I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under. 00:00:11
God indivisible, with liberty and justice for all. 00:00:19
All right. 00:00:24
If you will, if you have a cell phone, please silence it and please join us and I. 00:00:27
Moment for. 00:00:33
Individual. 00:00:35
Prayer, meditation. When will Silent Man get ready for the meeting tonight? 00:00:36
All right, welcome. We have a relatively brief agenda tonight. 00:01:01
Even so, we're going to. 00:01:05
Asked to add. 00:01:06
A couple of items tonight and we'll need unanimous consent to add these. 00:01:08
Looking for under. 00:01:13
County Attorney. 00:01:15
Christie Fox's. 00:01:17
Part of the agenda? Contractor agreement with coroner's office. 00:01:18
I'll make a motion that we're. 00:01:23
Second motion, second all in favor, aye. And also an additional elevator contract for the Chase building. 00:01:25
It's not on here, is it? 00:01:33
No, it's a. It's an ad. It's an additional addition. 00:01:36
OK. 00:01:40
So I need a motion. 00:01:41
And 2nd, 2nd all in favor, aye? 00:01:43
And then I as well, and then also a tourism board appointment. 00:01:46
Motion approved. 00:01:50
2nd. 00:01:52
All in favor, aye? 00:01:53
All right. 00:01:55
1st on the agenda new business County engineer Horatio Urichi. 00:01:57
Good evening. 00:02:04
Horatio County engineer You should have in front of you a. 00:02:06
Community Crossing. 00:02:11
2024 Two for approval of. 00:02:14
On the project. 00:02:20
Awarded to Mac construction. 00:02:22
You should have two documents that need to be signed there. 1 is the agreement. 00:02:25
And the other one is the 496. 00:02:31
OK, just for the record, they were they the low? 00:02:36
Then all the the low bid was. 00:02:40
My construction with 606 oh nine 573. 00:02:42
$1000. 00:02:48
I'll make a motion to accept. 00:02:50
I'll second. 00:02:52
Motion and a second. All in favor. Aye aye. 00:02:53
The second item on the agenda is the. 00:02:59
Bridge inspection and inventory, which is. 00:03:03
Those bunch. 00:03:08
Thing that needs to be open. 00:03:09
Request for proposal and. 00:03:11
OK, do we have anyone else present who would like to submit request? 00:03:12
All right, I see. 00:03:19
We have a bed sheet, some had a big sheet ready. 00:03:21
There's no because the. 00:03:25
The the project was posted on on. 00:03:28
In that web page gotcha. We have no control who's gonna be. 00:03:31
Meeting proposal. 00:03:35
So what action do we need to take then? 00:03:37
So you can open them, write it down just on a piece of paper for now and then I assume you guys will take it under advisement 00:03:38
because there is no, yeah, an actual amount of money. 00:03:44
Well, that is just a lateral interest. 00:03:51
All right, so the first box is DLZ. 00:03:53
Unless it's absolutely necessary, you can read that off as you open those and then, frankly, record. 00:04:00
OK. 00:04:06
I'll just confirm it as you pass it along. 00:04:07
OK. 00:04:09
Are there actually any? 00:04:30
Amounts listed in here or just write down the different people who. OK, so the first one is DLZ, yeah. 00:04:32
They've submitted replicates, so yeah. 00:04:39
I got out of that one, yeah. 00:04:43
The second is from Clark Beats. Do you want me to open? 00:04:46
Yeah, I would. 00:04:51
Anyway, we have a record of who submitted. 00:04:59
Sure. 00:05:01
Court beats with. 00:05:04
Which seems to be 4 copies as well. 00:05:06
Wreck. 00:05:12
Just need a little motivation. 00:05:30
Yeah, I can tell. 00:05:31
This is from. 00:05:36
American Structure Point. 00:05:38
3 copies. 00:05:54
Caper and associates. 00:06:17
Kapur and Associates, incorporated. 00:06:19
There's also 4. 00:06:31
Copies in here as well. 00:06:32
And I know it's going to get a workout today. 00:06:46
Yeah, drum rolls. Yeah. 00:06:51
The Nexus from United Consulting. 00:06:54
It also has four copies. 00:07:12
USI Consultants. 00:07:21
4 copies of left. 00:07:37
Aegis egis. 00:07:45
Also for copies. 00:07:58
The final looks like from HMB Professional Engineers. 00:08:06
