March my teeth. Go ahead and call this meeting with Floyd County Solid Waste Management District Board of Directors. You would 00:00:00
rise for the pledge for it. 00:00:03
Pledge allegiance to the flag of the United States of America, and to the Republic for which it stands, one nation under God, 00:00:08
indivisible, with liberty and justice for all. 00:00:14
Happy 1st day of Spring where it's a little cool and windy outside the summertime in the assembly room here at Pineview. Always. 00:00:24
All right. So let's go ahead and get started. Started. 00:00:34
Do we do a roll caller here typically or you usually just? 00:00:38
OK. Do you want to call the rolled in? 00:00:42
What works for me OK. 00:00:48
All right, well, looks like the only person. 00:00:52
Missing today. Is Mr. Gang here, Mayor Graham? 00:00:56
Approval of the January 16 Minutes. 00:01:02
Motion to Approve. We have Motion to approve. Thank you Second. 00:01:06
I was. I'll second that. So I got a motion in a second. 00:01:12
Any discussion? 00:01:18
All in favor signify by saying aye, aye any opposed? 00:01:20
Motion character. 00:01:24
Approval the February provisional claims. 00:01:26
Much different. I'll 2nd that I got a motion in a second. Any further discussion I just. I just have a clarification Scott, I know 00:01:33
the answer. 00:01:37
In February and in early March, we purchased fuel from. 00:01:42
Road department, but then later on March is when we had our own tank install. 00:01:48
Out there at early March. So that's why there's. 00:01:54
From the Floyd County Road Department, then Jacobi later on. OK, That's what I was thinking. Thank you. 00:01:59
I'm good. All right. So I got a motion in a second. 00:02:07
Any further discussion? 00:02:13
OK, all in favor signify by saying aye, aye, Anthony opposed. 00:02:15
Look first. 00:02:19
Approval Resolution 202401 Amendment Exhibit A. 00:02:22
All favor signify by saying aye opposed. 00:02:41
Motion carries. 00:02:45
Approval of the Resolution 202401 Amendment Exhibit A. 00:02:47
Again just clarification on that and given the off month that the President and Vice President Board authorized to claim. 00:02:52
Pending formal approval of following months that allows us to. 00:03:03
Mr. Fox, have you looked at this? Is everything good for the resolution side? 00:03:12
I don't see that I have it here. 00:03:19
Probably would not be with that. 00:03:23
Yeah. This John brought up at the last meeting that maybe there's a way that we could reduce the amount of paperwork. So what we 00:03:27
purposely did is leave out all the financials that are somewhat the majority part of the 31 pages in this case, left out the state 00:03:35
of resolution that we've been using since the implementation of these. 00:03:44
Provision. 00:03:53
OK, so I'm going to make a motion that we approve the resolution. 00:03:56
2024-01 with the and allow the president to sign outside the meeting with the contingency that the attorney reviews and is 00:04:01
approved is OK with it. 00:04:06
Again, the resolution has to change. It's just that we need the work approval what we add names to the vendor list. 00:04:12
If somebody's not on that list, then you're not so empowered. These would be the original resolutions to provide the traditional 00:04:20
approval. So no change at all ever to the original resolution that enables president, vice president. 00:04:29
All we did was add a couple vendors to the list. 00:04:38
OK, that's fine. All right, then I I will withdraw the original motion and make a motion to approve the resolution as advertised. 00:04:43
I'll second. OK. I got a motion in a second. Any further discussion? 00:04:49
All in favor signify by saying aye, aye any opposed? 00:04:55
Motion carries. 00:04:59
Director's report. 00:05:01
So we have a substantive agenda today. That doesn't necessarily mean that we will run time at all, but please what we have to talk 00:05:03
about today. 00:05:09
You can always start with Marketing and communications and you'll see in recovery records reporting metrics for. 00:05:15
But then full points around the school education initiative that you're aware of and a couple other things going on. So I'd like 00:05:26
my colleague Laura Riggle to come up and provide a little bit of an update on her initiative to give recycling education to the 00:05:32
4th grade classroom account. 00:05:38
Thank you for hearing me speak and good afternoon. 00:05:47
I'm a retired educator from Greater Clark and it's been my privilege to have this opportunity to reach out to 4th graders and try 00:05:51
to inspire them to become ambassadors of recycling. I want to. Really. I. 00:06:00
Point to Mr. Tony Duffy. He has been very instrumental in getting the word out to New Albany Floyd County Schools. 00:06:10
Elementary education, yes. And he he wanted the whole package. He wanted to see it and I wrote the curriculum and he has just been 00:06:20
ecstatic about getting it started. We have a teacher, Mr. Scott Birch, who has been instrumental in recycling for a few years now. 00:06:31
And it's just a tremendous partner for recycling. Dave and Davo have worked with Scott, and other teachers at Mount Tabor have 00:06:43
joined forces with this, as well as Miss Hannah Striegel at Christian Academy. She's welcomed me into her class and I've begun 00:06:52
teaching there. We also have Grant Line Elementary and Slave Run coming up in April, so I'll be starting classes with them. 00:07:02
And this fall, Saint Mary's of the Knobs. They would have started earlier, but due to a few conflicts back in January, I was 00:07:13
unable to get there. But they're starting in the fall and so is SLN and Jones, so I'm very happy to be of service to these. 00:07:21
Children and their teachers. It's been a positive experience so far. Lots of good questions, lots of questions. I've had to go in 00:07:29
Google, so I'm I'm looking forward to continuing that with them. 00:07:36
As of today, there's been 29. 00:07:45
Lessons taught OK since it started in February. 00:07:50
And I think that's kind of rounds it out again. We want them to help us. 00:07:54
Increase recycling in the county 50% you know by 2030. 00:08:01
So I'm hoping that we can continue that. Laura, is this a one time visit or do you go back? 00:08:07
Additional times or what? 00:08:14
Mount Tabor I know Scott had already begun recycling with his kids, so I think there were like 3 lessons I did with them and the 00:08:17
other three teachers that teach 4th grade, I did 8 lessons with them and I may go back for some experiments with them. 00:08:26
About how many 4th graders do you think you're reaching? I don't know how many there are in Floyd County and how many you have. 00:08:37
Reached at this point 1200, if I go to all the schools. 00:08:43
And in the paper that you have regarding the education initiative? 00:08:49
They they have been notified of it, but some of them did not get that information maybe from their principal just yet. 00:08:55
And plus, we have to remember their standardized testing going on. So I look for this fall. 00:09:03
To be a greater push for this. 00:09:09
Thank you for your time. Thank you, Thank you. 00:09:15
Now maybe we can help the Holy Family a little bit. It's been tough to get in there and Our Lady of Perpetual Health, actually. So 00:09:21
we have a little momentum with Drop me a text with a reminder and I will see what I can do. 00:09:27
Yeah, I should show up. 00:09:35
Have Operations Manager, Dave Watson with us today as well. Wanted Dave to talk about the completion of the building, renovation 00:09:39
and a few other points as well that you'll find interesting. 00:09:47
Ladies and gentlemen. 00:09:58
We are making progress, there's no doubt there. 00:10:00
The construction is completed as far as the structure. 00:10:03
We're in the process now of going to get some inside walls. 00:10:08
And do our finished work inside the. 00:10:13
It's we are surprised that once we got to look at how big the room became. 00:10:17
And looking from the shed to now our our new home, we're in the process. Now like I said, you want to get some materials we'll be 00:10:24
moving out of. 00:10:29
What would be the? 00:10:35
Building for the Baylor and so we have to get that cleaned out before we can progress. 00:10:37
Were there, we were able to get the Hazmat connex box. 00:10:43
Moved from down. 00:10:50
Know about that, so you have in your packet. 00:10:53
Pictures. 00:10:58
A raise. 00:11:01
Specifically built through this and that has been sitting at the wastewater treatment plant. 00:11:06
For 20 years, Yeah, for years. 00:11:11
I've been with. 00:11:16
Yeah, almost six years. 00:11:17
And we've never used it since. I've been with the firm, as we would love to call it. 00:11:19
So but we were able to move it. 00:11:27
And Davos and Jessica were working today, you know, working on our entrance way. 00:11:32
It's It is designed for this specific purpose of storing hazardous waste. 00:11:41
And materials. 00:11:47
As that's its function and it's what it will be. 00:11:49
We. 00:11:54
Have just a few items left. 00:11:55
Finalize that, but it is. 00:11:57
Near completion. So essentially you'll recall that we have the second pull bar that we dedicated to long term employee, Dorothy 00:12:01
Lee. 00:12:05
Back when she left in the summertime. 00:12:09
And that will. 00:12:13
Will be now reassigned in its primary task. I'll ask Dave Nashville to talk about that in a second. 00:12:16
But essentially. 00:12:23
The. 00:12:27
Yesterday by Pageant in fact will be the center of our HHW activities and feel really good about that. And I'm going to say thank 00:12:29
you to Adam Dickey for making the contact. Thanks to Mike Wallace of the city's wastewater utility for his cooperation as well to 00:12:37
allow Hedges to come in and cherry pick the container. 00:12:44
