And Don, welcome to tonight's meeting. If you'll please stand and join us in the Pledge of Allegiance. | 00:00:05
I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, | 00:00:13
indivisible, with liberty and justice for all. | 00:00:18
All right. | 00:00:27 | |
And if you'll please join me in a moment of silence just for individual prayer, meditation, reflection, as we get ready for the | 00:00:29
meeting tonight. | 00:00:32
All right. Thank you. And if you do have your cell phone, can you please silence the ringer and. | 00:00:59
Feel free to use the hallway if you need to get into a conversation. We have no additions tonight. We have nothing that I know of | 00:01:06
to be tabled this evening. | 00:01:10
So with that, we'll get down to new business. County Engineer Horatio, you reach yet? | 00:01:16
Front row, Horatio, good afternoon. | 00:01:24
Ratio County Engineer. | 00:01:29
Under item A you have the. | 00:01:32
Designated low limit for reach 31. | 00:01:36
Base it on the low. | 00:01:40
Low rating for the bridge. | 00:01:42
United Recommend. | 00:01:45
To have a maximum of 29. | 00:01:47
Tons. | 00:01:52 | |
And there's some kind of restriction and you have the. | 00:01:55
In front of you the the ordinance. | 00:01:59
INDOT has made so much many changes respecting to low rating on bridges. | 00:02:08
Since there is a. | 00:02:14
Wide variety of all kind of vehicles, access to spacing and loadings and. | 00:02:16
They check many others I think like the 12. | 00:02:24
And seems like the military vehicle is the one that can create more stress on the existing bridge and that's why they recommend | 00:02:29
that to 29 tonnes Max. | 00:02:36
Let me ask, let me ask two questions if I could #1. | 00:02:49
Is the weight limit on these bridges, are they posted anywhere? So it's going to be signed No, no, I'm talking about it as far as | 00:02:56
you know, like on maps or whatever you get someone that's out of town, they're delivering and it's. | 00:03:02
Are the bridge weights the weight limits on the bridge? Are they posting where so they can so they can tell that or what? OK | 00:03:09
traditionally all the bridges have been designed by 2020 ton which is the highway. | 00:03:16
Wait for all the braces, but since there are too many vehicles right now and this went off for 29 is more for military vehicle | 00:03:24
like tanks and some other things that are really heavy and way too much in a smaller space. The other question I guess Rick is for | 00:03:30
you. I know we had an issue with the. | 00:03:36
I think the animal shelter where we oppose fines and then had to be. | 00:03:44
Advertised in the newspaper. Do we have to advertise this as well or is it? | 00:03:50
Defines yes. | 00:03:55 | |
So we have to advertise this newspaper as well in order for it to be valid, OK. | 00:03:57
It seems like that's going to be a tough one to enforce anyway, unless it's the. | 00:04:03
State motor vehicle carrier enforcement that has portable scales. | 00:04:09
And what did the posting? | 00:04:17
Regulations, I mean, they're going to have to be posted publicly for. | 00:04:20
Advertised. Yes, they're advertised. I think it is 2 consecutive weeks. | 00:04:25
OK. So we'll take care of that passes as soon as we can. Any word on? | 00:04:34
Enforcement from Sheriff Bush, Do you have any comments on enforcement this ordinance? | 00:04:40
OK, OK. | 00:04:45 | |
So there'll be signage on the bridge itself and. | 00:04:50
Enforcement will happen. | 00:04:54
As it can and will be advertised in accordance with state statutes. Yeah, but I don't know. To me there is a contradiction itself. | 00:04:57
It is a military vehicle only. Any other vehicle like a semi or fire truck. | 00:05:08
They all continues in the bridge. | 00:05:15
But if the situation comes down, we're going to have a tank or some other. | 00:05:18
Heavy vehicle right over the bridge, then that's the one that's going to create a problem. | 00:05:24
Other than that, the rest of the. | 00:05:29
Traffic can continue, but it is required that indoor to give a sign for. | 00:05:32
If the situation arise and then had to. | 00:05:39
Someone had to use the bridge with the ordinance, right? I'll make a motion since this is ordinance. | 00:05:42
With you with unanimous consent to approve Ordinance NCL2024-15, an ordinance designating low limits on Bridge 51, which is on | 00:05:49
North Luther Rd. | 00:05:54
I'll second, but I believe it's Bruce 31. | 00:06:01
Bridge 31, not 51. | 00:06:05
I'm sorry, that's what I'm saying. 51, thank you. 31, thank you. | 00:06:08
I have a motion. | 00:06:13
Pertaining to Bridge 31 on Luther Rd. | 00:06:16
Thank you. | 00:06:23 | |
Under item B you have the Professional Service agreement for Bridge 38 that need to be replaced. | 00:06:25
One due to. | 00:06:35 | |
Approve it. | 00:06:38 | |
I revised that and he kind of contemplated all what is needed. | 00:06:39
OK. And this was the item that the table that our last meeting, right, Yes, yes, that is keeping. | 00:06:51
Track Baylor Wiseman Road off Stable 64. | 00:06:57
Yeah. So we had the full contract review for the full two weeks. I, I have no further questions or discussion. | 00:07:01
Motion to approve the professional service agreement for Bridge 38 with United Consulting. | 00:07:08
Motion and 2nd All in favor. Aye aye aye. | 00:07:16
And under item C. | 00:07:21
Of the Community crossing matching. | 00:07:26
We have paid 3 rows already. Those are W Guess wine, Jackson Spring which is 2 road inside the subdivision, Cicada Road and | 00:07:30
Marana. They're completed paid. | 00:07:36
And also Chapel Creek. | 00:07:43
Is being paid and I've been in touch with the lady to. | 00:07:46
That request. | 00:07:50
Street signs on the road that is going to be we already call. | 00:07:53
The company that's going to do the locate for any. | 00:08:00
Ground utility or any other thing that would not interfere with installation of the speed sign. | 00:08:04
On the run. | 00:08:12 | |
Those are the three rows that we pay. | 00:08:13
Phillip Smith Rd. which is local funds 2024 is being paid and completed and then. | 00:08:16
Scottsdale Rd. Which is the other row within the same. | 00:08:25
Paving project is being paved, about 30% of it. | 00:08:29
The noticeable seat is being given to. | 00:08:36
Arthur Wood and Buffalo Trail. | 00:08:39
That they planning to start working on that one on. | 00:08:43
The second week of July. | 00:08:50
That probably will take about 3 days at the most. | 00:08:52
For a. | 00:08:56 | |
Surface milling and then. | 00:08:58
Installed a new paving on it and then we're going to continue working with the community. Crossing with Mac to pay. | 00:09:01
And strike. | 00:09:11 | |
And when they finish, then they're going to move and finish up Donnell Hill Rd. and all Georgetown Rd. | 00:09:15
That will close the Community Crossing 2023 paving project. | 00:09:23
That's pretty much what we have. And then on painting. | 00:09:29
Tomorrow they're going to be painting. | 00:09:35
Philip Smith Rd. County Line Rd. Bugaboo Rd. | 00:09:38
Chapel Lane and Black Houston Blvd. | 00:09:43
And by Thursday, they supposed. | 00:09:47
Paint the Scottsville Rd. if they finish right. | 00:09:51
They and they. Otherwise they're going to pay only a section that is not on the. | 00:09:55
Work right now and then they plan to work also on Starlight Rd. | 00:10:03
And they want to. | 00:10:09
