That agenda is accepted approval of a minutes from our November 12th meeting. Mojo Pros. 00:02:20
2nd. 00:02:28
Motion a second. Any discussion on those minutes? 00:02:30
All in favor say aye. Any opposed? 00:02:34
That carries is there anyone from the public? 00:02:37
Would like to speak before we get started. 00:02:39
With our agenda. 00:02:43
All right, Mr. Chris Moore. 00:02:46
Thank you and appreciate you. Let me come in front of you this evening. 00:02:57
Chris Moore, Floyd County Stormwater Director Recently the Floyd County Commissioners approved the Floyd County ordinance FCO Dash 00:03:00
2024, Dash 27. The reason for the ordinance approval was EPA and IDEM in a five year period has updated their rules. So we had to 00:03:09
update our ordinance to be compliant with that. With that we in the past had. 00:03:17
We charge developers a fee for erosion control review of their plans and. 00:03:27
Development. 00:03:33
Planned review as well. Throughout the years we've never had an increase in that and that cost has gone up throughout time and 00:03:35
everything else. Currently we have a third party doing those reviews for us plus. 00:03:43
The fees are used for going out and doing the inspections on sites. When it comes to erosion control and everything else. With 00:03:52
that, as I said, the fees have gone up tremendously. So we are asking for a fee increase that would be paid for by the developers 00:03:58
when it comes to reviewing the plans for erosion control and drainage. 00:04:05
It's in your the ordinance that you were provided earlier. 00:04:13
E-mail it's also on page. 00:04:16
One dash 29 in case you want to use that as a record so. 00:04:20
I'm just asking for. 00:04:24
The council to approve. 00:04:26
Increase in fees for drainage and EPS is what is called plan review and inspections on the developers. 00:04:28
So move. 00:04:40
I'll 2nd, I have a motion and a second for item number one. Any discussion or questions for Chris? 00:04:42
As the attorney. 00:04:48
Or I reviewed it today. I saw it today, it reviewed it today. It looked pretty. 00:04:49
I do have a signature sheet here that for everyone to sign if if approved. 00:04:59
Is there any further discussion? 00:05:05
All in favor. 00:05:08
What's the fee going from to just matter of information? Well that. 00:05:09
Probably not a whole not real conflict. 00:05:15
But the lowest amount before for a residential development was $450 up to $2600. For a commercial development, it was $600.00 up 00:05:18
to 2600. We've we've scrapped that and we're basically using the same formula that our third party is charging us. So you need 00:05:27
development up to 15 acres would pay $1600 and $601,650. Anything 15 acres or more would pay $2750. 00:05:37
So it's kind of in mind with what it was, except maybe some of the smaller ones, their feet goes up a little bit. 00:05:48
Any further questions? 00:05:57
All in favor say aye aye. Any opposed? 00:06:00
Thank you very much. 00:06:03
Diane, are you speaking for math? 00:06:10
I am Catherine for Public Leader Matt Lorge. Tonight they're requesting an additional appropriation in their general fund budget 00:06:22
at $9487.29. 00:06:27
To cover people services. So they they've had a huge increase in everything this year and they have. 00:06:33
They've extended their supplemental budget. 00:06:39
So this is. 00:06:44
This is the last cleanup I think that we'll see from the public defender this year. 00:06:46
You're going to see a lot of cleanup on tonight's agenda. 00:06:50
We have a motion to QA. 00:06:58
So move. 00:07:00
2nd. 00:07:03
What do you do? Have a motion and a second. 00:07:05
To a any questions or discussion? 00:07:07
Thank you. 00:07:10
All in favor say aye aye. Any opposed? 00:07:13
That carries. 00:07:16
Chair. 00:07:19
We have an additional appropriation out of I believe my understanding is Gillette into our grant funded. 00:07:22
Position that's funded by the grant. 00:07:28
20,000. 00:07:32
Motion to approve 3A. 00:07:36
Have a motion a second for three. 00:07:39
Any questions or discussions? 00:07:42
All in favor say aye. Any opposed? 00:07:46
Thank you, Harris. Thank you. 00:07:49