Didn't even have to takedown the fence, lifted it over the fence and put it on the flatbed and brought it out to the atoms. So 00:12:52
we're delighted with that. That was a thoughtful move to capture that, to give us as much capability in terms of efficiently and 00:12:59
effectively manage HHW. 00:13:06
I'm I'm going to ask this question real quick. 00:13:16
The hydrant was obviously there first. 00:13:20
But do we place this there with the idea that it would also be close to the hydrant, the fire hydrant? 00:13:23
Or was that? 00:13:29
The space was the preferable space. The hybrid is not operational. 00:13:33
Oh, you see that tag? 00:13:38
Well, yeah, I did see that. I did see that, yes. 00:13:42
It's like because I actually had, I kind of had the same question, I noticed that the hybrid was out of services. Has it been out 00:13:44
of service for a long time up there? 00:13:48
OK, yeah, there was, there was a water leak in along the roadway. 00:13:54
And because it was a. 00:14:01
Whether they call it property or probably own the, we own the hydrant, yes. 00:14:04
American Water was not involved with it. It was up to us to make any repairs and put it back in service, and that's never been 00:14:10
done. I've never turned it off. I've never. 00:14:15
As a result. That's why we have 1/4. 00:14:22
Adam, I do want to say that they get a lot of pets, so this is pet friendly. If the dogs want to use that, they're more than 00:14:27
welcome to. 00:14:31
Sure. I I guess as a side note. 00:14:36
That's terrible. I don't know what the repairs would be to the line or the hydrant, but. 00:14:40
Don't. Don't we want that? Yeah, I would think that it would probably be worth looking at, quite honestly. It really depends on 00:14:47
where the closest hybrid is. 00:14:52
To that well played down the fire department is me apart. I I mean I'm I'm I'm thinking. I'm thinking my my fireman would would 00:14:57
very much appreciate me. 00:15:03
Raising that concern if something actually occurred there. 00:15:09
This aside, I mean, honestly, you know, we've talked about it really in the context of bathroom facilities and just have never 00:15:14
found it that fiscally doable to. 00:15:20
Make that happen, honestly and all kidding aside, and we certainly will paint it. 00:15:28
Make it an attractive icon of some kind, But you know, no plans to move it at this point in time. 00:15:35
Well, I I mean, my first thought was that was. 00:15:45
Pretty convenient placement, but I didn't think about it having the tag on it either. So and they talk a little bit about the 00:15:48
partnership with the folks next door that have helped make that grading possible. We've had a real good neighbor in the National 00:15:55
Guard Armory. 00:16:01
Through some contacts, we talked with them. 00:16:10
They've come over with their bobcat and have done some work for us. 00:16:13
Doing some grading, doing some digging. 00:16:18
They have just and. 00:16:21
It's always been a real pleasure to work with them. 00:16:23
Are they? They like having things, things to do, and if they're not busy, they. 00:16:27
Jump on and they come right on over. 00:16:32
So it has really been a pleasure working with them. 00:16:35
I did spring for some pizzas up there down to. 00:16:41
You know, to help the guys out, they probably like that. 00:16:44
But now they have, they really have helped a lot and and they're always there and they they said anytime if we're not busy we'll 00:16:51
be glad to help out. And so it's been really good neighbors. And then we'll start the HHW collection from the springtime on April 00:16:57
the 13th. 00:17:03
And that's something that William Lara and another one of our employees, Raymond Thomas. 00:17:11
Maybe just generally on The Saturdays from 9:00 to 1:00 with everybody pitching in as needed. 00:17:17
So we'll report that. 00:17:24
Dave. Dave helped by getting the entire place where there's no current inventory. 00:17:27
Including some complicated unknown chemicals that have been leftover. 00:17:35
Way to address. 00:17:42
Have tested and then transported off site within the next week. 00:17:43
Scott, you you help me with this. 00:17:49
When you were talking, I have an idea or just a thought about our pricing. Is our pricing in good shape when it comes to the 00:17:54
collection of? 00:17:58
You balance the. 00:18:04
$4.00 a gallon for paint. 00:18:08
The couple bucks for cans of pesticides or what have you. 00:18:12
More often than not, do the pushback from one of the cities who don't like paying. 00:18:20
So clearly the county is subsidizing this activity. 00:18:26
And my judgment, we're at the right price point now. 00:18:31
Not to disadvantage ourselves. 00:18:36
In disincentivizing. 00:18:40
Maybe had somebody and we had a. 00:18:45
We have several people that are longtime patrons and we've had a lady came through the other day and she wanted us to know. 00:18:50
That the work we are doing at the site has made a big difference as far as the looks, she said. She was. She was impressed at how 00:19:00
we were getting things cleaned up and looking more professional. 00:19:07
And so of course we thanked her for that, but she she was adamant about San Diego. You go really put some effort in that here and 00:19:15
so sometimes it shows. 00:19:20
Sometimes you don't think it does, but it does. So we've made some good efforts and we've got more to do. 00:19:26
When he also. 00:19:33
Were the yeah, the cardboard. It had a grassy area there. 00:19:35
You know, we had your dumpsters and then you got rid of grass. You put gravel down, right? Yeah. 00:19:41
Yeah, we are. Once, once we get finished with our grading, we're going to try a different alignment on the trailer parking. 00:19:47
And we're kind of experimenting to see what works best, right? But we are. 00:19:54
We're looking to be more efficient. 00:20:00
That's what the way we're doing. 00:20:04
Let me ask the question. 00:20:07
TV's and stuff, you store those outside, is that right? 00:20:10
But flat screen is going to. 00:20:15
OK. 00:20:21
Good. Thank you. 00:20:22
To talk a little bit about the new life and vision for the old HHW building. And again, remind you, Dave, how long have you been 00:20:25
with us now? Almost 2 two years in September. That's amazing. So a year and a half retired from the Kentucky truck. 00:20:34
We look at him as our deficiency expert. 00:20:46
You know, 6 Sigma, you know he's the guy who. 00:20:49
Talks about when he's at home at night, he gets up from his chair to build a kitchen. He tries to think what can I do between here 00:20:53
and there to be more efficient and I'll get inside. And that's not a proof of the world lesson for us as well. So a great member 00:20:59
of the team and and it's always pushing us to look at things differently. So talk a little bit about I guess from my side, we 00:21:05
currently run five trucks. 00:21:11
9 trailers and four containers, right? 00:21:18
So we're just constantly looking at ways to make things more efficient with the bringing on the the new container for the 00:21:21
chemicals it opens up that garage for us to be able to. 00:21:27
Do our maintenance to the trailers and to the trucks. 00:21:34
And you know, of course we're saving costs by doing that way. We're not doing major stuff and like we just had a truck breakdown 00:21:39
this week that we had to have put in the shop. The simple stuff, light bulb goes out, you know, the trailer tire needs a plug in 00:21:45
it, then we take care of that stuff. And since I've been there, I mean. 00:21:51
That has improved pretty significantly. You know the less we have, a lot less flats because we're running you know a commercial 00:21:58
grade ceiling and the trailer tires, so you know we can pull 3 or 4 nails out and not even have a flat. 00:22:05
So that saves us 25 bucks a pump. 00:22:12
From that so again having the. 00:22:16
The container and opening up. 00:22:20
Garage for us to workout of is going to be pretty significant across. 00:22:23
Continuing to be efficient, safe money and truck was 12 that we get told last week that. 00:22:27
That we had the only reason I'm bringing that up. 00:22:34
If we have agreed as part of the edit funding settlement to. 00:22:36
Not asked Edit to fund a new truck this year. It's not because we don't need it. 00:22:41
Think it's the right decision to put this on the back order? No problem with that. But just you know that trucks in 2012. 00:22:47
It's not the oldest truck you've got. 00:22:59
It's got 90,000 miles on it. 00:23:01
The highest mileage truck we have as 100. 00:23:04
302,000 which is truck. 00:23:07
Truck 12112 right? Yeah so everything else is hovered in between other than the the the 24 Chevy. 00:23:11
You have 8000 miles of that already. 00:23:22
So here we update two other former Kentucky truck plant employees who are saving this money out of pocket, what they're able to do 00:23:25
because of their expertise and we go off of my Chevy truck. 00:23:31
Is because it's more ergonomically easier on the older people to get in and out of that truck. 00:23:39
Thank you. Thanks. 00:23:50
Let me talk a little bit about our. 00:23:56
Grants which. 00:23:58
Well, the dashboard, the February traffic count, we had nearly 4200 vehicles. 00:24:02
And 100, almost 111,000 lbs. 00:24:08
Our item grants all sound sealed and delivered at this point in time. So just a reminder, we'll call it grant number one that we 00:24:12
call the, it's the recycling recycled market development program. That's what will give us the additional trailers and the 00:24:19
marketing and education program. 00:24:25
For community purposes, really focused on these 13 neighborhoods that with John and Nick's help in county planning. 00:24:33
We identified nearly a year ago when we submitted the grant application that we would try to bring recycling to those underserved 00:24:42
areas of the county, so with Lars help. 00:24:48