In this weeks ahead we want to pay speaker, not roll Saint Mary Row Brush College. | 00:10:11
To the road from 1:50 to Alvin Sands Road. | 00:10:19
Borden Roll and Arthur Kothen Rowe, Schuler Rowe, both row, will also be. | 00:10:25
Painted initiating the month of July. | 00:10:31
That's pretty much what we have. | 00:10:35
And Copper Creek Subdivision civic in Sunset Dr. are also subdivision. But we don't we don't paint. | 00:10:38
Subdivisions, right? We only pay county roads. | 00:10:49
Any further detail on the signage at Chapel Creek? | 00:10:55
We have contact locate at. | 00:11:00
I think this week, I haven't checked double check that, but they were going to investigate the location. We already determine the | 00:11:04
location for a speed sign to be installed, but before driving any post into the ground, we need to make sure that we're not going | 00:11:12
to be cutting any underground utility. Then after that we install it and put the speed side on it. OK. | 00:11:20
Any comment on that? | 00:11:29
Sure. I know that you looked into that as well, so I appreciate it. | 00:11:30
OK. Thank you. | 00:11:44
Anything else? That's what I have all right. | 00:11:47
Thank you. Thank you. All right. Director of Operations and Planning, Don Lob. | 00:11:51
Good evening. | 00:12:04
Good evening. The first item I have is a resolution amending its 24/20/24 O six meeting 2024 O2 for the purpose of authorizing | 00:12:06
certain amounts for the red wire project. The reason for the amendment is to increase the maximum total to 6.35 million. It was at | 00:12:13
6,000,000. | 00:12:21 | |
The term sheet came in at 6.16 million, which was over the 6,000,000 mark, so that's due to. | 00:12:30
Primarily to the interest rates increasing and the capitalized interest that's required for the project, so. | 00:12:38
That's the amendment for you. The Redevelopment Commission passed have public hearing passed its resolution amending what they | 00:12:47
passed in. | 00:12:51 | |
Last week as well. | 00:12:57
Motion to approve Floyd County. | 00:13:01
Resolution 20/24/06. | 00:13:03
For the purpose of increasing the authorized amount of certain bonds for red water. | 00:13:07
I'll second motion a second. Any other questions or discussion we did redevelopment mention anything else other than the inflation | 00:13:12
as a cause behind? | 00:13:16
It's the inflation and the capitalized interest required to be held on the project. | 00:13:22
All right. All in favor, aye. | 00:13:28
Second, I'm just giving you an update regarding Oak Vinson's road. That project is was to start July or June one. It was pushed | 00:13:33
back to June 17th. Harrison County REMC has finished their relocation of the utilities, but AT&T Charter and Mainstream still are | 00:13:40
in various processes of moving their lines and burying their lines. | 00:13:48
We have, we've been communicated and I have Bill Hawkins here with Strand if you have any specific questions. But we've been | 00:13:58
communicating that we're looking at an additional six weeks before we can close the road and get started. That was two weeks ago. | 00:14:05
So we're looking at definitely at least probably 4 weeks, but. | 00:14:12
Possibly up to six in terms of getting the utilities relocated. | 00:14:20
I will say that the utilities were given notice to proceed in October 23 and so there's. | 00:14:26
But that's when they were given notice that they could start the process of relocation. | 00:14:35
So as a courtesy, whenever we do get ready to launch that project, we need to re notify neighbors in a similar manner. | 00:14:40
We have a draft letter that we can get to you tomorrow that just basically gives them an update and has them go back to the | 00:14:53
website. | 00:14:56 | |
Ronnie will be taking down the traffic signs because he'll need those for Paley Pike and then we'll put those back up prior to the | 00:15:01
closing of the room, OK? | 00:15:05
So that's just an update with no action. | 00:15:13
For that state Road 62 traffic light that is operational and complete. | 00:15:16
And so we'll do the final walkthrough of that project and punch list probably next week or so, so that that is a completed | 00:15:23
project. And then in front of you, you should have. | 00:15:28
A request from Greenville Water for. | 00:15:35
Two, they were in partnership with Ramsey Water to do when the ARP funds came out for emergency, emergency connection to Ramsey | 00:15:39
and Greenville. That project got stalled from land acquisition. So each of those have asked for amendments to the to their | 00:15:45
contracts. | 00:15:51 | |
Greenville has asked for. | 00:15:59
25,000 to go to I think vowel relief about. | 00:16:02
Amendment to their valve replacement and then 35,000 of that 65 is going to go to additional meters. That was an existing grant | 00:16:07
and I believe you have those and. | 00:16:13
We do. | 00:16:23 | |
Any questions or discussion on that? They both have Greenville at moment, is that correct? Yeah, these are both for Greenville. | 00:16:28
Ramsey has already came through. | 00:16:32
And did their project. It was a combined project of 120,000. So it was 60 from Ramsey and 64 Greenville. | 00:16:37
Any questions? | 00:16:51
For a motion to. | 00:16:53
Approve. | 00:16:57 | |
And again, this is to. | 00:16:58
Just brief. This is to to it. | 00:17:01
For what exactly? | 00:17:03
I'm sorry, this is for what exactly? Again, I'm sorry. I was looking at they had initial grants for a valve, valve replacement | 00:17:06
system. So they're taking, I remember my numbers right, they're taking 25,000 for additional valve replacement project and then | 00:17:13
the remaining 35 is going into the meter project. OK, that's what I was thinking. | 00:17:19
OK, motion to approve. | 00:17:31
The ARC funding for Greenville project numbers. | 00:17:36
Is 2021 Dash W TR-013? | 00:17:42
And 2021 Dash WTR, Dash 020. | 00:17:47
A. | 00:17:51 | |
One second. | 00:17:55 | |
Motion and a second. All in favor. Aye aye. | 00:17:56
That is it. All right. Thank you. | 00:18:02
Building and Development director Nick Creeby. | 00:18:05
So the first item we have is. | 00:18:16
An ordinance. | 00:18:19
This is. | 00:18:21 | |
A few ordinance update to the zoning ordinance. | 00:18:23
We had a public hearing on June 10th. The Planning Commission provided a unanimous recommendation for the update. | 00:18:28
There were no comments received from the public on this item. | 00:18:38
The justification was that we had not updated these fees since 2006. | 00:18:47
We looked at the inflation rate, we looked at 12 other communities and what their fees were to make sure we were not. | 00:18:54
Going too far out of line with any of our neighbors. | 00:19:03
And so I'm looking for. | 00:19:10
The approval of this order, the only thing that I would ask that you possibly be considered down the road on this would be a. | 00:19:12
An inflationary adjustment on this so that it doesn't have to go back before aboard or we don't lose track of it again. | 00:19:20
You know, another 1819 years, you know, rolling average. | 00:19:27
It could go down that way too, you know. | 00:19:33
Which government isn't always the best about lowering these rates? But if we locked it into a five year rolling inflationary rate | 00:19:36
then it would hopefully go down at some point as well. | 00:19:41