How are you? Good. How are you? I'm here for some transfers. We have our grant and we had some remaining benefits, so we wanted to 00:07:56
make sure those got used. 00:08:01
So I'd like to transfer on a from the health insurance on to drug testing supplies. 00:08:07
And then B, from the health insurance to our travel. 00:08:14
Move to approve. 00:08:19
What's that number? 00:08:21
4A and B. 00:08:22
I'll second. 00:08:25
We have a motion and a second for 4A and B. Any questions for Miss Doozer discussion? 00:08:26
All in favor say aye aye. Any opposed? 00:08:33
Cares. Thank you. 00:08:36
I'm going to be speaking for. 00:08:39
Matt may pull up his e-mail here. 00:08:41
So we spoke earlier. 00:08:53
I think it was late last week, but. 00:08:55
They've got some part time employees that I. 00:09:00
The funding for was removed from the budget during COVID when they didn't have the Sports Complex open. These are. 00:09:04
Part time revolving 4 part time staff that share hours only, one per shift at the front desk. 00:09:13
And they do the scheduling for the shelters. 00:09:21
And all the program registrations. So it is imperative that they are there to answer the phone because they also bring in. 00:09:26
Funds. 00:09:33
To the Parks Department, so that's the first one and the workers comp. 00:09:35
For the last two budgets, we've asked him to not include an increase and. 00:09:42
Each year he's come back to us for the difference so and I believe we did it again for 2025 so. 00:09:47
5357 on workers comp is the shortage there. 00:09:53
The cleanup. 00:09:58
A move to approve 5A. 00:10:00
2nd I have a motion and a second for 5A. Any questions or discussion? 00:10:02
Diana shows negative balance. Is he gonna have some more money coming in? 00:10:06
Yeah. 00:10:15
Okay. 00:10:17
Thanks for stealing. 00:10:20
Any further questions? 00:10:24
All in favor 5A say aye aye. Any opposed? 00:10:27
That carries. 00:10:31
Darius. 00:10:33
I have grant money that needs to be moved so like. 00:10:41
Motion to Approve 6-8. 00:10:49
We have motion in a second for 6A questions for. 00:10:51
Mr. Rice discussion. 00:10:57
I'm glad we're using our grant money. 00:11:00
So we can assume you won't be back on our final meeting because you're doing it all tonight. 00:11:05
Make the promises. 00:11:10
Any further questions? 00:11:14
All in favor of 6A say aye aye. Any opposed? 00:11:17
That carries. Thank you. 00:11:21
Thank you. 00:11:23
That was just for AI believe is there AB. 00:11:28
Yep, there was AB Motion to approve 6B. 00:11:32
Second motion a second for 6B. Any questions before he rolls out the door? 00:11:36
All in favor say aye aye. Any opposed? 00:11:43
Be carries. You're welcome. 00:11:47
Mr. Don Love. 00:11:50
Good evening. First item I have is an additional appropriation request from ARP funds. This would be for Ovensons Rd. slide and 00:11:59
building. Project amounts for Vincent's Road slide is $1,416,501.00. Building is 800,000. 00:12:09
So move. 00:12:23
2nd we have a motion and 2nd for seven a any questions or discussion? 00:12:26
Don, where's the building project money going into the? 00:12:31
Be going in my understanding it's going to be set aside for the new administrator. 00:12:35
At the Chase. 00:12:41
Don't we have a separate fund for that already set up? We do. I believe this is going for renovations. My understanding this was 00:12:43
part for the rent as Mr. Short said for the renovations and it also was SI to lower the actual amount that was bombed. 00:12:50
Any further questions on 7/8? 00:13:00
All in favor say aye aye. Any opposed? 00:13:04
That carries. 00:13:07
Item B is also from ARP. These are deductions of projects that have been completed to date. So. 00:13:10
Those projects have been closed down so that be lost revenue for road construction $1228.84 Gordon Ridge project $925.06 00:13:19
Miscellaneous equipment 2335 dollars Paley pipes warm water $3935.20 Tunnel Hill $52 Charlestown Rd. Trail CE 660,000 Software 00:13:28
support $50,369. 00:13:38
Six cents broadband outreach $27,170.50 came in core drainage and. 00:13:48
$19,475.13 Expiration way $23,365 and. 00:13:56
