We have that freedom limit. I'm going to be grateful for that. Well, Jesus, please help us to have. 00:00:55
Give us wisdom and and prayer and wisdom to make person prudent choices or for betterment for our of our community, realizing that 00:01:03

All these things we ask in your name, and I pray for a piece of Jerusalem today in your name, Amen. 00:01:42
Acceptance of tonight's agenda. 00:01:48
So moved. 00:01:51
Second all in favor, aye. Any opposed? 00:01:53
Approval of minutes from July 9th. 00:01:58
Council meeting. 00:02:02
So moved. 00:02:06
2nd we have a motion in a second. 00:02:08

That passes. 00:02:15
Public input before we get started. 00:02:17
All right, new business #1 Allison Prude. 00:02:23
This is Allison Pritt. I'm Jenny Olmsted. We're with Floyd County blessings in the backpack. 00:02:34
I'm a board member of 13 years and Allison is the treasurer. Before we get started, Alice is, is obviously handing you out some 00:02:39
paperwork and then we do have a video that you we would like you to watch before we speak. Is that alright? 00:02:46
That's fine. Thank you. 00:02:54
As you know, blessings in the backpack to account. 00:02:57
Is that every child from pre kindergarten through 6th grade? 00:02:59
Floyd County, Indiana. 00:03:03
Will have nourishment needed. 00:03:04
When school dismisses on Friday, one out of every three New Albany Floyd County Schools pre kindergarten through 6th grade 00:03:08
students would leave their classroom unsure of whether they will have enough to eat until school starts again next Monday, if not 00:03:13
for blessings in the backpack Floyd County. 00:03:18
As Rachel, one of our volunteers, says. 00:03:24
You don't realize how many children are left hungry because there is no food in their house or they are left with the bare 00:03:26
minimum. 00:03:29
That's my blessings in a backpack. Floyd County is it an all nine New Albany, Floyd County Schools, elementary schools and all 00:03:33
three middle schools. 00:03:38
Blessings in a backpack. Floyd County was started to address the need. 00:03:43
Blessings in the backpack, Floyd County's mission. 00:03:46
Fill that 65 hour gap. 00:03:49
Providing children in need. 00:03:52
Small bag of ready to eat single serving foods every Friday afternoon. 00:03:54
We're able to meet those needs because of the events that we do throughout the year that allow us to fundraise and bring the 00:03:59
community together. 00:04:03
Events like to be a blessing 5K. 00:04:07
Pigs for kids, hoops for hunger and strike out hunger. 00:04:09
We supplement this money by writing, grant and solicit donations from community partners like local foundations, companies, and 00:04:13
members of the public. 00:04:16
Is also made possible. 00:04:20
Through our partnership with an NAFCS Foundation. 00:04:22
Who pays our dues to the national organization? 00:04:26
4 dues pay for our minimal operating. 00:04:29
This allows 100% of every donation to Blessings in a Backpack Floyd County. 00:04:31
To go directly toward purchasing food to feed. 00:04:36
Kids. 00:04:38
Although our Floyd County group is part of the National Blessings in the Backpack organization, we do not receive any direct 00:04:40
funding from that entity. 00:04:43
The National Blessings in a Backpack organization establishes the menu and negotiates the food costs of Cisco Foods. 00:04:47
Our volunteer board members arrange a plan all other aspects of the program in county. 00:04:55
Group coordinates food delivery schedules, manages volunteers who pack the bags each week. 00:05:00
Drafts are chapters, grant proposals, direct sell fundraising and sponsorship efforts, and shares our mission with the community. 00:05:05
Since the end of the pandemic, the need for blessings in a backpack Floyd County has only grown with increasing numbers of 00:05:12
students needing their services at the. 00:05:16
At the same time, the cost of food has only increased. 00:05:20
Consistent nutrition is necessary for children to. 00:05:25
Lead healthier lives today and create stronger, happier communities tomorrow. 00:05:28
Because of donations from groups like yours, we have been able to serve more kids as need has grown. 00:05:33
In the 202324 school year we serve 1854 students. That means 74,160 food packets were provided to children because of community 00:05:39
members just like you. Having enough food on the weekend has a huge impact on students health, well-being and educational success. 00:05:46
In a survey of Blessings in a Backpack recipients, 71 percent feel that they are helping their family. 69% report is easier to 00:05:53
learn in school. 00:06:01
70% have better attendance in school. 00:06:09
60% have fewer behavioral issues and 78% who cared for by their community. 00:06:11
Let's hear from one of our recipients. 00:06:18
Dear Donald, Thank you for bringing food to the whole school. 00:06:22
And my favorite snacks are beef jerky, applesauce. When I grow up, I want to donate to schools and. 00:06:26
Have a nice day and keep on. 00:06:34
That's where you come in. 00:06:37
As we see the ***** and food costs go up. 00:06:38
You can make a difference by helping his feet hungry kids in our community. 00:06:41
Donations to Blessings in a Backpack for the Country make a difference to kids across all of Floyd County. We ask you for your 00:06:45
financial support to continue this important work. 00:06:50
OK. I know that everybody learns differently, so I learned through conversation. Greg gives a great video, visuals and also great 00:06:58
detail there. But I want to start with a little bit of a story. So I'm an original board member before there was a board. So 13 00:07:03
years ago at a PTO meeting, a principal said, hey, would you go to this meeting with these three people and see if we can help 00:07:08
them? 00:07:13
So I went and I had no idea. I had no idea there were that many food insecure kids in Floyd County because my kids go to 00:07:18
Greenville, Highland Hills employed Central. So if I didn't think, it's not where I'm at. 00:07:23
And I was wrong. And then I saw the need with Steven Floyd, Knox Elementary in Georgetown, and then I saw the city numbers. And so 00:07:29
four of us at that meeting stepped up and said we'll take this on because it was dying in this county. It wasn't going to be 00:07:35
there. National only supports you behind the scenes and. 00:07:41
So it's evolved. So several years ago we realized we got to have a board and more structure and there was a lawyer, Kathleen 00:08:18
Palmer was on our board and she and Peter both very structured, organized detail and intelligent people and really helped get us 00:08:24
structured to have a board. And that's been we've had a board for at least. 00:08:29
Seven or eight years now. And so we have strong leadership, a lot of great people with great hearts and that's how we got here. So 00:08:36
it was just like a few moms that had a few extra minutes in the day or not really. You just make the time, right? Like when 00:08:43
something speaks to you, you're like, I got to do this because I thought I knew everything. I'm a very involved mom and I I 00:08:51
shocked. So where we're at now and the key points I want to bring to you are 30% of the New Albany Floyd County kids. 00:08:58
Food insecure homes. That's a huge number when you know how many kids go to school in new Omni Floyd County Schools. We feed 00:09:06
anyone pre-K through 6th grade that is qualified for free or reduced lunch. They are automatically can apply for blessings in a 00:09:12
backpack. And we have to hunt these people down like literally drive to their house sometimes to get them to sign the form because 00:09:18
they're not the most responsible parents. And the kids are starving because mom and dad aren't home and you got a second grader 00:09:24
getting off the bus to an empty house. 00:09:30