But as written, I'm OK with this. My question is just as before, do these new rates have to be advertised? Yes, I think we | 00:19:47
probably have that in there. | 00:19:52
OK. | 00:19:58 | |
Fee schedule once for two, six weeks. | 00:20:00
All right, good. | 00:20:07
OK, I'll make a motion with unanimous consent to approve Floyd County Ordinance 2024, Dash 13, Revised Zoning Ordinance Amendments | 00:20:09
21. | 00:20:15 | |
I'll 2nd. | 00:20:21 | |
Motion is second all in favor, aye. | 00:20:23
And then the next item I have is a. | 00:20:30
A Plat approval Plat 1561. | 00:20:33
This is a minors 4 lot plat off of Spicer Knob. This is in the City of New Albany's planning jurisdiction. They have approved | 00:20:36
this. | 00:20:42 | |
This has been reviewed by County Engineering County Stormwater and they had no issue with the with the project. | 00:20:49
Motion to approve. I'll 2nd. | 00:20:56
OK. The motion and a second all in favor? | 00:20:59
Aye. | 00:21:02 | |
Update on impact fee. | 00:21:28
Yeah, yeah, February. | 00:21:30
Yeah. | 00:21:37 | |
While we have Mr. Creevy at the podium with. | 00:21:40
We have an update on our impact fee committee. Yes, we actually had. | 00:21:43
Our second meeting of the advisory committee yesterday with full attendance. | 00:21:49
We discussed. | 00:21:56
Narrowing down the types of infrastructure that would be appropriate for an impact fee employee county. | 00:21:58
They they wanted to focus primarily on roads, possibly Parks and Recreation in the future, but in the immediate they wanted to | 00:22:06
focus on. | 00:22:12 | |
Roads. | 00:22:19 | |
They are now going to look at kind of the appropriate impact zones whether that be county wide or more specific at their next | 00:22:22
meeting to discuss that and hopefully we'll have some recommendations on. | 00:22:29
Appropriate zones and and we can move on to. | 00:22:37
Preparing an RFP for a consultant firm to put together a zone improvement plan. | 00:22:42
For that. | 00:22:47 | |
And. | 00:22:49 | |
Just double checking that I guess there'd been some concerns in the makeup of the committee meets Allstate. | 00:22:51
Yeah, that that recipe is not ours. That recipe is not ours and but we have met the requirement. | 00:23:02
Alright. Well, any other questions for me? Good. Well, thank you. | 00:23:09
All right County Prosecutor Chris Lane. | 00:23:15
Judge Siller, Sheriff. | 00:23:20
Steve Bush. | 00:23:22 | |
There are two funds, 12:37 and 12:38. | 00:23:25
That have been ordered by the commissioners. In 2021-2022 there were two major lawsuits settled, one for 26 billion and one for | 00:23:29
13.8 and these were both connected to the opioid crisis. As most of you know, over the years there's been allegations that the | 00:23:35
pharmaceutical companies suppress knowledge of the addictive quality of certain opioids which cause normal people on these pills | 00:23:41
become addicted. | 00:23:48
So in a settlement of that. | 00:23:55
Approximately 50 billion was distributed to states all over the US and Floyd County being a county municipality benefited from | 00:23:56
that. We have two separate funds that you created, 12371238, which will distribute over the next 15 years, six and a half million | 00:24:04
dollars. One will be in an abatement funnel which is for treatment that's about 2/3. One is in another funnel to be used more | 00:24:11
generously in opioid and that's why we're here tonight. | 00:24:18
I'll let Judge Siller go first and then. | 00:24:26
Sheriff Bush and I'll go next. She'll be dealing with the 12:30 second seven restricted funds. But before I get started. | 00:24:29
The impact to our communities. | 00:24:39
Cannot be judged by 6 1/2 billion dollars or six and a half million dollars. | 00:24:42
In this room. | 00:24:47 | |
I would dare say that everyone has a family or friend who has dealt with addiction. I can say I have multiple family and friends. | 00:24:48
And I bet if I ask this whole room, including the commissioners and the attorney here, I bet everyone of us will raise our hand, | 00:24:54
everyone else. | 00:24:59
So this won't solve the problem, but we're going to make a start. | 00:25:05
Probably one of the biggest things any county's done. Indiana, my knowledge, the most determined, visionary effort of this council | 00:25:08
and commissioners to put this in safe funds for the next 15 years to be used to combat drugs through treatment and interdiction. | 00:25:17
I'm just really impressed by the vision. | 00:25:26
And Attorney Fox has developed these ordinances in conjunction with us and the commissioners. But I'm so impressed by this vision, | 00:25:29
and I hope we can do it to stop future addiction and help those who are in the throes of addiction. So I'll turn it over to Judge | 00:25:34
Stiller. Thank you. | 00:25:39
Thank you, Chris. | 00:25:46
Yes, I'm Judge Kerry Stiller, Floyd's Peer Court One. I'm here today as the chair of our Floyd County J Rack and that stands for | 00:25:48
the Justice Reinvestment Advisory Council. I know you all are very familiar with it for, but just for those who may be here in the | 00:25:56
meeting or watching the meeting that are not. This is a statutory group created by our legislature or governor and it is actually | 00:26:05
we have about 38 members on our J Rack, the large majority of whom are. | 00:26:14
Stakeholders in our community, such as you know, John Schellenberger is a on the committee as a representative from the | 00:26:23
commissioners. We have two council persons, all of the judges, the sheriff, the chief deputy. | 00:26:31
Prosecutor. | 00:26:41 | |
Public defender on and on and on. There's 38 people I won't belabor, um. | 00:26:43
You with all of their names, but we do have Floyd County website. But I will take you back to last year February 2023. And if you | 00:26:48
will recall this was at the beginning of when the funds had been started coming in with the first deposit I think last year from | 00:26:56
the settlement and the commissioners made the decision to. | 00:27:04
Utilize J Rack as a mechanism for. | 00:27:14
Making recommendations to the commissioners as to how these funds ought to be spent in order to really fight the opioid epidemic | 00:27:18
and. | 00:27:24 | |
The. | 00:27:31 | |
The lawsuit and sort of the strings attached to that from the state do have certain requirements and reporting. There are certain | 00:27:32
expectations for how this money is to be spent and we call it Exhibit E, but there is a very lengthy multi page list of acceptable | 00:27:40
opioid repeat remediation uses is the language of that exhibit. And so that's sort of the directive of Jreck and what we've been | 00:27:48
following and so last year. | 00:27:57
The Commissioners voted that first allotment of money which included both restricted and unrestricted funds of about $846,000 was | 00:28:05
assigned to J Rex sort of make recommendations and several of them you had already approved. And we have been working on marching | 00:28:13
down that road and I would say more recently just as an update as well. And also this was a directive and request specifically at | 00:28:21
the commissioners to open up to our local community for the opportunity for agencies. | 00:28:29
Organizations within our community to apply for access to the funds. So sort of like a grant, although not a grant, it would just | 00:28:38
