to clean that up? And so the proposal is before you, there's an engineer's report that talks about the scope and we broke it into 00:07:34
two phases so that we can actually look at this as a, as a standalone bridge replacement project and then come back and do the 00:07:40

But all of the design work would get done so that you would have a really tight construction cost going forward so that you can 00:07:52
plan and then you can, you can bid those two projects separately. And that's, that's the proposal that's before you, the engineers 00:08:00
reports broken out into those two phases and then the the professional services agreement is also broken out in those two cases. 00:08:07

Bridge. And we know what sort of problems we're having with the bridge right now and the the concrete issues and having to fix 00:13:53
those on a periodic basis. So we're actually moving the bridge. 00:14:00
And building a complete new bridge that's going to go across in terms of the statutory process. 00:14:10
With acquisition, what you do is you get an appraisal and you make an offer. 00:14:20
To purchase the property based upon the appraised value of the property, the landowner has 30 days to accept the offer. 00:14:25
They choose not to accept the offer. 00:14:36
Then the next step is to go ahead and file suit. 00:14:40
And the county can then, as part of the court process, pay into the court to the clerk's office. 00:14:46
The average of two appraisals on each of the pieces of property and by virtue of doing that and once they do that, they have 00:14:56
acquired the property. 00:15:01
What's left for the court to decide is the issue of damages. And so we have the two appraisals we've paid in, we've acquired the 00:15:08
property. We can go ahead and move forward with our project at that point in time because we do have control over the property. 00:15:16
The court will take care of deciding whether or not the average of the two appraisals is appropriate or if that. 00:15:24

So those who don't know me, Doctor Dan Eikenberger, I'm one of the board members on the Floyd County Health Department along with 00:21:53
Doctor Lu Ann Jensen and most of you know Doctor Tom Harris and our boss. 00:21:59
So we are here to talk about the current situation of the health department as you know when the hospital purchased. 00:22:06
The asset purchase agreement went through in 2016. There is a defined limit in the support that the hospital was going to provide 00:22:14
for both the jail and the health department. That time frame is coming to an end and we are in dire need of finding a new 00:22:21
facility. 00:22:27
The problems Doctor Harris is going to talk about and show you some pictures will help delineate how severe the problem is 00:22:33
currently, and it's going to be a significant move. This health department has been here for how many years? Charlotte 20. 00:22:42
Over 20 years with, you know, no growth. 00:22:50
As far as the size of the building goes, but the department itself has grown tremendously with the amount of services they 00:22:55
provide. So you'll see some of the problems we are currently having. And so the Board has taken a very active role in moving 00:23:02
forward with trying to find a suitable facility. And in fact the board may changes this year. We are meeting monthly. 00:23:09
This year, which is different than the health department has done previously to help expedite and move this process forward, this 00:23:16
is going to probably be an 18 month project to try and get everything. 00:23:22
Moved a new building, acquired construction done to to the new building. And so Doctor Harris is going to talk to you about some 00:23:29
of the problems we're seeing now so that we can ask. We have a request at the end of his presentation. 00:23:37
To clarify before proceeding the the expiration date on where we are September 2026, is that correct? That's correct, OK. 00:23:45
So here's the exterior of our current digs. 00:23:53
Our current location is about 6000 square feet. It is accessible on a bus route of one of the remaining few bus routes in southern 00:23:58

And there's really no place to expand to in our local facility. 00:24:21
One of the issues that we're starting to see is we have more staff on the basis of the Health First Indiana initiative that's come 00:24:25
out of the state. So we were crowded before we're we're very crowded right now. We actually have a a staffer that works in in a 00:24:31

Overall problem also is causing the lack of income. There's services that we could. 00:24:43
But it could generate revenue that we simply just don't have the space and the staff currently to do so. 00:24:48
We have a firm deadline for lease termination in September of 22. 00:24:57

It's a complicated move after nearly 20 years in the current location. We currently have supplies stored in this location and at 00:25:12

Any building that we move into will require some renovation to meet the needs. Specifically exam rooms. Almost all require 00:25:33

We are moving forward to look in January to start hosting each entity has to do it for a fire territory. So Franklin Township is 00:33:49

Commissioner Sharp's been with us on some of these meetings. It's being really the the community out there is really responsive to 00:34:05

to clean that up? And so the proposal is before you, there's an engineer's report that talks about the scope and we broke it into 00:07:34
two phases so that we can actually look at this as a, as a standalone bridge replacement project and then come back and do the 00:07:40
road later. 00:07:46
But all of the design work would get done so that you would have a really tight construction cost going forward so that you can 00:07:52
plan and then you can, you can bid those two projects separately. And that's, that's the proposal that's before you, the engineers 00:08:00
reports broken out into those two phases and then the the professional services agreement is also broken out in those two cases. 00:08:07

