Back in the summer. 00:03:51
The Council was working on Ordinance 20/24/08. 00:03:53
And there are a number of items here listed under the same title. That's IC6 Dash 3.6, Dash 6. 00:03:58
Public safety is listed under that as our certified shares and economic development. I would ask if any of you have actually been? 00:04:08
That section, that article or section of the title. Because if you did, you'd understand what alarms. 00:04:17
We're supposed to be supporting a public safety tax. 00:04:25
But if you read that title and section, you will see that it provides as written. 00:04:30
The general just has 6 as written would allow this board or future boards to spend on many items no way related to public safety. 00:04:37
The subsection 6.6. Dash 2.8. 00:04:49
Relates to public safety, the EMTSEMS that we've been discussing. 00:04:54
That's emergency medical services. 00:04:59
Which is defined in Title 16-18-2-110, and that is the EMS, the facilities, the equipment, the vehicles, the people. 00:05:01

With these different tax proposal for that same subsection, that would be .2%. 00:05:19
So to me, this as written is not only double dipping, but it lacks transparency, it lacks clarity and in the future could lack 00:05:27

If this board is serious about funding public safety and it's such a large tax increase, then it should commit itself to public 00:05:40
safety. 00:05:45
And choose the subsection. I believe there's only two out of the tenant's own subsections that relate to public safety. 00:05:51
So if you don't narrow it down to a subsection, public safety. 00:05:59
Then this is going to be nothing but a giant petty cash drawer. Or as a friend of mine calls it, a slush fund. I've seen it. 00:06:03
I've seen it dine at the school board, the tax heights, and I've seen it done at a previous commission's meeting where the unclear 00:06:13
language, the overly general statute, just gives unfettered discretion to future boards to misspend our money. 00:06:21
And the other point I was thinking is this is a large chunk take at once. I understand aiming high, although last night's 00:06:29
discussion was 6 ambulances instead of the three needed. 00:06:36
My request would be if this is needed, fine. If you find that you have more than you need, then reduce the rate. If not, terminate 00:06:43

Spend just what you need. I know your taxpayers too, but it's our money and Please remember your producer of duty towards it. 00:06:55

On a monthly, daily basis and and working through all this stuff. So I'll try to keep this brief, but I do want to before I talk 00:07:23
about the tax. My name is Ben Kraft. I live at 1243 Riddle Rd. in New Albany IN lifelong Floyd County residents. 00:07:30
But before I get into the tax itself, and he mentioned a lot of the things that I wanted to talk about. So I won't go too much 00:07:38
into that. I do want to talk about a couple of individuals on this board who've been criticized mainly in my party for not telling 00:07:45
the Republican Party line. And one was even sued to to get her out of out of office. 00:07:51
And this tax proposal stands in stark contrast to what the Republican Party believes, and that is? 00:08:00
Limited government and lower taxes in general. Now I'm not here to debate my party's platform, but I would like to highlight the 00:08:09
hypocrisy that I see today standing in front of a Republican ward majority and bringing up attacks like this that would be used, 00:08:16
just as you say, as a slush fund. I'm sure there are good intentions behind proposing such a high tax. You may even have valid 00:08:23
points on why accounting EMS service is better than a. 00:08:31
Then a fire based EMS or a contracted EMS service. But we need the facts. We need to know what we're paying for before you levy 00:08:39
such a high tax. And so I ask all of you all today to vote no on this. I believe it's ridiculous. And especially for you 00:08:47
Republicans out there, I would like to say that if you vote yes. 00:08:55

Which means we're looking at the budget at the last possible moment. I see a trend growing here. We got 15 days. We can do 00:09:51