be to apply for funding. So we have created an application approved by the commissioners and Mr. Fox and that application went out | 00:28:45
to the public and is open and we're accepting applications on that through August. But bringing us to today, there were a couple | 00:28:52
issues. First, there was the issue of an additional this vision. | 00:28:59
That Chris Lane was talking about that the commissioners have for additional interdiction uses for the money of the unrestricted | 00:29:07
funds, some of which were included in that assignment from the first fund, the first funds that came in. And the other thing was | 00:29:14
that that that this money is going to continue to come in and wanting to have a plan with what to do with that. And so with that | 00:29:22
we worked with Mr. Fox in drafting a proposed ordinance and that ordinance is before you and that's. | 00:29:30
Entitled Fund 1237 because that's the name member of the fund opioid restricted funds. And essentially what it would do is it | 00:29:38
would name the Floyd County J Rack as the Advisory Board for the expenditure of these funds. And ultimately though it would be at | 00:29:47
the commissioners approval. And so that is the first fund and then I'll leave it to the others to explain. | 00:29:55
Shop brief and then share Bush and talk. | 00:30:06
The only correction I like to make on B as I notice Rick is. | 00:30:08
It does not say Fund 12:38 and that might be an important thing for us to do just to delineate it. I just say that for the | 00:30:13
commissioners, I think that got left off in some edits that originally was fun to 12:37 and then as you'll see there on B | 00:30:19
24/20/18, it references that I believe. | 00:30:24
But it's 1238, might be good just for identification purposes, but I'll leave it to the commissioners. Yeah, we have it in our | 00:30:30
orders. Thank you. That was my concern. | 00:30:36
Interdiction ordinance 2/3 goes to treatment, 1/3 to interdiction. It's not. | 00:30:42
The people in this room. | 00:30:49
Who's the most most vulnerable to addiction? | 00:30:54
Teenagers, Teenagers. | 00:30:58
And that's through the drug dealers target teenagers and once they get them, they got an endless supply. | 00:31:01
They got an endless economic source because that person has to have it. | 00:31:07
We intend to catch the drug dealers and I intend to throw them in jail as long as I can so they don't poison our community because | 00:31:13
we want treatment for those addicted. But those who are selling and addicting others and our kids, we want to stop them to the | 00:31:17
fullest in the law. | 00:31:22
And make sure they don't want to come back here. Nothing makes me happier when I hear a drug leader say I shouldn't have come to | 00:32:01
Floyd County. Because you know what? They shouldn't. They should stay where they are. | 00:32:06
But they shouldn't come here because Sheriff Bush and I intend to throw him in jail. | 00:32:12
That's what we intend to do and that's what we believe this will help. And the prosecutor after me and the sheriff after. | 00:32:16
Share Bush. They'll be able to do it too, hopefully. Because this gives us 15 years, 15 years of health. I just can't thank you | 00:32:22
enough for the vision, your show. I can't. I mean, it's amazing. | 00:32:27
Chair Bush. | 00:32:33 | |
Thank you for your help and thank you for the partnership and collaboration and we'll get some things accomplished with this money | 00:33:39
and the settlement. So before you, like they said, you have the two different ordinances in place that we'd like for you to vote | 00:33:44
on unanimously and move this forward. And so we'll get started. Thank you. | 00:33:49
All right, questions and discussion. | 00:33:55
I do have a question and maybe technically. | 00:34:04
I don't include that spot with the the federal settlement from the. | 00:34:06
Were those close? Ended I mean. | 00:34:12
The umm. | 00:34:15 | |
The epidemic of drug addiction continues, you know. | 00:34:17
We've already seen other pandemics come and go, but this one stays and stays and stays. So is there a chance that. | 00:34:21
As the damage continues to be accrued that this could be revisited. | 00:34:28
Federal level to see. | 00:34:33
To the federal and state settlement. | 00:34:37
And run the language of it, but generally these negotiated settlements, so for the actors for that time period. | 00:34:39
Mr. Fox probably speak to that too. That's probably close as that there'd have to be new instances found or other bad actors. I | 00:34:46
think that they would have to identify for more settlement. My understanding is Johnson and Johnson. I think Lilies and some | 00:34:52
others, this was their way of settling that kind of dispute with the 26 billion, the 13.8 with CVS, Walgreens and some others | 00:34:58
retailers more so that was just settled. That complaint doesn't mean that if new things arise, I didn't think that it stops you | 00:35:04
from moving forward. | 00:35:10
But my my belief is that that settles those claims. Do you have any knowledge of that? It doesn't and. | 00:35:17
That means the funds are closed in. In terms of what we get, I think there's still. | 00:35:24
Some other bad actors out there that they're going after and in terms of trying to get additional funding, but we'll see. But | 00:35:31
we've also been in contact with attorney's office as well and thanking them for their work on that as well, especially Attorney | 00:35:37
General Todd Rakita. So we spoke to their office as well as we approach through this process. And also the monies will continue. | 00:35:44
So if we don't spend it all, this is not a time frame I'm aware that we have to spend the money so. | 00:35:50
I would only just add it's just a reminder, we did get $180,000 to fund our jail transition coordinator in the Sheriff's Office | 00:36:01
from the state fund. So those are separate and above. That's where this started a year ago and we applied for that grant. So, you | 00:36:07
know, who knows, there may be other grant opportunities and we are always looking out and pursuing those as part of what we do on | 00:36:12
J Rack as well. Thank you. | 00:36:18
Comments. Questions. | 00:36:28
I just want to say it's been an absolute pleasure working with Judge Stiller and Prosecutor Lane and Sheriff Bush to get this | 00:36:31
done. I think I think they're right. There's there's no easy way to solve this. You have to kind of hit this from multiple | 00:36:37
different angles. But I appreciate each one of your else dedication to seeing this happen, So thank you. | 00:36:43
I just want to say when I read the ordinances, there was. | 00:36:52
One change that I brought up and Rick made those changes for me. I feel comfortable about that. I do see Rick on the. | 00:36:55
#17. | 00:37:05 | |
That we had talked about on 2C. | 00:37:08
We had talked about the Board of Ministers may have may approve and we talked about shall approved. | 00:37:13
Yeah, I changed those and so. | 00:37:19
OK. | 00:37:25 | |
OK, Yeah. | 00:37:26 | |
But again, I mean, I think it's it's good. I've talked to talked to Chris and talked to Judge several times on this. I think it's | 00:37:28
just it's. | 00:37:33 | |
It's good for Floyd County so well, it's a good process and a good makeup. We have a board that overseas it. | 00:37:38
On a daily basis or when things arise, but also you'll have the ultimate say as Commissioner, since the money comes into you also. | 00:37:44