Also have 4 copies as well. 00:08:22
All right, that was the end of the list, correct? 00:08:26
Into the file. 00:08:28
All right, Thank you to everyone who submitted and. 00:08:31
Take those under advise. 00:08:35
Any emotion for that? 00:08:38
I'll second that motion. 00:08:40
All right. All in favor, aye. 00:08:42
Next item on the agenda is the Mac construction is planning to do some rock. 00:08:46
To start doing the. 00:08:53
It's like Rd. connection correction. 00:08:55
Have Morgan Nash here with us. 00:08:59
That's going to be talking about. 00:09:02
How the plan is? 00:09:04
To close the road and dates in the moment. 00:09:06
Thank you. 00:09:09
Thank you. 00:09:17
Thank you. 00:09:22
Morgan Nash, My Construction. 00:09:35
For requesting. 00:09:38
As part of the hope and sin. Hey Morgan, we may just. 00:09:40
Lift that up a little bit there. 00:09:42
Yeah, good there probably. 00:09:45
Let's make sure everybody can hear in the back. 00:09:47
His need be. Go ahead. All right. 00:09:50
Morgan Nash Mac construction perfect Requesting Rd. closure as part of the Open Sense slide correction project. 00:09:52
Anticipated start for that closure is March 3rd. 00:10:00
It would run. 00:10:03
Through the fall of 2025. 00:10:05
On its completion. 00:10:07
Detour at that time, which we set up. 00:10:11
At Oldman Sands and Cord Rd. 00:10:13
It would move. 00:10:16
Over to Gordon Pike. 00:10:17
Down into New Albany towards Camp Ave. over. 00:10:20
To open sins towards Captain Frank. 00:10:22
During that time. 00:10:28
The road would be closed through traffic. 00:10:29
There is one. 00:10:32
Residents. 00:10:33
At the top of the. 00:10:34
Construction limits per se. 00:10:36
That is the Kelty residents who. 00:10:39
We're working with to get access to and from his. 00:10:41
Driveway. 00:10:46
It's currently within maybe 110 feet. 00:10:48
Within the limits. 00:10:50
We're working closely with him to get him access. 00:10:53
To and promise residents at that time he'll be able to exit. 00:10:56
We'll call that N up the hill towards. 00:11:00
Quarry Rd. 00:11:03
Everybody South of the closure safe from. 00:11:05
2050 Open Sense, which is the Romeo residence. 00:11:08
Will come down the hill towards Captain Frank. 00:11:12
OK, Yeah. 00:11:16
I Yeah, so. 00:11:18
The residents along that. 00:11:22
They've all been notified of this. Well, right, Because I think you and I spoke about that Doctor Kelsey situation. 00:11:24
A couple weeks ago so Sir. 00:11:30
I think it's the obvious plan to do that. It's the. 00:11:35
The only. 00:11:38
Surprised me and it's a pleasant 1. Is that you're going to begin. 00:11:39
So quickly, yeah, for some reason, I didn't think that was going to go until April or something like that. 00:11:43
But there's no good time to do it, and the sooner we do it, then the sooner we get to reopen it, so. 00:11:50
Unless I'm missing something I don't see any reason to. 00:11:57
I'm happy as well that you said March. 00:12:00
It's great. 00:12:03
Yeah, so. 00:12:04
So you're looking. 00:12:07
I know that the fall of 2025 is a little bit nebulous. 00:12:09
Do we need to put any sort of exact date for reopening in here or? 00:12:16
We really don't, do we? I mean. 00:12:19
I wouldn't want to do that again. We know we're not going to, but I just think we're just going to keep. 00:12:22
Pushing along, but yeah, I'm I'm very, very pleased with this timeline so. 00:12:26
We would expect them just to come back with updates on when you could reopen them. 00:12:31
OK. 00:12:37
We need a motion to approve, so moved. 00:12:38
Second. OK, Motion is second all in favor, aye. 00:12:42
Thank you. Thank you. 00:12:46
Oh, for good weather. 00:12:48
Well, rainy, you'll push it all down here, yeah. 00:12:51
Hopefully not Nick Creevy. 00:12:54
Building and development director. Yeah, I just have plat number. 00:12:56
16/15/62 This is Section 9 of Nob Hill. 00:13:01
Subdivision for your approval. 00:13:05
I think the Mark's about had it. 00:13:08
Marker has. 00:13:29
