that they see out in the field. So if you are at a park in Floyd County, you see a broken ***** You can use the QR code that are 00:03:40
on the advertisements promotional material that we have and that will lead you directly to this app and you can submit that 00:03:46

I'm here to give a summary of our findings from this year on the second phase of the inventory, which was done in April and May of 00:18:24
2024. 00:18:30
The bridge inspections are required by the Federal Highway Administration every two years and as long as the county is in 00:18:39
compliance, which Floyd County is, they are reimbursed by the Federal Highway Administration for 80% of the inspection costs on 00:18:43
the contract. 00:18:48
I'm presenting the bridge inventory report based on the second phase like I said and. 00:18:55
You'll find that each bridge will have its own report in there that contains detailed information regarding our inspection 00:19:01
findings, and Floyd County currently has a total of 94 bridges that need inspected. 00:19:07
I've given you each flash drive that contains a digital copy report, as well as an interactive map that allows you to click on a 00:19:14
bridge and bring up the individual inspection as well as any photos and information about the bridge. 00:19:20
To help navigate through the port, I've prepared this sheet that gives the location of any reports you might be interested in, 00:19:27
including a list of maintenance seat for your bridges, a summary, bridges that are load posted, and bridges we've recommended for 00:19:33
replacement or rehabilitation in the near future. 00:19:39

Summary of statistics on how Floyd County compares to statewide averages. 00:19:53
The average age of the bridges in Floyd County is 46 years old, which is right on par with the Indiana State average. 00:19:57
Floyd County has 39 bridges that are over 50 years old. Depending on the type of bridge and volume of traffic anticipated, service 00:20:04
light for bridge is anywhere between 50 and 100 years. 00:20:10
Floyd County does have higher average daily traffic over there. 00:20:17
Statistics. 00:20:22
Which can cause deterioration of the faster rate. 00:20:24
Many of these older bridges are all built around the same time, and those bridges are anticipated approaching the anticipated end 00:20:27
of life somewhere in the next 15 years or so. 00:20:32
We would recommend the county continue prioritizing funding of additional maintenance and repairs in order to get the most life 00:20:38
out of these older bridges. 00:20:41
Floyd County does have a higher number of older bridges than India. 00:20:46
On average, but they have done a good job keeping your bridges in solid condition considering their age. 00:20:49
They also currently only have two bridges with a load of posting restriction. 00:20:54
Just 2% of their inventory compared to statewide average. 00:20:58
8% so this is testament to ongoing maintenance by Horatio and Don doing a good job keeping these older bridges in good shape as 00:21:01
long as their life. 00:21:05
The priority schedules and the report shows our estimate of bridges that we recommend replacing or rehabilitating the near future 00:21:11
along with an estimate of. 00:21:15
Costs. We work with the ratio to prioritize our bridges by the structural condition, low capacity from OR geometrics. We'd 00:21:18
recommend especially prioritizing major bridge rehabilitations as the bridge is listed will continue to deteriorate until they can 00:21:25
no longer be rehabilitated and then require full bridge replacement, which can be at a much higher cost. 00:21:32
So that is the summary of the inventory from this phase. Are there any questions on just the inventory before I do an update on 00:21:40

For Georgetown Creek, the bridge is currently being replaced due to deterioration and at the same time we are designing a road 00:22:06
realignment for Baylor Whiston Rd. due to the substandard curves and the narrow roadway. 00:22:12
The projects being done in two phases. The first phase is the replacement of the bridge. As you can see, we'll be replacing the 00:22:19
bridge with a wider structure, so it won't be a single lane anymore. 00:22:25
And just replacing as much as needed of the approaches to tie the bridge into the rest of the road. 00:22:31
The second phase, which we're designing at the same time, just in case construction happens together, will be a realignment of 00:22:38
Baylor Wiseman Rd. 00:22:42
So currently what we're planning on doing is cutting into the hill with that red area that you can see there to increase the sight 00:22:47
distance and improving the curve radii as well as the vertical drop to make the road meet design standards. So that will 00:22:55
drastically improve the site distance, make for a safer road and tie in a safer bridge we're currently designing. 00:23:03
Both phases of the project at the same time, in case the funding is available to do both projects at the same time. 00:23:12
This is an environmentally sensitive area with Georgetown Creek. So the permitting process, which I know this is hard to read but 00:23:18
can take up to a year as well as the right of way acquisition. So the earliest this probably could be constructed would be early 00:23:24
2026 with local funding. Now I know we've talked about pursuing federal aid funding. If we do that, we're probably looking at 00:23:30
20-30, but you would get a match from. 00:23:36
Defense to help with the construction cost. 00:23:43
So depending on how funding is available, this could be the LAT earlier with local funding or later with federal aid funds, which 00:23:46
would save our costs. 00:23:50

