public hearing on the lease was then published and the statute requires that before taking final action to approve the lease, the 00:01:49
Board of Commissioners hold a public hearing on that lease. 00:01:56
And as you know from the preliminary approvals at the meeting earlier this month, this lease is to finance the acquisition, 00:02:04
construction and renovation of a building. 00:02:10
Purchased a building and renovated to serve as the county's public offices for certain departments. 00:02:18

It is not necessary to be involved in such an indirect and. 00:06:43

At a fire sale rate, because we had budget deficits, there was a possibility DRGF action and it was election year. 00:09:26
The contract had not even been drafted yet and they were voting to approve it. They didn't know any of the major provisions about 00:09:34
it. They didn't even know what the value of the hospital was until I asked about this Rep. So he is right about due diligence. 00:09:40
It's you really have to read everything you're considering or ask the questions. I know some of you do, but by and large for the 00:09:46
history, my history here has been the exception. 00:09:52

This is the first step and maybe a two-part plan for the. 00:10:02
Possibility of reconstruction wherever new city, county building. 00:10:08
If my memory of all these last two years of meetings is our. 00:10:12
It's correct. I would ask because at the one meeting whether it was presentations. 00:10:16
Bowling boards and everything. The one consultant when asked about the referendum. 00:10:23
You're putting on a referendum that said that he was suggesting creative financing. 00:10:30
Creative financing to get a major project under the trigger amount for referendum. It's corruption, it's not creative. It's taken 00:10:36
the power of the people away, the voice of the people away. And I'm asking that I know this project is not in the referendum law, 00:10:44
but I'm asking if there's another phase of this that requires over 18 million or whatever the trigger man is. 00:10:53
I'm asking for honesty and transparency and that that matter be put up a referendum, not for creative finance. 00:11:02

At a previous joint meeting, I think a strong majority of those present council and commissioners were in favor of new 00:11:17

there's a referendum that's going to need to be happening, then it shall happen. 00:11:29
And you know, we'll run up the flagpole, we'll see what happens. 00:11:36
So I'm of a mind that the building is going to have to be replaced one way or the other. 00:11:41

My wife were here. She would tell you very loudly and clearly that I am not infallible. We have. 00:12:33

public hearing on the lease was then published and the statute requires that before taking final action to approve the lease, the 00:01:49
Board of Commissioners hold a public hearing on that lease. 00:01:56
And as you know from the preliminary approvals at the meeting earlier this month, this lease is to finance the acquisition, 00:02:04
construction and renovation of a building. 00:02:10
Purchased a building and renovated to serve as the county's public offices for certain departments. 00:02:18

Actually need to be reviewed. I think the worst example was when they sold the hospital a joint board up here. I had looked the 00:09:11

At a fire sale rate, because we had budget deficits, there was a possibility DRGF action and it was election year. 00:09:26
The contract had not even been drafted yet and they were voting to approve it. They didn't know any of the major provisions about 00:09:34
it. They didn't even know what the value of the hospital was until I asked about this Rep. So he is right about due diligence. 00:09:40
It's you really have to read everything you're considering or ask the questions. I know some of you do, but by and large for the 00:09:46
history, my history here has been the exception. 00:09:52
The other thing I want to speak on was. 00:10:00
This is the first step and maybe a two-part plan for the. 00:10:02
Possibility of reconstruction wherever new city, county building. 00:10:08
If my memory of all these last two years of meetings is our. 00:10:12
It's correct. I would ask because at the one meeting whether it was presentations. 00:10:16
Bowling boards and everything. The one consultant when asked about the referendum. 00:10:23
You're putting on a referendum that said that he was suggesting creative financing. 00:10:30
Creative financing to get a major project under the trigger amount for referendum. It's corruption, it's not creative. It's taken 00:10:36
the power of the people away, the voice of the people away. And I'm asking that I know this project is not in the referendum law, 00:10:44
but I'm asking if there's another phase of this that requires over 18 million or whatever the trigger man is. 00:10:53
I'm asking for honesty and transparency and that that matter be put up a referendum, not for creative finance. 00:11:02

At a previous joint meeting, I think a strong majority of those present council and commissioners were in favor of new 00:11:17
construction for a judicial center. And I believe many of us, and I believe I was on the record of that, as well as saying if 00:11:23
there's a referendum that's going to need to be happening, then it shall happen. 00:11:29
And you know, we'll run up the flagpole, we'll see what happens. 00:11:36
So I'm of a mind that the building is going to have to be replaced one way or the other. 00:11:41

Part of that with regards to. 00:11:50
Review and due diligence. 00:11:55

My wife were here. She would tell you very loudly and clearly that I am not infallible. We have. 00:12:33