When it's time to form, so we go about this anyway, we have to and the counselors work with this, the teachers, they know which 00:09:36
kids and so we go over and beyond to try to make sure that every kid that is qualified can receive it if their parent will accept 00:09:44
it. Last year we had 18147 kids that we fed. We feed them every weekend for 40 weekends through the school year when we have extra 00:09:51
money or we can do something extra, we try to give them extra when they're on breaks because a two week fall. 00:09:59
Is great for my kids because we're going on vacation, then we're going to have some chill time, they're going to sleep in. But if 00:10:06
you're a kid that doesn't have a pantry and a fridge full of food, you hate being on break and you don't have a new structure, you 00:10:14
don't have any food. So it's just all those visuals that have really impacted me as well as these numbers. So it took us last year 00:10:21
$277,000 to feed those 1800 almost 50 kids. So it's $3.70. 00:10:29
But we've had a 42% increase in the last three years. Granted we've been through COVID, granted we all understand inflation. 00:11:07
Nothing's getting cheaper. We will and deal with Cisco all the time. Find ways to involve volunteers to pack bags. We have 00:11:13
individual foods we packed. Then they say, oh, it's cheaper to prepackage this month. 00:11:20
It's a lot of work, but whatever way we can save money to have the most food in the bag at the end of the day, that's how we do 00:11:27
it. 00:11:31
The budget for this year is we're at 19150 kids, so we're going to need $332,500 for the school year. We do that a million 00:11:37
different ways. I come here and I'm asking for money next. That's what I'm asking for today. We also write a lot of grants, but we 00:11:45
beat the we have created events, we do five KS. We have had it. This is our third year and it has gone over the top. 00:11:54
At every New Albany Flake Central basketball game. 00:12:04
Take the piggy banks and auction and the foundation keeps that money. 00:13:07
Our relation with the foundation is critical. When I first started, the first four or five years, I could tell you if I saw you at 00:13:11
Target or I was at your County Council meeting, I could say 100% of the money you give me is going to buy that food and feed that 00:13:17
kit. Well, National added the admin fee. Well, that's where it gets tricky, right? Like how much the CEO of Goodwill make, right? 00:13:23
That's always an issue. That was going to be an issue for us. So we worked with Jerry Finn, Michelle Day and Tyler Bliss to figure 00:13:29
out how can we not? 00:13:35
Get our notes together at the last minute and fight all this darn bridge traffic to get here. We feed our own kids, but we know 00:14:11
there's so many other kids that need to be fed. We go to school PTO meetings and we sit there and help them understand because 00:14:17
people think that the kids are just fed. They don't know how they get fed. So I'm just walking you through. I'm an over explainer. 00:14:24
I do marketing for a living. So some of you know that. So I do like to chit chat. 00:14:30
We received $0.00 from the national organization we pay them. 00:14:37
For their logo, that's pretty much what it is. We they're there if we need them. But their leadership has changed and different 00:14:41
people feel different ways and they love our business model. Most blessings in a backpack across the country is one business 00:14:46
sponsors one school or one church sponsors one school. 00:14:52
If that business quits, that schools out. So in Louisville, it's some schools get fed, some don't until they find a donor. In 00:14:58
Floyd County, every kid gets fed every week. And if we run out of money, every kid stops eating the same weekend because and even 00:15:04
though the school's on the hill raise all their own money. So flight snobs, Georgetown and Greenville get creative. They have neon 00:15:10
dances, they paint Cougars and do all kinds of feel the boot. 00:15:16
Favorite sock day? They feed the kids on the county so we don't even have to necessarily always factor them. But again, PTOS 00:15:24
change. I just became an empty nester two days ago. I'm no longer Apto mom. 00:15:29
Not gonna talk about that too long 'cause it might crack. But when PTO changes and the volunteers change, what they're gonna 00:15:35
willing to do changes. So we can't rely on that. That money will be there because what if? 00:15:41
Those women or men do not see the need for this. 00:15:47
So the food is always shelf stable and the kids can open it. The biggest struggle we have is that is more expensive. If you buy a 00:15:51
canned good that goes to a can opener, it's cheaper. If it has a pop top, it costs more. 00:15:57
These kids may not have a can opener or they go home and they don't see mom and dad or grandma or uncle. 00:16:04
All night and they might get themselves up in the morning and go to school. So we have to make sure they can do all this on their 00:16:11
own because some of these are 4 year olds. 5 year olds. I mean, you're going up to, you know, 12 year olds, but it's small. 00:16:18
So how can you help? So today we're here to ask you for 10,000 dollars, $10,000 feeds 66.66 kids. That number kind of scared me so 00:16:25
we went to 67. We didn't like all those sixes. So it's 67 kiddos that you can feed with $10,000. 00:16:33
Our we have sponsorships. You can sponsor our 5K coming up the 1st Saturday of November. We have a lot. You'll see all the local 00:16:44
businesses that are so behind this sponsor every year. 00:16:49
You can volunteer, serve on the board. We're just volunteers. I'm assuming this is a volunteer gig. I'm not sure. So you just fit 00:16:54
in what's close to your heart and what you want to do. And this is where our heart is. So this is what we're asking you for. We 00:17:00
don't just walk around asking for money. We beat the we write grants and we'll take any suggestions if there's another way you 00:17:05
think we can raise the money? 00:17:10
OK. OK. Any questions? 00:17:17
Thank you for the presentation. OK, you're welcome. 00:17:22
Judge Stiller. 00:17:31
Good evening. Excuse me, Mr. President. I'm sorry, Judge. 00:17:38
What we're going to take any have any discussion on discussion it's. 00:17:42
The the request was. 00:17:49
Verbal instead of agenda, but we can discuss and go from there. Go ahead. 00:17:51
What was that? 00:18:00
Then I move that we tabled it then. 00:18:09
Motion for tabling second, motion is second. Any discussion on that motion? So we we need to put this on the next month agenda so 00:18:14
that it can be advertised for action. Is that what I'm understanding? 00:18:20
Any further discussion on that? 00:18:29
And everyone in favor of tabling say aye. Any opposed? 00:18:31
I carry that over to next month, yes. 00:18:36
Good evening. 00:18:39
I am Judge Carrie Stiller Floyd's pair Court One, and I had emailed everyone about my request this evening. My request is related 00:18:41
to the proposed retirement and rehire of my lead court reporter. She is celebrating her 33 anniversary, 33 year anniversary with 00:18:50
Floyd's Fair Court One this month and that also came with the opportunity for her to retire under the terms of her retirement. 00:19:00
Plan with this county. 00:19:10
However, she doesn't. She's not ready. She's still young enough, she's ready to still work and we need her. She's an essential 00:19:13
employee, key employee. And so her offer to us was could she retire to go ahead and start collecting her perv, but then resume 00:19:19
work after a month, which is the required amount of time she would have to be off and then come back full time after her 00:19:25
retirement. 00:19:32
The proposal, in my opinion, was a win, win for my office and the county and for Diana because it will save the county the cost of 00:19:39
