Board the building Authority Board so. 00:00:00
I'll be emailed information to Jim and Dale. 00:00:05
On what we've discussed. 00:00:09
And this weekend I'll be putting together. 00:00:11
Framework for proposal. 00:00:15
For the rest of the year, OK and. 00:00:17
Get that to you. OK. And but we can talk after this meeting as well. Thank you. 00:00:19
So the intent is for that information to be shared and then a meeting with them. 00:00:25
Chuck and or other members of the government, Yes, that's correct. 00:00:28
All right on the administrative and judicial building updates. 00:00:34
That's just moving the ball forward. I mean the asbestos studies are underway in the structural analysis studies are underway. 00:00:38
And the. 00:00:46
Architectural firm that we have contracted with. 00:00:48
Has their plans underway to start meeting with stakeholders on? 00:00:53
Office space needs. 00:00:57
And really, until that information comes back. 00:00:59
We don't move. 00:01:02
Forward No. 00:01:04
And depending on what that shows, I think it'll really. 00:01:06
Clarify that pathway. 00:01:09
So I have no further comment on that at this moment. 00:01:13
We have another meeting today to 2:00, the envoy and. 00:01:17
We might get some updates. 00:01:21
We had that yesterday. 00:01:23
With it yesterday. 00:01:24
Are you going to be there? Right. Yeah. OK. Yeah. Well, good. I don't have it. Yeah. So. So was there anything other than what I 00:01:26
just talked about that was going on? No. They they, they've gotten part of the information back from the asbestos analysis, but 00:01:32
they want to do a little bit more research, especially when it comes to the floors and floor tiles. 00:01:38
OK, I spoke with Dale Davis, who is our Envoy Rep yesterday. 00:01:46
And we ended it by saying. 00:01:50
Well, I'll be with you tomorrow afternoon, he said. OK, so. 00:01:52
OK, so I got that information earlier on, but so there's nothing to add to that. We do have some partial information. 00:01:57
A little bit. Also, Dale said that he might have to reschedule the next meeting his wife is expecting so, but still waiting on the 00:02:04
structural analysis information as well, so. 00:02:09
Hopefully we'll have some good information for our next meeting. 00:02:16
Great. 00:02:20
Let's see. 00:02:22
Let's go ahead and let the sheriff talk about jail repairs. 00:02:24
Thanks very much. Just a first thought that Jason continue prayers for your mother law. 00:02:30
So before you is to ask, we've had two discussions about the three different items that we brought. I brought them for you last 00:02:38
joint meeting into the last council meeting to now where we are today. So really they ask us for permission to move forward. 00:02:46
With our it item and then the initial stage of the water pipe or the server item. 00:02:54
Not to do the project, but just to move forward a little bit with, I explained at the EUR Council meeting. 00:03:00
So that is the ask the fund with the funding that you all choose the funding mechanism that you want. 00:03:05
Since our last meeting on Tuesday, we learned that the Reading group did not put the DLC money in the projection on the Form 2, 00:03:10
and that was correct with that. So that money is available too. 00:03:15
To use we've also learned through the CARES Act of what, almost a million in that fund. But again, that's your all's. 00:03:21
Plane of travel, not mine. So my ask today would be that we allowed to move forward. 00:03:28
Picking our. 00:03:33
The company will get a contract together. We'll send it to the commissioners. 00:03:35
Even though. 00:03:38
And then to move forward with that project and then just to start the with a company to get the bids ready for the water pipe and 00:03:41
then we would have to come back for you on that project as well. 00:03:45
Down the road. 00:03:50
Any questions? Yeah. Does it cost $50,000 for somebody just to come in and look at, Yeah, that's what Chuck gave me. And within 00:03:52
that whole, I mean, I think I have the contract, you can take a look at it if you like before I leave today, I I want to revisit 00:03:59
that. But I just want to have the permission to move forward with that because I think regardless you're going to have to spend a 00:04:06
little bit of money and get ready to look at that profit on one year has to come in to do it before we can fit it out. 00:04:12
So I don't know if 50 is Chuck, you know gave us that quote just through our QAW we've worked with before. I think there's 00:04:19
potentially some other local engineers that might be able to do it cheaper. 00:04:24
At least initially. 00:04:30
Misses on the water. 00:04:32
High portion, yeah, water pipe for the server. 00:04:34
And this was 50,000 just to look at it. I can't be right. I mean you know we we're doing the asbestos study for. 00:04:38
What, 10,000 or something like that, yeah. 00:04:46
I'm right there with you. I'm not piling on out of respect for Chuck's position. I'm going to go back to him. Nothing else can get 00:04:49
one or two more engineering funds locally to look at it to see where we're at if it's 50,050 thousand, but we know that's the 00:04:55
ceiling, right? I don't think it's any more than that. I just want the permission along with the IP. 00:05:01
Situation to move forward those and with. 00:05:08
Whatever mechanism you use. 00:05:11
Safe use of DLC money. It's all covered under that. 00:05:13
So the the. 00:05:17
The IT issue is again 250, no, it came in and I think it was 177,077, yes. 00:05:19
So you're looking for 177 + 50? 00:05:30
Somewhere around $200,000 to move forward. So today is obviously you can't appropriate money today. 00:05:38
That's on your agenda next time. I want today to be able to move forward with those projects and get those going. 00:05:45
Well, it's my understanding that this has to be done. the IT issue has to be taken care of. 00:05:55
So I'm in favor of giving them the go ahead to move forward. 00:06:02
I think we potentially could use the DLC money. 00:06:10
Listen, I think we need to keep that in the general fund really, if we can. 00:06:14
I'd be more in favor of using ARPA money or rainy day money. 00:06:20
But I think we have to do this and we need to move forward. 00:06:26
I'll make a motion to move to allow the sheriff to move forward on exploring those options and with the contingency of. 00:06:30
Get any funding mechanic a funding mechanism here in the. 00:06:38
In the short term, so we can appropriate learning. 00:06:42
Danny, I would defer to you on that as far as. 00:06:45
Parliamentary procedure on taking a motion from. 00:06:50
It's just reading. 00:06:53
I'm fine with the motion, but I just asked for clarification. Did you say? 00:06:55
