15th meeting of Floyd County Commissioners if you'll please rise and join me in the Pledge of Allegiance. | 00:00:04
I pledge allegiance to the flag. | 00:00:11
United States of America, and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for | 00:00:13
all. | 00:00:18 | |
All right, reminder if you'll please silence your cell phones. | 00:00:25
Let's all join together for a brief moment of silence for. | 00:00:32
Prayer. Meditation. | 00:00:35
Because we get into tonight's meeting. | 00:00:39
Play. | 00:00:47 | |
Thank you. | 00:01:02 | |
We do have a few items that I want to add to tonight's. | 00:01:05
Agenda if we can get unanimous consent to do so, those would be. | 00:01:10
Old business #1 from County Attorney Rick Fox regarding the retainer agreement with Barnes and Thornburg. Second item would be a | 00:01:14
brief presentation from County Prosecutor Chris Lang. Is he here? He'll be coming in to join us. I hope for some of his staff on | 00:01:21
the opioid interdiction team presentation and then Purdue contractual Services agreement for 2025 with promotion to add those to | 00:01:28
tonight's agenda, please. | 00:01:34
Motion to approve. | 00:01:42
All right. All in favor, aye. | 00:01:44
And we'll begin with old business. County Attorney Rick Fox, retainer agreement with Barnes and Cornberg. | 00:01:47
Yes, you've got 2 retainer agreements. | 00:01:54
One of them is. | 00:01:57
Agreement for the health department building project. | 00:02:00
One retainer agreement is for the health Department building project and the second retainer agreement. | 00:02:11
Is for the Judicial Center project. | 00:02:18
And so bringing them on board with regards to. | 00:02:21
Potential bonding down the road. | 00:02:27
Any outstanding issues for discussion prior to agreement on that or acceptance? | 00:02:30
Any discussion from? | 00:02:39
For a motion to approve. | 00:02:42
So moved. | 00:02:44 | |
Second. OK, Motion is second all in favor, aye. | 00:02:45
All right. Thank you. | 00:02:49
On the new business, we have Stormwater Director Chris Morris, Citizen Reporter app. | 00:02:51
Thank you, gentlemen. Chris Moore, director of. | 00:03:00
GIS. | 00:03:03 | |
County here and stormwater. | 00:03:04
We have been working on a new app that citizens can help us out with, with your decisions that the board made last time with the | 00:03:09
approval of the new aerial photograph and the Esri software that we use. We use Esri software and the team from OHM, who's in the | 00:03:17
audience, and we created a citizen's Reporter app. | 00:03:25
I'm going to go over to the computer here shortly and show you, but it's where citizens, employee County can now report issues | 00:03:34
that they see out in the field. So if you are at a park in Floyd County, you see a broken ***** You can use the QR code that are | 00:03:40
on the advertisements promotional material that we have and that will lead you directly to this app and you can submit that | 00:03:46
report. | 00:03:53 | |
If you see some land use issues, you can once again. | 00:04:00
Use your phone, take a picture of the QR code. It will lead you to the website and you can report those land use issues. If you | 00:04:04
see a pothole, you can report a pothole if you see if your Rd. hasn't been plowed. | 00:04:11
And the road departments been by, but they didn't get your rope. Maybe they forgot. You can report that as as an issue and we can | 00:04:19
go out and fix it. So I'm going to go out over here to the website real fast and just hit some few things. I'll talk loud while | 00:04:25
I'm over here and that'll be a real quick demonstration. | 00:04:30
So as you can see, these are the different concerns that people may have. We don't see it. | 00:04:39
Her screens are enough just yet. | 00:04:46
We'd like to report that our screens are not up. | 00:04:49
There you go. Good. | 00:04:58
So this will this be the page that I need to do. | 00:05:01
You'll be able to submit a report. | 00:05:04
Gives you a little disclaimer showing that you can only do the highlighted areas with Disney. | 00:05:09
Incorporated parts in Floyd County so you cannot report a problem with within the city of New Albany or in the town of Northville | 00:05:14
because we only respond to areas outside of the. | 00:05:19
Additional preference. | 00:05:26
Did I agree? | 00:05:28 | |
So just like you realize and. | 00:05:53
We had issues with this before because with the IT they throttled down some of our. | 00:05:57
They thought down some of our bandwidth speed and so that makes it to where the the map can't come up. But we did use it before on | 00:06:02
our phones and everything else in other places. | 00:06:07
Once again, you can just go to your. | 00:06:13
Cameras. | 00:06:17 | |
Take a picture. | 00:06:22
And it will come up and once again you can report those problems like we said. | 00:06:30
One cool thing about this. | 00:06:35
Ask where? | 00:06:40 | |
As you can see. | 00:06:49
See where? | 00:06:54 | |
Anytime a citizen puts in a. | 00:06:56
It's in a request that's going to show up here and this is only where internal people can see. So people from the road department | 00:07:00
can see and people from Parks Department can see it and people from. | 00:07:05
Building and development can see it. | 00:07:12
So they will see these as them in an e-mail that says, hey, you have an issue in the Citizens Reporter. We've already talked to | 00:07:14
all those offices and they identified staff members that will respond to this. So you come here to the internal manager, you see | 00:07:20
what the issue is, you're able to click on that and then you can move on to the next thing that you can move on to whether it's | 00:07:26
been. | 00:07:32 | |
Determined that it's an issue that we take care of or you can. | 00:07:39
Hit to say that you have received it and then an e-mail would go back to the citizens that responded that sent that in and they | 00:07:44
would be able to see that you are responding to it. So not only do we get notified that it's being submitted to us, but we can | 00:07:51
notify the sender that we received it and everything else. And they can read through there by going back in and seeing that issue | 00:07:59
to seeing if we've taken care of it, if we completed it and everything else and if we. | 00:08:06
And you still don't think the issue is corrected, then you can come back in and say, hey, this is you have this issue hasn't been | 00:08:14
corrected yet. So it's a way that the public can communicate with us even 24 hours a day, seven days a week, even weekends or | 00:08:20
after hours that they can communicate with this. Once again, I apologize that the maps aren't working with the bandwidth that we | 00:08:26
currently have. | 00:08:32
It was working earlier today, but. | 00:08:39
Make sure that it's comments and questions number one. I applaud you for doing this because I really had always wanted something | 00:08:43
like this when I was working with the city. | 00:08:46
And we just never not able to get one off the ground. And I know that once this is implemented, we're going to get. | 00:08:51
We're going to work some bugs out of it. Sure. OK, so, so I get that I don't expect this to be perfect right away, but we can | 00:08:58
receive information 24/7. But I think we need to have something posted with regards to expectations about when a person can expect | 00:09:04
to get a response. Is it within 48 working hours or something like that so that somebody doesn't call text in at 3:00 AM on a | 00:09:09
Sunday and they were angry because. | 00:09:15
They expected a response right away. The other thing that I think I would do on the disclaimer page is I would I would strongly | 00:09:22