We have put in for seven projects with IEDC in terms of other tenants coming through the site. So we're in active. 00:24:41

Since we really haven't had an update in quite a while, I just wanted to update you on those. And those range from life science to 00:24:59

Natural type science and advanced manufacturing. 00:25:10

John Pechtel is one of those projects as well. Those are competitive projects. There's a small pot of money that's divided out 00:28:15
through Southern Indiana, but just wanted to kind of let you know that. 00:28:23

Projects are going to be put in the hopper and then. 00:28:33

And the Topping and Steve Bush, sheriff here, we're part and Jason Sharp, of course, are part of the opioid interdiction team. 00:28:49
There's four of us. 00:28:53
This came through your ordinance passed a few months ago. 00:28:58
As you know, there is a national opioid settlement. 00:29:01
Distributed to separate entities, including Floyd County. 00:29:04
And was organized into two basic silos. You have the restricted and unrestricted. The restricted is about 2 1/2 times as much as 00:29:08
the unrestricted. 00:29:13
And you put that in the hands of J Rack specifically for treatment for drug offenders or those addicted to narcotics and drugs. 00:29:19
And it's been very successful. It'll be distributed over I believe about 14 years the unrestricted. 00:29:27
You allow for this opioid interdiction team, which we're a part of. 00:29:35
Which is trying to stop the flow of the poison into our community. 00:29:39
So what we did was we went to each law enforcement agency within our community, New Albany. 00:29:43
Floyd County Sheriff, Greenville, Georgetown and ISP. ISP said they had plenty of what they needed, that they were happy to work 00:29:48
with this. The others had varying degrees of what they needed. And we've turned that into Commissioner Sharp. I think he's going 00:29:54
to share that with you, an executive session. We would like to keep that. 00:30:01
As best we can in a more private because these are law enforcement tools will be used to interdict drug dealers in our community. 00:30:07
And obviously we don't want them to know the methods they're used to catch them. Obviously it'll meet all privacy concerns and all 00:30:13
constitutional laws because it'll go before the court at some point. So we'll always honor those rights, but we will get the drug 00:30:19
dealers that are poisoning our community. 00:30:25
So we presented you with. 00:30:31
A list of items that law enforcement has asked for, specifically Greenville, which is in dire need. 00:30:34
Of help and they do have drug issues at Greenville people don't realize small community. 00:30:42
But it's not that small. We've made at least one arrest within the last six months of dealing out there. 00:30:48
And so they're hiring a full time town marshals, I understand and she is if this occurs, she is she will be grossly. 00:30:54
Outdone by the criminals. And so she has asked for. 00:31:03
Equipment and we'll provide that to her, which will give Greenville some Peace of Mind. 00:31:07
The sheriff also needs a lot more equipment for interdictions. 00:31:12
And he is going to get that through this. 00:31:17
We will also be provided software that will better help us target. 00:31:20
Drug dealers who use equipment to hide their deals. 00:31:25
This will break those. 00:31:29
And constitutional manner allow us to see who they're dealing to so that we can stop that flow. And I'll tell you this as I am, 00:31:31
and I'll turn over Sheriff Bush. 00:31:35
Their main targets are kids. Don't deceive yourselves when you get a person addicted. 00:31:40
Well, it's not you guys, it's not me, it's our kids. 00:31:46
Going to stop them before they get to our kids because in economics, if they can get a kid addicted, they have a lifelong 00:31:50
customer. We want to prevent them from being able to get this poison to our kids. We think this equipment will help that. 00:31:56

The officers involved in bringing forth the equipment requests put a lot of time and forethought into what they requested. So I 00:33:46
think that the citizens in this area can absolutely rest easy that. 00:33:55
They take their jobs very seriously and they take this problem very seriously. And as Prosecutor Lane mentioned, we do have about 00:34:04
a 14 year long distribution of these funds and obviously that amount shrinks year to year. So with that in mind, with the current 00:34:12
balance that we have in the fund, the thought process was capital outlay at the beginning and then maintenance thereafter. I know 00:34:19
that the rest of the board had requested that I present that full amount to the commissioners so that you all are aware of what. 00:34:27
The original *** is going to be for capital outlay. So the current balance in the unrestricted fund is $668,170.64 and the current 00:34:35
outlay request from the different departments runs at 3327 thousand $210.94, which is a little bit less than half of what is 00:34:44
currently in the fund and with what is expected in distribution between the next 12 months and that fund should actually. 00:34:54