And with the help of a professor at IUS and a student at IUS, a marketing student, we're already putting plans together. We've 00:24:55
already knocked on some doors in some of these neighborhoods. 00:25:02
And our key focus over the next two to three weeks will be to really isolate exactly those neighborhoods and the timetable we're 00:25:09
going to be going into them and how we're going to best serve them. 00:25:15
So we're really excited about that. The second item grant, the community Recycling Grant program essentially funds the Baylor. 00:25:22
And funds the some out of pocket education materials that Laura will be able to use as she continues to expand her in school 00:25:33
education effort. 00:25:38
That leads us to recommendations for equipment purchases. Today, we looked at three different balers. 00:25:46
And while the grant is for 23,000 for a failure. 00:25:54
We're recommending the $24,000 failure. 00:26:00
Short of not the $29,000 failure, but one that not only comes with full. 00:26:06
Installation and labor included, but also ongoing maintenance. 00:26:14
That being from the Allstate Equipment Company for 24,650 and I think we could make up the difference on that. 00:26:20
Jason, do you want to take these like one at a time because of basically 2 trailers? 00:26:31
Or 1 trailer. 00:26:37
Two bins that we're talking about in addition to the Baylor. 00:26:39
Like the board's approval. 00:26:44
Or purchase. Rick, do you have any thoughts on that? I take them one at a time. OK. OK. 00:26:46
So our recommendation would be the Allstate equipment. 00:26:54
Baylor. 00:26:58
At 24650, of which again 50% of the purchase cost will come from. 00:27:00
Motion to approve second. 00:27:09
Got a motion in a second? Any further discussion? 00:27:11
OK, sorry. 00:27:20
OK, all in favor signify by saying aye, aye, opposed. 00:27:22
We go down to the trailers. 00:27:27
The we have had. 00:27:29
Basically just a single trailer for most of my tenure we did back in September, you'll recall by a smaller trailer and a smaller 00:27:32
bin to go on that trailer from Big Tex. At this time, it was our interest in buying a. 00:27:41
Another trailer, because the one that we have originally protein is the brand name. 00:27:52
Is, is. 00:28:00
Not in as bad as shape as Truck 112. 00:28:02
But in fact, that needs to be replaced in a day-to-day operational way and then we're asking for a bin to go on that, which will 00:28:05
enable us to be more efficient in our collections. 00:28:12
And that essentially is. 00:28:21
Listed. 00:28:24
Under second from the bottom you'll see the PROR. 00:28:30
16 TR. 00:28:35
It's The trailer itself is at 27995. 00:28:37
Again, I then pays for 50% of that. 00:28:42
In addition to that, we have a open bin at 58180 dollars. 00:28:46
That would go with that. 00:28:53
And we had at. 00:28:56
At the end of. 00:29:00
Oh, let's see. 00:29:02
The grant was turned in in June and then they came back. I didn't came back to us and said hey, you really can't fund $5000 in 00:29:04
stipends for the IUS students because they don't cover personnel cost and they asked me to throw in. 00:29:12
Another five or $6000 to replace that in order to beat the threshold of the $100,000. 00:29:22
Grant minimum. 00:29:29
And so I threw in another bit. So what we're talking about here is a a bin for. 00:29:31
Two bins at the bottom of the page. There are 58180 apiece that go with the trailer. That's 27995. 00:29:39
And again, that's complementing. 00:29:49
The model that we currently have. 00:29:52
And we found nothing at any price that would be preferable to that. So recommendation would be for that trailer and the two. 00:29:55
Protainer bins. 00:30:06
5880 apiece. 00:30:09
For your approval. 00:30:12
I'll make a motion for the first one, The trailer, I believe it is. 00:30:15
For the Pro R16. 00:30:21
TR for 27995. 00:30:25
Second OK, I got a motion by Brad and second by John. 00:30:28
Any further discussion? 00:30:32
Super 5 by saying aye aye opposed. 00:30:36
Motion carries. 00:30:40
Third thing is a. 00:30:42
I hope I'm saying this right because we also requested a protainer. So for those of you who have visited our sites, you're quite 00:30:45
used to seeing the green trailers with the slots on the side. We had envisioned that. 00:30:52
Yeah, back in the springtime of 2023. 00:31:00
But as we have thought, more as a team. 00:31:04
About how do we most effectively execute serving these neighborhoods. We've come up with a thought that instead of just having a 00:31:07
another protein or. 00:31:13
Typable. 00:31:19
Trailer. 00:31:21
And it would be. 00:31:26
And again those trailers? 00:31:30
Or like this? 00:31:35
Instead of this. 00:31:37
We would like something more basic. 00:31:39
Like this? Well, we can put totes on them. 00:31:42
Facility easier to go to the neighborhoods is facilitates separation of materials. 00:31:45
As we look to maximize revenue from from that the only. 00:31:51
Item. 00:31:57
That makes that a little bit complicated. Is that with the grant agreement from item? 00:32:00
Any changes to it, they need to approve, so I submitted last Wednesday a request for a trade off. 00:32:06
Of the 1 trailer. 00:32:14
And 20,270. 00:32:16
For two $8000. 00:32:19
Trailers. 00:32:22
With the totes and some additional materials that basically comes within $750 of that original trailer that I requested. 00:32:24
I was hoping that they would come back and say. 00:32:36
Don't need to modify the agreement. 00:32:38
But they haven't come back and said anything yet, so. 00:32:42
I'm highly confident that they will. 00:32:46
Because they want us to do the right thing, we want to support us in a way that we feel we will be most efficient and carrying out 00:32:49
that the objectives of the grant application so. 00:32:55
What with the idea that they will say yes to the two utility trailers? 00:33:02
Recommendation is that we move forward with board approval. 00:33:08
Again, pending item confirmation. 00:33:14
The purchase of these two big techs utility trailers as noted in the. 00:33:18
Fourth line of the equipment. 00:33:25
Itemization, Scott. I'll give you come back to that in just a second because I'm going to make another motion for. 00:33:27
The Pro Pro R1420. 00:33:35
Those there's two of those, plus the shipping and handling at 58885 thousand 880 a piece. 00:33:41
Yes, the bends. I didn't get around to those. 00:33:48
With the original motion, so I'm going to make a motion for that. It's the very bottom one. 00:33:53
Second Got a motion by Brian, a second by Mr. Dickey. 00:33:58
Aye opposed. 00:34:07
Now I'll make a motion for. I'm sorry, go ahead. I'm sorry. 00:34:10
Motion for the. 00:34:14
The pro trailer, Pro Tilt that. 00:34:16
You have advertised here the big Tex 14PI-20. 00:34:21
BK utility trailers, both of them as you have advertised here, both for $8000 with the contingency that I den approves the. 00:34:27
Change order? Well, set. 00:34:38
Got a motion by Brad. I'll second, second by John. 00:34:41
Any further discussion? 00:34:47
All I think favor signify by saying Aye, aye. 00:34:49
Opposed social characters. Thank you all. 00:34:53
Want to talk just very briefly about the edit modifications that we've referenced. 00:34:58
That's what we went back and forth and seeking to resolve this issue first brought up at our January meeting with Jason and John's 00:35:03
input for spread involved prior to that point essentially got that to the agreement with the commissioners that we would. 00:35:12
Freeze the $50,000 capital request for a truck for 2024 #1 #2 agreed that that there would be 25,000 in other spending frozen as 00:35:22
well. 00:35:28
That would. 00:35:35
Basically reduce the contribution from added from the amount requested less 75,000. 00:35:37
In the meantime, County has. 00:35:45
Given us the initial draw of 335,000. 00:35:50
And then we look forward to in July to receive another 65. 00:35:57
From edit and another 17478 from the CCD fund also on the approximate time of July. 00:36:03
Everybody, I think is in agreement. We're happy with it. We'll live with it. The only thing that we will do is that we will. 00:36:14
From our operational standpoint. 00:36:21
We will have. 00:36:24
A certain amount of money unappropriated and so we will isolate at least 25,000. 00:36:27
Of unappropriated dollars come back to you, seek that appropriation that then we'll have to go before the County Council as well 00:36:33
in order to make up for the 25,000. 00:36:38
That we are freezing up front. 00:36:44
If that makes sense. 00:36:48
It does. 00:36:51
Is that a confident look? 00:36:53
No, you just had me going to the County Council for approval. 00:36:55
Good luck. 00:37:00
That's all right. That's. 00:37:02
Think I'm on vacation that day. 00:37:03
Feel right to everybody. 00:37:08
And again, thank you for your patience, Jason and John, Brad for helping work through this. Thanks for helping us work through it 00:37:10
as well. And to be absolutely clear about it, I have no intention for any capital dollars in 2024. 00:37:17
Because we're not that far away from the initial draft of the 2020. 00:37:25
2025 budget. 00:37:30
And so we would anticipate no capital request. 00:37:32
Assuming that we have some success in competing with the legacy foundation on a truck request. 00:37:38
And then of course you know. 00:37:44
Be asking for no money for matching grants because we'll be completely focused on the full execution of the two grants we have in 00:37:48
2024 that actually lasts for 18 months. 00:37:53
So we don't have time to. 00:38:00
You know, buy anything else? 00:38:03
Let me talk a little bit about. 00:38:08
Our cost savings initiative and I think this has been a fun exercise actually, but. 00:38:10
Essentially, as most of you know. 00:38:18
Our team currently makes 500 trips a year. 00:38:20
To Fern Valley Rd. just east of the Ford Louisville Assembly Plant. 00:38:24