encourage us to have something that says if you are experiencing an emergency. | 00:09:28
Get off this app and call 911. Yes, because I don't want this to be. | 00:09:35
Is construed as as a call for law enforcement or, or anything like that. And I think that needs to be there. Yeah. So that's just | 00:09:39
my two thoughts on seeing this for the first time in 60 seconds ago. But I, I, I, I do. | 00:09:46
I really really. | 00:09:53
Applaud you for putting this together and I said we're going to have some kinks to work out, but. | 00:09:55
Chris assist. | 00:10:02
Give the the coordinates. If you have like a pothole, does it give the coordinates or you have to put it in like half a mile from | 00:10:03
Peking Rd. on whatever Rd. there was. So if you so a pothole, we really don't want you stopping at the at your street or stop in | 00:10:10
the middle of the road and taking a picture or anything else. So if there's a pothole. | 00:10:16
You go to the map and you can start. | 00:10:24
Clicking the first few numbers of an address where you may be, and then it's going to pull up all the different addresses that are | 00:10:26
around. So let's just say you did 2524, it's going to say 2524. Four Pike, it's going to say 2524. | 00:10:33
Henriott Rd. is going to say 2524. | 00:10:41
So it's gonna, you don't have to put in the whole address. You just put in the first few numbers and then it's gonna give you a | 00:10:45
list of different addresses. And then you just click that address and that will then move the map to exactly to where you are and | 00:10:51
it will put that point in there. You have to put your name, you have to put the, you know. | 00:10:57
E-mail address right and a phone number of reporting and once you do that then you can put whatever the problem is and everything | 00:11:03
else and then once again with a pothole you don't want to take a picture, but if. | 00:11:10
If you have something else like. | 00:11:17
Maybe. | 00:11:20 | |
Planning and zoning issue or a broken bench. You could take a picture of that. | 00:11:22
***** and that's going to show you and of course you may not have an address in a park, but once again, it there's a button on | 00:11:25
there that you it's like a crosshairs. You hit that button and that's going to put a point exactly where you are on that map. | 00:11:33
So it won't need an address, it will put it exactly. The other question I have is when someone goes into like this screen right | 00:11:40
here, does it show only what that person has put in or does it show, you know, let's say there's a potto and you say, well, one or | 00:11:48
someone else to turn that in. This will only show what is specific for that person and citizen that has put that in. So, so staff, | 00:11:55
once they once they get it, staff can make comments either public or private. So. | 00:12:03
You it's like said, you put in a comment that says there's a pothole and you know everything else and then I'll draw it drives by | 00:12:11
the same place and puts in another or goes to put in but sees that there's already a point there. He could open that point up and | 00:12:18
it'll say John Shellenberger noticed that there was a pothole there. Then Al could make a comment as well as his pothole is still | 00:12:25
there two days later. And then Jason can go by two days after that or the next day. | 00:12:32
A Joe Biden pothole has been filled or if we have not closed that out so. | 00:12:39
You can make those comments all public, or you can make them private. | 00:12:44
Once again, we can. | 00:12:49
We want to make sure that people aren't. | 00:12:51
Aren't doing bad things in this app. Aren't putting. | 00:12:54
You know, derogatory comments or anything like that. So we can remove those comments if they are not meaningful or towards the | 00:12:57
actual issue that is that's being discussed or or talked about. | 00:13:03
And I apologize that the maps aren't working. Once again the. | 00:13:11
It's got the got the Internet speed bottled down a little bit for us. So first, first report. | 00:13:14
Please feel free to use these once again, you'll see these posted all throughout the building. If the news contribution is around, | 00:13:24
we'd like to have an interview and actually show them how it works and maybe the newspaper article about it and everything else to | 00:13:30
get the word out to people. Did One final thought, I know we have multiple departments and it'd be nice if they were all on the | 00:13:35
same standard for response times. | 00:13:41
It would, it would be, you know, I don't know how other offices what their response times is. Only thing we can do on our end is | 00:13:49
we've identified a staff person that they've told us is responsible, going to be responsible for responding to these. And so we so | 00:13:56
an e-mail does go out to those people. Actually each office has two people. So if one person happens to be off, the e-mail also | 00:14:03
gets sent to the second person. So there would be two people responsible for replying to these. | 00:14:10
Citizens reporters now if both people are all right, so so I do think some offices. | 00:14:18
Based on their time frame, they respond and some may respond quicker, some maybe not as fast. You know, you got parks that work, | 00:14:26
you know, even in. | 00:14:30
Nighttime so they may be able to respond to some of the issues that get responded or sent in. Is there any way to set it up where | 00:14:35
if? | 00:14:39 | |
Person responsible doesn't respond in a timely fashion that it could be sent to the Director of operations. | 00:14:44
Yes. | 00:14:51 | |
I do think that I am on every e-mail apparently. | 00:14:53
We can make it where the Commissioner's Office, someone there, but also. | 00:14:57
Be received a fee so they can see what is being sent in. We can also make director of operations a person that can also get these | 00:15:01
emails and everything else. | 00:15:06
So it can be sent to numerous people to to make sure that. | 00:15:11
It is being responded to and everything else, and maybe as we're getting launched, that wouldn't be a bad idea. Thanks. Suzanne | 00:15:17
looks eager to volunteer. | 00:15:21
Yeah. All right. Anything you have a question? | 00:15:27
Thank you very much. All right. Next we have Building and Development Director Nick Creeby. Item 2A, Title 6 Implementation Plan | 00:15:30
Update. | 00:15:34 | |
Yes, this is an annual update. | 00:15:44
Required by for. | 00:15:47
Communities that receive federal fines for their projects. I've made very little changes from the 2023 update. I have changed in | 00:15:50
the coordinator from Michelle Port Wilmington myself since it's an in that project. I just put myself on there in in her blue. | 00:16:00
And so we're just looking for an approval of this update. | 00:16:13
Also I think I updated some of the. | 00:16:17
Contact information for the department heads and other officials, but other than that, it's pretty much the same as last year's. | 00:16:20
Motion to approve Title 16. | 00:16:30
Mutation plan update. | 00:16:32
Motion and a second all in favor, aye? | 00:16:36
All right, Next up I have the. | 00:16:39
Old Vincent slide. | 00:16:43
Correction wall design contract. | 00:16:45
We have a contract agreement. | 00:16:49
With Mac Construction, the engineer estimate for that was three million, 46,246. The bid came in at 2 million, 823. | 00:16:52
And so a little under bid. | 00:17:04
Motion to approve Mac for the old Vince and road slide corrections. | 00:17:07
I'll say motion this second. I just want to point out for the record that that's a nice reduction of $223,000 two 56 which. | 00:17:12
