Scheduled meeting of the year of the Floyd County Commissioners. 00:00:04
Please join me for the Pledge of Allegiance. 00:00:07
I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, 00:00:10
indivisible, with liberty and justice for all. 00:00:16
All right. 00:00:24
Take a. 00:00:25
Moment of silence for individual reflection, prayer, focus. 00:00:27
Meditation. Good opportunity to turn your cell phone ringers off. 00:00:33
All right. Thank you again for joining us. We do have kind of a modest agenda tonight time wise. 00:01:02
For those of you who might have been here for number 2, the IT Director, Gary Bierman that that's been tabled so. 00:01:09
Not anybody getting up to leave, but anyway, they'll be disappointed when we skip over that part of it. 00:01:17
New business we have Director of Hwy. Public Works, County Engineer Horatio Euricia with our annual bid approval 1st and then a 00:01:23
second item. 00:01:28
Daniel who was reviewed and we are all in compliance with required and. 00:01:35
As we just recommend them to be accepted. 00:01:42
All right. Any discussion questions? 00:01:48
Vote for motion to approve, motion to approve his recommendations, and I'll second a motion to second all in favor, aye. 00:01:51
The item B is the Brush College and the intersection of Brush College and Ascending Valley Rd. with 150 US 150. 00:02:01
Recently indoor complete the project widening US150 and install a new traffic light in block the other road to go to the church. 00:02:14
So no, no one else can come left. It's just right in right out. So the people are complaining a little bit more about that, but 00:02:23
more complaining I have is for people that travel from rush college to go to 150. 00:02:32
Because when they get to the semi Valley View. 00:02:42
There isn't a stop sign. 00:02:46
And then if the the light is on red. 00:02:48
3-4 cars get stuck there waiting for the light to change and then. 00:02:51
After the light chain those three cars plus that road has the preference in no Brush College which is the one that hasn't stop 00:02:56
sign. 00:03:00
So I think in order to balance that, it'd be good to create a two way stop sign and that's what I'm requesting on that. 00:03:05
12 County ordinance to create a Add another stop sign on. 00:03:15
Sending Valley View rather than our station with Birch College. So one car will go and the other one will go and the other go so. 00:03:20
There's no, unless we want to build some kind of a. 00:03:28
Your roundabout. 00:03:33
No ratio. And I agree with you because my brother lives on that road, and I was wondering how that's going to be. Hopefully people 00:03:37
will be courteous enough to kind of take turns, you know, and all that. But that was one thing that I was concerned about. So I 00:03:44
think it's a good idea. Yeah. Ascendi Valley Views is one that has the preference. They don't have stop signs, Right, Right. Yeah. 00:03:50
Actually got stuck on that. 00:03:58
Yeah, I did. I got stuck in that mess, Yeah. 00:04:01
Suzanne Dean by Sign up to speak to this matter or any other tonight prior to closing comments. 00:04:05
So. So I'll make a motion with. 00:04:12
Looking at consent. 00:04:15
That we approved for County Ordinance FC2024-31, adding the stop sign there at. 00:04:16
First college and. 00:04:24
Scenic valley, yes. 00:04:27
The motion is second. Further discussion for me on this. 00:04:31
This is just one of those where I. 00:04:37
Wonder whether or not we should? 00:04:39
Put this out to one more meeting so we can entertain public comment on this. Is there any hazard in? 00:04:43
We haven't had any accidents out there. It's been an inconvenience, but. 00:04:52
Know that people are getting kind of. 00:04:55
That up disappointed because they had to wait for sunny Valley View to go through the light change again to red and then they're 00:04:58
still on Brush College waiting that that is the complaint we have and. 00:05:05
You know, nowadays people wanted to drive quicker and I understand. 00:05:14
But I've not heard anything from anybody on this particular. 00:05:18
And usually I get phone calls and I just I. 00:05:23
Before we change it, I would rather have. 00:05:26
Have it on public record that we spoke about it now and they give people an opportunity to turn to show up next time if they'd 00:05:29