It's very light. 00:13:31
Yeah, this, I don't think that'll qualify. 00:13:34
We have discussed previously anything normal. 00:13:46
Action on this. 00:13:50
No, I think you're just you just sign up on them usually. 00:13:52
About the same. 00:13:56
Sharpies work really well. 00:14:03
It looks like it was signed by three second graders. 00:14:10
Good to know. 00:14:13
All right. 00:14:22
So nothing else. 00:14:23
All right. 00:14:28
Well, the folks from Loomis. 00:14:31
Fiber. 00:14:33
So. 00:14:36
Welcome. 00:14:38
Thank you for being here. 00:14:40
Good evening. 00:14:41
And my name is actually Derek Kelly. I'm standing in for Darren, who's joining me behind me. 00:14:42
Vice President, Market Development with Lumos. 00:14:47
And so just a quick introduction of who Lumos is where inner fiber Internet company. 00:14:50
Our headquarters are in North Carolina. We've been in existence in one name or another for more than 100 years. 00:14:55
Mainly focused in the Carolinas and Virginia. 00:15:02
Over the last couple years we've expanded into Ohio. 00:15:05
Last summer we announced we were going into Jefferson County on the other side of the river, and we actually started construction 00:15:09
there a couple weeks ago. 00:15:12
So we're currently looking at a project in Clark and Floyd County. We haven't actually announced it publicly yet, but we're. 00:15:16
We're far enough along that we don't mind coming to a public meeting and talking about it. 00:15:23
And so sort of our whole mission is we want to bring fiber Internet service to people that don't have it, whether it's residents 00:15:27
or small businesses. 00:15:31
And so when we look at. 00:15:36
Both the east side of Clark County or the east side of Floyd County and the West side of. 00:15:38
Clark County, we see a lot of homes and businesses that lack fiber Internet today. 00:15:43
And are lacking real choice when it comes to Internet. 00:15:48
Think of anything over the last four or five years. 00:15:50
Showed us is the need for. 00:15:53
Fiber Internet both the. 00:15:55
Same speed coming into your house, that's going out of your house. 00:15:57
When you look at just statistics from the FCC with. 00:16:00
With Floyd County less than. 00:16:03
Half of the county even has access to 100 Meg down in 20 Meg up. 00:16:05
What our initial speed offerings are as we go up to 5000 megs, up and down or five gigs. 00:16:09
Up and down and we have different speed tiers and options for customers. 00:16:15
But we really believe that fiber optic Internet can change peoples lives, both at home and work. 00:16:19
Whether that's. 00:16:25
Remote school, remote learning, working from home. I'm able to work from home. I'm hours away from our office and I'm able to work 00:16:26
from home and. 00:16:30
Never have to worry if my video is going to be buffering when I'm talking to. 00:16:33
To other people in video all day long. 00:16:37
And then all the things you think about what business is really allowing. 00:16:39
Small businesses to compete on the global scale without having to pay. 00:16:43
Hundreds or thousands of dollars a month for fiber Internet from some of the incumbent providers. 00:16:47
And so we're really excited to look at. 00:16:53
Floyd County, particularly in the New Albany and sort of north. 00:16:55
Staying on that east side of the Interstate as sort of the phase one of our project. 00:16:59
And so really just wanted to have an opportunity to introduce the company. 00:17:04
If you go look at our CEO, one of the things he says all the time is fiber really changes people's lives and we hear. 00:17:08
Day in and day out as we expand into new markets. 00:17:15
The ways it's changed people's lives, there's been people in small communities that don't have to move away to a big city for a 00:17:18
job. 00:17:22
We've had customers that. 00:17:26
We had a county commissioner in Virginia call us and say. 00:17:28
We've got this new resident coming the area. They're trying to apply for a remote job with a big tech firm. 00:17:32
