And then the Economic Development Commission. 00:05:00
We have one position as commissioners that was previously filled by John Schellenberger. 00:05:04
We were looking to see. 00:05:10
Meeting dates on that or how frequently they met before. 00:05:12
Would be getting any further information on that? 00:05:15
Then we'll hold that open for now. We'll table that all for motion to table. 00:05:18
OK, all in favor. 00:05:24
I on the City Plan Commission, Two mile fringe. 00:05:26

Aye. And then we want to, we also have an outgoing position that I'm going to. 00:05:43
Recommend that we table at present. 00:05:49
OK, I'll make the motion to the table. 00:05:51
2nd that all in favor aye aye. 00:05:54
We have the tourism Bureau, we have 1 opening on that. I'm going to make a motion that we hold. 00:05:58
While we continue to look for an optimal candidate, so moved. 00:06:04
Second, all in favor? 00:06:08
Aye. 00:06:10
And then the river hills yearly. 00:06:11
We'll do this as a slate as well. 00:06:16

I'll make a motion on that. 00:06:29
I'll second. 00:06:31
All in favor, aye? 00:06:32
All right, and that. 00:06:34
That is it for the yearly. Do we need to announce the the J rack or anything else on here? 00:06:36
Well, good. 00:06:40
All right. So I do not believe that we have any additional business on that heating. 00:06:44
Any comments? 00:06:50
I look for a motion to adjourn so moved. 00:06:52
All right, we'll reconvene at 6:00 PM. 00:06:54
Turn our microphones on here. Welcome to. 00:07:01
Our first meeting of 2025. Florida County Commissioners, if you will please silence cell phones and join me for the Pledge of 00:07:04
Allegiance. 00:07:08
I pledge allegiance to the flag of the United States of America and to the Republic for which it stands. 00:07:13
One nation under God, indivisible, with liberty and justice for all. 00:07:20
All right, we do have a. 00:07:28
Crowded agenda. 00:07:30
So we'll try to be efficient with that basically. 00:07:32
Carry over from our first meeting, which was shut down from the. 00:07:36
Snow and ice storm. 00:07:40
Before we start, if you'll just join me for a moment of silence for individual prayer. 00:07:44
Meditation. 00:07:49
Reflection We'll get ready for tonight's meeting. 00:07:51
All right. Thank you. 00:08:17
They said we do have a busy agenda, but I'd be remiss if we didn't welcome our new commissioner, Frank Loop, who seems like he's 00:08:19
been around the county forever because he has probably in service. 00:08:24
Welcome and we look forward to your. 00:08:29
Participation and comments like any. 00:08:33
Any opening remarks? 00:08:36
We rarely ask for that, so that doesn't come around too often. Let's get started. There you go. 00:08:37
We do have some items to add to the agenda tonight. 00:08:42
And I'll need a unanimous consent to do so first. 00:08:48
We have one appointment to the Job Classification Board. 00:08:51
So I'll look for a. 00:08:56
Motion to go ahead and add that knack on that right now so moved. 00:08:58
Second, OK, all in favor, aye and. 00:09:03
Commissioner Loop has volunteered to take that role, so I'll look for a. 00:09:08
Motion for that. 00:09:13
So second, second, OK, all in favor, aye. 00:09:14
Other items to be added at the end of the agenda will fall under County Attorney Christie Fox, and that will include a Vector 00:09:19
security contract. 00:09:22
Floyd County Ordinance 202505 amending resolution FCR 20. 00:09:27
Excuse me amending Resolution Floyd County Resolution 2006 establishing Longing Township Fire District. 00:09:32
Floyd County. 00:09:39
Ordinance 202506 Amending Ordinance. 00:09:41
202241 Establishing Highlander Fire District. 00:09:46
And Floyd County Ordinance 202507 amending resolution. 00:09:49
Floyd County Resolution 2006 Three be established in Georgetown Township Fire District. 00:09:54
So I'll need a motion to add those. 00:10:00
Motion to approve those on the agenda. 00:10:05
OK, second. 00:10:07
And again, we're just adding those to the agenda at this point for discussion. All in favor, right? Aye, aye. 00:10:08
All right, with that, we'll get down to old business. Director of highway and public works and county engineer. 00:10:13
Horatio. 00:10:18
We had an ordinance that passed 2 to one. 00:10:20
To add a stop sign at Brush College Rd. We're here to revisit that. 00:10:25
Yes, Sir, and. 00:10:29
I will tell you, I had a total of 2 constituents coming to me during that time, that hiatus, and they were both spoke favorably of 00:10:31
it. So do you have any new information for us to bring up the same thing people are calling? 00:10:37
About the restricted space for them to drive and get on. 00:10:43
And they also have send an e-mail. 00:10:48
And I think that will alleviate the situation. 00:10:51
OK, where was this stop sign? 00:10:55
Setting body second body roll and. 00:10:59
Ashish Kapoor. 00:11:03
Oh, OK, OK. 00:11:09
OK, gotcha. 00:11:11
And I believe it was. 00:11:12
Anyway, it was. It was. 00:11:14
Two in favor and one abstention. 00:11:16
The abstention was for me just to give people more time to get put in on that so. 00:11:18
If there's no further discussion, I'll look for a motion for approval. 00:11:23
Motion. 00:11:26
Second, all in favor? 00:11:28
Aye. 00:11:30
Thank you. 00:11:31
New business Superior Court One. 00:11:33
Honorable Judge Stiller and. 00:11:36
It director Gary Biermann no less honorable that. 00:11:39
No honorific. 00:11:42
Welcome. 00:11:46
Thank you. Good evening. 00:11:46
And well, I presented a. 00:11:48
I've got some great news, I think. 00:11:51
That you guys are going to like to hear presented it. 00:11:52
Challenge to Gary here. 00:11:55
With the courts and he came up with a solution. 00:11:57
And so we received a grant. 00:12:01
Toward this issue so. 00:12:03
What it was, really. 00:12:06
The uh. 00:12:08
Our FTR, which is our recording equipment. 00:12:11
We used to have a portable. 00:12:15
Piece of that and. 00:12:19
When we did our upgrade was that last year? 00:12:20
We opted not to upgrade that because. 00:12:24
Of the expense and it's about. 00:12:27
It would have been about, what, 10 grand? 00:12:29
So that. 00:12:32
Was fine. It was more of. 00:12:34
Not necessarily a need right now kind of a thing. So that was that was a fine choice. 00:12:37
But what we found is that many times. 00:12:41
Our auxiliary court room, which? 00:12:44
Is our extra courtroom that we have we use for special judges? 00:12:46
And senior judges when we're conducting trials to allow us to continue to operate our courtrooms. 00:12:50
Even during trials. 00:12:56
We we just have that one. 00:12:58
And so this by having an upgrade to the FTR an additional. 00:13:01
Basically portable FTR. 00:13:07
We could then convert any available space in the courthouse, such as the assembly room, to another courtroom to be able to conduct 00:13:09
hearings and so forth. 00:13:14
Also it would be helpful for when. 00:13:19
Any of our systems were to go down, we wouldn't lose no time. 00:13:22
And also in the instance, though it doesn't happen very often. 00:13:25
When we would have to go to another county to conduct. 00:13:29
Court proceedings. 00:13:32
And so this is something that they offered a core technology grant. 00:13:34
And one of the things that that Grant was specifically geared for was increasing the efficiency. 00:13:38
Of the courts. 00:13:44
So Gary identified the grand, thought this might be a good way for us to get that portable. 00:13:45
FTR back in business for us. 00:13:51
And you want to tell me about? 00:13:53
We got two of them. 00:13:55
Or two setups $21,000 from the state. 00:13:57
Any off support services? 00:14:00
So we'll be able to have two FTR portable FT Rs. 00:14:03
At our disposable with the. 00:14:06
Is there? 00:14:10
Soft match to that or is that 100%? 00:14:11
There's no ongoing expense with that. 00:14:18
No ongoing expense with them. 00:14:21
Cool. All right. 00:14:24
Well done, good job. 00:14:25
Thank you. 00:14:27
All thanks to Gary. 00:14:28
All right, so we just need a. 00:14:31
You need to make a motion. 00:14:34
Yeah. So that's what this ordinance actually establishes is fund number 9159. 00:14:36
So. So I'll make a motion to approve with unanimous consent, Floyd County Ordinance 2025, Dash 01 establishing Court Reform Grant 00:14:42
Fund. 00:14:45
2nd. 00:14:50
Any further discussion or questions? 00:14:52
All in favor. 00:14:54
Aye, aye. All right. Thank you very, very much. Thank you. 00:14:56
And Gary is sticking around for the AT&T contract, yes. 00:15:00
We'll have two kind of AT&T contracts for you all I have. 00:15:07
The first one is for our phone system. 00:15:12
And there's kind of like an A la carte contract. They just. 00:15:16
We pick what we want off of it at that price. 00:15:19
Good for three years, but our phone system is. 00:15:23
Some of our foam parts are 10 years old. 00:15:27
Our phone system, the servers 5 plus. 00:15:29
With the new phone system, it's going to run us about. 00:15:33
Just under 4. 00:15:36
Thousand a month. 00:15:37
And our current ATT phone bill is about 13. 00:15:38
100 or 13,000 a month. 00:15:41
So we're going to be saving money there. 00:15:43
But it's gonna cost us. 00:15:45
30,000 to move to the new phone system, get new phones. 00:15:47
So. 00:15:51
Or 32,000 to move to the phone system So. 00:15:54
We will, you know, pay. It'll pay itself off in four months. 00:15:57
Four months, yeah. 00:16:01
And then we'll start seeing that savings. 00:16:03
OK, after that on. 00:16:06
That's those first couple of contracts and then on the second contract it is. 00:16:08
Out at Nova Park, the Internet, we're out of contract on that we're spending. 00:16:14
13 uh. 00:16:18
100 on that. 00:16:21
Internet out there. 00:16:22
And after reorganizing that circuit. 00:16:24
We're going to take it down to 115. 00:16:27
A month. 00:16:30
Month, those are monthly fees, OK. 00:16:31
He's going to go a lot cheaper there. 00:16:34
OK. And is there any initial setup charge on that one? 00:16:36
There is not. 00:16:39
All right. Any questions for Gary? 00:16:44
Where's the money coming from? 00:16:48
It's I think it's paid out of utilities that edit. 00:16:50
Oh, that doesn't make sense. 00:16:53