But I came down here at the LID because I thought that was the wrong tax to do. And I felt like it was there to offset the monies 00:09:59
given out to him, increase the salaries, not that that wasn't deserved. I think we're standing here again where we've got a fund 00:10:07
that you're talking about getting a $500 income tax, meaning once again that the the tax is going to be on the people who are 00:10:14
already paying most of the taxes, but you're going to try and raise $500.00 for a public safety tax. 00:10:21
And if I'm not mistaken, you could have easily taken that, cut it in half and passed an EMS tax. They would actually go to nothing 00:10:29
but EMS. And instead this $500 is not only going to fund 6 ambulances or three. I think 3 is the right number. Some reason 6 being 00:10:35
budgeted. 00:10:40
But it's also going to send money over into New Albany, which might make some members of the council very happy. 00:10:47
But I'm not certain that it meets the needs of what it's intending to do, which is improve the EMS service in Floyd County. 00:10:52
So I ask you to not vote on this. I ask you to vote a no. 00:11:00
And if you don't, I'll remember that when I pulled the lever in a couple of weeks because I'm very familiar with all your names 00:11:05
and I'll be happy to share that with my friends when they pull the lever, before they pull the lever. 00:11:10
But I asked you to vote no on this. And if and if these monies are necessary, and if you can't cut it out of these other budgets 00:11:17
in the 10 minute discussion you had on them, then find other ways to grab the money. Because I think we're spending too much and 00:11:22
you're taking too much of my money. Last time I told you you were printing money. After I left, I realized that's not true. You're 00:11:28

You shouldn't approve the budget until you know every. 00:14:12
Every, every, every piece of it. Because what I heard a little bit ago is nothing more than kicking the can down the road. 00:14:15

Should have been had prior to a budget meeting so you know the funds that you're going to have available. 00:14:28

And my concern is that I think by pushing it to the levels we are right now. 00:14:53
It is creating a major, major problem for the individuals in this county who are already hurting because of inflation, and I know 00:14:59

But a lot of us are feeling it every single day and whenever you're paying the extra amount for gas and food and trying to decide, 00:15:09
do I put my kids in daycare or do I eat? 00:15:14
These are things that need to be considered and yeah, we think of it as a very, very small amount per person. 00:15:20
But the reality of it is, and this is a big, big amount of money, if what I hear in the funding is 1.4 million a year in expense. 00:15:26
And the income off of it is 14 and a half million. 00:15:35
And this is for a two year term as I hear it. Wow, it's nice to. We talked about a slush fund, two or three or four other people 00:15:40
talked about it. I wish I had $26 million extra in two years to decide how do I want to spend it or not spend it. 00:15:47
And from my perspective, you can do a lot of things with 26,000,000. Of course the county can. But you know what? So can we as 00:15:55
taxpayers. 00:15:59
We need to take care of our families as well. What I would ask is if we just feel like this needs to happen. 00:16:04
Let's limit it and let's not try to put the full extent in, in one given year because that is a huge amount of money. And then 00:16:11
let's reassess down the road in a year or two to see if it's if we've handled it appropriately or if there needs to be more funds 00:16:17
appropriated at that point in time. 00:16:23

What we need and the two scenarios. 00:18:59
I presented these. I had four scenarios. I presented these at the last meeting, but I wanted the public to be able to see these. 00:19:04
The first scenario, Scenario B was the first line is what I think we need to shore up everything. 00:19:12
In our budget for 2025 and 2026, we need 1.4 million for the EMS services contracts that we put in place for the next two years 00:19:22
where we have about a $2.1 million deficit in our general fund. I don't really think it's going to be quite that big, but that's 00:19:31
what the numbers show at this point. We have a jail lit that needs about $1,000,000, so we need about $4.5 million. 00:19:40
What is being proposed as a public safety PSLIT? 00:19:50
A .5 that generates $6.4 million for us or thereabouts, but we are going to give the city. 00:19:55
Right around $8 million. 00:20:04
So while it's a $14 million tax, the county is only going to get. 00:20:06
$6.4 million of that. 00:20:13
I have another scenario that I think could generate the revenues that we need. 00:20:16
And make the make this a much less burdensome tax on the taxpayers. The one scenario that I just presented is $500 on 100,000. 00:20:23
Scenario D that I put together is the same needs across the top line and then let's skip the public safety. Well, let's talk about 00:20:35
the public safety IT I'm saying let's put it in for point 1%, which is what one of the gentlemen said. Let's go at this in. 00:20:44
And bites. Let's not go. 00:20:54
Out and put a full tax in place let's go at it invites so we need 1.4 for our EMS. Let's put a public safety lit in place that 00:20:57
generates the $1.4 million that we need. We also have the ability to put a judicial let take it from .04 to .07 which is the Max 00:21:07
on that tax. We suggested this last year Ironically Connie and Danny neither one voted for. 00:21:17
.70 tax last year. This is a tax that would only cost the constituents $15 a year. 00:21:27
We get to keep every bit of that tax that we generate from our taxpayers. We don't have to share it with the city. 00:21:36
The next one is the jail lit tax. We can take that from .2% to .3% and generate another $3,000,000. While this we can't vote on 00:21:44
this tonight because it wasn't advertised, we can still vote on it this year and start collecting that tax. 00:21:53
Next year and it will generate the amount of money that we need. We can generate $5.3 million and only cost our constituents $155 00:22:03
a year versus generating 6.4 million and costing our constituents $500 a year. And the reason for that is that we're giving $8 00:22:11
million to the city. 00:22:18