Well, I personally like the commitment that this shows opioid addiction has been around longer than probably the written word. I | 00:37:53
mean, it's kind of trailed humanity all along this particular. | 00:37:59
Particular first wave came from misinformation from pharmaceutical companies who basically sold this as a less addictive substance | 00:38:04
and by the time the truth came out you had a generation of people that were hooked and now it continues. So I like the allocation | 00:38:11
on this with 2/3 towards. | 00:38:18
Helping people dig themselves out of the hole and. | 00:38:26
1/3. | 00:38:30 | |
Used maybe for us to dig people a deeper hole. Push this on. | 00:38:31
Our children. | 00:38:36
I just hope somewhere along the way that. | 00:38:38
Self responsibility is not, not lost. I mean, at this point in time, you know, there was a time when cigarettes, nobody knew that | 00:38:41
they were bad for you. And then they started putting the labels on the, on the, the packaging. I mean, the labels are on this | 00:38:46
packaging. Everyone knows that they shouldn't do this from the beginning. | 00:38:51
Continue to hammer that word. | 00:38:57
As much as we can, but I can't thank you all enough for setting this kind of in stone for at least I know that some other | 00:38:59
communities are using the unrestricted money in an unrestricted fashion. We, we, you know, it didn't take you all to much to | 00:39:07
convince us that this was the right way to go. So I like the interdiction piece of this very, very much. | 00:39:14
For let's, let's separate these out and, and maybe have one of you put one of these up and, and one of the other. Yeah, I'll be | 00:39:23
happy to go. First, I'd like to make a motion to approve Floyd County Ordinance 2024-17, an ordinance to designate the use of Fund | 00:39:29
1237 and opioid restricted funds with unanimous consent. | 00:39:34
I'll second motion is second all in favor, Aye, if we could with one correction on that on that last sheet. | 00:39:40
You got it covered. Thank you. | 00:39:50
I have a motion in a second. All in favor, aye? | 00:39:54
I'll make a motion with unanimous consent. Floyd County Ordinance 2024, Dash 18 Interdiction ordinance and ordinance that | 00:39:59
designate funding to a county drug task force. | 00:40:05
That's my motion and I'll second motion is second all in favor, aye. | 00:40:13
All right. Thank you. Thank you all for being here for your dedication to this. | 00:40:18
Thank you. | 00:40:23 | |
Sure. | 00:40:26 | |
And I just want to say on behalf of Floyd County J Rack, we take a responsibility very seriously. And the way I see this, we have | 00:40:28
one payout, one opportunity over many years to make a difference and make an impact. And what you guys have done today, you've | 00:40:34
protected that money and allowed us to really work on that. And we hope to to live up to the expectation for this county. Thank | 00:40:39
you. Thanks, Judge. Thanks, Joseph. Thank you. | 00:40:45
All right, Mr. Smith. | 00:40:51
Mr. Glenn Smith. | 00:40:54
Are you sure it's time for renewal? It seems like you. | 00:41:00
Last year, yeah, OK. | 00:41:03
How you doing, Glenn? You've got an extra. | 00:41:09
Copy of that because that's that's one that's going to be signed, OK. | 00:41:12
Trees. | 00:41:21 | |
This is the property and casualty insurance renewal. | 00:41:26
Like every year I've given you the the renewal numbers and last year's and then. | 00:41:32
I'll mention. | 00:41:40
Changes for those. First of all, thank you for the time and all but. | 00:41:42
If we just kind of start on page one looking at the top. | 00:41:48
The building values building and personal property values for all the various. | 00:41:51
County Properties. | 00:41:58
Has increased for inflation by 7%. Last year was a total of 85,294,000 and this year's 91 million, 861 roughly $6 million | 00:42:01
increase. | 00:42:09 | |
Many years we have much, much smaller increases and this is still a little bit of a, it's purely inflation and so forth, but we | 00:42:18
are seeing building values. | 00:42:23
Going up at that kind of rate so. | 00:42:29
And we do get occasional. On some of the major buildings we do get occasional. | 00:42:34
Appraisals done and so forth and like the city county building for instance, but. | 00:42:39
We just got some some pretty big structures and and the rate there has gone up just like it did last year. Property is in distress | 00:42:44
in the United States period, mainly because of storm activity and just general inflation. So. | 00:42:52
There's probably 10% rate on property and then 7% of exposure increase. The values have gone up. | 00:43:01
I'll I'll kind of just run on through them I. | 00:43:12
By the way, we did go to five other carriers I have, I am presenting travelers again, they're fine company and large company can | 00:43:16
handle this type of risk. I. | 00:43:21
Companies are leaving the municipal markets pretty. | 00:43:27
Readily we we went to five other markets and none of them would agree to quote it including Bliss McKnight does every year called | 00:43:32
us asking to quote in the last few years they've declined to quote some of that due to that really doesn't apply the property. I'm | 00:43:38
kind of jumping ahead here but I. | 00:43:44
Where our. | 00:43:51 | |
Biggest pain probably is in our professional liability areas, which is the public officials, Eno employment practices and the law | 00:43:54
enforcement and private law enforcement. Again, I think we've got a a very good jail and I think we do a good job. But it's as | 00:44:00
I've said before, kind of the nature of the beast that in those professional lines, our loss ratio, which is a measure the | 00:44:06
insurance companies use. | 00:44:12
How much may they spend out versus what they bring in on that that coverage? And we're at 104 percent loss ratio over three years, | 00:44:19
so. | 00:44:23 | |
They're losing 4% every year and. | 00:44:28
On those lines. Now that's not all the lines, obviously they would not renew this, but. | 00:44:32
So just kind of wanted to point that out. | 00:44:38
I have talked to Sheriff Bush. | 00:44:41
I do think we have a great Jeff Lowe handles most of our. | 00:44:44
Policy and procedures and does a great job for us. I did mention to him a couple other consultants that I've learned about Lexapo | 00:44:49
and Nigel, I think is how you say it, but two companies that do jail consulting and and kind of the best practices type thing and | 00:44:56
he's going to look into them and nobody's making. In fact, it wasn't even travelers who brought up with one of the other insurance | 00:45:04
companies and said if if we were using one of those companies, they might be more inclined to, to quote us. | 00:45:11
So we are trying to take some steps and Travelers and Eastern Alliance on the workers comp side do regularly come in and do lost | 00:45:20
control services and you know talk to the different departments and try to, you know, enhance our safety and reduce our | 00:45:25
liabilities so. | 00:45:30
Anyway, really no big changes on the upper portion here as far as the the coverages and all. One good thing is last year we did | 00:45:37
have they did not agree to put on 3rd party sexual harassment because they wanted to see some training done which Michelle was | 00:45:45