Yeah. So as we discussed the last meeting last month, the EMS task force met and we heard presentations on both the standalone EMS 00:43:55
system and a fire based EMS system. After a vote of four to one, the the the recommendation was for a standalone county emergency 00:44:03

There was several things about that that was advantageous to the board. 00:44:19
First of all, it's scalable, which means they can either increase as demand increases and also as if any other jurisdictions 00:44:24
wanted to get on board such as the city of New Albany. It also allows us to oversee the budget and the personnel and monitor the 00:44:32
clinical care response time so on so forth and ensure we're providing top of the line equipment to the people of Floyd County. And 00:44:39
then in the end one of the things that they really. 00:44:47
About the standalone system is that, you know, if there's going to be a funding mechanism established to provide for that, that we 00:44:54
would essentially bill your insurance and what would be left. 00:45:00

We talk about community, talking about EMS. One is response times, other standard or level of care, I guess you should say. And 00:45:13

Worried about if they can afford it, whether or not this is going to put them in some sort of financial spiral. They're more 00:45:34
hesitant to call and ask for assistance. And our goal is is to alleviate that. If you need help, we want to provide it. 00:45:40

there's a fourth option that we've always said we're not going to do, which is not provide anything because legally we're not. 00:46:54

When you look at it, the two options are countrywide and fire base and you need to you need to put the cost for both of them out 00:47:09

ambulances, I think it's important to remember that a lot of these different companies are anywhere from six months to almost two 00:49:41
years out when you order an ambulance. 00:49:47
That are outside of your normal everyday coverage such as Harvest homecoming, such as football games, such as basketball games, 00:50:23
other types of community events. So it's important to have a one to one ratio when you start talking about ambulances. But you 00:50:29
know, I'm just trying to understand what you've given us and had six ambulances. So that would be strictly for these. We would 00:50:35
have 6 ambulances for a county and then whatever we have for Highlander, then three ambulances, 24 hours and a paramedic response 00:50:41
car for the county and then. 00:50:47
Highlander would be providing. 00:50:53
Their own ambulances, their own capital projects. But I think there's a lot of things that need to be talked about in regard to 00:50:55
that, You know, especially when you start talking about interoperability with equipment, we start talking about it. 00:51:01
You know, billing, stuff like that, we start talking about protocols, you know, level of care. I agree. I think all that needs to 00:51:08
be sorted out before there's anything kind of hammered out. But that was my initial plan. And just like any other initial plan, 00:51:14

candidates stand and if it fits into their vision for Floyd County. And don't rely just on name recognition. Find out where the 01:04:38
candidate stands on handling service, local taxes, economic development. 01:04:44
This year's local election is too important and there are several issues that will affect the safety enabling service in our 01:04:50

I'm here to give a summary of our findings from this year on the second phase of the inventory, which was done in April and May of 00:18:24

The bridge inspections are required by the Federal Highway Administration every two years and as long as the county is in 00:18:39
compliance, which Floyd County is, they are reimbursed by the Federal Highway Administration for 80% of the inspection costs on 00:18:43
the contract. 00:18:48
I'm presenting the bridge inventory report based on the second phase like I said and. 00:18:55
You'll find that each bridge will have its own report in there that contains detailed information regarding our inspection 00:19:01
findings, and Floyd County currently has a total of 94 bridges that need inspected. 00:19:07
I've given you each flash drive that contains a digital copy report, as well as an interactive map that allows you to click on a 00:19:14
bridge and bring up the individual inspection as well as any photos and information about the bridge. 00:19:20
To help navigate through the port, I've prepared this sheet that gives the location of any reports you might be interested in, 00:19:27
including a list of maintenance seat for your bridges, a summary, bridges that are load posted, and bridges we've recommended for 00:19:33
replacement or rehabilitation in the near future. 00:19:39