Allow them to move forward and they find the funding mechanism or one that we're choosing for them to pull from. 00:07:01
We my motion was to allow them to move forward with. 00:07:07
With getting the. 00:07:11
The coach together and and and all that and the information together and we would find them the the money the the funding 00:07:16
mechanism for that because we can't appropriate today. 00:07:20
We have the quotes already for the IT, yes. I want to clarify so. 00:07:25
If I may, I think the motion if it's two year olds pleasure to move forward with the IT project. So we know what that is. We did 00:07:28
the bidding, we know that's around 177,000 that should not change that should cover that that project and then the funding 00:07:34
mechanism for the start the water. 00:07:40
Analysis of whatever that may be Funding source comes from you all, whatever you choose at your next meeting. 00:07:46
So the motions to allow them to move forward and we will put this on the agenda for our next regular Council meeting for 00:07:54
appropriation. 00:07:57
Yes, Sir. The the, yeah. So let me clarify the motion motions for allowing the IT project to move forward. 00:08:01
And to allow the. 00:08:08
The sheriff to explore the. 00:08:11
What do you call engineering of? 00:08:15
Moving the water pipes. 00:08:20
This is called Engineer the server run. 00:08:22
OK. Because I'm not my motion is not to have that project go forward at its full expense, just just just explore the options. 00:08:24
It's gonna take us a few dollars probably to get that to a bidding. 00:08:33
Heart. And then at that point I'd have to come back to y'all and we would have to decide to do it now, later next year at that 00:08:37
point. But we got to do something as far as getting that going. 00:08:41
As you saw, yesterday we stopped by SO. 00:08:47
That's that was my that's my request and I second that and then to clarify the the discussion is we need to have a discussion. 00:08:49
With the sheriff in regards to how this is going to be funded, we have ideas, they have ideas. We need to make sure we get 00:08:57
together so that we can vote for the appropriation we land on a council members understand the motion. 00:09:03
Yes, everybody good. Any further discussion, I'll just make a statement. I totally agree with you. 00:09:10
Issue because. 00:09:18
After the outfit and when you see blinking lights at. 00:09:20
Indicates doors ajar, and it may or may not be a jar. That's an issue. 00:09:24
So I totally agree with that, but the water pipe situation? 00:09:29
It's a chiller line, so it's not pressurized water, it's just running flowing water. 00:09:34
And I'd highly recommend. 00:09:38
Sheriff to get a better engineering firm than a $50,000 cost for four pipes moving 4 pipes. 00:09:41
And I just wanted. 00:09:50
Sort of piggyback on that. 00:09:52
I mean, we've got the building renovation things going on. Is there any way we can? 00:09:54
Get that, engineer. 00:10:01
That contracting firm to give us a price on that, I mean because ultimately it's kind of the same building. I know it's a 00:10:04
different portion of that building, but they may be willing to give us a. 00:10:09
Well, our owners Rep is contracting those issues out right now. We have the structural analysis which is specific to the former 00:10:16
city county building. 00:10:21
In the asbestos study I. 00:10:27
Depending on what those shows, there's been discussion about it. 00:10:31
Having someone come in to look at the mechanicals of the bill of the building and perhaps that could be added on to that. 00:10:35
Discussion if they come down, but we have no contract with anybody looking at. 00:10:43
Mechanical, electrical, HVAC. At this point in time we have somebody on. 00:10:49
Standby. 00:10:53
I also think there's kind of a lot of uncertainties right now. What's going to happen because we don't even have all the data back 00:10:55
on the building itself, No, we may not go forward with that, but. 00:11:00
I'm gonna do our due diligence to make sure that we're protected. That's all all three bodies here. 00:11:35
And now bring everything to you. 00:11:40
You know, keep you informed of what we're doing moving forward politically. Next council meeting, I'll have some more concrete 00:11:42
numbers on that part of it. 00:11:45
We already have content numbers on the IT, so that's no big deal and the timetable. 00:11:49
With regards to knowing whether we're going to have a team in there, looking at that is in the order of weeks. 00:11:54
Not enough months. Well, right. So yeah, if we could get. 00:12:01
Yeah. So I get what you're coming from. If we can put that off to see whether or not we could consolidate those services. 00:12:05
But OK. 00:12:12
Just a thought. Yeah, that's good, thought another. Another. 00:12:13
Question. 00:12:17
As far as to the best of your knowledge. 00:12:18
Because of this IT issue that that was that was you know, that you brought up, is there a reason why that wasn't addressed in the 00:12:22
jail for the original jail project? 00:12:27
I do not know. 00:12:33
So that was before my time. 00:12:35
Where the where the server room is. All I can say from what I've been advised and told is that. 00:12:38
I don't want to call it an afterthought, but through the renovation. 00:12:43
They realized they had to put the server someplace because there isn't. Like I said, the second server room is next to our 00:12:47
dispatch area. It's a smaller room and so the bigger server cannot go there. So they had to put it someplace and where they landed 00:12:53
is where they landed. That area where you saw that you've been in there and turned it. It's obviously new for renovation. 00:12:59
So that's where they landed. I can't speak to. 00:13:06
Conversations and discussions either through Sherman or whoever else was doing it, and even the former administration in terms of 00:13:08
why they did it. I'm sure they looked at, recruited with it, but it is what it is and where it's at. 00:13:14
And we just analyzed it, looked at this thing that just doesn't seem to be appropriate, you see, to protect our interests from 00:13:21
down the road when we do it now, when we go down the road, so. 00:13:25
I didn't answer a question, but I didn't answer. 00:13:31
You danced all around it. Thank you. 00:13:33
But I wasn't here, so I can't say. It's not fair to me to say and judge. 00:13:37
Well, I'll call the owners Rep today anyway, OK. And ask whether or not that would be something that they? 00:13:43
Would be within the real house to do, and I'd be surprised if it's not. So I'll wait to hear from you first. Yeah, before we do 00:13:50
anything. 00:13:53
Any further questions? 00:13:58