Storm Sewer Project Engineering $69,540 and that is being transferred into Bridge 51 construction right away. That's a grand total 00:14:06
of 358,000 three, 9669. 00:14:12
So move. 00:14:22
2nd, we have a motion in a second. Any discussion? 00:14:25
So all these decreases. 00:14:27
Guess that was rigid bids that came in under that amount. Yeah, projects came in under projects finished and came in under that 00:14:30
and then it's appropriate to put it in another line for the right away. 00:14:36
It's appropriate to use your fund for the for the right away. Yeah, it is. And I'll explain there's a couple more steps to this 00:14:42
and I'll explain that there's a couple more. 00:14:47
More chess pieces being. 00:14:53
OK. 00:14:56
Any other discussion on B? 00:14:58
All in favor say aye. Any opposed? 00:15:02
3 is a request for transfer from. 00:15:07
County Road and Bridge projects Ninety 169162, deduction of bridge projects at 72,000 and road projects of $349,581.19 and an 00:15:10
increase in Ovens and road. SLY 421,581 and 19 cents. 00:15:19
So move. 00:15:32
2nd we have a motion and a second for C Any discussion? 00:15:37
So you're trying to add up a bunch of money for the Open Central? 00:15:42
Project I can see. 00:15:46
Yes, because that contracts are been LED ahead. 00:15:48
We have, we have funds available for that contract. 00:15:52
What we're doing. 00:15:56
Is the ARP funding? 00:15:59
Had the ability to use federal funds, which was our Fifty Bridge 51 project. They came out with new guidelines and guidance. 00:16:02
That it's probably more appropriate to switch out the funds that we had for each project just to make sure that at the end of the 00:16:13
ARP funds that the county wouldn't be possibly repaying back $1,000,000. 00:16:20
So we're moving dollars from. 00:16:28
Ovens Ends Rd. 00:16:31
Into ARP or maybe in Bridge 51 back to 1960? 00:16:34
And this is part of our allocations that we have 3 weeks left to accomplish, yes, so. 00:16:39
That way it's it's. 00:16:46
Ovenson's road slide is a local project, so that project is definitely not. 00:16:49
One that would be questioned by the federal audit, whether we are supplementing or supplanting for federal funds. 00:16:54
And so just make that. 00:17:02
Clearer and easier, and I think appropriate so we don't. 00:17:03
Get in trouble with future audits and potentially have a question of $1,000,000 going to a federal project. We have the monies to 00:17:08
actually move those. 00:17:12
Same explanation for item D If you all want to look ahead, just. 00:17:18
It's the same same situation so. 00:17:23
Do we have a motion for C? 00:17:28
Yeah, I think Dale did. And I seconded all in favor of item C. 00:17:32
Aye, any opposed that carries? 00:17:37
So item D is actually then taking open syndrome slide from 9162. 00:17:41
1,133,000 one 19191 and putting that in bridge 51 of 1,133,001 million. 00:17:47
Move to approve. 00:17:59
So move second, we have a motion a second for item D Any discussion? 00:18:01
All in favor say aye aye. Any opposed? 00:18:08
That carries. 00:18:11
Next is a worker comp Additional appropriation of $7726 out of Hume Bridge. 00:18:13
And Cambridge is a settlement fund. 00:18:21
So they will get a December 2nd. 00:18:24
Motion to approve second. Motion is second for Item E Any further questions or discussion? 00:18:29
All in favor say aye aye. Any opposed? 00:18:36
Carries next is transfer from Bridge Rehab 27 to Bridge 38. 00:18:39
Preliminary engineering for $47,695. 00:18:47
Move to approve 7. 00:18:55
2nd we have a motion and 2nd for item F any discussion where is the? 00:18:57
I know bridge 51 that's blocks me. I've got that up here with. 00:19:04
Bridge 38 is Baylor Westman. 00:19:08
Which is located off statement 64. 00:19:10
As you go on Baylor Westman Road, right past the railroad tracks, it's a one lane bridge, so it's next one up and then in the 00:19:13
queue for repair and then Bridge 27 is on. 00:19:19
Georgetown, Greenville Rd. 00:19:25
So bridge 38's gonna be a couple 2 lane Rd. maybe? 00:19:28
Richler Gates being designed to be a 2 lane Rd. and then additional project going up the hill. If you've ever been on the hill 00:19:31