Summary of statistics on how Floyd County compares to statewide averages. 00:19:53
The average age of the bridges in Floyd County is 46 years old, which is right on par with the Indiana State average. 00:19:57
Floyd County has 39 bridges that are over 50 years old. Depending on the type of bridge and volume of traffic anticipated, service 00:20:04
light for bridge is anywhere between 50 and 100 years. 00:20:10
Floyd County does have higher average daily traffic over there. 00:20:17
Statistics. 00:20:22
Which can cause deterioration of the faster rate. 00:20:24
Many of these older bridges are all built around the same time, and those bridges are anticipated approaching the anticipated end 00:20:27
of life somewhere in the next 15 years or so. 00:20:32
We would recommend the county continue prioritizing funding of additional maintenance and repairs in order to get the most life 00:20:38
out of these older bridges. 00:20:41
Floyd County does have a higher number of older bridges than India. 00:20:46
On average, but they have done a good job keeping your bridges in solid condition considering their age. 00:20:49
They also currently only have two bridges with a load of posting restriction. 00:20:54
Just 2% of their inventory compared to statewide average. 00:20:58
8% so this is testament to ongoing maintenance by Horatio and Don doing a good job keeping these older bridges in good shape as 00:21:01
long as their life. 00:21:05
The priority schedules and the report shows our estimate of bridges that we recommend replacing or rehabilitating the near future 00:21:11
along with an estimate of. 00:21:15
Costs. We work with the ratio to prioritize our bridges by the structural condition, low capacity from OR geometrics. We'd 00:21:18
recommend especially prioritizing major bridge rehabilitations as the bridge is listed will continue to deteriorate until they can 00:21:25
no longer be rehabilitated and then require full bridge replacement, which can be at a much higher cost. 00:21:32
So that is the summary of the inventory from this phase. Are there any questions on just the inventory before I do an update on 00:21:40

For Georgetown Creek, the bridge is currently being replaced due to deterioration and at the same time we are designing a road 00:22:06
realignment for Baylor Whiston Rd. due to the substandard curves and the narrow roadway. 00:22:12
The projects being done in two phases. The first phase is the replacement of the bridge. As you can see, we'll be replacing the 00:22:19
bridge with a wider structure, so it won't be a single lane anymore. 00:22:25
And just replacing as much as needed of the approaches to tie the bridge into the rest of the road. 00:22:31
The second phase, which we're designing at the same time, just in case construction happens together, will be a realignment of 00:22:38
Baylor Wiseman Rd. 00:22:42
So currently what we're planning on doing is cutting into the hill with that red area that you can see there to increase the sight 00:22:47
distance and improving the curve radii as well as the vertical drop to make the road meet design standards. So that will 00:22:55
drastically improve the site distance, make for a safer road and tie in a safer bridge we're currently designing. 00:23:03
Both phases of the project at the same time, in case the funding is available to do both projects at the same time. 00:23:12
This is an environmentally sensitive area with Georgetown Creek. So the permitting process, which I know this is hard to read but 00:23:18
can take up to a year as well as the right of way acquisition. So the earliest this probably could be constructed would be early 00:23:24
2026 with local funding. Now I know we've talked about pursuing federal aid funding. If we do that, we're probably looking at 00:23:30
20-30, but you would get a match from. 00:23:36
Defense to help with the construction cost. 00:23:43
So depending on how funding is available, this could be the LAT earlier with local funding or later with federal aid funds, which 00:23:46
would save our costs. 00:23:50

And was organized into two basic silos. You have the restricted and unrestricted. The restricted is about 2 1/2 times as much as 00:29:08

And you put that in the hands of J Rack specifically for treatment for drug offenders or those addicted to narcotics and drugs. 00:29:19
And it's been very successful. It'll be distributed over I believe about 14 years the unrestricted. 00:29:27

Which is trying to stop the flow of the poison into our community. 00:29:39
So what we did was we went to each law enforcement agency within our community, New Albany. 00:29:43
Floyd County Sheriff, Greenville, Georgetown and ISP. ISP said they had plenty of what they needed, that they were happy to work 00:29:48
with this. The others had varying degrees of what they needed. And we've turned that into Commissioner Sharp. I think he's going 00:29:54
to share that with you, an executive session. We would like to keep that. 00:30:01
As best we can in a more private because these are law enforcement tools will be used to interdict drug dealers in our community. 00:30:07
And obviously we don't want them to know the methods they're used to catch them. Obviously it'll meet all privacy concerns and all 00:30:13
constitutional laws because it'll go before the court at some point. So we'll always honor those rights, but we will get the drug 00:30:19
dealers that are poisoning our community. 00:30:25