All the public to understand that, and I'm pretty sure that the people sitting at this table are ready do understand that. 00:22:30

I've spoken to, I've spoken to many firefighters and EMTs. Not all of them are willing to be cross trained to do both services. 00:28:08
You can't make them do that. You're going to disrupt our good fire departments that we already currently have. 00:28:16
There are plans for the future of our county and that's why this proposed tax is very important. 00:28:24
Putting the proverbial cart before the horse is how planning for the future of the county is being described. 00:28:32

For you to understand that the text will be used for a public safety. 00:28:42
This is police. This is law enforcement. 00:28:46
Our county, including the city, need to be able to hire and retain the best law enforcement officers available. 00:28:50
Retention is huge. We need to retain who we have because to hire a new police officer is roughly twice, three times the amount. 00:28:58
For your salary. 00:29:08
We need to have fully staffed departments. 00:29:11
Again, including the city. 00:29:15
They are part of this county. 00:29:17
Emergency ambulance and medical services. 00:29:20
Our county deserves the opportunity to get an adequate number of ambulances on the road, staffed with trained and dedicated EMS 00:29:25
staff. 00:29:30
We are under covered at this point under the current contracts. We need more ambulances on the road. The Fitch study done years 00:29:35
ago stated that this could have all been rectified four years ago when the commissioners had the opportunity to go ahead and do 00:29:41
the fire and EMS. 00:29:47
But they didn't. They wanted to get put together a task force and whatever, but if they would have just made the decision to four 00:29:53
years ago, they had the two votes, they could have passed it. 00:29:59
Probation and community corrections. These departments also need access to reliable and effective equipment to perform their 00:30:07
duties and hire the people that can do those jobs. 00:30:12
This tax will help departments free up monies in our general fund so that we continue to plan for the future. Government, like any 00:30:18
private business, cannot successfully function without a brick and mortar and a staff to complete the daily tasks on hand to 00:30:24
maintain at the level of standard expected. 00:30:30
I believe that a smaller tax years ago could have prevented the need for this tax. With the correct correct tax past years ago, we 00:30:37
could have been paying fair wages to our county employees all along instead of taking such a large hit all at once. 00:30:45
I also believe. 00:30:53
With the correct text past years ago, the county building may have been updated prior to having to do a complete overhaul or a new 00:30:57
build. 00:31:01
Without passing this tax at the current proposed rate, future councils will have no choice but to increase or implement new taxes 00:31:06
every year at budget time to cover the deficit. 00:31:11
A responsible council member in the future will and should lower the rate as the needs change. 00:31:18

I asked my fellow council members, are you willing to put Floyd County in the same position 10 years from now? Not by planning for 00:31:33