We have a motion and a second for allowing the sheriff to move forward with certain repairs. All in favor, say aye. Any opposed? 00:14:00
Thank you very much and I'll stick around. I have the RQ AW report if you want to take a look at it. They do propose or they do 00:14:09
list, they've estimated project construction costs of 150,300 thousand. So I'll be around y'all can take a look at it. 00:14:15
All right. Thank you. 00:14:23
EMS Update. 00:14:26
You know we had an Advisory Board meeting last week on that and. 00:14:29
The only comment that I would would make on that is that. 00:14:36
After that meeting, I did speak to. 00:14:40
Our council Rick Fox just to get some. 00:14:45
In a row and. 00:14:48
You know, there was a discussion about. 00:14:52
Perhaps having numbers put forward in the near future. 00:14:54
On this quote UN quote hybrid system and. 00:14:59
You know, we have to be very, very cautious, even entertaining. 00:15:03
Such numbers since we put out an RFP and we've had two contracts before us. 00:15:08
So Rick could not join us today, but he said that he was comfortable in me passing along information that. 00:15:13
We should not. 00:15:21
Entertain 1/3 option unless we reject the 1st 2:00. 00:15:23
In order to avoid. 00:15:27
Any sort of. 00:15:30
Liability on that RFP process? 00:15:33
So at the moment, that's really all I have to say on. 00:15:36
On the EMS update. 00:15:41
Other than there will there is another meeting scheduled for Thursday, March 21st at 5:00 PM. 00:15:44
And I'm going to be on the road, I'm going to try to join by phone on that for at least the 1st 45 minutes of that. 00:15:50
But I would caution against entertaining. 00:16:00
Any quote UN quote numbers presented by. 00:16:03
A third party or a fourth party who were not? 00:16:08
Responders to that RFP process. 00:16:11
So, well, you know, The thing is this is that. 00:16:15
We've got two providers that have. 00:16:20
Given this RFPs. 00:16:23
And it's going to boil down to. 00:16:25
One of three choices, with the first choice to pick one. The second choice is. Pick the other third choices to. 00:16:28
Is to deny them all. OK, which which we have. We have the we have the authority to do that. 00:16:35
We've done that before on another bids as well just because you get. 00:16:42
You get bids that mean that you're obligated to take those bids. I'm aware of that, OK. But The thing is, this is what's what's in 00:16:47
front of us? 00:16:51
Is 3 year contracts and I'm just ballpark an average say $1,000,000 a year. 00:16:55
So you got these are the people that are going to have to. 00:17:02
Decide are you going to put out $3,000,000 / 3 years? 00:17:07
You know, we got it. We got a renovation of the building we're looking at. 00:17:11
You know, if there's a way that we can. 00:17:15
You know, do it for one year and then when I say do it for one year. 00:17:18
Either take that stipend and go a different route, or take that stipend and get that other route. 00:17:23
You know parallel path, OK, but for y'all for for for us to come back or someone to come back to you and. 00:17:31
In 20/26/2020 7:00 ask for another $1,000,000. 00:17:39
When When there was a possible solution out there. I'll leave that up to you. You've been here longer than me. You know that once 00:17:44
we choose a contractor, we can negotiate the length of the contract with them. 00:17:49
You know it has to come before council for approval anyway on that. 00:17:56
I would just remind everyone that. 00:18:00
By my reckoning, I think we have 77 1/2 days until. 00:18:02
Our current providers contract expires and. 00:18:07
They have opted not to give us an option for going month to month. 00:18:11
So as you said we, I think you spelled out the the potential pathways very well. 00:18:16
Although I would say that we still have within our. 00:18:23
Our power. The ability to negotiate. 00:18:26
Not necessarily a three years contract. 00:18:29
With something else we're choosing within that, so, but again we decided to do that then we need to. 00:18:32
Yeah, we at our meeting we talked about a fire based EMS. 00:18:39
OK, you know, if we decide to go. 00:18:43
One year, then then. 00:18:46
Then there needs to be a decision. 00:18:48
Are we going to go ahead and get the get the power base EMS up at the same time and do a parallel path? 00:18:50
And in that way. 00:18:57
You know at some point time then they take over. 00:18:58
Or it's going to be in a year from now? 00:19:02
Coming back to the same body I was quoted. 00:19:06
I'm just saying, yeah, well, that actually means we take immediately because again, the missing piece of that puzzle is how much 00:19:09
does that cost? 00:19:13
So how much does it cost? What's the lead time on? 00:19:17
Hiring people. 00:19:21
So, and even though the money may not come from the county coffers per SE, it's going to come from the taxpayers within the 00:19:24
county. We live within those fire district. 00:19:28
So again, that's what I'm missing in front of me. I need to have. 00:19:32
How much is that cost? It may be. 00:19:35
Best thing ever, but it's going to be more expensive to go that route. 00:19:38
Then it might steers back towards. 00:19:44
You know, private contractor. Jason, any thoughts on this? I do have a couple thoughts. So let's just be honest here. Contracts 00:19:47
were sent out. 00:19:51
An RFP's 2022 They Came Back. 00:19:56
Right around 750,000. 00:20:01
And over $1 million. So I I don't know what the big surprise is here. I mean I think everybody said talk about that on the private 00:20:04
level that that's what we're looking at it. 00:20:09
Additionally, I find a little. 00:20:16
Disingenuous. The fact that nobody's discussed. 00:20:19
We are looking at Firebase DMS. 00:20:23
We have had these discussions. 00:20:25
I've had discussions about this with several members. 00:20:27
On this board. 00:20:29
What what you don't like is you don't like the timeline. 00:20:31
Because it takes time to accumulate this statement. 00:20:33
You know, I've laid out a plan. 00:20:36
On the correct way to do this, and to be quite honest with you, if you would have done this three years ago. 00:20:39
He'd be sitting in a much different location. 00:20:44
The same thing I laid Outback then. 00:20:46
So it's just going to take time, I mean. 00:20:49
The first thing you need to do is the GIS study to see what kind of assets you need. 00:20:52
And then you need to make sure you can afford it. 00:20:57
You know there's steps in place, you just don't trust it just into the fire service because. 00:20:59
You think it's going to be the cheapest option moving forward? It may not be. 00:21:05
And I'm just here to take it. You know, this is a really good opportunity to do it right the first time. And if you don't do it 00:21:09