A list of items that law enforcement has asked for, specifically Greenville, which is in dire need. 00:30:34
Of help and they do have drug issues at Greenville people don't realize small community. 00:30:42
But it's not that small. We've made at least one arrest within the last six months of dealing out there. 00:30:48
And so they're hiring a full time town marshals, I understand and she is if this occurs, she is she will be grossly. 00:30:54
Outdone by the criminals. And so she has asked for. 00:31:03
Equipment and we'll provide that to her, which will give Greenville some Peace of Mind. 00:31:07
The sheriff also needs a lot more equipment for interdictions. 00:31:12

We will also be provided software that will better help us target. 00:31:20
Drug dealers who use equipment to hide their deals. 00:31:25

And constitutional manner allow us to see who they're dealing to so that we can stop that flow. And I'll tell you this as I am, 00:31:31

The officers involved in bringing forth the equipment requests put a lot of time and forethought into what they requested. So I 00:33:46
think that the citizens in this area can absolutely rest easy that. 00:33:55
They take their jobs very seriously and they take this problem very seriously. And as Prosecutor Lane mentioned, we do have about 00:34:04
a 14 year long distribution of these funds and obviously that amount shrinks year to year. So with that in mind, with the current 00:34:12
balance that we have in the fund, the thought process was capital outlay at the beginning and then maintenance thereafter. I know 00:34:19
that the rest of the board had requested that I present that full amount to the commissioners so that you all are aware of what. 00:34:27
The original *** is going to be for capital outlay. So the current balance in the unrestricted fund is $668,170.64 and the current 00:34:35
outlay request from the different departments runs at 3327 thousand $210.94, which is a little bit less than half of what is 00:34:44
currently in the fund and with what is expected in distribution between the next 12 months and that fund should actually. 00:34:54

Yeah. So as we discussed the last meeting last month, the EMS task force met and we heard presentations on both the standalone EMS 00:43:55
system and a fire based EMS system. After a vote of four to one, the the the recommendation was for a standalone county emergency 00:44:03

There was several things about that that was advantageous to the board. 00:44:19
First of all, it's scalable, which means they can either increase as demand increases and also as if any other jurisdictions 00:44:24
wanted to get on board such as the city of New Albany. It also allows us to oversee the budget and the personnel and monitor the 00:44:32
clinical care response time so on so forth and ensure we're providing top of the line equipment to the people of Floyd County. And 00:44:39
then in the end one of the things that they really. 00:44:47
About the standalone system is that, you know, if there's going to be a funding mechanism established to provide for that, that we 00:44:54
would essentially bill your insurance and what would be left. 00:45:00

Worried about if they can afford it, whether or not this is going to put them in some sort of financial spiral. They're more 00:45:34

ambulances, I think it's important to remember that a lot of these different companies are anywhere from six months to almost two 00:49:41
years out when you order an ambulance. 00:49:47
That are outside of your normal everyday coverage such as Harvest homecoming, such as football games, such as basketball games, 00:50:23
other types of community events. So it's important to have a one to one ratio when you start talking about ambulances. But you 00:50:29
know, I'm just trying to understand what you've given us and had six ambulances. So that would be strictly for these. We would 00:50:35
have 6 ambulances for a county and then whatever we have for Highlander, then three ambulances, 24 hours and a paramedic response 00:50:41
car for the county and then. 00:50:47
Highlander would be providing. 00:50:53
Their own ambulances, their own capital projects. But I think there's a lot of things that need to be talked about in regard to 00:50:55
that, You know, especially when you start talking about interoperability with equipment, we start talking about it. 00:51:01
You know, billing, stuff like that, we start talking about protocols, you know, level of care. I agree. I think all that needs to 00:51:08
be sorted out before there's anything kind of hammered out. But that was my initial plan. And just like any other initial plan, 00:51:14

News and Tribune published our voters guide asking some very good questions of candidates and the voters need to read that voter 01:04:18

You know the voter, Floyd County voters, they need to do their due diligence and peel back the onion and see where these 01:04:32
candidates stand and if it fits into their vision for Floyd County. And don't rely just on name recognition. Find out where the 01:04:38
candidate stands on handling service, local taxes, economic development. 01:04:44
This year's local election is too important and there are several issues that will affect the safety enabling service in our 01:04:50
