We're supposed to be supporting a public safety tax. | 00:04:25 | |

My request would be if this is needed, fine. If you find that you have more than you need, then reduce the rate. If not, terminate | 00:06:43 | |

And this tax proposal stands in stark contrast to what the Republican Party believes, and that is? | 00:08:00 | |
Limited government and lower taxes in general. Now I'm not here to debate my party's platform, but I would like to highlight the | 00:08:09 | |
hypocrisy that I see today standing in front of a Republican ward majority and bringing up attacks like this that would be used, | 00:08:16 | |
just as you say, as a slush fund. I'm sure there are good intentions behind proposing such a high tax. You may even have valid | 00:08:23 | |
points on why accounting EMS service is better than a. | 00:08:31 | |
Then a fire based EMS or a contracted EMS service. But we need the facts. We need to know what we're paying for before you levy | 00:08:39 | |
such a high tax. And so I ask all of you all today to vote no on this. I believe it's ridiculous. And especially for you | 00:08:47 | |

that you're talking about getting a $500 income tax, meaning once again that the the tax is going to be on the people who are | 00:10:14 | |
already paying most of the taxes, but you're going to try and raise $500.00 for a public safety tax. | 00:10:21 | |
And if I'm not mistaken, you could have easily taken that, cut it in half and passed an EMS tax. They would actually go to nothing | 00:10:29 | |
but EMS. And instead this $500 is not only going to fund 6 ambulances or three. I think 3 is the right number. Some reason 6 being | 00:10:35 | |

But it's also going to send money over into New Albany, which might make some members of the council very happy. | 00:10:47 | |
But I'm not certain that it meets the needs of what it's intending to do, which is improve the EMS service in Floyd County. | 00:10:52 | |

do I put my kids in daycare or do I eat? | 00:15:14 | |
These are things that need to be considered and yeah, we think of it as a very, very small amount per person. | 00:15:20 | |
But the reality of it is, and this is a big, big amount of money, if what I hear in the funding is 1.4 million a year in expense. | 00:15:26 | |
And the income off of it is 14 and a half million. | 00:15:35 | |
And this is for a two year term as I hear it. Wow, it's nice to. We talked about a slush fund, two or three or four other people | 00:15:40 | |
talked about it. I wish I had $26 million extra in two years to decide how do I want to spend it or not spend it. | 00:15:47 | |
And from my perspective, you can do a lot of things with 26,000,000. Of course the county can. But you know what? So can we as | 00:15:55 | |

We need to take care of our families as well. What I would ask is if we just feel like this needs to happen. | 00:16:04 | |
Let's limit it and let's not try to put the full extent in, in one given year because that is a huge amount of money. And then | 00:16:11 | |

where we have about a $2.1 million deficit in our general fund. I don't really think it's going to be quite that big, but that's | 00:19:31 | |
what the numbers show at this point. We have a jail lit that needs about $1,000,000, so we need about $4.5 million. | 00:19:40 | |
What is being proposed as a public safety PSLIT? | 00:19:50 | |
A .5 that generates $6.4 million for us or thereabouts, but we are going to give the city. | 00:19:55 | |
Right around $8 million. | 00:20:04 | |
So while it's a $14 million tax, the county is only going to get. | 00:20:06 | |
$6.4 million of that. | 00:20:13 | |
I have another scenario that I think could generate the revenues that we need. | 00:20:16 | |
And make the make this a much less burdensome tax on the taxpayers. The one scenario that I just presented is $500 on 100,000. | 00:20:23 | |
Scenario D that I put together is the same needs across the top line and then let's skip the public safety. Well, let's talk about | 00:20:35 | |
the public safety IT I'm saying let's put it in for point 1%, which is what one of the gentlemen said. Let's go at this in. | 00:20:44 | |

Out and put a full tax in place let's go at it invites so we need 1.4 for our EMS. Let's put a public safety lit in place that | 00:20:57 | |
generates the $1.4 million that we need. We also have the ability to put a judicial let take it from .04 to .07 which is the Max | 00:21:07 | |
on that tax. We suggested this last year Ironically Connie and Danny neither one voted for. | 00:21:17 | |
.70 tax last year. This is a tax that would only cost the constituents $15 a year. | 00:21:27 | |
We get to keep every bit of that tax that we generate from our taxpayers. We don't have to share it with the city. | 00:21:36 | |
The next one is the jail lit tax. We can take that from .2% to .3% and generate another $3,000,000. While this we can't vote on | 00:21:44 | |
this tonight because it wasn't advertised, we can still vote on it this year and start collecting that tax. | 00:21:53 | |
Next year and it will generate the amount of money that we need. We can generate $5.3 million and only cost our constituents $155 | 00:22:03 | |
a year versus generating 6.4 million and costing our constituents $500 a year. And the reason for that is that we're giving $8 | 00:22:11 | |

Putting the proverbial cart before the horse is how planning for the future of the county is being described. | 00:28:32 | |

And this is for a two year term as I hear it. Wow, it's nice to. We talked about a slush fund, two or three or four other people | 00:15:40 | |
talked about it. I wish I had $26 million extra in two years to decide how do I want to spend it or not spend it. | 00:15:47 | |