Yeah, I'll make a motion. 00:16:55
To approve that. 00:17:01
ATT Contracts. 00:17:02
Do we have two, are they 2 separate contracts or there's actually 3, aren't there? 00:17:04
OK. And the first two encompass what you discussed. Should we do it separately? 00:17:09
And then there's. 00:17:15
We do have the Commissioners names put on there. 00:17:17
Say that again this is the commissioners names need to be on there. 00:17:19
Select Yes. 00:17:22
Well, umm. 00:17:24
Unless they want to give you the the approval to sign off on that and go ahead with it. It's really. 00:17:26
So the one, the first one is an AT&T that's in the packet. 00:17:33
It's 4 pages. 00:17:38
And then there's a Nordicom was the second one he was discussing. And then there's another AT&T 1. 00:17:39
OK, so there are three total. 00:17:47
Do you have any problem with us bundling those into one? 00:17:50
Acceptance. 00:17:53
I would prefer you do the AT&T and then identify the Nordicom just from the perspective I get it's. 00:17:55
The same. 00:18:02
Service that Gary has outlined, but. 00:18:03
Because it's from Nordicom, I prefer you. OK, If there's no further discussion, I'll look for a motion to approve the Nordicom 00:18:05
contract 1st and. 00:18:10
Second, all in favor, aye aye. And then the AT&T contracts. 00:18:16
I'll make motion. 00:18:22
Those are two different contract numbers. 00:18:23
Yeah. 00:18:28
We could read them into the record. We are as presented. 00:18:29
So first at T contract is contract ID 5020831 the second one is. 00:18:32
Contract ID 5026519. 00:18:40
And Gary, I believe those are two different locations, is that correct? 00:18:44
Yes, OK. 00:18:47
Thank you. 00:18:48
Yeah, I'll make a motion to approve those second. 00:18:50
Have a motion and a second all in favor. 00:18:52
Aye, aye. 00:18:55
Thank you. 00:18:57
All right. Like to call forward. 00:19:01
Our Emergency Management agents. 00:19:04
Agency director Kent Barrow for some special recognition. 00:19:07
Guys, put in some. 00:19:13
Late hours here a week or two ago. Good evening. 00:19:16
Talk about the snow event January 5th through the 12th. 00:19:19
I want to recognize. 00:19:23
Southern Indiana Jeep members. 00:19:25
We had 26 volunteers we coordinated with the hospital. 00:19:27
We made contact in the week. 00:19:31
OR coordinated with the hospital to transport nurses back and forth from the hospital from their home to work. 00:19:33
And back home. 00:19:39
That was a very. 00:19:42
Challenging it sometimes they. 00:19:45
Not only just Floyd County. 00:19:48
But they went as far as Crawford. 00:19:51
Scott County. 00:19:53
Louisville, KY. 00:19:55
And transported nurses that work for. 00:19:56
That was health so. 00:19:59
We also did do some transports for Clark Memorial Hospital. 00:20:00
So they done a number of transports was 215 transports. They number of miles traveled was 2103. 00:20:05
26 volunteers. 00:20:13
There was 13 calls that they could not. 00:20:15
So I think that's pretty good out of. 00:20:19
200 some calls. 00:20:21
They had. We did have one minor. 00:20:25
Accident with uh uh. 00:20:28
Another vehicle. 00:20:30
Got into one of our Jeep volunteers. 00:20:32
No one was injured. 00:20:34
Like James fakes now, that's why them Jeepers are. 00:20:35
But I just want to recognize some of them that are here. We've got a few of the volunteers that we're able to make tonight. 00:20:39
We'll start off. I'm going to leave the last two. 00:20:47
This because but Mandy Green. 00:20:49
Jan and Rusty Portman. 00:20:55
Josh. 00:20:59
And Prairie. 00:21:01
The last two was the call takers. 00:21:03
Which was Jonah borrow and Destiny borrow. 00:21:06
Same last name. 00:21:10
But I guess it's. 00:21:12
I'll, I'll, I'll claim them son and daughter-in-law, but. 00:21:14
It's probably the most difficult part of this whole thing because they took calls 24 hours a day, 7 for the for the whole 00:21:17
duration. 00:21:21
From from probably January the 4th, I think they started getting calls from the nurses because we. 00:21:26
What we do is we coordinate with them. 00:21:33
We contact the hospital, we give them. 00:21:35
Their information? 00:21:39
And then the hospital. 00:21:40
Sends that out through emails to all the employees. 00:21:41
So the employees responsible for making that call. 00:21:44
And getting that ride. 00:21:48
Picked up and are getting taken care of. 00:21:49
They took care of making sure. 00:21:52
There was a volunte. 00:21:54
Go and get them to. 00:21:55
With the directions and in 27 and and. 00:21:57
And these folks represent them. So please join me. Give these folks a round of applause. I mean, there were people who didn't want 00:22:00
to get out of bed on those days. 00:22:04
And just real quick, some of the things on the backside, the emergency operations center, we used New Albany Township Fire 00:22:10
Department because of convenience purposes. 00:22:15
Right there off Charlestown Rd. 00:22:20
Jason Mark, my deputy director, was the OC manager. 00:22:22
Joe Lomax was the operations chief. 00:22:26
Matt Phillips was logistics and Nate Ginn was the planning section chief, so. 00:22:29
Matt and Jonah worked. 00:22:34
Pretty close together. 00:22:36
Because not only did the Jeep group. 00:22:37
Transport. 00:22:39
Nurses. 00:22:41
They were on call for. 00:22:43
Ambulance runs if an ambulance couldn't get to a patient. 00:22:44
They were they were ready to go pull an ambulance out or. 00:22:48
Pick that responder up and get them to the patient So. 00:22:52
That all. 00:22:55
Best to coordinate. The Sheriff's Department worked with us. 00:22:57
I think the coordination in the county was great with the fire, EMS and police. 00:23:01
I'm pretty proud. 00:23:06
Of this group. 00:23:08
And I think it says a lot for Floyd County. 00:23:09
Yeah, tremendous. 00:23:11
If we don't have their name and phone number or name and addresses, let's get that from those 27 folks. 00:23:14
Get out a little letter of recognition as well for those who couldn't make it here. 00:23:22
I guess there's no place for you guys all meet and convene, right? This is all kind of online. Not really. I mean, there's we have 00:23:27
meet and greets at different restaurants and stuff throughout the summer time and things like that. 00:23:32
Some of these folks. Tonight was the first time I met. 00:23:38
So yeah, well, I heard some anecdotal stories from the nurses who were on the receiving end of the transportation. 00:23:41
And each one of those that made it to the hospital were able to serve. 00:23:47
You know, numerous patients. So you, you guys had a huge ripple effect that kept things moving when other places shut down during 00:23:50
this. So on behalf of Floyd County, we thank you. 00:23:55
Wholeheartedly for this. Thank you, thank you, thank you all. 00:24:00
And we appreciate your all support. 00:24:03
Through the. 00:24:05
Ordeal, you have it. Thank you very much. 00:24:06
Building and Development director Nick Cree. 00:24:13
The first item I have before you is. 00:24:18
Plat #1565 for approval. Grand Prairie Estates. 00:24:21
This is a minor 4 lot flat. 00:24:26
Located on Jones Rd. which is off the Saint Mary's. 00:24:28
It has received approval by the Planning Commission and I've met all the conditions for secondary approval and is ready for. 00:24:32
Susanna, did anyone sign up to speak for any agenda items throughout? OK, thank you. 00:24:41
All right. Does anybody have any questions for Nick on? 00:24:48
This particular matter. 00:24:51
All right. 00:24:57
And does this need any formal action other than signature? 00:25:03
OK. 00:25:06
I think these are going to tear. 00:25:18
I know. 00:25:23
Alright. 00:25:47
The next item I have is a. 00:25:49
Interlocal agreement addendum. 00:25:51
With the town of Georgetown, this is for building and development services. 00:25:53
This is extending our. 00:25:58
Work with them for another two years. 00:26:00
There was an adjustment in that. 00:26:02
Rate consistent with the rate increase that. 00:26:04
We instituted. 00:26:08
For fees for building services throughout the county. 00:26:10
The Council has already. 00:26:16
Prove this as well. 00:26:18
I saw a representative from Georgetown here tonight or. 00:26:20
Do you have any further information you wanted to convey to us on this? 00:26:23
OK, anyone have any questions on the matter? 00:26:33
If not, I'll look for a motion to approve. I'll make a motion to approve the interlocal agreement between Georgetown and the. 00:26:38
Floyd County regard to the building and development services. 00:26:43
Now second. 00:26:47
All in favor. 00:26:48
Aye. 00:26:49
The next item I have is a. 00:26:53
Requested letter of support. 00:26:56
For at T. 00:26:57
Their bead application. 00:27:00
To provide broadband services in the county. 00:27:02
This is no commitment. This is only 11. 00:27:06
Letter of support for their application. 00:27:08
Right, so. 00:27:14
I know. 00:27:17
Reading through this right now, which is appropriate? I mean, we had that. 00:27:18
We've had meetings with them before so the important take away on this one is no commitment. 00:27:23
It's just with our letter they can go before their. 00:27:28
Agencies and tell them that. 00:27:32
They have our support to seek those funds from. 00:27:33
The bead monies, federal or state. 00:27:36
Or mixture. Yeah, it was federal. 00:27:39
And it's administered by Okra, the state. 00:27:42
Yeah. 00:27:45
I'll make a motion. 00:27:46
OK. Any discussion? 00:27:48
Emotion. That's. 00:27:49
Frank was gonna make a motion, but he did, so I'll second. OK, Any discussion? 00:27:51
All right, I have motion a second. All in favor, aye. 00:27:58
The next item is an engagement letter with Barnes and Thornburg. 00:28:05
For bridge 51. 00:28:10
For Bond Council services. 00:28:12
This is kind of an anticipatory. 00:28:16
Action. 00:28:19
In case we. 00:28:20
Should need it. 00:28:21
Construction estimates for her bridges. 00:28:25
Are not known until they are known and. 00:28:28
Right now our estimate is at 5.1 million. 00:28:30
That's what we expect to have, but if if it is higher, we want to make sure we have the. 00:28:33
Match available so we. 00:28:38
It's not this engagement. 00:28:41
Yeah, I just want to. 00:28:42