like to. Sure. But that's that's just me. Yeah, but. 00:05:33
So I. 00:05:38
If you guys want to go ahead and vote 2 to one without unanimous consent, we can put it on there or we could just table it to the 00:05:41
next. However, we would want to do it there next month. So right, Well, if that's the case, I think we will just table. I don't 00:05:47
care. I know it's an issue up there. I've talked to people it's an issue, but whatever. 00:05:54
Thank you very much. Thank you. 00:06:03
OK. And #2 has been tabled mainstream fiber, Mr. Sean Carter. 00:06:10
Open Map Me today and this is an updated map from the last meeting we talked where we want to have a better opportunity to serve 00:06:17
and UN. 00:06:22
Serves in the count, so. 00:06:28
He went off being the unserved, underserved location, according to the latest FCC data. 00:06:33
The red being our existing network, blue being beneath those network. 00:06:39
So this actually captures 90% of the unserved and underserved in the county. 00:06:46
So, Mark, I think those numbers were 400 and. 00:06:54
8080 out of 536. 00:06:57
Is what this bill is able to make sure. 00:07:02
So is there any code here that captures the upload? 00:07:05
Is there any code that actually captures the updates for that? I don't have it in my memory but the old map look like so. 00:07:10
Yeah, so the old map was the red and then the blue is actually consider this to be our existing network plus reconfiguring your 00:07:17
request the last time we met on doing all we can do to. 00:07:24
Cover as many of the unserved underserved dots with the latest FCC the other the other engineering. 00:07:32
Drawing that we provided was about 380, so this is another. 00:07:41
100 more of. 00:07:46
Unserved efforts. 00:07:49
Senior doing hydro down here and. 00:07:51
That's all feedback from the last meeting we were yes, yes, that's great. 00:07:55
I'd be happy to introduce with you as well, it's helpful for future discussions with anybody on the Council, but whoever was. 00:08:03
Yeah, Cleveland with Susanna and make it available to anybody. 00:08:10
And this is a proposal. This is not anything. 00:08:17
Scheduled to be enacted at anytime in the. 00:08:21
This would be this is a project that would also be an application for the funding. 00:08:26
We think that's going to probably happen. 00:08:34
Probably the first of the year at this point in time. Finally. 00:08:40
And we, you know, we think a decision would be made on that. 00:08:45
Probably uh. 00:08:48
First quarter 25. 00:08:49
April Gavini, insight into the delay on that. 00:08:53
I wouldn't think so, but I was curious. 00:08:57
No, I, I, I think more than anything if. 00:09:00
Obviously they're still wrestling with the data. 00:09:05
Been trying to get his. 00:09:08
Get it as accurate as I can. 00:09:10
I don't think the election will affect. 00:09:14
The bead projects, at least initially, so Indiana has been approved for 868,000,000. 00:09:18
They already have a portion of that bead funding in hand, so. 00:09:25
We think at least. 00:09:29
They're, they're, they're telling us that after the first round they they're going to attempt to do 2 more rounds in 25. 00:09:31
So, you know, I, I would say they're ambitious, but you know. 00:09:41
If they know if they can pull that off, I mean, that'd be great too. So there's been no indication of a change in priorities with 00:09:46
the new governor coming in. 00:09:49
No, I, I actually he's. 00:09:54
He's we've had discussions. 00:09:57
With with him, he's very interested in broadband in the rural areas, I think. I think it may become more of a priority. 00:10:01
As far as the. 00:10:09
As part of what he wants to do. 00:10:11
Broadband safety asks for a little parliament. 00:10:16
Really, the holdup has been the FCC. 00:10:21
The NTIA. 00:10:24
Or anything, just trying, you know, they're, I think they're trying to get as accurate a date as they can. 00:10:27
I mean, the data that we see that's up to date is actually 2 iterations newer than what? 00:10:34
The feds are using right, So they have to catch up to even where you know where they should be. So that's that's part of the 00:10:42
problem. 00:10:46
Has any state been been validated yet by NTIA? Do you know or what? Yeah. 00:10:50
Handful. Yeah, Yeah. 00:10:57