Do you want to continue to be reactive to the changes or issues we face as a county, or do you want to be proactive with a plan? 00:31:50
Well, I've got a lot of things I want to respond to that. For one, we'll need to pass a tax where we show what we need and if 00:32:02
needed, something down 2 years down the road, we can increase that taxes. Let's go that route. Let's don't start it out high and 00:32:08
drop it 'cause we know that I'll never drop it. 00:32:14
There, there's just so many things here. I mean, this thing, this, this plan for this EMS hasn't even been passed by the 00:32:23
commissioners. It's a special task force that Jason Sharp started and had a special committee that pushed this forward. 00:32:30
We already had comments from Al Knabel. 00:32:37
Saying that this thing probably will take till early to mid next year to even get on page what they want to do. They haven't even 00:32:41
decided they want to do a county base. No one's even said proven to us why the current EMS that we have in place with Ameripro and 00:32:48
Highlander fire is not working at this $1.4 million. So I don't understand. Somebody needs to prove something to me. I know 00:32:54
everyone in this room has asked for numbers. We still haven't heard them yet tonight. 00:33:01

going to get $4 million this year, this next year in 2025, but only three and a half million is accounted for. So that's actual 00:37:36
cash on hand. You add in some insurance surplus of 700,000. 00:37:43
4 to 500,000 in riverboat and then you know we don't spend all of our budget. 00:37:50
100% of our budget typically at all so. 00:37:55
That right there, if you Add all that up, the $2,000,000 proposed deficit goes away and that's before any cuts or anything else 00:37:59

There are some needs that are on the table that. 00:38:09
That need to be addressed. 00:38:12
The thing that the biggest thing that confuses me is last year when we were in a position to look at. 00:38:14

Debated and even then vigorously opposed by some members of the Council, so much so that. 00:38:39

The you go from one end of the spectrum all the way to the other. 00:38:53
Go into a $14 million tax. 00:38:57
With the highest tax increase I think Floyd County has ever seen. 00:39:00
To me that something is not right with that. Where last year it was fought against, this year it is a big ask and I don't, I don't 00:39:03

But just to be clear, it's Danny and Connie who are completely against that last year and this year. 00:39:15

The budget that was passed and where we are for next year, if the tax doesn't go through there, the public safety is not at risk. 00:39:27

budget to look at it and and see about making adjustments up or down. But I'll be honest, government rarely goes down. 00:39:44

That that that day is when we got the price tag of a county run EMS service. 00:41:05
It's just, you know, it's just a little suspicious that it comes out on that day. Maybe that was when it, you know, when it was 00:41:13
ready. But typically I don't like having to make a decision when data comes in the day of the vote. 00:41:19
That just doesn't seem right. So there's a lot of unanswered questions for me, Ezra, in regards to this. There's a lot of other 00:41:26
things I agree with. It's been said too big of an ask. 00:41:31
Not, not, not a clear path forward, not a plan for this, for this money and it's not. I think there's other ways that to tackle 00:41:39
what we need in Floyd County besides this big ask because it is extremely large and the largest 1 Floyd County has seen and what I 00:41:45

The Council was working on Ordinance 20/24/08. 00:03:53
And there are a number of items here listed under the same title. That's IC6 Dash 3.6, Dash 6. 00:03:58
Public safety is listed under that as our certified shares and economic development. I would ask if any of you have actually been? 00:04:08
That section, that article or section of the title. Because if you did, you'd understand what alarms. 00:04:17
We're supposed to be supporting a public safety tax. 00:04:25
But if you read that title and section, you will see that it provides as written. 00:04:30
The general just has 6 as written would allow this board or future boards to spend on many items no way related to public safety. 00:04:37
The subsection 6.6. Dash 2.8. 00:04:49
Relates to public safety, the EMTSEMS that we've been discussing. 00:04:54
That's emergency medical services. 00:04:59
Which is defined in Title 16-18-2-110, and that is the EMS, the facilities, the equipment, the vehicles, the people. 00:05:01

With these different tax proposal for that same subsection, that would be .2%. 00:05:19
So to me, this as written is not only double dipping, but it lacks transparency, it lacks clarity and in the future could lack 00:05:27