Household name. 00:17:37
They said before they can even have their application, they have to go on. 00:17:38
Aligned with their HR department and do a live speed test to show they could get synchronous speeds the same speed going up and 00:17:42
down. 00:17:45
And so we were able to get them installed the next day. 00:17:48
They got with HR, did the speed test, got around to next interview and I just heard from the. 00:17:51
The one county commissioner. 00:17:56
Right before Christmas, I said did they ever get the job? So we've been telling this story. They said, yeah, they got the job and 00:17:58
they're working from home. 00:18:01
So just those opportunities that it opens up for all of our communities and not have to worry about. 00:18:04
You know where their future employer may be located. 00:18:09
It's just something we're passionate about it, excited about. 00:18:12
I know we've been working with the county engineer and. 00:18:15
Working on just permat structure and working through the T's and C's of how all of our permits will works, we're very excited to 00:18:19
get. 00:18:23
Started here before too long, so I'll just. 00:18:27
Pause there and see if you guys have any questions. 00:18:29
Alright, well, good luck. 00:18:35
Sounds good. Well, I heard they wanted to have a quick meeting, so I tried to be brief. All right. Thank you very much. 00:18:39
Thank you very much. 00:18:44
All right. 00:18:47
County Attorney. 00:18:49
Christy Fox OK, the first item is interlocal agreement for the Harrison County Riverboat Revenue. 00:18:51
That will need a vote for approval, that is for the time period July. 00:19:00
I'm sorry, June. 00:19:07
July 1st, 2024 until June 30th, 2025. 00:19:09
Make a motion to accept. 00:19:13
I'll second motion a second again just for clarification for. 00:19:16
Those in the room here might not be familiar with it. 00:19:21
Miss Fox, would you mind just. 00:19:24
Explaining this is just. 00:19:26
Our agreement with Harrison County for our split of the that is correct for receipt of the Yep. 00:19:28
For the receipt of the riverboat funds that they get in, they allocate some out each year to different government entities. And so 00:19:34
this is the agreement between Harrison County and Floyd County to outline that. 00:19:40
It doesn't matter that there's no riverboat anymore. 00:19:47
No, they're still receiving those monies. 00:19:51
So as long as they're receiving them and they're willing to share them, yeah, it might be a boat down there today. Yeah, they 00:19:53
might. I think they could be. 00:19:57
Maybe having to shut off some of the access to it So anyway. 00:20:00
Of a motion a second all in favor. 00:20:05
Aye, aye. 00:20:07
OK. The next one is the contract with the Coroner's office. Again, this is a contract that comes before you all just from a review 00:20:10
and approval standpoint. 00:20:14
Ultimately the corner, if you give your blessing on at the corner will sign off on it. So it would just be a matter of approving 00:20:20
it. I did review it and make a few changes. 00:20:25
The one in your packet I don't think is the updated one. 00:20:29
So I made a few changes, happy to highlight those, but they're kind of the standard ones you've been seeing me comment on. That's 00:20:33
making sure it's in the name of Floyd County, Indiana, per the statute. 00:20:37
So it's the top will say Floyd County, Indiana, for the coroners office and then making that change throughout. 00:20:42
Including indemnification that Floyd County, Indiana is indemnified as well as the coroner's office. 00:20:49
That the coroner's office is the one responsible for payment. Again, you guys have the oversight on these contracts but. 00:20:55
Each of these office holders is still responsible for their obligation under the contract. So again, that would be. 00:21:01
Unless you have any questions, that would be a contract that you would approve, but the coroner's office upon your approval would 00:21:07
execute. 00:21:10