her perf going forward, which if she didn't retire would be an ongoing expense for the county. And I don't think she really, I 00:19:45
think, yeah, I don't want to reveal her age, that maybe that's private information. You guys can do the math. But she's young 00:19:51
enough to still work a while. So I think she's going to be with us a while. I would say probably another ten years or so, 00:19:56
hopefully, if all goes well. 00:20:02
So anyway, any questions? Anything? 00:20:08
I'll make a motion to approve to A to. 00:20:13
Let her retire and rehire Saget. 00:20:19
We have a motion in a second discussion or questions. I appreciate you reaching out. 00:20:22
You know, we had a discussion during our budget, Dale and I with you and. 00:20:27
About this and I think was very informative, you know it to your point. 00:20:33
We will save perf and if the 10 year figure adds up, that's probably somewhere north of $75,000 that we would save and still get 00:20:39
a, you know, a very seasoned and well qualified person to to join. I think most people, I think you sent an e-mail out, most 00:20:46
people probably understand that, but they, you know, this employee would have to separate employment for 30 days and then be 00:20:52
rehired. So. 00:20:59
I think that's more of a peripheral. 00:21:07
Than anything else so but I appreciate that you know this and. 00:21:09
You know, obviously supportive. 00:21:14
So I guess I got a question to Steve is legally is that. 00:21:17
I've not investigated that. I would assume that the judge Stiller probably has. 00:21:21
I believe Michelle's looked into it as well. And the expert Michelle's in the room, she's the one that's been counseling, working 00:21:28
with Diana. And this subject came up that it was time for her retirement and how do we keep her and, and still, you know. 00:21:35
This is a huge benefit to her. She's a single woman and to be able to collect her retirement while she works is incredible. And I 00:21:45
think she's devoted her basically the entire adult life to this county. She's been a great employee. So I I greatly appreciate 00:21:49
your consideration of this. 00:21:54
Yeah. I'm just worried we don't have any precedents with rehires of individuals. 00:22:01
I don't see it. 00:22:14
Cancel other employees who are collecting the retirement and continue. 00:22:16
OK. 00:22:21
It probably is rare because you have to meet the age and 30. 00:22:24
Well, it's a combination of your age and your years retiring, I believe something. 00:22:29
Any further discussion? 00:22:35
All in favor of two a say aye aye. Any opposed? 00:22:37
Thank you. Have a great evening, Mr. Matt Lords. 00:22:41
Good evening. Good evening. 00:22:53
So on the agenda. 00:22:56
We get a quarterly grant money from the Teleport grant, which is based on the number of DC advocates that we work. 00:22:59
And we've been using those primarily to pay for one of the public defenders to vote in the problem solving Hope Court that related 00:23:07
to those types of cases as well. 00:23:12
So. 00:23:18
Appropriating, could we get that on the quarterly basis? 00:23:24
This is grant money that you received. 00:23:28
Motion. 00:23:31
To approve three a second of motion and 2nd to approve 3A. Any further discussion or questions? 00:23:34
All in favor say aye aye. Any opposed? 00:23:47
That carries. Thank you. 00:23:50
Mr. Kent Borrow. 00:23:53
Good evening. As you all are aware, last month we received a grant from Duke Energy for 3075 dollars. 00:24:01
To buy weather radios, as we've done in the past two years, we're coming back and asking for a match to that grant so that we can 00:24:09
double the number of weather radios to give out to the county. 00:24:14
Move to approve for a. 00:24:23
2nd I have a motion and a second for 4A. 00:24:25
Questions. Discussion. 00:24:29
Can't. Just to clarify, in this grant you will be purchasing if I'm understanding correctly. 00:24:32
Hearing impaired weather radios for this past year we had several. 00:24:40
Very impaired people come into the building and ask. 00:24:46
About those so we have found some their NOAA weather radios have a beacon light on top and they have a device that I. 00:24:52
Hooks on the pillow. 00:25:02
So that at night, you know, at night it waking up. 00:25:03
Those cost a little bit more, but. 00:25:08
We're still going to be able to buy somewhere in neighborhoods of a total of 236 radios. 00:25:11
Any further discussion? Yeah, I just have a question. Go ahead. People have to contact your office to get them. 00:25:18
Home Depot with the sheriff last year, We've done that before. We, you know, we try to go out to the community and throw it on 00:25:25
Facebook, our Facebook page, and they go pretty fast. 00:25:31
Tammy doesn't like me when I put them out there and she hasn't got them all programmed yet. 00:25:37
We program them and. 00:25:41
Put the batteries in them and have them ready to go. 00:25:43
This is the second year we've done this. 00:25:48
This would be the third, third year. 00:25:51
But this wasn't. 00:25:54
On your original budget, correct? 00:25:56
Correct. Maybe we could throw that in there. 00:25:59
On your budget for this year or for next year? 00:26:02
That way we kind of have a heads up on that. 00:26:07
Yes, Yep, that'd be fine. But does he know he's going to get a Duke grant every year? 00:26:11
But there's going to at least be some money, yeah, there's going to be money allotted. And that way it. 00:26:17
OK, it really isn't an additional appropriation, it would just be. 00:26:23
What was already in his budget? 00:26:27
Any further discussion? 00:26:31
All in favor of four a say aye aye. Any opposed? 00:26:34
That carries motion for 4B. 00:26:38
Second, have a motion and a second for 4B the. 00:26:44
Transfers. 00:26:48
Any discussion? 00:26:51
Seeing none. 00:26:57
All in favor of 4B say aye. Any opposed that carries? 00:26:58
Miss Kelly de Loser. 00:27:04
I am here after a. 00:27:07
Community Corrections Boarding Commissioner approval for the 20 or 1237 Opiate restricted fund for our juvenile probation school 00:27:11
attendance liaison. 00:27:16
So I would just like to request the new new line items. 00:27:22
5/8 Motion to Approve 5/8. 00:27:28
Second motion is second for 5A. 00:27:31
Any discussion or questions? 00:27:35
All in favor say aye. Any opposed? 00:27:38
5/8 carries motion to approve 5B. 00:27:41
2nd 5B is just to appropriate the funding into the line item. I calculated the funding starting for the last 8 pay periods of the 00:27:45
year. We're hoping to maybe have someone starting 1st of September. 00:27:52
So we're going to move forward. 00:28:00
We have a motion in a second. Any further discussion or questions? Yes, Jay Wreck is my thing and and it's like near and dear to 00:28:02
my heart, but. 00:28:07
That board works so hard. 00:28:15
To put this money that we received from the state into the appropriate positions and. 00:28:17
Magistrate Flanagan. 00:28:24
And her team? 00:28:26
Miss Stiller, Judge Stiller. 00:28:29
We worked really really hard to figure out what the best resources are and truancy with. 00:28:32
With our students and our schools as part of that problem. So this is this is great. 00:28:41
This is great. How long is this grant? 00:28:47
This is a 2 year grant and then you'll reapply or at that point we are hopeful that we may find additional funding or reevaluate 00:28:50
the position at that point. 00:28:55
We're always leery about. 00:29:03
To your proposals and in. 00:29:05
There's an employee in the. 00:29:07
Horizon that we got. 00:29:09
My hope is to continue it and find additional funds. 00:29:11
Thanks. 00:29:15
Any further questions, discussion, all in favor Say aye, Aye. Any opposed? That one carries. Thank you. Mr. Anita Burks. She's not 00:29:18
here. 00:29:23
She asked that I. 00:29:31
I speak for her. 00:29:33