If this board is serious about funding public safety and it's such a large tax increase, then it should commit itself to public 00:05:40
safety. 00:05:45
And choose the subsection. I believe there's only two out of the tenant's own subsections that relate to public safety. 00:05:51
So if you don't narrow it down to a subsection, public safety. 00:05:59
Then this is going to be nothing but a giant petty cash drawer. Or as a friend of mine calls it, a slush fund. I've seen it. 00:06:03
I've seen it dine at the school board, the tax heights, and I've seen it done at a previous commission's meeting where the unclear 00:06:13
language, the overly general statute, just gives unfettered discretion to future boards to misspend our money. 00:06:21
And the other point I was thinking is this is a large chunk take at once. I understand aiming high, although last night's 00:06:29
discussion was 6 ambulances instead of the three needed. 00:06:36

Limited government and lower taxes in general. Now I'm not here to debate my party's platform, but I would like to highlight the 00:08:09
hypocrisy that I see today standing in front of a Republican ward majority and bringing up attacks like this that would be used, 00:08:16
just as you say, as a slush fund. I'm sure there are good intentions behind proposing such a high tax. You may even have valid 00:08:23
points on why accounting EMS service is better than a. 00:08:31
Then a fire based EMS or a contracted EMS service. But we need the facts. We need to know what we're paying for before you levy 00:08:39
such a high tax. And so I ask all of you all today to vote no on this. I believe it's ridiculous. And especially for you 00:08:47

And if I'm not mistaken, you could have easily taken that, cut it in half and passed an EMS tax. They would actually go to nothing 00:10:29
but EMS. And instead this $500 is not only going to fund 6 ambulances or three. I think 3 is the right number. Some reason 6 being 00:10:35

But it's also going to send money over into New Albany, which might make some members of the council very happy. 00:10:47
But I'm not certain that it meets the needs of what it's intending to do, which is improve the EMS service in Floyd County. 00:10:52

But the reality of it is, and this is a big, big amount of money, if what I hear in the funding is 1.4 million a year in expense. 00:15:26
And the income off of it is 14 and a half million. 00:15:35
And this is for a two year term as I hear it. Wow, it's nice to. We talked about a slush fund, two or three or four other people 00:15:40
talked about it. I wish I had $26 million extra in two years to decide how do I want to spend it or not spend it. 00:15:47
And from my perspective, you can do a lot of things with 26,000,000. Of course the county can. But you know what? So can we as 00:15:55

We need to take care of our families as well. What I would ask is if we just feel like this needs to happen. 00:16:04
Let's limit it and let's not try to put the full extent in, in one given year because that is a huge amount of money. And then 00:16:11

In our budget for 2025 and 2026, we need 1.4 million for the EMS services contracts that we put in place for the next two years 00:19:22
where we have about a $2.1 million deficit in our general fund. I don't really think it's going to be quite that big, but that's 00:19:31
what the numbers show at this point. We have a jail lit that needs about $1,000,000, so we need about $4.5 million. 00:19:40
What is being proposed as a public safety PSLIT? 00:19:50
A .5 that generates $6.4 million for us or thereabouts, but we are going to give the city. 00:19:55
Right around $8 million. 00:20:04
So while it's a $14 million tax, the county is only going to get. 00:20:06
$6.4 million of that. 00:20:13
I have another scenario that I think could generate the revenues that we need. 00:20:16
And make the make this a much less burdensome tax on the taxpayers. The one scenario that I just presented is $500 on 100,000. 00:20:23
Scenario D that I put together is the same needs across the top line and then let's skip the public safety. Well, let's talk about 00:20:35
the public safety IT I'm saying let's put it in for point 1%, which is what one of the gentlemen said. Let's go at this in. 00:20:44
And bites. Let's not go. 00:20:54
Out and put a full tax in place let's go at it invites so we need 1.4 for our EMS. Let's put a public safety lit in place that 00:20:57
generates the $1.4 million that we need. We also have the ability to put a judicial let take it from .04 to .07 which is the Max 00:21:07
on that tax. We suggested this last year Ironically Connie and Danny neither one voted for. 00:21:17
.70 tax last year. This is a tax that would only cost the constituents $15 a year. 00:21:27
We get to keep every bit of that tax that we generate from our taxpayers. We don't have to share it with the city. 00:21:36
The next one is the jail lit tax. We can take that from .2% to .3% and generate another $3,000,000. While this we can't vote on 00:21:44
this tonight because it wasn't advertised, we can still vote on it this year and start collecting that tax. 00:21:53
Next year and it will generate the amount of money that we need. We can generate $5.3 million and only cost our constituents $155 00:22:03
a year versus generating 6.4 million and costing our constituents $500 a year. And the reason for that is that we're giving $8 00:22:11