Probably record in the time that I've been here. So that's those are always welcome all in favor. | 00:17:20
All right, that passes and item 2C Bridge 27 Rehabilitation Consultant Service Agreement has been a request for that to be tabled. | 00:17:27
So. | 00:17:37 | |
Any concerns with tabling that? | 00:17:39
I'll take a question to the table. | 00:17:41
I'll say all in favor, aye. | 00:17:44
Table Bridge 38 they were Whiskey Rd. Update. | 00:17:48
We have United Consulting here to provide an update there the. | 00:17:53
Engineer that does our bridge inspections. | 00:17:56
Samsung Giorgio's here. | 00:18:00
Good evening, gentlemen. I'm John Santorio with you, a consulting with Bob Stein, I know probably too well and McIntyre, who's our | 00:18:10
engineer and. | 00:18:15
Rich Inspector. | 00:18:21
I'm here to give a summary of our findings from this year on the second phase of the inventory, which was done in April and May of | 00:18:24
2024. | 00:18:30 | |
The bridge inspections are required by the Federal Highway Administration every two years and as long as the county is in | 00:18:39
compliance, which Floyd County is, they are reimbursed by the Federal Highway Administration for 80% of the inspection costs on | 00:18:43
the contract. | 00:18:48
I'm presenting the bridge inventory report based on the second phase like I said and. | 00:18:55
You'll find that each bridge will have its own report in there that contains detailed information regarding our inspection | 00:19:01
findings, and Floyd County currently has a total of 94 bridges that need inspected. | 00:19:07
I've given you each flash drive that contains a digital copy report, as well as an interactive map that allows you to click on a | 00:19:14
bridge and bring up the individual inspection as well as any photos and information about the bridge. | 00:19:20
To help navigate through the port, I've prepared this sheet that gives the location of any reports you might be interested in, | 00:19:27
including a list of maintenance seat for your bridges, a summary, bridges that are load posted, and bridges we've recommended for | 00:19:33
replacement or rehabilitation in the near future. | 00:19:39
On the backside of the sheet you will see a. | 00:19:49
Summary of statistics on how Floyd County compares to statewide averages. | 00:19:53
The average age of the bridges in Floyd County is 46 years old, which is right on par with the Indiana State average. | 00:19:57
Floyd County has 39 bridges that are over 50 years old. Depending on the type of bridge and volume of traffic anticipated, service | 00:20:04
light for bridge is anywhere between 50 and 100 years. | 00:20:10
Floyd County does have higher average daily traffic over there. | 00:20:17
Statistics. | 00:20:22 | |
Which can cause deterioration of the faster rate. | 00:20:24
Many of these older bridges are all built around the same time, and those bridges are anticipated approaching the anticipated end | 00:20:27
of life somewhere in the next 15 years or so. | 00:20:32
We would recommend the county continue prioritizing funding of additional maintenance and repairs in order to get the most life | 00:20:38
out of these older bridges. | 00:20:41
Floyd County does have a higher number of older bridges than India. | 00:20:46
On average, but they have done a good job keeping your bridges in solid condition considering their age. | 00:20:49
They also currently only have two bridges with a load of posting restriction. | 00:20:54
Just 2% of their inventory compared to statewide average. | 00:20:58
8% so this is testament to ongoing maintenance by Horatio and Don doing a good job keeping these older bridges in good shape as | 00:21:01
long as their life. | 00:21:05
The priority schedules and the report shows our estimate of bridges that we recommend replacing or rehabilitating the near future | 00:21:11
along with an estimate of. | 00:21:15
Costs. We work with the ratio to prioritize our bridges by the structural condition, low capacity from OR geometrics. We'd | 00:21:18
recommend especially prioritizing major bridge rehabilitations as the bridge is listed will continue to deteriorate until they can | 00:21:25
no longer be rehabilitated and then require full bridge replacement, which can be at a much higher cost. | 00:21:32
So that is the summary of the inventory from this phase. Are there any questions on just the inventory before I do an update on | 00:21:40
Bridge 30? | 00:21:44 | |
Just a clarification, a bridge is over a span of over 20 foot, is that correct? Correct. | 00:21:48
Everything smaller vehicle. | 00:21:53
OK, nothing else. Quick update on Bridge 38 which is Baylor Westman Rd. | 00:22:00
For Georgetown Creek, the bridge is currently being replaced due to deterioration and at the same time we are designing a road | 00:22:06
realignment for Baylor Whiston Rd. due to the substandard curves and the narrow roadway. | 00:22:12
The projects being done in two phases. The first phase is the replacement of the bridge. As you can see, we'll be replacing the | 00:22:19
bridge with a wider structure, so it won't be a single lane anymore. | 00:22:25
And just replacing as much as needed of the approaches to tie the bridge into the rest of the road. | 00:22:31
The second phase, which we're designing at the same time, just in case construction happens together, will be a realignment of | 00:22:38
Baylor Wiseman Rd. | 00:22:42
So currently what we're planning on doing is cutting into the hill with that red area that you can see there to increase the sight | 00:22:47
distance and improving the curve radii as well as the vertical drop to make the road meet design standards. So that will | 00:22:55
drastically improve the site distance, make for a safer road and tie in a safer bridge we're currently designing. | 00:23:03
Both phases of the project at the same time, in case the funding is available to do both projects at the same time. | 00:23:12
This is an environmentally sensitive area with Georgetown Creek. So the permitting process, which I know this is hard to read but | 00:23:18
can take up to a year as well as the right of way acquisition. So the earliest this probably could be constructed would be early | 00:23:24
2026 with local funding. Now I know we've talked about pursuing federal aid funding. If we do that, we're probably looking at | 00:23:30
20-30, but you would get a match from. | 00:23:36
Defense to help with the construction cost. | 00:23:43
So depending on how funding is available, this could be the LAT earlier with local funding or later with federal aid funds, which | 00:23:46
would save our costs. | 00:23:50
So. | 00:23:54 | |
That's all on that update. I'd like to thank the commissioners for these contracts and the opportunity to work with you and look | 00:23:56
forward to. | 00:23:59 | |
Thank you, John. Thank you. Thanks. | 00:24:04
All right, Director of Operations planning to unlock. | 00:24:11
Wanted to first of all provide you a quick update regarding Nova Park, just to give you an update since the grand opening back in | 00:24:21
July of 2023. | 00:24:27 | |
We've actually got 7. We've got one project, one lot under construction with red wire. We've we've. | 00:24:33
We have put in for seven projects with IEDC in terms of other tenants coming through the site. So we're in active. | 00:24:41
Have seven other active projects potentially coming into the site. Those are competitive projects with other communities, but. | 00:24:52
Since we really haven't had an update in quite a while, I just wanted to update you on those. And those range from life science to | 00:24:59
health to. | 00:25:03 | |
Natural type science and advanced manufacturing. | 00:25:10
Projects that have been filtered through the IADC. | 00:25:13