Yeah, yeah. We, we've been, we've been approved. I mean we're, there's only. 00:11:00
A Maryland, we're probably in the top six or seven as far as how far down the road. 00:11:05
The state has gotten there's there's there's a few ahead of us, but I think we're. 00:11:12
We're in the lead pack, so. 00:11:18
We're a lot further in some states, I can tell you. 00:11:20
Unfortunately, we had some money set aside to ARPA. 00:11:23
And that had to be committed by the end of the year, otherwise we would lose it so. 00:11:28
Anyway, hopefully they'll. 00:11:33
Future commissioners will be able to work with you on trying to find money for the funding then. 00:11:35
So. 00:11:40
All right. Any other question? 00:11:43
We appreciate you being here and appreciate the proactive update on that. 00:11:45
Let us know when. 00:11:50
Decisions are made on that. 00:11:52
Thank you. First time. Thank you. Thank you. Thanks, Mark. Thanks, Sean. 00:11:54
Right, Darius. 00:11:59
As dry as here, No OK covering for Mr. Randell this evening. 00:12:02
Community Corrections received a $15,000 grant from the Caesar Foundation and. 00:12:07
Her SPOA guidelines grants cannot be lumped together in funds that you have to have their individual fund. So FCO 2024 Dash 32 is 00:12:13
a request for an additional fund to be created to house these monies. 00:12:19
OK. 00:12:27
Looking for a motion to do so. 00:12:29
I'll make the motion to approve it with unanimous consent. Floyd County Ordinance 2024, Dash 32. The Caesar Foundation grant for 00:12:32
community corrections Fully FCC Fund 9158 second. 00:12:38
A motion is second. Any discussion? 00:12:46
I'll just state for the record, I was hoping you'd be here. I was going to compliment whoever wrote the grant application now. 00:12:49
I believe that was him. OK, well then I'll catch him next time. It was viewed very favorably by both the subcommittees and then 00:12:55
the the board. 00:12:59
Caesars. 00:13:04
And uh. 00:13:05
Well deserved and put to great use. So I have a motion a second all in favour. Aye aye. 00:13:07
He wanted to be here. He had a previous family commitment and called me kind of an emergent this morning. 00:13:14
Thank you. Thank you very much, Director of Operations and Planning, Mr. Don Watt. 00:13:20
Good evening. First item I have on the agenda is. 00:13:34
The MO Rice there's some improvements to and reconfiguration of office space. 00:13:37
And long rooms 30 and 31 basically given an outside. 00:13:44
Hallway doorway instead of having a shared space to come into the main to the chief. 00:13:50
The chief's office to go to the to the assistant's office. 00:13:57
So we received 3 quotes. We requested 3 quotes. We got 2 back. 00:14:01
Brad White was 1. He did not return a quote back. McRae Enterprises returned a quote of 24,488 Sixty Two. 00:14:08
And Upton Prime returned a quote of $23,447. Michelle Allen Ritz reviewed those and they recommend. 00:14:19
Upton Pride and that that the amount of $23,447. 00:14:30
Motion to approve up and pray. 00:14:36
I'll second motion, second all in favor. Aye, aye. 00:14:38
Second item is a change order for North Tucker as they were starting Phase 2 going up the hill to connect with Brooklyn Trail. 00:14:43
There's some. 00:14:48
Kind of basically some drainage and underground spring type of things that had to be dealt with. That total project was over 00:14:55
45,000 I believe over $45,000. This is a change order of 5420 dollars. 00:15:02
With all training. 00:15:11
That's coming out of the that is coming out of the season. 00:15:13
Most approve the change order from North Tucker Rd. I'll second. 00:15:18
And a motion and 2nd all in favor. Aye aye. 00:15:23
The third item is amendment to the Tower Pinkster contract from the IUS portion of the Nova Park Building 5 for Architecture and 00:15:27
Engine Architect services. Some additional scope for space programming for the for the classroom and Flex Lab. 00:15:37
And revised construction documents. 00:15:48
And primarily, they went from 2 labs to a larger one, just flex space, which they had gone so far through their service, through 00:15:51
the service contract in One Direction. So they have to go back. They're actually taking out some walls, taking out some things. At 00:15:59
the end, the space will be cheaper, but there is an additional cost to go back and do some of this. That's $18,100 and that is 00:16:06
