Urban, the urban to urban services and extending those via TARP. We do have just to give you an update regarding the sets. We had 00:18:53
120 unique users during the time period of the of the pilot program for the for the transit. 00:19:02
And eleven of those were outside the city of New Albany. 00:19:12
So the urbanized area, as you know, is not only the city of New Albany, but also kind of branches out as a census delineated 00:19:17
defined area that would include parts of Floyd Knobs, Georgetown and parts of Galen. 00:19:23
Also did have a conversation today with TARP. They have announced a grant round for 5310 funding which would include operational 00:19:31
funding that nonprofits can apply for for service in the urbanized area. 00:19:38
Spoke to a gentleman there and. 00:19:47
He did indicate that Sets would be eligible for those funding for that funding if they did go ahead and apply for that funding. 00:19:50
And this is in addition to the TARP direct pilot program that they have. Yes, that's in addition. So there's the there's talking 00:19:59
to talk about their direct transit program, getting that information to the users that have used the set system in the past and 00:20:08
then also the 5310 grant opportunity that sets prison pipeline and then just for. 00:20:16

And I am here with a few of the residents. 00:22:29
That used the transportation services of Southern Indiana Transit. 00:22:32
And we were told by Southern Indiana Transit that we lose their services as of the end of May, which is coming up just in a week, 00:22:37
the end of this month. 00:22:43
They informed us that the commissioners of Floyd County did not approve. 00:22:52
The contract with them for urban, but only for rural, is that correct? Was my understanding correct? OK. 00:22:59
This has caused us a great deal of concern and confusion. 00:23:09
The reason for the confusion? 00:23:14
Is because Azalea Hills is located at 3700 Lafayette Parkway. It's on the corner of Lafayette Parkway in Scottsville Rd. 00:23:17
And and Floyd's knobs. 00:23:30
This is part of this is Lafayette Township and according to the assessor's office, this is county which has always been considered 00:23:33
rural. Not not city, not urban. 00:23:40
So that's where our confusion came in as to why we were no longer included in Southern Indian Transit's contract to service us. 00:23:47
Southern Indian Transport Service is vital to us to get to doctors appointments and other important places. 00:23:58
Many of us have no family or any other means of transportation to get to where we need to go. 00:24:08
We honestly have been concerned because we do not know what we will do without this service. 00:24:16
Most of us can only walk. 00:24:25
With the health of a rollator or in a wheelchair. 00:24:29
Southern Indiana Transit has been a very reliable service. 00:24:33
Their van has a lift which enables us to get into the van to travel. 00:24:38
Again, we do not know what we'll do if we don't have their service. 00:24:45
We are asking you, please, to approve a contract with Southern Indiana Transit, which will include the area that would continue 00:24:50
service to Azalea Hills. 00:24:56
Now, in just listening to Mr. Lock, I understand you're looking at other. 00:25:03
Other means of us in getting some sort of transportation talk. 00:25:10
Would that talk transportation have a lift? 00:25:16

Carried the SITS program through the end of this fiscal of 2024 so that, but we were looking for ways to eliminate redundancy and 00:28:21

The urbanized area is different from assessment it it it is a census tract or census designated area. It actually kind of the map 00:28:40
goes out sort of like in a in a spider web type of approach. It encompasses Floyd Knobs is actually in the urbanized area. The 00:28:49
town of Georgetown is in the urbanized area. Parts of Galena are in the urbanized area, the corridor along. 00:28:59
Oven sends Rd. as part of the urbanized area as well as the eastern part of New Albany Township outside the city of New Albany. 00:29:08
Which I agree with you is not the way that I'm used to thinking about things that either in the county. But when you look at these 00:29:14
maps and the Flats, that's the way that they are. So if we can. 00:29:19
Along with the point of contact with Azalea Hills, make sure that they are looking at what we're looking at with regards to the 00:29:26
the grids and the overlays, yes and then. 00:29:30
I think we need to to do whatever we can to make sure there's no no gap in the. 00:29:36

an addendum to that. I would note, it's my understanding you guys had a preliminary look at this and the language in paragraph one 00:32:30