The other I am just giving an update just on what's going on this month we have. | 00:25:18
With two. | 00:25:24 | |
Building 2 has two weeks of training set aside. | 00:25:26
Terms for a local company who's running that facility out. So we're starting to see more interest in terms of that being used as a | 00:25:30
training facility. On the 23rd, we have the US Patent Workshop. | 00:25:37
We've got about. | 00:25:45
1010 individuals. I just want to go through a workshop training with Small Business and Development Corporation. | 00:25:47
On patents and going through the process of getting patents. | 00:25:53
Tomorrow's our kickoff with IU SE and Small Business Development Corp on the next big pitch, which is our part of a global | 00:25:56
entrepreneurial week, which ends with on November 20th pitch contest for local entrepreneurs. So more information be sent out to | 00:26:03
you on that, but that's something that the redevelopment and open parks sponsor that. So just wanted to give you kind of an update | 00:26:11
on what's going on and as programming starts to ramp up. | 00:26:18
And in terms of also our marketing? | 00:26:25
For the. | 00:26:28 | |
The other item I have just give you. | 00:26:30
Real brief update on North Tacker. | 00:26:34
The Regional Park. | 00:26:39
November 12th We're looking to have a. | 00:26:40
I got some grand opening, so to speak, on phase one, which is the Melvin and Vicki Jensen nature. | 00:26:45
Preserve a trail. | 00:26:50
So information about that be going out this week in terms of that inviting both the public and elected officials to that and have | 00:26:52
a couple of announcements regarding. | 00:26:58
Regional Park as well. | 00:27:04
Right now they're in the process of. | 00:27:07
Brookline Trail being improved and hopefully by the end of the week they'll start the State Road 64 intersection as well. As part | 00:27:09
of that, we also have the 1st Trail trailhead at the top of the hill. We had a, we got quotes for paving and the low quote was all | 00:27:18
terrain and 24,960 and we just asked for action on that. | 00:27:27
Except that motion to approve, I'll second. | 00:27:37
Second, on that approval, all in favor, aye. | 00:27:41
And then something, it's not on the agenda, but just something in terms of from. | 00:27:46
United. | 00:27:50 | |
Presentation. | 00:27:54
At the end of the month, the county will be putting in for different projects for the five year funding plan through TIPTA. | 00:27:56
We were looking at Bridge. Bridge 38 is one of those projects. | 00:28:02
Bridge 51 construction inspections, one of those projects, some improvements on US150 and Schreiber Rd. is one of those projects. | 00:28:08
John Pechtel is one of those projects as well. Those are competitive projects. There's a small pot of money that's divided out | 00:28:15
through Southern Indiana, but just wanted to kind of let you know that. | 00:28:23
Our next iteration of. | 00:28:31
Projects are going to be put in the hopper and then. | 00:28:33
We'll see see how we could do. | 00:28:37
Thank you. | 00:28:41 | |
County Prosecutor Chris Lane. | 00:28:43
Sure, and I have a. | 00:28:47
And the Topping and Steve Bush, sheriff here, we're part and Jason Sharp, of course, are part of the opioid interdiction team. | 00:28:49
There's four of us. | 00:28:53
This came through your ordinance passed a few months ago. | 00:28:58
As you know, there is a national opioid settlement. | 00:29:01
Distributed to separate entities, including Floyd County. | 00:29:04
And was organized into two basic silos. You have the restricted and unrestricted. The restricted is about 2 1/2 times as much as | 00:29:08
the unrestricted. | 00:29:13
And you put that in the hands of J Rack specifically for treatment for drug offenders or those addicted to narcotics and drugs. | 00:29:19
And it's been very successful. It'll be distributed over I believe about 14 years the unrestricted. | 00:29:27
You allow for this opioid interdiction team, which we're a part of. | 00:29:35
Which is trying to stop the flow of the poison into our community. | 00:29:39
So what we did was we went to each law enforcement agency within our community, New Albany. | 00:29:43
Floyd County Sheriff, Greenville, Georgetown and ISP. ISP said they had plenty of what they needed, that they were happy to work | 00:29:48
with this. The others had varying degrees of what they needed. And we've turned that into Commissioner Sharp. I think he's going | 00:29:54
to share that with you, an executive session. We would like to keep that. | 00:30:01
As best we can in a more private because these are law enforcement tools will be used to interdict drug dealers in our community. | 00:30:07
And obviously we don't want them to know the methods they're used to catch them. Obviously it'll meet all privacy concerns and all | 00:30:13
constitutional laws because it'll go before the court at some point. So we'll always honor those rights, but we will get the drug | 00:30:19
dealers that are poisoning our community. | 00:30:25
So we presented you with. | 00:30:31
A list of items that law enforcement has asked for, specifically Greenville, which is in dire need. | 00:30:34
Of help and they do have drug issues at Greenville people don't realize small community. | 00:30:42
But it's not that small. We've made at least one arrest within the last six months of dealing out there. | 00:30:48
And so they're hiring a full time town marshals, I understand and she is if this occurs, she is she will be grossly. | 00:30:54
Outdone by the criminals. And so she has asked for. | 00:31:03
Equipment and we'll provide that to her, which will give Greenville some Peace of Mind. | 00:31:07
The sheriff also needs a lot more equipment for interdictions. | 00:31:12
And he is going to get that through this. | 00:31:17
We will also be provided software that will better help us target. | 00:31:20
Drug dealers who use equipment to hide their deals. | 00:31:25
This will break those. | 00:31:29
And constitutional manner allow us to see who they're dealing to so that we can stop that flow. And I'll tell you this as I am, | 00:31:31
and I'll turn over Sheriff Bush. | 00:31:35
Their main targets are kids. Don't deceive yourselves when you get a person addicted. | 00:31:40
Well, it's not you guys, it's not me, it's our kids. | 00:31:46
Going to stop them before they get to our kids because in economics, if they can get a kid addicted, they have a lifelong | 00:31:50
customer. We want to prevent them from being able to get this poison to our kids. We think this equipment will help that. | 00:31:56
Sure. | 00:32:03 | |
Across Your Lane laid it out pretty nicely, so I'm not going to go into what he's laid out, but. | 00:32:05
Equipment is used. | 00:32:38
And, and how we can manage it with other agencies because we're going to share this. So it's not just us alone. We're going to | 00:32:39
share it and have others work with us on this project as well as we move forward. So we'll get that over Mr. Fox as soon as we | 00:32:43
can. | 00:32:47 | |
Good evening, I. | 00:32:54
I'm the numbers person in this happy little group. I do want to commend the commissioners and J Rack for their foresight with the | 00:32:56
unrestricted funds. | 00:33:01
As the auditor for this county, I'm in communication with every other auditor throughout this state and Floyd County is the only | 00:33:06
county to my knowledge that is utilizing the unrestricted funds in the way that we are utilizing them that has protected them in a | 00:33:13
way that they can help prevent the flood into our community. | 00:33:19
As well as using the restricted funds to help recover the community from this. | 00:33:26