And primarily taking? 00:38:30
Corrugated boxes and that. 00:38:33
Has the greatest value, currently at $6065 a ton for loose, corrugated but. 00:38:40
30% thirty 2% premium with a bail arrangement. But that's a long way to go. 00:38:48
And and so we went through the calc. 00:38:57
The couch of you know, to 38 minutes, 27 mile drive. 00:38:59
To Industrial Blvd. 00:39:05
We looked at the web key as an alternative. 00:39:08
That's twenty mile, 20 minutes, 12 miles just on West Oak St. 00:39:11
So if you take the 9th St. exit. 00:39:19
And just keep going straight. You're 10 to 12 minutes from. 00:39:22
Facility. 00:39:26
We really thought about wear and tear on our vehicles. We thought about. 00:39:29
Of the time because usually we have two. 00:39:33
Employees in the truck making that run and that's just downtime that we cannot afford. 00:39:37
What we're trying to do a lot of things without asking for more money for more people. So that really was our key incentive to 00:39:44
really examine are there cost saving opportunities. So we looked at it from a personnel standpoint, the fuel consumption 00:39:49
standpoint. 00:39:54
We think that we can save in excess of 6200 a year. 00:39:59
Just a fuel costs. 00:40:03
By making some changes the productivity I mentioned and then the revenue. 00:40:06
One of the big considerations though. 00:40:14
Is that as we've talked to? 00:40:16
Even though they offered some benefits. 00:40:18
As far as lesser distance, they don't service Galena. 00:40:22
And we have 11 bids that we call single string bins. At the annex we have 10. 00:40:27
At the Galena site and then he's Galena's service once a week. 00:40:33
And grant line of service twice a week. 00:40:39
We simply can't have a. 00:40:42
Productive relationship with the firm that doesn't go to Galena. 00:40:45
And so that that became disqualified for erupting. 00:40:48
So what do W rock our current provider? 00:40:52
And said. 00:40:56
We're happy with your service. 00:40:59
Very efficient. They are open 24/7. 00:41:01
Dave Massiguel particular has talked about that their new checking system thinks about as efficient as it can be from a mechanical 00:41:04
standpoint. Marquee has more condensed hours and and not as sophisticated. 00:41:11
A check in checkout system. 00:41:19
But I asked West Rocks help in solving the problems. 00:41:22
Laura Bellman, our contact. 00:41:29
Had what proved to be an excellent idea. 00:41:31
As we look forward to the implementation of our bailed era. 00:41:34
Then I would say what she offered would be that W Rock would dispatch, at our request, a box truck. 00:41:41
Within 24 hours of said request. 00:41:50
And that box truck would cost us $150.00. 00:41:52
But it would take up to 14 males. 00:41:56
Of which, again at $95 a ton. 00:42:00
Can put us north of between 5:00 and $600.00 net revenue on the transaction. Yes, we pay them 150 to come get it. 00:42:05
But because we're paying them 1:50 to come get it. 00:42:15
Not sending Dave and Jessica and Ron and Mike over to Fern Valley Rd. That's a big deal. 00:42:18
Because we can reallocate those hours in terms of serving the neighborhoods that we've identified in the first item grant. So the 00:42:27
recommendation don't really need your formal approval on. We want you to understand that we've gone through a pretty much a three 00:42:35
to four month process of weighing the pros and cons. I feel really, really good about staying. 00:42:43
The course, But then turning some of the transportation burden onto our vendor, West Dr. freeing up our people a little bit more. 00:42:52
And reducing the learning term or equipment more? 00:43:04
Not to say fuel savings to boot. 00:43:08
On top of that. 00:43:12
John brought it up initially. We've now again Dave Watsons initiative to go to Jacobi and have them place a 500 gallon tank at the 00:43:17
annex. 00:43:22
Because our folks and you can read it at your convenience. 00:43:29
Where we've done the calculations on. 00:43:33
But just the highlight. 00:43:35
We would make at least 23 trips a month to the county garage on average. 00:43:38
That's 418 miles a month. Assuming an average of 10 miles per gallon, it's 42 gallons of fuel saved generating. 00:43:43
$109 a month savings. 00:43:52
And then at the county garage being the 28th round trip from the annex. 00:43:55
And again, two people. 00:44:00
Perhaps in the vehicle? 00:44:02
We come down to the point that we feel that there's a material savings of having. 00:44:04
Fuel at the same rate as the county pace of the garage. 00:44:10
There at the Annex so. 00:44:14
Attaboy to Dave for stepping forward on that because you have as a board, you have complete confidence that we're looking at every 00:44:18
possibility to reduce spending. 00:44:23
Be it wear and tear maintenance, you know you have skilled folks like the masculine. 00:44:29
We'll turn you know, the old HHW shed to a little bit of a garage for some grease monkey activity. 00:44:36
And we're delighted at that. And that's money that we're not spending at any other vendor throughout the city. I think that can be 00:44:45
completely avoided. But I'm really pleased that we have good momentum, good sensitivity to what those costs are and how we can 00:44:51
continue to reduce that. 00:44:57
Final point of the day is relative to partnership initiatives. All of you've heard Agnosium discussions ongoing for many, many, 00:45:06
many, many months with Baptist Floyd. 00:45:12
And I'm happy to report. 00:45:18
That after my most recent sit down with the. 00:45:20
Environmental services at the hospital at noon today. 00:45:25
That they are delighted that we've completed our expansion. 00:45:29
Delighted that we have a bin that we can place at the hospital. Delighted that we're in a position to take their corrugated not 00:45:34
only. 00:45:39
Generating the normal course of hospital operations, but they have major construction ongoing and we'll have for many, many months 00:45:45
to come. And so my next step is to complete a draft partnership agreement. 00:45:53
That. 00:46:03
We'd like to make sure that those of us in the trenches, Lamont read at Environmental Services and and our team agrees to 00:46:05
completely in terms of how does this work. 00:46:10
But I think you'll be helpful to the hospital to allow other people to focus more on their primary responsibilities would be 00:46:16
helpful to us in terms of engineering and volume for which we can generate revenue. But what I would like is that the Boards of 00:46:22
Motion, if you will. 00:46:28
To appoint the President and the Vice President of the authority to sign such a. 00:46:36
Partnership agreement between now and the time that we beat the next time as a board in May. 00:46:42
And I would estimate that there would be around April 15th. 00:46:48
If we can pull that off. 00:46:52
Request such a. 00:46:56
I'll make that motion, but also to subject to Rick's review. 00:46:57
Subject to your review, Rick, to make sure that we're not kosher elective motion that we do that but pending. 00:47:01
Rich review to allow Brad and Jason to sign outside the meeting. Actually, I'll get the draft to Rick before you all see it then. 00:47:11
Yep, second. 00:47:20
John second, I have. 00:47:24
Any further discussion? 00:47:26
Adam, Adam. Yeah. 00:47:30
Yeah, I don't care. 00:47:34
All in favor signify by saying aye any opposed? 00:47:39
Those carries. 00:47:43
Final point and great team, got momentum, lots of moving parts. 00:47:44
Nothing's going to be easy. 00:47:50
Especially with the execution of the grants, but as we talked about in our team meeting this morning, given this is our management 00:47:53
team. 00:47:57
And we could choose to do nothing. 00:48:02
And just be opening up the gates, collecting the recycling and lock the gates and then do it again tomorrow. We don't choose to do 00:48:05
that. And you know, we're confident enough that, you know, we have enough brain power. 00:48:11
In this world, you've included to figure out any barrier that we need to. 00:48:17
Figure out as we move forward to reach that point of 50% recycling household wastes. 00:48:24
In county household by 23rd. So again thank you for your support and thank you 3 for all you do in particular. 00:48:32
I have a quick question on the backtrack little bit on this W rock. 00:48:40
Do you have a formal agreement you're going to be signing with them on the pickup? 00:48:45
I she didn't say there needed to be one. We currently don't have one, I don't believe, even though they come. 00:48:49
To three to the two locations 3 * a week to pick up. I just think for insurance workman's comp, it needs to be spelled out. Who's 00:48:57
going to be loading material onto what piece of equipment. We don't want their folks using our equipment, they don't want us using 00:49:02
theirs in case something gets banged up. So I would just. 00:49:08
Ideally they would load it and that gives you even more freedom with your staff, but. 00:49:15
But now that we have the. 00:49:21
New used forklift. 00:49:24
My guess is that the forklift will be employed and loading the box truck. 00:49:26
I doubt if the box chart would have one with it. Probably not. I think just needs to be spelled out in case the new used forklift 00:49:31
bands up the happy to accommodate. 00:49:35
Thank you, Sir. Thank you. 00:49:43
All right, Any public input today? 00:49:45
No. All right. So the next meeting is going to be May 21st at 4:20. 00:49:50
Look for a motion to adjourn. Motion to adjourn. 00:49:56
Second motion by John. Second by All in favor, signify the city. Aye. Aye. All right. 00:49:58
Have a great day. Thank you all for what you what you're doing. Got a great team going and. 00:50:06
I love the energy and the thoughts. 00:50:11
It's been nice. 00:50:17
March my teeth. Go ahead and call this meeting with Floyd County Solid Waste Management District Board of Directors so you would 00:50:20