that's. 00:19:35
It's native will be the he'll be cut into to provide. 00:19:38
Wireline good. 00:19:44
Any further discussion? 00:19:49
All in favor of item F say aye. Any opposed? 00:19:52
Carries. 00:19:56
Because we're at G1197 stormwater decrease of vehicles at 85,000 to workers comp 3. 00:20:00
So move. 00:20:10
Second motion in a second for item G. Any questions or discussion? 00:20:14
All in favor say aye aye. Any opposed? 00:20:23
That cares age is stormwater as well. It's an additional preparation for health insurance and for workers dump. Health insurance 00:20:26
being 40,000 and workers comp 36. 00:20:32
Motion to approve. 00:20:41
Tag it motion and a second for item H. Any questions or discussion? 00:20:43
All in favor say aye aye. Any opposed? 00:20:51
Carries. 00:20:54
I is from 9138 Commissioners capital projects, it's 44,000 for Community economic development and that is for upcoming grant for 00:20:56
the SETS transportation. 00:21:02
Move to approve 7 aye. 00:21:11
Have a motion in a second for seven aye. Any questions? 00:21:13
All in favor say aye aye. Any opposed? 00:21:19
That carries item J. 00:21:23
Jay is for contractual services through the E 911. It's $15,000 that is for additional. 00:21:25
Contractual requirements of Spillman. 00:21:33
Shares Program. 00:21:36
So moved. 00:21:39
So I got motion a second for item J. Any discussion? 00:21:40
All in favor say aye. Any opposed? 00:21:47
That carries. 00:21:50
Kay is out of the Edison. It is the following. Solid waste $17,478 Liability for highway and public works $5731.90. 00:21:52
Workers comp $4115.10 Redevelopment Authority $500 Redevelopment Authority audit from the State Board accounts $4500 in 00:22:04
unemployment $1291.39. 00:22:12
Somo second. 00:22:23
We have a motion and a second for item K Any discussion? 00:22:26
All in favor say aye aye. Any opposed? 00:22:31
That carries. 00:22:35
And then for L is a motor vehicle highway restricted deduction truck driver labor to 15,000 into shaving. 00:22:36
That was a. 00:22:47
July bill that. 00:22:49
Denied we did not get the bill until late. 00:22:51
And got that approved so. 00:22:55
From the engineer. So that's the. 00:22:59
Possible. 00:23:01
Motion to approve. 00:23:03
2nd, we have a motion in a second for item L Any discussion? So is that the final payment on that whatever? 00:23:04
Final payment. It was a retainage and for some reason it. 00:23:13
That would be a question of how it came to. 00:23:17
Feeling possibly, I guess. 00:23:22
Proliferation. 00:23:27
Any further discussion? 00:23:31
All in favor say aye aye. Any opposed? 00:23:33
That carries. 00:23:36
Anna's request for encumbrances for the following funds. 4400 red wire TIF debt service fund. 4509 red wire tip non reverting 00:23:38

funds. 9152 county general capital improvement. 00:23:56
9162 County Road and bridge projects 2024 and 4510 Edwardsville tip all those have existing contracts that are. 00:24:05
Current events and. 00:24:16
Ocean to brew? 00:24:20
2nd, we have a motion and 2nd for item M, any discussion on the incumbents? 00:24:23
Assuming that this. 00:24:30
Falls under the encumbrance statute provisions because I know it's pretty limited. 00:24:31
On what you can encumber. 00:24:37
It's all existing contracts. 00:24:41
Great. 00:24:43
Any further discussion? 00:24:45
All in favor say aye aye. Any opposed? 00:24:48
M carries. 00:24:52

So. 00:25:36
A big thanks to Floyd County Board of Commissioners or Floyd County Council for. 00:25:38
Supporting the transition to our new financial and taxing system. It's been a. 00:25:44
A bumpy year for the treasurers and auditor's office this year, but a very successful one. 00:25:49
To my knowledge, this county hasn't distributed settlement. 00:25:55
Nearly this early if in in very very long time. 00:25:59
So. 00:26:03
We're very excited to. We got pre approval from the state this past Friday and we're distributing tomorrow, so. 00:26:05
Excellent. 00:26:11
I am up here to cover 1,000,000 line transfers. 00:26:13
For almost every department, that's not representative. 00:26:17
This is all end of year cleanup. 00:26:20