Massive epidemic that exists. | 00:33:31
I would very much like to commend the law enforcement agencies in this area as a Floyd County citizen lifelong. | 00:33:34
I am very thankful that these multiple agencies are willing to work together the way that they have. | 00:33:39
The officers involved in bringing forth the equipment requests put a lot of time and forethought into what they requested. So I | 00:33:46
think that the citizens in this area can absolutely rest easy that. | 00:33:55
They take their jobs very seriously and they take this problem very seriously. And as Prosecutor Lane mentioned, we do have about | 00:34:04
a 14 year long distribution of these funds and obviously that amount shrinks year to year. So with that in mind, with the current | 00:34:12
balance that we have in the fund, the thought process was capital outlay at the beginning and then maintenance thereafter. I know | 00:34:19
that the rest of the board had requested that I present that full amount to the commissioners so that you all are aware of what. | 00:34:27
The original *** is going to be for capital outlay. So the current balance in the unrestricted fund is $668,170.64 and the current | 00:34:35
outlay request from the different departments runs at 3327 thousand $210.94, which is a little bit less than half of what is | 00:34:44
currently in the fund and with what is expected in distribution between the next 12 months and that fund should actually. | 00:34:54
Be recouped. | 00:35:04 | |
So. | 00:35:07 | |
I think as far as why spending it is a good choice. | 00:35:09
And I know that. | 00:35:14
You all take this very seriously so. | 00:35:15
Again, thank you for the forethought. | 00:35:18
Where these funds were concerned, because I'm very proud to be employed candidates and after seeing how some of the unrestricted | 00:35:21
funds are being used elsewhere. | 00:35:24
It is all for equipment in this round. None of this is overtime pay at this point because we are working on building up. | 00:35:34
Basically the stock to be able to be used. | 00:35:41
Chris had mentioned the heart of a individual at Greenville. | 00:35:47
Is this for how long of a term? I want to be clear that's not any way associated with this committee. My understanding is the town | 00:35:51
of Greenville is hired to town Marshall for full time. | 00:35:56
These funds will have nothing to do with that. It's just equipment, equipment hire. So it will really, it'll still be in your | 00:36:01
names, which is my understanding, but you're allowing. | 00:36:06
But no, no one's being hired. No money is going for salaries, no money for overtime. This is only equipment, law enforcement | 00:36:14
equipment specifically. It'll be owned by the commissioners. OK. Thanks, Chris. Thank you. | 00:36:20
All right. Any further questions? | 00:36:28
You're looking for. | 00:36:31
Approval that outlay at this moment in time I I don't mind either way we would ask to be approved at some point because we want to | 00:36:33
get those distributed so that we can start purchasing those petitioners. Sharp has all the information he can share and if you | 00:36:39
feel you need to release it we'd only ask that be redacted and approved by Sheriff Bush so that. | 00:36:45
Don't mind the amounts out there, just don't want people to know exactly what it's for. And again, that's law enforcement, but we | 00:36:52
have no problem with the amounts being out there. Does that make sense? We just ask they be general in terms. I want to clarify | 00:36:57
one thing. | 00:37:01 | |
Of what Chris said, everything will flow through the Sheriff's Office. | 00:37:05
So I just want to clarify that, yeah. | 00:37:09
What's that expected to be under the prosecutor? We'd ask that be the software. Everything else, yeah. | 00:37:12
So I think, I think on our side, we were just waiting for the MOU yes, but but I. | 00:37:18
Whatever you all feel is the appropriate manner if you all want to. | 00:37:25
And we could pass percentage of the MOU outside of the meeting perhaps? | 00:37:29
If you wanna make a motion that we would approve outside signing by. | 00:37:34
I can't make the motion, Yeah. | 00:37:40
Well, that's fine though. | 00:37:43
Motion that we approve and allow. | 00:37:45
Me, is that OK to do that or you do the outside signing or? | 00:37:49
Matters not to me, whatever single. | 00:37:54
Whoever you choose. | 00:37:56
It'd be a lot of details in that. | 00:38:00
So pertaining to the vote for the money as that get moving forward, we're going to do them on you. You can make that a condition | 00:38:03
of the vote. | 00:38:06 | |
Yeah, yeah. | 00:38:10 | |
OK. If if we're going to ask you to sign it and let me make the motion, I move that we allow a signage outside of the formal | 00:38:13
commissioners meeting. | 00:38:17
Of the documentation, once we have it in hand and can actually review that so that they can expedite that. | 00:38:22
I'll second. | 00:38:29 | |
All in favor, aye aye. | 00:38:31
Thank you all for doing that, not only for having the foresight to recommend to us that we have the option to put that money to | 00:38:33
use in this capacity, but also being proactive in, I mean, I'll be honest with you, I didn't expect to see things put into motion | 00:38:39
as quickly. And so I'm really happy to see this on the agenda tonight. And. | 00:38:46
I know, I know, Diana, you kind of have to be here. Steve's here, but I know all of you have busy, busy schedules and it's been a | 00:38:52
very, very busy week. And so to have the prosecutor speaking with this directly means a lot to me into the community. So thank | 00:38:57
you. | 00:39:02 | |
All right. Any further discussion comment on that? | 00:39:08
Thank you. | 00:39:12 | |
Next up we have County Attorney Rick Fox, Item 5A, Floyd County Ordinance 202426 establishing the non reverting fund for Floyd | 00:39:13
County Office Building Maintenance Fund number 4102. | 00:39:19
And that was established for auditing purposes and. | 00:39:26
Specifically the. | 00:39:32
I foresee the the rent money that we are going to glean from the purchase of the Chase building going into that fund. | 00:39:35
There also will be additional sources that can go into that fund, but it's to pay for maintenance of the building. | 00:39:45
For. | 00:39:53 | |
For the county offices that are going to be there as well as the tenants that we have. | 00:39:56
Yeah. So the push behind this was to retain that and have a specific fund. | 00:40:01
Specifically for that so. | 00:40:07
Any comments? | 00:40:10
Just for clarification. | 00:40:12
This is in case there were some additional questions. The reason the specific fund was established was because to mix potential | 00:40:13
outside revenue sources with the CCD non reverting fund would have made. | 00:40:20
Not necessarily the cleanest auditing. | 00:40:29
And as well as allowing it to be specific for maintenance because it can continue to use in the future for that building as well. | 00:40:32
So. | 00:40:36 | |
After clarification, was asked as to whether or not the funding source was going to be the CCD revenue. | 00:40:40
Or something else? And then the determination was made that if I needed to be established right. | 00:40:45
Yeah, when it comes to auditing, I know it could be a little bit busy to have so many funds. | 00:40:51
Much cleaner. | 00:40:56
It is, and we've spent the last two years cleaning up a lot of our funds, so we don't have nearly as many unused or. | 00:40:58
Umm, sitting funds as we used to so. | 00:41:05
Any questions or discussion? | 00:41:09
Motion to approve, with unanimous consent, Floyd County Ordinance 2024. | 00:41:12