going to be through the redevelopment Commission. 00:16:13
Through uh. 00:16:21
Motion to approve the tower picture contract. 00:16:25
One second a motion, and a second all in favor. Aye aye. 00:16:28
That that is all I have. 00:16:34
Update on how many tons of concrete got poured in the last. 00:16:37
Oh, there's 70. 00:16:40
70 trucks. 00:16:43
I don't know how much is in a track out. 00:16:45
I think 9 yards. 00:16:50
So they poured that. They poured the four. So 4 has been poured. It could double as an ice skating rink. 00:16:51
And no one carved their initials in it, right, Susan? 00:16:59
Great, but the next step mid January, they'll be Tilt. 00:17:02
**** until during the tilt balls. 00:17:08
Are they gonna be pouring those at sight? That's my understanding. 00:17:11
I have all that on site. 00:17:15
It is progressing and so. 00:17:17
This kind of did not get up at 3:00 in the morning when they started. By about 6:30 saw saw the tracks and pre steady stream. 00:17:20
Yeah, I was talking big, like I might go up there, but I'm glad I didn't because that original night they changed it, right? I 00:17:28
had, I had an item up at night early. 00:17:33
Congratulations on on that. 00:17:42
Moving on SO. 00:17:45
And you're not going anywhere, correct? 00:17:46
I'm going out. What's that? 00:17:49
You are. 00:17:54
Well, if you're not gonna stay for the rest of the meeting, I do want to. 00:17:55
Say that. 00:17:59
There's so many things to be said, you know that we can't wrap it all up. In other words, a wonderful article in the tribute and 00:18:02
then scratch the surface about the importance that your career thus far has had in Floyd County. 00:18:07
You can't go anywhere without. 00:18:13
Seeing your footprint here there figuratively. 00:18:15
Don did not want an award. 00:18:19
Ironically, he's not getting one tonight because the one that we ordered did not come in. But I can show you kind of sort of what 00:18:22
it looks like down the road, down the road, if you want to model one off that you're 'cause I know your wife is here and I think 00:18:28
your daughter, I was told, was here too. Well, that's itself. 00:18:34
Well, that's very happy. 00:18:42
Yeah, we it doesn't prepare to save everything that you have meant to us and that I've only had the pleasure of working with you 00:18:44
for two brief years, but. 00:18:48
That's probably the biggest regret in my. 00:18:54
Political career thus far is that I'm going to have a shorter spin with you than others have. But we got you for who's Woodboro? 00:18:57
You're under contract additionally, right? Yes Sir. So yes, yeah, I just I guess we'll thank you. 00:19:04
That's I'm sorry. 00:19:12
Appreciate it's not. There's a lot of folks that are here in the county that do a lot. 00:19:13
Like I don't like, I don't know. 00:19:20
That's very appreciated. Thank you. Thank you so much. Unnecessary. 00:19:25
But again, appreciate, appreciate your thought. 00:19:35
Thanks to that and now I know you're you're leaving. You don't have to stay for the rest of it, but I thought you you might be 00:19:38
wanting to get on the road so. 00:19:41
Yeah, yeah. You know. 00:19:45
I guess wanted you know. 00:19:47
Susanna asked me. I guess since I'm up here, I'll just say this at. 00:19:50
You know 480 Commissioner meeting. 00:19:55
Over 20 years so. 00:19:57
I don't know if that's a get out freak. 00:19:59
Now or It's been a pleasure to work for the community and it's been a pleasure to work for the county commissioners and. 00:20:02
And it's, you know, you think you're all going to be in good hands with who comes back. 00:20:08
So. 00:20:14
Person in the line so. 00:20:17
Board Mart was before me and Lee Mcbarron and there'll be people after me. 00:20:19
So you'll be a good stance. 00:20:23
Thank you so much for. 00:20:26
All right. Thank you. Well. 00:20:28
Thank you for everything. 00:20:30
He's going to be leaving. 00:20:35
All right, County Attorney Christy Fox. Perfect. First thing I have on the agenda for myself will be the attorney contract for 00:20:40
services for 2025. I did circulate that to you all for review. The changes that I made were associated with myself and or my 00:20:47
father acting as the County Attorney. 00:20:54
Other than that, the the cost and all the terms. 00:21:03