Clarify that even further. You know, right now we have $1 million set aside for that project for our part of the match. 00:28:43
We're not going to know the final figure until. 00:28:51
Summer, perhaps late summer of this year, and we do want to be surprised and slowed down. 00:28:54
On our end with a match. 00:28:59
So we are engaging Barnes the Thornburg to basically. 00:29:01
Study our borrowing capacity so that if we do have to increase the amount of the match. 00:29:05
We can. 00:29:12
Borrow if need be. 00:29:13
To make up the difference between the $1,000,000 that we have on hand. 00:29:16
We're anticipating. 00:29:20
We're hoping that it stays. 00:29:21
Revenue neutral on that, but we're anticipating it could go up by as much as a half, $1,000,000 with regards to our match. 00:29:23
And we do not want to be scrambling for. 00:29:29
Borrowing capacity. 00:29:33
That might delay us through another building year. 00:29:36
So if at all possible, we want to break ground on that. 00:29:38
This year so. 00:29:43
That's what this is about. 00:29:44
Looking for a motion, yes. Yeah, I'll make a motion to. 00:29:48
Approve the Barnes and Thornburg engagement letter for Bridge 51. 00:29:52
I'll second that. 00:29:56
All in favor. 00:29:57
All right. And then the final item I have is a resolution. 00:30:00
For the transfer of property to Georgetown. 00:30:05
This is a parcel on Georgetown, Leedsville Rd. 00:30:09
Along the right of way adjacent to the trail railroad tracks. 00:30:12
I believe the Georgetown representative might be able to. 00:30:20
Better describe the need for that parcel. 00:30:22
So. 00:30:26
Thank you guys. 00:30:28
This parcel as the new name for the record Town Manager, Georgetown. 00:30:29
The town of Georgetown is requesting. 00:30:35
They're asking if. 00:30:38
The commissioners and the County Council transfer this piece of. 00:30:40
Property to the town. 00:30:44
Over the years, the town has. 00:30:46
But the adjoining or the parcels next to Georgetown Park and this is the last parcel needed. 00:30:48
So that the town can have full ownership. 00:30:55
From Wiseman Rd. all the way to Georgetown Lane. 00:30:57
The idea is to expand Lois Lane and actually. 00:31:01
Move it away from the railroad tracks for safety concerns so that we can get fire trucks and school buses. 00:31:04
Back in there and this parcel would be right in the middle where we need to move that road. 00:31:10
OK. 00:31:18
What would that take the park to? 00:31:19
Area wise. 00:31:21
Area wise close to about. 00:31:23
8 acres in total I believe. 00:31:26
And it gives us, like I said, full ownership from Wiseman Rd. to Georgetown, Lanesville. 00:31:28
I'll make a motion to approve the quick claim D. 00:31:35
Transfer the property. So you're going to be sorry to clarify, you're going to be wanting to approve the joint resolution. 00:31:39
And then contention on all three boards approving that because it needs to go before you all, before the County Council and before 00:31:46
the Georgetown Town Council, assuming all three entities approve it, then allowing. 00:31:51
Out to sign Doctor Campbell to sign the deed outside of a meeting. 00:31:57
I amend my motion to include. 00:32:01
Not only the quick claim deed, but the joint resolution between. 00:32:04
The town of Georgetown and Floyd County. 00:32:09
And also the ability to sign outside of a meeting. 00:32:12
The D yes, that's correct. And be able to sign outside the meeting. 00:32:15
I'll second that. 00:32:19
All in favor. 00:32:20
Aye, aye. 00:32:22
All right. Thank you. Thank you for everything you're doing out there. 00:32:24
Your plants over there. 00:32:29
Thank you. 00:32:31
All right, Sheriff Steve Bush. 00:32:33
Sheriff Steve Bush First of all, congratulations to Jason and Frank for y'all appointment to the board. 00:32:36
So looking forward to working with you all on future projects. 00:32:41
I have two contracts before you. The first one is a Mid American Health for dental. 00:32:44
I think both he's been passed through to. 00:32:49
Christy Fox, so she's reviewed them, but she probably will have a comment on the second contract, so. 00:32:52
We'll just do it separately if it's OK. 00:32:56
And the first one is for dental for inmates through Mid American Health. 00:32:59
And I believe just comment on this first one for the dental contract for inmates there at the jail. 00:33:06
The mid America made the requested changes, the only thing they forgot was who the contract was with. It's my understanding that 00:33:12
Steve today has an update and I've looked at it an updated contract that identifies. 00:33:18
Per my recommendation, Floyd County Indiana commissioners for the Floyd County Jail. So that's going to be the only change from 00:33:24
what you have in front of you to what will actually be executed. 00:33:28
Otherwise, I think this contract is in sufficient form for you all to approve and allow Steve to sign that. 00:33:32
And there was a place for the president to sign as well. OK, it does have doctor. We could discuss it for both the president, the 00:33:37
commissioners or commissioner and myself to sign contracts. 00:33:42
And then for the transparency purposes, we're both on there. 00:33:46
The plan is to get together on that regard, but. 00:33:50
But as far as this contract, it's in correct form, assuming you have the one in front of you to sign that, says Foley County, 00:33:53
Indiana, commissioners. 00:33:56
Which I think. 00:34:01
Steve, I have. 00:34:02
Did you hand me a clean copy? 00:34:04
Do you have that? Awesome. 00:34:08
This is why. 00:34:10
So you just need a motion for mid America health, correct? 00:34:12
I'll make a motion mid America. 00:34:16
To approve that. 00:34:18
So. 00:34:21
One quick. 00:34:22
Point of order, are we approving a contract or MOU? 00:34:23
So it is a memorandum of understanding is how they drafted it. 00:34:27
So I'm fine with it. 00:34:31
That's how the company sent it over to them. 00:34:34
If you have concerns, no, I just want to make sure that you're OK with it. So yeah, I'll second. 00:34:39
As long as you're OK with it. 00:34:44
OK, I have a motion and a second. 00:34:47
All in favor. 00:34:50
Aye, aye. 00:34:52
I and. 00:34:53
For regulars, you might be seeing a lot more contracts coming over. 00:34:56
Christie, you want to go for brief explanation why that is? Yeah, of course. So there is a new statute that requires the different 00:35:00
elected officials to send. 00:35:04
The auditor and County Attorney as well as commissioners. The contracts for review, they all have to be reviewed by County 00:35:10
Attorney and commissioners. 00:35:14
Docketed by the auditor. And so we have been discussing sitting down South, we can all be on the same page to relay that to the 00:35:18
other elected officials. But it does have to be approved by you all at this point now and they all those contracts will have to be 00:35:23
in the name of Floyd County. 00:35:28
So whether you agree with it or not, whether you think it's good or not, that's that's. 00:35:36
Been handed down from on high, not you, but all of us from the legislators, yes. And if there was a contract to say for an 00:35:39
example, you all? 00:35:43
Disapprove or don't like then you have to give written notice. 00:35:46
Safe, Safe to me. And then I have 20 days and I could sign off on it. 00:35:50
Depending on what the changes are. 00:35:55
Yes. 00:35:57
I understand OK. 00:35:59
Item 1 you have. 00:36:01
So thank you very much. And the second one is already a corporation. 00:36:03
This is. 00:36:07
Back up basically for power source for dispatching for the jail. 00:36:09
Christy has looked at it, but there were some issues that we have and. 00:36:13
Stan was working on it with Christy. 00:36:16
There were some changes we wanted or Christie wanted, and so they're not completed yet. So I would assume if you want, you can 00:36:18
improve it. Boy, if you want, take it. We can come back. I don't think there's a rush on this one. 00:36:23
My recommendation would be the table. 00:36:28
I know Stan was working with there to get those changes made. He's just waiting. It's been a little slow process for them to get 00:36:30
those made. 00:36:34
OK, well I'll make the motion that we table this. 00:36:38
A second, all right. 00:36:41
Motion to table in a second, all in favor. 00:36:44
Aye, thank you very much. Thank you. 00:36:47
County Auditor Diana Topping. 00:36:50
Welcome, Mr. Luke. 00:36:59
Happy to see you. 00:37:01
I do have two things on the agenda. The 1st is FCO 202502 establishing. 00:37:04
Basically, what's considered a holding fund, it's an in and out fund specific to distribution of the new public safety. 00:37:09
Lit tax that is in place. 00:37:16
So we just have to have it to. 00:37:18
Recede into county funds so that we can then distribute to the taxing districts. 00:37:21
So we know that. 00:37:30
Establishing this will allow the money to enter the fund. So what has to happen before to leave where you're saying you're still 00:37:33
waiting on some guidelines for that or? 00:37:36
As far as utilizing the guidelines have existed, we have those. They've been provided to the County Council. 00:37:40
Account. I believe the council has a workshop scheduled for. 00:37:47
Yes, Sir, Yeah. 00:37:50
So do y'all start receiving this money and it's already been, it's already been. We've gotten our first distribution on the 6th of 00:37:51
January. So it has already started to distribute. 00:37:55
Just for clarification, will go into 7331 the one you're creating tonight and then it'll move from there into the fund that you 00:38:01
all created in November, which is 1170 and that 1170 actually be the. 00:38:07
Expenditure and that kind of it'll come from that 1170. This is just a holding OK, OK place. 00:38:13
I'll make a motion to approve, with unanimous consent, Floyd County Ordinance 2025, Dash 0 to the establishing fund number 7331, 00:38:19
the Li T Public Safety. 00:38:24
I'll second have a motion, a second any further questions or discussion. 00:38:30
I have one question this. 00:38:35
Will this fund cease to exist at the end of the year once that first transfer is made or it will be there so we actually have? 00:38:37