able to argue. All were able to get that done And they did add it back on last year and it is included in in this year's quote | 00:45:52
again because that that. | 00:45:59
Training had been accomplished. | 00:46:08
On the auto, it's again basically the same, but it's there are three additional items. Not a big change from last year. | 00:46:11
We did give some some deductible options at the bottom. | 00:46:19
I was really hoping for bigger discounts and this when I say deductible options, that's for the property. | 00:46:25
Right now we're to $5000 deductible. | 00:46:31
$10,000 deductible would reduce it by 33125 thousand reduced would reduce it by $8900. | 00:46:33
I don't have a strong feel that I was hoping to see a lot bigger numbers there as far as savings, you don't really this. | 00:46:44
The county does not have a property claim problem. | 00:46:53
Our problems there just in general in the industry and in storms and and everything. The county has not had a problem with | 00:46:58
property claims I. | 00:47:02
So from that regard if you went and with the size. | 00:47:08
With the values we have. | 00:47:14
I have a lot of accounts with these kind of values that would be having a 2550 thousand dollar deductible. | 00:47:16
From that regard. | 00:47:22
You could say the 900 by going to the $2500 deductible. There's been many years you haven't even had a property claim. | 00:47:24
The problem is, if it's a year that the firm said it could get expensive. | 00:47:31
Yes, yeah, that's where it would. | 00:47:37
Yeah, it's not an annual, it's per occurrence. | 00:47:39
It's not per building though. | 00:47:42
So that's a big distinction. If it came through one tornado, got multiple buildings, it's one occurrence to do. | 00:47:44
Kind of jumping on down the cyber lab building. | 00:47:54
It's identical to last year and I wanted to give a little bit of a kudos to Gary Berman, really worked well with us and the the | 00:47:58
company's. | 00:48:02 | |
To they came in higher price and then he was able to give us some uh. | 00:48:08
Some background that some of you Remember Me talking about MFA Multi factor authentication has been utilized by the county now and | 00:48:14
he was able to. | 00:48:19
Completes a form to convince them that we were doing the things we need to do to be safe and and again I'm very pleased to see | 00:48:26
that hold the line price wise because. | 00:48:30
Generally, cyber has kind of eased up. | 00:48:36
But it seems like everything I read is. | 00:48:38
Governmental entities are a big target. | 00:48:43
Really like to get into governmental entities, so. | 00:48:45
The fact that held the land price wise, I thought I was very happy with that. | 00:48:50
The next item is just a little accident policy that. | 00:48:56
The court appointed community service people who. | 00:49:01
Assigned to do community service by the court. | 00:49:06
If they happen to get hurt like. | 00:49:10
Picking up trash along the road or usually they're lent that I think to other nonprofits. And if they happen to be injured, | 00:49:12
there's a little policy that covers minor injuries there. They're not covered by workers comp because they're not employees, so. | 00:49:18
And next is the the workers comp. | 00:49:28
Actually, that went down. I got one little. | 00:49:33
Good news there. | 00:49:36
Our experience might went down a little bit, which is the measure they used for how many losses you have versus how much premium | 00:49:39
you're paying. It's a fairly complex formula that compares your losses to the average in the state of Indiana for people doing the | 00:49:45
same function. The good news is it went down. I did get another quote on this. | 00:49:51
As I did last year, we are on a high deductible plan. If you recall, it's $150,000 deductible per person's. | 00:49:59
On workers comp, so you're paying basically paying your workers comp claims. | 00:50:08
But it's a 50% reduction in premium, actually a little over 50%. | 00:50:13
I pep the Indiana Public Entity Protection Plan. | 00:50:21
Quoted it at 242,428. | 00:50:25
Last two years we've been way ahead by. | 00:50:31
About being on the largest deductible plan we had a year three years ago where it actually cost us more money than we could have | 00:50:35
bought it with no deductible. | 00:50:38
One thing Michelle Portwood about this that I really feel like Eastern Alliance, the company that is handling that. | 00:50:44
Their service and their lost control and their casework, you know, nurse caseworkers and stuff. I think it really helped to hold | 00:50:52
our losses down. So I think it's, it's not all about just. | 00:50:59
Well, you're a great lady. Good job buddy. | 00:51:06
Yeah, the best I've ever worked with in that regard. And for I kind of like this. I think that's very important I. | 00:51:09
So I guess what I'm saying is I still think overall over the years we've saved. | 00:51:19
Well, five years ago I estimated that we'd take over $1,000,000 by using this plan. Today, I would say it's. | 00:51:23
Million 3,000,004 but. | 00:51:31
There are years that it could you know it it. | 00:51:34
Cost us more than we could buy it otherwise, but I think their service is worth. | 00:51:37
Even food is equal so. | 00:51:42
That's on the second page is a premium summary that just kind of summarizes the. | 00:51:46
The current year and on the last page. | 00:51:52
Is the companies we went to and who you know quoted and declined it. | 00:51:56
They're just there's only about five or six companies in the in the. | 00:52:07
State that truly can do this kind of account. There's another five or six that say that they can, but then we tell them you have a | 00:52:12
youth shelter, they're not interested. | 00:52:16
You got jailed, they're not interested. So it's it's a, it's a very small market of our group of companies are able to do | 00:52:20
something like the county. | 00:52:25
Glenn, let me ask you, the workers comp. | 00:52:34
Who are the heavy users of that? | 00:52:37
Usually the people you know like the the. | 00:52:41
I don't have that answer right, but I would assume the people had done physical labor, you know, like the road departments, the | 00:52:46
Sheriff's Department, I know that we had a little state of of claims were in training. They were doing some pretty aggressive hand | 00:52:52
to hand training if I was fantastic. | 00:52:57
Yeah, they've made some changes with that program. | 00:53:05
They're not hurting each other. That's a good thing. | 00:53:08
But I would say. | 00:53:13
Wouldn't get great, you know the people. | 00:53:15
Yeah. | 00:53:19 | |
Yeah, yeah. And then Michelle, let me ask you. | 00:53:22
Someone has a. | 00:53:26
Work injury? Do they go to our clinic? | 00:53:29
For that or are we the the obligated to go someplace else or what? | 00:53:32
On the nature of the injury, sometimes the injury is after hours. | 00:53:37
And rewards. If it's severe then they could go to the emergency room. OK. | 00:53:43
Good. OK. You try not to have them go to the emergency room, right? | 00:53:51
Yeah, that's an expensive. | 00:53:55
Great. | 00:53:57 | |
And you do have the occasional just slip and fall, somebody trips over something in an office, somebody working in an office, so. | 00:54:02
Or carpal tunnel you know we've had. | 00:54:09
I'm not sure about here, but in our in my experience, I've seen carpal tunnel cases where our agency didn't have a claim for 40 | 00:54:12