Remain the same. I did remove a provision in there that was a little old in regards to the Flint Moral Hospital that was no longer 00:21:09
needed as well. 00:21:12
With motion approved. 00:21:16
A motion and a second all in favor, aye? 00:21:18
The next thing I have is a contract for employee Independent Contractor Services with Mr. Stan Heil. This has been circulated with 00:21:24
Mr. Heil. He has put his blessing on the modifications and changes that I made, so I'm happy to answer any questions you may have 00:21:31
in regards to that contract. 00:21:38
Again, just for the record, he has. 00:21:45
Both parties have a 60 day out. Stan is a 15 day notice. 00:21:48
So very easy in and out on that motion. Approve. 00:21:56
We have a motion. I'll second that. Any discussion? 00:22:02
I think the rate is too high. I think it should be should not be 120. It should be more like 55 or 60. 00:22:06
But anyway, I cannot vote for that. 00:22:13
I have a motion and a second all in favor. Aye aye. 00:22:15
So John Denay, extension 1. 00:22:19
Nominated. 00:22:24
OK. The other item I have is in regards to the property at 3317 Grant Line Rd. This is a property that you guys had appraised a 00:22:26
couple months ago and at this point in time looking to start working on a purchase agreement, but timing of it is just. 00:22:35
Not going to move as quick as maybe we would like. So what I'm requesting from you all is approval to allow me to draft a joint 00:22:44
letter of understanding for both parties to enter into, which would just define the basic terms. The price of what the purchase 00:22:50
agreement payment would be, the parcels that are involved in the transaction. And the fact that both parties would move forward 00:22:56
with entering into, negotiating and entering into a purchase agreement in line with that so that we can get that executed and all 00:23:02
parties are on the same page. 00:23:08
So I would I would ask permission to allow me to draft that joint letter and allow doctor can able to sign that outside the 00:23:14
meeting please. 00:23:18
Motion to approve. 00:23:22
Second all in favor, aye. 00:23:25
All right, Thank you. We have one New Albany Township Fire Board appointment tonight. 00:23:28
Looking for approval of Lieutenant Colonel retired Benjamin Guy for the Dalby Floyd County New Albany Township Fire Board. Yeah, 00:23:35
motion approved. 00:23:39
And I will second all in favor aye discussion. 00:23:45
Any discussion? Yeah, I really think that we've got two other people. I'm not saying this gentleman's not qualified. 00:23:49
When you look at his resume, it's all strictly law enforcement. 00:23:56
And we have two other people that have far experience now they would be more qualified for this and. 00:24:01
I just feel like we're just, we're just deviating from the statute of the statute says fire experience and we're deviating from 00:24:08
that and. 00:24:12
It looks to me like we're going toward an old to the good old boy network, and I think that's wrong. 00:24:17
Any comments? 00:24:24
What do you say to that? 00:24:25
Say how you want to. I have a couple of comments on that number one. 00:24:27
I've asked for our attorney's interpretation of the statute and she states that Mister Kipes appointment is within the bounds of 00:24:32
the statute. 00:24:37
I've also looked at the custom that the commissioners have taken over the last several years is within. 00:24:42
Well within line of that Mister Guy has fire experience more so than some of the people who sit on our boards with regards to 00:24:48
being how many hours was he a fighter pilot? 00:24:53
A lot. There's over 3000 hours I believe. So he also had fire suppression. 00:25:00
Education within that, but also in the hangars that he was in. 00:25:05
And I'll just make a broad observation that. 00:25:10
It seems like. 00:25:14
If you know somebody who's being appointed. 00:25:16
It's not the good old boy network. If you don't know that person, then it is the little boy network. 00:25:19
So I hate the phrase because not everybody knows everybody in the county. 00:25:24
Mr. Guides more than qualified. 00:25:29
And I'll just leave it at that. Well, actually, I'd like to make a couple comments now. Not only I think he's qualified, I think 00:25:32