Dash 26 establishing a non reverting fund for Floyd County office building. Making this fund. | 00:41:17
Fund #4102, I'll second. | 00:41:23
All in favor, aye? | 00:41:26
All right, Item 5B Review direction services for 2025. | 00:41:29
Yes, this is an annual thing that we do with Purdue. | 00:41:33
And in this particular agreement. | 00:41:37
We will be paying Perdue $132,680 for our county extension services in four program areas, the Agricultural, Natural Resources, | 00:41:41
Health and Human Sciences, Community development and 4H youth development. | 00:41:50
These services include access to services from county educators, campus specialists at Purdue University, and other Extension | 00:42:00
staff. | 00:42:04 | |
In addition, there's additional benefits that we have by entering into the contract because the state also enters into a contract | 00:42:09
with Purdue and Purdue will provide additional services on behalf of the state and that's. | 00:42:18
County gets the benefit of some of those services. The county also has the option if they want to pay additional money for | 00:42:28
additional services as part of the contract. | 00:42:34
Is that a flat fee for 2024? Is there 25? | 00:42:43
No, I said. Was there an increase over 2024? | 00:42:47
Yeah, I don't remember the. | 00:42:52
The 2024 number. | 00:42:54
OK. | 00:42:56 | |
Any other questions? Discussion. | 00:42:58
And I said this has been. | 00:43:01
By the County Council for funding. | 00:43:03
I don't know what. | 00:43:07
If the County Council has vetted anything with regards to, they got to pay for it. | 00:43:08
OK. Thank you. | 00:43:18
I'll make a motion that we approve. | 00:43:21
Purdue contracts or services for 2025 in the amount of. | 00:43:23
$132,680. | 00:43:29 | |
I'll second. | 00:43:32 | |
Was it 132682 or 68680 flat? | 00:43:34
680. | 00:43:38 | |
That's correct, one 32680. | 00:43:42
Motion to second. All in favor, aye. | 00:43:46
All right, Item 6 and EMS task force recommendation. | 00:43:49
Yeah. So as we discussed the last meeting last month, the EMS task force met and we heard presentations on both the standalone EMS | 00:43:55
system and a fire based EMS system. After a vote of four to one, the the the recommendation was for a standalone county emergency | 00:44:03
medical service. | 00:44:10
There was several things about that that was advantageous to the board. | 00:44:19
First of all, it's scalable, which means they can either increase as demand increases and also as if any other jurisdictions | 00:44:24
wanted to get on board such as the city of New Albany. It also allows us to oversee the budget and the personnel and monitor the | 00:44:32
clinical care response time so on so forth and ensure we're providing top of the line equipment to the people of Floyd County. And | 00:44:39
then in the end one of the things that they really. | 00:44:47
About the standalone system is that, you know, if there's going to be a funding mechanism established to provide for that, that we | 00:44:54
would essentially bill your insurance and what would be left. | 00:45:00
Over would be written off, so. | 00:45:06
That's one of the. | 00:45:09
Several things I hear about when. | 00:45:10
We talk about community, talking about EMS. One is response times, other standard or level of care, I guess you should say. And | 00:45:13
the other is, is how much of their bill is leftover after insurance pays. And, you know, for somebody who's actually worked in | 00:45:19
this job, I can tell you that. And you know, when people are worried about receiving a bill, I. | 00:45:26
Worried about if they can afford it, whether or not this is going to put them in some sort of financial spiral. They're more | 00:45:34
hesitant to call and ask for assistance. And our goal is is to alleviate that. If you need help, we want to provide it. | 00:45:40
Yeah, I think this was on as a placeholder is more of a discussion. I don't think at any time there was an intent to have a formal | 00:45:50
vote on this tonight. I fielded two or three phone calls and an e-mail. | 00:45:54
With concerns that there was going to be a formal vote on this and at no time. | 00:46:00
Was it the intention of this board to have a formal vote on this tonight? So no, I mean, there's an ongoing discussion that's | 00:46:05
probably going to take place over the next several months. | 00:46:09
As we continue to get data, I have questions about the legality of writing off billing and and we've got information coming in on | 00:46:15
that. | 00:46:19 | |
I I want to see the finances on all three options, so I mean to reiterate. | 00:46:24
Let me back off a little bit, Let John get a chance when you said all three options, when you buy all three options. | 00:46:29
Well, I think there are three options that are that are just out there practically that other counties use. Some people go do all | 00:46:34
fire based EMS, some people do accounting provided service, some people outsource and privatize it. And currently we're utilizing | 00:46:41
two of those three operations. So I'm just talking to a broad philosophical sense that those seem to be the three count or I guess | 00:46:48
there's a fourth option that we've always said we're not going to do, which is not provide anything because legally we're not. | 00:46:54
Actually, the fourth option would be a hospital based. | 00:47:01
That's that's not, we're not going to. | 00:47:05
But you know, to me. | 00:47:08
When you look at it, the two options are countrywide and fire base and you need to you need to put the cost for both of them out | 00:47:09
there. | 00:47:14 | |
You can see which one is most cost effective. It's going to give you the most benefit, you know, on that. But just to look at one | 00:47:18
and say these are the costs that that you know, that won't work, you know. | 00:47:24
We need to know, taxpayers need to know, County Council needs to know what's what's going to cost, you know? | 00:47:31
And you know the the. | 00:47:37
The thing that I have an issue with is that. | 00:47:39
You know, we're already and I need some clarification, Jason. | 00:47:43
We're already Highlanders, already fire based. You know, we're halfway there. You know, they've got, they've got the ambulances, | 00:47:46
they've got, they've got the staff. Maybe they need more staff. | 00:47:51
But we're looking at, you know, we're happily there for a fire base. So I guess question I have is that in the paper said | 00:47:57
something about Highlander would still be doing what they're doing. | 00:48:03
In regard to cost and everything, I believe the Fitch study was done in what 2019-2020 that clearly outlined with the startup cost | 00:48:40
and everything would look like. So you know, this isn't anything new for council members, it's not anything new for the | 00:48:45
commissioners. That information has been readily available. Yeah, but again you look at it. So I just want to make sure that that | 00:48:50
high letter would would remain a fire based Ms. and then so we actually have a hybrid, we're going to have a fire base as well as | 00:48:56
a county. | 00:49:01 | |
That was in my proposal. I mean, it doesn't mean that there wouldn't be some tweaks made later on, but that was in my initial | 00:49:07
proposal. The slides were made public. | 00:49:11
The. | 00:49:16 | |
The presentation was made public and I believe the presentation is online for all to see at the county website. | 00:49:18
OK. And then I look at it that, you know, you provided us with a list of capital costs and that was for like 6 ambulances, but | 00:49:24
that's, you know, we've already highlighted already has their ambulances. So that cost should not be that much in well, that's | 00:49:30