And that does say authorization. Highlander Fire Protection District is authorized to provide emergency medical services, 00:32:46
including but not limited to ambulance services, to those in their jurisdiction or in such jurisdictions as may otherwise be 00:32:52

I got a few comments just in regards to this contract. We just passed a. 00:41:15
You know, I spent a lot of time just trying to wrap my head around, you know, how this all this is kind of unfolded. And I'm 00:41:20
having a real hard time to put into words how how this all started and how we got to here. But I just got to say this is 00:41:26
absolutely the worst contract I think ever seen in regards to public service ever. 00:41:32
From, from the way that it was negotiated to the language that was put in there. And, you know, I think the public is right to ask 00:41:39
a few questions of why is it the only person sitting up here on this board who actually has worked in perfect public safety have a 00:41:44
problem with with this? And I think you should. 00:41:49
Just in closing, the only thing I'm going to say is, is that when it becomes more important who's providing the service versus the 00:42:27
level of service, it's not about public safety anymore. That's all. 00:42:31
And you know, I respect your remarks and your expertise on it. I appreciate your passion about it as well. 00:42:37
I would like to say something, you know this, this journey started back in March, 19th March of 2019 and that's when the two 00:42:44
commissioners, myself and Sean Carruthers, we approached commissioners to, for the, for the Fitch study and there were people 00:42:51
against it. 00:42:58
At that time Billy Stewart was he was a commissioner and he voted against it. And then and Jane that was that was in March of 00:43:07
2019. In January 2020 is when Thomas Moore he presented the Fitch report to the county. 00:43:13
And and myself and. 00:43:21
And at that time, one of the recommendations was to was to create EMS Advisory Board and that was done with an Ordinance 2020 Dash 00:43:25
O2 and myself and Commissioner Caruthers voted for it. Commissioner Billy Stewart voted against it. 00:43:34
And then on September 20/20/2022, we issued an RFP that was the RFP that we that would prior to this one, OK and myself and 00:43:43
Commissioner Crothers were the only two that voted for that RFP. 00:43:51
And then in 2022, December, that's when we merged Lafayette and Greenville to the Highlander Fire District. There's a lot of, lot 00:44:00
of push and shove on that. We it was an ordinance. And so Commissioner Crothers and myself, we voted then. It was an ordinance, so 00:44:08
it required two votes. And so we had a meeting on a regular meeting. On 27th we voted. And then on the 3rd we had our second one. 00:44:16
And then Commissioner Cruz, myself voted. Commissioner Kamer did not show up. 00:44:24
But when you look at it, it seems as though that it seemed to me it's like. 00:44:34
This is a good contract, you know it's perfect. But over the past several years, it always seems to be a coalition against 00:44:40
Highlander. 00:44:43
So anyway, I want to conclude, I'm not this is a compromise contract, but I think it's good for Floyd County is going to bring us 00:45:26
much better ambulance service, what we had before. It's going to engage Highlander and and Ameripro and it's going to be a 00:45:31
partnership between them and and I think it's going to be a lot better coverage that we're going to have for the residents of 00:45:36

120 unique users during the time period of the of the pilot program for the for the transit. 00:19:02

So the urbanized area, as you know, is not only the city of New Albany, but also kind of branches out as a census delineated 00:19:17

Also did have a conversation today with TARP. They have announced a grant round for 5310 funding which would include operational 00:19:31