he's quite honestly extremely qualified. I think he brings a lot to the table, not only from his fire suppression knowledge, but 00:25:39
also his understanding and leadership of running, you know, a squadron of Marines. So, you know, I, I don't, I wouldn't consider. 00:25:47
A decorated veteran. A good old boy. 00:25:56
Why do you want to say is we had the opportunity in Highlander? 00:25:59
About two months ago we had a had an opening. 00:26:03
And we had two people qualified, very qualified. We had one was a female lady from she's assistant, I think chief over in 00:26:07
Louisville. 00:26:12
And we we had another gentleman who y'all thought we picked and we have a lot of females now that are joining the the fire 00:26:17
department. 00:26:21
But no, we decided not to do that. You know, we need diversity, OK? 00:26:26
And that was ignored. So this, I don't know, it's just. 00:26:30
I'm not. 00:26:35
The guy has the. 00:26:36
Mr. Guy has experienced, has good experience with law enforcement, but. 00:26:38
I just think that we, we've been in the rules on the, on the statute. Well, I would like to add to that as well, you know, not 00:26:42
that I want to step here and go back and forth, but you know, yes, I, I, I think that we're seeing more and more females become 00:26:48
members of fire departments. You know, and I look and, and say not only do is it good for them to like hold fire board positions, 00:26:54
but what about company officers positions? What about chief officer position? How many of those females have had that opportunity 00:27:00
within that department? 00:27:05
For the record, all three of our applicants were mailed in this particular. 00:27:14
Decision. So all in favor, aye aye. 00:27:19
Aye. 00:27:23
We have building the authority appointments from the commissioners which expire at the end of the year. So we're going to go ahead 00:27:25
and fill those two I. 00:27:28
We have one being. 00:27:35
You know the one that's not that. That's a vacancy with an. 00:27:40
Is because Mr. Summers is not is not eligible or does not choose to be considered again for the position so I. 00:27:44
I'm looking first for the reappointment, Mr. Bill Fender. Motion to approve. Second, all in favor. Aye, aye. And then for the 00:27:53
vacancy, Mr. Nicholas Vaughn, senior, the first time he's been called senior officially because they have a junior now. Motion 00:27:59
approved. 00:28:05
2nd, the motion is second all in favor, aye? 00:28:12
All right, approval of the Commissioners meeting minutes for December 3rd, 2024. 00:28:17
Motion to approve. I'll second. 00:28:22
All in favor aye approval payroll claims. 00:28:26
Motion to approve. I'll second All in favor, aye. 00:28:31
Mr. Bagshaw, any comments from government officials? 00:28:37
Council. 00:28:46
I don't wanna rain on parade or anything but. 00:28:49
I serve on the Farm Bureau Board and I was at this annual. 00:28:52
Mentioned last week. 00:28:55
And one breakout session was about broadband versus stuff. 00:28:56
And basically the presenter, I guess because it's how slow it's moving and technology and. 00:29:01
The presenter basically recommends farmers start looking at Starlink. 00:29:07
They're putting up hundreds of. 00:29:13
Satellites a week, he said. Start looking to start like. 00:29:15
Just just when they were making their presentation. 00:29:18
And just just a personal note, my sister-in-law, she travels. 00:29:22
And she? 00:29:28
She works from wherever she's As long as I got elong, I can work anywhere I want to work anymore. 00:29:29
And so, but that's that. And then I wanted to. 00:29:35
Say thank you for your service, John for. 00:29:39
Your years of service to the county. 00:29:42
We haven't always disagreed, but it's been an honor working with you. I just want to say that. And everybody have a Merry 00:29:45
Christmas. Thank you, Thank you. And I'll just let you know that Starlink has been part of the ongoing discussions among the 00:29:49
commissioners when it comes to. 00:29:53
Expanding them access broadband as well. 00:29:59
Of this content. 00:30:03
You actually have a small update, but I wanted to share with you all. I did share it with the Council at their meeting last week. 00:30:10
And included you all in my thanks. 00:30:17
We processed our county settlement on the 11th of December this year. Paul settlement has never been processed that early in our 00:30:21