Three different at holding lit funds and they are specific to the type of lip they are. So any type of local income tax that gets 00:38:44
distributed to different districts. 00:38:49
Instead of just being retained by the county has to have a holding fund for distribution. So our certified distributions, things 00:38:55
like that, they all have a 7000 series holding fund. 00:39:00
And then they have a alternate fund that is to hold the county portion distribution once that whole number is distributed and 00:39:04
broken up. 00:39:08
Thank you. I have a motion a second. All in favor. Aye, aye, aye. 00:39:12
Item B is a report that I don't believe you all have ever actually seen before. It is something that the county publishes in the 00:39:18
paper annually and submits to the state by the 15th of January. We actually had this submitted well before the end of December 00:39:25
this last year. So this reflects basically all of the payroll that left the county in 2024. 00:39:32
A legislative check box that has never been met is actually presenting it to the commissioners. 00:39:39
So we're marking that check box this year. 00:39:44
What I have before me. 00:39:48
Is only one page beginning with W and going to Z is that? 00:39:50
OK, it's a lot of people. 00:39:56
Since when did? 00:39:59
This body have to approve that? I thought it was just published in gateway presented. 00:40:01
It's not an approval thing, it's more of a. 00:40:05
Here it is. This is what we spent on salary got. 00:40:08
For the entire year of 2024 so. 00:40:11
Right. He was in the attachment like. 00:40:15
Right. So if anybody else wants to reference this paper on Saturday, OK. 00:40:18
Put that in the paper. 00:40:22
It'll be in the paper. 00:40:24
I thought it was only gateway. 00:40:26
No, it gets published in the paper. It always has. There's always supposed to have been. It was in 23 for 22 and it was in 24 for 00:40:28
23 and it is this year for 24. 00:40:33
So does have to be submitted for publishing or do they actually have to publish it? They actually. 00:40:39
That is a legislative check box. 00:40:44
So go out and buy your Saturday edition of the tribunal. Support your local. 00:40:46
And we don't have a choice. They'll actually have more than 4 pages. 00:40:53
Never done it, but, well, as far as we were aware, it hadn't been done in years. So when I took office in 23, we did reach out to 00:40:57
the state and make sure it really did have to be published in the paper. And it really does have to be published in the paper. 00:41:02
Then we'll really do it. 00:41:08
Really do it? Yes. 00:41:10
Well, thank you. 00:41:11
You're bringing your cheer. 00:41:14
To the podium, thank you. 00:41:17
County Attorney Christy Fox. So we have a number of items here. We've got a through. 00:41:19
L Thank you. So I'll turn it over to you. 00:41:24
OK. The first thing is Envoy consulting agreement amendment. This is the Fourth Amendment to that contract. I've reviewed it had 00:41:27
no concerns with this amendment. 00:41:31
OK. An envoy is our building representative with regards to the Chase Building and our ongoing efforts to. 00:41:36
Find a new courthouse. 00:41:42
And uh. 00:41:44
That contract is being paid for if I'm not. 00:41:46
Incorrect exclusively from the CCD funds that. 00:41:49
Were established two years ago and started coming in last year so. 00:41:52
All right. So any questions? 00:41:56
So is this is the amount? 00:42:01
Of $376,000. 00:42:04
Is that the final amount or is that just for this amendment? 00:42:08
This is for this amendment. I don't know what has been spent already to date under the contract. 00:42:11
Now we can. 00:42:19
If we can get that for you, we haven't spent, I don't know, that's fine. I was just curious to. 00:42:22
See that? 00:42:28
I think it's my understanding as they've gone on, they've amended the services being provided. 00:42:31
Correct. Mm-hmm. OK. 00:42:35
And they're also picking up. 00:42:37
The tab for. 00:42:39
Some of the consulting that's being done. 00:42:41
Like right now we're in the final stages of talking to the people that are moving to the Chase building about space needs and 00:42:44
that. So when they bring people on like that to hire, then that comes over there. 00:42:48
But it'd be great to go ahead and. 00:42:53
Present this to Frank before next meeting, and then let's bring it back publicly here next meeting just so that people for 00:42:57
transparency sake. 00:43:00
OK. Thank you. 00:43:04
Look for a motion to approve. 00:43:06
So moved second all in favor. 00:43:08
OK, the next thing I have is FCR 2025 dash O1. 00:43:14
Which that would not be the right number actually, because the court reform grant fund was 01. 00:43:19
So this should be O2. 00:43:24
Oh, you're right. I apologize this resolution. 00:43:26
Resolution 20/25/01. 00:43:29
So this is a resolution for the 5% spend rate for the Legacy Foundation for Capital Improvements account. 00:43:32
That has all the updated information for the balance of the capital improvements account at the Legacy Foundation as of January 1. 00:43:40
It authorizes the spend rate of up to 5%. 00:43:45
And has the amount that you guys are directing the Board of Trustees of the Legacy Foundation to pay the fully county auditor? 00:43:51
Yeah, and just by way of history. 00:44:00
A few years back they were taking 5% even when it. 00:44:03
Took some from the principal. 00:44:07
So we put a stop to that. 00:44:09
Couple years back. 00:44:11
The amount we're looking for here is actually 4.5% rather than five, in an effort to let that build up that nest egg a little bit. 00:44:13
So we're not taking everything that we can, but we're trying to make up for. 00:44:21
When we took a little bit more than maybe we should have. 00:44:24
So the final. 00:44:28
Ask on that transfer $680,000. 00:44:29
I'll make a motion. 00:44:34
I'll second. 00:44:38
Motion a second. All in favor. 00:44:39
Aye. 00:44:41
Next thing I have is the Estes waste contract. This is for the Chase building. 00:44:44
And they made, I had some proposed changes which they did make and this is in final form for consideration. 00:44:49
This for the dumpster at chase. If I did not say that motion approved. 00:45:02
Yeah, I mean. 00:45:07
OK, I have a motion. I make a motion to approve it. 00:45:11
I already have one emotion. 00:45:14
And. 00:45:17
Second OK and again, this is for the dumpster service at the Chase Building. It's a continuation of the. 00:45:18
Contract that the previous owners. 00:45:23
Had all in favor. 00:45:26
Aye, aye. 00:45:28
So do we own that building? 00:45:29
Yes. 00:45:31
I shouldn't refer to as a chase building, and I'm sorry. 00:45:34
Do we take the sign off? 00:45:37
So they have a right for. 00:45:39
Good question. So they have a right in their lease agreement for signage on the North and South face? 00:45:41
That extends through their lease. We have access to the east and West faces and we. 00:45:47
Part of what Envoy is doing is actually looking for. 00:45:53
We're looking for signage right now. They found someone who put schematics together at no charge for us. 00:45:57
So we're looking to get east West signage. 00:46:03
On the top of the building. 00:46:06
But Chase is our number one tenant there. 00:46:08
But to Christie's point, she is correct. We need to start calling it the. 00:46:11
Floyd County government, administrative building or whatever, We need to come up with a good acronym. 00:46:15
That we will have a building 3. 00:46:19
Yeah, really, we probably do need to relabel. 00:46:21
Buildings as time goes on, but numerically and. 00:46:26
And again, if I haven't stated so publicly, I'll do it tonight. I want this building off of that, that list. 00:46:30
Within 12 to 18 months, well. 00:46:36
We'll talk later about how we might get there. 00:46:38
We, we, we closed on that in November. 00:46:42
All right. OK. The next thing I have under D is Ordinance 2025 Dash 03 Personnel policy change. 00:46:46
I can elaborate as much as you would like, but this is for an employee who was a. 00:46:54
Did not take time off last year due to some other personnel. 00:46:59
Things going on within his department and. 00:47:05
Had he taken time off, it would have left the department. 00:47:08
With a lot of trouble scheduling and getting things done so he did not take off help the county out and so. 00:47:12
This is a request for a one time change to payout. 00:47:18
His accrued time so that he doesn't lose. 00:47:21
The comments, questions. 00:47:26
Miss Fox. 00:47:30
I'll go ahead and make a motion to approve Floyd County Ordinance 202503, the personnel policy change, with unanimous consent. 00:47:32
I'll second it. 00:47:41
All in favor. 00:47:43
OK, the next thing I have is Ordinance 2025 Dash 04. 00:47:46
This is an ordinance to repeal the delayed schedule ordinance which was put in place, I believe, in 2023. 00:47:50
No, I apologize. It's been placed in 2024. 00:47:57
January of 2024. And so this would repeal that ordinance. 00:48:01
Which in some regards pointed to the New Albany school system as a potential. 00:48:04
For delayed schedule. 00:48:10
And so this would be repealing that ordinance and leaving you all with the decision when and. 00:48:11
The sole decision? 00:48:18
Whether or not to delay or close a building. 00:48:19
Questions. Comments. 00:48:23
Sometimes things look good on paper. 00:48:26
And when you implement them, they don't workout. 00:48:28
And it basically turned out that the. 00:48:31
School system calls a lot more. 00:48:35
Delays than than we do. 00:48:37
And they have good reasons to do that. They have a different demographic that they're responsible for than we. 00:48:40
So we will go back to the old way of doing this. Look for a motion to approve and a second, Yeah, so I'll make the motion to 00:48:46
approve Floyd County Ordinance 2025, Dash 0 for the repealing of Floyd County Ordinance 2024 Dash 03. 00:48:53
The late schedule and the administrative. 00:49:01
Judicial County Building with unanimous consent. 00:49:02
I'll second all in favor. 00:49:05
OK, the next thing I have is the tri-county animal control contract. 00:49:10
Reviewed that and it is in. 00:49:15
Shape for you all to consider that it is a term from. 00:49:18