We should see most of it tonight. There should be very little from the 30th. Hopefully there will be some. I'll be one of them. 00:26:23

Any discussion on the transfers? 00:26:40
John went to each one. You didn't want to do this. 00:26:44
I do want to point out this does include the Open Door Youth Services request for additional appropriation. Just so everybody 00:26:50
knows it's not just all transfers. 00:26:53
Any further discussion? 00:27:01
All in favor for all of item 8 say aye. 00:27:05

$50,000 from there. 00:27:19
Capital outlay. 00:27:22
So that we can get their budget adjusted and passed. 00:27:24
We gotta make that. 00:27:32
Item 9 and move everything down. 00:27:34
India's next. 00:27:40
I did all of 88K. 00:27:43
Yeah, we can go back for 8K if that's it, makes it easier for you. Let's do that, yeah. 00:27:46
We'll call Ordinance 2024-14, Item 8. 00:27:52
OK, if anybody has a motion. 00:27:56
I move to approve Ordinance 2024 Dash 14. 00:28:03
2nd. 00:28:09
Any discussion? 00:28:10
That's what we approved to put it beyond the agenda. That is correct. 00:28:12
Anyone else? 00:28:19
All in favor say aye aye. Any opposed? 00:28:21
Carries there is a paper sign not leave. 00:28:25
Do not leave. There's lots of. 00:28:32
Motion for 9/8. 00:28:35
2nd, we have a motion, a second for 9A Wood County ordinance for transfers. 00:28:38
Any discussion? 00:28:43
All in favor say aye. Any opposed? 00:28:46
That carries. 00:28:50
9B is building authority apartments. We do have two. 00:28:53
To. 00:28:56
Yeah, and these will both. 00:29:01
Be the beginnings of four year terms, correct? 00:29:04
Correct, Correct. Yeah. 00:29:09
As any I've spoken with, I think a couple of us have spoken with a person who's interested in being considered. 00:29:14
And uh. 00:29:22
Jim, do you want to speak to that or? Yeah, I mean, we sent the resume for Dale Mann, so. 00:29:25
It's appropriate. Can I make a nomination? 00:29:32
Appoint him for the first position there in the Building authority. 00:29:35
I'll second. 00:29:39
We have motion a second for Dale Mann for first position. 00:29:41
You want to. 00:29:45
Is that in? 00:29:47
That's for Aaron Collins, Aaron's. 00:29:49
Let's let's take that one first. Any discussion on that one? 00:29:53
All in favor of Dale Mann say aye aye. Any opposed? 00:30:00
Carries. 00:30:05
And that was one of those. 00:30:07
Brad. 00:30:10
The next is Steve Roberts. 00:30:13
He has. 00:30:16
Made it known that he would like to serve again so. 00:30:18
Unless anybody else has another. 00:30:21
Name. I moved to nominate Mr. Steve Roberts for that three-year term. Is it a four? OK, 4. I'm sorry. 00:30:23
The math is great. 00:30:34
Any discussion on Mr. Steve Roberts for the second position? 00:30:40
All in favor say aye. Any opposed? 00:30:45
That carries. 00:30:48
I don't have a hold of. 00:30:54
Connor, you want to speak to the opioid? 00:30:58
Awards. Of course I do. 00:31:00
So we have. 00:31:03
Listed on the screen is all of the winners from the grant process. 00:31:06
Award process. 00:31:10
Thanks to my group of people that we had on our. 00:31:13
Committee. 00:31:19
Kara Hodges. 00:31:20
Charlotte Bass from the health Department. 00:31:21
Denise Beckwith from juvenile probation and Darius from community corrections. 00:31:24
The commissioners approved it and so we are going to hopefully approve that as well and then we'll be appropriating the money. 00:31:32
At the final December 30th meeting. 00:31:41
However, this Friday, if we approve it today, we will be. 00:31:44
Giving those awards out at 10:00 AM at the County building on the third floor. 00:31:50
If you can make it, hope that you can come. 00:31:56
We have a motion for item C. 00:32:03
So move. 00:32:06
2nd, we have a motion and a second for the Opioid Restricted Fund grant awards. Any discussion or questions? Is this an annual 00:32:08
grant? No annual grant process. 00:32:14
When we got the original monies we set aside. 00:32:21
280,000 ish. 00:32:27
Just for. 00:32:30
Local. 00:32:31
Mom and pop. 00:32:33
Agencies that deal with. 00:32:35
Either current addiction aftercare. 00:32:38
Families of addiction. 00:32:41