that's for the service that they provide for their jurisdiction. Now when people talk about ambulances and procurement of | 00:49:35
ambulances, I think it's important to remember that a lot of these different companies are anywhere from six months to almost two | 00:49:41
years out when you order an ambulance. | 00:49:47
That are outside of your normal everyday coverage such as Harvest homecoming, such as football games, such as basketball games, | 00:50:23
other types of community events. So it's important to have a one to one ratio when you start talking about ambulances. But you | 00:50:29
know, I'm just trying to understand what you've given us and had six ambulances. So that would be strictly for these. We would | 00:50:35
have 6 ambulances for a county and then whatever we have for Highlander, then three ambulances, 24 hours and a paramedic response | 00:50:41
car for the county and then. | 00:50:47
Highlander would be providing. | 00:50:53
Their own ambulances, their own capital projects. But I think there's a lot of things that need to be talked about in regard to | 00:50:55
that, You know, especially when you start talking about interoperability with equipment, we start talking about it. | 00:51:01
You know, billing, stuff like that, we start talking about protocols, you know, level of care. I agree. I think all that needs to | 00:51:08
be sorted out before there's anything kind of hammered out. But that was my initial plan. And just like any other initial plan, | 00:51:14
there's always tweaks and and things made to it. But like I said, that was clearly made to the public and our last task force | 00:51:20
meeting. I agree, yeah. | 00:51:26
So anyway, there's going to be a very, very robust discussion on this as far as what it's going to look like. | 00:51:33
And you know how it's going to get paid for and, and the number of ambulances and coverage and all that. So I look forward to it. | 00:51:39
Any further comments discussion on that? | 00:51:50
Item 7 has been removed or from tonight, the normally Township Fire Protection Board appointment. We did have a resignation and | 00:51:54
we're going to be posting. | 00:51:58
Position on that. | 00:52:03
With requirements and specifications for that and. | 00:52:05
Look to name a new member hopefully by the end of the year. | 00:52:09
At the Albany Township Fire Protection Board. | 00:52:14
Board and committee reports. | 00:52:18
Jason Oh, man's yeah, pretty simple. So October 1st, 4th, I was honored to be the guest speaker of the Kiwanis of a historic New | 00:52:22
Albany. We discussed a multitude of issues facing Floyd County and it was a great conversation I think overall. And then on | 00:52:28
October 7th, me and several other candidates was able to go out to Ralph Industries, take a tour of their facility out there. It's | 00:52:34
pretty amazing with what they do, you know, and. | 00:52:40
You know what, they were out. Everybody was asked the battery of questions, but it was great to see the facility and hear about | 00:52:47
everything that they do. | 00:52:50
That's all I got. | 00:52:54
Yeah, I've got a few. On the October 3rd, I attended our J Rat meeting. The following week attended the Indiana County | 00:52:56
Commissioners via Zoom. | 00:53:01
That afternoon, you and I, we attended the Envoy meeting and today had the redevelopment meeting. | 00:53:06
At 10:00. | 00:53:13 | |
So all right, October 2nd attended the reception for Josh Kornberg's farewell. | 00:53:15
Of the Caesars Foundation executive director in three, leading with Aaron Combs of the Building Authority to go over some of | 00:53:23
their. | 00:53:27 | |
Reorganization and their. | 00:53:31
Administrative. | 00:53:35
Offices right now 10/8 and a separate. | 00:53:38
Conference call with Envoy regarding some structural analysis, it's ongoing and also some architecture analysis for both the Chase | 00:53:43
Clinic and the Court Project 1010, the Envoy conference that was more of a joint. | 00:53:48
Session 1011 the hardest on county business luncheon 10:15. Today we had a 4:00 with Strand and a 5:00 with United. | 00:53:55
That brings us up to date. | 00:54:03
Look for approval of the Commissioner Meeting minutes for October 1, 2024. SO moved second. | 00:54:07
All in favor, aye and approval of payroll and claims. | 00:54:13
I heard all was in order. | 00:54:19
Motion approved. | 00:54:20
Second, all right, all in favor, aye, I'll take any comment from the elected government officials at this point. | 00:54:23
All good, All right, public comment. | 00:54:33
All right, Yeah. | 00:54:37
Mr. Moore. | 00:54:39 | |
Thank you, gentlemen, and good evening, Joseph Moore, Georgetown Township. | 00:54:47
Where it's going to say John and they had to see it looks like you're recovering from the surgery was pretty good moving around. | 00:54:51
The EMS. | 00:54:58 | |
Whatever way you guys decide to go, I'm hoping. | 00:55:00
One of the things from this coordination is to reduce the overlap. | 00:55:04
I mean, I've seen experience for a call for transportation. You've got more than one unit showing up, you know, might even be a | 00:55:08
fire department auxiliary vehicle. So that's kind of a waste #2 The straightening out of the Baylor Wiseman Rd. I agree with that. | 00:55:16
I need to hear from a crowded metropolitan area. And we learned by joy, I mean by force. Stay in your lane. I moved out here and | 00:55:23
it seems like every other pickup truck. | 00:55:30
Is playing slot cars. They they straddle the double line in the middle and the curves. | 00:55:38
We tell you when you drive in the sedan or a motorcycle, that gets real hairy. | 00:55:43
I was wondering if maybe on these curves one of the things you might suggest is a simple sign advising to stay in the lane for the | 00:55:47
curb. Sometimes all takes as a reminder to avoid these close encounters. And the last thing the only thing I plan to speak about | 00:55:52
tonight was. | 00:55:58 | |
I don't know if it was deliberate or inadvertent to have only one early voting polling place available for the first couple weeks | 00:56:05
of early voting. But I'm going to tell you a few of us had to go online, that there were short people, that the lines are moving | 00:56:12
quick because there's a lot of scuttlebutt about maybe not voting or hoping they can do it on Election Day because either the 4H | 00:56:20
fairgrounds is too far for the people out in the county. | 00:56:27
Or the community clubs not open till the 21st. So I don't know why a lot of people wondering why and I know Nova Park has a a | 00:56:35
renter for this period but a lot of people were asking why we're down to just one 1 1/2 early voting places. | 00:56:43
So I don't know. I will commend whoever set it up. There are those 16 machines and a whole bunch of staff. So when I went today, | 00:56:51
it was not even a 5 minute wait. Like I said, it kind of kind of alarmed people and only have one place available. | 00:56:58
And I always thought that the commissioners are. | 00:57:07
Overall responsible for that, so that's why I'm bringing it to your attention. | 00:57:09
Thank you. Thank you. That that is the first concern I've heard expressed with you about that. | 00:57:14
So we'll keep it on. What about only having one? | 00:57:18
Yeah, the community neighborhood webpage sites on next door and I did. | 00:57:22
Facebook Community Pages. | 00:57:29
There's different discussions on that. Fortunately a whole lot of people came on. Leaving myself today. It's not as bad as you | 00:57:31
think. It's not really a way. | 00:57:34
OK. Thank you. | 00:57:39
Mr. Mann. | 00:57:41 | |
Anyway, we talked. I bet Al you you don't let him forget. | 00:57:50
There is a private option for EMS. | 00:57:54