years and we had two carpal tunnels in two years that were $40,000 each with surgery and all so. | 00:54:19
There's all kinds of little things that can happen, but it's usually the people doing the physical labor. | 00:54:27
OK. Any other questions? | 00:54:32
Take this under advisement with. | 00:54:36
Wendy's is this time sensitive. | 00:54:40
The 7th of July. | 00:54:44
Is the ring of a date which is after. | 00:54:47
Before the 1st you do have another meeting, do we? | 00:54:51
I tried to get to you at least this meeting so you don't have to. | 00:54:56
So we'll take our advisement then. | 00:55:02
Yeah. I mean, there may be a little discussion on these increased deductibles. I don't think so. Sure. OK. | 00:55:04
OK, motion to take under advisement. | 00:55:10
OK. All in favor, you said the 7th of July, our meeting is on the 9th. | 00:55:12
No, I'm in 2026. | 00:55:20
Can I ask one favor? I do have a form, it's on the workers comp and I. | 00:55:24
There's no deductible changes down there. Can I get this signed now? Would you rather wait for? | 00:55:28
Next meeting. | 00:55:36
It doesn't matter. I can just do it the next meeting. OK, we'll just do it. Yeah. Since it's not sure what what what is the date | 00:55:38
of the 1st? | 00:55:43 | |
OK. All right. Thank you all. | 00:55:50
Any other questions? | 00:55:53
No, thanks for. Thank you. | 00:55:55
You're you're working on that. Thanks, Lynn. Appreciate it. Thanks. | 00:55:57
All right, County Attorney Rick Fox. | 00:56:02
Yes, you have. | 00:56:06
Floyd County Resolution 2 thousand 2407 Purchase of a 900 equal 9 yard truck mounted combination sewer cleaner. | 00:56:10
The cost of that is 489,931.49 and. | 00:56:22
We have vetted that and asking for your approval on that subject to obtaining financing. | 00:56:31
Motion to approve. I'll 2nd. | 00:56:41
All right. Any discussion on this? | 00:56:44
It's been a long overdue purchasing this. | 00:56:51
Any further discussion on this? | 00:56:56
No, I think it's very well needed in our community. It's going to help resolve hopefully. | 00:56:58
Several issues so. | 00:57:03
Look forward to making the purchase. | 00:57:05
All right. | 00:57:08 | |
We'll pull a little bit of an audible here just because I know this has been a point of contention. So is there anybody from the | 00:57:10
public that wants to speak on this before we vote on it? | 00:57:13
Comments after a vote sometimes don't carry as much weight so I just sharkle I. I would be curious if this would save. | 00:57:22
The county by being more efficient. | 00:57:30
Would it save on labor? | 00:57:33
Would you be able to cut labor because of this very expensive vehicle? | 00:57:36
Or would it increase labor? | 00:57:40
And that's one reason we were getting it before, because we know the one we had before set for two or three years, they didn't use | 00:57:43
it. | 00:57:46 | |
But anytime you make that kind of investment something, you should be having efficiency to cut labor. | 00:57:50
And not increase laboratory. You're going to buy a big fishy, expensive piece of equipment. Thank you. | 00:57:57
Thank you. | 00:58:01 | |
Seeing no one else all in favor, aye. | 00:58:04
Opposed. All right. | 00:58:08
And with that we have a. | 00:58:11
Nicely written letter for a request for closure of Wabash and Carver streets on Sunday, July 7th from. | 00:58:16
12:00 PM to 9:00 PM. | 00:58:22
For the Smith Kendrick family reunion. | 00:58:26
And expelled out their request as well as anybody else who might be impacted by it. | 00:58:28
Much more efficiently than some of the measures that we see before, so my compliments to them. | 00:58:34
Anyone here from the family wanting to? | 00:58:40
The letter speaks for itself, so motion to approve 2nd. | 00:58:42
Board and committee reports. | 00:58:51
Jason or John, I'll go first. | 00:58:57
On June the 5th, Wednesday, we held a storm water workshop where we discussed bringing lots under construction on board earlier to | 00:58:59
receive storm water fees. And I have talked briefly with Nick about pulling a report, trying to find something that would be | 00:59:07
common to all building permits that we could trigger on. And so we're still having that discussion whether that's something that's | 00:59:15
really available or how to access that in the next step then we'll be. | 00:59:23
In parallel be talking to the assessor as well to get additional information. | 00:59:31
On June 6, Thursday, I attended the LAPC planning meeting. Later that day I attended the J Rack quarterly meeting and then the | 00:59:36
afternoon we had our Envoy meeting. | 00:59:41
On the 12th of Wednesday I visited the New Albany Township Firehouse and met with Chief Tim Franklin and talked briefly about Fire | 00:59:46
Protection and Hammond service welcome him on board and and and their and their Fire Protection to to that Township today attended | 00:59:52
the. | 00:59:59 | |
Redevelopment meeting at 10:00 and over the past week have received calls on paving projects on Scottsdale Rd. and Alta Woods and | 01:00:06
also as somewhere people call me by broadband. We talked about feed and let them know that still waiting on the on the carriers to | 01:00:13
submit their plans before we can do anything. So that's about it. | 01:00:21
Yeah, so on June 7th I met with the Building Authority board and Council President Short and Councilman. | 01:00:31
Back show and we discussed the budgetary needs of the building authority and. | 01:00:38
You know. | 01:00:45 | |
I would like to say was wish it was a little bit more productive meeting, but you know. | 01:00:47
I think there was a lot of people had some things saying at least they were hurt. | 01:00:52
Juneteenth, we had a Planning Commission meeting. One of the topics we discussed was approved tonight, which is the permitting | 01:00:56
fees and stuff that was approved by and submitted by Mr. Creevy. | 01:01:01
On June 11th, you know, I met with Judge Dillard, Prosecutor Lane, and Sheriff Steve Bush to line up the final language on some of | 01:01:07
these ordinances that we approved tonight. I'd like to publicly thank everyone who is involved for their input to make these | 01:01:13
positive changes a reality for our community. | 01:01:19
June 17th, myself and the bargaining committee met with the collective bargaining unit for the Floyd County Corrections Division | 01:01:27
to discuss their contract. We have made a proposal and we're waiting back on the rank and file, the Corrections Division and see | 01:01:33
if they will accept the proposal. | 01:01:38
All right, very good. | 01:01:45
June 7th. | 01:01:48 | |
Had had a fairly lengthy. | 01:01:50
Conversation with Congresswoman Houchin on a lot of things pertaining to the district from individual matters that individual | 01:01:54
constituents have on up to. | 01:01:58
Looking at some federal laws for the county at for some different projects that I think it's going to bear a lot of fruit on that | 01:02:03
June 7th later in the day went down and did the 4H fair and saw what that organization is up to June 12th had the Caesars | 01:02:12
Foundation board meeting. The 13th met with Prosecutor Lane and Sheriff Bush again to review and go over some of the. | 01:02:21
Fine tuning on the opioid. | 01:02:31
Measures that were passed tonight and then earlier today went to ribbon cutting and Baptist Floyd Hospital for their. | 01:02:34