Until June. Sorry, December 31st, 2025. 00:49:21
So our current. 00:49:27
Animal control contractor. 00:49:29
Changed professional names. 00:49:31
So we are dealing with the same entity. 00:49:34
The same level of service, the same expenditures, they just are operating under a different name now. So we're. 00:49:37
Signing a contract. 00:49:42
With the new corporate entity. 00:49:44
Any questions, concerns? 00:49:47
No, but I'll just go out and say that. 00:49:49
The what I've heard back from community they. 00:49:51
There's they're doing a stellar job, so very happy that. 00:49:54
They're doing the work they are so. 00:49:58
That's all I had. 00:49:59
I'll make the motion to approve. 00:50:03
All right, I have a motion. Do I have a second? 00:50:04
I'll second the motion. All right, all in favor, aye. 00:50:07
OK. The next 2G and H, have you approved them separately? But they both relate to the same thing? 00:50:13
It is for the. 00:50:19
Filming company wants to do a. 00:50:21
Some sort of movie or filming? 00:50:23
Utilizing the Open Door Youth Services and part of Pineview. 00:50:26
And so I provided them with my recommendations of what we needed to have in place to be able to move forward with that. They have 00:50:31
done everything including adding us as an additional insured. 00:50:36
Providing us some other insurance and pieces of information. These are the last two pieces, which are a waiver of liability and a 00:50:42
damage responsibility agreement. 00:50:45
Covering us in the event of anything. 00:50:50
If anything were to occur. 00:50:52
What are they doing? 00:51:01
They are filming Nick. Do you have more details? They're filming some sort of. 00:51:02
A movie and they want to utilize the shelter. Yeah, they saw a movie, wants to film at that location. 00:51:06
I don't know much about the movie. 00:51:16
Who's filming the movie? 00:51:19
First Capital Films, Inc is the name of the company. 00:51:20
I think they have some people coming in from California. 00:51:23
Is that right? Yes. 00:51:26
I know they opened door. Folks are very excited about this, about letting. 00:51:29
The the kids see the kind of the behind the scenes of of filming. 00:51:33
They they are all adamantly for it last time I spoke with them. 00:51:38
And none of the kids are going to be pictured or anything, right? 00:51:42
Just for clarification. 00:51:45
They're just utilizing the space yes, yes and kind of the signage and stuff like that for whatever the content of their film is 00:51:46
going to be yes, we've we know this is like. 00:51:52
PG13. 00:51:59
Nothing worse than that. 00:52:00
I don't know that we know any of those details, but. 00:52:02
I moved to table the. 00:52:05
Issue. 00:52:07
I'm not comfortable with it. 00:52:09
What additional information would you like to? 00:52:11
Let's see. Well. 00:52:13
I was under the impression that that was. 00:52:16
A security issue back there. 00:52:20
And that the children that worked there were protected under law under. 00:52:22
Child Protective Services. 00:52:29
And uh. 00:52:31
Rick Fox and I. 00:52:32
Were berated because we walked through there a couple of years ago. 00:52:35
So I'm not really in a mood to. 00:52:40
A lot of filming company in there. 00:52:43
To do anything. 00:52:46
Till I get more information. 00:52:49
So you're just asking it to be tables so you can get more information. 00:52:52
What's the deadline on this? 00:52:57
They have been emailing daily because I think their plan is to film in February if I'm not mistaken. Nick. 00:52:59
And they want to find another location. They've been on us about finding another location if the commissioners were going to 00:53:05
approve it. I explained to them that I have no say in it that I've, you know, reviewed all this, made the the adequate changes 00:53:10
that I felt would protect the county. 00:53:14
But that I did not have a vote and it had to come before this board for a vote. 00:53:19
So I don't know what that deadline looks like. I would imagine if we tell them that it's been tabled to February, they probably 00:53:22
will find another location. 00:53:27
Just based on the e-mail exchanges, Nick, you correct me if you think. 00:53:32
You know, I think. 00:53:36
What I would want to? 00:53:37
And I appreciate the work that you've done on this. And I think these are important pieces to the. 00:53:39
To the docket on this, I'd also like to see you know exactly what the movie content is. Make sure that it doesn't go beyond a 00:53:43
certain rating. 00:53:47
I know they're not going to film anything. 00:53:51
Back and who's to say they won't splice something in this or the other so just repression on them? 00:53:54
And I'd like to have a letter from the board of open. 00:53:58
Door telling me that they're on board with this as well. They are and they've been on the e-mail exchanges. And that was one of my 00:54:02
comments early on was do we have an idea of where exactly they're filming, what their schedule looks like? 00:54:07
All of those details and it was my understanding that. 00:54:13
They have worked those details out with the Open Door Youth Shelter and that they are completely on board that they understand 00:54:15
what areas will be utilized. 00:54:20
What the schedule looks like? 00:54:24
Yeah, I would just want to see a document from their board of directors signed off by. 00:54:26
I'm not the president of the board and their director, that just. 00:54:32
Tells me that they're OK with. I understand that there's a chain of communication that exists, but. 00:54:35
I'd like to be able to present it here before we would vote on it. 00:54:40
So that's your job? 00:54:47
The life seems reasonable to me. I think both of your requests are reasonable, obviously. 00:54:49
Commissioner Luke wasn't here when we first started discussing this and I think. 00:54:53
You're right, that's one question that we didn't ask is, you know, what is the rating level of this? 00:54:56
Movie and. 00:55:01
You know. 00:55:02
I think that's fair. And if they can't wait a couple weeks and that's just the way be the way they can't wait a couple weeks, I 00:55:04
mean that's discipline on one level. But again, the safety of the people back there is our highest priority with it. So we'll just 00:55:07
have to. 00:55:11
That's a risk I'm willing to take. Do you all mind if if we have Nick maybe reach out to them with the additional concerns and or 00:55:16
I don't have any connection to open door youth? 00:55:20
Other do you mind? 00:55:25
Is that OK with you all? 00:55:27
Really not quite sure why they weren't here to present it. 00:55:28
But yeah. 00:55:31
That's I don't know. 00:55:33
We have a new appointment on that. 00:55:35
So. 00:55:37
I don't know, it fell on my desk so it's on my. 00:55:39
My list. 00:55:41
So we'll get a little bit of an audible here, but. 00:55:43
Miss Conquel, are you on that board now? 00:55:47
And Mr. Bagshaw, you were on the board. 00:55:50
Do you either have you either of you have anything to add to the conversation on this? 00:55:53
Here you go. 00:55:59
OK, so that's the second reason. 00:56:00
OK. 00:56:17
That fair enough? 00:56:18
Well, I secondly have concerns that we have the security issue that's been discussed for this building and then we're going to let 00:56:26
a film crew in here. 00:56:30
It doesn't make sense to table and 2nd all in favor of tabling, aye? 00:56:34
All right. 00:56:40
And now the the additions for the evening starting with vector security. 00:56:43
Yes, so this one is 1 where they would not make the recommended changes. 00:56:47
The contract is $120.00 a month, so your total over the three-year initial terms only $4320. This is for. 00:56:52
Security in the elevator system at the. 00:57:00
New Floyd County building on Spring Street. 00:57:04
Formerly the Chase bill. 00:57:08
Formerly the Chase, OK Building 3. So I think ultimately I don't know that there's anyone else that would be able to provide us 00:57:10
this service. It's a nominal amount, although they won't make the changes. I think your risk is kind of low. So I'll leave that to 00:57:14
you all to decide. 00:57:19
OK. 00:57:23
I'll make a motion to accept that contract. 00:57:26
I'll second. 00:57:28
Motion second all in favor. 00:57:29
Aye. 00:57:32
OK, the next three kind of. 00:57:34
You would need to consider them each obviously individually, but. 00:57:37
Grouping them all together for discussion purposes. 00:57:41
One deals with the New Albany Township Fire District, one with the Highlander Fire District and one with the Georgetown Township 00:57:44
Fire District. 00:57:47
Those would be amending the creating documents for each of those. 00:57:50
The first thing would be to change the board members. Highlander is currently nine members, the other two are 7. Changing all 00:57:55
three to five member boards. 00:57:59
And you all deciding those five members requiring that the fire district meet monthly. 00:58:04
Unless that board becomes a Fire Protection territory, in which case they would follow the statute required of them for minimum 00:58:10
time. 00:58:13
Times for meetings. 00:58:17
That they would provide e-mail addresses. 00:58:18
The district will provide e-mail addresses to each of those members, which would be posted online for public access. 00:58:21
All fire district meeting agendas, if utilized, would be posted notice in accordance with Indiana code. 00:58:27
And post on their web page and social media. 00:58:33
And those would be the changes of each of those 3. 00:58:36
Documents. 00:58:40
Can you review those? 00:58:41
One more time. 00:58:44
Of course. So the first change would be can you hear in the back? 00:58:45
The first change would be changing the membership again. Highlander has nine members, the other two Georgetown and. 00:58:50
New Albany have seven members. That would change the membership to five members for each of those board of trustees. 00:58:55
The board would be required to meet monthly unless they become a part of a Fire Protection territory, in which case they would 00:59:02
have to meet pursuant to the statute at the required minimum time periods. 00:59:08
The next thing would be that each board member would be required to be provided an e-mail address by the district. 00:59:14