right the first time, if you set it up and it fails, I promise you it's going to be much more expensive than what you're looking 00:21:13
at right now. 00:21:18
Let me ask you. 00:21:23
You say you need data GIS data, OK. 00:21:25
Is that do we have that data for our current providers? 00:21:29
No, I think. 00:21:34
I think that so. I've already been in talks with the members of the Highlander union and the Georgetown Fire Union, and the reason 00:21:36
it's important to talk to them is that they're both unionized fire departments. One of the benefits of being a unionized fire 00:21:43
department is they have the ability for the IFF to come in and do AGIS study at no charge, OK? And what the GIS study will do is 00:21:49
they will look at the boundaries. 00:21:56
Of the proposed district and they will tell you what kind of assets you need, what type of assets, how many personnel were the 00:22:03
best locations for stations deployment so on, But therefore you know and I think it's important to know how much it's going to 00:22:08
cost. 00:22:12
On that side, before we thrust in the EMS as well, because you know, once you start putting the EMS into the system, I mean it's 00:22:18
going to. 00:22:22
Like. 00:22:27
It's going to take a lot of money, a lot of assets it could directly affect like purchasing equipment such as fire trucks. 00:22:28
Fire gear, stuff like that. So you want to make sure it just kind of can all work together, can all kind of mesh together. 00:22:35
But OK, this GIS that is. 00:22:42
For for Fire Protection, correct? Well, you're putting the. 00:22:46
You're going to put EMS in the fire department. So yes, but, but, but Jason, they're already in the fire departments. 00:22:52
Because when you look at it other than Franklin, OK? 00:22:59
You look at it whenever a call comes out for a Merc, you know, a medical call. 00:23:03
You have. 00:23:11
New Chapel responds with their ambulance for New Albany Fire District. 00:23:13
Greenville Responds for Greenville Fire District. 00:23:18
Georgetown responds. 00:23:22
With Brush Track for for Georgetown and Lafayette does the same thing. So when you look at it, they're already doing that. 00:23:24
They, you know, they're every, every, every medical call. It goes out. 00:23:33
You have. 00:23:38
It's addressed by the fire departments right now. So they're already doing that. So why do you need a study to say, well, you 00:23:41
know, we need more, we need more fire engines or whatever else because it's already working right now under the current, under the 00:23:46
current. 00:23:51
You set up right now every. 00:23:58
Every call is responded. 00:24:01
Every every medical call comes in, you get an ambulance or you get something, you get, you get medical attention with some kind of 00:24:03
vehicle and you get 2 people responding. So why is that? Why is that? Why is the GIS study required? 00:24:11
That's where I don't understand. OK. So let's let's just a few things that you said there. So what you're talking about is 00:24:20
essentially the first responder program that's been in place for multiple years. And what the goal of that was, is to put trained 00:24:26
personnel in the scene to stabilize the patient until you mask it arrived on scene and transport them to the hospital. 00:24:31
That doesn't necessarily make them. 00:24:37
A transport EMS provider? OK, if you want to use that save analogy, well, guess what? The police department's EMS too, because 00:24:39
Police Department responsible. Motor vehicle crashes, Unconscious, unresponsive. All kinds of other things. 00:24:44
Sheriff doesn't have EMS numbers. Sorry. 00:24:51
They don't have EMS numbers. They can't. You know what, But actually back in the day, and I believe when you went through the 00:24:53
police Academy, did you go through the 1st Responder program? 00:24:57
Yeah, Do any of your officers have defibrillators in their cars? 00:25:02
Sure. Do your guys carry Narcan? 00:25:06
OK, they do now. They didn't. They do now. Well, here's my question, if it's already, if it's already working in Lafayette and 00:25:10
Greenville, why are we doing an RFP for? 00:25:15
A county wide supplement. Why would we do that if it's already, you say it's already it's not working? 00:25:21
OK, Defied working then. 00:25:29
Define working working as you have. 00:25:31
ALS. 00:25:35
Ambulances that can transport. 00:25:36
Greenville and Lafayette's just playing ambulance. 00:25:39
Their, their, their BLS at best. And it's. 00:25:42
Who's staffing them? Fire firefighters. Is that what you want? No. No. No. No. What? No. 00:25:45
Right now you have. 00:25:52
And Jason, keep me, keep me straight on this because you and I had this discussion. 00:25:55
In Highlander, if there is a medical call that comes out, you have an ambulance that is sent out with two people. 00:25:59
And that third person stays with the engine. 00:26:07
And they have off time apartment to come in if a call comes in, OK. But in Georgetown is when a medical call comes in, all three 00:26:10
of those people go out on that vehicle, OK, but they can't transport on that vehicle. 00:26:18
But with when I say it's working right now, it's working because you have, because when a call comes in you have you have a 00:26:27
response from the fire districts. 00:26:32
But that's not the ideal because then you're taking taking manpower away from fighting afar. What needs to be done is with the 00:26:37
fire based EMS. My understanding is that you that you man up and you have people to man those ambulances. 00:26:44
In addition to having the people to man. 00:26:52
The fire trucks, I assume that's what you were talking about, but you said it's working now. 00:26:55
It's working right now because when you have, when a call comes in, someone from the fire district is responding, that's working. 00:27:00
But that is a, that's a when you look at the term working that's that's that that pales to where it should be working. 00:27:07
OK. So if you ask me, John, you just kind of answered your question of why you need the GIS study because under the current model 00:27:15
you have. 00:27:19
Three people that's assigned to an engine company and medical hall comes in two people get off that engine company. 00:27:25
Respond to an ambulance to the scene and you have that third person. Um. 00:27:30
On the on the fire truck. 00:27:36
Waiting for somebody. 00:27:38
To get into to help relieve and bring the crew back up to normal staffing. 00:27:39
The problem that you do with that is now honestly, you're violating an FPA standards. You know, you're running a split company 00:27:44
here, and I got to tell you, you're sure are putting that one person on that fire engine in a real bad spot because. 00:27:50