So the reason that this was brought forth was because that person is a county employee. So to separate those. 00:21:13
It was recommended for a contract. 00:21:21
So with that in mind, I'll make a motion to accept. 00:21:24
I'll second it. 00:21:27
Motion a second. I notice our coroner has taken the time to join us. Do you have anything you want to say? I don't think we have 00:21:28
any questions for you. 00:21:32
I don't have anything to add as friends said. 00:21:37
Mainly just brought it forward just because. 00:21:41
A current Clipper is also an employee the Sheriff's Office. 00:21:44
And it was recommended to me to. 00:21:47
Separate those and make her a contracted employee. 00:21:49
OK. Just under the same rate that I pay my other deputies. 00:21:53
OK. Well, we do appreciate you being present for this. I know it's an extra step that the state's putting us through, but I like 00:21:56
it because it seemed. 00:21:59
Brings all this stuff to the public, so the motion a second all in favor. 00:22:03
On another topic. 00:22:10
Were you accepting a vehicle from the fire department? 00:22:12
Yes. So to do that there has to be. 00:22:15
An inner local resolution. A joint resolution. A joint resolution. 00:22:19
Between the fire department and the county. 00:22:24
So before that vehicle takes place. 00:22:26
Make sure that their fire board. 00:22:29
And us have an identical. 00:22:32
Resolution. It will actually be council and commissioners that will have to approve it. From the county standpoint, they'll be 00:22:35
entitled in the name of Floyd County, not in the name of the coroner's office, and that will all need to be in place before we 00:22:39
accept that transfer. 00:22:43
Any questions? You have an attorney, don't you? Yes. Yeah, She can reach out to me. You can call me and I'll have. 00:22:49
I appreciate it. Thank you. 00:22:55
All right. 00:22:58
OK. The next thing that I have is the elevator contract for elevator at the new county. 00:23:00
Building on. 00:23:06
Spring Street. 00:23:08
What was formerly the Chase building and so this is for a monthly contract just for services of the elevator at $100 a month. 00:23:10
They'll make a motion to accept. 00:23:17
I'll second that, have a motion a second all in favor. 00:23:19
Aye. 00:23:22
All right. No further business, nothing else I have. 00:23:24
Tourism Board appointment we'd like to announce. 00:23:27
Formally that. 00:23:31
We have filled a spot for. 00:23:33
It's nominally the way that that board is constructed. They they actually. 00:23:36
Layout party affiliation So this was for. 00:23:41
A Democrat spot that's going to be filled with David Duggan's if I can get a motion for approval so moved. 00:23:44
2nd. 00:23:50
All in favor, aye aye. 00:23:52
All right, and. 00:23:54
Ward and committee reports. 00:23:57
Frank, do you have anything to No Sir. 00:23:59
No, outside of the fire territory meeting on the 13th. 00:24:02
That's the only thing I've attended. We're still waiting to hear back from the road department. 00:24:06
In regard to their contract, so. 00:24:10
No news there yet. 00:24:13
We had an e-mail today on that, so yeah, yeah, we just have to reach out. 00:24:15
Do you want to announce any future? 00:24:19
Meetings for that or just where where that can be found if anybody yeah, I think that they can find the the the meeting dates and 00:24:22
times on the county's website, correct. 00:24:27
For the fire territory meeting they're having, yeah. And those meetings are being held here. 00:24:32
At Pineview they are live streamed and they are recorded, so if you can't make the meeting. 00:24:37
You can always go to the county's website. 00:24:42
And, umm. 00:24:44
View the meeting then. 00:24:45
At your convenience. 00:24:46
All right. And for me, they're just. 00:24:48
Multiple meetings. It's been a very, very busy 2 weeks. 00:24:50
It's just continue to be busy. The meetings will continue. I guess meetings and meetings will continue. 00:24:53

God indivisible, with liberty and justice for all. 00:00:19
All right. 00:00:24

Individual.