Which would be posted online for public access. 00:59:21
Both by the fire district as well as the Floyd County government website. 00:59:25
That any agendas that were utilized by the fire district board, which are not required to be done, but if they do utilize an 00:59:28
agenda, it would be required to be posted notice in accordance with Indiana code. 00:59:33
And post on their web page in any social media. 00:59:39
That's it. 00:59:42
What's the changes? Do you want a motion? 00:59:44
For it individually. 00:59:46
Each ordinance. 00:59:49
To make it clean, you would need I would ask that you approve each one individually. Yes. And if you choose to do that by 00:59:50
unanimous, then all three of you would approve that. I'm gonna make a motion to accept ordinance as written. 00:59:56
Floyd County Ordinance 20/25/05. 01:00:02
It would be have to be by unanimous consent. 01:00:07
So you have to ask for it by unanimous consent. 01:00:10
Now I ask for that by unanimous consent. 01:00:13
And I'll second. 01:00:16
OK, all in favor. Aye aye. Opposed. 01:00:18
Aye. 01:00:22
I'm not opposed to this out of hand. 01:00:24
But to add this to the agenda. 01:00:27
And then vote on something of this magnitude without. 01:00:29
Public. 01:00:33
Input. 01:00:35
From the boards that would be affected is. 01:00:36
Something I'm not. 01:00:39
In good conscience, going to do tonight. 01:00:41
On those SO. 01:00:43
If these rooms fill up with folks to talk to us about, I'm more than happy to. 01:00:45
To state the case for that, and I sure appreciate the fact that. 01:00:48
This is on here and I voted to have it on here late. 01:00:52
Notice but. 01:00:54
It's not my intent to. 01:00:56
To vote this through tonight without having more input from the public on that. 01:00:59
So but. 01:01:03
So, umm. 01:01:05
Just just for clarification, would you like to just approve it on the first? 01:01:07
Prove them in the first and then improve them for. 01:01:11
Final. 01:01:14
On the next meeting. 01:01:15
Well, this was already approved. 01:01:16
So you already have your first reading, so you'll do your second reading at the February meeting. So long as two of the three of 01:01:18
you vote to prove it at the second reading in February, you're good to go. So I. 01:01:23
Voted no and ordered. 01:01:28
To allow more time and discussion on this for the room to come through is either that or. 01:01:30
Or make a motion to table it, which would have the same impact. 01:01:35
Procedurally, but. 01:01:38
Either way. 01:01:40
The public discussion has begun and will continue now. 01:01:42
Until our next meeting. 01:01:46
And I think that's a good thing to bring in more. 01:01:47
Pins an idea about it. 01:01:51
So just for my clarification. 01:01:52
I get it. I agree with you, don't have problem with it. 01:01:56
So with my motion. 01:01:59
Just as long as you abstain or vote no, then we just do a second reading next time that is correct. Or we do a unanimous reading 01:02:03
now and it passes. 01:02:07
And I'm fine either way. If I had voted for it, it would have went through today. So would you like to continue? 01:02:12
The way we went or would. 01:02:19
They the other two can either be tabled or you can put them through the same as before. It would have the same impact. 01:02:21
The only no the only difference would be is if you choose a table and then your February meeting would be a first reading and if 01:02:28
it's not unanimous then you have to wait until the next meeting. So you might want to put it through as it was before. 01:02:33
Yeah, I'm, I'm with you. 01:02:39
So I'll make a motion based on that. I'll make a motion to. 01:02:41
Approve and pass. 01:02:46
Ordinance Number 202506. 01:02:48
And that would be by unanimous and by unanimous consent. 01:02:52
Are you OK? Yeah. 01:02:56
So I'll second if a motion is second. All in favor, aye. All opposed. 01:02:58
Aye, OK. 01:03:03
And then the third. 01:03:06
My motion. 01:03:08
Would be to pass by unanimous consent Floyd County Ordinance 20/25/07. 01:03:09
I unanimously said. 01:03:16
Now second I have a motion is second all in favor? 01:03:19
Aye. All opposed, Aye. 01:03:22
So we'll have a second reading at the next meeting. 01:03:24
Yes, I'm fine with that. 01:03:27
OK. 01:03:30
All right. 01:03:31
#7 New Albany Township Fire Board appointment. 01:03:33
Yeah. 01:03:38
Got it. All right. 01:03:41
And. 01:03:43
So under a motion to table that. 01:03:46
Have a vacancy on that, correct. OK. You might as well table it and we'll see what kind of numbers we're going to require on that. 01:03:51
We do I need to make a motion to table that? Then yes. 01:03:58
Make a motion to table that agenda item. 01:04:02
All right, I'll second. 01:04:04
Motion is second all in favor. 01:04:06
Aye. All right. Before we get to. 01:04:08
Board and committee reports. I want to look for approval. The Commissioners meetings minutes for December 17, 2024. 01:04:11
So moved. 01:04:17
Second. Yeah, all in favor. 01:04:19
Aye. 01:04:22
And approval of payroll and claims. 01:04:24
Motion to approve. 01:04:28
Second, all in favor? 01:04:30
Aye. All right. Before we do board and committee reports, we'll look for public comment. 01:04:32
From any government. Well, let's do government. 01:04:38
Officials will be having tonight who would like to speak. 01:04:40
You had mentioned earlier about finalizing some planning for what we all references the Chase building or the. 01:04:47
Administrative annex or however we refer to it. 01:04:57
I actually got to meet with. 01:05:01
The space planner today to kind of look over what they have gone over for our offices and I think that you all did. 01:05:02
A brilliant job in hiring the invoice. 01:05:09
I think they've done a great job and working with them has been a delight and they listen very well to. 01:05:11
To needs. 01:05:16
As opposed to once it's, it's been a really good experience from my point of view. So you like to do space? 01:05:18
I like so obviously I didn't promise of the new space. The layout of the new space is going to be already. 01:05:25
The layout of the new space is going to be very functional and I think that the taxpayers are actually going to enjoy the 01:05:31
improvement. 01:05:35
Just because of the ease of access between my office and the treasurer's office that will present so. 01:05:38
Thank you for the feedback. 01:05:44
Yeah, thanks. 01:05:46
Any other public officials? 01:05:49
Council, I want to commend the County Road department. 01:05:57
A great job with what they did during their last snow event. 01:06:00
I saw some pictures a couple days ago. 01:06:03
Where the county stopped and the city started. 01:06:06
It was night and day. 01:06:09
So. 01:06:10
So I commend them. 01:06:12
Looking forward to working with. 01:06:13
The new member of the board. 01:06:15
And we got new members, so it's a good, hopefully have a good relationship. 01:06:17
Going forward. 01:06:21
This is just something I thought about. 01:06:22
The city's doing a bunch of. 01:06:26
That take out Planning Commission here in public hearing tonight. 01:06:28
And a lot of their stuff they're doing impacts county roads. 01:06:32
Horatio already knows an issue. I brought his attention and they're wanting to put in a. 01:06:38
Huge development. 01:06:42
And. 01:06:44
From what I understand though, they've already approved. 01:06:46
The subdivision of Bud Rd. 01:06:49
And in my view, Bud Rd. would become well by the time they're done building, that'll be a gravel. 01:06:51
With concrete trucks and everything that's been backed, that's gone. 01:06:57
Penny Impact County Roads. 01:07:00
They they did it on Payne Cole Rd. 01:07:03
The annex area don't annex Rd. 01:07:05
Expect the county take care of the road, so I just want to just make that public. 01:07:08
And I hate this. 01:07:12
You know, I heard hate this term. The city, that county, that county, the city. 01:07:13
But it does seem like there are. 01:07:17
Impact a lot of our roads. 01:07:19
Like, I don't know, I've been to that. I won't go to that study tonight, but. 01:07:22
I'm sure there needs to be traffic studies and some stoplights. They're putting it up. Huge developmental turn on ground roads. 01:07:26
Said the Plan Commission Right now as we speak. 01:07:32
Just one and you're aware that? 01:07:35
Many of the laws pin us in. We really don't have any recourse on that. 01:07:37
I know they just got fixed. 01:07:41
I know, I know. 01:07:44
Our roads in general, right? 01:07:46
All right. Thank you. 01:07:49
M's comp only. 01:07:52
Sarcasm. 01:07:55
All right. 01:07:57
Public comments. 01:07:59
Ladies and gentlemen, Joseph Moore, Georgetown Township. 01:08:10
Version of Wish you all success in the coming year. 01:08:13
Doing this. 01:08:16
2nd to follow up on, Dale said. 01:08:18
They also impact our stormwater expenses too. 01:08:21
Storm water when they. 01:08:24
Allow development on the fringe. 01:08:26
We wind up picking up charging that tab too, so you'll have to keep an eye on that. 01:08:28
I had a question how much of the not chase building #3. 01:08:33
Is to count you're going to be using. 01:08:38
How much of what? Yeah, how many of the floor is? 01:08:40
Of the not Chase building are we going to be using for Canada? The Chase building is the Chase Bank is using the first floor. 01:08:43
Through one lease then they have. 01:08:51
A right to extend that and then we are using the rest of it 2-3 and four OK. 01:08:53
And I have one more question. 01:08:58
Miss Fox, he seemed pretty confident here this evening. 01:09:00
I was a little concerned. Are you still the attorney for Georgetown too? 01:09:04
Are you guys OK with me answering my question? 01:09:09
ING but. 01:09:13
That's up to you. I do represent them OK, because. 01:09:14
I don't know what arrangements you're going to be making, but. 01:09:18
Occasionally there comes up a conflict. 01:09:20
Between Georgetown and the county. 01:09:23
And I can think about a couple years ago when. 01:09:25
The engineer had made some miscalculations at the top of Ridge. 01:09:28
And they wanted the county. 01:09:33
To pick, even though Georgetown annexed that. 01:09:34