This is where the confusion came in. It says additional appropriation, but it's really not. The money is in there. 00:29:36
Basically, she wants to appropriate the 75,000 into the line item so that she can pay the vendors for our election series. 00:29:42
I move to approve. 00:29:54
Item 6. 00:29:56
Advertised second have a motion and a second for 6A. 00:29:58
You just got. 00:30:03
All in favor say aye aye. Any opposed? 00:30:06
That carries. 00:30:09
You're not Charlotte. 00:30:14
Charlotte is indisposed. 00:30:17
This 7A is just a request for appropriations to lines. This is a new reimbursable grant that took effect the 1st of July. So this 00:30:19
is fun, this grant, all of these things have already been kind of approved by this body. This is just moving the money that we 00:30:26
expect have reimbursed to the county into the lines so it can be utilized. 00:30:33
Motion to approve 7A. 00:30:43
Have a motion and a second for 7/8. 00:30:45
I guess the only question I'd have, Diane, it says the negative balance up there, but the grants coming, yes. 00:30:48
It's reimbursable. So we have to spend it to get it, spend it to get it, OK. 00:30:54
Any further questions? 00:31:01
All in favor of seven a say aye aye. Any opposed? 00:31:03
That carries. 00:31:07
John, are you here for Don? 00:31:10
All right, come on up. 00:31:12
Done. Laid out a pretty lengthy e-mail and explained everything. I don't have any questions. I'll make a motion for all of a A all 00:31:13
of 8A through. 00:31:19
Ohh. 00:31:28
I'll 2nd I have a motion and 2nd for agenda items 8 through OA through O. 00:31:31
Discussion John, you seem like you want to talk, so when we get done, I got. 00:31:38
OK. I'm not going to talk on James. Any questions or discussions on Agenda Item 8? 00:31:42
All in favor say aye aye. Any opposed? 00:31:49
Go ahead. OK, a week and a half ago, Don and I, we attend our RDA meeting. 00:31:53
Up in the habitat. 00:31:58
And there was 74 projects they were submitted for ready to die though. And Floyd County we had, it was, I know one for sure, it 00:32:01
was the Edwardsville school renovation. And out of the 74 projects, they selected 30 and ours with one of those 30. And when you 00:32:09
look at the scoring, ours rate ramp number one in the scoring. 00:32:18
So also to the Eli Lilly they have. 00:32:27
Forgot the amount of the grant but it's for blight remediation as well As for arts and so our school also qualified for that. So 00:32:32
anyway. 00:32:37
But for 82.0 is going to be a success and so we're going to have some funding from that for our our Edwardsville school, so. 00:32:42
Thank you, John. Sheriff Bush. 00:32:52
Thank you very much. 00:33:00
On the agenda before you, you will have two contracts, the merit police officers contract and the correct officers contract that 00:33:01
we negotiated. 00:33:05
This year in good faith, we've met several times throughout the year and we discussed, negotiated a fair salary and benefit 00:33:09
package for both officers. We also staggered the contracts at two to three years, so we won't have both of them at the same year, 00:33:16
which puts a hindrance on the budget as well. So we went through that process, then we sent it before the commissioners and they 00:33:22
approved it and here is before you all. 00:33:29
I want to make a motion to approve 9A and B both contracts. 00:33:37
Saget have a motion and 2nd for 9A and B discussion. 00:33:44
Just a couple of things. 00:33:53
Mr. President, I think at our last meeting. 00:33:55
One of the requests. 00:33:59
That I particularly made was. 00:34:01
For a comparison. 00:34:05
For the number, what was negotiated? 00:34:08
We received the contracts, but we didn't receive the. 00:34:12
The the ask or the any kind of impact statement? 00:34:16
And. 00:34:21
I thought that would be forthcoming. We never did. You want an impact of. 00:34:23
Comparison to other counties or know what it would do to our budget, I guess. 00:34:28
Serving on the negotiating team. 00:34:34
Last year. 00:34:37
The year before, we kind of negotiated and we brought back to the Council that which. 00:34:38
Which they presented and. 00:34:46
I believe that number was emailed out and my computer. 00:34:49
Do you want us to talk to that? 00:34:55
If that would help you, helpful. 00:34:57
The impact? 00:34:59
Yes. 00:35:00
So Stan can correct me and he can speak to it if you like. 00:35:02
Obviously, we're talking about two different funds. First, the jail lift fund, which houses all of the corrections contract 00:35:06
information and then county General, which houses the merit guys. 00:35:11
What I can tell you is that the overall impact to the county general budget is after everything plays out because we did try to 00:35:18
make some sacrifices to accommodate sustainability for the mayor contract, there's a difference of $230,000 roughly in 20 fours 00:35:26
budget adopted and 25 requests. 00:35:33
Those individual items. 00:35:43
What are they? 00:35:46
That's what we're missing. Speak to the breakdown. I didn't look at the breakdown independently, so. 00:35:48
So we're talking, are we talking county general primarily or do we want to talk both funds which where do we want to start? Start 00:36:00
with county jail. 00:36:03
OK. 00:36:06
Is that what you're asking, Tony, or are you, do you want to know, you want to know the total impact of the fund or the impact to? 00:36:07
You want to know what? 00:36:17
The budget is for those line items now versus what it's going to be that that was, that's part of it, yes. But I guess what I'm 00:36:18
really missing is the negotiation piece as well. 00:36:24
That's, that's what I and I guess maybe I should address that to the, the bargaining team, what I have available because OK, that 00:36:31
was part of it. But I guess I just wanted to know what else was negotiated. I'm just trying to make, to get to a point where I can 00:36:37
make a, a fair and responsible decision. And what we've received were the contracts, but not necessarily I don't think that we as 00:36:44
a body. 00:36:50
Approved. 00:36:58
What went into the contract? You see what I'm saying, right? Because that's the negotiating committees position. 00:36:59
So you're looking for. 00:37:06
Like right now they have X number of dollars per uniform and it's going to be this much instead, right? But yes. 00:37:10
But I was just under the understanding is that just like? 00:37:17
For the merit officers that the negotiation team does the negotiating but they bring back to the body. 00:37:22
And the body actually approves that, which is what's that this contract. 00:37:29
Right. So that's what we're clarification question. 00:37:35
May I ask a question, are you looking for a potential increase in or change in benefits or percentage based benefits of any kind? 00:37:39
Is that what you're looking for to see whether or not there was a comparison between last year's contract and this year's contract 00:37:45
as well as the financial impact? OK. So as far as I'm aware and everyone else can correct me because I did look over both 00:37:51
contracts when I was creating the. 00:37:57
The financial impact summary there were no changes as far as benefit time or percentage based increased benefits. 00:38:04
So the percentage base stayed the same. So 1.5% for the road, 1% for corrections as far as their longevity based benefits. 00:38:13
Perth is ruled by Perth, so that never changed as well and I don't believe they. 00:38:24
Articulated any requests for additional benefit time in either contract as well. So the benefits themselves haven't changed. The 00:38:30
only thing that has changed is the financial impact onto the funds themselves. 00:38:36
And I'm happy to go over. 00:38:42
Those for you if you like. 00:38:44
OK. 00:38:46
Does that help a little bit that that helps? This is Denise. 00:38:49
This is the names. I know I'm in a very noisy area in the airport, but I would like to recommend that we have a workshop and 00:38:55