rise for the pledge for it. 00:50:24
Pledge allegiance to the flag of the United States of America, and to the Republic for which it stands, one nation under God, 00:50:29
indivisible, with liberty and justice for all. 00:50:35
Happy 1st day of Spring where it's a little cool and windy outside the summertime in the Assembly Room here at Pineview. 00:50:45
Always. 00:50:53
All right. So let's go ahead get started. 00:50:55
Do we do a roll caller here typically or you usually just? 00:50:59
OK. Do you want to call the world in? 00:51:04
What works for me OK. 00:51:09
All right, well, looks like the only person. 00:51:14
Missing today. Is Mr. Gang here, Mayor Graham? 00:51:17
Approval of the January 16 Minutes. 00:51:23
Motion to Approve. 00:51:27
We have motion approved. Can I get a second? 00:51:29
I was. I'll second that. So I got a motion in a second. 00:51:33
Any discussion? 00:51:39
All in favor signify by saying aye, aye any opposed? 00:51:41
Motion carries. 00:51:45
Approval the February provisional claims. 00:51:48
I'll 2nd that I got a motion in a second. Any further discussion I just. I just have a clarification. Scotland, I know the answer. 00:51:55
In February and in early March we purchased fuel from the road department, but then later on March is when we had our own tank 00:52:03
install. 00:52:09
Out there at early March. So that's why there's two. 00:52:15
From the Floyd County Road Department, then Jacobi later on, OK. 00:52:20
That's what I was thinking. Thank you. I'm good. 00:52:25
All right, so I got a motion in a second. 00:52:30
Any further discussion? 00:52:34
OK, all in favor signify by saying aye, aye, Anthony opposed. 00:52:36
Look first. 00:52:40
Approval Resolution 202401 Amendment Exhibit A. 00:52:43
Looking for approval of the March 2nd, any further discussion? Second, John? 00:52:49
All right, all for every signify by saying aye, opposed. 00:53:01
Motion carries. 00:53:06
Approval of the Resolution 202401 Amendment Exhibit A. 00:53:08
To get this clarification on that and given the off month that the President and Vice President of course authorized to claim. 00:53:13
Pending formal approval to follow the month that allows us to be highly. 00:53:24
Mr. Fox, have you looked at this? Is everything good for the resolution side? 00:53:33
I don't see that I have it here. 00:53:41
You probably would not be that. 00:53:44
Yeah. This John brought up at the last meeting that maybe there's a way that we could reduce the amount of paperwork. So what we 00:53:48
purposely didn't leave out all the financials about that are somewhat. 00:53:56
Majority department for 31 pages in this case left out the. 00:54:04
State of resolution that we've been using since the implementation of these. 00:54:10
Provision. 00:54:15
OK, so I'm going to make a motion that we approve the resolution. 00:54:17
2024-01 with the and allow the president to sign outside the meeting with the contingency that the attorney reviews in in is is 00:54:22
approved is OK with it. Again, the resolution has to change. It's just that we need the board approval where we add names to the 00:54:30
defender list and if somebody's not on that list then you're not so empowered. These would be the original resolutions to provide 00:54:37
the provisional approval so. 00:54:45
No change at all, ever to the original resolution that enables the president and vice president. All we did was add a couple 00:54:53
vendors to the list of the right. OK, that's fine. All right. Then I I will withdraw the original motion and make a motion to 00:54:58
approve the resolution as advertised. 00:55:04
I'll second. OK. I got a motion in a second. Any further discussion? 00:55:10
All in favor signify by saying aye any opposed? 00:55:16
Carries. 00:55:20
Director's report. 00:55:22
Say we have a substantive agenda today. That doesn't necessarily mean that we will run time at all, but pleased with what we have 00:55:24
to talk about today. 00:55:30
You can always start with Marketing and communications and you'll see in recovery records reporting metricsfor.com. 00:55:36
But then the full points around the school education initiative that you're aware of and a couple other things going on. So I'd 00:55:47
like my colleague Laura Riggle to come up and provide a little bit of an update on her initiative to get recycling education to 00:55:54
the 4th grade classrooms in the county, Florida. 00:56:00
Thank you for hearing me speak and good afternoon. 00:56:08
I'm a retired educator from Greater Park and it's been my privilege to have this opportunity to reach out to 4th graders and try 00:56:13
to inspire them to become ambassadors of recycling. I want to, really. 00:56:21
Point to. 00:56:31
Mr. Tony Duffy He has been very instrumental in getting the word out to New Albany Floyd County Schools. 00:56:32
Elementary education, yes. And he he wanted the whole package. He wanted to see it and I wrote the curriculum and he has just been 00:56:42
ecstatic about getting it started. We have a teacher, Mr. Scott Birch, who has been instrumental in recycling for a few years now. 00:56:53
And it's just a tremendous partner for recycling. Dave and Davo have worked with Scott, and other teachers at Mount Tabor have 00:57:04
joined forces with this, as well as Miss Hannah Striegel at Christian Academy. She's welcomed me into her class and I've begun 00:57:14
teaching there. We also have Grant Line Elementary and Slave Run coming up in April, so I'll be starting classes with them. 00:57:23
And this fall of Saint Mary's of the Knobs, They would have started earlier, but due to a few conflicts back in January, I was 00:57:34
unable to get there. But they're starting in the fall and so is S Ellen and Jones, so I'm very happy to be of service to these. 00:57:42
Children and their teachers. It's been a positive experience so far. Lots of good questions, lots of questions. I've had to go and 00:57:51
Google, so I'm I'm looking forward to continuing that with them. 00:57:58
As of today, there's been 29 I. 00:58:06
Lessons taught OK since it started in February. 00:58:11
And I think that's kind of rounds it out again. We want them to help us. 00:58:15
Increase recycling in the county 50%, you know by 20-30, so I'm hoping that we can continue that. 00:58:22
Laura, is this a one time visit or do you go back additional times or what? 00:58:32
Mount Tabor I know Scott had already begun recycling with his kids, so I think there were like 3 lessons I did with them. 00:58:38
And the other three teachers that teach 4th grade. 00:58:47
I did 8 lessons with them well, and I may go back for some experiments with them. OK, so about how many 4th graders you think 00:58:51
you're reaching? I don't know how many there are in Floyd County and how many you have. 00:58:57
Reached at this point 1200, if I go to all the schools. 00:59:04
And in the paper that you have regarding the education initiative? 00:59:10
They they have been notified of it, but some of them did not get that information maybe from their principal just yet. 00:59:16
And plus, we have to remember their standardized testing going on. So I look for this fall. 00:59:24
To be a greater push for this. 00:59:30
Thank you for your time. Thank you, thank you all you're doing. 00:59:37
Now maybe we can help the Holy Family a little bit. It's been tough to get in there and Our Lady of Perpetual Health Action, 00:59:42
really. So we have a little momentum with Drop me a text with a reminder and I will see what I can do. 00:59:48
Yeah, I should show up. 00:59:56
Have Operations Manager Dave Watson with us today as well. Wanted Dave to talk about the completion. 01:00:00
Of the building renovation and a few other points as well. 01:00:08
You'll find interesting. 01:00:14
Ladies and gentlemen, we are making progress, there's no doubt there. 01:00:19
The construction is completed as far as the structure. 01:00:24
We're in the process now of going to get some inside walls up. 01:00:30
And do our finished work inside the. 01:00:34
It's we are surprised that once we got to look at how big the room became. 01:00:38
Looking from the shed to now our our new home, we're in the process. Now like I said, you want to get some materials we'll be 01:00:46
moving out of the what would be the. 01:00:51
Building for the. 01:00:58
Baylor And so we have to get that cleaned out before we progress, so. 01:00:59
We're there. We were able to get the Hazmat connex box. 01:01:05
Moved from down. 01:01:11
Waterfront still know about that, so you have in your packet. 01:01:14
Pictures of. 01:01:19
A raise on this? 01:01:22
Specifically built through this and that has been sitting at the wastewater treatment plant. 01:01:26
For years, Yeah, for years. 01:01:32
I've been with. 01:01:37
Almost six years myself. 01:01:38
And we've never used it since. I've been with the. 01:01:40
The firm, as we would love to call it so, but we were able to move it. 01:01:45
And Davos and Jessica were working today, you know, working on our. 01:01:53
Entrance way. 01:02:00
It's It is designed for this specific purpose of storing hazardous waste. 01:02:02
And materials. 01:02:08
As that's its function and it's what it will be. 01:02:10
We. 01:02:15
Have just a few items left to. 01:02:16
Finalize that, but it is. 01:02:19
Near completion. 01:02:22
So essentially you'll recall that we have the second whole part that we dedicated to long term employee, Dorothy Lee. 01:02:23
Back, which she left in the summertime. 01:02:31
And that will. 01:02:34
Will be now reassigned in its primary task. I'll ask Dave Nashville to talk about that in a second. 01:02:37
But essentially. 01:02:45
The. 01:02:48
Yesterday by Pageant. 01:02:50
In fact, will be the center of our HHW activities and feel really good about that. And I'm going to say thank you to Adam Dickey 01:02:54