And they were getting all the taxes, all this stuff. 01:09:37
They wanted the county to pick up. 01:09:39
To tab for all kinds of firmware changes because county properties were getting flooded. 01:09:41
And the board at that time? 01:09:47
When we discussed it said no. 01:09:49
But there is going to be a case the possibility of a conflict of interest. 01:09:51
And I'm hoping that. 01:09:56
There's some arrangements made for substitute council whenever whenever that arises. 01:09:58
I know what my obligations are as an attorney to this board and to the Georgetown Board, and I will disclose and discuss that with 01:10:02
my clients as. 01:10:06
I understand what the procedure is. 01:10:11
The letter and the intent of the law will be upheld. 01:10:12
Thank you. I've got some connections to Georgetown. I'll make sure there's no conflict. Yeah, Yeah. 01:10:15
All right, any other public comment this evening? 01:10:22
If not, well. 01:10:26
Oh, sorry, are you wishing to speak? 01:10:27
My name is Sheldon Schaefer. I'm home and farmland owner and Frank owner in Franklin Township and. 01:10:40
Very recently been brought to my attention that the commissioners are considering forcing a move away from the current contract 01:10:47
Fire Protection that the Township currently has in place and instead of creating it. 01:10:51
And instead creating a new district for Franklintown. 01:10:56
My concern is that this likely lead to a substantial increase in property taxes for the Township. 01:11:00
Without certainty that our fire services will be substantially improved. 01:11:04
Before going down the path of the separate fire district, I would ask that the Commissioners consider. 01:11:09
The Franklin Township chairs more similarities with nearby neighboring rural communities in Harrison County, such as Lanesville 01:11:13
and Elizabeth. 01:11:16
Than it does with the higher population townships such as Georgetown. 01:11:19
And that's unlikely to change in the foreseeable future. 01:11:22
With that in mind, I'd like to ask that a potential renewal of the contract services lines of us provided in the past be given a 01:11:25
fair look. 01:11:28
As well as the possibility of contracting with an additional department such as Elizabeth Fire to increase coverage of the area. 01:11:31
This proved to be mutually beneficial arrangement for all three. 01:11:37
I have spoken with Jason understand he has a few concerns regarding Lanesville Fire Department who has recently provided contract 01:11:41
services to Franklin. 01:11:44
In the recent past, I understand the concern. 01:11:48
But believe these concerns could be alleviated much easier than going to the drastic step of creating a whole new fire district 01:11:50
and moving away from the contracting strategy that's currently used. 01:11:55
Thanks Sheldon. Can we have your statement to? 01:11:59
To transcribe into the record. 01:12:03
Like, thanks. Thank you. 01:12:06
Any other public comment this evening? 01:12:10
Good evening. I'm Guy. Hi, Kemper. 01:12:16
I'm a lifetime. 01:12:19
Franklin Township. 01:12:21
Where my home's been forever. 01:12:24
For the last 32 years we have contracted. I can just point of where I should have said this beforehand, but 5 minutes or less for 01:12:27
tonight's comments. 01:12:31
You mean all total including them? No, you have 5 minutes. 01:12:35
Anyway, currently we have contracted. 01:12:42
Fire services. 01:12:45
We had It is now currently Georgetown. 01:12:46
And when I found out how much it is. 01:12:50
It's a ridiculous little. 01:12:52
It is $8000. It's what we are currently in Franklin Township. 01:12:54
Paying for fire services. 01:12:58
When I look at the budget which I got off the territory site. 01:13:00
Is they are looking at budgeting for 2025? 01:13:04
Is up to $34,000 for fire services. 01:13:09
With that 34,000 our tax rate. 01:13:13
In Franklin Township was .0. 01:13:17
383. 01:13:21
The new tax rate with the fire territory. 01:13:24
.405. 01:13:28
More than eleven times of what it is. 01:13:32
I feel for the Township of Franklin Township, which is. 01:13:35
Mostly rural. 01:13:39
A lot of retired and older people. 01:13:41
A lot of farmland and farms. 01:13:43
I think this is unfair. 01:13:46
I think that if it's going to go to a fire territory. 01:13:49
That's a problem. 01:13:52
Now our Township advisory Committee. 01:13:53
Voted against the. 01:13:56
Going to the fire territory. 01:13:58
And I was told. 01:14:00
By Mr. Sharp. 01:14:02
That it would then have to go to. 01:14:03
A district. 01:14:06
Why can't we continue? 01:14:07
Contracting as we have. 01:14:09
I know you all have some concerns with that. 01:14:12
But when I run the figures. 01:14:14
If we go to. 01:14:16
A far territory. 01:14:18
Instead of what's budgeting, which is 3334 thousand dollars. 01:14:20
It will cost if my figures are correct. 01:14:25
Right between 3:50 and $360,000 from the Franklin Township. 01:14:28
Residents. 01:14:35
Franklin Township has. 01:14:36
Approximately 630 homes. 01:14:38
Residences approximately. 01:14:41
By the 2020 census. 01:14:44
And 15 to 1600 people. 01:14:46
We do not require much services. 01:14:49
It's a rural area once again. 01:14:52
A lot of the taxes comes from the farmland. 01:14:54
When you look at the territory and all this information, you don't need it for me is on the site. 01:14:57
At the New Albany Township. 01:15:03
I was told it was on the Georgetowns, but it is not. It is on the New Albany Township. 01:15:06
And you can go and get all the information off that. 01:15:10
Like I said, it's 350,000. 01:15:15
Sort of lost my place here. 01:15:18
But what services can we get more for that kind of money? 01:15:21
We're fine the way we are. 01:15:26
Mr. Loop, he's been in the area. He knows it's rural. 01:15:29
Now farmland taxes. 01:15:32
Is currently according to when you go on that site. 01:15:35
Is running about $33.00 an acre. 01:15:38
OK. If it will go to $42.00 an acre and increase? 01:15:42
To the landowner of $9.30. 01:15:46
Into the 200 and $1000. 01:15:50
Assess value. 01:15:53
You are looking at $347. 01:15:54
And I feel we do not need that. We have been good for the. 01:15:58
For in the past years and we do not need to pay that increase, we need to go back to contract services. 01:16:02
I'm sure if we even have half that amount of money. 01:16:10
In our budget, we can contract somewhere and get just as good or better Fire Protection. 01:16:13
Thank you. Thank you. 01:16:19
All right. Anyone else? 01:16:22
Dale Man and Georgetown. 01:16:32
I feel for that man. 01:16:33
Their community can't even decide. 01:16:35
What they want, they took a vote. They can't even decide we're getting run over. 01:16:37
We're getting rounded by dictators. They are. 01:16:41
The fire territory district. I've checked on it it. 01:16:44
Double our rate. 01:16:46
In Georgetown Township. 01:16:48
It'll go from 2.6 to 4.681. 01:16:50
That's a double the special district rate of my area meet. 01:16:54
And probably New Albany, too. 01:16:57
But you're taking away these people's rights by the tyranny of dictatorship. 01:17:01
This far more. 01:17:05
And you're going. And the board, you all vote none. 01:17:07
You're picking your own people for the board. You're controlling everything. 01:17:10
These people have a right, that's their community. They have a right and say so of what they want to be represented. 01:17:13
And I believe y'all, it's, it's just going way over. We're getting the dictatorship in this county. 01:17:19
Thank you. 01:17:24
All right. Thanks. 01:17:25
By the way. 01:17:33
I don't know if we can get Mr. Height campers written statement and. 01:17:35
If you need that as well. 01:17:39
Anybody else to say anything in writing we can? 01:17:40
Transcribe it into the minutes. Sorry. 01:17:42
Donna Hoogler, 6010 Blicknuck Rd. Castle, Franklin Township. 01:17:45
You know, I'm just concerned that we are not being heard. 01:17:49
Just like Mr. Main said. 01:17:53
We've got a few people here that are here from the Township and you know. 01:17:55
Looking at the numbers, the number of runs that have been made out into Franklin Township in the last quarter, I requested that 01:17:59
from. 01:18:03
Georgetown, like you like, Mr. Sharp suggested, You know, 44 runs that they had done. 01:18:07
In the quarter. 01:18:14
You know, and I think if we if you're suggesting a district for Franklin Township. 01:18:15
How does $1,000,000? 01:18:21
1.4 million I think is what you're saying. We're going to need a tax increase to. 01:18:24
1.6595 from .0383 that that tax increase that we would have to incur to have this. 01:18:29
District. 01:18:38
How how do you warrant that expense for? 01:18:39
44 runs 1/4 you know, 150 hundred sixty runs 1/4 a year. How do you. 01:18:44
How do you want that? 01:18:52
You know, I know there's representatives here, there's many other people here from the county, You know, if you all could stand up 01:18:54
from Franklin Township that are here. 01:18:58
You know, and this is, this is a code night tonight for people to come out and. 01:19:02
You know, but we and we were kind of last minute because we're just learning about this information. We're not. 01:19:06
Putting stuff in the Tribune is not helpful. 01:19:13
You know, you if you don't have a subscription, you can't even view the articles. 01:19:16
You know, I just wish there were a better way to get information out. I, I don't know how to talk to. I did find Charlie Moon's 01:19:21
phone number, our trustee, I found his number on the website, but there's not an e-mail address. 01:19:28
There's no I don't know where to find information about what is going on. 01:19:34
In our Township. 01:19:39
You know, so I would appreciate. 01:19:41
Knowing that you know, is there anything that. 01:19:43
How do we get information? 01:19:46
All right, any other comment? 01:19:50
No, thank you. 01:19:52
I would just say I feel your frustration. Sometimes it seems like the more. 01:19:54
Outlets for information that are. 01:19:58
Available the less. 01:19:59
People tend to communicate. 01:20:01
But umm. 01:20:03
That's what this. 01:20:04
Part of the meeting is for is for public comment, so I'm glad that people are participating in that this evening. 01:20:05
My name is Peggy Nelson. 01:20:12