And we were told by Southern Indiana Transit that we lose their services as of the end of May, which is coming up just in a week, 00:22:37
the end of this month. 00:22:43
They informed us that the commissioners of Floyd County did not approve. 00:22:52
The contract with them for urban, but only for rural, is that correct? Was my understanding correct? OK. 00:22:59
This has caused us a great deal of concern and confusion. 00:23:09
The reason for the confusion? 00:23:14
Is because Azalea Hills is located at 3700 Lafayette Parkway. It's on the corner of Lafayette Parkway in Scottsville Rd. 00:23:17
And and Floyd's knobs. 00:23:30
This is part of this is Lafayette Township and according to the assessor's office, this is county which has always been considered 00:23:33
rural. Not not city, not urban. 00:23:40
So that's where our confusion came in as to why we were no longer included in Southern Indian Transit's contract to service us. 00:23:47
Southern Indian Transport Service is vital to us to get to doctors appointments and other important places. 00:23:58
Many of us have no family or any other means of transportation to get to where we need to go. 00:24:08
We honestly have been concerned because we do not know what we will do without this service. 00:24:16
Most of us can only walk. 00:24:25
With the health of a rollator or in a wheelchair. 00:24:29
Southern Indiana Transit has been a very reliable service. 00:24:33
Their van has a lift which enables us to get into the van to travel. 00:24:38
Again, we do not know what we'll do if we don't have their service. 00:24:45
We are asking you, please, to approve a contract with Southern Indiana Transit, which will include the area that would continue 00:24:50

I got a few comments just in regards to this contract. We just passed a. 00:41:15
You know, I spent a lot of time just trying to wrap my head around, you know, how this all this is kind of unfolded. And I'm 00:41:20
having a real hard time to put into words how how this all started and how we got to here. But I just got to say this is 00:41:26
absolutely the worst contract I think ever seen in regards to public service ever. 00:41:32
From, from the way that it was negotiated to the language that was put in there. And, you know, I think the public is right to ask 00:41:39
a few questions of why is it the only person sitting up here on this board who actually has worked in perfect public safety have a 00:41:44
problem with with this? And I think you should. 00:41:49
Just in closing, the only thing I'm going to say is, is that when it becomes more important who's providing the service versus the 00:42:27
level of service, it's not about public safety anymore. That's all. 00:42:31
And you know, I respect your remarks and your expertise on it. I appreciate your passion about it as well. 00:42:37
I would like to say something, you know this, this journey started back in March, 19th March of 2019 and that's when the two 00:42:44
commissioners, myself and Sean Carruthers, we approached commissioners to, for the, for the Fitch study and there were people 00:42:51
against it. 00:42:58
At that time Billy Stewart was he was a commissioner and he voted against it. And then and Jane that was that was in March of 00:43:07
2019. In January 2020 is when Thomas Moore he presented the Fitch report to the county. 00:43:13
And and myself and. 00:43:21
And at that time, one of the recommendations was to was to create EMS Advisory Board and that was done with an Ordinance 2020 Dash 00:43:25
O2 and myself and Commissioner Caruthers voted for it. Commissioner Billy Stewart voted against it. 00:43:34
And then on September 20/20/2022, we issued an RFP that was the RFP that we that would prior to this one, OK and myself and 00:43:43
Commissioner Crothers were the only two that voted for that RFP. 00:43:51
And then in 2022, December, that's when we merged Lafayette and Greenville to the Highlander Fire District. There's a lot of, lot 00:44:00
of push and shove on that. We it was an ordinance. And so Commissioner Crothers and myself, we voted then. It was an ordinance, so 00:44:08
it required two votes. And so we had a meeting on a regular meeting. On 27th we voted. And then on the 3rd we had our second one. 00:44:16
And then Commissioner Cruz, myself voted. Commissioner Kamer did not show up. 00:44:24
But when you look at it, it seems as though that it seemed to me it's like. 00:44:34
This is a good contract, you know it's perfect. But over the past several years, it always seems to be a coalition against 00:44:40
Highlander. 00:44:43
So anyway, I want to conclude, I'm not this is a compromise contract, but I think it's good for Floyd County is going to bring us 00:45:26
much better ambulance service, what we had before. It's going to engage Highlander and and Ameripro and it's going to be a 00:45:31
partnership between them and and I think it's going to be a lot better coverage that we're going to have for the residents of 00:45:36

Well, I just would like to add that I appreciate you adding your closing statement after you said you didn't have one after I made 00:45:48
mine. But well, you realize you'll say 1 Jason's. I didn't want to have a choice. You know. I just want to say that I do wish them 00:45:53
luck. I don't want anyone to fail. You know, I think when any public service agency fails, it's the citizens who pay. So I do wish 00:45:58
