with them which were in their possession, which they were right to be able to do. But I know you didn't mention that, | 00:47:23
but I think you helped unload two or three trucks worth of furniture if you found furniture for them. So good job on that. Thank | 00:47:27
you. | 00:47:32 | |
So with all that being said, our next Commissioners meeting is Tuesday, June 18th, 2024 at 6:00 PM. | 00:47:37
And I'll look for any closing comments. | 00:47:43
Good. Look for a motion to adjourn solution to adjourn. | 00:47:46
Thank you all. | 00:47:50 |

You all for coming out, if you will, please join me in the Pledge of Allegiance. We'll get the meeting started. | 00:00:02