for making the contact. Thanks to Mike Wallace of the city's wastewater utility for his cooperation as well to allow Pegasus to 01:03:00
come in and cherry picture the container. 01:03:06
Didn't even have to take down the fence, Lifted it over the fence and put it on the flatbed and. 01:03:13
Brought it out to. 01:03:19
The Adams, So we're delighted with that that. 01:03:21
Yeah, that was like a thoughtful move to capture that to give us as much capability in terms of efficiently and effectively 01:03:24
matching HHW. 01:03:29
All right, I'm going to ask this question real quick. 01:03:36
The hydrant was obviously there first. 01:03:41
But do we place this there with the idea that it would also be close to the hydrant, the fire hydrant? 01:03:44
Or was that? 01:03:50
The space was the preferable space. The hybrid is not operational. 01:03:54
Oh, you see that tag? Well, yeah, I did see that. I did see that, yes. 01:03:59
It's because I actually had, I kind of had the same question. I noticed that the hybrid was out of services. Has it been out of 01:04:05
service for a long time out there? 01:04:09
OK, yeah, there was, there was a water leak in along the roadway. 01:04:14
And because it was a, whether they call it property or we own the, we own the hydrant. Though American Water was not involved with 01:04:22
it, it was up to us to make through any repairs and put it back in service and that's never been done. 01:04:30
As a result. That's why we have 1/4. 01:04:41
Adam, I do want to say that they get a lot of pets, so this is pet friendly. 01:04:48
If the dogs want to use that the morning, welcome to well, sure, I I guess as a side note. 01:04:52
That's terrible. I don't know what the repairs would be to the line or the hydrant, but. 01:05:01
Don't. Don't we want that? Yeah, I would think that would probably be worth looking at, quite honestly. It really depends on where 01:05:09
the closest hydrant is. 01:05:13
To that as well. 01:05:18
I I I mean, I'm, I'm I'm thinking. I'm thinking my my fireman would would very much appreciate me. 01:05:22
Raising that concern if something actually occurred there. 01:05:30
This aside, I mean honestly, you know we've talked about it is really the context of the bathroom facilities and just have never 01:05:35
found it that fiscally doable to. 01:05:42
Make that happen. Honestly and all kidding aside. 01:05:49
Certainly will paint it. 01:05:54
And make it attractive icon of some kind. But you know, no plans to move it at this point in time. 01:05:56
Well, I I mean, my first thought was that was. 01:06:07
Pretty convenient placement, but I didn't think about it having the tag on it either. 01:06:10
So if they talk a little bit about the partnership with the folks next door that have helped make that grating possible, we've 01:06:15
had. 01:06:19
Real good neighbor in the National Guard Armory. 01:06:25
Throughout some contacts, we talked with them. 01:06:31
They've come over with their bobcat and have done some work for us. 01:06:34
Doing some grading, doing some digging. 01:06:39
They have just and. 01:06:42
It's always been a real pleasure to work with them. 01:06:44
They they like having things, things to do. And if they're not busy, they. 01:06:48
Jump on and they come right on over. 01:06:54
So it has really been a pleasure working with them. 01:06:56
I did spring for some pizzas up there now and. 01:07:02
You know, to help the guys out, they probably like that. 01:07:05
But now they have, they really have helped a lot and and they're always there and they they said anytime. 01:07:13
If we're not busy, we'll be glad to help out. And so they've been really good neighbors. 01:07:21
Then we'll start the HHW collection from the springtime on April 13th. And that's something that Lara and another one of our 01:07:26
employees, Raven Thomas manages generally on The Saturdays from 9:00 to 1:00 with everybody pitching in as needed. So we're 01:07:36
reporting that Dave help getting the entire place speaking stands where there's no current inventory. 01:07:45
Includes some complicated. 01:07:56
Unknown chemicals that have been leftover. 01:07:58
Tested and then transported off site within the next week. 01:08:04
Scott, you you help me with this. 01:08:10
When you were talking, I have an idea or just a thought about our pricing. Is our pricing in good shape when it comes to the 01:08:15
collection of? 01:08:19
The $4.00 a gallon for paint. 01:08:26
The couple bucks for cans of pesticides or what have you. 01:08:34
More often than not, do the pushback from one of the cities who don't like paying. 01:08:41
So clearly the county is subsidizing. 01:08:47
This activity. 01:08:52
And my judgment, we're at the right price point now. 01:08:53
Not to disadvantage ourselves. 01:08:57
Disincentivizing. 01:09:01
Today you had somebody and we had. 01:09:06
We have several people that are longtime patrons and we've had a lady came through the other day and she. 01:09:11
Wanted us to know. 01:09:19
That the work we are doing at the site has made a big difference as far as the looks, she said she was. She was impressed. 01:09:21
At how we were getting things cleaned up and looking professional. 01:09:31
And so of course, we thanked her for that, but she she was adamant about San Diego. You go home, really put some effort in out 01:09:36
here. And so it sometimes it shows. 01:09:41
Sometimes you don't think it does, but it does. So we've made some good efforts and we've got more to do. 01:09:47
When he also. 01:09:54
Were the yeah, the cardboard. It had a grassy area there. 01:09:56
You know, we had your dumpsters and then you got rid of grass. You put gravel down. That's right. Yeah. 01:10:02
Yeah, we are. Once once we get finished with our grading. 01:10:08
We're going to try a different alignment on the trailer parking. 01:10:12
And we're kind of experimenting to see what works best, right? But we are. 01:10:15
We're looking to be more efficient. 01:10:21
That's what the way we're doing. 01:10:25
Let me ask the question. 01:10:28
TV's and stuff, you store those outside, is that right? 01:10:31
But flat screen is going to. 01:10:36
OK. 01:10:40
Good. Thank you. 01:10:43
To talk a little bit about the new life and vision for the old HHW building. 01:10:46
And and again, remind you Dave, how long have you been with us now almost 2, two years in September. That's amazing. So a year and 01:10:54
a half retired from the Kentucky truck. 01:10:59
We look at him as our efficiency expert. 01:11:07
You know, 6 Sigma, you know he's the guy who. 01:11:10
Talks about when he's at home at night, he gets up from his chair to build a kitchen. He tries to think, what can I do between 01:11:15
here and there to be more efficient and I'll get inside. And that's the proof of the world lesson for us as well. So he's a great 01:11:21
member of the team and and it's always pushing us to look at things differently. So talk a little bit about, I guess from my side, 01:11:28
we currently run five trucks, 9 trailers and four containers, right? 01:11:35
So we're just constantly looking at ways to make things more efficient with the bringing on the the new container for the 01:11:42
chemicals it opens up that garage for us to be able to. 01:11:48
Do our maintenance to the trailers and to the trucks. 01:11:55
And you know, of course we're saving costs by doing that way is we're not doing major stuff and like we just had a truck breakdown 01:12:00
this week that we had to have put in the shop. The simple stuff, light bulb goes out, you know a trailer tire needs a plug in, 01:12:06
then we take care of that stuff. And since I've been there, I mean. 01:12:12
That has improved pretty significantly. You know, the less we have, a lot less flats because we're running you know, a commercial 01:12:19
grade ceiling and the trailer tires. 01:12:24
So you know we can pull 3 or 4 nails out and not even have a flat. 01:12:29
So that saves us 25 bucks a pawn from that. So again having the. 01:12:33
The container and opening up that. 01:12:41
Garage for us to workout up, it's going to be pretty significant across. 01:12:44
Continuing to be efficient, save money. 01:12:48
And truck was 12 that we get told last week that. 01:12:51
We had no liberation. I'm bringing that up. 01:12:55
We have agreed as part of the edit funding settlement to. 01:12:58
Not asked Edit to fund a new truck this year. It's not because we don't need it. 01:13:02
Think it's the right decision to put this on the back order? No problem with that. But just you know that trucks in 2012. 01:13:08
It's not the oldest truck you've got. 01:13:19
It's got 90,000 miles on it. 01:13:22
Highest mileage truck we have is 100. 01:13:25
102,000. 01:13:28
Which is truck. 01:13:30
Truck 12112 is 1 down. Yeah so everything else is hovering in between other than the the the 24 Chevy. 01:13:32
If you have 30,000 miles of that already. 01:13:42
So here we update two other former Kentucky truck plant employees who are saving us money out of pocket, what they're able to do 01:13:46
because of their expertise and we go off of my Chevy truck. 01:13:52
Is because it's more ergonomically easier on the older people to get in and out of that truck. 01:14:00
Thank you. Thanks. 01:14:11
Let me talk a little bit about our. 01:14:17
Grants which. 01:14:19
Well, the dashboard, the February traffic count, we had nearly 4200 vehicles. 01:14:23
And 100, almost 111,000 lbs. 01:14:29
Our item grants all signed, sealed, and delivered at this point in time. So just a reminder. 01:14:33
We'll call it grant number one that we call them. It's the recycling recycled market development program. That's what will give us 01:14:39
the additional trailers. 01:14:45
And the marketing and education program. 01:14:51
For community purposes, fully focused on these 13 neighborhoods that with John and Nick's help in county planning. 01:14:55