When the fire call comes out, that's right around the corner and you have mom in the front yard jumping up and down that her 00:27:57
baby's inside. 00:28:00
And there's one person on that truck. 00:28:04
You are sure putting them in a real bad position. I never said that. I never said that the truck was going to be going to leave 00:28:06
the scene. Hang on just a SEC. Let's OK. 00:28:10
I like the free exchange, but. 00:28:15
I am dedicated to trying to close this out by 11 so. 00:28:18
And we still need to talk about finances. So I'd like to just go around the horn, see if somebody else has any more comments on 00:28:22
this, starting with Tony and then on down. 00:28:25
Just give comments on EMS. We're going to have the meeting on the 21st for further input as well. 00:28:29
And I'll give a final comment when it's my turn coming down the and will we receive the proposal from the Highlander 5 district at 00:28:36
that time, the 19th? 00:28:41
I don't know. I'm not sure that we can legally. 00:28:47
Entertain that unless we reject the other two. 00:28:52
Well, so how will we proceed? 00:28:56
I guess. 00:29:00
Well, I think that's what we're trying to determine right now. 00:29:02
My I'll give my $0.02 on it right now would be that I think, that the Council. 00:29:05
Needs to be prepared. 00:29:11
To deal with at least a one or two year contract with an outside provider. 00:29:13
Because I don't think that we have time to paraphrase John's term to man up, I assume you meant to get more employees. 00:29:20
To staff, do that staff, excuse me. So I think we need to be prepared for all those contingencies because as John said, we may 00:29:29
come back and we might say we want to go with contractor number one or contractor #2 and then try to negotiate 2 years rather than 00:29:34
three or we might outright reject those. 00:29:40
And and open the bid process again, but we've got. 00:29:47
We're up against the clock. We grew up against clock, yeah. 00:29:51
So anyway, I'd like everybody to have him. 00:29:54
At least. 00:29:57
An opportunity for independent comments on this before we move forward. 00:29:59
Well, I guess I would just like to say that. 00:30:04
I think that we need to keep this. 00:30:08
Still, keep this toward the forefront. 00:30:10
I was looking forward to receiving those proposals and quite shocked when you said that they may not, the proposal may not be. 00:30:14
Able to be entertained. 00:30:22
I I think that this is. 00:30:26
Yeah, Jason, we did know that it was coming. 00:30:28
But I think that we need to exhaust every effort. 00:30:33
And doing the taxpayers due diligence. 00:30:36
This is safety, public safety that we're talking about here. 00:30:40
And I think that all options need to be on the table as we definitely need to. 00:30:43
To exhaust every effort. 00:30:52
To make sure that we do due diligence and. 00:30:54
Looking at these bids and. 00:30:57
Deciding who the next service provider will be. 00:31:01
Thank you. 00:31:04
There's a there's a lot here. It's a complicated thing. We've been here before and if we don't invest in our own. 00:31:07
Fire departments to do the right thing. We'll be here again and again and again, as we have been for many, many, many, many times. 00:31:13
I will say that. 00:31:21
You know, Danny made a comment that the fire district is playing EMS. 00:31:24
I think they would present that that comment. 00:31:32
They've been, they've been, they've been a Firebase EMS. 00:31:37
System since the since the creation of the fire district, and they've had ambulances before that. 00:31:42
They They do. 00:31:47
Great work. 00:31:49
And they compensate for the inadequacies of private providers and have been for years. Without the fire department and their 00:31:51
resources and their manpower, what they've done, we wouldn't have near the the EMS system, first response system that we that we 00:31:57
have. 00:32:03
And it only because of them. It only makes the private provider look better in this in this community. 00:32:10
No matter what the proper provider name is. 00:32:17
If we didn't have them. 00:32:20
We wouldn't have the EMS system that we have now and they are integral part personally. 00:32:22
I'm done seeing private provider come in and take the tax dollar money and and and lease or rent. 00:32:27
It's time to invest in our own backyard and our own people that do this work. And it's right here. And yeah, we have a timeline 00:32:34
that we're up against. 00:32:38
And I think we can reach that. 00:32:43
But moving that goalpost and saying we're not ready, we're not ready, we're not ready and not get the proper data to make sure 00:32:44
that how we're how we're not ready. 00:32:49
You know, we're not doing ourselves any justice on that. 00:32:54
I think we need to explore. 00:32:57
This much further, Denise. 00:32:59
Well, I think I think I. 00:33:02
We all know. 00:33:05
That we have to hire people in order for a fire base. 00:33:06
EMS to work and to think that we don't. I mean, Jason, you almost acted like we're not going to do that. We we have to do that and 00:33:13
we all realize we have to do that and it's going to be. 00:33:18
Some, quite a few people that we have to hire to make sure this is staffed correctly and done correctly. Do I think we can do 00:33:24
that? Absolutely. I think we can do. I think we can get there. 00:33:31
I hope we can. I still need the the experts, the people who are going to run this to tell us whether we can or not I. 00:33:38
But I think they are part of our community and they're not going to let us down. 00:33:48
If if they can't staff this up and they can't make this work, they're going to tell us that. 00:33:54
Because they're a part of our community. 00:34:00
They do this every day, so if they can't staff this up and make this work then they're going to let us know that. But if they can, 00:34:02
then I think we we have to pay attention. 00:34:08
To at least what they're going to offer to us. 00:34:14
This is a public safety issue. 00:34:18
And we have to make sure that we provide services and we can't have any lack of time. We cannot, I understand that. But we also 00:34:21
have to do the right thing for the taxpayers on a short term and a long term basis and to say that we have to have AGIS study to 00:34:27
start this. 00:34:33
For a fire based and we don't need a GIS for a private provider I I'm sorry, I just cannot understand why we would need it for one 00:34:40
and not the other. So that's my comments. 00:34:47
Yes, couple things. The commissioners put out the RP. 00:34:55
I'm cracked on that, right? The Mississippi committee made recommendations. 00:35:00
The table? Well, no, but it will. 00:35:04