discuss the impacts of these in a workshop rather than trying to do that here in in this meeting. 00:39:05
There's a motion on the table. 00:39:16
And and I would like to go ahead and take a vote on the. 00:39:19
Motion that was made. 00:39:24
I've got to hop on an airplane here, so. 00:39:27
That's my recommendation. I think a workshop would be. 00:39:32
Very unorthodox. Now the ordinary since this is a Commissioner or you item and approved. 00:39:37
By the Commissioners already, with the help of those who are on the bargaining committee. 00:39:43
We have a $4 million projected shortfall next year. 00:39:54
So I don't think it's unorthodox at all to talk about this and see how we can pay for this. 00:39:59
I don't even know. 00:40:07
With a budget that we have right now, if the DLGS would even approve such a budget. 00:40:10
We need to really before we approve anything, we need to get our pet around these numbers so it's not just. 00:40:17
The shares that I'm talking about, but we've got to do some work on the budget before we. 00:40:25
Approve any contracts on a go forward basis. 00:40:31
That's what I thought on this. 00:40:36
Yeah. I've noticed in addition to that that you, I think you're just talking general fund, aren't you, Denise? Actually the LIT 00:40:39
Correctional Facility budget shows a $1.4 million deficit objectives in addition to that. 00:40:46
Go ahead, Stan. So I've actually vetted the numbers the best I could from Baker Tilly. Baker Tilly gives you a $395,000 deficit 00:40:54
and 24. I calculate less than 100,000 which actually impacts that portion as well those. 00:41:04
Are not projected revenue sources that were in Baker Tilly's number are also not in 2020 fast projections. So those numbers I 00:41:13
think are significantly different. 00:41:19
I didn't run all the way out to 25, but the number is probably less than 400,000 at the end of that period just in the jail 00:41:25
bedside. 00:41:29
Now on the county general side. 00:41:33
I'd like to dress up briefly the difference in the budget. As I mentioned a minute ago, the adopted budget is for from 24 to the 00:41:36
requested budget in 25 with the impact of the salary negotiated increases is $235,000 difference. So I had a conversation with 00:41:43
Miss Topping, the auditor just moments ago and when you pull the form to the revenue form that actually feeds the miscellaneous 00:41:51
revenues for the county adopted budget. 00:41:58
There's no dollar amount in the sheriff's sheriff services line. What we do know and just in talking with Mesabi, we are going to 00:42:06
sustain a continued distribution from housing of DLC inmates in the neighborhood of $350,000. So right there wraps up the 00:42:13
sheriff's agreement moving from 24 to 25 and covers that shortage just based on the fact that it did not the revenue numbers in 00:42:21
24. 00:42:28
Did not include the the $350,000 DLC money we are also right now projected based on. 00:42:36
Federal Housing and federal inmates. 00:42:45
To bring in another 200 to $400,000 there. So that's on the county general side. So that more than makes up the difference in the 00:42:48
negotiated contract. Just on the in county general, the jail lit monies, we don't know until August 16th what the distribution, 00:42:55
the lid distribution is going to be. We'll have that confirmed. I suspect it's going to be higher than projected only because 00:43:02
salaries have significantly increased in Floyd County as well. 00:43:10
And that seems to follow true based on the lid distribution. 00:43:17
So I think when you look at it in totality, the impact is almost awash by the time it all shakes out and there are items that are 00:43:21
identified that would sustain this moving into 25 and 26. So I appreciate you at least take that into consideration looking at 00:43:28
those numbers moving out. 00:43:34
I'd like to see those numbers corrected in the Baker tillage projections before we move forward. Personally, that's where I'm. 00:43:44
And I'd like to call for a vote on this subject. 00:43:52
Is there any further discussion before we vote? 00:43:59
Yeah, I would say that in light of you know, the information that was requested, I know if you look back at our minutes from the 00:44:02
last meeting, second to last pair or second to last sentence, it does have Tony down asking for those that comparison that I have 00:44:08
yet to see. 00:44:14
There's a lot of moving parts to this. We have time. 00:44:21
For the, you know, for this, it's not a no for me, I. 00:44:27
But I'm not comfortable voting for it today. Tonight, there's more information that's needed. I, I think Stan. 00:44:33
You raised some some excellent points on the finances, However, that maker Tilly doesn't reflect that. I think I need to get my 00:44:40
head wrapped around that. 00:44:44
As well as the numbers, I knew that the, the August 16th deadline was, was coming up from the state. So we have some, some numbers 00:44:50
that we need to see there. And I hope, I hope that it is better than projected. So again, those things are are yet to, to be here 00:44:56
for me to be able to, to see what I need to see to, to vote for it. 00:45:03
Very supportive. The Sheriff's Department, I think I can get there, just not there tonight. 00:45:10
Baker, Tilly. 00:45:17
Is on the conservative side. 00:45:19
They never have the sheriff's budget right because they never take into consideration the what ifs. 00:45:21
They always come out. 00:45:28
Better than what's projected via Maker Tilly or the last ones that we had. 00:45:30
I have an issue with tabling it because there was way less discussion and way less. 00:45:38
When we gave. 00:45:45
500,000 to another taxing unit. 00:45:46
These are people that project our community. They put their life on the line every day. 00:45:50
They do a great job and we are highly respected. 00:45:57
In the entire state for our Police Department and our judicial system or our correction system, I. 00:46:01
Now let me just say from. 00:46:10
Being on the bargaining group that. 00:46:12
We made it known to the officers. 00:46:16
From the first meeting that we. 00:46:19
Get them to be the highest paid department in this area and they're not and they're they're not even. 00:46:22
They're not even in the. 00:46:31
Really close, but they're in the same ballpark and. 00:46:33
We made it clear that we're never going to play this game of Leapfrog. 00:46:37
Where we pay you a little bit more than another department and then they come back and we're and we're always chasing it and they 00:46:41
understand that. 00:46:44
Floyd County is where they want to be and where they want to serve. 00:46:49
They don't want to. 00:46:54
Go to another apartment for. 00:46:55
$2000 a year. 00:46:57
And. 00:47:00
Tabling this with the explanation we just got from Stan. 00:47:02
Does not send a very good message to. 00:47:06
These people sitting here. 00:47:09
We bargained in good faith. 00:47:11
The commissioners have approved. 00:47:14
And. 00:47:17
As as Connie said. 00:47:20
We we threw money at Highlander without. 00:47:23
5 minutes discussion and and send it on and here we are telling our Rd. officers that we need to take a closer look. 00:47:27
That's something we know we're going to be able to pay for. 00:47:37
And. 00:47:40
I think it's wrong. 00:47:43
Well, if I may, Mr. President. 00:47:46
I certainly agree and I thank everyone here agrees that we appreciate the the job that they do. 00:47:49
This is certainly not a no for me. 00:47:55
I just want some clarity. 00:47:58
That's all that's that's all that. 00:48:01
That we're asking for, Tony, respectfully, I'm not sure how much more clear you need. You were It was just told that longevity 00:48:03
didn't change, Perth didn't change, time off requested didn't change. 00:48:09
The only thing changed was. 00:48:16