We identified nearly a year ago when we submitted the grant application that we would try to bring recycling to those underserved 01:15:03
areas of the county, so with Laura's help. 01:15:09
And with the help of a professor at IUS. 01:15:16
And a student at IUSA, Marketing student. We're already putting plans together. We've already knocked on some doors in some of 01:15:20
these neighborhoods. 01:15:25
And our key focus over the next two to three weeks will be to really isolate exactly those neighborhoods and the timetable we're 01:15:30
going to be going into them and how we're going to best serve them. 01:15:36
So we're really excited about that. The second item grant, the community Recycling Grant program essentially funds the Baylor. 01:15:43
And funds the some out of pocket education materials that Laura will be able to use as she continues to expand her in school 01:15:54
education efforts. 01:15:59
That leads us to recommendations for equipment purchases. Today we looked at three different balers, and. 01:16:07
While the grant is for 23,000 for a baler. 01:16:16
We're recommending. 01:16:21
The $24,000 payer. 01:16:24
Short of not the $29,000 failure, but one that not only comes with full installation. 01:16:27
And labor included but also ongoing maintenance that being from the Allstate Equipment Company for 24,650 and I think we can make 01:16:37
up the difference on that. 01:16:43
Jason, do you want to take these like one at a time because of basically 2 trailers? 01:16:52
A1 Trailer. 01:16:58
Two bins that we're talking about in addition to the Baylor. 01:17:00
That would like the board's approval. 01:17:05
Or purchase or if you have any thoughts on that, I take them one at a time, OK. OK. 01:17:07
So our recommendation that would be the Allstate equipment. 01:17:15
Baylor. 01:17:19
At 24650, of which again 50% of the purchase cost will come from. 01:17:21
Motion to approve second. 01:17:30
Got a motion in a second? Any further discussion? 01:17:32
OK, so. 01:17:41
OK, all in favor signify by saying aye, aye, opposed. 01:17:43
The we have had. 01:17:50
Basically just a single trailer for most of my tenure we did back in September, you'll recall by a smaller trailer and a smaller 01:17:53
bin to go on that trailer from Big Tex. At this time, it was our interest in buying a. 01:18:02
Another trailer, because the one that we have originally protein is the brand name. 01:18:13
Is, is. 01:18:21
Not in as bad as shape as Truck 112. 01:18:23
But in fact, that needs to be replaced in a day-to-day operational way and then we're asking for a bin. 01:18:26
To go on that which will enable us to be more efficient in our collections. 01:18:33
And that essentially is. 01:18:42
Listed. 01:18:45
Under second from the bottom you'll see the PRO R16 TR. 01:18:51
It's The trailer itself is at 27995. 01:18:58
Again, I then pays for 50% of that. 01:19:03
In addition to that, we have a open bin at 58180 dollars. 01:19:07
That would go with that. 01:19:14
And we had at the. 01:19:17
At the end. 01:19:21
Let's see, the grant was turned in in June and then they came back. I didn't came back to us and said hey, you really can't fund 01:19:23
$5000 in stipends for the IUS students because they don't cover personnel cost and they asked me to throw in. 01:19:33
Another five or $6000 to replace that in order to beat the threshold of the $100,000. 01:19:43
Grant Minimum. And so I threw in another bit. So what we're talking about here is a a bin for. 01:19:50
Two bins at the bottom of the page. There are 58180 apiece that go with the trailer. That's 27995. 01:20:00
And again, that's. 01:20:10
Complementing the model that we currently have. 01:20:12
And we found nothing at any price that would be preferable to that. So recommendation would be for that trailer and the. 01:20:16
2 protainer. 01:20:27
Bins 5880 apiece. 01:20:29
For your approval. 01:20:34
I'll make a motion for the first one, The trailer, I believe it is. 01:20:36
For the Pro R-16. 01:20:42
TR for 27995. 01:20:46
Second OK, got a motion by Brad and second by John. 01:20:50
Any further discussion? 01:20:53
All suck signify by saying aye aye opposed. 01:20:56
Motion carries. 01:21:01
Third thing is a. 01:21:03
I hope I'm saying this right because we also requested a protainer. So for those of you who have visited our sites, you're quite 01:21:07
used to seeing the green trailers with the slots on the side. We had envisioned that. 01:21:13
You know, back in the springtime of 2023. 01:21:21
But as we have thought, more as a team. 01:21:25
About how do we most effectively execute serving these neighborhoods. We've come up with a thought that instead of just having a 01:21:28
another protein or. 01:21:34
Typable. 01:21:40
Trailer. 01:21:42
And it would be. 01:21:47
And again those trailers? 01:21:51
Or like this? 01:21:56
Instead of this. 01:21:58
We would like something more basic. 01:22:01
Like this where we can put totes on them. 01:22:03
Facility easier to go to the neighborhoods is facilitates separation of materials. 01:22:06
As we look to maximize revenue from from that the only. 01:22:13
Item. 01:22:19
That makes that a little bit complicated. Is that with the grant agreement for my DEM? 01:22:21
Any changes to it, they need to approve. 01:22:27
So I submitted last Wednesday a request for. 01:22:30
A trade off? 01:22:33
Of the 1 trailer. 01:22:35
And 20,270. 01:22:37
For two $8000. 01:22:40
Trailers. 01:22:43
With the totes and some additional materials that basically comes within $750 of that original trailer that I requested. 01:22:46
I was hoping that they would come back and say. 01:22:57
Don't need to modify the agreement. 01:23:00
But they haven't come back and said anything yet, so. 01:23:03
I'm highly confident that they will. 01:23:07
Because they want us to do the right thing. We want to support us in a way that we feel. 01:23:10
We will be more sufficient and carrying out that the objectives of the grant application so. 01:23:15
What was the idea that they will say yes to the two utility trailers? 01:23:23
Recommendation is that we move forward with board approval. 01:23:30
Again, pending item confirmation. 01:23:35
The purchase of these two big techs utility trailers as noted in the. 01:23:39
Fourth line of the equipment. 01:23:46
Itemization, Scott. I'll give you come back to that in just a second because I'm going to make another motion for. 01:23:49
The Pro Pro R1420. 01:23:56
Those there's two of those plus the shipping handling at 5888. 01:24:02
5880 apiece. 01:24:07
Yes, the bends. I didn't get around to those. 01:24:09
With the original motion, so I'm going to make a motion for that. It's the very bottom one. 01:24:14
Second Got a motion by Brian, a second by Mr. Dickey. 01:24:19
Discussion. 01:24:25
Aye opposed. 01:24:28
Now I'll make a motion for. I'm sorry, go ahead. 01:24:31
Motion for the. 01:24:35
The pro trailer Pro Tilt that you have advertised here. The big text 14PI-20. 01:24:37
K. 01:24:49
So utility trailers, utility trailers, both of them as you have advertised here, both for $8000 with the contingency that I dem 01:24:51
approves the. 01:24:55
Change order? Well, set. 01:25:00
Got a motion by Brad? 01:25:02
Any further discussion? 01:25:06
All, I think is favorite saying. 01:25:10
Opposed social character. Thank you all. 01:25:14
Want to talk just very briefly about the edit modifications that we've referenced. 01:25:20
That's what we went back and forth and seeking to resolve this issue first brought up at our January meeting with Jason and John's 01:25:25
input for spread involved prior to that point essentially got that to the agreement with the commissioners that we would. 01:25:33
Freeze the $50,000 capital request for a truck for 2024 #1 #2 agreed that that there would be 25,000 in other spending. 01:25:43
As well that would. 01:25:55
Basically reduce the contribution from added from the amount requested less 75,000. 01:25:58
In the meantime, County has. 01:26:07
Given us the initial draw, 335,000. 01:26:11
And then, you know, we look forward to in July to receive another 65. 01:26:18
From edit and. 01:26:24
Another 17478 from the CCD fund also on the approximate timing of July. 01:26:26
But everybody, I think is in agreement. We're happy with it. We'll live with it. The only thing that we will do is that we will. 01:26:35
From our operational standpoint. 01:26:42
We will have. 01:26:45
A certain amount of money unappropriated and so we will isolate at least 25,000. 01:26:48
Of unappropriated dollars come back to you, seek that appropriation that then we'll have to go before the County Council as well 01:26:54
in order to make up for the 25,000. 01:26:59
That we are freezing up front. 01:27:05
If that makes sense. 01:27:09
It does. 01:27:12
Is that a confident look? 01:27:14
No, you just had me. I go into the County Council for approval. 01:27:16
Good luck. 01:27:21
That's all right. 01:27:23
Think I'm on vacation that day. 01:27:24
Feel right to everybody. 01:27:30
And again, thank you for your patience, Jason and John, Brad for helping work through this. Thanks for helping us work through it 01:27:31
as well. And to be absolutely clear about, I have no intention for any capital dollars in 2024. 01:27:38
Because we're not that far away from the initial draft of the 2020. 01:27:46
2025 budget. 01:27:51
And so would anticipate no capital requests. 01:27:53
Assuming that we have some success in competing with the legacy foundation on a truck request. 01:27:59
And then of course, you know, we'll be asking for no money for matching grants because we'll be completely focused on the full 01:28:06
execution of the two grants we have in 2024 that actually lasts for 18 months. 01:28:13
So we don't have time to. 01:28:21
Buy anything else? 01:28:24
Let me talk a little bit about. 01:28:29
Our cost savings initiative and I think this has been a fun exercise actually, but. 01:28:31
Essentially as you know. 01:28:39