New cardiac ICU unit, which I hope none of us need anytime in the near future. But if you do need it, it's $19 million | 01:02:41
state-of-the-art and. | 01:02:46
Pretty sweet look and I just don't want to be on the receiving end up here there unless I absolutely need. | 01:02:52
So. | 01:02:57 | |
Everybody's been busy. Look for approval of the Commissioners meeting minutes for June 4th, 2024. | 01:02:59
Motion to approve. I'll 2nd. | 01:03:06
Favor aye, approval of payroll and claims. | 01:03:08
Motion to approve. | 01:03:12
All in favor. | 01:03:14 | |
All right, any public comment from any government officials presence? | 01:03:18
Tell back show County Council. | 01:03:29
All other. | 01:03:31 | |
Beds and stuff is I was just wanting my online asking what the cost the insurance plan is. | 01:03:33
No. Give you what it was and what it is. | 01:03:41
I'll give it to you after the meeting. OK. And then just to be clear, that's for everything except for health insurance, right? | 01:03:45
OK. | 01:03:49 | |
And then I would that's a different carrier. | 01:03:54
This sort of vac. | 01:03:58
I hope we don't have to hire employees to man it. | 01:04:01
I don't know that we will. Hopefully they can use it. | 01:04:07
With the staff that they have, I don't know. So it's to replace one that's just outdated and it's seen the end of his life. We | 01:04:10
already have one, but it's just, you know, it needs to be replaced. | 01:04:16
Well, how how often does it get used? Once a week, once a month, I don't know, but it's used for you clean out culverts out in the | 01:04:24
county. I think the road department use it for what they call like day lighting when they're they have to find any kind of you | 01:04:32
know, any kind of what utilities or whatever, you know. So, but it's used quite extensively, yes. OK. | 01:04:39
If you'll hang up there all the, I mean this is all going to be public record anyway. So the, the, the, the package for the | 01:04:46
properties was at 839,063 and that was up from 7/13/14 last year. Cyber stayed the same at 46 thousand 2968. | 01:04:57
The accident policy that Mr. Smith discusses, it's $606.00. Workman's comp went down a little bit, it's at 120,992 and the bottom | 01:05:09
line is 1,000,000, zero 06691. | 01:05:16
Thank you. | 01:05:27 | |
We'll get you screenshots, copies whatever you need immediately after. | 01:05:29
Any other government officials will open it up to. | 01:05:33
Public comment. | 01:05:38
Yes. | 01:05:40 | |
Good evening, gentlemen. Thank you. Joseph Moore, George Ham Township. Two things I was thinking of. | 01:05:49
Number one, thank you for the. | 01:05:56
At the last meeting setting up that storm with a workshop, I think we were able to get some questions out, some information | 01:05:58
exchange and I'm going to be sitting down. I think it's next week. Chris and I are setting something up where he's going to | 01:06:05
explain to me the erosion permit fees, all this stuff. You know, my concern is John knows don't make sure that the builders and | 01:06:12
developers are at least covering what they're discharging etcetera. | 01:06:19
You know, we talked about the mechanics of imposing the $39.00 whatever per lot, but my biggest concern is that they're paying as | 01:06:27
they're going along. So I'll be getting educated on that. | 01:06:33
The other issue is a way of clarification on the impact free committee. The county does not set the recipe, but the ingredients is | 01:06:40
something that was set here. The statute, if you read it, there's a minimum number on the committee and a maximum. | 01:06:48
And the percentage of the industry representative is set accordingly. But by choosing the maximum number of. | 01:06:57
Spots 10 That meant that all the industry was there, but there weren't as many residents slash taxpayer applications or qualified | 01:07:08
people. So it wound up being industry heavy versus citizen instead of more balanced or or citizen majority. | 01:07:18
Do you understand what I'm saying? Yeah. And I think part of that is because. | 01:07:29
Said it with a slightly smaller numbers because you get the larger committee. | 01:07:33
Becomes the less output of work in general. I don't know that she wanted a room full of 20 people. No, no, I don't think the | 01:07:38
opposite. I think the minimum is like 5. The maximum is 10. So whoever is setting up North county, setting up for the maximum, and | 01:07:45
of course industry is going to fill every available seat. They just didn't get enough citizen applicants to fill these six open | 01:07:51
spaces. Whatever for the citizens, they'll give you the exact numbers. He's on it. But so instead of six citizens for industry or | 01:07:57
three citizens, two industry. | 01:08:04
Any other public comment? | 01:08:45
Yes. | 01:08:47 | |
The Bayshore County Council. I just want to commend you guys for the. | 01:08:51
Two funds that were created, I know like for example, sitting in the Albany went a different direction. | 01:08:56
I think this protects those funds. | 01:09:03
I think it's it is a cold spawn. I think it's like 15 years. It goes down each year that but I think y'all did a really did a good | 01:09:06
thing by protecting those funds. | 01:09:10
Thank you. | 01:09:16 | |
Just a man. | 01:09:19 | |
The man, George, and I want to commend you all too for the Opioid Fund. That sounds like a good, really good program. | 01:09:26
Thank you and hopefully it'll work. I know there's a lot of trouble out there. | 01:09:34
And another thing I want I want to ask. | 01:09:38
The insurance man, if we put, you know, all the stuff about the cameras on the police. | 01:09:42
It's just it was all over the news about the golfer and it's all about the shootings. | 01:09:47
Our county police did not have cameras on them and I would want to ask him if our insurance would go down, the liability | 01:09:53
entrances, go down on our Police Department, the county Police Department, if they had cameras. I would like to know that answer. | 01:09:59
Because we're one of the few that don't have cameras on in this area. | 01:10:06
And I've asked for it for years. | 01:10:10
Just it's just in my mind and it's since two citizens got shot by County Sheriff employees a few years ago, that's when I've been | 01:10:13
bringing this up, but it's coming up all over the country. These cameras are saving these police officers all over the country. | 01:10:20
From liability and our county police doesn't have any. Thank you. | 01:10:28
Thank you. | 01:10:33 | |
And we can get an answer for you on that. | 01:10:34
All right. | 01:10:37 | |
Anyone else? | 01:10:40 | |
Closing comments. | 01:10:41
That's out there that that are available to our kids. But anyway. | 01:11:17
Up. | 01:11:21 | |
And I hope that we can all remember the dangers our law enforcement officers encounter each and every day. | 01:11:56
OK, well, I'll just concur Frank was a great guy and deserving of being remembered. I. | 01:12:02
Number two, since the fireman told you to wear sunscreen, the dermatologist will tell you to be careful with setting fires and | 01:12:11
barbecues during this dry season. touché. | 01:12:16
To avoid injury to self and property and that's all I've got. So motion to adjourn. Motion to adjourn second. | 01:12:24
All righty. | 01:12:33 | |
Done. | 01:12:35 |

Done. | 01:12:35 |