The financial, the raises. 00:48:19
That's that's the only thing that's changed, OK. 00:48:22
Salary and again with all due respect to you. 00:48:25
It would have been nice if we would have gotten the information that we said if you look at the minutes from last meeting. 00:48:30
And I requested, I'd say, can we have that breakdown? You said we'll get it to you. 00:48:38
Didn't and so that that's where I am and so I wanted to if and and and you know, and I wanted if we wanted to move it along, it 00:48:46
seemed like we would have worked in a cooperative questions about the explanation that was just given. 00:48:54
Is there further Do you need further information than the explanation? 00:49:01
What explanation that purpose stayed the same, longevity stayed the same, time office stayed the same. I would once again, I would 00:49:06
have liked to seen the negotiation. I think that it's up to this body to approve that. 00:49:13
It's the negotiating committees. I've never, I've only been on here for three years, but I've never questioned what the 00:49:21
negotiating committees have done in their negotiating committee. 00:49:26
I mean, you go back and forth, that's that's the whole purpose of a negotiating team. 00:49:32
We appointed who sits on that. 00:49:36
Right. Yes, that's, that's correct. But when I served Miss Moon that what we did was we negotiated and then we brought it back. 00:49:39
To the Council for approval. 00:49:48
I didn't. I was not expecting the negotiation team to make the decisions. That's what I'm saying. I thought that it would. 00:49:51
The commissioners make the decision. We we were on the team as overview. 00:50:00
For the Council, the Commission. 00:50:06
Ultimately, do the contracts. 00:50:08
Yeah, but we find them. 00:50:12
Can I just say once again, I just don't? 00:50:13
We do not have. 00:50:18
A revenue stream for next year to pay for. 00:50:21
For things that we have in the budget right now, we need to sit down and talk about the budget before we agree with any further. 00:50:26
Umm, financial impact on the 2025 budget. We need to sit down as a council and understand how we're going to. 00:50:35
Pay for the budget next year. It is not fiscally for responsible for us to go into these contracts not understanding number one, 00:50:47
is the DLGF even going to even going to approve a budget? 00:50:55
That where we have a three million to $4 million budget deficit and how what's the revenue stream that we're going to. 00:51:04
Have to pay for that. I'm just asking that we sit down as a group in a workshop and let's talk about how we move forward. This is 00:51:15
definitely not a no for me, but again, I want to call for a call on the motion that is on the table again. 00:51:24
If I may say something, so I've been sheriff for 20 months and I've had the opportunity and I know most folks will support law 00:51:35
enforcement, public safety, first responders and all that. So we get that. We're not just, you know, we're not saying you're not, 00:51:40
but I've had the opportunity to learn to, to grow and learn to work with these individuals that are down the jail and on the road. 00:51:46
And I've got to see a lot and respect a lot of them because they all do a good job. 00:51:52
Last twenty months of me being a sheriff and working with Stan and everybody else on our team showing that we are capable enough 00:52:29
to balance our budget and making sure that the resources are either do so you have a white board of money sitting up there you 00:52:36
have the the the jail tax if you look on your list tonight at the 5:30 meeting you have a .02% rate for the jail lit tax it can go 00:52:44
up to .03 if you choose that would generate another $2,000,000 if you so desire and so that's another revenue stream we. 00:52:51
If you want to blame anybody, blame the state police that started all this when they raise their entry level rise up to 70,000 for 00:54:27
police officers. 00:54:31
And Jerseyville just reserves, they have a great work schedule and a a solid benefit package because America leaves and the 00:54:34
people. And he was very much out there from supporting it. So I asked you to support this tonight so we can move forward and work 00:54:39
together and make sure they get funded what they're supposed to be funded. Thank you. 00:54:44
But just I know we need to vote, but I'll just take one statement that. 00:54:53
We approved the Commissioners and. 00:54:57
I'll try to stay in my lane. The commissioners approve contracts. They've already done that last Tuesday. I'm sitting there when 00:55:00
they did it. 00:55:02
So they can they approved a. 00:55:07
EMS service hybrid would call it Highlander Fire plus AMR, I mean Ameripro. So they have and then we it's our job to find the 00:55:11
funding sources. 00:55:16
Stan has alluded to several things this evening, so that's all I say. The commissioners make the contracts. We don't have any 00:55:22
business in. 00:55:26
Meddling in their contractual negotiations, in my opinion. 00:55:31
Well, I disagree with that completely. 00:55:37
We've already learned some history with the commissioners of just with the EMS not taking us in, consulting us in advance and 00:55:39
pushed us to that limit. Now they've had the opportunity to discuss this with us and they didn't. And I'm not saying I don't 00:55:45
support some of this or a lot of this or most of it, because I know these guys have done a great job. Our county has got a great 00:55:51
reputation, and I want to provide for them. But we've been throwing these numbers here and I just think that is just fiscally 00:55:57
irresponsible. 00:56:03
To pass these deficits until we can get some better numbers. I think what Denise is requesting is reasonable. Matter of fact, when 00:56:09
we talk about a $4 million deficit next year, that's the net balance. We're starting with a $2.8 million surplus. So that's 00:56:17
actually a $6.8 million loss next year. So don't tell me we're going to whitewash that away, that I don't care what adjustments 00:56:24
we're going to make, that's not going to disappear. We've got to get a handle on this and we do need to figure out. 00:56:31
Or we're going to how we're going to fund this. So I think we really need to push this down and have some discussions on how we're 00:56:39
going to. 00:56:42
Manage this Are you sure we're going to have a discussion? Because I was left out of the budget meeting for the Sheriff's 00:56:47
Department. 00:56:50
Deliberately. 00:56:55
Even though I've been on the class. 00:56:57
We're still in discussion. 00:57:01
I'm sorry, we're still in discussion. 00:57:04
And personally, I find it a little ironic that some people on this council championed for employee raises a few years ago with no 00:57:06
way to pay for it and they championed EMS service with no way to pay for it. But when it comes to this issue here currently, 00:57:12
suddenly we've we've found a conscience and we've got a. 00:57:18
Talk about this a little bit more. 00:57:25
I'm going to ask for a show of hands, Denise. You can just hold your hand up in the airport or you can holler your vote, roll out 00:57:27
all in favor of 9A and B raise your hand. 00:57:32
All opposed. 00:57:40
Denise. 00:57:43
That fails more now or any time though. 00:57:51
She said no. She said OK. 00:57:55
So now when we go from here. 00:57:57
I'm sorry about that. I would like to make another motion. 00:58:12
To table this. 00:58:17
And between now and the next meeting, have a workshop to discuss the budget. 00:58:20
Search for. 00:58:27
I'm not not sure a bookshop would be the best. 00:58:28
We're not seeing a second here, Denise. 00:58:36
I have a question for the attorney. 00:58:39
As far as these contracts, wouldn't I mean, do we if it didn't pass, do we? Do we have an option to table the item or? 00:58:41
It can only be brought back up. 00:58:52