We are under covered at this point under the current contracts. We need more ambulances on the road. The Fitch study done years 00:29:35
ago stated that this could have all been rectified four years ago when the commissioners had the opportunity to go ahead and do 00:29:41

But they didn't. They wanted to get put together a task force and whatever, but if they would have just made the decision to four 00:29:53

Probation and community corrections. These departments also need access to reliable and effective equipment to perform their 00:30:07
duties and hire the people that can do those jobs. 00:30:12
This tax will help departments free up monies in our general fund so that we continue to plan for the future. Government, like any 00:30:18
private business, cannot successfully function without a brick and mortar and a staff to complete the daily tasks on hand to 00:30:24
maintain at the level of standard expected. 00:30:30
I believe that a smaller tax years ago could have prevented the need for this tax. With the correct correct tax past years ago, we 00:30:37
could have been paying fair wages to our county employees all along instead of taking such a large hit all at once. 00:30:45

With the correct text past years ago, the county building may have been updated prior to having to do a complete overhaul or a new 00:30:57

There, there's just so many things here. I mean, this thing, this, this plan for this EMS hasn't even been passed by the 00:32:23
commissioners. It's a special task force that Jason Sharp started and had a special committee that pushed this forward. 00:32:30

Saying that this thing probably will take till early to mid next year to even get on page what they want to do. They haven't even 00:32:41
decided they want to do a county base. No one's even said proven to us why the current EMS that we have in place with Ameripro and 00:32:48
Highlander fire is not working at this $1.4 million. So I don't understand. Somebody needs to prove something to me. I know 00:32:54
everyone in this room has asked for numbers. We still haven't heard them yet tonight. 00:33:01
The thing, the only thing I heard was some pensions for the Sheriff's Department, which I know we don't have to do 100% fund 00:33:08

Hardly anybody in the state does. And I find it ironic that we're even going to ask for pension increase when we did a benefit 00:33:14
study and all of you voted against putting it back on the commissioners and cutting pensions for the employees. We do 3%. That's 00:33:21

these additional raises that begin this year for like prosecutors, public defenders, that's totally unnecessary because they got 00:34:22
all those raises two years ago. So I don't understand why we're doing all this. We can keep these things down, but nobody will has 00:34:28

All the taxpayers sitting here and I keep talking to people and they don't want this thing. I don't want this thing. I don't. 00:34:40
For my family, I don't want for anybody. So I understand if you're running for office, and I have to say right now, Dale, you're 00:34:46
the one up for election, explain how you can justify this thing. Tell these people how you can justify. It's crazy. 00:34:55
Pass something lower. I think it takes guts to say this is what we need and I know that nobody likes it. I don't like it, but it 00:35:05

Who's gonna run the government? That's the problem. This is a bigger picture than what you all are looking at. 00:35:59

going to get $4 million this year, this next year in 2025, but only three and a half million is accounted for. So that's actual 00:37:36
cash on hand. You add in some insurance surplus of 700,000. 00:37:43
4 to 500,000 in riverboat and then you know we don't spend all of our budget. 00:37:50
100% of our budget typically at all so. 00:37:55
That right there, if you Add all that up, the $2,000,000 proposed deficit goes away and that's before any cuts or anything else 00:37:59