county. 00:30:24
So a massive thank you from my office and the Treasurer's office in supporting us in our. 00:30:28
Transition to our new financial and taxing system allow associates it has made a huge. 00:30:35
Difference in accuracy and efficiency in our offices. 00:30:42
Quite frankly, normally I'm spending. 00:30:47
Christmas. 00:30:50
Working on numbers to be able to settle this county, so not doing that this year is kind of amazing. 00:30:52
So just a massive thank you for supporting me in that drive this year. It was very much appreciated. 00:30:58
All right, thank you. Thank you. We'll get to public comments. Just a moment. We'll do board and committee reports first. So, 00:31:05
John? 00:31:09
Yeah, Friday the 6th, the 10th of the RDA meeting. 00:31:13
$2,000,000 was announced for the renovation of the Edwardsville School. 00:31:18
On the following Friday, the 12th attended the Jay Rack, which is the Justice Reinvestment Advisory Council, awarding grants sold 00:31:23
in 280,000 and opioid funds to six different organizations. They include Brandons House, the Breakaway, Friends of Open Door Youth 00:31:31
Services, Genesis House, Jacob's Well and the Keith family. 00:31:39
Recovery. 00:31:48
And then on that, uh. 00:31:50
I've got the wrong day here. On that Thursday is when you and I attended the celebration of the new Edwardsville Water Company. 00:31:56
1,000,000 gallon above. 00:32:00
Brown storage facilities replacing the 125,000 tank that was installed in 1979 and this facility will handle the water needs for 00:32:05
40 years. That's eight times the size of the tank that was there originally. So it was a small celebration, but it was it was good 00:32:14
to to see, you know, board members working together and and they also use ARC money. This money was was given to them. 00:32:23
Commended them a couple years ago and so we we we provided money to Eversville and I think. 00:32:32
Have other water utilities so it was just been put. 00:32:37
Good use SO. 00:32:40
Jason yeah, So December 4th and 5th, I attended the Indiana Association of County Commissioners conference and got to attend 00:32:44
several meetings and meets several commissioners throughout the state. So it was a great opportunity to get up there and meet 00:32:50
other commissioners, talk to them about issues that they were facing in their counties, and kind of want to know what we were 00:32:56
experiencing in ours. December 7th, I attended the Christmas in the County at Nova Park. 00:33:02
Was very well attended. I look forward to it every year so. 00:33:10
Like to see that continue moving. On December 9th I attended a Floyd County planning meeting but also. 00:33:13
I was myself and Commissioner Canava were invited to the Franklin Township Advisory Board meeting and we had an opportunity to 00:33:19
recognize a gentleman by the name of Harlan Hines, who has been maintaining a cemetery up there in Franklin Township for 60 years. 00:33:26
And so we took a moment to recognize him and his his service to the community and he reminded us that he has no intention of 00:33:32
stopping anytime soon. So. 00:33:39
Very, very interesting man. 00:33:47
All right, that's it. 00:33:51
12-4 I had a meeting personally with the old Davis, our building Rep from Indianapolis. They were down doing some final evaluation 00:33:52
of the county building and. 00:33:57
Chase building as well as as well getting ready for renovations early in the year. 12 five at a good opportunity to speak with 00:34:02
Congresswoman Houchin about some issues both regionally and locally. Christmas at Nova Park on 12/7. 00:34:11
Mr. Hines, again, I agree with you. We need more Mr. Hines in the world. Man's phenomenal. Plus all that grass cutting keeps you 00:34:22
healthy. Evidently you. 00:34:26
Look solid as a horse so. 00:34:31
1211 I had a one-on-one meeting with Commissioner Elect Drew Story from Jackson County. 00:34:34
To start talking about some potential areas of cooperation between our county and Jackson County. 00:34:41
1212 The Edwardsville water tower again the 1,000,000 gallons is 6715 thousand. 00:34:47
Gallon pools above heads. There's an interesting design over there. Really good people taking care of things. Another ribbon 00:34:53