So do we need that tablet though? If it didn't, no, you just needs to be back on the agenda. Well, I mean, I'd recommend that we 00:58:54
bring it back up. 00:58:58
Because I, like I said before, I don't, I don't see the the urgency. 00:59:02
Tonight and I just learned some new information from Stan and. 00:59:07
You know, Stan, we'd go way back and I trust you. 00:59:12
I gotta I gotta reconcile the data that I have in front of me and it's not reconciling. 00:59:15
And you know, I can, I can probably get there. Most likely I can. I just don't see the urgency tonight. 00:59:19
And that's fair. If I may ask a question. 00:59:27
Police numbers, right? Yeah, but I haven't seen the the numbers that you guys have talked about tonight. 01:00:00
And is there. 01:00:05
And I'm not sure if it's the corrections or merit officers contract that is, was there additional sick days negotiated? 01:00:07
And either one. 01:00:16
But like I said. 01:00:22
The state needs to come through with some numbers for the for lit. 01:00:24
That it's not going to be here till Friday and I need to see the numbers that. 01:00:29
I have just learned about tonight. 01:00:34
If you're asking about the sick days. 01:00:36
It was changed to 12 hour days for corrections. For corrections because they work 12 hours and if they're only going to get paid 01:00:39
8, that kind of. 01:00:43
Makes total sense. I just understand tonight that that was said that that wasn't an adjustment that benefits Hornet adjustment, 01:00:48
but Martin advantage that it is those that that portion of the benefit was was adjusted. 01:00:54
They were up from 8 hours sick days to 12 hours. 01:01:01
Under understood completely. And I think it makes most sense. If you're working 12 hour shifts and you you call in sick, you're 01:01:06
not going to be, you're going to be sick or 08, probably not sick for just 12 or just eight. And can I just say one thing? The 01:01:13
median income for corrections in the state of Indiana is $49,100. 01:01:19
We're currently at 45 two. 01:01:27
So that's at the 50% mark. 01:01:29
And if we're one of the best jails and sheriff's departments in the state? 01:01:33
I don't know if we can get close to being paid like that. 01:01:37
But I think we're far better than 50%. 01:01:41
Right now 25% is 43,700. 01:01:45
Excuse me? 01:01:51
So we're right along just barely above 25% of the state. 01:01:52
Thank you. 01:02:00
I know this is delayed, but I'd actually like the second Denise's motion because I think we do need a workshop. I do think we need 01:02:04
to time it after we get this revised information. Not only it Stan said the 16th, but we need to get Baker Tilly to. 01:02:10
Work and get their numbers adjusted so that we all can sit down together and look at what we want to do or what we can do. 01:02:18
I don't know if she's still on the on the line, but who would be who would be the the The Who would be at the workshop, I guess. 01:02:26
This is the question I would have. 01:02:33
So also I just want to bring this up. 01:02:36
If you're looking for. 01:02:39
Never mind. 01:02:43
I have a question. I understand the workshop stuff, but we have a negotiating board that represents the Council. 01:02:44
I'm a little confused when we talk about processes and Brad, you're all about processes. 01:02:50
We have a negotiating board of three that represents a body. 01:02:55
And so it seems like we're going outside of that. And I'm not disputing what anybody's saying necessarily about the budget. You 01:02:59
have to look at that. 01:03:02
OK. But we have a process in place that everybody's gone through this time. So we spent six months, they're almost back to the 01:03:05
point we spend 2 1/2 years on accounting, building, spend two and a half million or a quarter, $1,000,000 on nothing. We're back 01:03:10
here again. We have a Clef bargaining board that represents 3 council people and a Commission. No, that's not correct. There's 01:03:15
only two. I withdrew from both committees. Well, that's your own fault. That's not ours, right? That's not. But you're saying 01:03:20
Representative Three, That's not true. 01:03:25
That's your own fault, not ours. And again, that's why I said no. There was offers made to the union that I wasn't consulted with. 01:03:35
I didn't have any opportunity input on it. So at that point, if they're not going to put my input on this decision, I'm not going 01:03:40
to be part of that committee. 01:03:46
That's what I'm just saying and not anybody else's talking right now. I know you are, but you weren't there and you took your 01:03:53
stuff and left. 01:03:57
And so back to my point is we have a negotiating board and we have a process. 01:04:01
Place that's not adhere to. 01:04:06
So that's I've been a part of at least four, maybe 5. 01:04:08
Bargaining committees in my 6 years between Rd. department, corrections and Sheriff's Department. 01:04:14
And we've never had this issue. 01:04:21
We've never had this issue. 01:04:24
And I'm gonna leave it at that. 01:04:26
Why are we having this issue? 01:04:29
Never happened before. 01:04:33
I'm gonna leave it at that. 01:04:35
If someone wants to form a workshop and get that together and invite the appropriate people. 01:04:38
Seems like there's some people on this, on this council who have ideas on that. So we'll leave it up and and we'll, we'll see how 01:04:43
that goes. Dinah Topic, thank you for your time. 01:04:49
Hi. 01:05:06
Hi. Hello. 01:05:07
OK, um. 01:05:10
10A is a request for additional appropriations in the judicial lit to make up for a deficit and some deferred comp lines. Because 01:05:14
my math didn't math well in January in the middle of the AFR press and my apologies on that. 01:05:21
And obviously the monies are in that fund, I just need them allocated to those lines please. 01:05:28
Motion to approve tonight any discussion. 01:05:36
All in favor say aye. Any opposed? 01:05:43
That carries. 01:05:46
Right. SO10B is actually just clean up. This is something that was approved by the council at the March 12th council meeting. It 01:05:48
was a salary increase that was approved for five prosecutors after some very intense discussions with prosecutor Chris Lane where 01:05:56
they agreed to fund it out of their fees fund and reimburse the general fund as well as. 01:06:04
The judicial it for those extra monies that we're going to be going out to. 01:06:14
Those five prosecutors, so the. 01:06:19
Salary committee met February 27th, approved it towards the council and then the council met on March 12th. It passed 6 to one 01:06:24
vote. I have the minutes in my hand if you feel the need to go over them. So this is literally just clean up. The prosecutor has 01:06:31
already reimbursed the auditor's office for all of these monies. This is just putting the monies in the lines. 01:06:39
Motion to approve 10B. 01:06:48
Sorry, I got motion in a second to approve 10 B. Any discussion? 01:06:50
All in favor say aye. Any opposed? 01:06:57
That one carries. 01:07:00
My last one's a little hinky and I'm gonna apologize for that. 01:07:02
It's a little bit weird. 01:07:07
Well, we're not on my last one yet. I lied. We're at sea. 01:07:11
My apologies. So that would be an additional appropriation of $59,209.08 to the one thousand 0683 thousand 09 insurance line for 01:07:15
the liability insurance that covers all of the employees out of the general fund. So the original budget that was requested for 01:07:24
this year for that specific line item was $775,000. During budget hearings last year, it was cut down to $650,000. 01:07:33
Turns out we actually needed about 710,000, so we did overestimate in the budget last year. 01:07:43
It got cut down, but it got cut down a little too much to pay the liability insurance for all of the general fund employees, which 01:07:49
that does include your Rd. deputies. 01:07:54
We need an additional $59,209.08. 01:08:00