Bridge. And we know what sort of problems we're having with the bridge right now and the the concrete issues and having to fix 00:13:53
those on a periodic basis. So we're actually moving the bridge. 00:14:00
And building a complete new bridge that's going to go across in terms of the statutory process. 00:14:10
With acquisition, what you do is you get an appraisal and you make an offer. 00:14:20
To purchase the property based upon the appraised value of the property, the landowner has 30 days to accept the offer. 00:14:25
They choose not to accept the offer. 00:14:36
Then the next step is to go ahead and file suit. 00:14:40
And the county can then, as part of the court process, pay into the court to the clerk's office. 00:14:46
The average of two appraisals on each of the pieces of property and by virtue of doing that and once they do that, they have 00:14:56
acquired the property. 00:15:01
What's left for the court to decide is the issue of damages. And so we have the two appraisals we've paid in, we've acquired the 00:15:08
property. We can go ahead and move forward with our project at that point in time because we do have control over the property. 00:15:16

So those who don't know me, Doctor Dan Eikenberger, I'm one of the board members on the Floyd County Health Department along with 00:21:53
Doctor Lu Ann Jensen and most of you know Doctor Tom Harris and our boss. 00:21:59
So we are here to talk about the current situation of the health department as you know when the hospital purchased. 00:22:06
The asset purchase agreement went through in 2016. There is a defined limit in the support that the hospital was going to provide 00:22:14
for both the jail and the health department. That time frame is coming to an end and we are in dire need of finding a new 00:22:21
facility. 00:22:27
The problems Doctor Harris is going to talk about and show you some pictures will help delineate how severe the problem is 00:22:33
currently, and it's going to be a significant move. This health department has been here for how many years? Charlotte 20. 00:22:42
Over 20 years with, you know, no growth. 00:22:50
As far as the size of the building goes, but the department itself has grown tremendously with the amount of services they 00:22:55
provide. So you'll see some of the problems we are currently having. And so the Board has taken a very active role in moving 00:23:02
forward with trying to find a suitable facility. And in fact the board may changes this year. We are meeting monthly. 00:23:09
This year, which is different than the health department has done previously to help expedite and move this process forward, this 00:23:16
is going to probably be an 18 month project to try and get everything. 00:23:22
Moved a new building, acquired construction done to to the new building. And so Doctor Harris is going to talk to you about some 00:23:29
of the problems we're seeing now so that we can ask. We have a request at the end of his presentation. 00:23:37
To clarify before proceeding the the expiration date on where we are September 2026, is that correct? That's correct, OK. 00:23:45
So here's the exterior of our current digs. 00:23:53
Our current location is about 6000 square feet. It is accessible on a bus route of one of the remaining few bus routes in southern 00:23:58
Indiana. The 71 parkings a little tight. We have fairly good handicap access. 00:24:06
Really no potential to remodel as. 00:24:14
Free rent expires in September. 00:24:18
And there's really no place to expand to in our local facility. 00:24:21
One of the issues that we're starting to see is we have more staff on the basis of the Health First Indiana initiative that's come 00:24:25
out of the state. So we were crowded before we're we're very crowded right now. We actually have a a staffer that works in in a 00:24:31
closet the. 00:24:36
Overall problem also is causing the lack of income. There's services that we could. 00:24:43
But it could generate revenue that we simply just don't have the space and the staff currently to do so. 00:24:48
We have a firm deadline for lease termination in September of 22. 00:24:57

For example. That's why we're not trying to take over this building. 00:25:09
It's a complicated move after nearly 20 years in the current location. We currently have supplies stored in this location and at 00:25:12
our office there and we're trying to plan this in conjunction with what we call the the HD 2043 or the A20 year growth strategy 00:25:19

Any building that we move into will require some renovation to meet the needs. Specifically exam rooms. Almost all require 00:25:33
plumbing and for for sinks and things like that. 00:25:39
And it's important to secure the site now and begin the process because as Doctor Eichenberger referred to, you know, it did best. 00:25:46
It's an 18 month project and. 00:25:50

To discuss the findings and the areas that we've looked into. And then of course, the last issue, in some ways almost as important 00:26:49
as the middle bullet is we need to start talking to funding early on for this project. 00:26:56