cutting later that afternoon downtown for a new adventure called 2 Maids. And then some legal stuff yesterday that John headed up 00:35:00
so. 00:35:06
Busy week. Couple weeks for everybody. Public comment. 00:35:14
Mr. Mann. 00:35:19
Aleman, Georgetown. 00:35:25
John, I want to thank you for your service too. I know we haven't got along all the time, but I appreciate you. 00:35:27
And also what Dale said. 00:35:33
About the satellite Internet service, I mean, it's there. 00:35:36
And if you keep every time I get a bill from I've got spectrum, I need to up, up, up and up, you know, I've got the Internet. 00:35:41
I don't have TV or nothing. 00:35:47
It just keeps going. It's got. 00:35:49
And it's and while we subsidized them, I don't understand. 00:35:52
Because I could get T-Mobile for half. 00:35:55
They're the same thing. 00:35:57
And a nurse I wanted to bring up, it was on the Next Door and Facebook, people walking. We've gotten all these subvision now. 00:36:00
People walking on the roads at night in dark clothing, almost hit somebody last night. It was on Next Door, Facebook on Button 00:36:05
Town, almost somebody was hit. 00:36:11
They walked down Henry all time. I know that's Georgetown. They walked down Frank out all the time. I know that's Georgetown. 00:36:17
But you still hit them, they're still going to get hurt. 00:36:24
And it's just like when you drive down those roads with all these subdivisions, if you got to like, watch for deer. 00:36:28
Because there's so many people with their dogs walking with dark clothing on and nothing. I don't know if the county can do 00:36:34
anything about that. 00:36:37
But they make me put a slogan in the vehicle sign on the back of my tractor when I go down the road. 00:36:41
Inflation rights. Let's get not safe up there. 00:36:46
For the driver or the people, walk. 00:36:50
I don't know what the county can do about or if we can do anything. 00:36:52
That something needs to be done because people don't start getting hit. 00:36:56
Thank you. Thank you. 00:37:00
Any other public comment? 00:37:03
All right. We're going to have closing remarks from the commissioners here that I think would be appropriate time to present John 00:37:06
with a little service award as well. 00:37:11
It's really pretty. Take that out-of-the-box if you don't mind. 00:37:16
I'd have to ask John to do the math because I just don't know how many years he was on the council, on commissioner, both. 00:37:28
But on behalf of the people of Floyd County, I thank you for your service. 00:37:35
I will say this. 00:37:40
I've respected your candor and your passion on everything. 00:37:42
Every meeting. 00:37:47
I'll repeat a common thread I didn't get. I didn't agree with you on every single thing, but that's OK. It wouldn't be fun if we 00:37:49
did. But. 00:37:52
He's been honest and he's been passionate. 00:37:56
And he's been dedicated and that's a lot to work with. And I really, really respect you for your time here with the county. 00:37:59
So. 00:38:08
Just for me. Thank you. 00:38:15
But it's not the first time. Yeah, yeah. 00:38:23
So I think be appropriate to have John open with closing remarks from tonight's meeting. 00:38:25
Coming. 00:38:32
You know, there's just leave people. 00:38:41
What's a quote? 00:38:46
It says all this light up a room. 00:38:48
Some when they enter and others when they leave. 00:38:51
So I hope I'm performing. 00:38:55
All right. Well, Jason. 00:38:57
Well, I just want to say as well that, you know, I. 00:39:03
Got to serve with you for about it. 00:39:06
Year and a half now, John, and although we haven't agreed, I'll tell you what, there's no doubt in my mind how much you love this 00:39:07
community. So thank you for your service. Appreciate that. 00:39:12
All right, and. 00:39:18
I already said my piece when I gave him the plaque so but it will. 00:39:21
The certainly different without you around and. 00:39:25
Again, we can only hope that we can find someone as passionate as you help fill that void. 00:39:30
So that. 00:39:36
We'll leave everybody on a cheerful note that the holidays are upon us, Everyone have a Merry Christmas, Happy New Year on a good 00:39:39
Kwanzaa, whatever it is that you and your family celebrate and be safe. 00:39:44
And I'll look for a motion to adjourn. 00:39:50
Motion to adjourn. 00:39:53
All right. Thank you all. 00:39:54