Move to approve 10C. 01:08:04
Second motion and 2nd for 10 C Any questions or discussion? 01:08:07
All in favor say aye. Any opposed? 01:08:12
That carries. 01:08:16
The last one is hinky. 01:08:17
I did send this information out on the 29th of last month. Some of the information in my original e-mail was inaccurate. I sent a 01:08:20
follow up e-mail today. I don't know if anybody saw it. And the inaccuracy had to do with the actual amount that would have been 01:08:28
coming out of the 8899 or 97 as opposed to what actually happened. So there was an internal policy. 01:08:35
Long story, and I apologize for taking everyone's time after the evening that we've had. There's an internal policy that exists in 01:08:44
the prosecutor's office that allows for a supplemental salary. 01:08:49
If an employee within the Child Support division has additional duties permanently added to their position. 01:08:54
That being said, we all know this is county government and something like that has to actually go in front of the council to have 01:09:03
the additional amount approved, added to the salary ordinance and then appropriated to that employee and paid out to them in the 01:09:10
transition that the prosecutor's office experienced from the beginning of the year forward due to some. 01:09:17
Well, basically due to their office administrator having a lot of things happen in their life within the last year and then 01:09:27
retiring from the workforce and transitioning that job over to a newly trained person, this kind of got lost. 01:09:32
Their new office administrator brought. 01:09:39
Me some forms 3 weeks ago and said why is it this person being paid this extra $125.00 bi weekly through our title 4 fund so well? 01:09:42
Get approved and added to the salary ordinance. This employee was informed in April. 01:10:25
That this amount was going to start happening and. 01:10:31
Were four months later and it's just now coming before you all. 01:10:34
So this does come out of the 8897, does not affect the general fund. It would be backdated to the original time frame of April 01:10:38
22nd, which was when it was supposed to be taking effect. It has not been advertised because I didn't have the accurate amount to 01:10:45
advertise. So really what I'm looking for this evening is approval. 01:10:51
For this to actually happen and be added to the salary ordinance and next month I would be coming or Prosecutor Lane or his new 01:10:58
administrator Angela Caps will be coming for an additional appropriation in the 8897. Tonight is literally just approval for this 01:11:05
money to be paid out to this person who has had their entire job. 01:11:11
Added to changed permanently and was supposed to be receiving the supplemental salary but things got lost. Do we know what the 01:11:20
annual increase is when it says it's? I had that number it's right around $3200 for the whole year but the only amount that will 01:11:28
actually be paid out this year is $2115.82. I do have that number. It's 125 * 26 weeks basically. 01:11:37
Well, it's it's not 26 weeks, it is not 26 pay periods, it's 17 1/2 pay periods. 01:11:46
Because it started April 22nd. 01:11:55
So you're looking for it to be on the next month? I'm looking for the appropriation to be on next month. I'm looking for the 01:11:59
approval of the additional supplemental salary. 01:12:03
For this. 01:12:09
If that makes sense. 01:12:12
Basically yes. 01:12:15
You can put that additional appropriation request next month please and thank you. 01:12:16
I mean, I'm looking at over $300,000 in that fund. 01:12:23
31. 01:12:27
This does fit within the Title 4 guidelines as well, and it's actually the title for coordinator who would be the recipient of 01:12:28
these funds so. 01:12:33
It's reimbursable up to 40%. 01:12:38
Maybe I'm not sure why but. 01:12:43
So that's what I'm looking for. I'm looking for a motion that, yes, the salary ordinance can be adjusted to reflect this 01:12:48
additional supplemental salary and yes, they can come before you for an additional appropriation next month. 01:12:53
So I make a motion. 01:12:58
Regarding 10 D that. 01:13:00
We update the salary ordinance at the 125 bi weekly. 01:13:04
For the prosecutor title. 01:13:10
For coordinator, coordinator. 01:13:12
Second motion and 2nd for 10D. Any further discussion? 01:13:15
All in favor say aye aye. Any opposed? 01:13:21
That carries. 01:13:25
11/8 Floyd County transfers. 01:13:27
Motion to approve Second. Motion second for 11 A. Any discussion? 01:13:31
All in favor say aye aye. Any opposed? 01:13:36
That carries. 01:13:42
11B ordinance 20/24/08 My Fang local income tax rates. 01:13:43
Steve, correct me if I'm wrong. We can take action tonight. We can. 01:13:52
Take action next meeting and two consecutive meetings and still have still be in by the October 31st deadline for January 1st 01:13:57
implementation. Yes, it would have to pass. 01:14:03
Has passed before September 1st to take effect October 1st. 01:14:11
And then before November 1st to take effect on January 1. 01:14:15
OK. So we're open to discussion on steps moving forward. 01:14:20
If anybody would like to make a motion tonight, you're certainly. 01:14:25
Able to do so if. 01:14:29
If we we still have plenty of time if we were wanting to make. 01:14:32
I move to table. 01:14:37
I'll second that. 01:14:40
And I second that because there's also a typo in there that needs to be corrected in the ordinance. 01:14:41
Which would be a very important typo to fix. 01:14:49
We have a motion in a second to. 01:14:52
Table this to our September meeting I think. 01:14:55
As Jim said earlier in the organ be up public hearing that we really need to define exactly what they, if we're going to, if we're 01:14:58
going to do anything, we need to find exactly what that is. We don't need the whole tube. 01:15:05
.02 generate $5,000,000. If we don't need it, there's no sense in. 01:15:12
So I think we need to work with the commissioners. 01:15:16
And see exactly what that phone, how much that's going to need and we need to get an idea what we're going to possibly reimburse 01:15:20
the city. 01:15:25
What we've taken from city residents, so there's some. 01:15:30
Research. I think it needs to be done. That's why I vote. That's why I move to table. 01:15:34
Any further discussion? 01:15:42
All in favor of tabling say aye aye. Any opposed? 01:15:45
All right, please add that to our. 01:15:50
September agenda. 01:15:52
Any committee reports? 01:15:55
Don't have any bread? 01:15:57
Dale, Jim. 01:16:00
J Rack again, I cannot stress enough. 01:16:05
The importance of what's going on in that group, we've got some. 01:16:09
Big things happening between. 01:16:15
The. 01:16:19
Not judicial. 01:16:22
The children in our community and then the adults and the places that. 01:16:24
Take care of those people. So I. 01:16:30
That's huge for me and we're doing some good things. We've got $280,000 to give out. We've got 9 applications so far. We've 01:16:33
extended the deadline to September 9th, September 5th. Sorry, I. 01:16:40
To grant those awards. So if there's anybody out there that. 01:16:48
Deals with addiction, be it families of. 01:16:54
Actual. 01:16:59
Umm, actual victims. 01:17:01
Make sure that they apply, they go out to our website, go to the J Rec tab and apply for that opioid award because it's. 01:17:06
It's getting kind of exciting to give away some of that money for that. 01:17:13
All right, anybody from the public. 01:17:21
Any input? 01:17:23
Seeing none all. 01:17:28
Motion to adjourn. Second, All in favor. Aye, we are adjourned. 01:17:30
Yeah. 01:17:36

We have that freedom limit. I'm going to be grateful for that. Well, Jesus, please help us to have. 00:00:55
Give us wisdom and and prayer and wisdom to make person prudent choices or for betterment for our of our community, realizing that 00:01:03