Well, I guess my question is. 00:35:08
We put out, the commissioners, put our piece, why didn't fire base? 00:35:10
District Hollander in particular. Why didn't they submit a bit? 00:35:14
I would conclude. 00:35:21
With Mr. Sharp, say you don't have the ability right now to do that, to have county wide service. That's why they didn't put an 00:35:22
RFP. 00:35:26
In my opinion. 00:35:30
So and why I see it it's? 00:35:32
If we decide to go fire base. 00:35:34
I'm kind of pragmatic on that if we have a county wide fire department. 00:35:37
Like the Jet Fire Department or the Albany Fire Department, maybe? 00:35:42
But right now like. 00:35:46
Mr. Knable said. Doctor Knavel said that we got 75 days. It is a public safety issue. 00:35:48
And it had. In my opinion, if they had the ability to submit an RFP, they would have. 00:35:53
OK. Three things. Number one is when the previous EMS Advisory Board, we had issued request for RFPs, they came back. 00:36:05
And, and I can give you a copy, the Mississippi Advisory Board made a recommendation. The first recommendation was for Firebase 00:36:15
EMS. 00:36:20
Second one was. 00:36:25
The Baptist had, they had given us a proposal. The second one was to talk about this again and the third one was a contractor 00:36:26
base. So I mean we've already been through this two years ago. The second thing is we know that Denise brought this up yet, OK, we 00:36:34
don't have the, we don't have the staff, we're going to have the staff up, but that's going to be a one time thing, OK. And what 00:36:41
that is I don't know, but but if we don't it's going to be a yearly request from from the, from the County Council. 00:36:49
For a provider, but you give us the you give them the one, the one year stipend and they can staff up. 00:36:57
OK. And then the third thing is that. 00:37:04
We've already, Like I said, it's working inside of right now. 00:37:08
You know, and the response times with with the ambulances and the brush truck responding from the firehouses, response times are 00:37:13
far greater than you have someone coming. 00:37:18
From from wherever location in Floyd County, but again. 00:37:25
That that's I got more to say, but that's all I'm gonna say right now. 00:37:29
I'll stay in turn, then. I mean, the men and women who provide these services are incredible, and they just kind of. 00:37:35
In a sense, want us to get out of the way so they can do their work. 00:37:41
We do have a. 00:37:46
A time limit of. 00:37:48
And it's a real time limit and we have safety considerations. 00:37:50
And as you said. 00:37:55
Just said they're gonna eat man up. 00:37:57
And I could not figurative, but literally they're gonna have to make more hires men and women to fill these roles. 00:37:59
And they have to be trained and then they have to be integrated into the system and I don't see that happening in 75 days so and 00:38:06
again. 00:38:09
We talked about fire based, but nobody's put. 00:38:14
A real number on the table with any sort of accuracy that we can compare to the numbers that we have on the table. 00:38:18
We I don't know how much veracity those numbers are going to have. And then I've also been told by our legal counsel, I can't 00:38:27
consider those unless I reject the bids that I have. So here's. 00:38:32
I think the most realistic plan is going to be for us to contract with someone for. 00:38:37
One to two years and then purposefully and diligently. 00:38:42
Bring on the fire based system if we find out that the numbers make sense. 00:38:46
So I don't, I'm not saying no, we're going to kick the can down the road and not pursue the other, but I'm. 00:38:52
I just think it's a Herculean task. 00:38:58
To accomplish in 75 days with any sort of reliable. 00:39:00
Reliability in those numbers, so. 00:39:04
That's my comment. Yeah, we'll go down here. We have three more that we're going to move on to. 00:39:07
So I've literally spent my entire adult life in emergency services. I've. 00:39:12
Worked on a men unit full time for six years and I've been a firefighter now for 24 providing care to. 00:39:17
Sick and injured throughout this area for a long time and let me tell you. 00:39:24
Firefighters are a special group. They're hard workers. 00:39:27
They. They. 00:39:31
Refused to fail, they will keep pushing and pushing and pushing. And we have some outstanding firefighters and outstanding fire 00:39:34
departments here in Floyd County. We truly do. 00:39:38
It's not about. 00:39:43
Them letting us down. 00:39:45
It's about us letting them down by not giving them the tools and the equipment what's necessary to properly do their job. 00:39:46
Now I understand. 00:39:54
People don't like the timeline, but I assure you if you give me time to generate the actionable data that we need to make the 00:39:56
moves. 00:39:59
We have the potential to potentially to build a system of Floyd County that. 00:40:03
Everybody can be proud of, you know. 00:40:08
We don't want to just wing it. That's the worst thing we can ever do. There's there's so many questions and and issues in here 00:40:10
that. 00:40:14
Unless you know this job you have worked in this job, you don't know what you don't know. And. 00:40:18
I could sit here and spell all this out, but it probably sound like I'm talking Greek to you. But that's just my thoughts. 00:40:23
Connie. 00:40:29
I have a few things. 00:40:31
And 1st 75 days I don't think it's going to happen. 00:40:33
We've got two ambulances for this fire based. 00:40:40
Service. We need more than two ambulances. 00:40:44
We may have three and maybe another one coming. I don't know the status of all that. 00:40:49
It also takes time to get them ALS certified. 00:40:55
There's already a. 00:40:59
Shortage for EMS? 00:41:01
Workers and paramedics. 00:41:04
So it's going to take longer than an average to hire in those people because we don't have a very good pool. 00:41:07
There are. They're just they're not there anymore. 00:41:16
And it's a hard job. It's going to take those special people to do that job. 00:41:19
I also just have to say it that. 00:41:30
John, you say that it's working now. 00:41:32
I have a few issues one. 00:41:36
In a public. 00:41:38
It was stated that. 00:41:41
The current fire department that has ambulances uses those ambulances as a cooling station for their firefighters. 00:41:43
Not as transport. 00:41:52
So they used. 00:41:54
So that I have an issue with. I understand that they've increased their runs and their transports since. 00:41:58
That time. 00:42:05
But it needs to be on a consistent basis. If they're going to show it first, they need to transport immediately, Don't wait for 00:42:10