Our team currently makes 500 trips a year. 01:28:41
To Fern Valley Rd. just east of the Ford Louisville Assembly Plant. 01:28:45
And primarily taking corrugated boxes and that. 01:28:51
It has the greatest value currently at $6065 a ton for loose, corrugated but. 01:29:01
A 30% thirty, 2% premium with a bail arrangement. But that's a long way to go. 01:29:09
And and so we went through the calc. 01:29:18
The couch, so you know to 38 minutes, 27 mile drive. 01:29:20
To Industrial Blvd. 01:29:27
We looked at the web key as an alternative. 01:29:29
That's twenty mile, 20 minutes, 12 miles just on West Oak St. 01:29:32
So if you take the 9th St. exit. 01:29:40
And just keep going straight, you're 1012 minutes from the rocky facility. 01:29:43
We really thought about wear and tear on our vehicles. We thought about. 01:29:50
Of the time because usually we have two. 01:29:54
Employees in the truck making that run and that's just downtime that we cannot afford. 01:29:58
But we're trying to do a lot of things without asking for more money for more people. 01:30:05
So that really was our key incentive to really examine are there cost saving opportunities. So we looked at it from a personnel 01:30:09
standpoint, the fuel consumption standpoint. 01:30:14
We think that we can save in excess of 6200 a year. 01:30:20
Just the fuel costs? 01:30:25
By. 01:30:27
Making some changes, the productivity I mentioned and then the revenue. 01:30:30
One of the big considerations though. 01:30:35
Is that as we've talked to? 01:30:37
Even though they offered some benefits. 01:30:39
As far as lesser distance, they don't service Galena. 01:30:43
And we have 11 bids that we call single string bins. At the annex we have 10. 01:30:48
At the Galena site. 01:30:55
And Denny's Galena service once a week. 01:30:56
And grant line of service twice a week. 01:31:00
We simply can't have. 01:31:03
Productive relationship with the firm that doesn't go to Galena. 01:31:06
And so that that became disqualified for Ruby. 01:31:10
So what do W rock our current provider? 01:31:14
And said. 01:31:17
We're happy with your. 01:31:20
Very efficient. They are open 24/7. 01:31:22
Dave Masseyville in particular has talked about that their new checking system thinks about as efficient as it can be from the 01:31:25
mechanical standpoint. Rocky has more condensed hours and and not as sophisticated a check in, check out system. 01:31:34
But I asked West Rocks help in solving the problems. 01:31:44
Laura Bellman, our contact, had what proved to be an excellent idea. 01:31:50
As we look forward to the implementation of our bailed era. 01:31:55
Then I would say what she offered would be that Westrock would dispatch, at our request, a box truck. 01:32:02
Within 24 hours of said request. 01:32:11
And that box truck would cost us $150.00. 01:32:13
But it would take up to 14 males. 01:32:17
Of which, again at $95 a ton. 01:32:21
Can put us north of between 5:00 and $600 in net revenue on the transaction. Yes, we pay them 150 to come get it. 01:32:26
But because we're paying them 150 to come get it. 01:32:36
We're not sending Dave and Jessica and Ron and Mike over to Fern Valley Rd. That's a big deal. 01:32:39
Because we we can reallocate those hours in terms of serving the neighborhoods that we've identified in the first item grant. So 01:32:48
the recommendation don't really need your formal approval on one should understand that we've gone through pretty much a three to 01:32:55
four month process but weighing the pros and cons. 01:33:02
I feel really, really good about staying. 01:33:10
The course, But then turning some of the transportation burden onto our vendor, West Dr. freeing up our people a little bit more. 01:33:13
And reducing the warrant term our equipment more. 01:33:25
Not to say fuel savings to boot. 01:33:30
On top of that. 01:33:33
John brought it up initially. We've now again Dave Watsons initiative to go to Jacobi and have them place a 500 gallon tank at the 01:33:38
Annex because our folks and you can read it at your convenience. 01:33:45
Where we've done the calculations on, but just. 01:33:54
The highlight. 01:33:58
We would make at least 23 trips a month to the cattle garage on average. 01:33:59
That's 418 miles a month, assuming an average of 10 miles per gallon. 01:34:04
It's 42 gallons of fuel saved, generating 109 dollars a month savings. 01:34:09
And then the county garage being the 28 minute round trip from the annex. 01:34:16
And again, two people. 01:34:21
Perhaps in the vehicle? 01:34:23
We come down to the point that we feel that there's a material savings of having. 01:34:25
Fuel. 01:34:31
At the same rate as the county pace of the garage. 01:34:32
There at the Annex so. 01:34:35
Attaboy to Dave for stepping forward on that because you have as a board, you have complete confidence that we're looking at every 01:34:39
possibility to reduce spending. 01:34:44
Be it. 01:34:50
Wear and tear maintenance. You know you have skilled folks like the masculine. 01:34:53
Will turn you know, the old HHW shed into a little bit of a garage for some grease monkey activity. 01:34:57
And we're delighted at that and that's money that we're not spending. 01:35:06
And any other vendor throughout the city. 01:35:09
Not that that can be completely avoided, but I'm really pleased that we have good momentum, good sensitivity to. 01:35:12
What those costs are and how we can continue to reduce that. 01:35:20
Final point of the day is relative to partnership initiatives. All of you've heard agnesium discussions ongoing for many, many, 01:35:27
many, many months with Baptist Lloyd. 01:35:33
And I'm happy to. 01:35:40
That after my most recent sit down with the. 01:35:42
Environmental services at the hospital at noon today. 01:35:46
That they are delighted that we've completed our expansion. 01:35:50
Delighted that we have a bin that we can place at the hospital. Delighted that we're in a position to take their corrugated not 01:35:55
only. 01:36:00
Generating a normal course of hospital operations, but they have major construction ongoing and we'll have for many, many months 01:36:06
to come. And so my next step is to complete a draft partnership agreement. 01:36:14
That. 01:36:24
We'd like to make sure that those of us in the trenches, Lamont read at Environmental Services and our team agrees to completely 01:36:26
in terms of how does this work. But I think it'll be helpful to the hospital to allow other people to focus more on their primary 01:36:33
responsibilities would be helpful to us in terms of engineering and volume for which we can generate revenue. But what I would 01:36:41
like is that the Board's of motion, if you will. 01:36:48
To appoint the President and the Vice President of the authority to sign such a partnership agreement between now and the time 01:36:56
that we meet the next time as a board in May. 01:37:02
And I would estimate that there would be around April 15th. 01:37:09
But we can pull that off, so. 01:37:13
Request such a motion. 01:37:17
I'll make that motion, but also to subject to Rick's review. 01:37:18
Subject to your review, Rick, to make sure that we're not. 01:37:22
Kosher. I'd like a motion that we do that, but pending. 01:37:27
Rick's review to allow Brad and Jason to sign outside the meeting. 01:37:32
Actually, I'll get the draft to Rick before you all see it then. Yep. 01:37:37
2nd. 01:37:42
John the second vibe. 01:37:45
Any further discussion? 01:37:48
Adam, Adam. Yeah. 01:37:51
All in favor signify by saying aye, aye any opposed? 01:38:00
Those carries. 01:38:04
Final Point and Freight team got momentum, lots of moving parts. 01:38:05
Nothing's going to be easy, especially with the execution of the Grants, but as we talked about in our team meeting this morning. 01:38:12
Given this is our management team. 01:38:20
We could choose to do nothing. 01:38:24
And just be opening up the gates, collecting the recycling and lock the gates and then do it again tomorrow. We don't choose to do 01:38:26
that. And you know, we're confident enough that, you know, we have enough brain power. 01:38:32
In this world, you've included to figure out any barrier that we need to. 01:38:38
Figure out as we move forward to reach that point of 50% recycling household wastes. 01:38:45
In county households by 20. 01:38:53
So again, thank you for your support and thank you 3 for all you do in particular. 01:38:56
I have a quick question on backtrackable business W Rock. 01:39:01
Do you have a formal agreement you're going to be signing with them on the pickup? I've? 01:39:06
She didn't say there needed to be one. We currently don't have one, I don't believe, even though they come. 01:39:12
To three to the two locations 3 * a week to pick up. I just think for insurance workman's comp, it needs to be spelled out. Who's 01:39:18
going to be loading material onto what piece of equipment. We don't want their folks using our equipment, they don't want us using 01:39:24
theirs in case something gets banged up. So I would just. 01:39:29
Ideally they would load it and that gives you even more freedom with your staff, but. 01:39:36
But now that we have the. 01:39:42
New used forklift. 01:39:45
My guess is that the forklift will be employed and loading the box truck. 01:39:47
I'm out-of-the-box. Truck would have one with it. Probably not. I think just needs to be spelled out in case the new used forklift 01:39:52
bands up the. 01:39:56
Thank you, Sir. Thank you. 01:40:04
All right, Any public input today? 01:40:07
No. All right. So the next meeting is going to be May 21st at 4:20. 01:40:11
Look for a motion to adjourn. Motion to adjourn. 01:40:17
Second motion by John. Second by all in favor, signify the city, aye, aye. 01:40:20
Have a great day. Thank you all for what you what you're doing. Got a great team going and. 01:40:27
I love the energy and the thoughts. 01:40:32
It's been nice. 01:40:38
Got a few? 01:40:41