So it's it's a one time deal. 00:32:44
Of that and I just make a comment I've noticed. 00:32:47
At least it applies by the name. Hopefully some of them are faith-based. 00:32:51
Services. There are some, yes. 00:32:56
OK, sounds good. 00:32:58
Any further discussion on item C? 00:33:01
All in favor say aye. Any opposed? 00:33:05
Show up Friday at 10. 00:33:12
Friday 10, third floor in the. 00:33:14
And the cat? Yes, in the big room. 00:33:17
We have two members with us tonight. 00:33:37
That have. 00:33:43
Served on this council that deserve recognition. 00:33:45
The first is Brad Striegel, 16 years service. 00:33:49
On the County Council. 00:33:53
Where I had seen a lot of changes. 00:33:55
A lot of things happen in this county. 00:33:58
In those 16 years. 00:34:01
And this black is in recognition of your dedicated service to. 00:34:03
County Council in the community. 00:34:07
And the second one is Connie Moon, in recognition of your dedicated service to Floyd County especially. 00:34:18
In areas like the algorithm J Rack. 00:34:24
So we thank you for your service. Thank you. 00:34:27
All right. Is there any committee reports? 00:34:34
Ah, the. 00:34:38
Ladies Foundation had their final meeting the other day and was set to spend rate for 2025 of 3.5%. 00:34:42
And I think you need to see Charlotte document I think. 00:34:50
He didn't trust me with the document. That's what he. 00:34:55
All right, I will. 00:35:03
I will just say that we are. 00:35:04
We sent an agreement to the road department and they voted and turned down the. 00:35:08
Proposal. 00:35:15
So we are. 00:35:16
We're still, we're still at it so. 00:35:19
I'm not sure if we'll carry over to next year. If we do, we will a. 00:35:24
Current contract and we'll. 00:35:28
When that gets hashed out, will. 00:35:31
We'll figure out if that will be retro or just start from an update that it's. 00:35:33
Approved. Umm. 00:35:37
And. 00:35:38
So we'll go from there. Is any other committee reports? 00:35:41
Just to be clear though, the rank and file. 00:35:45
Voted it down. They just wrote it down. Parties can be accepted. 00:35:48
I said this is. 00:35:52
The bargaining committee said they will take it to the rank and file and then they vote. 00:35:53
The EMA Advisory Board was scheduled to meet last week. We didn't have a quorum. 00:36:00
So. 00:36:06
We gonna try to reschedule. 00:36:07
It meets quarterly. Well, it meets quarterly. So we're going to try see and if I could just wanted to thank Brad and Connie for 00:36:10
their for their service. 00:36:16
Anything. 00:36:25
Friday, 10:00 AM, third floor. 00:36:26
It's a big deal service. 00:36:30
I'm saying through a lot helps the hospital. 00:36:33
A lot of things and Connie for your service as well. 00:36:36
Anyone from the public wish to speak? 00:36:40
I just want to echo everybody. I couldn't state your name for the round. Steve Bush. 00:36:46
Thank you. I've been around for a while, former Commissioner. 00:36:52
Attended Indiana. I just want to thank Brad for his service for the 16 years. We worked on many projects together and many 00:36:56
discussions. Same thing for Connie as well. I enjoyed working with you over the years as well and I am disappointed in Don a 00:37:01
little bit I must say. You know he knows I enjoyed retirement. 00:37:06
He didn't use all the alphabet and I was hoping he would. 00:37:13
He's got, you know, the community and the Floyd County government will miss Dawn a little bit. He's done a lot of work for the 00:37:17
County of the Year. So thank you all. 00:37:21
Thank you. Anyone else from the public wish to speak? 00:37:26
Entertain a motion to adjourn. So moved second. 00:37:31
We are adjourned. 00:37:34

All in favor say aye aye. Any opposed? 00:02:17

When we got the original monies we set aside. 00:32:21
280,000 ish. 00:32:27

In those 16 years. 00:34:01
And this black is in recognition of your dedicated service to. 00:34:03
County Council in the community. 00:34:07

Voted it down. They just wrote it down. Parties can be accepted. 00:35:48

The bargaining committee said they will take it to the rank and file and then they vote. 00:35:53