somebody else that we contract with. The other thing is, is are we going to look into a mutual aid arrangement with a private 00:42:14
contractor or somebody else? 00:42:19
If we only have two ambulances. 00:42:24
Available to us or maybe for, I don't know. 00:42:27
Because what if we need 6? 00:42:30
You know, we have to look into a mutual aids. 00:42:33
Somewhere, because we're not going to be able to do it all on our own if we have a large. 00:42:35
Event or if we have multiple multiple events at one time. So those are those are some of my big deals. 00:42:41
And in 75 days, I just still see it happening. Thank you, Danny. 00:42:49
Yeah, I just just want to go on record and say I'm not opposed to any. 00:42:55
Style system. 00:42:59
I'm tasked with. 00:43:03
Looking at the financial side. 00:43:05
Of all aspects of county government. 00:43:08
And specifically District 3 New Albany Township's. 00:43:10
I could have used a better choice of words when I said they're playing ambulance, but I'm gonna stick by. 00:43:18
The fact that. 00:43:24
They had ambulances for. 00:43:26
10 or 15 years and never budgeted to replace them like they do other apparatus. 00:43:28
They never. 00:43:34
Increase the training levels of anybody. 00:43:36
On those ambulances. 00:43:39
So those were all opportunities that were missed and we bailed them out with. 00:43:41
Half $1,000,000 for two ambulances. 00:43:49
Of taxpayer. 00:43:51
If you can call it ARPA, Money, CARES, ACT MONEY, whatever, That's taxpayer money. 00:43:53
That that comes from somewhere. That is taxpayer money. 00:43:57
So there's been missed opportunities all around. 00:44:01
Nobody walks out of. 00:44:06
Without a scratch or a scar. All right, it's the the ball's been dropped. 00:44:08
Many places. 00:44:13
My second thing is. 00:44:16
I don't hear Franklin Township mentioned a lot. 00:44:19
And we cannot forget that. 00:44:22
That whether. 00:44:24
A2 door. 00:44:27
Firehouse Built there, or there's. 00:44:30
An ambulance station somewhere close to there. 00:44:33
We cannot forget that part of Floyd County. 00:44:38
The last thing I've got is. 00:44:43
Al, me and you or anybody else that's sitting up here. 00:44:46
We need to talk to New Albany Township Fire Board. 00:44:50
They are on a fast. 00:44:53
To get out of their contract with New Chapel Fire. 00:44:56
And employ the City of New Albany. 00:45:00
To cover. 00:45:04
What does that look like? 00:45:06
Since they are already with. 00:45:10
The cities with AMR. 00:45:12
Another probe, Mayor Pro. I'm sorry. 00:45:15
Too many, too many letters I. 00:45:18
What does that look like? What's the plan? There's there's a plan out there. Sure. 00:45:22
But that's that's happening quickly. 00:45:28
The City of New Albany will be providing fire services in New Albany Township. 00:45:30
Soon. 00:45:35
So I'm not sure. 00:45:37
City of New Albany Fire trucks want to. 00:45:41
New Chapel ambulance beside him in the. 00:45:44
Firehouse. 00:45:46
Can I answer 2 questions that were brought to me by Connie? 00:45:48
We talked after the meeting, yeah, we could go on for an hour with this and and but we need to give due time to the financial 00:45:54
advisor part of it, so. 00:45:58
Was that placed on there by you? 00:46:03
I think it's just a carryover. We voted at our last meeting to contract with Baker Tilly. 00:46:05
Any further comment required on that? 00:46:11
All right. I do want to leave a little bit. The reason why we need to end at 11, I think we're having a good conversation here. 00:46:14
Yeah, I have an obligation downtown at 11. 00:46:18
15 so. 00:46:22
John, we do have. 00:46:25
So I do want to leave a little bit of time for public, yeah, just just give me two minutes. Your first question was about the 00:46:27
cooling. 00:46:31
An ambulance, OK. And again, I'm not involved in firefighting, but my understanding, Jason, you could probably add to this because 00:46:35
during the fire. 00:46:39
You know, on hot days they get overextended. They need a place to cool. So I suspect that was the reason for that. OK. 00:46:44
I mean, it's used for multiple purposes. OK. It isn't just the. Am I correct, Jason? Yeah, it's called, it's called rehab and you 00:46:51
don't have to do it inside of an ambulance. You can. 00:46:56
Quite honestly, you could have a rehab trailer. You can use school buses if you have America. There's a multiple different ways to 00:47:01
handle it. Do it. But yeah, I understand what you're talking about. Dirty ambulance. 00:47:06
As opposed to what? As opposed to what? Being trained or not not being? What was your next question? 00:47:12
I don't remember the national EMS shortage. 00:47:19
Mutual aid for you. And again, I'm not putting this plan together, but any responsible fire department. 00:47:23
And or EMS service would have mutual aid. 00:47:31
With surrounding counties. 00:47:34
No, it doesn't take time. But what do you mean it doesn't? It took them forever to get mutilated. This is one. This is one reason 00:47:37
I. 00:47:40
Yeah, I think we're kind of closing up here, but I want to suggest to to Danny, I think we, I think the council needs to have a 00:47:43
workshop on the funding mechanism of this once the I think we can go ahead and schedule it or schedule it soon. 00:47:49
But once the EMS Advisory Board comes forward, the recommendation what that looks like? 00:47:56
We need to explore the cost of this because obviously the cost is going to go up. 00:48:00
From what we have and we need to, we need to roll up our sleeves and figure that out. Whatever the model looks like, it's going to 00:48:04
come down to budgeting and we need, we need to be, I think we all need to be having an open meeting on. 00:48:09
You know, together on how we're going to fund it. 00:48:15
So sometimes the last week and the last week in March. 00:48:18
It probably needs to be the first week. 00:48:23
Well, I'm out the first week in April, but I can call in. 00:48:27
So. 00:48:30
Can we do it Monday the April 1st? 00:48:33
Our county offices closed that Monday. 00:48:39
8% It's a great day. It's a day after Easter, that's why I was asking. 00:48:43
Let's not meet on April Fool's. 00:48:49
I can do the first if you want. OK, April 1st at. 00:48:53
4:00. 00:49:00
5:00 I don't care that's. 00:49:02
I'm getting five, I was gonna say. We need to do it in the evening. I think because Jim works during the day and there may be 00:49:05
other people in the community that four one at at 500 workshop, right? 00:49:10
Yeah, there's no decision. Yeah, workshops, Fine. 00:49:17
OK I. 00:49:22
So this is this is your old pork chop. 00:49:24
I don't want the logistics of planning a meeting taken away from from public comment, so just go for it. We'll have another time 00:49:28
for closing comments for us. 00:49:31
