United States of America, and to the Republic, for which stands one nation under God, indivisible, with liberty and justice for 00:00:08
all. 00:00:12
All right, been a very, very busy week with lots of emotions, so if you all, please join me in a moment of silence for individual 00:00:19
prayer, meditation, reflection as we prepare for tonight's meeting. 00:00:25
Thank you very much. You might notice we have a very brief agenda tonight. We do have one item 1B that has been tabled on the 2024 00:00:49
local spring paving change order. 00:00:55
It's because Horatio, your ETA is not with us tonight. 00:01:02
In fact, item 1A on bid opening for the slip lining is going to be under Nick's. 00:01:08
Responsibility or auspices will come on up and. 00:01:16
Guide us through please. 00:01:20
Yes, I really don't have much additional information other than we have the, I believe two bids. If anyone is here with additional 00:01:24
bids, we can bring those forward now. 00:01:29
All right. I see no one else. Thank you. 00:01:36
The first one is RL Bucks and. 00:01:39
Excavating. 00:01:43
That's a nice format because what are you looking for? 00:01:53
So again, this was RL bucks and $298,900. 00:01:57
And the 2nd and final bid is temple and temple. 00:02:07
It's on the front as well. Wonderful temple and temple, $242,825 even. 00:02:16
All right, no further bids. I'll. 00:02:24
Seek a motion to take those under advisement. 00:02:27
Second Jason and the second John. All in favor, aye. 00:02:31
Thank you. 00:02:37
All right. The next item we have is we are preparing the Community Crossings matching grant application. 00:02:40
For paving. 00:02:48
That will be due at the end of the month. We have a local financial commitment letter for approval. The total project cost we are 00:02:50
looking at for this round is. 00:02:55
1,000,200 and $11715.29 of which we are required a 50% match of 600 and five $858. 00:03:03
We have 6 segments. 00:03:18
Or six roads, multiple segments under each Rd. Pain, Kohler, Arbor Ridge Lane to the lift station. St. Joseph from the city limits 00:03:21
to Grant Line Road or consensus city limits to Quarry Rd. Quarry Rd. from Cordon Pike to East Rock Road. 00:03:30
Doug Knobler Rd. which is actually Saint Joe's Road, but it's in the inventory of inducts inventory, it's known as Doug Knob. 00:03:41
That's great line to the county limit. 00:03:46
And then Speaker Knobler from Overlook Trace to the intersection with South Carolina Drive. 00:03:52
Just out of curiosity, do you have like total mileage on this? 00:03:59
I have a fee. Well, yeah, 5.6 miles. 00:04:05
OK, so Nick, this is being submitted to. 00:04:11
Takes me to Indianapolis. Is that right? Yes, this will be submitted to INDOT. 00:04:16
By the end of this, which is when they're due, we probably won't hear about award announcement for a few months. 00:04:22
These projects be done this year or be done next year. They'll probably be started next year, next year. That's the schedule. 00:04:30
That's what I was thinking. 00:04:34
Before you had to have like a previous. 00:04:42
Grant done, completed before you could before you could apply for another one. Is that still? 00:04:46
That it's not the immediate previous you have a couple rounds to closeout. We we are eligible. We have met with our requirements. 00:04:53
So you need to you need approval then for for Al to sign the Community Crossing Grant 2024 submit a letter. Is that correct? Make 00:05:00
a motion to do that. 00:05:07
I'll second, but I have one additional question. How are these roads selected? 00:05:15
So we have a PACER inventory. Pacer is a scoring metric that was developed in Michigan on how we rate the condition of roads. 00:05:18
Our engineering department and every two years updates those ratings. It's a one to 10 rating. These are the lowest rated major 00:05:31
collectors. So we want to get the major collectors taken care of before we move into. 00:05:39
The local roads and and we'll we'll start these are for milling and resurfacing. We will start using more funds towards ongoing 00:05:48
maintenance, chip sealing, fog sealing to kind of extend the life of roads more instead of only replacing surface. Thank you. 00:05:55
Yeah. 00:06:01
Yeah, I know that. 00:06:10
You you've already kind of had a grasp of that is the public education on that the. 00:06:12
The frustrating thing is sometimes people can be on the list for a long time, but. 00:06:17
Other roads can deteriorate faster, be pushed ahead of themselves. 00:06:23
Of anyway, it's good to know that that's redone every two years and. 00:06:27
But I'll have to say an automotive been on the waiting list for a long time. 00:06:35
So I'll be very happy when we can get that underway and get those paved and get on to the folks a little bit lower down on the 00:06:38
list. 00:06:42
Thank you on that I have a motion and 2nd all in favor. Aye aye. 00:06:47
And then the last item I have for tonight is a agreement between the county and Kipta for our. 00:06:53
Paoli Pike planning study, pedestrian and bike amenities plan. 00:07:03
This was a matching grant that they offered 7525% matching. The contract has been reviewed by legal. They will be provided. Kipta 00:07:10
will be providing 75,000 and county 25,000 for that study. 00:07:18
Motion to approve the Kip the contract Paoli Pike amenity study I'll 2nd. 00:07:29
All in favor, aye? 00:07:35
I know there's nothing else on the your agenda is a project on Paoli Pipe. 00:07:38
Going according to plan as far as anybody knows. 00:07:44
Right now though, as far as as far as I know, yes. 00:07:46
It was mailed. Yeah, I know. Is it all mailed now? 00:07:52
I know they closed it today, OK. 00:08:00
I know. 00:08:03
Yeah. 00:08:07
That's a good point. Yeah, sure was or will be. Thank you. 00:08:09
All right. We really don't have anything else on tonight's agenda. 00:08:14
So we can move on to board and committee reporters. 00:08:19
We'll get public comment here after that. 00:08:24
I can go if you want. July 3rd the Floyd County EMS Task Force had its second meeting. We discussed several different models that 00:08:29
included what it would look like for the initial launch and what our long term goals would be, which with each one of the 00:08:36
different systems. So it's very good productive meeting again. So it is a public meeting if anybody would like to come and observe 00:08:43
and they also live stream that as well on the the county site. 00:08:50
On July 8th, I attended the Floyd County Planning Commission, so rhinos were discussed, including pocket subdivision and 00:08:58