And I heard Jason and John talk like it's not even there with all this competition about one far based or stand alone that makes | 00:57:58
the private ones more competitive. | 00:58:04
That's called capitalism. | 00:58:11
And don't forget. | 00:58:13
They go, they could come in and under Bill. | 00:58:15
And you know that, and that's what I'm sort of looking for. | 00:58:18
I guess I always said before, we never had any problem with Georgetown, with new captain. | 00:58:21
And Georgetown Fire Department, we had the best service we could get, better than anybody. | 00:58:25
And just don't forget about the private because that options out there, they could come in and underbid everybody. | 00:58:30
They wanted to deal. If I could ask you. | 00:58:36
You say that you've got the as far as response from from Georgetown, That's right. But if, but if, if they needed to transfer. | 00:58:39
They couldn't transfer, they had to wait for, for, for the contractor to get there. I mean, I agree, you know, and, and it, and | 00:58:49
it's the same way with New Albany, the same way with with the other ones. You know, if, if a call came in, the fire department's | 00:58:54
responded OK, but there if, if someone had to be transported, they couldn't transport, they had to wait until an ambulance got | 00:58:59
there. | 00:59:05 | |
They you got to wait for how much anyway, the fire department was there right right now didn't and it's coming. That's why ours | 00:59:11
was so good and I've seen it many, many times after and I've told you all I've seen it many, many times. The problem is Greenville | 00:59:17
and Lafayette. It's not it wasn't Georgetown. That's why Georgetown don't want to get it on your thing. Why is it the problem with | 00:59:23
the Greenville and George who's the far cheaper? | 00:59:28
All right. Thank you. Thank you. | 00:59:38
Any other public comment tonight? | 00:59:41
If not, I'll take closing comments. Oh, sorry, certainty. | 00:59:44
Bill Kinzer I live here in New Albany and. | 00:59:50
I apologize that I'm so much in the dark about this because I don't, I don't live on my phone to see all the information that's | 00:59:54
supposed to be put out there. So I've just got a lot of lot of questions and I've talked to a few people and they couldn't give me | 01:00:01
answers to them. So that's the reason I, I came here tonight, so. | 01:00:07
This ambulance service you want to set up, has there been a set cost to that? | 01:00:14
Put out yet? | 01:00:21 | |
What it's going to cost to get it up and running? | 01:00:23
Sir, just a kind of. | 01:00:27
House rules and it's public comment rather than the question and answer. I'm sure that. | 01:00:29
All right, all right. I saw on television something and I didn't have the sound up for. | 01:00:36
To fund this. | 01:00:43 | |
It was on one side of the screen, it said $500. Over here on the other side of the screen it said 100,000. What did that mean? | 01:00:45
Because I've asked people and I've got two different versions of what they said that amounted to. So that was out there. Can | 01:00:52
somebody even tell me what that means? | 01:00:58
I don't. I'm not sure what television program you're what that is. What that is, I believe is they're looking at that. | 01:01:06
LIT safety tax. | 01:01:13
And so it I think it's point 5.5%. So someone making $100,000 will be paying $500 on that for that LIT. I believe that's what | 01:01:16
you're referring to. | 01:01:22
So does that make? | 01:01:28
Makes sense. OK, so a person making $100,000 the income income. Yes, it's it's not. | 01:01:31
When they file their income tax, you know what they would be doing is they make $100,000. | 01:01:38
Is they would be paying a .5 LIT local income tax. That's the rate that I think that they're entertaining, that they entertain | 01:01:44
last week. So if that passes. | 01:01:49
Someone making $100,000 would be paying $500 in local income tax because of that. | 01:01:54
Diane, am I correct in that? | 01:02:01
Yeah, yeah, but you were there. | 01:02:03
Yeah, and your picture. | 01:02:07
And a person making 50,000, then we're going to be two. | 01:02:10
Yes. | 01:02:14 | |
I'm just happy to answer any questions you may have after the meeting. My name is Diane is walking on the county auditor. So I | 01:02:17
hope to go to all of these meetings and provide a lot of the information that that gets discussed. | 01:02:22
And that's actually the County Council that will be making that decision exactly. | 01:02:28
Commissioner, and do you have, can you tell me anything? | 01:02:32
When when is all this going to be decided? Tomorrow night? Tomorrow night? Tomorrow night at. | 01:02:37
5. | 01:02:42 | |
Yeah, that is incorrect. It is here. So it's set over a microphone. OK. | 01:03:13
All right, if there's no other public comment, we'll take closing comments from commissioners we went with. | 01:03:19
Reports from you first. OK, just to kind of piggyback, you know, we are, we started early voting at the fairgrounds and at some | 01:03:25
point in time. | 01:03:29
I thought it was this week. I may be mistaken, but the Floyd Knobs community will be having open early voting there on Weber Lane. | 01:03:34
Next week. OK, Thank you. Thank you. | 01:03:43
And so we are providing a ample opportunity for voters to vote. | 01:03:46
Early and on Election Day we have 8 polls locations. You know former Speaker of the House Tip O'Neill once said that politics is | 01:03:49
local. | 01:03:54 | |
And that is so true. | 01:04:01
You know there are a lot of issues facing Floyd County tonight we talked about one fire based EMS as opposed to county wide EMS. | 01:04:02
Gentleman brought up about the about the LIT OK. | 01:04:08
And the four candidate voters, they need to be informed. | 01:04:15
News and Tribune published our voters guide asking some very good questions of candidates and the voters need to read that voter | 01:04:18
guide. OK, some very good questions and, and you need a you need to get a copy and read that. | 01:04:25
You know the voter, Floyd County voters, they need to do their due diligence and peel back the onion and see where these | 01:04:32
candidates stand and if it fits into their vision for Floyd County. And don't rely just on name recognition. Find out where the | 01:04:38
candidate stands on handling service, local taxes, economic development. | 01:04:44
This year's local election is too important and there are several issues that will affect the safety enabling service in our | 01:04:50
county. So on on Election Day, get out and vote or if you can try to vote before that. Thank you. | 01:04:57
29 separate or is actually regular issue? | 01:05:06
It it it came with one of the issues. Yeah, I'm not for sure when yes. | 01:05:10
Jason, I don't have anything tonight. Thank you. | 01:05:16
I I'll just close by acknowledging the fact that we had a horrific event happen. | 01:05:19
Past Saturday at our Harvest Homecoming festival. | 01:05:24
Albany, Florida County and. | 01:05:27
I'm very sad that that happened. | 01:05:31
To an individual from one of our neighboring counties that visited here and the two were wounded. | 01:05:34
You know, I personally. | 01:05:41
For their recovery. | 01:05:43
I've talked to people in the city and you know, the full resources of Floyd County are ready to help. | 01:05:45
When and as we can. | 01:05:51
And. | 01:05:53 | |
Stand with them then. | 01:05:54
Their efforts to bring. | 01:05:55
Piece back to the community and. | 01:05:58
And uh. | 01:06:00 | |
Justice to the individual or individuals who perpetrate the ACT. | 01:06:01
Then I'll look for a motion to adjourn. | 01:06:06
I'll take it. All right. Thank you all. | 01:06:09 |