We can run. I get that. It's just I think we've. 00:49:37
Covered things and starting to deteriorate a little bit. 00:49:41
Yeah, and. 00:49:47
It's a bottomless source of passion and I understand that. I do want to take public comment here that has the desire to do so. I 00:49:50
do want to confirm with those two to three minutes you had your hand up first. We'll just need name and I. 00:49:57
Address for the record please. Sean Bostock out of county with business interests within the county. 00:50:05
Jason and I have worked together for. 00:50:13
Since the 90s. 00:50:14
Fighting the same fight. EMS units have been used for rehab facilities, on house fires, prolonged scenes for a long time. Part of 00:50:15
rehab is you have to get your blood pressure checked. You have to have a medical check. 00:50:22
We don't want anybody having a stroke or anything so. 00:50:28
That's why there's cleaner on the truck. There's bottles of bleach and rags to clean so that patients are transported in a dirty 00:50:31
ambulance. 00:50:34
Danny, thank you for clarifying your statement. That was pretty insulting and I appreciate you taking the time to to correct the. 00:50:39
That was almost like, say, an ambulance driver to an EMT. 00:50:46
Because those people playing EMS have failed out New Chapel on several occasions. 00:50:51
And they're not the contractor transport company of the county. 00:50:57
When New Chapel started, Jamie was running. Ambulances across the county line tried to sneak. 00:51:01
Runs from yellow. 00:51:06
People were killed because of that. 00:51:08
In traffic accidents. 00:51:10
So under the fire contract. 00:51:13
States that emergency EMS response shall be provided. 00:51:16
Modify the contract. 00:51:20
Cancel, reject. Both of the private proposals. Modify the existing FIRE contract. As Danny pointed out, hopefully on April 17th we 00:51:22
see new Omni fire housing themselves. 00:51:28
In new only Township with their pre-existing merit pro contract. 00:51:34
That covered the New Albany Township area. 00:51:38
Therefore leaving only. 00:51:41
Greenville Township. 00:51:44
Georgetown Township, Franklin Township. 00:51:45
In Lafayette Township, which. 00:51:48
The staffing can be put there because guess what, you can hire direct. You don't have to send them to paramedic school and have 00:51:50
that lost time. 00:51:53
The GI study, I definitely agree. 00:52:03
It's useful, the NFPA comments. 00:52:07
Are kind of the double edged sword because there's not one fire department. 00:52:11
In southern Indiana. 00:52:15
Including Jeff City. 00:52:16
That follows in FPA. 00:52:18
To be in NFPA, you gotta have four on an engine, right? 00:52:20
When was the last time you seen 4 on an engine? You don't even see that lull, OK? 00:52:23
So it's a double edged sword when you're cherry picking what NFPA standard you want to use and which ones. 00:52:27
Consciously ignoring. 00:52:33
So that's a double edged sword argument. 00:52:34
BLS is better than no EMS at all. 00:52:37
What? What's the new Chapel been providing? 00:52:42
Most of the time. 00:52:45
One paramedic for two counties, one of which. 00:52:48
Worked a 96 hour shift. How safe is that? 00:52:52
The rest is BLS, maybe an advanced tier there, but the majority of the trucks are BLS that you're already getting. 00:52:55
So it is a very high. 00:53:02
Contingent topic. 00:53:07
The cans been kicked and kicked and kicked. It's not Charles fault. You're all the receiver here, OK? 00:53:09
I expect you all to be the one to drive it home and put an end to this because it's feasible. 00:53:14
Is it cheap? No. 00:53:21
I'm a libertarian, so to talk about taxpayer funds. 00:53:22
I'm kind of being hypocritical of my ideals, but. 00:53:27
We have to have a system. 00:53:32
For over 45 years of private EMS system has failed. 00:53:33
Not just Floyd County it's failed everywhere mutual aid that's that was my other note then I'll leave on that there are already 00:53:38
pre-existing mutual aid contracts with. 00:53:42
I believe Highlander point. I'm still getting used to the new name. 00:53:48
With Harrison County. 00:53:52
There, there, when there used to be other operations in the area, there were mutual aid contracts. It's nothing new. It's 00:53:55
something that's dated back years. If somebody has something you don't you mutual aid in case. 00:54:00
You need that mutually. Contracts are very easy. 00:54:05
Because you've got got guys like Jason. 00:54:09
And and guys like Jason Worley and all these other old names that are they're hiding up in Harrison County, Washington County. 00:54:11
And we understand that. 00:54:19
You got to get the job done, screw the money aspect, get the job done. That's why if there's not an agreement by the time the new 00:54:21
Chapel. 00:54:25
Contract expires. 00:54:30
Highlanders go and pick it up. 00:54:32
Because that's the nature of the job. That's the nature of everyone, of those guys that have. 00:54:34
Worked for **** **** wages. 00:54:39
To be on a BLS truck, even if they're advanced. 00:54:42
That's the nature of beasts. Get the job done. 00:54:45
Then figure. 00:54:49
So thank you all for your time and your dedication to the topic. 00:54:51
I know we all don't see eye to eye. 00:54:55
But we're all working together, I think. 00:54:58
We have a lot of crossover ideas, so thank you for your time. Thank you for all your efforts. All right, Thanks. 00:55:02
I didn't deal with Georgetown. I won't talk to him at that moment. 00:55:14
Anyway, I was asking. I live at Georgetown. I have no problem with the service we have now. 00:55:18
Like I said before, I've seen it time and time again. 00:55:23
Either the rest of the county's not done something right in Georgetown doing it good. 00:55:26
Or something going on, and there's sure you live in my district. 00:55:30
I have a question about. 00:55:36
Paying for a fire based. 00:55:37
EMS. Will that be added on to the fire district? 00:55:40
Come to the meeting on April 1st. Come to the meeting on April 1st. 00:55:46
See, that brings all the pressure off of everybody else if you charge, if it goes on the fire district levy. 00:55:50
Our taxes will go way up. 00:55:56
And nobody will get blamed for come to the meeting on April 1st. 00:55:58
Nobody, nobody elected official will not get mine for if it goes on fire district levy. 00:56:03
It has to be come to the meeting anyway, that's all I got to say. I said there's something here and I don't really know what it 00:56:09
is. 00:56:12
Thank you. 00:56:17
All right, so there's a meeting on April 1st, I hear. Workshop. A workshop. But it's public, correct? It's public. 00:56:18
All right with any closing comments. 00:56:27
All right, Motion to adjourn second. 00:56:32