Can you lean into the microphone just a little bit more? And I'll try to do the same. This Peggy Nelson, OK. 01:20:15
I'm currently living. 01:20:20
In a house that was built. 01:20:23
On the. 01:20:26
Place where a house burnt down. 01:20:30
About 25 years ago. 01:20:34
That's not the only house my family has burned down over the years. 01:20:37
And I'm happy with the coverage we got right now. 01:20:42
I'm on a fixed income like. 01:20:46
The one commenter said. 01:20:49
I don't want to pay. 01:20:54
For my own fire department, thank you very much. 01:20:57
I'm happy. 01:21:01
With the arrangement we have now. 01:21:03
Thank you. All right, thank you. 01:21:07
Any other public comment this evening? 01:21:13
Hi, good evening. Can you guys hear me OK? 01:21:23
Hi I'm Michelle Collins, I live out off Hwy. 11 also Franklin Township and this is my first meeting. 01:21:26
And I'm interested all these comments that are coming. 01:21:32
What comes out of them? Like what is the action from this if there's proposed? 01:21:36
Plan to have a fire district or a fire territory and there's lots of objections and not much information is flowing. What are the 01:21:40
next steps like? What happens to all these? 01:21:46
Conversations that are happening, where is that documented and how does that shape the future of what's going to happen? 01:21:52
So these are questions and I'm not sure how we get the feedback. Yeah, I'm happy to answer tonight. I will tell you that. 01:21:59
Public comment is is. 01:22:05
Just for public comments. So it's not usually AQA, but I'm working. I'm happy to get through AQA. 01:22:08
Because it's such an important question, so. 01:22:13
The three of us are human, so we take that in. 01:22:17
And, and you know, so that's going to be part of the consideration and deliberation before we make a decision, but more 01:22:21
importantly. 01:22:23
This is not occurring in a vacuum here tonight. There are going to be multiple public meetings. 01:22:27
For the fire departments, I believe there are already 4 scheduled for fire. 01:22:33
Territory formation discussions which. 01:22:40
Correct me if I'm wrong is Franklin is no longer part of that conversation because they opted out of it so now? 01:22:43
You have members of Georgetown Fire in New Albany Fire Protection District who are speaking about forming a possible territory. 01:22:48
Not the district. 01:22:55
So but. 01:22:57
Anybody can go and attend those and again have QA and a lot of stuff goes on in the meetings with discussions before and after as 01:22:58
well. 01:23:02
So there's a real human element with that. 01:23:06
As far as making sure that everybody knows about every single meeting. 01:23:09
If you have an answer for that, please let me know. I mean otherwise. 01:23:14
We understand that the Tribune is not. 01:23:19
Carried or subscribed to by as many people as it once was. 01:23:22
Print media isn't, but that's still what our requirement is. We try to exceed that. 01:23:26
By posting on our website and we also try to exceed that. 01:23:32
With our social media page. 01:23:35
My best recommendation for you all would be. 01:23:38
Have one person spearheaded who keeps track of that and then can disseminate that information. 01:23:41
To other people who have an interest in that. 01:23:46
And that's how I think how we. 01:23:49
Partially filled the room up tonight by you all. 01:23:51
He didn't speak with one another that way, so I stand by what I said earlier it almost seems like. 01:23:54
When there was only one form of communication. 01:23:59
Everybody got a hold of it. 01:24:02
But that was 20 years ago. 01:24:03
And so now, if you're not on the right social media page at the right time, we can't do that. 01:24:06
We'll do our best to post all of these on the Commissioners page. 01:24:10
And. 01:24:15
There are. 01:24:16
The ones that are already scheduled, I don't know if you have a list of those that we could provide tonight or not. So I believe 01:24:18
that they have already reached out to Susanna and. 01:24:22
And given you the schedule and they've also. 01:24:27
Secured this room so that way the meetings will be. 01:24:30
Live streamed and recorded for the public viewing. 01:24:34
They want full transparency. 01:24:37
Can you share the dates? 01:24:39
I'm not responsible for those dates, man. 01:24:41
They I have never, I don't, I haven't seen them. 01:24:45
Yeah, if we can get confirmation on accurate dates, I don't have any problem with Susanna sharing those momentarily, but I don't 01:24:49
want to give out. 01:24:53
Incorrect dates since those are being spearheaded by by the fire departments. 01:24:57
In particular, that's that's not this board. 01:25:03
Just for clarity, that's not this board, but Georgetown has been. 01:25:06
The one who's been scheduling it right? Yeah. Georgetown. Well, they they've worked. 01:25:10
Together and I support their their efforts, but it's still the responsibility of the district to. 01:25:14
Through the territory. 01:25:19
Right. So and so the other thing is the timeline on this district. 01:25:21
Was ever intended there? There was no vote on that this evening. Or will there be by this body? 01:25:26
I have no idea when that might be on our agenda item. 01:25:32
I'm looking for ample public input before we would do that. OK, yeah. So that was kind of my question if. 01:25:35
If the general consensus, we want to leave things as a contract and maybe plus up how much we put into that, how do we get that 01:25:41
introduced into it just as much as the? 01:25:46
Territory. 01:25:51
You know, additional building. How do you get that? 01:25:52
As the same FaceTime for discussion, I mean, by what you're doing tonight. 01:25:56
You could also have a petition. 01:26:00
Signed by as many people as you can. 01:26:02
I again. 01:26:04
I love when people come to these meetings. I mean, that's that's why I kind of extend the clock so people can come in here and do 01:26:08
that. 01:26:11
For every person in this room. I'm probably going to hear from 5 or 6 outside of these meetings though. 01:26:16
Which is great. Either through direct contact or again, e-mail, phone, social media or whatnot. 01:26:21
I will say that the people who are against items like this tend to be more vocal and come out for meetings versus people who are 01:26:30
for it. 01:26:33
But again, we listen. 01:26:37
I can't speak for Frank and Jason, I'm sure they feel the same way though. I mean, I take every voice into consideration on this, 01:26:39
but at some point. 01:26:42
You have to take. 01:26:46
A vote for what you think is in the best long term public interest. 01:26:48
Not necessarily just public opinion at that moment in time, and that's not specific to this. 01:26:52
I have not formulated an opinion on how I'm going to vote for this if it ever gets to my task. 01:26:57
That's just my approach to. 01:27:02
Every, umm. 01:27:04
Subject that comes before us. 01:27:05
I thought that's great for the research piece, so. 01:27:08
You basically, if I'm paraphrasing correctly, there's not really a timeline for when this is going to happen or when you're going 01:27:11
to vote on it or when all the information is going to be gathered, is it? Did I miss understand? I haven't seen such a timeline. I 01:27:16
don't know whether you have a timeline in place or whether Frank has one in place. 01:27:22
OK, so the discussion continues and this is one option of many of that are out there. 01:27:27
OK, I think the only guys for your time, the only other thing would be you watch the agenda and see what's on the agenda. Yeah, 01:27:32
our agenda is is published in advance and. 01:27:36
Yes, we can add things. 01:27:41
By unanimous consent, but you saw how that was handled tonight. 01:27:43
We made concessions so that we can. 01:27:48
Have at least two weeks further discussion on the matter and input. 01:27:51
OK. 01:27:54
All right. I appreciate your time and thank you. 01:27:54
Any other public comment this evening? 01:28:00
All right, Board and commissioner report. 01:28:04
And closing comments at the same time. How's that? 01:28:07
I like it like that. 01:28:10
Sounds great. 01:28:12
I have no boarding committee reports. 01:28:13
For this. 01:28:17
Meeting. 01:28:19
I do want to say that. 01:28:21
I think the Floyd County EMA, Floyd County Road Department. 01:28:23
All of our emergency services, Georgetown. 01:28:27
Road department, everybody came together really well. 01:28:31
For this last weather event that we had. 01:28:34
I think they did a tremendous job and I think everyone of them for the work that they did. 01:28:37
And including RG volunteers that we had in law enforcement, I mean they everybody just kind of came together before. So thank you 01:28:42
very much. 01:28:46
All right, Frank. 01:28:50
I just got here. I had nothing. 01:28:52
All right, I'll be brief. 01:28:56
We've instituted weekly administrative function meetings with with one commissioner and and kind of the team. 01:28:59
So we've had three of those meetings. We had an organizational meeting that Caesars. 01:29:06
We did have a meeting on the. 01:29:12
On Bridge 51 on possible financing, we saw the fruit of that tonight. 01:29:14
Getting out ahead of that. 01:29:18
In addition to Jason's comments. 01:29:20
I want to thank. 01:29:23
Ronnie Tool and Sheriff's Department for going out. 01:29:25
Late on a Saturday night to do some emergency pothole repairs on 51. 01:29:28
I think your guys supply supplied some extra light for our Rd. people. 01:29:34
So I think that's great ongoing response. 01:29:39
We had our joint meeting on the 17th. 01:29:42
Redevelopment meeting was today. Our next meeting for Commissioners is Tuesday, February 4th. 01:29:45
One correction from the Tribune. 01:29:52
Over the storm. 01:29:55
We did not pay. 01:29:56
$85 a pound for salt. 01:29:59
We paid $85 a ton for salt. 01:30:01
And a little bit of a difference. 01:30:05
Carry the decimal. 01:30:08
And I did not. 01:30:09
Welcome, Jason back. 01:30:11
First meeting of his second term. Well, thank you. So congratulations and and welcome so. 01:30:13
With all of that, I will look for a motion to adjourn. So moved. 01:30:18
All right. Thank you all. 01:30:23
